DMC relocates street food vendors to Naga Arcade

DIMAPUR, MAY 22

(NPN): After having been barred from setting up night food stalls from Clock Tower to Popular Bakery for obstruction of traffic and movement of pedestrians besides complaints from nearby colonies, the food truck/food cart street vendors have been reallocated space in the Naga Shopping Arcade (Super Market).

According to DMC administrator W. Manpai Phom, in pursuance to the decision of the joint meeting on May 10 and as per the joint verification team recommendation, interested individuals/parties have been asked to apply for trade/ vending permit from the DMC office after furnishing/submitting documents along with the application.

The documents include site/space allocation certificate from Development Authority of Nagaland, certificate from licensing authority, Food Safety Administration Dimapur Zone, CMO office, Dimapur and no objection/clearance certificate from DCP (traffic),

India’s active Covid cases dip to 7,623

NEW DELHI, MAY 22

(PTI): India recorded 473 new coronavirus infections, while the active cases dipped to 7,623, according to Union health ministry data updated on Monday. The death toll has increased to 5,31,839 with seven deaths which include one fatality reconciled by Kerala. The Covid case tally was recorded at 4.49 crore (4,49,86,934). The active cases now comprise 0.02 per cent of the total infections and the national Covid-19 recovery rate has been recorded at 98.80 per cent, the ministry said.

Temperature in Delhi crosses 46°C

NEW DELHI, MAY 22

(AGENCIES): With maximum temperature breaching the 46-degree mark, a blistering heatwave swept parts of the national capital on Monday, and the sultry weather is here to stay till Wednesday.

India Meteorological Department (IMD) has predicted similar heat conditions in Delhi till May 24, after which rain is expected to bring relief. The city recorded a maximum temperature of 43.7 degrees Celsius, the highest recorded so far in this year, and four notches above normal, according to the Safdarjung Observatory. The ongoing heatwave resulted in straining power grids and posed challenges to outdoor labourers, homeless people and animals.

Fresh violence erupts in Manipur; army deployed

IMPHAL, MAY 22: Fresh incidents of violence were reported in Manipur’s capital Imphal on Monday as miscreants set on fire some abandoned houses.

According to reports, a ruckus broke out at the New Checkon Bazaar area in Imphal East district over space in the market at New Checkon on Monday morning. Clashes followed and at around 2 p.m., the houses were set on fire by a mob in New Lambulane area. The police have arrested three individuals for their alleged involvement in the incident.

N Biren Singh confirmed the developments and said that action has been taken against those involved. Three people, including a former MLA were taken into custody on Monday for their alleged involvement in the violence.

Tension surfaced after some armed miscreants intimidated people at Tribal Market to leave the area immediately. Some shopkeepers had a heated argument with the armed miscreants. However, timely intervention by local police and security forces brought the situation under control.

A statement by the Army said, “Three Army/ Assam Rifles columns were launched in response to input of four armed suspects threatening the shopkeepers at New Chekon area and then subsequently moving to New Lambulane area of Imphal East district. The area was quickly

cordoned by the joint team of Army, Assam Rifles, police and Rapid Action Force. Swift action resulted in immediate control of crowd which gathered and consequently, three suspects along with two single barrel 12 bore guns were apprehended and handed over to the police.”

Curfew, internet ban extended: Following reports of arson, curfew was reimposed from 6 a.m. to 2 p.m. across the state. Earlier, the curfew was relaxed from 6 a.m. to 4 p.m. The ban on internet services has been extended for another five days as reports of incidents like arson of houses and premises were reported from the state.

On the other hand, security advisor to the chief minister, Kuldiep Singh said that the situation has been brought under control.

Addressing the media, Singh said efforts were on to nab all the armed miscreants involved in intimidating the people of the area.

Kuldiep informed that the death toll in the recent chain of violence remained at 73.

Out of a total of 1070 arms looted by mobs at different places in both hills and valley since the violence broke out in the State, only 494 were recovered, the security advisor informed. Govt working for restoration of peace, says CM: Manipur chief minister N Biren Singh on Monday reiterated that his government was taking up all measures to restore peace and harmony in the state.

“The government is working to ensure the safety of all communities and also to live together as before,” Singh said, during a press conference held at the CM’s secretariat on Monday evening. He said that the situation in Manipur has remained by and large peaceful in the past 10 days and appealed to people in the state to remain calm and help restore peace and normalcy soon.

Other than stray incidents at different places, Singh said timely intervention by security forces and cooperation from the public has made it possible for the state to return to normalcy gradually.

Govt college student bodies oppose transfer of teachers

DIMAPUR, MAY 22 (NPN): Student unions of 11 government colleges have raised hue and cry over recent transfers of faculty members (assistant professors) to new model colleges at Mangkolemba and Wakching supposedly on short term basis for six months.

In a joint statement, general secretaries of the 11 affected government colleges have expressed disheartenment at the notification issued by the department of Higher and Technical Education whereby permanent faculty members of Kohima College, Kohima Science College (A) Jotsoma; Fazl Ali College, Mokokchung; Mokokchung College for Teachers Education; State College for Teachers Education Kohima and Mount Tiyi College Wokha, were transferred and attached with New Model Colleges at Mangkolemba and Wakching on “short term basis (six

months)”. The signatories pointed out that implementation of the Four-Year Undergraduate Programme (FYGUP) under the New Education Policy (NEP) from the academic session 2023, concurrent with the old Nagaland University syllabus (2012) and the Choice Based Credit System (CBCS), will put additional strain on the already understaffed colleges.

They also cited the Nagaland University order dated March 24,2023 that NYGUP, NEP “needs to be implemented from the coming academic session of 2023”.

They said this require additional teaching staff in all departments whereas the H&TE notification was in stark contrast to the increasing demand in workload and weakening the already battered structure.

The union pointed out that any displacement of teachers, irrespective of the duration, is an impedi-

ment to learning process of students as sending away twelve (12) permanent faculty members from the existing colleges for a duration of six months, will cause irreparable repercussions to learning.

They also termed the H&TE notification as “a blatant display of incompetence at best and indifference at worst.”

While applauding the establishments of the new colleges, the unions however said the hast with which teachers were roped in leaves little to be desired and described the current arrangement of transfers of teachers through attachment as detrimental for all participating colleges.

They also said the transferred and attached teachers would have to single handedly manage the entire department.

Aiming to withdraw AFSPA from entire Assam by November: Sarma

GUWAHATI, MAY 22 (PTI): Assam chief minister Himanta Biswa Sarma on Monday disclosed that the controversial Armed Forces Special Powers Act (AFSPA) was likely to be lifted completely from the state by November-end as the law and order situation in the state has improved considerably.

Sarma who was speaking at the first Commandant’s Conference at the Lachit Barphukan Police Academy here, said, “We are aiming at withdrawing AFSPA completely from Assam by the November-

`2,000 notes withdrawal:

RBI Governor urges people not to rush

NEW DELHI, MAY 22 (PTI): Reserve Bank of India (RBI) governor Shaktikanta

Das Monday urged customers to not rush to banks as they have a time of 4 months till September 30 to exchange their Rs 2,000 notes or transfer the amount to their bank accounts.

Das said the impact of withdrawal of Rs 2,000 currency notes will be ‘very very marginal’ on the economy because it accounts for only 10.8 per cent of currency in circulation. He said that the withdrawal exercise was part of currency management operations of the Reserve Bank.

Council (NTC) has reaffirmed its demand that the state government should enforce December 1, 1963 as the cut-off date for an individual to be counted as indigenous inhabitant of Nagaland.

In a statement, NTC said it “would like to ventilate the issues in public domain which are likely to be tampered or altered, the constitutionally delegated privileges bestowed upon the aboriginal and indigenous people at the time of creation of the State- namely; 16-Point Agreement of 1960, Article 371A of the Con -

stitution of India, and the State Government’s standing Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 to maintain 1-121963 as the cut-off year for the purpose of indigenous inhabitant of Nagaland.”

