CM, UDA govt not ready for Naga political solution: NPCC

D I M A P U R , M AY 2 4 (NPN): Nagaland Pradesh Congress Committee (NPCC) has accused United Democratic Alliance (UDA) government led by chief minister Neiphiu Rio of not being ready for a solution yet to the Naga political issue. In a statement, NPCC president K.Therie accused the UDA government and the chief minister of never having asked the Central government to go ahead with the settlement. According to the NPCC chief, the State government realises that the people of Nagaland wanted to implement the “Agreed Position” signed by the Centre with Working Committee of Naga National Political Groups, as they know that as per the Framework Agreement (FA) sovereignty and integration (Cont’d on p-8) were ruled out . CTAN sets deadline to terminate ‘illegal appointees’ by May 31 DIMAPUR, MAY 24 (NPN): In a final reminder to the state government, the Combined Technical Association of Nagaland (CTAN) demanded immediate termination of five alleged illegal appointments made under office of the Chief Conservator of Forests and Head of Forest Force, on or before May 31. CTAN, through its media cell, further reminded the department to let the NPSC requisition the posts occupied by the illegal appointees (5 Forester-1) and the 10 existing vacancies on or before May 31 2022. (NBCC) is all set to celebrate 150 years of Christianity in Nagaland under the theme ‘His story’. As part of the celebrations, NBCC will be organizing various programmes and activities including a two-day bike rally on ‘clean

election movement’ (May 31 and June 1). The sesquicentennial (150 years) will be held on the theme “His Story” and the celebrations will culminate on November 19-20 at Kohima and all churches across the State. Ta l k i n g t o m e d i a persons here on Tuesday, NBCC general secretary Rev Dr Zelhou Keyho, while narrating the history of Christianity in Nagaland, said delegates from overseas and other States would participate, even as all pastors had been invited to attend the programme to show “oneness”. He said 1,708 churches under NBCC would join the celebrations to commemorate 150 years of Christi-

anity in the State, adding that several activities would be taken up as part of the programme, including the bike rally. Dwelling on politics and church’s role, Keyho asserted that the movement was for everyone. He revealed that there were success stories from the clean election movement though these did not grab newspaper headlines. He explained that the bike rally was also being organised to educate the people on clean election movement, which started in 1973 but picked up only in 2003, 2008 and 2013, and thus not a new story among the Nagas. He also shared the strategies to reach out

to the masses for clean election campaign like capacity building, networking, mobilising, preaching, educating and reflecting, hoping that the people would come together and fight for a common goal. Clean election movement convener Dr Villo Naleo, who too addressed the media, mentioned that the main objective for the initiative was to focus on bringing a positive change in the society, while adhering to the democratic principles of the State. On his part, NBCC youth secretary N Suhuto Chishi said the bike rally comprising 150 bikers would cover the entire State during the two days.

D I M A P U R , M AY 2 4 (NPN): Taking note of some schools providing notes in soft copies to students despite resumption of physical classes, the Naga Students’ Federation (NSF) has appealed to the school managements to ensure students were provided with notes in hard copies. NSF president Kegwayhun Tep and education secretary Medovi Rhi said this has become a primary reason for the students to take the excuse of spending more time on their mobile phones or other electronic devices. growth of students, NSF recalled that the shift to online mode of education was only necessitated by the nationwide lockdown to combat the spread of the deadly Coronavirus. However, with the resumption of normal physical classes now, NSF appealed to the managements and teaching faculty of various schools to ensure that the hard copies of notes and not soft copies were provided to the students. DIMAPUR: Nagaland Zoological Park (NZP) and Turtle Survival Alliance India (TSA India) celebrated World Turtle Day 2022 at NZP auditorium on Tuesday. In a press release, TSA India informed that as a part of the celebration, an exposure visit to NZP’s Asian Giant Tortoise and an open quiz were conducted. At the programme, guest of honour, wildlife warden Dimapur, Tokaho Kinimi emphasised on the

importance of students’ participation in conservation activities. In order to acknowledge the grassroot level works, NZP forester-I, Vinoto K. Rochill and forest guard, Wildlife Division, Johnny Tep Rengma were felicitated and recognised as “Turtle Warrior” by TSA India and NZP for their dedicated service towards turtle conservation in the region. est in initiating the conservation breeding of Asian Giant Tortoises. She said in 2018, he dedicated all his time to take care of the first batch of artificially incubated eggs out of which, 10 hatchlings were still surviving. DC Kohima notifies on ban of single-use plastics

DIMAPUR: Deputy Commissioner (DC) Kohima, Gregory Thejawelie in a notification has informed that manufacture and use of single-use plastics in Kohima district has been banned with immediate effect. According to a DIPR report, the DC Kohima informed that the manufacture, import, stocking, distribution, sale, and use of carrying bags made of virgin or recycled plastic shall not be less than 75 (seventy-five) microns in thickness w.e.f. the September 30, 2022 and 120 microns in thickness w.e.f. December 31, 2022. Further, non-woven plastic carry bags not be less than 60 grams Per Square Meter (GSM) w.e.f. AR inaugurates training centre DIMAPUR: Phek battalion of Assam Rifles under the aegis of IGAR (North) inaugurated a Vocational Training Centre at Meluri under Phek district May 5. According to PRO, the centre was inaugurated as part of skill development programme and in collaboration with National Skill Development Corporation to train the members of the community with basic tailoring skill to enable them in achieving monetary benefits. At the programme, the village council acknowledged Phek battalion for channelising the youth in a manner which would lead to individual development.

