JCC stand for formation of ULBs
D I M A P U R , N OV 2 4 (NPN): Joint Coordination Committee (JCC) on urban local bodies (ULB) has reaffirmed its January 23, 2017 memorandum submitted to chief minister against conduct of elections to ULBs till the Nagaland Municipal Act, 2001 was reviewed/ amended. JCC convenor Luolao Usou and secretary W Rainbow Ngullie, in a statement, welcomed the State government’s decision to review the Nagaland Municipal Act, 2001 on conducting elections to ULBs and therefore, urged upon the government to expedite process for submission of final report of the Cabinet Sub-Committee constituted in 2017 over the issue. JCC reminded that the state witnessed social unrest and protest against ULB election with 33% reservation for women in municipal and town councils including imposition of property/ wealth tax. JCC regretted that the contentious issue of reviewing the Nagaland Municipal Act has been hanging and the ULBs of the State were functioning without public representations after their dissolution.

IPS officer charge-sheeted in 2018 drug seizure case KOHIMA, NOV 24 (PTI): Nagaland Police has filed a charge sheet against a senior IPS officer for allegedly taking 6.9 kg of seized brown sugar to his residence in 2018, an official said on Wednesday. The charge sheet was filed in the court of principal sessions judge, Kohima, against the IGP rank officer under various sections of the IPC, NDPS Act and the Prevention of Corruption Act on Tuesday, the official said. Police sources said the Narcotics Cell of Nagaland Police seized the brown sugar from a car coming from Manipur at Khuzama on the inter-state border on August 3, 2018. Two persons who
were in the car were let go after initial detention and no case was registered. The IGP (CID) had allegedly took the contraband to his official residence from where it was recovered later. A case was registered against the IPS officer and he was placed under suspension. During enquiry, the IGP had claimed that he took the drugs home for safety and further investigation. However, as a charge sheet was not filed against him in the case within the mandatory 90 days, he had approached the court and was reinstated into service, sources said. He is currently posted as IGP (Village Guards).

JCC informed that it along with Dimapur-based tribal hohos, unions, Eastern Nagaland People's union Dimapur and Dimapur Unit of Tenyimi People's Organisation held a consultative meeting at Tourist Lodge Dimapur on November 23, 2021 to discuss the unresolved ULB issue with specific reference to the government notification. The meeting discussed the resentment of Naga people against the Nagaland Municipal Act and demanded review/amend the said Act. The meeting unanimously resolved to not allow holding of ULB election till the Cabinet Sub-Committee decision was notified. Further, the committee urged the government to immediately revoke/recall the November 18, 2020 government notification proposing constitution of advisory councils to various municipal and town councils with 33% nominated members for women. AWUMT dismayed over short-closure of project DIMAPUR, NOV 24 (NPN): All Ward Union Mokokchung Town (AWUMT) has expressed dismay over the “short-closure” of the 2x10 MVA power project at Mokokchung Powerhouse, Salangtem Ward, which was communicated to the State government by Union Ministry of Power on November 1, 2021. Hoping that the State government would find a way to complete the project, AAWUMT president Limanungsang and secretary Jongpongtemjen recalled that Power Grid Corporation of India Ltd (PGCIL) had started executing the North Eastern Region Power System Improvement Project (NERPSIP), under which two power substation projects were taken up at Mokokchung town – the 2x5 MVA at IMDH Medical Colony and 2x10 MVA at Mokokchung Powerhouse, Salangtem Ward. While the substation at Medical Colony was nearing completion, they said construction of the oth-er substation at Salangtem Ward could not start due to objection by its landowner claiming com-pensation. They mentioned that there was an urgency to resolve the issue as the Union Ministry of Power had on March 5, 2021 warned of short closure of the project if the land issue was not resolved within a month. NEW DELHI, NOV 24 (IANS): The union cabinet on Wednesday cleared ‘The Farm Laws Repeal Bill, 2021’ that will repeal the three contentious farm laws, as announced by Prime Minister Narendra Modi on November 19. The Bill will be introduced to repeal the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; the Farmers (Empowerment and Protection) Agreement of Price Assurance, Farm Services Act, 2020, and the Essential Commodities (Amendment) Act, 2020. The Lok Sabha Bulletin on Tuesday had already listed ‘The Farm Laws Repeal Bill, 2021’. PM Modi’s announcement had come after more than a year-long farmers’ agitation where they have been demanding the repeal of the three laws along with the legal backing for Minimum Support Price among other things.

"12 MLAs of the Congress out of 17 in Meghalaya have decided to join the TMC. We will formally join the TMC under the leadership of former CM Mukul Sangma," Shangpliang, the MLA from Mawsynram in East Khasi Hills district told PTI late Wednesday night. The Congress MLAs will join the TMC at an event at 1 p.m., he said. The breakaway group has submitted a list of MLAs crossing over to the TMC to state Assembly Speaker Metbah Lyngdoh and informed him about their decision, an official said in Shillong. Foothill Road: RPP accuses UDA govt of fooling public of lack of funds D I M A P U R , N OV 2 4 (NPN): Rising People’s Party (RPP) has accused the UDA government of fooling the public that it had no money to construct the Foothill Road, though the story is different. In a statement, RPP recalled that it had already stated in its previous press release that revenue accumulation through Goods and Services Tax (GST) was enough to complete the road project. To buttress its point, the party also furnished a table showing total revenue collection before and after the implementation of GST in 2017. After the introduction of GST, RPP claimed that revenue collection tripled. The party said it assumed that the collection would cross Rs 1,000 crores in 2021-22, adding that if the GST collections of the last three/four years were aggregated, the amount would be in several thousands of crores of rupees. Given the GST collection, RPP termed the State government’s “grandiose statement” in September of being ready to release Rs 20 crore for the Foothill Road, which was a paltry amount, as nothing short of fooling the public. “It’s another story that the money is yet to be released,” it added. MLAs should, for the sake of transparency, address the issue in public domain. If not, it asked whether the MLAs were prepared to raise the issue during the upcoming winter session of Nagaland Legislative Assembly for the sake of Foothill Road. Till the Finance Department issued a proper clarification, RPP said the presumption was that thousands of crores of GST revenue continued to be mis-utilised, “money which is more than sufficient to complete the Foothill Road several times over”. RPP also held the chief minister responsible for delay in completing the Foothill Road.

