Will vaccines work against delta+ variant? NEW DELHI, JUN 25 (AGENCIES): The emergence of the Delta and Delta plus variants of the coronavirus disease (Covid19), has once again put India, and by extension the world, in a state of high alert. Delta plus, reportedly a variant with increased transmissibility, is the latest in a long list of new mutant forms of the Delta Covid19 strain which was first detected in India. While the earlier version had largely been blamed for the second wave of the Covid-19 pandemic in India, the new, more virulent variant is being feared ahead of a potential third wave. Delta plus Covid-19 variant has been detected in as many as 11 countries so far. One of India’s top virologists and a former member of the Indian SarsCoV-2 Genomic Consortia (INSACOG), Professor Shahid Jameel, expressed concerns regarding the Delta plus variant. He said that the new mutant variant may just be capable of dodging immunities, both from Covid-19 vaccines as well as from

If further informed that along with 45 years above category, CVCs for on-site registration and vaccination have also been made available in rural health units for 18-44 years age group. However, the Central government, on the other hand, has quoted studies as saying the Covishield and Covaxin are ‘broadly effective’ on the Delta plus variant. Howevver, multiple studies are ongoing in India and globally to test the effectiveness of vaccines against the Delta plus variant. The health ministry warned that regions where it has been found “may need to enhance their public health response by focusing on surveillance, enhanced testing, quick contact-tracing, and priority vaccination.” Authorities have spotlighted that Delta Plus can likely inflict another wave of infections on India. In a first-ever study in the world, India will come up with its finding on how effective the vaccines are
against Delta Plus, said Dr Balram Bhargava, the director-general of the Indian Council of Medical Research. Such data is available nowhere in the country, Dr Bhargava said, adding that the report will be available in 7 to 10 days. Forty-eight cases of Delta Plus variant of the coronavirus have been detected from 45,000 samples sequenced so far in the country with Maharashtra reporting the highest number of 20, the Centre said on Friday, stressing that there are still “very limited” cases of this mutation and it cannot be said that it is showing an upward trend. Therie said the state Governor’s reaction to NSCN (I-M) was right under the Constitution of India on tax collection. He said that tax was a sovereign right (function) which can be exercised only either by the government of India or the state government. Therie has also thrown the gauntlet on the state chief minister to clarify his stand on whether collection of “so-called tax by NNWs (Naga National Workers) was legal right as they claim or not?” Drawing attention to a recent statement which claimed that “ historically, taxation is something deeply rooted in the history of Naga resistance movement even before the NNC Naga National Council) came into the scene,” Therie dismissed it as “total distortion”. annually as tribute to Kuzhami for repulsing and defeating an aggression by Metrimi Raja (Meitei King). Therie said this collection was not tax but a tribute from those who wished to keep unity. Therie said taxation was unheard of in any Naga village except after the British began collecting house tax in the name of Khezhanuo. He said in the 1980s the nomenclature of Khezhanuo was changed to House tax. In the context of Naga movement, Therie said the Naga struggle was now 90 years. He said in 1954 NNC after forming the Federal Government of Nagaland decided to raise one national worker from every ten household. He said the ten households were responsible for cultivation in order to provide food for the national workers. Therie said in his 70 years, his father, uncle and father -in-law besides his brothers joined the movement as national workers. Even most educated Chakhesangs also joined the movement that led to closure of schools from 1956. Therie said , after the split in the NNC/FGN in
April 1980, the policy of sponsoring one national worker by ten households was distorted when recruitment became a means to share extortion amount. He said village elders and leaders were served with demands and threatened with dire consequences for which many had to pay under coercion. Therie said the funds were neither utilized for development and or publicly audited. He said today , goods reach Nagaland only after paying extortion to United People’s Democratic Solidarity, Karbi People’s Liberation Tigers, Naga Rengma Hills Protection Force and Kuki Revolutionary Army besides ULFA. After reaching Nagaland gate, the tax again have to be paid to 11 factions and Police. Therie attributed the worsening scenario to the adoption of a policy to facilitate the “ongoing peace process” by the DAN-I government on August 19,2005 under which, ministers, administrators and police directed public, entrepreneurs and village authorities to comply with “extortionists, kidnappers and murderers”, in the interests of their safety. BRUSSELS, JUN 25 (REUTERS): The World Health Organization (WHO) forecasts that people most vulnerable to Covid-19, such as the elderly, will need to get an annual vaccine booster to be protected against variants, an internal document seen by Reuters shows. The estimate is included in a report, which is to be discussed on Thursday at a board meeting of Gavi, a vaccine alliance that coleads the WHO’s Covid-19 vaccine programme COVAX. The forecast is subject to changes and is also paired with two other less likely scenarios. Vaccine makers Moderna Inc and Pfizer Inc,
with its German partner BioNTech, have been vocal in their view that the world will soon need booster shots to maintain high levels of immunity, but the evidence for this is still unclear. The document shows that the WHO considers annual boosters for high-risk individuals as its “indicative” baseline scenario, and boosters every two years for the general population. It does not say how these conclusions were reached, but shows that under the base scenario new variants would continue to emerge and vaccines would be regularly updated to meet these threats. The UN agency declined to comment on
the content of the internal document. A spokesperson for Gavi said COVAX was planning to take a wide range of scenarios into consideration. The document, which is dated June 8 and is still a “work in progress,” also predicts under the base case that 12 billion Covid-19 vaccine doses will be produced globally next year. That would be slightly higher than the forecast of 11 billion doses for this year cited by the International Federation of Pharmaceutical Manufacturers & Associations (IFPMA), signalling that the UN agency does not expect a significant ramp-up of vaccine produc-
tion in 2022. The document predicts manufacturing problems, regulatory approval issues and “transition away from some technology platforms” as potential drags on supplies next year. It does not signal which technologies could be phased out, but the European Union, which has reserved the world’s largest volume of Covid-19 vaccines, has bet heavily on shots using messenger RNA (mRNA) technology, such as those by Pfizer and Moderna, and has forgone some purchases of viral vector vaccines from AstraZeneca Plc and Johnson & Johnson.

While addressing a press conference on behalf of the Union Health Ministry, Indian Council of Medical Research (ICMR) Director-General Dr Balram Bhargava said, “The Ministry of Health has given guidelines that the vaccine can be given to the pregnant
woman.” “The vaccine is useful for the pregnant woman and it should be given,” Dr Bhargava said. Dr Bhargava said that in terms of administering COVID-19 vaccines to children is still debatable until relevant data is available. “There is only one country that is giving vaccines to children at the moment. Whether very small children will ever need vaccines, is still a question. Till such time, we have more data
on vaccination of children, we would not be in a position to vaccinate children at large,” the ICMR director said. “However, we have started a study on children between 2 years to 18 years and we will have a result on it by September,” he added. He further said that Delta Plus or AY.1 will always remain a variant of concern (VoC) as it is mutated from the Delta variant (B.1.617.2), which is also a VoC.

technology. He said that the project would help augment water and fodder in jungles areas thereby reducing hu-

Javadekar asked state forest departments to use CAMPA funds towards implementation of these projects in right earnest and in accordance with the ‘Ridge to Valley’ approach of watershed management. Javadekar also asked all state governments to make this project successful and showcase the effect of use of technology. WAPCOS has prepared these DPRs using LiDAR technology in which
the 3-D (three dimensional) DEM (Digital Elevation Model), imagery and layers of the project areas are used for recommending different types of Soil & Water conservation structures such as Anicut, Gabion, Gully Plug, Mini percolation tank, Percolation Tank, Field bund, Sunken pond, Farm pond etc. These structures would help in catching the rain water and prevent stream run off, which would help in recharging of Ground (Cont’d on p-8) water.