The council contended that one of the core issues was the proposal to implement Register of Indigenous Inhabitants of Nagaland (RIIN). It recalled that when the people of Nagaland wanted to stem the flow of illegal migration into the State and called for streamlining ILP, the state government came up with the idea of RIIN for the native and aboriginal people, but allegedly

“Maybe, surreptitiously, the government may even have an unsurpassed purpose for the benefit of some few if not jeopardy of the future of Nagaland,” NTC said.

NTC reminded that the 16-Point Agreement, Art 371A and the April 28, 1978 notification were beyond doubt secured by the precious blood of forefathers of Nagas. Terming these as the only protective laws and inherent rights bestowed upon the people against exploitation by outsiders, NTC cautioned that the history of Nagaland should not be

rewritten after 60 years of statehood and tamper with it.

“Rather love and protect it for all times to come in praise of our forefathers who had sacrificed their lives for us for today and tomorrow,” it added.

Despite submitting numerous representations with available records, right from the creation of Naga Hills district of Assam to the formation of the present Nagaland, NTC lamented that the government continued turning a deaf ear to this vital issue of concern to date and seemingly was contemplating to do things against the will of its own people.

70 criminal cases registered during 2023 Assembly polls

(NPN): Altogether 70 election-related criminal cases were registered in the State during the last Assembly election and 81 persons were arrested, seven persons charge-sheeted and investigations were going on in 61 cases.

Govt to bring bill to link birth, death data with e-rolls

NEW DELHI, MAY 22 (AGENCIES): Union Home Minister and Minister of Cooperation Amit Shah on Monday inaugurated Janganana Bhavan in New Delhi and said the government is planning to bring a bill in Parliament to link data related to birth and death with electoral rolls and the overall development process.

Shah said that under the leadership of Prime Minister Modi, the new Census will be the foundation for developing the country in a universal and comprehensive manner. He said that earlier there was also no link between

the people conducting the census and those working on development planning.

“A bill to link death and birth register with electoral rolls will be introduced in parliament.

Under this process, when a person turns 18, his or her name will be automatically included in the electoral rolls. Similarly, when a person dies, that information automatically will go to Election Commission, which will start the process of deleting the name from voters’ list,” he said.

For all-round and all-inclusive development of a country with such a huge geographical diver -

sity, Shah said it is essential that development planning is based on data, for which we have no better means than Census.

He said that the government will now conduct the census electronically, in which every person will have the right to fill the data, it will be verified and audited, and it includes more than 35 parameters of socio-economic status.

He said that the data which should be available for development was not there in the earlier censuses, nor was there a system for its analysis. Shah also launched web-portal for birth and

death registration, the upgraded SRS mobile application for geofencing, and the web-portal for online sale of census publications. Shah also released the Treatise on Indian Census since 1981.

He said that today the history of all the Census since 1981 has been compiled and published in the form of a book.

Shah said that the Census is the process of charting the course of development of the country, for this it is necessary that SRS upgraded mobile application along with geofencing should create an alert system so that officials

doing the census will not go out of allotted area.

He said that basic amenities like water, electricity, house, health were not available for almost 70 years after the independence because no one knew the availability of the necessary budget required for them, government led by PM Modi will provide facilities to the poor by proper analysis of the data.

He said that schemes were made, targets were fixed but there was no initiative to fix the targets of providing houses to all because no one knew how much budget was required for this purpose.

UDAN 5.1 in the offing for North East, hilly regions

NEW DELHI, MAY 22 (AGENCIES):

The civil aviation ministry is expected to soon come out with the next phase of its flagship regional air connectivity scheme UDAN 5.1 to award routes in the northeast and hilly regions that will be serviced exclusively via choppers.

“The scheme will promote connectivity through the utilisation of both single and double engine choppers. The quantum of VGF (viability gap funding), the number of routes and helipads in the scheme are being finalised,” officials said.

To enhance regional air connectivity, the scheme provides VGF to operators that

have been selected via a bidding process to operate flights on under-served or unserved routes. The new scheme will promote chopper usage and grow existing number of helicopters in India. At present, there are only around 280 civilian choppers used in various sectors.

Currently, the government has invited bids for regional routes under the scheme’s fifth phase. The fifth phase has introduced new equipment types such as ‘category 2’ (20–80 seats) and ‘category 3’ (more than 80 seats) aircraft operations. Furthermore, the earlier stage length cap of 600 km has been waived off.

Chumben Kyong has passed away on Monday morning at Christian Institute of Health Sciences and Research (CIHSR), 4th Mile, Chumoukedima.

He was survived by his wife and three children.

Send off programme will be held at 8 am, Purana Bazaar and later the body will be taken to his native village, Yikhum under Wokha district for funeral service at 2 pm on Tuesday.

KOHIMA, MAY 22 (NPN): An ordination service of pastor, Christian Revival Mission Church, David Yashü, to reverend, was held on Sunday at the church premises, Kohima.

Sharing the gospel during the service, chairman, Ordination Board, Nagaland Christian Revival Church Council, Rev. Dr. Neikedozo Paphino, highlighted on the need to pay heed to advice of elders in a church and social set up.

He said, if a person or leader consults and listen to the instructions of an elder before embarking on any ac-

tivity, it would be productive and successful. Paphino said for long time, churches have been functioning through the guidance and advice of elders which were taken in the highest respect.

(NPN): The Carl Rogers Institute of Mental Health & School Counselling in collaboration with National Mental Health Program, Health & Family Welfare department, will be holding, “Stress Management Week” in Kohima from Monday to Friday. The first on the series of events was held at Mt. Hermon Hr. Sec. School, Kohima where Anupam Kohli, a resource person from the institute spoke to the teachers while and chairman of the institute, Kezhazolie Mere, had an interaction with the students on how to manage stress.

Kezhazolie shared details about the different types of stress and different physical symptoms of stress.

He gave instructions on how to manage stress in the three primary areas including mind, body and action.

He also mentioned about a few exercises that the one could implement such as in breathing exercises, cognitive reframing, talking to a friend, therapist etc.

Anupam spoke to the teachers that at every stage in life, there were some amounts of stress that one experiences.

“Most people say that stress was bad instead of good, however stress could both be good and bad”, he said. He pointed out that stress drives a person to do something good, motivates them to work harder as long as they know how to manage it.

He mentioned about two ways to take a time out, where one is a healthy mindless “me-time” which includes things to do with pleasurable activities that helps one to feel completely relaxed.

The second one was mindful “me-time” including introspection.

Both the resource persons also mentioned about two types of stress one was ‘eustress’ which was positive stress and ‘distress’ which was the stress that goes unmanaged and uncontrolled resulting in different problems.

As part of the weeklong event, the team will be visiting Govt Middle School T. Khel, North Field School, Baptist Hr Sec School and Police Headquarters in the coming days.

Primary School for Children With Special Needs (GPSCWSN), Lerie, Kohima observed School Management Committee (SMC) Day at the school premises on Monday.

Speaking at the programme, joint mission director, Samagra Shiksha, Nagaland, Dr. Kevi Rio, observed that the school had a shortage of classrooms which was also hampering classroom teaching and learning. In this regard, he assured to take up the matter and that by next year, a building on the upper floor will become operational for use.

Stating that even if infrastructure was well equipped, he said that only if the management and teachers were good, the school would progress to bring transformation in the school and community.

Dr. Rio said everyone plays different roles in building the foundation of children and asked teachers to keep doing their best to

mould the students.

Dr. Rio reminded that the teachers needed to set examples to bring a paradigm shift in the mentality that private schools performed better than government schools but also proved that government schools could also do well and be at par with them.

