2 killed in Assam police firing on ‘encroachers’ Govt appoints retired HC judge to probe incident GUWAHATI, SEP 23 (PTI/AGENCIES): Two civilians were killed and around 20 injured when an anti-encroachment drive in Assam’s Darrang district on Thursday blew up into a brutal clash between the police and people protesting eviction. A shocking video went viral, where an apparently dead man with a bullet wound on his chest lay motionless but was still hit by a man slinging a camera. The Assam government, following the incident, ordered an inquiry under the chairmanship of a retired judge of Gauhati High Court. The public protest had erupted over the demand for rehabilitation of nearly 800 families evicted from the land they were living on for decades.

Eviction drive will continue, says Sarma: Assam chief minister Himanta Biswa Sarma said the eviction drive will not be stopped. “The police have been entrusted with the responsibility of clearing the land from encroachers and they will continue to do it till the job is done...,” he added. Sarma had visited the place on June 7 and inspected the riverine areas allegedly encroached by “illegal settlers” near Dholpur Shiva temple and directed the district administration to clear the area for the government to start a community farming project.

KOHIMA, SEP 23 (NPN): Nagaland is the first State in the country to implement Health Benefit Package 2.1 under Ayushman BharatPradhan Mantri Arogya Yojana (AB-PMJAY) that includes organ transplant. IMPHAL, SEP 23 (NPN): Tension continued to prevail in Manipur’s Tamenglong district on Thursday even as shocked villagers decided to not accept the dead body of former president of Zeliangrong Baudi (Assam Manipur Nagaland) Athuan Abonmai who was reportedly abducted and killed on September 22. Abonmai was killed shortly after he was whisked away from Tamenglong district headquarters where a government function, attended by Manipur chief minister Biren Singh, was held amid tightened security on Wednesday. The police said the body of Abonmai was kept at a morgue here for necessary official formalities. Meanwhile, villagers of Lamlaba, the native village of the deceased, announced while handing over the body on Thursday morning that they would not accept the body for burial until and unless the State government booked the culprit(s). The villagers also
claimed that Abonmai was whisked away from near the function venue, openly in the presence of police and other security forces. NEW DELHI, SEP 23 (PTI): In a significant development, the Supreme Court Thursday observed orally that it will set up a technical expert committee to inquire into the Pegasus snooping matter and pass an interim order next week on a batch of pleas seeking an independent probe into the entire issue. The apex court's observations on constituting the committee assume significance in view of the Centre's statement that it would set up an expert panel on its own to look into the grievances of the alleged surveillance of certain eminent Indians by hacking their phones using Israeli firm NSO's spyware, Pegasus. State to cover over 1.63 lakh households by March 2022 under ‘Aapke Dwar Ayushman’ Rs. 26 cr disbursed under AB-PMJAY scheme been covered in Nagaland under PMJAY. According to health department, there are a total of 9,33,312 eligible household in the state. Further, Pangnyu said building and other construction workers registered with the labour department too would be covered under AB-PMJAY, adding that 8,584 new families would be added in the State’s list of beneficiaries. Further, Phom mentioned that integration of National Food Security Act (NFSA) data was under process whereby Aadhaarseeded ration cards would
be linked to PMJAY portal, which would ease the enrolment process and improve coverage. He said Nagaland State Rural Livelihood Mission would partner with State health agency (SHA) PMJAY to spread awareness about AB-PMJAY through self-help groups (SHGs) and e-card generation through block data operators. Mentioning that Aapke Dwar Ayushman (Ayushman scheme at doorsteps) was another new initiative, the minister remarked that to carry out enrolment drives in villages and increase e-card generation, SHA-PMJAY along with various partner agencies would carry out outreach drives till March 2022 aiming to reach at least 70% of the total targeted families (1,63,329 households). He also acknowledged SHA AB-PMJAY team led by H&FW principal secretary AS Bhatia for successful implementation of the scheme in the State. Accordingly, it was informed that the power department conducted the survey and responded to execute the work once the project amount (over Rs. 4 crore) was sanctioned. H&FW department has reportedly prepared and submitted the detailed project report (DPR) to the government for release of the said amount. Official sources from the power department told Nagaland Post that once the department received the project amount, it would immediately execute the work in all the 13 sites, which would take about one month to complete. Altogether, the state has received 15 PSA plants from PM’s cares fund while 12 were received from
various agencies including foreign agencies. DIMAPUR, SEP 23 (NPN): Nagaland Pradesh Congress Seva Dal (NPCSD) held its executive meeting on Thursday here at Congress Bhavan Dimapur. Addressing the gathering, chief organizer, All India Congress Seva Dal (AICSD), Lalji Desai, stated that his purpose of visit was to understand the culture of Nagaland, asserting that people of mainland India were not much aware of the different culture of North East. “When we talk about the idea of India, we also need to understand the culture of the people living in the hill areas”, he added. Desai shared on how he joined politics in February 2014, when Congress, during that time, was losing the election battle nationally. He added that many would join a party which was expected to win and come to power. He however maintained that his ideology was to join a political party that united India, and the party that fought for India’s independence, not caring whether they came to power or not.