DIMAPUR, JUN 25 (NPN): On the eve of the commemoration of “International Day Against Drug Abuse and Illicit Trafficking”, observed every year on June 26, the Nagaland state excise department has appealed to the people of the state and all the organisations and NGOs working in the related field to put a concerted effort to eradicate “this dreaded drug menace from our midst”. On the occasion, the state excise department under the aegis of United Nations Office on Drugs and Crime (UNDCP) and Narcotics Control Bureau (NCB) has notified the consequences for illegal dealings in drugs. In a press release, the commissioner of excise & prohibition, Hotolu Swu, stated that illegal dealing in drugs, in any form, sale, possession, transaction, transportation, export, import inside India or from outside was prohibited and punishable under NDPS Act 1985. Further, allowing premises, warehouse, godown,
vehicles or use of any kind of conveyance would be liable for confiscation to the State under NDPS Act. The commissioner of excise & prohibition also stated that concealing of narcotic drugs in any form by goods, things or any items would be liable for confiscation to the State. The punishment for the above offences would range from 10-20 years imprisonment and with fine from Rs.1-2 lakh or with both. He said that NDPS Act’85 also prescribed stringent punishment to the extent of “death penalty” for repeated offences committed either in India or Abroad. Excise commissioner stated that any property, assets, movable or immovable bank accounts/bank balances acquired or derived from drug money by either spouse, family members/ associates, friends were liable for attachment to the State and “freezed” bank accounts/bank balances under NDPS ACT. In case of third wave of COVID-19 hitting Nagaland, Atokhe said the government along with district administration and medical department was ready. However, he said the virus could only be mitigated by the public by following COVID guidelines and SOPs. Expedite service review 2-day parole for Akhil Gogoi to visit mother, son minute of NSES Rules: RGTF
DIMAPUR: Regular Graduate Teachers Forum (RGTF) has appealed to the department of school education (DoSE) to expedite the service review minute of the Nagaland School Education Service Rule, 2017,held in June 2020. In a representation addressed to the principal director school education, the RGTF convenor Kekuolhouthie Dzuvichu and general secretary Temjen Yapang asserted that NSES Rules, 2017 on introduction had created great despair and created problems blocking the smooth promotional transition of the graduate teachers (GT) of the education department from 2017
till date. The forum stated that non promotion of the GTs had “almost brought an emergency like situation” to the department for dearth of field officers in the high schools all over Nagaland. RGTF has blamed “defective Service rules, NSESR 2017” for the problem in the department. It said that department had a year ago constituted a NSESR review committee under the chairmanship of the then principal secretary. The forum said the committee had its meeting on June 20, 2020 and the minute of which had been processed a year ago. RGTF said that the
minute, if pursued in earnest for approval by the cabinet, would have “surely rectified” these anomalies. As per the minute, the RGTF said the principal director and director were also members but till date the minute of the review committee was “unfortunately made to stay dormant for a year”. In the light of the above, the forum has requested the principal director school education to expedite the service review minute of the NSES Rules, 2017, and pursue for the cabinet approval for the welfare of the teaching community in particular and the department in general.
Assam CM Himanta assures rapemurder victim’s kin of speedy justice Morigaon (Assam), Jun 25 (PTI): Assam Chief Minister Himanta Biswa Sarma on Friday assured of speedy justice to the parents of a nine-year-old girl who was allegedly raped and murdered in Morigaon district a few days ago. The girl, who hailed from Balidunga village in Bhuragaon police station area, was found dead in a jute field near the Brahmaputra River on June 20. She was suspected to have been raped and murdered. After visiting
the victim’s parents at Bhuragaon during the day, Sarma told reporters that all the culprits will be arrested and exemplary punishment meted out to them. Police have registered a case and arrested one person in connection with the incident. “All rape cases will be dealt with by fast-track courts and justice as per law will be ensured,” Sarma, who visited Bhuragaon police station along with DGP Bhaskar Jyoti Mahanta to take stock of progress in the probe, said.
Inequity in allocation of ventilators to NE: Cong MP
GUWAHATI, JUN 25 (PTI): Citing an RTI response, Congress MP Gaurav Gogoi on Friday claimed that there has been a “discernible inequity” in the allocation of ventilators to north-eastern states though they are witnessing a higher number of active coronavirus cases. Gogoi wrote to Union Minister Harsh Vardhan requesting him to raise allocation of ventilators to 5,000 for Assam and 500 each for Manipur, Meghalaya, Mizoram, Tripura, Arunachal Pradesh, and Nagaland as adequate support must be provided to states, especially in the northeast, to help them cope with the pandemic. “There is discernible inequity in allocation of ventilators to states in the

north-east, which needs to be remedied urgently,” the letter read. The senior Congress leader pointed out that in reply to an RTI filed by him, he received state-wise data on the allocation, delivery, and installation of ventilators (as of June 22, 2021) and it was observed that there was “slanted treatment towards some states”. “On putting this data in
perspective, and comparing it with state-wise data of active cases, a slanted treatment of states is observed. Assam recorded 32,975 active cases, approximately five per cent of the total active cases in the country, and it was allocated 1,000 ventilators whereas Uttar Pradesh with a total of 3,910 active cases, comprising 0.61 per cent of the total active cases, was allocated the highest number of 6,316 ventilators,” Gogoi said. The second highest allocation of 6.200 ventilators was made to Gujarat despite the state recording 5,159 active cases, comprising 0.80 per cent of the total active cases of the country, the MP claimed. The states of Manipur (9,214), Meghalaya (4,273),
and Mizoram (4,424) recorded a higher number of active cases, as compared to Bihar (2,811) and Jharkhand (1,417), but the allocation of ventilators is inversely proportional to the number of active cases in these states, he said. Bihar and Jharkhand were allocated 500 and 1,960 ventilators respectively whereas Manipur was given 447, Meghalaya 86 and Mizoram 115, he claimed. “It is with great concern that I also note the gaping difference between delivered and installed ventilators in several states. Uttar Pradesh is yet to install 1,067 of the delivered ventilators and such gaps lead to underutilisation of resources and potential shortage during a crisis”, Gogoi said.
Guwahati, Jun 25 (PTI): An NIA court on Friday granted two-day parole to Independent Sivasagar MLA Akhil Gogoi on humanitarian grounds to visit his mother and son. National Investigation Agency (NIA) Special Judge Pranjal Das, after hearing a petition filed by Gogoi’s lawyers requesting permission for him to visit his family members in Guwahati and Jorhat, and people of Sivasagar, granted him parole for 48 hours which he can take as per his convenience. The court, however, allowed Gogoi to visit only his ailing mother in Jorhat and his son, who has recently recovered from COVID-19, in Guwahati but forbade him from meeting the people of his constituency due to the prevailing pandemic situation. The Raijor Dal chief can choose his parole days, and as he is still jailed, he will be escorted by security forces.

The NIA court cleared Gogoi and two of his associates of charges in one of the two cases lodged against him under the Unlawful Activities (Prevention) Act, 1967 for his alleged role in violent protests against the Citizenship (Amendment) Act in Assam in December 2019. He was cleared of the charges in the original case filed at the Chabua police station, which was later transferred to the NIA. The NIA was investigating two cases, which were initially registered at
Chandmari and Chabua police stations, related to the alleged role of Gogoi and his three colleagues in the violent protests. The court is now hearing the Chandmari police station case which was also transferred to the investigating agency. It is expected to give its order by next week. The NIA court had rejected Gogoi’s bail application in the Chandmari police station case in August last year, following which he had filed a peti-
tion challenging it in the Gauhati High Court. The high court had also rejected his bail application and its order was challenged by Gogoi’s lawyers in the Supreme Court where the judges decided not to “consider the petition at this stage”. Gogoi was arrested on December 12, 2019 from Jorhat, during the height of the anti-CAA protests in the state as a “preventive measure” in view of the deteriorating law and order situation in the state and his three associates were taken into custody the next day. They were later handed over to the NIA and booked under the UAPA for their alleged role in the violent protest and their possible links with Maoist elements. Gogoi became the first jailed leader in Assam to win an assembly election this year and he is currently admitted at the Gauhati Medical College and Hospital for treatment.