The speaker opined that the school education department was doing their best and introducing best practices and training for

the same while adding that with the introduction of Samagra Shiksha, the government and department was determined to reach the last point of the communities.

Chairperson SMC, Meduhele Solo while delivering a speech on behalf of the Committee said the Nagaland Communitization of Public Institutions and Services Act, 2002 was one of the most important pieces of legislation

in the history of schools and assured that the SMC would continue to help in whatever way possible. Meanwhile, Solo said the committee and concerned members would pursue school upgradation. Speech on behalf of the school was delivered by teacher in-charge, Kedivi Mekro. The students of the school, CWSN pupils presented songs. Earlier, the programme was chaired by Tepuchano Kikhi.

Security personnel assault media persons on duty in Mnp

IMPHAL, MAY 22: Three media persons covering Monday’s incident at New Checkon area in Imphal were physically assaulted by the security forces on duty.

Taking strong exception to the manner in which the security personnel dealt with the media persons, All Manipur Working Journalists’ Union (AMWJU), Editors’ Guild Manipur (EGM) and Manipur Hill Journalists’ Union (MJHU) demanded suspension of the security personnel involved

in the incident.

AMWJU, EGM and MJHU strongly condemned the manner in which the security forces especially Jat Regiment and other Central forces who “intentionally” targeted media persons who were covering the New Checkon incident today in Imphal.

Personnel of the Ja t Regiment targeted the media men who were doing their legitimate duty and absolutely identifiable by their “PRESS” embossed vest, the scribe bodies alleged, in a letter to security

(PTI): Result for the Assam secondary examination this year, which was hit by controversy after question papers of two subjects leaked, was declared on Monday and over 70 per cent candidates cleared it.

The boys outshone the girls in the examination, which recorded an overall pass percentage of 72.69 per cent. The pass percentage for boys was 74.71, while that of girls was 70.96 per cent, the Board of Secondary Education, Assam (SEBA) said.

The overall pass percentage this year was an improvement over that of 2022, when 56.49 per cent candidates cleared the examination. Hridam Thakuria of

Sankardev Sishu Niketan in Dhekiajuli headed the merit list by securing 596 marks out of the total 600.

Congratulating the successful candidates, Chief Minister Himanta Biswa Sarma tweeted “Congratulations to all #ExamWarriors who performed well. For those unhappy, remember one exam cannot make or break your career.

‘No visible encroachment in Arunachal by China since 1962’

ITANAGAR, MAY 22

(IANS): There has been no noticeable encroachment or incursion of Indian land along Arunachal Pradesh by Chinese military or civilians since 1962, said the state’s BJP Vice-President Tarh Tarak, who led a four-month long ‘Seema Yatra’ along the Line of Actual Control (LAC).

Arunachal Pradesh shares a 1,129 km border with China’s Tibet.

A team of 10 BJP leaders launched the Seema Yatra on December 22, 2022, in the Anjaw sector and ended in the Tawang sector on April 24 this year.

Local party leaders joined each leg of the tour in phases. Addressing the media, Tarak said that during the tour they interacted with the Army and Indo-Tibetan Border Police personnel posted along the LAC, as well as with residents of the border villages.

“We learnt that the situation on the frontier is normal and peaceful,” he said quoting the villagers.

He said that according to the villagers, there was no visible encroachment or incursion of India’s land by

China. But personnel of the Chinese People’s Liberation Army (PLA) sometimes enter Indian territory inadvertently or by mistake during long-range patrols along the LAC and Indian Army soldiers challenged the PLA’s attempt, the BJP leader said.

Tarak said that they decided to conduct the tour after Chinese and Indian troops clashed along the LAC at Yangtse in the Tawang sector of Arunachal Pradesh on December 9, 2022, which created an uproar across the country.

Some soldiers from both India and China sustained minor injuries during the clash.

“Both sides, however, disengaged from the area within a few days. A similar incident took place in October 2021, when a large PLA patrolling team was detained for a few hours by the Indian Army near Yangtse. Our endeavour was to salute the armed forces personnel protecting the border in hostile conditions and also to physically witness the border posts and be acquainted with the ground reality,” he said.

NFR seize drugs worth over Rs 6 lakh, five held

GUWAHATI, MAY 22: The Railway Protection Force (RPF) of the North East Frontier Railway recovered contrabands worth about Rs 6.9 lakh during a checking conducted on trains and railway stations at Agartala, Chaparmukh and Badarpur.

During the drive, the RPF recovered drugs weighing a total of approximately 69 kgs worth around Rs 6.9 lakh. In a press statement, NFR informed that on May 20, a team of RPF/Badarpur while performing the escort duty from Agartala to Badarpur, detected one unclaimed bag on train number 15626 (Agartala –Deoghar Express). The team then recovered eight packets of ganja. The seized ganja was worth approximately Rs. 1.28 lakh and weighed around 12.80 kgs as per NFR. Later, on May 21, the RPF team of Agartala conducted a checking at Agartala railway station acting over information. In the course of investigation, the team detected a few suspects with five bags.

(PTI): Youth Congress president Srinivas B V on Monday appeared before the police in Guwahati for questioning in a sexual and mental harassment case filed by now-expelled leader Angkita Dutta. He reached the Panbazar Women police station at 11 am after landing at the Lokpriya Gopinath Bordoloi International Airport earlier in the day. Srinivas was accompanied by his lawyer and Assam Congress leaders, including MLAs Rakibul Hussain and Rekibuddin Ahmed.

After spending nearly one-and-a-half hours at the police station, he left for the office of the Criminal Investigation Department (CID) in the city. The CID had also issued a separate notice to Srinivas in the same case. While coming out of the office an hour later, he told waiting reporters, “The matter is before the court. And I have faith in the judiciary”.

Briefing reporters later, Leader of Opposition in the Assembly Debabrata Saikia, said, “We are members of a party which is known for following the ideology of non-violence. We respect the law of the land. Srinivas is appearing before the police here as ordered by the Supreme Court.

“We have full faith in the judicial system and we know that justice will be done,” he added.

Asked about Srinivas’ meetings with the police and CID, Saikia said, “It was a cordial interaction”.

The senior Congress leader also claimed that its youth wing workers were prevented by the police in different districts from com-

ing to Guwahati to extend solidarity with their national president.

“They were prevented by the local police, who threatened them with arrest or other actions under different provisions of law. Some were detained also for long time in the local police stations,” Saikia maintained. The case in which Srinivas was summoned was filed by Dutta at the Dispur police station on April 20 alleging that he was “persistently harassing and torturing her for the last six months by making sexist comments, using swear words and also threatening her of dire consequences if she keeps complaining against him to the senior party office bearers”.

She had also mentioned in the complaint that during the party’s recent plenary session at Raipur, the accused had physically heckled her and threatened of ruining her career if she complained against him.

Dutta had made the allegations against the IYC president in a series of tweets on April 18.

‘BJP in Tripura united,’ says Chief Minister Manik

KOLKATA, MAY 22 (IANS): Thirty-four people have been arrested in connection with an explosion at an illegal firecracker warehouse in West Bengal’s South 24 Parganas district, claiming the lives of three people. The arrested persons will be presented at a lower court in Kolkata on Monday.

Sunday night’s explosion at the Maheshtala warehouse came six days after a blast also at an illegal firecracker factory at Egra, East Midnapore district on May 16 killed 12 people.

Cong hits out at Modi govt on Parliament House inauguration

NEW DELHI, MAY 22

(PTI): Days ahead of the opening of the new parliament building, a controversy has erupted as the Congress on Monday accused the government of disrespecting Constitutional propriety and demanded that President Droupadi Murmu should do the inauguration instead of Prime Minister Narendra Modi.

Congress chief Mallikarjun Kharge said that the then president Ram Nath Kovind was not invited for the new Parliament’s foundation laying ceremony in December 2020 and claimed that President Murmu is not being invited for the inauguration of the new Parliament building.

