Congress protests bad roads in Dimapur THREATENS TO PARALYZE STATE GOVT IF ROADS NOT REPAIRED BY DECEMBER 31

Staff Reporter DIMAPUR, OCT 25 (NPN): Dimapur District Congress Committee (DDCC), along with Nagaland Pradesh Congress Committee (NPCC) minority cell, organised a protest rally against bad roads in Marwaripatti area and Dhobinala junction here on Monday. The event was supported by Youth Congress, Mahila Congress, National Students’ Union of India (NSUI), Kisan Cell, Seva Dal and Youth Brigade. Addressing the gathering at Marwaripatti, NPCC president K Therie, warned that if the State government failed to construct roads by December 31, 2021, Congress would “paralyse” the functioning of the government and would not allow the government to collect tax and also gherao

ENSF reaffirms Sept 16 order DIMAPUR, OCT 25 (NPN): Eastern Naga Students’ Federation (ENSF) has reaffirmed its September 16, 2020 order to eastern individual intending to apply against the readvertisement (no. AR-8/NSSB5/2020 dated Kohima 4th Oct’ 2021) and advertisement (no. AR-8/NSSB1/2021 dated Kohima 4th Oct’ 2021) regarding Nagaland Staff Selection Board (NSSB) to refrain from applying unless the state government addressed its genuine and legitimate demands (charter of demand no. 3 & 4). ENSF president Chingmak Chang and general secretary Khomo P. warned that the individual concerned would be solely held responsible in the event of failure to comply with its directive.

NSCN (I-M) clarifies

DIMAPUR, OCT 25 (NPN): NSCN (I-M) has clarified that the October 23 press statement issued by its MIP, relating to the ongoing Indo-Naga political talks, was “misquoted and disinformed” by some media houses, thereby creating confusion in the minds of the people. In a press note issued through the NSCN (I-M) talk secretary W Zimik, the organisation said that despite differences on certain issues, it wished to put on record that NSCN was serious and committed to concretise the Indo-Naga political talks and arrive at a tangible solution based on the principle of Framework Agreement.

the PWD offices. “This is our commitment to the people of Dimapur,” Therie said and appealed to all business establishments not to pay tax to the State government, if it failed to construct roads. Dimapur being the commercial hub of Nagaland, with the state’s wholesale community catering to the entire State and even neighbouring states, Therie lamented that for the last

18 years, governments rule by regional parties have been showing step motherly treatment to Dimapur and completely ignoring interests of the people here. He said apart from the national highway at Dimapur, the State government on its part, had not spent a penny for the development of Dimapur nor filled even a single pot hole. Reminding that Dimapur is the highest revenue

generator for the state in terms of sales tax, income tax, GST, etc., Therie, however, alleged that the revenue collected through taxes had been looted and was not spent for public welfare. He said the State government has only been successful in collecting money and pocketing it but not utilising for people. He also took legislators of Dimapur to task for making tall promises, but not even managing to fill up the potholes. Therie said Dimapur’s traffic congestion is very worsening but the legislators have no idea nor interest for providing parking lots, yet promising to make flyovers in the city. Seeing so much neglect of the town, he remarked that he often got confused whether it was due to public not voicing their concern or the gov-

ernment not considering Dimapur a part of the State. He said Congress brings changes and cited Manipur, Arunachal Pradesh, Mizoram and particularly Guwahati. He said Congress chief minister Tarun Gogoi transformed Guwahati city with super expressways. However, the BJP government in Assam has only set up toll booths along the highways connecting Nagaland and which costs a motorist Rs.1000 to ply over the highways. On the other hand, he said goods vehicles entering Dimapur have to pay tax to at least nine outfits. Therie alleged that there was no law and order in the State. “Under the present State government, Dimapur has become a place where anyone had the freedom to collect tax and do anything they want,” he added. 17 samples of Covid variant AY.4.2 found in India in Andhra Pradesh, four in Kerala, two each in Karnataka and Telangana, and one each in Jammu and Kashmir and Maharashtra, according to data uploaded on GISAID, an open-access genomic database of influenza viruses and the coronavirus responsible for the Covid-19 pandemic. AY.4.2 raised concerns after it was found in increased frequency in the UK. From across the world, as many as 18,207 sequences of AY.4.2 have been uploaded on the GISAID database. Of these, 16,891 were detected in the UK alone. But AY.4.2 has not yet been categorised as a ‘variant of concern’ — a term used to describe mutations that make the variant more infectious or deadly — by the World Health Organization (WHO).

