Govt notification for ULBs sub judice: NPCC

KOHIMA/DIMAPUR, NOV 22 (NPN): After Association of Kohima Municipal Wards Panchayat, All Ward Union Mokokchung Town and Dimapur Urban Council Chairmen Federation had rejected formation of advisory councils to ULBs through nomination, Nagaland Pradesh Congress Committee (NPCC) and Tobu Town Council (TTC) candidates of 2017 on Monday also opposed nomination instead of election. NPCC: Nagaland Pradesh Congress Committee president K. Therie, maintained that the government notification for nomination to ULBs was in complete violation of the Municipal Act and inconsistent with the basic structures laid down in the Act. tioned the government’s “audacity to override” the issue when it was sub judice. Therie pointed out that unless the issue of 33% women reservation, which was still pending in the court was resolved, any attempt(s) to hold ULB elections will be liable for contempt of court. He also asserted that unless elections were held, there was no provision for nomination of the advisory councils. Only after election, one third (1/3rd) of the elected members can be nominated by the government, he added.
In view of where the matter stood, Therie said Congress party will reject the notification and protest against the nomination by issuing petitions to the deputy commissioners in all 12 districts. Taking a dig at the government, Therie said in its quest for a “petty amount of funds”, the government had no right to adopt a dictatorial approach in the matter. With all these issues unresolved, he said the Congress will raise its voice so that the public will also become aware about it. He

said that while the government has the power to rectify or amend the Municipal Act, it (the government) has so far not tabled any amendment to the House till date. “But they suddenly come up with this plan to nominate, which is a clear case of manipulation,” Therie said. NPCC working president, Khriedi Theünuo, informed that after Naga Mothers’ Association (NMA) withdrew the case (SLP) in the Supreme Court on 33% reservation, the Delhi-based People’s Union for Civil Liberties (PUCL) has taken up the case. Khriedi questioned the state government as to whether it had informed the court about its decision for nomination to ULBs since the matter was subjudice? Tseminyu district: On demand for Tseminyu district, Therie said unless power was decentralised such issues would continue to crop up since all the EACs and SDOs of the subdivisions were unable to execute any policy.

D I M A P U R , N OV 2 2 (NPN): Western Sumi Kukami Hoho (WSKH) has announced its unflinching support to Akato Chophiled NSCN (Reformation). Addressing media fraternity at the residence of Akato Chophi at Hoito village on Monday, WSKH president S Vihuto Yeputho claimed that the hoho had been supporting Akato since 2017, when he was vice president of NSCN (R). He said a meeting was held
at Thilixu block 1 in 2017 where WSKH expressed full support to Akato, adding that the hoho had also requested formation of a different faction led by him at that time. Ye p u t h o , h o w e v e r maintained that Akato decided to join hands with the collective leadership of NSCN (R) whereby he was elected as the vice president. He asserted that WSKH would continue to offer unflinching support to Akato even after its split from NSCN (R).
Clarifying that creation of a new group by Akato would not disturb the ongoing Naga peace process, he said that Government of India should also sign ceasefire agreement with the newly-formed group led by Akato. Yeputho also clarified that the press meet was called by the WSKH and not at the behest of Akato. Naga issue: Therie said that since talks have concluded, the only way forward was for the State Legislative Assembly to ask Centre to implement whatever has been decided as per agreements signed. He said that itself could have resolved the issue but instead of endorsing the negotiations that have concluded, the State government was still appealing for negotiations to continue, even though there was nothing more to discuss. TTC candidates oppose: Tobu Town Council (TTC) candidates of 2017 have opposed the Municipal Affairs Department’s notification of November 18, 2021 for appointment of advisory council members.
Imperative to have Naga customary courts: NDBA Correspondent
KOHIMA, NOV 22 (NPN): Nagaland Dobashis’ Association (NDBA) on Monday said that it was crucial to have Naga customary courts to safeguard their tradition of settling disputes and bringing peace between disputing parties. Addressing a press conference at Crescent International here on Monday, NDBA members cautioned that doing away with the customary courts in Nagaland would a be disaster for the people. NDBA general secretary R Kemerio Yanthan said dobashis (DBs) were initially recruited by the British in 1879 in the then Naga Hills by T Mitchell and H Hutton as interpreters and supervisors. He said they were entrusted to function and execute the duties of tribal courts on experimental basis between 1946 and 1949 regarding administration (Cont’d on p-8) and delivering of justice to

disputing people. After its successful experiment, the tribal courts were named as dobashi courts in 1950, he claimed. Ever since the British set foot on Naga Hills, he said special status was given to the DBs for operation of customary laws and judiciary, which had been continuing uninterrupted till today. In this manner, he pointed out that the administration and judiciary under the British in the Naga Hills were simplified by appointing goanburas (GBs) and DBs. Yanthan remarked that the visits of chief justices
of Supreme Court and high courts to Naga customary courts were enough to substantiate the existence of such courts in Nagaland, including the visit of Chief Justice of Gauhati High Court D Pathak to Mokokchung court in 1982. He said although customary courts were not formally recognised by the government, they had been adjudicating cases of customary nature and that they were the only courts in the State that dispensed justice in accordance with the customs and traditions of Nagas. Centre urged to make Dimapur terminating point for Nagaland Exp D I M A P U R , N OV 2 2 (NPN): Nagaland transport, civil aviation, railways and land resources minister, P Paiwang Konyak has urged Union railway minister Ashwini Vaishnaw to make Dimapur railway station the terminating point for Nagaland Express again. It may be mentioned that the issue was highlighted by this newspaper in December 2020, where officials had, in an exclusive interview with Nagaland Post, disclosed about the decision.
It was made known that the extension was necessitated due to decrease in number of train passengers at Dimapur due to Covid-19 pandemic. Calling on the railway minister at his office in Delhi on Monday, Konyak said the State government had on two occasions requested Railway Board to “revoke” the decision to make Ledo station as the terminating point for Nagaland Express. However, a favourable action from the Railway Board was still awaited, he added.

