DIMAPUR, OCT 23 (NPN): State Health & Family Welfare (H&FW) department has expressed grave concern that “there is sufficient evidence of the possibility of a third wave anytime”, stating that many cases remain “undetected and underreported”. In its weekly bulletin, the health department pointed out that the weekly sample positivity rate (WSPR) of the State continued to increase during the last two weeks (from 2.1% to 2.9% and 3.2%). The department said that Tuensang, which reported WSPR of 1.6% and Longleng at 0% between October 9-15, have reported a weekly positivity rate of

State logs 18 fresh cases, 1 Covid death
Nagaland on Saturday recorded 18 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, seven each were reported in Dimapur and Kohima and four in Phek, taking the total caseload to 31707. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 679 (including 15 non-Covid deaths).
NSCN (R) leaders amicably resolve differences at meeting DIMAPUR, OCT 23 (NPN): Putting all speculations to rest about reports over split within the group, NSCN (R) president Wangtin Naga, vice president Akato Chopi and ato kilonser P. Tikhak have categorically stated that the “misunderstanding within the group has been amicably resolved”. In a joint statement issued through the WC, NNPGs media cell, the three NSCN (R) leaders expressed regret that a minor internal issue within the party was blown out of proportion and also exposed in the public domain. Kitovi Zhimomi and other leaders of the NNPGs, they said the misunderstanding was amicably resolved and put to rest keeping in mind the interest of the Nagas at large

While international prices have since recovered to USD 85, excise duty has remained at Rs 32.9 per litre on petrol and Rs 31.8 on diesel. Oil Minister Hardeep Singh Puri on Friday equated demand for cutting excise duty to ‘axing one’s own feet’, saying such levies funded government schemes to provide free COVID-19 vaccines, meals and cooking gas to millions amid the pandemic. The increase in fuel prices has stoked concerns over inflation as diesel is the mainstay fuel used for transporting goods, including agri commodities.

DIMAPUR, OCT 23 (NPN): Reacting to the reports of state government holding consultative meeting with ENPO, CNTC and TPO over women reservation in Urban Local Bodies (ULBs) on October 20, Rising People’s Party (RPP) Saturday questioned why was the UDA government “so bent on omitting women from any discussion pertaining to women reservation? “It’s almost as if the UDA government is antiwomen,” RPP said. RPP, which had earlier questioned the state government for not inviting a single woman to the August 18, 2021 consultative meeting, said that the government instead of seeking women’s (and experts) opinion “apparently convened a secret meeting and sneakily formed a committee comprising of the
CS and representatives from ENPO, TPO and CNTC.” RPP alleged that the “secretive manner” in which a committee was formed without women representation “clearly suggests that the chief minister has a hidden agenda.” Further, the party stated that “this exercise is another irrefutable example of the chief minister indulging the CSOs”. It said that if the chief minister wanted Naga CSOs to take decisions for the government, then there was no point in having an elected government. Instead of inviting “some of the best minds” such as scholars, academicians, think-tanks and the bar associations for thread-bare discussion, RPP said the chief minister was “being divisive here.”

Dr. Guleria also discussed vaccination of children and said he was confident vaccines for kids - something other coun-
tries, like the United States, has recommended- would be rolled out soon. He said the final decision on boosters- which have been allowed by countries like the US, Israel, the UK, the EU and the UAE - would have to be based on time (length of protection from the coronavirus) rather than the presence of antibodies. “We don’t have a definite answer, yet, on a timeline for boosters. We can’t decide to give booster shots based on antibodies... But we need
more data... in the UK we are seeing increased cases but not increased hospitalisation or deaths. UK started vaccination in December (a month before India) and if we’re not seeing greater hospitalisation then that means doses given in December seem to be holding out... if we keep that in mind we are still in a safe zone. NSCN (I-M) reiterated that Naga flag was not just a piece of cloth to Nagas but “ a feeling of pride” that had led “hundreds of Naga martyrs to sacrifice their lives by just seeing the flag flying high in the sky.” It however

Centre issues Covid advisory to states for festivals NEW DELHI, OCT 23 (AGENCIES): Looking at the rising cases of Covid-19 in some states such as Kerala and West Bengal, the Centre on Saturday issued COVID advisory to states and urged people to go online shopping, avoid unnecessary travel as far as possible. LIST OF GUIDELINES States must promote online modes of celebrations like online shopping, discourage unnecessary travel. Strictly follow Covid guidelines during festival celebrations.

