DIMAPUR, SEP 22 (NPN): Core Committee on Naga political Issue (CCoNPI) on Wednesday held its second round of talks with leaders of NSCN (I-M), at Rhododendron Hall, Chümoukedima Police Complex, Dimapur. Interacting with media persons after holding talks for more than two hours, CCoNPI member-secretary and minister Neiba Kronu said both delegations had a fruitful meeting. He asserted that both parties updated each other on the latest political situation. Kronu further added that the committee was
trying its best to bring all entities together. He also said CCoNPI has sent the message to NSCN (I-M) leaders that talks should be resumed at the earliest. He also added that the committee would hold talks with all entities. When asked if the committee would also meet with all three entities together, Kronu said, CCoNPI as facilitator, would try its best and maintained that it would be best if all entities come together and talk. “The committee would try its best for all three entities to come together and have the talk under the same table,” he stated. When asked if the state
Neiba Kronu (NP)
government had appealed the three groups to come together and hold talks, Kronu asserted that all will eventually have to come together as there was going to be only one solution. “When it is going to be one solution, from any corner they also have to
come together”, he stated. When asked what was the main issue of the ongoing talks, Kronu hinted that it was about a communication gap. “There was a communication gap I would say. If we can sit across the table, they would understand each other”, he stated. When asked if Naga constitution and flag was not the issue anymore, Kronu said that this could be best answered by the negotiation parties. “We leave such issues to the negotiating parties”, he added. Kronu also maintained that it depended on the negotiating parties as to when Naga solution could be secured.

the Interlocutor after being appointed as the Governor of Tamil Nadu. “R N Ravi’s resignation as interlocutor for the Naga peace process, submitted by him today (Wednesday), has been accepted with immediate effect by Government of India,” a home ministry spokesperson told PTI. Since the post of Interlocutor has fallen vacant, sources said Mishra was likely to be appointed as the new interlocutor in the next few days. However, another source said it
was unlikely that government of India would appoint a new interlocutor as formal talks has concluded. The source added that Mishra would continue his role as government of India’s representative and engage with Naga Political Groups and try to bring together the groups to ink the final agreement. Ravi was appointed as the Interlocutor for Naga talks after the Modi government took over in 2014. He was also later appointed as Nagaland Governor in 2019.

Bats with Covid-like viruses found in China’s neighbour Laos: Study PARIS, SEP 22 (AGENCIES): Scientists have discovered another clue to the origins of the virus that causes Covid-19, with bats living in caves in Laos found to be carrying a similar pathogen that experts suggest could potentially infect humans directly, reports AFP. The virus has killed millions since it emerged in China in late 2019, and controversy continues to swirl around where it came from. Some experts say it is animal-driven but
others have pointed to the possibility the pathogen leaked from a laboratory. Researchers from France’s Pasteur Institute and the National University of Laos said their findings showed that viruses genetically close to the SARS-CoV-2 virus “exist in nature” among bat species in the limestone caves of northern Laos, which neighbours China. Of the viruses they identified among the hundreds of bats tested in

The concerned families will submit their claims through a form issued by the state authorities along with specified documents, including those certifying the cause of death. The district disaster management authorities will ensure that the process of claim, verification, sanction, and disbursal is simple, robust, and people-friendly. “All claims must be settled within 30 days of submission of the required documents, and disbursed through the Aadhaar-linked direct benefit transfer procedures,” the Centre’s affidavit said. On September 3, the top court had expressed displeasure over delay in framing of guidelines for issuance of death certificates to the families of those who died of COVID-19. The apex court had in its June 30 verdict directed the NDMA to recommend within six weeks the guidelines for ex-gratia assistance on account of loss of life to the family members of persons who died due to COVID-19.
of this pandemic,” Marc Eloit, who leads the Pasteur Institute’s pathogen discovery laboratory, told AFP. Eloit, whose team analysed the samples collected, said there were still key differences between the viruses found and SARS-CoV-2. But he said the work was “a major step forward” in identifying the pandemic’s origin, confirming the theory that the coronavirus that has spread across the world could have started with
living bats. The authors of the study, which has been submitted to Nature for peer review, warned that their findings suggest the new viruses “seem to have the same potential for infecting humans as early strains of SARS-CoV-2”. “People working in caves, such as guano collectors, or certain ascetic religious communities who spend time in or very close to caves, as well as tourists who visit the caves, are particularly at risk of being exposed,”
the authors said. International experts sent to China by the World Health Organization (WHO) in January concluded that it was most likely that the SARS-CoV-2 virus jumped from bats to humans via an intermediate animal. A competing hypothesis that the virus leaked from a laboratory like the specialised virology laboratory in Wuhan was deemed “extremely unlikely”, although it has yet to be ruled out.
called for “shutter down” protest in Dimapur against multiple taxation by NPGs and government agencies and government’s failure to respond to their representation submitted to the chief secretary. The CNCCI representation had demanded immediate resolution of multiple taxation by NPGs, removal of all forms of taxes/fees collected by civic bodies on items that come under GST regime, immediate implementation of SARFAESI Act and representation from trade bodies in all municipal, town and ad-hoc town councils.

2,479 rhino horns burnt in Assam
BOKAKHAT (ASSAM), SEPT 22 (PTI): Assam on Wednesday consigned to flames 2,479 rhino horns, world’s largest stockpile destroyed in a single day, to bust a myth that the horns have miraculous medicinal properties. The move by Chief Minister Himanta Biswa Sarma is part of an effort to curb poaching of the endangered one-horned Indian rhinoceros. ‘’We want to give a strong message to the world that the rhino alive with the horn on its head is precious to us, and not a dead animal with its pride removed by poachers or those kept in the government treasuries’’, the Chief Minister said. The ritualistic burning of the rhino horns was done publicly at Bokakhat on the occasion of World Rhino Day in the presence of the Chief minister, some of his cabinet colleagues including Forest and Environment Minister Parimal Suklabaidya and local AGP MLA and Agriculture
The move by CM Himanta Biswa Sarma is part of an effort to curb poaching of the one-horned Indian rhinoceros.
Minister Atul Bora, senior forest department officials and conservationists in a first of its kind exercise in the country. Indian laws as well as international conventions forbids sale of body parts, whether of humans and animals, both by individuals and governments and Assam committed to follow it, Sarma said. ‘’A section of people have questioned us why we are burning the horns when
it can be sold and the government could earn revenue. ... I ask them is it right to sell kidneys when people are ready to pay huge amounts for them,” he asked. The chief minister argued that since the horns have no proven medicinal values, allowing them to be sold tantamounted to cheating people and encouraging poaching. The burning of 2,479 rhino horns makes it clear that Assam will never trade
in rhino horns, people of the state do not believe that the horns have medicinal values and that the living rhino will be respected and protected in their natural habitats, he said. ‘’Just like all communities, whether they are Hindus, Muslims or Christians, send away their beloved ones with rituals and prayers, we also decided to send our beloved to the other realm in the same manner’’, he said. There are an estimated 2,600 rhinos in Assam’s Kaziranga, Manas, Orang National Parks and Pobitora wildlife sanctuaries. Poaching of the animal has declined considerably with poachers realising that during ‘’the tenure of this government, it will not be easy to kill an animal in the state’’, the Chief Minister claimed. It has also been decided to set up a Natural History Museum at Kaziranga National Park where 94 rhino horns, extracted from those animals that had died naturally, will be kept and preserved scientifically
as heritage pieces for academic purpose and public viewing, he said. The world’s largest rhino recorded, with a standing height of 42.5 cm, and the heaviest horn at 3.05 kgs, will also be on display at the Museum, Sarma said. The state Cabinet on September 16 had decided to destroy 2,479 of the 2,623 reconciled rhino horns, stockpiled in the treasuries of different districts, while 29 rhino horns, including 19 genuine and 10 fake, under court cases would be preserved with due procedures. The Chief Minister also said in future horns of those rhinos that die naturally or in accidents will be burnt annually. He also announced that restrictions imposed due to COVID pandemic will be lifted at Kaziranga National Park from October 1 as people associated with tourism have been adversely affected with proviso that both tourists and local people associated with the trade, must be vaccinated.

Revanth Reddy attacked both the Central and the state governments for their “anti-people” policies. He alleged that both the governments were making life miserable for common man by imposing burdens in the form of taxes. Senior Congress leader and former MP Madhu Yaskhi claimed that opposition parties have come together on a common platform and described this as a key development. He slammed Prime Minister Modi for undertaking foreign visits when the country was rocked by the Corona pandemic. He hit out at Modi government for putting the public sector undertakings on sale and alleged that attempts were being made to hand them over to select
BJP govt has usurped credit of our work in UP: Akhilesh Yadav
Akhilesh Yadav
LUCKNOW SEP 22 (PTI): Samajwadi Party chief Akhilesh Yadav on Wednesday accused the Yogi Adityanath government of usurping the credit of his developmental work in Uttar Pradesh and failing to even read the BJP manifesto, forget about keeping its poll promises. In a statement, he also charged the saffron party government with weakening the democracy of the country by “sustained attack on various institutions”. “The BJP has no shame (laaz) that it did not read even a single page of its ‘sankalp patra’ of 2017 assembly elections and failed to implement any of the promises,” Yadav said, adding ahead of the assembly
polls, they have now begun beating their own trumpet through advertisements. “This attitude of breaking promises (wadakhilaphi) is a form of corruption. Spending state resources without doing any work of public interest is betrayal with the people,” he said. The SP president alleged that the saffron party would try to “manipulate” voting at the booth level during the elections early next year and asked party workers to be cautious of it. Arrears of sugarcane growers ride in electricity rates, problems of weavers and unemployed youths, atrocity against women and rising crime graph are the hallmarks of the BJP rule in UP, he said. Yadav also attacked the Union government accusing it of weakening the country’s economy by demonetisation and enforcing GST. “ T h e g o ve r n m e n t which weaved a dream of five trillion economy is conspiring to confuse people with the help of advertisements,” he said.
Will fight Sidhu’s elevation to Chief Ministership: Amarinder
CHANDIGARH, SEP 22 (IANS): Amarinder Singh on Wednesday said he would fight Navjot Sidhu’s elevation to Punjab Chief Ministership tooth and nail, and was ready to make any sacrifice to save the country from such a “dangerous man”. Even as he reiterated his intention to counter any move to make Sidhu the state’s Chief Minister face, Amarinder Singh said he will pit a strong candidate against him in the 2022 Assembly polls to ensure his defeat. “He (Sidhu) is dangerous for the state,” said the former Chief Minister in a series of media interviews. Asserting that he will only leave politics on a high, he said: “I was ready to leave after a victory but never after a loss.” He disclosed that he had offered his resignation to party President Sonia Gandhi three weeks earlier but she had asked him to continue. “If she had just called me and asked me to step down, I would have,” he said, adding that “as a