NEW DELHI, OCT 25 (AGENCIES: At least 17 samples of a variant of the SARS-CoV-2 called ‘AY.4.2’ have been identified from India, with the earliest sample having been collected in May this year. Though not so lethal in India, yet, the Delta Plus or AY.4.2 mutant has fuelled a renewed Covid surge in the United Kingdom. New variant AY.4.2 had led to pressing of the alarm button in Europe as health experts say that this variant is more transmissible that the Delta variant. AY.4.2 is a sub-lineage of the Delta variant of the Covid-causing SARS-CoV-2 virus. Delta continues to be the most dominant variant circulating in India. Seven samples of AY.4.2 were found

Not just AY. 4.2, AY. 33 & AY 4.1 Covid variants also circulating in India: NCDC

As places like the UK see a spurt in Covid-19 cases, due to a new subvariant of Delta, known as AY.4.2 or Delta Plus, India is not completely in the safe zone either. According to a senior official in National Centre for Disease Control, preliminary investigation shows that the AY 4.2 hasn’t increased the case ratio in India, but it is present here. In fact, apart from AY. 4.2, AY.33 and AY. 4.1 is also present in India and currently circulating. The official pointed out that the clusters haven’t increased in India due to

this subvariant AY.4.2. yet a close watch is being maintained on this variant for the past four months. AY. 4.2 variant is from the Delta Plus (B.1.617.2) family. Scientists say the AY.4.2-related findings still carry a high level of uncertainty, and it is still early to say that this lineage carries a higher risk of severe illness or death. On October 21, the US Centers for Diseases Control said it has less than 10 reported cases of AY.4.2 in its database so far, but the UK health authorities have found 15,120 cases of AY.4.2 since it was first detected in July.

Modi launches largest pan-India healthcare infrastructure scheme VA R A NA S I , O C T 2 5 (PTI): Prime Minister Narendra Modi launched a Rs 64,000 crore Ayushman Bharat Health Infrastructure Mission, one of the largest pan-India schemes to strengthen the healthcare infrastructure, from his parliamentary constituency Varanasi in Uttar Pradesh on Monday. He also inaugurated various development projects worth around Rs 5,200 crore for his constituency. The mission will strengthen the health infrastructure of Uttar Pradesh as well as of the country, help in preparations to face future pandemics and bring confidence and self-reliance in the health sector, Modi said. Modi said ‘arogya’ (overall wellbeing) is considered the base of all ‘karma’ and investments made to keep the body healthy has always been considered the best investment. However, not enough was done in this front for a long time after Independence, he claimed. “Those

who had been in the government for a long time kept healthcare deprived of all-around development. Either there were not enough hospitals in villages or doctors were not there. Testing facilities were not available in block level.” This newly launched mission will address these shortcomings, Modi said. The target is to strengthen the healthcare network from village to block and national levels in the next four years. Special focus would be on the northeastern and the hilly states, Modi said. Elaborating on three major aspects of the mission, he said, “The first is the creation of elaborate facilities

for detection and treatment of disease. Under this, health and wellness centres are being opened in villages and cities with facilities for early detection of diseases.” “The second aspect is linked to the testing network to diagnose diseases. The third is improving the existing laboratories in the country. Biosafety level-three lab is needed for testing during epidemics. Fifteen such new labs will be made functional.” Through the Mission, a complete ecosystem is being developed -- from treatment to critical research -- in every corner of India, the prime minister said., adding that “All these should have been done decades ago...”

Pangnyu joins virtual launching of PMASBY DIMAPUR, OCT 25 (NPN): State health minister S Pangnyu Phom and principal secretary H&FW Amardeep Singh Bhatia, joined the virtual launch of PMASBY by Prime Minister Narendra Modi. The objective of PMASBY is to fill critical gaps in public health infrastructure, especially in critical care facilities and primary care in both urban and rural areas. It would provide support for 17,788 rural health and wellness centres in 10 high focus states. Further, 11,024 urban health and wellness centres will be established in all the states.

Critical care services would be available in all the districts of the nation with a population of more than five lakh, through exclusive critical care hospital blocks, while the remaining districts would be covered through referral services. People would have access to a full range of diagnostic services in the public healthcare system through a network of laboratories across the nation. Integrated public health labs would be set up in all the districts. The aim of the PMASBY is to build an IT-enabled disease surveillance system by developing a network of surveillance laboratories at

block, district, regional and national levels, in metropolitan areas. Integrated Health Information Portal would be expanded to all states and Union territories to connect all public health labs. PMASBY also aims at the operationalisation of 17 new public health units and the strengthening of 33 existing public health units at points of entry, for effectively detecting, investigating, preventing, and combating public health emergencies and disease outbreaks. It would also work towards building up a trained frontline health workforce to respond to any public health emergency.