Health Secretary Rajesh Bhushan said the detailed line-lists of due beneficiaries can be utilised for preparing district-wise second dose administration plan involving district magistrates for execution in a time-bound manner. Legal rights awareness campaign held in Dmu DIMAPUR: High Court Legal services committee (HCLSC) Kohima bench conducted a “legal rights awareness campaign” for inmates at central jail Dimapur on October 23. In a press release, PRA Nagaland State Legal Services Authority (NSLSA), Ketholeno Neihu informed that in his keynote address, secretary HCLSC & registrar Kohima bench, Neiko Akami encouraged the inmates to reform themselves while in prison. He spoke about the right to appeal in the higher court to convicted inmates who were undergoing their sentence. Neiko also stated that the high court legal services had presently taken up 14 cases for appeal in the high court and one case in the supreme court. DRDA Dimapur conducts public hearing DIMAPUR: District Rural Development Agency (DRDA) Dimapur conducted a social audit public hearing under Mahatma Gandhi National Rural Employment Guarantee Act 2005 (MGNREGA) on October 21 at the Conference Hall, DRDA Dimapur. In a press release, the department informed that public hearing was conducted for 21 villages under Aghunaqa and Chumukedima blocks and response was given by Block Development Officers (BDOs) of both the blocks. Eight-point resolution was also adopted during the public hearing – to maintain detail transparency board for all executed projects; to appoint mates; to maintain muster rolls at worksite; to maintain wall writings; to appoint GRS; to maintain three phases’ photographs; to conduct rozgar diwas on regular basis and to initiate capacity building measures at block and VDB level. Staff Reporter DIMAPUR, OCT 23 (NPN): Dimapur Lotha Students Union (DLSU) conducted a cleanliness drive here, on Saturday at multi-disciplinary sports complex (MDSC) near Dc court on the theme of “Clean Dimapur”. The drive was conducted in collaboration with Dimapur Municipal Council (DMC) & District Sports Officer (DSO). The drive was also an initiative part of the upcoming 21st edition of Lt Nyamo Lotha and Daniel Lotha memorial football trophy. Speaking to media person, DLSU president Benthungo Lotha informed that the union has been conducting the drive every year during the upcoming event. He said that last year the union was not able to conduct the drive as and the

trophy due to the pandemic. Benthungo informed that last year in the month of March, the union received a letter appealing for cooperation from district sports officer (DSO) Dimapur Khriekethoii Kense to assist the department by creating awareness among the public in the vicinity. The letter stated that the vicinity of multi-disciplinary sports complex Dimapur was being used by the public as spot to indulge in illegal activities such as drinking and playing loud music past the permissible hours. It also said that such activities created nuisance to nearby residents and the sports hostellers residing at the complex found that the surrounding area was littered with shattered glasses and bottles, which was known to cause injury to the public. Accepting the appeal from the department, the
union with concern decided to initiate a cleanliness drive but was not able to carry out due to pandemic last year, Benthungo said. He stated that cleanliness was very important whether it was one’s home, workplace, or public places. “It is one of the very basic needs of a civilized lifestyle” he said and appealed all to keep one’s surroundings clean as it was their responsibility. Cleanliness in public places not only improves standard of living but also gives a very positive image to others, Benthungo said. Dimapur Municipal Council (DMC) workers were also present during the drive collecting the piles of garbage. The union acknowledged DSO department, DMC, participants from Lotha affiliated units and Lotha Youth Organisation Dimapur (LYOD) for their support and cooperation.

DIMAPUR: Turtle Survival Alliance (TSA)-India, an organisation dedicated to the protection of tortoises and turtles on Saturday, signed a long-term agreement with four village committees under Baghty division, Wokha at Baghty town hall for conservation and protection of endangered tortoises and turtles and their habitats. TSA informed that the four villages Baghty, Upper Baghty Makharong, and Soku were identified as one of the potential locations for turtle and tortoise conservation. Later, they were allowed to submit a memorandum to the chief minister. In the memorandum, the cop aspirants set an October 27 deadline to complete the recruitment processes. They drew the attention of the chief minister who is also in-charge of the home department to declare the results of the riflemen appointment on or before the set deadline and also to begin the viva-voce for the jemadar appointment.

