21 killed in Texas school massacre H O U S T O N, M AY 2 5 (PTI): In one of the worst school shootings in the US, an 18-year-old gunman, later identified as Salvador Ramos, in body armour massacred at least 21 people, including 19 children and two adults inside one classroom at a Texas elementary school, prompting President Joe Biden to issue an emotional appeal to lawmakers to “turn this pain into action” to enact tougher gun laws to curb such recurring tragedies. Ramos opened fire at Robb Elementary School in Uvalde town, Texas, 134 km from San Antonio, on Tuesday morning before he was killed by law enforcement officers. All fatalities and injuries took place inside one classroom Uvalde, according to Lt. Chris Olivarez, spokesperson for the Texas Department for Public Safety. President Biden again tried to comfort a nation grieving after a mass shooting, urging action to counter powerful gunmakers and repeatedly questioning why the country he leads lacks “the backbone” to stem the bloodshed. In a prime-time address on Tuesday, a visibly emotional Biden asked what it would take to convince fellow lawmakers that “it’s time to act.” Texas Attorney General Ken Paxton said teachers should be armed to stop such incidents in the future. Texas Senator Ted Cruz described the Uvalde shooting as “truly horrific”, but said gun reforms were not the way to prevent such crimes. Speaking to reporters, he said that restricting the rights of “law-abiding citizens... doesn’t work. It’s not effective. It doesn’t prevent crime.”

Poll panel to take ‘graded action’ NEW DELHI, MAY 25 (PTI): In an unprecedented clean-up drive, the Election Commission Wednesday said it will initiate “graded action” against more than 2,100 registered unrecognised political parties for flouting rules, including failure to furnish a contribution report and communicate any change in its name, head office, etc. to the poll panel. Sixty-six such parties claimed IT exemption in FY20 without complying with statutory requirements under the Representation of the People Act and 2,174 have not submitted contribution reports, EC said. “Action to be initiated against those receiving donations without due statutory compliances. Action initiated against three registered unrecognised parties reported to be involved in serious financial impropriety. 87 non-existent RUPPs shall be deleted from the list and benefits...,” EC said.

Core committee to hold meetings; push for solution Correspondent

K O H I M A , M AY 2 5 (NPN): Parliamentary Core Committee on Naga Political Issue headed by chief minister Neiphiu Rio as convenor and co-convenors such as deputy chief minister Y. Patton (BJP), T.R. Zeliang (NDPP) and Kuzholuzo (Azo) Neinu (NPF) and other members– is to meet with representative of the NSCN (I-M) either on May 28 or 29 at Dimapur. The committee could also likely meet with WC, NNPGs before meeting with Centre’s representative for Naga political talks, A.K. Mishra in Delhi. The meeting with NSCN (I-M) comes in the wake of strong

speculations that the government of India may have already made up its mind about securing a broad-based agreement to solve the Naga political issue. It may be recalled that veteran Naga leader and former governor Dr. S.C. Jamir, during a press conference at Mokokchung predicted that an earthquake will shake Nagaland, with epicentre at New Delhi. This had added more fuel to speculations since Jamir had met Prime Minister Narendra Modi twice and then union home minster once at New Delhi at the invitation of the two leaders. The NSCN (I-M) has also convened a crucial emergency meeting of its national

assembly (hoho) on May 31 along with high-ranking functionaries to deliberate on the recent developments. The government of India has made it clear, earlier through its then Interlocutor R.N. Ravi and presently the Centre’s representative A.K. Mishra that the demand for flag and constitution was unacceptable. Minister of H&TE and Tribal Affairs, Temjen Imna Along, had disclosed on the floor of the house during the February session, that union home minister Amit Shah had told the chief minister, deputy CM, UDA chairman and him, that there was no question of flag and constitution in the agreement. Along had stated this

on two occasions and therefore asked the members to tell the people the truth about the stand of the government of India. That the stand of the government of India stated before the official conclusion of all negotiations with all Naga Political Groups on or before October 31, 2019 was made clear then. However, by persistently remaining silent, the state government was only causing confusion and consternation among Nagas. It may also be recalled that the same was stated by deputy CM Y. Patton on May 14 where he opined that political groups involved with negotiations (Cont’d on p-8)

Ao organizations perturbed by NSCN (I-M) attacks on Dr. Jamir D I M A P U R , M AY 2 5 (NPN): Several Ao organisations have expressed concern over NSCN (I-M)’s constant attack on former governor and chief minister Dr SC Jamir. USM: Ungma Senso Mungdang (USM) said it was disturbed by the recent accusations levelled against Jamir by NSCN (I-M) for his statements on the Naga political situation. As the last living Naga political icon, who has observed the course of Naga political struggle, USM president I Tiajungba Tatar and general secretary Senmoaba Imsong said it was only fitting that Dr. Jamir also spoke the truth and that whatever he said represented his personal opinion and views as a true bona fide citizen of Nagaland. USM said the accusation made by NSCN (I-M) that Jamir was “scheming with the Centre to destroy the very foundation of the Naga political identity that the Naga people have shed blood, sweat and tears over the decades” was a highly cruel statement that could not be dismissed lightly. USM also took serious note of the NSCN (I-M) describing Dr. S.C. Jamir as a “destructive person” and having fondness “for creating bloodshed”. The Mungdang countered that as a “true Naga citizen, who has given his life for the greater good” and also have served the highest levels of government, Dr. Jamir cannot be “described as destructive.” Further, USM has said that despite levelling of accusations by NSCN (IM) against Dr. Jamir for a long time, he (Jamir) “has handled them with dignity”. USM vowed that it will not remain a silent spectator “if

our leader is subjected to any form of harm or threat.” (See Advt on p-9) OKM: Ongpangkong Students’ Conference (OKM) also expressed concern over the recent charges by NSCN (I-M) against Jamir. Declaring that every individual had the right to free speech and expression as a genuine Naga and Indian citizen, OKM president Limatongzuk Jamir and assistant general secretary Supongmeren Jamir said they were deeply disturbed against the attacks on the experienced Naga political leader over his statements on the Naga political situation. They mentioned that Jamir’s utterances on Naga political matters were his own opinions and beliefs, adding that they believed that his statements were not intended to do any damage. According OKM, NSCN (I-M)’s defamation of Jamir by branding him a traitor and a destructive person was an extremely cruel statement that should not be discarded lightly. OKM asserted that it would be irresponsible to label someone like him as destructive and harmful. They felt that the war of words, accusations, and counter-allegations would not result in a beneficial outcome, rather it would only weaken and create more division among the Nagas. They thus urged all stakeholders working for a peaceful Naga settlement to strive diligently for a timely political solution for the Nagas. MTLT: Mokokchung Town Lanur Telongjem (MTLT) said it was upset over NSCN (I-M)’s constant attack on the former chief minister and only surviving signatory of 16-Point Agreement, which was getting