DIMAPUR, OCT 25 (NPN): State government has asked all the heads of departments (HoDs) to actively engage in the upkeep and cleanliness of their offices including common area premises, toilets, stairs, parking lots, pathways and the areas surrounding the office complexes especially on the roadside. In a circular, sate chief secretary, J. Alam noted that some of the directorate buildings and premises in the Kohima capital complex area were not being maintained and several such buildings present a shabby

look because of overgrowth of foliage, dumping of rubble and so on along the office fencing. He said it was important that government offices and properties were seen as well maintained and cleaned at all times as it creates a healthy workspace and encourages other citizens to adopt similar good practices of cleanliness and hygiene. Therefore, HoDs have been asked to undertake intensive cleanliness drive in their respective offices in the next ten days and furnish action taken by October 31, to the chief secretary’s office.

day dismissed a plea seeking direction to stop mass Covid-19 vaccination of Covishield and Covaxin till all stages of clinical trials are completed saying it is key to protecting the population and no doubt should be cast on it. A bench of Justices DY Chandrachud and BV Nagarathna refused to entertain the plea challenging the May 26 order of Karnataka High Court dismissing the plea of an ex-serviceman Mathew Thomas. The bench said, “The High Court is right in dismissing the plea. Let us not cast doubt on the vac-

We don’t want the petition to be argued at all. Even issuing notice on this appeal will be subject to great mischief ”. The bench further said that the country has gone through a very critical stage during the pandemic and India is not the only country where vaccination is underway. “We are not inclined to entertain the Special Leave Petition under Article 136 of the Constitution of India. The Special Leave Petition is accordingly dismissed,” the bench ordered. At the outset, advocate Nitin AM, appearing for the petitioner, stated that allowing mass

violation of rules and administration of Covishield and Covaxin vaccines is harmful and illegal. On May 26, the High Court had dismissed the PIL filed by Thomas and two others and had imposed a cost of Rs 50 thousand on the co-petitioners to be paid within a month. The petitioners had contended before the High Court that it was not clear under which law the union government allowed vaccination of population through Covid-19 vaccines-Covishield and Covaxin without completion of clinical trials.

‘No lockdown in Assam’, clarifies CM Himanta GUWAHATI, OCT 25 (AGENCIES): Assam chief minister Himanta Biswa Sarma has clarified that there will be no lockdown in Assam. “No lockdown in Assam,” Assam chief minister Himanta Biswa Sarma said, NE Now reported. The Assam chief minister was reacting several rumours that are doing the rounds in the social media that fresh lockdown may get imposed in the state. Rubbishing the rumours, Assam CM Himanta Biswa Sarma said: “It has come to my notice that some unscrupulous elements are spreading rumours about re-imposition of lockdown. Such rumours are totally baseless.” He added: “I urge everyone NOT to pay heed to such misinformation. Let’s join Govt efforts on mass & 100% vaccination.” Earlier, Assam health minister Keshab Mahanta had said that the state government is mulling to implement fresh curbs after the state recorded marginal rise in COVID-19 cases post Durga Puja celebrations. Mahanta informed that the state government will consider implementing fresh restrictions if the rise in COVID-19 cases doesn’t decline in the coming days. But never was it mentioned that the Assam government is mulling to re-impose lockdown in the state, as some of the unscrupulous elements are spreading rumours.

Nestled in a tribal hamlet at Champak Nagar in Barmura ranges of West Tripura district, about 40 to 50 families of the Karbong sub-tribe are now finding it hard to make ends meet with lack of facilities such as educational institutes, healthcare and drinking water, while another 10-15 live in neighbouring Dhalai district, officials said. “Hardly 250 people belonging to 60 to 70 families remain in Karbong tribe. Our population is getting reduced fast due to intertribal marriage, poverty and lack of proper education,” said Rabimohan Karbong, an elder from the community. Numbers have been coming down over the years, according to tribal elders. Since Karbong is considered a sub-tribe despite having a language distinctly different from all other tribes, India’s Census does not count them separately. According to a 1940 gazette notification, there are 19 tribal groups in Tripura with the Karbong community being included in the Halam group. Recently, they were granted Scheduled Tribe status by

13,000 from coup-hit Myanmar sheltering in Mizoram Centre has asked for vaccinating AIZAWL, OCT 25 (IANS): With a fresh influx of refugees from coup-hit Myanmar in over a week, the total of number of people taking shelter in Mizoram has mounted to 13,000, officials said on Monday. According to district administration and police officials, men, women and children from Myanmar, especially from Chin state, are crossing over to Mizoram’s southern and eastern border districts. Officials and elected representatives, who are closely monitoring developments in Myanmar, said that continued clashes between the Army and the civilian groups there forced the people to cross over and seek refuge in the Indian state.

An MP from Mizoram said that there are a large number of people waiting across the border to take shelter in Mizoram, while more are likely to come after their harvest season. Data maintained by the CID shows that the Myanmar nationals mostly take shelter in six Mizoram districts -- Champhai, Lawngtlai, Siaha, Serchhip, Hnahthial and Saitual -- with Champhai housing the highest number of around 6,000. As many as 1,630 people are in Aizawl. Security and district officials, legislators and others told IANS over the phone that the distressed refugees from Myanmar have crossed the Tiau river in small country boats to take shelter in the border villages.

