L O N D O N / G E N E VA , MAY 23 (IANS/AFP): As Denmark becomes the latest country to be struck down by monkeypox, EU authorities are set to publish a risk assessment, wherein all European countries will be told to prepare a vaccination strategy to tackle the spiralling outbreak. While no monkeypoxspecific vaccine exists, the smallpox jabs that were routinely offered to Brits until the virus was eradicated four decades ago remain 85% effective against monkeypox, the Daily Mail reported. The strategy likely to be recommended is the same already deployed in Britain, where officials are attempting to contain the spread by vaccinating all close contacts of the 20 confirmed monkeypox cases, including NHS workers. This strategy, called ring vaccination, involves jabbing and monitoring

The government said airports with international air traffic should immediately reactivate their surveillance systems, check incoming passengers, particularly those from countries that have reported monkeypox cases. However, there have been no such cases in India. The Mumbai civic body has kept a 28-bed ward ready at the Kasturba Hospital here for the isolation of suspected patients, officials said on Monday. BDOs asking money from PMAY-G beneficiaries, alleges NSVDBA DIMAPUR, MAY 23 (NPN): Nagaland State VDB Association (NSVDBA) has alleged that BDOs have issued directive asking VDB secretaries to collect money from the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) beneficiaries in whose accounts an amount of Rs. 88,000 has been credited. In a press release, NSVDBA president Tohoshe Awomi and general secretary Manthungo Kikon stated that VDB secretaries were not in a position to collect the said amount from the beneficiaries as the money has been credited in the personal account of the beneficiaries and not in accounts of VDBs. He hoped that all those present at the meet would cooperate and contribute positively to this work that would ultimately benefit all the Nagas. D I M A P U R , M AY 2 3 (NPN): Just three months after the much-awaited two-lane RCC bridge over Dhansiri river (tributary) at Shozukhu-Zukihe village was inaugurated (on February 12), deputy commissioner Dimapur R Soundararajan, in an advisory, stated that there was “no guarantee of the structural safety and stability of the bridge”. Referring to a letter by engineer-in-chief NPWD, DC said the bridge was completed without authorization and approval of PWD department and therefore appealed to public not to ply on the bridge until the department certifies the structural safety of the bridge. The 340-metre Shozukhu-Zukihi RCC bridge which was inaugurated by PHE minister, caters to two administrative headquarters of the State and around 50 villages.
Disturbed by accusations against State leaders: CNTC DIMAPUR, MAY 23 (NPN): Central Nagaland Tribes Council (CNTC), said that while Nagas were striving for a peaceful settlement, it was perturbed by recent accusations and allegations made on senior political leaders of Nagaland regarding statements made on the Naga political issue. CNTC media cell also backed the stand of the Ao Senden over the ‘war of words’ between veteran Naga politician and former governor Dr. S.C. Jamir and NSCN (I-M). Expressing support to Ao Senden, CNTC further clarified that the statement made by the state political leader(s) “was not originated from them” but that
which was conveyed to them at the meeting with union home minister Amit Shah. CNTC further said though Nagas of Nagaland would love to have Nagas live under one umbrella (integration), it was no longer possible now as per the stand of the government of India. Therefore, said CNTC, it was high time for Nagas of Nagaland to be “relieved off the burden of Naga political movement “and allow Nagas of Nagaland to progress at par with other states. CNTC also said Nagas “should accept out national workers in the true spirit of Christianity, as and when any political settlement is arrived at.”
While appealing to the government of India for expediting the political negotiations, CNTC also questioned the government of India as to how long will Nagas have to wait since the delay in finding solution was causing more division and discord among Nagas? On another issue, CNTC also clarified that the recent statement made by deputy chief minister Y. Patton (at the CNTC meet) was not intended to hurt or target any particular community or tribe. It therefore, urged upon people not to misinterpret the statement but take things positively since Patton had only stated what was taking place in Nagaland as being witnessed.
RPP asks DyCM to explain felling Inspection teams visit check gates in various districts of teak trees at police complex D I M A P U R , M AY 2 3 (NPN): The controversy over felling of teak trees at Chumoukedima police complex refuses to die down with the Rising People’s Party (RPP) demanding an explanation from the deputy chief minister. RPP has asked the deputy chief minister to explain how almost 50-yearold trees, “possibly worth” crores of rupees in the open market, could be felled without any procedures being followed? Questioning who benefitted from the felling of trees at police complex, the RPP said that “Khushi
Khushi and Jabarjasti” culture was “all too apparent in the state.” Stating that felling of trees has come as a rude shock, RPP has, however, said that the “lame justification” given by the director general of police (DGP) Nagaland was “all the more shocking.” The party further pointed out that as per DGP’s statement, it was apparent that no procedures were followed. As per Forest Laws, RPP also pointed out that clearance was required at different levels to cut down even a single tree. However,
the party said it was “deeply shocking” that 40-50 trees could be chopped down “like garden plants in a high security area just like that.” In any other state in the country, RPP said there would have been swift retribution. “But it’s all too apparent that the United Democratic Alliance (UDA) coalition is waiting for the issue to die down,” RPP said. RPP maintained that unless accountability was fixed, it can be “safely deduced” that both the chief minister the deputy chief minister benefitted from the felling of trees.
D I M A P U R , M AY 2 3 (NPN): Following the state government order, the inspection teams-- constituted by deputy commissioner (DC) in every district-- visited check gates in their respective jurisdictions on Monday. The government recently ordered setting up of “Inspection Team” comprising ADC(Hq), Addl SP/ Addl DCP, DTO and DPRO, which would be responsible for ensuring that there was no check gate functional on any road in the district. The inspections team have been asked to submit detailed report of every inspection being made to the DC for perusal and for taking action as required.

