India, UK agree to constitute subgroup on countering extremism

NEW DELHI, APR 22 (PTI): Prime Minister Narendra Modi and his British counterpart Boris Johnson on Friday expressed “zero tolerance” for terrorism in all its forms and reiterated their condemnation of Mumbai and Pathankot terror attacks. In their wide-ranging talks, Modi and Johnson agreed to constitute a subgroup on countering extremism in order to further enhance cooperation between India and the UK in ensuring that all possible actions are taken against groups and individuals based in or operating out of either country. “ B o t h l e a d e r s ex pressed zero tolerance for terrorism in all its forms – and for all those who encourage, support and finance terrorism or provide sanctuary to terrorists and terror groups, whatever their motivation may be,” a joint statement said. DIMAPUR, APR 22 (NPN): Government of India’s representative for Naga talks, A.K. Mishra Friday met NSCN (I-M) core group led by its chief negotiator Th Muivah at police complex Chümoukedima on Friday. Muivah, who is currently camping at the Police complex, was accompanied by around 10 senior NSCN (I-M) leaders. The closeddoor meeting was held for around two hours. Another meeting with a larger group of around 30-40 NSCN (I-M) leaders will be held on Saturday. This will be Mishra’s third meeting with NSCN (I-M) leaders before he returns to Delhi on Monday. Besides NSCN (I-M) delegation, Mishra also held meetings with Naga Hoho and some political party leaders on Saturday. Though Mishra has met chief minister Neiphiu Rio, he was yet to meet members of the Core Committee on Naga Political Issue headed by Rio.

Process of issuing ILP, SC/ST certificates to be made digital DIMAPUR, APR 22 (NPN): State government has proposed to phase out the manual process of issuing inner line permit (ILP) and Scheduled Caste (SC) and Scheduled Tribe (ST) certificates and to make the whole process digital within a time period of three-four months. According to a DIPR report, the proposal was made by the state chief secretary and his team during the departmental review meeting with the department of information technology and communication (IT&C) and the department of power held in the conference hall the chief secretary, Kohima on April 22, 2022. At the meeting, chief secretary J Alam commended the IT&C department for all the good work it was doing and urged upon the officers of the department to continue to bring new developments and innovations to the working of the state government.

DIMAPUR, APR 22 (NPN): A day after Rising People’s Party (RPP) busted a fuel adulteration racket here on Thursday night, Dimapur police have confirmed that an FIR was lodged on the night itself and investigation was on, while a search operation had been launched to nab the main suspect in the case. The police sources also confirmed that adulterated fuel was seized from the spot in the presence of a magistrate and sample sent to forensic lab for test. It has been learnt from the police that the land where fuel was adulterated belonged to one local per-

son, who had leased it to one Ashok for running the illegal business. Ashok, who is currently out of station, was expected to return to Dimapur on Saturday, after which the police would be questioning him, sources said.

IOCL clarifies

Indian Oil Corporation Ltd (IOCL) has clarified that oil tankers allegedly involved in the racket were not contracted to the company. Claiming this, IOCL Dimapur deputy general manager (DGM) Huwuto Sema told Nagaland Post that out of the three oil tankers found near the adul-

teration site at the time of the raid, one belonged to some other company, while the other two were contracted to IOCL. He, however, clarified that those tankers contracted to IOCL were there for repairing. Huwuto informed this reporter that all contracted oil tankers with IOCL had E-locking and GPS tracking devices installed through which their movements were tracked. Hence, he asserted that it was almost impossible for IOCL tankers to indulge in such illegal activities.

Considering the dignity of the court, MDBA emphasised that the quality of court infrastructure should not be compromised, then only citizens would have faith in the judiciary. ment officials, the Central team said the purpose of the visit was assessment of drought situation in the State. It requested the Agriculture and PHE departments to develop an action plan prior to the monsoons to avoid recurrence of drought situation and assist farmers

in cultivation in case of delayed or no rain, which could affect the cultivated plots and ultimately result in losses for the farmers. It also requested the departments to ensure sustainable water resource throughout the year not only in Kohima town, but in rural

areas as well, while urging the Animal Husbandry & Veterinary Department to be prepared for drought and epidemic situations. On its part, DDMA highlighted the drought-like situation and drought mitigation measures undertaken during 2021. Measures to mitigate water scarcity in Kohima town undertaken by PHED, Urban Division Kohima was also highlighted. The authority further informed the team that agricultural crops over 1465.4 acre were affected by drought in 2020-2021 in Kohima district and 65 villages, mostly from northern areas, were affected. Commissioner Nagaland writes to Home Commr. over LBCA-LH imbroglio DIMAPUR, APR 22 (NPN): Against the backdrop of tussle for control and administration of four sector churches in Wokha town under Lotha Baptist Church Association(LBCA), Commissioner Nagaland Rovilatuo Mor in a letter to the Home Commissioner, has raised a pertinent question on whether a Civil Society Organisation(CSO) – Lotha Hoho- registered under Registration of Societies Act 1980 was empowered to exercise powers and functions under Article

371(A) to dissolve the existing Lotha Baptist Church Association(LBCA) and also appoint a protem/interim LBCA executive. In the letter, the commissioner informed the home commissioner that deputy commissioner Wokha had received a request from LBCA executive for vacating Lotha Hoho diktat in dissolving LBCA and banning it from carrying out any activity on the strength of Art. 371(A) and 16-Point Agreement. Commissioner said Article 371(A) and

