Murmu takes over as India’s 15th president
NEW DELHI, JUL 25 (PTI): Her election is proof the poor can dream and fulfil them too, India’s 15th president and its first tribal head of state Droupadi Murmu said after taking oath of office on Monday, a landmark day that melded tradition with the aspirations of a modern nation. President Murmu, who is the second woman in the top constitutional post, succeeds Ram Nath Kovind and was sworn in by Chief Justice of India N V Ramana at Parliament’s Central Hall. The tribal leader, India’s youngest president at 64 and the first to be born after Independence, took oath of office in the name of god to “preserve, protect and defend the Constitution and the law”. “It is the power of India’s democracy that a girl born in a poor tribal home could reach the topmost constitutional post,” she
NIDA keeps agitation in abeyance DIMAPUR, JUL 25 (NPN): Nagaland In-Service Doctors’ Association (NIDA) has decided to keep the agitation in abeyance till further notice. NIDA through its media cell said the decision arrived after its core committee on superannuation had detailed deliberations on the issue. Besides, NIDA said that the rise in Covid and Monkeypox cases and ongoing negotiation with government has made core committee to “arrive at this unpleasant decision keeping in mind public health interests.” However, the association said that the demand for 62 years for all with no other criteria for medical officers would continue. In this regard, Nagaland In-Service Doctors’ Association has appealed to the state cabinet to review its earlier decision on the superannuation issue to avoid further confrontations. Meanwhile, the association has expressed gratitude to various organisations for their unstinted support to its “legitimate demand.” It may be recalled that chief minister Neiphiu Rio, while acknowledging that people had the right to voice for their demand, recently said that the government would examine and take a decision on the matter. He however said that the cabinet decision on NIDA still stood.

said in her address, marking her journey from Odisha’s Mayurbhanj district, one of the most underdeveloped in India, to the Rashtrapati Bhavan. Murmu, who began her speech in Hindi with “Johar”, a traditional tribal greeting, and “Namaskar”, said, “That I attained the post of president is not my personal achievement. It is the achievement of every poor person in India. My election is proof of the fact
that the poor in India can have dreams and fulfil them too.” In an address that lasted a little over 18 minutes, she spoke on a gamut of issues, including the poor, tribal communities, sustainable development as well as the government’s digital India and ‘vocal for local initiatives’ and its handling of the Covid pandemic. As celebrations broke out in several parts of the country, she said she belonged to tribal society and
had got the opportunity to rise from serving as a ward councillor to becoming the president of India. “This is the greatness of India, the mother of democracy,” she said to thunderous applause from the gathering that included Prime Minister Narendra Modi, ministers, former president Pratibha Patil, MPs as well as leaders such as Odisha Chief Minister Naveen Patnaik who backed her election. The day, which started with outgoing president Kovind and Murmu arriving in a procession from the Rashtrapati Bhavan to the Parliament Building, was edged with ceremony and celebration. India’s new president was given a 21-gun salute after which she signed the oath register to applause and the thumping of desks. After the short ceremony, Murmu and Kovind were escorted out of the
Central Hall amid the roll of drums and blowing of trumpets. Taking to Twitter, Prime Minister Narendra Modi said the entire nation watched with pride as Droupadi Murmu took oath as the President of India, calling it a watershed moment for the country’s poor, marginalised and downtrodden. PM said Murmu’s first address as President was about giving a message of hope and compassion. “She emphasised on India’s accomplishments and presented a futuristic vision of the path ahead at a time when India is marking Azadi Ka Amrit Mahotsav.” Meanwhile, former president Kovind and his family, who move to a bungalow in Lutyens Delhi, were given a formal send-off by the prime minister and other dignitaries as well as the Rashtrapati Bhavan staff.
GoI divides Nagas, delays solution: NSCN (I-M) DIMAPUR, JUL 25 (NPN): NSCN (I-M) through its MIP has said there is “utter confusion” and discontentment among Nagas on the “Indo-Naga peace talk” which has led to “pointing accusing fingers on the very people who brought the ceasefire and the peace process” as people misconstrued that peace talks have been delayed due to flag and constitution. However, MIP said that was not so since both flag and constitution were the “component ingredients embraced in the Framework
Agreement (FA). To clarify the matter, MIP said in official talks neither R.N. Ravi nor A.K. Mishra had ever stated that there was no flag nor constitution in the FA. Rather, MIP said “flip flopping habitual betraying character” of the government of India took center stage when it sowed the seeds of confusion “in order to disown the FA.” MIP said the government of India was therefore “entirely responsible for the delay” and that it (GoI) need to come clean since Nagas have had enough of the gov-
ernment of India’s “overly pretentious appearance on the Indo-Naga peace talk.” According to MIP, the government of India caused division within Naga people when it signed two agreements- Framework Agreement and later Agreed Position. Nagaland’s active Covid cases rise to 101 DIMAPUR, JUL 25 (NPN): After witnessing steady rise in Covid-19 cases, the active cases in Nagaland rose to 101 after 16 more persons tested positive for Covid-19, while no deaths were reported during the day. Of the fresh cases, six were from Dimapur, four each in Kohima and Wokha and one each in Mokokchung and Mon, taking the total caseload to 35,709. As on July 25, 11 patients have been admitted to Covid-19 hospitals across the State and 90 under home isolation. The death toll remained unchanged at 767 (including 5 non-Covid deaths but with positivity). Covid positivity rate
above 7 pc: With 16,866 new coronavirus infections being reported in a day, India’s tally of COVID-19 cases rose to 4,39,05,621, while the daily positivity rate crossed 7 per cent again after a gap of 168 days, according to the Union Health Ministry data updated on Monday. The active cases have declined to 1,50,877, while the death toll has climbed to 5,26,074 with 41 new fatalities, the data updated at 8 am stated. The active cases comprises 0.34 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.46 per cent, the health ministry said. A decrease of 1,323
cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 7.03 per cent. The weekly positivity rate was 4.49 per cent, according to the health ministry. Totally, 87.27 crore tests have been carried out with 2,39,751 tests being conducted in a span of 24 hours. The number of recoveries surged to 4,32,28,670, while the case fatality rate was recorded at 1.20 per cent. According to the ministry, 202.17 crore doses of Covid vaccine have been administered in the country so far under the nationwide vaccination drive.

