Virtual foundation stone for housing in Dimapur Staff Reporter

DIMAPUR, JUN 25 (NPN): Union Minister for Housing & Urban Affairs, Hardeep Singh Puri on Saturday virtually laid the foundation stone for Demonstration Housing Project (DHP) under PMAY-U at PWD Housing Complex, Sematila, Dimapur. In his virtual address from Delhi, in the presence of minister for works & housing and mechanical Tongpang Ozukum; minister for soil and water conservation and geology & mining V. Kashiho Sangtam and NLA deputy speaker T. Yangseo Sangtam, Puri said that the building (ground floor+2) comprising of 40 units will be built using Prefabricated Sandwich Panel System-EPS Cement Sandwich Panels with steel structure. “It will be used as Working Women’s Hostel. India’s daily Covid positivity rate at 4.39 % NEW DELHI, JUN 25 (PTI): India’s tally of Covid infections rose by 15,940 in a day to reach 4,33,78,234 while the active caseload increased to 91,779, according to the Union Health Ministry data updated on Saturday. The death toll climbed to 5,24,974 with 20 more fatalities, the data updated at 8 am stated. Active cases rose by 3,495 in a day and now comprise 0.21 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.58 per cent, the health ministry said. The daily positivity rate was recorded at 4.39 per cent while the weekly positivity rate was 3.30 per cent, according to the health ministry. The number of people who have recuperated from the disease surged to 4,27,61,481, while the case fatality rate was 1.21 per cent. According to the ministry, 196.94 crore doses of Covid vaccine have been administered in the country so far.

Informing that the Nagaland minister Tongpang Ozukum was keen on launching more such initiatives, Puri said the Ministry would consider the possibility of such DHPs in Nagaland. “We will also see how we can direct more of our technology demonstrators to Nagaland”, he assured. Further, the Union Minister expressed hope to see the finished product in Nagaland very soon. In his welcome remark, Tongpang Ozukum thanked the Ministry of Housing & Urban Affairs (MoHUA) on behalf of the State government for allotting the DHP project at Sematila, Dimapur.

Transporters receiving threats through calls, SMS: DCCI

DIMAPUR, JUN 25 (NPN): Dimapur Chamber of Commerce and Industry (DCCI) has expressed alarm over “certain elements” harassing the Dimapur-based transporters in the form of monetary demands and threats through mobile calls and SMSs. In a press release, DCCI president Akashe Zhimomi and DCCI grievances cell convenor Omega Yepthomi claimed that those elements come with their own lock and keys and shut down offices of the transporters if their demands were not entertained. DCCI has reminded the transporters and business community members to immediately contact the police and DCCI in case of any such harassment or intimidation. DCCI has cautioned that it would henceforth not hesitate to file FIR (Cont’d on p-8) if such incident arose.

For revision of prices of hardware goods: Observing that following the removal check gates the prices of many essential commodities have come down in Dimapur except prices of hardware goods and products like cement and sand, the DCCI has urged the district administration to revise the rates of hardware products in the larger interest of the consumers. DCCI stated that earlier, the hike in price of cement had to be initiated due to various taxations at check gates. DCCI said the hike in price greatly affected the cement market and the sale still remained at a slow pace as consumers were not willing to pay the existing rates of Rs. 490 to Rs. 500 per bag. It stated that in states like West Bengal and Bihar, cement brands like Star and

Dalmia were being sold at around Rs. 400 per bag. DCCI informed that Star cement imports clinker from its mother plant in Meghalaya to various grinding plants in Assam and Siliguri and then transported to West Bengal and Bihar where they were being sold at a lesser price (around Rs. 100 difference) than in Nagaland though the distance to Nagaland was much shorter. Besides, DCCI said Dalmia cement was manufactured at Lanka in Assam for distribution within the North East Region. However, DCCI said the existing rate (retail price) of the same cement brands (Star and Dalmia) was Rs. 485 to Rs. 500 in Dimapur. Whereas, other national cement brands (manufactured in the mainland) were reaching Dimapur at about Rs. 400 per bag, DCCI. (Cont’d on p-8)

DIMAPUR, JUN 25 (NPN): Expressing concern over the proposed change in Hindi teacher recruitment, wherein only those who passed at least Class 12 and hold Hindi diplomas would be eligible to apply, the Government Hindi Institute Unemployed Union (GHIUU) has sought the intervention of the state government to relax the eligibility criteria. The union, which held a general meeting at Government Hindi Institute, Oriental Colony, here Saturday, discussed the agendas pertaining to the issue. Speaking to Nagaland

Post, the union convenor Njio Semp stated that as per the National Council for Teacher Education (NCTE) norms, only class 12th pass with Hindi Diploma were eligible for undergraduate Hindi Teacher post, but it was only after 2018. However, he said that 10th pass

with Hindi Diploma was eligible until 2017. GHIUU convenor said that last recruitment for primary teacher (Hindi) was carried out in 2014, and another advertisement published in 2020 has been put on hold for more than a year now.

