Two opinions evolve on vaccine for children

NEW DELHI, JUN 23 (NPN): As India prepares to roll out Covid-19 vaccine for children below 12 years and against the backdrop of the widely speculated third wave likely to hit the country with devastating effect on children, two schools of thought have evolved- one explaining the reasons why children below 12 should be vaccinated and the other, recommending that parents hold off on vaccinating children for COVID-19. One view favouring vaccination for children referred to a report where 400 children in the United States had died of coronavirus and thousands hospitalized. Some experts in India said there was evidence to show that more children were affected in the second wave than the first. Over 9000 children were tested positive during the second wave in Maharashtra and recently, Meghalaya reported 5,000 Covid cases in the age group 0-14. In the first wave, 4% of the infected population were children. This share has increased to about 10%-20% in the second wave. So far, the mortality rate in children is low, the report said.
NH-29 stretch declared ‘no litter zone’ DIMAPUR, JUN 23 (NPN): Chumukedima Town Council (CTC) has declared the entire stretch of the National Highway-29 under Chumukedima town as a “No litter Zone” in the interest of public service, health and safety.
In an order, CTC administrator Seyiekhrietuo Solo cautioned that anyone found littering or discarding/disposing waste in an improper fashion would be penalized an amount of Rs.1000 or called for mandatory “Community Service” in lieu of the penalties so prescribed. CTC stated that implementation of the order would be carried out through constant monitoring/checking by ‘anti-litter squads” headed by CTC inspectors. CTC said the current pandemic, which has been an eye opener for all citizens of the town, has reminded that cleanliness and hygiene were biggest protection against all kinds of diseases.

However, according to its June guidance, the World Health Organisation said that more evidence was needed on the use of the different COVID-19 vaccines in children so as to make general recommendations on vaccinating children against Covid-19. To add to the evolving theories on Covid-19, an interim result of an ongoing study jointly conducted by the All India Institute of Medical Sciences (AIIMS), Delhi and the World Health Organisation (WHO) said that the third wave was unlikely to disproportionately impact children. Amidst such concerns, D r V K Pa u l , M e m b e r (Health), NITI Aayog explained that though children were not immune from this infection and do/can get infected, the virus has not taken serious shape in children. He said that the infected children would either show no symptoms or there will be minimal symptoms. State governments, including those in Delhi and Maharashtra, have been raising alarm over paediatric capacities in hospitals and vaccines. The high-level expert committee set up by the Karnataka govern-
ment to analyse, advise and control the third wave of COVID-19 has estimated that around 3.4 lakh out of the total 2.3 crore population in the State, who are in the 0-18 age group, might get infected during the peak. These fears have also emerged as a result of the new Delta variant, which countries like the UK and Singapore believe is also affecting children. However, Indian paediatricians say that while it is important to focus on saving children from Covid-19, it is equally important not to lose sight of the fact that the virus continues to impact the elderly and those with comorbidities. But doctors now worry that focusing the fears of the third wave around children is needlessly alarmist. To quell these fears and put them in perspective, the Indian Academy of Paediatrics (IAP), a representative association of paediatricians, recently released a detailed statement. “Children are as susceptible as adults and older individuals to develop infection but not severe disease. It is highly unlikely that the third wave will predominantly or exclusively affect children,” it said.
Vax for children above 2 years by Sept; ICMR says children may not need vax
As the country has intensified its Covid vaccine drive, now you can expect a vaccine for children by September, director of Delhi AIIMS Dr Randeep Guleria has made this revelation. Dr Guleria, a renowned pulmonologist and crucial member of the government’s task force on Covid-19 told India Today TV that Covaxin’s data for children after completion of the Phase 2/3 trials will be available by September and the approval is expected same month. He also said that if Pfizer-BioNTech’s vaccine gets a green signal in India then that could also be an option for children. Notably, Delhi AIIMS has already started screening children for these trials on June 7 and has involved children between the age of 2 to 17. ‘Young children may not need Covid vax’: Indian Council of Medical Research (ICMR) is entitled to a royalty of 5 per cent on the sale price of Covaxin and while trials are on to include children in the Covid-
19 vaccination programme, it is possible that young children may not need to be inoculated at all, ICMR Director-General Dr.Balram Bhargava is believed to have told a committee of MPs Wednesday. Bhargava also is learnt to have told the Parliamentary Standing Committee that it could be possible to break the chain of transmission if a vaccine has 60-90 per cent efficacy and if 30 per cent of the population can be given even single dose coverage. At present, 17.42 per cent Indians have got at least one dose of the vaccine. Bhargava told the MPs that while the jury is still out on Covid vaccinations in children and only the US is vaccinating minors in the 12-18 years age group, the experience from UK and Scandinavian countries seems to show that very young children are automatically protected and do not need vaccinations. Both the UK and Scandinavian countries had briefly opened primary schools.