Informing this at a press conference in Kohima on Tuesday, NSDC faculty cum admission coordinator Yaomichon Ragul said NCDC was a leading child welfare organisation in India and has launched a new free training programme called Paperless English Training (PET) for school and college students who had difficulty speaking English despite having studied English for years. She said in addition to spoken English training, general knowledge and skill development were also included in the programme. NSCN (Khango) mourns: NSCN/GPRN (Khango) Ao region has mourned the demise of its home kilonser, Sambai Khiamniungan, who passed away on May 6. In a condolence message, CAO Ao region, P Mar said late Sambai always led the way for the “Naga freedom struggle”. Mar said his spirit would live on in the daily acts of thousands who would carry forward his struggle to create a “fairer, most sustainable Nagaland”. AGARTALA, MAY 24 (PTI): Union Minister of State for Road Transport and Highways and Civil Aviation V K Singh called on Tripura Chief Minister Manik Saha in his office here on Tuesday and discussed enhancing connectivity with Bangladesh. Later, Saha posted in his Facebook page “The Union Minister met me on a courtesy call. We had a detailed discussion on different state specific issues and underlined the need to use new technology in highway construction and speedy completion. The post added, “We also discussed reopening of Kailashahar Airport and enhancing connectivity with Bangladesh by using Maitri Setu in South Tripura’s Sabroom subdivision”. Singh is on a three-day visit to the north eastern state and on Monday extensively toured Dhalai district to see the progress of the ongoing work on the national highway there. He also held a review meeting with MP, MLAs and high officials of the district to oversee the ongoing construction works besides roads. Tripura East MP Rebati Tripura, who attended the review meeting, told PTI that Singh asked the state to submit a proposal for converting Kamalpur-Amarpur via Gandacherra state highway to a national highway. If the proposal is approved then the number of national highways in the border state will increase to seven. During the meeting Singh also stressed on construction of proper drainage system to ensure long life of the roads as the state witnesses substantial rainfall during monsoons, Tripura said.

In a series of tweet after reaching Haflong earlier in the day, the chief minister said he inspected landslideaffected areas, including a road at Sarkari Bagan locality which was badly damaged by flood, and assured that restoration work will begin soon.

The flood situation in Assam has slightly abated even though the death toll rose to 25 as one more person died and over 6.5 lakh people remained affected by the deluge across 22 districts, an official bulletin said. According to the daily flood report of the Assam State Disaster Management Authority (ASDMA), one person in Silchar of Cachar district was lost to floodwaters. With this, the total number of people losing their lives in this year’s flood and landslides has gone up to 25 across the state, it said on Monday. Gyanvapi case: District court to ASI opposes Hindu & Jain deities near Qutub decide maintainability on Thursday

NEW DELHI, MAY 24 (PTI): The Archaeological Survey of India (ASI) on Tuesday opposed a plea before a Delhi court seeking restoration of Hindu and Jain deities inside the Qutub Minar complex, saying it is not a place of worship and the existing status of the monument cannot be altered. The ASI also said that it would be contrary to the law to agree to the contention of any person claiming a fundamental right to worship in this “centrally protected” monument. The ASI, however, said that the architectural materials and images of Hindu and Jain deities were re-used in the construction of the Qutab complex. Additional District Judge Nikhil Chopra reserved the order on the plea for June 9. “Fundamental right cannot be availed in violation of any status of the land. The basic principle of protection conservation is not to allow starting of any new practice in a monument declared and notified as a protected one under the Act,” the ASI said. My question is how you claim a legal right for restoration for something which happened 800 years ago,” the judge asked. At this, the petitioner said, “once deity property, always deity property. It is never lost”, adding that it was his “fundamental right to worship”. After his submission, the judge said that the main issue was the “right to worship”. “What is the backing of this right? Idol exists there or not is not the case,” the judge said. During the hearing, the ASI also submitted that when the complex was constructed, materials were used in a haphazard manner resulting in images being erected upside down in some places. One image of Lord Ganesha is on the lower portion of the wall and is stated to have been protected with a grill to prevent any possibility of someone steeping on it.

VARANASI, MAY 24 (PTI): A district court on Tuesday fixed May 26 for hearing on the maintainability of the GyanvapiShringar Gauri complex case. The court of District Judge A K Vishevesh will hear the matter as per directions of the Supreme Court, District Government Counsel Rana Sanjeev Singh said. Singh said the court also gave a week’s time to both Hindu and Muslim sides to file objections to the report of a court-mandated videography survey of the Gyanvapi mosque premises. Vishnu Shankar Jain, a lawyer for the Hindu side, said the civil judge listed for May 26 the hearing on a plea of the Muslim side, which said the suit doesn’t have merit as it violates the Places of Worship (Special Provisions) Act, 1991. Section 4 of the Act bars filing of any suit or initiating any other legal proceeding for a conversion of the religious character of any place of worship, as existing on August 15, 1947. Also, it is not clear if they were retrieved from the site or brought from outside… Not demolished but remains of temples used for construction,” the counsel said. He added that there was no provision under the Ancient Monuments and Archaeological Sites and Remains (AMASR) Act under which worship could be started at any living monument.

“The intention of the statute is clear that the monument should be protected and preserved in its original condition for the posterity. Therefore, changing and alteration of the existing structure would be a clear violation of the AMASR Act and thus should not be allowed,” the ASI counsel said. He added that as per the petitioner’s submissions, for 800 years the monument was in the same condition. “It is only recently that these things are coming up,” he said. During the hearing, the

A decision to this effect was taken during a meeting chaired by former Chief Minister and the state Congress president Kamal Nath at his residence on Monday, the sources told IANS. The par ty has appointed senior Congress leader and former leader of opposition Ajay Singh (Rahul) to prepare a long list of ‘arop patra’ with facts related to various issues and the projects initiated by the Chouhan government. Speaking to IANS, the veteran Congress MLA who was recently appointed as the leader of opposition (LoP) Dr Govind Singh said that ‘arop patra’ will comprise of various issues including corruption, Vyapam, atrocities against the tribals, crime against women etc. “Once the ‘arop patra’ is prepared, being the leader of opposition, I will present it before the Assembly. A long list would be prepared to expose the BJP government,” Singh said.