In this regard, the union convenor said that in event an advertisement for Hindi primary teacher posts then the government should allow them to apply. The union expressed hope that the government would not turn a deaf ear to the grievances of the diploma holders, who studied from the government Hindi institute Dimapur. “We have full confidence that the government will have a soft corner fir the Hindi diploma holders,” Semp said. He said that the union was prepared to appeal to the responsible department and communicate their grievances at the earliest.

DIMAPUR, JUN 25 (NPN): Nagaland Law Students’ Federation (NLSF) has appealed to the state government to lift Nagaland Liquor Total Prohibition (NLTP) Act, 1989, stating that it was a well known fact to all including the government that the Act since its inception was “a total failure with no remedy to set it right, thereby bleeding the State with hundreds of crore in revenue.” N L S F ’s s t a t e m e n t comes days after School Education & SCERT advisor KT Sukhalu suggested lifting NLTP Act and the revenue generated could be used for development

of health care facilities and education sector. While making it clear that it was no taking any sides, NLSF through its media and publicity cell lauded Sukhalu for speaking the truth concerning NLTP Act. Pointing out that the State of Assam has been enjoying the fruits of prohibition in Nagaland, NLSF reminded that state government that NLTP Act was rather drawing Nagaland backwards in many aspects instead of taking it forward. Once lifted, it will not only be a great achievement of the present government, but also help the state generate its own revenue which

can be used in many developmental projects. This way, it said the state can also rely on its own in some areas, instead of pleading for assistance from the Central government. Without delving into the details, NLSF said it was a well-known fact to all that prohibition has rather become “a major evil of our society”. It, therefore, said that the democratically elected government must look into the reality of the State and lift NLTP Act for the welfare of all at the earliest so that more damages that was yet to come in the form of Prohibition may be averted.

KIPHIRE/DIMAPUR, JUN 25 (NPN): District Education Officer (DEO) Kiphire and School Management and Development Committee (SMDC) of Government High School (GHS) Salomi have rejected as “baseless” the claim of the Rising People’s Party (RPP) concerning the poor condition of GHS building at Solumi under Kiphire district. In a press release, DEO Kiphire Deenabandhu Panda clarified that the school building of GHS Salomi, which was shown in the newspaper was the old building before new building came up. DEO Kiphire stated that

RPP’s claim was “baseless without ascertaining the fact.” DEO further certified that the building of primary section at GHS Salomi was constructed by Aspirational fund during 2020-21 which was funded by NEC and verified by engineer from NEC. DEO stated that the same building was inaugurated by NLA deputy speaker T Yangseo Sangtam on November 15, 2021. DEO stated that another building was constructed by RMSA for high school section in the year 2017-19 and inaugurated by then principal director on November 5, 2019. DEO stated that the

school was running smoothly in those two buildings. SMDC Salomi GHS: School Management and Development Committee (SMDC) of Government High School Salomi also clarified that the school building of GHS Salomi shown in the newspaper was the old building before new building came up. In a press note, SMDC GHS Salomi chairman Rampratap Maurya and secretary P Sheamla stated that RPP claim was “totally baseless” and was published without ascertaining the fact. The committee stated that the school was running smoothly in the new school building.

lines and “self seeking elements trying to block a permanent political solution for the Nagas” on one hand and on the other, “ a government unmindful of people’s aspirations but busy only with self aggrandisement.” Dr.Jamir identified the “elements”, who have systematically and insidiously subverted the “entire system of governance in the state to further their heinous and selfish designs.” He said to make “matters worse, the ruling establishment has totally abdicated its constitutional authority and made itself puppets in the hands of outfits, underground bosses.”

Vizo said the focus of Smart City Mission was on sustainable and inclusive development to create cities that work for its citizens-- liveable, sustainable and thriving and to offer multiple opportunities to its people to pursue their diverse interest. He, therefore, urged the gathering to build the four pillars of the Smart City Mission-- social infrastructure, physical infrastructure, institutional infrastructure, including governance and economic infrastructure. Vizo also stressed that

cleanliness, waste segregation measures, water supply, planning of green spaces and plantation around the city, community facilities and spaces that encourage social interaction, physical activity like jogging, walks, cycling etc. need to be planned and implemented across various zones in the city. In a region like Nagaland, he said an efficient drainage system was extremely important as this would improve the hygiene of the city, reduce unpleasant odour, spread of diseases and ensure the structural integrity of the pavements and roads.

Dr.Jamir said in a democracy, it is the mandated government as the constitutional authority and also legitimate entity vested with mandate to exercise lawful authority for maintenance of law and order. He said people of Nagaland were aghast at the fragmentation of both underground and overground organisations into multiple factions having divergent outlook and agenda. According to Jamir, “there is no way to peace, peace is the way” as society gets bogged down in conflict adding, “the sooner we realise this the better for us.”