Desai explained that he was noticed by Rahul Gandhi when he was organizing an agitation against the then chief minister of Gujarat, Narendra Modi, who did not hesitate to encounter, kill, arrest, or put to jail for those who went against him. “We were in war against a cruel chief minister”, Desai stated. Speaking on the birth of Seva Dal, Desai reminded that it was started in jail by the congress party in 1923, to organize and make discipline within the political party, adding that congress workers and volunteers during that time were
not agitating in an organized manner. He further added that earlier, the Seva Dals were trained on how to fight against violence, in a non violent way. Meanwhile, speaking of the RSS, he pointed out that the RSS was dividing and destroying the country on the basis of religion, caste, region, language, etc. He appealed the gathering not to give chance to RSS to insert its poison to the minds of Nagas, claiming that they were very poisonous. He also termed the RSS and people of RSS as “traitors” of India’s independence
movement and also today’s united India. He further maintained that BJP was financially strong, that they have started buying MPs and MLAs. He noted that the price of MLAs in Gujarat depended from how much margin they won the election, varying between 5 to 22 crores. “Amit Shah and Narendra Modi have started auctioning of MLAs and MPs”, he alleged. “You buy MLAs and MPs that means you are buying India’s democracy”, he further added. He also stated that they were destroying India’s democracy and culture. CS chairs SLSC meeting with agri & allied deptts Says 60% of the population depends on agriculture DIMAPUR: The State Level Sanctioning Committee (SLSC) of the agri & alied departments for the year 2021-2022 was held under the chairmanship of Chief Secretary, Nagaland, J. Alam. The meeting was held at the secretariat conference hall on September 23 attended by all the AHODs, HODs and missions of agri & allied departments. According to DIPR report, major convergence schemes of the agri & allied department- RKVY, PMKSY, MOVCD-NER and other CSS schemes namely NFSM, ATMA, NMSA, SMAM, NMEO etc were taken up by the SLSC for recommendation and approval. District level consultative meet in Noklak
DIMAPUR: District level consultative meeting on panel for review of Communitization of Public Institutions and Services (CPIS) Act 2002 was held Thursday at the Conference Hall of Deputy Commissioner (DC) Noklak. According to DIPR report, chairperson panel review of CPIS Act Banuo Z Jamir stated that government wants to find out what impact has the communitization had made in the developmental processes in the village level. She urged upon the line departments to take views of the village level and with the objective to find out how communitization has impacted over the years. Jamir handed over the questionnaire to all the line departments and urged them to re-examine and give their own views and opinions and submit the questionnaire on or before October 15, 2021. The chairperson was accompanied by member secretary, panel for review of CPIS Act John Lohe and other officials. The meeting was chaired by DC Noklak Hiazu Meru and attended by department officials from school education, health and family welfare, PHE, power, social welfare, rural development and district administration.

Honje Konyak appreciated the initiative taken by the department and hoped that the conference cum training would regenerate the commitment and responsibility in all.

‘Congress needs course correction’

SHILLONG, SEP 23: Veteran Congress leader and Leader of Opposition in Meghalaya Assembly, Dr. Mukul Sangma on Thursday said that the Congress party needs “course correction” and indicated that he would speak only to central party leaders. The two-time former Chief Minister has been upset ever since the Congress High Command installed former Union Minister and three-time Lok Sabha member, Vincent Pala as the state president without consultation with him. ITANAGAR, SEP 23 (PTI): Union Minister Ashwini Kumar Choubey on Thursday hailed the Arunachal Pradesh government for its “Airgun Surrender” campaign, a wildlife conservation initiative, and assured the state administration of all possible help to protect the hoolock gibbons. Choubey, the minister of state for environment, forest and climate change, appealed to the authorities to continue the programme to protect animal species in the state. In Arunachal Pradesh, where hunting has been a community practice steeped in history and culture, the “Airgun Surrender Abhiyan” is spinning a new hope for conservation with over 2,000 weapons given up voluntarily since its launch in March. According to state environment and forest minister Mama Natung, who masterminded the initiative, had said the programme is completely voluntary, aimed at making people aware of wildlife conservation. Choubey also said the Centre has been focusing on the development of the northeast and has sanctioned “sufficient” funds to Arunachal Pradesh under Compensatory Afforestation Fund Management and Planning Authority (CAMPA) for various programmes.

Kuki chiefs call 24-hour bandh on September 27
IMPHAL, SEP 23 (AGENCIES): Kuki Chiefs Association (KCA), Tengnoupal has called for 24-hour bandh starting from the midnight of September 27 in the entire Tengnoupal district including Imphal to Moreh national highway, Chronicle News Service report stated. A release by KCA general secretary LS Seikhojang Baite contended that the bandh is in protest against the alleged lackadaisical attitude of the government towards the district. The association said that though it is against the frequent transfers of deputy commissioners of the dis-
trict it has no objection on assigning additional charge to incumbent DC Praveen Singh as the additional chief electoral officer. It is only raising concern for thefrequent transfers as it had serious implications in development and effective functioning of the district administration, the KCA said. NAGAON, SEP 23 (PTI): A man, accused in a case of snatching, was shot at after he allegedly tried to escape from police custody in Assam’s Hojai district, officials said on Thursday. The man was nabbed at Netaji Point on Wednesday evening while he was fleeing after snatching Rs 75,000 from an elderly person, officer-in-charge of Hojai police station Tapan Medhi said. He was being taken to Nagaon for further investigation when he tried to flee from police custody at Jabroka area, the officer said. Police then opened fire and shot him in the leg, he added. He was admitted to the Nagaon Civil Hospital for treatment, police said.