“The river Tiau (which flows along the Champhai district in eastern Mizoram and divides India and Myanmar) was crossed by the refugees in small boats with the help of local Mizos,” a Mizoram NGO leader said. “The hapless people with no option to survive the Army onslaught took shelter in our side and the Mizo villagers on humanitarian ground provided them food and shelter,” he added. Mizoram shares 510 km international border with Myanmar and 318 km with Bangladesh. Besides Mizoram’s most influential NGO Young Mizo Association, various churches including Presbyterian, Baptist and Roman Catholic are, on humanitarian grounds, providing food, essentials,

clothing and shelter to the refugees since March. On a number of occasions, Chief Minister Zoramthanga has urged Prime Minister Narendra Modi to provide humanitarian assistance to Myanmar nationals as his state is witnessing a continuing influx of refugees from the neighbouring country. Mizoram Planning Board Vice Chairman H. Rammawi, who is closely dealing with the Myanmar refugee affairs, said that the Chief Minister, besides writing letters, has also talked to Prime Minister and Home Minister Amit Shah over phone on a number of occasions, requested them to extend humanitarian assistance to the Myanmar refugees.

IIT Guwahati developing solar-powered generators

GUWAHATI, OCT 25 (PTI): Indian Institute of Technology-Guwahati researchers are developing cost-efficient materials to generate energy-rich hydrogen from water using sunlight leading to cost-effective solar-powered hydrogen generators. Pursuant of worldwide efforts in developing clean and renewable energy, the IIT-G researchers are developing novel materials that can use sunlight to split water into hydrogen and oxygen, said a release from the Institute on Monday. “These materials are much cheaper than the ‘noble metals’ currently used and could lead to cost-effective solar-powered hydrogen generators”, stated the release. On the area of research for the team from the Department of Chemistry at IIT Guwahati led by Dr

Mohammad Qureshi, it said besides the commonly known ‘solar cells’ converting light directly into electrical energy, there is another type of sunlight-powered energy conversion system called ‘Photo Electro Chemical’ (PEC) that directly produce fuels in combination of electrical energy. PEC cells use solar energy to split simple and safe compounds such as water into hydrogen and oxygen, hydrogen being a high-energy fuel that can be stored and used as needed, the release said. “These cells are therefore considered the ‘Holy Grail’ to a carbon-free hydrogen economy”, it added. The IIT-G research team has reported their recent findings in the prestigious peer-reviewed Journal of Physical Chemistry Letters of the American Chemical Society.

Tripura’s tiny Karbong tribe facing extinction: Experts

AGARTALA, OCT 25 (PTI): The Karbong, a subtribe of Halam community in Tripura, whose leaders were once among guests invited by the rulers of this erstwhile kingdom to their royal palace, are now on the verge of extinction, experts said on Monday. A mere 250-odd people belonging to the tribe now live in West Tripura and Dhalai districts, they said. “I can vividly remember visiting the royal Ujjayanta palace at Agartala thrice during Durga Puja festivities when Bir Bikram Kishore Manikya Bahadur was the ruler,” said Bishurai Karbong, an octogenarian from the tribal community. Manikya rulers had tried to educate the Karbongs and arranged for teachers, but it did not work out well, said Harihar Debnath, an expert on the sub-tribe. Autonomous District Council had, in 1989, set up a primary school in the Karbongpara village but it started functioning only in 1993. Three teachers were appointed and 15 students admitted to the school but most of them dropped out midway,

mence from November, and it would be implemented alongside the recently launched ‘Chief Minister’s Health for All’. State deputy chief minister Y Joykumar said that under StartUp Manipur, beneficiaries should develop their business bit by bit to progress to a larger scale. He hoped that such entrepreneurs would definitely contribute to bringing economic prosperity to the state. State works minister Th Biswajit said that the StartUp would enable Prime Minister’s slogan, ‘Vocal for Local’ and make Manipur realize ‘Atmanirbhar’ (self-reliant). With the introduction of StartUp Manipur, the minister said that there has been constant growth in the number of industries and entrepreneurs in the state.

