State chief minister Neiphiu Rio on Tuesday affirmed that his government was ready to go all out to facilitate a solution to the vexed Naga political issue. Addressing the 4th general convention of Nationalist Democratic Progressive Party (NDPP) at its newly constructed office building here, the chief minister also informed that Union Home Minister Amit Shah had recently asked him to go to Delhi, soon after conclusion of the ensuing Assembly session, to discuss some issues with regard to the Naga political issue. Rio said he had been told to go to Delhi with Assam chief minister and North East Democratic Alliance (NEDA) chairman Himanta Biswa Sarma, as the latter has been involved in the Naga issue. Local Bodies (ULBs), Rio said the cabinet met with ENPO, CNTC and TPO during which the tribal bodies were told that the state cannot get grants for municipal and town councils if ULB elections were held without women reservation and taxation. He said while the rest of the country followed the Panchayati Raj system, Nagaland has its own rural local bodies in the form of village councils, village development board (VDB). He said Nagaland was exempted from Panchayati Raj
through the 73rd Amendment of the Parliament Act for Rural Administration. However, he said the 74th Amendment, for urban local bodies, was mandatory for the whole country. Rio said Nagas wanted to apply rural administration over urban areas because of lack of understanding about the two amendments. He said that since urban areas were cosmopolitan in nature and inhabited by people from all parts of the country, the urban areas in Nagaland would also have to follow the Act of
Parliament which has been applied all over the country. Rio said women reservation would also have to be included in ULB polls until the State makes some arrangements of its own or get some concessions from the ministry. Rio however, said until such time, Nagaland will have to abide by the regulations passed by the amended Act. Big third wave unlikely: Experts ‘HYBRID’ IMMUNITY, VACCINATION BEHIND LOW COVID CASES NEW DELHI, NOV 23 (PTI): The worst of India’s Covid crisis could be over, feel experts. With cases continuously dipping even after Diwali and a large section of the population already exposed to the virus, there is less likelihood of a big third wave striking the country, according to several health experts. Experts also credit a timely step up in the vaccination campaign for the downslide in fresh cases. They said that while there is always the possibility of a new more transmissible variant (like Delta), the possibility the third wave would be as devastating as the second is highly unlikely. Covid cases may rise, perhaps across late December-February, but the impact will be milder than what India experienced in the second wave when thousands died and many thousands more were hospitalised. Hybrid immunity: Experts feel that India’s Covid slowdown is primarily due
to hybrid immunity that has kicked in over the last few months. Many scientific studies suggest that people who become naturally infected with Covid and recover before vaccination develop “hybrid immunity”, better immunity than those who only have antibodies from vaccination. Several sero surveys conducted by the Indian Council of Medical Research (ICMR) have found that a high percentage of the population had been exposed to Covid during the second wave. The latest survey, the findings of which was released in July, showed that over one-third of India’s population had already been exposed to Covid. This is further boosted by an uptick in vaccination in the last few months India has partially vaccinated well over half its population while nearly 30% of the people are now fully vaccinated against Covid. Accounting for just the adult population - who are
currently eligible for vaccination - around 82 per cent has received the first dose of the vaccine while around 43 per cent has been fully inoculated. NEW DELHI, NOV 23 (IANS): Two patients suffering from chronic obstructive pulmonary disease recently died due to the presence of a drug-resistant pathogen called Aspergillus lentulus during the treatment at AIIMS. Both patients-- one in 50s and other in 40s were suffering from chronic obstructive pulmonary disease. They were admitted in the Delhi AIIMS, said a case report published in the Indian Journal of Medical Microbiology (IJMM).
The first patient was referred from a private hospital, while the second patient was rushed to the AIIMS emergency with fever, cough, and shortness of breath. The patients received oral injections of amphotericin B and voriconazole at AIIMS, according to the IJMM reports. Both patients died during the treatment. The reports said that there was no improvement in the clinical condition of the first patient for more than a month and he died of