2022, stated a DIPR report. Meanwhile, DC Tuensang, Kumar Ramnikant, has issued directives to combat the alleged illegal collection of money from the vehicles at check gates and other locations in the district
with immediate effect. In Chumoukedima, the inspection team led by district administration inspected check gates at Chumoukedima and Medziphema on Monday. As directed, district administration, police, and DPRO staff conducted inspection and verification of all police check gates including departmental and municipal check gates under Chumoukedima district. Since the date of notification, no check gates/tollgate was functioning under Chumoukedima till the time of the report. Illegal money collection: Police set up 24x7 control room NPP questions govt on PDS irregularities DIMAPUR, MAY 23 (NPN): Nagaland police have set up a dedicated 24x7 control room for combating illegal collection of money. According to Nagaland police PRO & Sp (Crime), the control room is manned by sufficient personnel and headed by a senior police officer. Apart from the following 13 inter-state check gates, the PRO said that all other police check gates in any form, permanent/ semi-permanent/tempo-
rary/mobile have been closed forthwith. Besides the existing general helpline number (112), the police have placed dedicated mobile numbers and email ID in the control room for receiving any complaints/ information regarding the illegal collection of money from vehicles at any check gate or any other location in the State or the presence of any unauthorized persons at the Check Gates. Police have assured to maintain confidentiality of all persons reporting such complaints if so desired.
D I M A P U R , M AY 2 3 (NPN): National People’s Party (NPP) State unit has questioned the State government on irregularities in public distribution system (PDS). Noting how several studies and reports had highlighted the irregularities, the party in a press release said the average leakage from off-taken food grains of PDS in the country was 46.7% in 2011-2012 as per an estimate. In the State-wise leakage estimation, Nagaland was found
to have 94.7% leakage of PDS off-taken food grains in the same period. The report of Comptroller and Auditor General (CAG) of India during the period 2005 to 2011 had also unearthed serious irregularities in the State’s PDS structure, it added. Moreover, the CAG report revealed that the Department of Food & Civil Supplies had issued ration cards randomly. Some other anomalies reported were large scale diversion of food grains to open market, allo-
cation of food grains to nonexistent institutions, hostels and Village Grain Banks, short allocation, short lifting and delayed distribution of food grains, charging higher rates and inadequate infrastructure, etc. The CAG had concluded in its report that all these anomalies and corrupt practices had seriously affected implementation of PDS in Nagaland, the release added. Pfütsero DIMAPUR: With an objective to ensure effective and expedited implementation of Swachh Bharat MissionGramin Phase II, to achieve ODF plus, an awareness and capacity building programme was conducted by District Water & Sanitation Mission (DWSM), Public Health Engineering Department (PHED) Phek division, at Chozuba on
May 21 and Pfütsero town on Monday, covering four blocks—Sekrezu, Kikruma, Chizami and Pfütsero. In a press release, PHED Phek division informed that roles and responsibilities of Water and Sanitation (WATSAN) and “Swachhagrahis” was shared by district coordinator Kutulu Vero. Vero informed that the
Chozuba main role of WATSANs was to ensure safe drinking and sanitation at village level, and that WATSAN along with “Swachhagrahis” appeared to be the only workforce at the field level, both in SBM and Jal Jeevan Mission (JJM). Biodegradable Waste Management (Compost pit), Faecal Sludge Management and Plastic Waste Management and criteria to achieve ODF Plus as per SBM-G Phase II guidelines. Later, chemist, Kethonu Theyo emphasised on Grey Water Management (ODF Plus component) through community and individual soak pits, sepa-
ration of grey and black water, usage of treated grey water for activities such as kitchen gardens, irrigation, washing vehicles, groundwater recharge etc. He further stressed on the harmful effects of contaminated water and the importance of testing water regularly. At the programme, booklets and brochures
on biodegradable waste management, faecal sludge management, grey water management and plastic waste management were distributed to all the participants. The campaign was sponsored by Sanitation and WSSO PHED Kohima, with WATSANs and Swachhagrahis as main target groups.

DIMAPUR: The State Tobacco Control Cell (STCC) has informed that “World no Tobacco Day 2022” will be observed across the state on May 31 on this year’s theme, “Tobacco- A threat to Environment”. According to a DIPR report, additional director and state nodal officer, Dr. C Tetseo informed that the District Tobacco Control Cell (DTCC) in all the districts would be organising activities including competition and awareness programmes in districts and block headquarters during the week, and would culminate on May 31. In addition to districtlevel activities, STCC in-
formed that it would also be organising a state-level picture and caption competition on the theme. The competition is open to all the school and college students in the state with cash prizes and certificates, which will be awarded to the best three. DIMAPUR, MAY 23 (NPN): State chief minister Neiphiu Rio, who is also the chairman of Nagaland state disaster management authority (NSDMA), Monday reviewed monsoon preparedness at the chief minister’s residential complex, Kohima on Monday. According to DIPR, Rio asked the departments involved in monsoon related works to be prepared with necessary

DIMAPUR: Following the claim made by chairman and secretary of Longzang village on alleged misuse of funds by the village development board (VDB), chief Angh Lohwang, head GB Menwan, Tahmao and Kaiwang stated that the issue has been resolved amicably as per customary practice under Anghship (the village chief)” since, they said, the Angh held “the rightful authority and power in the village administration as per Konyak customary and traditional practice.” In a press release, the signatories stated that the root of the issue of Longzang VDB under Mon district lay in the RTI filed in 2020. While stating that representatives of Longzang public filed an RTI seeking information related to various schemes implemented in the village, they said the department replied to the queries on time. They, however, said without discussing and verifying the matter at village level, it was dragged to the media with a complaint to the higher authority “out of sheer ignorance.” The signatories on behalf of Longzang village have apologised to the administration and responsible department for creating inconveniences especially the “wrong figure of amount, misinformation and outdated viral video” which was circulated in the news and social media. In this regard, the present village council chairman and VDB secretary have “willingly offered to resign” not owing to present issue but for the progress and development of the village. The village has warned individuals or groups to desist from such practices in future and not to malign the image of the village. Further, it also appealed to the state government to revoke the suspension order issued to Longzang VDB in order “to enable the VDB to function normally.

Tripura, Mizoram approach MEA for approval to ferry essentials via Bangladesh GUWAHATI, MAY 23 (AGENCIES): The state governments of Tripura and Mizoram have approached the ministry of external affairs (MEA) for approval to ferry essentials via Bangladesh. Notably, Tripura and Mizoram have been staring at a major food and fuel crisis following disruption of railway and road links to both the state via Assam due to floods and landslides. According to NE Now, the Northeast Frontier Railway (NFR) has also cancelled all goods and passenger trains to these states till June. The Lumding-Badarpur railway line via Dima Hasao district of Assam that connects Tripura, Mizoram, Manipur and south Assam was heavily damaged due to floods and landslides. Tripura government officials have informed that the state has approached the MEA to take up the matter with Bangladesh for ferrying of essentials via the neighbouring country. On the other hand, the Mizoram government has also approached the MEA for approval to the transportation of essentials via Bangladesh. Mizoram minister K Lalrinliana said: “We have approached the MEA for approval to the proposal of transportation of essential goods via Bangladesh.”