much unhealthy publicity in Naga society. MTLT president Imnaonen Pongen and general secretary Imkongchuba Pongen in a press communiqué said the animosity between a Naga political organisation and the former governor was not a healthy development in Naga people’s quest for an honourable and acceptable solution. They called for a broad-based consensus based on mutual respect and vision for the Naga people. Terming the present acrimony between NSCN (I-M) and Jamir as a sad and unwelcome episode, especially at this crucial juncture of Naga political history, MTLT warned that this could destroy decades of peace parleys between the Central government and Naga political groups. MTLT endorsed the stance of Ao Senden, calling for an end to this blame game on May 22, 2022. They said they stood by the statement of Ao Senden. They declared that every Naga was a stakeholder in the Naga political issue and had every right to speak out and share opinions on the Naga issue, especially by a leader like Jamir. Stifling a person’s political opinion at this juncture, especially when all the issues were hopefully on the verge of being finalised, was something which MTLT found very disconcerting and unwarranted in a democratic society like the Nagas, they added. MTLT hoped that all the stakeholders, especially those at the negotiating table and also those whose lives would be determined because of this much-awaited solution, to show maturity and foresight as the Naga people endeavoured for a better future.

D I M A P U R , M AY 2 5 (NPN): State chief secretary, J Alam, on Wednesday reiterated strict implementation of ‘no work no pay’ policy and said that attendance should be monitored in all government offices. According to a DIPR report, the chief secretary, while addressing AHoDs and HoDs meeting at the Secretariat Conference Hall, stated that with regular functioning of government offices in the state, the biometric system of attendance would resume in the Nagaland Civil Secretariat and directed the directorate to follow suit. The chief secretary also informed that the Prime Minister of India will be interacting with beneficiaries

of government schemes nationwide as part of the Azadi Ka Amrit Mahotsav on May 31, 2022. In this regard, the chief secretary has directed all concerned departments to prepare for the occasion. He also said that the state level programme will be held in Kohima while all districts will participate in their respective headquarters. Further, Alam directed all departments to submit the names of nodal officer for advertisement related matters to the department of Information & Public Relations. He has instructed all departments, which have pending advertisement bills, to clear them at the earliest.

Alam has reminded AHoDs and HoDs to personally take care of court cases so as to avoid contempt of court. The meeting reviewed the agenda of the last meeting minute. Giving a power point presentation on “Ease of doing Business”, the department of industries & commerce stated that the Nagaland single window system was being developed for conducting business with government offices. D I M A P U R , M AY 2 5 (NPN): Department of Animal Husbandry & Veterinary Services (AH&VS) has informed that occurrence of African Swine Fever (ASF) continues unabated in the State with positive cases reported from Tuli block under Mokokchung district and Tizit block under Mon district through RT-PCR from NERDDL, Guwahati. The department stated that the current trend of occurrence indicated that the disease was penetrating and spreading to various parts of the State suggesting advisory issued was not fully complied with by all stakeholders.

At this stage, the department said “Acute Form” of the disease was seen. Expressing concern over the spread of ASF cases in the state, the department said that abolishing of all veterinary check posts and the porous borders have made the situation harder for carrying out containment measures. Therefore, to contain the spread of the disease, the department has appealed to the public, especially those farmers whose pigs have been affected inform sudden death of pigs to the nearest veterinary institute and not to consume dead pigs.

DNSU demands closure of illegal optical shops

DIMAPUR: Dimapur Naga Students’ Union (DNSU) has demanded immediate closure of illegal optical shops run by unprofessional persons and cancel their trade licences. DNSU through its media cell expressed “fullest support” to the issue raised by Nagaland Optometric Association (NOA) and said it was “shocked” to learn that for the past many years the general public had been availing such unprofessional eye care services. Following complaint against running optical clinics without proper certificates in Dimapur, the union said it intervened and inquired upon the defaulters. However, the union said that a “self-styled union” so-called “Optical Association of Dimapur” interfered as a care taker of the optical clinics and attempted to defend the defaulters. On questioning about the membership of the association, DNSU said no executive members of Optical Association of Dimapur were professional in the field of eye care. In this regard, DNSU gas affirmed that such unprofessional and self-style association would not be allowed to function under its jurisdiction. Acknowledging NOA for bringing up the issue in public domain, DNSU has urged the responsible authorities to verify and authenticate proper documents before giving registration to any associations.

One student critically injured in hit-and-run case Staff Reporter DIMAPUR, MAY 25 (NPN): A student of St Joseph University was critically injured after a vehicle hit her near the college campus at Ikshe model village here around 2:30 p.m. on Wednesday. The 20-year-old student identified as one Mapuienla Longkumer, a second semester student and hailing from Mokokchung, was battling for her life at the ICU of Christian Institute of Health Sciences & Research (CIHSR), 4th Mile. Arep, cousin of the victim, told Nagaland Post that a Scorpio was involved in the incident. She informed this reporter that Mapuienla’s condition was critical and that her parents had been informed of the incident and were on their way to Dimapur. Limasenla, another cousin of the victim and her senior in the same college, said an eyewitness saw the vehicle run over Mapuienla at a junction near her college. When contacted, PRO Dimapur police said the incident took place between 2:25 and 2:30 pm. An investigation was on to identify the culprit(s) as police were able to get the CCTV footages from nearby locations.

PHED organises SBM programmes in various districts

DIMAPUR: Public Health and Engineering Department (PHED) organised programmes under Swachh Bharat Mission (SBM) Grameen II at various blocks under Mokokchung, Kiphire and Tuensang districts. Mokokchung: PHED Mokokchung division organised a two-day capacity building training on ODF Plus components for Swachhagrahis and WATSAN committee members from May 24-25 at community hall, Sangtemla ward Mokokchung town. In a press release, PHED Mokokchung division informed that the main objective of training, sponsored by Sanitation & WSSO, PHED Nagaland, was to ensure effective implementation of Swachh Bharat MissionGramin (SBM-G) Phase II and to achieve ODF Plus. DIMAPUR: Minister agriculture & co-operation G Kaito Aye has expressed deep shock over the demise of Tokhuvi Tuccu, retired second-in-command (2IC), 111 Bn BSF Satakha, in Dimapur on May 25, 2022. In a condolence message, minister described late Tuccu as “a remarkable gentleman and a tall leader”, who dedicated his life to serving the Naga people. In his demise, Kaito said the Nagas and the Sumi community in particular have lost “a great mind and a brilliant guide”, adding that the void created would be impossible to fill. Kaito said late Tuccu was a father figure, his “political guru”, the backbone of his career and “a man who stood by him through thick and thin. “I am very grateful to him for what I am today. SVC, teaching & nonteaching staff hold meeting DIMAPUR: A joint meeting between school management and development committee headmaster, teaching and non-teaching faculties of the Government High School (GHS) and Singrep Yangdong Suhdi Pumji (Singrep Village General Council) was held on May 20 in the conference hall of the Singrep Village Council (SVC). In a letter addressed to the principal director, department of School Education, SVC stated that the joint meeting was convened to discuss about the recent imbroglio involving the functioning of GHS Singrep. NORTHEAST Int’l river conclave in Guwahati from May 28-29 GUWAHATI, MAY 25 (PTI): An international river conference to articulate collective vision of cooperation in the Bay of Bengal and Southeast Asian region will take place in Assam’s Guwahati from May 28-29, officials said on Wednesday. The third edition of the conclave, ‘NADI’ (Natural Allies in Development and Interdependence), will be organised by Shillong-based think tank Asian Confluence in collaboration with the Union External Affairs Ministry, Act East Policy Affairs Department of the Assam government, North Eastern Council and other partners. The Bangladesh Foundation for Regional Studies is the country partner for the event and the International Union for Conservation of Nature, IIT Guwahati and Guwahati University are knowledge partners. “A well planned collaboration with the states of Northeast and neighbouring countries on management of shared waters can alleviate disasters to a large extent and catapult the region to being a hub of connectivity and green commerce,” Asian Conclave Executive Director Sabyasachi Dutta told reporters here. The conference will focus on the region south of Himalayas from Ganga, Brahmaputra to Mekong as a contiguity of river basins with common challenges that require close cooperation beyond political borders.

