Reddy inaugurates State’s first soil testing laboratory

State logs 58 fresh Covid cases, 1 death DIMAPUR, SEP 24 (NPN): Nagaland on Friday recorded 58 fresh Covid-19 positive cases and while one more death was reported during the day. Of the fresh cases, 46 were from Dimapur, eighth in Kohima, two in Kiphire and one each in Mokokchung and Phek, taking the total caseload to 31085. Further, one more patient succumbed to the infection in Dimapur, pushing the death toll to 661 (including 15 non-Covid deaths). Zhekheto Awomi, said that the project was funded by North Eastern Council (NEC), Ministry of DoNER, which was approved on June 29, 2017. He said that the actual commencement of project was undertaken

on March 29, 2018. The director informed that the cost of the Project was Rs. 371.70 lakh with NEC share (90%) Rs. 334.53 lakh and the State share (10%) Rs.37.17 lakh. The director also said that the aim and objectives of the project was to access the nutrient and fertilizer status and requirement of the soil, create awareness about the importance of maintaining soil health for sustainable production of agricultural commodities, issue soil health card as per requirement after appropriate testing and analysis of soil sample and Soil Health Management through creating awareness on balanced use of fertilizers. Awomi said the department possesses sufficient

trained personnel to man the state soil testing laboratory and also impart training to the farmers in different aspects of soil testing and soil management techniques. Minister for planning & co-ordination land revenue, parliamentary affair, Neiba Kronu, in his speech, described Union Minister G Kishan Reddy as efficient and a practical person having the background of engineering and agriculture and a social worker. He highlighted that the department required infrastructures in all the districts of the state so as to reach out to all the blocks. Kronu said that though the soil of the state was fertile, soil testing have become very important for agriculture in the state to check its acidity etc and that soil testing laboratories in the districts has become necessity. In this regard, Kronu urged Reddy for assistance as the resources of the department were very narrow. DIMAPUR, SEP 24 (NPN): Union Minister for Tourism, Culture & DoNER, G Kishan Reddy, inaugurated Nagaland’s first Soil Testing Laboratory at Directorate of Soil & Water Conservation, Kohima on Friday. Speaking at the inaugural programme, Reddy said that the Centre has been at the forefront in ensuring that soil quality was effectively managed to make agriculture more productive and sustainable, a DIPR report stated. He said that soil management was one of the most important interventions under the national mission for sustainable agriculture. Therefore, the union minister said establishment of a soil testing lab would help boost the rural farmers and agri sector by enabling systematic correction of the soil samples and analysis by generating timely test results. Reddy said technological intervention in agri and horti product yields a major difference in quality and quantity. He also expressed contentment over the quality of the lab equipment with more comfortable instrument to analyse both micro and macro nutrients. He said that the lab would benefit the farmers,

was asked to refund the first installment of Rs 250 lakh along with accrued bank interest. In the meantime, he said the state government had already awarded the work and the physical works proportionate to the amount sanctioned for the first installment had already been done. On taking up the matter at the NEC meeting, the chief minister said the project has been retained by the NEC. He said that the state government has retained in the priority list. Diesel price up, petrol unchanged

DIMAPUR, SEP 24 (NPN): State-owned oil marketing companies (OMCs) marginally increased the price of diesel by 20 paise a litre-- the first increase in rates in over two months, but left petrol prices unchanged across the country. After today’s rate revision, diesel price rose to Rs.90.94 per litre in Dimapur while in Kohima the price climbed to Rs.91.74 per litre. According to IANS report, OMCs have preferred to maintain their watch prices on the global oil situation before making any revision in prices. The wait and watch plan of OMCs has come to the relief of consumers as no revision has been done during a period when crude prices were on the rise over a shortfall in US production and demand pick up.

be any miscommunication between the officials and directorate that could delay work, while seeking drastic improvement in FHTC implementation from the department within six months. He also announced that the best performing districts would be rewarded, adding that if all the 12 districts performed well, then all of them would be rewarded too. Maintaining that the scheme was unlike any other since it was implemented on a mission mode with a specific time-frame for completion, Jacob said the department or the State cannot make an effort to keep the name of Nagaland at the bottom of the list at national level. DIMAPUR, SEP 24 (NPN): A woman in her early 50s died after she was run over by a truck after falling off the pillion of a scooty which her husband was riding near Dimapur Government College junction here Thursday morning. In a delayed report, DCP (Crime) & PRO Dimapur Police, informed Nagaland Post that the deceased along with her husband was on their way to Dillai gate area to buy vegetables, when their scooty hit a pothole