DIMAPUR: The first District Planning and Development Board (DPDB) meeting for Niuland district was held on Monday, in the conference hall of the deputy commissioner (DC) Niuland. According to a DIPR report, minister for Public Health Engineering Department (PHED), Jacob Zhimomi in his address to the first DPDB meeting said the newly created district had the potential to become a metropolitan city. He expressed confidence that the momentum of development in the district would be picked up and urged upon all the officers to be sincere in there works. Jacob, who is also the DPDB Niuland chairman said a sub-treasury office in the district was required and assured the gathering that he would pursue the case accordingly. On Saturday night, an under-trial rape accused allegedly attempted to kill the father of the minor girl, he had allegedly raped in 2018. Pukhrambam Johnson of Sagolband Amudon Leikai, is currently being treated at RIMS hospital with injuries on his head and other parts of the body, fractures in both legs and hands. He was allegedly attacked by Irom Rakesh Singh (30) of Lamboi Khongnangkhong and his five associates, who waylaid
him on his way back home on Saturday night. Irom Rakesh who is accused of raping a minor daughter of Johnson, is facing a trial in the court. He was in jail in connection with the case and currently on bail. Assam: Oppn decries bulldozer ‘revenge’; BJP defends GUWAHATI, MAY 23 (PTI): Opposition parties in Assam on Monday decried both the bulldozing of houses of villagers allegedly involved in burning down a police station in an apparent revenge attack after custodial death of a person in Nagoan district as well as the assault on the force’s outpost. The ruling BJP, however, defended the administration’s actions, blaming ‘Jihadis’ for the burning down of Batadrava Police Station. The police station was set on fire on Saturday by a mob, following the custodial death of a local person, Safikul Islam, who was picked up the night earlier. The district administration had carried out an eviction drive in Islam’s Salnabori village the next day and bulldozed houses of the deceased and several of his relatives, alleging that they were “encroachers” and staying there with “forged land documents”. The state Congress has deputed a seven-member committee, led by its working president Rana Goswami, to visit Batadrava and take stock of the situation there. “It is shocking to know that many houses of local people are demolished by bulldozers,” the party said in a statement. Bulldozers and excavators were used on Sunday to demolish the houses of several residents of Salnabori village, near Batadrava Police Station which was set on fire on May 21 following the alleged custodial death of a local, Safikul Islam, who was picked up the night before. The house of Islam, whose death allegedly in police custody had triggered the arson, and those of his relatives, were among those demolished, locals claimed. “When we went for a search operation yesterday, we got information that the accused had buried firearms and other incriminating items under the ground inside the houses. So, we had to clear the land and the houses were demolished,” Nagaon Superintendent of Police Leena Doley told PTI. She said that police found one country-made revolver, four cartridges of 9 mm pistol and 6,500 Nitrazepam tablets buried in the ground inside the houses. “These people have criminal records. Even their land documents are doubtful. We have asked the Nagaon DC to survey the entire area to verify the land documents as these might be forged,” Doley said.

The National Highway Authority of India (NHAI) has assured him of reparing the Jatinga-Harangajao in Dima Hasao district by this month end, he added. Shah chairman of standing committee NEW DELHI, MAY 23 (PTI): The Inter-State Council (ISC), which works to promote and support cooperative federalism in the country, has been reconstituted with Prime Minister Narendra Modi as chairman and chief ministers of all states and six Union ministers as members. Ten union ministers will be the permanent invitees to the Inter-State Council, according to an official notification. The government has also reconstituted the standing committee of the InterState Council with Union Home Minister Amit Shah as chairman. While the prime minister is the chairman, chief ministers of all states and Union Territories having a legislative assembly and the administrators of UTs not having a legislative assembly have been made members.

Family pension rules for missing central employees relaxed: Jitendra NEW DELHI, MAY 23 (PTI): Union Minister Jitendra Singh on Monday said family pension rules for missing central government employees have been relaxed, in a major relief for kin of those serving in militancy-affected areas such as Jammu and Kashmir and the Northeast as well as Naxalism-hit regions. According to an order, in all cases where a government servant covered by the National Pension System (NPS) goes missing during service, the benefits of family pension will be immediately paid to the family and in case he reappears and resumes service, the amount paid as family pension during the intervening time of his missing period can be accordingly deducted from his salary. Earlier, the family pension would not be paid till the missing government employee was declared dead in accordance with the law or till seven years had passed since he went missing, a statement issued by the Personnel Ministry said. Referring to the order of the Department of Pension and Pensioners’ Welfare, the minister said this is going to provide a huge relief, particularly in those regions where instances of government employees going missing are reported

‘C’garh to suffer Rs 500 cr loss due to excise duty cut’ RAIPUR, MAY 23 (PTI): Chhattisgarh Chief Minister Bhupesh Baghel on Monday said the reduction in excise duty on petrol and diesel by the Centre would cause a loss of around Rs 500 crore to the state exchequer, and reiterated that the Union government should withdraw the cess imposed on these fuels. He was talking to reporters at the Police Lines helipad here before leaving for Dantewada district as part of his constituencywise public interaction drive ‘Bhent Mulaqat’. Union Finance Minister Nirmala Sitharaman had on Saturday announced a reduction in the central excise duty on petrol by Rs 8 per litre and on diesel by Rs 6 per litre. Asked whether the Chhattisgarh government will reduce the Value Added Tax (VAT) on petrol and diesel, “Baghel said, “I could not understand the (Sunday’s) statement of Nirmala Sitharaman ji that reduction on excise duty will not impact state’s share in it.”

Thunderstorm, rains bring relief to scorched northwest India
NEW DELHI, MAY 23 (PTI): North-western parts of the country on Monday enjoyed some respite from the scorching heatwave as the region received heavy rainfall under the influence of the season’s first moderate intensity thunderstorm. According to the India Meteorological Department (IMD), no part of the country, except West Rajasthan, is likely to witness a heatwave condition during the next five days. An extra-tropical weather system approaching from north Pakistan led to formation of rain-bearing clouds that brought showers to parts of Punjab, Haryana, Delhi, Uttarakhand and Himachal Pradesh early on Monday. According to the weather office, thunderstorms occurred at several places in Uttarakhand, while most parts of Jammu and Kashmir, Himachal Pradesh, Haryana, Delhi, Uttar Pradesh and isolated places in Rajasthan received rainfall.
All health facilities in Mumbai have been informed to notify and refer any suspected Monkeypox case to the Kasturba Hospital, it said. As per BMC’s advisory, Monkeypox is a viral zoonotic disease which occurs primarily in tropical rainforest areas of central and west Africa and is occasionally exported to other regions. “Monkeypox typically presents clinically with fever, rash and swollen lymph nodes and may lead to a range of medical complications,” it stated. It is usually a self-lim-
ited disease with symptoms lasting from two to four weeks. Severe cases can occur and the case fatality rate may vary from 1-10 per cent, the BMC said. The disease can be transmitted from animals to humans as well as humanto- human. “The virus enters the body through broken skin (even if not visible), respiratory tract or the mucous membranes (eyes, nose, or mouth),” the advisory stated. Monkeypox threat: Mumbai civic body keeps isolation ward ready in hospital
MUMBAI, MAY 23 (PTI): In the wake of monkeypox cases reported from some countries, the Mumbai civic body has kept a 28-bed ward ready at the Kasturba Hospital here for the isolation of suspected patients, officials said on Monday. As on date, there has been no report of any suspected or confirmed case of Monkeypox in the city, an official from the Brihanmumbai Municipal Corporation’s (BMC) public health department said. In an advisory issued about the viral zoonotic disease, the BMC said airport authorities are screening passengers coming from the endemic and non-endemic countries showing outbreaks. “For the isolation of suspected cases, a separate ward (28 beds) has been prepared at the Kasturba Hospital and their samples will be sent for testing to the Pune-based National Institute of Virology (NIV),” the civic body’s advisory said.