IMPHAL, MAY 25: The arrest of human right activist Dr Mark Thangmang Haokip sparked widespread protests in Manipur’s Churachandpur and Kangpokpi districts on Wednesday. Tension ran high in Churachandpur district headquarters where protesters attacked civilian vehicles, compelling the police to resort to firing tear gas shells and mock bombs. Manipur police had arrested Dr Mark Thangmang Haokip, the president of Manipur chapter of International Human Rights Association (IHRA) from New Delhi on Tuesday in connection with a FIR case registered against him at Churachandpur police station under section 153A/505(2) of IPC. In Churachandpur district, a large number of people came out on the street at the district headquarters and staged a protest by blocking roads including Tidim road (Imphal-Churachandpur road) at various places simultaneously at around 11.30 am. The sudden road blockade caused many Imphalbound vehicles, including passenger service and school service vehicles to be stranded. Even as the police were trying to control the situation, some protesters

smashed windshields of stranded vehicles. As the situation ran out of control, additional police force was rushed to the area. They resorted to firing tear gas shells and mock bombs as the protesters pelted stones towards the police personnel. While the police were having a hard time , another group of protesters came out on the street on the same Tidim Road and blocked the traffic at the Peace Ground area. There too, the situation turned violence as the protesters retaliated against police with stones and other deadly weapons who responded by tear gas shelling The protesters demanded immediate and unconditional release of the human right activist. The situation remained tense as the protesters continued to protest at more places amid police efforts to subside the protest. Many vehicles including those carrying students remained stranded at vari-

ous places till the time of filing this report. Meanwhile, hundreds took part in a protest rally carried out on the street at Chingdai Khullen village at Kangpokpi district headquarters against the arrest of the human right activist. During the rally, placards read as “Release Dr. Mark Haokip”, “Where is the Law”, “We want Justice for Kukis”, “Where is Equality”, “Save Kukis from Biren”, “Is Manipur the toy of Biren?” etc. were displayed. They warned that the act of the government may affect peace and harmony of the region. The protesters further warned of intense forms of agitations if the government failed to heed to the people’s voices and release Dr Haokip without any condition. GANGTOK, MAY 25 (PTI): The Sikkim government has temporarily banned the sale of pigs in the state after cases of African Swine Fever (ASF) were reported in North Sikkim district, an official said on Wednesday. A total of 117 pigs have died in various parts of the state in the past two months. Animal Husbandr y Department Secretary Dr P Senthil Kumar has cautioned the general public to refrain from eating pork and has also stated that the first tests of the samples which were taken from the pigs in North Sikkim district had come out positive for Porcine Reproductive and Respiratory Syndrome (PRRS) on February 23 this year. On February 29 the first case of African Swine Fever was detected. He also informed that there was a 20 per cent chance of pigs dying from the virus but in Sikkim the death rate of pigs that have died from the virus presently stands at 1 per cent.

‘Consultant and owner’ would be held responsible for structural failure of MLC building: MUDA Correspondent SHILLONG, MAY 25: The Meghalaya Urban Development Authority (MUDA) granted building permission for the new Assembly building with the clause that “consultant and owner” would be held responsible for structural failure of the building under the Meghalaya Building Bye laws, 2021. Under the bye laws which were framed in 2021, an owner is defined as “a person who receives the rent for use of land or building, or would be entitled to do so if they were let.” However, consultant is not defined under the bye law. On Sunday, the steel dome of the under-construction building had apparently collapsed due to its “faulty design”. The construction of the new assembly building on 80 acres land at Mawdiangdiang in the New Shillong Township began in June, 2019 much before the State government notified the building bye laws. The new assembly building was to be completed by August 2022. Incidentally, the State Public Works Department (PWD) received a building permission sanction under the 2021 bye laws on December 6, 2021, when much of the work was completed. Prior to the notification, sources said, MUDA voiced concerns over the height of the building which was proposed at 62.98me-

The 63 meter height meant that the structure would be a 21 storied building from the ground (height of one floor from ground to slab is generally about 3 meters.) “MUDA proposed that the height of the building should not exceed 34 meters or an 11 storied building,” sources said. Still a building of that height (11storied) would be the tallest in the state and an engineering feat owing to the topography, geographical factors and other technical aspects taken into consideration. visa case: ED registers money Yasin Malik sentenced to life in terror funding Chinese laundering case against Karti, others NEW DELHI, MAY 25 (AGENCIES): A Delhi court on Wednesday awarded life imprisonment to Kashmiri separatist leader Yasin Malik in a terror funding case. Special Judge Praveen Singh also awarded varying jail terms for various offences under the stringent Unlawful Activities Prevention Act (UAPA) and the Indian Penal Code (IPC). The court also imposed a fine of over Rs ten lakh on Malik. The life ter m was awarded for two offences -- Section 121 (waging war against the government of India) of IPC and section 17 (raising funds for the terrorist act) of the UAPA. All the sentences will run concurrently. Meanwhile, clashes erupted between supporters of JKLF chairman and security forces in Maisuma locality in Srinagar on Wednesday, even as parts of the city observed a spontaneous shutdown, officials said. Scores of people, including women, assembled at Malik’s residence at Maisuma, a short distance from Lal Chowk city centre, and raised slogans in support of the separatist leader, the officials said, adding that the protesters took out a protest march around the area.

The protesters tried to move towards Maisuma Chowk and clashed with security forces, they said. Some of the protesters pelted stones on the security forces, who fired teargas shells to disperse the crowd, the officials said. However, there were no reports of any injury, they said. Most of the shops and business establishments in Maisuma and adjoining

areas, including some shops at Lal Chowk, were shut, they added. According to the officials, shops in some areas of the old city have also been shut, but the public transport is plying normally. Security forces have been deployed in strength in the city to avoid any law and order problems, they said. The Peoples Alliance for Gupkar Declaration (PAGD) also termed “un-

fortunate” the life imprisonment awarded to Malik and said it is a “setback” to the efforts for peace. The court verdict will only fuel more alienation and separatist feelings, PAGD spokesperson M Y Tarigami said in a statement in Srinagar. All the sentences will run concurrently. The court also imposed a fine of over Rs 10 lakh on Malik.