According to deputy director and PRO Nagaland House Delhi, Kuolie Mere, the state government had pointed out that Nagaland
Express was the only passenger train that terminated and started from Dimapur station. However, the move to terminate at Ledo was not justified, as it was 150 km away from Dimapur. Besides being the lifeline for the State, the government also highlighted that Dimapur was the second highest revenue-generating station under NFR. After a fruitful discussion, Vaishnaw assured to personally look into the matter, PRO said.
State logs 10 fresh Covid cases, 1 death DIMAPUR, NOV 22 (NPN): Nagaland on Monday recorded 10 fresh Covid-19 positive cases while one patient succumbed to the infection. Of the fresh cases, nine were from Dimapur and one in Kohima, taking the total caseload to 32060. Further, the death toll 696 (including 16 non-Covid deaths) after one more patient succumbed to the virus in Dimapur. Meanwhile, a total of 12,62,395 persons were inoculated till November 22-(728015 first dose and 534380 second dose). PTI: India recorded 8,488 new Covid infections, taking the country’s total tally of cases to 3,45,18,901, while the death toll climbed to 4,65,911 with 249 fresh fatalities, the health ministry stated.
JCC meeting on ULB issue today
DIMAPUR, NOV 22 (NPN): Joint Co-ordination Committee (JCC) on Urban Local Body (ULB) has convened an emergency meeting at Tourist Lodge, Dimapur on November 23, 2021 at 3pm. In a press release, JCC convener Luola Angami and secretary W. Rainbow Ngullie said the meeting would discuss the “unresolved” ULB issue in Nagaland with the Dimapur-based tribal hohos, union and organisations along with CNTC, ENPUD and TPO Dimapur unit. Naga Students’ Union Mumbai celebrates golden jubilee
DIMAPUR: Naga Students’ Union Mumbai (NSUM) celebrated its golden jubilee on the theme “adapt to change” on November 19 at Green Technology Auditorium, Mumbai University campus with speaker, Nagaland Legislative Assembly, Sharingain Longkumer, as special guest. In a press release, NSUM information secretary informed that while addressing the gathering, Sharingain congratulated the NSUM on attaining 50 years. Encouraging the gathering to take a giant leap of faith for a better future, he advised them to adapt to change and to develop “mental temperament, work culture and humility”. The NLA speaker also shared his personal dream of seeing “Nagas as managing director in Bombay Stock Exchange someday.”
CoVS&AH conducts awareness on swine fever DIMAPUR: An awareness programme on “African swine fever and classical swine fever” was conducted by College of Veterinary Sciences and Animal Husbandry (CoVS&AH) Jalukie Peren on November 20. A press release by the college stated that chief guest, CoVS&AH dean, professor A. K. Sangwan spoke on the nature of the two deadly diseases and how to prevent them. He stated that the piggery farmers were well versed with the managemental aspect of pig diseases and that the awareness programme would further enhance their knowledge about the diseases. Meanwhile, professor and head, department of veterinary clinical complex, Dr. M.G. Jayathangaraj appraised the farmers about the importance of the topics and informed that the experts would assist the farmers with regard to any issues relating to swine diseases. Assistant professor of department of veterinary medicine, Dr. Neithono Kuotsu also delivered a lecture on the two diseases and interacted with the farmers about other health issues of pigs. The convener of the programme, associate professor and head, department of veterinary medicine, Dr. Gunjan Das delivered the welcome address and proposed the vote of thanks.

the lives and how it would continue doing so in the years to come. Alfred Kanngam Arthur, MLA, 44 Ukhrul AC, Manipur, Sunil Zode, managing director at Conaitre Group and chairman of Indian Chamber of Commerce for Affirmative Action, Atul Kulkarni, di-
rector of Eurasia Special Technologies and member of the Board of Governors of IIM Shillong also shared words of encouragement. A short documentary film of the union was shown where convener, souvenir committee, Sothing Shimrah shared the formation and history of NSUM and attributed the collection of NSUM’s past stories and data to the members of the official alumni group on WhatsApp. The programme also saw a special folk song by Mao Union Mumbai, cultural dance by the Tangkhul Welfare Society Mumbai and special performance by Somaya Rumthao followed by prize distribution for Children’s literary competition, and acknowledgement and felicitation of NSUM executives and golden jubilee committees. dent Tokishe Awomi delivered the welcome speech, invocation and jubilee prayer was said by NCF Mumbai pastor, Hamyan Phom, golden jubilee convener Ningsang Jamir proposed vote of thanks while Tangkhul Baptist Church Mumbai, pastor Rev. Dr. Jewel Azyamah said the closing prayer and prayer for the feast. In the evening session, Somaya Rumthao, Tune Up Channel (TaFMA), Vinika Yepthomi (TaFMA), Elle Kreo, Britto Khangchian and various Naga artistes performed. Naga Students Union representatives from Delhi, Pune and Rajasthan also attended the event. the hour was to elevate the moral ethics and to boost the dignity of one’s belongingness. He also said that they must give importance to the culture that had been passed down by ancestors. Expressing concerns on the practice of monocropping, he said that it had immense impact and also led to the increase of heat. He also gave a brief report on the geographical area of Wokha district
and informed that it was endowed with 80.2% of natural resources. Speaking the topic “conflicting factors and it’s
remedial measures or possible measures on Lotha border issue”, Jonas Yanthan said that they need to safeguard their territory and not let others take hold or subjugate them against the border encroachment issues. SF personnel along with the apprehended cadres. DIMAPUR: Security forces in a joint operation with the police reportedly apprehended a cadre and two new recruits of “ULFA (I)” at general area Mon town on November 20. According to PRO IGAR (N), the joint team
recovered “incriminating documents” from their possession. The individuals, who were apprehended based on a specific input, were handed over to Mon police station for further investigation along with recovered items, PRO said.

DIMAPUR: State deputy chief minister, Y Patton inspected the Akash BridgeKanjang road under Meluri sub-division in Phek district on Monday. In a press release, Dy CM media cell informed that during the visit, Patton who is also the in-charge of PWD (road and bridges) directed the department and the contractor to complete the project by March 2022. Patton acknowledged the citizens of the area as
there was no issue on landownership for the execution of the project unlike other places and expressed happiness for the cooperation from the public. He informed that inspection was being conducted in the ongoing projects to ensure timely completion. Patton also informed that 563 km of roads were earmarked for construction in the state for all the assembly constituencies under Pradhan Mantri Gram
Sadak Yojana (PMGSY), however the ongoing projects had to be completed before March 2022 for the new projects to get sanctioned. Handbook on COVID-19 released in Tsg WSYF condemns Nov 18 abduction case DIMAPUR: District Rural Development Agency (DRDA) Tuensang released a translated booklet and pamphlets on “SOP on COVID-19 containment and management” on November 20 in the conference hall of DRDA Tuensang. In a press release, DRDA Tuensang informed that the book translated in Chang, Sangtam, Yimkhuing and Khiamniuangan languages was released by deputy commissioner Tuensang, Kumar Ramnikant. In his speech, the DC thanked the project director and RD department for translating the book and said that it would be of “great help” to the people in rural areas.
Ramnikant asked the department to ensure that people living in every nook and corner of the district receive the book. He also urged the pastors, who were present at the programme, to convey positive messages on COVID vaccination and distribute pamphlets in the church premises, whenever possible. ANCSU appeals for smooth conduct of exams DIMAPUR: In view of the forthcoming three-year degree course examinations scheduled to be held from December 3- 17, 2021, the All Nagaland College Students’ Union (ANCSU) has appealed to the state government and the Nagaland University (NU) to strictly instruct all the affiliated colleges under NU to enforce certain modalities and pre-
cautionary measures for the smooth conduct of exams. In a press release, ANCSU president Toito D Chishi and general secretary Tenyesninlo Bukh maintained that the union after thorough interaction with the students found out that online mode of examination could be “most suitable” for the forthcoming examination.
However, the union has appealed to the state government and university to thoroughly assess the prevailing situation and examine the mode of examination. The union said it was in no way prepared to encourage any situation that endangered the wellbeing of the colleges in particular and the state at large.

According to a DIPR report, after a short programme, the car campaign consisting of 50 vehicles would move to PHQ junction with banners and IECs to create awareness against gender-based violence. The United Nation’s theme for 2021 is “end violence against women now!” which would run from November 25 (International Day for the Elimination of Violence against Women) to December 10 (Human Rights Day).