16 Point Agreement provisions contain and provide adequate legal ground under Nagaland Village and Area Council Act, 1978 whereby a Tribal Council derives recognition and authority of Article 371(A) and bound by it (section 26) to “assist the state government and its various agencies, in the matter of maintenance of law and order in the society.” The Commissioner asked whether a civil society organisation (Lotha Hoho) was empowered to exercise ordinances under the provi-

sion of Article 371(A) of the constitution and 16 Point Agreement and whether the action of LH was in consonance with an organisation registered under the Registration of Societies Act 1980? The tussle for control and administration for four sector churches in Wokha town- Tchuphyangza, Samyan and Tiyichan- went to the high court, Kohima bench. The court passed four interim orders directing DC Wokha to “hand over the keys of the churches to the respective functionaries, so

that the parties may be able to worship in their respective church buildings and start functioning independently”. Commissioner said DC Wokha issued a circular on September 18,2021 as per high court order, for maintaining strict law and order around the sector churches with impartiality. Through another order on November 11,2021 , the court proposed mediation by the NBCC to settle the dispute so as to bring about an amicable solution but DC Wokha added that there has been

no further correspondence in this regard. According to DC Wokha’s letter, the Lotha Hoho intervened and dissolved the present LBCA executive and also scheduled the installation of a protem LBCA executive body on March 28,2022 at Vankhosang. In view of the proposed installation of a protem LBCA executive, DC Wokha issued appeal letters to all parties about apprehension of confrontation and clashes between rival

ENSF calls off indefinite stir

DIMAPUR, APR 22 (NPN): A day after the state cabinet agreed in principle to include exempted departments and posts under the purview of Nagaland Staff Selection Board (NSSB), the Eastern Naga Students’ Federation (ENSF) Friday called off its indefinite agitation that began on April 21, 2022 at the Civil Secretariat, Kohima. ENSF through its media cell stated that decision to call off the agitation was taken after receiving official letter from the state government. Meanwhile, the federation has acknowledged the state government led by chief minister Neiphiu Rio for considering its “legitimate demand”. ENSF has appealed to the state government to expedite the process in making NSSB operational at the earliest.

DIMAPUR, APR 22 (NPN): Department of Power Nagaland has informed that there would be power shutdown of 11 kV Diphupar-B feeder from 5am to 10am on April 23 & 24, 2022 in view of the re-conductoring of 132 kV Dimapur-Imphal transmission line. In a press release, SDO Dimapur electrical sub-division No-II informed that the following colonies would be affected: Ikishe, Diphupar-B, Part of Sovima and part of Thilixu.

In his keynote address on “Joy of Examination”, professor, counselling cell SCERT, Dr. Zavise Rume spoke on the celebration of Pariksha Parv which was to sensitise and create awareness not only for the students but also for the teachers with regard to stress. He said teachers had

a huge responsibility in moulding the outlook and future of the children. Dr. Zavise also said that parents and teachers should create an environment where learning was a welcome activity. State Commission for Protection of Child Rights secretary and joint secretary Social Welfare, Mhathung Tsanglao informed that after introduction of examination, children have become more stressful. He said that over the years, the stress and pressure along with anxiety was noticeable, therefore, he said it has also become difficult to listen and understand the younger generation.

With an aim to change the outlook of children towards exam stress and help them overcome their anxiety, Tsanglao said “Pariksha Parv” 4.0 was celebrated. He explained that this was also a platform for parents and teachers to share their thoughts and get important tips from experts as sharing thoughts would help mitigate stress and anxiety of students to a great extent. Vihoshe village to remain under Chümou distt DIMAPUR: Vihoshe village council (VVC) under Aqahuto Area, Dhansripar sub-division, has informed that the village has resolved to remain under Chümoukedima district. In a letter to the SDO (Civil) Dhansiripar sub-division, the village head GB Vihoshe Sumi, council chairman Atoshe X Chophy and secretary Er.Hokuto I Swu said the decision was made after observing that Vihoshe village was geographically located much closer to

Chümoukedima district headquarters than Dimapur district headquarters. They said that the villagers, who were mostly daily wage earners and farmers, would incur extra financial expenditure traveling to Dimapur district headquarters to get a document signed, which takes almost whole day. However, since Chümoukedima was closer to the village, it would save time and money for the villagers. The signatories said

that the village after considering all the factors resolved to remain under Chümoukedima district. The signatories said the village was not against any organisation or administration, but the decision was taken for the convenience of the villagers.

During the inaugural ceremony, guest speaker, director of St. Joseph’s College Men’s hostel, Rev. Fr. Dr. George Pazalhoukho Rino spoke on the topic “The Eucharist as a sacrifice”. According to the priest, the Eucharist was a memorial of Christ and three reasons why sacrifices were made were to give thanks to God; to make a covenant with God and to avoid sinning. The biggest sacrifice is the death of Jesus Christ on the cross, he stated. On why the Eucharist was celebrated at Catholic churches, he said that

it was a tradition passed down by the Jews who believed that the Eucharist must be celebrated at a holy place, at a temple, on an altar and by a priest. In this regard, he said the church was a reminder of the sacrifices made by Christ. During the session, he also explained why certain rituals were followed by the church. Anti-rabies vaccination camp at Chedema

KOHIMA, APR 22 (NPN): Office of the chief veterinary officer Kohima, sponsored by the department of Animal Husbandry & Veterinary Services (AH&VS) organised a free anti-rabies vaccination camp at Chedema village here on Friday. During the camp, veterinary surgeon, Dr. Elizabeth Yhome enlightened the pet owners on the dreadful disease which infected dogs in the form of rabies. She said rabies was preventable and fatality of a pet could be avoided by getting them vaccinated. After the initial vaccination at two months for a dog, the yearly vaccination would keep the dog safe from rabies and help ensure the safety of the people around pet dogs. thanked the doctors from Veterinary Hospital Kohima and interns from Veterinary Field Assistant Training Institute, Medziphema for carrying out the camp. Altogether, 65 dogs were vaccinated at the camp and vaccination cards were issued to the owners.

It may be mentioned that the recent camp was in continuation of a series of free anti-rabies vaccination camps held across Kohima. More such camps are expected to be conducted in the coming days in order to reach out to all who have lesser access to the facilities.