The duo is suspected members of the ‘Irani Gang’, involved in several criminal activities, police said. Since May 10, 26 people have been killed in police shootings in Assam and 43 injured. G U WA H AT I , S E P 2 3 (PTI): The Congress on Thursday issued show-cause notices to its 212 workers in Assam for alleged anti-party activities during the Assembly election held this year. The opposition party had suffered heavy losses in the poll. Addressing a press conference here, chairman of the Disciplinary Action Committee of the Assam Pradesh Congress Committee (APCC) Bharat Chandra Narah said that 15 district units have submitted lists, containing names of the workers who were allegedly found indulging in anti-party activities during the state poll, along with documentary proofs. The APCC has constituted a high-level inquiry committee to look into the matter and issue show-cause notices to those party workers, said Narah, who is a Congress MLA. When asked about the nature of anti-party activities, he said that the 212 workers had helped candidates of other parties, directly or indirectly, in the

NEW DELHI, SEP 23 (PTI): The PM CARES Fund is not a Gover nment of India fund and the amount collected by it does not go to the Consolidated Fund of India, the Delhi High Court has been informed. An affidavit filed by an Under Secretary at the Prime Minister’s Office (PMO) who is discharging his functions in the PM Cares Trust on honorary basis, has said the trust functions with transparency and its funds are audited by an auditor -- a chartered accountant drawn from the panel prepared by the Comptroller and Auditor General of India. The affidavit was filed in response to a petition seeking a direction to declare the PM CARES Fund a ‘State’ under the Constitution to ensure transparency in its functioning. The court was hearing a petition filed by Samyak Gangwal who has said that the PM CARES Fund is a ‘State’ as it was formed by the Prime Minister on March 27, 2020 to extend assistance to the citizens of India in the wake of the public health emergency -- the ongoing COVID-19

His counsel had told the court that if it is found that the PM CARES Fund is not ‘State’ under the Constitution, usage of the domain name ‘gov’, the Prime Minister’s photograph, state emblem etc has to be stopped. The petition said that the Trustees of the fund are the Prime Minister, Defence Minister, Home Minister and the Finance Minister and immediately after the formation of the fund, the Centre through its high government functionaries represented that the fund was set up and operated by the Government of India. To ensure transparency and accountability, the plea has sought a direction for periodic auditing of PM CARES website and disclosure of the details of donations received by it. I n h i s a l t e r a t ive prayers, Gangwal has sought to direct the Centre to publicise that the PM CARES Fund is not a fund of the Government of India and to restrain PM CARES from using
‘Prime Minister of India’ or ‘Prime Minister’, including its abbreviations its name, on its website, Trust Deed and other official or unofficial communications and advertisements. On March 9, the court had said it was not inclined to issue notice on the plea as the Centre was already represented through counsel who may file their written submissions. The petitioner has also filed another petition to declare PM CARES as a ‘public authority’ under the Right to Information (RTI) Act, which is being heard together with the first plea. This petition challenges a June 2, 2020 order of the Central Public Information Officer (CPIO), PMO, refusing to provide documents sought by him on the ground that PM Cares Fund is not a public authority under the RTI Act. Solicitor General Tushar Mehta, who represented PMO, had opposed the petition, stating that it was not maintainable and that he would file a response explaining why it should not be entertained.

However, Indian travellers vaccinated with two doses of Covishield will still have to undergo 10 days of quarantine in the UK notwithstanding the amendment, UK officials clarified on Wednesday saying the inclusion of the vaccine will not make much of a difference. “We’re clear Covishield is not a problem. The UK is open to travel and we’re already seeing a lot of people going from India to the UK, be it tourists, business people or students,” Ellis said in a statement on Wednesday. “We have been having detailed technical discussions regarding certification, with the builders of the CoWIN app and the NHS app, about both apps. They’re happening at a rapid pace, to ensure that both countries mutually recognise the vaccine certificates issued by each other,” he said.

THANE, SEP 23 (PTI): A 15-year-old girl was allegedly gang-raped multiple times over a period of eight months in Maharashtra’s Thane district and the police have arrested 24 persons and detained two minors in the case, an official said on Thursday. Based on the girl’s complaint, the Manpada police in Dombivli registered a case on Wednesday night against 33 persons under IPC sections 376 (rape), 376 (n) (repeated rape), 376 (d) (gang-rape), 376 (3) (rape on a woman under sixteen years of age) and provisions of the Protection of Children from Sexual Offences (POCSO) Act, he said. Additional Commissioner of Police (East region) Dattatray Karale told reporters that the alleged incidents took place between
January 29 and September 22 this year. The girl told a relative about the ordeal on Wednesday following which the complaint was registered, he added. “It all started when the girl’s boyfriend allegedly raped her in January and made a video. He then started blackmailing her. Subsequently his friends and acquaintances raped her on at least four or five occasions at different places in the district including Dombivli, Badlapur, Murbad and Rabale,” Karale said. A special investigation team (SIT) has been formed under Assistant Commissioner of Police Sonali Dhole to probe the case, he added. “The victim has named 33 persons. NEW DELHI, SEP 23 (PTI): A Delhi court on Thursday adjourned to October 9 hearing on the bail plea of former JNU student leader Umar Khalid in the 2020 Delhi riots conspiracy case. The hearing was adjourned to next month as Additional Sessions Judge Amitabh Rawat is on leave. This was informed to Khalid’s counsels by the court staff through video conference. Khalid along with several others has been booked under the antiterror law in the case. They are accused of being the “masterminds” of the February 2020 violence, which had left 53 people dead and
over 700 injured. On September 6, Khalid had withdrawn his bail plea and filed a fresh one after the prosecution’s objected to its maintainability. In a hearing on September 3, Khalid, through his lawyer, told the court that the charge sheet in the case has made hyperbolic allegations without any factual basis and reads like a script from a web series and news channels. The Delhi Police had earlier said that the bail plea has no merit and that it will demonstrate the prima facie case against him before the court by referring to the charge sheet filed in the case.