SC notice to Centre on plea to conduct delimitation exercise in 4 NE states
NEW DELHI, JUL 25 (AGENCIES): Supreme Court on Monday issued a notice on a plea seeking direction to the Election Commission of India to carry out a delimitation exercise in four North Eastern states — Arunachal Pradesh, Assam, Manipur and Nagaland — as per the Representation of People’s Act, 1950. Appearing for the petitioners, Senior Advocate Gopal Sankaranarayana cited a presidential order dated February 28, 2020, before a bench comprising justices K.M. Joseph and Hrishikesh Roy, which allowed for conducting delimitation exercise in the four NE states and added that the Central government had issued a notification in March 2020 on the constitution of delimitation commission. The counsel further contended that the commission was constituted for the purpose of delimitation of Assembly and parliamentary constituencies in the UT
of Jammu and Kashmir and also in Assam, Arunachal Pradesh, Manipur and Nagaland, but the exercise was only restricted to Jammu and Kashmir. After hearing arguments, the top court sought response from the Central government, ECI and others, and also allowed the petitioner to serve the plea on standing counsel of the North Eastern states. The plea, filed through advocate Gaichangpou Gangmei, contended that the denial of delimitation of the constituencies in the states of Arunachal Pradesh, Assam, Manipur and Nagaland is unjust, unreasonable and unlawful. The plea has been filed by the Delimitation Demand Committee for the State of Arunachal Pradesh, Assam, Manipur and Nagaland in Northeast India. The plea submitted that it has been already two decades since the Delimitation Act, 2002 was amended and no delimitation exercises
have been conducted in the four North Eastern states of Arunachal Pradesh, Assam, Manipur and Nagaland nor under Section 8A of the Representation of Peoples Act in the name of law and order problems. However, since 2002 it is to be noted that various parliamentary and state assembly elections have been conducted successfully in these four North Eastern states without any issue of law-and-order problems. “In all fairness these four North- eastern states of Arunachal Pradesh, Assam, Manipur and Nagaland deserved equal treatment per-se with rest of India and delimitation exercise ought be conducted at the earliest either by constituting a commission under the Delimitation Act, 2002 or through the Election Commission under Section 8A of Representation of Peoples Act as there are no justifiable reason that exist for not conducting delimitation,” it added.
NMA, TUD support ‘Solidarity Walk’
DIMAPUR, JUL 25 (NPN): Naga Mothers’ Association (NMA) and Tenyimi Union Dimapur (TUD) have extended support to the Global Naga Forum (GNF) in response to the latter’s call for Naga Solidarity Walk scheduled on July 28 and 29 on the theme “One People, One Destiny”, a peaceful walk for unity across artificial barriers. In a press note, NMA observed that Nagas were going through one of the most trying times with suspicion, hatred and diverse mindsets. Hence, it urged upon all to rise above this feeling of tribalism, which continued to be the root cause of “our” division. “A time has come for us to unite and (Cont’d on p-8) stand committed to our goals as one people,
because a divided house can never stand strong,” it cautioned. As mothers, NMA said it strongly believed that peace and unity needed to be nurtured and activated in its fullest form. It thus appealed to all its units and citizens concerned irrespective of affiliations to join the historical peaceful walk. “Your support and participation in this historic and significant event will carry the message of ‘One People, One Destiny’ loud and clear, the release stressed. TUD: Tenyimi Union Dimapur has appealed to all the Nagas to take part in the event. “Let us take this opportunity to make known to the outside world, our feeling of oneness, our dream to live together as a nation,” TUD stated.
Moderate rainfall likely in parts of state: NSDMA DIMAPUR, JUL 25 (NPN): Nagaland State Disaster Management Authority (NSDMA) has predicted that moderate rainfall with thunderstorm and lightning was very likely over the districts of Kiphire, Kohima, Longleng, Mokokchung, Mon, Peren, Phek, Tuensang, Noklak and Wokha during July 26-28, 2022. In a press release, NSDMA stated that due to the strong lower-level Southwesterly winds from the Bay of Bengal to Northeast India during July 27-29, 2022, moisture incursion was very likely to occur. Under its influence, NSDMA said fairly widespread/widespread rainfall accompanied with thunderstorm/lightning/ heavy to very heavy rainfall was expected in isolated place in the state. NSDMA has, therefore, urged the public to take necessary precautionary measures during this time and exercise caution from lightning strikes and gale winds, which could cause disruption to road transport, communication and other infrastructures. Asserting that monsoon period can cause incidents of extreme weather events, the NSDMA also urged the public to be vigilant and not to shelter under large trees and near the river banks to prevent unnecessary risk to life from lightning and flash flood. to go for land expansion for tea cultivation and employ youths to curb unemployment. DIMAPUR: Bijli Mahotsav got underway in Chümoukedima and Mokokchung districts on Monday, as part of “Azadi Ka Amrit Mahotsav”. The Bijli Mahotsavs are being celebrated all over the country to highlight the key achievements of the power sector. The Mahotsavs as celebrated under the umbrella “Ujjwal Bharat Ujjwal Bhavishya – Power @2047” for more public participation and getting across the developments in the power sector to the citizens at large. During the programme at Sovima Village Council (SVC) hall, Chümoukedima, special guest, Azheto Zhimomi, MLA urged upon the Nagas to judiciously use power supply and stressed on the need to pay electricity bills on time. Lamenting that the Power department was always in deficit under the state government, he asked the gathering to pay for what they have used and appealed not to steal energy. Requesting the department not to neglect rural areas, Azheto also urged upon the officers to work for the well-being and benefit of the people. Asserting that the village council has been working tirelessly for development and peaceful coexistence among the villagers, he also dwelt on the tag given by chief minister, Neiphiu Rio for Chümoukedima, as “land of opportunities”. In this regard, Azheto appealed to the villagers to come together and reside peacefully, irrespective of tribes or clans. Delivering keynote address, manager (Civil), North East Electric Power Corporation Limited (NEEPCO), Er. Zachamo Ovung informed that Bijli Mahotsav would be celebrated from July 25-30 across the country in 670 districts and informed that all the 16 districts in the state would organise two celebrations each. Highlighting the achievements of government of India with regard
to power supply and generation, he informed that in the village areas, an average of only 12 hours of power supply was received before 2015. Zachamo informed that currently, 22.5 hours of power supply was received per day. He noted that India now had power surplus and was “ready to provide power supply to neighbouring countries.” He said 40% of power usage across the country came from renew-
able energy and this way, he said India was ranked fourth in terms of countries generating power through renewable energy. Zachamo added that 43% power demand in North East was supplied by NEEPCO and that it would be able to cater 100% power demand throughout North East in few years’ time. The programme was chaired by Simon Rio and invocation was offered by
pastor, CRC Sovima, Zhau Sanchu. Short speeches were also delivered by ADC Chümoukedima, Dr Khuzo and beneficiary testimony by Thepfukeduo Kuotsu and Lhouvi Punyü while vote of thanks was proposed by SVC chairman, Sebastian Zumvü.
Highlights of the programme included film presentation on Universal Household Electrification (REF), Village Electrification (REC), Distribution System Strengthening (PFC), Capacity Addition (NPTC), One Nation One Grid (PGCIL) and Renewable Energy (PFC), while a drama by Ethnic Performing Arts and cultural presentation by Sovima Village Cultural Troop. He, therefore said, as concerned public, the best way to reciprocate towards the department was to make use of the power more judiciously. SAYO carries out repair works along NH-2

