DIMAPUR, OCT 23 (NPN): State Health & Family Welfare (H&FW) department has expressed grave concern that “there is sufficient evidence of the possibility of a third wave anytime”, stating that many cases remain “undetected and underreported”. In its weekly bulletin, the health department pointed out that the weekly sample positivity rate (WSPR) of the State continued to increase during the last two weeks (from 2.1% to 2.9% and 3.2%). The department said that Tuensang, which reported WSPR of 1.6% and Longleng at 0% between October 9-15, have reported a weekly positivity rate of

mended to avoid any super spreader events or a third wave: Masks should be compulsorily worn by everyone irrespective of vaccination status in any gathering or event. Event organizers should enforce the same. There should be maximum effort to minimize the size of any social, religious, or official gathering to enforce physical distancing. Events should be planned outdoors to the extent possible. Adequate natural ventilation should be
in place for any unavoidable indoor events/ gatherings (Open doors and windows). Hand washing points and hand sanitizers should be placed in strategic locations. COVID-19 vaccination of the eligible population is the way out of this pandemic and should be highly encouraged in all setting.
State logs 18 fresh cases, 1 Covid death
Nagaland on Saturday recorded 18 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, seven each were reported in Dimapur and Kohima and four in Phek, taking the total caseload to 31707. Further, one more patient succumbed to the virus in Dimapur, pushing the death toll to 679 (including 15 non-Covid deaths).
NSCN (R) leaders amicably resolve differences at meeting DIMAPUR, OCT 23 (NPN): Putting all speculations to rest about reports over split within the group, NSCN (R) president Wangtin Naga, vice president Akato Chopi and ato kilonser P. Tikhak have categorically stated that the “misunderstanding within the group has been amicably resolved”. In a joint statement issued through the WC, NNPGs media cell, the three NSCN (R) leaders expressed regret that a minor internal issue within the party was blown out of proportion and also exposed in the public domain. Following the timely intervention of WC, NNPGs convener N. Kitovi Zhimomi and other leaders of the NNPGs, they said the misunderstanding was amicably resolved and put to rest keeping in mind the interest of the Nagas at large

and the inevitable political solution. It further said that the reports in various mass media, “indicating tendency of split within NSCN (R) remains nullified and bears no credibility.” The three leaders affirmed to once again work together cohesively with due consultation with each other
and continue to strengthen the NNPGs till the achievement of the final goal. Observing that some elements, with ulterior motives, had been instigating the collective leaders for vested interest, the NSCN (R) leaders warned such elements to immediately desist from further nefarious and divisive activities.
Fuel prices soar to new all-time highs ULB issue: RPP slams govt for not Can look at Covid vaccine boosters Petrol price up `36 a litre, diesel `26.58 in less than 18 months DIMAPUR, OCT 23 (NPN): There appears to be no respite in sight for the consumers as the stateowned oil marketing companies (OMCs) increased prices of petrol and diesel for the fourth consecutive day on Saturday. According to a price notification of state-owned OMCs, prices of both the auto fuels were hiked by 35 paise per litre pushing the total increase in rates on petrol to Rs 36 per litre and on diesel to Rs 26.58 since early May 2020 when taxes on the two fuels were raised to record levels. After the latest rate revision, price of diesel has breached Rs.100-a-

litre mark in nine districts of Nagaland—Tuensang, Kiphire, Noklak, Mon, Phek, Zunheboto, Longleng and Mokokchung. (See table), while petrol is above Rs.100-mark across the state. According to a PTI
report, the government had raised excise duty on petrol and diesel to mop up gains that would have otherwise accrued to consumers from international oil prices crashing to as low as USD 19 per barrel. While international prices have since recovered to USD 85, excise duty has remained at Rs 32.9 per litre on petrol and Rs 31.8 on diesel. Oil Minister Hardeep Singh Puri on Friday equated demand for cutting excise duty to ‘axing one’s own feet’, saying such levies funded government schemes to provide free COVID-19 vaccines, meals and cooking gas to millions amid the pandemic. The increase in fuel prices has stoked concerns over inflation as diesel is the mainstay fuel used for transporting goods, including agri commodities.
inviting women to Oct 20 meeting
DIMAPUR, OCT 23 (NPN): Reacting to the reports of state government holding consultative meeting with ENPO, CNTC and TPO over women reservation in Urban Local Bodies (ULBs) on October 20, Rising People’s Party (RPP) Saturday questioned why was the UDA government “so bent on omitting women from any discussion pertaining to women reservation? “It’s almost as if the UDA government is antiwomen,” RPP said. RPP, which had earlier questioned the state government for not inviting a single woman to the August 18, 2021 consultative meeting, said that the government instead of seeking women’s (and experts) opinion “apparently convened a secret meeting and sneakily formed a committee comprising of the
CS and representatives from ENPO, TPO and CNTC.” RPP alleged that the “secretive manner” in which a committee was formed without women representation “clearly suggests that the chief minister has a hidden agenda.” Further, the party stated that “this exercise is another irrefutable example of the chief minister indulging the CSOs”. It said that if the chief minister wanted Naga CSOs to take decisions for the government, then there was no point in having an elected government. Instead of inviting “some of the best minds” such as scholars, academicians, think-tanks and the bar associations for thread-bare discussion, RPP said the chief minister was “being divisive here.”
after a year: Dr Randeep Guleria
NEW DELHI, OCT 23 (AGENCIES): Booster doses of the COVID-19 vaccine might become necessary sometime next year - depending on how long the first two doses protect against hospitalisation and death, Dr Randeep Guleria, chief of All India Institute of Medical Sciences (AIIMS) told NDTV on Saturday. Dr. Guleria also discussed vaccination of children and said he was confident vaccines for kids - something other coun-
tries, like the United States, has recommended- would be rolled out soon. He said the final decision on boosters- which have been allowed by countries like the US, Israel, the UK, the EU and the UAE - would have to be based on time (length of protection from the coronavirus) rather than the presence of antibodies. “We don’t have a definite answer, yet, on a timeline for boosters. We can’t decide to give booster shots based on antibodies... But we need
more data... in the UK we are seeing increased cases but not increased hospitalisation or deaths. UK started vaccination in December (a month before India) and if we’re not seeing greater hospitalisation then that means doses given in December seem to be holding out... if we keep that in mind we are still in a safe zone. But if the virus mutates (this decreases immunity) then sooner or later boosters must happen,” Dr Guleria explained.
No compromise with flag and constitution: NSCN (I-M)
DIMAPUR, OCT 23 (NPN): NSCN (I-M) has blamed the government of India for the failure of “formal Indo-Naga talk” which generated much hype of solution being just round the corner and even as a Christmas gift to Nagas. NSCN (I-M) through its MIP said talks resumed two years after RN Ravi was replaced with A.K. Mishra but despite “all the hype as the government of India continues to indulge in political escapism on the very issues that is holding up the road to the Naga solution.” NSCN (I-M) Nagas