N
ow that Nagaland has a legislature is without an opposition for the second time, there are still many speculations on the probable factors that have caused the phenomenon. It may be recalled that the first such experiment was from 2015-18 when eight MLAs of the opposition Congress merged with the NPF. The second mukt-opposition Nagaland came after all political parties resolved to sit together in August last month. In both instances, the NPF was the major player and in both circumstances, the alibi was supposed to be “in the interest of Naga political issue”. The moot question is whether settlement of the Naga political issue will be achieved since different political parties from both ruling and opposition benches are together for the second time. The legislators have given democracy a miss and decided that there will be no opposition to put the government in the dock due to the strange phenomenon. Without the opposition, power has the potential to be misused. On the other hand, the government must understand that eradicating the opposition would lay the foundation for autocracy or tyranny and eventually, the end of democracy. In a democratic rule, the opposition is as legitimate as the government. The opposition must be rational, meaningful, and wellintentioned to do the job. Stranger is the fact that prior his transfer from Nagaland, then Governor R.N.Ravi, willy nilly was exposed as the opposition voice at Raj Bhavan after his letter written to the chief minister on June 16, 2020 was leaked to the media. Ravi had attacked his government over inability to crack down on illegal tax collection and corruption. With the opposition legislators muted, the Congress attacked the government over various missteps and sins of omission and commission. As indicated in this column, there were two opposition voices against the government in Nagaland; one from Raj Bhavan and the other from Congress Bhavan. Coming to the formation of the opposition-less legislative assembly due to formation of the all-party government under the United Democratic Alliance (UDA); the reason for such hasn’t been honestly revealed other than citing the Naga political issue. As mentioned many times in the recent past, there was hardly any reason for the ‘coming together’ on the Naga political issue since all legislators are together under the Parliamentary Core Committee on Naga political issue. The state Congress president K. Therie speculated that both NDPP and NPF may have been forced into a union in order to stave off the likelihood of CBI or NIA probes into various alleged irregularities and scams in the state under the previous NPF-led DAN governments and the present PDA coalition. This may not be quite logical since the centre, presently ruled by the BJP cannot ignore the fact that its Nagaland unit was very much part of the DAN and present PDA coalition governments. Another plausible reason being heard is that the coming together is meant to prepare the eventuality for solution to encompass land as part of the crucial rehabilitation package. It is unthinkable that such concepts that defy democratic conventions are being justified under whatever name and pretext. These are not minor aberrations but like tectonic plates whose minute and unfelt shifts cause devastating tremors. Unfortunately, what matters for people and their leaders is all about now and not about tomorrow.

The goal of the missionary is to do God’s will, not to be useful or to win the lost. A missionary is useful and he does win the lost, but that is not his goal. His goal is to do the will of his Lord. In our Lord’s life, Jerusalem was the place where He reached the culmination of His Father’s will upon the cross, and unless we go there with Jesus we will have no friendship or fellowship with Him. Nothing ever diverted our Lord on His way to Jerusalem. He never hurried through certain villages where He was persecuted, or lingered in others where He was blessed. Neither gratitude nor ingratitude turned our Lord even the slightest degree away from His purpose to go “up to Jerusalem.” “A disciple is not above his teacher, nor a servant above his master” (Matthew 10:24). In other words, the same things that happened to our Lord will happen to us on our way to our “Jerusalem.” There will be works of God exhibited through us, people will get blessed, and one or two will show gratitude while the rest will show total ingratitude, but nothing must divert us from going “up to [our] Jerusalem.” “…there they crucified Him…” (Luke 23:33). That is what happened when our Lord reached Jerusalem, and that event is the doorway to our salvation. The saints, however, do not end in crucifixion; by the Lord’s grace they end in glory. As the United Nations convenes its annual General Assembly in New York City this week, a galaxy of world leaders is arriving to address the world’s most important podium, and audiences. They will step up to the podium to share their 2 cents, in their 2 minutes of speech time (ok, may be 7-8 minutes), to give solutions t o t h e c h a l l e n ge s a n d opportunities in the present and future of humankind, and co-existence on, and with planet Earth. M a k e n o m i s t a k e, this year the gathering is historic. In fact, the 76th Session of the UN General Assembly should rather have been named as ‘The 1st UN General Assembly Meeting in Year 1 of the