WSH nullifies WSKH support to Akato group NSCN (R) lauds SKH for its ‘maturity’ DIMAPUR, NOV 24 (NPN): Western Sumi Hoho (WSH) has expressed surprise and dismay over the “turn of events” following the split within the NSCN (R) and “one-sided total support” extended to the “new NSCN group led by Akato Chophy” by the Western Sumi Kukami Hoho (WSKH). In a press release, WSH president Shikaho Zhimomi and general secretary Kisheto Chishi affirmed that the Western Sumi Hoho was “cent per cent neutral to all the Naga national political groups.” WSH termed as “very unfortunate” the expressed opin-
ion of the WSKH (main frontal wing of the WSH), which it said was “in direct contradiction with the stand of the WSH.” The hoho maintained that Akato Chophy was “not a leader of a small pocket area, but a Naga national leader”, who it said was “one among the equals.” “To declare him a leader as proclaimed by the WSKH just because he happened to be the son of the Western Sumi soil, just because he belongs to a particular area, or a particular tribe or community, only serves in belittling and denigrating him as a local leader, and not a national leader,”
WSH stated. Reiterating that it equally respects all the Naga national political leaders, the hoho said that it was “in this spirit of equality that Akato Chophy is respected as one among the equals.” As the apex public organisation of the Western Sumis, WSH said it “takes back the expressed opinion of the WSKH and seeks due apology from the Naga people for the one-sided pigeon hole opinion of the WSKH.” Further, WSH affirmed that it stood for the unity of all the Naga national political groups “to fast forward a solution to the protracted Naga political issue.”
DIMAPUR, NOV 24 (NPN): A day after Sümi Kükami Hoho (SKH) denounced split within the political groups, NSCN (R) led by its collective leaders Y Wangtin Naga and P Tikhak said that they were “humbled at the maturity and statesmanship shown” by SKH. NSCN (R) through its MIP secretary said it “highly appreciate the magnanimous and sagaciousness” shown by SKH “in a true Naga spirit.” Asserting that Sumis were “one of the most contributing tribe among the Nagas in the Naga national political struggle”, MIP said the Sumis have “always stood their ground” be it “physically, financially, socially or emotionally”.
The group stated that the contribution of “our Sumi brothers and sisters” would always be etched in golden letters in the history of Naga political struggle. “Just because of a man or a woman the good deeds of a tribe can neither be swayed away nor alienated,” NSCN (R) stated. Kishor wanted to join Congress but his entry was opposed by the veteran party leaders who were apprehensive about their positions. Sputnik Light vax to be launched in India by December NEW DELHI, NOV 24 (IANS): Russia’s singledose Sputnik Light Covid-19 vaccine will be launched in India by December, 2021, said Kirill Dmitriev, CEO, Russian Direct Investment Fund (RDIF) in a webinar on Wednesday. The Drugs Controller General of India (DCGI) permitted Dr Reddy’s Laboratory Limited to conduct phase-3 bridging trials in September. The government permitted the export of Russia’s single-dose Covid-19 vaccine Sputnik Light domestically produced, according to earlier reports. Sputnik Light is the same as component-1 of the Russian vaccine Sputnik V which is being used in India.
State logs 10 fresh Covid-19 cases
D I M A P U R , N OV 2 4 (NPN): Nagaland on Wednesday recorded 10 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, seven were from Dimapur, two from Mokokchung and one from Kohima, pushing the total caseload to 32078. Meanwhile, a total of 12,69,734 persons have been inoculated against Covid-19 (7,31,029 first dose and 5,38,705 second dose).

D I M A P U R , N OV 2 4 (NPN): The state government has appointed former director and IGP (retd) of the Nagaland Lokayukta Police, I. Meyionen as the chief information commissioner. According to the notification issued by the personnel & administrative reforms department on Wednesday, Meyionen will take charge with effect from the date of taking oath of office before the Governor of Nagaland. Speaking at the seminar as keynote speaker, NESRC director, Dr. Walter Fernandes stated that forest was the “central key to the trib-
als”. He said that the tribals derived their livelihood from the forest which was being endangered due to the industrial commercial lobby for the supply of timber from the North Eastern states. He said that intervention was the need of the hour, to focus on preservation of greenery in the North East with special focus in the three states of Nagaland, Manipur and Tripura. Dr. Walter was of the opinion that the department of forest and the community should unitedly play
an active role in preventing the loss of greenery in the region. He opined that lack of proper educational and health institutions in the region was another major cause of forestry where the tribal poor were forced to part for cash in order to meet their means for their children’s education and their health care. To preserve the forest, proper interactions between the forest departments, legal luminaries and stakeholders are required, for proper legislation, he added. Later, in the technical session, Dr. Lanu Longkumer presented a paper on “Formal and Customary Forest Management; A Study On Nagaland”, where DFO Mokokchung, Dr. Sentitula (IFS), senior advocate, Takoyaba and community leader, Lanukaba Imchen were technical resource persons. STATE Candlelight vigil for Nov 13 victims DIMAPUR: A candlelight vigil and prayer meet was organised by Lungwa villagers and troops of Assam Rifles Lungwa post on November 21 at the Chief Angh’s house Lungwa. In a press release, PRO HQ IGAR (N) stated that the vigil and prayer meet was organised to express solidarity with the families of the Assam Rifles soldiers and families martyred in Manipur’s Churachandpur ambush on November 13. PRO said the chief angh of Lungwa while condemning the cowardice attack said “We the people of Lungwa and the Assam Rifles Lungwa post stand together as one family; We are holding a candlelight vigil to show our strength and solidarity with the families of the martyrs”. SJU Dimapur signs MoU with NIT Nagaland DIMAPUR: St. Joseph University (SJU) Dimapur and National Institute of Technology (NIT) Nagaland signed a Memorandum of Understanding (MoU) on November 23 at the Conference Hall, NIT Dimapur. In a press release, SJU Dimapur informed that the MoU was signed by NIT Nagaland director Dr. S. Venugopal and SJU vice-chancellor Dr. D. DIMAPUR: As part of the “Azadi Ka Amrit Mahotsav” activities which are being conducted to commemorate 75 years of India’s Independence, various activities such as “biodiversity conservation walk”, sales day and other programmes were organised at Kiphire, Kohima, Jakhama, Nsunyu Village, Botsa Town, Central Institute of Horticulture (CIH) Nagaland campus and Anatongre village respectively. Kiphire forest division: To mark the nationwide celebration of “Azadi Ka Amrit Mahotsav”, Kiphire forest division, department of environment, forest & climate change under the ambit of Nagaland Forest Management Project (NFMP) organised a sales day for SHGs Anatongre at daily market, Kiphire town on November 22.
According to a DIPR report, the sales day was organised in recognition of the role of “tribals” in sustainable forest management, and to highlight their income generating activities. Three SHGs participated in the sales day and products including vegetables, wild fruits and handicrafts were sold. Kiphire forest division also conducted training for the joint forest management committee (JFMC) under FDA (NAP). For the training the JFMC Kiphire village was selected and was given handson training on “nursery techniques”. As a follow up action of the training, nursery materials such as agro-net, polybags, watering cane and seeds were provided to JFMC for establishment of nursery in their villages.