soldier, I know how to do my task and leave once I am called back”. He said he had even told Sonia Gandhi that he was ready to hang his boots and allow someone else to take over as the Chief Minister after leading the Congress to another sweeping win in Punjab. “But that did not happen, so I will fight,” he asserted, taking strong exception at being subjected to “humiliation” by calling a Congress Legislative Party meeting in a secretive manner, without taking him into confidence. “I would not have taken MLAs on a flight to Goa or some place. That is not how I operate. I don’t do gimmicks, and the Gandhi
siblings know that is not my way,” he said, adding: “Priyanka and Rahul (Gandhi) are like my children... this should not have ended like this. I am hurt.” He claimed that the Gandhi siblings were “quite inexperienced” and “their advisors were clearly misguiding them”. Indicating that he was still keeping his political options open, the former Chief Minister said he was talking to his friends before deciding on his future course of action. “You can be old at 40 and young at 80,” he quipped, making it clear that he did not see his age as a hurdle. On allegations of inaccessibility, Amarinder Singh said he had been elected to the Vidhan Sabha seven times and twice to the Parliament. “There must be something right with me,” he remarked, adding that the Congress leadership had evidently decided on making the change (in Punjab) and were trying to make up a case.
TMC muzzling the voice of the people: Majumder KOLKATA, SEP 23 (PTI): Newly appointed West Bengal BJP president Sukanta Majumder Wednesday claimed that the ruling TMC in West Bengal is muzzling the voice of the people in an undemocratic manner. He said the people of the state are afraid to air their views openly in the TMC regime. Claiming that TMC does not want people to exercise their franchise, the BJP leader said he does not know the reason behind it. Majumder, who was speaking to reporters, said “I will ask everyone to vote (in the coming assembly

Terming the TRS as the BJP’s “B team”, the Congress leader said unemployed in the state were committing suicides as the state government was not issuing job notification to fill vacancies in various departments. opposition BJP activists and leaders are being attacked since the day of counting of the state assembly poll,” he said. On allegations of graft against TMC leaders in the smuggling of coal and sand and in distribution of relief after Cyclone Amphan, Majumder said “TMC leaders
are steeped in corruption everywhere, even in villages. They are demanding cut money for every project.” The Enforcement Directorate is sending “invitation letters” to some TMC leaders, the BJP leader said referring to summons to TMC heavyweights by the central agency in recent times but did not elaborate. On TMC MP Sougata Roy holding the Narendra Modi government responsible for skyrocketing fuel price, Majumder said he should ask his party supremo (Banerjee) to bring petrol and diesel under GST. “If petrol and diesel are brought under GST, I
am sure the price will be below Rs 70 for every litre. Why is Chief Minister Mamata Banerjee is not issuing a one line statement announcing the same?” he added. In a dig at Roy, Majumder said “An elderly leader like him was seen wading through knee deep water before his residence. It was such a sad sight. He should rather think about the ways to contain waterlogging.” To another question about the agitation by applicants to contractual teacher posts, he said that there has been largescale corruption in recruitment of teachers in Bengal.

the party is contemplating a new CM face so that the 2019 Lok Sabha results are not repeated in the 2024 parliamentary elections. In fact, veteran strategist Prashant Kishor has chalked out a comprehensive strategy and submitted it to Congress president Sonia Gandhi. Gandhi, they said, had shared it with veteran leaders like Ambika Soni and other senior leaders. In his report, Kishor has rec-
ers this will be done. However, Gehlot is back in action now. Since the last two days, he has started taking regular meetings and has called a cabinet meeting on Wednesday. So now there should not be any reason for a delay, said a party worker, adding that ‘Nikamma’, ‘Nakara’ (Pilot as quoted by Gehlot) has become the role model for Congress leaders Rahul Gandhi and Priyanka for his silence after facing so many insulting comments. He will now be rewarded for standing with the party. The Pilot camp is quite happy that the Punjab tussle is over and is expecting similar action in the state. They want to see their leader as the next Chief Minister, however, there are chances that Pilot will be made the Pradesh Congress Committee chief. The other fact which makes them happy is that the much-awaited cabinet expansion and political appointments will finally take place soon. Now all eyes are on Delhi to see what decision the high command takes, said Congress sources.

JAIPUR, SEP 22 (IANS): After the dethroning of Captain Amarinder Singh as Punjab CM, next will be the turn of Rajasthan to see major changes, said veteran Congress leaders while speaking to IANS. Former deputy CM of Rajasthan and ex-PCC chief Sachin Pilot recently had a long discussion in Delhi over the pending issues in the desert state and this time the high command wants to take strict action, close on the heels of Punjab, here too, said party leaders from the Pilot camp. “These changes, the high command feels, are required not only for the upcoming assembly polls in 2023 but also for the Lok Sabha polls in 2024,” they added. “In December 2018, the Congress won 99 seats out of 200 and Ashok Gehlot was made the CM even though he was not the CM face during the poll campaign. After five months of these elections, Lok Sabha polls were held, where Congress scored a duck out of 25 seats.” Now, the next elections are scheduled in 2023 and

Tackling collection racket
W
hile much has been heard about illegal, unauthorized or forcible taxation during the decades, nothing has been seen about the state government doing its part in putting an end to these activities which have spread like the coronavirus, destroying the economy and business or investment confidence. The inability of the government is clearly an evidence of its willful lack of political will to protect its citizens against those who commit daylight robbery at will. In response to the demand of the Confederation of Nagaland Chamber of Commerce and Industry(CNCCI) to prevent rampant and multiple collections in the state, the state government has promised to deploy more policemen. The problem is that if this is a strategy, then it will require a few police battalions to patrol entire Dimapur district while it is certain this won’t be of any use against illegal collections. Traders and firms have been crying hoarse against open collections at check gates by several police groups, half a dozen stat government agencies, around a dozen Naga political groups, the DMC and scores of so-called voluntary organizations. While not suggesting that the state government probably had in mind the old idiom ‘send a thief to catch a thief’ to tackle rampant collections by proposing to deploy more uniformed personnel; it’s still going to be a futile exercise since no authority, be it in the district or state-level are willing to take on the powerful dons involved. Even without being told, police know and very well, if not too well, that extortion had led to protest closures of shops on several occasions also after businessmen were abducted and sometimes murdered. People’s anger against rampant extortions that come with threats of dire consequences, is worsened by the sorry state of affairs and tolerance to crimes in Nagaland. Unfortunately, there is an evolving phenomenon that has witnessed in Dimapur and which can be called as a white collar crime enterprisesyndicates. Syndicates are controlled by the people who graduated from collections and lifting it to another level. Unlike collections, whether at check gates or godowns or shops; syndicates control the sale and distribution network in the market in a legal way. According to various sources such as ACAUT etc, the entire Dimapur market has been streamlined into syndication. There are syndicates controlling hardware business, public transportation, carriers, motor parts, electrical items, construction items such as cement, marble slabs, fish, meat, poultry, forest export etc. The market syndicates protect the interests of membertraders. The system ensures that traders approved by the syndicate can do business-buying and selling items. Any firm who does not pay the ‘fee’ or tax to the syndicate(s)are not allowed to do business. In other states like Delhi and even Assam, special cells comprising of highly efficient, reputed and highly motivated anti-crime officers and men have been formed. Since extortion is a very sensitive and potentially risky business, these cells are insulated from any external interference. Tackling crime demands a more focused and intensive research on the scenario so as to come up with better and efficient methods to prevent crimes instead of resorting to a symbolic fire fighting exercise. A result-oriented strategy and reward system for performance should reverse the trend of passive resistance and pandering to interferences.
DailyDevotion The Missionary’s Master and Teacher
You call Me Teacher and Lord, and you say well, for so I am ….I say to you, a servant is not greater than his master… —John 13:13, 16 To have a master and teacher is not the same thing as being mastered and taught. Having a master and teacher means that there is someone who knows me better than I know myself, who is closer than a friend, and who understands the remotest depths of my heart and is able to satisfy them fully. It means having someone who has made me secure in the knowledge that he has met and solved all the doubts, uncertainties, and problems in my mind. To have a master and teacher is this and nothing less— “…for One is your Teacher, the Christ…” (Matthew 23:8). Our Lord never takes measures to make me do what He wants. Sometimes I wish God would master and control me to make me do what He wants, but He will not. And at other times I wish He would leave me alone, and He does not. “You call Me Teacher and Lord…”— but is He? Teacher, Master, and Lord have little place in our vocabulary. We prefer the words Savior, Sanctifier, and Healer. The only word that truly describes the experience of being mastered is love, and we know little about love as God reveals it in His Word. The way we use the word obey is proof of this. In the Bible, obedience is based on a relationship between equals; for example, that of a son with his father. Our Lord was not simply God’s servant— He was His Son. “…though He was a Son, yet He learned obedience…” (Hebrews 5:8). If we are consciously aware that we are being mastered, that idea itself is proof that we have no master. If that is our attitude toward Jesus, we are far away from having the relationship He wants with us. He wants us in a relationship where He is so easily our Master and Teacher that we have no conscious awareness of it— a relationship where all we know is that we are His to obey.