NEW DELHI, MAY 24 (PTI): To chart the Congress’ future course, its chief Sonia Gandhi on Tuesday formed three groups -- on political affairs for guidance on key issues, Task Force-2024 to implement the Udaipur ‘Nav Sankalp’ declaration and another to coordinate the October 2 ‘Bharat Jodo Yatra’. While Rahul Gandhi and two prominent members of the G23 -- Ghulam Nabi Azad and Anand Sharma -- are part of the political affairs group, senior leaders P Chidambaram and Priyanka Gandhi Vadra are members of the Task Force-2024. G-23 is a group of dissenting Congress leaders who have demanded an organisational overhaul and have been vocal about their demand. Sonia Gandhi has also set up a group to coordinate the ‘Bharat Jodo Yatra’ planned from Kanyakumari to Kashmir from Gandhi Jayanti. “Following the Udaipur Nav Sankalp Shivir, the Congress president has constituted a Political Affairs Group that will be presided over by her, a TaskForce-2024 and a Central Planning Group for the coordination of the “Bharat Jodo Yatra”, an official communication from the party said.

BHUBANESWAR, MAY 24 (PTI): Altogether 26 children have been diagnosed with the hand, foot and mouth disease (HFMD) in Odisha and their condition is stable, a health official said on Tuesday. Commonly known as ‘tomato flu’, the infectious disease is caused by intestinal viruses and occurs mostly in children. The illness is rare in adults as they usually have immune systems strong enough to defend them from the virus. In most cases, the viral illness has symptoms like fever, painful sores in the mouth and rash with blisters on hands, feet and buttocks, according to the World Health Organization. Out of the 36 samples that were collected and tested in the Regional

Medical Research Centre in Bhubaneswar, 26 were found to be positive, Health Services director Bijay Mohapatra told reporters. Of the HFMD-infected childrens 19 are from Bhubaneswar, three from Puri and two each from Cuttack and Puri, according to Mohapatra. “Those infected are in the age group of 1-9 yesterdays and have been asked to remain in isolation for five-seven days,” the official said. The condition of the patients is not serious and surveillance is being maintained, he added. Earlier this month, over 80 cases of the HFMD were reported from Kerala’s Kollam district, prompting the neighbouring states of Tamil Nadu and Karnataka to increase their vigilance in the border districts.

Bagga case: HC asks Delhi Police to respond to Punjab Police’s plea to quash abduction FIR NEW DELHI, MAY 24 (PTI): The Delhi High Court Tuesday sought the response of Delhi Police on a plea by Punjab Police seeking to quash FIR for allegedly abducting BJP leader Tajinder Pal Singh Bagga from his residence here. The high court issued notice to Delhi Police, Delhi government, and Bagga on the petition filed by Manpreet Singh, SP Rural, SAS Nagar in Punjab. Justice Anu Malhotra said the respondents shall file their replies within four weeks and listed the matter for further hearing on July 26. The court, however, did not issue a notice at this stage on another petition filed by the Punjab government seeking the quashing of two orders passed by a Delhi district court – for search and production of Bagga and his subsequent release from the custody of Punjab Police without giving it a hearing.

Land of khushi-khushi

D

espite much progress witnessed in Nagaland, especially during two decades from the late 60s till mid-80s; one aspect pulling in the opposite direction has been the term’khushi-khushi’, which can be explained as an attitude that disregards for rules and regulations. This state of affairs was recognised in the in the early 70s where the simplicity of the minds had more often than not, influenced the attitude of people to generally disregard rules and regulations. If Nagaland then was known as the land of ‘khushi-khushi’ ; Assam was also known as the land of ‘lahe-lahe’ or ‘aste-aste’ in Hindi or slow –slow . Lahe-lahe was to describe the general tendency among people of Assam who found no virtue or reason of changing their slow pace. Probably one plausible reason for the ‘khushi-khushi’ syndrome was a general disinclination against being bounded by a set of rules and regulations. People of Nagaland led simple lives and followed uncomplicated traditional laws where accommodation was the biggest room. As decades went by and the general syndrome ‘khushi-khushi’ in Hindi- meaning as one pleases even if it may be unethical or unlawful- is no longer just a derisive term . The syndrome ‘khushi-khushi’ also means there are no rules practiced and neither are there laws to implement. For too long has the syndrome been accommodated and tolerated to the point that it has become a herculean task to enforce the rule of law. Therefore, whatever is happening-at the government, political and society level, can be spelt in one word- loss of moral bearing . This has also made election all about money power which enables dubious persons to get elected after buying votes with money obtained through dubious means from equally dubious voters. It is nothing surprising that from one small step of feigned credulity in practising ‘khushi-khushi’ to easy money obtained by all means through corruption; nothing else matters. Indeed, corruption has plunged society to the lowest and from where there is no more sense of shame or guilt. This has created a political hegemony of corrupt elements who have only enlarged the vicious cycle. Politicians are blamed for all ills but can the people absolve themselves of their roles and responsibilities? The cancer of corruption has destroyed the present and threatens the future. The problem is accentuated by the clout of vested interests in power and influence, who eventually make the judicial system lose its sanctity. When the judiciary is subservient to the executive, it loses the concept of meting out justice. As Gladstone observed, the proper function of a government is to make it easy for the people to do good and difficult for them to do evil. The only sanction to ensure justice and prevent vested interests from influencing the scales is to have an independent judiciary. In the absence of an independent judiciary, the guarantee to enforce law and to mete out justice, rule of law will all but collapse in the long run. This is best understood by a word ‘asociality’ which explains that moral abyss afflicting contemporary society when people have begun to accept that power is a license to serve personal, family, tribal or selfish political needs above all. And unfortunately, today society has developed a strain that is resistant to curative prescriptions.