“Life imprisonment given to Yasin Malik is unfortunate and a setback to the efforts for peace. We are afraid that this will further compound the uncertainties in the region and will only fuel more alienation and separatist feelings,” Tarigami said. He said the NIA court has delivered its verdict “but not justice”. The PAGD also suggested Malik to avail all legal opportunities to contest the verdict. Hitting out at the ruling BJP and a section of the media, Tarigami said, “The triumphalism being displayed by the BJP and the corporate media is bound to prove counterproductive.” The PAGD is an alliance of six mainstream political parties, including the National Conference and the Peoples Democratic Party, in Jammu and Kashmir demanding restoration of the special status of the erstwhile state which was revoked by the Centre on August 5, 2019. The alliance is headed by NC president Farooq Abdullah. Malik was convicted on May 19 in the case related to funding terror activities in Jammu and Kashmir after he pleaded guilty to all the charges framed against him.

NEW DELHI, MAY 25 (PTI): Captain Abhilasha Barak on Wednesday became the first woman combat aviator in the Indian Army. Officials said she has been awarded the coveted ‘wings’ along with 36 Army pilots by the director-general of the Army Aviation during a ceremony held at Combat Army Aviation Training School in Nashik. “Captain Barak became the first woman officer to join the Army Aviation Corps as combat aviator after successful completion of the combat Army aviation course,” an official said. She hails from Haryana and was commissioned into the Army Air Defence Corps in September 2018. The combat aviator is the daughter of Col S Om Singh (Retd). Captain Abhilasha has done a number of professional military courses before joining the Army Aviation Corps, said the official. The Army Aviation Corps is a component of the Army that was formed in

P R AYA G R A J , M AY 25 (PTI): The Allahabad High Court on Wednesday quashed the FIR lodged against The Wire editor Siddharth Varadarajan and another journalist over a news report on a man who died during the farmers’ protest in Delhi last year. Justices Ashwani Kumar Mishra and Rajnish Kumar passed the order on a petition filed by the senior journalist. The FIR was lodged over a report in the news portal -- and Varadarajan’s tweets –- giving the version of the family of Rampur farmer Navreet Singh Dibdiba, who died when protesters took out an unauthorised

tractor rally on January 26, 2021. The farmer’s family had alleged that he died due to a bullet injury. But the police made it clear that the death was due to injuries suffered when the tractor the man was riding overturned. ‘The Wire’ report was headlined “Autopsy Doctor Told Me He’d Seen the Bullet Injury but Can Do Nothing as His Hands are Tied”. Later, The Wire also reported the denial of this version by police. SRINAGAR, MAY 25 (PTI): Three Pakistani militants of Jaish-e-Mohammad (JeM) outfit were on Wednesday killed in a “chance” encounter with security forces in Baramulla district of Jammu and Kashmir, police said. A cop also lost his life in the encounter which took place at Najibhat crossing in Kreeri area in the north Kashmir district. Inspector General of Police, Vijay Kumar, said the encounter took place at one of the ‘nakas’ (checkpoints) laid by the security forces across the valley. “There were nakas a c r o s s K a s h m i r t o d ay (Wednesday). At one such naka at Najibhat crossing in Kreeri area, there was a chance encounter (with militants). Three Pakistani JeM terrorists were killed,” the IGP told reporters here. He said a policeman was also killed in the encounter. Kumar said while the police force was pained at the loss of one of its men, the killing of the three terrorists was a huge success.

“The three terrorists could have come to Srinagar and carried out some big attack,” he said. The IGP said the terrorists were active in the hilly areas of Gulmarg for the last three to four months. “We were regularly tracking them,” he said, adding, so far this year, 22 Pakistani terrorists have been killed in various encounters with security forces. There will be increased attempts to neutralise Pakistani terrorists, Kumar added. Asked about the Tuesday’s attack in Soura area of the city in which a cop was killed, while his daughter injured, the IGP said two local terrorists of Lashkar-e-Taiba (LeT) behind the attack have been identified. “Adil from Ganderbal, a local commander of TRF/ LeT, and another newly-recruited terrorist, are behind the killing. NEW DELHI, MAY 25 (PTI): The ED has registered a money laundering case against Congress MP Karti Chidambaram and others in connection with the alleged irregularities in the issuance of visas to 263 Chinese nationals in 2011 when his father P Chidambaram was the home minister, officials said on Wednesday. The federal agency has filed its case under the criminal sections of the Prevention of Money Laundering Act (PMLA) taking cognisance of a recent first information report (FIR) registered by the CBI in the same case, they said. The case pertains to allegations of Rs 50 lakh being paid as kickbacks to Karti and his close associate S Bhaskararaman by a top executive of Vedanta group company Talwandi Sabo Power Ltd. (TSPL), which was setting up a power plant in Punjab, the CBI FIR had said. The Central Bureau of Investigation (CBI) had raided the premises of the Chidambaram family and arrested Bhaskararaman last week, even as Karti Chidambaram is expected to depose before it for questioning. This is the third money laundering case against Karti Chidambaram with

t a time when the world faces possible outbreak of a major war and even likelihood of a nuclear l war due to the Russian invasion of Ukraine in Europe; the scenario is no better in the Asia-Pacific region. The region has been literally like an ember that is being fanned due to Chinese intransigence over its claims on dozens of islands and reefs. China has been expanding its military presence across the Pacific and Indian oceans as it continually flexes its muscles on Japan, South Korea and Australia as it looks to lay claim to energy-rich waters around the Philippines, Malaysia, Vietnam and Taiwan. To meet the Chinese threat, in early 2007, the Japanese Prime Minister Abe Shinzō proposed the Quadrilateral Security Dialogue, or “Quadrilateral Initiative”, under which India would join a formal multilateral dialogue with Japan, the United States and Australia. The Quadrilateral Security Dialogue (QSD), colloquially the Quad was not a military alliance, but an arrangement to spearhead regional cooperation and security while maintaining international rules and values. However, in the face of Chinese belligerence, especially its blatant muscle flexing on Asian nations, it is evolving into a strategic security dialogue between Australia, India, Japan, and the United States. The US spearheads the Quad and therefore, the strategic arrangement is sometimes being described as an Asian NATO. In response, both Russia and China have also formed an anti-Quad grouping comprising of Russia, China, Pakistan, Iran and Turkey. Unlike quad nations that are ideologically close and members having good relations, the anti-Quad nations do not share similar values and among themselves, are not cohesive since they harbour some mistrust among themselves. Turkey is a NATO member and its involvement with the anti-Quad group is due to dissatisfaction with the US for slapping sanctions due to the import of Russian missiles in 2021. Strangely as NATO member Turkey has opposed admission of Finland and Sweden to NATO due to activities of Turk immigrants opposed to prime minister Recep Tayyip Erdogan’s autocratic rule. Pakistan can be expected to line up with any group that is against India. China and Turkey are two countries opposed to India while Russia appears to be quite unhappy with India’s neutrality in the Ukraine war. In the face of Russia’s disapproval, India has been working closely with the US within and outside the QUAD to shape the future of the Indo-Pacific. More than any other anti-Quad nation, China will seek to exploit the grouping. In fact China under Xi Xing Ping, has been aggressive in trying to position itself as the dominant power in the Asia-Pacific region as it lays claim to several islands in the region. The Philippines, Malaysia, Vietnam and Taiwan all lay claim to parts of the energy-rich waters, which Beijing claims also. China has been building military bases on reefs and rocky outcrops. China has a long pending border dispute with India along the Himalayan frontier that had resulted in the 1962 border war. China also has territorial disputes with Brunei, Malaysia, the Philippines, Taiwan and Vietnam. With Russia bogged down in Ukraine, China has energised its focus on Taiwan and the anti-Quad grouping is serving the purpose for its belligerence.