India’s transition from climate change to climate justice T he latest Intergovernmental Panel on Climate Change report enlists Climate Change as one of most pressing international issue. Though started in 1960’s as an environmental concern, it has evolved into social rights issue for which a practical but principled localised solution is urgently required. Vulnerability to climate change induced consequences spreads across socioeconomic, demographic and geographic diversities. Coastal areas, the most affected by climate change, have high prevalence of climate-sensitive diseases like malaria, diarrhoea, and malnutrition. Unfortunately, the phenomena of climate change has created a social divide pushing countries with the lowest levels of historical emissions and development to suffer some of the most severe consequences of climate change. The Paris Agreement accords equal emphasis to climate justice in ensuring climate positive impacts. Climate justice is about safeguarding the rights and interests of the poor and marginalized sections of
I
society, who are often at the receiving end of climate change induced vagaries. The notion of “climate justice” has consequently emerged as a way to coalesce equity quotient in climate change. Climate justice is not limited to compensating the affected, but providing them fair access to natural resources, technology transfer, equitable development and environmental rights. It endeavors to benefit the whole of mankind, irrespective of national affiliation and is premised on Common but Differentiated Responsibilities and Respective Capabilities of United Nations Framework Convention on Climate Change. At COP 26, the goal should be to secure climate justice by developing countries scaling up their mitigation and adaptation actions based on the provisions of the means of implementation (finance, technology transfer, capacity building) by developed countries. India faces the twin challenge of achieving poverty eradication and sustainable development. Prime Minister Narendra Modi
climate change mitigating measures. It has voluntarily committed targets which are unprecedented to developing country standards. We have committed to reduce emissions intensity of GDP by 33-35% by 2030, from 2005 levels. To achieve these targets, apart from gradually shifting to energy production through renewable resources, we also lay emphasis on consumption side changes by tweaking nonessential lifestyle choices. To achieve the dual objective of reducing the electricity as well as water consumption in agriculture fields by replacing traditional methods with drip irrigation scheme Per Drop More Crop, Pradhan MantriKisanUrja Suraksha EvamUtthanMahabhiyan (PM-KUSUM) has already started in many states which aims to provide agricultural solar pumps on 90% subsidy. India’s initiative of solar alliance is not only to shift the world power source from non-renewable to renewable energy but also provide affordable electricity to the most marginalised sections of the society. The initia-
Part 2: Women Empowerment through Administrative Reforms
n the month of March, 2021, the UPSC sought applications from “talented and motivated Indian nationals willing to contribute towards nation building” for “lateral entry” into the government by advertising 3 posts of Joint Secretary and 27 posts of Director in central government departments. This was after the Modi government launched its ambitious lateral entry scheme two years ago. According to UPSC, the contract would be for a period of three yearsand the postsare“unreserved”, meaning there is to be no quota for SCs, STs and OBCs.The lateral entrants are required to have 15 years of experience for the position of joint secretaries, and 10 years for the position of directors. For the sake of good governance and women empowerment, the Rising People’s Party is of the opinion that ‘lateral entry’ of Naga women into the bureaucracy is the need of the hour. In Nagaland, the biggest setback to women empowerment is the fact that no woman has ever sat in the state legislative assembly. While Nagaland has produced many distinguished women, there has been an absolute dearth of women in policy making bodies at the top. The bottom is even worse. As an example, the Nagaland Village Council Act envisions women constituting 25% of the VDB membershipand whereas this statutory obligation is rarely fulfilled. If at all women constitute membership in the VDBs, they are mostly reduced to serving chais (tea) and biscuits during meetings. Woman may constitute almost half of the population but their pres-
C
has always emphasised on the indispensability of climate justice in combating climate change. Today India leads the world in providing a sustainable and inclusive economic growth. Narendra Modi, even during his previous stint as the Chief Minister of Gujarat, took keen interest in climate change measures. It was under his leadership that India took a quantum leap in field of solar power generation when Asia’s largest solar park/ field (500MW), spread across 3,000 aces was inaugurated in Charnka, Gujarat. This climate justice induced measure endeavoured to achieve solar power economically, thereby making it accessible to the most vulnerable and downtrodden lot. The Gujarat model of canal-top solar power generation project, apart from saving precious fertile agricultural land, also helps in water preservation in an otherwise water-scarce state. As an environmentally conscious and responsible nation, India has emerged as one of the leading countries to incorporate climate justice as an essential ingredient of
ence is almost nil in gender equity and policy making discourses. These are historical aberrations which need to be rectified with hard decisions. Lateral entry is one such hard decision which the RPP is willing to implement if it comes to power. The RPP will only consider women for lateral entry for which suitable amendment will be made in the NPSC. There is no argument that having the required number of women at sensitive positions at the middle and senior level of the bureaucracy will also lessen the impact of endemic corruption in the state. Corruption-free governance and good governance is invariably related to women empowerment as well. Lateral entry is never random. The whole purpose of lateral entry is to bring in domain experts – undiluted by the ‘quota’ clamour – people who are noted in their areas of expertise, such as academicians, financial experts, economists, community enablers, captains of Industry with IIT/MBA backgrounds, educationists, etc., who can take the concerned departments/Ministry a step ahead given their years of experience in their respective fields. Most lateral entry points are Joint Secretary-level with pay and pensions at par with direct recruits. Women entrants will be tasked with taking care of critical departments such as Health & Family Welfare, Social Welfare Department, Education, Agriculture and allied departments, Tribal affairs, etc. In the light of NITI Aayog’s assessment or failed report card for the state, it’s direly important that women hold senior positions where critical policy decisions are
conjured and implemented. The main reason for lateral entry has been succinctly put by NC Saxena, a retired IAS officer. Writing in The Wire, he said,“The IAS officers too lack the necessary domain knowledge so essential for effective policymaking and delivery….A high degree of professionalism ought to be the dominant characteristic of a modern bureaucracy. The fatal failing of the Indian bureaucracy has been its low level of professional competence. The IAS officer spends more than half of his tenure on policy desks where domain knowledge is a vital prerequisite. However, in the present environment, there is no incentive for a young civil servant to acquire knowledge or to improve their skills. As years pass by, there is thus an exponential growth in both his ignorance and arrogance.” Apart from lateral entry, the RPP envisions filling up women in constitutional and statutory bodiestoo which will bring the much needed balance in the system and dynamism in governance. According to UN Women, “Women’s representation in local governments has made a difference. Research on panchayats in India discovered that the number of drinking water projects in areas with female-led councils was 62 per cent higher than in thosewith maleled councils.” By bringing in lateral entry for women, the RPP will be giving thrust to women empowerment and good governance at the same time. Issued by Rising People’s Party
tive will not only shift jobs in the green sector but also provide ample opportunities to underdeveloped countries in becoming atmanirbhar in terms of energy. The government has launched a water conservation scheme that would focus on renovation of water bodies, regulating industrial consumption, harvesting rainwater and reuse of wastewater. Under the Jal Jeevan Mission-HarGhar Jal scheme, every rural household is to be provided with a functional tap water connection by 2024. PM UjjwalaYojana, is one of the many inclusive schemes which provides clean cooking fuel to poor households, apart from safeguarding the health of women and children from several respiratory diseases caused by burning of firewood, coal, dung-cakes etc. The climate justice goals should also include protecting the faunas from the impact of anthropogenic climate change. India has taken lead by constructing world’s largest wildlife corridor in the PenchKanha Tiger Reserve. It is the only country having 60% of tigers population with the largest
tiger conservation program, the only country having Asiatic lions and running many other species specific conservation programs. Respect for nature is ingrained in India’s civilisational ethos and the same is exhibited from PrithviSukta in the ancient Atharvaveda to Doctrine of Trusteeship propounded by Mahatma Gandhi in modern times. India statutorily recognised the rights of the tribals who are playing a key role in maintaining the sustainable environment through their traditional knowledge. Climate justice is an imperative for India, which needs to leverage its green and pro-nature commitment to ensure carbon and policy space for its developmental and global aspirations. Under Prime Minister’s leadership we are committed for an equitable environmental policy encompassing inclusive environmental consciousness rather than merely government regulations. Bhupender Yadav is union minister of environment, forest and climate change & labour and employment
‘Educated Unemployment’
A
s many says and which is true that ‘educated and unemployment’ is a nonsymmetrical word. Yes, Unemployment has been the biggest socio-economic problem in almost all the developing countries. According to unemployment rate July 18, 2020, in India, 8.3 per cent were unemployed which also indicates 10.8 person unemployed in urban and 7.1 per cent in rural. India has a major problem of chronic disguised unemployment in the rural sector and the existence of unemployment among the educated classes. According to Keynes India is not only facing an unemployment problem but also a deficiency of effective demand due to shortage of capital equipment’s and other complementary resources. No less Nagaland also had recorded the highest unemployment rate with 21.4 per cent in 2020, also facing the same unemployment problem as the State is salary oriented and not job creation. Nagaland is a state of rich natural resources, yet it lacked unemployment rate at 5.6 per cent and as the present population increases the rate of unemployment is to raise more and more. The presentday school and colleges enrollment of students are more than the job government and private can offer. Educated unemployment level is also because of the high expectations of the job seekers and

An educated youth should know about the various schemes issued by the government and try to establish once own small firms. I would like to mention three sectors i.e., agriculture, tourism, and entrepreneur sectors. With the Pandemic, we had felt the pinch of how important Agricultural sector is, therefore this sector can also be explored more also in Nagaland there are only approx. 2% farmers and can see the deteriorating of farmers in every village, tourism sector is another sector where it can be explored more, as Nagaland is a tourist place with 33 villages and entrepreneur sector is also another sector where educated youths can also invest their mindset to bring reformation with innovative ideas. And the Government should also help find a way to tackle with the illegal tax collectors and encourage more so that the upcoming entrepreneurs or firms will have lesser problems and bring development. In this way, State Economy will also find a way to boost their revenue generation and lead to development and ease the burden of unemployment. S. Temsusenla Ao, Immanuel College Lingrijan

Time to be vigilant and kind
Sir,
The last two years have been tough on most of us. Many of us are just about finding our feet again after the devastating economic impact of the lockdown while there are some still struggling to make ends meet. During such times, it is really disheartening to observe that illegal taxation and extortion has increased even more. What is even more disheartening to note is that even teenagers have resorted to crime. In such times, we have to be more vigilant and even kind to help those in need. Cong demands probe in Gujarat PM Modi on 5-day visit to US: What’s on agenda drugs haul, Amazon ‘bribery’ case
NEW DELHI, SEP 22 ( AGENCIES): Prime Minister Narendra Modi has embarked on a five-day visit to the United States on Wednesday where he will address the UN General Assembly, attend the Quad Summit and will hold bilateral meeting with US President Joe Biden at the White House, reports Times of India. This is Modi’s first visit to the US since Biden assumed charge early this year. The two have met virtually on at least three occasions – the Quad summit in March, the climate change summit in April, and the G-7 summit in June this year. The PM is accompanied by a high-level delegation including external affairs minister S Jaishankar and national security advisor Ajit Doval.