A once in a century pandemic, unprecedented and quantum leaps in technology, the shambolic end of America’s longest war of 20 years, and the dark shadow of a looming China - all have created perfect conditions for a once-in-acentury storm, as the postCovid era begins. Other global recalibrations and tectonic shifts, too, are underway. Including a reality that climate change is knocking at our door-steps, with wild-fires, floods, droughts destroying our homes and lives, among other dire scenarios. The UN may be much derided and has not delivered on what its founding principles were, but yet it remains and is the only world platform which can be nearest to a global problem-solverin-chief. That the global problem-solver-in-chief is itself in deep problems that cannot be resolved,
the 21st century, there are very few countries that have a combo-pack of above three vectors. One, of course is the United States, which is the world’s oldest democracy, the world’s largest economy, with the largest military today. The other, China, though a rightful claimant, rules itself out since it advocates an authoritarian gover nance, control on human lifestyles, and is contra-freedom of thought and choices. Another up and coming force for good in the world is India - which is the world’s largest democracy, with a rising economy and military might. More than that, India brings a voice of calm, co-existence and peace. The challenge for India is to bundle all its assets and offerings into a cohesive, demonstrable message, and to drive a buyin and mobilisation across the world. Whoever it may be, will have to persuade, lead by example, and give the
world some simple mantras and do-able solutions. It is equally possible that none of the leaders soar and truly inspire in their speech, bring nothing new, remain parochial and nonfuturist, churn out same old arguments, and prescribe the same non-doable solutions that are routinely parroted out, year after year. Thus, the world is looking eagerly, nay desperately, to US President Jo e B i d e n a n d P r i m e Minister Narendra Modi, to hear their vision of a new world order, and to know how they will execute on the mission that they define for themselves, their nation, and the world. Or maybe they will be insipid and disappoint. At same time, this year a surprise, last-minute, wildcard entry to this club may be France - led by President Emmanuel Macron. France has all three of the above cited vectors in reasonable proportion, and for long it
has been aspiring to play a global role. The geopolitics of 21st century is in a flux, including on how to deal with China’s rise, and the outcomes of Afghanistan. And for France,additionally, it is now a downhill trust in a US-led world order as a consequence of the USUK-Australia submarine deal and formation of the AUKUS military alliance. Thus, while the world has much to look forward this week from Biden and Modi, I will not be surprised if Macron, and France, may have reached a tipping point wherein Macron sketches a world vision that may well see the birth of a new worldpole in geopolitics. he Nagas, who lives in the Himalayan foothills of Nagaland, are unique when it is measured through history, traditions and rich heritage over delicacies. Significantly, in Naga lexicon ‘dog meat’ is term as having highly medicinal value and high nutrition which are considered as special delicacies notwithstanding the fact that the meat are reserved for festive banquets. Through the Memorandum N O. C S O / C O R R E S - 1 9 / CAB/2017 issued on July 4, 2020. We can analyse the government seriousness on the issue, banning of dog meat in the State of Nagaland is somewhere standing at disputable point for which they decided; 1: Commercial import and trading of dogs. 2: Dogs markets. 3: Sale of dog meat (both cooked and uncooked). The argument to the fact, the law says any person violating this ban will be punished under Section 428 and 429 of the Indian Penal Code of 1860, and Section 11 of the Prevention of Cruelty of Animal Act 1960. In addition to these two Acts, the government has also invoked the Food Safety and Standards Authority of India (FSSAI) Regulations, 2011. To give attention, the two penal provisions section 428 and 429 of the IPC respectively. Section 428 deals with Punishment for committing ‘Mischief ’ by killing or maiming animal of the value of ten rupees or upward, shall be punished with imprisonment of either description for a term which may be extend to two years, or with fine or with both. In simple language, we understand that when an individual intends to perform an act or has the knowledge that his/ her act will create hindrance in allowing another person to enjoy the benefit of their property by one means or other, it is called a mischief. However, this act can be even against the public or against a specific person as well. Consumption of meat cannot come under the word mischief under Section 428 and 429 of IPC 1860, as it does not fit the definition of mischief under the aforesaid section. The consumption alone doesn’t violate the law unless the dog is procured through illegal means. If cruelty or mischief fit for the ban on dog meat consumption, substitute dog meat for beef. The act of killing of animal does not amount to cruelty as it will stands void. Whereas, India being the most consumer of meat in the world need to cross check to the ban on dog meat consumption. Furthermore, taking everything into account, nowhere else it is written “killing
of dogs for human consumption” is prohibited under The Prevention of Cruelty to Animals Act 1960. Since the banning of dog meat in Nagaland, the dog meat vendors are now keeping underground, which appeared on a local daily. The meat weighing about 1kg was sold for Rs500 in the State capital Kohima. For the reason that livelihood of the vendor has been adversely affected and it is apparent that there is a clear violation of Fundamental Rights under Article 19 and 21. Which the chief goal of Article 19 (1) (g) and (2) (g) says Freedom of any professional or carrying on any occupation, trade or business to engage with the very livelihood of the people and Article 21 which guarantees the protection of life and personal liberty, fundamental rights prescribe in the Indian Constitution. The vendors asserted that the lifting of the lockdown meant that dog meat could be sold in the market again, on the other hand making the consumer to spend more money than ever on black market as the proverb goes, “A wolf in sheep’s skin hanging a sheep’s head and selling dog meat”. While, most of the countries in West stopped eating dog meat centuries ago, but in America eating dog meat is legal in
most states, a person can request if for their own use in 44 states. The above narrative not only indicates that dogs are sold for meat, but there is a demand in the region. Moral and ethical code of dietary may differ, according to place and region respectively Interestingly, the Hon’ble Guwahati High Court (Kohima Bench) stayed the Nagaland Government’s decision to ban the commercial import and trade of dog meat and commercial sale of dog meat in markets and dining restaurant, which the interim order passed on November 25,2020 after hearing a petition. In my opinion, imposing a blanket ban without considering the mode of operation and consumption of dog meat is imprudent. Experts and legislators should discuss the ban ordinance in all aspects for the sake of convenience. In conclusion, India being a signatory to United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), should uphold the diversity, social practices, and safe guard the individual rights of indigenous people. While, Article 371(A) remains the foremost shield, we cannot deny the fact, the rich culture, traditions and customary practices, we enjoy and honour. Nonetheless, consideration is being given to arriving at a judicial verdict as to the reasonableness of the banned, in order to protect indigenous people’s rights in accordance with our constitutional morality. CHANDIGARH, SEP 23 (PTI): The Charanjit Singh Channi-led government in Punjab on Thursday shunted Chief Secretary Vini Mahajan and appointed Anirudh Tewari in her place. Tewari is a 1990-batch IAS officer and is currently holding the position of the Additional Chief Secretary Development, ACS Food Processing, ACS Horticulture and ACS Governance Reforms and Public Grievances. The posting orders of Mahajan will be issued later, according to a government order issued on Thursday. As per the order, Ravneet Kaur (1988 batch-IAS officer), Sanjay Kumar (1988-batch), V K Janjua (1989-batch) and Kripa Shankar Saroj (1989-batch) have been designated as special chief secretaries with immediate effect. MEDININAGAR, SEPT 23 (PTI): A three-monthlong animal census will begin from October 1 in Jharkhand, a senior forest official said on Thursday. The exercise will be conducted with the help of a camera trapping technique, and an indirect count method involving pug mark technique and pellet count, Deputy Director of Palamu Tiger Reserve (PTR) Kumar Ashish said. All 31 divisional forest
ranges and five wildlife sanctuaries of the state will be covered during the exercise, he said. The preparation for conducting the animal census was in the final stage, the official said. T i ge r s, e l e p h a n t s, bears, leopards, and deer will be counted during the exercise. Three-day training of forest department personnel has commenced at the PTR headquarter in Medininagar, he said.

