Murmu takes over as India’s 15th president
NEW DELHI, JUL 25 (PTI): Her election is proof the poor can dream and fulfil them too, India’s 15th president and its first tribal head of state Droupadi Murmu said after taking oath of office on Monday, a landmark day that melded tradition with the aspirations of a modern nation. President Murmu, who is the second woman in the top constitutional post, succeeds Ram Nath Kovind and was sworn in by Chief Justice of India N V Ramana at Parliament’s Central Hall. The tribal leader, India’s youngest president at 64 and the first to be born after Independence, took oath of office in the name of god to “preserve, protect and defend the Constitution and the law”. “It is the power of India’s democracy that a girl born in a poor tribal home could reach the topmost constitutional post,” she
NIDA keeps agitation in abeyance DIMAPUR, JUL 25 (NPN): Nagaland In-Service Doctors’ Association (NIDA) has decided to keep the agitation in abeyance till further notice. NIDA through its media cell said the decision arrived after its core committee on superannuation had detailed deliberations on the issue. Besides, NIDA said that the rise in Covid and Monkeypox cases and ongoing negotiation with government has made core committee to “arrive at this unpleasant decision keeping in mind public health interests.” However, the association said that the demand for 62 years for all with no other criteria for medical officers would continue. In this regard, Nagaland In-Service Doctors’ Association has appealed to the state cabinet to review its earlier decision on the superannuation issue to avoid further confrontations. Meanwhile, the association has expressed gratitude to various organisations for their unstinted support to its “legitimate demand.” It may be recalled that chief minister Neiphiu Rio, while acknowledging that people had the right to voice for their demand, recently said that the government would examine and take a decision on the matter. He however said that the cabinet decision on NIDA still stood.

It is the achievement of every poor person in India. My election is proof of the fact
that the poor in India can have dreams and fulfil them too.” In an address that lasted a little over 18 minutes, she spoke on a gamut of issues, including the poor, tribal communities, sustainable development as well as the government’s digital India and ‘vocal for local initiatives’ and its handling of the Covid pandemic. As celebrations broke out in several parts of the country, she said she belonged to tribal society and
had got the opportunity to rise from serving as a ward councillor to becoming the president of India. “This is the greatness of India, the mother of democracy,” she said to thunderous applause from the gathering that included Prime Minister Narendra Modi, ministers, former president Pratibha Patil, MPs as well as leaders such as Odisha Chief Minister Naveen Patnaik who backed her election. The day, which started with outgoing president Kovind and Murmu arriving in a procession from the Rashtrapati Bhavan to the Parliament Building, was edged with ceremony and celebration. India’s new president was given a 21-gun salute after which she signed the oath register to applause and the thumping of desks. After the short ceremony, Murmu and Kovind were escorted out of the
Central Hall amid the roll of drums and blowing of trumpets. Taking to Twitter, Prime Minister Narendra Modi said the entire nation watched with pride as Droupadi Murmu took oath as the President of India, calling it a watershed moment for the country’s poor, marginalised and downtrodden. PM said Murmu’s first address as President was about giving a message of hope and compassion. “She emphasised on India’s accomplishments and presented a futuristic vision of the path ahead at a time when India is marking Azadi Ka Amrit Mahotsav.” Meanwhile, former president Kovind and his family, who move to a bungalow in Lutyens Delhi, were given a formal send-off by the prime minister and other dignitaries as well as the Rashtrapati Bhavan staff.
GoI divides Nagas, delays solution: NSCN (I-M) DIMAPUR, JUL 25 (NPN): NSCN (I-M) through its MIP has said there is “utter confusion” and discontentment among Nagas on the “Indo-Naga peace talk” which has led to “pointing accusing fingers on the very people who brought the ceasefire and the peace process” as people misconstrued that peace talks have been delayed due to flag and constitution. However, MIP said that was not so since both flag and constitution were the “component ingredients embraced in the Framework
Agreement (FA). To clarify the matter, MIP said in official talks neither R.N. Ravi nor A.K. Mishra had ever stated that there was no flag nor constitution in the FA. Rather, MIP said “flip flopping habitual betraying character” of the government of India took center stage when it sowed the seeds of confusion “in order to disown the FA.” MIP said the government of India was therefore “entirely responsible for the delay” and that it (GoI) need to come clean since Nagas have had enough of the gov-

Nagaland’s active Covid cases rise to 101 DIMAPUR, JUL 25 (NPN): After witnessing steady rise in Covid-19 cases, the active cases in Nagaland rose to 101 after 16 more persons tested positive for Covid-19, while no deaths were reported during the day. Of the fresh cases, six were from Dimapur, four each in Kohima and Wokha and one each in Mokokchung and Mon, taking the total caseload to 35,709. As on July 25, 11 patients have been admitted to Covid-19 hospitals across the State and 90 under home isolation. The death toll remained unchanged at 767 (including 5 non-Covid deaths but with positivity). Covid positivity rate
above 7 pc: With 16,866 new coronavirus infections being reported in a day, India’s tally of COVID-19 cases rose to 4,39,05,621, while the daily positivity rate crossed 7 per cent again after a gap of 168 days, according to the Union Health Ministry data updated on Monday. The active cases have declined to 1,50,877, while the death toll has climbed to 5,26,074 with 41 new fatalities, the data updated at 8 am stated. The active cases comprises 0.34 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.46 per cent, the health ministry said. A decrease of 1,323
cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 7.03 per cent. The weekly positivity rate was 4.49 per cent, according to the health ministry. Totally, 87.27 crore tests have been carried out with 2,39,751 tests being conducted in a span of 24 hours. The number of recoveries surged to 4,32,28,670, while the case fatality rate was recorded at 1.20 per cent. According to the ministry, 202.17 crore doses of Covid vaccine have been administered in the country so far under the nationwide vaccination drive.