the Centre. Endangered ‘Karbongs’ differentiate themselves from other indigenous tribal groups through their language, which is different from Kokborok, the lingua franca of most tribal groups in Tripura. According to UNESCO classification of languages, any language spoken by less than 10,000 people is considered ‘potentially endangered’. Tripura Autonomous District Council former executive member Radhacharan Debbarma expressed concern over the present condition of the Karbong sub-tribe, which is “one of the micro tribal groups in the world and likely to be extinct soon unless proper measures are taken to protect their identity”. “They should be settled in one place, their culture and language should be preserved and jobs should be created for their livelihood”, Debbarma told PTI. The community came into the limelight recently when the High Court of Tripura on October 18 asked the Centre and the state government to form a team of experts to assess the present condition of the Karbong

ethnic community and submit an affidavit on or before November 9. Taking cognizance of a report published in a local newspaper about the tribal group, Chief Justice Indrajit Mahanty formed a division bench to look into it. The division bench comprises Justice Mahanty and Justice Subhasish Talapatra. The high court told the advocate general of the state as well as assistant solicitor general on behalf of the central government to form a team of appropriate officials, “who shall visit the area, make an assessment of the area and needs of the area, Karbong community in particular, and submit its report by way of an affidavit on or before November 9”. “We fur ther direct that if any emergent step needs to be taken in that area, the state as well as the Union of India, are free to undertake all such steps that may become essentially necessary without awaiting further directions from this court”, advocate Harekrishna Bhaumick, who was appointed as amicus curie, said.

The paper has been co-authored by Prof Mohammad Qureshi and Suhaib Alam. Elaborating the importance of this research, Dr Qureshi, Professor in Department of Chemistry, IIT Guwahati, said, “despite the promise, PEC cells are not yet a practical solution to the energy crisis because of the scientific bottlenecks such as the sluggishness of the water-oxidation process. Catalysts are used to activate the water-splitting process but these catalysts are expensive metals such as platinum, iridium and ruthenium, among others, which render the cells impractical.” The team at IIT Guwahati has developed non-noble metal catalysts that are as good as the expensive metals in splitting water in PEC cells, said Dr Qureshi.

those over 17-year-old: Himanta

MARIANI (ASSAM), OCT 25 (PTI): Assam Chief Minister Himanta Biswa Sarma Monday said the Centre has asked for vaccination of those over 17 years against COVID-19 in the state and sought the people’s cooperation for it. He also stressed on the need to ensure that people take both doses of COVID-19 vaccine and be on the alert so that the incidence of the disease does not increase again. Addressing a by-poll campaign rally here, Sarma said “A new directive has come from New Delhi that all those who are above 17 years of age can now take the COVID-19 vaccine. I urge you to ensure that all our boys and girls between 17 to 18 years take the vaccine now,” he said at a by-poll campaign rally here. Currently three vaccines — Covishield, Covaxin and Sputnik V — which are being administered in the country are for those above 18 years of age. All of them are two-dose vaccines. Zydus Cadila’s indigenously developed needlefree COVID-19 vaccine ZyCoV-D has received emergency use approval (EUA) for those in the age group of 12-18 years in the country. Sarma said incidence of the disease had declined from November Regd. No. 2224/2021

2020 to February 2021 but increased again from April 2021. “To ensure that such a situation does not repeat itself we have to take both the vaccine doses,” Sarma added. Stressing on his point, the chief minister said “Elections will come and go, but people have to survive, do business, carry on with their education. We have to be alert so that the COVID situation does not deteriorate again,” he said. Dismissing speculations of possible lockdown again in the state, Sarma said, “We (Assam government) don’t want a lockdown and we won’t impose it. But we have to ensure that the people are fully vaccinated.” Sarma, who was campaigning for BJP candidate from Mariani, Rupjyoti Kurmi, har ped on the developmental activities initiated by the state government since he assumed office in May this year.

PM inaugurates nine medical colleges in UP

Says Purvanchal will emerge as medical hub

SIDDHARTH NAGAR (UP), OCT 25 (PTI): Prime Minister Narendra Modi on Monday lashed out at the previous government in Uttar Pradesh for ignoring basic medical needs of the people of Purvanchal region while “filling coffers” of their families, and asserted that the region will now emerge as a medical hub under BJP rule. Inaugurating nine medical colleges in Uttar Pradesh virtually from here, the prime minister said the BJP’s priority is to provide basic facilities to the poor. In an apparent attack at the Samajwadi Party government which ruled the state before the BJP came to power in 2017, Modi said, “Their cycle of corruption ran 24 hours. They had the priority of earning for themselves and filling the coffers of their families while for us the priority is to extend basic facilities to the poor.” E a r l i e r t h e r e wa s corruption in medicines, ambulance, appointments,

Centre’s BSF move meant to hurt federal structure: Mamata

Mamata Banerjee

SILIGURI (WB), OCT 25 (PTI): West Bengal Chief Minister Mamata Banerjee on Monday criticised the Centre’s move to extend the jurisdiction of the Border Security Force, alleging that it is an attempt to interfere with the federal structure of the country. The BJP-led central government had amended the BSF Act to authorise the force to undertake search, seizure and arrest within a larger 50 km stretch, instead of 15 km, from the international border in Punjab, West Bengal and Assam. Banerjee, however, said the state has no problems in the border areas. “A b o u t t h e B S F matter, we have sent a letter protesting the move. Earlier, they had jurisdiction of 15 km, there were incidents of firing in Balurghat or