DIMAPUR: Minister, Rural Development (RD) Metsubo Jamir Friday asked officers of the RD department to be sincere and prompt in discharging their duties towards the rural people. Mizoram reports 91 COVID cases, tally at 2,26,590 AIZAWL, APR 22 (PTI): At least 91 more people, including 43 children, have tested positive for COVID-19 in Mizoram, raising the tally to 2,26,590, a health department official said on Friday. The death toll remained at 694, with no reports of any new fatality, he said. The state had reported 79 fresh cases on Thursday. Mizoram now has 614 active cases, while 2,25,282 people have recovered from the disease. The recovery rate among COVID-19 patients stood at 99.42 per cent, and the death rate at 0.30 per cent, the official said. With Friday’s count, the single-day positivity rate rose to 8.97 per cent from 5.35 per cent the previous day.

NEW DELHI, APR 22 (PTI): Assets worth Rs 5.54 crore of a former director of the information and public relation department of the Assam government have been attached under the anti-money laundering law in a case of alleged fraud in public funds, the ED said on Friday. The federal agency has issued a provisional order under the Prevention of Money Laundering Act (PMLA) against the officer identified as Ranjit Gogoi. In a statement, the Enforcement Directorate (ED) said its probe found that “in connivance with Assam government officials and others, different companies were able to get the work order in ‘Vision Assam Mission Assam project’, even though they did not have the required pre-qualification and laundered the proceeds of crime received by them.” The total proceeds of crime identified in the case till now is Rs 16.36 crore, it said. The ED filed a money laundering case against the accused after studying an October 2017 FIR of the CM Vigilance Cell, a police unit directly under the supervision of the Assam chief minister which charged them with “misappropriation” of government money.

The agitating teachers are demanding that the salary of the teachers in Ad Hoc schools be increased and their services upgraded to a deficit system. “We would be launching an indefinite non-cooperation movement in protest against the government for its failure to keep it promises to increase the salary of the teachers in Ad Hoc schools and our services upgraded to a deficit system,” FASTOM Spokesperson, Mayborn Lyngdoh said after an inconclusive meeting with the State Education department officials. “We would not be taking part in evaluations, going to schools or taking

Russian malware planted from Nigeria in OIL cyber attack

GUWAHATI, APR 22 (PTI): A Russian malware planted from a server in Nigeria was used for a recent cyber-attack on Oil India’s (OIL) system in Assam’s Duliajan, which had brought down the PSU major’s network, a top police official said on Friday. The OIL system is yet to be restored completely even after 10 days of the incident, they added. A top police official, who wished not to be named, told PTI that their investigations indicated the cyber-attack was carried out from overseas. He said, “We have found that a Russian malware was used in it. And someone, individual or group, planted it from Nigeria. “We are working out the details and also ascertaining whether it was planned attack or a random one that hit OIL,” the official added. The cyber-attack took place on April 10 on one of the workstation of Geological and Reservoir department of OIL, but it was intimated by the IT department on April 12. Hazarika said, “The government is taking it very seriously and doing a thorough probe.” He said systems are being restored in a phasewise and many computers are already functioning. Operations were not affected at any stage of the cyber-attack, the spokesperson added.

NEW DELHI, APR 22 (PTI): The Supreme Court on Friday refused to grant bail to Maharashtra cabinet minister and NCP leader Nawab Malik in a case of money laundering, saying the probe is at a nascent stage. A bench of Justices DY Chandrachud and Surya Kant said it will not interfere with the Bombay High Court order of March 15 but Malik can avail the remedy available under the law before the trial court. Senior advocate Kapil Sibal, appearing for Malik, said they arrested me in 2022 for something that happened in 1999. He said there is no case under the Prevention of Money Laundering (PMLA) made out as there is no predicate offence. The bench said the investigation it is at a very nascent stage and that it will not interfere with the high court order. On March 15, the Bombay High Court had rejected Malik’s interim application seeking immediate release in a case of money laundering, saying just because the

NEW DELHI, APR 22 (PTI): Prime Minister Narendra Modi discussed the ongoing Russia-Ukraine conflict with his British counterpart Boris Johnson and conveyed strong advocacy for peaceful resolution of the situation and direct dialogue between the two parties, Foreign Secretary Harsh Vardhan Shringla said on Friday. Briefing reporters on talks between Modi and Johnson, Shringla said that during the talks there was no pressure applied from the British side regarding sanctions on Russia and Johnson shared his views on the Ukraine issue. Modi put forward India’s perspective on the Ukraine issue and asserted that “we are on the side of peace”, want that there should be dialogue and diplomacy, and the conflict should be resolved soon, he said.“The two leaders also discussed the ongoing Ukraine-Russia conflict. PM expressed deep concern over the ongoing situation and mounting humanitarian crisis. Modi reiterated his call for immediate cessation of violence and conveyed strong advocacy for peaceful resolution of the situation,” Shringla said.

Over 6.84 lakh students will write the exam at 1,076 centres across the state. The exams will go on till May 18. As there is a ban on hijab or any cloth linked to religious identity, the authorities made arrangements at exam centres for the Muslim girls to remove their head scarves before entering the exam halls. Muslim girls who turned up at the examination centre wearing hijab said they will remove it inside the separate enclosure and will wear it again after the exam is over. “Hijab is important and so is writing and passing

the exam. Our future depends on our exam results,” a Muslim girl student told reporters in Bengaluru. The Karnataka High Court had last month upheld the order of the state government banning wearing clothes which disturb equality, integrity and public order in schools and colleges, which a section of Muslim girls had challenged in the court. There are laws about how much decibel (sound) should be there. DG

Nawab Malik special PMLA court’s order remanding him in custody is not in his favour; it does not make that order illegal or wrong. The Enforcement Directorate had arrested Malik in February under provisions of the PMLA after which he had filed a habeas corpus plea in the high court, claiming his arrest by the ED and the consequent remands were illegal. The HC had said Malik’s counsel had argued before the PMLA court and vehemently opposed the ED’s request for the minister’s custody. Yet, the special court had remanded him to ED’s custody and subsequently to judicial custody based on valid legal grounds. The high court had

said that the minister still had the option to apply for bail in the case before the special court. It had held that Malik was arrested by the ED in accordance with the law, and subsequently been remanded to the probe agency’s custody and then to judicial custody following due process. Therefore, there was no reason for the high court to pass any interim order directing Malik’s release from custody, it had said. Malik was arrested by the ED over a property deal allegedly linked to the aides of gangster Dawood Ibrahim. The central agency has accused Malik of being part of an alleged criminal conspiracy to usurp a property in Mumbai’s Kurla area which currently has a market value of Rs 300 crore and belongs rightfully to one Munira Plumber. Malik contended before the HC that he had bought the property in a bonafide transaction three decades ago, and Plumber has now changed her mind about the transaction.

