NEW DELHI, JAN 25 (PTI): Asking people to celebrate “Indian-ness” this Republic Day, President Ram Nath Kovind on Tuesday said the country has shown an unmatched resolve in the face of the extraordinary challenge to humankind posed by the coronavirus pandemic and that a strong and sensitive India is now emerging. In his address to the nation on the eve of 73rd Republic Day, President Kovind noted that democracy, justice, liberty, equality and fraternity form the bedrock of India and stressed that the observance of Fundamental Duties mentioned in the Constitution creates the proper environment for the enjoyment of Fundamental Rights. ''The diversity and vibrancy of our democracy is appreciated world-wide. It is this spirit of unity and of being one nation which is celebrated every year as Republic Day,'' he said. State logs 164 fresh cases, 1 Covid death D I M A P U R , JA N 2 5 (NPN): Nagaland on Tuesday recorded 164 fresh Covid-19 positive cases taking the total caseload to 33818 while one more patient succumbed to the infection during the day. Of the fresh cases, 135 were from Dimapur, 15 in Kohima, eight in Mokokchung, three in Wokha and one each in Peren, Phek and Tuensang. The Covid-19 death toll surged to 707 (including 16 non-Covid deaths but with positivity) after one more succumbed to the virus in Mokokchung. PTI: After being over three lakh for five consecutive days, the single day rise in COVID-19 infections was recorded at 2,55,874, taking India's total tally of cases to 3,97,99,202, according to Union health ministry data updated on Tuesday. The death toll has climbed to 4,90,462 with 614 daily fatalities, the data updated at 8 am stated.

DIMAPUR, JAN 25 (NPN): Nagaland governor Prof Jagdish Mukhi maintained that Nagaland has left an indelible mark in the march towards growth and development of the country as the 16th State of the Indian Union. In his message to the people of the state, on the eve of the Republic Day, Prof. Mukhi said that despite constraints and challenges, Nagaland achieved significant milestones, making it an equal partner in the process of nation building. He however said that in order to realise optimal output, there was need for exploring and tapping the potential of the natural and human resources, enhancing productivity in all sectors. IOC introduces lightweight LPG cylinders in Nagaland Staff Reporter
DIMAPUR, JAN 25 (NPN): A 10-kg composite liquefied petroleum gas (LPG) LPG cylinder was launched for the first time in Nagaland at Indian Oil Corporation (IOC) Ltd’s LPG bottling plant at 7th mile, Chümoukedima, on Tuesday. The composite cylinder is ultra-modern, light weight, rust-free, has aesthetic looks and translucent body that shows LPG level and is the latest from Indane product line. while the existing domestic cylinder with 14.2 kg LPG had a gross weight of 30 kg on an average. At present, he mentioned that the bottling plant had 100 composite cylinders, and as soon as they reached the market and with increased demand, more would be made available. He added that sales team would look after the supply of these cylinders. Asked about the difference between the existing domestic cylinder and the newly-launched cylinder, Solei pointed out that the new cylinders would be lighter than the metallic cylinders that had a net 14.2 kg gas.

NIDA warns of ‘total cease work’ if superannuation age not raised KOHIMA, JAN 25 (NPN): With its deadline expiring in less than three months, Nagaland In-Service Doctors’ Association (NIDA) has appealed to the State government to meet its demand for increasing the age for superannuation of doctors serving in government institutions. NIDA warned that the association would be compelled resort to other measures of protest including total cease work throughout the state if it observes further lack of urgency on the part of the government. In a memorandum to chief secretary J Alam, NIDA president Dr E Phyantsuthung and general secretary Dr Mereninla Senlem said several memorandums were submitted by NIDA to the government on the superannuation issue after the first one was submitted in August 2016. NIDA has appealed to the government that the issue be addressed on a war
footing with concrete results and to be implemented within the stipulated assured timeframe. Mentioning that Prime Minister Narendra Modi’s announcement of increasing the retirement age of government doctors was aimed at addressing the issue of acute shortage of doctors in the country and retain the services of experienced doctors for a longer period, they pointed out that the total sanctioned strength of doctors was 511 in Nagaland, 37 dental surgeons and 27 AYUSH medical officers. However, they claimed that there were shortages of 326 doctors, 13 dental surgeons and 20 AYUSH medical officers. Further, another 248 doctors would be required for the two upcoming medical colleges at Kohima and Mon. And in the intervening period since the submission of NIDA’s demand, they said at least 42 doctors had retired from the service.
NFHRCC asks govt to uphold of tripartite pact DIMAPUR, JAN 25 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) has strongly urged the PWD (R&B), Government of Nagaland to uphold the tripartite agreement signed between the department, the contractors and NFHRCC for an effective and transparent implementation of the works along with the respective Tribal Hohos in their respective jurisdictions. In a press release, NFHRCC convenor Supu Jamir, co-convenor Hokiye Yepthomi, general secretary W Lemba Chang and assistant general secretary
Chenithung Humtsoe also urged the department to award the works judiciously only to the “reasonable contractors/firms with sound financial and technical backings” to execute the works. Further, NFHRCC appealed to the department not to entertain any abnormal rates quoting by the bidding contractors in order to maintain good workmanship quality while executing the tasks. Recently, the committee had appealed to the contractor to complete the bridge construction by February 2022 without any compromise on the quality of works executed.