The CJI also quoted an international research published in 2018, which stated
that failure to deliver timely justice cost the country as much as 9 per cent of the annual GDP. “Moreover, the impact of an under-supported judiciary is also seen on foreign investments. Without adequate infrastructure, we cannot aspire to fill this gap,” he said. If we want a different outcome from the judicial system, we cannot continue to work in these circumstances. An integral aspect, in this regard, is the financial autonomy of the judiciary, the CJI said. The CJI said he has sent a proposal for the establishment of the National Judicial Infrastructural Authority to the Union Minister of Law and Justice, and added that he was hoping for a positive response and the issue is taken up during the upcoming winter session of the Parliament. CJI Ramana said many ideas of social revolution that have resulted in freedom and liberty that we all take for granted today have been born out of this fertile and progressive land. “Be it the extraordinary Savitri Phule or the pioneering feminist Jyotirao Phule or the legendary

After all, people’s faith in the judiciary is one the biggest strength of democracy,” the CJI said. He added that courts are extremely essential for any society that is governed by the rule of law as they actively assure the constitutional right to justice. NEW DELHI, OCT 23 (PTI): Anyone wishing to take up the primary membership of the Congress will have to make a declaration of abstention from alcohol and drugs and give an undertaking to never criticise the party’s policies and programmes in public forums. SRINAGAR, OCT 23 (PTI): Three persons were killed while apple orchards suffered extensive damage as parts of Kashmir received snowfall and plains were lashed by heavy rains on Saturday, leading to the early onset of winter-like conditions. The snowfall and rains, which started late on Friday night, triggered a mudslide that hit a tent set up by nomads in Noorpora in the Tral area of Pulwama district, leaving three persons, including two women dead, and one critically injured, officials said. The nomads belonged to Reasi district in the Jammu division, they added. The officials said moderate snowfall was recorded in Gulmarg, Sonamarg, Pahalgam, Shopian and Gurez areas of the Valley. Holier than thou
s society in Nagaland is confronted by myriad challenges at almost every front- social, moral, economic and political- some sections of society have accused the church of failing to play its role. The church has become the soft target of those with deep rooted false humility who do not fail to expose their holier than thou mindset. They feel that the Church must do more to expose corruption in society as much as Jesus Christ boldly exposed the moral hypocrisy and double standard of the religious leaders in His time. The list of what the church in Nagaland needs to do is endless and the efforts are nothing less herculean. The charge sheet against the church is serious as those who want the church(perhaps pastors, reverends, women and youth leaders) to be proactive against corruption or evil, actually feel they have a divine right to tell the church what it should do. Of course, the very simple and honest question of whether those who point fingers at the church, are in any way, contributing towards betterment of society in any way, is not what they are interested in. The church is not an authority, like the government or the village councils etc. The church comprises of every individual, including those self-righteous writers who try to sound so humble, logical and rational in asking the church, why it is not raising its voice against corruption or failed prohibition?. By their so-called innocuous rambling, those who are raising Cain over the Church’s sins of omission and commission, are actually washing their hands off their individual responsibility. It is a fallacy for any individual or group, to think they will be in heaven once they point fingers at others. True, that corruption in Nagaland has breached even the roof of monumental dimensions. True that people in the state have lost all moral responsibility in their insane quest for get-rich-schemes that has made them worshippers of Baal. True also, that people in the state have become moral cowards when they are not willing to speak the truth because they fear the guns more than they fear God. Therefore, they speak accommodative and compromising words (a.k.a.lies) in order to escape the ire of evil. This makes democracy a mockery and an abomination to the living God who they claim to serve. If truth will make people free, as the bible promises; then absence of truth imprisons them. Religion has become a mask to cover people’s vulnerability in the same way that face mask does in the vain hope of protection against coronavirus. Religious culture does not change people inwards as much as the face mask does not change the body’s defences. If power and money can gain respect ; makes immorality acceptable and enables laws to redefine crimes; then what is being followed is a Pharisaical religion. The responsibility of the church- the people or the body of believers in Christ- is one and the same. It is the same people-believers- who are in positions of society be it government, social or political. Therefore, those who love to tell what the church is or what it should do, are only trying to absolve themselves from any blame. Vanity, boastfulness, prejudice, violence etc thrive in every individual and that itself reveals what the church is.

We tend to think that God has some special interest in our particular prejudices, and are very sure that He will never deal with us as He has to deal with others. We even say to ourselves, “God has to deal with other people in a very strict way, but of course He knows that my prejudices are all right.” But we must learn that God accepts nothing of the old life! Instead of being on the side of our prejudices, He is deliberately removing them from us. It is part of our moral education to see our prejudices put to death by His providence, and to watch how He does it. God pays no respect to anything we bring to Him. There is only one thing God wants of us, and that is our unconditional surrender. When we are born again, the Holy Spirit begins to work His new creation in us, and there will come a time when there is nothing remaining of the old life. Our old gloomy outlook disappears, as does our old attitude toward things, and “all things are of God” (2 Corinthians 5:18). How are we going to get a life that has no lust, no self-interest, and is not sensitive to the ridicule of others? How will we have the type of love that “is kind…is not provoked, [and] thinks no evil”? (1 Corinthians 13:4-5). The only way is by allowing nothing of the old life to remain, and by having only simple, perfect trust in God— such a trust that we no longer want God’s blessings, but only want God Himself. Have we come to the point where God can withdraw His blessings from us without our trust in Him being affected? Once we truly see God at work, we will never be concerned again about the things that happen, because we are actually trusting in our Father in heaven, whom the world cannot see.