To create a new beginning, forgiveness was needed as it “is the fragrance of the violet released as the foot crushes it”. He called to let bygone be bygone and also total overhauling of the system of governance. Dr Jamir also stressed on the need for peace and “a temple of tolerance” as there has been too many bloodshed, rendering many children as orphans and parents having lost sons and daughters, in the struggle for a separate homeland. He asked if Nagas claim to belong to the same family, then “why should we quarrel among ourselves?” (Full text on page 6)

DIMAPUR, JUN 25 (NPN): Union Minister of Agriculture and Farmers’ Welfare, Narendra Singh Tomarm would Nagaland on a two-day visit on June 26, 2022. KWO Dimapur celebrates silver jubilee

DIMAPUR, JUN 25 (NPN): Kevijau Women Organisation (KWO) Dimapur celebrated its silver jubilee at Kevijau council hall on the theme “Women for Change”, here, on Saturday. Campus awareness prog on ‘livestock personal health’ DIMAPUR: ICAR-All India Coordinated Research Centre on Pig, Nagaland Centre, Department of Livestock Production & Management (LPM), School of Agricultural Sciences & Rural Development (SASRD), NU organised a campus awareness programme on “livestock personal health & hygiene” at the department of LPM, S A S R D, M e d z i p h e m a campus on June 23. During the programme, associate professor, Dr M Catherine Rutsa spoke on the importance of awareness for health and protection of livestock. Dr Rutsa informed that the annual programme was conducted to strengthen bio-security in the farm, safety at home and preventing zoonotic diseases. On “cleanliness is next to Godliness”, Dr Rutsa encouraged the need for personal hygiene to keep away the diseases and urged upon the gathering on proper disposal of human waste and judicious use of detergents near the animals. Preparations and use of ear buds, antiseptic and disinfectants such as boric acid, potassium permanganate, washing soda, etc, were also highlighted. Talimoa Mollier, who spoke on “first aid and livestock farm sanitation”, stressed on the need to maintain a First Aid box with necessary medicines and briefed on the method of arresting bleeding and wound dressing in case of injury. He said regular cleaning and disposal of the farm was a need and highlighted zoonotic diseases including—rabies, anthrax, brucellosis, parasitic infections, etc. Mollier also recommended the use of apron, face musk, rubber gloves, gum boot and sanitiser. Police retrieve unidentified body

DIMAPUR: Dimapur police on June 24 recovered one unidentified dead body of a male (50-55 years approx.) from Tenyiphe 1 “C” Khel Chumukedima. According to police PRO, on completion of all legal formalities, the body was shifted to Dimapur District Hospital morgue for PM examination. DIMAPUR: The department of Agriculture, conducted a training programme on Integrated Pest Management (IPM) at Hovishe village on June 22. In a press release, office of the sub-divisional agriculture officer (SDAO) informed that in his keynote address, SDAO Niuland, L. Kivika Chophi highlighted the main purpose of the training programme. He encouraged the farmers to take up farming activity sincerely in order to achieve better output and asked them to sincerely and actively participate in the training programme to gain maximum benefit. have not taken shelter in the camps. Altogether, 312 houses were damaged during the last 24 hours, the ASDMA said. Large-scale erosion was also reported from several places, including Baksa, Biswanath, Bongaigaon, Chirang, Dibrugarh, Darrang, Golaghat, Hailakandi and Kamrup, it added.

The Cachar district administration is engaged in rescue operations in Silchar to evacuate marooned people to safety, with priority on shifting ailing persons to hospital, Deputy Commissioner Keerthi Jalli said. Packets with food, drinking water bottles and other essentials are being airdropped in the town by Indian Air Force helicopters, and this will continue till the situation improves, she said.

Two scribes arrested for being members of UNLF

IMPHAL, JUN 25: All Manipur Working Journalists’ Union (AMWJU) on Saturday suspended two of its members, including its former president, barely a day after the police arrested them on charges of being members of an armed rebel group. The police who arrested them alleged that they were active members of the United National Liberation Front (UNLF) working under command of its publicity director Shakhen, presently based in Myanmar. Police commandos in Manipur Bishnupur district on Friday arrested former AMWJU president Bijoy Kakchingtabam (54) and sitting standing committee member of AMWJU Leimapokpam Shanjitkumar Singh (41) on Friday after they were alleged to be members of the UNLF, a rebel group resorting to armed struggle to regain Manipur’s lost sovereignty. Bijoy who is working as associate editor of Poknapham, a local daily was the president of the

AMWJU in the previous term and he had lost the election in 2021. Shanjitkumar is a reporter in the Eikhoigi Panthung, a monthly Manipuri journal and is the sitting member of the standing committee of the AMWJU. They were arrested while trying to recruit cadres for the outfit and send them to Myanmar in Bishnupur area. The operation to nab them was launched acting on an input from Sister Agency and NIA, the police said. The police have taken them into their custody for seven days after they were produced in a local court on Friday. Acting on the police’s allegation, AMWJU today suspended the duo from being members of the scribes’ body for a year, alleging that their activities lowered the “dignity of journalism profession in general and AMWJU in particular”. They will lose all the rights and privileges of being members of the AMWJU during the period of suspension, an office memorandum of the AMWJU said.