‘Visit an occasion to strengthen strategic ties’ In a statement just before leaving for the US, PM Modi said he will conclude his visit with an address to the United Nations General Assembly focusing on the pressing global challenges including the Covid-19 pandemic, the need to combat terrorism, climate change, and other important issues.
Won’t budge till Centre repeals three farm laws: Chaduni
Gurnam Singh Chaduni
KURUKSHETRA (HRY), SEP 22 (PTI): Haryana BKU (Chaduni) chief Gurnam Singh Chaduni on Wednesday said the farmers sitting at Delhi’s borders will not budge till three contentious farm laws of the Centre are repealed. No matter how much pressure may be put by the government, the farmers will not even move an inch on the Haryana-Delhi border till the laws are scrapped, he said. “Stop dreaming of opening the borders,” Chaduni told the government while addressing a “Kisan Mahapanchayat” at Kurukshetra’s Ismailabad, adjoining Punjab’s Patiala district. Farmer leader Ravi Azad said the roads of Delhi will not be opened till the three farm laws are
scrapped. The Haryana government formed a highpowered committee earlier this month to hold talks with the protesting farm union leaders over the clearing of blockade on National Highway-44 at the KundliSinghu border. However, the farm union leaders did not attend the meeting called by the district administration at Sonipat last week. Speaking about the farm union leaders not attending the meeting, Haryana Home Minister Anil Vij said in Chandigarh that the Supreme Court will be apprised of the development. He said the Union home minister has also been informed about it. Vij said an affidavit has been filed in the apex court regarding the efforts being made by the government as regards the present situation of road blockade. The farmers had earlier said they did not go for the meeting in Sonipat as they were not responsible for the blockades and the government was allegedly misinterpreting the apex court order and dragging the agitating farmers to be a party to the ongoing petition.
“I am also looking forward to meeting VicePresident Kamala Harris to explore opportunities for cooperation between our two nations particularly in the area of science and technology,” he said. Here’s all you need to know about what’s on the PM’s agenda in the US: Bilateral meeting with Biden on September 24 in Washington
One of the highlights of PM Modi’s visit will be his first in-person bilateral meeting with US President Joe Biden at the White House in Washington on September 24. At a media briefing ahead of the Prime Minister’s visit to the US, foreign secretary Harsh Vardhan Shringla had on Tuesday said the developments in Afghanistan will be extensively discussed in the bilateral talks between Modi and Biden and the Indian side will convey that Washington needs to continue focus on that country. What are the issues likely to be discussed in the first in-person meeting between Modi and Biden• The Afghan crisis and its implications • China’s growing assertiveness • Ways to stem radi-
calism and cross-border terrorism • Expansion of the India-US global partnership • How to bolster bilateral trade and investment ties • Strengthen defence and security collaboration • Boost the Strategic Clean Energy Partnership • Explore new avenues and emerging technologies, including R&D, innovation and industry linkages. Both leaders have been in regular contact in recent months. It was in November that PM Modi had called to congratulate President Biden on his electoral victory. Since then, they have spoken in February and April this year.
Will ensure justice in sacrilege case: Punjab chief minister Channi AMRITSAR, SEP 22 (PTI): Punjab Chief Minister Charanjit Singh Channi on Wednesday paid obeisance at the Golden Temple here, and said he will ensure justice in the 2015 sacrilege case. It was his first visit to the holy city after becoming chief minister. Channi, who was accompanied by his two deputies, Sukhjinder Singh Randhawa and OP Soni, and state Congress chief Navjot Singh Sidhu, also visited the Durgiana Temple and Bhagwan Valmik Tirath here. During their nearly two-hour long visit to the Golden Temple, the four heard hymns and performed ‘sewa’ (community service). They also went to the Akal Takht, the highest temporal seat of Sikhs, to offer prayers. Speaking briefly with
Charanjit Singh Channi
reporters after visiting the Golden Temple, Channi said justice will be delivered in the 2015 sacrilege cases. He was referring to the incidents of desecration of the Guru Granth Sahib in Faridkot. Channi said they came here to seek blessings of the ‘Guru Sahib’ and added that every religion will be respected in the state. Sidhu said politics had deviated from issues “but our chief minister dragged it back to the issues”. “If we cannot resolve issues of the people then we
are not true Sikhs because religion is about feeding the hungry, making those crying happy and giving shelter to those who lack it,” he said. Heaping praise on the chief minister, Sidhu said, “Today I am very happy as what I experienced in the company of this humble chief minister (Channi) in the last two days, I have never felt so in the last 17 years of political life. There is a feeling now that Congress can serve the people without any fear.” He said merit will be honoured and truth will be victorious. The four also visited a famous tea stall in the city where they exchanged pleasantries with locals and enjoyed a cup of tea with ‘kachoris’ and bread butter. Channi also met local MP Gurjit Singh Aujla and had breakfast at MLA Raj Kumar Verka’s residence.
NEW DELHI, SEP 22 (PTI): The Congress Wednesday demanded a Supreme Court-monitored probe into the large drugs haul in Gujarat and in the alleged bribery case involving e-commerce firm Amazon, and said Prime Minister Narendra Modi should answer the nation on these “very serious” issues of national security. “These issues are concerned with the country’s security and those involved in these issues are guilty of sedition and that is why the prime minister will have to answer the nation,” Congress general secretary and chief spokesperson Randeep Surjewala said. His statement came a day after an official said the Directorate of Revenue Intelligence (DRI) seized 2,988.21 kg heroin worth crores of rupees from two containers at the Adanioperated Mundra port in Gujarat’s Kutch district and subsequently. Those involved in these cases are “traitors”, Surjewala said. “Should this matter now not be investigated by a special commission of sitting judges of the Supreme Court and a special SIT be put at their disposal,” he said. He also rejected suggestions of seeking a CBI probe, saying, “How can CBI probe those who are its bosses?” He said the shocking revelations in the two cases have shaken the conscience of the country. On the Amazon case, he said it has now come out that the e-commerce giant spent Rs 8,546 crore in “legal fees”, whereas India’s Law Ministry’s annual budget is only Rs 1,100 crore. “The so-called alleged bribery of Rs 8,546 crore was being given to whom in the Modi government? Who

received the money? Was this money given to annihilate the trade and business of crores of small shopkeepers, MSMEs and traders so that e-commerce company like Amazon could take away their businesses and livelihood?” he asked. Amid reports of Amazon probing bribery-related charges against some of its legal representatives in India, the US e-commerce giant has said it takes allegations of improper actions seriously and investigates them fully to take appropriate action. The Congress leader alleged this amount has not been given to a clerk and it is likely that this money is given to top people in this government. “Will the prime minister of India raise and demand from his US counterpart that criminal action be initiated in the United States for alleged bribery against Amazon. Will the Prime Minister answer whether this is not a serious breach of national security?” he asked. Modi left for United States on an official visit this morning. “The layers of corruption, the unpardonable conspiracy of pushing India’s youth into a cycle of drugs, the loss of crores of jobs – the responsibility of Modi government is now writ large,” Surjewala said. He said the government has “totally failed”
and these cases should be investigated by a sitting Supreme Court judge. Referring to the Gujarat drugs seizure, he said it was the world’s biggest drugs haul that happened at Adani Mundra Port. He also alleged that same company whose drugs were seized imported 25,000 kg of the same types of drugs worth Rs 1.75 lakh crores in June 2021 through the Adani port, perhaps “the biggest ever in the history of the world”. Noting that according to the media reports Ashish Traders whose importexport licence was allegedly used for the trade received Rs 10 lakh as commission. “Who is the drugs cartel? Why is the dr ug cartel prospering right under the nose of Narendra Modi and (Home Minister) Amit Shah?” he asked. “Is this not pushing India’s youth into the menace of drugs? Where are those drugs now? Is it not a breach of national security as these came from and are connected to the Taliban and Afghanistan. Why has Adani Mundra port not been investigated?” he asked. The Congress leader alleged that the Narcotics Control Bureau, the DRI, Enforcement Directorate, CBI, Intelligence Bureau, Home Ministry and everybody else has been “sleeping”.

Commenting on the results, Rahul Shah, Co Head of Research at Equitymaster quoted, “If we look atcompany valuationstoday, an increasing portion of a firm’s value resides in intangibles such as goodwill and reputation. And when it comes to making intangibles tangible, nothing is more important than trust.” He added, “The attribute flows from a company’s leadership through the organization to its external stakeholders which ultimately increases profitability over the long-term. However, if not paid attention to, a lack of trust can have the opposite effect.” Equitymaster is an equity research initiative that provides opinions on companies listed on Indian stock markets.

Recently, Consumer Affairs Secretary Leena Nandan said the government will take a “balanced” approach while finalising the amendments proposed to the rules as “wide and varied” comments have been received from stakeholders. The secretary had said e-commerce was a relevant sector last year and continues to be even now. In June, Chief Commissioner of the Central Consumer Protection Authority (CCPA) Nidhi Khare had made it clear that the ministry “will not regulate” the trade on e-commerce platforms and e-tailers need not be “anxious” about the proposed changes in the rules.