3 Nagaland police officers get medals
On the eve of the Republic Day 2022, the Centre announced a total of 939 service medals, including 189 for gallantry, for personnel of various central and state police forces. Among the awardees, commissioner of police Dimapur, Rothihu Tetseo, has been awarded President’s Police Medal for Distinguished Service while AIGP (Ops), Kohima, Rankathung Vikram Ezung, has been awarded Police Medal for Meritorious Service. Jailor Dr Oben Yanthan has also been awarded Correctional Service Medal for Meritorious Service.
DIMAPUR, JAN 25 (NPN): Naga Students’ Federation (NSF) has urged upon the Karbi Anglong Autonomous Council (KAAC) to intervene and ensure that residents of Balijan ‘C’ Khan Basti are protected from the notices issued for eviction drive. In a letter to KAAC chief executive member, NSF president Kegwayhun Tep and general secretary Süpuni Ng Philo, pointed out that 80 per cent of the land owners at Balijan ‘C’ Khan Basti were Nagas. They said Naga residents, who bought lands and constructed houses with GPF and pension money after retirement, were in danger of being robbed of their rights and privileges due to the “impugned notice.” NSF also said that residents of Balijan 'C' Khan Basti are law abiding and peace-loving citizens living under the administrative jurisdiction of KAAC, Government of Assam. It said
these residents freely exercise adult franchise at KA enjoy all welfare schemes and availing electricity provided by the government of Assam. It the light of the above, NSF has appealed to the KAAC to “look into the matter based on merit” and ensure that residents of Balijan ‘C’ Khan Basti were protected from the eviction drive. NSF cautioned that “any action to the contrary will render the residents homeless and throw them out on the streets thereby opening up avenues for social disorders and communal disharmony.” It further appealed to KAAC to ensure that the lives, properties and means of livelihood of the Nagas living in the border belt were protected. It may be recalled that chief minister Neiphiu Rio had also written to his Assam counterpart seeking the latter’s intervention to protect the lives and properties of Naga residing in those areas.
After a series of discussions and communications between the association and the State government at various levels, the memorandum claimed that the chief secretary had given a written assurance on April 17, 2021 that the State government was actively considering the matter of increasing the superannuation age of doctors and offered to resolve the matter within a period “not exceeding one year”. Expressing dismay that nothing tangible had been done so far, NIDA said it was all the more disheartening that the sub-committee formed for addressing the issue took more than six months after the assurance and had done precious little so far even after more than three months of its formation. Cities across India are reeling under a severe cold-wave like condition, which may likely intensify in the coming few days. States in north India, which are habitual to cold winters, have been experiencing a severe cold wave, accompanied by incessant rains. New Delhi on 23 January received 88.22 mm rains, the highest rainfall recorded in January in 122
years. Quoting Senior India Meteorological Department (IMD) scientist RK Jenamani, NDTV reported that the cold wave will intensify in Delhi after 26 January. The IMA has made similar predictions for metro cities in Maharashtra and Gujarat. Why is it so Cold?: A cold wave is defined according to terrain. According to the IMD, if the temperature goes below 10 degrees and minimum temperature is 4.5 degrees, then it is considered a cold wave for the plain regions. For the hills, the
minimum temperature is 0 degrees. In the past year, the country has witnessed 99 days of cold waves according to the IMD. But the reason behind the dip in temperatures is two-fold: La Niña and extreme climate events. La Niña, which means little girl in Spanish, is a natural phenomenon, where trade winds are stronger than usual, bring more warm water towards Asia. DIMAPUR: Minister of Health and Family Welfare S. Pangnyu Phom on Tuesday laid the foundation stone for up-gradation of Primary Health Centre (PHC) Atoizu to Community Health Centre (CHC) at Atoizu PHC on January 25. Speaking at the programme after laying the foundation stone, Pangnyu admitted that many lives have been lost due to lack of medical facilities but with the up gradation, he hoped that CHC will facilitate better health care delivery services to the public. The minister also said that Atoizu PHC also regarded as the oldest and upgrading to CHC after 44 years was
“long overdue”. Admitting that government has failed in some areas, the minister called upon the people to extend support reminding them that through their participation development could take place. Noting that many infrastructures in the health centres cannot be taken up by the government due to land issue, he urged the public leaders, civil societies to educate the people so that land owner ship and court issues can be removed and development in health sector could take place. STATE NLSA holds meeting on UTRC DIMAPUR: Nagaland State Legal Services Authority (NSLSA) under the aegis of the National Legal Services Authority (NLSA) conducted the 4th Quarterly Meeting of the Under Trial Review Committee (UTRC) through the District Legal Services Authorities (DLSAs) in their respective districts. During this quarter, 10 UTRC sittings were held across the state and 35 UTPs and convicts were considered for UTRC where 13 UTPs and convicts were recommended for bail or release. Five persons were released pursuant to UTRCs recommendations. The number of bail or other applications moved post recommendations was 10, stated in a press release by Public Relations Assistant, NSLSA, KetholenoNeihu. Out of the recommendations made, eight UTPs were released on bail by the court, but were not able to furnish sureties. In the month of December, Phek DLSA conducted UTRC meeting at District Court Complex Phek while the meetings were also in Mokokchung, Kiphire, Zunheboto, Dimapur, Peren, Wokha, Kohima, Mon and Longleng.

Wokha records highest teen pregnancy DIMAPUR: Wokha district has recorded the highest number of teen pregnancy compared to other districts of Nagaland, said medical officer (AYUSH), Chukitong Dr. Thungdeno Murry. According to DIPR report, the MO was speaking at an awareness programme on “substance abuse and teenager pregnancy” on January 24 at Longsa village, Wokha held to commemorate “National Girl Child Day”. Expressing concern on the high rate of teen pregnancy, Dr. Murry said the need of the society was to wake up and take action in preventing the problem. Speaking on the impact of teen pregnancy, he said because of teen pregnancy many of the young teens are unable to continue their education leading to higher dropout rates in the district. Dr. Murry also shared on the importance of providing sex education to young boys and girls by their parents. She called on the parents to keep aside their hesitancy and uneasiness in talking about sex in the family and to speak openly to their children so that they would