Bengal likely to get 3 new districts by end of year KOLKATA, APR 22 (PTI): The West Bengal government, in its bid to simplify administrative operations, is planning to trifurcate South 24 Parganas, creating new districts of Baruipur, Sundarbans and Diamond Harbour, a top official said on Friday. Work was being undertaken on “war footing” to complete formalities necessary to split South 24 Parganas – the largest district in the state – into three parts, the official said. “We are planning to create three new districts -- Baruipur, Diamond Harbour and Sundarban -- by the end of the year. Once the proposal gets Chief Minister Mamata Banerjee’s nod, South 24 Parganas -- currently stretching from the city to the coastal villages along Bay of Bengal -- will cease to exist,” he told PTI. Currently, Diamond Harbour, Baruipur and Sundarbans are police districts. Explaining the rationale behind the division, the bureaucrat said geographical location of different blocks of South 24 Parganas often caused problems to people who had to travel miles after miles to get administrative work done. The split was being

planned in a certain way to ensure that the new districts get to have one sub-divisional court each, he stated. Baruipur, spanning around 2,500 sq km, is likely to have 11 blocks. “With 11 blocks, Baruipur will be the biggest of the three proposed districts. Suggestion to make Gosaba a part of Baruipur has been made,” he said. Sundarbans was likely to have eight blocks – four in the entire Kakdwip sub-division and an equal number in Diamond Harbour sub-division, he said. The Diamond Harbour district was expected to constitute the entire Alipore Sadar area and a part of the current Diamond Harbour sub-division, the official elaborated. “Kakdwip has been proposed as the district headquarters of Sundarban, and Tongtala of Baruipur. We are yet to decide on a zilla head office for Diamond Harbour,” he said. Asked if the creation of the three proposed districts would in any way affect the configuration of assembly segments in South 24 Parganas, the official said that Baruipur was likely to have 11 assembly constituencies, Diamond Harbour nine and Sundarban six.

Bulldozer mentality

B

ulldozer politics has become the latest topic in India as the machines including excavators are being used to achieve the desired result even at the expense of procedures and justice. The latest outrage was when nine bulldozers rolled into Jahangirpuri on April 20 morning, tearing down several structures close to a mosque as part of an anti-encroachment drive by the BJP-ruled civic body. The ‘surgical strike’ in Jahangirpuri was carried out even without serving prior notice on those to be affected. Many residents were numbed with shock when the bulldozers began tearing down their homes including small shops that were the source of their livelihood. Amid the chaos and mayhem and when everybody seemed to retreat to the backdrop at the sight of a strong posses of Delhi Police, CPI leader Brinda Karat raced to stand in the way of the rampaging bulldozers and waved a copy of the Supreme Court ordering immediate restraint against the bulldozing. As usual, political acrimony immediately follows bulldozer politics and the same was true in Delhi after the Jahangirpuri demolition. The Opposition such as AAP and Congress began accusing the BJP of ‘bulldozing’ democracy. In response, the BJP said that ‘bulldozer justice’ was the right way to move ahead from the communal violence that had earlier broken out in the northwest area of Delhi. The Aam Aadmi Party alleged that the ‘order had been issued’ to harass a community in the name of encroachments, while BJP alleged AAP was giving religious colour to the drive. AAP Rajya Sabha MP Raghav Chadha challenged BJP, by saying that the party “promoted riots, violence and hooliganism across India”. Therefore, Chadha said if BJP want end riots in this country forever, “the BJP headquarters should be bulldozed immediately.” Bulldozers are hardy machines and are no respecter of people or positions. This was amplified in Uttar Pradesh when chief minister Yogi Adityanath bulldozed properties in order to “ free up over 67,000 acres of government land from the clutches of land mafia in the state”. Referring to a newsdaily, Akhilesh said the feat earned Yogi, the sobriquet of ‘Bulldozer Baba.’ Not to be left behind, after Yogi’s bulldozing feat, his party colleague and Madhya Pradesh chief minister Shivraj Chouhan also did his part in his state. On March 22, when a youth died in Raisen district after a clash between two communities, the chief minister ordered demolition of the accused persons’ houses according to News18. The demolition brigade were once again pressed into action when clashes erupted in Khargone district of the state on the occasion of Ram Navami. The rioting in Khargone saw the destruction of more than 50 houses and properties. Of the several houses demolished by the Madhya Pradesh government in Khargone district to punish those responsible for the Ram Navami violence, one was built under the Pradhan Mantri Awas Yojana (PMAY).The action has now earned Shivraj Singh Chouhan the nickname of ‘Bulldozer Mama’. In whatever manner they are used, bulldozers should serve their purpose mainly to get rid of encroachments that are deemed illegal and unauthorised by the law. Use of bulldozers to raze homes of suspects extends the purview of the perceived justice beyond the realms of law.

Allow nothing to keep you from looking with strong determination into the face of God regarding yourself and your doctrine. And every time you preach make sure you look God in the face about the message first, then the glory will remain through all of it. A Christian servant is one who perpetually looks into the face of God and then goes forth to talk to others. The ministry of Christ is characterized by an abiding glory of which the servant is totally unaware— “…Moses did not know that the skin of his face shone while he talked with Him” (Exodus 34:29). We are never called on to display our doubts openly or to express the hidden joys and delights of our life with God. The secret of the servant’s life is that he stays in tune with God all the time.