KOHIMA, JUL 25 (NPN): Taking cognizance of the plight faced by travellers, especially the student community, Southern Angami Youth Organisation (SAYO) carried out road repair works along National Highway-2 under its jurisdiction on Monday. SAYO volunteers led by its president Metekhrielie Mejura carried out soiling and levelling of road damaged by rain and water along the 26 km long stretch from Phesama to Khuzama. The volunteers were assisted by trucks, excavators and rollers lent by SAYO executives and members. Addressing the media, Mejura said SAYO took the initiative voluntarily. Citing experiences of students and office goers getting delayed for classes due to the bad road, Mejura said the issue became a problem that was needed to be addressed. He opined that the problem should be resolved without criticism by extending support to the company, contractors, NHIDCL and observed that since the stretch of road dated back to World War II, it was significant and should be well maintained. GUWAHATI, JUL 25 (PTI): The North-East Packed LPG Transporter Association (NEPLTA) has called for an indefinite strike starting Monday, protesting against several issues, including the latest tender floated by Indian Oil Corporation. The association, which transports cylinders from bottling plants to dealers, has voiced opposition against floating of the new tender at a lower amount than 2011 rates and non-refund of toll charges, among other issues. “The IOC authority cancelled the previous tender for carrying LPG cylinders as per direction of the Union Petroleum Ministry. Thereafter, IOC invited us at various places to find out ways to remove suspicion in the minds of existing transporters,” NEPLTA president Niranjan Mahanta told PTI. The contracts with the
transporters were renewed in 2015 at the rates of the 2011 tender and all vehicles were still plying as per the seven-year-old tender, he claimed. “The new tender asked us to file bids at even five per cent lower than the 2011 amount. How is that possible when inflation has soared like anything in the last 11 years?” Mahanta said. He also said the company had assured of refunding all the amount charged in toll gates across
the northeast, and pay the sum deducted for calculating lower distance between two places, but nothing has been done so far. “Last year, we had a discussion with the top officials of IOC in presence of the Union Minister of State for Petroleum and Natural Gas Rameshwar Teli. They had promised not to float a new tender until all our pending dues were cleared. However, a fresh tender has been floated and our dues are still pending,” Mahanta said.

Assam labourers rescued
ITANAGAR, JUL 25 (PTI): A total of 10 labourers out of the 19 who went missing from a road construction site in Arunachal Pradesh’s Kurung Kumey district, have so far been rescued, a senior official said on Monday. Two labourers were rescued on Sunday from a jungle in the district in critical condition, Kurung Kumey DC Bengia Nighee said. The two persons were taken to the PHC, and could be later shifted to
the Tomo Riba Institute of Health and Medical Science (TRIHMS) at Naharlagun near here, or to the district hospital at Koloriang, Nighee said. The labourers, hailing from Assam, had fled the road construction site along the India-China border on July 5 after they were reportedly denied leave to go home. Following this, they took off for their homes on foot through jungles in two groups of eight and 11. The workers have been missing since then.

SHILLONG, JULY 25: A local court in Meghalaya on Monday issued a non-bailable warrant of arrest against state BJP Vice President Bernard Marak, who has been accused of running a brothel in one of his farm house at Edenbari, an official said. Marak, who is also a sitting member of Garo Hills Autonomous District Council (GHADC), has fled away to New Delhi to evade arrest. The warrant of arrest was issued by the Court of Chief Judicial Magistrate of West Garo Hills district, Monica K Lyngdoh, a police official said. Meanwhile, Meghalaya police are coordinating with Delhi police to trace and arrest Marak, believed to have gone into hiding in the national capital. Marak is wanted in a case registered under Immoral Trafficking (Prevention) Act, 1956. “We are in contact with Delhi police to help us trace Bernard Marak and bring him here for further investigation,” Vivekanand Singh Rathore, the district police chief of West Garo Hills said over the phone. Marak said that he is not evading arrest, but is worried over his safety. “I am not absconding nor evading arrest but I am trying to save myself from being encountered by the state police,” Marak said. However, Rathore rubbished Marak’s claim of police encounter and said “these are plans to evade an arrest.”
GUWAHATI, JUL 25 (PTI): Two more persons died of Japanese Encephalitis (JE) in Assam on Monday, taking the toll to 41 this month, according to a release issued by the National Health Mission. The state reported 14 new JE cases during the day, taking the tally to 266 this month. Both the deaths were reported from Hailakandi district. Three fresh cases were reported from Bishwanath and Nagaon, two each from Sonitpur and Dhemaji along with one each from Bongaigaon, Darrang, Golaghat and Hojai districts. The state had reported no new JE case or death on Sunday. All the districts have formed a District Rapid Response team on Acute Encephalitis Syndrome (AES) and JE. The SOPs and guidelines communicated by the NHM, Assam are being followed by all the districts for AES/JE case detection, management and referral.

On day one of the sitting, the house took up obituary references to the demise of its former member Yengkhom Thambal Singh and on the loss of lives due to the recent massive landslides. The massive landslide at the railway line construction site at Marangching in Noney district of Manipur occurred on the intervening night of June 29 and 30. Of the officially confirmed 79 people, mostly personnel of the Territorial Army affected by the dev-
estimates, 2022-23 – among others. In the absence of chief minister N Biren Singh, agriculture minister Th Biswajit Singh who is looking after the charge of the chief minister presented the budget estimates 2022-23 on the floor of the house. While presenting the budget estimates, Singh highlighted various priority sectors of the present government and said that the incumbent government will ensure all round development of every section of the society in the state. The house fur ther passed the motion of thanks to the Governor’s address amid some members’ demand for amendments to the address. Making an observance during the discussion on the motion of thanks, minister Th Biswajit Singh called on all members of the house to support the government in working towards the welfare of the state.