ALIGARH (UP), SEP 23 (PTI): Azad Samaj Party leader Chandrashekhar Azad on Thursday said ‘jungle raj’ is prevailing in Uttar Pradesh and women are not safe, days after the body of an eight-year-old Dalit girl was found in a village here. Azad was in Aligarh to meet the family members of the school girl whose body was recovered from a field near Kishangarh village on Monday, and said the incident is a “shocking pointer to the breakdown of law and order in the state”. “As far as security of women is concerned, jungle raj prevails in Uttar Pradesh,” he told reporters while claiming that similar incidents took place recently in a different part of Aligarh and Bijnor which was a cause of “serious concern”. According to police, the girl had left for school at around 8 am on Monday morning. Shortly before noon her school bag was spotted by some passers-by who raised an alarm. When it was found that the girl had not reached school, her family started searching for her and found her body in the field. The victim’s family alleged that she was sexually assaulted before being killed.
SAMBHAL (UP), SEP 23 (PTI): Samajwadi Party youth workers undertook a “purification” exercise of the places visited by Uttar Pradesh Chief Minister Yogi Adityanath in Sambhal district by sprinkling ‘Gangajal’. A video of the purification exercise on Wednesday has gone viral. A case was lodged against Samajwadi Party Yuvjan Sabha state president Bhavesh Yadav and 8-10 others, Superintendent of Police Chakresh Misra said on Thursday. Yadav has been arrested, he added. The chief minister had inaugurated and laid foundations of projects worth Rs 275 crore and addressed a public meeting at Kaila Devi in Sambhal district on Tuesday. A day later, Yadav and SP Yuvjan Sabha workers undertook the ‘shuddhikaran’ (purification) exercise of the venue of
the chief minister’s public meeting and helipad by sprinkling waters from the Ganga river. Talking to the media during the exercise, Yadav claimed he conducted the purification drive as Adityanath has “insulted” Maa Kaila Devi by not visiting the temple when he was here. A resident of Sambhal filed a complaint at the Bahjoi police state alleging that Yadav’s action has upset followers of Adityanth who is also a religious leader. The case was registered under IPC sections 153A (promoting disharmony, enmity or feelings of hatred), 295A (deliberate and malicious intention of outraging religious feelings) and 505 (intent to incite, or which is likely to incite, any class or community of persons to commit any offence against any other class or community). At the interbank forex market, the local unit opened flat at 73.85 against the greenback. During the session, it witnessed an intra-day high of 73.61 and finally settled at 73.64. According to Gaurang Somaiyaa, Forex and Bullion Analyst, Motilal Oswal Financial Services, the rupee opened on a flat note and rose in the latter half of the session following gains in domestic equities and some retracement in the dollar against its major crosses. CHENNAI, SEP 23 (IANS): At least 25 fishing boats of Indian fishermen were damaged after Sri Lankan navy personnel allegedly attacked them on Wednesday late night at Katchatheevu. Tamil Nadu fisheries department officials said that the Sri Lankan Navy personnel hurled glass bottles and stones at the Indian fishermen. SL Navy personnel came in 10 patrol boats and they damaged the fishing boats, it was alleged. Officials said that fishing nets in 40 boats were also damaged in the alleged attack by the SL navy personnel. Fishermen association leader N. Devadass told IANS, “This is highly deplorable and a situation has reached wherein the fishermen from the Tamil Nadu coast are not able to carry out their vocation. We have already lodged a complaint with the fisheries department of Tamil Nadu and also the local police. We need protection, otherwise, we may not be able to go out in the deep sea for fishing.” The Indian Coast Guard officials were apprised of the development by