Cooch Behar. Now, they extended it to 50 km. This is an attempt to interfere with the federal structure of the country,” Banerjee said at an administrative review meeting here. “ We d o n o t h ave problems in the border areas and share very cordial relations (with neighbouring countries). There is no need to create this confusion. Law and order is a state subject. BSF must look after what they are responsible for and we will have total support for that,” she said. West Bengal shares an international border with Bangladesh, Nepal and Bhutan. Banerjee had on Sunday appealed to Prime Minister Narendra Modi to immediately withdraw the Union Home Ministry’s notification that extended the jurisdiction of BSF.

to rush to cities to avail medical facilities and noted that dimagi bukhar” (Acute Encephalitis Syndrome) use to grip the region every year but there was lack of adequate medical facilities in the area. Seven years ago, the government in Delhi and the one four years ago in Uttar Pradesh did not pay attention to the poor and announced small dispensaries which could never see the light of the day but now efforts are now being made to improve the health sector due to strong political will power and

priority accorded by his government, Modi said. Earlier, there was no strategy at the national level to deal with the problem of shortage of doctors and rules and institutions formed to look after medical education and medical colleges were running as per the old system and also proving to be a hinderance in setting up new medical colleges, he said. H o w e v e r, i n t h e past seven years such old arrangements are being changed which were proving to be a hindrance in medical education, he said, adding

this can be seen in the increase in the number of medical seats. W h i l e t h e r e we r e around 90,000 medical seats in different colleges across the country before 2014, 60,000 new ones have been added to it in the past seven years, Modi added. Built at a cost of Rs 2,329 crore, the medical colleges inaugurated on Monday are located in Siddhar thnagar, Etah, Hardoi, Pratapgarh, Fatehpur, Deoria, Ghazipur, Mirzapur and Jaunpur districts. While eight m edic a l c olleges have been sanctioned under a Centrally sponsored scheme for establishment of new medical colleges attached with district or referral hospitals, the one at Jaunpur has been made functional by the state government through its own resources. The new medical colleges have been named after noted personalities of the region and in some cases prominent politicians. The Siddar thnagar medical college has been named after Madhav Prasad Tripathi, a Jansangh leader who served as the first BJP president of the state after its formation in 1980.

Would rather talk to J&K’s youth for development, says Amit Shah

SRINAGAR, OCT 25 (PTI): Union Home Minister Amit Shah on Monday hit out at National Conference president Farooq Abdullah for seeking talks with Pakistan, saying the government would rather talk to the youth of Jammu and Kashmir for making it the most developed in the country. The home minister, who is on a visit to Jammu and Kashmir -- his first since the abrogation of Article 370 in August 2019 -- remotely inaugurated several development projects and laid the foundation stone of some. “I read in newspapers t h a t Fa r o o q A b d u l l a h has suggested that the government should talk to Pakistan. He has a right to his opinion but we would rather talk to the Kashmiri youth,” Shah said while addressing a function at the SKICC here. “The re pealing of Article 370 had only one intention -- to put Kashmir, Jammu and newly created Ladakh (Union Territory) on the path of development. You will see the fruits of our efforts by 2024,” he said. The ar ticle, which granted special status to the

erstwhile state of Jammu and Kashmir, was abrogated in August 2019 and the state was bifurcated into union territories of Jammu and Kashmir and Ladakh. Shah inaugurated a 500-bed hospital at Bemina, completed at a cost of Rs 115 crore, laid the foundation stone for the Handwara Medical College, a Rs 46-crore steel girder bridge over the Ferozepur Nallah in Baramulla district and road projects worth Rs 4,000 crore, among others. The home minister, who is on his Jammu and Kashmir visit’s third day, said that those who advocate talks with Islamabad and separatists should be asked what has Pakistan done in Pakistan-occupied Kashmir (PoK). “Compare the

development between this side and PoK. Do they have electricity, roads, healthcare and toilets. There is nothing (on the other side). You (Kashmiris) have the same rights as any other Indian,” he said. Without naming the Congress, the National Conference and the Peoples’ Democratic Party, he said while only three medical colleges were set up by the “three families which have ruled Jammu and Kashmir”, Prime Minister Narendra Modi has ensured seven new medical colleges and these are coming up. “Earlier, 500 youths could become doctors ... now 2,000 youths can become doctors from these new medical colleges. Nobody will need to go to Pakistan to study medicine,” he said.