It may be that, like the apostle John, you know Jesus Christ intimately. Yet when He suddenly appears to you with totally unfamiliar characteristics, the only thing you can do is fall “at His feet as dead.” There are times when God cannot reveal Himself in any other way than in His majesty, and it is the awesomeness of the vision which brings you to the delight of despair. You experience this joy in hopelessness, realizing that if you are ever to be raised up it must be by the hand of God. “He laid His right hand on me…” (Revelation 1:17). In the midst of the awesomeness, a touch comes, and you know it is the right hand of Jesus Christ. You know it is not the hand of restraint, correction, nor chastisement, but the right hand of the Everlasting Father. Whenever His hand is laid upon you, it gives inexpressible peace and comfort, and the sense that “underneath are the everlasting arms” (Deuteronomy 33:27), full of support, provision, comfort, and strength. And once His touch comes, nothing at all can throw you into fear again. In the midst of all His ascended glory, the Lord Jesus comes to speak to an insignificant disciple, saying, “Do not be afraid” (Revelation 1:17). His tenderness is inexpressibly sweet. Do I know Him like that? Take a look at some of the things that cause despair. There is despair which has no delight, no limits whatsoever, and no hope of anything brighter. But the delight of despair comes when “I know that in me (that is, in my flesh) nothing good dwells…” (Romans 7:18). I delight in knowing that there is something in me which must fall prostrate before God when He reveals Himself to me, and also in knowing that if I am ever to be raised up it must be by the hand of God. God can do nothing for me until I recognize the limits of what is humanly possible, allowing Him to do the impossible.

Gyanvapi Mosque Row: Faith is a matter of hearts, not bricks & stones

“I

’ll tell you what your problem is in India,” the American businessman said. “You have too much history. Far more than you can use peacefully. So, you end up wielding history like a battleaxe, against each other.” The American businessman doesn’t exist; he is a fictional character in my 2001 novel Riot, about a Hindu-Muslim riot that erupts in the course of the Ram Sila Poojan campaign, the forerunner of the agitation to construct a Ram Janmabhoomi temple on the site occupied for four-and-ahalf centuries by the Babri Masjid. As headlines in recent days have spoken of a renewed cycle of tension and incipient conflict over the Gyanvapi issue, again over a mosque built on the site of a temple – the original Kashi Viswanath Temple – I have received several comments on the eerie similarity between art and life. Even those who know history are repeating it The Ram Janmabhoomi agitation, the destruction of the Babri Masjid and the riots that followed unleashed a cycle of killings and mob violence that convulsed most of India. Yet, those who are stirring the cauldron on Gyanvapi seem to have forgotten. The tragedy in India is that even those who know history seem condemned to repeat it. It is one of the ironies of India’s muddled march into the 21st century that it has a technologically inspired vision of the future and yet appears shackled to the dogmas of the past. In 1992, a howling mob of Hindu extremists tore down

the Babri Masjid, a disused, 16th-century mosque that occupied a prominent spot in a town otherwise overflowing with temples. The Gyanvapi mosque may well have been built on the partially-demolished ruins of Kashi Vishwanath, but unlike Babri, it is in active use for regular worship. The 1991 Place of Worship Act says that the present religious character of every religious place should be left undisturbed. But Hindutva zealots do not agree; they aim to rebuild the most prominent of the Hindu temples the Mughals allegedly destroyed, in order to avenge history, to undo the shame of half a millennium ago with a reassertion of their glory today. Of course, it does not matter what is historically verifiable when it comes to matters of faith. It is enough that millions of Hindus actually believe that the masjid had occupied the site of a mandir. And indeed, there is evidence of multiple mosques – perhaps as many as 3,000 – having been built elsewhere in India on the ruins of demolished temples. And yet, when acting on that belief causes deep hurt to innocents who had nothing to do with the original wrong, do we not have a greater responsibility to the present than to the past? To destroy the mosque and replace it with a temple would not undo an old atrocity but perpetrate a new one. The dispute is not just about a Mosque To most Indian Muslims, the dispute is not about a specific mosque or even three (Mathura may be on the Hindutva list, and there

is already ominous talk of the Qutub Minar and even the Taj Mahal being claimed to have been erected on Hindu temple sites). Rather, it is about their place in Indian society. For decades after Independence, successive Indian governments had guaranteed their security in a secular state, permitting the retention of Muslim Personal Law separate from the country’s civil code, and even financing Haj pilgrimages to Mecca. Three of India’s Presidents were Muslims, as were innumerable cabinet ministers, ambassadors, generals, and Supreme Court justices. Until the mid-1990s, India’s Muslim population exceeded Pakistan’s. The destruction of the mosque seemed an appalling betrayal of the compact that had sustained the Muslim community as a vital part of India’s pluralist democracy. As I have observed before, India is a land where history, myth, religion and legend often overlap; sometimes we, as a people, cannot tell the difference. The Supreme Court verdict on Ayodhya ruled that a Ram Mandir should be built and that the religious sentiments of the Hindus had to be respected – implying both that such sentiments were of greater weight than legal provisions, and that the religious sentiments of the minorities were of less consequence than that of the majority. The Gyanvapi lawsuit hopes for a similar verdict in Varanasi. The Hindu fanatics who attacked the Babri Masjid had little faith in the institutions of Indian democracy. They saw the state as soft, pandering to minori-

ties out of a misplaced and Westernised secularism. To them, an independent India, freed after nearly a thousand years of alien rule (first Muslim, then British) and rid of a sizeable portion of its Muslim population by Partition, had an obligation to assert its own identity, one that would be triumphantly and indigenously Hindu. The zealots who have gone to court over Gyanvapi are in the same tradition. They are Hindutva chauvinists who root their Hinduism not in any of its soaring philosophical or spiritual underpinnings – and, unlike their Islamic counterparts, not in the theology of their faith – but rather in its role as a source of identity. They seek revenge in the name of Hinduism-as-badge, rather than of Hinduism-as-doctrine. In doing so, they are profoundly disloyal to the religion they claim to espouse, which not only stands out as an eclectic embodiment of tolerance, but which is also the only major religion in the world that does not claim to be the only true religion. All ways of worship, Hinduism asserts, are equally valid, and religion is an intensely personal matter related to the individual’s self-realisation in relation to God. Such a faith understands that belief is a matter of hearts and minds, not of bricks and stones. A true Hindu seeks no revenge upon history, for he understands that history is its own revenge. Narrow definitions of what’s ‘truly’ Indian Much of India has long celebrated the intermingling of Hindu and Muslim cultural practices in what is