The official said that the issue related to competition does not come under the consumer affairs ministry and those issues come under the Competition Commission of India (CCI). “The GDP growth forecast remains unchanged at 8.1 per cent in 2021, and 5.5 per cent in 2022, as a solid export performance and higher fiscal support in the second half of 2021 keep growth on track,” as per ADB’s estimate about China. Even as COVID-19 cases increase in China, the gradual recovery in consumption is expected to continue, buttressed by improvements in the job market and consumer confidence. The contributions of net exports and investment to China’s growth, supported by healthy trade dynamics, are also expected to increase this year, before moderating in 2022, it said further. ADB said the pandemic is clouding developing Asia’s economic prospects despite rebound in exports demand and revival in global demand.

While India’s drives the forecast, growth rates will vary across economies. As well as for India, this Update revises down 2021’s forecasts for Bangladesh and Nepal, both grappling with another resurgence in COVID-19 cases.” However, China will remain strong, despite a protracted recovery in household consumption.

MUMBAI, SEP 22 (IANS): Tata Group has emerged as the most trustworthy corporate group in a poll done by Equitymaster. The poll which gauged the trustworthiness of various corporate groups has, however, found that entities like Hero, Jindal, RPG group and the rest of the corporate groups are trusted only by up to 5 per cent of total number of people interviewed. The Independent equity research initiative Equitymaster was carried out consisting of 17 of IndiaaYs most wellknown corporate groups. A total of 5,274 people, who are the visitors of Equitymaster.com, participated in it. This poll gives an insight into whether big corporate groups are able to earn the trust of the investors and how trust plays a great role in their longterm success and growth. The poll results had also shown that superior investments are directly related to effective corporate governance. So, it’s always wiser to invest in companies that evoke a sense of trust. What stands out starkly about the poll results is that there’s a huge gap between the winner and the rest of the corporate groups. The Tata Group has garnered 66.3 per cent of the total votes, which is more than double the number of votes (31.8 per cent), it had received in the last such poll conducted in 2013. The Reserve Bank of India (RBI) also trimmed India’s economic growth projection by a similar margin to 9.5 per cent in June this year. The forecast, for the 12 months ending March 31, 2022, takes into account disruptions in economic activity caused by the second wave of coronavirus disease (COVID-19) pandemic, which adversely impacted services, domestic consumption, and the urban informal sector, ADB said. Because consumption will recover only gradually, the government spending and exports will contribute more to FY2021 than they did in the previous fiscal, it said. “The Indian economy is showing encouraging signs of recovery as the effects of the second wave dissipate. NEW DELHI, SEP 22 (PTI): The Asian Development Bank (ADB) has lowered India’s growth projections for the current financial year by a percentage point to 10 per cent, mainly due to disruptions in economic activity caused by the second wave of the COVID-19 pandemic. In April, ADB had projected a growth rate of 11 per cent in 2021-22 for India. In its update of the Asian Development Outlook (ADO) released on Wednesday, the multilateral lending agency has also trimmed the growth forecast for Asia as a region from 7.3 per cent to 7.1 per cent for 2021, though it retained the growth projections for China at 8.1 per cent. “The growth forecast for India in fiscal year 2021 (ending March 2022) is revised down, as May’s spike in COVID-19 dented the recovery. The outbreak, however, dissipated faster than anticipated, resulting in several states easing lockdown measures and returning to more normal travel patterns,” said the ADO Update (ADOU) 2021. Top US-Russian military chiefs meet on Afghanistan
NEW DELHI, SEP 22 (IANS): Facebook conditioned its $5 billion payment to the US Federal Trade Commission to resolve the Cambridge Analytica data leak probe on the agency dropping plans to sue Facebook CEO Mark Zuckerberg, shareholders allege in a lawsuit, Politico reported. In suits made public Tuesday, two groups of shareholders claimed that members of Facebook’s board allowed the company to overpay on its fine in order to protect Zuckerberg, the company’s founder and largest shareholder. The complaints, which cite internal discussions among Facebook’s board members, were filed in Delaware Court of Chancery last month. “Zuckerberg, Sandberg, and other Facebook directors agreed to authorize a multi-billion settlement with the FTC as an express quid pro quo to protect Zuckerberg from being named in the FTC’s complaint, made subject to personal liability, or even required to sit for a deposition,”one of the suits

alleged, as per the report. The lawsuits show that Facebook has still yet to move beyond the Cambridge Analytica scandal, even as antitrust, alleged privacy failures and other problems plague the company. The Senate Commerce Committee said last week that it was opening a probe into how the company downplayed its own research on how Facebook’s photo-sharing app Instagram worsens mental health and body image issues for teens, the report said. In February 2019, the FTC sent Facebook’s lawyers a draft complaint that named both the company and Zuckerberg personally
as a defendant, the shareholders said. The FTC also said in court that Facebook’s fine would have been closer to $106 million, but the company agreed to the $5billion penalty to avoid having Zuckerberg or Chief Operating Officer Sheryl Sandberg deposed and any liability for the CEO, the suit alleged. “The Board has never provided a serious check on Zuckerberg’s unfettered authority,” one set of shareholders said. “Instead, it has enabled him, defended him, and paid billions of dollars from Facebook’s corporate coffers to make his problems go away.” T h e y a l s o a l l e ge d that Zuckerberg and Sandberg both declined to be interviewed by PricewaterhouseCoopers, the firm hired to audit Facebook’s privacy compliance as part of a 2012 settlement with the FTC, allowed other managers to provide untrue statements about the company’s practices and never provided the board with copies of PwC’s audits, the report added.

KATHMANDU, SEP 22 (PTI): Senior Nepali Congress leader Narayan Khadka has been appointed Nepal’s new foreign minister. President Bidya Devi Bhandari appointed Khadka on the recommendation of the government led by Prime Minister Sher Bahadur Deuba. Khadka, 72, was administered the oath of office and secrecy by President Bhandari amid an official ceremony at Sheetal Niwas on Wednesday. During a meeting of the top leaders of the ruling party alliances held at his residence in Baluwatar on Tuesday evening, Deuba had proposed the name of Khadka as the new foreign minister of Nepal. WASHINGTON, SEP 22 (AP): The possibility of a 9/11-type attack has diminished over the last 20 years, but the Taliban victory in Afghanistan could embolden US-based extremists at the same time that the FBI is confronting increasing threats from individuals motivated by racial and political grievances, top national security officials warned Tuesday. Christine Abizaid, the director of the National Counterterrorism Center, testified before the Senate Homeland Security Committee that the terrorism threat to the country is less “acute” than it was two decades ago, and that the danger posed in Afghanistan by groups like al-Qaida and the Islamic State is at the moment primarily a regional threat. FBI Director Christopher Wray said that though extremist groups have never stopped plotting attacks against the U.S., the FBI

is better positioned to stop them. Even so, the officials said, the collapse of the Afghanistan government and the potential ascendancy of foreign terror groups there could inspire Westerners to commit acts of violence. That’s on top of a domestic terrorism caseload that Wray said has “exploded” since the spring of 2020 from about 1,000 investigations to around 2,700. “We are concerned that, with developments in Afghanistan — among other things — that there will be more inspiration to the first bucket,” Wray said
of the international terrorism threat. “So I think we anticipate, unfortunately, growth in both categories as we look ahead over the next couple of years.” US officials say they’re monitoring the situation in Afghanistan following the speedy Taliban blitz, particularly with an eye on how al-Qaida or the Islamic State group could rebuild to the point of being able to conduct an attack targeting the US Even if the terror threat is now less acute than it once was, it is also becoming more “ideologically diffuse and geographically diverse,” Abizaid said.
“In the wake of our withdrawal, the question is at what point does that regional threat build to a capability and intent that is focused externally, and particularly focused on the homeland,” she said. “I would say from an intelligence community perspective, that’s one of our highest priorities, is just to monitor and assess the degree to which those groups actually present an external threat.” “The (screening) architecture that has been built over 20 years since 9/11 remains in place and has only strengthened,” he said.

“We are engaging with the government of India to explore how we could expand UK recognition of vaccine certification to people vaccinated by a relevant public health body in India,” a British High Commission spokesperson said on Wednesday. “The UK is committed to opening up international travel again as soon as is practicable and this announcement is a further step to enable people to travel more freely again, in a safe and sustainable way, while protecting public health,” the spokesperson said. It came amid much confusion over the process for Indian travellers as the advisory states: “Formulations of the 4 listed vaccines, such as AstraZeneca Covishield, AstraZeneca
Vaxzevria and Moderna Takeda, qualify as approved vaccines.” However, UK government officials have indicated that Indian travellers to the UK must follow the “non-vaccinated rules”, which means Indian passengers must take a COVID test three days before departure and book in advance for two COVID tests to be taken upon arrival in England. On arrival in England, the passengers must selfisolate in the place they have confirmed on their passenger locator form for 10 days. A privately paidfor “Test to Release” option does exist at day five, which allows an early end to the 10-day quarantine with a negative PCR test. These rules are effectively unchanged from India’s current amber list status, even though from October 4 England’s traffic light system of red, amber and green countries based on levels of COVID-19 risk is to be officially scrapped.

LONDON, SEP 22 (PTI): The UK government on Wednesday issued an updated international travel advisory to include AstraZeneca Covishield among the eligible COVID-19 vaccine formulations but kept India out of the 17 countries on an approved vaccinations list, requiring Indians to follow rules set out for non-vaccinated travellers. Under new international travel norms that come in force for England from October 4, India is not yet on a list of 17 countries on an approved vaccinations list and therefore not exempt from quarantine rules. There was widespread condemnation of the Serum Institute of India manufactured Oxford/ AstraZeneca vaccine, Covishield, not being covered under the reviewed international travel norms and fully vaccinated travellers from India being subjected to the compulsory 10-day quarantine in line with nonvaccinated travellers.

presence there. The U.S. used the Transit Center at Manas, in Krygyzstan, for a large part of the Afghanistan war, moving troops in and out of the warzone through that base. Under pressure from Russia and its allies, however, Krygyzstan insisted the U.S. vacate the base in 2014. The U.S. also leased Karshi-Khanabad, known as K2, as a base in Uzbekistan for several years after the Afghanistan war began. Uzbekistan ordered the base closed in 2005 amid tensions with Washington, and the Defense Ministry reaffirmed in May that the country’s constitution and military doctrine rule out the presence of foreign troops there. It’s unclear if there is any potential for negotiations with the Russians to encourage them to lessen their objections to U.S. or allied presence in the region. But Russian officials also have expressed concern that the Taliban takeover could destabilize Central Asia, and they worry about a growing threat from IS.