PATNA, MAY 22 (PTI): Bihar Chief Minister Nitish Kumar on Monday hinted that the much-awaited allparty meeting on a statespecific census of castes could be held later this week. On the sidelines of a function here, he was asked by journalists about unconfirmed reports that the meeting has been called on May 27. “Many parties have agreed to the date. But we must have consent of all parties for holding the meeting on any particular date”, the chief minister said. The JD(U) leader, whose ally BJP has of late grown ambivalent over the issue, expressed confidence that all parties in the state will back the proposed move before clearance is given by the cabinet. “There should be no problem since both houses of legislature in the state have twice passed resolutions favouring a caste census”, Kumar pointed out. A perennial challenge
W
hile public welcome the recent order issued by the home department for closure and removal of check posts across Nagaland in order to eradicate rampant and illegal taxations, there are still some lingering doubts on whether the order can be strictly implemented. The doubts arise since the government has shown that it just doesn’t have the political will to enforce such orders on a long term basis. A concerted and determined effort needs to be done to eradicate the terrible menace of illegal cash collections going by the term-‘taxes’ or ‘membership fees’ or whatever name-which those involved choose to justify such illegal collections. In addition to the inter-state check gates, numerous other check gates have been erected that have absolutely no constitutional or legal justification. This newspaper has been highlighting reports of such activities and also a series of comments in this column during the past decades. There had been several exercises conducted by the administration against illegal tax collections in the light of hue and cry from public which led to government ordering the dismantling of police check gates at several points. The state government had in 2009 and later 2012 issued ban on illegal collections at check gates and along highways. In the past, there were some unions/associations that obtained stay from the court by successfully exploiting the loopholes on technicalities. In this regard, the government has to also prepare itself to fight the case(s) in court so as to thwart any effort to use legal means to circumvent its order. This may be seen from the past when the Gauhati High Court Kohima Bench on June 3,2014 dismissed 11 petitions against the ban order. What is of serious problem however, are numerous organizations including government departments collecting various taxes from transport trucks at the inter-state check gates and various other check gates erected within Dimapur town. Trucks are asked to pay sales tax on items whereas, as per the GST Act, such local taxes are no longer valid as GST subsumes all taxes. These collections are multiple, rampant and even as flimsy where trucks are charged for amounts depending on the number of tyres. The more the tyres, the more the tax amount. Tax collections in Dimapur have become a thriving ‘cottage industry’ which emerged in the late 80s and rose to menacing proportion from the 90s onwards. The other question being raised is whether collections by various government departments including municipal and town councils, except police, should also be brought under the ambit of the ban? Thirdly, whether the purpose of the ban- eradicating illegal collections by all and sundry should be a top priority other than focussing only on check gates? Such collections shoot prices of all items skywards. It appears that the measures undertaken against such activities have fallen short of the desired objective as they were not long term. In fact, due to the failure of the administrative and enforcement agencies to pursue the objective on a long term basis, these activities have somehow managed to spring back. Not only check gates but also syndication of market and various unjustified fees that are being collected under duress, have to be eradicated if Nagaland wants to attract outside investors.

ometimes the roots of a problem are obscured by discussions on the ‘enormity’ of its possible repercussions -- some of this is happening in the way experts were making their expansive analysis of the threats to cyber security. The success of Information Technology Revolution -- 1991 is accepted as the cut off year for this transition since in that year, investment in IT sector exceeded that in the industrial sector for the first time in US -- marked the advent of the Age of Information as the Internet provided for instant communication, created borderless markets and made way for globalisation, producing the new phenomenon called Knowledge Economy. Internet-based products and services -- from mobile to Twitter and home delivery -- held the sway. The fact that information would be communicated and stored on Internet produced the problem of securing it against the adversary’s attempt at prying into the same or against the theft of data committed for other undesirable purposes. The first point of clarity about the use of Internet, however, is that it is a public platform and the user therefore should be aware that he or she should not say on it what would not be permitted to be spoken from such a platform. Section 66 of IT Act punishes calls for violence, specific threats to persons or a brazen attack on the nation’s sovereignty. The ‘public’ character of Internet makes it illogical for you to expect that your information fed there by you would be kept confidential -- until special steps are taken by you as a user or by the organisation which obtains information from you online, to safeguard it against exposure. A large part of noise raised about ‘privacy’ of information loaded on the Internet,