and she fell down. A truck behind them ran over the woman killing her on the spot, he added. PRO said the victim was rushed to hospital but succumbed to injuries on the way. PRO said that the truck driver was taken to custody and investigation was on. The portion of the road where the tragic incident occurred has been in a dilapidated condition for a long time. Correspondent DIMAPUR: A jewellery exhibition organised by PIPO in collaboration with Task Force for Music and Arts (TaFMA) was held Friday at the Heritage, Kohima. Speaking as the guest of honor, adviser to CM and asst vice president, Athletics Federation of India, Abu Metha lauded the organiser for coming up with the exhibition. He said looking back at the forefathers, jewellery and ornaments had always been an intrinsic part of “our” culture and were used to express one’s feelings. He encouraged the participants to be ambassadors of “our” culture by promoting and preserving our traditional assets. He pointed out that cultural art knows no bound and therefore

the young designers could relate “our” stories to the world through their designs and creations. He pointed out that global jewellery industry was worth a whopping USD 500 billion out of which India alone has a share of USD 100 billion. India and China together shares 30% of the global industry and therefore if Nagaland could tap into a small percentage in that industry it would drastically change the economic situation of the State, Abu said. He encouraged the entrepreneurs to exploit the benefits of social media and utilize it to their full advantage to grow their businesses. He lauded TaFMA for expanding their horizon and moving beyond music and arts into fashion industry and jewellery. He disclosed

One held for robbery

DIMAPUR: Kohima police has arrested one person namely Lhoulietuo Kire (50) for “robbery” and said police was on the lookout for another accused identified as Zelhoulie Kets (51). In a press release, Kohima police PRO stated that on September 20 north police station received an information regarding “broad daylight robbery” at gun point by unknown masked miscreants from the vehicle of a doctor near SBI Main Branch. PRO said the accused persons robbed Rs. 5 lakh while the driver was inside the vehicle and the doctor was attending to his personal works in a nearby shop. Accordingly, PRO said officers of north police station swung into action and based on the evidence collected and arrested one of the accused persons on September 21 night and recovered Rs. 2.5 lakh. Police said the other accused was still absconding and that it has launched a manhunt to arrest the accused person. In this connection, PRO said a case has been registered at north police station for further investigation.

DIMAPUR: Acting on an “intelligent tip-off ”, Excise Narcotic Cell (NC) enforcement duty party on September 23 undertook a house search Duncan Bosti, Dimapur and recovered 25 grams of heroin (sunflower). A press release by deputy commissioner of Excise (NC) S Chanlei Angh stated that a person

identified as Alen Konyak (28) daughter of Mangthrok Konyak, resident of Duncan Bosti, Dimapur was arrested and sent to judicial custody, Angh said the arrested person was booked under relevant section of Narcotic Drugs and Psychotropic Substances (NDPS) Act1985 and that the case presently under investigation.

Staff Reporter DIMAPUR, SEP 24 (NPN): Deputy Commissioner (DC) Dimapur, Rajesh Soundararajan on Friday inaugurated a water supply project at New Naga Cemetery, Zani village, Dimapur after a dedicatory prayer by sr. associate pastor, Lotha Baptist Church Dimapur, Yanbemo Lotha. The project was sponsored by OSD to minister of transport, Niholu Ayemi in memory of late Ghokheto Chophy, former president of NCD, at an estimate cost of Rs. 3.5 lakh. Delivering the inaugural speech, special guest, DC Rajesh Soundararajan stated that the inauguration of New Naga Cemetery was the most needed and consid-

ered it as God’s blessing for the people of Dimapur. In regards to the pandemic, he lauded the humanitarian activities carried out by NCD, and added that the pandemic will be able to manage not only by government bodies, but through collective response and supports of many organizations, churches and individuals. He also lauded sr. associate pastor, Lotha Baptist Church Dimapur, Yanbemo Lotha, for his tremendous tasks carried out by him during the pandemic by conducting funeral services for Covid deceased patients buried at the cemetery. He maintained that the pastor at one time spent more time at the cemetery compared to that of the time spent in the Church.