SC notice to Centre on plea to conduct delimitation exercise in 4 NE states
NEW DELHI, JUL 25 (AGENCIES): Supreme Court on Monday issued a notice on a plea seeking direction to the Election Commission of India to carry out a delimitation exercise in four North Eastern states — Arunachal Pradesh, Assam, Manipur and Nagaland — as per the Representation of People’s Act, 1950. Appearing for the petitioners, Senior Advocate Gopal Sankaranarayana cited a presidential order dated February 28, 2020, before a bench comprising justices K.M. Joseph and Hrishikesh Roy, which allowed for conducting delimitation exercise in the four NE states and added that the Central government had issued a notification in March 2020 on the constitution of delimitation commission. The counsel further contended that the commission was constituted for the purpose of delimitation of Assembly and parliamentary constituencies in the UT
of Jammu and Kashmir and also in Assam, Arunachal Pradesh, Manipur and Nagaland, but the exercise was only restricted to Jammu and Kashmir. After hearing arguments, the top court sought response from the Central government, ECI and others, and also allowed the petitioner to serve the plea on standing counsel of the North Eastern states. The plea, filed through advocate Gaichangpou Gangmei, contended that the denial of delimitation of the constituencies in the states of Arunachal Pradesh, Assam, Manipur and Nagaland is unjust, unreasonable and unlawful. The plea has been filed by the Delimitation Demand Committee for the State of Arunachal Pradesh, Assam, Manipur and Nagaland in Northeast India. The plea submitted that it has been already two decades since the Delimitation Act, 2002 was amended and no delimitation exercises
have been conducted in the four North Eastern states of Arunachal Pradesh, Assam, Manipur and Nagaland nor under Section 8A of the Representation of Peoples Act in the name of law and order problems. However, since 2002 it is to be noted that various parliamentary and state assembly elections have been conducted successfully in these four North Eastern states without any issue of law-and-order problems. “In all fairness these four North- eastern states of Arunachal Pradesh, Assam, Manipur and Nagaland deserved equal treatment per-se with rest of India and delimitation exercise ought be conducted at the earliest either by constituting a commission under the Delimitation Act, 2002 or through the Election Commission under Section 8A of Representation of Peoples Act as there are no justifiable reason that exist for not conducting delimitation,” it added.
NMA, TUD support ‘Solidarity Walk’
DIMAPUR, JUL 25 (NPN): Naga Mothers’ Association (NMA) and Tenyimi Union Dimapur (TUD) have extended support to the Global Naga Forum (GNF) in response to the latter’s call for Naga Solidarity Walk scheduled on July 28 and 29 on the theme “One People, One Destiny”, a peaceful walk for unity across artificial barriers. In a press note, NMA observed that Nagas were going through one of the most trying times with suspicion, hatred and diverse mindsets. Hence, it urged upon all to rise above this feeling of tribalism, which continued to be the root cause of “our” division. “A time has come for us to unite and (Cont’d on p-8) stand committed to our goals as one people,
because a divided house can never stand strong,” it cautioned. As mothers, NMA said it strongly believed that peace and unity needed to be nurtured and activated in its fullest form. It thus appealed to all its units and citizens concerned irrespective of affiliations to join the historical peaceful walk. “Your support and participation in this historic and significant event will carry the message of ‘One People, One Destiny’ loud and clear, the release stressed. TUD: Tenyimi Union Dimapur has appealed to all the Nagas to take part in the event. “Let us take this opportunity to make known to the outside world, our feeling of oneness, our dream to live together as a nation,” TUD stated.
Moderate rainfall likely in parts of state: NSDMA DIMAPUR, JUL 25 (NPN): Nagaland State Disaster Management Authority (NSDMA) has predicted that moderate rainfall with thunderstorm and lightning was very likely over the districts of Kiphire, Kohima, Longleng, Mokokchung, Mon, Peren, Phek, Tuensang, Noklak and Wokha during July 26-28, 2022. In a press release, NSDMA stated that due to the strong lower-level Southwesterly winds from the Bay of Bengal to Northeast India during July 27-29, 2022, moisture incursion was very likely to occur. Under its influence, NSDMA said fairly widespread/widespread rainfall accompanied with thunderstorm/lightning/ heavy to very heavy rainfall was expected in isolated place in the state. NSDMA has, therefore, urged the public to take necessary precautionary measures during this time and exercise caution from lightning strikes and gale winds, which could cause disruption to road transport, communication and other infrastructures. Asserting that monsoon period can cause incidents of extreme weather events, the NSDMA also urged the public to be vigilant and not to shelter under large trees and near the river banks to prevent unnecessary risk to life from lightning and flash flood.