Milley, U.S. Defense Secretary Lloyd Austin and American intelligence officials have warned that alQaida or the Islamic State group could regenerate and pose a threat to the United States in one year to two years. U.S. military leaders have said they can conduct counterterrorism surveillance and, if necessary, strikes in Afghanistan from “over the horizon” — meaning from assets based in other countries. But they acknowledge that surveillance flights from bases in the Persian Gulf are long and provide limited time in the air over Afghanistan. So the U.S. and allies want basing agreements, overflight rights and increased intelligencesharing with nations closer to Afghanistan, such as Uzbekistan, Kyrgyzstan or Tajikistan. So far there are no indications of any progress. Moscow maintains a tight grip on the central Asian nations and opposes western

HELSINKI, SEP 22 (AP): The top US military officer met with his Russian counterpart Wednesday, against the backdrop of US struggles to get military basing rights and other counterterrorism support in countries bordering Afghanistan — a move Moscow has flatly opposed. The meeting in the Finnish capital, Helsinki, between Gen. Mark Milley, chairman of the U.S. Joint Chiefs of Staff, and Chief of the Russian General Staff Gen. Valery Gerasimov comes at a crucial time in the wake of the military withdrawal from Afghanistan. Without troops on the ground, the U.S. needs to forge more basing, intelligence sharing and other agreements to help monitor al-Qaida and Islamic State militants in Afghanistan to ensure they are not regrouping and posing a threat to America and its allies. Russia’s deputy foreign minister, Sergei Ryabkov, said in July, however, that Moscow warned the U.S. that any deployment of

he 2022 Grammy nominations will be announced on November 23, the Recording Academy announced. The unveiling takes place just two days before Thanksgiving, as they were last year, reports Variety.com. This year’s roster could be significantly different from ones in recent years, as the Academy has eliminated the “secret” nominating committees of artistes, creators and industry experts that curated the final lists over the past couple of decades. Now, the final nominees ostensibly will be chosen by the broader Grammy voting body. The move and a subsequent overhaul of the Academy’s awards team was made after last year’s controversial nominations, which inexplicably saw the Weeknd, who’d had one of the most successful albums of the year and, with ‘Blinding Lights’, one of the most successful singles of the 2000s, receiving no nominations whatsoever. The 2022 awards will have a 13-month eligibil-

SOMD will focus on launch and space operations, including the International Space Station, the commercialisation of lowEarth orbit, and eventually, sustaining operations on and around the Moon. “The space station is the cornerstone of our human spaceflight efforts, and the commercial crew and cargo systems that support the microgravity laboratory are the building blocks to our continued success,” said Lueders. NASA will implement the restructuring over the next few months. The changes will not alter any missions or the roles played by agency research centres, the agency said. (IANS)
ore than 10 percent of Australia’s shark species are at risk of extinction, a government report has found. The National Environmental Science Program (NESP) marine biodiversity hub on Tuesday published the first-ever complete assessment of extinction risk for all Australian sharks, rays and ghost sharks (chimaeras), Xinhua news agency reported. It found that Australia is home to more than a quarter of the world’s cartilaginous fish species, with 182 sharks, 132 rays and 14 chimaeras calling Australian waterways home and that 12 percent, or 39 species, are facing extinction. Peter Kyne, a senior researcher from Charles Darwin University (CDU) and lead author of the re-
port, said urgent action was needed. “While Australia’s risk is considerably lower than the global level of 37 percent, it does raise concern for the 39 Australian species assessed as having an elevated risk of extinction,” he said in a media release. “Around Australia, many of our threatened sharks and rays are not commercially important so these are largely ‘out of sight, out of mind’, but they require protection at national, state and territory levels.” He said that “there are positive signs” of protection and management working for some iconic species such as the White Shark and Grey Nurse Shark, although the assessment shows that these species “remain threatened”. NASA-Boeing Starliner spacecraft launch may slip to 2022
Liam Gallagher cancels Belfast gig after helicopter fall

he launch of NASA and Boeing’s Starliner cargo spacecraft, stalled due to an unresolved valve issue, may not be launched this year, media reports said. Boeing and NASA had originally aimed to launch Starliner’s Orbital Test Flight 2 (OFT-2), a crucial uncrewed trial mission to the International Space Station (ISS), from Florida’s Cape Canaveral Space Force Station on July 30. But preflight checks revealed 13 stuck valves in Starliner’s service module, nixing that liftoff plan. Engineers are still troubleshooting the Starliner valve problem. According to NASA officials, combined with a busy launch schedule over the coming weeks and months, the launch could well push OFT-2 into 2022, Space. com reported. “I think right now, the timeline and the manifest through the end of the year is pretty tight,” Kathy Lueders, head of NASA’s Human Exploration and Operations Mission Directorate (HEOMD), was quoted as saying on Tuesday. “So, my gut is it would probably be more likely to be next year. But we’re still working through that timeline.”
ocker Liam Gallagher was left bruised after he accidentally took a tumble out of the rotorcraft and plunged to the ground. Taking to his Twitter account, the rocker uploaded a photograph of his bandaged face and wrote: “So check this out I fell out the helicopter last night you couldn’t rite it all good who said RnR is dead Keith moon eat your drum skin out C’mon you know LG x.” The former Oasis frontman has now been told to “rest up” by doctors and won’t be able to make his planned performance at Belsonic festival in Ormeau Park, Northern Ireland, on Friday, reports femalefirst. co.uk. The ‘For What It’s Worth’ hitmaker has vowed to make it up to his Irish fans and reschedule the concert to a later date. He tweeted: “Absolutely gutted to cancel my Belfast show this weekend. I had an accident after IOW festival and have bust my nose so cant sing. The Doctors have told me to rest up. Apologies to all the people who has bought tickets.. the show is being rescheduled...i’ll make it up to ya. LG x” The ‘Now That I’ve Found You’ singer had even joked that his bloody nose will feature on the cover of his next album.

he Human Exploration and Operations Mission Directorate (HEOMD) at NASA will be split into two new entities to best position the agency for the next 20 years, Administrator Bill Nelson has announced. Of the two units, the Exploration Systems Development Mission Directorate (ESDMD) will develop systems for exploring the Moon and Mars, and the Space Operations Mission Directorate (SOMD) will focus on space operations. NASA is making the changes because of increasing space operations in low-
Earth orbit and development programmes well underway for deep space exploration, including Artemis missions, the US space agency said in a statement. “This reorganisation positions NASA and the United States for success as we venture farther out into the cosmos than ever before, all while supporting the continued commercialisation of space and research on the International Space Station,” said Nelson, in the statement. Jim Free will head ESDMD as Associate Administrator, while Kathy Lueders will serve as Associate

Boeing and NASA teams are currently evaluating whether to put a different service module on Starliner for the OFT-2 mission or to proceed with trying to fix the current one, she added. A decision on that could come in the next few weeks, the report said. Boeing had signed a contract with NASA’s Commercial Crew Programme to fly operational missions to and from the space station with Starliner in 2014. However, a series of setbacks have thus far prevented the Starliner from reaching the ISS. Its debut uncrewed orbital flight mission in 2019 did not go exactly as planned, requiring it to
make another try before putting astronauts on board for the crewed flight test. The second launch has been held up since late last year due to ongoing software checks. First scheduled for launch early in August, it was postponed after the thrusters on the ISS’ new Russian module Nauka Multipurpose Laboratory Module unexpectedly fired hours after docking, causing the station to move out of orientation. The space station was shoved 45 degrees off track. However, it was repositioned back to normal. Another attempt was stalled after the valve issues cropped up, grounding the craft. (IANS)

he Rolling Stones paid tribute to their drummer Charlie Watts during their first show after his death. The legendary band played the first albeit unofficial show of their 2021 ‘No Filter Tour’ at a private event on Monday night, reports Variety.com. “This is the first show of our 2021 tour, so this is it, this is the tryout.” “I must say though, at this point it’s a bit of a poignant night for us because it’s our first tour in 59 years that we’ve done without our lovely Charlie Watts,” frontman Mick Jagger said to the crowd between bits of applause. “We all miss Charlie so much. We miss him as a band, we miss him as friends, on and off the stage.” Organized by New England Patriots owner Robert Kraft, the small concert took place at Gillette Stadium in Foxboro, and was their first show since the death of drummer Charlie Watts on August 24. It also marked touring drummer Steve Jordan’s debut with the band. Accordingly, the band took some time during the show to pay tribute to their late drummer, dedicating the show to him. In a video Mick Jagger posted to his Twitter on Tuesday, the frontman can
be heard giving a heartfelt speech honouring Watts. Jagger ended the dedication with a toast: “We’ve got so many memories of Charlie, and I’m sure some
of you that have seen us before have got memories of Charlie as well. And I hope you will remember him like we do. So we’d like to dedicate this show to
Charlie. Let’s have a drink to Charlie!” The Rolling Stones’ 2021 tour officially begins on September 26 in St Louis. (IANS)

Durand Cup: Delhi FC reach quarterfinals
KO L K ATA , S E P 2 2 (PTI): Willis Plaza’s second half strike took Delhi FC to their maiden Durand Cup quarterfinals as they beat ISL giants Kerala Blasters 1-0 in their third and final group fixture at the Kalyani Stadium here on Wednesday. Delhi FC started the game on a bright note as they drew out a couple of outstanding saves from the Blasters goalkeeper. The Blasters also looked to probe with set-pieces, but Lovepreet did well to punch the ball out. DFC then got a freekick from quite a long way out, and Anwar Ali lined it up, but it went over the bar. Plaza was then introduced by DFC, and he almost made an instant impact. In a chaotic situation in the box, he managed to turn three defenders and somehow get his shot away, but it was blocked. A few minutes later, Samuel Shadap had a crack from distance, which the goalkeeper almost spilled.