DC further assured Rs. 1 lakh from District Task Force, to assist those needy people who could not afford burial cost of the cemetery. A short speech was also delivered by OSD to minister of transport, Niholu Ayemi, whereby he stated that the cemetery was for the whole public of Dimapur, and urged that one should not only wait for the government but grasp the opportunity to help the society. He also urged NCD to look into those family members who were not in financial position to cover the costs of burial. Delivering the introductory speech, president, NCD, Etsungmomo Kikon stated that land (New Naga Cemetery) was purchased by state chief minister, Niphieu Rio and handed over to NCD for the citizens of Dimapur. DIMAPUR, SEP 24 (NPN): Highlighting on the importance of PMKSY watershed development, Deputy Commissioner Dimapur, Rajesh Soundararajan has called for effective utilisation of water, while asserting that water was the basis of everything. “Whatever cultivation we do with scientific intervention also, without water nothing will grow from the soil.” He said this while speaking as the chief guest, during the culmination programme of PMKSY- WDC Projects under batches IV, V & VI, Dimapur district at IMC Hall, here on Friday. He noted that years back, rainfall was consistent and predictable because of which there were hardly any

crop failure and no dearth of water scarcity. Today, due to the unpredictable monsoon, climate change, increase in urban population there was pressure on land and all these leads to water scarcity, and for which the government is focussing the issue through PMKSY water shed projects, he maintained. Rajesh also advised the youth for taking up such projects professionally and encouraged the department and elders for motivating them. He appreciated the officials of LRD for doing commendable job and encouraged them to keep up even during the next phase and said that the department has the potential for setting a benchmark for other districts and states as well.

Ball in GoI’s court, says state Janata Dal United on Naga political issue

DIMAPUR: State Janata Dal United (JD-U) has pointed out that the ball of solving the Naga political issue was no longer with Naga National Political Groups (NNPGs) or NSCN (I-M) as the NNPGs had time and again clearly stated that the talks had concluded and they were awaiting Centre’s invitation to ink a final agreement. As far as NSCN (I-M) was concern, JD(U) said it was a well known fact that without the recognition of its flag and constitution, there would be no solution. Given the situation, State JD(U) through its publicity wing said asserted there was no obscurity about the state of Naga political issue and the

ball was obviously in the court of the government of India. In such a scenario, the party said there was no point for the newlyformed UDA to loiter in and around Nagaland with a supposed intention of white-washing themselves of living up to their stand by meeting different Naga national groups. JD (U) asked the newly-formed United Democratic Alliance (UDA) to move out of Nagaland and convince not only Government of India, but also other political parties about the unique nature of Naga political issue. The party suggested that the alliance must be ready to take to the streets to register their resentment, if Centre did not re-

solve the issue honourably. “If Arvind Kejriwal, as a chief minister of Delhi, along with his cabinet colleagues could stage a dharna at the residence of lieutenant governor of Delhi for the cause of Union Territory of Delhi, the Naga political issue is much bigger than what Kejriwal had stood for,” the release reasoned. According to JD (U), it must be a lesson for UDA to emulate such striving steadfastness if it really meant what it stated in the frequent statements in the name of oppositionless government. Assam eviction: 12-hour bandh in Darrang

G U WA H AT I , S E P 2 4 (PTI): A 12-hour bandh called by various organisations to protest the death of two persons in police firing affected normal life in Assam’s Darrang district on Friday. Two persons were killed and 20 others injured in clashes between police and alleged encroachers during an eviction drive in villages under Sipajhar revenue circle on Thursday. No untoward incident has been reported so far in the bandh called by the All Minority Organisations Coordination Committee, which includes the All Assam Minority Students Union (AAMSU) and the Jamiat-e-Ulema among others, that began at 5 AM on Friday, a police officer said. All business establishments remained closed and very few vehicles plied the roads. Security has been tightened across the district with heavy deployment in Goroikhuti, Dholpur I and III villages in Sipajhar where the eviction drive was underway, he said.

The Darrang district administration has so far cleared 602.4 hectares of land and evicted 800 families since Monday and demolished four “illegally” constructed religious structures at Sipajhar. The chief minister had visited the area on June 7 and inspected the riverine areas allegedly encroached by ‘’illegal settlers’’ near Dholpur Shiva temple and directed the district administration to clear the area for setting up the community farming project.

peace,” he tweeted, tagging Union Home Minister Amit Shah. The DNLA was formed in early 2019 aiming to establish a “sovereign and independent Dimasa nation”. It was active in Karbi Anglong and Dima Hasao districts of the state. The DNLA declared a unilateral ceasefire for three months on September 7 as a “goodwill gesture and as a positive response to the call for peace” by the chief minister. DNLA militants were allegedly involved in the killing of five truckers transporting coal in the Dima Hasao district on August 27, after the truck owners failed to pay the money demanded the outfit. Chief Minister Sarma, after assuming office on May 10, had appealed to all militant groups to come forward for talks.