“The Modi Government has repeatedly disrespected propriety. The Office of the President of India is reduced to token-

ism under the BJP-RSS Government,” the Congress president said in a series of tweets. Noting that Parliament is the supreme legislative body while the President is the highest Constitutional authority, he said she alone represents the government, the Opposition, and every citizen alike.

“She is the First Citizen of India. Inauguration of the new Parliament building by her will symbolise the government’s commitment to democratic values and Constitutional propriety,”

Kharge said.

Cong must restore Muslim quota in K’taka:

MUMBAI, MAY 22 (PTI): Jamiat Ulama-i-Hind president Maulana Arshad Madani on Monday said the newly-elected Congress government in Karnataka must restore quota on the basis of economic backwardness for Muslims that was withdrawn by the previous Bharatiya Janata Party dispensation under Basavaraj Bommai.

The previous BJP government in the southern state had, in March this year, scrapped four per cent quota for Muslims, which has been challenged in the Supreme Court.

Speaking on the last day of the three-day meet of the Jamiat Ulama-iHind at Azad Maidan here, Madani said, “The tough stand taken by the Congress in the Karnataka election and the way it promised to ban Bajrang Dal and other similar organizations is commendable. Now it is

time for the Congress to fulfil its election promise and restore reservations given to Muslims on the basis of economic backwardness.”

(IANS): A plea has been moved in the Delhi High Court challenging Reserve Bank of India (RBI) and State Bank of India (SBI) notifications, that permits exchange of notes without any identity proof.

The Public Interest Litigation (PIL) has been filed by BJP leader and Advocate Ashwini Upadhyay.

The PIL says that the notifications -- published on May 19 and 20 -- are arbitrary and offends Article 14 of Constitution of India.

The plea also seeks a direction to the RBI and SBI to make sure that Rs 2000 notes are deposited in respective bank accounts only, so that people having black money and disproportionate assets could be identified.

Citizens of India remember not ban ordered by prime minister Narendra Modi on November 8, 2016, at 8 pm, when Rs 500 and Rs 1000 notes were invalidated without any warning. It was a demonetisation drive without parallel. Even the cabinet was not kept in the loop . Hardly two months time was given for exchange of over 86% of the currency. No time was given nor reasons explained for the secrecy that preceded the midnight operation on November 8,2016. Later it was explained as a means to hit black money but facts spoke for themselves as more than 99% of the currency that were declared void returned to the country’s banks in subsequent weeks, according to a Reserve Bank of India (RBI) report. The figures suggest prime minister Narendra Modi’s demonetisation policy, which likely wiped at least 1% from the country’s GDP and cost at least 1.5m jobs, failed to wipe significant hordes of unaccounted wealth from the Indian economy- a key rationale for the move. BJP leader late Manohar Parrikar then defence minster laced it with nationalistic fervour by terming it as a ‘surgical strike’ against black money and terror funding. Also tragically, within one month of the 2016 demonetisation, 82 people died according to a detailed list compiled by Catch News. By the end of December 2016, political opposition leaders claimed that over 100 people had died due to demonetisation. When Rs. 500 and Rs. 1000 notes were withdrawn and declared invalid, all citizens suffered. The drive against black money proved futile and stories of duplicity were galore. Many articles said the drive was only to facilitate the coteries of crony capitalists. The government had to recycle back Rs. 500 note and introduced Rs.2000 note. However, even from the beginning the Rs. 2000 note was a misfit because no average Indian could practically use it for ordinary purchases. In a surprise decision, the Reserve Bank of India(RBI) stopped the circulation of Rs 2,000 note. RBI has ordered that Rs.2000 notes be exchanged on or before September 30, 2023 This is a far cry from the 2016 demonetisation when no time was given for exchange of currency of such huge magnitude. However, it is to be noted that printing of Rs 2,000 note stopped way back in the year 2018. An RTI reply recently disclosed that no new Rs 2,000 denomination currency notes were printed during 2019-20, 2020-21 and 2021-22.

Former union finance minister P.C. Chidambaram has likened the recent withdrawal of Rs. 2000 note as another fool’s errand. Whatever is the basis for Chidambaram’s analysis, it appears that the surprise withdrawal of Rs. 2000 note indicates facilitation of exchange for those who were able to hoard the currency. He said Rs. 2000 note is not used by people but those who are hiding incomes. Another opposition leader termed the government decision as typical of first act and think later. The Rs. 2000 note withdrawal is also a slap in the face of the very government that made much of ‘surgical strike’ against black money and terror funding. Instead, the second ‘surgical strike’ as BJP leader Sushil Modi described, will undoubtedly result in ultimate harassment on at the other end of the political spectrum who want to exchange the note as they will have to visit banks many times and if they deposit it will also attract the attention of the ED or IT authorities.

Are you helping God to answer that prayer, or do you have some other goal for your life? Since you became a disciple, you cannot be as independent as you used to be.

God reveals in John 17 that His purpose is not just to answer our prayers, but that through prayer we might come to discern His mind. Yet there is one prayer which God must answer, and that is the prayer of Jesus— “…that they may be one just as We are one…” (John 17:22). Are we as close to Jesus Christ as that?

God is not concerned about our plans; He doesn’t ask, “Do you want to go through this loss of a loved one, this difficulty, or this defeat?” No, He allows these things for His own purpose. The things we are going through are either making us sweeter, better, and nobler men and women, or they are making us more critical and faultfinding, and more insistent on our own way. The things that happen either make us evil, or they make us more saintly, depending entirely on our relationship with God and its level of intimacy. If we will pray, regarding our own lives, “Your will be done” (Matthew 26:42), then we will be encouraged and comforted by John 17, knowing that our Father is working according to His own wisdom, accomplishing what is best. When we understand God’s purpose, we will not become small-minded and cynical. Jesus prayed nothing less for us than absolute oneness with Himself, just as He was one with the Father. Some of us are far from this oneness; yet God will not leave us alone until we are one with Him— because Jesus prayed, “…that they all may be one….”

Indigenous Inhabitant issue: NTC reiterates Dec 1, 1963 as cut-off year

The Nagaland Tribes Council (NTC) would like to ventilate the issues in public domain which are likely to be tampered or altered, the constitutionally delegated privileges bestowed upon the aboriginal and indigenous people at the time of creation of the State - namely; 16-Point Agreement of 1960, Article 371A of the Constitution of India, and the State Government’s standing Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 to maintain 1-12-1963 as the cut-off year for the purpose of indigenous inhabitant of Nagaland. Enough representations with available records right from the creation of the Naga Hills District of Assam to the formation of the present Nagaland State have been submitted to the government for proper implementation. However, the government continues turning a deaf ear to this vital issue of concern till date and seemingly been contemplating to do things against the will of its own people.

One of the core issues is the proposal to implement Register of Indigenous Inhabitant of Nagaland (RIIN). It is to be stated for awareness of all concerned that when the people of Nagaland desires to assess the flow of illegal migration into the state and requiring streamlining the ILP, the state government has come up with the idea for Registration of our own native and aboriginal people but purportedly to let others conveniently go scot-free in the state which is beyond comprehension. Maybe, surreptitiously, the government may even have an unsurpassed purpose for the benefit of some few if not jeopardy of the future of Nagaland.

The Registration of Indigenous Inhabitant of Nagaland (RIIN) comprises of four parts. Part A – Findings, Part B - Comments of the Commission on the findings, Part C - Eligibility, and Part DRecommendations. In the RIIN Commission Report at Page/5 a, of Part A- Findings, the Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 to maintain 1-12-1963 as the cut-off year for the purpose of indigenous inhabitant of Nagaland is mentioned. However, the Commission in its comment at Page/15 of Part-B, (Comments of the Commission on the Findings) interpreted the above mentioned notification casting with complications and hence confuses the people. Cut-off year under BEFR Act 1873 can only screen out a person - other than the natives - settled in the state of Nagaland post creation of state. BEFR Act/ILP and RIIN are synonymous and cannot be separated from one another, but it is regretted to say that this important document is not recommended in its Part D- Recommendation column.