have been craving for solution for more than two decades after “Indo-Naga” talks started in 1997 but what was more important was how the government of India dealt with the “sentiment of the Naga people on the Naga flag and Yehzabo (constitution)” and for which these were the two core issues of pressing concern. NSCN (I-M) reiterated that Naga flag was not just a piece of cloth to Nagas but “ a feeling of pride” that had led “hundreds of Naga martyrs to sacrifice their lives by just seeing the flag flying high in the sky.” It however
claimed, that the government of India was “talking in different language to different negotiating Naga groups in the matter of Naga flag.” NSCN (I-M) maintained that Naga issue was not a cultural issue that the government of India could change the Naga flag to a cultural symbol and forego the Naga political identity as symbolized by the Naga flag. Responding to the making the Naga flag as a cultural flag, NSCN (I-M) said where was the need to drag the “Indo-Naga talks” for more than two decades, if
the Naga issue was a cultural problem? Again, it asked what where was the need “for Naglim to get admitted as a bona fide member of UNPO(Unrepresented Nations and People’s Organisation), if the Naga issue is a cultural based problem?” MIP said ‘Nagalim’ was admitted to UNPO as the NSCN (I-M) was able to establish the historical and political credentials of Nagalim” before UNPA governing body that had nothing to do with cultural credentials. NSCN (I-M) reaffirmed that as Naga flag is of “ut-
most importance for the Naga people and holds much spiritual value. It is the roof under which the feeling of nationalism and patriotism flourishes” and also a divine gift to Nagas, for which it will take the stand to defend it to the last man standing and not succumb to the flattering ‘post solution’ narrative which it said “ was a well laid trap”. On speculations of early solution, NSCN (I-M) said “Christmas may come and go but the NSCN will not stop fighting to defend the Naga political identity.”

Centre issues Covid advisory to states for festivals NEW DELHI, OCT 23 (AGENCIES): Looking at the rising cases of Covid-19 in some states such as Kerala and West Bengal, the Centre on Saturday issued COVID advisory to states and urged people to go online shopping, avoid unnecessary travel as far as possible. LIST OF GUIDELINES States must promote online modes of celebrations like online shopping, discourage unnecessary travel. Strictly follow Covid guidelines during festival celebrations.
No mass gatherings in containment zones and districts where more than 5% of tests are returning positive. S t a t e g ove r n m e n t should issue directions adequately in advance. Gatherings that are allowed with advance permission and limited attendees should be monitored closely. Guidelines for malls, local markets and places of worship should be strictly followed. Follow five pillars of Covid management- Test, track, treat, vaccinate and
follow Covid-appropriate behaviour. District authorities should keep a strict watch over trajectory of cases. The guidelines come ahead of major festivals like Diwali and Eid next month. States asked to increase vax coverage: Centre has also urged States to focus on those beneficiaries waiting for their second dose of Covid-19 vaccine after their interval period has been over. The states were also urged to improve the mo-
mentum of vaccination and accelerate its coverage as the country moves forward to vaccinate all eligible population by year end. It said states have been requested to access line list of due beneficiaries from Co-WIN portal. Health Secretary Rajesh Bhushan said the detailed line-lists of due beneficiaries can be utilised for preparing district-wise second dose administration plan involving district magistrates for execution in a time-bound manner.