In a press release, DEF Kohima PRO has informed that only vehicles with the following car passes would be allowed entry to the assembly secretariat: ‘X’ black letter with green background (for legislators); ‘Y’ white letter with blue background (for AHoDs/HoDs ); ‘assembly logo’ red background (for assembly staff); ‘LH’ blue letter with yellow background (for police personnel and P.S/P.A); ‘O’ black letter with white background (for IPR/media and other department); ‘on assembly duty’ white letter with blue background (for staff bus/pool & dak vehicles) No vehicle would be allowed to be parked by the roadside from 6 a.m., onwards during the assembly sessions at the following routes: BSNL telephone exchange till classic island; Raj Bhavan till M.S classic island; classic island to assembly secretariat via high school; New CM official residence, Phezoucha to assembly secretariat. I am sure we will be the single largest party in the Assembly after the election,” Sangma, who was on a three-day visit in the state, said on Wednesday. He was speaking to party workers at a function held in Imphal West district, felicitating aspiring candidates of the upcoming elections in the state who formally joined the party. On the occasion held at the residence of a party intending candidate at Patsoi in Imphal West, four aspiring candidates seeking NPP’s ticket were felicitated. He told the party leaders to work at their best level and not to miss the opportunity while asserting that more intending candidates were approaching the party as their choice.

Banerjee succeeded Justice Ranjit Vasantrao More who superannuated on November 3. A former sports journalist, Banerjee enrolled as an advocate in 1990 before being elevated as a judge of the Calcutta High Court in 2006. A graduate of St Paul’s School in Darjeeling, Banerjee graduated with economics in 1983 and completed BA LLB in 1986-87 from the University of Calcutta.
IMPHAL, NOV 24: Windshield of many vehicles were smashed as suspected economic blockade supporters pelted stones towards goods-laden vehicles proceeding towards Imphal along Imphal-Dimapur section of NH-2 with security escorts on Tuesday night. Normal movement of goods-laden vehicles on the national highways passing through the hill districts of Manipur were hit owing to an indefinite economic blockade imposed by tribal based student bodies. All Tribal Students’ Union Manipur (ATSUM), All Naga Students’ Association Manipur (ANSAM), Kuki Students’ Organisation (KSO) and federating units of ATSUM imposed the blockage to protest against non-fulfillment of their demand by the state government. They have been pressing the state government to
summon a special session of the state Assembly to discuss Manipur (Hill Areas) Autonomous District Councils Bill-2021, a new bill to replace the existing ADC bill, recommended by the Hill Areas Committee of state Assembly. Owing to the blockade that commenced on November 22 last, hundreds of vehicles were stranded at Mao gate and beyond it on the Nagaland side along NH-2. Around 100 loaded vehicles stranded fearing attacks for violating the blockade were escorted to Imphal by the personnel of the state police commando on Tuesday evening. The vehicles, mostly goods-laden heavy trucks, were attacked with stones near a bridge at Senapati district headquarters last night. Windshields of many vehicles were broken in the stoning. However, no injury to the truckers and drivers
of the loaded vehicles was reported. Around 80 vehicles loaded with essential items arrived in Imphal late Tuesday night while around 200 loaded vehicles have also left Mao gate for Imphal with security escorts early Wednesday morning. The vehicles escorted by another team of state police commando personnel were heading toward Imphal and no untoward incident was reported till the time of filing this report. Hundreds of loaded vehicles were stranded along NH-2 at Mao Gate after the tribal student bodies imposed the blockade. The indefinite blockade also disturbed normal movement of goods vehicles along Imphal-Jiribam section of NH-37 as well as NH-102 (Imphal-Moreh section) since the commencement of the blockade. The transit project, spanning 882.21 km, was launched in April, 2008 by the erstwhile Congress-led UPA government as part of the ‘Look East’ (now Act East) policy. The route, which was initially scheduled to be
completed by 2014, will bring the NE region closer to Kolkata by half the existing distance. Of the 87.51 km stretch of the project to be constructed within Mizoram, 84.19 km has been completed so far, the officials informed the governor during the meeting. Kambhampati said the project, when completed, will boost economic and cultural ties between the two neighbouring countries. He also said that the route will facilitate easier transportation of goods and commodities from other parts of India to the northeastern states and vice versa. The officials of the PWD department gave assurance that they would do their best to overcome all hurdles and complete the Mizoram stretch of the transit project at the earliest.

On Tuesday, the Minister inspected sites of the ongoing Dimapur – Kohima new railway line project that will connect the state capital of Nagaland. The line starts from Dhansiri station, which is about 18 km before Dimapur on main line in between Lumding and Dimapur. The new line will end at Zubza adjacent to Kohima. The Minister inspected the newly built Shokhuvi railway station, tunneling and bridge works during his visit. Raosaheb Patil Danve also inaugurated a 60 bedded AC Running room with modern facilities at Kamakya station on November 23.