Everyone is well aware of the fact that Nagaland state was born out of Political Agreement with 16-Point Agreement which needs no further explanation. The serial 16th of the 16-Point Agreement, the state is empowered to enforce the BEFR Act 1873/Inner Line Permit (ILP) within the entire territorial jurisdiction of Nagaland. Quote: “The rules embodied in the Bengal Eastern Frontier Regulation 1873 shall remain in force in Nagaland” unquote. This point of agreement is meant to enforce in the entire jurisdiction of Nagaland with no exception to the then

Dimapur Sub-Division.

The BEFR Act 1873 is further strengthened by the government’s Notification No. AR-8/8/76 dated Kohima, the 28th April, 1978 for the purpose of Indigenous Inhabitant in the state.

The Non-Naga Tribes of Nagaland, namely; Kachari, Garo, Kuki and Mikhir (Now Karbis) who settled in the state of Nagaland on or before 1-121963 were granted both Indigenous Tribe and Indigenous Inhabitant status. The same Act and Notification further protects the non-Naga communities of Nagaland including Dimapur Sub-Division, namely; Gorkhas, Marwaries, and Muslims who settled in the state of Nagaland on or before 1-12-1963 were accorded Indigenous Inhabitant as well. There are cases where Punjabis settled in Nagaland prior to 1-12-1963 were issued Indigenous Inhabitant Certificates. The pioneers have done systematic calculation and no communities or tribes were left out. The non-Naga Communities settled in Nagaland prior to 1-12-1963 also want that the aforementioned cut-off year be maintained in Nagaland. In the light of the above, it is to be stated that the statement in the press conference of the government published on 10th May, 2023, quote: “And even though there were only around 100 families, if we ignore them, we will be doing them injustice” is highly exaggerated and irrelevant. It is to be pondered upon of those who are the 100 families and under whose favour. In whichever case it may be it is against the natural law of justice and hence unacceptable. For the most part, the focus of contemporary emergency management has been on natural, technological and human-made hazards such as flooding, earthquakes, tornadoes, industrial accidents, extreme weather events and cyber-attacks.

However, with the increase in the availability and capabilities of artificial intelligence, we may soon see emerging public safety hazards related to these technologies that we will need to mitigate and prepare for.

Over the past 20 years, my colleagues and I — along with many other researchers — have been leveraging AI to develop models and applications that can identify, assess, predict, monitor and detect hazards to inform emergency response operations and decision-making.

We are now reaching a turning point where AI is becoming a potential source of risk at a scale that should be incorporated into risk and emergency management phases — mitigation or prevention, preparedness, response and recovery.

AI and hazard classification

AI hazards can be classified into two types: intentional and unintentional. Unintentional hazards are those caused by human errors or technological failures.

As the use of AI increases, there will be more adverse events caused by human error in AI models or technological failures in AI based technologies. These events can occur in all kinds of industries including transportation (like drones, trains or self-driving cars), electricity, oil and gas, finance and banking, agriculture, health and mining.

Intentional AI hazards are potential threats that are caused by using AI to harm people and properties. AI can also be

Adding salt to the injury another peculiar case is recommended by the RIIN Commission which needs to be thoroughly evaluated. See Part-D. Recommendations at Page/58, E. Proof of permanency of residence; Quote: “(1) Electoral Roll from 1963 -2019 with a personal declaration of not having been enrolled in any other state” unquote. Therefore, the Nagaland Tribes Council (NTC) urges upon the government to incorporate the constitutionally delegated Notification No. AR-8/8/76 dated Kohima, the 28th April 1978, maintaining cut-off year of “1-12-1963” for the purpose of Indigenous Inhabitant in the state as “Recommendation No. 1” and nothing else. Further, the recommendation of Proof of permanency of residence at Page/58, “E. Proof of permanency of residence”; if not in consonance with 1-12-1963 be deleted. The Tribal Belt or Compact Area Notification No. LR/2-118/76 Dated 21st November 1979 must also be revoked.

Article 371A is a Constitutional provision empowered/delegated to the State at the time of creation to the state of Nagaland. It is precious in the sight of man and God. However, in recent days some of the state political leaders having responsible authority in government of the day have in a slapdash fashion even uttered that Article 371A is a hindrance to the development activities in the state. Instead of blaming the Constitutional status of provision that the people of Nagaland are blessed with, it would be better to do exercise to find out workable modalities for remedial measures.

The Naga Village(s) and individual(s) are ready to part their land for development activities provided the government so requires but perhaps with a qualified negotiation as has been done in the earlier times. There is always a possibility for negotiation with the land owner for

the purpose of any kind of developmental activities.

Just in the name of development works the government cannot take away any area of land or earmark any area(s) without any blue print project report. It amounts to deprivation of the land ownership and violation of the delegated power of Article 371A “Special provision with respect to the State of Nagaland” and Article 300A “Right to property” of the Constitution of India quote: “Persons not to be deprived of his property save by authority of Law”.

In a democratic country like India, land belongs to the people rather than state as in the case of communist countries. Nagaland is not an exception to it. Barring Dimapur district, which is cadastral area, the entire land in Nagaland is non-cadastral. However, be it cadastral or non-cadastral land, there always is an owner and it belongs to the people. There is every possibility and chance of negotiation with the concerned Village authority or private individual for any developmental works.

The 16-Point Agreement of 1960; Article 371A of the Constitution of India; and the State Government of Nagaland’s Notification No. AR-8/8/76 dated Kohima, the 28th April 1978 are beyond doubt, secured by the precious blood of our forefathers. These are the only protective Laws and inherent rights bestowed upon the people against exploitation by outsiders. Let us not rewrite the history of Nagaland after its 60 years of statehood and tamper with it. Rather love and protect it for all times to come in praise of our forefathers who had sacrificed their lives for us for today and tomorrow.

In my view, this simple intentional and unintentional classification may not be sufficient in case of AI. Here, we need to add a new class of emerging threats — the possibility of AI overtaking human control and decision-making. This may be triggered intentionally or unintentionally.

Many AI experts have already warned against such potential threats. A recent open letter by researchers, scientists and others involved in the development of AI called for a moratorium on its further development.

Public safety risks

Public safety and emergency management experts use risk matrices to assess and compare risks. Using this method, hazards are qualitatively or quantitatively assessed based on their frequency and consequence, and their impacts are classified as low, medium or high.

Hazards that have low frequency and low consequence or impact are considered low risk and no additional actions are required to manage them. Hazards that have medium consequence and medium frequency are considered medium risk. These risks need to be closely monitored.

Hazards with high frequency or high consequence or high in both consequence and frequency are classified as high risks. These risks need to be reduced by taking additional risk reduction and mitigation measures. Failure to take immediate and proper action may result in sever human and property losses.

Up until now, AI hazards and risks have not been added into the risk assessment matrices much beyond organizational use

of AI applications. The time has come when we should quickly start bringing the potential AI risks into local, national and global risk and emergency management.

AI risk assessment

AI technologies are becoming more widely used by institutions, organizations and companies in different sectors, and hazards associated with the AI are starting to emerge.

In 2018, the accounting firm KPMG developed an “AI Risk and Controls Matrix.” It highlights the risks of using AI by businesses and urges them to recognize these new emerging risks. The report warned that AI technology is advancing very quickly and that risk control measures must be in place before they overwhelm the systems. Governments have also started developing some risk assessment guidelines for the use of AI-based technologies and solutions. However, these guidelines are limited to risks such as algorithmic bias and violation of individual rights.