A statement issued by Central Young Mizo Association (CYMA) on Thursday said that the meeting of all political parties, churches and civil society organisations held in Aizawl has unanimously passed a resolution seeking a joint meeting involving all political parties in the state in order to step up collective efforts in the battle against COVID-19. The appeal came in the wake of several hardships and constraints faced by the state due to the spike in COVID-19 cases despite prolonged lockdown. The all party-NGO meet called by CYMA also urged the state government to expedite the process of vaccination and sample test for COVID-19. It asked the state government to improve health infrastructures and exempt Below Poverty Line (BPL) families and other poor sections from taxes, including electricity and water bills.

Baruah, who hails from Dibrugarh district of Assam, was granted the special visa in the investor category by the Department of Economic Development, Abu Dhabi, UAE. “It is a proud moment for me. I feel humbled and would like to thank the UAE government and the Department of Economic Development,” Baruah told PTI. The leading businessman, who went to the UAE for the first time in 2006, received the visa on Thursday, and it is valid from June 23 this year to June 22, 2031, an official document stated. He is the chief executive officer of Berns Brett Masaood Insurance LLC, which has offices in the UK, the EU and India and operates globally. The UAE government in 2019 implemented a new system for a long term residence visa, enabling foreigners to live, work and study in the West Asian country without the need of a national sponsor and with 100 per cent ownership of their businesses there. The Golden Visas are issued for five or 10 years and will be renewed automatically. Usually, the 10-year Golden Visa is targeted at wealthy individuals keen to offer the UAE significant investment in exchange for an opportunity to reside within the country. Assam: HC directs state govt to cap fees of private hospitals GUWAHATI, JUN 25 (AGENCIES): The Gauhati High Court while hearing a petition on capping the fees of private hospital observed that the fees cap of private hospital as decided by the Assam Government appears to be on higher side and accordingly directed the State Government to reconsider the price, reports Northeast 24. The Court has also directed to cap the rate of single cabin which has been left out by the Government in its previous notification which provided the rate of general ward, share cabin and ICU with and without ventilator. The aforesaid direction came in a Public Interest Litigation filed by Advocates Association of Indigenous Rights of Assamese (AAIRA). The Association was represented by Senior Advocate Mr. K.K. Mahanta and Advocate Kaushik Ram Barooah. The Government of Assam had previously come up with the notification dated 4.06.2021 capping the fees of private only after filing of the Public Interest Litigation. The Association however felt that though the respondents have come up with a notification to provide relief to the distressed people of Assam but the rate so capped are not in consonance with the economic condition of the local people. Whereas the States like Kerala, Maharashtra
etc. which compared to Assam have much higher per capita income and economically much developed have kept much lesser rates while capping the fees of private hospital beds, on the other hand the respondent has kept higher rates for the private hospital beds in Assam. Also there is no different rates for different cites/ towns/districts of Assam which ought to have been there as keeping the similar rates for small towns will infact increase the problems of the public, as the hospitals from such places will have now liberty to demand the fees at the rate provided in the Notification which can be much higher considering the infrastructure and facilities available in such hospitals and this definitely will affect the outskirt and rural people. Also the single cabin are left out in the notification which appeared to be a deliberate attempt to allow the private hospitals to charge exorbitant rates for single cabin as per their own wish which apparently is not at all in public interest. The Association as such filed an affidavit highlighting these issues. Satisfied with the arguments of Senior Advocate Mr. Mahanta the High Court on 23.06.2021 directed to reconsider the rates including the rates of single cabin. The case will come up next of 15th July.

Aizawl, Jun 25 (PTI): At least 224 more people, including two security personnel and over 55 children, have tested positive for novel coronavirus in Mizoram, pushing the COVID-19 caseload to 18,859, a health official said on Friday. The state also reported two more COVID-19 fatalities in the last 24 hours, which pushed the death toll to 88, he said.. The singleday positivity rate was 6.56 per cent as the fresh cases were detected from 3,413 samples, he said. Mizoram now has
4,455 active COVID-19 cases, while 14,316 people have recovered from the infection, including 220 people on Thursday. So far the state has tested over 4.68 lakh samples for COVID-19. The COVID-19 recovery rate now is 75.91 per cent, while the mortality rate is at 0.46 per cent. According to state Immunisation officer Dr Lalzawmi, a total of 4,59,681 people have been inoculated so far, of which 53,960 people have received both doses of COVID-19 vaccine.
Sikkim reports 130 new COVID-19 cases, 1 more death
Gangtok, Jun 25 (PTI): Sikkim on Friday reported 130 new COVID-19 cases, which took the tally in the state to 19,811, a health department bulletin said. The death toll rose to 299 as one more patient succumbed to the disease in the last 24 hours, it said. Of the new cases, 73 were registered in East Sikkim, 35 in South Sikkim, 21 in West Sikkim and one in North Sikkim. The Himalayan state now has 2,255 active cases, while 17,005 people have recovered from the disease, the bulletin said. Altogether, 252 coronavirus-positive patients have migrated to other states. The state has so far conducted 1,59,540 sample tests for COVID-19, including 687 in the last 24 hours, and the positivity rate stands at 18.9 per cent, it added.

I tanagar , J un 25 (PTI): Ar unachal Pradesh’s COVID-19 tally rose to 34,214 as 298 more people tested positive for the infection while two new fatalities pushed the death toll to 162, a senior health official said here on Friday. The two new COVID-19 deaths were reported from Lohit district, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The state now has 2,565 active COVID-19 cases, he said. As many as 298 patients were cured of the disease on Thursday taking the total number of COVID-19 recoveries in the state to 31,487, Jampa said. The COVID-19 recovery rate now is 92.02 per cent while the active percentage stands at 7.50 and the positivity rate at 5.59 per cent, he said. Altogether, 7,37,403 samples have been tested for COVID-19 in the state so far, including 5,325 on Thursday, Jampa said. Meanwhile, State Immunisation Officer Dr Dimong Padung said that a total of 5,35,356 people have been administered COVID-19 vaccine doses so far in the state since the inoculation drive began in January.

New ant species discovered in Mizoram
BENGALURU, JUN 25 (IANS): Three researchers from a Bengaluru-based research organisation named Ashoka Trust for Research in Ecology and the Environment (ATREE) have discovered two new species of a rare ant genus Myrmecina, for the first time in Mizoram forests. The discovery of two new species marks the first record of the Myrmecina genus from the state of Mizoram, the three-member research team claims in a statement. According to him, Myrmecina being cryptic ants, are rarely encountered in visual surveys and their biology and behaviour are poorly known. “These ants live in small colonies of 30 to 150 individuals under stones or decaying wood,” he said and added that many of us may consider ants annoying, but this tiny creature is a super-organism, plays an important role in the ecosystem as seed dispersers, predators and pollinators.