AGARTALA, NOV 24 (IANS): The Kolkata Police has served a notice to Sanjay Mishra, Officer on Special Duty (OSD) to Tripura Chief Minister Biplab Kumar Deb and asked him to report to the investigating officer on Thursday, officials said on Wednesday. The notice said that a case has been registered in the Narkeldanga police station (under Kolkata district) against Mishra under various sections of the IPC and the Disaster Management Act 2005. “You are requested to appear at Narkeldanga PS on November 25 and meet the investigating officer of the case Soumit Bandopadhyay, Sub-Inspector. Non-compliance of this notice may result in your arrest as per law,” the notice said. When contacted, Mishra refused to make any comment on the issue.

Arunachal logs 4 new COVID-19 cases
ITANAGAR, NOV 24 (PTI): Arunachal Pradesh reported four new COVID-19 cases on Wednesday, pushing the tally to 55,255, a health official said. So far, 54,939 people have recovered from the disease in the state, including two on Tuesday, the official said. The toll remained at 280 as no fresh fatality was reported in the past 24 hours. The Northeastern state now has 36 active cases. Tawang district has the highest number of active cases at 10, followed by the Capital Complex Region and West Kameng district at six cases each, the official said. The new cases were detected after testing 364 samples.

About an alliance with the SP, Singh said the discussion has just begun. “A good meaningful discussion was held. Norovirus outbreak in Kerala: Karnataka on high alert
BENGALURU, NOV 24 (IANS): In the wake of the detection of 13 norovirus cases in Kerala, Karnataka has sounded an alert in the bordering districts of Kodagu and Dakshina Kannada. In a circular issued on Tuesday, the Karnataka Health Department released guidelines to be followed. It instructed the appointment of a physician as a nodal officer for every district to manage the situation. District Health and Family Welfare department officers have also been asked
to pitch in. The infection is caused and spread through contaminated food and water. The person affected with the virus will develop symptoms of vomiting, loose motion, nausea, stomach ache, headache, body pain and fever, it said. The patients will have to be admitted to hospital. If neglected it will become fatal, it said. The health department officials have been asked to gather information on sources of drinking water
and test them.The treatment for the infection is nonspecific and the patient has to be treated for symptoms. The rare norovirus was reported among 13 students of a veterinary college at Pookode in Wayanad district of Kerala in October end. The Kerala government has called upon the people of the state to be on high alert. The norovirus which is also known as the ‘winter vomiting bug’ is highly infectious and spreads easily among people.

The case was later handed over to the National Investigation Agency.
BENGALURU, NOV 24 (IANS): The Anti-Corruption Bureau (ACB) officials conducting simultaneous raids on 68 locations across the state on Wednesday recovered more than Rs 50 lakh cash bundles stashed in a drainage pipe and ceiling of a house. According to ACB sources, notes were also found hidden in sarees. Officers raiding the residence of Junior Engineer Shanta Gouda Biradar in Kalaburagi discovered the bundles of currency notes worth Rs 13.50 lakh inside the house drainage pipes attached to the bathroom. They also recovered Rs 15 lakh in cash from the ceiling of the house. In all, they seized more than Rs 55 lakh from his residence. High drama was witnessed when Shanta Gouda did not answer the door for 15 minutes even as the team was continuously knocking on the door. They learnt that Shanta Gouda, along with his son, was busy stashing cash into the wash basin outlet. After gaining entry, they had to cut open the pipe and confiscated Rs 13.50 lakh in cash. Sources explained that
Shanta Gouda had inherited two acres of land from his father and now owns more than 35 acres near Kalaburagi. Similarly, ACB officers also bumped into wads of cash hidden in sarees in the house of L.C. Nagaraj, who works as an administrator of Sakala department. The officers also confiscated a bundle of dollars from the residence of Group ‘C’ employee Nataji Hiraji Patil in Belagavi. From the Shivamogga residence of Agricultural department officer Rudreshappa, the officers found Rs 3.50 crore worth 7.5 kgs of gold, including 60 gold biscuits of 100 grams, 8 gold biscuits of 50 grams, diamond necklaces and Rs 15 lakh in cash. He is presently
working in Gadag district. Sources said that earlier in the morning they learnt that Rajashekar, who worked as a physiotherapist at Yelahanka government hospital, has purchased three BDA sites, two revenue sites besides five acres of land in Doddaballapur taluk near Bengaluru. Most of the purchases were made during and post Covid pandemic. Raids on 15 government officers by the team of more than 400 ACB officers, including 8 Superintendent of Police, 100 officers and 300 staff members are on. The raids are being conducted in various locations of Bengaluru, Kalaburagi, Davanagere, Belagavi, Mangaluru districts since early Wednesday morning.