hree and half years a g o, s p e c i f i c a l ly during July-August, 2018, hell broke loose over the fish supply to Nagaland which was found to be adulterated with preservative chemical called ‘formalin’. The Medical and Health Department, Govt. of Nagaland, promptly took the right step in scientific detection of the contaminated fish imported to Nagaland mostly from south India. For years together the citizens of Nagaland had consumed the poisonous food item without awareness of the adulteration. There was hue and cry of the public against the harmful fish supply. Accordingly, the State Govt. banned the supply of fish of such category to Nagaland. The public appreciated the right actions taken by the Health Department. For certain period of time, the fish markets were bereft of imported fishes all across the

State of Nagaland. Yet, the ban of the fish supply did not last long. Before the ink of the ban order could dry, the fish supply returned to markets in Nagaland. Had not the Medical and Health Department of Nagaland lifted the ban, the supply of fish to Nagaland would not have resumed after few months of its ban. None neither questioned the concerned authority at that time as to whether the imported fishes were free from formalin or from any other preservative chemical nor the authority gave the clarification that the imported fishes were free from contamination and thus the import of fish was restored. Has the Medical and Health Department been in the position to vouch for the imported fishes as harmless to human health since then till date? To my personal experience, fish caught from pond in Dimapur and to be trans-
ported it to Kohima, lest ice is used, it used to start rotting within 3 hours. One cannot imagine how fish can remain fresh for days together without preservative agent. Since then there has been no scarcity of fish in the market particularly in Dimapur and Kohima. And it is certain that the imported fishes are always treated with preservative chemical either with the same formalin or other substitute agent. I believe that the nodal authority as Medical and Health Department will not justify that the preservative chemical formalin which was declared harmful to human health in 2018, and if at all the same formalin has been in use till date or any similar alternate preservative agent is being used today, to be edible in 2021. The zeal of the nodal authority in the middle of 2018 became short live in protecting the health of the
general public against the interest of the professional traders of the chemical laced fish in Nagaland as though such initiative was intercepted by THAAD (the American Anti-Ballistic Missile). Nonetheless, the health of the common men and particularly the fish consumers remains as important all the time as much it was so in 2018. The nodal authority for public health is the Medical and Health Department, Govt. of Nagaland. The primary responsibility of the nodal authority is not just running the Health Centers but it includes, in the interest of the gullible public, the consistent monitoring of the inedible consumer items that invade the public market. The once in a blue moon memorable initiative of the nodal authority in 2018 never suffices. There is a chance of using the formalin preservative or
the alternative chemical for fishes which are being supplied to the people of Nagaland. Even so, does the nodal authority believe that the fishes laced with formalin chemical or its substitute is harmless post lifting the ban? Had there been any clandestine understanding between the very nodal authority and the fish traders at the cost of the public health? There is no question of not using the preservative chemical for the imported fishes from wherever it is being brought to Nagaland. The nodal authority is therefore required to satisfy the public with its official statement on the safety of the food item in question and the actual efficacy of its preservative agents. Indeed, the citizens of Nagaland are not to be treated as guinea pig. Not only the imported fishes but all the consumer items are supposed to be monitored by the nodal
authority for the sake of the health of our people. The Govt. of Nagaland has to be meticulous and be systematic in monitoring particularly the vulnerable food items. Had it not been for the common interest, what do I personally gain or loss if the ongoing fish business remains or is disrupted at any point of time in near future. Nevertheless, those traders too must realize that feeding the consumers with adulterated food item just for personal profit is indeed a terrible crime. Should there be many of those people in Nagaland suffering from series of health complications including cancer are because of consuming the imported chemical laced fishes, and the consequences of investments on treatment of those patients failed to prick the conscience of the traders, they are inhumane. -Z. Discriminatory transfer of territories of Bihar to West Bengal
A
t the time of partition of India in 1947, some areas of Dinajpur and Jalpaiguri in West Bengal were allotted to East Pakistan (now Bangala Desh). As a result, West Bengal was divided into two separate physical parts. The Government of West Bengal requested the Central Government to transfer the eastern part of the then Purnia district of Bihar State and the National Highway (NH) falling in it to Bengal so that physical contiguity between the two parts of the State might be established. Accepting the claim of the Government of West Bengal, the State Reorganization Commission recommended the transfer of the portion of Kishanganj subdivision which was east of the Mahananda River and the portion of Gopalpur Revenue thana extending down to National Highway to West Bengal. Even after this, the two parts of Bengal could not be fully joined. After reconsidering the matter, it was decided that the entire length of National Highway of Kishanganj sub-division of Purnia district and Gopalpur police station should be transferred to the Government of West Bengal.
Accordingly, section 3 of the Bihar and West Bengal (Transfer of Territories) Act, 1950 was promulgated for demarcating the boundary - (1) the eastern portion of the boundary line of Kishanganj subdivision of Purnia district shall be included in the State of West Bengal, and (2) the boundary line will be two hundred yards to the west of Highway connecting Dalkola, Kishanganj and Chopra of Purnia district with Siliguri in Darjeeling disrict and two yards south or south-west of highway connecting Dalkola & Karandighi of Purnia district with Raiganj in West Dinajpur district. In the Kishanganj municipality area, its eastern boundary will be considered as the boundary line of the two states. For demarcating the boundary line, Shri V. Vishwanathan, ICS was appointed as Special Commissioner through Gazette of India notification no.-12/3/56 SR-1, dated 7th September 1956. Based on Vishwanathan’s report, an area of 759 square miles, 913 villages and a population of 2,77,288 of the three revenue thanas in Bihar state were transferred to West Bengal state with