Earlier, Speaker Om Birla had warned the protesting members, including from the Congress, TMC and DMK, that those who continue to shout slogans and display placards will have to do it outside the
House after 3 pm. As the other opposition members continued to protest, a visibly peeved Birla told them that the government was ready to discuss issues raised by them and stressed that people want the House to function. Birla then adjourned the House till 3 pm. However, as the House proceedings resumed, waving of placards and sloganeering continued, drowning the voices of members participating in the Zero Hour. Rajendra Agarwal, who was chairing the proceedings, asked the opposition members to take note of the warning given by the Speaker. He
said that the members who had been suspended h a d s h ow n “ s t u b b o r n behaviour”, “deliberately and continuously disrupted proceedings” and ignored House rules and directions of the Speaker. The House then passed the resolution by a voice vote and Agarwal announced their suspension. He then asked the members named in the resolution to immediately leave the House. At a press conference, Congress spokesperson Shaktisinh Gohil said there is a tradition in Parliament that suspension is done only in exceptional and rarest of rare circumstances when the member is unruly and there is no other option but to suspend that member. “It is a tradition of Lok Sabha and Rajya Sabha that the member comes to the well of the House, it gets adjourned, there is a dialogue, a middle path is found and work goes on. Suspension is not the way and in the past, the suspension has not happened in this manner,” he said. “Suspension instead of dialogue is a blot on democracy,” he said. Congress’ leader
in Lok Sabha Adhir Ranjan Chowdhury said the government wants to “throttle” the voice of the Opposition by resorting to “tactics of intimidation”. “Our demands are very simple, since day one and before the commencement of the House at the all-party meeting in the presence of Rajnath Singh, the entire Opposition had in one voice called for discussion on price rise,” he said. The price rise issue needs to be discussed forthwith because all people have been the victim of this, Chowdhury said. “But the government on one pretext or another is shying away from having a discussion on price rise. So finding no alternative in Parliament, where it is our duty to raise the issues of the common people, we were shouting that this issue should be discussed,” he said. “This government has resorted to a brutal measure by suspending our MPs only to throttle the voice of the Opposition. It is an anathema to the democratic ethos of our country. Day in and day out, the rights of the people, the institution of democracy is being trampled upon,” he said.

KOLKATA, JUL 25 (PTI): If anyone is found guilty of wrongdoing, he must be punished, West Bengal Chief Minister Mamata Banerjee said on Monday, days after her cabinet colleague Partha Chatterjee was arrested in the SSC scam by the ED. Addressing an award function of the state government here, Banerjee slammed the opposition for a “malicious campaign” l a u n c h e d a g a i n s t h e r, asserting that she does not support corruption. “I will not get into the details of the case as it is sub judice. We have full faith in the judiciary. We want a
time-bound probe into the matter. If someone is found guilty, the person should be punished accordingly, be it life imprisonment. I won’t mind. But, I condemn the malicious campaign against me,” she said. “We want a fast-track court to hear the matter, otherwise it will be like the Saradha case, which is pending for over ten years and there is no verdict or justice. The crime was done by the CPI(M), but the TMC was targeted,” she alleged. Baner jee said she believes in politics of sacrifice and serving the countr y. “I am not in politics to improve my life.
Throughout my life, I have been against corruption but I do not support injustice. However, I am unhappy with the recent developments that have taken place in the state. I do not spare anyone, even if that person is a minister,” she said. Referring to the video shared by the BJP, in which she was seen interacting with Arpita Mukherjee from whose house Rs 22 crore in cash was found, the CM said the TMC has no links with her. “The party has no relation with that lady, neither do I know her. I will not be a part of the media trial that is going on. If I visit several Durga Puja pandals and interact with people there, does it mean I know them personally? No. And if that is the case, what about Nirav Modi and Mehul Choksi, who were clicked with BJP leaders?” she asked. “Please remember, an injured lion can be dangerous. Please do not play with fire. If anyone has done wrong, prosecute him. But, do not touch me because I know how to fight back, for I have done nothing wrong. Take 3 months’ time, but get to the bottom of the SSC scam,” she said.

Threat on global health
W
ith more than 16,000 cases found in over 70 countries, the World Health Organization (WHO) has finally declared Monkeypox as a public health emergency. The virus which was once confined to Africa, has been detected in over 70 countries this year as the overall global tally passes the 16,000-mark Even in India there have been four confirmed cases of Monkeypox. A Public Health Emergency of International Concern (PHEIC) is a formal declaration by the WHO of “an extraordinary event which is determined to constitute a public health risk to other States through the international spread of disease and to potentially require a coordinated international response”. From 2009 to 2022 out of seven PHEICs, the ongoing COVID-19 pandemic, and the ongoing 2022 monkeypox outbreak are some of them. The recommendations are temporary and require reviews every three months. Under the 2005 International Health Regulations (IHR), states have a legal duty to respond promptly to a PHEIC. The declaration is publicized by an IHR Emergency Committee (EC) of international experts, which was developed following the 2002–2004 SARS outbreak. According to WHO, a majority of cases have been reported among men who have sex with men. Unlike two years back when coronavirus had caught the world unprepared as hospitals got overwhelmed amid soaring case, the world health body said that vaccines used during the smallpox eradication programme are also provided protection against monkeypox. The medical body further says that vaccines against smallpox work on monkeypox because of close link between the two viruses. However, there is a note of caution. “ACAM2000 is administered as a live Vaccinia virus preparation that is inoculated into the skin by pricking the skin surface. WHO informed that following a successful inoculation, a lesion will develop at the site of the vaccination. The virus growing at the site of this inoculation lesion can be spread to other parts of the body or even to other people. While the focus presently is on COVID and now monkeypox, the recent emergence and re-emergence of viral infections transmitted by vectors—Zika, chikungunya, dengue, Japanese encephalitis, Kyasanur Forest Virus(transmitted by ticks), Machupo virus(or black typhus), Crimea-Congo fever(transmitted by ticks), Junin virus, Lassa virus, Bird flu virus, Hanta Virus, Ebola etc are cause for great concern. The world is facing multiple health challenges. These range from outbreaks of vaccine-preventable diseases like measles and diphtheria, increasing reports of drug-resistant pathogens, growing rates of obesity and physical inactivity to the health impacts of environmental pollution and climate change and multiple humanitarian crises. WHO is constantly monitoring the circulation of influenza viruses to detect potential pandemic strains: 153 institutions in 114 countries are involved in global surveillance and response. The evolving global health system has done much to protect and promote human health. However, the world continues to be confronted by longstanding, emerging, and re-emerging infectious disease threats. According to WHO, these threats differ widely in terms of severity and probability. They also have varying consequences for morbidity and mortality, as well as for a complex set of social and economic outcomes. It would take some effort on the part of nations to mainstream strategies in order to improve health environment to prevent spread of various diseases.