be equipped with proper knowledge and hence, prevent teen pregnancy. Delivering keynote address, Extra Assistant Commissioner (EAC) Wokha, I. Yentinoungbou exhorted the participants to listen to the voice of girls and women in the society and not to suppress it. Commenting on property rights, he encouraged the participants to give equal share to their daughters as they are also their offspring just like their sons. He addressed the problem of inheritance that was plaguing the Naga society.
Speaking on the impact of substance abuse disorder, medical officer of Nyiro PHC Dr. Thungjamo mentioned the factors that lead to substance abuse in an individual and how parents as well as the society could work together in helping an individual fight against this disorder. He also encouraged the participants to involve themselves in such kind of awareness programmes so as to help themselves or someone who are in need of intervention. Correspondent KO H I M A , JA N 2 5 (NPN): Rüsoma Orange festival, 2022, began Tuesday at the village ground, Rüsoma around 8 kilometres away from the State capital, Kohima. Gracing the festival as special guest, special officer to chief minister, Neibalie Rio said the way forward for the youths to gain meaningful employment was through self-skill and entrepreneurship. H e o b s e r ve d t h a t there were endless opportunities in entrepreneurship and that this sector gained more attention after the emergence of the Covid-19 pandemic. Rio disclosed that the government was also
focused on helping out youths who were willing to venture out into entrepreneurial activities for their livelihood sustenance. He pointed out that Nagaland received an amount of Rs 326 crores as revenue deficit grant and an additional amount of Rs. 270 crores as State’s share on central taxes. However, the State spends Rs 500 crores as salary for the government employees and another Rs 180 crores as pension which renders the State into deficit. He said these factors greatly affects the exchequer and therefore the government was coming up with various alternatives in the form of skill development and entrepreneur trainings in order
to mitigate with these problems. He said the people need the government however there should not be too much dependency on it and that the general population should pursue self reliance and independence. Rio further pointed out that there was around 5450 hectares of orange fields through which Nagaland produces 43,150 metric tonnes of oranges every year and that Rüsoma oranges were one of the most popular. So far the oranges produced in the State are mostly sold within and in Assam, he said. In that regard, he urged the orange growers to aim higher and target national and international

Assam govt fails to submit affidavit on encounters in HC
GUWAHATI, JAN 25 (PTI): The Assam government on Tuesday failed to submit a detailed affidavit on the police encounters as sought by the Gauhati High Court which allowed the authorities more time for it and deferred hearing of the case to February 8.On January 11, the high court had asked the state government to file the affidavit on the police encounters that have been taking place since the BJP returned to power in May last year. Hearing a public interest litigation, a division bench comprising Chief Justice Sudhanshu Dhulia and Justice Soumitra Saikia accepted the government’s plea to grant it more time. “The affidavit is not complete yet and is still being prepared. We sought some time and the court gave us 10 more days,” Assam Advocate General
Devajit Lon Saikia told PTI. The bench fixed February 8 as the next date of hearing of the case. The high court had asked the Principal Secretary (Home), Secretary (Home) or Additional Secretary (Home) of the Government of Assam to file the detailed affidavit on the alleged fake encounters. Besides the Assam government, state police DGP, law and justice department, National Human Rights Commission and Assam Human Rights Commission have been named as respondents in the petition filed by advocate Arif Md Yeasin Jwadder. The petitioner sought an enquiry into the encounters by an independent agency such as CBI, SIT or any police team from other states under the supervision of the Court. He has also sought a judicial enquiry by a sitting
Judge of the Gauhati High Court in the incidents and monetary compensation to the victims’ families after due verification. Jwadder claimed in the PIL that more than 80 fake encounters between Assam Police and alleged accused have taken place since May last year, when Chief Minister Himanta Biswa Sarma took charge, resulting in 28 deaths and more than 48 injuries. The people killed or injured were not dreaded criminals and the modus operandi of the police has been the same in all the encounters, the PIL claimed. The petitioner doubted the police statement published in newspapers which said that the force had to retaliate in self-defence as the accused had tried to snatch service revolvers of the personnel. Earlier, the petitioner had filed a complaint about the alleged fake encounters with the National Human Rights Commission (NHRC) in July last year. The NHRC in November 2021 transferred the case to the Assam Human Rights Commission, which had also taken suo motu action on the alleged fake encounters and asked for a report from the state Government.

But an Assam template is likely to be followed in Manipur too and the BJP may not name its Chief Ministerial candidate officially to avoid a pre-poll internal feud among party leaders as there is a section of leaders who have been pushing the high-command for a leadership change in the state. In a statement, Rijiju said, “the Chinese side was informed and they had communicated that they have found a boy on their side. To assist the Chinese side in corroborating the identity, details of the youth have been shared along with his photos. Response from Chinese side awaited.” Taron, the resident of Jido village in the Upper Siang district went missing on January 18 at the Shiyung La Bishing area. After the Indian Army approached the Chinese side, PLA on January 20confirmed that they found the boy on their side.

S H I L LO N G, JA N 2 5 (PTI): The number of voters in Meghalaya has increased by 54,712 in a year, Chief Electoral Officer (CEO) FR Kharkongor said on Tuesday. The total number of electorate in the North-eastern state now is 20,81,570. There are 10,28,395 male voters while female enrolment is slightly higher at 10,53,173, Kharkongor said. Two trans-genders were also enrolled - one in Pynthorumkhrah assembly constituency in East Khasi Hills district and the other in Rajabala constituency in West Garo Hills, he said. During the special summary revision, the total number of newly enrolled voters is 54,712. “Of these new electors, 35,980 are in the age group 18-19 years, which accounts for 65 per cent of the total additions,” the CEO said. The number of service electors is 3,822. The final electoral roll was published on January 14.