referred to as “Ganga-Jumni Tehzeeb”, or the “composite culture”, emerging from the interaction of practitioners of the two faiths. This is now under assault from officially fomented bigotry. The Bharatiya Janata Party (BJP), which derives its political strength from campaigning aggressively as the vehicle of an assertive Hindu community, polarising public opinion on perceived Muslim transgressions in the past, has been seen as a vote-winner. Modern Hinduism has always prided itself in its acceptance of differences; as Swami Vivekananda persuasively taught us, this was the hallmark of Hindu civilisation. Today, Hindu chauvinists are fundamentally betraying Vivekananda’s Hinduism as well as assaulting the Constitution. Their narrow-mindedness and bigotry betray the very culture they claim to be defending. Ironically, the Hindutva brigade has no real idea of Hindu tradition – their idea of Indian values is not just primitive and narrowminded, it is also profoundly anti-historical. India’s culture has always been a capacious one, expanding to include new and varied influences, from the Greek and Muslim invasions to the British. The central battle in contemporary Indian civilisation is that between those who acknowledge that as a result of our own historical experience, we are vast and contain multiple diversities, and those who have presumptuously taken it upon themselves to define, in increasingly narrower terms, what is “truly” Indian. The issue is not a trivial

one. If intolerant bullies, now enjoying the blessing of elected BJP governments, are allowed to get away with their acts of intolerance and “lawful” intimidation, India would be allowing them to do violence to an ethos profoundly vital to its survival as a civilisation and as a liberal democracy. Creating new hostages to history A pluralist and democratic India must, by definition, tolerate plural expressions of its many identities. To allow the self-appointed arbiters of Hindu culture to impose their hypocrisy and double standards on the rest of us is to permit them to define Indianness down until it ceases to be Indian. This war must be fought in the courts, not in the streets. As the courts deliberate on a solution to the dispute, the cycle of violence could resume, spawning new hostages to history, generating new victims on both sides, and ensuring that future generations will be taught new wrongs to set right. In dredging up the past, we are imperilling our future. We live, Octavio Paz once wrote, between oblivion and memory. Memory and oblivion: how one leads to the other, and back again, has been the concern of much of my fiction. The party proclaimed that ‘the problem in Nagaland is not a Law and Order problem but it is a Political problem and a Human Problem and, therefore, it demands political and human approach for its solution.’ With this in mind, the pioneers had chosen the Latin catch word “Fide non Armis” (Faith, not Arms) as

the motto of this party. Today, we have seen that our Leasers christened this very word as its motto with farsightedness and much wisdom. We are proud to have inherited such a noble stand and, therefore, all of us must understand this commitment and strive to work ceaselessly till the goal is achieved. Time keeps on changing but the Naga Political Problem will continue to remain the same till it is amicably solved a political solution which is ‘Honourable, Acceptable and Inclusive.’ This political party does not and will not side with any particular group but to maintain proper understanding with all conflicting groups by telling them the truth. Nagas have to blame ourselves for the mess we have come across thus far. It is high time for every one to realize the ground realities. We will, therefore, continue to appeal to the conscience of our national workers to understand the common interest of our people to solve this problem amicably which, we believe, will be in the interest of the whole country as well. Holding the Govt accountable, restoring democracy in Nagaland

he recent disclosure by an Hon’ble judge of Gauhati High Court that 99% of court cases in Nagaland were against the government deserves greater attention. The remarks carried in it a message that the government needed to pull its socks up as all is not well with the health of democracy in Nagaland. With such a staggering number of court cases against it, one cannot help but reflect on the growing frustration of the people with the executive and the legislative branches of the government. Litigation as a strategy to hold governments accountable is a growing trend in the context of what has been termed as ‘governance vacuum.’ One of the latest instances has been on the right to health when the court stepped in to address government’s handling of the devastating COVID pandemic in several countries. That almost all court cases in Nagaland have been against the government is not surprising given the poor state of governance that is characterized by rampant corruption where several crores worth projects are perennially in a state of incomplete and where backdoor

appointment is the norm, and meritocracy, the exception. The constitution provides for separation of powers to ensure checks and balances in the system and judicial review is an integral part of the democratic system. For the executive and the legislature to act fairly and transparently, the judiciary through judicial review holds the government accountable. People go to court because governments fail to discharge their duties diligently and according to the rule of law. The court steps in only after political and administrative options are exhausted. The present scenario calls for deep thinking on why the executive and the legislative branches of the government of Nagaland have failed to be responsive and responsible. Narrowing the growing trust-deficit between the government and the citizens is key for our democracy to survive and strive. SRINAGAR, MAY 24 (PTI): The protest by Kashmiri Pandit employees over the killing of their colleague Rahul Bhat entered 13th day on Tuesday as the protestors did not resume duties even after assurances given by Jammu and Kashmir Lieutenant Governor Manoj Sinha during his visit to Sheikhpura migrant camp. The employees continued their protest saying they won’t resume duties till their demand for relocation outside Kashmir is met. Shouting slogans against district administration, the protestors raised slogans like “we want justice”. KOLKATA, MAY 24 (PTI): BJP MP Arjun Singh, who returned to the Trinamool Congress two days ago, on Tuesday asserted that many more people are eagerly waiting to jump ship like him. Singh, who had left the TMC ahead of the 2019 Lok Sabha elections, also claimed that he is in touch with another BJP MP Saumitra Khan but only time will speak about his next move. “Many people are waiting to join the TMC (from the BJP). Just wait and see what happens,” he told reporters. Asked whether Khan, who too had switched over from TMC ahead of the last general election, will switch camps too, Singh replied, “Saumitra is like my younger brother. I won’t comment on it now. Do you want me to reveal everything today? Just wait and watch.”