L issue: Is it political or cultural? A fter all these years of peace negotiations between the Government of India (GoI) and the Naga Political Groups (NPGs), it was hoped that both sides had arrived at a consensus on the core nature of the Naga issue. In whichever way it is defined, the Naga issue is political in nature and it remains unresolved to this day. The proof of this is the protracted political dialogue that has been necessitated as earlier agreements or accords could not resolve the Naga issue. Now, it has been reported that the GoI offered a “cultural flag” to the Nagas. It is imperative to have clarity on whether the Naga issue is political or cultural as the right solution can only come about based on the understanding of this question. Lest we forget, the IndoNaga peace process has survived the pulls and pressures of Indian politics. It has seen continuity of several Prime Ministers and governments in Delhi. The Naga Rising has consistently taken the position that this broad and sustained support towards the Naga peace process should not be undermined at this crucial juncture. The BJP-led Modi govt should not treat the Naga issue as ‘cultural’ or the NPGs as some cultural bodies. The Naga position or status is ‘political’ in nature and should not be compared to an NGO or registered society.

If the Government of India accepts this fundamental truth, it will help to better appreciate a solution based on honouring the historical, territorial and political rights of the Nagas. On the other hand, the Nagas too should respect the constitutional constraints, political intricacy and strategic concerns of Delhi. Taking into account ‘contemporary realities’, a rational approach should be adopted to arrive at a conclusion. It is not impossible to find a solution, but for this, both sides should deeply reflect on the benefits each gets in return from the peace deal. We firmly believe that the objective of the present IndoNaga peace process should be an AGREEMENT, not victory. If Nagas have got some of the things they wanted from India, what can Nagas offer India in return? Similarly, what can India offer to the Nagas, if the latter has agreed to forgo some of its core demands including complete sovereignty and physical integration? In any negotiation, a give and take is a must. In a successful negotiation, both sides should emerge with a sense of content, otherwise the outcome would not be acceptable to one side or the other, leading to more conflict and uncertainty. Naga aspiration can coexist within the larger Indian union Apparently, the delay in

arriving at a solution is over symbolic issues that are sensitive to the Nagas. A flag and constitution for the Nagas need not necessarily be seen as out of sync with the concept and practice of Indian Federalism. Naga aspiration can co-exist within the larger Indian union. For all these years since the peace process began, the Indian political leadership has been well aware that ‘a unique’, ‘outof-the-box’ solution and ‘some special arrangement’ would have to be made for the Nagas. Furthermore, the Report of the All-Party Parliamentary Standing Committee on Home Affairs 2019 has certified the case of the Nagas. It has strongly recommended that the Government of India “should tread carefully on the issues sensitive to the Nagas and not let vested interests hijack the peace narrative”. The Naga Rising believes that with the political will of the Prime Minister and based on the political formulation advanced by the Indian Parliament, a solution to the Naga issue can be concluded. We are confident that the resilience and strength of Indian Federalism and the Constitution will be able to demonstrate both ingenuity and innovation in addressing the special unique case of the Nagas. An interesting aspect of foodflation today is that it is not captured by the conventional WPI, and CPI numbers only touch the periphery of the issue. Wholesale price index (WPI) of India rose to 15.8 per cent in April this year, up from 10.74 per cent in April 2021, according to the Ministry of Commerce and Industry. Food inflation rose to 8.35 per cent in April 2022 from 4.60 per cent in April 2021. This list included items like cereals, paddy, pulses, wheat, vegetables, potato, onion, fruits, milk, eggs, fish and meat. Cereals inflation went up to 7.80 per cent in April 2022 from -3.07 per cent in April 2021 whereas paddy inflation went up from -3.16 in April last year to 10.70 per cent in April this year. Oil seeds inflation went down drastically from 29.95 per cent in April 2021 to 16.10 per cent in April this year while inflation in manufactured products went up from 9.44 per cent in April last year to 10.85 per cent in April this year. Above the Reserve Bank of India’s (RBI) expectations, the Consumer Price Index (CPI) has clocked for the 30th successive month. Since the pandemic, India has struggled to keep prices in check. The last time that inflation was below 4 per cent was way back in 2019. Now with the Russia-Ukraine crisis, we are definitely feeling

The major contribution towards the rise in consumer price index (CPI) based inflation for agricultural and rural labourers came from food group to the extent of 7.32 and 7.13 points respectively. This was due to an increase in prices of rice, wheat-atta, jowar, bajra, ragi, vegetables & fruits, etc. It’s the high prices that are hampering the lives of millions of Indians. Samagra Shiksha : The Vehicle for NEP

