Will vaccines work against delta+ variant? NEW DELHI, JUN 25 (AGENCIES): The emergence of the Delta and Delta plus variants of the coronavirus disease (Covid19), has once again put India, and by extension the world, in a state of high alert. Delta plus, reportedly a variant with increased transmissibility, is the latest in a long list of new mutant forms of the Delta Covid19 strain which was first detected in India. While the earlier version had largely been blamed for the second wave of the Covid-19 pandemic in India, the new, more virulent variant is being feared ahead of a potential third wave. Delta plus Covid-19 variant has been detected in as many as 11 countries so far. One of India’s top virologists and a former member of the Indian SarsCoV-2 Genomic Consortia (INSACOG), Professor Shahid Jameel, expressed concerns regarding the Delta plus variant. He said that the new mutant variant may just be capable of dodging immunities, both from Covid-19 vaccines as well as from

18-44 yrs: Vax slots booking to open on June 27 DIMAPUR, JUN 25 (NPN): State Health department has informed that the Co-WIN portal for booking of vaccination slots for 1844 years group will open on June 27 from 9 a.m. onwards. The slots will be opened for vaccination between June 28 to June 30. If further informed that along with 45 years above category, CVCs for on-site registration and vaccination have also been made available in rural health units for 18-44 years age group. In this regard, the department has requested the public to contact the district immunization officers/MOs in-charge of CHCs/PHCs to find out the vaccination days.

Aadhaar-PAN card linking extended NEW DELHI, JUN 25 (AGENCIES): Centre has extended the last date for linking the Permanent Account Number (PAN) with the Aadhaar card by another three months, with the new last date now being September 30, 2021. This is the third time that the government has extended the last date for linking the two identification documents.

The health ministry warned that regions where it has been found “may need to enhance their public health response by focusing on surveillance, enhanced testing, quick contact-tracing, and priority vaccination.” Authorities have spotlighted that Delta Plus can likely inflict another wave of infections on India. In a first-ever study in the world, India will come up with its finding on how effective the vaccines are

against Delta Plus, said Dr Balram Bhargava, the director-general of the Indian Council of Medical Research. Gov right about taxation: NPCC Dares CM to clarify on who has the right to collect tax DIMAPUR, JUN 25 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K. Therie said the state Governor’s reaction to NSCN (I-M) was right under the Constitution of India on tax collection. He said that tax was a sovereign right (function) which can be exercised only either by the government of India or the state government. Therie has also thrown the gauntlet on the state chief minister to clarify his stand on whether collection of “so-called tax by NNWs (Naga National Workers) was legal right as they claim or not?” Drawing attention to a recent statement which claimed that “ historically, taxation is something deeply rooted in the history of Naga resistance movement even before the NNC Naga National Council) came into the scene,” Therie dismissed it as “total distortion”. Therie said taxation was unheard of in any Naga village except after the British began collecting house tax in the name of Khezhanuo. He said in the 1980s the nomenclature of Khezhanuo was changed to House tax. In the context of Naga movement, Therie said the Naga struggle was now 90 years. He said in 1954 NNC after forming the Federal Government of Nagaland decided to raise one national worker from every ten household. He said the ten households were responsible for cultivation in order to provide food for the national workers. Therie said in his 70 years, his father, uncle and father -in-law besides his brothers joined the movement as national workers. Even most educated Chakhesangs also joined the movement that led to closure of schools from 1956. Therie said , after the split in the NNC/FGN in

April 1980, the policy of sponsoring one national worker by ten households was distorted when recruitment became a means to share extortion amount. He said village elders and leaders were served with demands and threatened with dire consequences for which many had to pay under coercion. Therie said the funds were neither utilized for development and or publicly audited. He said today , goods reach Nagaland only after paying extortion to United People’s Democratic Solidarity, Karbi People’s Liberation Tigers, Naga Rengma Hills Protection Force and Kuki Revolutionary Army besides ULFA. After reaching Nagaland gate, the tax again have to be paid to 11 factions and Police. Therie attributed the worsening scenario to the adoption of a policy to facilitate the “ongoing peace process” by the DAN-I government on August 19,2005 under which, ministers, administrators and police directed public, entrepreneurs and village authorities to comply with “extortionists, kidnappers and murderers”, in the interests of their safety. Of the fresh cases, 37 were reported from Mon, Dimapur- 31, Peren-20, Mokokchung-13, Kohima11, eight in Zunheboto, six in Wokha, two in Phek and one each in Kiphire and Longleng, taking the total caseload to 24,759. Following the death of two more patients in Kohima, the death toll rose to 481 (including 14 nonCovid deaths but with Covid positivity).