BENGALURU, NOV 24 (PTI): With the whispers between senior Congress leaders in Karnataka, D K Shivakumar and Siddaramaiah wondering about paying homage to Sardar Vallabhbhai Patel at an event organised to observe Indira Gandhi’s death anniversary going viral, the BJP has accused the grand old party of showing respect to the country’s first Home Minister only out of fear of the J P Nadda-led party. The 1.15-minute video purportedly shows conversation between the two leaders, who were seated on the dais at the party office here to observe the event on October 31, which also happens to be Patel’s birthday. It was picked up by mics placed on the table while the cameras were on. In the video, Siddaramaiah can be seen reminding Shivakumar, at the beginning of the event, that the day also happens to be Patel’s birthday. Peaceful and patient wait
D
emand for upgrading Tseminyu subdivision to district has been on for many years and it is time that the government took a serious look at the issue and decide on whether it is justified or not. The Rengmas are separated by artificial boundary between Nagaland(Eastern Rengmas) and Assam(Karbi Anglong Western Rengmas). In Nagaland, the Rengmas under present Tseminyu subdivision spread over 32 villages , number around 62,000, while in Assam, there are around 22,000 of them. Naga Hills District was created in 1866 by incorporating Rengma Hills with Samaguting (Chumoukedima) as its headquarters. All other bench courts established during the British rule, had already become districts except Tseminyu. Also, Rengmas have been placed in a very strange situation and which merit serious attention. First, Rengmas have been among the first who were involved with the Naga political movement. The first Naga flag was flown at Parashen in Rengma area in 1959. After Nagaland became a state, the Rengmas were overlooked in the field of employment. Rengmas are not considered for job reservations and the reasons should only be on the basis of their being among the other advanced tribes. Some other tribes who were almost equal with Rengmas in literacy or employment, continue to enjoy job reservations. Today, some less advanced/backward tribes are way ahead of the Rengmas in terms of employment under the government . Another glaring instance is that even in terms of development, Tseminyu subdivision does not have even one college till today, over five decades after Nagaland’s statehood. This is perhaps among the worst example of neglect for a region that is hardly 30 miles away or an hour and half drive from the state capital Kohima. Many leaders both in the past and present have promised to do justice to the Rengmas but end up being mere lip service. The subdivision which has over 62,000 people and 24,411 voters but only one assembly constituency; whereas only 6000 voters get to choose their elected member and in some, below 15,000 voters also choose their elected member. By this reckoning, Rengma tribe with 24,411 voters should have been given a minimum of at least two MLAs when the delimitation was done in the 70s. Rengmas have been peacefully asking for a district because they were among those at the forefront of Naga politics and also 73 years of creation of Tseminyu Bench Court in 1948. The demand for upgradation of Tseminyu subdivision to district grown louder since 2016. Recently Rengmas under the banner of Rengma Selo Zi (Rengma Youth Organisation) organised motor rally and later a 58 Km ‘Walkathon’ from Tseminyu town to the State capital, Kohima that culminated at Naga Solidarity Park (NSP) where a public reception was held on November 23. The event was participated by 73 people(representing 73 years of the creation of Tseminyu Bench Court) and 58 Km , representing statehood of Nagaland. The participants covered 53 km on foot after starting at 3 amfrom Tseminyu to Kohima. Today, some subdivisions having less than 15,000 people are being recommended for upgradation to district and Tseminyu subdivision with over 62,000 people will hopefully be among them and the wait for justice (since 1948 when the bench court established at Tseminyu) will be celebrated before New Year 2022.

Just as the eyes of a servant are riveted on his master, our eyes should be directed to and focused on God. This is how knowledge of His countenance is gained and how God reveals Himself to us (see Isaiah 53:1). Our spiritual strength begins to be drained when we stop lifting our eyes to Him. Our stamina is sapped, not so much through external troubles surrounding us but through problems in our thinking. We wrongfully think, “I suppose I’ve been stretching myself a little too much, standing too tall and trying to look like God instead of being an ordinary humble person.” We have to realize that no effort can be too high. For example, you came to a crisis in your life, took a stand for God, and even had the witness of the Spirit as a confirmation that what you did was right. But now, maybe weeks or years have gone by, and you are slowly coming to the conclusion— “Well, maybe what I did showed too much pride or was superficial. Was I taking a stand a bit too high for me?” Your “rational” friends come and say, “Don’t be silly. We knew when you first talked about this spiritual awakening that it was a passing impulse, that you couldn’t hold up under the strain. And anyway, God doesn’t expect you to endure.” You respond by saying, “Well, I suppose I was expecting too much.” That sounds humble to say, but it means that your reliance on God is gone, and you are now relying on worldly opinion. The danger comes when, no longer relying on God, you neglect to focus your eyes on Him. Only when God brings you to a sudden stop will you realize that you have been the loser. Whenever there is a spiritual drain in your life, correct it immediately. Realize that something has been coming between you and God, and change or remove it at once.