AIZAWL, JUN 25 (PTI): The NIA has conducted searches in Aizawl, Champai and Kolasib districts of Mizoram in connection with the seizure of a huge quantity of explosives, along with Indian and Myanmarese currency, meant for a Myanmar-based outfit. The searches were conducted at five locations in Aizawl, Champai and Kolasib districts on Friday, a National Investigation Agency (NIA) spokesperson said. The case relates to the recovery of 2,421.12 kg explosives, including 1,000 detonators and 4,500 metres of detonating fuse, and Indian and Myanmarese currency from a vehicle in Zawnling area under the Tipa police station, the NIA said. This consignment was meant for Myanmar-based outfit Chin National Front (CNF), who are in the process of accumulating arms and ammunition to resist the government of Myanmar, the spokesperson said.

The HC observed that a license for mining limestone as a minor mineral may only be issued if the end use of the product is as a building material. “The state’s affidavit should deal with aspects of the matter upon ascertaining whether any license issued to any person for mining limestone as a minor mineral is being misused by exporting the mining mineral to any country,” a division bench said in an order on Thursday while hearing a PIL. The Court also directed that the state should ensure that the reasonable questions put to the appropriate department under the Act of 2005 are dealt with in accordance with law. The petitioner produced before the court a challan used by miners and exporters as a license to export the limestone outside the country. The challan clearly mentions that limestone is being mined and traded as a minor mineral.

The virus which was first reported in the hill district of Kamjong has now infected a pig farm in Kakching district, a valley district. Kamjong is a hill district on the east of Imphal bordering Myanmar, while Kakching is one of the valley districts on the south of the state capital. The spread of the virus was reported in Kamjong district in the first week of June when as many as 80 pigs in Sinakeithei village of the district died. Authorities of the state veterinary and animal husbandry confirmed the outbreak of the disease in a private pig breeding farm in Hiyanglam village of the district. Following the development, the Kakching district administration on Saturday ordered containment measures to prevent further spread of the animal disease in the area. Circumventing the law

t had been long expected that the Maha Vikas Aghadi (MVA) comprising of the most unlikely of political alliances- Shiv Sena, NCP and Congress- would not have a smooth sailing not because their ideologies were too contradictory but because all of them shared the same political ambition. The opportunistic Maharashtra coalition- the MVA government headed by a non-elected member Uddhav Thackeray- was remote controlled by the NCP. The cross voting by Shiv Sena MLAs that saw BJP gain a RS seat and several more MLC seats should have been a strong warning but which Uddhav Thackeray failed to act. There were simmering discontents that finally led to a revolt led by rebel leader Eknath Shinde. The Sena rebel MLAs went to Surat, Gujarat without the MVA government having got wind of. The rebels then flew to Guwahati, Assam under protection of the Himanta Sarma government. The Sena has 55 MLAs and the number of rebels continued to soar to around 37 or 2/3rd of the total number that insulated them against being disqualified under the Tenth Schedule of the Anti Defection Law. The rebellion means that the MVA government has lost majority but the rebels and BJP have yet to stake claim to form an alternative government. The minority Sena group headed by Uddhav is likely to move for disqualification of over a dozen rebel MLAs so that the number would come down and expose the remaining to be brought under the ambit of the Anti Defection Law. Under the provision of the Constitution (91th Amendment Act of 2003), the defectors will not only lose their membership of the House, they are also debarred from holding any public office as that of a Minister till they are elected again. As per facts and in a simple case, the Anti Defection Law can only be applied if the number of MLAs in a legislature fall below 2/3rd of the total number. The speaker and in this case, the deputy speaker of the Maharashtra assembly is expected to toe his party’s line against the rebel group led by Shinde. Under Anti Defection law 1985 a legislator is deemed to have defected if he either voluntarily gives up the membership of his party or disobeys the directives of the party leadership on a vote. This implies that a legislator defying (abstaining or voting against) the party whip on any issue can lose his membership of the House. According to the Supreme Court, The phrase ‘Voluntarily gives up his membership’ has a wider connotation than resignation. Supreme Court has interpreted that in the absence of a formal resignation by the member, the giving up of membership can be inferred by his conduct. In other judgments, members who have publicly expressed opposition to their party or support for another party were deemed to have resigned. The rebel Sena MLAs could fall into this category and attract provisions under the Anti Defection Law. The best option will be for the governor to direct the speaker to convene the house for a floor test instead of going by head count at Raj Bhavan and inviting formation of an alternative government. The court may also refuse to intervene if the due process of law is carried out. It is time to review the Anti Defection Law so that the governor and presiding officer are not given too much liberty to interpret the clauses.