GUWAHATI, SEP 24 (PTI): Congress leaders met Assam Governor Jagadish Mukhi on Friday, urging him to stop the eviction drive at Sipajhar in Darrang till a proper rehabilitation package is announced, after two people were killed and over 20 people injured in police firing. Soon after Chakraborty was elected as the speaker unopposed, Das wanted to raise an adjournment motion on the “worsening” law and order situation in the state. Rejecting the motion, the speaker said, “Chief Minister Biplab Kumar Deb will make a statement on the overall law and order situation in the state after routine question hour. You can raise the issue after completion of the question hour.” The CPI(M) MLAs,

led by leader of opposition Manik Sarkar, rushed to the Well of the House, raising slogans, demanding immediate discussion on the issue amid a “series of attacks” on the opposition leaders in the state. As the speaker stuck to his ruling, the opposition MLAs walked out of the House, claiming that they were not allowed to discuss an important issue. Later, speaking to the press, Sarkar declared that the opposition MLAs would not join the remaining days of the session, which will end on Monday, in protest against the speaker’s “adamant” behaviour. Sarkar alleged that total lawlessness was prevailing in the state with opposition leaders being attacked by the “BJP-backed goons”. “In

my view, the state’s law and order situation appeared to be an important issue to be discussed in the assembly. Our member has rightly raised the issue but he was not allowed. There is no point in sitting in the House if we are not allowed to discuss important issues. That’s why we will boycott the entire session,” he said. Speaking in the House, the chief minister rubbished the opposition’s charge. “The state has recorded as many as 16,719 cases during the past three years as reported by the National Crime Record Bureau (NCRB). The number of cases has reduced to 4,653 in the year 2020, while it was 6,078 in the year 2019. In the year 2018, the state recorded only 5,988 cases,” Deb said.

AIZAWL, SEP 24 (PTI): Mizoram on Friday reported 1,257 new COVID-19 cases, 37 less than the previous day, which pushed the tally to 85,366, an official said. The COVID-19 death toll rose to 281 as three more persons succumbed to the infection in the last 24 hours, he said. At least 252 children were among the newly infected people, he said. The fresh cases were reported from various districts with Aizawl district reporting the highest at 897, followed by Lunglei (100) and Lawngtlai (67), he said. Of the 1,257 new cases, at least 639 patients have developed symptoms of COVID-19, he said. Mizoram now has 15,752 active COVID-19 cases, while 69,333 people have recovered from the infection.

After his son reached the hospital, he took discharge and went to Guwahati for further treatment. He alleged that he had spotted medicines and equipment needed for surgery to take out organs kept near his bed after he had regained consciousness, but those were later removed. The proprietor of the hospital Dr Nirmal Sahewala said judge Deori was kept in the ICU as he was an “esteemed patient” and they wanted to ensure the best treatment for him.

