Amid 4th wave threat, India From solution-mode to poll-mode reports over 2,500 new cases STATE POLITICAL PARTIES HOPE ON SOLUTION BUT PREPARE FOR ELECTION Staff Reporter
DIMAPUR, APR 24 (NPN): With state assembly election scheduled by February 27, 2023 alliance partners in the ruling United Democratic Alliance (UDA) are inching closer towards switching to poll-mode and weighing in the realpolitik vis-a-vis solution to the Naga political issue. Early solution to the Naga political issue remained the prime focus of every government since 2003. Naga people thought they saw the light at the end of the tunnel especially after the then Interlocutor to the Naga political talks R.N. Ravi had declared that all official negotiations ended on October 31,2019. However, it appeared more easier said than done as the declaration proved otherwise. Apparently, the government of India, which signed the Framework Agreement with the NSCN(I-M) on Au-

gust 3,2015 and the Agreed Position with the GPRN/ NSCN on November 17, 2017 would have to ‘unify’ a broad-based agreement based on the two. Such a broad-based agreement is still under wraps with the government of India and that may be a factor for not setting a time frame-whether pre-election or post-election. This has led the high decibel vocal pressure by political leaders for early solution to the Naga political issue, to gradually ease in the light of the government of India not setting up any
time-frame for solution. With the 1998 fiasco, legislators have gotten wiser and since then have maintained that once elected, they won’t resign post-election . The internal dynamics of the United Democratic Alliance (UDA) the second all-party government formed in July 2021 when NPF formally joined the ruling PDA comprising of NDPP and BJP is on seat sharing. In the 2018 assembly election, the nascent Nationalist Democratic Progressive Party (NDPP) and the BJP formed a pre-poll alliance
with a seat sharing formula of 40:20. NDPP contested 40 seats and won 18 and BJP contested 20 seats and won 12. The NPF won 26 seats. The NDPP and BJP formed the Progressive Democratic Alliance (PDA) government with the support of two NPP, one JD(U) and one independent members. The NDPP which won 18 seats in 2018 today has increased its tally to 21 while the NPF tally has reduced from 26 in 2018 today to 25. The BJP remains at 12, the same number. The all-party UDA government could face certain hurdles for the up coming election in 2023. The NDPP and the BJP have agreed to continue with the same 40:20 seat sharing formula in 2023. By this formula the NDPP will issue tickets to its 21 sitting MLAs including two supporting Independents to take the total to 23 candidates. It is learnt that NDPP
will also issue tickets to the seven rebel NPF MLAs and the total will rise to 30 candidates. Under the 40:20 formula NDPP will still have ten candidates to be nominated. On the other hand, BJP which has 12 MLAs will get 20 seats to contest and this means the party will have 8 candidate to be set up. The question is what does NPF get as it has 25-7 or 18 sitting MLAs if NDPP is to set up 10 more candidates and BJP 8 more candidate for the remaining seats? The internal churning within the UDA is moving faster as election nears. Chief Minister Neiphiu Rio is already on campaignmode as recent political appointments raise speculations that he already has a game plan in mid and the question if whether UDA chairman T.R. Zeliang or BJP leader Y. Patton are included or whether one of the two is excluded.
