14 Tribal Hohos reject any split within Naga political groups

DIMAPUR, OCT 22 (NPN): Close on the heels of speculations of an imminent split in a Naga Political Group (NPG) due to rift among its leadership, the 14 Tribal Hobos of Nagaland, Friday categorically stated that they will not tolerate splits within various factions of Naga Political Groups (NPGs). The 14 Tribal Hohos, in a statement through their media cell, reminded that when unity was the call of the day, any further split or differences must not take place among the factions. The 14 Tribal Hohos also declared that they would not allow new groups to function within their respective jurisdictions. While accepting the fact that there could always be some differences

of opinion among the negotiating parties, the hohos however reiterated that such should not sabotage the negotiation with Government of India (GoI) for an early solution.

PHQ clarifies to report on missing gold biscuits DIMAPUR, OCT 22 (NPN): Nagaland Police has refuted the “misinformation and misinterpretation” of reports in social media and section of the local newspapers that some seized gold biscuits kept in police custody had gone missing and that a case was registered against 13 police personnel In a clarification, the state Police Headquarters said that the matter pertained to a separate incident of September 10, 2021, wherein 13 police personnel from narcotics police station misappropriated 10

In this connection, a criminal case was registered against the 13 erring police personnel at the state crime police station (SCPS case no. 005/2021 U/S 120B/ 420/ 419/ 201/202/ 217/ 221 IPC, dated September 17, 2021), the police stated. Further, all the 13 personnel named accused in the case were placed under suspension and a disciplinary inquiry was being constituted for the misconduct, the PHQ said in the statement.

No respite to consumers; fuel prices hiked for 3rd straight day

DIMAPUR, OCT 22 (NPN): State-owned oil marketing companies (OMCs) increased the prices of petrol and diesel for the third straight day on Friday offering no respite to consumers. According to a price notification of state-owned OMCs, the prices of petrol and diesel were hiked by 35 paise per litre each pushing the rates to all-time high across the country. After the latest rate revision, diesel price has breached the Rs.100-a-litre mark in seven districts of Nagaland—Tuensang, Kiphire, Noklak, Mon, Phek, Zunheboto and Longleng. AGARTALA, OCT 22 (IANS): Trinamool Congress Rajya Sabha member Sushmita Dev and 10 other party members were attacked allegedly by the members of ruling BJP on Friday at Amtali in western Tripura. According to West Tripura district police chief Manik Lal Das, the Trinamool has lodged a complaint with police who are now probing the incident. “One of the TMC cars was damaged. No physical injury to Dev or her party members has been reported,” Das told IANS. The BJP, however, rejected the accusations. “The incident is a part of their internal feud. The Trinamool members who could not make it to the recently constituted Tripura steering committee, are behind it,” BJP spokesman Nabendu Bhattacharjee told the media. Three Assam Rifles men, civilian held; heroin worth Rs 1 crore seized

DIBRUGARH (ASSAM), OCT 22 (PTI): Three Assam Rifles personnel have been arrested here along with a civilian for their involvement with a drug trafficking racket, and heroin worth over Rs 1 crore recovered, a senior police officer said on Friday. Two vehicles and cash were also seized during raids, he said. Dibrugarh Additional Superintendent of Police (ASP) Bitul Chetia said the raids was carried out on Thursday based on intelligence inputs on delivery of a drug consignment from Dimapur in Nagaland to Tinsukia district of Assam. Accordingly, the police set up a check post at the Jokai reserve forest area and managed to intercept a vehicle with four persons, Chetia told PTI. “We brought all four

of them to Dibrugarh sadar police station and, after preliminary interrogation, came to know that another vehicle loaded with drugs is parked at Dergaon in Jorhat district, inside the Police Training College there,” the ASP explained. A team, led by Chetia, seized the vehicle from Police Training College at Dergaon, in another operation the same night, and recovered from it 269 gm of heroin, estimated to be worth around Rs 1 crore in international market. “We have also seized uniforms of Assam Rifles and Rs 48,000 in cash from them. All three personnel were posted in Dimapur Transit Camp of Assam Rifles, Kohima division,” Chetia said. Police have registered a case and an investigation is underway, he added.

IMPHAL, OCT 22: A group of students on Friday agitated against non-release of scholarship in front of the office of the Minorities and Other Backward Classes (MOBC) in Imphal. The agitating students alleged that the department under the Manipur government has failed to disburse the Central sponsored scholarships for the last two years. The students were demanding release of pre-matric and post-matric scholarships being provided to the OBC and SC category students under the Union ministry of social justice. The scholarships for both the categories for the year 2018-19 and 2019-20 were not disbursed by the MOBC department, the implementing agency of the scheme in the state. A strong police team

Pact between NRL and IGGL for pipeline laying process in Assam GUWAHATI, OCT 22 (PTI): A Right of Use (RoU) sharing agreement between Assam’s Numaligarh Refinery Ltd (NRL) and Indradhanush Gas Grid Limited (IGGL) has been signed for streamlining land acquisition and other matters related to optimal execution of pipeline laying work and efficiency in operations in Assam, an NRL press release said here on Friday. IGGL is a joint venture of NRL with IOCL, ONGC, GAIL and OIL. The agreement was signed by General Manager (Project), NRL, PJ Sarmah and Chief Project Manager, IGGL, Pankaj Patowary at the NRL’s corporate office here on Thursday, it added. The RoU model streamlines land acquisition and resource sharing for optimal execution of pipeline laying work and subsequently,

efficient operations of the pipeline, the release said. The NRL is in the process of laying the 1,630-km long Paradip Numaligarh Crude Pipeline (PNCPL), a crude pipeline originating from Paradip Port in Odisha and traversing through West Bengal, Jharkhand and Bihar before terminating at its refinery in Numaligarh in Golaghat district. The pipeline project is a crucial part of NRL’s Integrated Refinery Expansion project for capacity expansion from 3 MMTPA to 9 MMTPA, which is being executed with an investment of more than Rs 28,000 crore, the release said. The IGGL is executing the laying of a natural gas pipeline from Guwahati to Numaligarh as part of its marquee project for connecting the North East Region (NER) with the National Gas Grid.