Our Lord received Himself, accepting His position and realizing His purpose, in the midst of the fire of sorrow. He was saved not from the hour, but out of the hour. We say that there ought to be no sorrow, but there is sorrow, and we have to accept and receive ourselves in its fires. If we try to evade sorrow, refusing to deal with it, we are foolish. Sorrow is one of the biggest facts in life, and there is no use in saying it should not be. Sin, sorrow, and suffering are, and it is not for us to say that God has made a mistake in allowing them. Sorrow removes a great deal of a person’s shallowness, but it does not always make that person better. Suffering either gives me to myself or it destroys me. You cannot find or receive yourself through success, because you lose your head over pride. And you cannot receive yourself through the monotony of your daily life, because you give in to complaining. The only way to find yourself is in the fires of sorrow. Why it should be this way is immaterial. The fact is that it is true in the Scriptures and in human experience. You can always recognize who has been through the fires of sorrow and received himself, and you know that you can go to him in your moment of trouble and find that he has plenty of time for you. But if a person has not been through the fires of sorrow, he is apt to be contemptuous, having no respect or time for you, only turning you away. If you will receive yourself in the fires of sorrow, God will make you nourishment for other people.

A peek into the future of Nagaland

hat does the future portend for Nagaland? This question looms large as we approach the reality of a final political settlement that has eluded us for so long. The optimists amongst us envision a brave, robust, united and peaceful Nagaland embarking on the path of progress and seizing the opportunities that have been lost. Others may not be as sanguine. And they cannot be blamed given the bitter experiences of our past. This article makes an honest attempt to provide some answers that will better equip us to meet the challenges ahead of us. Let me begin with the question: What is Nagaland? No one has better envisioned the true picture of Nagaland than Late T. Sakhrie, one of the shining lights among Naga Political leaders and I quote him: “Truly we are a peculiar people. We are all equals. Men and women have equal social status. We have no caste distinctions, no high or low class of people. There is no communal feeling, neither are there religious differences to disturb our harmony. There is no minority problem. We believe in that form of democratic government which permits the rule not of the majority but of the people as a whole. We govern ourselves by a government which does not govern at all. “We talk freely, love freely and often fight freely too. We have no inhibition of any kind. Wild! yes, but free. There is order in this chaos, law in this freedom. If I were to choose a country, it would be the NAGALAND, my fair NAGALAND –again and again.” There is no doubt that nature has bestowed upon us matchless natural beauties. When we look around, we find beautiful rolling mountains and hills, glistening with the rays of the morning sun. Our lush green forests and valleys below provide sustenance to our people while our mountain streams, as they glide downwards, create a music that is divine. The generation before us-people like Late Sakhrie- were not only proud of our natural bounties and our rich traditions; they also wanted to see a vibrant, peaceful and united Nagaland moving forward with the times with progress and prosperity for everyone. A people-centric governance model with

the village councils as its core and the benefits of development percolating down to every Naga living in the villages and towns was what our leaders who fought for recognition of a distinct Naga identity wanted. This is what the present generation of Nagas, predominantly our youth also want. As against this, what picture of Nagaland do we see today? A polity convulsed by divisions created on tribal lines by self-seeking elements trying to block a permanent political solution for the Nagas. And a government unmindful of people’s aspirations but busy only with self-aggrandizement. The elements mentioned above, underground in name only, have systematically and insidiously subverted the entire system of governance in the State to further their heinous and selfish designs. To make matters worse, the ruling establishment has totally abdicated its constitutional authority and made itself puppets in the hands outfits underground bosses. In such a scenario, violence and extortions continue unabated with the government machinery incapable of taking any action against those causing such mayhem. In a democracy it is the government elected by the people which is the only constitutional and legitimate entity vested with the mandate of exercising lawful authority towards maintenance of law and order in the State. However, the painful reality today is that this authority has been usurped by unconstitutional elements who are, as a matter of fact, running a de facto government in Nagaland. Despite the presence of a plethora of nongovernmental organizations and civil societies, the rot continues to fester. The people of Nagaland have been aghast to witness the fragmentation of both the underground and over-ground organizations into multiple factions with divergent outlook and agenda, much to the peril of peace and unity in Nagaland. Perhaps, the most disturbing and alarming development in Nagaland has been the growing sense of indifference and benumbing frustration in the hearts and minds of not only leadership in the state, but also the bureaucracy, the intelligentsia, academia and even the common people in

Nagaland. A pall of gloom and despair seems to have shrouded the entire physical and mental framework of people inexorably pushing them into a sense of utter helplessness. In this sordid scenario, what kind of a future can we expect for the Nagas? Is it not high time to take a serious note of the situation and make efforts to redeem the situation before it’s too late? Can we allow the proud legacy and glorious heritage of our civilization to wither away into nothingness? Can the valiant Naga tribesmen summon their legendary courage, gallantry and tenacity to rise to the occasion and salvage their land and society? “There is no way to peace, peace is the way”. There can be no wiser dictum than this. Any society bogged down in conflict is destined to doom. The sooner we realize this the better for us. There are the two choices for the Nagas-peace or violence. As Christians, Nagas should truly uphold the tenets of Christianity which advocate peace, communal harmony and mutual co-existence. True religion propagates compassion, fellow feeling, selflessness and self-transformation. The question before us is how to get out of this combat mode? We may have to clear our minds of all cluster. Next, we should cultivate a positive attitude, so that we can face any kind of confrontation with composure and patience that is absolutely necessary to rein in whipped up passions. Only then can we generate solutions that are reasonable and peaceful. Let us first build a Temple of Tolerance: In our struggle for a separate homeland too much of innocent blood had been shed. Many children have been orphans and many parents have lost their sons and daughters. Enough is enough! Let us now learn to live in peace. The question before the Nagas is: Even if you refuse to confess that you belong to the same family, you cannot deny that all of you are immediate neighbours. Why then should we quarrel among ourselves. Many ugly things have happened during our political movement. If yesterday was a nightmare, let it go. Let today be a new beginning, a shared dream. Let us rise and build together, for we too have a temple to build, the temple of Nagaland where God delights to dwell as love. Let our theme be Forget and