Assam outfits plan to intensify anti-CAA stir
GUWAHATI, NOV 22 (PTI): The Centre’s decision to repeal three controversial farm laws following an over-a-year-long agitation by agriculturists has given a fresh impetus to several outfits in Assam to revive the anti-CAA stir. From All Assam Students’ Union (AASU) to Krishak Mukti Sangram Samiti (KMSS), outfits that were at the forefront of the movement in 2019, to Raijor Dal (RD) and Assam Jatiya Parishad (AJP), political outfits formed by leaders of the protests, all are now holding discussions within their organisations and with other groups to intensify the agitation. Leaders of these outfits said that the agitation against the Citizenship Amendment Act (CAA) lost its “mass nature” due to the COVID-19 pandemic but asserted that the decision to repeal the farm laws has given a push to their stir. Several outfits in the Northeast oppose the CAA, which seeks to grant citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan who have entered India on or before December 31,

AASU chief advisor Samujjal Kumar Bhattacharjya said that the decision to repeal the farm laws was taken because it was “Modi government’s injustice to the people”. “Now, the Centre has to repeal the CAA as it is against the indigenous people of the Northeast. The AASU and North East Students’ Organisation (NESO) are firm on our opposition to the CAA. It is related to the question of the identity of the people of the region,” Bhattacharjya, also a NESO advisor, told PTI. He said that the AASU is already in talks with the NESO and 30 other or-
ganisations on how to take forward the anti-CAA movement through new strategies. “The movement never died. We were continuing our resistance at different forums. The COVID-19 pandemic, lockdowns and examinations had led to some slowdown but now, we are discussing ways to intensify the stir,” he said. Noting that KMSS is firm on its opposition to CAA, its joint secretary Mukut Deka urged people to unite against the Act. “ E ve r yo n e s h o u l d come together against the CAA. Only then we can ensure that it is repealed. The issue of reviving the movement will figure in the November 27 KMSS meeting which will be attended
by district as well as central leaders,” he said. Raijor Dal, formed last year mostly by KMSS leaders, is also rolling up its sleeves to revive the anti-CAA movement. The party’s working president, Bhasco De Saikia, said, “After the Centre’s decision to repeal the farm laws, there is a feeling among the people of Assam that the anti-CAA agitation did not sustain. They want it to be revived.” “The arrests of 40 KMSS leaders in 2019, including our president Akhil Gogoi, had constrained our participation in the later stages of the stir, while the pandemic and the lockdowns were other deterrents. But we are now holding discussions on how to revive it,” he told PTI. The AJP, formed after the anti-CAA stir with former AASU leaders steering it, said it will politically fight the Act but support agitation against it. “We’re a political party and we will fight CAA politically. That is our mandate. Outfits that had earlier led the stir against the Act should revive it. We will support them,” AJP spokesperson Ziaur Rahman said. “The Centre
has not yet framed rules to implement the CAA, which indicates its fear of people’s opposition to the Act. But the government can do it whenever it wants. Hence, to keep the pressure on it, the anti-CAA stir must be revived,” he said. The anti-CAA stir began as a mass movement led by student and youth organisations in December 2019. But later it was marred by violence, with protestors damaging and burning down government properties, including a railway station, post office and other establishments in different parts of Assam. This led to a government crackdown, including arrests of leaders of the stir, snapping of internet connectivity and imposition of curfew. Movement leaders claimed that five protesters were killed in police firing but the state government asserted that the number of fatalities was three. The momentum of the stir slowed down after the AASU, which came into prominence after the arrest of Akhil Gogoi and some of his associates, decided to not block roads, organise demonstrations in fields and completing daily protests before sunset.

Conrad Sangma slams BJP over ‘begging bowl’ comment

SHILLONG, NOV 22: Meghalaya chief minister Conrad Sangma and his alliance partners- United Democratic Party (UDP) and People’s Democratic Front (PDF) of the ruling Meghalaya Democratic Alliance (MDA) have hit out at BJP national vice president, Dr. M. Chuba Ao for his statement in which he accused the regional parties of going to New Delhi with a “begging bowl”. On Saturday, Chuba Ao, who is also BJP’s incharge Meghalaya, had stated that “regional parties with national outlook have one agenda – go to Delhi with a begging bowl. What they do with it after returning is an open secret”. Conrad Sangma said, “He has brought down his own people and has made them look in a very bad light”. “I am surprised that he (Ao) had made such a statement. I don’t know why he (Dr Ao) had made this statement as he himself is from the North East.

ident to come and see the works that are happening under MNREGA where the state had spent Rs 600 crore at one point of time. Sangma, who reached Manipur capital Imphal on Monday, also raised the issue during an election campaign at Aba Ground in Kshetrigao constituency for party candidate Sheikh Noorul Hassan and said that the statement was an insult to the people of the North East. On the other hand, the UDP asked the BJP to leave the MDA coalition government if they were not happy. “We have nothing against them but saying that we go to the Centre with a begging bowl is an insult not only to the regional parties but to the people of the state as a whole. We are not beggars,” UDP general secretary, Jemino Mawthoh said. State Agriculture minister and PDF president, Banteidor Lyngdoh said, “Ao’s statement is unacceptable. He has to understand all the states in the country are entitled to funds from the Centre”.

Mizoram: 5 killed in pick-up truck accident
AIZAWL, NOV 22 (PTI): Five people, including three women, were killed and 11 others injured after a pick-up truck they were travelling in fell into a gorge near Rabung village in east Mizoram’s Khawzawl district, police said. The incident occurred around 9.30 am when they were travelling from their village towards Rabung to attend a fu-
neral, SP Lalchunglura told PTI. Brake failure of the vehicle, which was carrying at least 19 people, is the likely cause of the accident, he said. Four persons died at the spot, while another succumbed to his injuries at Rabung Public Health Centre, the SP said. The injured are undergoing treatment.
NEW DELHI, NOV 22 (PTI): Union Home Minister Amit Shah on Monday lauded the BJP government in Manipur for bringing peace and all-round development in the last five years, and said there has been a significant improvement in the law and order situation in the state. While virtually laying the foundation stone of the Rani Gaidinliu tribal freedom fighters’ museum in Manipur, Shah said the government at the Centre and the N Biren Singh government in Manipur have brought tremendous improvement in the law and order situation, education, power and other infrastructure sectors. “Before coming to power in Manipur, we had promised to end bandh, hartal and blockade. We have ended all the three and significantly improved the
law and order situation in Manipur,” he said. The home minister said if a comparison is made between the development witnessed in the last five years in Manipur and the development in previous 70 years in the state, one can see more progress in the last five years. The BJP came to power in Manipur for the first time in 2017. Shah said for the first time since Independence, those living in the hill areas of Manipur have felt that there is a central government which thinks about their welfare. The people living in hills got power and gas connections, free toilets and saw setting up of schools, he said. “The governments of Narendra Modi and Biren Singh brought all these developments. I am sure the people of Manipur will