GUWAHATI, OCT 22 (PTI): The All Assam Students’ Union (AASU) staged a “satyagraha” across the state on Friday in protest against the rising prices of petrol, diesel, LPG and essential commodities. Holding banners, placards and cut-outs of LPG cylinders, members of AASU raised slogans, seeking measures to arrest the spiralling prices of essential goods. IIT-G transfers to partner energyefficient cookstoves tech developed

GUWAHATI, OCT 22 (PTI): Indian Institute of Technology-Guwahati has transferred to an industry partner an energy-efficient and environment-friendly technology developed for cookstoves by its researchers for commercialisation benefitting the public. Developed by a research team headed by Prof P Muthukumar of the Department of Mechanical Engineering, the technology was transferred to industry partner Agnisumukh Energy Solutions Pvt Ltd, Bangalore, for commercialisation, a release of the IIT-Guwahati said on Friday. The ‘Porous Radiant Burner’ provides fuel saving in the range of 25 per cent to 50 per cent and can be operated with LPG, biogas and kerosene stoves, it said. “This will ensure that the benefits of the research reach the society at large and benefit the common man”, it added. The MoU for the technology transfer was signed on Thursday in the presence of IIT-Guwahati Director Prof T G Sitharam, faculty, researchers of the Institute and representatives from the industry partner, the release said. This effort will be a major contribution of IIT Guwahati towards the central government’s efforts to enhance the access to clean cooking energy by promoting LPG, biogas and improved cook-stoves (ICS) through various policies and programmes, it added. Highlighting the

unique aspects of ‘Porous Radiant Bur ner,’ Prof Muthukumar said, “these indigenously developed cookstoves equipped with specially-designed double layered porous radiant burners (PRBs) provide fuel saving in the range of 25-50 per cent and reduces carbon monoxide (CO) and nitrogen oxides (NOx) emissions by about 80 per cent”. The newly developed PRB is ideally suited for both gaseous fuels like liquid petroleum gas (LPG), biogas, Piped Natural gas (PNG) and liquid fuels such as kerosene, methanol and ethanol, for domestic as well as community/commercial cooking, he added. The IIT Guwahati research team believes that the commercialisation of PRB-based LPG cookstoves across India will provide a huge LPG saving of about 13 lakh domestic cylinders per day and will also have a global impact on the burner-based applications. Speaking on the occasion of MoU signing, IIT G Director Prof Sitharam claimed that the PRB-based cook-stove technology will play a key role in reducing the overall fuel consumption in the cooking sector leading to a huge annual saving of about Rs 50,000 crore for the government, thus reducing the financial burden significantly and conserving energy. Further, it will also provide a better cooking environment by reducing CO and NOx emissions, he added.

Candidate can’t claim cadre of choice after qualifying civils: SC NEW DELHI, OCT 22 (IANS): Supreme Court on Friday said a candidate, as a matter of right, cannot claim allocation of cadre of his/her choice, after qualifying the civil services examination. Citing the Rajiv Yadav case, a bench of Justices Hemant Gupta and V. Ramasubramanian said the allocation of cadre is not a matter of right. It noted it was held that a selected candidate has a right to be considered for appointment to the IAS but he/she has no such right to be allocated to a cadre of their choice or to their home state. “Allotment of cadre is an incidence of service. The applicant as a candidate for the All-India Service with eyes wide open has opted to serve anywhere in the country. Once an applicant gets selected to service, the scramble for the home cadre starts,” the bench said. The top court noted that procedure for allocation of cadre is a mechanical process and admits no exception except under certain rules, and the state has no discretion on allocation of a cadre at its whims and fancies. It said it is fallacy that

consultation has to be held with the state to whom the officer is to be allocated, not with the state with whom officers claim allocation. The top court passed the order deciding the 14year legal battle of an IAS officer seeking Kerala cadre, being her home state. The Kerala High Court in 2017, directed the Centre to change A. Shainamol’s cadre from Himachal Pradesh to Kerala. It said the tribunal or the high court should have refrained from interfering with the allocation of cadre on the argument of alleged violation of the allocation circular. The observation of the high court that there was a lack of consultation with Kerala, is not acceptable, it added. Setting aside the high court order, the court emphasised that the consistent view of the top court has been that even if the name of the candidate appears on the merit list, such candidate has no right to claim appointment. The bench pointed out that the mandate of Rule 5(1) of the Cadre Rules was satisfied when consultation was made with the state to which allocation was made.

JAIPUR, OCT 22 (PTI): Five Bharatpur-based relatives of Arun Valmiki, who died in police custody in Agra, met Rajasthan Chief Minister Ashok Gehlot here on Friday demanding protection from UP Police. The relatives alleged they were picked up by the Uttar Pradesh (UP) police from Bharatpur on Saturday night and were harassed for four days. Subash Garg, a Bharatpur MLA (Rashtriya Lok Dal) and Technical Education Minister in the Rajasthan government, arranged the meeting of the relatives with Gehlot before he left for Jodhpur. Arun Valmiki’s wife belongs to Bharatpur and her family members were allegedly picked up by the UP police after Valmiki was termed a suspect in a theft incident at a police station in Agra. “They were taken by UP police and harassed in custody. Arun’s brother-inlaw is not even able to walk properly. Chief Minister Ashok Gehlot today listened to them and spoke to SP Bharatpur,” Garg said.