Further, in many consultations with state Govt. Mr. Th. Muivah has agreed that all mutually agreed competencies must be incorporated in the Indian constitution lest GoI backtract on her commitment as in the past. It would be fair for them to produce the draft of their so-called Yehzabo (constitution) whether they plan to use it in Manipur or elsewhere. Let them also reveal the agreed proposals, the political structure, the blueprint of utilization of tribal Naga lands and its resources, without which, “Sharing of sovereign power” is too loose a term having forfeited Integration. Overwhelming number of IM leaders and followers are under geography and population of Manipur state and it will remain so as per their desire. This truth to will not

be brushed aside. Nagaland state on the other hand, as a federating state, already is endowed with distinct sovereign power over land and resources, customary laws and traditions etc. The “Agreed Position”, reaffirmed and reinvigorated historical, political and administrative vacuum and loopholes inherited from past agreements and will remove all impediments in the future. Realistically, unless the whole southern Naga populace, physically led by Manipur Naga elected representatives at all levels, bureaucrats, tribal bodies, civil societies etc. declare publicly, openly and unequivocally, either peacefully or violently, exhibit a mass movement and come forward to integrate with present Nagaland state and tribes, the philosophical and sentimental narrative and desire for integration is a mere tool for economic and political benefits of the few. Nagas of Nagaland can only do so much unless southern Nagas get down and dirty and not the other way around. We cannot play accommodative sentimental politics anymore. We must create a practical and pragmatic political and social structure an environment for younger Naga generations. The world will neither wait for impractical Nagas nor sleepwalking Nagas. THE HOPE AND DESIRE: On WC’s “AGREED POSITION” signed with

GoI on 17th Nov. 2017, and subsequent status paper now with the people, today we want to convey to IM leaders loud and clear that it is a judiciously consulted document of Naga tribes and intellectuals, an unprecedented transparent position for Nagas in Nagaland, Manipur, Arunachal Pradesh and Assam, also duly briefed and in the knowledge of our neighbouring communities. WC, NNPGs, as a Naga entity, has concluded talks with GoI and if IM Negotiators feel dissatisfied on any issue, they, as another Naga entity in dialogue, may approach GoI and air their displeasure and not point finger at WC, NNPGs. IM talked with GoI trusting their own philosophy while WC simply sought the advice of Naga tribes, apex civil bodies, intellectuals, heard them out and collected their views and formulated the people’s demand and negotiated with GoI. Saramati Expedition that became tea time gossip and hot topic of discussion in Nagaland and outside; Tetso Mountaineering Club decided to take rest for a while. However, its leadership remained restless. It is a proven fact that once bitten by a Mountaineering bug its after effects remains forever. The support that Tetso College Mountaineering Team received from Indian Army through Tetso Friends like Lt. Col. Joy Chowdhury (Rtd), Col. Rajeev Sharma, Col. Md Raza Israel was only possible because of a common bonding of zeal for adventure and exploration that Army and Tetso College apparently share. Under the modern and visionary leadership of Shri. Kvulo Lorin and Smt. Hewasa Khing, Tetso College has been gradually transforming into a happening space for adventure sports and allied activities. With this vertical growth and transformation of Tetso College, the academician and an adventurer in me too has been growing. I learned about Mt. Khulioh (also known as Mt. Khelia) for the first time when I went to Noklak solo on my Royal Enfield from Dimapur in December, 2021. It was actually a big surprise. Nagaland was never an alien place for a man like me who did his PhD on socio-political dynamics and governance of the region. However, this name ‘Mt. Khulioh’ was never being brought to my notice. With a hearing of the name a researcher in me started researching in every corner of virtual world and to my surprise even internet has extremely less information about this iconic mountain which stands tall on the Indo-Myanmar Border, in Noklak District-the land of Khiamniungans. I wanted to explore

and climb the great mysterious mountain in December-January but that could not have been made possible. Good things DO takes their own sweet time to happen. Fast forward- 5th April, 2022. I was having a discussion with Tumchobemo Y Kithan, the President of Tetso Mountaineering Club about the possibility to conduct ‘Blitzkrieg’ style Mountaineering Campaign during short Easter vacation. However, during discussion we figured as to how difficult it is to build a ‘motivated’ team at short notice for climbing expedition to a completely unknown Mountain. The meeting ended with a ‘promise’ to climb the Mt. Khulioh in future. However, I could not discard the idea of exploring Mt. Khulioh from my mind and I decided to attempt to climb the unknown mountain solo in ‘Alpine Style’. Soon I discovered that there are two routes that can take me to the mountain top. One route goes through Choklangan Village and another route goes through Wui Village. I developed a ‘Peak Assault’ plan through Choklangan. Collected all the information that was possible to be collected. However, the major issue was that of a weather condition. I was getting latest updates about the status of Dimapur-Noklak-Choklangan road condition, Khulioh terrain and the weather conditions therein from our Tetso friend Col. Rajeev Sharma. The first advice I got from him was not to take Motorcycle as it was extremely perilous to ride during heavy rains. The second advice I got from him was to avoid the mountain completely as it could be infested with leaches with very slippery, dangerous approach due to intermittent rain. However, needless to mention, I was not in a mood to listen any advice from anyone. I politely rejected age old wisdom of Col. Sharma and then those golden words came

from him. “..But Sir, I still I want to go”, I stubbornly said. “THEN YOU MUST GO!” exclaimed the Colonel. I started my final preparations. However, a thought came to my mind to talk to my friend Sir S. Meyo, an administrator of Christian High School, Noklak. The conversation took a surprising turn and in no time I became a part of an all Khiamniungan Team that was ready to brave the great mountain of my dream in heavy rains. A group consisted of teachers of Christian High School was formed, which further joined by three more people from Sanglao village as our guides. So in all Khiamniungan Team of climbers, I was made an integral part of the expedition. The mystery of the mountain was about to be unfolded. The original Choklangan route that I was suggesting was cancelled as our Expedition Commander S. Meyo decided to take up route from Wui. Why did he do so, that remained a mystery for me until I learned the reason from our friend, Sister Miss Chongtin, HM of Christian High School which raised a storm of thoughts in my mind. The climb was not as eventful as I visualized, however, I continuously felt something strange and mysterious about the dense forests through which I was going. Undoubtedly, Mt. Khulioh is far different Mountain than Mt. Saramati and Mt. Japfu both of which I already explored and climbed. Mountaineering and Jungle exploration is not unusual for me. Jungles of Nagaland (especially Frontier Nagaland) and the mysteries therein are well known to my soul. However, what was I then experiencing throughout my approach to the top of Mt. Khulioh and moments thereafter was extraordinary which is difficult to explain in words. There are certain things which can only be felt and witnessed, neither explained nor described. Mountain has its