SHILLONG, JUN 25: The third body of one of the five miners trapped inside an inundated, illegal coal pit at Krem Ule, Umpleng in Meghalaya’s East Jaintia Hills district was retrieved by deep divers of the Indian Navy with the assistance of the National and State Disaster Response Force and district officials on Friday, an official said. “The Navy team detected one more body today and has retrieved it from the main shaft. Three dead bodies retrieved till date,” East Jaintia Hills Deputy Commissioner Ethelbert Kharmalki said, adding that the de-watering process continued after the retrieval of the body. This is the third body to be pulled out of the coal mine – 27 days after five migrant coal miners were trapped inside the rat-hole coal pit - by the Indian Navy divers after they retrieved the first unidentified body on June 16. Kharmalki informed
as the bodies of three of the victims have been retrieved so far. Six other migrant miners from Assam managed to escape the tragedy and they were later escorted by Meghalaya police to their respective homes in Assam. Meanwhile, the whereabouts of Nizam Uddin, the manager of the illegal coal mine who has been absconding following the mining tragedy, remained untraced, even as the Meghalaya police have issued a lookout notice for him. The Indian Navy had assisted in the rescue and recovery efforts of 15 miners trapped in a mine in Ksan, East Jaintia Hills, Meghalaya under similar conditions, in December, 2018. Unscientific ‘rat-hole’ coal mining has been banned in the unregulated mines in Meghalaya since April 2014 by a National Green Tribunal order, but illegal mines like this have been clandestinely in operation, mostly due to poor enforcement of the ban.

3rd Covid wave could be smaller than the first wave: ICMR study NEW DELHIm JUN 25 (AGENCIES): The mutations in coronavirus, waning population immunity or unrestricted mixing of people could drive a third nationwide Covid-19 wave in India, but it is unlikely to be as severe as the second wave, a new study by ICMR researchers has said. The scientific paper, jointly prepared by ICMR and Imperial College, London, study by Indian and UK researchers has indicated that while the timing and pattern of the third wave will depend on such factors, the size of the surge could remain either midway between the first two waves or be smaller than even the first wave. ICMR’s director general Balram Bhargava and chief scientist Samiran Panda are co-authors of the study. The paper published in the ICMR’s Indian Journal of Medical Research said that immune-mediated mechanisms- waning immunity or viral evolution for immune escape- are unlikely
to drive a severe third wave if acting on their own, unless such mechanisms lead to a complete loss of protection among those previously exposed. Likewise, a new, more transmissible variant would have to exceed a high threshold of reproductive factor—rate at which an infected individual infects other—should need to be higher than 4.5 to cause a third wave on its own. However, plausible mechanisms for a third wave include a new variant that is more transmissible and at the same time capable of escaping prior immunity and lockdowns that are highly effective in limiting trans-
mission and subsequently released. In both cases, any third wave seems unlikely to be as severe as the second wave, noted the researchers. The study titled “Plausibility of a third wave of Covid-19 in India: A mathematical modelling-based analysis” also said that the emergence of a third wave could be substantially mitigated by the expansion of vaccination. If the rollout of vaccine is in such a way so as to cover 40 per cent of the population with two doses over a period of three months following the end of the second wave, symptomatic cases could be reduced by around 55 %, the scientists said.

IAF Chief lauds WAC for swift response in Ladakh Directs WAC commanders to keep operational readiness at highest level NEW DELHI, JUN 25 (PTI): Air Chief Marshal RKS Bhadauria has lauded the Western Air Command (WAC) for its swift response in the face of the bitter border standoff with China in eastern Ladakh and directed it to keep the operational readiness at the “highest level”, officials said on Friday. The Chief of Air Staff was addressing a two-day conference of the top commanders of the WAC which looks after the security of the country’s air space in the sensitive Ladakh sector as well as various other parts of north India. In his remarks, Air Chief Marshal Bhadauria directed the commanders to ensure that the operational readiness of all platforms, weapon systems and assets are kept at the “highest level”, the officials said. The commanders deliberated extensively on
security challenges facing the country along the northern border during the deliberations that concluded on Friday. In his remarks, Air Chief Marshal Bhadauria emphasised the need for critical analysis of the evolving security matrix, enhancing operational preparedness and ensuring robust physical and cybersecurity infrastructure. “The Chief of Air Staff appreciated the swift response and high commitment shown by all bases in WAC in the recent standoff on our Northern frontiers despite the constraints posed by the ongoing pandemic,” the IAF said in a statement. Following the escalation in tension in eastern Ladakh in mid-June last year, the Indian Air Force (IAF) deployed almost all its frontline fighter jets like Sukhoi 30 MKI, Jaguar and Mirage 2000 aircraft as well as its attack helicopters in the key air bases in eastern Ladakh and elsewhere along the Line of Actual Control.
‘Conversion racket has roots in several states’
LU C K N OW, J U N 2 5 (IANS): After the Uttar Pradesh ATS arrested Umar Gautam and Jahangir for illegal religious conversion of at least 1,000 underprivileged youth, the state police have found the syndicate’s penetration in around 24 states. ADG Law and Order, Prashant Kumar, said, investigators are reaching out to families who were lured into converting to Islam and found that the gang had a well-oiled machinery with a countrywide reach. “The issue is sensitive and under investigation. We will launch an ATS helpline number for parents who wish to divulge information on forceful conversion of their children. We are interrogating Umar Gautam and Jahangir and
gathering clues,” he said. ATS officials also raided two establishments linked to accused Umar Gautam in Malihabad and Hardoi and documents seized from the campus are being scrutinized to track source of funds. “Umar was Vice-President of the Malihabad unit and we are trying to find out if the two institutes were used as a base for forceful conversion,” said an officer involved in the investigations. A senior ATS official said that a school principal who made Urdu and Arabic compulsory for Hindu students in Fatehpur will also be questioned. “Umar Gautam would often visit the school accompanied by 20 clerics,” said a teacher who lodged a complaint against the principal.

In a statement to the media after visiting the IAC at Ernakulam wharf of the Cochin port to review its construction progress, Singh described it as India’s pride and a shining example of Atmanirbhar Bharat. “The project was originally approved by the NDA government and has made significant progress in recent past despite COVID. “Commissioning of the IAC next year will be a befitting tribute to 75 years of India’s independence”, Singh said in the statement read out to the media. “The combat capability, reach and versatility of the aircraft carrier will add formidable capabilities in the defence of our country and help secure India’s