I

n order to tighten the supply and collection system and to prevent colossal power and revenue losses, the Department of Power Nagaland(DoPN) has announced a slew of measures to tackle these losses by engaging public through awareness as well as changing the collection system. In this regard, the executive engineer Dimapur Electrical Division, unveiled the DoPN’s plan by appealing to all power consumers to conserve energy against the backdrop of shortage of coal used in thermal power plants. The other measure to check huge losses in revenue is plan to introduce pre-paid metering system in urban towns. Approximately 85% of power in Nagaland is availed by domestic consumers which leaves the remainder for commercial or industrial consumers. According to estimates, the demand for power by 2021 is going to total around 450 MW, an increase of around 100 MW from the previous years. In the previous years, the state’s four power projects together generated around 89.09 MW. Nagaland has two hydro electric stations- Likimro(24 MW) and Doyang(75 MW). While the Likimro hydro station is able to generate only 50% of its capacity due to technical issues during summer months, it cannot generate power during dry winter months. The state gets around 12% of 75 MW power from NEEPCO as per agreement but in winter there is virtually no power generation. That leaves much of the requirement to be purchased from other states through the Power Grid. Nagaland buys electricity worth around Rs.400 Crores annually which is resoled to the consumers by the power department. However, the DoPN has been able to collect only around Rs.162 Crores (As per 2019-2020). The revenue loss if translated into MW comes to around 30MW to 40 MW annually. The other loss that Nagaland experiences perennially is power where a huge quantity is not accounted. For several decades, the DoPN has been lamenting over huge loss of power, earlier pegged at around 30% but which has risen sharply to around 55% to 60% presently. This is a strange phenomenon where the department has been admitting the annual power loss which has been blamed on pilferage, theft and defective power meters. Over the past five years, Nagaland has lost around Rs.1000 Crores due to inability to effectively recover revenue from electricity bills. In order to reduce this huge loss in revenue, the power department had been trying to incorporate state-of-the-art technology to improve transmission, generation and distribution sector to enhance revenue collections. However, all these have not improved the situation required for achieving the target. The appeal for saving energy may sound too simple but it is a very pertinent issue. If consumers learn how to switch off TVs, fans , ACs, computers or any electrical gadget when not in use, it helps to save energy. Saving energy means that the state does not have to purchase unwanted quantity. Again, the use of pre-paid meter is much needed for saving energy as well as to ensure that over billing or wrong reading is done away with. Streamlining power sector is needed since power is the main driving force for economic activities. The desired solution to all is for more hydro power stations and also explore wind and solar power for energy. Unless Nagaland is able to vastly improve is power requirement, talking or dreaming about economic development will be vain.

Yet once you do, immediately God witnesses to Himself— He cannot witness to you, but He instantly witnesses to His own nature in you. If you received the witness of the Spirit before the reality and truth that comes from obedience, it would simply result in sentimental emotion. But when you act on the basis of redemption, and stop the disrespectfulness of debating with God, He immediately gives His witness. As soon as you abandon your own reasoning and arguing, God witnesses to what He has done, and you are amazed at your total disrespect in having kept Him waiting. If you are debating as to whether or not God can deliver from sin, then either let Him do it or tell Him that He cannot. Do not quote this or that person to Him. Simply obey Matthew 11:28, “Come to Me, all you who labor and are heavy laden….” Come, if you are weary, and ask, if you know you are evil (see Luke 11:9-13). The Spirit of God witnesses to the redemption of our Lord, and to nothing else. He cannot witness to our reason. We are inclined to mistake the simplicity that comes from our natural commonsense decisions for the witness of the Spirit, but the Spirit witnesses only to His own nature, and to the work of redemption, never to our reason. If we are trying to make Him witness to our reason, it is no wonder that we are in darkness and uncertainty. Throw it all overboard, trust in Him, and He will give you the witness of the Spirit.

Bose’s fight was not about economic gains, but “against powers, against rulers of darkness of this world, against the spiritual wickedness in high places”, quoting the Epistle of Ephesians, while in jail at Mandalay, 1925/26. For such reasons, many of those fighting for freedom, be it political, social or economic, claim his mantle, including those who battle against the Indian state. Many Kashmiri and Naga militants seeking independence from Indian, for instance, believe Bose would have understood the Justices of their cause (Sugata Bose H.M.O. Page 12). Accordingly, in all my writings, I have never poised myself as an ‘opponent’ or opposed Bose’s stand of ‘anti-imperialism’, as is alleged by the hired writers of NSCBMDSN. Rather in a rejoinder to Chesezu Village Council and CONHAT, which appeared in Eastern Mirror on 9.6.2017, I mentioned that, “many of us (my generation) kept posters of him (Bose) in our rooms while studying in High schools and colleges, and inspired many into joining the Naga Army”. Bose was a role model to many, by then. As far as oral history is concerned, it is understood as the history that is orally told and passed on from generation to generation. However, the so-called ‘oral history’ of NSCBMDSN and others about Subhas Bose’s presence in Naga Hills District, during the World War II begins only at the turn of the 21st century, although the battle of Kohima was fought in the 20th century, from 4th April to 8th June 1944. The so-called “eye witnesses and participants who had either served him or

had met him in persons” started narrating their accounts only by the turn of this 21st century. Although, there had been many people who were much senior, educated, and already in services or working as missionaries, capable of recording such a landmark historical event, if at all, Bose did visited this part of our land. But there has been no such record made by anybody, individually or collectively at any given point of time, at any level, within the 20th century. Of the considerable debate amongst historians is whether the past shapes the present or vice versa. The politics of the present shapes our understanding of the past. Oftentimes, commentators and scholars alike seem to be reinterpreting the past to suit a politics of the present. This also applies to memory and oral history, and while, for justifiable reasons, oral history holds a respectable position in Naga society, it seems doubtful that a village elder [of present day], back in the 1944 (as a child), a time without mass communication would be able to recognised Bose and that, too, only at the turn of the 21st century. The evidence is simply too thin to be considered as a historical source. It is crystal clear that present-day politics is shaping the debate on the history of Subhas Bose’s alleged presence in the Naga Hills District during the World War II. For instance; if you claim that Bose slept in your house, you will be instantly appointed as ‘Liaison Officer’ by the Nagaland government and posted at Nagaland House, New Delhi; if some people organised themselves as a group and claimed that Netaji visited the peak located near their village, then a ‘5 crore’ project will be initiated for its development (I learned, from a reliable source, that around rupees 2 crores has been released), if you draw an imaginary line by saying that your village was the first INA administered village, then the declaration of your village as ‘National Heritage village’ will be processed (Sources, Nagaland local dailies). Besides the above examples, many unscrupulous individuals are likely to be lured by promises of fi-

