KOHIMA, JUN 22 (NPN): With the decline in positivity rate, chief secretary J Alam has asserted that the peak of second wave of Covid-19 was over in Nagaland, though he remarked that the State was “not out of the woods yet” and hence the government was closely monitoring the situation. Interacting with a section of media persons at State Level War Room (SLWR) here on Tuesday afternoon, Alam said “We feel we have passed the peak of the second wave and the positivity rate is declining. Of course, we are not out of the woods yet and hence we’re closely monitoring the situation.” He appreciated private hospitals for coming forward in treating Covid-19

State logs 64 fresh Covid cases, 2 deaths DIMAPUR, JUN 22 (NPN): Nagaland on Tuesday recorded 64 fresh Covid19 positive cases while two more patients succumbed to the infection. Of the fresh cases, 22 were reported from Dimapur, Mokokchung-12, Kohima-10, eight in Peren, four in Mon, two each in Longleng and Wokha and one each in Kiphire, Phek, Teunsang and Zunheboto, taking the total caseload to 24438. Further, the death of one patient each in Dimapur and Wokha, pushed the death toll to 477 (including 14 non-Covid deaths but with Covid positivity) Meanwhile, a total of 427767 persons have been inoculated against Covid-19 till June 22.

over the past many days and mentioned that three villages in Tuensang and Mokokchung have achieved 100% vaccination, while many villages were responding well through the outreach programme. Going by the current vaccination rate, he exuded confidence that the vaccination target would be achieved in the next three to four months. He revealed that the vaccination target was 13 lakh individuals, out of which four lakh had already taken the jab. He said the remaining numbers would be covered as more than 600 vaccination sites have been opened, adding that several measures were being initiated to speed up the vaccination drive. Fuel prices near Rs.100-mark DIMAPUR, JUN 22 (NPN): State-owned oil marketing companies (OMCs) again increased the prices of petrol and diesel on Tuesday after one-day hiatus taking the prices of two auto fuels close to Rs.100-mark across the country. According to a price notification of state-owned OMCs, the price of petrol was hiked by 28 paise per litre and diesel by 26 paise per litre. Following today’s rate revision, petrol price in Dimapur hit an all-time high of Rs.96.16 per litre while diesel price rose to Rs.90.35 per litre. In the state capital Kohima, prices of petrol and diesel climbed to record highs of Rs.97.11 per litre and Rs.91.11 per litre respectively. Petrol has already crossed Rs.100-mark in nine states and Union territories -- Rajasthan, Madhya Pradesh, Maharashtra, Andhra Pradesh, Telangana, Karnataka, Jammu and Kashmir, Odisha, and Ladakh. The hike on Tuesday was the 28th increase in prices since May 4. In 28 hikes, the price of petrol has risen by Rs 7.10 per litre and diesel by Rs 7.50 a litre.

Experts worry new delta plus variant could trigger 3rd wave NEW DELHI, JUN 22 (AGENCIES): As India emerges from the deadly second wave of Covid, the Delta plus variant, a mutant version of the Delta strain first detected in India, has been found in 22 cases across three states and is a “variant of concern”, the government said in a warning to these states Tuesday evening. “The chief secretaries of the states have been advised to take up immediate containment measures in these districts and clusters, as identified by INSACOG (Indian SARS-CoV-2 Genomic Consortia), including preventing crowds and intermingling of people, widespread testing, prompt tracing as well as vaccine coverage on priority basis,” the note said. “The Centre has sent an advisory to these states about their public health response. The measures, while broadly remaining the same as have been implemented by them earlier, have to become more focused and effective. We don’t want this small number to take a bigger form,” VK Paul, the head of the

National Expert Group on Vaccine Administration, told reporters. The worry stems from the fact that very little is known about this strain, which is now in nine countries - US, UK, Portugal, Switzerland, Japan, Poland, Russia and China besides India. Like the Delta strain, which has now spread to 80 countries, the Delta Plus is considered highly infectious and fast-spreading. According to INSACOG, the Delta Plus also shows stronger binding to receptors of lung cells and potentially reduced monoclonal antibody response. It may also show resistance to existing treatment protocol for Covid. There are concerns over whether current vaccines will be effective against the Delta Plus. The government said while the two vaccines being used in India, Serum Institute of India’s Covishield and Bharat Biotech’s Covaxin, are effective against the Delta variant, data on how they work on the Delta Plus would be shared later. “We will share more