amagra Shiksha, a n ove r r e a c h i n g programme for the schooling sector extending from pre-school to class 12, was launched on 1st April 2018 in order to treat school education holistically without segmentation from pre-nursery to class 12. It subsumed the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). The scheme has been extended upto the FY 2025-26 and fully aligned with the provisions of National Education Policy, 2020. Several transformational recommendations of NEP have been made part of the Samagra Shiksha scheme, which includes holistic progress card, child tracking, bagless days, focus on SEDGs and out of school children etc. To ensure time bound implementation of NEP, a comprehensive and task oriented implementation plan called SARTHAQ has been released. Also to ensure universal acquisition of foundational literacy and numeracy, the National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat) has been launched, so that every child achieves the desired learning competencies in Reading, Writing and Numeracy at the end of grade-3, by 2026-27. Decentralized Planning exercise based on measurable outcomes is being carried out with the involvement of all stakeholders so that the scheme be fr uitful in achieving the ultimate goal. In order to achieve the desirable objectives and outcomes of the schemes, a comprehensive action plan upto FY 2025-26 covering all the interventions of Samagra Shiksha is being prepared by all the states. tal is to be launched, which will have all the documents for the mission at one place. The focus will be on various interventions related to child-centric teaching learning materials, play based activities and supplementar y graded materials, resource materials for teachers to align their innovative pedagogies with learning outcomes and grade level competency at foundational level. The Lakshya (Targets) of Foundational Literacy and Numeracy is to be displayed on the walls of schools/classrooms for mass mobilization. Also the Codified Learning outcomes for Foundational stage will be intimated to the parents & teachers. In the next academic session, a 3-month play based preparation module for Grade-I (Vidya Pravesh) will be adopted by all the schools. In order to ensure 100% GER at all levels as envisaged in the NEP, adequate facilities for infrastructure and quality education at secondary level will be targeted for universal access and quality education for the age group of 14-18 years. New secondary/Senior secondary schools will be opened in unserved localities on the basis on GIS mapping. All secondary schools will be equipped with integrated science lab and ICT/ Smart classroom with internet facility. Vocational education is to be planned in 50% of the composite secondar y/ Sr secondar y schools. The drop-out rate at Secondary level is quite high, primarily due to students’ inability to cope up with the curriculum and high stakes associated with these classes. To tackle this situation, 2-3 month School Readiness Module for children entering Grade-IX will be adopted. To ensure universal

access and afford opportunity for quality education to all children from pre-school to Grade-12, opening of new/upgraded school from pre-primary to class-12, addition of new subjects in existing secondary schools, provision of adequate number of classrooms & labs, rain-water har vesting, solar panel/electrification, barrier free access, toilets, drinking water, hand washing facilities, incinerators & sanitary pad vending machines in all girl’s hostels, Classroom-com-workshop for vocational education, extension of transport/ escort facility upto seco n d a r y l eve l , s p e c i a l training for out of school children of age-group 16 to 19 years belonging to SEDGs through open school system at secondary/Sr secondary stage will be made. Covid-19 pandemic has hampered the education sector drastically due to year long closure of the schools and large scale migration. Although various initiatives have been taken during the school closure to support the children; but they require a bridge course to bridge the learning gap. Based on the findings of NAS, appropriate interventions are to be ensured in the schools. Further usage of DIKSHA (Digital Infrastructure for Knowledge SHAring), which enables education at home through innovative state programmes, will be ensured. A 100-days reading campaign for children from Bal Vatika to classVIII has already been initiated in January 2022. As per NEP emphasis, age appropriate enjoyable and inspirational books are to be ensured in the school library. The success stories and best practices, especially those adopted during pandemic, are to be uploaded on national repository for nationwide sharing among teach-

ers/students. NISHTHA training will be extended for teachers upto secondar y level and also to Anganwadi workers as well as educational administrators. As NEP mandates 50 Hrs of Continuing Professional Development (CPD) every year to teachers, training need analysis for teachers will be conducted by SCERTs to customized training programmes. The excess teachers presently available will be re-deployed in needy schools before filling up the vacant posts. In most states, the PTR is better than the prescribed national norms; but there is a shortage of subject teachers, which will be taken into account at the time of recruitment. Suitable mechanism for online and transparent system of recruitment as well as transfer will be developed. BRCs and CRCs will be developed as vibrant academic resource centres for training and onsite support to teachers and schools. All KGBVs will be upgraded upto class 12 in next 3 years. Safety and security guidelines will be strictly enforced and its social audit will be done. Also KGBVs will be equipped with ICT & SMART classes and will

be enriched with library books through Library Grant. Activities will be planned to improve access, enrolment, retention and learning outcomes o f a l l d i s a dva n t a ge d groups and vulnerable children including girls, transgender, SC, ST, minorities, migratory and urban deprived children. States will adopt & notify guidelines for fixing accountability of school management with regard to the safety of children in schools. A comprehensive action plan is to be chalk out for identification of children with special needs (CWSN), t r a i n i n g o f t e a c h e r s, availability of special educators, infrastructure creation and ICT inclusive programmes. To expedite the vocational education, construction of workshop/ laborator y-cum-classroom, training module for courses of entrepreneurship soft skill etc. is to be done in upper primary schools. All upper primary, secondary and senior secondary school will be covered with ICT and digital initiatives in a time bound manner. Social Audit to cover 20% of schools per year is mandatory to monitor the implementation of

schemes and ensuring transparency & accountability. Special emphasis is to be given to Aspirational Districts, Special Focus Districts (SFD), Left Wing Extremism (LWE) districts, Educationally Backward Blocks (EBB), SC/ST/Minority concentration districts. Fo r a l l C e n t r a l ly Sponsored Schemes (CSS), the financial management system has been changed and a Single Nodal Agency (SNA) has been designated for each CSS for each state. The bank account of each SNA is to be opened and mapped in PFMS. Samagra Shiksha will act as vehicle for carrying out the recommendations of National Education Policy 2020. Proper planning and implementation of interventions of Samagra Shiksha would help in achieving the objectives of providing quality education for all, in a time bound manner and remove the bottlenecks currently available in the education sector. T H I RU VA NA N T H A PURAM, MAY 25 (PTI): A Magisterial court in Kerala on Wednesday cancelled the bail granted to senior politician P C George in a case accusing him of making a hate speech against Muslims in the State on April 29. The court allowed the plea moved by the police to cancel the relief granted to George on May 1. Police, in its plea, had contended that the veteran politician violated the bail conditions and, therefore, the bail was liable to be cancelled. The court allowed the plea of the police, George’s lawyer -- advocate Ajith

Kumar -- be confirmed. The lawyer said the senior politician has been asked to appear before the Palarivattom police station in Ernakulam district of the State in connection with another case of hate speech and he was on his way there. George has been granted anticipatory bail by the Kerala High Court in the case lodged at Palarivattom police station. On being asked whether he would appeal against the cancellation of his bail, advocate Ajith Kumar said his client would first obey the law and then would decide what to do next. The police had sought

cancellation of his bail alleging that soon after he was granted the relief, George addressed the visual media in front of the Judicial Officer’s Quarters, Vanchiyoor, and said he is still sticking to what he had stated in the speech and was justifying the same which amounts to repetition of the same crime and spread of communal hatred further. The police had pointed out that the Magisterial court, while granting bail, had directed the accused not to make and propagate controversial statements which may hurt the religious sentiments of others while on bail. The police had arrested George on May 1 after registering a case against him under Indian Penal Code Sections 153A (promoting enmity between different groups on grounds of religion) and 295A (deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs) at Fort Police station for allegedly making a communal speech against Muslims while addressing ‘Ananthapuri Hindu Maha Sammelanam’on April 29.