Muivah and lssak Swu broke away from NNC/FGN and created the National Socialist Council of Nagaland (NSCN). They killed so many NNC/ FGN leaders, blaming NNC/ FGN to be part of the Shillong Accord accepting the Indian Constitution. Again in 1988, the NSCN split into Isak-Muivah NSCN (IM) and Khaplang NSCN (K). These two groups started fighting among themselves that cost so many lives. In the process, Split after split, factions occurred and so many groups were formed, this has created confusions in the mind of our people. NNC/RGN Shall Never Accept Shillong Accord and the Likes: The NNC/FGN that does not subscribe to the Shillong Accord, had abstained from the Transit Camp or shall never succumb to any settlement similar to Shillong Accord, is the legitimate torch bearer of the Naga struggle and the voice of the Naga’s rightful cause to continue to be independent. The NNC/FGN shall forever relentlessly commit to our original position of Sovereignty, which is never an act of secession that unlawfully or treasonously violated some solemn agreement or understanding made by them to be a part of the new India. Nor was it an anti- India reaction as they were acting on the basis of their legitimate right to choose their own future as a neighbor of India, having made their legally valid position abundantly clear before the British left India in 1929 NNC/FGN Shall Never Ask Anything from our Neighbor India: Therefore, under these premises, it is clear that Nagas demanding anything that is not theirs from India does not arise. We are not asking India to give sovereignty or anything to us. We do not need anything from India, Nagaland is a land of untold opportunity and potentiality,

blessed abundantly, exceedingly beyond and above with natural mineral resources of all kinds, also a great temptation to our neighbor India. We only expect India to recognize the true facts of our political history and leave us alone to determine our future by ourselves in our unique tradition. In doing so India will not be losing anything that was part of the new India created by the British. NNC/FGN Shall Never-Ever be Indian We earnestly urge India not to unwisely use ugly brute military force to treat us as people who have no option but either to keep fighting or surrender to the Indian Constitution”. The new India must mark our words today that we definitely have an option not to fight militarily but shall never-ever surrender, accepting the Indian Constitution as threatened by India. Do not treat us as a part of the new India in any way which is terribly wrong. NNC/FGN Shall Resist the Mighty India at All Costs: We had to resist the mighty India just in selfdefence because we were compelled to protect our sovereignty, history, land, culture, dignity and identity not because we thought we could match India’s vastly superior force. Nagas cannot throw away what is most important for their proper growth in all dimensions of life just because it is too difficult for India to discuss our sovereignty. We can understand India’s problem who fail to understand the facts of our political history. But that does not mean we are to treat our history as if it is not true or not important for our proper development in our own culture “the purest form of democracy” without any caste system or discrimination, as a people and a nation. nancial and physical benefits as ‘eyewitness’ ‘poter’ ‘informer’ GB’ DB ‘soldier’, etc. The rejoinder to my article by the NSCBMDSN, which appeared on Nagaland Post and Eastern Mirror on 11.11.2017 is too personal and too vague in presenting their points. The writing on my personal aspect are believed to be written by some local writers, but the so-called 11 (eleven) points of ‘historical proofs’ are likely written by outsiders who are not familiar with the topography of Naga Hills and Chin Hills, and think that the Nagas still reside in the jungle, and therefore, could be easily misled. I am an academician by profession, so I shall not react to the comment on my personal life. However, the following are the answers to the 11 (eleven) points of so-called ‘historical proofs ‘ about the claim on Bose presence in Naga Hills District of Assam during the World War II, presented by NSCBMDSN in their rejoinder to my article. Regarding point 1; groups of officers and men of the special service group and men of Azad Hind Dal went up to the Kohima somewhere on 3rd and 7th April 1944…. This has got nothing to do with Subhas Chandra Bose’s physical presence at those places, because, from 7th January to 7th April, Bose was in Rangoon and thus nowhere near the Naga hills district. For instance: “on 5th April 1944, Bose announced the formation of National Bank of Azad Hind at Rangoon”, and “on April 7, 1944 Bose moved a small advance headquarters north, from Rangoon to Mamyo a small hill town near Mandalay” (Sugata Bose 2011: 272 - 273). Regarding point 2; recollecting the event at Kohima, Khumbo Angami encountered several Indians in military dress who were officers of INA where they showed the people the Indian national flag and some badges… This confirmed my earlier statement made on two occasions, which appeared on 19th and 20th May 2017 in Eastern mirror and Morung Express respectively and Nagaland Post on 28th Oct.2017, saying: “by the middle of May

1944 the Subhas brigade of INA supposed to have been hoisted the India Tricolour at a mountain top near Kohima and left some badges behind near GPT Ridge”. There is no historical evidence that Subhas Bose himself was present on these occasions. Regarding points 3 and 4; the Subhas Brigade and Jiff (Japanese Indian Fighting Force), respectively…. It dwelled only on the INA and its movement. His Majesty’s army, fighting in the Battle of Kohima does not mean that the King himself was present at Kohima. Likewise, Subhas Brigade of INA coming near to Kohima does not mean that Subhas himself was present there. Regarding point 5; Before withdrawal the commander of INA Brigade was occupying approximately 200 sq miles of Indian territory that was administered by Azad Hind Dal… This was about the INA occupation of Indian territory near Imphal and its retreat to Tamu, a Burmese town located near Moreh, about 110 kilometers away from Imphal and more than 250 kilometres away from Naga Hills District of Assam. This has got nothing to do with the Naga Hills District of Assam and the Battle of Kohima. Regarding point 6; Bose scribbled a few lines to Brahmachari Kailasam of the Ramakrishna Mission in Singapore on April 16, 1944… It confirmed that on 17th April 1944, before he left for the ‘frontiers’, Bose was in Mamyo, the Japanese Army Headquarters, a town 25 miles west of Mandalay and 420 miles from Kohima. The term frontiers, back then, did not just apply to the Naga Hills, but to the entire mountain ranges between Burma and India. From Mamyo, in a time-span of 33 days, (17th April to 21st May 1944, between this time, Bose was believed to be somewhere in the frontiers) it was humanly impossible for Bose to suddenly appeared near Kohima, supposedly stayed 9 days ( some even claimed Bose stayed a month) in a village and then returned to Mamyo which normally would