Katchatheevu is a 163acre uninhabited island administered by SL and was a disputed territory between 2 countries. In 1974, then PM Indira Gandhi ceded the Island to Sri Lanka under the Indo-Sri Lankan Marine agreement. The island is located between Neduntheevu, Sri Lanka, and Rameswaram, India. The agreement allows Indian fishermen to do fishing around the island as well as gives them right to dry their nets at the island. But during the Civil war in Lanka, several difficulties were faced due to the agreement as the SL Navy used to attack even the fishing boats as there were large scale smuggling of weapons those days.
UNITED NATIONS, SEP 23 (IANS): Over half of Yemen’s population or 16 million people, are “marching towards starvation”, and unless the international community steps up support, food assistance could soon run out, the UN has warned. Speaking at a virtual gathering of aid and development ministers, David Beasley, Executive Director of the World Food Programme, described a worsening humanitarian crisis in Yemen, where a Houthi rebel offensive is making gains in the strategic region of Marib, reports Xinhua news agency. “We’re literally looking at 16 mn people marching towards starvation,” Beasley said. “We need this war to end, No. 1. If donors are getting fatigued, well, end the war. World leaders need to put pressure on all parties involved in this conflict because the people in Yemen have suffered enough.” The protracted conflict in Yemen has claimed the lives of more than 230,000 people, displaced an estimated 4 mn, and left 80% of the country’s 29mn citizens in need of aid.

China sends 19 fighter jets towards Taiwan in show of force

TAIPEI, SEP 23 (AP): China sent 19 fighter jets toward Taiwan in a large display of force Thursday, after the self-governing island announced its intention to join an 11-nation Pacific trade group that China has also applied to join. Taiwan deployed air patrol forces in response to the Chinese jets and tracked them on their air defense systems, the island’s Defense Ministry said in a statement. Among the various jets, some of which flew in a long L-shaped path, were 12 J-16 and two J-11s, as well as bombers and an antisubmarine aircraft. China has sent fighter jets toward Taiwan on an almost daily basis this past year. It stepped up its
military harassment of the self-ruled island and has sent large displays of fighter jets after political events in which it views as interfering with its sovereignty. Taiwan and China split during a civil war in 1949, but China continues to claim Taiwan as part of its territory. Beijing opposes Taiwan’s involvement in international bodies. Taiwan announce Thursday that it applied to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, setting up another potential clash with Beijing. China’s military sent 18 planes towards Taiwan last year when a top U.S. diplomat visited the island and met with top government officials.

LONDON, SEP 23 (PTI): The UK government has said that COVID-19 vaccine certification from all countries must meet a “minimum criterion” and that it is working with India on a “phased approach” to its international travel norms. It follows Covishield, the Serum Institute of India manufactured Oxford/ AstraZeneca vaccine, being added as eligible to an expanded UK travel advisory on Wednesday. But with India’s vaccine certification not on a list of 18 approved countries, Indian travellers to the UK will continue to be treated as non-vaccinated and therefore required to quarantine for 10 days on arrival. Following much confusion over this process, UK government sources said on Wednesday night that additions or changes to the approved country listings are being kept under “regular consideration”, but there was no further clarity on the required criteria for approving a country’s vaccine certification. “As part of our recently expanded inbound vaccination policy, we recognise the following vaccines Pfizer BioNTech, Oxford AstraZeneca, Moderna
and Janssen (J&J), for the purposes of international travel. This now includes the formulations AstraZeneca Covishield, AstraZeneca Vaxzevria and Moderna Takeda,” a UK government spokesperson said. “Our top priority remains protecting public health, and reopening travel in a safe and sustainable way, which is why vaccine certification from all countries must meet the minimum criteria taking into account public health and wider considerations. We continue to work with international partners, including India, to roll out our phased approach,” the spokesperson said. Travellers who are not fully vaccinated, or vac-
cinated in a country such as India currently not on the UK government’s recognised list, must take a pre-departure test, pay for day two and day eight PCR tests after arrival in England and self-isolate for 10 days, with an option to “test to release” after five days following a negative PCR test. With reference to an outcry over India’s vaccination certification not being recognised despite Covishield being one of two main COVID-19 vaccines administered in India, UK government sources would only say that the rollout of its inbound vaccination programme to other countries and territories was always intended as a “phased approach”, building on the
success of pilots with the US and Europe. The 18 countries currently on the UK government’s approved inbound vaccinations list besides the US and Europe include: Australia, Antigua and Barbuda, Barbados, Bahrain, Brunei, Canada, Dominica, Israel, Japan, Kuwait, Malaysia, New Zealand, Qatar, Saudi Arabia, Singapore, South Korea, Taiwan and the United Arab Emirates (UAE). Talks are being held in New Delhi between British officials and National Health Authority representatives, led by CEO R.S. Sharma, in an attempt to resolve India’s omission from this list. “Excellent technical