BRUSSELS, JUN 25 (REUTERS): The World Health Organization (WHO) forecasts that people most vulnerable to Covid-19, such as the elderly, will need to get an annual vaccine booster to be protected against variants, an internal document seen by Reuters shows. The estimate is included in a report, which is to be discussed on Thursday at a board meeting of Gavi, a vaccine alliance that coleads the WHO’s Covid-19 vaccine programme COVAX. The forecast is subject to changes and is also paired with two other less likely scenarios. Vaccine makers Moderna Inc and Pfizer Inc,

with its German partner BioNTech, have been vocal in their view that the world will soon need booster shots to maintain high levels of immunity, but the evidence for this is still unclear. The document shows that the WHO considers annual boosters for high-risk individuals as its “indicative” baseline scenario, and boosters every two years for the general population. It does not say how these conclusions were reached, but shows that under the base scenario new variants would continue to emerge and vaccines would be regularly updated to meet these threats. The UN agency declined to comment on

the content of the internal document. A spokesperson for Gavi said COVAX was planning to take a wide range of scenarios into consideration. The document, which is dated June 8 and is still a “work in progress,” also predicts under the base case that 12 billion Covid-19 vaccine doses will be produced globally next year. That would be slightly higher than the forecast of 11 billion doses for this year cited by the International Federation of Pharmaceutical Manufacturers & Associations (IFPMA), signalling that the UN agency does not expect a significant ramp-up of vaccine produc-

tion in 2022. The document predicts manufacturing problems, regulatory approval issues and “transition away from some technology platforms” as potential drags on supplies next year. NEW DELHI, JUN 25 (AGENCIES): The Union Health Ministry on Friday said that pregnant women can be vaccinated against the COVID-19. While addressing a press conference on behalf of the Union Health Ministry, Indian Council of Medical Research (ICMR) Director-General Dr Balram Bhargava said, “The Ministry of Health has given guidelines that the vaccine can be given to the pregnant

woman.” “The vaccine is useful for the pregnant woman and it should be given,” Dr Bhargava said. Dr Bhargava said that in terms of administering COVID-19 vaccines to children is still debatable until relevant data is available. “There is only one country that is giving vaccines to children at the moment. Whether very small children will ever need vaccines, is still a question. Till such time, we have more data

on vaccination of children, we would not be in a position to vaccinate children at large,” the ICMR director said. “However, we have started a study on children between 2 years to 18 years and we will have a result on it by September,” he added. He further said that Delta Plus or AY.1 will always remain a variant of concern (VoC) as it is mutated from the Delta variant (B.1.617.2), which is also a VoC.

technology. He said that the project would help augment water and fodder in jungles areas thereby reducing hu-

man-animal conflict, help in groundwater recharge, help local communities. Javadekar asked state forest departments to use CAMPA funds towards implementation of these projects in right earnest and in accordance with the ‘Ridge to Valley’ approach of watershed management. Javadekar also asked all state governments to make this project successful and showcase the effect of use of technology. WAPCOS has prepared these DPRs using LiDAR technology in which

the 3-D (three dimensional) DEM (Digital Elevation Model), imagery and layers of the project areas are used for recommending different types of Soil & Water conservation structures such as Anicut, Gabion, Gully Plug, Mini percolation tank, Percolation Tank, Field bund, Sunken pond, Farm pond etc. These structures would help in catching the rain water and prevent stream run off, which would help in recharging of Ground (Cont’d on p-8) water.

DIMAPUR, JUN 25 (NPN): On the eve of the commemoration of “International Day Against Drug Abuse and Illicit Trafficking”, observed every year on June 26, the Nagaland state excise department has appealed to the people of the state and all the organisations and NGOs working in the related field to put a concerted effort to eradicate “this dreaded drug menace from our midst”. On the occasion, the state excise department under the aegis of United Nations Office on Drugs and Crime (UNDCP) and Narcotics Control Bureau (NCB) has notified the consequences for illegal dealings in drugs. In a press release, the commissioner of excise & prohibition, Hotolu Swu, stated that illegal dealing in drugs, in any form, sale, possession, transaction, transportation, export, import inside India or from outside was prohibited and punishable under NDPS Act 1985. Further, allowing premises, warehouse, godown,

vehicles or use of any kind of conveyance would be liable for confiscation to the State under NDPS Act. The commissioner of excise & prohibition also stated that concealing of narcotic drugs in any form by goods, things or any items would be liable for confiscation to the State. The punishment for the above offences would range from 10-20 years imprisonment and with fine from Rs.1-2 lakh or with both. He said that NDPS Act’85 also prescribed stringent punishment to the extent of “death penalty” for repeated offences committed either in India or Abroad. Excise commissioner stated that any property, assets, movable or immovable bank accounts/bank balances acquired or derived from drug money by either spouse, family members/ associates, friends were liable for attachment to the State and “freezed” bank accounts/bank balances under NDPS ACT.