Match in progress between Delhi FC and Kerala Blasters during the Durand Cup match on Wednesday at Kalyani Stadium, Kolkata. It was indeed a very lively first half, but the teams went into the halftime break with a 0-0 scoreline. Delhi FC again started the second half in a better way as an early chance
presented itself. Some neat play down the right of the Blasters defense, Rinreithen Shaiza crossed it across the face of goal but Jangra couldn’t get there in time and could only squeeze his effort wide.
A few moments later, Plaza who brought the ball down in the box, turned and fired a shot at goal, but it was straight at the goalkeeper and he parried it away. Plaza was causing a lot
of problems for the Blasters defense, and he finally had something to show for it in the 52nd minute. He received the ball in the box with his back to the goal, turned two defenders, dragged it onto his left and found the bottom corner of the near post. DFC got their well-deserved lead. The Blasters then had a few half-chances, before a golden chance fell their way. It was a one-on-one with the goalkeeper, and with Lovepreet beaten, the ball was only to be tapped into the open net. However, Anwar Ali heroically got back to make a stunning goalline clearance, and preserved his team’s 1-0 lead. Sergio Barboza then had a great chance to make it 2-0, but his left-footed strike was kept out by the goalkeeper. Kerala Blasters then saw one final chance to get their equaliser, but Lovepreet again made a stunning one-on-one save to deny them.
BCCI lays special emphasis on NE outreach MUMBAI, SEP 22 (AGENCIES): The Board of Control for Cricket in India (BCCI) has always taken utmost care to develop the domestic infrastructure for the betterment of the game in remote corners of India. That has been one of the main reasons for the emergence of talented cricketers on the national stage from outside the metros. While laying special emphasis on the Northeast, the BCCI has prioritised nurturing promising cricketers in those areas to bridge the gulf in quality with other states. The northeastern state units, which came under the BCCI affiliation in 201819 thanks to the Justice Lodha panel recommendations, have been recently sanctioned Rs 60 crore for development of indoor practice facilities. Six states — Mizoram, Meghalaya, Arunachal Pradesh, Nagaland, Manipur and Sikkim — will benefit from this scheme and have been sanctioned Rs 10 crore each as one-time
grant. The construction is likely to begin in November and will be completed within a year. The region is affected by rain for almost six months and the aim is to complete construction work before the onset of monsoon. The rest of the time can be utilised in refurbishing the interior facilities. Sites have been identified at Dimapur, Shillong, Itanagar, Aizawl, Imphal and Gangtok for these indoor practice centres. Each centre will have at least three state-of-the-art pitches with bowling machines, besides gym and a swimming pool. “We spend around Rs 3 crore per year for practising outside the state. Besides, the weather that restricts our outdoor activities for half of the year, we also do not have proper facilities at home. For the last year and a half, we haven’t been able to send the players outside the state for practice because of the pandemic. Having indoor infrastructure will immensely benefit us in
the current scenario,” IPL governing council member Mamon Majumdar, who is from Aizawl, told The Telegraph. “This will benefit the future generation of players from the region. Some formalities still remain to be completed but those will be done shortly. We are grateful to BCCI president Sourav Ganguly and secretary Jay Shah for taking keen interest in the region and making it happen so quickly,” Majumdar, who is co-ordinating with the BCCI on behalf of the Northeast states, said. Shah had promised all necessary help to the region during his visit in January this year. With the domestic season set to take off, the Northeast states will have to again spend a huge amount to extend practice facilities to its players. The region is fully dependent on the BCCI, which has opened the National Cricket Academy (NCA) doors to its aspiring coaches for a training programme.
Feeling strong after surgery: Federer Full vaccination mandatory for I-League players SEP 21 (AGENCIES): Swiss great Roger Federer said he has faced no setbacks and is recovering well after his latest knee operation. Federer, who pulled out of the U.S. Open, said in August he would be sidelined for many months because he needed more knee surgery in order to resume playing. The 40-year-old had two procedures in 2020 which resulted in more than a year of rehabilitation before a return to action in March. He last played at Wimbledon in July, where he suffered a quarter-final exit, which ended his dream of a record-extending ninth title at the All England Club. “I’m feeling actually
Roger Federer really good ... things are not as I hoped they would be, but I’m recovering well and the rehab is going really good,” Federer told Eurosport. “I’ve had no setbacks. I’m feeling strong and excited for what’s to come. I wish I could be back on a tennis court as quick as possible, but I have to be patient. “It’s a slow period right
now. And I got to take it step by step. And so far so good. I’m very happy.” Federer, who shares the men’s record of 20 Grand Slam titles with Rafa Nadal and Novak Djokovic, believes that winning a calendar-year Grand Slam is still possible for a male player after Djokovic came close to achieving the feat, only to miss out at the U.S. Open final. Top-ranked Djokovic was bidding to become the first man since 1969 to win the year’s four Grand Slam titles but lost to Russia’s Daniil Medvedev in straight sets in New York. “I think it is possible that it’s going to happen again,” said Federer. “We saw it with Novak, myself and Rafa that we come extremely close.
NEW DELHI, SEP 22 (PTI): All the footballers taking part in the I-League starting in December will have to be fully vaccinated except for U-18 players and those who have recently recovered from COVID-19 infection, League CEO Sunando Dhar said on Wednesday. The I-League 202122 is expected to be held under bio-secure environment with strict COVID-19 protocols in Kolkata and its surrounding suburbs. “It will be mandatory for all the players and officials taking part in the ILeague and I-League qualifiers to have both doses of COVID-19 vaccination. The only exception will be the players who are under-18 years and those who cannot be vaccinated due to recent recovery from the infection,” Dhar told PTI
in an interview. “Last year, double dose vaccination was not mandatory but we have made it mandatory this time. In that sense, it is stricter this time,” he added. The U-18 players and those who have not got their jabs due to recent COVID-19 recovery will have to undergo more frequent testing during the tournament than the vaccinated players. “If the fully vaccinated players are having test for every 5-6 days, they (U-18 players and recently recovered players) will be tested every 3-4 days,” he said. All the players and officials are also required to remain in quarantine for six days in their respective hotels after arrival. They will be tested twice during
those six days. Anybody who tested positive will be isolated in a different floors of the hotel and he will have to have three consecutive negative test results before joining their team-mates. Dhar said it will be more challenging to manage the bio-bubble this time as 13 teams are competing as against 11 last year. The 13 teams and match officials will be put up in a bio-bubble comprising three hotels. Last year, the 11 I-League teams were put up in two hotels in Kolkata. “We have the experi-
ence of last year, we were the first in the country to stage tournaments inside a bio-bubble. So we already have a template to follow. “But the challenge will be to live up to expectations. Moreover, there are two teams more this time than last year. So, more matches and longer duration of the league. But we are hoping we will pull it off smoothly just like last year.” He also said that only six COVID-19 cases were reported during last year’s I-League out of the 12500 tests conducted.
Dhar also made a point that the AIFF’s COVID-19 management abilities have been appreciated by other countries also. “I had gone to Kathmandu for a workshop organised by All Nepal Football Association. I was invited to make a presentation on the bio-bubble management of the AIFF so that they can learn and apply in their domestic competitions,” he said. The I-League qualifiers will be played in Bangalore starting October 4 among 10 teams from which one will be promoted to the I-League. Out of the 10 teams, seven are new teams. Last year, only five teams competed in the I-League qualifiers. “We had put all the players and officials inside one hotel last time. This time, we will use two hotels.

He is currently asymptomatic,” a BCCI release stated. “The rest of the contingent including the close contacts underwent RT-PCR tests at 5AM local time this morning and the test reports are negative. “As a result, tonight’s game between Sunrisers Hyderabad and Delhi Capitals will go ahead at the Dubai International Stadium, Dubai,” it further stated. The close contacts identified by the medical team also include Vijay Kumar(Team Manager), Shyam Sundar J (Physiotherapist),
Anjana Vannan (Doctor), Tushar Khedkar (Logistics Manager), and Periyasamy Ganesan (Net Bowler). As per the IPL’s Standard Operating Procedure, Natarajan will now have to isolate for 10 days and test negative twice before being allowed back into the bubble. The development is a major blow to SRH, who could not avail his services in the first leg due to injury. The 30-year-old Natarajan has 20 IPL wickets from 24 matches that he has played. The IPL resumed here on Sunday after it had to be halted in May due to multiple COVID cases
in its bio-bubble when the event was being staged in India. Even at that time, SRH was affected when senior wicketkeeper-batsman Wriddhiman Saha tested positive. The league was suspended once his report came out, adding to the three cases that had been detected before that. A league source told PTI that the organisers are no longer using a mobile app to track close contacts, which was a norm during the last edition in the UAE, and are relying on the afflicted person’s inputs to monitor the spread.
Man City, Liverpool through but Everton out of League Cup Standing areas at EPL and C’ship MANCHESTER, SEP 21 (AGENCIES): Manchester City’s Riyad Mahrez scored twice as the holders moved into the League Cup fourth round with a 6-1 home win over League One (third tier) Wycombe Wanderers on Tuesday. Liverpool also progressed without trouble by winning 3-0 at Norwich City in their all-Premier League tie with Japanese forward Takumi Minamino on target twice and Divock Origi also scoring. But with most top flight teams making several changes from the firstchoice line-ups, there were Premier League casualties with Everton and Watford knocked out by lower league opponents. Brandon Hanlan gave Wycombe a shock lead at Manchester City’s Etihad Stadium in the 22nd minute but the hosts took a 3-1 lead by halftime with goals from Kevin De Bruyne, Mahrez and Phil Foden before running away with the game in the second half. penalty shootout at Queens Park Rangers after their game ended 2-2 following 90 minutes. Charlie Austin had scored twice for QPR to put them 2-1 up before Andros Townsend’s 47th minute equaliser for Everton. In the shootout, QPR keeper Seny Dieng pushed a Tom Davies spotkick onto the post and Rangers’ defender Jimmy Dunne converted the decisive penalty. Premier League Watford were knocked out by Championship (secondtier) Stoke City, losing 3-1 at Vicarage Road. Top flight Southampton needed penalties to beat Championship side Sheffield United 4-2 after that game ended 2-2 and Leeds United also cut it fine, surviving a shootout at Fulham to triumph 6-5 following a goalless draw. There is no extra time in the League Cup with ties going straight to penalties if they are drawn after 90 minutes.
grounds to be allowed from January
LO N D O N, S E P 2 2 (AGENCIES): Supporters will be allowed to stand in selected English Premier League and Championship grounds from next year as part of a pilot programme, UK’s Sports Grounds Safety Authority (SGSA) said on Wednesday. Safe standing is set to be trialled from January 1 after the UK government instructed the SGSA to take the first steps in creating licensed standing areas at grounds. Clubs will have until October 6 to submit an application to become an “early adopter”. The introduction of designated standing areas would mean an end to the ban on standing in the top two divisions of English football that has been in place for more than 25 years. Such spaces were outlawed by legislation following the 1989 Hillsborough disaster. “We have been clear that we will work with
fans and clubs towards introducing safe standing at football grounds providing there was evidence that installing seating with barriers would have a positive impact on crowd safety,” said Sports Minister Nigel Huddleston. “With independent research now complete, and capacity crowds back at grounds across the country, now is the right time to make progress. I look forward to hearing from clubs who wish to be part of our early adopters pro-
gramme.” Clubs would have to meet certain criteria to get approval, including having “the necessary infrastructure” in both home and away areas of their stadium, and allowing fans to sit or stand in the standing areas with the seats not locked in the “up” or “down” position. The licensed standing areas must also not impact the viewing standards or other fans, including disabled fans, among other measures. K Y M C