Dimapur to conduct aggressive testing, vax drive against Covid-19 DIMAPUR, JUN 23 (NPN): Team Dimapur on COVID-19, which held a coordination meeting Wednesday to take stock of the pandemic situation and plan out strategies for future course of action, has decided to carry out aggressive testing and vaccination in the district. According to an official bulletin, the meeting held in the office of Commissioner Police Dimapur resolved that ongoing random testing in Dimapur would be conducted on a war footing till June 30, 2021 in crowded areas and markets. Stating that the testing was carried out for the safety of the general public, the team Dimapur has sought the cooperation of the citizens. Deliberating on the issue of vaccination, Team Dimapur observed that the death rate was showing a declining trend as many people have started to take vaccine. Acknowledging the state government for giving sufficient vaccination doses earlier for Dimapur district, the team Dimapur has further requested the government to provide more

vaccines considering the high population of the district. The team noted that presently available 13719 doses in the district could have a shortfall as the medical department would be taking up aggressive vaccination till June 30 throughout the district. At the meeting, the nodal officer for Dimapur district and APC, Y Kikheto Sema, emphasised on the need for creating awareness among the people to continue to practice COVID-appropriate behaviour and get vaccinated. He said that the war was still on as the third wave was expected between September/October as per experts. He also lauded the district administration, Police and the medical department for working in close coordination.
DC Dimapur, Rajesh Soundararajan, said that the district was now better prepared and observed that the present restrictions in place has worked favourably. DC said the district would now have to prepare to fight the third wave. DC also expressed concern for business community and suggested taking a calibrated approach. Commissioner Police (CP) Dimapur Rothihu Tetseo informed that from May 17 till date there has been around 400 penalties. He said that public response has been very positive. Others who attended the meeting included, CMO and Dy.CMO Dimapur, Dr Kevi Theyo from District Hospital Dimapur, DMC administrator, and DPRO Dimapur.
State logs 103 fresh Covid cases, nil deaths CM inaugurates oxygen generation plant in Phek DIMAPUR, JUN 23 (NPN): Nagaland on Wednesday reported zero deaths for the first time since the outbreak of the second wave of the pandemic in the State while 103 fresh Covid-19 positive cases were reported. Of the fresh cases, 24 were from Dimapur, Kohima-20, Tuensang-16, Mokokchung-11, nine in Phek, eight in Zunheboto, seven in Phek, six in Wokha and one each in Kiphire and Mon, taking the total caseload to 24,541. Further, Nagaland also recorded more recoveries than fresh cases for the 18th consecutive day with 277 patients recuperating from the infection.

RN Ravi, who is also the interlocutor for Naga talks, of “trying to criminalise the Naga political movement by questioning its taxation right of the NSCN.” Expressing surprise that this whole issue has cropped after 23 years of peace talks, NSCN (I-M) referred to history to point out that taxation was deeply rooted in the history of Naga resistance even before Naga National Council (NNC) came into the scene.
It contended that the focus had shifted now on it as it was at the helm of affairs leading the Naga political struggle. As brought about by the 23 years of Indo-Naga political talks, the group declared that Nagas’ stand for sovereign existence was before the world and not a question of obscurity. Claiming that tax collection was an inherent part of the Nagas’ way of political existence as sovereign
people since time immemorial in order to manage their own affairs, NSCN (I-M) explained that it collected taxes to support the Naga people’s political movement that began in 1929 even before India got independence from the British. “Opposing the Naga tax is nothing short of obstructing the Naga political movement and to let the Naga people to be enslaved by India,” NSCN (I-M) sated. NEW DELHI, JUNE 23 (PTI): Around 40 cases of the Delta plus variant, classified as a variant of concern (VOC), have been detected sporadically in Maharashtra, Kerala and Madhya Pradesh, the Union Health Ministry said on Wednesday. Delta variant as well as all Delta sub-lineages including Delta plus are classified as VOC, it said. “As of now among the samples sequenced (45000+)
in India, Delta plus variant— AY.1—has been observed sporadically in Maharashtra, Kerala and Madhya Pradesh, with around 40 cases identified so far and no significant increase in prevalence,” the ministry said. These three states have been advised to strengthen surveillance and take appropriate public health measures. After the report of AY.1 by the Public Health England on June 11, retrospective analysis of samples
revealed the first occurrence of this lineage from a sample collected from Maharashtra. The sample was collected on April 5. As of June 18, 205 sequences of AY.1 lineage was detected worldwide, with USA and UK having over half of the known cases, the statement said. INSACOG had recently identified a viral variant (delta, B.1.617.2). This viral variant has also been seen in nine other countries of the world.

IVA called for protest after an audio surfaced on social media, wherein MP and animal rights activist Maneka Gandhi was purportedly heard telling a police officer to register a case and slap a veterinarian, whom she accused of breaking a dog’s leg, which was denied by IVA. In the audio, Maneka Gandhi reportedly used unparliamentary language toward the arrested veteri-
nary doctor and ordered the police to recover the cost of treatment from that veterinary doctor. A statement issued by IVA said it felt aggrieved and registered its strongest condemnation in the strongest terms for Maneka Gandhi’s high-handed act for using abusive and filthy language against a veterinarian. IVA threatened to intensify the agitations, if MP did not reverse her attitude and refrain from obnoxious comments on Veterinarians of the country.

NEW DELHI, JUN 23 (NPN): The Centre has approved allocation of additional foodgrain under Pradhan Mantri Garib Kalyan Yojana (Phase IV) – for another period of five months (July-November 2021). Under the programme, 5 kg foodgrain per person per month is provided free of cost to 81.35 crore beneficiaries covered under National Food Security Act (NFSA) (Antyodaya Anna Yojana and Prior-
ity Households) including those covered under Direct Benefit Transfer (DBT). The proposal was approved at the Union Cabinet meeting chaired by the Prime Minister Narendra Modi on Wednesday. This additional free of cost allocation of food grains will be over and above the regular monthly food grains allocated for beneficiaries covered under the NFSA.