information with you shortly,” said Rajesh Bhushan, Union Health Secretary. But health experts say the prevalence of this variant is currently low. W h i l e I N S AC O G classified the delta plus as a “variant of concern”, the Health secretary did not. “Right now it’s a variant of interest, not a variant of concern,” Dr Bhushan said in the Health Ministry briefing. Om Shrivastava, a member of the Maharashtra Task Force on Covid, said ““It is worrisome because we do not know enough about how it is going to behave from here. In the variants that we have seen, there have been some very different scenarios that have presented themselves.” “We know that the delta wave in other parts of the world is very infectious and it spreads very rapidly and it can affect a multitude of people within a very short period of time,” said Dr Shrivastava. The plant is a joint initiative of the state government, United Nations Development Programme and Government of Japan. Speaking on the occasion, Rio thanked and acknowledged the support of Government of Japan and UNDP in helping setting up of the oxygen generation plant. NPF accuses PDA govt of misusing state fund DIMAPUR, JUN 22 (NPN): Naga People’s Front (NPF) has accused the PDA government of misusing the state fund in the name of Covid19 and also expressed deep anguish over the ruling PDA’s handling the Covid-19 situation. Ex-minister Yeshito Chishi passes away DIMAPUR, JUN 22 (NPN): Former minister, N Yeshito Chishi, passed away after a prolonged illness at his residence in Dimapur early Tuesday morning. According to family sources, the body of late leader was taken to his native Yesholuto village under Atoizu subdivision, Zunheboto district. Sources said the funeral service will be held at his private residence at Asukhuto town on June 23. Born on November 29, 1937, late Yeshito was elected MLA as an independent candidate from 32 Atoizu constituency in 1974 assembly election. He was a minister under United Democratic Front government. Organisations and leaders including Western Sumi Hoho; Er. Picto Shohe, MLA from 32 Aotizu constituency, All Sumi Students’ Union and Nagaland Pradesh Congress Committee have mourned the demise of N Yeshito Chishi.

Rice adulteration: Police yet to receive lab report Staff Reporter

DIMAPUR, JUN 22 (NPN): A day after laboratory test confirmed that there had been no adulteration of rice with plastic granules as alleged in a video that recently went viral on social media, but contained mixture of fortified rice with regular rice, commissioner of police (CP) Dimapur, Rothihu Tetseo said the police were yet to officially receive the lab report from the department concerned. As investigation was on, he said the police would first have to receive the report and only then the probe could proceed further. He added that the police had come to learn about the lab results only through media reports. In a bid to ensure nutritional security, the Centre had decided to scale up distribution of fortified rice and started its supply through Integrated Child Development Services and Mid Day Meal scheme from April this year. DIMAPUR: State chief minister, Neiphiu Rio held a meeting with members of Tuensang district task force for COVID-19 at DC’s conference hall, Tuensang on June 22. According to DIPR report, deputy commissioner and chairman DTF Tuensang, Kumar Ramnikant highlighted the statistical

report on Covid-19 in a presentation and mentioned some of the challenges faced by the district. Tribal Hohos of the district while appreciating the support and care from the government towards the district expressed their grievances in the health sector. In this regard, Rio mentioned about the gov-

ernment’s focus on health sector and assured the districts that it would keep the people safe and overcome the pandemic. He highlighted on the development of oxygen generator plant at Tuensang and urged the gathering to maintain and take care of the various facilities. Minister for health and

family welfare, Pangnyu Phom shared about the government’s plans in fulfilling the needs and demands of the district. He was of the view that vaccination and testing at Tuensang district should be boosted to catch up with other districts, for which he urged civil societies, tribal leaders and other faith based

institutions to play an active and proactive role in educating the people. NPF legislator Toyang Changkhong Chang appreciated the commitment and concern of the chief minister towards the district. Principal Secretary, H&FW, Amardeep S. Bhatia stated that the idea on relaxing the lockdown depended on bringing down the positivity rate of the state below 5%. However, he stressed that it does not mean the pandemic was gone, but everyone should follow COVID appropriate behaviour. ASHA workers are to ensure that they are in the respective villages to do their needful duties and also facilitate the health care in the villages, he added. Principal director H&FW, Dr. Neikhrielie said the government and department was very sensitive towards the health system of the state and trying to provide essentials on need base.