to use gender-neutral terms Dominant DC demolish SRH by eight wickets MCC like ‘batter’ instead of ‘batsman’
DUBAI, SEP 22 (PTI): Delhi Capitals rode on a brilliant fast bowling performance from their South African duo Anrich Nortje and Kagiso Rabada to pulverise wooden spooners Sunrisers Hyderabad by eight wickets as they took a giant leap towards Indian Premier League play-offs on Wednesday. Capitals produced topnotch performance in their first match of the second phase of this year’s IPL to eke out the easy win in 17.5 overs in their pursuit of a modest 135-run target. It was only possible after fast furious Nortje bowled at 150 clicks to finish with 2 for 12 and was ably supported Rabada (3/37) and Axar Patel (2/21) in a brilliant bowling effort. Last edition’s runnersup are now well and truly in contention for clinching a play-off berth with 14 points from nine games while SRH with two points are all but out of the competition. DC started their chase on an aggressive note with Shikhar Dhawan and young Prithvi Shaw (11 off 8) adding 20 runs in 17 balls before the latter was caught by Kane Williamson off the

(PTI) bowlng of Khaleel Ahmed as the batsman went for an extravagant shot over midwicket. Orange Cap Dhawan was unperturbed as he continued his attacking batting and slog swept Rashid Khan over deep midwicket for a maximum in the Afghan spinner’s first over. While SRH batsmen struggled, Dhawan made batting look easy on the wicket as he then pulled a Jason Holder delivery on to the square leg fence. Swing bowler Sandeep Sharma was then taken to task by Dhawan as he hit the
medium pacer for back-toback boundaries in the 10th over take DC to 69 for one. But Dhawan paid the price for being too aggressive when he was holed out by Abdul Samad off the bowling of Rashid as the left-hander went for a slog sweep over deep square leg in search of a six. Dhawan’s runs came off 37 balls and was laced with six boundaries and one hit over the fence. Shreyas Iyer (47 not out off 41), who played the second fiddle when Dhawan was around, then took the onus on himself
and upped the ante, hitting Sandeep Sharma for two consecutive fours in the 14th over. Iyer continued to bat freely and in the company of skipper Rishabh Pant (35 off 21) took DC home with 13 balls to spare. While Khaleel Ahmed extracted some pace and bounce from the track, none other SRH bowlers managed to trouble the DC batsmen as Iyer and Pant batted with consummate ease. Iyer hit two fours and as many sixes during his knock, while Pant decorated his innings with three
boundaries and two lofty hits over the fence. Earlier, SRH put up a dismal batting performance to manage a meagre 134 for nine. Nortje and Rabada were terrific with the ball as they extracted extra bounce and pace from the relatively low and slow wicket to dismantle SRH top-order. The script didn’t turn out as SRH wanted after opting to bat as they lost David Warner (0) in the third ball of the innings without any runs on the board. Wriddhiman Saha (18) then added 29 runs with skipper Kane Williamson (18) before the former mistimed a pull to Shikhar Dawan at midwicket of the bowling off Kagiso Rabada. Brief Scores: Sunrisers Hyderabad 134/9 in 20 overs (Abdul Samad 28, Rashid Khan 22, Kagiso Rabada 3/37, Anrich Nortje 2/12) lost to Delhi Capitals 139/2 in 17.5 overs (Shreyas Iyer 47 not out, Shikhar Dhawan 42, Rashid Khan 1/26, Khaleel Ahmed 1/33) by eight wickets. LO N D O N, S E P 2 2 (IANS): The Marylebone Cricket Club (MCC) announced on Wednesday that the gender-neutral terms ‘batter’ and ‘batters’ will replace ‘batsman’ and ‘batsmen’ after amending the Laws of Cricket. The changes have been approved by the MCC Committee after initial discussion by the Clubs specialist Laws sub-committee. “MCC believes that the use of gender-neutral terminology helps reinforce cricket’s status as an inclusive game for all. The amendments are a natural evolution from work already undertaken in this area as well as an essential part of MCC’s global responsibility to the sport. A number of Governing Bodies and media organisations are already using the term ‘batter’ in their Playing Conditions and reporting. We expect and encourage others to adopt the updated terminology following today’s announcement of the change to the Laws,” read the statement from MCC. Women’s cricket has enjoyed unprecedented growth at all levels around
the world in the same period. England’s victory over India in the 2017 World Cup Final took place in front of a capacity crowd at Lord’s. A record international crowd saw Australia defeat India in the T20 World Cup Final in Melbourne three years later and earlier this year, Lord’s broke the record for a domestic women’s match as 17,116 watched Oval Invincibles defeat Southern Brave. “At the time of the last redraft in 2017 it was agreed, following consulta-
tion with the International Cricket Council (ICC) and key figures within women’s cricket, that the terminology would remain as ‘batsman’ and ‘batsmen’ within the Laws of the game. The changes announced today reflect the wider usage of the terms ‘batter’ and ‘batters’ which has occurred in cricketing circles in the intervening period. The move to ‘batter’ is a natural progression, aligning with the terms of bowlers and fielders that already sit within the Laws.”

The England and Wales Cricket Board followed New Zealand on Monday by canceling both its men’s and women’s cricket tours to Pakistan next month. Chaudhr y claimed that New Zealand received threatening emails before it arrived in Pakistan on Sept. 11, including an email sent to the wife of Martin Guptill in which the opening batsman received a death threat. The information minister said Pakistan’s initial
investigations revealed that the device from which an email to Guptill’s wife was sent was also registered in India. Chaudhry said Pakistan will seek help from the INTERPOL to probe the matter. “We believe this is a campaign against international cricket,” Chaudhry said. The British High Commissioner in Pakistan wrote on Twitter that he had not advised against the tour on security grounds and that the ECB took the decision on its own. “The British High Commission supported the tour; did not advise against it on security grounds; and our travel advice for Pakistan has not changed,” Christian Tur ner said. “This was a decision made by the ECB, which is independent of the British government based on concerns for players welfare.” England is scheduled to tour Pakistan for test and limited-overs matches late in 2022 and Turner said he “will redouble my efforts in advance of England’s Autumn 2022 tour.”
M A D R I D, S E P 2 2 (IANS): Luis Suarez scored two headers in the last 12 minutes to give Atletico Madrid a 2-1 win away to Getafe and take them momentarily to the top of La Liga. The Ur uguayan equalised for his side, who had struggled to create chances against bottom of the table Getafe, with a looping header from Mario Hermoso’s 78th-minute cross and then won the game in the first minute of injury time after a looped cross from the right-wing. Although Atletico coach Diego Simeone made several changes to the side that drew at home to Athletic Club Bilbao on Saturday with Luis Suarez, Hector Herrera and Yannick Carrasco back in the starting 11, Atletico struggled to trouble Getafe in the first half. The visitors had more of the ball but their own chance was a double occasion that saw David Soria save well from Suarez before Carrasco’s effort from the rebound was deflected over, Xinhua reports. after a rare error from Jan Oblak, who failed to collect a high ball, which was clipped back into the area for Stefan Mitrovic to head against the post, with the ball bouncing into the net off the Atletico keeper. Suarez headed against the bar in the 68th minute and Atletico’s task was made easier soon after when Getafe midfielder Carles Cunha was sent off for a bad challenge on Atletico substitute Matheus Cunha.
Getafe failed to heed the warnings and Suarez took advantage of some poor defending in the closing minutes to net his two goals, which lift Atletico above Real Madrid while keeping the home side in the relegation zone with six defeats from their first six games of the season. Elsewhere on Tuesday, Radamel Falcao’s 96th-minute header gave Rayo Vallecano a surprise 2-1 win away to Athletic Club Bilbao, who had been
unbeaten going into the game. Alvaro Garcia put Rayo ahead in the fifth minute and Athletic equalised when Pathe Ciss deflected Iker Muniain’s free-kick into his own net, but the Colombian striker decided the game for the visitors at the death. Goals from Iago Aspas and Brais Mendez gave Celta Vigo their first win of the season as they triumphed 2-0 away to Levante.