Prez Kovind embarks on train journey to visit birthplace in UP NEW DELHI, JUN 25 (PTI): President Ram Nath Kovind on Friday embarked on a train journey to visit his birthplace in Uttar Pradesh, where he will interact with his old acquaintances from school days and the early days of his social service. It would be after a gap of 15 years that an incumbent president is travelling by train. “President Kovind boards a special presidential train from Safdarjung railway station to Kanpur. The train will make two stop-overs, at Jhinjhak and Rura of Kanpur Dehat, and will reach Kanpur Central in the evening,” the Rashtra-
pati Bhavan tweeted. Railway Minister Piyush Goyal can also be seen in pictures tweeted by the Rashtrapati Bhavan of the president boarding the train. This is the first time that Kovind will visit his birthplace after becoming the president. Though he had desired to visit the place earlier, it could not materialise because of the coronavirus pandemic. “As he boards the train, the president will be travelling down the memory lane that will cover a span of seven decades of his life, right from his childhood to holding the top constitutional position in the coun-
try,” a statement issued on Wednesday by the Rashtrapati Bhavan had said. The two stop-overs at Jhinjhak and Rura are close to the president’s birthplace, Paraunkh village in Kanpur Dehat. The last time a president travelled by train was in 2006 when A P J Abdul Kalam boarded a special train from Delhi to Dehradun to attend the passing-out parade of the Indian Military Academy (IMA) cadets. BAREILLY, JUN 25 (IANS): In a shocking incident, a security guard deployed at a bank in Bareilly on Friday opened fire at a customer who had come without wearing a mask. The security guard deployed at the Bank of Baroda’s Junction Road branch shot the customer, identified as Rajesh Kumar, a railway employee, in the leg. Initial reports say that he got into an argument with the security guard over not wearing a mask. Retracing steps
I
t was on August 5,2019 that the Modi government after its second successive landslide victory in the Lok Sabha election, and with an absolute 2/3rd majority, revoked the special status, or limited autonomy, granted under Article 370 of the Indian Constitution to Jammu and Kashmir and thus, fulfilling its election manifesto that had been on the anvil for decades. The government argued that the abrogation was to put Kashmiris on the same footing with all other Indian citizens and to have one nation, one flag and one constitution. As per Article 370 under the agreement for accession of the independent princely state of J&K, the state had its own constitution, flag and special powers on citizenship under Article 35A. The abrogation was also sought to be justified on the ground of security. It was indirectly blamed for rise in anti-India sentiments and by extension, militancy and terrorism. All prominent J&K political leaders including the Abdullahs, incumbent chief minister Mehbooba and others were placed under house arrest after the state assembly was dissolved on June 20,2019. These are the people who had held the Indian flag high in the Valley and the hills, who stood against the Islamist theocratic enterprise founded and funded by the neighbour’s army. The abrogation hurt the sentiments of all Kashmiris at a time when consolidation was the need of the hour. Also, while India makes much about Pakistan Occupied Kashmir; it is a fact that China in fact, has illegally occupied largeparts of Kashmir, almost the size of POK. The devouring of territories by the Red dragon should not be ignoredIt has been two years since J&K was reduced to the status of Union Territory and bifurcated to J&K and Ladakh and the entire area teeming with police and paramilitary forces to tackle terror. However, in the end, the Modi government has belatedly realised that merely abrogating Article 370 and 35A, though serving the interest of the extreme right wing and ultra nationalists, has not guaranteed peace. The situation can be normalised(even if there could still be terror attacks etc) by having leaders of political parties and NGOs shoulder their responsibility towards confidence building measures. This will deprive terrorists from across the border a space. Finally, Modi and Shah appear to have accepted that a state ruled by mandated leaders will serve the interests of peace and internal security. The People’s Alliance for the GupkarDeclaration(PAGD), Congress and other parties, which have stood for dialogue and debates and have been critical of the manner by which the Modi -Shah duo are steamrolling mass sentiments. These leaders went to meet both prime minister Narendra Modi and home minister Amit Shah in the hope that something positive could emerge. Representatives of J&K political parties emphasised on reversion of statehood to J&K and holding of elections. Modi and Shah conveyed the need to normalise the situation and holding elections only after delimitation sans Ladakh.So long as India is a democracy, constitutional procedures cannot be brutalised by majority. India can become strong in all spheresonly if its citizens are confident of their future which their constitution guarantees.

Our Lord received Himself, accepting His position and realizing His purpose, in the midst of the fire of sorrow. He was saved not from the hour, but out of the hour. We say that there ought to be no sorrow, but there is sorrow, and we have to accept and receive ourselves in its fires. If we try to evade sorrow, refusing to deal with it, we are foolish. Sorrow is one of the biggest facts in life, and there is no use in saying it should not be. Sin, sorrow, and suffering are, and it is not for us to say that God has made a mistake in allowing them. Sorrow removes a great deal of a person’s shallowness, but it does not always make that person better. Suffering either gives me to myself or it destroys me. You cannot find or receive yourself through success, because you lose your head over pride. And you cannot receive yourself through the monotony of your daily life, because you give in to complaining. The only way to find yourself is in the fires of sorrow. Why it should be this way is immaterial. The fact is that it is true in the Scriptures and in human experience. You can always recognize who has been through the fires of sorrow and received himself, and you know that you can go to him in your moment of trouble and find that he has plenty of time for you. But if a person has not been through the fires of sorrow, he is apt to be contemptuous, having no respect or time for you, only turning you away. If you will receive yourself in the fires of sorrow, God will make you nourishment for other people.

overnment of India is aware that the Constitution of India is no more in Nagaland. It has collapsed and the State government is a subordinate government to various factions including those from Assam. The Assembly is convened for 15 minutes and adjourned sine die to fulfil the obligation under the Constitution of India to allow flow of funds from Govt of India with intent to loot. It is not a new thing to the people neither to Gover nment of India. DAN-I adopted its policy to facilitate and support the ongoing peace process on 19th August 2005 in the State Assembly. In compliance to the policy, Ministers, Administration and Police started directing aggrieved public, entrepreneurs and Village authorities to compromise with the extortionists, kidnappers and murderers in the interests of future safety. 24% of Govt employees’ salaries were deducted at source and given away. All DDOs started deducting at source from all Bills in the name of insurgents’ tax and then shared. It is not only Covid-19 fund. Sharing of development is now systemised and everyone
in Govt also gets benefit. Funds released are known by the insurgents before the beneficiaries. The commission margin has increased. Many of the projects remain unverifiable although funds were drawn, according to AG Reports. The larger chunk is taken by Ministers, MLAs and the Government employees involved in the development Bills. The insurgents collect not only from DDOs but from Contractors and Suppliers too. The entire budget vanishes into thin air at Kohima. It does not percolate down to the Districts anymore. It is incorrect to say that “historically taxation is something deeply rooted in the history of Naga resistance movement even before the NNC came into the scene”. This is total distortion of history. Before the British, it was only Khezhanuo (Kuzhankhruo) that was collected once in a year as tribute paid to Kuzhami for leading in fighting back Metrimi Raja aggression (Meitei King). It was Kuzhami warriors that fought back with the help of storm and all other villages supported and repelled them back till Karon. My Villagers have established a sentry post
there. A few households still live there. Therefore, tribute in the form of kind or live animal was paid once in a year as token of unity and commitment to stand together in times of invasion by other forces. Once a year, the warriors from Kuzhami (Neketsü) move from one village to another along the foothills path leading from Karon down to Samakuting, to keep the relations. Before the warriors are sent, the Village Chief Priest (Mewo) would continue to fast till the warriors returned. Tax histor y began when the British landed at Samakuting and asked to whom tax was paid. The Interpreter identified Khezhanuo (Khezha children) and they termed the tribute as Khezhanuo because there was no other tax. This tribute was not a tax and was paid by those who wished to keep unity. Naga villages were sovereign villages. We have not heard any Naga village paying tax to anyone except the British Empire house tax which was subsequently collected in the name of Khezhanuo (In the 1980s the nomenclature of Khezhanuo was changed to House tax).
The resistance was against tax. Naga Hills Memorandum which is the original rhyme and reason for the political movement stated clearly in the fifth paragraph and I quote “Our country is poor and it does not pay for any administration. Therefore if it is continued to be placed under Reformed Scheme, we are afraid new and heavy taxes will have to be imposed on us, and when we cannot pay, then all lands have to be sold and in long run we shall have no share in the land of our birth and life will not be worth of living then”. Nagas have struggled for 90 years now. It was all voluntary. In 1954 when NNC decided to form FGN they later decided to raise 1 National worker from amongst ten households and these ten houses are responsible to help cultivate the fields and also provide fooding whenever they come. I have lived 70 years. My father, my uncle, my father in law and many of my elder brothers were all NNWs. All educated people from Chakhesang joined the noble movement and closed the schools from 1956. After the split of NNC/FGN in April 1980,
the recruitment policy of sponsoring 1 National Worker from amongst 10 houses was distorted. Recruitment was then made to share extortion amounts. Demands were given to Village leaders and leaders threatened with dire consequences for which many started paying under coercion. None of these funds are used for development neither auditable to the public. Today, before the goods reach Nagaland, we are paying extortion to United People’s Democratic Solidarity (UPDS), Karbi People’s Liberation Tigers (KPLT), Naga Rengma Hills Protection Force (NRHPF) and Kuki Revolutionary Army (KRA) besides ULFA. After reaching Nagaland gate, we pay to 11 factions and police. The existence of the State Government and Constitution is no more excepting in siphoning off the state budget. According to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (1984, art. 1, para.1) the term ‘torture’ means any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession, punishing him for an act he or a third person has committed or is suspected of having committed, or intimidating or coercing him or a third person, or for any reason based on discrimination of any kind, when such pain or suffering is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity. It does not include pain or suffering arising only from, inherent in or incidental to lawful sanctions. The paradox is that despite the absolute prohibition of torture under international law, torture persists in all regions of the world. The United Nations has condemned torture from the outset as one of the vilest acts perpetrated by human beings on their fellow human beings. According