JCC appeals for road development

DIMAPUR: Joint Coordination Committee (JCC) has appealed to the department of NPWD (R&B) to immediately follow up phase-II (black-topping) of 4th mile- Atu ghoki (Zubza bridge) before the current soiling and metalling (phase-I) wears out. In a press statement, JCC co-convener, H. Hisaka Kibami and secretary, Kaka K. Holo, stated that the road covering an approximate of 23 Km was the only lifeline connecting more than 80 villages, two

NIA court clears Akhil Gogoi of charges under UAPA in one case

Jailed anti-CAA activist Akhil Gogoi at the Assam Legislative Assembly in Guwahati. (PTI) Guwahati, Jun 22 (PTI): A National Investigation Agency (NIA) court on Tuesday cleared Sivasagar MLA Akhil Gogoi in one of the two cases against him under the Unlawful Activities (Prevention) Act, 1967 for his alleged role in violent protests against the Citizenship (Amendment) Act in Assam. NIA Special Judge Pranjal Das did not frame charges against Gogoi, who was arrested in December 2019, in connection with the case registered in the Chabua police station. The court also discharged his two associates, Jagatjit Gohain and Bhupen Gogoi, of all charges under UAPA in the case. Gogoi, president of

the Raijor Dal, was earlier granted bail in the original case filed at the Chabua police station, which was later transferred to the NIA. The NIA is investigating two cases, which were initially registered at Chandmari and Chabua police stations, related to the alleged role of Gogoi and his three colleagues in the violent protests. Charges were framed against his third associate, Bhaskarjyoti Phukan, but not under the UAPA but under Section 144 IPC (Joining unlawful assembly armed with deadly weapon) and the case has been now transferred to the court of the chief judicial magistrate, Dibrugarh. hearing on Tuesday the cases of the Chandmari police station which was also transferred to the NIA. The court had rejected his bail application in the Chandmari police station case in August last year following which he had challenged it in the Gauhati High Court. After the high court rejected Gogoi’s bail plea, he moved the Supreme Court which decided not to “consider the petition at this stage”. Gogoi was arrested on December 12, 2019 from Jorhat, during the height of the anti-CAA protests in the state, as a “preventive measure” in view of the deteriorating law and order situation in the state and his three associates were taken into custody the next day. The cases were later handed over to the NIA and they were booked under UAPA for their alleged role in the violent protest and their possible links with Maoist elements. Gogoi became the first jailed leader in Assam to win an assembly election this year and he is currently lodged at the Gauhati Medical College Hospital for treatment of his ailments.

Robert Romawia Royte Aizawl, Jun 22 (PTI): A Mizoram minister has announced a cash incentive of Rs 1 lakh to a living parent with the highest number of children in his constituency to encourage population growth among the demographically small Mizo communities. Sports Minister Robert Romawia Royte did not mention the minimum number of children. The declaration came at a time when several Indian states are advocating a population control policy. On the occasion of Father’s Day on Sunday, Royte announced that he would reward a living man or woman having the largest number of offspring within his Aizawl East-2 assembly constituency with a cash incentive of Rs 1 lakh. The person will also

get a certificate and a trophy, the minister said in a statement on Monday. Apparently, the cost of the incentive will be borne by a construction consultancy firm owned by Royte’s son. The minister said that the infertility rate and the decreasing growth rate of the Mizo population has become a serious concern. “Mizoram is far below the optimum number of people to attain development in various fields because of the gradual decline in its population. Low population is a serious issue and hurdle for small communities or tribes like Mizos to survive and progress,” Royte said. Mizoram is home to various Mizo tribes. He said that some churches and influential civil society organisations like the Young Mizo Association are advocating a baby boom policy to encourage population growth for ensuring optimum size vis-a-vis the area of the state. Mizoram’s population was 1,091,014, according to the 2011 census. The state covers an area of approximately 21,087 square kilometres.

Shillong/Agartala, Jun 22 (IANS): Eight oxygen generation plants are being installed in the three northeast states -Meghalaya, Nagaland and Tripura -- with the help of the Japanese government and UNDP, officials said on Tuesday. Mnp govt college teachers threaten to resume agitations Correspondent IMPHAL, Jun 22: Teachers of government colleges in Manipur on Tuesday reminded the state government of the June 30 deadline which it had assured to issue orders implementing 7th UGC Pay and Regulations, 2018 in the state. If the orders were not issued on or before June 30, teachers will be compelled to resume the stirs it suspended three months ago after an agreement was reached with the state government, Federation of Government College Teachers’ Association, Manipur (FEGOCTA) warned in a

letter to the state education minister on Monday. Government college teachers in the state have been demanding implementation of 7th UGC Pay and Regulations, 2018 since early part of 2019 with various forms of agitations which were suspended only after the state government agreed to implement the same. In the latest agreement signed in the first week of March this year, the state government had agreed to implement the same with cash payment from July 2021. Fearing non-fulfillment of assurance this time too, FEGOCTA reminded the MoU signed on March