At the government level, the Canadian government issued the “Directive on Automated Decision-Making” to ensure that federal institutions minimize the risks associated with the AI systems and create appropriate governance mechanisms. The main objective of the directive is to ensure that when AI systems are deployed, risks to clients, federal institutions and Canadian society are reduced. According to this directive, risk assessments must be conducted by each department to make sure that appropriate safeguards are in place in accordance with the Policy on Government Security.

In 2021, the U.S. Congress tasked the National Institute of Standards and Technology with developing an AI risk management framework for the Depart-

ment of Defense. The proposed voluntary AI risk assessment framework recommends banning the use of AI systems that present unacceptable risks.

Threats and competition

Much of the national level policy focus on AI has been from national security and global competition perspectives — the national security and economic risks of falling behind in the AI technology.

The US National Security Commission on Artificial Intelligence highlighted national security risks associated with AI. These were not from the public threats of the technology itself, but from losing out in the global competition for AI development in other countries, including China.

In its 2017 Global Risk Report, the World Economic Forum highlighted that AI is only one of emerging technologies that can exacerbate global risk. While assessing the risks posed by the AI, the report con-

cluded that, at that time, superintelligent AI systems remain a theoretical threat.

However, the latest Global Risk Report 2023 does not even mention the AI and AI associated risks which means that the leaders of the global companies that provide inputs to the global risk report had not viewed the AI as an immediate risk.

Faster than policy

AI development is progressing much faster than government and corporate policies in understanding, foreseeing and managing the risks. The current global conditions, combined with market competition for AI technologies, make it difficult to think of an opportunity for governments to pause and develop risk governance mechanisms.

While we should collectively and proactively try for such governance mechanisms, we all need to brace for major catastrophic AI’s impacts on our systems and societies.

Deplorable state of trashes and clogged drainages

With Monsoon looming around the corner and untimely rain in most parts of the state, the state of trashes that are left piling on some of the corners in Dimapur city is not only an eye sore but also a health hazard. THIRUVANANTHAPURAM, MAY 22 (PTI): Expressing concern over the growing tendency to “weaponise disruption and disturbance as a political strategy” in Parliament and Legislative Assemblies, Vice President Jagdeep Dhankhar on Monday urged MPs and MLAs to “immobilise their remote controls” to contribute their maximum in the temples of democracy.

Dhankar, also Chairman of the Rajya Sabha, said there was widespread pain and anguish among people over the growing tendency to “weaponise” disruption and disturbance as a political strategy in Parliament and Legislative Assemblies.

“Legislatures in particular -- I leave a thought with you -- can we weaponise as a political strategy disruption and disturbance of the House?” Dhankar asked while inaugurating the sil-

(PTI): The AAP on Monday said it will organise a ‘maha rally’ on June 11 against the Centre’s “black ordinance” that effectively gives the lieutenant governor control over administrative services, negating a Supreme Court order in favour of the Kejriwal dispensation.

This ordinance shows that the Centre will impose “dictatorial decisions” like this on the country, AAP’s Delhi convenor Gopal Rai said at a press conference.

Dhankar asked the legislatures to draw inspiration from the Constituent Assembly (the country’s first body of legislators who drafted the Constitution) which dealt with many complex issues without any disruptions, and underlined that effective and productive legislature functioning is the safest guarantee to blossoming and preserving democratic values along with holding executive accountable. He also called for stamping out the “worrisome trend of intolerance towards the other point of view”.

Stressing that in a democracy not all issues can be evaluated via a partisan prism, the Vice Presi-

Impact of Rs 2k notes withdrawal

NEW DELHI, MAY 22 (PTI): Reserve Bank Governor Shaktikanta Das on Monday said the impact of withdrawal of Rs 2,000 currency notes will be “very very marginal” on the economy because it accounts for only 10.8 per cent of currency in circulation.

Describing the withdrawal exercise as part of currency management operations of the Reserve Bank, he said, he expects most of the withdrawn Rs 2,000 notes to be returned to the exchequer by the deadline of September 30.

Talking to reporters, Das said, “the impact of this on the economy will be very very marginal because it is only 10.8 per cent of currency in circulation.

As you know that Rs 2,000 notes were not commonly used in any transaction … We have found that it is hardly being used for carrying out transactions. Therefore, economic activity will not be impacted.”

As part of a clean note policy, he said, RBI has been conducting such

exercise of withdrawal of currency notes from time to time and such exercise was undertaken in 2013-14, whereby the notes which were printed prior to 2005, were withdrawn from public circulation.

So, he said, withdrawal of Rs 2,000 notes is part of clean note policy and they continue to be a legal tender.

Asked if Rs 2,000 notes will continue to be a legal tender, Das said “It will continue as legal tender. We will wait how many notes are coming. I cannot give a speculative answer about what will happen post September 30.”

Most of the notes are expected to come back, he said, adding “that is our

expectation at this stage. We will see how many notes come back. And as we approach September 30, we will decide at that stage.”

He said there is enough time available for exchange and deposit in bank accounts so people should not panic.

There is more than adequate quantity of printed notes available in the system not just with the RBI, but also at the currency chests which are operated by the banks, he said.

“So there is adequate stock available and there is no reason to worry whatsoever. We have more than sufficient stocks,” he said.

The Governor also said that the RBI is sensitive to the difficulties which may be faced by people who are on long foreign visits or living abroad on work visas.

“It will be our endeavour to address the difficulties of the people and to complete the entire process in a smooth manner,” he said.

(IANS): The Irish Data Protection Commission on Monday fined Meta (formerly Facebook) a record $1.3 billion fine over violating data transfer rules in the European Union (EU).

The Irish watchdog said that Meta violated the General Data Protection Regulation (GDPR) which came into force on May 25, 2018. The Wall Street Journal was first to report about the landmark penalty on Meta. The ruling applies only to Facebook and not Instagram and WhatsApp.

Meta said it would appeal against the Irish watchdog’s decision. “Without the

ability to transfer data across borders, the internet risks being carved up into national and regional silos, restricting the global economy and leaving citizens in different countries unable to access many of the shared services we have come to rely on,”

Nick Clegg, Meta’s President of Global Affairs said in a statement. The Irish privacy watchdog said that Meta’s use of a legal instrument known as standard contractual clauses (SCCs) to move data to the US “did not address the risks to the fundamental rights and freedoms” of European users, reports Politico. Regulators said that Meta failed to

comply with a 2020 decision by the EU’s highest court that data shipped across the Atlantic was not sufficiently protected from the US spy agencies. Gold declines Rs 120; silver plunges Rs 500

(PTI): Gold prices eased by Rs 120 to Rs 60,580 per 10 grams in the national capital on Monday amid weak global trends, according to HDFC Securities.

The precious metal had settled at Rs 60,700 per 10 grams in the previous trade.

Silver also plunged by Rs 500 to Rs 73,600 per kg.

“Spot gold prices in the Delhi markets traded at Rs 60,580 per 10 grams, down Rs 120 per 10 grams,” Saumil Gandhi, Senior Analyst - Commodities at HDFC Securities, said. In the international market, both gold and silver were trading lower at USD 1,978 per ounce and USD 23.87 per ounce, respectively.

“Comex gold traded lower in Asian trading hours on Monday as markets struggled for direction and traders cautiously awaiting updates from the US debt ceiling negotiations,” Sriram Iyer, Senior Research Analyst at Reliance Securities, said.

WASU calls for reconsideration of teachers’ transfer

NCLAT upholds order allowing Go First’s voluntary insolvency proceedings

(PTI): The National Company Law Appellate Tribunal (NCLAT) on Monday upheld insolvency resolution proceedings against crisis-hit airline Go First, derailing aircraft lessors’ efforts to take back their planes from the struggling Wadia group firm.