At the same time, in those parts of Bihar which were transferred to West Bengal, the Bihari citizens have to face numerous problems in their daily life with Bengali culture, language, dialects, medium of instruction, administration etc. In the light of the recommendations of the States Reorganization Commission, the transfer of Bihari region to West Bengal by the Government of India in the 1950s was discriminatory. Bihar lose its international border with then East Pakistan (now Bangla Desh). It was even more unfortunate that there was no opposition from the then Congress state government as well as political and social leadership. The better solution today would be to return the territories of Bihar that have been transferred to West Bengal and at the same time to make either Darjeeling a Union Territory or Sikkim & Darjeeling a unified state. Sharing without consent
The internet may have made our life easier but the internet has also changed the norms especially consent and sharing. Before social media completely took over, the practice of controlling access to information meant that publication and broadcast were controlled by professional organisations that adhered to legal standards and ethical norms. Societal etiquette has not quite caught up with technology. We hand over a smartphone to a child even before he has learned alphabets, without teaching them how to behave. The idea that consent is no longer required when photographing or recording someone and broadcasting them to the world has unfortunately expanded from public space to our private spaces. For some sad reason, it has become normal to snap a photograph of a stranger without their knowledge and share it. Removal of consent from digital world reminds us that not all the changes brought by the web have been good. We need to incorporate the concept of consent in our daily life, and we need to teach our children the same. MUMBAI, OCT 23 (PTI): The Narcotics Control Bureau (NCB) is scrutinizing the financial transactions of all the arrested accused including actor Shah Rukh Khan’s son Aryan Khan in the cruise ship drugs seizure case, an official said on Saturday. He also said that the agency would oppose the bail plea of Aryan Khan before the Bombay High Court, scheduled for hearing on October 26. The NCB has so far arrested 20 persons after raiding a cruise ship off the Mumbai coast on October 2 and allegedly seizing narcotic drugs. The probe team has already collected transaction records of some of the accused from whom `commercial’ or large quantity of drugs (which attracts harsher punishment under the Narcotic Drugs and Psychotropic Substances Act) had been seized, the official said. The agency is also checking the accused persons’ sources of income. T h e i nve s t i g a t i n g team is extracting deleted messages and WhatsApp chats from mobile phones, laptops and other electronic gadgets of the accused and checking if they used any other social media platforms for communicating with each other, the official said. The NCB had allegedly found MDMA from some of the accused during the raid. This drug is mostly sourced from Europe and the United States, and the agency was probing from where the accused obtained it, the official said.