G A N G TO K , JA N 2 5 (PTI): Sikkim on Tuesday reported 237 fresh coronavirus infections, 122 more than the previous day, a health department bulletin said. The fresh infections raised the tally to 37,333. The death toll rose to 424 as one more person succumbed to the disease in the last 24 hours, the bulletin said. East Sikkim logged 146 new cases, followed by 58 in West Sikkim, 22 in South Sikkim, and 11 in North Sikkim. The daily positivity rate stood at 18.3 per cent, as the fresh infections were detected from a sample of 1,295. The state now has 2,082 active cases, while 589 others have migrated to other parts of the country, and 34,238 people recovered from the disease. T h e r e c ove r y r a t e among coronavirus patients stood at 93.2 per cent, the bulletin said. The state has tested 303,234 samples for COVID-19 thus far, it added.
GUWAHATI, JAN 25 (PTI): Drones developed by a start-up at IIT Guwahati Research Park will perform in a show of unmanned aerial vehicles during the Republic Day event in Assam’s Kamrup on Wednesday. NEW DELHI, JAN 25 (PTI/ AGENCIES): A grand fly-past of 75 aircraft of the Indian Air Force, cultural performances by 480 dancers selected through competitive process, display of 10 scrolls each of 75 metres length and installation of 10 large LED screens will be happening for the first time at the Republic Day parade on Wednesday, the Ministry of Defence said. The Republic Day parade (RDP)-2022 is happening in the 75th year of Indian indepen-
dence, which is being celebrated as ‘Azadi ka Amrit Mahotsav’ across the country, the MoD’s statement on Tuesday noted. “The grand finale and the most keenly awaited segment of the parade, the fly-past, will for the first time witness 75 aircraft of the IAF displaying a number of formations, as part of ‘Azadi ka Amrit Mahotsav’,” it mentioned. For the first time, the IAF has coordinated with Doordarshan to show cockpit videos during the fly past, it noted. Vintage as well as current
modern aircraft like Rafale, Sukhoi, Jaguar, Mi-17, Sarang, Apache and Dakota will display different formations -- including Rahat, Meghna, Eklavya, Trishul, Tiranga, Vijay and Amrit -- at the fly-past, the MoD stated. Ten scrolls each of 75 metres in length and 15 feet in height will be displayed along the Rajpath during the parade for the first time, it mentioned. “They (scrolls) were prepared during the ‘Kala Kumbh’ event jointly organised by Ministries of Defence and Cul-
ture,” it noted. The scrolls were painted in two phases - at Bhubaneswar and Chandigarh - by over 600 renowned artists and young aspirants from across the country, it mentioned. For the first time, dancers who perform during the cultural programme at the parade have been selected through a nation-wide competition, the MoD noted. The competition ‘Vande Bharatam’ began at the district level with the participation of nearly 3,870 dancers in 323 groups progressed to state and zonal levels over a period of two months in November and December, it mentioned. “Finally, 480 dancers were selected. They will showcase their talent during the parade at Rajpath,” it stated. For a better viewing experience at the parade, 10 large LED screens - five on each side of Rajpath – will be installed, the MoD mentioned. “Curated films combining footages of previous Republic Day parades, short films on the armed forces and stories related to various events in the run-up to the RDP2022 will be screened before the parade,” it noted. Thereafter, the screens will show the live event, it mentioned.
India’s first CDS late Gen Bipin Rawat 939 police medals including 189 for awarded Padma Vibhushan posthumously gallantry awarded on R-Day eve
A total of 939 service medals, including 189 for gallantry, was announced by the Union government on Tuesday for personnel of various central and state police forces on the eve of Republic Day. The Union home ministry published a list containing names of personnel who have been decorated with the police medal for gallantry, president’s police medal for distinguished service and police medal for meritorious service. Among the 189 gallantry awards, 134 personnel are being awarded for their gallant action in the Jammu and Kashmir region, 47 for their bravery in Left Wing Extremism (LWE) affected areas and one personnel for similar conduct in the north-east region, a home ministry spokesperson said. The highest number of bravery medals, 115, have been awarded to the Jammu and Kashmir Police, followed by 30 to the Central Reserve Police Force (CRPF), 10 to the Chhattisgarh Police, nine to the Odisha Police, seven to the Maharashtra Police, three each to the Indo-Tibetan Border Police (ITBP) and the Sashastra Seema Bal (SSB), and two to the Border Security Force (BSF), among others. Eighty-eight personnel have been awarded the distinguished service medal while 662 have been given the meritorious service medal.
India’s first Chief of Defence Staff (CDS) General Bipin Rawat, who died in a helicopter crash in December last year, will be posthumously conferred Padma Vibhushan , the country’s second-highest civilian award, reports ANI. The Home Ministry announced the Padma Awards on the eve of 73rd Republic
Day. General Rawat was headed to Defence Services Staff College in Wellington to address the faculty and student officers of the Staff Course when his chopper crashed in Tamil Nadu. General Rawat’s wife Madhulika Rawat and 12 other defence force personnel had also died in the helicopter crash.

No SC relief for NGOs that lost foreign funding licence NEW DELHI, JAN 25 (AGENCIES): The Supreme Court on Tuesday declined to an pass interim order to protect around 6,000 nongovernmental organisations (NGOs) whose registration had been cancelled or declined to be renewed by the Centre under the Foreign Contribution (Regulation) Act, reports ANI. A Bench headed Justice AM Khanwilkar asked these NGOs to make representation to Central government, which would take decision as per law. The plea filed by Global Peace Initiative, an organization incorporated in Texas, USA, and Dr. K A Paul, founder of the organisation, sought direction to the Centre to extend the validity of registration of those organizations that had failed to apply for renewal of registration, till such time as COVID-19 continues to be a ‘notified disaster’. During the hearing, Solicitor General Tushar Mehta appearing for the Centre, told the apex court that over 11,000 NGOs have already applied for renewal within the cut off time and their registration has been extended. “In light of the stand taken by the authorities we do not intend to pass interim order. Petitioners are free to make representation to the authorities which may be considered by them in according with law,” K Y M C

The petition had sought direction to strike down of the Public Notice issued on December 13, 2021 to the extent that it does not permit organizations whose applications for renewal of registration have been rejected, to not accept or utilize the foreign funds received. The cancellation of licenses can have a debilitating effect on the COVID-19 relief efforts, said the plea. The petition stated that the role of NGOs in helping combat the pandemic has been acknowledged by the Central government, the Niti Aayog and the Prime Minister’s office itself and cancellation of the licenses of close to 6000 NGOs at this time will hamper relief efforts and lead to denial of aid to citizens in need. It added that at the peak of the second wave, a number of NGOs and industry bodies had made representations seeking waiver of the requirements of the FCRA, and the MHA had also issued directions in exercise of powers conferred by Section 50 of the Act, extending the validity of registration of various organisations “in view of the exigencies arising out of COVID-19 situation”. The plea urged that same exigencies exist today and the decision to cancel/not renew licenses therefore shows lack of application of mind. K Y M C