The second fundamental thing about the use of Internet is that security in any sphere -- cyber, industrial or State-related -- revolves around the threats to the three assets of a target organisation, material, human resource and protected information. Correspondingly, there are concepts of physical security, personnel security and information security for protection against what is described in professional terms as Sabotage, Subversion and Espionage, respectively. Taking the issue of ‘information security’ first -- in the context of Internet -- it has to be mentioned that by definition, Espionage is manoeuvring ‘unauthorised access to protected information’. If the organisation has not protected its information it cannot complain of breach of its security -- this protection starts with the ‘security classification’ of the particular information in terms of its being labelled as ‘restricted’, ‘secret’ or ‘top secret’ and determination of who amongst the employees would have access to it. Security of information in the ‘virtual’ layer begins with the techniques of ‘access control’ to limit entry to authorised users -- these include Firewalls, Passwords and Biometric Devices. The security policy has to be formulated with clarity to achieve effective designing and implementation of Firewalls. Cryptography transforms a clear text into a non-decipherable cyber text. The key size of the encryption process reflects the strength of the algorithm. Encryption is the best device for ensuring message ‘confidentiality’ or privacy and also for checking unauthorised access to data. It is to be noted that multiple encryptions may make the security stronger but it may
have a negative influence on efficiency. It is logical that Passwords should be stored on record in encrypted form. And finally, Biometrics has to be extensively used for establishing the identity of the legitimate user. There is a strong Physical Security side of cyber operations. At the physical layer, which is the data communication interface with the hardware, specific access controls are required. This is the layer that performs the physical transfer of data to the transmission medium. Floppy disks, magnetic tapes, pen-drives, optical disks and any other hard drive back up material should always be kept in safe custody. Printed, unclaimed and sensitive documents must be destroyed by ‘shredding’. The IT Act of India provides detailed guidelines even on a secure site design for a Data Centre or Master Computer. All openings of this Centre should be monitored round the clock by surveillance video-cameras. Physical Security begins with the installation of a secure perimeter -- which is not always a brick-and-mortar structure -- and prompt detection of any attempt to make an intrusion into the same. One of its objectives is to prevent Sabotage which by definition is ‘the threat of causing unacceptable physical damage to the target organisation’. Data destruction will also fall into this description. All strategic sectors of economy are run on cyber systems whose security is a must for averting a disruptive attack that would impact national stability. Code breaking may be done by the enemy by using brute force in which an attempt is made to decipher the code by using every possible key combination. Today when we compare our Nagaland State with its neighbouring States in every aspect, we found that our State is left behind in a pitiable condition while the common people have been living in untold miseries in silent for the past decades with no relief in sight. It is a horrible story to tell. Thus, further sucking of their sweat and tolls cannot be tolerated any longer. They are inseparable to each other. Nevertheless, when our people and its society are being pushed or place under existential threat or under complete ruination stage on the pretext of nationalism proclamation then, nationalism spirit too would cease to exist or in other words nationalism perception would loss its value and purpose. and its society too should not be over-squashed in the name of nationalism proclamation or for the sake of nationalism impression. Remember the hard fact that remains is integration is the first step for our nationhood and without it, it does not hold water. As, such, the present situation in Nagaland cannot go on and on indefinitely. Enough is enough, Henceforth, solution is the only way to clear up the mess that prevails in our society as it has permeated and inflicted our society to suffer severely beyond expression for so long. They are wanting to establish a progressive society so as to march ahead with the rest of the world. They have a dreamed of becoming self-reliance in the field of socio-economic sector, Technological advancement, human resources development, higher educational researches, skills and scientific development, business and self-employment thereby, to march ahead towards a new horizon of life wherein self-respect, dignity, peace, progress and prosperity reigns and for which, they are now eagerly yearning for a peaceful environment to live and let live. The present Naga generation wishes to have a secured life so as to explore their potentiality for a better life and a better future. However, if such pace or opportunity situation is not being permitted for the society to grow and prosper then, formation of a new revolution for survival seems to be not far off. The Personnel Security component of cyber domain is often underestimated for lack of understanding of the ways in which the threat against it came into play without getting detected. In all systems having a direct bearing on national security, the angle of threat of Subversion, which by definition is rooted in the enemy’s capacity to alter the loyalty of an employee of the target organisation, is accorded high priority. The standards of Personnel Security -- which aim at preventing this subversion -- are more stringent in the sensitive sectors of national security. The enemy can either recruit an employee already on the roll by managing to reach out to the individual and then exploiting some vulnerability of the latter to affect a switch in the loyalty -- from the organisation to the entity outside -- or alternately, ‘plant’ its agent under ‘cover’ in the target organisation using some vulnerability in the prescribed process of entry. Importance of background checks and enquiry into the character and antecedents before the employment is confirmed, suggests itself. In sensitive organisations, there is periodical reverification, as well. It is obvious that a subverted employee would be used by the adversary for various objectives like securing access to protected information
and carrying out acts of sabotage. The third basic feature of cyber security relates to a universal finding that nearly half of the breaches there were attributable to an insider. One of the tasks of the security set up of a sensitive enterprise is to take note of any ‘suspicious’ conduct of an employee and check out on that to determine if the individual was not already working for some outsider. At a deeper level, the security set up looks for any ‘vulnerability’ shown by an employee like greed, addiction or disgruntlement and examines it for administering a warning to the individual for that ‘weakness’ -- after all this would be noticed by the adversary as well. Further, the practice of ‘need to know’ principle is meant to enforce ‘restrictive security’ by which the employee is given access to only that part of organisational knowledge which was essential for the individual’s own performance- this reduces the subversive potential of a compromised member. It is for this reason that internal Firewalls are also used to protect one area of a company from another in pursuance of ‘restrictive security’. In an Intelligence organisation, where the ‘need to know’ principle is followed in totality, members understand what part of operational knowledge is not to be shared with the colleagues. They also know that restrictive security did not operate vertically. A fourth essential point about cyber security is that its framework rests on certain requisites -- legal, operational and managerial -- and like in any other security domain, conforms to the principle that security is an ‘integral’ concept not given to divisibility of any kind. Security is a mainstream function as it requires full knowledge of
the enterprise and derives its authority from the top man. Training is necessary for all aspects of security and a security savvy culture has to be established to avert avoidable failures. A cyber security regime banks for its success on its capacity to attend to the details. A System Administrator has to be appointed, this is a legal requirement, whose responsibilities are exclusive for creating, classifying, retrieving, deleting and archiving information, putting in place arrangements for Password management, authorising access to users on a ‘need to know’ and ‘need to do’ basis with a complete documentation of this authorisation, ensuring that all security violations are recorded, investigated and put up for review by the top management and finally, ensuring that security policies are understood by all members of the organisation. For this, an audit trail of security sensitive access and actions taken shall be logged. Finally, the cyber domain is an instrument of development and facilitates the welfare function of the democratic State, but it is also a licence for antinational forces to indulge in mischief against the latter. Weapons of higher defence, including nuclear missiles, operate on complex cyber security systems that are fail-safe. In what is a new phenomenon, social media -- a product of Internet -- is already becoming an instrument of combat and ‘proxy war’. We live in times where a minimal understanding of cyber security issues is an essential component of the requirement of ‘being well-informed’ -- this is the mandate of the age, for being successful in any sphere of work. Motor horns shouldn’t be blown unnecessarily

ecently, there was discussion that the Union Transport Ministry is preparing to bring a law under which only the sounds of Indian musical instruments will be heard from the automobile horns. Means, if the rule is implemented then the pleasant music of flute, tabla, violin, mouth organ and harmonium will be heard on the streets. In place of loud sirens from ambulances and police patrolling vehicles, there will be a mesmerizing tune heard, the signature tune of All India Radio which is played in the early morning. While it sounds interesting, it is a strange idea, as the main function of the horn is to alert the surroundings, not entertain people who can turn around and forget that they have to move or give way to the vehicle coming behind. It is also a fact that the use of loud horns on highways and in cities has become so much that it makes the head dizzy. It is natural to have accidents when someone is driving at high speed with a loud horn. There are 5 lakh road accidents in India every year, in which around 1.5 lakh people get killed and millions are injured. India loses three percent of its gross domestic product (GDP) due to the road accidents. The Ministry of Road Transport, Nitin Gadkari is considering this problem only to reduce the stress caused by noise. There should be legal strictness also on those who play loud horns or make noise by honking unnecessarily. Constant awareness about this is also necessary. Experts warn that being exposed to noise above 93 decibels for eight hours can lead to hearing loss. In addition to irritability, the noise of the horn can cause
loss of hearing. In European countries, vehicle horn noise ranges from 87 to 112 decibels. In Australia and Canada, the limit for such noise is 104 decibels. Multi-tone horns are banned in many cities of Maharashtra and Tamil Nadu, apart from Delhi NCR and Chandigarh. Oliver Lucas of England had designed an electric car horn in 1910. Even today the horns of cars run on electricity. These are driven by a flat circular steel diaphragm on which the electromagnet acts in one direction, while a spring pulls it in the opposite direction. The diaphragm repeatedly interrupts the flow of the electromagnet, causing circuit breaks hundreds of times per second producing a loud buzzer or electric bell-like sound. Car horns have a sound level of around

No one knows what it means and who first started it. One theory says that when there was a shortage of diesel during World War II, the trucks had to be run on kerosene. From the point of view of safety, it was necessary to keep distance between each other, so they wrote Horn OK Please. The second theory states that earlier trucks were monopolized by the Tata company. Drivers need proper seminar