He started behaving abnormally after regaining consciousness in the early hours of September 11 and had dragged a nurse by her hand, attempting to leave the COVID ward, which he also managed briefly, Dr Sahewala said. “We have CCTV footage to prove our claims. We will cooperate fully with the police as we have nothing to hide,” he said. NEW DELHI, SEP 24 (PTI): India on Friday inked a nearly Rs 20,000 crore contract with Airbus Defence and Space to procure 56 C-295 transport aircraft to replace the Avro-748 planes of the IAF under a project that entails manufacturing of military aircraft in the country for the first time by a private company. Under the agreement, Airbus will deliver the first 16 aircraft in ‘fly-away’ condition from its final assembly line in Seville, Spain. The subsequent 40 aircraft will be manufactured and assembled by Tata Advanced Systems (TASL) in India as part of an industrial partnership between the two companies. ike any other people, Nagas want to move ahead. That means having to leave the bitter past of the 50s to 70s (the period of military operations launched by the Indian security forces) behind. However, leaving the bitter past does not mean that the dark period and the ideological divide should be forgotten but moving ahead means learning to appreciate and understand what lies ahead. As commented earlier in this column, the events of the people’s history was shaped by circumstances. There are accounts of history that say the Naga movement is more than nine decades. Naga consciousness was ignited through the enlightenment by the gospel since 1872. After embracing the gospel, warring tribes also embraced each other as the gospel of peace no longer made them see each other as historical foes. Every Naga in the early years, desired to live free and undisturbed and this won the day over remaining under another nationIndia. Naga labourers who returned from Europe after working as labourers during World War One became aware of nationhood. Later, some of the returnees inspired formation of the Naga Club(NC)in 1918 in Kohima. This played a significant role in firing a sense of Naga nationalism as reflected in its memorandum to the Simon Commission in 1929. Later in April 1945, NC was replaced by the Naga Hills District Tribal Council (NHDTC) established by deputy commissioner C.R. Pawsey and subsequently, NNC came into being when the NHDTC was reorganised in February 1946. T. Aliba Imti was the first democratically elected president of NNC along with other colleagues such as T. Sakhrie as joint secretary in Sanis (present Wokha district) in 1946. Under T. Aliba Imti and Sakhrie, the NNC pursued negotiations with the leaders of the new Indian nation. They were instrumental in having signed the 9-Point Agreement with Sir Akbar Hydari, the governor of Assam. The 9-Point agreement was a landmark achievement but was not ratified by constituent assembly. Under the 9-Point Agreement, Nagas had the option of becoming independent after ten years. After A.Z. Phizo took over mantle of NNC, hostilities broke out after Delhi rejected any deal. The 9-Point Agreement provided an imprint for the subsequent signing of the 16 Point Agreement initiated by the Naga People’s Convention (NPC) under Dr. Imkongliba Ao in 1960. The NPC had rejected the offer of Autonomous Council under 6th Schedule. There are many persons who became prominent in the context of Naga politics especially since the late 40s. The moderate favoured the Sakhrie doctrine- opting for negotiations for peaceful coexistence with India for progress. Sakhrie believed that Nagas cannot fight India and so it would be more pragmatic if they chose lived in peaceful coexistence and progress. The hardliners vowed that they were even prepared to eat grass to live independently and free. Atrocities by India’s security forces against Nagas only weakened the hand of moderates. However, as Nagas look ahead, it is time to not ignore the importance of according respect and honour to their leaders. This is a sign of wisdom for positive transformation. Both moderates and hardliners make history. Take the example of India, where both Mahatma Gandhi(a peaceful moderate) and Subhas Chandra Bose(a hardliner) played their roles from different perspectives. Yet though from different ideologies, both are recognised, respected and revered by India. Abraham Lincoln, the 16th president of the USA said a society that does not know how to respect and honour their heroes, will not endure and does not deserve to exist.

In fact, it is a process that must be steadily maintained. It is dangerous to become settled and complacent in our present level of experience. The Christian life requires preparation and more preparation. The sense of sacrifice in the Christian life is readily appealing to a new Christian. From a human standpoint, the one thing that attracts us to Jesus Christ is our sense of the heroic, and a close examination of us by our Lord’s words suddenly puts this tide of enthusiasm to the test. “…go your way. What Modi wants from Biden, in Year Zero of post-Covid era

T

his is the second piece o f a t wo - c o l u m n combo-pack, over 48 hours, before the BidenModi summit in Washington DC, in the morning of September 24. Never before in human civilisation (yes, never before in human history) have the entire people of planet Earth stopped together at the same time, locked themselves in self-isolations, and retreated into their homes and caves - for 500 days! Due to the pandemic, and in this period, mindsets, priorities and many common assumptions have been disrupted or are newly forming. Added to the once in century pandemic, is the sudden realisation of the dark clouds of climate change that are now causing floods, wildfires, droughts, and hurricanes that are destroying our homes and lives, almost every day now, in some or other corner of planet Earth. The above two factors, plus the unprecedented upheavals in geo-politics, including America’s withdrawal from its 20-year long war in Afghanistan, have created a heady cocktail. The world is undergoing a reset, a reboot. This is ‘Year Zero of post-Covid Yug’. The first column of this two-column pack, of Thursday, was titled “On eve of Biden-Modi summit; a primer on what Biden needs, wants, and will ask from India”. This is the second column that looks at the opposite, and other half of the equation, i.e., what does India need, want from the US, when Prime Minister Narendra Modi walks into the White House to meet US President Joe Biden? As the two leaders sit down for discussions, over a glass of lemonade, there

is much, very much, riding on the outcomes of this meeting today. Once the 50-minute or so meeting is over, initial judgements of PM Modi, and the Indian PM’s advisors, as they get into their cars, and go back to the W, or for a cuppa coffee at DuPont Circle, or to whichever base-camp that the Indian side has established - will shape India policy with respect to the United States for at least the next decade. So, what will Modi say, push, persuade, cajole, agree, play hardball with Biden - to achieve the objectives, and worldview of India, in India’s core strategic interests? While yes, also being mindful and amenable, and in fact inviting, to what the United States brings to the table? What India wants could be listed as below: 1. The small matter of sanctions: * Purchase of S-400 system from Russia. A minor irritant, but most important of all. This has potential to de-rail, or to cause the double-engine train of USIndia to change its track altogether. Russia is under sanctions by the US. India is buying this large-ticket missile defence system from Russia. Is India going to face secondary sanctions from America because of this deal? There is talk of a waiver, or some workaround. The matter should be resolved with clarity and amicably. * US sanctions on Iran - hurting Indian, and US interests, in heart of Asia. India is being hobbled by US sanctions on Iran. The US too is losing big time in this policy approach. Iran is slowly being drawn into the Chinese orbit. It has signed a large oil and gas deal with China, among other