6 last, in a letter to the state education minister submitted on Monday. Copies of the same letters were also submitted to the state chief secretary, secretary to state chief minister and commissioner of higher education highlighting the decisions of FEGOCTA. While insisting the authorities of the state government to ensure implementation of the MoU, the FEGOCTA cautioned that they will be compelled to suspend taking online classes and examinations in the colleges if the orders were not issued by on or before June 30. According to DIPR report, maximum police personnel have also completed their second dose during the vaccination drive. Briefing the vaccination campaign, District Immunization Officer, Longleng, Dr. Imnameren Phom stated that it has become priority to

The East Khasi Hills, which includes state capital Shillong is the worst hit COVID-19 affected district with 1377 active cases and 598 deaths due to the viral infection, followed by West Garo Hills district with 607 active cases, West Jaintia Hills district with 588 active cases and Ri-Bhoi district with 527 active cases, while the other seven districts of the state have less than 300 active cases each as on date. in the neighbourhood as people in the vicinity stood helpless due to the intensity of the fire. Although no person was reported to have been injured, properties inside the house were reduced to ashes. Photos and videos of the incident were also widely circulated on social media.

Agri and allied plans to create more water bodies

DIMAPUR: State agriculture production commissioner, Y. Kikheto Sema re-iterated that agri and allied departments would “seriously ponder to create more water bodies” such as check-dams, water harvesting, ground water etc., as the farming community of the state which comprises of 70% of the total population has been affected due to drought like situation with no rain from December 2020 to April 2021. According to DIPR report, he said this to the farmers during his tour to villages including Molvom,

Molsan, Tsithrongse and Bade villages under Dimapur district, on June 22. At Molvom and Molsan areas, the ACP met the Pineapple Farmer Producing Company (FPC) and visited the pineapple field where he expressed joy to witness healthy pineapples as they do not require much rain. Pointing out that presently, pineapples were grown in about 1000 hectares of land within that area, he encouraged pineapple growers association to grow more and suggested horticulture department to conduct an exhibition of Nagaland

pineapples at Delhi during July or August. He assured that the state government would provide logistic support and cooperation to the pineapple growers. At Tsithrongse and Bade villages, Kikheto visited vegetable farms and regretted that the areas were badly affected due to less rainfall. He informed that the chief minister had directed the agri and allied departments on creating more water bodies for agricultural activities instead of depending on rain alone. He also stated that the

departments would provide required Rabi seeds in advance to the affected farmers to recover the losses during coming September and October. Admitting that the last two years had been challenging for agricultural activities due to the pandemic, he nevertheless encouraged farmers not to give up and advised them to walk the extra mile once the pandemic was over. Race for 2024 on

W

hen in desperation, opposition politicians in India invariably opt to explore ‘opposition unity’ to present a united front against the incumbent ruling party or coalition at the Centre. This idea was first patented in 1977 when the anti-Congress opposition parties- Congress (O), Bharatiya Lok Dal (of Charan Singh), Bharatiya Jan Sangh (forerunner of BJP) formed the Janata Party. The Janata Party government lasted for barely three years which saw two prime ministers-Morarji Desai and Charan Singh. Such alliances among opposition were mostly against the dominant party, Congress, which ruled the Centre till 1989. The second time such an alliance was in 1989 under V.P. Singh and it lasted for barely a year. The next minority non-Congress government headed by Chandrashekhar lasted for around seven months. Congress returned to power under Narasimha Rao in 1991 in the post-Rajiv era. In 1996 Vajpayee led the BJP form a coalition government that lasted for 13 days. Another non-Congress and non-BJP alliance was propped up in 1996 which lasted till 1998 under two prime ministers- H.D.Deve Gowda and I.K.Gujral. BJP formed a coalition in 1999. The Congress then returned and formed a coalition in 2009 and again in 2014. From then on Modi led BJP to an unparalleled victory in 2014 with a landslide and again a bigger landslide in 2019. Many political pundits felt that the advent of Modi in 2014 ended the era of coalition politics. Many opposition parties like Shiv Sena, Akali Dal, BJD, TMC, TDP etc were allies of the BJP. With Modi showing no signs of relenting, opposition parties have veered round the idea that it will pay political dividends to unite. Efforts to forge a unified front against the Modi-led BJP for 2024 has begun after NCP chief Sharad Pawar has initiated a get together of all opposition parties. The history of opposition unity in India has not been a very inspiring experiment. All such coalitions led by regional satraps never lasted beyond two years. Coalition government led by BJP (1999/2014-2019) or Congress (2004-2014) completed their terms. This time, the opposition parties, especially after the defeat of the BJP in the West Bengal assembly elections, have been buoyed as they sense that the Modi-Shah election juggernaut, is no longer invincible but as vulnerable. Modi has much to answer for unfulfilled promises made since 2014. He talked about ‘Achhe Din aya’ by curbing corruption (will not eat nor allow others to eat), bringing back black money within 100 days in office and deposit Rs.15 lakh in to the accounts of every citizen of the country, provide 1 crore jobs within one year, ensure minimum government and maximum governance and proposed several innovative schemes to make the lives of the common citizens easy. However, Modi does not feel he is either accountable or answerable as it is not his style. Therefore, to take on Modi, the opposition has to have a prime ministerial face to checkmate the free-flowing and seemingly ‘popularity’ of Modi. Whether Sharad Pawar feels it’s his time though he’s not in the best of health; or Mamata who lacks a national appeal. That leave Rahul but unfortunately, he has proved totally incapable of even leading his own party which is now almost imploding due to his style of functioning. It is for these reasons, that most mainstream pro-Modi media feel he will return in 2024. This is undeniable but only if the opposition get their act together.