The party also promised purchase of wheat and paddy at Rs 2,500 per quintal and Rs 400 per quintal for sugarcane. She also said her party will bring a separate manifesto for women, reiterating that the Congress will give 40 per cent tickets to women in the elections. The party also reiterated that it will give smartphones to Class 12 pass girls and e-scooters to graduate girls if voted to power. The party said it will give Rs 25,000 to families who faced financial crunch due to the Covid crisis. NEW DELHI, OCT 23 (PTI): A 26-year-old man was arrested from Bihar for allegedly forging a pass required to enter Parliament complex to show-off and cheat people, police said on Saturday. The accused has been identified Babloo Kumar Arya, a resident of Gopalganj district in Bihar, they said. According to the police, the accused told them that he wanted to show off and also cheat people with the help of the forged pass. The police received a complaint that a Lok Sabha pass for the personal secretary of a Member of Parliament had been prepared in the name of Babloo
Kumar Arya without the recommendation of MP concerned, they said. It was also learnt that Arya was neither the PA or PS to any MP nor his name was recommended for issuance of Lok Sabha pass, police said. As the pass could be used to enter in the Parliament and was a security threat, a case was registered and the investigation was taken up, a senior police officer said. It was revealed that the forged pass was prepared after editing the Lok Sabha pass which was issued to a person named Jyoti Bhushan Kumar Bharti, police said. It was also found that Arya knew Bharti and both
belonged to Gopalganj in Bihar, the officer said. Thereafter, a team was sent to Gopalganj and Patna. They both were interrogated where Arya confessed to his crime and was arrested on Thursday, Deputy Commissioner of Police (Crime) Monika Bhardwaj said. It was revealed that the pass was issued to Bharti for the period of June 18, 2019 to December 31, 2019, police said. Arya had taken the original pass from Bharti’s pocket at his house at Gopalganj without his knowledge. He had forged the pass at a cyber cafe in Gopalganj after scanning the original pass and editing the details, police said.
NEW DELHI, OCT 23 (IANS): Five persons, including Employees’ State Insurance Corporation (ESIC) officials and a doctor, were arrested on Saturday by the Crime Branch for allegedly pilfering medicines meant for public health facilities in the national capital, police said. The accused have been identified as Chandra Prakash, (33), Ankit Mishra, (23), Praveen Mangla,(40), Sumesh Rathi, (52) and Dr Avinash Saini. While Chandra Prakash and Mishra hail from Haryana’s Faridabad,
Mangla is from Badarpur, Sumesh from Kalkaji Extension (both Delhi) and Saini from Greater Noida in UP. According to police, two persons were caught red-handed with a large amount of medicines bearing ESIC stamps. One of them was identified as Chandra Prakash, a pharmacist in Employees’ State Insurance Corporation in Okhla. The recovered medicines were issued for ESIC card holders. NEW DELHI, OCT 23 (PTI): Inflation driven by high crude oil prices is a temporary phenomenon and the economy is gradually opening with both public and private investments picking up, senior government officials said on Friday. The tourism and travel sector, which has been the worst hit, is also recovering gradually with international travel with some of the countries opening up, they added. “At this point of time, it (inflation) is a worrying factor but I don’t think this phenomenon will stay for long,” Ministry of External Affairs Secretary for Economic Relations, Dammu Ravi said at a virtual event of the Public Affairs Forum of India (PAFI). He was replying to a query on concerns around inflation across the globe. He further said the w h o l e wo r l d i s g o i n g through a transition after having faced the COVID-19 crisis for two years.
NEW DELHI, OCT 23 (PTI): The Ministry of Power on Saturday announced new rules to sustain economic viability of the sector, ease financial stress of various stakeholders and ensure timely recovery of costs involved in electricity generation. The ministry notified rules for the sustainability of the electricity sector and promotion of clean energy to meet the India’s commitment towards climate change, a statement said. Investors and other stakeholders in the power sector had been concerned about the timely recovery of the costs due to change in law, curtailment of renewable power and other related matters. The rules notified by the Ministry of Power under Electricity Act, 2003 are in the interest of the electricity consumers and the stakeholders, it added. North Korea slams US for supporting Taiwan
SEOUL, OCT 23 (AP/ IANS): North Korea on Saturday accused the Biden administration of raising military tensions with China through its “reckless” backing of Taiwan, and said that the growing US military presence in the region constitutes a potential threat to the North. In comments carried by state media, North Korea Vice Foreign Minister Pak Myong Ho criticised the United States for sending warships through the Taiwan Strait and providing Taiwan with upgraded weapons systems and military training. The United States’ “indiscreet meddling” in issues regarding Taiwan, which the North sees as entirely a Chinese internal affair, threatens to touch off a “delicate situation on the Korean Peninsula”. Pak’s statement came a day after President Joe Biden told a CNN townhall event that the United States was committed to coming to Taiwan’s defence if it comes under attack from China. While that seemed to blur Washington’s longheld stance of maintaining “strategic ambiguity” on

WASHINGTON, OCT 23 (IANS): Covid-19 has become the deadliest pandemic in the US history, claiming more lives than HIV& AIDS claimed in 40 years, according to a news website. The US government’s initial approach to both HIV & AIDS and Covid-19 was “denial and indifference”, Xinhua news agency quoted the report by The National website published on Friday. When AIDS rampaged through communities in parts of the US in the early 1980s, the federal government looked the other way and even slashed spending
on public health agencies, said the report. As to the Covid-19 pandemic, when it was reported in the US, the White House played down the risks, dismissing it as akin to “a regular flu”, it said. Both crises, the report added, have disproportionately affected minority groups and poorer communities. As of Saturday, the Covid-19 pandemic has killed a total of 735,374 in the US, while it is believed that at least 700,000 people in the country have died as a result of HIV & AIDS. The Covid-19 deaths in the US are currently the highest in the world.