As a Dimapur citizen, I have been noticing for many years that many of the auto drivers drives recklessly and doesn’t follow traffic rules, overtaking even if there is a traffic Jam which leads to huge traffic congestion. Many of the drivers also stop here and there without using indicator lights. Indicators lights is used to show an intended change of direction. Indicator lights should use in good time, giving other road users plenty of time to react and adapt to your signal. It has also come to the limelight that many of the autos indicator doesn’t work. Therefore, it is my request to the concerned authority to keep an eye on it and check such vehicles. Many drivers need to be disciplined in many ways, so it is my appeal to the concerned authority to give proper seminar to Auto Drivers in Dimapur District. Together let’s all make Dimapur a better place. LUCKNOW, MAY 23 (PTI): The Budget Session of the Uttar Pradesh Assembly began on a stormy note on Monday with Samajwadi Party members rushing to the well of the House and raising slogans during the Governor’s address. Cracks appeared in the opposition camp with SP senior leader Azam Khan skipping the House proceeding and Suheldev Bhartiya Samaj Party of Om Prakash Rajbhar keeping away from the protest during the Governor’s address. As soon as the House met, SP members carrying placards raised issues related to law and order, farmers, stray cattle and incidents of rape. They also raised the slogan, “Gover nor go back”. Saxena, 64, will succeed Anil Baijal who resigned from the post last week citing “personal reasons”. “The President of India has been pleased to appoint Shri Vinai Kumar Saxena to be the Lt. Governor of National Capital Territory of Delhi with effect from the date he assumes charge of his office,” according to the Rashtrapati Bhavan statement. VARANASI, MAY 23 (PTI): A district court here reserved its order for Tuesday on which petition is to be heard first in the Gyanvapi-Shringar Gauri complex case transferred to it by the Supreme Court. CHANDIGARH, MAY 23 (PTI): Punjab Chief Minister Bhagwant Mann on Monday directed the state civil aviation department to immediately tie up with the Centre for direct flights to countries like the US and Canada from the international airport here. At present, only two international flights are operational from the airport to Dubai and Sharjah. Chairing a meeting to review the functioning of the civil aviation department, Mann said a large number of people from the state are settled in countries like the US, Canada, UK, New Zealand and Australia. This initiative will facilitate the Punjabi diaspora settled abroad to visit their native places in the state in a seamless manner, he said. To give an impetus to the agro and food processing industry in the state, Mann asked the department to immediately start cargo flights. The CM said this step will go a long way in giving much-needed boost to the export of food products across the globe and especially in supplementing income of state farmers manifold through this farmer-friendly initiative. Mann also underscored the need to set up an international civil enclave at Halwara to be operational at the earliest so that the trade and industrial activities in the vicinity of Ludhiana could get a major boost.

NEW DELHI, MAY 23 (PTI): Heavy rains and thunderstorm on Monday brought much-needed respite to Delhiites from the lengthy spell of sweltering heat, but affected road and air traffic during the morning rush hours and disrupted power supply in many parts of the national capital. The rains accompanied by strong winds also brought down houses and trees at some places, leaving at least eight people injured. Waterlogging were also reported from several areas and eight vehicles parked on the roadside were damaged due to tree falling on them, officials said. NEW DELHI, MAY 23 (PTI): Samajwadi Party MLA Azam Khan Monday moved the Supreme Court challenging a bail condition imposed by the Allahabad High Court which he claimed is for demolishing of buildings of his Jauhar University allegedly built by grabbing of enemy property. A bench of Justices DY Chandrachud and Bela M Trivedi was told by advocate Nizam Pasha that the High Court has ordered the “demolition” of the University as a condition for interim bail and now the district administration seeks to execute the order. “Please list this plea for urgent hearing”, Pasha urged the court. The bench said how can a University be demolished as a bail condition and asked Pasha to mention the matter before mentioning the registrar. On May 10, the High Court while granting him interim bail had directed the Rampur district magistrate to take possession of the enemy property attached to the campus of Jauhar University by June 30, 2022, and raise a boundary wall with barbed wire around it. It had said that on completion of the mentioned exercise of taking the possession of the land to the satisfaction of the DM, Rampur, the interim bail of Azam Khan shall be converted into regular bail. There were reports of tree being uprooted in 13 spots in north zone, 10 in south zone, seven in west zone and 11 in Najfagarh zone, according to official data. The gusty winds during the storm led to many instances of power disruption in the city mainly due to trees and branches falling on the overhead electricity lines and poles. The power outages ranging from a few minutes to several hours were reported from different parts of the city, including Shalimar Bagh, Keshav Puram, Moti Nagar, Bawana, Narela, Mustafabad, Najafgarh, and Dwarka, said officials of power discoms. “Heavy rains at multiple intervals with storm inflicted damages to the electrical network and caused repeated tripping, leading to disruption in power supply in Narela, Bawana, Badli, Mangolpuri, Kirari, Shalimar Bagh, Keshav Puram and Moti Nagar areas this morning,” said a spokesperson of Tata Power Delhi Distribution Limited.

NEW DELHI, MAY 23 (PTI): RBI Governor Shaktikanta Das on Monday hinted at another interest rate hike in early June to bring down stubbornly high inflation rate which has remained above the tolerance level for the past four months. “Expectation of rate hike, it’s a no-brainer. There will be some hike but how much I will not be able to tell now... to say that 5.15 (per cent) may not be very accurate,” Das said in an interview with CNBC-TV18. The next meeting of the Monetary Policy Committee (MPC) is scheduled for June 6-8. RBI, in its first rate move in two years and its first hike in nearly four years, raised the repo rate by 40 basis points to 4.40 per cent following an off-cycle

Inspection teams visit check gates in various districts (From p-1) The departments at the check gates during the inspection included veterinary, geology & mining, forest, police, excise, and Chumoukedima town council, which were all stationed in the privately owned building, a DIPR report stated. In Mon district, the inspection team led by district administration and police conducted an inspection drive for the closure of all check gates except the interstate Police check gates. According to a DIPR report, the team was led by ADC Mon, Y Chingyak Konyak, and additional SP Mon, Ado Yanlem. The team observed the closure of check gates at four points in Mon town. Signboards were removed and the concerned departments were instructed to dismantle the structures. Earlier, DC Mon, Thavaseelan K, issued an order for the closure of all check gates except the interstate police check gates. Further, it stated that if any check gates are found functional, all persons manning the gates shall be prosecuted under Sections 188 & 384 of the IPC. In Mangkolemba sub-division under Mokokchung district, the inspection team headed by ADC Mangkolemba Dharam Raj conducted an on-spot inspection at Tsutapela on May 22, 2022. According to a DIPR report, the team after spot verification closed down the check gates set up by the department of geology and mining, department of veterinary and animal husbandry, excise department, and “NSCN (IM).”
CM cautions against cultural appropriation of Naga motifs