inter-linkages which could soon also see the BRI connectivity via Iran, towards Turkey, and Europe. If US sanctions continue on Iran, then India, and the US will lose ability to introduce even an iota of engagement in the heart of Asia, and any access to this entire geography will be lost for the US and India. The US must consider to reduce, eliminate the sanctions on Iran. Above two are critical to the core interest of India. Especially, the above mentioned #1 must be resolved during the Modi-Biden meeting today. 2. Next, now there are two big picture questions that Modi may want to be clarified by the time the meeting finishes: * The first, strangely, is the matter of trust. There is no doubt that America has lost some credibility due to its Afghanistan policy, and the recent ruckus over Aukus is another example. How much can, and should India trust the United States? The civil nuclear deal with the US was the milestone that transformed US-India relations to complete new heights. The deal was for energy sure, but more than that it was a deal that was about atoms for peace and trust between the US and India. Both leaders, Biden and Modi, must make every effort to keep adding to this trust bank. * The second, is fresh vigour for world leadership, world direction, and world peace. How will the US join India, and India join the US, in promoting a new world order that is non-violent, is peaceful, and where individuals, communities, and nations co-exist in some equilibrium, and abide by a mantra and lifestyle of “Live and Let Live”. US and India can together provide real, positive leadership to the

world, and launch a new world spirit in Year Zero of Post-Covid Yug. Promoting peace between and among nations, religions, cultures, ranging from peace in the Korean Peninsula, to the resolution of conflicts in Africa. And, to invite collaboration of a country like Japan - which has a unique history and approach to peace and nonviolence, being the only nation and people ever to have faced a nuclear winter. 3. Next, Modi could, and should explore some secret deal with the US: * Would it not make sense to keep a contingency plan ready? in case Pakistan implodes into strife and chaos, and extremists, extremist groups stand ready to pounce and scramble away with the nuclear stockpiles of Pakistan? Even if having no much expertise, thanks to Google learning, anyone could make dirty bombs that are radioactive. * In case of a next Galwan by China, what and how will be the US response? It will be prudent to have some scenarios modelled out in advance, so that when, if and next military adventurism comes by China on India’s borders, the advance script between US and India should play out instantly. The above two, or any other would be secret deals - not disclosed in public domain. Perhaps 30-40 years later, when some archives are de-classified, we may learn that such a deal, or deals were struck in Year Zero of Post Covid Yug, between Modi and Biden. 4. Next, Modi would of course need to address the issue of Afghanistan, and, Pakistan: * How will the US stop the export of physical terrorists, munitions, and

such, from the boundaries of Afghanistan? Does the US have some strategy, say, something like an “Iron Border Ring” around Afghanistan? How and where can India help in any such containment? * Modi should offer to provide inputs to the “revision of Pakistan policy” that America is undertaking right now, so that the revised American foreign policy is pragmatic with real ability to reduce the Pakistan-risk that faces the world. India will like to be invited to provide such inputs before the US policy is finalized. 5. Next, is the matter of climate change: * India is taking major steps on climate change. How can the US help India to counter the threats of climate change? India needs investments in these areas - what are the investment vehicles that the US is forming, contributing to, and how much of those monies will come to India? * How can India and the United States, together give further momentum and global mobilization to mitigate the oncoming dangers of climate change? The International Solar Alliance (ISA) is one important tool in this journey. How will the US contribute further, and more to the ISA? 6. Role of India in QUAD: * India will like to know what US envisages as India’s role in the QUAD? Modi will want Biden to articulate an effective, strategic role for India in the QUAD. India would have its own views, which Modi would share with Biden, and want to get his concurrence on those. * How will the US push American companies to re-locate out of China - towards India, for example. Modi will inform Biden of