Post-mortem
Growing in the light of the wisdom of my students I t has been many years since I have been engaged in academics. Since I have developed this strange habit to introspect and retrospect I often wondered about my journey so far. Wondered how far I have succeeded as a teacher, whether I succeeded at all, I ask myself. Soon I reached to a divine realization that I actually have never ever been a teacher. Throughout my life I have been a student- a mad mad learner. Even when I was a practicing Advocate, I was a student. When I was teaching at one of the prestigious Law schools, I was a student. When I came to Nagaland, I was a student. Now, I am living in Nagaland, teaching at one of the most prestigious college, I am still a student. I think, i don’t consider myself as a student not only just because of the innate desire to lear n, but also because there are teachers who have always been available at every walk of life. In Nagaland, my students have become my teachers and helped me grow as a human and also as an Academician. Every moment I spend with them turns out to be a learning moment which helps me realize the true nature of my own self. I have been associated with the Political Science Department of Tetso College since June 2018. The experiences that I have gathered have been colourful. My students have mentored me to understand the Naga society in a better sense. When I landed here from Mumbai first as an Explorer and Adventurer then as a PhD Scholar and started exploring this world, my mind soon became clouded with questions. My research work remained dedicated to those questions and the result was a 500 plus pages PhD thesis which of course was never able to satisfy my quest for the truth. My journey as a
PhD scholar was disturbing, the layers and layers of realities revealed to me transformed my inner world completely, and I think such a transformation awakened the inner desire in me to come, work, live and settle in Nagaland which of course have given new meaning to my whole existence as a human being. My students introduced me to complex squares of this great society which may be unknown to the outside world. Right from the colorful culture, delicious food, majestic mountains & dense forests, songs, dances to the dark world of corruption, tribalism, jealousy, power mongering, HIV-Drug-Tobacco & Alcohol Addiction, pathetic status of Government schools marred by proxy teachers, absence of women in state politics and village governance, hidden violence & atrocities against women, blind craze to become a Government Officer among the g raduates, broken infrastructure, shattered governance, materialism of religion & religious, silent suffering of Farmers, invisible Child labour, absenteeism in Government offices, Proxy employees, taxation, state apathy to the Eastern Nagas. Students taught me to look at beyond what is often shown-“The Hornbill style Nagaland”. My broad chest becomes broader with pride with a thought that my students taught me about the real Nagaland without any hesitation or shame. This introduction to the world which is in dire need of ‘transformation’ shaped up my own relation with this land of warriors and glorious history. I am truly happy to have found ‘socially awakened’ students around me those who are willing to sacrifice anything to make our Nagaland a better place. I feel if we are going to attempt
to create something new, something better; then the first thing that we have to sacrifice is our ‘ignorance’. Todays’ generation is well read and intellectual, they know who they are and what they are. Modern Naga generation knows what to expect from the world around them and their country at large. Todays’ generation know how to ask questions and find the answers. They know their rights and duties as well. Modern Naga generation have developed a cosmopolitan personality and outlook which is something extremely positive that I have observed. In this regard I would love to quote a simple incident which still brings spark in my eyes. As usual I was gathering students nearby the parking area of Tetso and we were discussing about ‘Social evolution of man and the question of his identity’. After lots of debates, someone from the group asked a question about the state I was born in and how I see my own relation to it through the family or a community I was born in. I never expected such an intelligent question which made me gone ‘mute’; because since my childhood I was raised in a free environment where cultural, community identity or religious identity did not have any presence. We back at home, always considered ourselves as Indians, firstly and lastly, never thought of regional, social, linguistic or geographic identities. Seeing me smiling foolishly without saying anything, she made me listen her brief lecture on the history of Marathas (or Marrahttas as she pronounced) and Maharashtra and complained that I never tell them the stories of my state and culture. I was really impressed to see her wide knowledge and silently thanked her Parents and Teachers. Then thereafter, few days later,
some evening I got a beautiful gift from her, a symbol of union of identities – the Maratha/Marathi and the Naga- two stickers for my Motorcycle which I proudly exhibit. Such experiences and incidents have given hopes to me. The unconditional acceptance of each other as humans, who encounters us in our life with or without the baggage of ‘identities’ is I think a social ‘wisdom’ that all of us should inculcate if we wish to see a peaceful, caring, just & fair and tolerant world. Also, there was another student who shared his dream with me to build a Church where ‘the way of Christ will be practiced by ALL’ irrespective of religious identities. He called Church of his imagination ‘The Freedom Church’. You see, how blessed I am. I am surrounded by the students who teaches me so many things. I think such teachings and learning only helps us to evolve as a human being. The education system in India needs to recognize the innate intelligence of every learner and the teachers should keep their ego aside and be ready to submit themselves before this intelligence. My Father always used to say that, “IN this UNIVERSE nobody can teach anything to anyone-but all can learn together”. I think, whole my life as an Academician I have been experiencing his words. In our home here, our own state of Nagaland, teachers have a huge responsibility on their shoulders. They should not forget that they are dealing with the students who are either first generation, second generation or in rare case third generation ‘COLLEGE’ going students- who are blessed with their own unique, innate intelligence and abilities. We, as teachers, should partner with our students to construct a dream for a better world.
I have been mocked, criticized by many all these years for my thoughts and ideas, their words occasionally hurt me as well, however I am still firm on my belief and will remain firm till my last breaththat together- the teachers and the students can build a better present and the best tomorrow. Needs and requirements of our Nagaland are different. We have long way to go and for that we need people who will pave the path with their wisdom, knowledge, sweat and tears for the future. Nobody needs to become a leader to bring change. Nagaland does not need change but the transformation which is only possible when each one of us will learn to transform our own inner world. We speak about political problem or Naga political issue- yes we have to talk about it, but at the same time we must have a courage to talk about how lusty and greedy we have become, how corrupt we have become, how insensitive we have become, how inconsiderate we have become. We must also talk about the secrets that we never talk about. We never talk about why there should not be woman representatives in the village governance, we never talk about why tribal bodies of Men ALWAYS have to take final decision in every aspect of Naga life, we never talk about why we kept our women limited to Church and church organizations, we never talk about why women organizations does not have enough powers in their hands. We never talk about Marital Rapes. We never talk about Rape and Molestation. We never talk about cold silence & fear in the heart of girls and women who become victim of lust and suffer in the ‘hands of Powerful’ and are asked to keep their mouth shut by their own people in society. We talk about cultural security
for women in our Naga society, but never talk about their RIGHTS as a human. TIME is like a River. It flows. We all are bound to this ultimate Law of Time. Nothing remains constant in the worldneither you nor me, neither our beliefs and ideas nor our convictions or experiences. I may say, we all are victims and assailants of time. My students taught me the ‘Geometry of Change’ through their words, actions and dreams. They want to climb high, go up, up on top of the Mountains and jump from there into the unknown- but they cannot do that unless and until you the elders give them the WINGS OF FREEDOM- from the Past, the Present and the Future. Let them create the world of their dream and they WILL. It does not matter whether I have my own ‘shelter’ here in Nagaland or not, but for sure I have home in the heart of my students who are striving to catch the ‘Rising Sun’. The young generation is way powerful than we could ever imagine. They are way honest and dedicated like never before. We need to produce more visionary and fearless architects of society- in the interest of our people- who are toiling in field, struggling in different corners of the country, surviving with a strength of a warrior and trying to be victorious in the battle of life. My students-my dear friends taught me that the new world is possible. Has your Son, Daughter, Niece, Nephew, Grandson, Grand Daughter; YOUR student, taught you the same? Brahmaputra Dilemma: A Geopolitical Aspect of Water on Sino-Indian Relations
(From previous issue) The reading of this broadcast gives a clear idea of what could happen on a much larger scale, if this project is been carried out. Apparently, it is clear that a breach of the dam in Tibet or a sudden release of water during spells of heavy rain in China/Tibet can lead to floods in India’s northeastern region. An emergency discharge would be disastrous if it coincides with the monsoon season in India. Further, the plan a massive diversion of the river to China’s northwest would have even more devastating consequences. Northeast India and Bangladesh would starve of their lifeline. Nutrient-rich sediments that enrich the soils of these regions would be held back in the reservoir. With no more reaching the river’s delta, millions of people will be affected. A water war would ensue. Diversion of water will destabilize the biodiversity of the area in a big way. Reduction in the flow of the Brahmaputra will seriously affect the ecological needs. With the passage of time, this will result in deterioration of a healthy ecological balance, including loss of a plethora of plankton flora and fauna of the region. More than anything else, the diversion project along the Brahmaputra is likely to lead to a reduction in the nutrient-rich sediments in the basin. Experts believe that the flooding in the basin could become worse due to relentless silting. Both India and Bangladesh are likely to be seriously affected by the diversion project, as their agriculture and inland water transportation are heavily dependent on the river Brahmaputra. Finally, the construction
activities as part of the Brahmaputra water diversion project will also pollute the water and thereby lead to many environmental, social and geological risks in the Tibet Autonomous Region of China, India and Bangladesh. This would threaten livelihoods, deplete fish species and destroy farmland, which is likely to lead to natural disasters and further degrade the fragile ecology of the region. All this might also cause conflict in the region – no matter whether the nature of such conflict is of high, medium or low intensity. Implications on Sino-Indian Relations The water diversion project endanger the lives and livelihoods of millions of people residing in the area and those living downstream would be at the mercy of the Chinese as they would be able to flood or withhold the water supply downstream. The relations between India and China is driven, of course, by much more than water; and even water cannot be confidently said to be driving things relentlessly and unalterably in the direction of violent conflict between them. Still, China’s dire water circumstances, combined with its impressive economic strength, military power, and uniquely advantageous upper riparian position, give us little reason for optimism when it comes to the offer of generous river sharing agreements with lower riparian countries. India has expressed its serious concerns over China’s projects on the Brahmaputra. Tarun Gogoi, the former Chief Minister of Assam, recently stated that China’s attempt to divert the waters of the Brahmaputra would bring about an environmental disaster
and that it would have a negative impact on the economy of the state. Voices have also been raised in Arunachal Pradesh against the damming of the Brahmaputra, since it is likely to have a disastrous effect on the environment and economy of the Northeast. The fact is that if the project is accomplished it will have menacing consequences for millions of people downstream. Their basic need for water and their survival would be endangered. A former Senior Vice President of World Bank Ismail Serageldin once said: “The next World War will be over water”. In this regard, Serageldin’s word appears to be true as far as Sino-Indian relations are concern. As diversion of water of the Brahmaputra away from India will worsen a situation that has remained tense since the 1962 Indo-China War (Arpi, 2003:150). Thus if Beijing is to go ahead with the Brahmaputra diversion project, it would practically mean a declaration of war against India. The Way Forward The only solution seems to lie in bringing the matter to the negotiating table. If a river-water Treaty could be signed between India and Pakistan in the early sixties, why can’t a similar agreement be made between China, India and Bangladesh, in order to assure a decent life for all in the region? However, diversion of the Brahmaputra’s water to the parched Yellow river is an idea that China does not discuss in public, because the project implies environmental devastation of India’s northeastern plains and eastern Bangladesh, and would thus be akin to a declaration of water war on India and Bangladesh. Nevertheless,
in October 2013, China and India signed a Memorandum of Understanding to strengthen cooperation on trans-border Rivers, but it is more of an agreement on China’s specific commitment to providing hydrological information of the Yaluzangbu/ Brahmaputra in monsoon season than a comprehensive bilateral mechanism (See Huang, 2014:323). This, Memorandum of Understanding seems to be insufficient for the solution of the current water crisis between the two Asian giants. Currently, the most important international water law instrument is the 1997 U.N. Convention on the Law of the Non-Navigational uses of International Watercourses. Although the Convention has finally entered into force, neither China nor India is a party to the Convention. Part of the Convention, however, is considered customary international law (See Huang, 2014:323). It is desirable
that India being the downward repatriate state should initiate the steps for negotiation, bring China and Bangladesh to the discussion table, and chalk out the matter through International Water Law. China is, however, giving assurances that it would do nothing to affect the flow of the water from the rivers in Tibet to South Asia. The water crisis has added another realm of Sino-Indian rivalry in the 21st century. Thus, the Himalayan water problem is one of the ambiguities and therefore need to be taken seriously before it is too late and use it as one and the foremost trust building process between the two old foes. The much-awaited Hornbill Festival is taking place after a year and as much as I am excited, it is also safe to assume that the celebration this year should be done sensibly. Amidst the festival, the public must not forget that the pandemic is not over yet. Hence, it becomes paramount to stay protected and protect others. There is going to be so many people travelling from various places and in such crucial times, we should not merely gather in large numbers therefore, maintaining all the necessary precautions becomes imperative whether or not we are vaccinated. NEW DELHI, NOV 24 (AGENCIES): BJP leader Subramanian Swamy held a meeting with West Bengal Chief Minister Mamata Banerjee on Wednesday. Following the meeting, Swamy laid speculations about him joining the Trinamool Congress to rest. “I was already with her (Mamata). There is no need for me to join the party,” he told reporters, reports The New Indian Express. Later, he put out a tweet comparing Mamata to JP, Morarji Desai, Rajiv Gandhi, Chandrashekhar and other leaders, saying she shares their ‘rare quality’ of ‘meaning what they say and saying what they mean’. The meeting took place at TMC general secretary Abhishek Banerjee’s official residence in Delhi