Arjun Singh Khan, however, denied the speculations fuelled by the Barrackpore MP but agreed that he shares a cordial relationship with Singh and a few other TMC MPs. “I share good relations with TMC MPs such as Sukhendu Sekhar Ray and Aparupa Poddar. But I want to say that I will join the TMC the day Abhishek Banerjee leaves the party. I have vowed never to work under Abhishek Banerjee,” Khan said. This digitization of data exchange will ensure better clinical decision making and care, he added. The ABHA mobile application enables individuals to create an ABHA digital address with an easy to remember username that can be linked with the 14 digit randomly generated ABHA number. The mobile application also allows users to link their health records created at an ABDM compliant health facility and view them on their smartphones.

LUCKNOW, MAY 24 (PTI): Senior Samajwadi Party leader Azam Khan skipped Uttar Pradesh assembly proceedings for a second day in a row on Tuesday amid speculation of a rift between him and party president Akhilesh Yadav. Khan, who had taken oath in Speaker Satish Mahana’s chamber on Monday, had not attended the proceedings of the house and had left after being sworn in as member of the house even then. He later clarified that he could not attend the house proceedings as he was not keeping well. Khan was recently released on bail from Sitapur Jail where he was lodged on various charges, including that of land grabbing.

NEW DELHI, MAY 24 (PTI): The Delhi government aims to launch 2,000 electric buses within a year, Chief Minister Arvind Kejriwal said on Tuesday after flagging off 150 such buses here. The chief minister said his government has also allocated Rs 1,862 crore for procuring electric buses over the next 10 years. Kejriwal took a ride in one of e-buses. “We flagged off 150 buses today. One hundred fifty more will be added next month. These are your buses. Please take care of them, don’t make them dirty. These buses will reduce pollution in Delhi,” he urged people while interacting with reporters. The Delhi government allocated Rs 1,862 crore for getting electric buses over the next 10 years while the the Centre has provided Rs

NEW DELHI, MAY 24 (PTI): Former World Bank chief economist Kaushik Basu on Tuesday said that even though the fundamentals of the Indian economy are strong, the rise in divisiveness and polarisation in the country is damaging the ‘foundations’ of the nation’s growth. Basu further said India’s big challenge is unemployment and joblessness as youth unemployment in India is over 24 per cent, which is among the highest in the world. “A nation’s growth does not depend on economic policy alone. There is mounting evidence that trust among people is a big determinant of a nation’s economic success,” he told PTI in an interview. “The rise in divisiveness and polarization in Indian society is sad not just in itself but because it is damaging the foundations of the nation’s growth,” the eminent economist added. According to Basu,

India has strong fundamentals - a large entrepreneurial class, highly skilled workers, and though it has been falling over the last few years, high investment to GDP ratio. Replying to a question on high inflation, the eminent economist said inflation that India is witnessing is a global phenomenon and it is caused by the COVID-19 pandemic and the war in Ukraine, and the supply-chain bottlenecks that arose because of these factors. “Though the cause of inflation is beyond India, what worries me is we are

not doing enough to protect the poor and the middle classes,” he noted. Explaining further, Basu, currently a professor of economics at Cornell University, said though retail inflation surged to an eight-year high of 7.8 per cent in April this year, wholesale price inflation stood at 15.08 per cent. “We have not seen such high wholesale inflation in the last 24 years,” he said, adding that what is happening now is reminiscent of what happened in the late 1990s when the East Asian crisis spilled over into India. While pointing out that WPI inflation has been in double digits for 13 months now, Basu said this makes the situation worse as it means the current high inflation is coming on top of high inflation a year ago. Noting that India should not forget what it learnt during the East Asian crisis, he said CPI inflation is likely to rise further, chasing the WPI inflation.

“My calculation is that India’s CPI inflation will cross 9 per cent. We must make every effort to ensure it does not break into double digits,” Basu said. Asked if the Reserve Bank of India (RBI) was behind the curve in raising the interest rate, he said the central bank’s policy is directed primarily at CPI inflation. “I don’t think RBI is behind the curve...India’s big challenge till now was WPI inflation. What is hurting India most is unemployment and RBI is right in being cautious not to slow down growth,” Basu opined. The RBI has been mandated by the government to ensure that inflation remains at 4 per cent with a margin of 2 per cent on either side. Asked will the policy tightening by the RBI bring inflation down, Basu said that it is time to go for policy tightening. “But we also need policy action that goes beyond the RBI. The main aim

should be to intervene where the supply bottlenecks are occurring and ease them as much as possible,” he suggested. In addition, Basu emphasised that there is a need to directly help small businesses, workers and farmers who are hit very badly by the rising cost of production. He was also of the view that the government should provide financial support to the poor, saying the poor and the middle classes are being hit badly by this inflation and by the squeeze between differential wholesale and consumer price inflations. NEW DELHI, MAY 24 (PTI): The Enforcement Directorate has recently recorded the statement of former NSE managing director and chief executive officer Chitra Ramkrishna, lodged inside Delhi’s Tihar jail, as part of a money laundering investigation against her and others, officials said Tuesday. The proceedings for recording the statement were conducted on two occasions inside the jail. The statement has been recorded under the criminal sections of the Prevention of Money Laundering Act (PMLA), they said. Ramkrishna is lodged in the Tihar jail after she was arrested by the Central Bureau of Investigation (CBI) on March 6 in the alleged National Stock Exchange (NSE) co-location scam case and investigation linked to other governance irregularities at the bourse. The Enforcement Directorate, a federal probe agency, too is probing this

case. The Income Tax Department is the third agency investigating these charges of irregularities at the National Stock Exchange. The ED’s money laundering probe pertains to alleged irregularities in the NSE co-location case apart from the recent disclosures that came to the fore related to alleged governance lapses in the appointment of Anand Subramanian as the chief strategic advisor and his re-designation as group operating officer and advisor to the then MD (Ramkrishna). The ED last month conducted raids in this case,

including at the premises of the brokers involved in the co-location case. The Enforcement Directorate case stems from a CBI FIR into the co-location case. The CBI had arrested Ramkrishna and Subramanian early this year and they are in jail at present. A chargesheet has also been filed against them in the court by the CBI. The Securities and Exchange Board of India (SEBI) had launched its probe into the co-location matter in early 2015 after it was brought to light by a ‘whistle-blower’ that some brokers were allegedly getting preferential access through co-location facility, early login and ‘dark fiber’ which can allow a trader a split-second faster access to data feed of an exchange. As part of this facility, brokers could place their servers within the stock exchange premises giving them faster access to the markets.