The reason we see hypocrisy, deceit, and a lack of genuineness in others is that they are all in our own hearts. The greatest characteristic of a saint is humility, as evidenced by being able to say honestly and humbly, “Yes, all those, as well as other evils, would have been exhibited in me if it were not for the grace of God. Therefore, I have no right to judge.” Jesus said, “Judge not, that you be not judged” (Matthew 7:1). He went on to say, in effect, “If you do judge, you will be judged in exactly the same way.” Who of us would dare to stand before God and say, “My God, judge me as I have judged others”? We have judged others as sinners— if God should judge us in the same way, we would be condemned to hell. Yet God judges us on the basis of the miraculous atonement by the Cross of Christ.

e must respect the roles and responsibilities carried out by our administration during pandemic time. The role of public service and public servants has been well reflected during the pandemic as all of our officers and other staff have done tremendous work to assist people during pandemic. From frontline healthcare workers and public health officials to teachers, sanitation workers, social welfare officers and more, the humble public servant has been thrust into the spotlight, helping elevate awareness and understanding of the critical role public servants play in everyday life, and in particular during times of severe crises, such as the COVID-19 pandemic. There has been tremendous change in the last one decade when it comes to technology and using digital devices for different activities. We saw a digital revolution that changed the way we live, work, and govern. Technology and data driven innovations have increased the pace of our daily life, opened up information and elevated civil society voices and changed how we solve problems, design policy and deliver services. In parallel, governments find themselves under resource pressures and increasing public demands, having to do much more, with less. The use of technology and digital devices could be seen more during the pandemic situation. Today, every country in the world needs to re-think the structure and operating model of its civil service as we enter the third decade of the 21st century. The next era will see fundamental changes in how public servants are hired, trained, and retained. We will see more technology being leveraged to make better decisions, monitor performance, and deliver service, and there will be a need for the private sector, and wider society, to play a bigger role in all aspects of creating public value. One of the global events related to public service is the celebration of the United Nations Public Service Day on the 23 June. On 20 December 2002, the UN General Assembly designated 23 June as Public Service Day by adopting resolution 57/277. UN Public Service Day celebrates the value and virtue of public service to the community; highlights the contribution of public service in the development process; recognizes the work of public servants, and encourages young people to pursue careers in the public sector. The day honors the hundreds of millions of public servants across the globe who dedicate themselves to ensuring the wellbeing of our communities.