The incident had sparked a war of words between the TMC and the BJP in the run-up to the Bengal assembly polls.
Centre must talk with farmers ‘You misinterpreted our order’: SC to Allahabad HC over pending issues, MSP: Malik MUMBAI, NOV 24 (PTI): Maharashtra cabinet minister and NCP leader Nawab Malik on Wednesday demanded that the Centre start a dialogue at the earliest with protesting farmers to resolve their pending issues, including bringing a law on Minimum Support Price (MSP) for agriculture products. Addressing a press conference along with Congress’ state president Nana Patole, Malik also demanded compensation to farmers who died during the year-long protest outside Delhi against the three controversial agri-marketing laws which are now being repealed by the Centre.
The NCP and the Congress are part of the Shiv Sena-led MVA government. Prime Minister Narendra Modi last week announced that the three farm laws, which were at the centre of protest by farmers for the past year, will be repealed. Modi had insisted the laws were pro-farmers, but added the Centre could not convince a section of cultivators about their benefits. “Unless a law to bring MSP is not passed, demands of the farmers will remain unfulfilled. At least 700 people have lost their lives due to wrong policies,” Malik said. Dialogue is key to resolving any obstacle in democracy, the minister stressed.
“Dialogue (with farmers) was first initiated (by the government) in the beginning (of the protest last year). Then the protest was being bulldozed. Now, there is a unilateral announcement that some farmers could not be convinced (so the laws are being repealed). “Was the laws made for farmers or a section of farmers. The way word-play is on is wrong,” Malik said. He said the central government should show a desire to resolve the issue which was missing in the last 15 to 16 months. Malik suggested taking the opposition into confidence on this contentious issue.
NEW DELHI, NOV 24 (IANS): The Supreme Court on Wednesday orally observed that the Allahabad High Court has misinterpreted its order by not creating magisterial courts for trying cases against MPs/MLAs, and instead allowing sessions courts to try such cases. A bench, headed by Chief Justice N.V. Ramana and comprising Justices D.Y. Chandrachud and Surya Kant. told the high court’s counsel: “Don’t misinterpret our orders. We know what our orders are. We allowed creation of magisterial courts..” The Chief Justice further queried the counsel: “If you don’t create magisterial courts, and give the
cases to in-charge sessions judges, for how many years will the cases drag on? Was it our intention?” The high court’s counsel contended before the top court that nearly 13,000 cases are pending in Uttar Pradesh against sitting and former MPs and MLAs and added that 63 special courts are there to try these cases. The bench emphasised that its previous order was clear on the constitution of as many sessions courts and magisterial courts as required, and the high court had “misinterpreted our order”. The high court’s counsel added that special courts were created at sessions level and not at magistrate level and it was done as per
the orders passed by the top court. Citing the top court order on September 16 last year in advocate Ashwini Upadhyay matter, the bench said there is nothing in the order to indicate that this court wanted to transfer the cases triable by magistrates to sessions court by exercising powers under Article 142. As the top court queried whether other states have created magistrate level courts to try these cases, senior advocate Vijay Hansaria, amicus curiae in the matter, informed that Madhya Pradesh, Karnataka, and West Bengal, there is one magistrate designated as the special court for cases against MPs/
MLAs. The bench indicated that it is contemplating passing directions to the high courts and state governments to create special magistrate’s courts and to transfer the cases from sessions courts to magistrate’s courts, from the stage where the trial is over. After hearing detailed arguments in the matter, the top court reserved its order. The top court was hearing the applications filed by senior SP leader Azam Khan against the notification issued by the Allahabad High Court, by which cases triable by magistrates are transferred to the special court headed by an officer of the rank of additional sessions judge.