The Rani Gaidinliu tribal freedom fighters museum will be set up at Luangkao village in Tamenglong district of Manipur, where she was born. While the Manipur chief minister, Union Tribal Affairs Minister Arjun Munda and other dignitaries attend the event in Imphal, Shah addressed it through video conferencing from Delhi. The museum project has been sanctioned by the Ministry of Tribal Affairs at an estimated cost of Rs 15 crore. Rani Gaidinliu was born on January 26, 1915. At the age of 13, she was associated with Haipou Jadonang, a spiritual leader and political activist from Manipur, and became his
lieutenant in his social, religious and political movement. Her four-year association with Jadonang that started around 1926 prepared her to be the fighter against the British. After the execution of Jadonang by the British in 1931, Gaidinliu took up the leadership of the movement. Gaidinliu started a revolt against the British after the martyrdom of Jadonang for which she was imprisoned by the Britishers for 14 years and finally released in 1947. She was released from Tura jail (Meghalaya) after India got Independence. Rani Gaidinliu passed away on February 17, 1993. She was awarded the Tamrapatra in 1972, Padma Bhushan in 1982, Vivekananda Sewa Summan in 1983, Stree Shakti Purashkar in 1991 and Bhagwan Birsa Munda Puraskar in 1996 posthumosly.

TMC MP Dola Sen said the party had sought an appointment with the home minister 24 hours in advance and after sitting on a dharna for six hours they were invited to meet Shah. “We primarily had three things to tell him, that the Supreme Court’s order instructing the state government to allow all opposition parties to campaign in a peaceful and orderly manner hasn’t been given to us. Second, we requested him to look in the Sayani Ghosh case, and of course we raised
the issue of brutality against party leaders,” she said. Sen said that Shah told them that he would try to look into it. “After 30 hours, this is progress,” she added. Banerjee said that she will raise issues concerning the enhancement of BSF jurisdiction as well as the “widespread violence” in Tripura with the PM during her visit to the national capital. Talking to reporters before leaving for Delhi, she wondered why the human rights commission was “not taking a note” of the ongoing use of brute force in the northeastern state. “The chief minister of Tripura (Biplab Deb) and his government are defying the SC’s directive. They have to reply to common people. I will appeal to the higher judiciary to act against his government as per law,” she said. Earlier, the Supreme Court had asked the Tripura government to ensure that no political party in the fray for the coming local body elections “is prevented from pursuing its electoral rights in accordance with law, and from campaigning in a peaceful and orderly manner”. On Monday, the apex court agreed to hear on November 23 the TMC’s plea seeking contempt action against the Tripura government and others for failing to curtail violent incidents against opposition parties in the run up to the local body polls.

CEOs asked to address voters’ issues NEW DELHI, NOV 22 (PTI): Chief Election Commissioner (CEC) Sushil Chandra on Monday asked chief electoral officers (CEOs) of all states and union territories to “expeditiously” redress pending applications related to voter registration, even as he asked them to ensure better facilities at all booths in the country. The CEC said this to the CEOs during a daylong conference held here to review a host of issues related to the poll process in the country. An Election Commission (EC) spokesperson said in a statement that the conference discussed and reviewed “various thematic issues related to electoral rolls, polling stations, ongoing special summary revision, IT (information technology) applications, timely resolution of grievances, electronic voting machines (EVMs), voter verifiable paper audit trail (VVPAT), training and capacity building of polling staff, media and communication and extensive voter outreach program amongst others”.

Man found alive after night in morgue freezer NEW DELHI, NOV 22 (AGENCIES): A 45-yearold man, declared dead after a road accident in Uttar Pradesh, shocked his relatives when they found him still breathing despite a night in the freezer of a hospital morgue. Srikesh Kumar was rushed to a clinic in a critical condition after he was hit by a motorbike in Uttar Pradesh’s Moradabad. He was transported to a private medical facility where he was declared dead on arrival by the doctor, and then transported to a government hospital for post-mortem on Friday. “The emergency medical officer examined him. He did not find any signs of life and hence declared him dead,” Rajendra Kumar, the hospital’s medical superintendent, told AFP on Sunday. The doctor said the police were informed and the body was placed in the morgue freezer until his family arrived six hours later. “When a police team and his family came over to initiate the paperwork for the autopsy, he was found alive,” he added.

PATHANKOT, NOV 22 (PTI): A grenade blast occurred near the gate of the Army cantonment here, following which an alert has been sounded in the border district, police said on Monday. No casualty was reported in the incident that took place on Sunday night and was termed a “terror attack” by the police. Some unidentified motorcycle-borne assailants hurled the g renade in front of the Triveni Dwar of the military area near Dheerapul here, the police said. Asked what kind of grenade was used in the attack, Director General of Police Iqbal Preet Singh Sahota told PTI, “It was a Chinese-made P-86 grenade.” The police said they are examining CCTV footage of the area to identify the assailants. “The CCTV footage is being analysed,” said Senior Superintendent of Police, Pathankot, Surendra Lamba.

NEW DELHI, NOV 22 (PTI): In a major relief to former Mumbai police commissioner Param Bir Singh, the Supreme Court on Monday protected him from arrest in criminal cases lodged against him in Maharashtra, wondering that if he is being hounded for filing cases against police officers and extortionists, “what could happen to a common man”. The matter involving Singh and former state home minister Anil Deshmukh, facing probe into the cor r uption allegations levelled by Singh, has become “curiouser and curiouser”, the top court said, issuing notices to the Maharashtra government, its DGP Sanjay Pande and the CBI on the plea of the former top cop of Mumbai. A bench headed by
Justice S K Kaul, which had said on November 19 that “no protection, no hearing until we know where you are”, was informed at the outset by senior advocate Puneet Bali that Singh does not want to abscond, is very much in India and apprehends threat of his life. “The former Commissioner of police of Mumbai says that I have threat to life from Mumbai police then what faith the other people will have,” said the bench which also c o m p r i s e d Ju s t i c e s M Sundresh. After the blast, an alert was sounded in Pathankot and nearby areas. Checking of vehicles was intensified at various points in and around the district. A case under relevant sections of the Explosives Act has been registered in connection with the incident, the police said. The Pathankot police and Ar my personnel conducted a search operation near the border area under Narot Jaimal Singh police station after some villagers claimed to have noticed some suspicious people on Sunday. After information was received, the search operation was conducted with the help of a drone, a police official said. Notably, the Pathankot Air Force base was attacked by terrorists in January 2016. Another terror attack took place at a police station in Dinanagar in neighbouring Gurdaspur district in July 2015. Earlier on Monday, Punjab Deputy Chief Minister Sukhjinder Singh
Randhawa said he had called a meeting of senior officers of the Amritsar border zone and the Jalandhar zone on Tuesday to review the law and order situation and security in the state. Randhawa, who also holds the home portfolio, also issued strict instructions to the police to increase night patrolling in the state. At least one-third of the gazetted officers in each commissionerate or district will be deputed for patrolling according to a roster. In a statement, Randhawa said that it has come to his notice that adequate police patrolling was not being carried out during the night. He said at least onethird of the officers should be on patrolling duty during the night and “I can randomly check the location of the duty officer at any time by making a video call to the concerned”. Security of the state will not be compromised at any cost and strict action will be initiated against negligent officers, he said.