To encourage recognition of the Day and the value of public service, the United Nations established the UN Public Service Awards (UNPSA) programme in 2003, which was reviewed in 2016 to align with the 2030 Agenda for Sustainable Development. Effective, accountable and inclusive institutions are essential to achieving the Sustainable Development Goals (SDGs). Public administration - the cornerstone of governments’ work- plays an essential and critical role in improving people’s lives. The World Public Sector Report (WPSR) has been published by the Division for Public Institutions and Digital Government of UN DESA since 2001. The 2021 edition will focus on national institutional arrangements of the implementation of the 2030 Agenda and their effectiveness, and to assess some of the strengths and weaknesses of those arrangements in relation to the performance of key functions of the policy process (for example, monitoring and evaluation). António Guterres, Secretary General of the UN in his message said that “as public service delivery becomes increasingly digital, we must ensure that public servants have the necessary skills. We must also ensure that all persons, including persons with disabilities and other groups facing exclusion, are able to access online services. We will fully achieve the Sustainable Development Goals only when no one is left offline.” “As we mark Public Service Day, let us continue to recognize, support and invest in our public servants both onand off-line. Let our public servants be empowered to serve”, he added. For the success of 2030 Agenda for Sustainable Development, delivery of public services is needed, including in the response to the COVID-19 pandemic. If innovative measures are not taken at the right time then the current pandemic will jeopardize meeting the 2030 deadline. The roles and responsibilities of public servants are more at this crucial time and their selfless work with innovative minds shall surely bring positive results. Let us respect and salute all the front line workers and public servants who have been working selflessly during the pandemic to make sure that people remain safe. Let us hope that there will be more digital innovations on public services so that all round development is possible and SDGs can be achieved on time. he second wave of the Covid-19 pandemic has posed numerous challenges before India on multiple fronts such as health, economy and environment. One such impact of the Covid-19 outbreak on our environment which is exponentially increasing is biomedical waste. Data suggests that average generation of Covid-19 related biomedical waste during May 2021 is 203 tonnes per day. The ‘peak’ generation was 250 tonnes per day which was reported on May 10. The earlier ‘peak’ generation in 2020 during the 1st week was in the range of 180220 tonnes per day. While there are guidelines to handle medical waste with utmost care and dispose them safely, the exponential rise in the quantity of biomedical waste due to pandemic and lack of awareness on how to dispose them safely has made the task very challenging and difficult. Biomedical waste is a hazardous waste which has both microbiological and biological contamination, which means that it has the potential to spread various kinds of diseases. Plus, we have various medicines which are also toxic in nature. So, both from a chemical and biological perspective, biomedical waste is hazardous to humans. Therefore, we have a separate law ‘Biomedical Waste Management Rules’ to manage biomedical waste and we have a separate facility which is called as common biomedical waste treatment facility. The point is that it is a special kind of waste and it has to be managed very carefully because of its potential to cause harm to everyone. Covid has added another challenge right now, because the Covid-19 waste is not only being generated in the hospitals but at homes. In fact, 80% of Covid-19 patients are recuperating or have recuperated at home. They were quarantined and recovered at home whereas only about 20 percent had to go to hospital. These 80% patients have generated some amount of biomedical waste at their home and we do not have any kind of facility to manage that waste. Essentially that biomedical waste has been dumped in the normal municipal waste, whereas in hospitals you have some kind of system, in fact good hospitals have very good system to manage biomedical waste, whereas some local hospitals don’t have that kind of facilities. In this MoU of 27/05/2005 there are clauses of OBLIGATIONS to all the three parties. The CIHSR is a complete autonomous intuition owned by a Society under the Societies Registration Act of 1860 and whereas, there is no mention of funding under the Scheduled OBLIGATION on the part of Govt. of Nagaland (Second Party). And whereas, the Nagaland Chief Minister has granted Rs. 30 crores to CIHSR on 25/05/2021 to the dismay of the people of Nagaland. He has not mentioned from which “Chargeable Head” of account/fund the amount of Rs.30 crores was set aside to the CIHSR. According to a sizeable number of Cabinet Ministers of the incumbent Govt. are not aware of the Cabinet decision taken in this regard. In other words the Chief Minister has bypassed his Honorable Cabinet in this regard. According to the Nagaland Post 21st June 2021 edition, Shri. Sachin Jaiswal the State Nodal Officer Acute Care Facility (ACF) disclosed that the State Govt. was funding the project, and the work had already started. He further disclosed that Glocal Healthcare Systems Private Limited had projected a low cost construction project stating that the Department of Health & Family Welfare accepted the ACF after necessary clearance was obtained from the Law and Justice Department. We are talking about the granting of Rs.30 crores to a Private Hospital from out of the State Fund without floating required Notice Inviting Tender. Vetting of the proposal by the Law and Justice Department