M U M BA I , N OV 2 4 (PTI): The Indian Navy on Wednesday said it will commission INS Vela, its fourth stealth Scorpene class submarine under Project 75, on Thursday, an induction that will boost its combat capability. Project 75 includes construction of six submarines of Scorpene design. Three of these submarines - Kalvari, Khanderi, Karanj - have already been commissioned. “The Indian Navy’s fourth stealth Scorpene class submarine, INS Vela, is geared to get commissioned on 25th November 2021,” the Navy said in a statement. The submarine has been built by Mumbai-based Mazagon Dock Shipbuilders Ltd in collaboration with M/s Naval Group of France. The previous avatar of INS Vela was commissioned on August 31, 1973 and it rendered yeoman service to the nation for 37 eventful years before being decommissioned on June 25, 2010. The new ‘Vela’ is a potent man of war and is capable of offensive operations that span across the entire spectrum of maritime warfare, the statement said.

M A D R I D, N O V 2 4 (IANS): The eruption of the Cumbre Vieja volcano on the Spanish island of La Palma is continuing unabated, without showingsigns of easing, scientists have said. The volcano has been active for 66 days now, spewing lava and ash and generating earthquakes, reports Xinhua news agency. Spain’s National Geographic Institute recorded 46 quakes between 12 midnight and 7.37 a.m. on Tuesday, with the most powerful jolts measuring 4.8 and 4.7 on the Richter scale. On Monday, 95 quakes were recorded, the highest number since November 17, when over 300 temblors were registered. Monday also saw a fourth lava flow reach the sea, with the risk of an uncontrolled release of toxic gases that result when the hot lava meets the cooler saltwater of the Atlantic Ocean. Around 3,000 local residents have been ordered to remain indoors. Lava now covers approximately 1,060 hectares of land on the island. Over 2,500 buildings have been destroyed and around 7,000 people have had to be evacuated. A buildup of ash and dust from the volcano has forced the authorities to close the island’s airport. Flights to and from the island were cancelled over the weekend, and the situation is scheduled to be reassessed soon, the regional Canary Island carrier Binter reported.

Intermittent fasting
versus time-restricted eating Sood explained that IF shouldn’t be confused with time-restricted eating. “Intermittent fasting is technically a fast of 24 hours or more,” she said. “And I just want to make the distinction between that and time-restricted feeding or time-restricted eating, which are fasts that are less than 24 hours.” She confirmed that there are side effects associated with IF. They can include dizziness, low blood pressure, electrolyte abnormalities, and low blood sugar, especially if someone is on medication to lower their blood glucose or blood pressure. “But for time-restricted eating, which in lay terms is sometimes called intermittent fasting when it’s really not, there are fewer side effects or risks because the fasting is a little bit less,” she explained. The Versailles court also fined him 75,000 euros ($84,170) and ordered him to pay former team mate Mathieu Valbuena 80,000 euros to cover legal costs and 150,000 euros in damages together with his three other co-accused. Benzema’s lawyer said he would appeal against the verdict. Benzema, who had denied any wrongdoing, was not in court. He is due to play for Real Madrid against Moldovan side Sheriff Tiraspol later in the day. “This outcome in no way corresponds with the reality of events,” lawyer Antoine Vey told reporters afterwards. According to a Cricbuzz report, fixtures have not been finalised but the BCCI has internally conveyed to the key stakeholders that the board is planning to start IPL 2022 on April 2 in Chennai. Since the 15th edition of the cash-rich league will have 10 teams and 74 games in all, the BCCI has discussed internally that the length of the season will be for over 60 days.