Issue SOPs to contain spread of new Delta Plus AY.4.2: Gehlot to Centre

Nagaland Board of School Education Kohima

NOTIFICATION NO.92/2021 Dated Kohima, the 21st October, 2021

dc-1035/21

JAIPUR, OCT 25 (PTI): Expressing concern over cases of a sublineage of SARS CoV2’s delta variant, Rajasthan Chief Minister Ashok Gehlot asked the central government Ashok Gehlot on Monday to prepare and issue standard operating procedures (SOPs) for its prevention. In a tweet, he said many cases of Delta Plus AY.4.2, a new mutated form of coronavirus that has killed thousands of people in several countries like Russia and the UK, have been found in India. “The central government should prepare and issue SOPs for its prevention on the basis of the experience of other countries,” Gehlot tweeted in Hindi. “Initially, there were only a few cases of the delta variant but it did not take time to spread across the country,” he said. The chief minister added that the government should learn from previous experiences and make full preparations to deal with the new variant.

Glasgow Climate Change Summit

VOL. XXXI NO. 321 DIMAPUR, TUESDAY, OCTOBER 26, 2021

When justice takes a backseat

F

ame has a name and a price tag, especially when one is considered to not be part of the ruling establishment as many have experienced during the decade. This is what Shah Rukh Khan’s son Aryan is experiencing after being arrested on October 3 in connection with the Mumbai cruise drugs case. Aryan Khan has been in jail since the Narcotics Control Bureau found drugs on a cruise ship in Mumbai on October 2. Under the charge of a zonal director Sameer Wankhede, the NCB’s Mumbai unit raided a cruise ship off the city coast whose passengers included Aryan Khan and other well known names of Bollywood. On board the ship, NCB officials began a search and the same night and reportedly seized various illegal drugs such as cocaine, charas, and MDMA from the ship and detained seven to eight people, including Aryan Khan along with several others. They were accused of consumption and ‘conspiracy’, among other charges. However, all the accused were given a clean chit as per the report of the Forensic Laboratory, since no evidence was found that they had consumed drugs. Since October 3, Aryan Khan has been doing the rounds of courts in Mumbai seeking bail. Aryan Khan remains imprisoned at Mumbai’s Arthur Road Jail after a special drugs court rejected his bail application. The reason why the NCB opposed the bail plea was reportedly because Aryan’s WhatsApp contained evidence of his involvement with consumption of drugs. The Aryan Khan case highlights the controversial and sometimes dubious means utilised by central probe agencies to “fix someone.” If the Forensic Laboratory concluded that there was no evidence of drug use by the accused, then why did the NCB not take cognisance of it? Being a central probe agency, the NCB is expected to go by the book especially on forensic evidence. Strangely the NCB instead relied only on the WhatsApp chats in Aryan’s mobile as “evidence” that he had consumed drugs. So much so that the bureau has assumed what Aryan’s lawyer said were chats about football, was in reality his admittance to smuggling drugs in ‘bulk quantities’. By desperately clinging on to the WhatsApp chats as evidence and ignoring the clean chit given by the Forensic Laboratory, the NCB under Wankhede, appears to be rewriting crime investigation. According to the arrest memo, Aryan Khan was placed under arrest for “involvement in consumption, sale and purchase” of contraband. By then, the NCB had claimed to have seized 13 grams of cocaine, 5 grams of MD, 21 grams of charas, 22 pills of MDMA (ecstasy) and Rs 1.33 lakh in cash during the raid on Cordelia Cruises’ ship. According to NCB officials, Aryan’s case is a serious offence and so insist they are serious about tackling the drug menace on a war footing. If that is true then people in India want to know what happened to the recent monumental drug haul at the Mundra port in Gujarat? On September 13, the Directorate of Revenue Intelligence and the Customs Department had seized around 3000 kgs of heroin worth an estimated Rs 21,000 crore from two containers at Gujarat’s Mundra Port. The NCB has taken over the case. People want to know what was done with the confiscated drugs?; was the entire consignment burnt?; or just a small part of it? Most importantly, what about those big fishes who are involved , are they being held like Aryan Khan?

DailyDevotion Submitting to God’s Purpose

I have become all things to all men, that I might by all means save some. —1 Corinthians 9:22 A Christian worker has to learn how to be God’s man or woman of great worth and excellence in the midst of a multitude of meager and worthless things. Never protest by saying, “If only I were somewhere else!” All of God’s people are ordinary people who have been made extraordinary by the purpose He has given them. Unless we have the right purpose intellectually in our minds and lovingly in our hearts, we will very quickly be diverted from being useful to God. We are not workers for God by choice. Many people deliberately choose to be workers, but they have no purpose of God’s almighty grace or His mighty Word in them. Paul’s whole heart, mind, and soul were consumed with the great purpose of what Jesus Christ came to do, and he never lost sight of that one thing. We must continually confront ourselves with one central fact— “…Jesus Christ and Him crucified” (1 Corinthians 2:2). “I chose you…” (John 15:16). Keep these words as a wonderful reminder in your theology. It is not that you have gotten God, but that He has gotten you. God is at work bending, breaking, molding, and doing exactly as He chooses. And why is He doing it? He is doing it for only one purpose— that He may be able to say, “This is My man, and this is My woman.” We have to be in God’s hand so that He can place others on the Rock, Jesus Christ, just as He has placed us. Never choose to be a worker, but once God has placed His call upon you, woe be to you if you “turn aside…to the right or the left…” (Deuteronomy 28:14). He will do with you what He never did before His call came to you, and He will do with you what He is not doing with other people. Let Him have His way.