to all relevant instruments, it is absolutely prohibited and cannot be justified under any circumstances. On 12th December 1997, by resolution 52/149, the UN General Assembly proclaimed 26 June the United Nations International Day in Support of Victims of Torture, with a view to the total eradication of torture and the effective functioning of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The day is an opportunity to unite in support of the hundreds of thousands of people around the world who have been victims of torture and those who are still tortured today. The victims of torture needs care and support and Recovering from torture requires prompt and specialized programmes. The UN Voluntary Fund for Victims of Torture, administered by the UN Human Rights Office in Geneva is a unique victimfocused mechanism that channels funding for the assistance to victims of torture and their families. Established in 1981 with a mandate to support torture victims and their families, the Fund marks its 40th anniversary this year. The Fund works by channeling voluntary contributions to civil society organiza-
tions providing legal, social, humanitarian, psychological and medical services. Beneficiaries include human rights defenders, persons deprived of liberty, children and adolescents, refugees and migrants, victims of enforced disappearance, indigenous peoples, victims of sexual and genderbased violence and LGBTI persons, among others. In 1948, the international community condemned torture and other cruel, inhuman or degrading treatment in the Universal Declaration of Human Rights adopted by the United Nations General Assembly. In 1975, responding to vigorous activity by non-governmental organizations(NGOs), the General Assembly adopted the Declaration on the Protection of All Persons from Being Subjected to Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The first Special Rapporteur on torture, an independent expert mandated to report on the situation of torture in the world, was appointed by the Commission on Human Rights in 1985. There is a voluntary fund named The United Nations Voluntary Fund for Victims of Torture. The Fund awards hundreds of grants to civil society organizations worldwide to
deliver medical, psychological, legal, social and other assistance. It was established by the General Assembly in 1981(resolution 36/151) with a mandate to support torture survivors and their families. The recent pandemic has brought more challenges as people deprived of liberty, already subject to the risk of cruel, inhuman and degrading treatment behind bars and in other confined spaces, are now facing a new threat. UN experts have warned that the COVID-19 pandemic is leading to an escalation of torture and ill-treatment worldwide, and torture survivors are especially in danger of getting infected by the lethal virus due to their vulnerable situation. As torture is against human rights, so, we must tackle action to bring an end to it. Bringing an end to torture is possible as this made by human being and not by any natural calamities. There are victims everywhere and sometimes victims may be innocent too. Proper justice should be there and no one should become victim or torture for which all of us must take action. NEW DELHI, JUN 25 (PTI): Amid its strained relations with the Indian government, Twitter on Friday briefly blocked IT Minister Ravi Shankar Prasad from accessing his account over alleged violation of the US copyright law - a move that was immediately slammed by him as being arbitrary and against IT rules. This is the first instance of a Twitter account of a Union Minister getting blocked. While the exact nature of the violation of the Digital Millennium Copyright Act (DMCA) was not immediately known, Prasad could not access his account ‘@rsprasad’ on Friday morning even though the Twitter account of the minister was visible for public viewing. The access was unlocked about an hour later with a warning that the account may be locked again or potentially suspended in case of any additional notices against the account. NIA charge sheet 7 terrorists in arms smuggling case NEW DELHI, JUN 25 (PTI): The National Investigation Agency (NIA) on Friday said it has filed a charge sheet against seven terrorists of the Tehreekul-Mujahideen (TuM) who were “smuggling” arms and explosives into India with the help of handlers based in Pakistan-occupied Kashmir (PoK). The charge sheet was filed before a special NIA court in Jammu on Thursday against Mohd Mustafa Khan, Mohd Yaseen, Mohd Farooq, MohdIbrar, Mohd Javid Khan, Sher Ali (based in Kuwait), and Mohd Rafiq Nai alias Sultan (based in PoK). They have been charged under various sections of the Arms Act, Explosives Act and the UAPA. The NIA had taken over probe in this case in March this year after the Jammu police filed an FIR in December last year relating to the arrest of Mohd Mustafa Khan and recovery of six hand grenades along with “incriminating documents” from his residence. The probe found, the NIA alleged, that the seven accused named in the charge sheet “were part of a deeprooted criminal conspiracy by Pakistan-based handlers of TuM and their terror associates based in Poonch and Kuwait to execute terrorist activities and wage war against the Indian state.”

‘50 lakh could be infected in third wave in Maha’ MUMBAI, JUN 25 (PTI): Maharashtra government was taking steps to face a possible third wave by ramping up health infrastructure, state Food and Drug Administration Minister Rajendra Shingne said. As many as 50 lakh people including five lakh children could be infected in Maharashtra in a possible third wave of the pandemic, Rajendra Shingne said on Friday. Talking to reporters at Buldhana, the minister said a third wave could have eight lakh active cases at its peak. “About five lakh children may be infected, of which 2.5 lakh may need admission in government hospitals. All these possibilities were discussed during this week’s cabinet meeting chaired by CM Thackeray,” he said. Twitter maintains a repeat copyright infringer policy under which repeat infringer accounts will be suspended. Accruing multiple DMCA strikes may lead to suspension of your account,” the message said. About an hour later, Twitter unlocked access to the account by posting a warning message to the Minister’s account stating, “Your account is now available for use. Please be aware that any additional notices against your account may result in your account being locked again and potentially suspended”.

New Delhi, Jun 25 (IANS): India’s FY22 GDP growth rate is now expected at 9.6 per cent, lower than an earlier estimate of 10.1 per cent, India Ratings and Research (Ind-Ra) said on Friday. According to the ratings agency, given the speed and scale of Covid 2.0, the earlier GDP growth estimated at 10.1 per cent for FY22 is unlikely to hold. Now, Ind-Ra expects GDP growth to come in at 9.6 per cent (base case) in FY22. This rate is, however, contingent upon India vaccinating its entire adult population by December 31, 2021. “Average daily vaccination during June 1-20 was 3.2 million, which rose to 8.73 million on June 21. If the pace of vaccination is maintained close to the June 21 level, India will be able to achieve the aforesaid target. “In case the vaccination target gets delayed by three months, either due to slow pace of vaccination or non-availability of vaccines, the FY22 GDP growth will
slip further down to 9.1 per cent (alternate scenario),” Ind-Ra said. As per Ind-Ra, the Indian economy was witnessing a consumption slowdown even before the Covid-19 pandemic. “PFCE collapsed to negative 26.2 per cent in 1QFY21. Since then it has recovered and was expected to gather pace this fiscal. However, it has received another push back from Covid 2.0. “The push back to consumption demand is expected to be more pronounced in the rural areas as Covid 2.0, unlike Covid 1.0, has spread to the rural areas as well,” Ind-Ra said. Consequently, Ind-Ra expects PFCE growth to come in at 10.8 per cent in FY22. Besides, it said that
a near-normal monsoon in 2021 means a third consecutive year of healthy agricultural production or income. “Although agricultural income now constitutes only about one-third of the rural income, given its backwardforward linkage with several non-agricultural rural activities, together they provide livelihoods to a large portion of the rural population. “Ind-Ra expects agricultural growth to come in at 3 per cent in FY22. On the other hand, the industrial sector is expected to grow at 10.9 per cent YoY in FY22, because unlike Covdi 1.0, industries were allowed to remain operational during Covid 2.0 lockdowns though with Covid protocols or lower employee headcounts,” it said. In addition, Ind-Ra said that services, especially segments such as aviation, tourism, hotels, sports, entertainment and hospitality, which are still weathering the storm, is expected to grow at 10.4 per cent in FY22, “again chiefly due to the low base of last year”.