SL hikes fuel prices; petrol at all-time high of Rs 420, diesel Rs 400 per litre

COLOMBO, MAY 24 (PTI): Crisis-hit Sri Lanka on Tuesday raised the petrol price by 24.3 per cent and diesel by 38.4 per cent, a record hike in fuel prices amidst the country’s worst economic crisis due to the shortage of foreign exchange reserves. With the second fuel price hike since April 19, now the most-used Octane 92 petrol would cost 420 rupees (USD 1.17) and diesel 400 rupees (USD 1.11) a litre, an all-time high. The decision to raise the Octane 92 petrol price by 24.3 per cent or 82 rupees and diesel by 38.4 per cent or 111 rupees per litre was taken by the state fuel entity, Ceylon Petroleum Corporation (CPC). “Fuel Price will be revised from 3 am today. Fuel pricing formula that was approved by the Cabinet was applied to revise the prices,” Power and Energy Minister Kanchana Wijesekara said on Twitter. “Price revision in-

cludes all costs incurred in importing, unloading, distribution to the stations and taxes. “The Cabinet also approved the revision of transportation and other service charges accordingly. BERLIN, MAY 24 (AP): A train collided with a bus and derailed at a railroad crossing in southern Germany on Tuesday, police said. Several people were injured, some of them severely. The train struck the bus, which was carrying no passengers, at Blaustein, near the city of Ulm, German news agency dpa reported. The bus driver was thrown from the vehicle and severely injured. The driver and two passengers on the train were also seriously injured and several other passengers were slightly injured.

Police said a total of 74 passengers were on the train. They were taken to a nearby barn after the crash were they received psychological treatment. What is Monkeypox, and how worried should we be?

A

worrisome international outbreak of monkeypox, a less harmful cousin of the smallpox virus, has now reached the United States and Canada. As of Saturday, 92 confirmed cases of the illness, and 28 more suspected cases, have been reported across 12 countries, according to the World Health Organization. Between 1 and 5 confirmed cases are currently under investigation in the United States, WHO said. Monkeypox was first seen in the United Kingdom, Portugal, Spain and other parts of Europe in early May. On Friday, the U.S. Centers for Disease Control and Prevention was monitoring six people in the United States for possible infection. They sat near to one infected traveler on a flight from Nigeria to the United Kingdom in early May. CDC officials are also investigating a confirmed case of monkeypox in a Massachusetts man who recently traveled to Canada, according to CNN. And the New York City Health Department is probing a possible infection in a patient at Bellevue Hospital there. Despite all of these recent infections in areas where the virus is uncommon, and newfound concern that the disease may spread through sexual contact, health experts are warning against overreacting. Unlike newly emerging diseases like COVID-19, monkeypox is well understood and effective treatments are available. “Nobody should be panicking,” said Anne Rimoin, chair of infectious diseases and public health at

the University of California, Los Angeles. “Monkeypox is a known virus that is being introduced into a new population.” The illness begins with fever, swollen lymph nodes and other flu-like symptoms, followed by a telltale rash on the face that spreads to other areas, including genitals, hands and feet. Sexual transmission a possibility The symptoms are similar to those of smallpox but milder, Rimoin said. “It can last for several weeks, and people can feel fairly ill,” she said. Effective treatments are available, however. Monkeypox is primarily spread from animals to humans — and less often from person to person because close contact with bodily fluids is needed, added Hannah Newman, director of epidemiology at Lenox Hill Hospital in New York City. “Anyone experiencing an unusual rash or lesion and who has risk factors [or had sexual encounters with someone who has] should seek care immediately,” she said. Many of the newer cases worldwide have occurred among gay and bisexual men. On Monday Enrique

Ruiz Escudero, senior health official in the Spanish capital of Madrid, said the city has recorded 30 confirmed cases of monkeypox so far. He said authorities are investigating potential links between a recent Gay Pride event in the Canary Islands, which drew some 80,000 people, and cases at a Madrid sauna. According to Newman, “it appears that there may be a sexual transmission component to the current outbreak, which we haven’t seen in previous outbreaks.” Gay or bisexual men may be at special risk during the current outbreak, she noted. However, “I feel like this is a virus we understand, we have vaccines against it, we have treatments against it, and it’s spread very differently than SARS-CoV-2 (the virus that causes Covid-19),” Dr. Ashish Jha, the White House Covid-19 response coordinator, told ABC News on Sunday. “It’s not as contagious as Covid. So I am confident we’re going to be able to keep our arms around it,” Jha said. “But we’ll track it very closely and use the tools we have to make sure we can continue to prevent further spread and take

care of the people who get infected.” New questions Risk factors for past outbreaks included contact with live or dead animals and consumption of wild game or bush meat from wild animals, Newman said. Once the virus jumps from an animal to a human, human-to-human transmission can occur through direct contact with respiratory droplets, bodily fluids or skin lesions. In Africa, anywhere from 1% to 15% of people with monkeypox will die from the virus. “Severe disease and [death] is higher among children, young adults, and immunocompromised individuals,” Newman said. The virus was first discovered in 1958 when two outbreaks of a pox-like disease occurred in monkeys. The first known human case occurred in 1970 in the Democratic Republic of the Congo, and it has since been reported in humans in other central and western African countries, according to the CDC. While it does not occur naturally in the United States, this is not the first time monkeypox has been seen in the nation. A 2003 outbreak was linked to infected prairie dogs imported as pets. Many questions about the new outbreak remain. “We need to monitor it and understand how it is behaving and how it has been introduced into the new population,” Rimoin said. This outbreak appears to be linked to the West African strain of monkeypox, which Rimoin said is less transmissible and tends to cause milder symptoms than