The clearance by the Department of Planning & Co-Ordination and Department of Finance is a mandatory requirement and ultimately approval by the Hon’ble Cabinet as far State Financial Transaction Procedures/ Appropriations are concerned. By such shallow defense and excuses shall not and cannot withstand the scrutiny of Law. There is an ongoing construction of a Medical College at Kohima which has already crossed all its stipulated timeline for completion. In a way this is the only Nagaland Govt. Medical College which is being left unattended for the last several years not to talk about the completion. The infrastructure and Related Facilities attached to the District Hospitals, Community Health Centers, Primary Health Center and Sub-Centers are lying in total shambles due to lack of basic minimum fund requirement. Besides the health infrastructures, Staffing patterns are in total jeopardy. No District Taskforce were granted any meaningful funds except imposing lockdown after lockdown without making any rational or logistical arrangements. The Govt. of Nagaland is reportedly fighting the COVID-19 Pandemic but only in the air. Whereas State financial position are in total jeopardy without any accountability, not to talk about transparency in public domain. facilities must provide a storage area for medical waste until it is collected for treatment and disposal. Storage areas should be selected carefully which are unapproachable to the general public and must exhibit warning symbols & signs. It should be stored in a dry and secured area before being transported. The area must be protected from water, wind, rodents, insects and animals. Hazardous biomedical waste should not be stored for more than 3 months Basically, this waste is infectious so we must take care; we should treat it properly and keep it in a proper colour coded container. The larger concern is managing Covid-19 waste at homes because we do not have systems to manage biomedical waste at home. The news reports suggest that front-line workers, municipal workers have been impacted extensively during this pandemic, many have died. The waste generated at home is hazardous to the frontline workers who we have seen in the 1st wave and now in the 2nd wave they have been the most vulnerable, several lost their lives. Our general assumption is that people are getting infected through respiratory droplet, aerosols and by touching the surface but am very confident that as we are not managing the biomedical waste very well there may be large number of people getting infected because they are coming in touch with that biomedical waste. The ‘Biomedical Waste Management Rules’ came into existence in 1998 and after that there were so many amendments, the rules say that waste should be properly collected, disposed with treatment by incineration, torch technology where the treatment is given first and then finally disposed. All the legal provisions that we have right now is to deal with biomedical waste in hospital whereas majority of patients are getting treated at home, they are quarantined at home and therefore whatever biomedical waste that they are generating is at their own place, unfortunately we have not created a system to collect separately and to dispose that waste into biomedical waste treatment facilities. The second issue is that we have about 200 biomedical waste treatment facilities across the country but they are in certain

districts like Delhi, Mumbai but in far off corner of the country there is no biomedical waste treatment facility even in the hospitals. The waste generated should be collected properly because if it gets infected to water bodies then it will be a very big challenge and big problem. It should not mix with the municipal solid waste and it should directly incinerate or it should be gasified. Another issue is that we have seen people throwing bodies in the rivers, that is also a major source of pollution, if the river is Ganga or any other river the chances of pollution through dead bodies is again very high. This is also something that we need to take care of and the administration should ensure that such a practice is stopped strictly. The need of the hour is to make people aware that SOPs do exist and people must be made to follow these rules very strictly. We should encourage people to keep the waste at home at an isolated place and when the waste collector comes, they should be informed very clearly that this is an infected waste. District administrations will have to come out with very clear guidelines on what to do with that waste. The exercise is futile if the waste collectors do not know where to dispose it off and ultimately it reaches the municipal waste. The ultimate goal obviously for all of us should be to drastically reduce environmental damage, opposing the Covid-19 pandemic and the biomedical waste with its exponential rise that we have seen over the past few months. Waste generation should be minimized for the protection of environment and general public health. People must be sensitized to the issues related to biomedical waste and should participate in the programs organized for waste minimization. The medical employees must be trained to create awareness and foster responsibilities for prevention of exposure and unsafe disposal to the waste. Medical personnel should strictly follow all the rules and regulations implemented by concerned governing bodies. The 2nd wave has led to a lot of hazards. We all have to understand that a healthy environment at the end of the day is essential for a healthy life and that is what should matter to all of us. Kaustov Kashyap

Therefore, I would like to request the authority for the strict enforcement of the Covid protocols and see to it that the defaulters are dealt with stringent actions so as to warn everyone the consequences of breaking the rule. Police inspector shot dead by terrorists in J&K S rinagar , J un 2 2 (IANS): A Jammu and Kashmir Police Inspector was shot dead by suspected terrorists at Nowgam on the outskirts of Srinagar on Tuesday evening, officials said. Sources said the police officer, identified as Parvez Ahmed Dar, was shot dead when he was returning home after performing prayers at a mosque. The area has been cordoned off. Additional police forces have reached the spot and a search operation has been started to nab the attackers. This is the second incident of terrorists attacking J&K policemen in Srinagar this month.