rules, distinct language and the soul-not all mortal humans can have access to it and those who have, becomes a ‘MOUNTAIN’ themselves. During our short stay in the protective embrace of Mt. Khulioh I learned that the terrain is relatively virgin and untouched but a home to rich bio-diversity. Thankfully, due to its remote location and labyrinthine accessibility the purity of the region has been able to be remained ‘protected’ in the most natural form. Noklak- the land of Khiamniungans is very close to me, not because of the family and friends that I have there but also because of their virgin forests and the mountains. Ever since I have visited Noklak for the first time in the cold of December, I have been shouting against the road condition in the region. Journey from Noklak to Wui and back we made in Tata Pick-up Truck which was eventful. It is shameful to admit that the roads does not exist anywhere in Noklak, but at the same time I consider it a blessing too. With roads; access to the jungles and the mountains becomes easy and their destruction too. Why should so called “ADVANCED” mankind be trusted? The great Mt. Khulioh gave a message to me which I am sharing. There are mysteries in the ‘creation’. The Oceans, Rivers, Mountains, Forests, Sky, the deep infinite Space have something to say to the humanity. The rising Sun and its golden shadow, strong evening breeze of the wind and shining Moon of the night have a message to convey. We human beings have forgotten who we are. We mistakenly believe that the Supreme Creator has created this world for us-for our consumption, we wrongly believe that the entire world is a gift given by GOD to us for our pleasure, for our enjoyment. Mt. Khulioh says, “The perception that humanity carried for millions of years is wrong.

World is not for Man, but Man is for the World. It is not Human who alone is a child of God, in fact every seen and unseen creature is a Child of God and Man is one of those creatures. Man is merely a small part of the ecosystem constructed by divine hands. Man is not at all placed at the center of the ‘creation’ but ‘inserted’ as a small ‘link’ in the same. Man has no right to have any pride in his existence, rather he should surrender his ‘ego’ and strive for the ‘Divine Wisdom’- to protect himself and his destiny from his own evil, destructive hands and be ready to leave the Earth in search of new world in the vast expanse of infinite universe when the right time comes”. As I was climbing down with heavy Boots filled with sludge and gravel, I promised myself to come back again to the land of Khiamniungans to visit wise Mt. Khulioh. Next time I will come from Choklangan route, preferably alone and thereafter with my Tetso Mountaineers. As I was losing my inner self in the divine wisdom of Mt. Khulioh King I was finally made to realize that, in the world of tribalism, casteism, racism, religious madness and material insanity, in the times of fractured humanity, some handful of lonely individuals are silently busy in building ‘bridges’ and destroying ‘walls’ in different parts of the world- I MUST consider myself as one of them-THE MASONS- echoed the silent chaos through the dark depths of mountain wilderness. Should I get scared of the dense forests, the tall mountains and the mysterious silence of the divine chaos? Probably not. I recall what my Father said once, “There is nothing to fear in jungles and the mountains, enter blindly, wander freely-fearlessly with holy curiosity and you will be enlightened. That he would join the Grand Old Party and play a key role has almost been decided, barring the contours of that role, which will be drawn up by Congress chief Sonia Gandhi in consultation with Rahul Gandhi, sources said. There is, however, a rider: The special team Gandhi formed to evaluate Kishor’s proposal, wants him to dissociate from all other political parties and devote himself entirely to the Congress. Kishor and his IPAC had earlier worked with Mamata Banerjee’s Trinamool Congress and Jagan Mohan Reddy’s YSR Congress, helping them craft stupendous victories in Bengal and Andhra Pradesh. Many still say that he is keen on a national role and does not wish to be contained within a single party -- be it the Trinamool or Telangana’s ruling Telangana Rashtra Samithi, where he is currently playing the role of a political advisor. Senior party leader Digvijaya Singh, one of the leaders with reservations about the idea of Mr Kishor’s inclusion in the party and giving him room to make changes, told NDTV today that Mr Kishor’s “journey has been from one party to the other”.

“So that kind of political commitment or the ideological commitment was not obvious,” he said. “But now that he has come forward with some concrete suggestions and the presentation that he has put up - yes, is quite good,” he, however, added. The Congress internal committee’s report, which is practically done and will be submitted to Mrs Gandhi any time, has included much deliberation about Kishor’s role and the party’s road map, on which he has already given repeated presentations. The first presentation he made last year, before talks with the Gandhis fell though -- was accessed by NDTV. In it, he had analysed the causes for the party’s downslide, listing among them its inability to capitalise on legacy and achievements, structural weaknesses and lack of connect with the masses. He had also chalked out a exhaustive multi-point strat-

egy to rejuvenate the party. The latest plan, which is yet to be revealed, has been unveiled before several senior leaders apart from the committee members. Among them were Chief Ministers of Rajasthan and Chhattisgarh – Ashok Gehlot and Bhupesh Baghel. The internal committee includes Mrs Gandhi’s daughter and party General Secretary Priyanka Gandhi Vadra, and senior leaders Mukul Wasnik, Randeep Singh Surjewala, KC Venugopal, and Ambika Soni. Most members are of the opinion that Kishor’s suggestions are workable and can be implemented. In its report, the Committee also want a strict overview of the proposed changes to ensure the party’s future, ideological commitment, and workers are kept intact, sources said. Sonia Gandhi expected to finalise deliberations with committee in a day or two and have a final meeting with Kishor.