epublic Day marks the adoption of the constitution of India and the transition of the country to a republic on January 26, 1950. January 26 was the chosen date since it was on this day in 1929 that the Indian National Congress issued the Declaration of Indian Independence (Purna Swaraj), opposing the British Regime’s Dominion status. While India gained independence from the British Raj in 1947, it wasn’t until January 26, 1950, that the Indian Constitution came into effect, and India became a sovereign state, declaring it a republic. The Constituent Assembly, meant to draft the Constitution of India, held its first session on December 9, 1946. The last assembly session ended on November 26, 1949, and then the Constitution was adopted a year later. Thus, Constitution Day is celebrated in India on November 26 every year, as on November 26, 1949, the Constituent Assembly of India adopted the Constitution of India. Though young, over those seven decades, the Indian Constitution has undergone tremendous change such as the modification of elements of the constitution, such as human freedoms, federalism, political participation, judicial scrutiny, etc. During some periods, such amendments were not usually introduced to strengthen constitutional rights. Unlike in the years before 2014 , successive governments have made the celebrations of Republic Day and Independence Day an all-India events where the main focus was on drawing inspiration from the sacrifices and contributions made by India’s freedom fighters and enlightened pioneers. Since around a decade now, the narrative in India has been divisive politically, socially and ideologically. Today one section of India ruling the nation, is laying claim to exclusive nationalism and accuse those on the other side of being anti-nationals. Hyper-nationalism that is being injected across India is a dangerous trend. One favourite alibi for change is to against whatever that is being seen as colonial- be it names of places, roads, institutions etc. A particular narrative is to attack a ghost called ‘colonialism’ and blowing it out of proportion. It does not make anyone more patriotic just by condemning colonialism and to give it a bad name. The reality is that India itself is a creation of colonialism. India’s military, laws, parliament, education etc are all colonial inheritances. For example, Republic Day celebrations have been held at Rajpath since 1955. Rajpath was once known as the Kingsway, in honour of India’s then emperor, George V. The road was renamed Rajpath after independence, which also means King’s Way in Hindi. Another point is that while Netaji deserves to be honoured for his sacrifices, it is appropriate that his statue is to be placed at India Gate. However when the government sought to link this by saying that independence is not given but taken, it meant that India got independence through military victory. India got independence after Second World War when the colonial rulers, facing mass uprising decided it was time to leave before the Indian masses made their stay too hot and at a time when the Sun was setting on the British empire. These rhetoric are a sad reflection of how some leaders are trying to re-write or reinvent the 75 years of modern Indian history and refuse to accept that India has come of age. Their narratives only seek to divide a vibrant nation and such ideology should have no place in a diversified and unified Indian polity.

Our Netaji Subhas Chandra Bose
ubhas Chandra Bose was born to Prabhavati Bose and Janakinath Bose on 23 January 1897 in Cuttack Orissa now Odisha. Subhas Chandra Bose was the ninth child and the sixth son. Once Netaji Subhas Chandra Bose was deeply disturbed by the Jallianwala Bagh massacare at Amritsar, which killed hundreds of innocent people on April 13,1919 he remember the sacred word of Swami Vivekananda his spiritual Guru echoed in Netaji’s heart “for not thou are born a sacrifice to the mother’s altar” he left the luxury life and return back to India to fight for India freedom against the British Raj. He was arrested and jail and released for eleven times between 1920-1940. On January 17, 1941 Subhas Chandra Bose escape from hi Elgin road residence where he was interned. Through the help of well wishers he reaches Gomara railway station in Kolkata and from there he went to Peshwar to Kabul the capital of Afghanistan. He dressed himself as deaf and dump pilgrim. Through Italy embassy he manages to go to Moscow. On March 18, 1941 he reaches Berlin via Moscow. He opens three Azad Radio station at Berlin Germany. On the day British had surrendered to the Japanese in Singapore in February 1942, Netaji began his plan to East Asia to fight across the eastern borders. In the year 1943 Bose revived the INA movement, which was founded in 1942 in order to liberate India from the British rule that has rippled across the nation and abroad. In September 1943, Netaji selected a regiment considered as the cream of INA to spearhead and advance into India known as “Subhas Brigade”. Major General Shah Nawaz Khan was selected to command this Brigade, which took part in the Arakan, Haka and in the Naga Hills to the Vicinity of Kohima. In 1944, the INA together with the Japanese Army begins Operation ‘U GO’ moving its troops across the Chindwin River and towards its objectives; Imphal, Kohima and march to Delhi. On 15th March, they crossed Chindwin River with their plan of crossing the Naga Hills to Dimapur railway and go to Delhi via Assam through