We soon find, however, that the Beatitudes contain the “dynamite” of the Holy Spirit. And they “explode” when the circumstances of our lives cause them to do so. When the Holy Spirit brings to our remembrance one of the Beatitudes, we say, “What a startling statement that is!” Then we must decide whether or not we will accept the tremendous spiritual upheaval that will be produced in our circumstances if we obey His words. That is the way the Spirit of God works. We do not need to be born again to apply the Sermon on the Mount literally. The literal interpretation of the Sermon on the Mount is as easy as child’s play. But the interpretation by the Spirit of God as He applies our Lord’s statements to our circumstances is the strict and difficult work of a saint. The teachings of Jesus are all out of proportion when compared to our natural way of looking at things, and they come to us initially with astonishing discomfort. We gradually have to conform our walk and conversation to the precepts of Jesus Christ as the Holy Spirit applies them to our circumstances. The Sermon on the Mount is not a set of rules and regulations— it is a picture of the life we will live when the Holy Spirit is having His unhindered way with us.

Fundamentals to help Indian economy face global headwinds
D
ark clouds have gathered over the global economy. The inflation rate in the United States has surged to 9.1 percent, the highest in 41 years, as a result of the COVID-19 period fiscal stimulus as well as supply chain problems caused by the Ukraine war, after effects of the pandemic, and the recent lockdowns in China. As the US Fed continues to tighten monetary policy, there are fears of a recession in the US. The US treasury yield-curve has seen its steepest inversion in 12 years, generally considered as a harbinger of recession. The head of the IMF recently warned of the rising risk of global recession in the next 12 months. Price of crude oil has fallen below $100 per barrel, and multinational corporate giants have started cutting jobs. As if the global news was not bad enough, closer home the Sri Lankan economy collapsed, triggering fears of will it be India’s turn next? India is not insulated from the global upheavals.

Growth projections have been revised downwards in the last few months as exports will take a hit. However, the status of economic stability parameters is encouraging, and the strong fundamentals of the economy can de-risk it from global shocks. GDP growth projections for 2022 are still the highest for India (table above) compared to its emerging market peers. High frequency indicators such as passenger car sales, two-wheeler sales, electricity production, and bank credit have risen in June for the second month in a row. The unemployment rate in June (7.8 percent as per CMIE) is higher than in May, but a lot lower than it was in February (8.11 percent). While net foreign direct investment (FDI) continues to rise (the latest figure in April was $5.03 billion, up from $2.74 billion in March), foreign portfolio investors have been pulling out. The capital outflow combined with a return of current account deficit
(CAD) has led to a slight deterioration in the official forex reserves causing concerns. Here comes the role of the Reserve Bank of India (RBI). The RBI has raised its key policy rate (the repo rate) twice in the last three months in a late bid to fight inflation. The rising trend in headline inflation ended after this monetary tightening, also helped by government policies such as a cut in excise duty on petrol and diesel, export restrictions on wheat and sugar, and waiver of import duty on raw materials for steel production. It is expected that the RBI will further increase the repo rate to tame inflation, and keep up with the Fed’s expected rate hikes. This will dampen growth momentum, but is necessary for economic stability. Portfolio investment is one of several items on the capital account that contribute to forex flows, hence its outflow can cause the currency to depreciate. This component known as ‘hot money’ is usually volatile, and moves in the direction
of higher risk-adjusted interest rates (currently US). But the latest quarterly balance of payments (BOP) position shows that the other items on the capital account provide fair levels of comfort. Although forex reserves decreased by $16 billion in Q1 of FY22 compared to a year ago, the stable components of the BOP have increased. FDI at $13.8 billion was up by 400 percent compared with last year’s corresponding quarter. Remittances at $23.7 billion was up by 13.4 percent from a year ago. Another reason for forex reserves falling recently is the worsening current account deficit (CAD). India’s CAD increased to $13.4 billion (1.5 percent of GDP) in Q4:2021-22 compared to $8.2 billion a year ago, but was sequentially lower than in the previous quarter. The high CAD is a result of improvement in purchasing power for foreign goods, and a rise in the value of imports on account of higher oil prices. Going forward, as oil prices come down, India will benefit
from lower pass-through of oil prices to domestic inflation. Forex reserves will rise on the back of lower CAD and higher foreign investments as FDI continues to be attracted by the opportunities in the Indian economy created by structural reforms. How serious is the risk of an external debt crisis? Bulk of the country’s short term external debt of $267.7 billion is private, and the government’s share is just $7.7 billion, so it does not reflect a sovereign obligation. The external debt can be comfortably serviced because it does not have to come out of the forex reserves held by the RBI at any point of time. The BOP is a dynamic account where forex keeps flowing in due to exports, foreign investments, and remittances. Therefore, what matters is whether there are enough forex inflows to meet the outflows. Only the mismatch (the overall BOP deficit) needs to be met from the RBI’s forex reserves. The RBI is comfortably placed to do that
as the ratio of short-term debt to forex reserves is 20 percent, which is higher than last year’s 17.5 percent, but lower than in each of the previous 10 years during which the average was 25.6 percent. Among the other sectors of the economy, banking stability has considerably improved with the gross non-performing asset (NPA) ratio falling to 5.9 percent in FY22, the lowest in six years. Corporate profits as a ratio of GDP is at a 10-year high of 4.3 percent in FY22 indicating good health of the formal corporate sector. Government finances remain an area of concern as the fiscal deficit target for FY23 is still quite high at 6.4 percent. But since the deficit is financed primarily through domestic borrowings, the risk of a default of the Sri Lanka kind, does not arise. On 25 July 2017, when Ram Nath Kovind took oath as the 14th President of India, his Dalit identity was similarly drummed up, particularly by the ruling National Democratic Alliance (NDA) government led by the Bharatiya Janata Party (BJP), as an example of its commitment towards the backward castes. It was felt that the appointment of Kovind, a former Supreme Court lawyer, Rajya Sabha member, and Governor of Bihar – and also a Rashtriya Swayamsevak Sangh (RSS) faithful – as head of state was a political masterstroke on the part of the ruling party. It was also seen as a step that would go a long way in mitigating the BJP’s anti-Dalit image – an image that had become reinforced by the furore over the suicide of Rohith Vemula, a Dalit student at the University of Hyderabad, in 2016, and the flogging of several members of a Dalit family on the pretext of “cow protection” in Una in Gujarat the same year. Today, as President Kovind readies to leave the Rashtrapati Bhavan to make way for his worthy successor, Droupadi Murmu, it is time to look back on his term and take stock of what this softspoken, mild-mannered head of state will be remembered for. Unstinting support for the govt India went through several tumultuous events during the five years of President Kovind’s tenure as the country’s head of state. In August 2019, the BJP government at the Centre took the controversial decision to abrogate Article 370 of the Constitution, which had granted special status to Jammu and Kashmir. Soon after, the country was convulsed with protests
against the Citizenship (Amendment) Act (CAA) and the National Register of Citizens (NRC). The COVID-19 pandemic hit India in March 2020, destroying thousands of lives and livelihoods. Further, even as the pandemic raged on, starting in end-2020, there were widespread farmers’ protests against three farm laws brought in by the government. In each of these cases, the President stood behind the government and supported its decisions. He put his stamp of approval on the repeal of Article 370 and in multiple speeches thereafter, referred to the move as a landmark step that made the people of India happy. In his address to Parliament on 31 January 2020, he termed the CAA, which was roiling the country at the time, “a historic law”. In the same speech, he said, “My government is taking strong steps for making this decade India’s decade.” Kovind has also frequently lauded the government’s efforts in tackling the pandemic and in vaccinating large swathes of the population. It is of course true that the constitutional post of the President of India is largely ceremonial and that he or she is expected to act on the instruction of the government of the day, led by the Council of Ministers. That said, the office of the President is supposed to hold its allegiance to the Constitution above all else. In keeping with that objective, other Presidents before Kovind have been known to occasionally voice their disapproval of the government and its acts of commission
or omission. Being an all-willing spectator Kovind’s immediate predecessor, the late Pranab Mukherjee, was remarkably outspoken. From pulling up the NDA government for its over-use of ordnances to push legislation through, to expressing his dismay over the climate of intolerance that had descended upon India in the wake of the Dadri lynching in 2015, to ticking off the Opposition for disrupting parliamentary proceedings, Mukherjee spoke his mind on several occasions and repeatedly stressed the need to safeguard the country’s constitutional values of inclusivity and diversity against intolerance and mob frenzy. We have not heard similar statesman-like words from President Kovind. It could be that he never felt the need to sound a cautionary note because he was always fully satisfied with the way the government was running the country. But what of the increasing incidence of crimes against Dalits? Should President Kovind have weighed in on that? While it is problematic to look at a person’s achievements through the prism of their caste identity, since Kovind, India’s second Dalit President after KR Narayanan, was so insistently placed in the context of his caste, it is perhaps not unreasonable to examine his contribution in protecting the interests of Dalits. It is a fact that across India, incidents of assault, rape and murder of Dalits occur almost
daily. As many as 1,38,825 cases of crimes against Dalits were registered between 2018 and 2020, Union Minister Ramdas Athawale told Parliament in March this year. According to the National Crime Records Bureau (NCRB), in 2020, crimes against Scheduled Caste communities rose by 9.4% over the previous year, while those against Scheduled Tribes went up by 9.3% during the same period. These are sobering statistics. However, President Kovind has not been known to speak up even when a particularly heinous offence against a Dalit person came to light. This rather puts paid to the valorisation of his own Dalit identity and the assumption that as President, he was to be a forceful voice in support of his community. Will Murmu find her own voice? Even though India has been buffeted by economic, social, political and communal tensions in these last five years, even though there have been mass agitations and unrest, Kovind’s presidency itself has been calm waters. It has been an exercise in mildness, marked by anodyne speeches and unstinting support for the government. It will be interesting to see whether India’s next President, Droupadi Murmu, builds on Kovind’s legacy or finds her own voice and carves out a distinct and emphatic path. Need for environmental education to combat climate change