NEW DELHI, JUN 25 (IANS): Centre on Friday announced income-tax exemption on the amount received by a taxpayer from his/her employer or from any other person for the treatment of Covid-19 during FY 2019-20 and subsequent years. The government also provided relief to the family members of a taxpayer falling prey to Covid by providing income-tax exemption on the ex-gratia payment received by them from the employer or from any other person. This exemption shall be allowed without any limit for the amount received from the employer, while the exemption shall be limited to Rs 10 lakh in aggregate for the amount received from any other person, a Finance Ministry statement said. Necessary legislative amendments for the above decisions shall be proposed in due course of time, the statement added. Further, the ministry has extended the timelines for various tax compliances to address the issue of the inconvenience being faced
by the taxpayers due to the pandemic. It had earlier extended timelines for filing income tax and corporate tax returns. Accordingly, objections to the Dispute Resolution Panel (DRP) and the Assessing Officer under Section 144C of the Income-tax Act, 1961, for which the last date of filing under that section was June 1, 2021 or thereafter, can now be filed within the time provided in that Section or by August 31, 2021, whichever is later. Also, the statement of deduction of tax for the last quarter of FY 2020-21, required to be furnished on or before May 31, 2021, and was extended to June 30, 2021 earlier, can now be furnished on or before July 15, 2021. Similarly, the certificate of tax deducted at source in Form No. 16, required to be furnished to the employee by June 14, 2021 under Rule 31, as extended to July 15, 2021 vide Circular No. 9 of 2021, may be furnished on or before July 31, 2021, the Finance Ministry said in the statement. The government has also extended
the last date of linkage of Aadhaar with PAN under Section 139AA of the Act to September 30, 2021. The last date of payment of amount under ‘Vivad se Vishwas’ (without additional amount), which was earlier extended to June 30, 2021, has been further extended to August 31, 2021. Similarly, the last date of payment of amount under ‘Vivad se Vishwas’ (with additional amount) has been notified as October 31, 2021. New Delhi, Jun 25 (Agencies): The Reserve Bank of India (RBI) has extended the restrictions placed on Punjab and Maharashtra Cooperative (PMC) Bank till December 31. RBI has, on June 18, granted “in-principle” approval to Centrum Financial Services Ltd (CFSL) to take over beleaguered PMC Bank via small finance bank (SFB) route. It has given Centrum 120 days to commence operations. The approval came as a ray of hope for the PMC depositors who waited anxiously for almost two years after over Rs 10,723 crore were stuck in the crippled
cooperative bank that has been under RBI administrator since September 2019. Taking into account the time required for completion of various activities involved in the process, the Central bank said that it is extending the restrictions. Jaspal Bindra-led Centrum Capital, the holding entity for CFSL, and its partner BharatPe, a payments system company, will infuse Rs 1,800 crore into the small finance bank. PMC Bank was placed under curbs in September 2019. Its administrator had floated an expression of interest on November 3, 2020, inviting investors for revival.

Mumbai, Jun 25 (PTI): The rupee weakened by 2 paise to end at 74.20 (provisional) against the US dollar on Friday as higher crude oil prices weighed on forex market sentiment. At the interbank foreign exchange market, the rupee opened at 74.15 per dollar as against its previous close of 74.18. It hovered in the range of 74.14 to 74.25 during the day before ending at 74.20 against the greenback. “The Indian rupee remained under pressure on Friday on firm crude oil prices and as market participants remained vigilant ahead of US Core PCE Price Index data,” Saif Mukadam, Research Analyst, Sharekhan by BNP Paribas. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, fell 0.08 per cent to 91.74. “Dollar is showing weakness amid Fed officials differing view on how long inflation is likely to stay high and when to tighten monetary policy. Market Sentiments improved on news that US President Joe Biden and a group of senators agreed on roughly USD 1 trillion infrastructure plan securing bipartisan deal,” he noted. ‘Israel-Hamas ceasefire fragile’
United Nations, Jun 25 (IANS): The UN special coordinator for the Middle East peace process, Tor Wennesland, has warned that the Egypt-brokered ceasefire reached last month between Israel and Hamas remains very fragile. In this regard, the UN is working closely with all concerned parties and partners, including Egypt, to solidify the ceasefire, allow the entry of urgent humanitarian assistance and stabilize the situation in Gaza, he told the Security Council in a briefing on Thursday. “I urge all sides to refrain from unilateral steps and provocations, take steps to reduce tensions, and allow these efforts to succeed. Everyone must do their part to facilitate ongoing discussions to stabilise the situation on the ground and avoid another devastating escalation in Gaza,” he said. In response to these incendiary balloons, Israel Defense Forces targeted what it said were five Hamas facilities in Gaza, causing damage but no injuries. On Wednesday, Palestinian activist and parliamentary candidate Nizar Banat was pronounced dead, hours after being arrested by Palestinian security forces at a house in Hebron.
According to the victim’s family, the victim was aggressively beaten and physically assaulted during the arrest, said Wennesland. “I would like to again highlight the significant risks we face over the coming period as we confront the prospect of a renewed escalation,” he said. While immediate international efforts are rightly focused on solidifying the cessation of hostilities, providing humanitarian assistance and beginning the process of Gaza reconstruction, recent events have also highlighted the urgent need to re-establish a political horizon and restore hope to Palestinians and Israelis, he said. “Even as we focus on the pressing challenges in Gaza, I reiterate our determination to work with Israelis and Palestinians, fellow members of the Middle East Quartet and key regional and international partners to lay the groundwork for a return to meaningful negotiations toward a viable two-state solution.”

Museveni, in a State House statement, said Friday will be observed as a public holiday and the fourth national session for inter-denominational prayers as the country battles a rise in the coronavirus infections, reports Xinhua news agency. The national prayers will be held virtually at State House Entebbe, about 40 km south of the capital, Kampala. The leaders of various religious denominations will lead the prayers. Museveni last week imposed a nationwide total lockdown for 42 days to combat and control the spread of the virus. The situation can be managed by minimising the number of infections and giving urgent care for the severely ill, the Ugandan President said.
SHANGHAI, JUN 25 (REUTERS): The virus that causes Covid-19 could have started spreading in China as early as October 2019, two months before the first case was identified in the central city of Wuhan, a new study showed on Friday. Researchers from Britain’s University of Kent used methods from conservation science to estimate that SARS-CoV-2 first appeared from early October to mid-November 2019, according to a paper published in the PLOS Pathogens journal. The most likely date for the virus’s emergence was Nov. 17, 2019, and it had probably already spread globally by January 2020, they estimated. China’s first official Covid-19 case was in December 2019 and was linked to Wuhan’s Huanan seafood market. However, some early cases had no known connection with Huanan, implying that SARS-CoV-2