A two-member NCLAT bench directed aircraft lessors and the Interim Resolution Professional (IRP) of the Wadia group firm to

approach the National Company Law Tribunal regarding the claim of possession and other respective claims relating to the aircraft whose leases were terminated by the lessors after the company filed for insolvency process.

“The order dated May 10, 2023, admitting Section 10 Application is upheld,” said the NCLAT bench headed by Chairperson Justice Ashok Bhushan. Earlier, NCLT on May 10, 2023,

admitted the plea of Go First to initiate voluntary insolvency resolution proceedings and appointed an interim resolution professional (IRP) to suspend the company’s board. The said NCLT order was challenged by Go First’s four aircraft lessors - SMBC Aviation Capital Ltd, GY Aviation, SFV Aircraft Holdings and Engine Leasing Finance BV (ELFC) - owning around 22 aeroplanes.

Sales at petrol pump spike to 90% as customers rush to use Rs 2k notes

(PTI): Cash purchase of fuel at petrol pumps using Rs 2,000 notes has spiked to almost 90 per cent of daily sales as buyers rushed to tender the withdrawn currency notes.

Petrol pump dealers said cash sales before the surprise announcement on Friday of the withdrawal of the Rs 2,000 note was only 10 per cent, but now customers were using the withdrawn note to make small purchases of Rs 100/200, expecting petrol pumps to return change.

They have now asked the Reserve Bank to instruct banks to provide enough small denomination notes to help serve customers smoothly. “Majority of the

customers are trying to use Rs 2,000 notes even for small purchases of Rs 100-200 and are expected change from the petrol pumps and hence the petro outlets are extremely short of change across the country,” All India Petroleum Dealers Association president Ajay Bansal said in a statement.

It said the petrol pump dealers have been requesting customers to use the card or digital payment for fuel purchases.

“Before this Rs 2,000 withdrawal, we used to receive only 10 per cent of our cash sales through Rs 2,000 notes, but now almost 90 per cent of cash received at our outlets is in the form of Rs 2,000 notes only, and we have to deposit the same

in banks on daily basis,” it noted.

Petrol pumps and some other daily essential services were allowed to accept old 500 and 1,000 rupee notes after November 8, 2016, demonetisation of nearly 86 per cent of the currency notes.

Petrol pumps, however, soon turned into outlets to launder banned currency notes, leading to the government prematurely withdrawing the facility.

This time too petrol pumps have become outlets to get the withdrawn currency out.

“We also request the RBI to give guidelines to banks for providing enough small denomination notes, especially to petrol pumps in lieu of Rs 2,000 notes, so

that we can smoothly service our customers,” Bansal said.

He expressed apprehension that petrol pump dealers would again face problems as they did during the 2016 demonetisation when most dealers got income tax notices or were raised “without any fault” of theirs.

“Also the digital payments, which used to be 40 per cent of our daily sales, have suddenly gone down to 10 per cent of daily sales, and our cash sales have increased dramatically, as

customers are desperately trying to use Rs 2,000, which will again create trouble for us with income tax authorities,” he said. The Rs 2,000 currency notes constitute around 10.8 per cent of total currency in circulation or Rs 3.6 lakh crore. The notes can be exchanged or deposited till September 30, 2023. Compared to demonetisation, this time, the quantum of currency being withdrawn is significantly smaller and the period to complete the process is more spread out.

Fire kills 6, injures 7 in a house in Abu Dhabi

DUBAI, MAY 22 (AP): A house fire in Abu Dhabi killed six people and injured seven on Monday, according to the civil defense authority in the United Arab Emirates. An Investigation is underway to find out the cause of the fire which erupted in the city’s Al Moazaz area.

In a report on Monday, The Weather Channel said that Catania was hit hard by the falling ash following the eruption on Sunday. As a result, the city’s airport was closed.

Actor Aditya Singh Rajput found dead at his Mumbai home

In yet another shocker, actor and model Aditya Singh Rajput was found dead in the bathroom of his home on Monday afternoon, Mumbai Police said here. The 32-year-old actor was living in a shared apartment on the 11th floor of the Lashkaria Heights building in the posh Oshiwara area.

Though there is no official word on the exact cause of his death, preliminary reports suggest it could probably be owing to a suspected drug overdose.

The actor’s body has been sent for an autopsy, the report of which is awaited and the Oshiwara Police Station is conducting further investigations from all possible angles,

said an official. The first tip-off came from a friend of the actor who found him lying motionless in the home bathroom and rushed him to a nearby hospital where he was declared dead on admission. Rajput was born in Uttarakhand but settled in Delhi and started as a model-cum-actor as a child star in the glamour

industry around 20 years ago.

Over the years, he became a familiar face on more than 300 advertisements and spots, and acted in films like “Krantiveer”, “Maine Gandhi Ko Nahin Mara”, “Love” and others.

On the small screen, he was seen in shows like ‘Cambala Investigation Agency’, ‘Splitsvilla - 9’, ‘Love’, ‘Ashiqui’, ‘Code Red’, ‘Rajputana’, ‘Aawaz-9’, ‘Bad Boys’ and more. American rock band Foo Fighters revealed their new drummer during a live streamed event. And as expected, it’s veteran session man and longtime friend Josh Freese.

The band is set to launch a massive tourtheir first without drummer Taylor Hawkins, who died tragically in Colombia last year - in New Hampshire on May 24, reports Variety.

While the band announced its intention to continue late last year, they went to great lengths to not reveal the identity of their new drummer. They played into this during the opening moments of the livestream, called “Foo Fighters: Preparing Music for Concerts,” which featured all of the members joking around with each other in their rehearsal room, with their guitars on.

Muscle Matters

Freese, one of the best, most versatile and most experienced rock drummers working today, shows why he’s got the chops to fill the shoes of both Hawkins and Grohl (himself one of the greatest drummers in rock history, although he’s the Foos’ lead singer and rhythm guitarist), playing with just the right amount of steadiness, power and flash. Daniil Medvedev wins maiden clay court title

ROME, MAY 22 (AGENCIES): Daniil Medvedev

beat Holger Rune 7-5, 7-5

to win the Italian Open on Sunday, his first trophy in a clay court tournament and a major boost ahead of the French Open. “I don’t love clay, but let’s call it a friendship,” said Medvedev after his one-hour, 41-minute win over the 20-year-old Dane.

Medvedev, who had been 0-3 in Rome prior to this year’s edition, claimed his fifth title of the season and 20th of his career.

“I always want to believe in myself and I always want to win the biggest tournaments in the world,” said former world number one Medvedev who knocked out 2017 champion Alexander Zverev and 2022 runner-up Stefanos Tsitsipas on his way to the final.

“But at the same time, I didn’t think I could win a Masters 1000 on clay in my career because usually I hated it, I hated playing on it. I didn’t feel good on it and nothing was working.”

Sunday’s final was the first in Rome since 2004 without either Rafael Nadal or Novak Djokovic.

“When I came here I felt so good in practice and I told my coach, ‘I don’t know what is happening but I am feeling amazing, so let’s see how it goes’,” added Medvedev.

“But then you have to play the toughest opponents in the world to try to make it. “I am really happy I managed to do it and to prove to myself and everyone else that I am capable of doing it.” The French Open, the second Grand Slam of the year, starts in Paris next Sunday.

Medvedev was an opening-round loser in the French capital in all his first four visits before making the quarter-finals in 2021 and last 16 in 2022.

“I like clay much more now,” he said after Sunday’s final which secured him a sixth trophy at the elite Masters 1000 level.

Medvedev took charge of the final which started 90 minutes late due to more rain, seizing the opening set with a break in the final game. The momentum slowed in the second as Rune began with a break of the third seed to love, only to lose it for 2-all.

World number seven Rune struck back in the seventh game, which began with a 38-shot rally and ended with Medvedev sending a return long to trail 4-3.