Misplaced priorities
N
agaland is the first state to have been carved out of Assam in 1963 and had a head start over states that came into existence a decade later. A decade after Nagaland became a state, Manipur, Meghalaya and Tripura also attained statehood in 1971, followed by Sikkim in 1975 then Arunachal Pradesh and Mizoram in 1987. The new state took off on an amazing journey of progress after decades of disturbances. It may be said that development in Nagaland from 1963 onwards till early 90s was stable and consistent despite unresolved political issue. During those decades, the centre provided funds only for economic infrastructure such as road, electricity, water, transport, health etc. There was no extra fund unlike today where thousands of crore rupees over and above the annual state budget are provided through Central Sponsored Schemes and other packages. India’s economic saw a huge surge in the mid 20s which resulted in generous central funding to states. The quantum jump in funding to states had propelled far reaching progress in the north east. However, even before generous funds were allotted since mid-2000s, development in Nagaland was slowly grinding to a halt. Nagaland has been recipient of generous central funds since the late sixties and till the early 90s, development was progressing quite well. However, when corruption and extortion took centre-stage infrastructures that were so taken for granted like good road connectivity, uninterrupted power, water and health services began to take their toll. That’s why , the most vital and necessary infrastructures such as road communication and power still remain inadequate. There are various factors responsible in their own way and the net effect has led to progress grinding to a slow halt. Development concept comes to the fore and in line with the progress in human resource and the information and technology revolution. The challenges of change comes also with increase in population, improved education and growth of consumerism. While the understanding of global economy has just one objective- progress- achieving the objective has different means as the variety of activities demand their own individual attention. In addition to contractsupply mania that has given rise to a growing breed of nouveau riche, funds have also been spent mostly on construction of huge government office buildings while the gap between the haves and haves not continues to widen. Another aspect that has caused heavy burden are employees under the government’s roll which is a little over 7.1 % of the state’s 19,80,602 population . The salary and upkeep of the government means that it has to spend around 65% of its budget for hardly 6% of its population. So much money is being spent each year while much needed resources have to be borrowed from the market. The 13th Finance Commission has recommended trimming of expenditure and as per its well defined parameters, Nagaland has an excess of over 70,000 government employees. The figure of ‘excess’ employment is based on the recommendation of the 13th Finance Commission that the salary component ought to be well within 35% of the budget. It can only be implemented with consequences that could spark strife. Drastically reducing unnecessary expenditure is politically suicidal in Nagaland as it will lead to constant political instability. This best reflects why development in real terms has taken a permanent back seat.

We have to live the surface, commonsense life in a commonsense way. Then when God gives us the deeper things, they are obviously separated from the shallow concerns. Never show the depth of your life to anyone but God. We are so nauseatingly serious, so desperately interested in our own character and reputation, we refuse to behave like Christians in the shallow concerns of life. Make a determination to take no one seriously except God. You may find that the first person you must be the most critical with, as being the greatest fraud you have ever known, is yourself.

agaland state government is functioning normally under the new magic formula “opposition less” Government. It could be the collective wisdom of the elected members of the 14th house to show the uniqueness of Naga unity to the world in dismantling the existing unlimited corruptions and bringing an era of Monarchy like situation in Nagaland to an end. Obviously it’s not only the corruption within the system but a lack of transparency and accountability, arbitrary policy making and cheating of those who are governed for much too long. If that’s the reason, we shall unitedly say ‘Gracias’. Otherwise, even if a state government is functioning normally, it can fail anytime if it loses credibility and trust of the people. Many anxious Nagas are observing that, whether the opposition less government is capable of providing the basic functions of government, such as law enforcement and justice, developments and a stable economy to the people of the state. Whether the opposition less government will protect the Constitutional rights of the citizens and the rule of law which are severely affected due to various obvious reasons. Whether the opposition less government will provide the much needed public services, and stop the rampant illegal taxation forced upon

the people by those various underground groups. Whether the opposition less government will stop and discipline the various unions, civil society and NGOs that dictate terms with the elected government in Nagaland. In this prevailing situation in our state, the most relevant point that I would like to ask is: What is the vision of our leaders in the opposition less government for the society at large? What is the philosophical framework of our leaders for future upcoming generations? Is Nagas political new alignment and new paradigm the vision of the opposition less house? Or’ could it be another jigsaw puzzle game of Alibaba and co to hijack the mandate of Naga electorate in 2023? I am sure you can’t agree more that, a clear vision incorporates politics, socio-economic dynamics and security for any society. It protects the egalitarian society including the politically confused ethnic Nagas. The party less government must bring out the new political template tags to the Nagas specially to the youths. It is imperative to acknowledge the fact that, for achieving the desire aspirations of the enlightened Naga upcoming generations. We need a visionary leadership acceptable to the fast changing world with a new slide model in hand. The only question is, how one

ot brushing your teeth will get you in trouble with the dentist -- but since the arrival of the pandemic, it could lead to bigger problems too. There’s growing evidence that poor oral health raises the risk posed by Covid. Research shows that people with poor oral health can end up with more severe symptoms if they catch the coronavirus. Covid patients who also have gum disease are three and a half times as likely to be admitted to intensive care compared to those without. This may seem shocking, but the fact that there’s a link between oral health and Covid is less surprising when considering the link between oral hygiene and other diseases. Bad oral hygiene has been associated with making many other diseases worse. Once the mouth’s bacteria become aggravated, they can cause gum disease, chewing away at the tissues of the mouth and entering the blood stream. And once there, the bacteria can then flow around the body and settle in various organs, raising levels of inflammation and over time contributing to various specific and chronic conditions. Indeed, if this happens, there’s barely a part of the body that can’t potentially be affected. So is the same thing happening with Covid? Possibly. Compared to those with mild or moderate symptoms, people with severe Covid have elevated levels of a specific inflammatory marker (called CRP). Some people with severe Covid also suffer what’s called a “cytokine storm”, where the immune system goes into overdrive fighting off the virus and harms the body’s own tissues at the same time. Research shows that people with poor oral health also sometimes have elevated levels of CRP and cytokines -- which suggests that gum disease can trigger the same sort of zealous immune response as Covid (though to a lesser degree). So if the two diseases are encountered at the same time, then it’s possible that they together might

Unfortunately, in Naga politics money power has become so pervasive that as long as one has the money power, whether one has a political commitment and vision or not, it hardly matters, because any political party leaders be it from National, Regional or Local are easily managed, because money is the most crucial determinant factor to handle any given situations to cling on to power circulation. That is the main factor why democracy has been reduced to being a laughable plutocracy in our state, for the simple reason that wealth becomes the main attribute for political offices, and political life in Nagaland has become highly money based and that’s why today many wealthy retired government officers in Nagaland are increasingly seeking for elective office in connivance with their political Dons. The problem is Naga electorate has the taste of money specially during election time, because money is used for illegitimate purpose for vote-buying at alarming high scale. As a result, many gifted individuals and public spirited leaders those who could have done much better in politics face insurmountable entry barriers and challenges. The irony is over time, the volume of money re-