India’s readiness and focus on infrastructure creation so that resilient supply chains can be set up among the QUAD countries - in areas like electronics and semiconductor chips, pharmaceuticals (special focus on Covid), and green energy, like Hydrogen. 7. Bilateral Trade and Investments: * There are multiple friction areas in bilateral trade between the US and India. Modi would like the US to be more accommodative to some of India’s concerns, so that he can go back with some concrete resolutions to at least some of the issues that are outstanding. * Boosting of US private sector investments in India. India understands that the US government, unlike the Chinese government, does not have direct access and control on capital for investments overseas. Modi will like to see that Biden plays a proactive role in promoting the US private sector to go to India. Of course, the two leaders will not end up discussing each of above item in detail. Their aides would have narrowed down and bubbled up the almost ready talking points, that need a OK from both leaders present, and would have left some 2-3 issues open-ended, on which a Go, or a No-Go decision will be taken by the two leaders in this meeting itself. Whatever be the Go, or No-Go decisions, there is no doubt that the one “Go” decision that both will agree to, will be to have a glass of lemonade during their discussions. Abonmai was killed shortly after he was whisked away from Tamenglong district headquarters where a government function, attended by Manipur chief minister Biren Singh, was held amid tightened security on September 22. WC said Nagas, Meiteis, Kukis and other communities must learn to co-exist and progress as equal partners in the neighbourhood as they have lived together for centuries and would continue to do so. “Mutual respect and recognition for each other’s history is important,” WC said. NMA: Naga Mothers’ Association (NMA) expressed shocked and condemned the abduction and killing of former president of ZB (AMN) and Zeliangrong leader, Athuan Abonmai by armed gunmen at Tamenglong area. In a press note, NMA president Abei-ü Mer u and secretary Lochumbeni Humtsoe said that killings cannot be justified under any circumstances and urged “all armed brothers to abstain from shedding blood again and give the process of dialogue and building peace amongst ourselves a better chance.” NMA also urged all leaders in this fragile political situation, both civil society and armed groups “to remember our solidarity as a people and a struggling nation”. It further sought for justice against the perpetrators from authorities concerned. NMA conveyed condolences to the wife, children and family for the tragic loss and prayed for the departed soul to rest in peace. NTC: In a statement, Nagaland Tribes Council (NTC) president Toniho Yepthomi and general secretary Nribemo Ngullie

said they were shocked at the gruesome assassination of Abonmai, who was a social worker and public leader too. They said the killing had not only sent shock waves across the States, but disturbed the minds of peace-loving Nagas who are yearning for peace and have lived in relatively peaceful atmosphere in the past few years. According to them, the abduction and subsequent murder of “own people” in cold blood was a grim reminder of how many precious lives of Nagas were extirpated during fratricidal clashes between various factions some years ago, which they insisted should not be allowed to occur yet again. As precious lives could only be given by God, the duo mentioned that taking the law in one’s own hand and taking another person’s life without any reservation, whatever may be the reason, was against humanity and God’s given law. Therefore, they said NTCcondemned the “dastardly act of triggerhappy armed assailant (s) who are totally bereft of the sense of value for human life”. They urged the Manipur government on behalf of NTCto ensure that no

stone was left unturned in unearthing the culprits and book them as per law of the land without delay. Pointing out that the incident happened right in front of security personnel and in the presence of Manipur chief minister N Biren Singh, the ZCOs termed this as “highest degree of mockery”, stating that the government’s complacency was highly questionable, considering the location and time of the incident. NEW DELHI, SEP 24 (PTI): Jailed gangster Jitendra Gogi was shot dead Friday inside a packed Rohini courtroom here by two assailants dressed as lawyers who were also killed in a police counter-fire, officials said. In video footage of the shootout involving the two attackers, who were from the rival gang, gunshots could be heard and policemen and lawyers seen in a scramble. Further, he said that out of 760 health centres, connections to 676 including 34 Community Health Centres would be made by November while 143 Primary Health Centre would be covered by December 2021 and 499 would get the tap connections by February 2022. NEW DELHI, SEP 24 (IANS): The travel and tourism industry has urged the government to restore the Service Exports from India Scheme (SEIS) benefit to 7 per cent, as was paid earlier, to support the sector that is one of the worst-hit by the pandemic. In a representation to the Commerce Ministry, the Indian Association of Tour Operators (IATO) has said that while the decision to release SEIS scrips for FY20 for tour operators is a welcome move, it is disappointing that the benefit has been reduced from 7 to 5 per cent. “Last one and a half years has been one of the worst phases for the tour operators and in light of the debilitating hardship endured, it is urged that the government restores SEIS benefit to 7 percent as was paid a year before,” IATO President Rajiv Mehra said.