Rune made it 5-3 as he won his 13th point from 16 but was broken back for a second time in the set for 5-5. Two games later, Medvedev took victory when his opponent fired a forehand long. Medvedev was playing his second clay final after Barcelona in 2019 where he lost to Dominic Thiem.

Rune was trying to become the youngest player to win the title in Rome since then-19-year-old Rafael Nadal lifted the trophy in 2006.

(NPN): The senior men’s inter-district cricket tournament hosted by the Nagaland Cricket Association (NCA) got underway at two venues—Nagaland Cricket Stadium and Sovima Cricket Ground—on May 22, 2023.

French Open offers players tool to filter out online abuse

PARIS, MAY 22 (AP): French Open organizers are giving all players access to an online tool meant to protect them from cyberbullying and harassment on social media.

The French tennis federation said Monday the technology developed by a French company will be made available to all players taking part in this year’s clay-court Grand Slam tournament. The software uses artificial intelligence to filter comments posted to social media accounts and block those that are deemed toxic or abusive.

It said the tool “aims to preserve the players, their mental health, the values of sport and tennis and to banish people who come to spread their aggression and hatred on social networks.”

“Tennis being one of the sports most affected by this scourge, athletes can thus be victims in a direct or indirect way,” the federation added.

ficials can opt to connect their social networks to the technology, developed by the Bodyguard.ai company, before the tournament and keep it in place for at least one week after it ends. Play in the main draw begins May 28 at Roland Garros.

“This way, they won’t receive any derogatory comments,” the French federation said. “It is an AI that performs moderation in real time. The comment is analyzed in less than 200 milliseconds. A team of linguists creates word structures to update the

technology in real time from what is posted on social networks to generate a contextual analysis. The goal is to ensure that nothing is missed, while making sure that nothing is censored.”

The different platforms monitored are Facebook, Instagram, Twitter, YouTube, TikTok and Discord. “The mental health of players is a priority issue for the French Open,” French federation director Caroline Flaissier said.

“There is no place for any form of violence in our tournament.”

Vinícius gains support as Spanish soccer again embroiled in racism

MADRID, MAY 22 (AP): Spanish soccer is again embroiled in racism, with the support for Vinícius Júnior growing rapidly after yet another case of abuse against the Brazil forward this weekend.

Officials, players and former players showed solidarity with Vinícius, who on Sunday considered leaving the field after being insulted by fans during Real Madrid’s 1-0 loss at Valencia in the Spanish league.

Vinícius said after the match the Spanish league “now belongs to racists” and that Spain “is seen as a racist country.”

Real Madrid asked authorities to investigate the abusive behavior, saying the club believed the incident to be a hate crime.

“Full solidarity to Vinicius,” FIFA president Gianni Infantino said. “There is no place for racism in football or in society and FIFA stands by all players who have found themselves in such a situation. Events during the match between Valencia and Real Madrid show that this needs to be the case.”

NRAI election for post of president postponed

NEW DELHI, MAY 22

(PTI): The National Rifle Association of India (NRAI) has postponed the process to elect its new president after “objections” raised by a state association. The elections were scheduled to be held on May 28 but following objections from the Uttar Pradesh State Rifle Association (UPSRA), the process has got delayed, NRAI secretarygeneral Sultan Singh told PTI on Monday.

The president’s position had fallen vacant after Raninder Singh went on a “prolonged leave” following a Sports Ministry directive that heads of national sports federations (NSFs) cannot hold office for more than 12 years as per the National Sports Code.

The Spanish league has made nine similar formal complaints for racist abuse against Vinícius over the last two seasons, but most of the cases have been shelved by prosecutors. Another complaint was expected to be made after an investigation into what happened in Valencia was completed.

for their abuse, but so far only a Mallorca fan may end up going on trial for allegedly racially insulting the Brazilian during a game.

“It wasn’t the first time, or the second or the third. Racism is normal in LaLiga. The competition thinks it’s normal, as does the federation, and the opponents encourage it,” Vinícius said on Instagram and Twitter on Sunday. “The league that once belonged to Ronaldinho, Ronaldo, Cristiano (Ronaldo) and (Lionel) Messi now belongs to racists ... But I’m strong and I will fight until the end against the racists. Even if far from here.”

Spanish league president Javier Tebas criticized Vinícius for attacking the league, saying the player didn’t show up for talks on the subject of racism that he had requested himself.

The league claims it only has authority to denounce cases, and that it’s up to local authorities to take action against the perpetrators and the soccer federation to punish clubs and referees. But the Spanish league does have control over the sporting sanctions in its own competitions.

(IANS): Carlos Alcaraz of Spain has returned to the top spot while Novak Djokovic slipped to third in the latest ATP Rankings released on Monday.

Before rising to the top spot in tennis rankings again, Alcaraz held the world No.1 ranking for 22 weeks with his 23rd week starting after the Italian Open.

The 20-year-old will be the top seed at this year’s French Open with Djokov-

ic being the third seed, so they could land in the same half of the draw in Paris.

Djokovic, who was at the top of the rankings heading into the Italian Open, dropped to his lowest position on the ATP Tour since January after a surprise quarterfinal loss.

Chopra topped the charts with 1455 points, 22 ahead of Grenada’s reigning world champion Anderson Peters (1433).

Tokyo Olympics silver medallist Jakub Vadlejch of Czech Republic was third with 1416 points. The 25-year-old Chopra rose to world number

two on August 30 last year but was stuck behind Peters since then.

In September last year, Neeraj Chopra won the Diamond League 2022 finals in Zurich, becoming the first Indian to win the prestigious trophy. NYON, MAY 22 (AP): After refereeing the World Cup final in December, Szymon Marciniak of Poland was picked Monday to officiate the Champions League final between Manchester City and Inter Milan.

UEFA selected Marciniak to complete a rare feat on June 10 in Istanbul of refereeing the biggest finals in national team and European club soccer in the same season.

The 42-year-old Pole won praise for his handling of Argentina’s World Cup win over France in a penalty shootout in Doha, Qatar. The first World Cup-Champions League final double was done by English referee Howard Webb in 2010. Marciniak handled games with both Champions League finalists in the knockout rounds — Manchester City’s 4-0 win over Real Madrid in the semifinals and Inter Milan’s 0-0 draw at Porto in the round of 16.

Larson dominates for third NASCAR All-Star race win

NORTH WILKESBORO,

MAY 22 (AP): Kyle Larson didn’t mince words after his third All-Star race victory in the last five years. “That was an old school (butt)-whipping, for sure,” Larson said.

Larson turned in a dominating effort to run away with his third All-Star race and earn $1 million Sunday night in the Cup Series’ return to North Wilkesboro Speedway following a 27year absence.

He became only the fourth driver to win the AllStar race at least three times.

Jimmie Johnson has the most with four victories, while Larson, Jeff Gordon and Dale Earnhardt have three. Larson is the first to win the All-Star race at three different tracks, also having won in Charlotte in 2019 and Texas in 2021.

He celebrated the win with a full lap of burnouts around the .625-mile track as Hendrick Motorsports won its 11th All-Star race.

Chase Briscoe and Chase Elliott. But only Larson collected prize money in the winner-take-all event.

Wallace joked he won the “best of the rest.”

“Larson was lights out, so congrats to him,” Wallace said. “They have been hitting

it on the head all season, so to run second to them is not a bad thing. But to run second in the All-Star race sucks because you go home with nothing.”

Larson was unsure if he would finish better than 15th after struggling in the heat races Saturday night.

“I didn’t think there was enough there for (my crew) to get me better,” Larson said. So when Larson was penalized for speeding on lap 24 and sent to the back of the field, he figured it was not his night.

But after taking on the new tires, he drove his No. 5 Chevrolet to the front of the field blowing past 16 cars, including polesitter Daniel Suarez on lap 56. Larson went on to build an 11-second lead before the first competition caution at lap 100.