Beijing, Jun 25 (PTI): At least 18 people, mostly children, were killed and 16 others injured when a deadly fire ripped through a boarding martial arts school in China’s Henan province in the early hours of Friday. The children, aged between seven and 16, were asleep on the first floor when the blaze broke out at the Zhenxing Martial Arts Centre. A total of 34 students were enrolled at the boarding school in Shuangqiu city’s Zhecheng county. Four people were se-
verely injured and 12 sustained minor wounds in the fire, the Hong Kong-based South China Morning Post newspaper quoted local official media reports as saying. R
e s e a r c h e r s h ave found evidence that a coronavirus epidemic swept East Asia some 20,000 years ago and was devastating enough to leave an evolutionary imprint on the DNA of people alive today. The new study suggests that an ancient coronavirus plagued the region for many years, researchers say. The finding could have dire implications for the Covid-19 pandemic if it’s not brought under control soon through vaccination. “It should make us worry,” said David Enard, an evolutionary biologist at the University of Arizona who led the study, which was published on Thursday in the journal Current Biology. “What is going on right now might be going on for generations and generations.” Until now, researchers could not look back very far into the history of this family of pathogens. Over the past 20 years, three coronaviruses have adapted to infect humans and cause severe respiratory disease: Covid-19, SARS and MERS. Studies on each of these coronaviruses indicate that they jumped into our species from bats or other mammals. Four other coronavi-
ruses can also infect people, but they usually cause only mild colds. Scientists did not directly observe these coronaviruses becoming human pathogens, so they have relied on indirect clues to estimate when the jumps happened. Coronaviruses gain new mutations at a roughly regular rate, and so comparing their genetic variation makes it possible to determine when they diverged from a common ancestor. The most recent of these mild coronaviruses, called HCoV-HKU1, crossed the species barrier in the 1950s. The oldest, called HCoV-NL63, may date back as far as 820 years. But before that point, the coronavirus trail went cold — until Dr. Enard and his colleagues applied
a new method to the search. Instead of looking at the genes of the coronaviruses, the researchers looked at the effects on the DNA of their human hosts. O ve r ge n e r a t i o n s, viruses drive enormous amounts of change in the human genome. A mutation that protects against a viral infection may well mean the difference between life and death, and it will be passed down to offspring. A lifesaving mutation, for example, might allow people to chop apart a virus’s proteins. But viruses can evolve, too. Their proteins can change shape to overcome a host’s defenses. And those changes might spur the host to evolve even more counteroffensives, leading to more mutations. When a random new

The scientists then tried to estimate how long ago East Asians had adapted to a coronavirus. They took advantage of the fact that once a dominant version of a gene starts being passed down through the generations, it can gain harmless random mutations. As more time passes, more of those mutations accumulate. Dr. Enard and his colleagues found that the 42 genes all had about the same number of mutations. That meant that they had all rapidly evolved at about the same time. “This is a signal we should absolutely not expect by chance,” Dr. Enard said. They estimated that all of those genes evolved their antiviral mutations sometime between 20,000 and 25,000 years ago, most likely over the course of a few centuries. It’s a surprising finding, since East Asians at the time were not living in dense communities but instead formed small bands of hunter-gatherers. (NewYork Times)

UBG Mobile is back in a new avatar, Battlegrounds Mobile India, in the country as a result of its months-long ban. Though Krafton claims the new game is designed to address concerns over its original version, it’s actually not new — it is just what Chinese audiences have had all along. Battlegrounds Mobile India has emerged more like a marginally tweaked version of PUBG Mobile, with just a handful of (unnecessary) differences. And there’s no India-specific changes here, with those tricolour posters relegated to the marketing teasers. This week, host Akhil Arora talks about Battlegrounds Mobile India on Gadgets 360 podcast Orbital with Deputy Video Head Cyrus John, who played Battlegrounds Mobile India, and Deputy News Editor Veer Arjun Singh, one of the most experienced PUBG Mobile players in the team. Battlegrounds Mobile India is currently available in early access for Android users. Game publisher Krafton claimed just hours after the release of the battle royale title that it crossed the mark of 5 million downloads. But it has not been a smooth initial success for
the game. Shortly after its release, the Indian avatar of PUBG Mobile was found to be sending data to servers outside the country, even in China. That data-sharing issue was, however, fixed when it was reported online. It’s funny because the ties to China were allegedly among the concerns that resulted in the ban of the original title in September last year. Traders’ body Confederation Of All India Traders (CAIT) has also demanded a ban of the new game citing it was sending user data outside the country. Gameplay in Battlegrounds Mobile India is essentially as it was with PUBG Mobile. The changes are merely due to porting over the Chinese version. For instance, gore and violence effects have been removed as the Chinese government doesn’t allow that in its games. Even traditional red ani-
mation of blood has been replaced with green leaves. Yes, leaves. Krafton has allowed existing PUBG Mobile users to move their original saved game data to Battlegrounds Mobile India. However, it is important to point out that friends with whom you were playing matches on PUBG Mobile are not automatically added when you move to the new game - the friends list has been lost in the changeover. Further hurting the community side of things is the fact that many PUBG Mobile players have moved to PUBG Mobile alternatives, such as Call of Duty: Mobile and Garena Free Fire, in the months that it was banned. Those aren’t likely to easily move to Battlegrounds Mobile India — considering the fact that they’ve already made their communities on those other games. (NDTV)

ommonly used artificial sweeteners can cause previously healthy gut bacteria to become diseased and invade the gut wall, potentially leading to serious health issues, according to a new research. The study, published in the International Journal of Molecular Sciences, is the first to show the pathogenic effects of some of the most widely-used artificial sweeteners -- saccharin, sucralose, and aspartame -- on two types of gut bacteria, E. coli (Escherichia coli) and E. faecalis (Enterococcus faecalis). So if one version of a gene dominates all others in large groups of people, scientists know that is most likely a signature of rapid evolution in the past. In recent years, Dr. Enard and his colleagues have searched the human genome for these patterns of genetic variation in order to reconstruct the history of an array of viruses. When the pandemic struck, he wondered whether ancient coronaviruses had left a distinctive mark of their own. He and his colleagues compared the DNA of thousands of people across 26 different populations around the world, looking at a combination of genes known to be crucial for coronaviruses but not other kinds of pathogens. In East Asian populations, the scientists found that 42 of these genes had a dominant version. That was a strong signal that people in East Asia had adapted to an ancient coronavirus. But whatever happened in East Asia seemed to have been limited to that region.

It is known that bacteria such as E. faecalis which cross the intestinal wall can enter the bloodstream and congregate in the lymph nodes, liver, and spleen, causing a number of infections including septicaemia. This new study discovered that at a concentration equivalent to two cans of diet soft drink, all
three artificial sweeteners significantly increased the adhesion of both E. coli and E. faecalis to intestinal Caco-2 cells, and differentially increased the formation of biofilms. Bacteria growing in biofilms are less sensitive to antimicrobial resistance treatment and are more likely to secrete toxins and express virulence factors, which are molecules that can cause disease. Additionally, all three sweeteners caused the pathogenic gut bacteria to invade Caco-2 cells found in the wall of the intestine, with the exception of saccharin which had no significant effect on E. coli invasion, the researchers said. New Delhi, Jun 25 (IANS): Redbird Capital Partners, a private investment firm which has invested in the company that owns Liverpool football club and Boston Red Sox baseball team, has acquired a 15 per cent stake in the Indian Premier League (IPL) franchise Rajasthan Royals. The amount of transaction signed with
the Royals is valued between US$250 million and US$300 million. London-based venture capitalist Manoj Badale’s investment firm Emerging Media owns the majority stake. “Such an investment is testament to the global standing of the IPL and India as an attractive investment destination,” Badale said.

New Delhi, Jun 25 (PTI): Ace Indian judoka Sushila Devi has qualified for the Tokyo Olympics through the continental quota, the sport’s international federation confirmed on Friday. Sushila, who competes in the 48kg category, has 989 points which puts her at seventh spot in the Asian list, the International Judo
Federation said. The continental quotas are allotted based on a judoka’s ranking in the region. Asia has 10 quota slots. This will be the 26-year-old’s first participation at the Olympics. Only one athlete per NOC (National Olympic Committee) per division can qualify. Each NOC is entitled to only one spot through the continental quota.