“Whatever our stand was, is still there and will be there,” he added. Various constituents of the PAGD have approached the Supreme Court with a petition asking for the restoration of Jammu and Kashmir’s special status and its statehood. The PAGD is a six-party alliance of mainstream parties which came into existence after the Centre revoked the special status of Jammu and Kashmir under Article 370. Abdullah said all those invited will attend the meeting. “(PDP chief) Mehbooba ji, me, (CPI-M leader) Tarigamisahab and all those who have been invited from us (the alliance), will go,” he said. As the invitation is to individual leaders of various parties “they all will go and all will speak there”, the NC leader added. NEW DELHI, JUN 22 (PTI): Leaders of several opposition parties including TMC, SP, AAP, RLD and the Left assembled at NCP chief Sharad Pawar’s residence here on Tuesday and discussed various issues facing the country, amid intense speculation about the possibility of a third front against the ruling BJP. However, leaders who took part in the discussions asserted that it was a “nonpolitical” meeting of likeminded individuals by Rashtriya Manch that was floated by former finance minister and TMC vice-president Yashwant Sinha along with others. NCP leader Majid Menon said it was not a meeting for forming an antiBJP front or a non-Congress front. The meeting lasted more than two hours and was attended by Omar Abdullah from National Conference, Samajwadi Party’s (SP) Ghanshyam Tiwari, Rashtriya Lok Dal (RLD) president Jayant Chaudhary, Sushil Gupta from the Aam

NEW DELHI, JUN 22 (PTI): Congress leader Rahul Gandhi on Tuesday urged the government to prepare for the third wave of coronavirus by improving medical infrastructure and vaccinate on a war footing to protect all Indians. He also released a “white paper” by the party on the Centre’s Covid handling, saying, “It is pretty clear that the management of the first and second wave was disastrous.” Gandhi also took a swipe at the prime minister for turning emotional while talking about Covid deaths in his address to the nation, and said the deaths have been needless and could have been avoided. “The prime minister’s tears cannot wipe the tears of those who lost the lives of their kin. The PM’s tears did not save the lives of those who died, but oxygen could have saved them,” he said. He alleged the prime minister did not take the second wave seriously and was fighting elections in Bengal and his focus was elsewhere.

Kabul, Jun 22 (IANS): Fourteen Taliban militants were killed after the Afghan Air Force targeted a hideout of the terror group in Samangan province, the Defence Ministry announced on Tuesday. The strike which occurred late monday night in Qushmal village of Firoz Nakhchir suburban district also destroyed five rocketpropelled grenade launchers, two heavy guns, and seven assault rifles, the Ministry said in a statement.

The latest offensive comes as Afghanistan is witnessing an increase in security incidents as the Taliban outfit has intensified their activities since the start of the US-led forces pull out on May 1. The militant outfit has claimed capturing more than 40 districts over the past one month. According to Taliban spokesman Zabihullah Mujahid, five districts have been overrun by the militant group just over the past one week.

Sharma Oli, the countrys Supreme Court on Tuesday quashed the recent Cabinet reshuffle and relieved 20 ministers from their posts in Olis cabinet. Oli, who slipped to caretaker status after the dissolution of the House and declaring the elections in November, had expanded the Cabinet and added 20 new faces on June 4 and June 10. Oli had dissolved the House on May 21 and declared the elections after he lost the vote of confidence in the House. The Supreme Court said in its interim order that a caretaker Prime Minister cannot reshuffle the Cabinet after declaring the elections. That goes against the spirit of the Constitution, the interim order of the court stated, while issuing an order not to implement the decision to expand the Cabinet. A division bench of Chief Justice Cholendra Shamsher Rana and Justice Prakash Kumar Dhungana issued the order in the name of the caretaker government to release the newly appointed ministers from their appointments. COPENHAGEN, JUN 22 (AFP/AP/REUTERS): Belgium continued their perfect start to Euro 2020 by beating Finland 2-0 on Monday to finish top of Group B. ‘There can’t be any discrimination’: Rijiju on India’s Olympics Covid rules New Delhi, Jun 22 (PTI): Spor ts Minister Kiren Rijiju on Tuesday said “there can’t be any discrimination” as he weighed in on the tougher COVID19 restrictions imposed by Japan on India’s Olympicbound contingent, saying a formal complaint has been lodged and the issue will be addressed. With the pandemic still raging, the Tokyo organisers have prescribed stricter regulations for travellers from 11 countries including India for the Games beginning July 23. The Indian athletes and officials have been asked by the Japanese government to undergo daily COVID-19 tests for a week prior to their departure and not interact with anyone from another country for three days upon arrival, strictures that have left the Indian Olympic Association (IOA) fuming. “…as per the Olympic charter there can’t be any discrimination with any country. Any discrimination has to be addressed,” Rijiju said in an online interaction with media. “I have asked the IOA to register a formal complaint with the Tokyo organisers which they already did.