have taken at least more than 2 months to do the same. Regarding point 7; on May 22, 1944, Berlin Radio had announced about an interview of a war correspondent with Mr. Bose at the Indo-Burma front; on June 21, 1944, Bose is at present in India with his army…. However, by then (May 22,1944), Bose was already in Rangoon: “on May 21, 1944 Bose shifted Back to Rangoon from Mamyo, where he was finding difficult to get accurate news from the front” (Sugata Bose 2011: 277), while by June 21, 1944, the Battle of Kohima had ended with all Japs having left the Naga Hills District. Point 8; by mid-May, Subhas Brigade had hoisted the Indian flag on the mountain top around Kohima……. It’s about Subhas Brigade but nothing to do with Subhas Bose himself. In point number 9; mention was made about Bose touring, “the whole front for the last two months” on July 4. 1944……. The fact is that, the battle of Kohima was over by 8th June 1944 and by 21st May 1944, Subhas was already in Rangoon and make a “flying visit to his rear headquarters in Singapore and returned to Rangoon only towards the end of June” (Sugata Bose 2011: 278). Point 10; on August 5, 1944, Tokyo Radio had announced that Netaji Bose addressed a press conference held at the Indian National Army Headquarters in India…… It makes no historical sense, because by August 5, 1944, the war was over (so far as the Naga Hills District was concerned). Regarding point 11; few eyewitnesses who had seen Netaji in the year of the war are still alive to clear any doubt regarding the current unexpected development on this subject matter…… The question here is why those ‘eyewitnesses’ remained silent throughout the 20th century and started speaking about this only at the turn of the 21st century? Why did they not produced evidence earlier if there was such an oral history recorded? Let us not forget that

human memory is not only short, but flexible and easily manipulated. Moreover, those so-called ‘living eyewitnesses’ were only kids, when the incident took place 75 years ago, therefore, too young to remember and recollect who was who. All the ‘proofs ‘ the NSCBMDSN and others presented in their rejoinders – supposedly showing the other side of the ‘coin’ and from the view of ‘non-victors’, are nothing but a twist of historical facts. However, manipulation will not change history; a tale told by the knaves and fools will not make history. Meanwhile, Netaji Subhas Chandra Bose has a place already in the history of mankind. The only concern is, firstly, Bose’s patriotism towards his Motherland, his ideals and principles, and this should not be diluted with sole intentions of ‘worldly life’, the sort of which Bose himself had renounced. Secondly, Nagaland should avail all the developmental opportunities within the framework of the constitutional provisions in the rightful historical perspective. I am deeply pained and anguished by the bizarre and false accusation of the VCC and GBs of Rüzazho village, which appeared on 3.12.17 and 6.12.17 in Eastern Mirror and Nagaland Post, respectively. Sadly and regrettably, they are setting a dangerous precedent of threatening and intimidating and suppressing the freedom of speech and expression by imitating the culture and style of some fundamentalist elements of the mainland. Therefore, I reject the innuendos and falsehood as I did not write to “sabotage the development”, “insult and question the integrity” of the people of Rüzazho and its history. Meanwhile , the press statements of different individuals and organisations, relating to the debate on the Netaji Subhas Chandra Bose and the Battle of Kohima during the Second World War, since April 2017, will be compiled and published in a booklet form which will hit the book stand shortly, for the interest of all concerned. No need for SARFAESI Act in Nagaland

hat is SARFAESI Act 2002? The Securitization and Reconstruction of Financial Assets and Enforcement of Securities Interest Act. In short if a person takes a loan from the bank and cannot pay back the loan, then the bank under SARFAESI ACT can sell the house or the land or any property which was mortgaged for recovering the loan. What is the main reason why Nagaland Sate Government and some NGOs like Central Nagaland Tribes council, Business association of Nagaland, Confederation of Nagaland Chamber of Commerce and Industry and many educated unemployed youths want the Nagaland Government to implement SARFASSI ACT in Nagaland? The answer is because they claim that many educated unemployed Nagas and entrepreneurs cannot get loan from the bank because they cannot mortgage their land because SARFEASI Act is not applicable in Nagaland. Why SARFAESI ACT cannot be applied in Nagaland? Because under Article 371A the land in Nagaland cannot be sold to non Nagas. Therefore, the SARFAESI act cannot be implemented in Nagaland. So the Billion dollar question is, is it really true that there is no way an educated unemployed Naga can get a business loan from the bank without mortgaging ones land or property? Of course not. There is every possible way to get a business loan without mortgaging a single inch of land. Sounds too good to be true right? This too good to be true scheme is called Credit guarantee Scheme also known as CGTMSE (Guarantee Fund Trust for Micro and Small Enterprises). In simple Credit guarantee scheme is like buying insurance for your loan. If could not pay back the loan then depending upon the nature of business the credit guarantee scheme would pay up to 85% of your loan to the Bank. Under these Credit guarantee scheme cover one can avail Business loan upto 1 Crore without mortgaging any property or grantor. This is available for both new applicant and those who are doing business For more details that