Forgiveness means to make a new beginning, to start all over again with the person who caused you pain. “ Forgiveness is the fragrance of the violet released as the foot crashes it.” Let bygone be bygone. Total overhauling of the systems of governance: Mushrooming of multiple authorities, both constitutional and extraconstitutional, in the state of Nagaland has totally destroyed all systems of governance. There is a clear breakdown of the rule in the state. The internal security situation is far more disturbed than the deceptive outside calm- it is being held hostage by armed underground groups, right before the helpless eyes of the state government. Nagaland needs to be liberated from the clutches of this deadly monster. The first and foremost task is to restore the broken fabric of governance at all levels. Let this task of reformation be entrusted to the most able and best qualified people in the administration to bring about drastic changes as rapidly as possible. In the current progressive- resistant society of Nagaland where there is a deficit of trust and nepotism is rampart, a merit-based governance needs to be established.“The I, the me, the mine is our great enemy. Through experience we have seen that our greatest enemy is the self which rises up at every turn and thwarts our desire for the common good.” Today Nagaland is plagued with corruption and the absence of rule of law. We should remember that the degree to which a society is respectful of the rule of law is linked to the rigor of its ethical code. The extent to which honesty, fair play and a sense of social responsibility are a reality determines the strength of a society. Corruption is like a cancer that eats into the vitals of a clean and effective system of governance, strangles economic development and has the potential of whipping up public anger and unrest. If Nagaland has to move forward and be competitive with other states of the country, Naga society has to be liberated from this demonic culture of corruption and multiple layers of authority, more particularly those who are unconstitutional. For this, sitting back in helplessness will not do. If Naga society is to be reformed and reju-

venated, the responsibility rests with the people alone. Nagaland should keep abreast with changing times: The people of Nagaland, especially the younger generation, want the truth to emerge. If we were to move forward to catch up with other advanced States of the country, we must reorient our mindset to be in tune with the contemporary realities. The future prospect of Nagaland would largely depend on how it responds to the changing contemporary realities and also the actions and inactions of leaders to face up to such realities. Paradox of Naga political movement: The hard realities staring us in the face are the hubbub of rival claims for leadership within the underground organizations. This not only weakens the sinews of the political movement towards a permanent solution but puts roadblocks on the attainment of peace and reconciliation in the society without which progress is not possible. Let us not forget that in the initial years of our struggle, the leaders of the movement spoke in one voice. Sadly, today, the Naga people are still waiting for the emergence of a true, united and genuine leadership to lead them to a bright future. To compound matters, the elected government which should be responsive to the needs of the citizens and efficient in governance is anything but that. Thus, we have a scenario where the constitutional government is inefficient and corrupt while the extra-constitutional elements are many whose sole objective is to establish their supremacy through inter-group conflicts and illegal extortions which has brought upon the people of the State unmitigated miseries. In such a situation, Nagaland can hardly progress and match with States in the region, not to speak of the country at large. The bright light of enlightenment beackons Nagaland: We live in extraordinary times. Changes are more rapid and more radical now than ever before. Change is now a fact of life. These days, if we wait too long to recognize the importance of an innovation or if we postpone analyzing the ripple effects it may have on our society in general and on our lives in particular, the new thing may pass us by. Are the younger generation of the