As per the reports, he said 30 percent of the project was completed, however, in May 2020, he said NEC declared the project closed on “as is where is” and asked the State Government to refund the fund with accrued interest. Rio said the matter seemed to have been handled in a very insensitive manner with little regard for the welfare of the unfortunate orphans and underprivileged children. Rio, therefore, urged Reddy to restore the project so it could be completed at the earliest. On solar power plants, Rio said NEC had approved the project for setting up of 855 kw off-grid solar power plants in 55 government office buildings for gap funding at an estimated cost of Rs. 661.39 lakh with 90:10 funding pattern. He said that the 1st and 2nd installments of NEC’s share amounting Rs. 400 lakh was released during 2017-18 and the corresponding State share amounting Rs. 44.44 lakh was also released during that year. Rio said total fund released for the gap funding of the project comes to Rs. 444.44 lakh. Stating that the project was completed in all respect, Rio, however, said that the final installment of NEC’s share amounting Rs. 192.25 lakh was still pending for release, which he said was a committed liability. Rio has, therefore, requested Reddy to look into the case favorably and consider for release of the final installment.

DIMAPUR, SEP 24 (NPN): Animal Husbandry and Veterinary Services (AH&VS) department has informed that the recent mortalities of buffaloes from unspecified disease at Kangjan village under Meluri sub-division, Phek district, was due to Haemorrhagic Septicaemia (HS), a contagious bacterial disease. After conducting laboratory test to specify the etiology of the disease from ELISA laboratory, Kohima, the department said it was confirmed from the isolate that the etiology of the disease was a Gram negative, Coccobacilli, Bipolar organism called Pasteurellamultocida. “Hence, the disease is confirmed to be Haemorrhagic Septicaemia (HS),” the department informed. The department has, therefore, requested the livestock owners to be vigilant and coordinate with the district office in the event of mortalities. Further, the CVOs have been requested to initiate control and containment plan in co-ordination with directorate office and ELISA laboratory as sensitivity test has also been performed on the isolate.

SEOUL, SEP 24 (AP): North Korea rebuffed South Korea’s push for a declaration to end the 1950-53 Korean War as a way to restore peace, saying Friday such a step could be used as a “smokescreen covering up the US hostile policy” against the North. In a speech at the UN General Assembly earlier this week, South Korean President Moon Jae-in reiterated his calls for the end-of-the-war declaration that he said could help achieve denuclearisation and lasting peace on the Korean Peninsula. Under the decision, teachers who do not present the Green Pass, which is a proof of vaccination or recovery from the disease, are required to present a RAT performed up to 84 hours earlier, reports Xinhua news agency. The ban is part of the Israeli government’s efforts to reduce the high Covid-19 morbidity in the country, and particularly in the unclosed education sector amid the rapid spread of the virus. Under the instructions of the Ministry, the teachers of schools and kindergartens who do not meet these conditions will not be paid for the days of absence, nor will they be allowed to teach remotely through Zoom.

SHILLONG, SEP 24: Meghalaya Sports and Youth Affairs Minister, Banteidor Lyngdoh on Friday announced a financial support of Rs. one crore for any football club from the State that qualify for the Indian Super League. The minister also announced cash incentives to Football Cubs of the State to the tune of 10 lakhs for those qualifying for 2nd division I-League, 40 lakhs for those qualifying for I-League. The announcement was made by the minister at the send-off programme to the team members of Ryntih Sports and Cultural Club who are all set to

participate in the Hero League qualifiers, which will begin from October 4 to 25 in Bangalore. Lyngdoh handed a cheque of Rs 2 lakh to Ryntih Sports and Cultural Club at the programme held at the VIP Gallery at JN Sports Complex, Polo in presence of AIFF vice-president Larsing Ming Sawyan and officials of the Sports and Youth Affairs. The balance of Rs. 8 lakh will follow “in due course of time”. the country even if the population was high. In order to excel in any given sport, Shanavas said a player had to listen to their coaches and also follow the rules that were practised in the sports they choose. He urged the gathered players to think beyond local and aim for national and international arenas. DIMAPUR, SEP 24 (NPN): Under the aegis of the Nagaland Wrestling Association (NWA), a selection camp for the Belt Wrestling event was organized on Friday at the IG Stadium in order to take part in the forthcoming 9th National Traditional Wrestling & Pankration Championship 2021 scheduled to be held in Goa from October 28 to 31. A press release from NWA stated that 12 male wrestlers from 6 different categories along with 1 female wrestler were selected to represent NWA in the said championship. Altogether, 95 wrestlers from 3 NWA constituent units viz; Angami Sports Association (ASA), Chakhesang Wrestling Association (CWA) and Zeliang Wrestling Association (ZWA) registered for the selection camp. One Lotha and one Phom also took part in the day selection camp apart from 3 units. The following wrestlers as per their merit performance will represent NWA at 9th National Traditional Wrestling & Pankration Championship 2021.