their slogan, “Delhi Chalo”. It is important to remember that the British started surveying Naga Hills from 1922 and came up with the Maps in 1943. As per Vikenyu Naga (a Naga British Labour Commander) account, one man stole the map and gave it to the Japanese, which helped them to write all the important villages, mountains, rivers and different routes in their own language. With the map in their hand, they were earnestly looking forward to meeting some Nagas from the Naga Hills for guidance from Myanmar to Kohima. During this time the Japanese imperial army and the Indian National Army led by Netaji Subhas Chandra Bose already had a working relation. A.Z. Phizo mentioned that, he had no idea how the Japanese came to know that he and his brother were Nagas. But they came in search of them and asked them for help. They were invited by the Japanese officers to talk and in their first meeting they brought the map of Nagaland, showing all the minute details of villages, mountains, rivers and different routes. It was also during this meeting where they were introduced to the INA leader Subhas Chandra Bose. It is evident that with the maps and cooperation from the people they became even more confident to enter the Naga Hills probably taken British Inspection Bungalows as their reference point en-route to Kohima. There were three Japanese columns advancing on Kohima via different routes. General Sato sent Miyazaki with the main infantry group in the direction of the village of Ukhrul, where he would capture stores and then move to block the road at Kohima. Another battalion of 58th regiment was sent through the wilds of the Somra tract to the North while Sato’s own column would travel the central route via Kharasom. The routes of advance were dictated by what passable tracks existed and took the advancing Japanese in the direction of three British garrisons. There was little room for improvising on the move, given the size of the army and the wildness of the terrain. Lieutenant Nishidas’s map making foray would gain Sato vital time on his advance, but for the marching sol-
diers the journey into India was a trial. General Shah Nawaz Khan of INA to Naga Hills from Kharasom and Jessami through British bridle path parallel route of Imphal and Kohima road and Subhas Chandra Bose the Supreme Commander and Prime Minister enroute from Somra tract via Kanjan, Matikru, Phek Khuza, Ruzazho,Yoruba, Chozuba, Chesezu,Thenyizu, Chakabama and Kigwema in Nagaland. As per eyewitnesses they had horses carrying rations, weapons, guns and bullets. General Mutaguchi’s 15th division headed towards Imphal and the 31st Division went towards Ukhrul, Kharasom and Jesami. They reached Jesami and Kharasom around 28th March 1944 and from there they entered from three direction to attack the British allied force of 1st Assam Regiment camped at Jesami in the early morning and by 1st April the INA and Japanese troops won the battle and occupied their camp. While General Sato and INA General Shah Nawaz Khan moved towards north route through a very popular bridle path from Burma to Kohima constructed by British government and travelled by Bangladesh refugees first in the month of November 1943 i.e. Jessami, Chizami IB, Mesulumi, Pfutseromi, Kikr uma, Chakhabama to Kohima. Some passed through Kapamedzu mountain (7970ft), Lekromi, Zapami, Lasumi Leshemi, Khezhakeno, Tadubi, Mao, Khuzama, Viswema, Jotsoma, Phesama, Aradura to Kohima. Many had scattered to Khomi, Pholami, Sakhaba, Gidemi and Poruba to Pfutsero. Mention may be made that, the Japanese vehemently oppose to his (Bose) coming to the front, citing security reasons. Even then, Bose was making occasional forays into Imphal and Nagaland to cheer his man and study the battle on ground, ignoring Japanese advice. When Imphal offensive started, there was information blackout for him for 15 days. Subhas Chandra Bose with many INA’s and Japanese troops along with captured 1st Assam Regiment at Jesami went through eastern route towards Kohima via Lozaphuhu, Phek BIB, Khuza, Mutsale, Ruzazho and later
moving to Suthozu, Yoruba, Chozuba, Chesezu, Thenyizu, Chakhabama to Kohima which is the shortest route among all from Homalin, Chindwin to reach Kohima (Approx. 447km Arial distance via Google map). Some had gone towards K.Basa, K.Bawe, Thiphuzu, Phesachodu, Kikruma. Some troops to Phugi, Thurutsuswu village camp, Khetsami and Dzulha. Whereas some marched towards north east of Kohima via Chepoketa British IB (Inspection Bungalow) and Satakha IB in the rear. Some soldiers directly pass through Chindwin River towards Zunheboto, Tuensang and Mon area as the rear front of northeast patrol and security. Mention to be given for here is “Stray stories are told that Subhas Bose was sighted by Nagas in Nagaland” H.S Sluttman incor, The illuatrated worl war 11 encyclopedia vol. 19 USA 1977 page 2633, many villages had physically seen Subhas Chandra Bose in Nagaland. Many prominent people had given their narratives and many recorded in visual videos and in written records. Historic moments and times cannot be hidden for long, it may be a little late in a day to unearth the historical fact but there is no definite time frame for such research. With this in mind, as there are hundreds of eyewitnesses saying the same thing from various villages and also stories passing down even to their children and grand children about their association with INA and Bose it gives much rooms for researchers to be excited to piece together the missing links of history. The Nagas have been taking Oral tradition as the most authentic source of history for centuries and hence along with many other sources that speaks of Netaji and INA’s presence in the battlefront during the 1944 war this particular event and missing link has been collected and documented as a window to further research. After all Oral history is still a history and can’t be ignored with. Doubts may arise if there are just a handful of witnesses from only a particular village trying to claim Bose presence during the war however, with so many people from various villages in different locations telling the same thing
could not just be a fairy tale or some imaginary tale shared to please kids before going to bed. Eyewitnesses’ accounts of Mr Poswuyi Swuro states that one year prior to their arrival some spy came through Ruzazho village placing small overlapping milestone in a regular distance with British Inspection Bungalows (BIB) as their main referred path. “Bose choose the spies training centre in Burma for strategic tactical and revamp it to perform the multi-faceted intelligence tasks. It was used as a springboard for launching spies across the land and the sea to India. Most importantly, the institute paratroopers to be dropped behind the enemy in the North Eastern India. The paratroopers and land-base spies Thingangyung and Kanbe institute infiltrated northern India in a large number in 1943 and early 1944 before the INA’s combined freedom offensive began and prepare the ground for it.” The route which Netaji and INA passes is not so popular as compared to the rest, which probably might not be even in the British list of threat or watch out list, which was made a better strategic for his troops to pass through unknowingly rather then moving along in the unsafe zone of popular route where heavy battle going on viz. Imphal sector at Ukhrul and Chizami-Pfutsero to Kohima. Netaji INA and many Japanese troops came through the safest way i.e. via. Ruzazho village. Probably this is why he not only passed through the village but also stayed for 9 days making it the first administered village by appointing many villagers under his government. On reaching Ruzazho village, Bose called all the villagers for a meeting to a place called metho chophe zho at the village’s eastern gate. hrough what prism should we see reforms in the IAS cadre rules? Should primacy be given to localism or their allIndia character? Should States be permitted to exercise overwhelming rights over the careers of IAS officers assigned to them? Should individual officers be allowed to exclusively determine where they want to serve? These questions become pertinent in the context of the sharp reaction of some states to the amendments proposed in the IAS (Cadre) Rules, 1954 whereby the officers to be deputed to the Central Government shall be decided by the Central Government in consultation with the respective State Governments and in case of any disagreement, the decision of the Central Government will be final. At a broader level, the best answer to this conundrum is found in the words, spoken seventy years ago, of Sardar Patel, the statesman-administrator, regarded as the patron saint of the civil services, when he spoke about the expectations from the newly created steel frame: “Successors to the ICS and IP, which, apart from filling the existing wide gaps in these services, would contribute to the unity of the country and the strength of the administrative structure, and make for a high standard of efficiency and
uniformity.” IASofficers are recruited by the Central Government through the meticulous UPSC, but their services are placed under various State Governments.Although it is part of the service conditions that they would be obliged to serve both under the State and the Centre, no minimum period for central deputation is stipulated. Currently, 40% of the sanctioned strength of officers in a state is the central deputation reserve or CDR against which IASofficers in a state can come on central deputation. In the past, in some cadres, such as those in the troubled Northeast, there was a preponderant attraction towards working in Delhi and the CDR was breached. However, with time, the ground level atmospherics and conditions in the states have changed significantly – officershave multiple charges and so the operational spread of resources and canvas of work is significantly richer – makinga posting in the state attractive. Besides, Delhi postings at the Deputy Secretary and Director level are perceived as desk bound grunt jobs, with hardly any contact with the public and with limited scope for experimentation and innovation. Thus, we have the troubling phenomenon of young officers managing to stay in the state without experiencing working in the central government until they
reach the rank of Joint Secretary. Given that the CDR utilization has dropped from25% in 2011 to 18% as on date, Government of India’s initiative to get states to commit adequate number of officers for central posting is entirely justified. IAS officers are the backbone of the government at all levels and every Ministry needs a few Deputy Secretaries and Directors who have had the experience of the field as Collectors and Administrators of various development projects to help formulate policies that are grounded and beneficiary-oriented. The contention of some states that this will prevent officers from giving their best to the state because of the uncertainty of where they could be assigned next, they forget that it is in the best interest of IAS officers to work alternatively in the central government and the state so that they enrich their own experience with a suitable mix of both nation-wide and state-specific planning. Such knowledge and experience sharingis also crucial to the states to ensure that their interest is protected in central policy-planning. Officers cannot but be aware of the higher level of uncertainty in the states than in the government of India, thanks to a faster turnoverof political regimes and the spoils of power. As a result, we witness the frequent and whimsi-
cal transfers of officers, of some being punished senselessly for opposing those close to the party in power, even refused permission to go on deputation to the Centre. On the other hand,there are officers who wallow in the incessant patronage bestowed on them for their localized loyalty –makingthem perennially indispensable to the state. Some end their entire careers without even once budging out of the state for a posting elsewhere. Precisely for this reason it is important to create a regime whereby the IASofficers should spend at least a third of their careers in the central government out of which at least 7 years should be at the Deputy Secretary/Director level. It is also necessary to shape the IAS like a central elite corps, with ultimate commitment to the nation, without any parochial loyalty to the Statecadre they are borne to. It is only when officers spend time out of their comfort zone in the state – evena posting to another state should be acceptable if an officer is not happy to work in Delhi – that IAS officers will be able to shed their provincial mindset.Only then will the all-India character of the IASbe preserved –withdirect benefits for the unity of the country and uniformity in governance standards as espoused by Sardar Patel. At another level, at the time of recruitment it should be made
abundantly clear that officers would have to serve for defined periods both in the central government and in the states.To foster an inclusive and modern mindset, training in the very best universities of the world on government account has to be mandated as part of the career planning equation. An online system should be devised to facilitate officers to apply for government jobs in consonance with their sectoral specializations and choices. Even ifofficers want to go to the private sector for limited periods of their career, they should be permitted to step out to absorb the best practices of the corporate worldto create an ecosystem in which the private sector and the public sector can work collaboratively. IASofficers will be best utilized when they are groomed and positioned as an elite corps with skill sets and experience to work efficiently in the global arena, in the central government and in the states.To ensure that the States utilize them effectively and provide them a conducive working climate to elicit their best effort, it is important for the Centre to adopt an approach with the states which is consultative, tolerant and paternalistic. First dose has been administered to 100 per cent people while 82 per cent have got the second dose as well. I think it is a record in the country and the world as well,” Kejriwal said.