We must know that there are thousands of educated unemployed youths all over India who don’t even have land for mortgaging nor do they have any property for availing business loan. (ii) Those who want small loans from 10,000 to 10 Lakhs. They can approach the bank with a good loan project and use Reserve Bank of India MASTER Circular NO RPCD.SME & NFS. BC.No. 79 /06.02.31/2009-10 dated May 6, 2010 for availing loans upto Rs 10 Lakhs without mortgaging any land or property. So we can clearly see that there is no need for the educated unemployed Nagas in Nagaland or the entrepreneur to mortgage their land or need to Enforce SARFAESI Act in Nagaland for availing

either small or huge loan. The problem is the bank officials don’t guide those who come for business loan on Credit Guarantee scheme. The problem is with our educated unemployed Nagas in Nagaland. The problem is they are educated but uninformed and unprepared. (i) They go to the bank without any or proper study of the loan schemes available from the bank. (ii) They go to the bank without proper loan project, and (iii) They go and talk with the bank managers for loan they do not give anything in writing. Which is why they don’t have any proof to show that the loan they applied for was denied or rejected. (iv) They never write about their grievance in regard to loan to the Reserve Bank of India Bank ombudsman in Guwahati. The Nagaland State government instead of making aware of such excellent schemes like the credit guarantee scheme and Emergency Credit Line Guarantee Scheme is working hard to make way for SARFAESI Act in Nagaland so that we can take loan by mortgaging of land. How is it that the Nagaland finance department not aware of credit guarantee scheme? If they know then why are they acting so ignorant? When there is strict standing orders and circulars from the Reserve Bank of India and Guarantee Fund Trust for Micro and Small Enterprises Credit insisting to give out loans without taking any collateral, the bank loan managers insists on collateral and grantor, throwing SARFAESI Act on the face of the Unemployed Nagas in Nagaland and sending them away all hopeless. This is a crime in itself. Any bank

officers found guilty of such crime of denying customers such wonderful schemes must be punished as per the law. If need be a Public interest litigation can be filed in the interest of all educated unemployed youths in Nagaland. Just imagine how many Nagas in the past have taken loan from the Bank by mortgaging their land because the concern loan officer did not guide the customer to take the Loan under credit guarantee scheme? Imagine how many brilliant business ideas must have been denied because they could not mortgage their land? Is this not crime in itself ? So it is very clear that Nagaland do not need the SARFAESI Act. The problem is not Article 371A or none implementing of SARFAESI Act. The problem is uniformed and unprepared educated unemployed Nagas who don’t know about such existing schemes as credit guarantee scheme. Who don’t do proper homework when it comes to business loan maters, therefore are hopeless and helpless? Other problem is the State Government which seems to have no idea of such schemes either and the bank officials who are misleading the customer by saying can’t give loan because cannot mortgage land. So since we know the truth, instead of implementing the SARFAESI act in Nagaland the NGO’s and educated unemployed Nagas in Nagaland must insist that Nagaland Legislative assembly pass an Act called the “Nagaland credit guarantee enforcement act for unemployed Nagas and entrepreneurs of Nagaland” in line with the provisions of central Government schemes. This would greatly help the unemployed Nagas to avail business loan under Credit guarantee without mortgaging of land or any collateral. Provision in this act must be made to punish the erring bank and financial corporation’s officials in Nagaland who misguide and keep information from the customers on credit guarantee schemes and insist on mortgaging of property for loans. NEW DELHI, OCT 22 (PTI): A Delhi court on Friday denied bail to JNU student Sharjeel Imam in a sedition case lodged against him for allegedly delivering an inflammatory speech and inciting violence during the CAA-NRC protests in 2019, saying free speech cannot be exercised at the cost of communal peace and harmony. Imam on December 13, 2019, had allegedly delivered a provocative speech, which, according to the police, resulted in riots two days later when a mob consisting of over 3,000 people attacked police personnel and torched several vehicles in the Jamia Nagar area in south Delhi. Rejecting his bail plea, Additional Sessions Judge Anuj Agrawal, however noted that the evidence in support of the allegations that the rioters got instigated by Imam’s speech and thereafter indulged in the acts of rioting, mischief, attacking the police party, was scanty and sketchy. The judge in his order said that cursory and plain reading of the speech showed that it was clearly on communal lines.

“The tone and tenor of the incendiary speech tend to have a debilitating effect upon public tranquility, peace, and harmony of the society,” the judge said adding that “it is no gainsaying that fundamental right of ‘freedom of speech and expression’ cannot be exercised at the cost of communal peace and harmony of the society.” The Delhi Police claimed that Imam instigated a “particular religious community” against the Central Government by creating unfounded fears in their minds regarding the Citizenship Amendment Act (CAA) and National Register of Citizens (NRC). The court highlighted a portion of Imam’s alleged inflammatory speech in

While maintaining that the evidence in support of the allegations that the rioters got instigated by Imam’s speech was scanty and sketchy, the court said “neither any eye witness has been cited by prosecution nor there is any other evidence on record to suggest that co-accused got instigated and committed the alleged act of rioting upon hearing the speech of Sharjeel Imam.” Further, the court said there is no evidence corroborating the version of prosecution that alleged rioters were a part of the audience addressed by Imam on December 13, 2019. It said that the essential link between the speech dated and the subsequent acts is conspicuously missing. The court said that the theory as propounded by investigating agency left gaping holes which leaves an incomplete picture unless the gaps are filled by resorting to surmises and conjectures or by essentially relying upon the disclosure statement of Iman and coaccused, he added.

Govt indulging in doublespeak over ‘Made in India’ slogan: Rahul

NEW DELHI, OCT 22 (PTI): Congress leader Rahul Gandhi on Friday accused the government of doublespeak over the ‘Made in India’ slogan, which he dubbed as a mere ‘jumla’ (rhetoric). His remarks came after Foreign Secretary Harsh Shringla expressed concern over the growing trade deficit with China as India’s trade with it grew by 49 percent in the first nine months of this year. “The Usual Doublespeak. #MadeInIndia #Jumla,” he said in a tweet.

this year, India’s trade with China touched USD 90 billion, an increase of 49 percent. The trade, however, remains unbalanced with a large trade balance in favour of China, Shringla had said. “Our trade deficit concerns are two-fold – the first is the actual size of the deficit. The trade deficit for the nine months period stood at USD 47 bn. This is the largest trade deficit we have with any country. Second, is the fact that the imbalance has continuously been widening,” Shringla had said.