MHA to brief working of Assam Rifles before House panel NEW DELHI, MAY 25 (IANS): The Ministry of Home Affairs (MHA) will on Wednesday explain to a Parliamentary Standing Committee on Home Affairs the functioning of the para-military force Assam Rifle. According to the official communication of the Rajya Sabha secretariat: “The Parliamentary Committee on Home Affairs to hear the views of the Ministry of Home Affairs on the functioning of the Assam Rifle.” The House panel will be briefed by the Union Home Secretary and other high officials of the Ministry and the representatives from Assam Rifle. After the retirement of the Congress Rajya Sabha Member Anand Sharma, the 30-member committee is now headed by another Congress MP from West Bengal Abhishek Manu Singhvi. The Rajya Sabha is yet to appoint an MP in place of Anand Sharma. The House panel consists of 31 Members -- 21 from Lok Sabha and 10 from Rajya Sabha. Known as the sentinels of the North East, the Assam Rifle is deployed in the north eastern states to conduct counter insurgency operations in the north-

east and other areas where deemed necessary, under control of the Army, during peace and ‘proxy war’, ensure security of the IndoChina and indo-Myanmar borders. NAGPUR, MAY 25 (PTI): Two Naxals carrying a collective reward of Rs 12 lakh on their heads and allegedly involved in various killings, arson and encounters have surrendered before the Gadchiroli police in Maharashtra, officials said on Wednesday. The rebels were fed up of the violence, Gadchiroli Superintendent of Police Ankit Goyal said in a release, adding that many Naxals are getting attracted towards the surrender policy of the state government. From 2019 till date, 49 hardcore Naxalites have surrendered before Goyal, who has assured that all necessary assistance will be provided to those willing to lay down their arms and join the mainstream society, it said. In the latest instance, the ultras who surrendered - Ramsingh alias Sitaram Bakka Atram (63) and Madhuri alias Bhuri alias Suman Raju Mattami (34)- were from Gadchiroli and carried rewards of Rs 6 lakh each on their heads, the police said. Mattami was recruited as a member with the Kasansur Local Organisation Squad (LOS) in 2002 and from 2013 to April 2022, she worked as a area committee member in Permili LOS. She was involved in four murders, 21 encounters and seven incidents of arson and five other cases, and 37 offences were registered against her, the police said. According to police, Mattami surrendered as women in the outlawed movement were facing discrimination by senior Maoists. Besides, Atram was recruited as a member of the Aheri LOC in 2005. From 2007 to 2012, he operated as the deputy commander of the movement and was involved in a murder and two encounters, the release said, adding that three offences were registered against him.

BERHAMPUR/NEW DELHI, MAY 25 (PTI): At least six tourists from West Bengal, four of them women, were killed and 40 were injured late on Tuesday night when the bus they were travelling in rolled down the road at Kalinga Ghat in the borders of Kandhamal and Ganjam districts of Odisha, police said. The incident took place past midnight near Durgaprasad village in Ganjam and 15 people among the injured are in serious condition, the police said on Wednesday. The bus carrying 77 people, about 65 of them tourists from West Bengal’s Howrah and Hooghly districts, was moving towards Visakhapatnam in Andhra Pradesh from Daringibandi in Kandhamal district when the mishap took place, Ganjam superintendent of police Brijesh Rai said. Police and firefighters from nearby Bhanjangar rushed to the spot and rescued the bus

passengers, 40 of who were injured. The others received minor wounds. Police suspect that the bus rolled down the road while negotiating a curve in the hilly terrain after the driver lost control over the vehicle. The bodies of the six tourists who died in the mishap were retrieved after breaking the window panes of the bus, Bhanjanagar sub divisional police officer S S Mishra said. The dead are Supiya Denre (33), Sanjeet Patra (33), Rima Denre (22), her mother Mausumi Denre and Barnali Manna(34) from Sultanpur in Howrah district and Swapan Gushait (44), the cook from Gopalpur in Hooghly, police said. The incident took place past midnight near Durgaprasad village in Ganjam and 15 people among the injured are in serious condition, the police said on Wednesday. “I am deeply pained by the loss of lives due to a tragic accident in Odisha’s Ganjam district. In this tragic hour, my thoughts are with the bereaved families. I pray that those injured recover at the very earliest,” PM Modi was quoted as saying in a tweet from his office.

NEW DELHI, MAY 25 (PTI): With an eye on the 2024 parliamentary elections, the BJP kick-started a week-long campaign on Wednesday to strengthen the organisation and boost outreach activities in around 74,000 electoral booths across the country where it is relatively weak. BJP president J P Nadda on Wednesday addressed a ‘Booth Empowerment Campaign’ event at the party headquarters here, the party said in a tweet. The meeting was attended by several Union ministers and leaders from across the country. The campaign will continue till May 31. In the current sugar season 2021-22, against the projected 100 LMT exports, contracts for export of about 90 LMT have been signed, about 82 LMT sugar has been dispatched from sugar mills for export and approximately 78 LMT have been exported. Export of sugar in current sugar season 2021-22 is the historically highest,” Subodh Singh, Joint Secretary, Food, told media persons. About 80 per cent of sugar is produced in Maharashtra, Uttar Pradesh and Karnataka and because the two states south of Narmada are nearer to the ports, export takes place more from these states. Earlier, late last night, the government has restricted sugar export up to 100 LMT from June 1 till October 31, 2022 with a view to maintain the domestic availability and price stability during the sugar season 2021-22 (OctoberSeptember).

Cabinet approves disinvestment of 29.54% stake in HZL NEW DELHI, MAY 25 (AGENCIES): With the government finances coming under stress due to the latest excise duty cut on petrol and diesel, the Cabinet on Tuesday approved the sale of the Centre’s residual 29.54% stake in Hindustan Zinc (HZL) worth about Rs 38,000 crore at the current market prices, to boost non-tax receipts, sources said. With the privatisation of BPCL now on the back burner, the sale of the HZL stake offers the government a large revenue potential in terms of value. As per the Supreme Court order dated November 18, 2021, the Centre can sell its residual stake in HZL in the open market in accordance with the Sebi rules. BPCL, Indian Hotels Company, Future Retail, Coal India, Grasim stocks in focus Recently, the Centre and Vedanta (current promoter of HZL) had decided to mutually end an arbitration concerning the second call option demanded by Vedanta in the residual stake sale. In 2002, Vedanta (earlier known as Sesa Sterlite) had bought a 26% stake in HZL, India’s largest zinc/ lead miner. It exercised the first call option in 2003 and acquired an 18.9% additional stake in HZL. Vedanta later acquired another 20% stake in the company through an open offer, increasing its shareholding to 64.92%.

To acquire the government’s remaining 29.5% share in HZL, it had exercised the second call option in 2009, but this was rejected by the government. Following this, Vedanta initiated arbitration proceedings against the government in the same year. Vedanta could bid for a 5% stake when the government sells its residual stake in HZL, the company’s chairman Anil Agarwal had said earlier. The government is scouting for additional revenues as extra expenditure over the budget estimate is seen about Rs 2 trillion on account of higher subsidies on fertiliser, free grains scheme and LPG subsidy for Ujjwala beneficiaries in FY23. The excise duty cuts on auto fuels on last Saturday would also result in a revenue loss of about Rs 85,000-90,000 crore during the little over 10 months left in the current fiscal. The Centre’s stake in IDBI Bank is worth about Rs 16,400 crore. The proceeds from IDBI Bank will depend on how much it sells in the bank as LIC will also dilute stake in the lender. BPCL’s privatisation, which has been held up for over a year, has hit a dead-end, as potential investors have turned more sceptical of “the lack of pricing freedom” with state-owned fuel retailers, besides the global shift for greener energy.