Amazon had on Monday said it remains committed to take necessary action against sellers who may have listed any noncompliant products. Amazon.in is an online marketplace where third-party sellers offer products for sale directly to customers, and as such is responsible for ensuring compliances associated with the sale of these products, it said. “We require all products offered on the marketplace to comply with applicable laws and constantly take appropriate action on non-compliance. Amazon remains committed to taking necessary action against sellers who may have listed any noncompliant products,” the company said.

General Officer Commanding (GoC) of the Army’s 15 Corps or the Chinar Corps, Lt Gen D P Pandey said while Pakistan is holding onto the “compulsions” for which it went for the reiteration of the ceasefire agreement in February last year, “we have to see” what its “aim and intent is in the times to come”. The top officer urged the youths in Kashmir to shun the path of violence and said the focus should be on dealing with elements in the country who are instigating them. He also cautioned against the people who are enjoying a good life abroad but are radicalising the youths in the country and spoiling their future. He was speaking to reporters on the sidelines of a function here. “We

BHOPAL, JAN 25 (PTI): Amid a row, the Madhya Pradesh government has directed the police to register an FIR against officials of e-commerce giant Amazon and its owner for allegedly selling products, including shoes, with the image of the Indian national flag, Home Minister Narottam Mishra said on Tuesday. Amazon faced the ire of a section of Indian social media users over merchandising some products, including apparel and food items, that feature images of the Indian flag, with some saying that using the tricolour in such a way was an insult and a violation of the country’s flag code. “It has come to my notice that our national flag is used on products being sold by the online ecommerce platform Amazon. NEW DELHI, JAN 25 (PTI): The Delhi government does not want livelihood of people to be affected and Covid restrictions will be eased as soon as possible, Chief Minister Arvind Kejriwal asserted on Tuesday, saying the city’s positivity rate has reduced to 10 per cent in 10 days. Restrictions were put in place in view of people’s health, Kejriwal said after hoisting the national flag at the Delhi government’s Republic Day function. “Delhiites have suffered the most due to Covid. We don’t want that your livelihood is affected but your health is important, so we had to put restrictions,” he said. Recently, the Delhi government’s proposal to lift weekend curfew and odd-even scheme of opening shops in view of the improving Covid situation here was turned down by the Lieutenant Governor (L-G). “Last week some traders had come and they said they are facing lots of problems due to the odd-even scheme and weekend curfew. The L-G agreed to some proposals and on some, he differed. We will remove