Nagas ready for this? If not, be careful. History may pass you by! We are now seeing before our eyes the most radical change in the field of science and technology especially information technology. What is going on in our land and society? Are we oddballs? Certainly not. Some amongst us, the so-called leaders, are too obsessed with the status quo. But the younger generation, especially the educated youth of Nagaland want to be part of the contemporary civilization. Their passionate desire is that they want to be players in this competitive world. If Nagaland has to progress sufficient space had to be created for them. At this stage mere tinkering with a broken system would be disastrous, rather our objective must be to reconstruct the entire system. There is marked change in the mood of the people of Nagaland. The ideological watchdogs have failed to note that there is anger against anti-social and anti-national elements, and a passionate desire for a peaceful and progressive environment and for a practical solution to the vexed Naga problem. A vast majority of the people are anxiously waiting for a new dawn but a small minority of the Nagas want to continue the status quo but people are now vehemently against it. The Naga public is no longer novice to accept the dictates of the underground. Nagaland cannot remain captive to the social elements that strangled the progress of economic development of the State. NEW DELHI, JUN 25 (PTI): With a rise in Covid cases, the city’s containment zones have increased from 190 on June 17 to 322 on June 24, an increase of about 70 per cent, according to official data. Most of the cases are being reported from family or neighbourhood clusters, officials said. In order to contain the spread of infection, micro-containment zones with even one or two houses are being made, they said. Normally, an area is marked a containment zone where three or more COVID-19 cases are detected. But it is a dynamic exercise, conducted by district authorities on a need-based manner, they said. The Delhi Epidemic Disease COVID-19 Regulation, 2020, authorises district magistrates to seal off a geographical area, banning entry and exit of the population from the containment zone and to take any measures directed by the health department to prevent the spread of the disease. Delhi has been witnessing a spike in coronavirus cases since June 14 when the cases breached the 1000mark. Delhi logged 1,118 new cases on June 14, with a positivity rate of 6.50 per cent and two fatalities.

The previous government professed of bringing fiscal prudency in management of state finances while discreetly choosing not to discharge the pending liabilities of the state government, it said. Sadly, they have also followed their predecessors and while demitting office, handed over immediate and medium-term staggering liability of Rs 24,351.29 crore that the new government has to discharge over the coming years, said the document. In the last five years, the debt of the state has grown by 44.23 per cent translating into a compounded growth rate of 7.60 per cent per annum.

The state is in a classical debt trap--a significant portion of the annual gross debt/borrowings contracted by the government is being applied towards repayment of the old debt and interest payments and not for the future development and prosperity of the state, as per the document. It pointed out that the outstanding debt of state has increased from Rs 1,009 crore in 1980-81 to Rs 83,099 crore in 2011-12 and further to Rs 2,63,265 crore in 2021-22. Punjab, which used to be number one in per capita income across the country for a long time, it now lags behind many other states and has slid from the top to the 11th position, it said. The 6th Punjab Pay Commission, which was otherwise due from January 2016 was implemented in July 2021, with quite a delay and in haste with just six months before the State Assembly elections, according to the White Paper. “The previous government could not pay the arrears of revised pay with effect from January 1, 2016 to June 30, 2021 on account of implementation of 6th Punjab Pay Commission. The pending liability on this account alone is expected to be around Rs 13,759 crore,” it said.

Talking to IANS, Oza claimed that she was forced to resign from the post. Oza said that when she had joined the commission, there were 10,000 cases of atrocities against women in Madhya Pradesh; now these numbers have crossed 17,000. on the question why the commission remained silent despite crimes against women increased sharply in Madhya Pradesh, Oza said she was not allowed to discharge her duty. “The commission was not allowed to function as per rules. Government nominated member has high influence and biasness in resolving cases against women atrocities. He said security forces have successfully thwarted infiltration attempts by the militants along the LoC in the Valley. “There are about 500 to 700 people at the 11 training camps at Manshera, Kotli and Muzaffarabad across the LoC,” the Army officer, who did not wish to be named, said. GST compensation cess levy extended

NEW DELHI, JUN 25 (PTI): The government has extended the time for levy of GST compensation cess by nearly 4 years till March 31, 2026. As per the Goods and Services Tax (Period of Levy and Collection of Cess) Rules, 2022, notified by the finance ministry, the compensation cess will continue to be levied from July 1, 2022 to March 31, 2026. The levy of cess was to end on June 30 but the GST Council, chaired by Union Finance Minister Nirmala Sitharaman and comprising state FMs, decided to extend it till March 2026 to repay the loans taken in the last two fiscal years to make up for the shortfall in their revenue collection. After the 45th GST Council meeting in Lucknow in September last year, Sitharaman had said the regime of paying compensation to states for revenue shortfall resulting from subsuming their taxes such as VAT in the uniform national tax GST, will end in June 2022.

OSLO, JUN 25 (AP): A gunman opened fire in Oslo’s night-life district early Saturday, killing two people and leaving 10 seriously wounded in what police are investigating as a possible terrorist attack during the Norwegian capital’s annual Pride festival. ive major planets -- Mercury, Venus, Mars, Jupiter, and Saturn -- in our solar system are lined up in a row for rare planetary conjunction visible to the naked eye. In a clear sky, the planets can be seen shining before dawn. It is a special opportunity to see Mercury, which is usually obscured from view by the Sun’s bright light, the BBC reported on Friday. The conjunction was brightest on Friday morning but will remain visible until Monday from most parts of the world. The last time this conjunction happened was 2004 and it won’t be seen again until 2040, the report said. The planets appear “like a string of pearls spread out from close to the horizon”, explains space scientist and chief stargazer at the Society for Popular Astronomy Prof Lucie Green. It is also a special event because the planets appear in the order they are positioned from the sun. That is not always the case for planetary conjunctions because of our perspective from Earth looking into the solar system, Prof Green says. (IANS)