He called upon the ministries to work towards “Heal in India”, noting that Kerala, through Ayurveda, had made huge strides in the wellness sector. “The ministries of the government must work together to plan, execute and market the idea of making India a hub of healing,” the minister for information and broadcasting said. He was addressing the valedictory session of Global AYUSH Investment and Innovation Summit 2022 in Gandhinagar. The minister said AYUSH had immense potential for investment and innovation, and noted that the sector witnessed a turnover of three billion dollars in 2014 and had touched 18 billion dollars in 2022.

Court has power to review govt’s decision on remission, says SC

NEW DELHI, APR 22 (AGENCIES): Court has the power to review the decision of the government on the acceptance or rejection of remission and is also empowered to direct it to reconsider its decision, the Supreme Court said on Friday. A bench of Justices D Y Chandrachud and Aniruddha Bose said while a discretion vest with the government to suspend or remit the sentence, the executive power cannot be exercised arbitrarily. It said the prerogative of the executive is subject to the rule of law and fairness in state action embodied in Article 14 of the Constitution. The Court has the power to review the decision of the government regarding the acceptance or rejection of an application for remission under Section 432 of the CrPC to determine whether the decision is arbitrary in nature, the bench said. The observations of

the top court came on a plea filed by a convict Ram Chander who is undergoing a sentence of imprisonment for life upon being convicted for the commission of offences punishable under Section 302 (murder) read with Section 149 (unlawful assembly) of the Indian Penal Code. The convict sought the issuance of a writ directing the Chhattisgarh government to grant him pre-mature release. The top court said though the court can review the decision of the government to determine whether it was arbitrary, it cannot usurp the power of the government and grant remission itself. On the issue of the opinion of the presiding judge of the court for deciding remission, the apex court said that the appropriate government should not mechanically follow the opinion of the presiding judge. In the present case,

there is nothing to indicate that the presiding judge took into account the factors which have been laid down. These factors include assessing (i) whether the offence affects the society at large; (ii) the probability of the crime being repeated; (iii) the potential of the convict to commit crimes in the future; (iv) if any fruitful purpose is being served by keeping the convict in prison; and (v) the socioeconomic condition of the convict’s family, the bench said. The apex court directed that the petitioner’s application for remission should be re-considered. We direct the Special Judge, Durg to provide an opinion on the application afresh accompanied by adequate reasoning, it said. The top court said that in this case the Special Judge, Durg must provide his opinion within a month of the date of the receipt of this order.

J’khand HC grants bail to Lalu in Doranda treasury case RANCHI, APR 22 (PTI): Jharkhand High Court on Friday granted bail to Rashtriya Janata Dal (RJD) supremo Lalu Prasad in the Doranda Treasury Case in which a CBI special court had sentenced him to five years in prison. 73-year-old Prasad is in custody following his conviction and sentencing by a CBI court in February in a fodder scam case involving embezzlement of over Rs 139 crore from Doranda treasury. “The Jharkhand High court has accepted our petition for suspension of the sentence and has granted bail. We had pleaded that he has served more than half of his five-year sentence

in this case. Prasad has already served 41 months in jail ...We had submitted the trial court’s certified copy in this regard. The court has granted bail,” Prabhat Kumar, counsel of Lalu Prasad told PTI. Kumar said they had also pleaded for bail in view of his ill-health also

In a letter to chairman RTA Kohima, the NSUI Nagaland president X Chophika Sumi and general secretary Rhonathung E Ovung stated that several public transports operating in Kohima were charging exorbitant fares. NSUI said lack of uniform rates for taxis and other public transportation services was taking a heavy toll on the public particularly the student community. In light of the above, the NSUI Nagaland has urged the RTA Kohima to the latest rates of public transport and ensure that it was updated timely. MUMBAI, APR 22 (REUTERS): Almost all members of India’s monetary policy committee argued in favour of action to curb inflationary pressures at their April 6-8 meeting despite continuing risks to economic growth, minutes released on Friday showed. Although it chose to keep its key lending rate at a record low, the Reserve Bank of India said after the meeting that it would shift away from its ultra-loose monetary policy stance to focus on inflation, which has surged due to the Ukraine war. In a surprise move, the central bank restored its liquidity adjustment facility corridor to pre-COVID-19 levels, which was seen as a first step in moving away from pandemic emergency measures. “Circumstances warrant prioritising inflation and anchoring of inflation expectations in the sequence of objectives to safeguard macroeconomic and financial stability, while being mindful of the ongoing growth recovery,” Governor Shaktikanta Das wrote in the minutes.

COLOMBO, APR 22 (PTI): In an “unstinted and multi-faceted support” to Sri Lanka which is grappling with its worst-ever economic crisis, India has extended the duration of the USD 400 million currency swap facility which had been concluded with the island nation in January. This was the first extension of an international debt instrument to Sri Lanka after the government led by President Gotabaya Rajapaksa on April 12 temporarily suspended debt servicing. The embattled government had announced an orderly default until the country came to an agreement with the International Monetary Fund (IMF) for a possible bailout package. “India’s unstinted and multi-faceted support to Sri Lanka continued. As ongoing currency support, @RBI extended the duration of the US$ 400 million currency swap for @CBSL which was concluded in #January this year,” the High Commission of India said on Twitter. Ancestral Voices’ exhibition Make music productive: Rio tells musicians ‘Naga to be launched in Kohima today S N tate Chief Minister Neiphiu Rio has urged musicians in the State to make music productive in order to keep it engaging and sustainable. He was speaking at the Shure Influencer program held at CM’s residence in Kohima on Friday where a total of five artistes including Alobo Naga, Tetseo Sisters, Abdon Mech, Imnainla Jamir and David Sonar were shortlisted under the program. Observing that any activity that was unproductive and redundant slowly degrades over time and dispels public participation, Rio encouraged the musicians to keep their profession alive by improving themselves and keeping it economically viable. He said although the State was confronted by various issues both social and political, the initiative taken up by American company was a ray of hope signifying that there still was good things happening amidst all the gloom. “This program is like sunshine after the rain. Your hard works have paid off through this recognition,” Rio told the influencers. He pointed out that bringing about changes in the State would require the participation of all the citizens alike. The exhibition will enable present-day Nagas to listen to the voices of their forebears from more than 100 years ago. The Naga Ancestral Voices exhibition will run from April 23 till May 7, 2022, presenting song recordings from the Naga Hills made on wax cylinders by British administrator and anthropologist J. H. Hutton in the 1910s, speech samples from the Linguistic Survey of India from the 1920s, as well as more recent recordings by oral traditions scholar Thomas Kaiser from the 2000s. This exhibition, the first of its kind in Nagaland, follows a research project that returned copies of Hutton’s recordings from the Pitt Rivers Museum (Oxford) to Nagaland. Project lead Dr. Christian Poske said, “J. H. Hutton’s cylinders are probably the earliest sound recordings of Naga traditional music. Therefore, they hold immense cultural value for all Nagas. Our exhibition gives the people of Nagaland the unique opportunity to listen to Hutton’s recordings again after more than one hundred years and enables the Nagas to reconnect with this longlost part of their intangible cultural heritage.” Visitors to Naga Ancestral Voices will not only hear a range of compelling recordings but also enjoy exciting contemporary complementary visual works by Mhao Aaron, The Art Village, Kohima, and multi-