Poor oral hygiene means more aggressive bacteria in the mouth, which could then easily be breathed into the airway and lungs to launch a superinfection. There is enough evidence to consider poor oral hygiene a risk factor for complications in those who have Covid -- and especially in those who are already suffering with conditions such as diabetes, high blood pressure, or cardiovascular disease, as these can be aggravated by poor oral health and are themselves risk factors for Covid. It’s therefore more important than ever to maintain proper oral hygiene. This means brushing twice a day for at least two minutes with a fluoride-containing toothpaste and visiting the dentist on a regular basis. Hopefully you won’t catch the coronavirus, but if you do, having good oral health and caring for your mouth could significantly reduce your risk of developing severe symptoms. When there is that much pride in any person, you can well imagine how much he can hide without blurting it out in the open. In other human societies, people are more decent and feel

There are certain elements that explicitly rejects the conventional concept of democracy, rather those certain political Diabolus dictates policies and decides what electorate results should be achieved from which districts in Nagaland. As such, It is undeniable fact that, many seasoned Naga politicians are victimized because of this very flawed and distorted democracy dictated by those Malefactors taking the advantage of their privileged
political positions. That’s why, the aspiring young Naga political intellectuals community need to understand that, as long as this dangerous authoritarianism and dictatorship continues to exist in power circulation in Naga politics, no amount of deliberation will help us to achieve the much desire political objectives.Therefore, persuasive campaign should be launched to bring in the talented and aspiring young leaders from across the state to join in active politics and unitedly work out the befitting counter strategy with the support of the aggrieved masses to dismantled the dangerous vicious circle for a better future for the Nagas. We all aspire to live in one of the greatest generations as one civilized family. I believe with that ambition we can together march forward, however stormy or sunshine the day may be, nothing last forever. There’s hope in the face of all the challenges and uncertainty. Nagas need to forget mistakes committed in the past, it’s time for political awakening for every Nagas. it’s time to stand united and start the progressive political and social reform activities across the state to fight against the continuing ugly political nepotism which is inimical to the interest of the Nagas. Let’s make the movement with the theme, The young Naga “Intellectual Community Era” to estab-
lish Political and Economic freedom through reinvigoration of the moment for youth suffrage, the use of political influence of the Naga youth from across the length and breadth of the state to give political power equally to every Naga tribes by weakening the power and influence of those harmful vicious circle. It’s paramount to distinguish between what happened to us yesterday and to critically analyze wisely and remind ourselves and promise not to commit the same mistake committed by our leaders in the past again. Young minds need to get together to take the pledge that we will unitedly liberate Nagas political fate from the shackles of the erroneous decision in the past there by allowing only certain section of the society to dictate political terms in the state unchallenged. We must liberate ourselves from division amongst us, pledge to work together with a changed mind-set, let’s resolved to be the beautiful rainbows in each other’s cloud to make the much needed colossus movement a reality, change our attitudes towards each other to fuel ourselves with positivity to let that fuel propel the young Naga intellectual community to positive action unitedly. ‘14th Unification Day’ speech of GPRN/NSCN president Dear beloved Naga brothers and sisters, In the month of November 2007, the quest for Naga reconciliation and unity became a reality under the aegis of Nagaland GBs and DBs Union, tribal Hohos and other apex civil societies. Unification was neither a sudden event nor a backdoor effort as some labelled it. The process had due approval of the top leadership of both NSCN(IM) and NSCN(K) in 2007, preceded by intense prayer fasting programmes by different churches, prayer warriors and the national workers. History bears witness to the effort of all peace loving Nagas in the historic endeavour. We salute and convey our deepest homage to the brave martyrs who have propagated and battled for peace and unity in the course of striving for preservation of our history and identity which has been the foundation and a fundamental principle for the salvation of Naga people’s aspiration. Most unfortunately, the idea of genuine reconciliation and unity was a mere lip service to many leaders. The eloquence on repentance and forgiveness did not originate from the heart. Thus, friction started resulting in hundreds of Naga patriots perishing since. The scars remains but the truth speaks to us profoundly each year as we remember the historic
event. God in Heaven and the many God fearing civil society leaders are alive to testify and witness as to what transpired and who failed the Naga people at a crucial hour on the issue of unity and reconciliation. Today, by the grace of the Almighty God, Naga tribes, civil societies and peace loving Nagas have come to understand the reality of our situation. The Naga people heard about 3rd August 2015 Framework Agreement (FA) on TV and later a single page about the successful conclusion of the talks. On the other hand, the 17th November 2017 Agreed Position (AP) set the parameters of the Indo-Naga talks and the future political and administrative structure is made known to the people. WC, NNPGs Agreed Position has entrenched and reaffirmed the essence and spirit of 1951 Plebiscite of the Nagas. GPRN/NSCN believes the GOI should not insult the Naga people by recognising self-serving men outside the boundary of WC and GOI’s Agreed Position. Indian government and agencies will be held solely responsible for patronising unmandated, irresponsible armed element in Nagaland. Honourable Prime Minister of India Mr Narendra Modi has time and again assured the Naga
people of honourable and acceptable solution to the Naga political problem. GOI must understand that at this point of time, there is no logic, merit or substance in granting ceasefire or designated camps to dubious entities for which GOI would be held accountable if hard earned peace goes out of hand. GPRN/NSCN is an unwavering partner of the WC, NNPGs, and as such, the clarity of purpose and goal of “Agreed Position” signed on 17th November 2017, shall be taken to logical conclusion in the interest of both the Nagas and the GOI. WC, NNPGs has reached out to all stakeholders among Nagas and in the neighbourhood. To deprive and prolong Naga question, after concluding talks officially, would hurt the Naga sentiment bitterly. History speaks to us that on 30th March 1953 at Kohima Local ground, Late Indian Prime Minister Jawaharlal Nehru and Late Burmese Prime Minister U Nu experienced what it is like to hurt the Naga sentiment. Addressing the 40th convocation of Sri Sathya Sai Institute of Higher Learning in Puttaparthi town in Anantapuramu district, Justice Ramana, quoting Mahabharata and Ramayana, said there are 14 bad qualities of rulers which they should avoid. “All the rulers in the democratic set-up, before beginning their routine work, should introspect whether they have any bad characteristics. There is need to offer just administration and it should be according to people’s needs. There are several wise men here and you are watching the developments that are taking place worldwide and countrywide,” he said. He said people are the

I have always carried with me his words of wisdom.” He further said: “There is no greater proponent of service, no greater mentor to follow than Baba himself. Sathya Sai means love, Sathya Sai means service, Sathya Sai means sacrifice.” “…Be it education, medical care, providing clean drinking water, relief work, Baba has showed us the righteous path. This is the concept embedded in our cultural ethos of ‘Vasudhaiva Kutumbakam’ (the world is one family),” he said adding Baba’s life should be an inspiration to one and all.