limate change education is a vital part of environmental education, education for sustainable development and eco-social competence. Closely related are citizenship, human rights and media education, and education on global and future issues. The main goals of climate education include building a sustainable future, inspiring action and practicing influencing skills at the social and personal levels. It is imperative not only to learn to understand climate change in-depth but also to change one’s own behaviour and actions. In this context, behaviour refers to action people take to tackle climate change. In addition to active citizens, many social institutions are developing mitigation and adaptation techniques, and climate education should provide at least basic information on these agents. In the past few years, various initiatives have been
launched to try to curb climate change. Prominent among them are the 17 Sustainable Development Goals (SDGs) promoted by the United Nations (UN) since 2012. One of them, number 13, is entitled Climate Action. The success of these kinds of initiatives is largely dependent on environmental literacy drives among populations that are often strangers to these major political agreements, and on the development of a culture of care for the climate. But what exactly do we mean by environmental literacy? Educating citizens, especially children, and raising their awareness regarding the causes and consequences of climate change. In fact the UN, as part of its commitment to education on climate change, says that “it is just as important to make progress in areas such as reducing greenhouse gas emissions and formulating effective government policies as it is to provide
education and training to raise awareness in as wide an audience as possible”. As part of this change in approach, experts point to the importance of starting to use concepts that hitherto seemed the reserve of scientists. We’re talking about global warming, greenhouse gases, renewable energy, carbon footprint, deforestation, recycling, green jobs, green taxes, water footprint, sustainable food, etc. Experts are increasingly stressing the importance of educating children on environmental matters and developing a culture of caring for the climate. For example a recent report by the University of Stanford looked at how this subject had benefited pupils from nursery school through to leaving secondary school, concluding that 83% of pupils improved their environmental behaviour. How to bring educational training to schools? As well as including it as a compulsory subject, with
Italy, so far, being the only European country to have done this, there are numerous climate change related activities that can be carried out in schools. For example: activities in nature relating to caring for the environment, such as
clean-up operations, visit farms and nurseries to learn at first-hand how to look after animals and plants, courses and workshops on recycling, etc. There are also many technological resources, which offer teachers free
educational resources related to the environment — climate change, responsible consumption, energy and mobility, etc. — that they can be put into practice with children in the classroom. Senti Aier, Student, Dimapur