NEW DELHI, OCT 22 (PTI): Digital financial services firm Paytm has received market regulator Sebi’s approval for its Rs 16,600 crore initial public offer, a source involved in the process said on Friday. The company expects to hit the bourses by the end of this month and is planning to skip the preIPO share sale rounds to fast-track listing. “Sebi has given approval for Paytm IPO,” the source said on condition of anonymity. The company’s plan of shelving the pre-IPO raise is not related to any valuation differences, the source added. Paytm is looking at a valuation of Rs 1.471.78 lakh crore. US-based valuation expert Aswath Damodaran, who is a professor specialising in finance at the Stern School of Business at New York University, has valued the unlisted shares of the firm at Rs 2,950 apiece.

NEW DELHI, OCT 22 (IANS): After the US, fresh voices are now being raised in the European Union (EU) to widen its probe into anticompetition practices of Amazon after it was accused of allegedly copying popular products and manipulating search results to boost its own brands in India. A Reuters report said on Friday that UNI Global Union has shot off a letter to the European Commission, demanding to widen their antitrust investigation of Amazon. “As further revelations of the scale of Amazon’s operations to undermine that level playing field surface, further action is needed to ensure it is held accountable at every turn,” according to the letter seen by Reuters. UNI Global Union, formerly Union Network International, is a global union federation for the skills and services sectors, gathering national and regional trade unions. It has affiliated unions in 150 countries representing 20 million workers. The head office is in Nyon, Switzerland. The European authorities are already investigating the e-commerce behemoth. Key suspect held for inciting violence on Hindus in B’desh to be interrogated DHAKA, OCT 22 (PTI): A 35-year-old Bangladeshi man, the key suspect who was arrested overnight in connection with a slew of violence against Hindus and mob attacks on temples in the country during Durga Puja festivities, would be interrogated by security agencies, police said on Friday. Iqbal Hossain was arrested from Cox’s Bazar sea beach area on Thursday night after a massive hunt and is suspected to be the one who placed a copy of the Quran at a Durga Puja venue in Cumilla, some 100 km southeast of Dhaka. Attacks on Hindu temples have been reported in Bangladesh since last Wednesday after an alleged blasphemous post surfaced on social media during the Durga Puja celebrations. DHAKA, OCT 22 (IANS): At least seven people were killed and seven others injured in clashes between two rival factions of Rohingya refugees at a camp in Bangladesh’s Cox’s Bazar district on Friday. Shihab Kaiser Khan, a senior Armed Police Battalion (APBn) official, told journalists that “the bodies of the seven Rohingya refugees have been recovered following the early Friday morning clashes”, reports Xinhua news agency. He said a Rohingya refugee has already been detained with weapons in this connection. Law enforcers were conducting raids in the refugee camp to arrest culprits responsible for the incident, he added. He could not immediately confirm the cause of the clash. The incident occurred weeks after a Rohingya leader was killed in a Cox’s Bazar refugee camp. Mohib Ullah, chair of the Arakan Rohingya Society for Peace and Human Rights (ARSPH), was shot and killed by unidentified gunmen in Cox’s Bazar’s Kutupalong Rohingya refugee camp on September 29.

Officials initially said that the blast killed seven people and left nine missing, but hours later announced that all those missing were dead. WASHINGTON, OCT 22 (PTI): India is among the select few countries which are developing hypersonic weapons, an independent Congressional report has said, amidst a media report which claimed that China recently tested a nuclear-capable hypersonic missile which circled the globe before missing its target, demonstrating an advanced space capability that caught US intelligence by surprise. The independent Congressional Research Service (CRS), in a latest report this week, said that although the US, Russia and China possess the most advanced hypersonic weapons programmes, a number of other countries, including Australia, India, France, Germany and Japan, are also developing hypersonic weapons technology. While Australia has collaborated with the US,

India has collaborated with Russia on this, the CRS said in its report. India has collaborated with Russia on the development of BrahMos II, a Mach 7 hypersonic cruise missile, the CRS report said. “Although BrahMos II was initially intended to be fielded in 2017, news reports indicate that the programme faces significant delays and is now scheduled to achieve initial operational capability between 2025 and 2028. “Reportedly, India is also developing an indigenous, dual-capable

hypersonic cruise missile as part of its Hypersonic Technology Demonstrator Vehicle programme and successfully tested a Mach 6 scramjet in June 2019 and September 2020,” the CRS said. India operates approximately 12 hypersonic wind tunnels and is capable of testing speeds of up to Mach 13, said the Congressional report which is prepared by independent subject area experts for members of the US Congress. The Financial Times this week reported that China has tested hyperson-

However, China denied it, saying it tested a hypersonic “vehicle” and not a nuclear-capable hypersonic “missile” as reported by the leading British newspaper which also said that the missile missed its target by about two-dozen miles. The report said that China tested the nuclearcapable hypersonic missile in August that circled the globe before speeding towards its target, demonstrating an advanced space capability that caught US intelligence by surprise. According to the CRS, since 2007, the US has collaborated with Australia on the Hypersonic International Flight Research Experimentation (HIFiRE) programme to develop hypersonic technologies. The most recent HIFiRE test, successfully conducted in July 2017, explored the flight dynamics of a Mach 8 hypersonic

glide vehicle, while previous tests explored scramjet engine technologies, it said. HIFiRE’s successor, the Southern Cross Integrated Flight Research Experiment (SCIFiRE) programme, is to further develop hypersonic airbreathing technologies. SCIFiRE demonstration tests are expected by the mid-2020s. In addition to the Woomera Test Range facilities, one of the largest weapons test facilities in the world, Australia reportedly operates seven hypersonic wind tunnels and is capable of testing speeds of up to Mach 30, the report said. Like India, France has also collaborated and contracted with Russia on the development of hypersonic technology. And Japan is developing the Hypersonic Cruise Missile (HCM) and the Hyper Velocity Gliding Projectile (HVGP), it said.