media artist Temsuyanger Longkumer. The exhibition will get off to a flying start with a performance by Hao traditional music specialist Guru Rewben Mashangva, plus an introductory talk by Dr. Christian Poske and an interview with artist Mhao Aaron. After the launch event on Saturday, the exhibition will be open from 11 am to 4 pm Monday to Saturday till May 7, 2022. Exciting educational workshops will be available for schools on prior booking. The sound recordings and artworks to be presented in the exhibition would revolve around the theme of Naga traditional song and speech, which have served for centuries as a means for the Naga people to express their religious, cultural, and political identity. In the past one hundred years, the society, culture, and religion of Naga communities have undergone profound changes due to Christian Baptist proselytism and the influence of Western ways of life that British colonial rule and missionary work brought along. These changes reflect in the aural and visual exhibits displayed here, dating from the early 20th century to the early 21st century, bringing to life the voices of ancestors and contemporary communities. Part of this exhibition outlines the outcomes of the research project ‘Recirculation of J. H. Hutton’s Recordings in Nagaland’, funded by the International Association of Sound and Audio-visual Archives (IASA) and conducted by Dr Christian Poske between January-March 2022, in collaboration with the Pitt Rivers Museum (Oxford), the Archives and Research

Center for Ethnomusicology (Gurgaon), and the Highland Institute (Kohima). The project reconnected Naga communities with the early 20th century recordings of the British administrator and anthropologist John Henry Hutton (1885-1968), eliciting responses from listeners and gathering information on the content and context of the recordings. Counterparts to Hutton’s cylinder recordings are Thomas Kaiser’s recordings from the early 21st century, which bear testimony to the continuity of Naga cultural identity and the changing political landscape of the wider Nagaland region. The Nagaland recordings of the Linguistic Survey of India, on the other hand, demonstrate how the British colonial administration supported conversion to the Christian faith in Nagaland and beyond through a linguistic research project, which required speakers to recite translations of bible parables in their mother tongues. Finally, the exhibition dedicates a space to contemporary Naga music culture, characterised by its eclecticism that encompasses a range of styles. These include gospel songs, country music, pop, rock, heavy metal, rap, and Naga fusion music, which merges the musical heritage of Nagaland with modern arrangements, joining past and present. mmy Award-winning actor Robert Morse, who is known for his work as Bertram “Bert” Cooper in the American period drama TV series ‘Mad Men’, passed away at the age of 90, reports ‘The Guardian’. Writer-producer Larry Karaszewski, who serves as a VP on the board of governors for the Academy of Motion Picture Arts and Sciences, tweeted about the news of Morse’s death. these countries. According to BBC, there could possibly be changes to this after the second round of the French presidential elections. The United States Tennis Association announced on Wednesday that no decision had been made with regard to players from both countries. The US Open will be held in New York in late August and early September. The ATP has said that players from both countries will still be able to represent themselves in tour-level tournaments as long as they play under a neutral flag. NEW DELHI, APR 22 ( AG E N C I E S ) : I n d i a n Olympic Association (IOA) on Friday has written a letter to the Commonwealth Games Federation (CGF) and has asked for the inclusion of shooting, wrestling and archery in the quadrennial event to be held in 2026 in Victoria, Australia. Earlier his month, Victoria was announced as host of the 2026 Commonwealth Games with the Australian state’s regional centres organising the majority of events in a break from the traditional single host city model. An initial list of 16 sports, including T20 cricket, have been put forward for the Games, with further sports to be added later this year, The Indian Express reported. “We have learned that the organisers have selected 16 sports to compete in the 2026 editon of the games but, Shooting, Wrestling, and Archery were dropped from the sports list. It is really shocking for CGA India to know these three

very popular sports in the sporting-world were ignored by the CGF,” the IOA wrote in the letter. In the last CWG in Gold Coast (Australia) in 2018, shooting and wrestling had together accounted for 28 medals out of the country’s total tally of 66. Shooting gave 16 medals (7 gold, 4 silver and 5 bronze) while wrestling contributed 12 (5 gold, 3 silver and 4 bronze). “The CGA India is very strongly recommend for inclusion of Shooting, Wrestling and Archery as part of the 2026 Commonwealth Games sports programme. Since the sports of 2026 games are organised in various cities so the host country could not have any

reservation to conduct these three sports also,” it added. If the Australian organisers want to exclude shooting, wrestling and archery from the Games, it will be difficult to reverse such a decision as the CGF General Assembly had approved in October last year a new ‘strategic roadmap’ under which athletics and swimming will be the only compulsory sports from the 2026 edition. The host cities have been given greater freedom to include disciplines of their choice from a proposed core list of 22 sports. The core list includes shooting, wrestling and archery, besides T20 cricket, beach volleyball and 3×3 basketball.