Second key suspect behind violence against Hindus nabbed DHAKA, OCT 23 (PTI): Bangladesh’s security agencies on Saturday arrested a man in his 30s, who is believed to be the second key suspect behind the recent slew of violence against Hindus and mob attacks on temples in Bangladesh during the Durga Puja festivities, police officials said. Shaikat Mandal, one of the masterminds behind the October 17 mayhem in Pirganj sub-district of northwestern Rangpur, and his accomplice was arrested from Gazipur, on the outskirts of Dhaka on Saturday, Elite anti-crime Rapid Action Battalion (RAB) officials said. Mandal had gone live on Facebook, which incited people and triggered a wave of violence, a RAB official said. At least 70 houses and shops of the Hindus were torched in attacks at Pirganj following Mandal’s Facebook post on October 17. His arrest comes a day after police had nabbed Iqbal Hossain, 35, the key suspect from Cox Bazar area, and the man who had allegedly placed the Quran at a Durga Puja venue in Cumilla. Hossain is currently placed under a seven-day police remand as other security and intelligence agencies

Nath said a large number of social and cultural groups and followers of the Islamic faith have also joined the rallies to express their solidarity with the members of the minority communities.
COVID-19 cases on the rise in China BEIJING, OCT 23 (PTI/ AGENCIES): Authorities in the Chinese capital are ramping up measures like testing and restricting hotel bookings as the total number of coronavirus cases climbed to nine on Saturday, while other parts of the country reported 38 locally transmitted COVID-19 cases, according to the National Health Commission. Five persons who tested positive in Beijing had travelled to Inner Mongolia Autonomous Region, Ningxia Hui Autonomous Region and Shanxi Province from Oct. 12 to Oct. 15, and returned to Beijing on Oct. 16. Another person was a close contact, according to the municipal health commission. This is in addition to the 32 cases reported nationwide on Friday. The spike has prompted health officials in Beijing and other provinces to step up with measures like testing, isolation of communities, cancelling hotel bookings, and the use of sanitisers and masks. The current spike in cases has been attributed to an elderly couple from Shanghai who flew to several cities including the tourist city of Xian, and tested positive for COVID-19, sending officials on a leather hunt to

trace scores of people who came in contact with them. Within three days of an announcement that the couple had tested positive in Xian on Saturday, hundreds of close contacts of the couple and their five travel companions, who later tested positive, had been identified. During this period, several cities had rolled out mass testing, a land port stopped operating and popular locations visited by the group were closed for disinfection, the Hong Kong-based South China Morning Post reported.

Authorities in China have already begun to take steps, and restrictions have been imposed once again. China has cancelled hundreds of flights, and have started mass testing. Moreover, schools have also been shut for now. Beijing has continued to impose strict border closures, and targeted lockdowns, while trying to ease the restrictions in a systematic manner. It is a cause of worry for Beijing as Beijing prepares for the Beijing 2022 Winter Olympics, to be held in February, 2022.

He walked back in and handed it to the film’s star, Alec Baldwin, assuring him it was safe to use because it didn’t have live ammo. “Cold gun,” Halls yelled. It wasn’t, according to court records made public Friday. Instead, when Baldwin pulled the trigger Thursday, he killed cinema-
tographer Halyna Hutchins and wounded director Joel Souza, who was standing behind her. It was unclear how many rounds were fired. Gutierrez removed a shell casing from the gun after the shooting, and she turned the weapon over to police when they arrived, the court records say. Halls did not immediately return phone and email messages seeking comment. The Associated Press was unable to contact Gutierrez, and several messages sent to production companies affiliated with the film were not immediately returned Friday.