He said there was a system in place and law to look into the challenges of intellectual property theft. In this regard, he said a committee had been constituted to ensure that IPR of Nagas were protected. He claimed that the formation of Patent Information Centre (PIC) was a testament to the State government’s intention to protect the rights and heritage of Nagas. He said PIC established in 2011 under the Department of S&T was facilitating in IPR-related activities in the State. Since its formation, PIC had been acting as the nodal agency and established five IPR cells across the
State, he added. He mentioned that although PIC had successfully facilitated in filing GI tagging of Chakhesang shawls in 2017, the same for other Naga tribes was yet to be done. The committee was directed to present its report within a period of one year, following the consultative meeting. In 2018 ad in 2019, NPP recalled that Nagaland Public Rights Awareness and Action Forum (NPRAAF) had raised serious concerns over the selection of State stockists and allocation without properly identifying the targeted beneficiaries. It had also discovered that targeted PDS (TPDS) was non-existent and there were no proper records despite the State receiving more than surplus items each month from the Centre. The party claimed that Nagaland received 16,625 MT of rice annually with a monthly allocation of 1,385 MT of rice and 76,331 MT under Priority Households (PHH) with a monthly allocation of 6,360 MT. According to this supply and distribution, every individual in Nagaland should have received 4 kg rice per month on an average. NPP questioned the State government where all these huge quantities of rice had disappeared and who had been the indirect beneficiaries of PDS for so many years. It demanded that the people responsible for all these corrupt practices should be exposed in public and appropriate action taken against them. Further, the party said the rural farm-
ers would benefit if they were provided with more incentives for local produce instead of solely relying on PDS. It suggested that the State government could mull over a programme whereby the funds allocated for PDS could be utilised for subsidies, agricultural loans and for procuring better seeds, modern equipment and organic manures for the local farmers to help create a better local economy. It appealed to all civil society groups, NGOs and citizens concerned to always question the State government on issues related to development of Nagaland and also rise and claim what was legally and rightfully theirs. NPP said it was greatly dissatisfied and miffed at the manner in which the State government had been trying its best to elude questions posed to it by various civil societies and NGOs on issues and matter related to the well-being and development of the State, including the PDS. Since the enactment of National Food Security Act (NFSA), 2013, the scope of PDS had been widened with the increase of level of subsidies and expansion of coverage up to 75% of the rural population and up to 50% of urban population under TPDS, the release added.

Addressing the Indian community here on the first day of his two-day visit to Tokyo, Modi also said that India’s relationship with Japan is one of strength, respect and common resolve for the world. “India and Japan are natural partners. WEF warn of dire human consequences from fragmentation of global economy DAVOS, MAY 23 (PTI): The World Economic Forum’s Chief Economists Outlook report on Monday warned of dire human consequences from the fragmentation of the global economy and said that developing economies face trade-offs between the risks of debt crisis and securing food and fuel. While inflation expectations are highest in the US, followed by Europe and Latin America, further declines in real wages are predicted in both high- and low-income economies. Further, the report flagged that the world is facing the worst food insecurity in recent history – especially in the Middle East and North Africa, Sub-Saharan Africa and South Asia. Multinationals are re-aligning supply chains along geopolitical fault lines, risking a new economic iron curtain and further price spirals, it added. Releasing their outlook at the WEF Annual Meeting 2022 here, the World Economic Forum’s C o m mu n i t y o f C h i e f
Economists said it expected lower economic activity, higher inflation, lower real wages and greater food insecurity globally in 2022, pointing to the devastating human consequences of the fragmentation of the global economy. Reversing previous expectations for recovery, the majority of respondents in the latest survey expect only a moderate economic outlook in the United States, China, Latin America, South Asia and Pacific, East Asia, sub-Saharan Africa and the Middle East and North Africa in 2022. In Europe, the majority expects the economic outlook to be weak. The choices of both business and government
are expected to lead to greater fragmentation in the global economy and unprecedented shifts in supply chains, creating a perfect storm of volatility and uncertainty. Biden, at a news conference in Tokyo, said “yes” when asked if he was willing to get involved militarily to defend Taiwan if China invaded. “That’s the commitment we made,” he added. The US traditionally has avoided making such an explicit security guarantee to Taiwan, with which it no longer has a mutual defence treaty, instead maintaining a policy of “strategic ambigu-
ity” about how far it would be willing to go if China invaded. The 1979 Taiwan Relations Act, which has governed US relations with the island, does not require the US to step in militarily to defend Taiwan if China invades, but makes it American policy to ensure Taiwan has the resources to defend itself and to prevent any unilateral change of status in Taiwan by Beijing. LAHORE, MAY 23 (PTI): Pakistan Prime Minister Shehbaz Sharif on Monday alleged that Imran Khan wants to unleash a “civil war” in the country, a day after the ousted premier asked his supporters to march peacefully to Islamabad on
May 25 to press for the dissolution of the National Assembly and fresh elections. Khan, 69, the cricketerturned politician, was removed from power through a no-confidence vote in parliament by the Opposition parties last month.
“Imran Niazi wants to initiate a civil war in the country. But he is mistaken. The nation will never forgive him [for the sin] and will hold him by the collar,” Prime Minister Shehbaz said on Monday, while addressing questions from the press. When asked if the government would call in the army to stop Khan’s long march, Shehbaz said that a decision would be taken if and when needed. Addressing a press conference after his Pakistan Tehreek-e-Insaf party’s core committee meeting in Peshawar on Sunday, Khan said the march would convert into a sit-in and continue until his demands are accepted.
KIEV, MAY 23 (IANS): Amid the ongoing war, the Ukrainian Parliament has approved a bill submitted by President Volodymyr Zelensky to extend the martial law in the country for another 90 days starting from May 25. Lawmaker Yaroslav Zheleznyak announced on Sunday that Parliament has also approved the law on the prolongation of general mobilisation in the country till August 23, reports Xinhua news agency. Ukraine first imposed the martial law on February 24, the day when Russia launched its ongoing war against Kiev.

The India-USA Investment Incentive Agreement (IIA) was signed by Foreign Secretary Vinay Kwatra and the CEO of US International Development Finance Corporation (DFC), Scott Nathan on the sidelines of the Quad summit here.