SHARJAH, OCT 22 (IANS): A clinical bowling performance by Sri Lanka set up an eight-wicket thrashing of the Netherlands in the final Group A match of the ICC mens T20 World Cup at the Sharjah Cricket Stadium here on Friday. By demolishing the Netherlands, Sri Lanka have signed off from Round 1 as Group A topper. They will be joined by second-placed Namibia in the Super-12 stage of the tournament. Chasing a paltry 45, Pethum Nissanka departed for a five-ball duck, miscuing the loft to mid-on off Brandon Glover in the sec-

ond over. Four overs later, Charitha Asalanka (6) was dismissed similarly by Paul van Meekeren. Kusal Perera slammed six boundaries in his unbeaten knock of 33 to seal a hat-trick of wins for Sri Lanka with 77 balls to spare. Earlier, the Netherlands had a disastrous start as’Max O’Dowd was runout by a direct hit from Dasun Shanaka on the fourth ball of the innings. With two wins from three matches, Namibia join Sri Lanka in Super 12 stage from Group A while Ireland are eliminated, just like Netherlands. Gerhard Erasmus topscored for Namibia with a 49-ball 53 not out while David Wiese contributed 28 not out as they chased down the target of 126 with nine balls to spare. In the first match of the day, Mele FC Noklak eased over Khuzama United with a score of 4-2. Playing for Mele FC, Zaiphu scored two goals

back-to-back in a span of 60 seconds in the 18th and 19th minutes. Luck favoured the team when their opponents Khuzama United scored an own-goal and later the final deal was made when Tangsol netted the fourth goal in the 63rd minute of the game. The two goals for Khuzama United were scored by Zevito Khizho and Zayiesa Sale in the 27th and 50th minutes of the game respectively. KO H I M A , O C T 2 2 (NPN): First inter-departmental badminton tournament kicked off on Friday evening at multi-purpose hall Nagaland Legislative Assembly Kohima. The tournament was organised by Inter Department Badminton Club (IDBC) Kohima, comprising of Minister for Planning & Coordination, Land Revenue and Parliamentary Affairs, Neiba Kronu, who graced

the inaugural programme as the special guest. The minister in his brief address acknowledged the IDBC Kohima for organizing the event stating that it was a good beginning wherein more than 50 teams from different departments are taking part in the event. Admitting that Nagaland could not perform well in sports while neighbouring states like Manipur have gone ahead, however with the infrastructure coming in shape, Kronu exuded

confidence that the sports scenario in the state will improve. “Badminton was a game that was dominated by Asian players- hopefully Nagaland will also be able to produce good players to represent the state in a bigger arena”, he added. Convener IDBC Shanavas C introduced the players and also delivered welcome address. Besides the players’ participation from different departments, a host of legislators are also taking part in the event. Minister planning and coordination, Neiba Kronu also participated in the tournament (men’s double) representing his planning department. The two-day event will culminate on Saturday. Altogether, 55 teams including six teams from women (women’s doubles), seven mix doubles from 22 departments are taking part in the tournament.

ODENSE, OCT 22 (PTI): Returning to action after a break, India’s double Olympic medallist P V Sindhu on Friday bowed out of the Denmark open badminton tournament after losing in straight games to world no 8 Korean An Seyoung in the women’s singles quarterfinals here. Playing her first tournament since winning the bronze medal at the Tokyo Olympics in August, Sindhu couldn’t match her fifth seeded young Korean rival, going down 11-21 12-21 in 36 minutes. Sindhu had also lost to An Seyoung in straight games the last time they clashed here two years ago in their only career meeting. The reigning world champion, who had taken a break to rejuvenate after a hectic Olympics campaign, just couldn’t find a way across the attacking game of the Korean, who was always a step ahead during

the contest. An Seyoung made a superb start and took just six minutes to grab a massive seven-point lead at the break with Sindhu unable to find a crack in the Korean’s game. The Indian tried to control the net but committed few unforced errors with the Korean showing great athleticism to return everything thrown at her. The Korean domi-

nated the forecourt and played some exceptional shots, including a few diving forehand returns, to lead 16-8. In the end, Sindhu netted to give 10 game points to the Korean, who sealed the opening game when the Indian erred again. Sindhu tried to change her tactics by playing high lifts but she was not disciplined enough and after trailing 7-8 at one stage, she

slipped to 8-11 at the break. It was a one-way traffic after the interval as An Seyoung jumped to 20-10 in a jiffy. Sindhu saved two match points before committing another error. On Thursday night, India’s Sameer Verma notched up a stunning straight-game win over world no.3 Anders Antonsen to storm into the quarterfinals but it was curtains for Lakshya Sen at the Super 1000 tournament here. World No 28 Sameer, who had qualified for the World Tour Finals in 2018 after winning three titles, produced a sensational performance to outwit local hero Antonsen 21-14 21-18 in a 50-minute men’s singles battle. The 27-year-old from Madhya Pradesh will lock horns with 33-year-old Tommy Sugiarto, a bronze winner at the 2014 World Championships. However, it proved to be too daunting a task for

Sameer opened a 2-0 lead before increasing it to 11-6 at the break. The Indian kept his nose ahead, crushing all attempts by the Danish player to make a comeback. He comfortably sealed the opening game with three straight points. The second game was slightly tighter but Sameer ensured that he held on to his two-point lead throughout after being 5-3 up early on. Sameer entered the interval at 11-8 and didn’t allow Anderson to make any comeback.

Fifth Test between India and Eng rescheduled to July 2022

LONDON, OCT 22 (PTI): The fifth and final Test between India and England, which was suspended due to a COVID-19 outbreak in the visitors’ camp last month, was on Friday rescheduled to July next year. The England ad Wales Cricket Board announced that the game has been moved to Edgbaston from Manchester and will be part of India’s white-ball tour. The match will be held from July 1. “With India leading the series 2-1, the concluding fifth match will now take place from July 1, 2022, at Edgbaston, following an agreement between the England and Wales Cricket Board (ECB) and the Board of Control for

Cricket in India (BCCI),” said the ECB in a statement. “Ticket holders do not have to take any action as all tickets will remain valid for the equivalent rearranged matchday at their host venue. “Host venues will communicate the new fixture details to ticket purchasers and the options available to them, including the timeframe for requesting a refund if they are not able to attend the new match day,” the ECB added. Last month, BCCI President Sourav Ganguly, in an interview to PTI, had made it clear that the rescheduled match would be an extension of the series and not a standalone game.