the central African strain. “Once these details become available, we will know a lot more,” she said. The outbreak isn’t totally surprising, she added. In recent years, cases of once-eradicated smallpox virus have also popped up. “It is not surprising that we see other poxviruses occurring through the world as a result,” Rimoin said. Vaccines already here Fortunately, the smallpox vaccine can protect people from monkeypox. In fact, the U.S. government has already placed a $119 million order for the vaccine with an option for more. British health authorities are offering smallpox shots to some health care workers and others who may have been exposed to monkeypox. The good news is that outbreaks of monkeypox are rare and usually short-lived, Newman said. The 2003 U.S. outbreak, for example, was quickly contained through extensive testing, deployment of smallpox vaccine and treatments, and guidance for patients, health care providers, veterinarians and other animal handlers. “All 47 people recovered, and none of the 47 cases spread the illness to another person,” she said. Cases of monkeypox had previously been seen only among people with links to central and West Africa, according to the Associated Press. In a brief remark during the inaugural, NTA president, Pele Khezhie said the course was designed to enhance the skill level of taekwondo players in the State. Expressing regret over the pandemic situation which have hampered all activities in the past two years and have also affected members of the taekwondo family, Khezhie, however thanked the Almighty for helping everyone pull through the hard times. Exhorting the gathered taekwondo players, he said many of them were teachers and masters at

various institutions and therefore the course would help them reach higher levels. He instructed them to be confident of what they have learned so far, all the while make sure that they enhance their knowledge through the training. He pointed out that taekwondo practice had been growing over the recent past which was not the case when they initially started 30 years ago. He said the sport was one such where discipline and respect to seniors was taken at a much higher level than any other discipline. “I want you all to be ambassadors of the sport and set good examples for others to follow not just in the discipline of the game but even in your other conducts,” Khezhie said. With the recent development of the sport which was now being taught at many institutions across the State, he observed that

the course comes at a right time as the need for more certified trainers was on the rise. KO L K ATA , M AY 2 4 (PTI): David Miller hit three effortless sixes which looked like action replays as Gujarat Titans, under their inspirational skipper Hardik Pandya, made a mockery of all the odds to reach the final of IPL-15 with a seven-wicket win over Rajasthan Royals on Tuesday. On a track that was two-paced, Royals rode on Jos Buttler’s 56-ball-89 to post 188 for six in 20 overs, which seemed like a winning total considering the pressure of the occasion. But Pandya (40 no off 27 balls) and Miller (68 off 38 balls) added 101 runs in exactly 10 overs to seal the deal with three balls to spare. For a team which many tipped to finish last because of some out-of-thebox picks, turned out to be the most consistent and will now play the final in front of its home crowd at the Narendra Modi Stadium, with more than 100,000 people cheering them on. No praise is enough for new ‘Captain Cool’ Pandya, who always looked in control even when things didn’t seem to go his team’s way. Skipper Pandya started with a square cut off McCoy before the bowler got Wade in the same over when Buttler took a welljudged catch at deep midwicket. Earlier, Buttler enjoyed copious amount of luck and displayed a fair bit of pluck during an innings of 89, which took Rajasthan Royals to a challenging total after being put into bat. The Orange Cap-holder Buttler, who had failed to get his act together in the second half of the season, got off to a slow start but made full use of a couple of dropped catches during his knock, which was studded with 12 fours and two sixes. Buttler, who now has 718 runs in 15 games, scored 39 off his first 38 balls and then smashed another 50 off his next 18 deliveries. Buttler was also fortunate to get two reprieves -- first on

43 -- when Hardik Pandya slipped to miss a sitter, and then Rashid Khan grassed him on 69. He then took on Alzarri Joseph, smashing three boundaries in an over to accelerate his scoring before getting run-out in the final over. First up, it was Sanju Samson’s swagger that was on full display as the Royals skipper, seemingly hurt by the latest India selection snub, responded in style with a 26-ball 47 (5x4, 3x6). At a time when Buttler struggled to get going, the wicketkeeper-batter dealt in boundaries in his entertaining powerplay display. Samson shared 68-run stand with Buttler, of which 47 came off the former’s blade that summed up the domination from the Royals skipper after they were put in. L O N D O N , M AY 2 4 (AGENCIES): Saul ‘Canelo’ Alvarez will face Gennady Golovkin in a trilogy fight in September rather than meet Dmitry Bivol in a rematch. Mexican Alvarez, 31, will return to supermiddleweight, where he is undisputed champion, after a shock defeat by Bivol at light-heavyweight. Alvarez had the option of a rematch with Russian Bivol, but will honour his agreement with Kazakhstan’s Golovkin. “In the next few days we will announce the September fight,” he told ESPN. “Surely, it will be against GGG because we already had that agreement, but I will also fight Bivol again.” Alvarez beat Golovkin in their rematch in 2018 after a controversial draw in 2017, both of which were at middleweight. NEW DELHI, MAY 24 (IANS): I-League clubs have written a letter to Asian Football Confederation (AFC) general secretary Datuk Seri Windsor John and former general secretary, All India Football Federation (AIFF), Kushal Das on April 25, requesting to promote league winner into the Indian Super League (ISL) with no participation fee. Clubs have also demanded that on the basis of fulfilling the sporting merit and the national club licensing criteria to be set out by the AIFF, winner of I-league should be included in the ISL from the 2022-23 season. “Since the winner of I-League 2022-23 will be promoted to ISL and in view of the recent changes made in the football calendar by the AFC, we require more clarity on the decision taken by the AIFF to have a single leg final match between the winner of the I-League season 2021-22 and the winner of I-League season 2022-23 to eventually take part in AFC cup competition in 2022-23 season,” the clubs wrote in a letter.