DAVOS, MAY 23 (PTI): Ukrainian President Volodymyr Zelenskyy on Monday called for “maximum sanctions” on Russia, including a ban on all Russian banks, a Russian oil embargo and stopping all trade with Russia. Monkeypox likely spread by sex at 2 raves in Europe: Expert
A
leading adviser to the World Health Organization described the unprecedented outbreak of the rare disease monkeypox in developed countries as “a random event” that might be explained by risky sexual behaviour at two recent mass events in Europe. In an interview with The Associated Press, Dr. David Heymann, who formerly headed WHO’s emergencies department, said the leading theory to explain the spread of the disease was sexual transmission among gay and bisexual men at two raves held in Spain and Belgium. Monkeypox has not previously triggered widespread outbreaks beyond Africa, where it is endemic in animals. “We know monkeypox can spread when there is close contact with the lesions of someone who is infected, and it looks like
sexual contact has now amplified that transmission,” said Heymann. That marks a significant departure from the disease’s typical pattern of spread in central and western Africa, where people are mainly infected by animals like wild rodents and primates and outbreaks have not spilled across borders. A German government report to lawmakers, obtained by the AP, said it expected to see further cases and that the risk of catching monkeypox “mainly appears to lie with sexual contacts among men.” The four confirmed cases in Germany have been linked to exposure at “party events including on Gran Canaria and in Berlin, where sexual activity took place,” it said. To date, WHO has recorded more than 90 cases of monkeypox in a dozen countries including Brit-
ain, Spain, Israel, France, Switzerland, the U.S. and Australia. On Monday, Denmark announced its first case, Portugal revised its total upwards to 37 and Italy reported one further infection. Madrid’s senior health official said on Monday that the Spanish capital has recorded 30 confirmed cases so far. Enrique Ruiz Escudero said authorities are investigating possible links between a recent Gay Pride event in the Canary Islands, which drew some 80,000 people, and cases at a Madrid sauna. Heymann chaired an urgent meeting of WHO’s advisory group on infectious disease threats on Friday to assess the ongoing epidemic and said there was no evidence to suggest that monkeypox might have mutated into a more infectious form. Monkeypox typically
causes fever, chills, rash, and lesions on the face or genitals. It can be spread through close contact with an infected person or their clothing or bedsheets, but sexual transmission has not yet been documented. Most people recover from the disease within several weeks without requiring hospitalization. Vaccines against smallpox, a related disease, are also effective in preventing monkeypox and some antiviral drugs are being developed. In recent years, the
disease has been fatal in up to 6% of infections, but no deaths have been reported among the current cases. WHO said confirmed cases have so far been the less severe West African group of monkeypox viruses and appeared to be linked to a virus that was first detected in exported cases from Nigeria to Britain, Israel and Singapore in 2018-2019. The U.N. agency said the outbreak is “a highly unusual event” and said the fact that cases are being seen in so many different
countries suggests the disease may have been silently spreading for some time. The agency’s Europe director warned that as summer begins across the continent, mass gatherings, festivals and parties could accelerate the spread of monkeypox. Other scientists have pointed out that it will be difficult to disentangle whether it is sex itself or the close contact related to sex that has driven the recent spread of monkeypox across Europe. “By nature, sexual activity involves intimate contact, which one would expect to increase the likelihood of transmission, whatever a person’s sexual orientation and irrespective of the mode of transmission,” said Mike Skinner, a virologist at Imperial College London. On Sunday, the chief medical adviser of Britain’s Health Security Agency,
Dr. Susan Hopkins, said she expected more monkeypox cases to be identified in the country “on a daily basis.” U.K. officials have said “a notable proportion” of the cases in Britain and Europe have been in young men with no history of travel to Africa and who are gay, bisexual or have sex with men. Authorities in Portugal and Spain also said their cases were in men who mostly had sex with other men and whose infections were picked up when they sought help for lesions at sexual health clinics. Heymann, who is also a professor of infectious diseases at the London School of Hygiene and Tropical Medicine, said the monkeypox outbreak was likely a random event that might be traceable to a single infection. “It’s ver y possible there was somebody who
got infected, developed lesions on the genitals, hands or somewhere else, and then spread it to others when there was sexual or close, physical contact,” Heymann hypothesised. “And then there were these international events that seeded the outbreak around the world, into the U.S. and other European countries.” He emphasised that the disease was unlikely to trigger widespread transmission. “This is not COVID,” he said. “We need to slow it down, but it does not spread in the air and we have vaccines to protect against it.” Heymann said studies should be conducted rapidly to determine if monkeypox could be spread by people without symptoms and that populations at risk of the disease should take precautions to protect themselves. igilocker documents such as the PAN card, driving licence, vehicle registration certificate can now be easily accessed via MyGov Helpdesk on WhatsApp, MyGov announced on Monday. Citizens will now be able to create and authenticate their own Digilocker account on WhatsApp and download documents such as PAN card; driving licence; CBSE Class X passing certificate; vehicle registration certificate (RC); insurance policy two wheeler; Class X and Class XII marksheets; and insurance policy document (life and non-life available on Digilocker), MyGov said in a statement. According to MyGov, the move will make “the government services accessible, inclusive, transparent and simple”. WhatsApp

Now, almost three years later, Karthik scripted yet another comeback into the Indian team, this time for the five-match T20I series against South Africa in June, on the back of scintillating finishing touches for Royal Challengers Bangalore in league stage of IPL 2022, amassing 287 at an average of 57.40 and strikerate of 191.33. PARIS, MAY 23 (IANS): The French Open campaign of four-time Grand Slam champion Naoki Osaka ended in the first round on Monday as she went down to American No.27 seed Amanda Anisimova while World No. 1 and top seed Iga Swiatek progressed without breaking a sweat at the Roland Garros courts here. In men’s singles, Felix Auger-Aliassime survived a major scare but managed to beat Peruvian qualifier Juan Pablo Varillas and reach the second round of the French Open. Swiatek needed just 54 minutes to get past her opening round opponent on Day 2 of the competition, beating Ukraine’s Lesia Taurenko 6-2, 6-0 under the roof at the Court Philippe-Chatrier. Patel requests FIFA chief to not ban India NEW DELHI, MAY 23 (PTI): Removed as the president of AIFF by the Supreme Court, Praful Patel on Monday requested FIFA chief Gianni Infantino to not impose a ban on the country after the sports body was placed under a Committee of Administrators. Last week, the SC appointed a three-member Committee of Administrators (CoA) to run the AIFF, virtually revoking the powers of its governing body headed by Patel while opening up the possibility of a FIFA ban for “external interference”. “I request the AFC and FIFA to not impose a suspension at this stage, but instead to consider this important aspect of the Supreme Court order and enter into a dialogue with the CoA to receive a commitment that the said timelines laid down by the Supreme Court would be respected and strictly followed without allowing for delays on any account,” Patel said in his letter to Infantino. A FIFA ban at this stage would mean the under-17 women’s World Cup, scheduled from October 11-30, will be taken away from India.

The first goal for team Barak came from the boots of Elminhao in the 7th minute. Samson Konyak doubled the lead after 21 minute. After the break, star player, Bodo Jr, scored the third goal just seconds before he was replaced while his teammates Aloumei and Hminglu sealed off the game with their goals in the 84th and 90th minutes

The intense game came to a goalless draw till the first half even as both teams came close to scoring but could not materialize. In a big jolt to India, shooting as well as wrestling and archery were dropped from the initial list of sports for 2026 Commonwealth Games in Australia. Shooting, in which India has been doing well since the 2002 edition in Manchester, is also not going to be a part of the upcoming 2022 Commonwealth Games in Birmingham. Indian GM Praggnanandhaa secures quarterfinal spot in Chessable Masters N E W D E L H I , M AY 23 (PTI): Young Indian Grandmaster R Praggnanandhaa defeated compatriot and GM Vidit Gujrathi to book a spot in the quarterfinals of the Meltwater Champions Chess Tour Chessable Masters 2022 online tournament. The win in the 15th and final round of the preliminaries late on Sunday saw the teenaged GM knock Gujrathi out of contention. The 16-year old Praggnanandhaa will take on Wei Yi of China in the quarterfinals. Praggnanandhaa, who created a stir by beating world No.1 Magnus Carlsen of Norway earlier in the sixth round, scored 25 points to finish fourth behind Anish Giri (the Netherlands, 29 points), Carlsen (28 points) and Ding Liren (China, 25 points).