NEW DELHI, MAY 25 (IANS): The overall Micro, Small and Medium Enterprises’ Ease of Doing Business (MSME EODB) stands at 64 points out of 100, of which EODB for manufacturing sector MSMEs was higher compared to the service sector, a study released on Tuesday said. The ‘Ease of Doing Business for MSMEs in India: Percolating EODB Reforms at Factory Level’ study, was carried out by the Research Bureau of the PHD Chamber of Commerce and Industry (PHDCCI) in collaboration with Department of Commerce, Delhi School of Economics, University of Delhi. It was released by Union Jal Shakti Minister Gajendra Singh Shekhawat. The study is based on pan India stratified random sample survey of MSMEs from manufacturing and services sectors, through a structured questionnaire on 25 parameters of EODB. The survey was conducted for the period 2021 and responses of 5,254 MSMEs were received. “The survey results revealed that the overall MSME EODB stands at 64, of which EODB for manufacturing sector MSMEs stands at 67 and EODB for service sector MSMEs stands at 61,” the report said. The Ungma Senso Mungdang is profoundly disturbed by the recent accusation and claims leveled against Dr. S.C.Jamir, former Governor and veteran Naga political leader by the NSCN (I-M) about statements made on the Naga political situation. As the last living Naga political icon who has observed the course of the Naga political struggle, it is only fitting that he speaks the truth, and whatever he says represents his personal opinion and views as a true bona fide citizen of Nagaland. The accusation made by the NSCN (I-M) on Dr. S.C Jamir, of “scheming with the Centre to destroy the very foundation of the Naga political identity that the Naga people have shed blood, sweat and tears over the decades”, is a highly cruel statement and cannot be dismissed lightly. The Ungma Senso Mungdang is particularly irked by the statement made by the NSCN (I-M) that Dr. S.C.Jamir is a destructive person and that he has a fondness for creating bloodshed. A true Naga citizen who has given his life for the greater good and served at the highest levels of government, cannot be described as destructive. Statement made by Dr.S.C Jamir on the Naga political issue has been openly voiced out by many other Naga politicians and political figures on various occasions. The Ungma Senso Mungdang is perplexed as to why the NSCN (I-M) wants to single out Dr. S.C. Jamir ? Will the personal accusation and counter- allegations, as well as the verbal battle, lead to a solution? AHMEDABAD, MAY 25 (IANS): Tickets for the IPL cricket matches are sold out in a matter of hours but players who regularly win medals at the international level in sports other than cricket have to train and travel for various tournaments on their own. The Al Watani Para Championship 2022 was recently held in Amman, Jordan. Eighteen paraathletes participated from India, and won 12 medals in the Table Tennis championship. Seven medals were bagged by para-athletes from Gujarat. Yet in a sad state of affairs, Gujarat, which has the world’s largest cricket stadium, does not offer the same level of support to these players, despite winning medals all over the world. younger rival on public platforms. It was disappointing to witness the genesis of the controversy, purely out of a misunderstanding, at the India Open tournament in Guwahati earlier that year. Nikhat never meant to offend her role model. However, she did not shy away when she believed it was her right to compete in the trials for the Olympics qualifier. Being mentally strong is a virtue which has helped her win inside the boxing ring and outside it. All through her journey, her parents’ support has been unflinching. “I always believed in myself. The struggle I have faced in the past has made me stronger,” says Nikhat. E. Chiranjevi, who coached Nikhat after she shifted to Hyderabad in 2014 and is still one of the people she turns to for advice, vouches for his student’s fighting spirit. “From the very start, she was stubborn. During a bout, if she gets one punch, then she gives back two,” says Chiranjevi. Former World champion Sarita Devi admires Nikhat’s ability to overcome the odds.“It is not easy for a Muslim girl to pursue a sport like boxing. Nikhat will be a huge source

of inspiration for such girls,” says Sarita. Nikhat’s game became stronger when she trained with American coach Ronald Simms, who worked with her for four years at the Inspire Institute of Sports (IIS) when the boxer was sponsored by JSW. Simms instilled the attitude of a champion in Nikhat when she got a bronze medal at the 2019 Asian championships. “She wanted to win, but was satisfied that at least she got the bronze. I said I’m not satisfied because I know you can do better… There were a lot of tears but I think some of what I said got to her,”says Simms. Nikhat has been in touch with Simms and seeks his advice on a regularbasis.“Ron has made a big contribution in my growth. When I was injured in 2017 and started from the basics after my rehab, I trained under Ron. He is a dedicated coach and I enjoyed training under him. I was in touch with him during the World championships,” says Nikhat, who was so keen on improving her game after COVID-19 cases came down that she spent from her own pocket to train at the IIS for about three months as her sponsorship was over.

NEW DELHI, MAY 25 (PTI): The Delhi High C o u r t o n We d n e s d ay placed Hockey India under a three-member Committee of Administrators (CoA) to run its day-to-day affairs after observing that the sports body has violated the National Sports Code. The HC ruling came on a petition filed by former India player Aslam Sher Khan, who had challenged Indian Olympic Association (IOA) President Narinder Batra’s appointment as life member of Hockey India. The HC held that HI’s appointment of Batra as ‘Life Member’ and Elena Norman as CEO were illegal under the Sports Code. Making a reference to the Supreme Court case relating to All India Football Federation (AIFF), the HC constituted a committee, which will be headed by former Supreme Court judge AR Dave and will have former Chief Election Commissioner SY Quraishi and former Indian hockey team captain Zafar Iqbal as members. “....it would be in the public interest that its affairs be

put in the hands of a Committee of Administrators (CoA) as has been directed by the Supreme Court on 18th May 2022, in the case of another NSF in All India Football Federation...,” the HC said. “...the administrative setup of R-2 (Hockey India) is, erroneously or illegally constituted because of the Life President and Life Members,” the HC bench of Justices Najmi Wajiri and Swarana Kanta Sharma said in its order. “The Government of India cannot grant recognition to a NSF whose constitution is not in consonance with the Sports Code. The posts of Life President, Life Member in the NSF

are illegal so is the post of CEO in the Managing Committee. These posts are struck-down.” The HC said all such references in Constitution/Memorandum of Association of Hockey India will have to be removed. “As noted hereinabove, the mere presence of some persons in a Society as a such Member or in a meeting, albeit without voting rights can influence independent decision-making and election process. “Till such time it is brought in consonance with the Sports Code and as interpreted by this court, its affairs cannot be left in the hands of persons who have no legitimacy.