M A D R I D, S E P 2 3 (IANS): The eruption of the Cumbre Vieja volcano on the island of La Palma in Spain is expected to last between 24 and 84 days, according to experts. In a statement on Wednesday, the Volcanology Institute of the Canary Islands (INVOLCAN) said the flare-up, which began on Sunday afternoon, is not projected to last longer than the volcano’s three previous recorded eruptions (24 days in 1971, 47 days in 1949 and 56 days in 1712), reports Xinhua news agency. Around 6,000 people from La Palma’s popu-
lation of approximately 80,000 inhabitants have been evacuated from their homes as the lava flow from nine different vents on the mountain is slowly making its way towards the sea at an estimated speed of 200 metres an hour. Images taken by the European Union’s Earth observation satellite Copernicus show that 154 hectares of terrain have already been consumed by the lava to a maximum depth of 10-12 metres, and 320 buildings have been destroyed. The lava f low has caused extensive damage in
the small town of Todoque, which is located between the volcano and the sea. Around 200 homes have been destroyed and a further 500 are in danger. Evacuated residents have been allowed to briefly return to their homes to collect their belongings. Around 750 civil defence personnel, including the Civil Guard, the Fire Brigade and members of the Spanish Military Emergencies Unit are ensuring the safety of the islanders. Six roads on the island have been closed, but air traffic both in and out of La Palma remains unaffected.

Astronomers find why galaxies become dormant

team of astronomers have found the reason why early, massive galaxies turn inactive is because they run out of the cold hydrogen gas needed to make stars. Star formation is one of the key ways that galaxies grow, and they’re said to have gone quiescent when they cease forming stars. Using NASA’s Hubble Space Telescope and the Atacama Large Millimeter/submillimeter Array (ALMA) in northern Chile, the team from the University of Massachusetts, Amherst detected six such massive galaxies that were dead. While astronomers have known
they formed in the past. By detecting the cold dust that serves as a proxy for the cold hydrogen gas, ALMA showed astronomers where stars could form in the future if enough fuel were present. The findings are published in the journal Nature. These six galaxies lived fast and furious lives, creating their stars in a remarkably short time. Excavations in 1985 revealed these turkey bones and other elements of a probable tattoo kit in a man’s burial pit at Tennessee’s Fernvale site, the researchers report in the June Journal of Archaeological Science: Reports. Damage on and near the tips of the two turkey leg bones resembles distinctive wear previously observed on experimental tattooing tools made from deer bones, Deter-Wolf ’s team says. In that research, tattooed lines in fresh slabs of pig skin were produced by a series of punctures with tools that had tips coated in a homemade ink. Experimental tattooing left ink remnants several millimeters from tools’ tips, a pattern also seen with red and black pigment residues on the Fernvale tools. (ScienceNews)

But new microscopic studies of two turkey leg bones with sharpened ends indicate that Native Americans used these items to make tattoos between around 5,520 and 3,620 years ago. These pigment-stained bones are the world’s oldest known tattooing tools, say archaeologist Aaron Deter-Wolf of the Tennessee Division of Archaeology in Nashville and his colleagues. The find suggests that Native American tattoo traditions in eastern North America extend back more than a millennium earlier than previously thought (SN: 3/4/19). DIMAPUR, SEP 23 (NPN): Telongjem FC Mokokchung won the first Nagaland Futsal Championship and walked away with a cash prize of Rs.1 lakh. The tournament was organised by Nagaland Football Association in collaboration with Dimapur District Football Association (DDFA). The tournament commenced on September 11, and culminated on September 23, at Kakit Futsal, Urra Villa Colony, Dimapur, which was graced by ADC Dimapur Temsuwati Longkumer as chief guest.
In the first semi-final, Sata United FC (SUFC) defeated Vanguard FC 6-5 while in the second semifinal match, Telongjem FC Mokokchung (TFC) beat Wokha Lazer’s FC (LFC) on penalties. The event will be staged at the city’s Kalinga Stadium here from November 24 to December 5. Odisha and Uttar Pradesh had both expressed interest in hosting the marquee event but the former was picked for being the national team’s title sponsor as well. Lucknow had hosted the tournament’s last edition in which India claimed the top honours in 2016. At the upcoming tourney, 16 hockey playing nations will be vie for the top honours. In the Compound Mixed Team competition, the Indian team comprising Jyothi Vennam and Abhishek Verma defeated South Korea 159156 in the semi-final to set up a summit clash with Colombia, who defeated Denmark 157-155. India faced setbacks
in Compound Men’s team competition as the team of Abhishek Verma, Sangampreet Singh Bisla and Rishabh Yadav won their second-round match against Italy 236-230 but went down 235-238 to Austria in the quarter-finals. The Recurve Men’s Team of Sushant Salunkhe, Aditya Choudhary, and Atul Verma won the first round clash with Canada 5-4 but went down to Chinese Taipei 3-5 in the next round. The Recurve Women’s team of Ankita Bhakat, Ridhi, and Komalika Bari beat Japan 5-1 in the second round but went down 2-6 to Mexico in the quarter-finals. India has put up a new-look team in all sections after deciding not to pick all those that figured in the Tokyo Olympics.