On the National Voters’ Day, held to mark the Election Commission’s foundation in 1950, Modi praised the poll watchdog and noted it enjoys wide support from different political parties and institution. Investors’ weak appetite for riskier assets also weighed on the rupee. Moreover, market participants are now eyeing the US Fed’s meeting outcome for further cues. At the interbank foreign exchange market, the local currency opened at 74.60 against the greenback and witnessed an intra-day high of 74.57 and a low of 74.80 during the session. The rupee finally settled at 74.76, down by 16 paise over its previous close of 74.60. This is the second straight session of loss for the local unit. Currently, there are no particular regulations or any ban on use of cryptocurrencies in the country. He further noted that the RBI’s proposed Central Bank Digital Currency (CBDC) is definitely an idea worth serious study and consideration. The government aims to achieve a fiscal deficit of 6.8 per cent of the gross domestic product (GDP) in the current financial year (2021-22). On rising inflationary trends, he observed that inflation is a concern in the United States, where it has reached 7 per cent, the highest in the last 40 years, but not in India. “In India, it has remained within the target range of 2 to 6 per cent,” he pointed out. Retail inflation in India rose to 5.59 per cent in December 2021, mainly due to an uptick in food prices, while the wholesale pricebased inflation bucked the 4-month rising trend and eased to 13.56 per cent last month, as per latest official data. NEW DELHI, JAN 25 (PTI): The Indian economy has recovered ‘handsomely’ from the pandemic-induced disruptions, former Niti Aayog Vice Chairman Arvind Panagariya said on Tuesday, while expressing hope that the recovery will be sustained and the growth rate of 7 to 8 per cent will be restored. Sri Lanka court orders release of 56 Indian fishermen
C O LO M B O, JA N 2 5 (PTI): A Sri Lankan court on Tuesday ordered the release of 56 Indian fishermen who were detained for allegedly fishing in the island nation’s territorial waters. The court in the northern Jaffna peninsula ordered the release of the fishermen who were detained by the Sri Lankan Navy in mid-December in the seas south of Mannar. “Happy to learn that a Court has ordered the release of 56 #Indian fishermen,” Indian High Commission in Colombo said in a tweet. “Commend the work of High Commissioner Gopal Baglay and his team in securing the release,” External Affairs Minister S Jaishankar said in a tweet. Both Sri Lankan officials and the Indian diplomatic sources confirmed the release and noted that with Tuesday’s release there are no more Indian fishermen in the island nation’s custody. The court order for the release of fishermen came as the Indian authorities urged Sri Lanka to release them on humanitarian grounds in the backdrop of economic assistance talks that were going on at the time.

Days of gunfire and uncertainty in the capital, Ouagadougou, ended Monday evening when more than a dozen soldiers on state media declared that the country is being run by their new organisation, the Patriotic Movement for Safeguarding and Restoration. “Today’s events mark a new era for Burkina Faso. They are an opportunity for all the people of Burkina Faso to heal their wounds, to rebuild their cohesion and to celebrate what has always made us who we are: integrity,” said Capt. Sisdore Kaber Ouedraogo. NASA’s James Webb telescope reaches final orbit in space N ASA’s revolutionary James Webb Space Telescope has reached the final orbit in space on Tuesday, after a month of space travel. A joint effort with the European Space Agency (ESA) and Canadian Space Agency, the Webb mission was launched on December 25. At 2 p.m. EST on Tuesday, Webb fired its onboard thrusters for nearly five minutes (297 seconds) to complete the final post launch course correction to its trajectory, the space agency said. This mid-course correction burn inserted Webb toward its final orbit around the second SunEarth Lagrange point, or L2, nearly 1 million miles away from the Earth. The final mid-course burn added only about 3.6 miles per hour (1.6 metres per second) - a mere walking pace - to Webb’s speed, which was all that was needed to send it to

icro blogging site Twitter is reportedly developing a feature that will allow users to curate a list of people -- up to 150 users -- to send certain tweets out to. If this sounds familiar, it is because Instagram’s Close Friends feature lets you do the same thing; but in Twitter’s case, you will be limiting your tweets to your “Flock,” The Verge reported. Twitter first gave us a glimpse of the feature last July, which it called “Trusted Friends” at the time. Since then, mobile developer Alessandro Paluzzi has been keeping track of Twitter’s progress. According to the report, Twitter seems to be working on a page that shows more information on Flock, which explains you can add up to 150 members. Only these users can view or reply to tweets sent out to your Flock. And in case you decide you do not want someone in your Flock anymore, Twitter notes you can remove people from your list at any time, and they won’t get a notification. If you are in someone’s Flock and they send out a tweet, Paluzzi notices a label that may appear beneath that tweet. ‘India can be in top-3 at Paris Paralympics’ MUMBAI, JAN 25 (IANS): Devendra Jhajharia is India’s most successful individual sportsperson in the Olympics and Paralympics, winning three medals -- two gold and one silver. And the javelin throw veteran has now started working towards winning another medal in the 2024 Paralympic Games in Paris and getting his world record back. Jhajharia won gold medals in the javelin throw F46 competition in the 2004 Paralympic Games and again in 2016 at Rio de Janeiro, Brazil. He was the favourite to win the gold in Tokyo 2020 Paralympic Games last year but was upstaged by Dinesh Priyantha Herath Mudiyanselage of Sri Lanka, who hurled the spear to 67.79 metres, a world record. Images shared on social media, which Reuters could not immediately authenticate, showed a panicked crowd trying to squeeze through a narrow entrance gate at the newly built Olembe stadium in Yaounde that was hosting a round of 16 games between Cameroon and Comoros. One video showed dozens of fans scrambling over the stadium fence as a police officer walked by. South Africa sends proposal to BCCI to host IPL: Report
CAPE TOWN, JAN 25 (IANS): Ahead of the Board of Control for Cricket in India (BCCI) announcing the venue for the 15th edition of the Indian Premier League (IPL) later next month, South Africa has reportedly thrown its hat into the ring, saying the country would be a cheaper option as compared to the UAE where the second leg of the tournament was held in 2021. The Indian cricket board had informed its 10 IPL franchises that the venue will be finalised around February 20, with India being the front-runner and the UAE and South Africa also viable options due to the COVID-19 pandemic. The Indian cricket team recently completed its three-Test and three-ODI engagement in South Africa without any bio-bubble breach or COVID-related issues, with South Africa’s director of cricket Graeme Smith thanking BCCI president Sourav Ganguly and secretary Jay Shah and the Indian team for showing
‘faith’ in Cricket South Africa (CSA) to organise the tour of the country. A report in cricbuzz. com has said that, discussions are underway between the Indian board and CSA “with particular emphasis on venues for which there would be no or bare minimum air travel, cutting down on the expenses for the franchises”. India’s campaign at the 2022 Australian Open came to an end after Sania Mirza and her American partner Rajeev Ram lost to local pair of Jaimee Fourlis and Jason Kubler in the mixed doubles quarterfinal match, here on Tuesday. The unseeded duo of Mirza and Ram lost the match 4-6, 6-7 to Fourlis and Kubler in one hour 30 minutes. The Indo-American pair got broken in the first game and gave away two break points in the second to go 2-0 down in the first set. The experienced duo then snatched the momentum back to take the next three games with Sania using her topspin lob to good effect.