Digital loansharks spreading wings in India Rajya Sabha proceedings
NEW DELHI, JUL 25 (IANS): Chinese criminal syndicates and gangs are running scam operations illegally in India. Several such digital loanshark cases have been detected in the recent past and it is suspected that the scale of such illegal activities has increased over a period of time. Recently, a case of so called ‘Chinese loan app’ racket came to light in Delhi’s Dwarka area. The racket was being run by some Chinese handlers in the garb of a local consulting BPO firm, Fly High Global Services and Technology. The modus operandi started with the simple advertisement for ‘On Stream’ online loan app in social media to attract customers who wished to avail hassle-free loans in minutes. It was targeting mostly local youth who suffered most during the recent pandemic and are in dire need of money to meet urgent family expenses. Once downloaded, the app sought permissions to access the victims’ contacts
which were utilised later by the company to blackmail its clients. The Chinese racket charged exorbitant interests and the victims were threatened, abused and even blackmailed. They sent derogatory messages to the victim’s contacts on his or her behalf. The telecallers also used victim’s photographs from Aadhaar and PAN cards to blackmail in order to extort money from them. Over the last four months, the gang had allegedly extorted around $12 million, of which 30 per cent was the commission of the Indian local firm. The local police, who raided the three-story building in Dwarka and arrested the kingpin, were surprised to
find around 150 staff working in the firm along with around 300 SIM cards in the name of a different local company. Chinese entities have penetrated into the Indian credit market and are exploiting Indian borrowers making use of some loopholes in the legal system. Since the pandemic-induced lockdown, scores of Chinese-owned micro-lending apps started operating in India under very shady terms. They are attracting customers who are under duress. The borrowers were charged exorbitant processing fees and interest rates, pushing many lower-middle-class people into the debt trap and forcing them to even commit suicide.
Claiming to play fair, Chinese instant-loan apps Momo, CashBus, Timely Cash, Y Cash, Kissht, Robo Cash, Fast Rupee, Cash Mama, and Loan Time were also offering payday loans to Indians, targeting borrowers on the lower end of the economic strata. Many of these apps show more than a million installs. Indian investigating agencies informed that various fintech companies in collusion with Indian nonbanking financial companies (NBFC) had indulged in predatory lending, violating the guidelines of Reserve Bank of India. Fintech companies backed by China had memorandum of understanding (MoU) with NBFCs for providing instant personal loans for terms ranging from seven to 30 days, by-passing the regulatory system. Indian tax authorities disclosed that decisions on fixing interest rates/platform fees etc. were taken by the fintech companies and they were operating on instructions from handlers in China and Hong Kong. Many such cases were reported in India during the last 8-10 months. Observers pointed out that the undetected cases could be even more. There is mounting evidence that these are regionally well-coordinated, and linked to other nodes of illicit activities. Chinese scammers are exploiting the loopholes in the legal system in the host countries, often hooking the unemployed youth and financially stressed lower strata of the society, who become easy prey for such gangs. These instances are common in South East Asia too. Media reports from across the region allege that hundreds of Malaysians, Philippians and Indonesians have also been lured to Cambodia by organised crime groups based in and around Sihanoukville.

UP: 8 killed as buses collide on Purvanchal Expressway BARABANKI (UP), JUL 25 (PTI): Eight people were killed and 16 injured when a Delhi-bound bus rammed into a parked bus on Purvanchal Expressway here on Monday, police said. Prime Minister Narendra Modi expressed grief over the incident and said the state government is providing all possible help to the victims. Superintendent of Police Anurag Vats said around 4.45 am, a private double-decker bus from Bihar’s Muzaffarpur on its way to Delhi collided with another bus parked on Purvanchal Expressway under the Lonikatra police station area. Additional Superintendent of Police (ASP) Manoj Pandey said the accident took place near an eatery close to Narendrapur Madraha village. The parked bus was on its way to Delhi from Sitamarhi, also in Bihar. NEW DELHI, JUL 25 (IANS): With the mega 5G spectrum auction (worth Rs 1.9 lakh crore) beginning from Tuesday amid the tussle over captive private 5G networks, Reliance Jio and Bharti Airtel are set to boost their market share as India prepares for a 5G era. The four big players in the race -- Reliance Jio, Bharti Airtel, Vodafone Idea and Adani group -having submitted a combined Rs 21,400 core in earnest money deposit (EMD), are ready with their war chests and strategies for the mega bid, that is likely to be around Rs 1.5 lakh crore if the last two auctions are kept in mind. Reliance Jio Infocomm has submitted an EMD of Rs 14,000 while Bharti Airtel has put in Rs 5,500 crore. In the 2021 auctions for 4G spectrum, Reliance Jio used 77.9 per cent of their earnest money deposit while Airtel used 87.7 per cent.
The 5G era will open 10 times faster than 4G and 30 times faster than 3G, allowing millions to have an experience never seen before. The 5G auction -- entailing 72 GHz of the spectrum - will conclude by July-end and the rollout is expected by September this year. The Department of Telecom has released a notice inviting applications (NIA) for the auction of spectrum in 600, 700, 800, 900, 1800, 2100, 2300, 2500, 3300 MHz and 26GHz bands. The NIA provides explicit clarity on the subject of Captive Non-
Public Networks (CNPN). The telcos are allowed to surrender spectrum that will be auctioned after a minimum period of 10 years from the date of acquisition. NEW DELHI, JUL 25 (PTI): Around 14.93 lakh new members joined the ESIC-run social security scheme in May 2022, according to official data released on Monday. The latest data is part of a report -- Payroll Reporting in India: An Employment Perspective - May 2022 -- released by the National Statistical Office (NSO). It showed that the gross new enrolments with Employees’ State Insurance Corporation (ESIC) rose to 1.49 crore in 2021-22, from 1.15 crore in 2020-21. It was 1.51 crore in 2019-20 and 1.49 crore in 2018-19. From September 2017 to March 2018, around 83.35 lakh new subscribers joined the ESIC scheme. The report said gross new enrolments with ESIC from September 2017 to May 2022 were 6.76 crore. According to the report, net new enrolments with retirement fund body EPFO stood at 16.81 lakh in May 2022.