Several areas of Bengaluru, Chennai flooded after rain BENGALURU/CHENNAI, NOV 22 (AGENCIES): Several cars were found submerged under water in northern Bengaluru, just as pockets of northern Chennai’s Manali saw heavy waterlogging, after torrential rains over the past few days caused severe flooding in these areas, reports NDTV. Visuals from Karnataka’s capital city showed a car partially under water in an inundated underpass, with a man sitting atop its hood while another waded waist-deep through the water, struggling to drag the submerged vehicle out of the flooded area. Bengaluru saw heavy flooding overnight as the Allalasandra lake overflowed, inundating the lake’s surrounding areas. Several roads in northern Bengaluru were left severely waterlogged as a result of last night’s downpour. The Yelahanka, Nagavara, Kogilu Cross and Vidyaranyapura areas of the city were particularly affected by the rain. In Yelahanka, 153 mm of rain fell in the last 24 hours alone, contributing to the area’s
heavy waterlogging. The same area received a visit from the National Disaster Response Force (NDRF), who arrived in the neighbourhood to service an apartment that saw water enter its premises. Meanwhile, water entered multiple homes in Manali, an industrial pocket of Tamil Nadu’s capital. Many parts of the neighbourhood in northern Chennai were heavily inundated due to excess discharge from the Kosasthalaiyar river. Surplus water overflowing from the neighbouring city of Chittoor -- one of the worst affected areas in the rain that hit Andhra Pradesh on Saturday -- also contributed to the overnight deluge, as water from the Poondi reservoir in Tamil Nadu’s Thiruvallur district, filled to capacity, was released beyond 3000 cubic feet per second a few days back. However, discharge from the Poondi reservoir has now been reduced, authorities said today. Boats have also been deployed in some areas of northern Chennai to deal with the situation.
Parl panel adopts report on data protection amid dissent by oppn MPs NEW DELHI, NOV 22 (PTI): After nearly two years of deliberations, the Joint Committee of Parliament on the Personal Data Protection Bill, 2019 on Monday adopted the report on the Bill, which provided the government with powers to give exemptions to its probe agencies from the provisions of the Act, a move opposed by opposition MPs who filed their dissent notes. Congress leader and chief whip of the party in Rajya Sabha Jairam Ramesh was among the four MPs from the Congress besides two MPs from the Trinamool Congress and one from the Biju Janata Dal who submitted their dissent notes on the report of the Committee, headed by P P Chaudhary. The Bill, seeking to provide for the protection of personal data of individuals and establish a Data Protection Authority for the same, was brought in Parliament in 2019 and was referred to the Joint Committee for further scrutiny on the demand of opposi-
tion members. As per the PDP Bill, the Central government can exempt its agencies from the provisions of the Act for protecting national interests and for protecting the security of the state, public order, sovereignty and integrity of India. Exemption of certain provisions for processing of personal data in the interests of prevention, detection, investigation and prosecution of any offence or any other contravention of any law was also provided for in the Bill. The main objection of opposition members was granting “unbridled powers” to the Central government to exempt any of its probe agencies, including the Enforcement Directorate and CBI from the purview of the entire Act. Some of the opposing MPs suggested that the government should seek parliamentary approval for allowing exemptions to its agencies from the purview of the Act as a safeguard for ensuring greater accountability, but the same was not
accepted. Data protection and privacy of individuals have been a major cause of concern among opposition leaders who have been opposing certain provisions of the Bill, including giving unbridled powers to the state and its agencies for use of personal data. The PDP Bill and this report are likely to become a fresh trigger for another faceoff between the government and the opposition in the upcoming Winter session of Parliament starting November 29. The Monsoon session of Parliament was washed out over the Pegasus snooping issue with opposition parties demanding a discussion and a court-monitored probe along with a JPC. Opposition members are once again expected to raise the issue in the upcoming session, even after the Supreme Court ordered an independent probe into the allegations of unauthorised surveillance using the Pegasus spyware and set up a three-member technical committee.

LU C K N OW, N OV 2 2 (PTI): BKU leader Rakesh Tikait on Monday compared Union minister of state Ajay Mishra with a “terrorist” and sought his arrest in connection with the death of four farmers in the Lakhimpur Kheri violence. The Bhartiya Kisan Union (BKU) leader also opposed the proposed inauguration of a sugar mill in Lakhimpur Kheri by the minister, saying if he turns up there, farmers won’t take their sugarcane to the mill. The violence had erupted on October 3 when farmers were protesting the visit of Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya to Mishra’s native place. Four agitating farmers were run over by a vehicle allegedly carrying BJP workers. Four others, including a journalist and two BJP workers, were also killed in the violence that followed. Ajay Mishra’s son Ashish Mishra has been named as accused in the case. Addressing a “kisan mahapanchayat” here at Eco Garden, Tikait said the arrest of the minister is one of their main issues. He said attempts are being made to make the minister a “hero” from a “qatil” (murdrer). “If terrorists from Kashmir can be lodged in the Agra jail, then the murderer of farmers is also a terrorist and he too should go to the Agra jail,” Tikait said.

NEW DELHI, NOV 22 (PTI): Gold price in the national capital on Monday gained marginally by Rs 17 to Rs 47,869 per 10 gram amid rupee depreciation, according to HDFC Securities. In the previous trade, the precious metal had settled at Rs 47,852 per 10 gram. Silver surged Rs 444 to Rs 64,690 per kilogram from Rs 64,246 per kilogram in the previous trade. The Indian rupee depreciated 10 paise to close at 74.40 against the US dollar on Monday. In the international market, both gold and silver were trading flat at USD 1,846 per ounce and USD 24.85 per ounce, respectively. “Gold prices traded steady with spot gold prices at COMEX trading flat at USD 1,846 per ounce on Monday.

NEW DELHI, NOV 22 (PTI): Telecom operator Bharti Airtel on Monday announced 20-25 per cent tariff hikes for various prepaid offerings, including tariffed voice plans, unlimited voice bundles and data top-ups, and said the new rates will come into effect from November 26. The entry-level tariffed voice plan has been raised by about 25 per cent, while for unlimited voice bundles, the increase in most cases is about 20 per cent. Sunil Mittal led telco -- whose India mobile customer base stood at about 323 million at the last count -- has also increased the tariffs for data top-up plans by about 20-21 per cent. In a statement announcing the revised mobile tariffs, Airtel said it has always maintained that the mobile Average Revenue Per User (ARPU) needs to be at Rs 200 and ultimately at Rs 300 to provide a reasonable return on capital that allows for a financially healthy business model.

Democracy backsliding across the world: Report COPENHAGEN, NOV 22 (AP): Democracy is deteriorating across the world, with countries notably taking undemocratic and unnecessary actions to contain the coronavirus pandemic, an intergovernmental body said in its new report Monday. “Many democratic governments are backsliding,” the International Institute for Democracy and Electoral Assistance, or International IDEA, said. The 34-nation organisation added that as of August 2021, 64 per cent of countries have taken an action to curb the pandemic that it considers “disproportionate, unnecessary or illegal.” The Swedish-based body added that the situation is also getting worse in countries that are not democratic. Autocratic regimes have become “even more brazen in their repression,” free speech has been restricted and the rule of law has been weakened, it said. In its flagship report on the state of democracy, International IDEA said the number of backsliding