hat Is Prediabetes? It’s when your blood sugar is higher than normal, but not high enough to be called diabetes. You won’t necessarily notice any symptoms -- you can have it and not know it. A simple blood test can tell you if you do. You’re at risk if you’re overweight, over 45, and you don’t exercise. It makes you more likely to have type 2 diabetes and heart disease, but you can take steps to change that. Lose Weight It doesn’t have to be a lot. If you lose just 7% of your body weight, it can make a huge difference (that’s only 14 pounds for a 200-pound person). The first step is to eat healthier food with fewer calories. Start by keeping track of your weight, eating habits, and physical activities. Balanced Diet A good rule of thumb is to fill half your plate with non-starchy vegetables (asparagus, Brussels sprouts, and carrots, among many others). One quarter should have starchy foods (like po-

tatoes, corn, or peas). The remaining quarter should be protein -- chicken, fish, or beans are best. Be extra careful with carbs like baked goods or pasta -- they can raise your blood sugar. Exercise You’ll lose weight faster and feel better if you get out and burn more calories. You don’t need to train for a marathon: A brisk 30-minute walk five times a week should do the trick. A workout buddy can sometimes help you stick to a routine, so call a friend or join a gym and make some new ones. Aerobic exercise (walking, swimming, dancing) and strength training

Despite being a massive underdog Eblen was better than Mousasi in every department and dropped the champion in the opening round. Mousasi’s reign as champion stretches back to October 2020 and the 36-year-old Dutchman has been brimming with confidence in recent fights, appearing to discover a new level to his game despite having already competed in 58 bouts before his meeting with Eblen. B u t E b l e n wa s i n charge from the off, connecting with a hard right to the nose of Mousasi after a minute and a half of action. The champion immediately folded to his knees, but was able to rescue himself by grabbing hold of

the onrushing Eblen. The second round saw Mousasi trying to fight his way back into the contest, but he was repeatedly tagged by Eblen’s shots. When the fight was on the ground, Eblen dominated there too, able to control Mousasi who grew more and more tired as the fight went on. While Mousasi struggled to find any kind of rhythm with his striking, Eblen grew in confidence. After landing a nice onetwo combination capped off by a hard overhand right, Eblen began spinning his fist as if he was winding up his punch. The dominance continued as Eblen took Mousasi down in the fourth round. Mousasi fought off a rear-naked choke attempt and managed to get back to his feet, only to be swiftly taken down again. Mousasi needed a miracle in the final round but his efforts to produce one were stamped out when Eblen steered the fight back down to the mat. It is not the first time Mousasi has fallen to a shock defeat. His storied career has seen some incredible wins, but also some big upset losses to the likes of Rafael Lovato Jr, Uriah Hall and Eblen’s coach Lawal.

Special guest, minister of Rural Development, Metsubo Jamir, in his speech said this year’s theme was based on sustainability, inclusion, solidarity and peace aimed at bringing people together to contribute to a better world through sports. He said the theme celebrates the power of sports and to bring people together in peace, a call to action for people to move together upto and during Olympic day at the same time display the united support for a peaceful world. Jamir pointed out that citizens of Nagaland had joined the global community in commemorating the Olympic Day Run with the participants from all walks of life to celebrate the Olympic spirit and be part of the strongest uniting force in the form of sports. China not to play at Chennai Olympiad C H E N NA I , J U N 2 5 (IANS): The strong Chinese chess teams will not be competing at the 44th Chess Olympiad to be held here next month, Olympiad Tournament Director Bharat Singh Chauhan said on Saturday. “The Chinese teams - open and womenwill not be playing at the Chennai Chess Olympiad. The reasons are not clearly known,” Chauhan told IANS. The Chinese Open team won the gold medal at the Chess Olympiad held at Batumi (Georgia) in 2018 and at Tromso (Norway) in 2014. The team has won one silver and bronze medal each at the Olympiad. Similarly, the strong Chinese women’s team has won Olympiad Gold six times, and silver and bronze medals four times each.

Women’s T20I: India beat SL by 5 wkts; take 2-0 lead

DAMBULLA, JUN 25 (IANS): A brilliant comeback from the bowlers in the first innings followed by a smashing start by the top order batters helped India Women beat Sri Lanka by five wickets in the second T20I and take an unassailable 2-0 lead in the threematch series, here on Saturday. It was India’s 12th T20I win in a row against Sri Lanka Women, which started in February, 2016. After winning the toss and opting to bat first, Openers laid a solid foundation for Sri Lanka. Vishmi Gunaratne set the tone with three boundaries in two overs while Chamari Athapaththu smashed a six and a four in the last over of the Powerplay. Despite not picking up a wicket in the first six overs, Indian bowlers managed to sneak in a few dot balls as Sri Lanka went a little over run-a-ball. The hosts openers kept finding the boundary at regular intervals but couldn’t rotate the strike as well as they would have liked. Athapaththu was given a lifeline when India dropped her at the stroke of the halfway mark. She made the visitors pay by striking two boundaries each in the next two overs.