Tesla revealed last week that it has sold 75 per cent of its Bitcoins, adding $936 million in cash to its balance sheet in the second quarter (Q2) this year, as it deals with economic meltdown amid cryptocurrencies falling off the cliff. In a new filing with the US Securities and Exchange Commission (SEC), Tesla said that in the first quarter of 2021, it invested an aggregate $1.50 billion in Bitcoin. “In the six month period ended June 30, 2022, we recorded $170 million of impairment losses resulting from changes to the carrying value of our bitcoin and gains of $64 million on certain conversions of bitcoin into fiat currency by us,” the

NAY PYI TAW, JUL 25 (AGENCIES): Myanmar’s military junta has executed four democracy activists accused of helping to carry out “terror acts,” it said on Monday, July 25, sparking widespread condemnation of the Southeast Asian nation’s first executions in decades. Sentenced to death in closed-door trials in January and April, the four men had been accused of helping insurgents to fight the army that seized power in a coup last year and unleashed a bloody crackdown on its opponents. Myanmar’s National Unity Government (NUG), a shadow administration outlawed by the ruling junta, condemned the executions and called for international action against the ruling military. “Extremely saddened … condemn the junta’s cruelty,” Kyaw Zaw, the spokesman of the NUG president’s office, told Reuters in a message. “The global community must punish their cruelty.” Among those executed were democracy campaign-

It was the first time the Chinese astronauts had entered the lab module in orbit. The astronauts will conduct in-orbit work such as the attitude control of the combination of the space station, small mechanical arm crawling and the test of the complex of big and small arms. They will also use the airlock cabin and the small mechanical arm of Wentian to carry out extravehicular activities, the state-run Xinhua news agency reported. In the coming weeks, Wentian will be repositioned by a robot apparatus from the forward docking port to a lateral port, where it will remain and
be prepared for long-term operations, mission planners said. The new lab module will function both as a backup of the core module and as a powerful scientific experiment platform, staterun China Daily reported. The lab, which is the size of a subway car, is the heaviest single-cabin active spacecraft in orbit in the world, according to Liu Gang, deputy chief designer of China’s manned space program’s space station system. The Wentian module consists of a work cabin, an airlock cabin and a resource cabin, the Xinhua report said. The construction of China’s Tiangong space
station is expected to be completed this year. It will then evolve from a single-module structure into a national space laboratory with three modules -- the core module called Tianhe, and lab modules named Wentian and Mengtian. The Tianhe module was launched in April 2021, and the Mengtian module is set to be launched in October this year. Later, the Wentian module will rendezvous and dock with the combination of the space station, according to the scheduled procedures. The three astronauts who were sent into orbit on June 5 will help assemble the modules in their six-
month space mission. During their stay in orbit, they will also witness the Tianzhou-5 cargo craft and Shenzhou-15 crewed spaceship dock with the core module. Then, they will live and work with the next batch of astronauts before returning to Earth. Once ready, China’s low-flying space station will be the only country to own a space station. The International Space Station (ISS) of Russia is a collaborative project of several countries. China Space Station (CSS) is also expected to be a competitor to the ISS built by Russia. Observers say CSS may become the sole space station to remain in orbit once the ISS retires in the coming years. The significant feature of China’s under-construction space station is its two robotic arms, especially the long one over which the US has previously expressed concern over its ability to grab objects including satellites from space. China launched its space laboratory called Wentian on Sunday, sending the country’s largestever spacecraft into Earth’s orbit to become part of the space station named Tiangong which is currently under construction. The Wentian module docked with the front port of the space station in the early hours of Monday after it entered the planned orbit. It is the first time that China’s two 20-tonne-level spacecraft conducted rendezvous and docking in orbit, and also the first time that space rendezvous and docking were carried out during the astronauts’ in-orbit stay in the space station, the China Manned Space Agency (CMSA) told official media. In an innovation to the regular competition format, the new repechage format will see athletes, who do not qualify by place in round one heats, get a second chance to qualify for the semifinals by participating in repechage heats, quite like the format used in wrestling and fencing. This will replace the for mer system of athletes advancing through fastest times in heats in addition to the top placings in the first round. These athletics events will now have four rounds -- round one, repechage round, semifinals and the final, with schedules varying according to the specific nature of the event. “ T h e n ew f o r m a t means that every athlete competing in the events with a repechage round will have at least two races at the Olympic Games,” said a statement on World Athletics. As the 100m already has preliminary heats, before round one,
the repechage will not be introduced in this event. In addition, the repechage will not be introduced in distance events as the need for proper recovery between rounds makes the format impractical. Wo r l d A t h l e t i c s president Sebastian Coe said, “After consulting with our athletes and broadcasters, we believe this is an innovation which will make progression i n t h e s e eve n t s m o r e straightforward for athletes and will build anticipation for fans and broadcasters. The repechage rounds will give more exposure to our sport during the peak Olympic period and will be carefully scheduled to ensure that every event on our Olympic programme retains its share of the spotlight.” The final regulations of the format, including the timetable as well as system of advancement in each event, will be announced well in advance of the Olympic Games, the statement said. The Council also approved entry standards for the 10,000m, marathon, combined events and race walk at the World Athletics Championships Budapest 23, which will be held from August 19-27 next year.

With only four trained coaches registered under MDFA, he was optimistic that the new batch of coaches will play a vital role in the development of players and the game under MDFA. Duplantis and Amusan shatter world records

Duplantis broke his men’s pole vault world record with a clearance of 6.21 metres on the way to winning his first world championships gold medal. The Olympic champion cleared 6.00m to make sure of the title before setting a championship record of 6.06m, edging Australian Dmitri Markov’s mark of 6.05m set in Edmonton in 2001. NEW DELHI, JUL 25 (IANS): The Supreme Court on Monday issued notice to former Indian cricket team captain Mahendra Singh Dhoni and also stayed the arbitration proceedings initiated by the Delhi High Court against Amrapali group on his plea. A bench of Justices U.U. Lalit and Bela M. Trivedi noted that the interest of the Amrapali home buyers has to be secured and the erstwhile management of the Amrapali group cannot be expected to represent the cause of Amrapali in the arbitration proceedings. It added that in these circumstances, an ar rangement has to be arrived at, so that claims made by the homebuyers are satisfied and thereafter, the betterment of Amrapali can be looked into and secured. The top court was informed that there are two arbitrations before the high court. One of the arbitration cases has been initiated by S.T. Constructions against Amrapali Princely Estate Private Ltd, where Justice B.S. Chauhan has been appointed as the arbitrator.

In the other arbitration case, Dhoni against Amrapali Homes Projects Private Ltd, Justice Veena Birbal, a former high court judge, has been appointed as sole arbitrator to adjudicate the disputes between the parties. The top court noted that since the Amrapali proceedings are pending with it, therefore notices should be issued in the matter. According to Amrapali homebuyers, over Rs 42 crore has to be recovered from Dhoni, which was allegedly paid as endorsement fee by diverting the amount deposited by them. In July 2019, the top court in its judgment had said that Amrapali had diverted Rs 42.22 crore of homebuyers’ money to pay its brand ambassador Dhoni and the amount was paid to Rhiti Sports, which manages the cricketer’s endorsements.