The report said that “the two years since our last report have not been good for democracy,” and the achievement reached when democracy became the predominant form of governance “now hangs in the balance like never before.” “Overall, the number of countries moving in an
authoritarian direction in 2020 outnumbered those going in a democratic direction,” the report said, adding that in the past two years, the world has lost at least four democracies, “either through flawed elections or military coups.” The 80-page report by the intergovernmental organisation whose mission is to advance democracy worldwide, noted “the remarkable strength of civic activism.” It said more than 80 countries have seen protests and civic action during the pandemic despite often-harsh government restrictions. However, prodemocracy movements have met repression in Belarus;
Cuba; Eswatini, previously known as Swaziland; Myanmar; and Sudan. The report comes ahead of US President Joe Biden’s December 9-10 virtual “summit for democracy” aimed at gathering government, civil society and private sector leaders in what Biden has cast as a global faceoff against rising autocratic forces. In Asia, International IDEA said, Afghanistan, Hong Kong and Myanmar have suffered from “a wave of growing authoritarianism.” But democratic erosion has also been found in India, the Philippines and Sri Lanka. “China’s influence, coupled with its own deepening autocratisation, also puts the legitimacy of the democratic model at risk,” the report said. In Africa, democracy declines “have undermined remarkable progress made across the continent over the past three decades.” The pandemic has added pressure on governments to respond to concerns regard-
ing governance, rights and social inequality, it said. It also noted military coups in Chad, Guinea, Mali and Sudan. The report also noted that half the democracies in the Americas have suffered democratic erosion, with notable declines in Bolivia, Brazil, Colombia, El Salvador and the United States. As for Europe, the pandemic “has placed a strain on democracy” and some countries where democratic principles were already under threat, it provided an excuse for governments to weaken democracy further. Europe’s non-democratic governments — it identified Azerbaijan, Belarus, Russia and Turkey — have intensified their already very repressive practices, International IDEA said. “The pandemic broadened the pre-existing rift between high-performing democracies in Western Europe and weaker counterparts in Central and Eastern Europe,” said Sam Van Der Staak, head of Program Regional Europe.

few cups of your favorite brew -- coffee or tea -- each day might help keep stroke and dementia at bay, a large new study suggests. For close to 14 years, scientists stacked up coffee and tea consumption against the risk of stroke and dementia among nearly 366,000 healthy Brits between 50 and 74 years of age. The researchers -- led by Yuan Zhang of Tianjin Medical University in Tianjin, China -- observed that those who drank 2 to 3 cups of coffee along with the same amount of tea every day had a 32% lower risk for stroke, and a 28% lower risk for dementia, compared to those who drank neither. But don’t toast the news with a big jolt of caffeine just yet. The findings don’t prove that coffee and tea protect against either stroke or dementia -- only that there is an association. “People need to remember that an association does not guarantee that the same outcome will happen” for everyone, said Connie Diekman, a former president of the Academy of Nutrition and Dietetics who reviewed the findings. The Chinese study team offered the same caution. Data about study participants came from the UK Biobank, which collected health information from 22 care centers in the United
Kingdom. Enrollment -- at an average age of 60 -- began between 2006 and 2010. Par ticipants completed questionnaires about their coffee and tea habits. Their stroke and dementia risk was tracked until 2020. About a fifth of the participants drank no coffee at all, and about 14% drank no tea. The largest group --16% -- reported drinking between a half-cup and 1 cup of coffee a day and roughly 4 cups of tea. About 14% said they drank a similar amount of tea but no coffee. Finally, 12% said they drank 2 to 3 cups of both coffee and tea daily. During the follow-up period, 10,053 participants (2.7%) had a stroke, and 5,079 (1.4%) developed dementia. And drinking coffee -even in very small amounts -- was linked to a lower risk for both. The same was true
of tea. The lowest risk for stroke and dementia was seen among participants who downed either 2 to 3 cups of coffee daily, 3 to 5 cups of tea, or a combined 4 to 6 cups of both. While lower risk was seen for ischemic strokes resulting from a blood clot or narrowed arteries, there was no reduction in risk for a less common form of stroke (hemorrhagic) that results from blood vessel breakage. So what’s likely protective about coffee or tea? A previous study pointed both to “caffeine and the antioxidant actions provided by the plants that coffee and tea come from,” said Diekman, a St. Louis food and nutrition consultant and sports dietitian. “It appears from this [new] study that the mechanism is once again the caffeine and the antioxidant action,” she said. “This

n international team of engineers and technicians has finished assembling a nextgeneration satellite that will make the first global survey of the Earth’s surface water and study fine-scale ocean currents. The Surface Water and Ocean Topography (SWOT) mission is scheduled for launch in November 2022, and the final set of tests on the spacecraft have started, according to a statement by NASA. SWOT is a collaboration between NASA and the French space agency Centre National d’Etudes Spatiales (CNES), with contributions from the Canadian Space Agency and the UK Space Agency. The SUV-size satellite will collect data on the height of the Earth’s salt and fresh water -- including oceans, lakes and rivers -enabling researchers to track the volume and location of water around the world. SWOT will help to measure the effects of climate change on the planet’s water, such as the processes

The next six months will involve three phases of testing to make sure the satellite will be able to survive the rigours of launch and the harsh environment of space. Engineers and technicians will attach the satellite to a device called a shake table, which simulates the intense vibrations and rattling of launch. Then the spacecraft will move into an acoustic chamber to bombard it with high-decibel sounds similar to those of blastoff. Next, the team will move SWOT into a chamber that mimics the temperature swings and vacuum of space. Finally the engineers will put the satellite through additional tests to make sure its systems can withstand any electromagnetic interference, including signals from various parts of the spacecraft and from other satellites. After that, the spacecraft will be shipped to the launch site. (IANS)

NEW DELHI, NOV 22 (IANS): The Women’s Tennis Association (WTA) has said that a call between Peng Shuai and the President of the International Olympic Committee does not address its concerns over the Chinese tennis star’s wellbeing, the BBC reported. An IOC statement after the call claimed that Peng appeared to be safe and well. Peng, 35, disappeared from public eye for almost three weeks after she made sexual assault allegations against a senior Chinese minister. On Sunday, the IOC released a statement after its President Thomas Bach held a video call with the three-time Olympian, the report said. The IOC account said that Peng had “thanked the IOC for its concern about her wellbeing”. “She explained that
she is safe and well, living at her home in Beijing, but would like to have her privacy respected at this time,” the statement said. “She prefers to spend her time with her friends and family right now. Nevertheless, she will continue to be involved in tennis,” it added, the report said. The IOC statement also included an image of the video call taking place, with Peng seen smiling to the camera. But the WTA said the recent videos “don’t alleviate or address the WTA’s concern about her wellbeing and ability to communicate without censorship or coercion”. “This video does not change our call for a full, fair and transparent investigation, without censorship, into her allegation of sexual assault, which is the issue that gave rise to our initial concern,” it said, the BBC reported.

LONDON, NOV 22 (AGENCIES): Barcelona midfielder Pedri has won the 2021 Golden Boy award for the best under-21 player playing in a European country’s top division. Pedri, 18, beat England and Borussia Dortmund midfielder Jude Bellingham to the award by a record 199 points. He played more minutes than any other Barca player last season, going on to play at Euro 2020 and win Olympic silver with Spain. However, he has not played since September because of a thigh injury. In October, Pedri - who joined Barca from Las Palmas in 2020 - signed a new deal with the Catalan club which includes a 1bn euro (£846m) release clause.