witter says its own research shows that its algorithms amplify tweets from the political right more than they do those from the left. In a blog post Thursday, Twitter said the research shows that tweets from right-leaning politicians
and groups both receive more amplification than those from their left-leaning counterparts. In addition, right-leaning news outlets see greater algorithmic amplification on Twitter compared to left-leaning news outlets. The research didn’t explain
why tweets from the right are favored by the algorithms. But Twitter says that by sharing the research it hopes it can “help spark a productive conversation” with the broader research community about possible theories. The report contradicts long-time
criticisms from Republicans who claim that both Twitter and Facebook actively suppress conservative speech. Both companies have repeatedly denied the accusations. Twitter conducted the research by analyzing millions of tweets sent from April 1,
2020, to Aug. 15, 2020, from accounts operated by elected officials in seven countries. It used public, third-party sources to identify political party affiliation. It didn’t use tweeted content to attempt to guess the political views of elected officials. (CNet)

New galaxy images from powerful telescopes reveal fitful start to the universe
N
ew images have revealed detailed clues about how the first stars and structures were formed in the Universe and suggest the formation of the galaxy got off to a fitful start. An international team of astronomers from the University of Nottingham and Centro de Astrobiología (CAB, CSIC-INTA) used data from the Hubble Space Telescope (HST) and the Gran Telescopio Canarias (GTC), the socalled Frontier Fields, to locate and study some of the smallest faintest galaxies in the nearby universe. This has revealed the formation of the galaxy was likely to be fitful. The first results have just been published in the journal Monthly Notices of the Royal Astronomical Society (MNRAS). One of the most interesting questions that astronomers have been trying to answer for decades is how and when the first galaxies formed. Concerning the how, one possibility is that the formation of the first stars within galaxies started at a steady pace, slowly building up a more and more massive system. Another possibility is that the formation was more violent and discontinuous, with intense, but short-lived bursts of star formation triggered by events such as mergers and enhanced gas accretion. “Galaxy formation can be compared to a car,” explains Pablo G.

Each scenario is linked to different processes, such as galaxy mergers or the influence of supermassive black holes, and they have an effect on when and how the carbon or oxygen, that are essential for our life, formed.” Using the gravita-
tional lensing power of some of the Universe’s most massive galaxy clusters with the exceptional GTC data coming from a project entitled the Survey for high-z Red and Dead Sources (SHARDS) the astronomers searched for nearby analogs of the very first galaxies formed in the Universe, so that they could be studied in much more detail. Observations of some of these massive clusters acting as gravitational telescopes is the base of the Frontier Field survey. The study showed that the formation of the galaxy was likely to be stop-start with bursts of activity followed by lulls. Dr Griffiths from the University of Nottingham said: “Our main result is that the start of galaxy formation is fitful, like a jerky car engine, with periods of enhanced star formation followed by sleepy intervals. HYDERABAD, OCT 23 (IANS): World’s largest cricket bat, certified by Guinness World Records, was unveiled here on Saturday by the former Indian captain Mohammed Azhrauddin. The bat, which is 56.1 feet long and weighs 9,000 kg has been gifted by Pernod Ricard India Ltd, to the government of Telangana, will be on display on Tank Bund till November 16 and will be later kept at Rajiv Gandhi International Stadium at Uppal. Unveiled on the eve of the ICC Men’s T20 World Cup, Pernod Ricard dedicated the bat to the Indian team. Made from poplar wood, the bat has been fabricated by BSL Events. It took almost a month to make it. The bat, made at a cost of Rs 70 lakh, has beaten the previous Guin-
ness Record of 51 feet long bat made at Chennai. It was expected to be an exciting battle between the West Indies’ flair and a capable England attack but was reduced to a no-contest following a horrendous batting display by the defending champions, who were skittled out for just 55 runs in inside 15 overs. MK Thalaiva (35 years) – 2:12.46 hours finished second and third, respectively, in the men’s category. The ‘open’ event saw 20 competitors. The race was flagged off from the DC office traffic point at 6:00am and culminated at Multi Disciplinary Sports Complex. The race was one of several events lined up in the lead up to the Society’s 25th founding anniversary in 2022. M e n’s c h a m p i o n Neog described the race as well organised. He said,
“The race was very well organised and the organizers were very cooperative. And the route was full of fun and the scenario was very good. I enjoyed it a lot and I am very happy that I came first. I hope to participate in upcoming events.” Second-placed Casavi of Gear Trails said the race was the longest route he has so far competed in. Dorians Society is a notfor-profit organization with one of its visions being the promotion of sports, besides social activism.

DIMAPUR, OCT 23 (NPN): Two-day first edition of Futsal night organized by Team Prodigies culminated here Saturday, at DDSC Stadium, Golaghat Road. The matches were played on knock –out format. The closing ceremo-
ny was graced by District Horticulture Officer (DHO) Dimapur Temsu Longkumer as guest of honour. He thanked the organizers the event for organizing and stressed on the importance of sports and games. He was accompanied by former parliamentary secretary, Chuba Longkumer.