NAGALAND POST, DIMAPUR TUESDAY, OCTOBER 26, 2021

T

he Glasgow Summit will prove whether the global leaders are ready to put the entire mankind to peril or whether sagaciously they’ll work out a roadmap to counter climate change effectively and wisely. A UN-sponsored marathon conference to tackle the global climate crisis is due to being the British city of Glasgow, the coming Sunday (31 October) and will continue till 12 November. The world leaders will meet in the so-called lastditch effort to keep global warming to 1.5 degrees Celsius this century, besides considering plans to how to stop burning fossil fuels, stabilise global temperatures and share money to adapt to increasingly extreme weather. The global leaders signed up the Paris Agreement in 2015 — with a supposedly non-binding target to keep warming well below 2 C above preindustrial temperatures, and ideally 1.5 C — yet most of the participating countries continue to burn fossil fuels and chop down trees at rates incompatible with that goal. With the effects of climate change visible in both rich and poor countries alike, the leaders are meeting for what analysts expect to be the most meaningful conference since that pledge. Climate change has shot up the political agenda amid deadly weather extremes

W

and mass public protest, and leaders of several polluting countries have pledged to decarbonise their economies by the middle of the century. Summit’s agenda The world leaders got to choose how fast their country will cut emissions Under the Paris Agreement, besides agreeing to update their action plans for doing so every five years. But in reality just weeks before the summit, big emitters like China, India and Saudi Arabia are yet to submit new plans. Re por tedly UK, which is co-hosting the summit with Italy, has pressured countries to submit new plans and is pushing for concrete deals that would help reach those targets. Prime Minister Boris Johnson has called on world leaders to deliver bold commitments on “coal, cars, cash and trees.” The UK is pushing for a treaty that would “consign coal to history” and has proposed a deadline of 2040 to stop selling combustion engine cars. It also wants to put more money into stopping deforestation. According to the United Nations Climate Change Framework Convention (UNFCCC) COP26 will work towards four goals: Secure global net-zero by mid-century and kee p 1.5 deg rees within reach, adapt to protect communities and natural habitats, mobilise

assured finance to help developing and underdeveloped countries to attain emission cuts, and work together to deliver to frame a list of detailed rules that will help fulfil the Paris Agreement. On the really big question of keeping the 1.5C temperature threshold within reach, the likelihood is that a significant gap will remain even after Glasgow. Under the terms of the Paris Agreement, those countries that have used fossil fuels the most over the past two centuries - the US and from Europe - accept they will make the bigger cuts in the short term. The larger developing nations that are now the biggest source of CO2 chiefly China - accept they will make the bigger cuts in the longer term. The environmentalist and experts say that we can very easily understand the colossal and disastrous results of the climate change, if we can observe the following four weather changes, which have been caused by the increasing global temperature due to the emission of CO2 and other poisonous gases like methane into the atmosphere: Hotter and longer heat waves, more persistent droughts, more fuel for wildfires, and more extreme rainfall events are the resultant climate change vagaries. Meanwhile, an interesting report by the US intelligence agency’s assessment of climate

Disrupting biodiversity and emergence of diseases

hen we do things in an ecosystem that erode biodiversity — we chop forests into bits or replace habitat with agricultural fields — we tend to get rid of species that serve a protective role, the “reservoirs”. The Nipah virus in South Asia and the closely related Hendra virus in Australia, both in the genus of henipah viruses are the urgent examples of how disrupting an ecosystem can cause diseases. The viruses originated with flying foxes, Pteropus vampyrus, also known as fruit bats. They are messy eaters often hang upside down and eat fruit by masticating the pulp and then spitting out the juices and seeds. The bats have evolved with henipah over millions of years, and because of this co-evolution, they experience little more from it than the fruit bat equivalent of a cold. But once the virus breaks out of the bats and into species that haven’t evolved with it, a horror show can occur, as one did in 1999 in rural Malaysia. It is likely that a bat dropped a piece of chewed fruit into a piggery in a forest. The pigs became infected with the virus, and amplified it, and it jumped to humans. It was startling in its lethality. Out of 276 people infected in Malaysia, 106 died, and many others suffered permanent and crippling neurological disorders. Since then there have been 12 smaller outbreaks in South Asia. In Australia, where four people and dozens of horses have died of Hendra, the scenario was different: suburbanization lured infected bats that were once forest-dwellers into backyards and pastures. In the Amazon, one study showed an increase in deforestation by some 4 percent increased the incidence of malaria by nearly 50 percent, because mosquitoes, which transmit the disease, thrive in the right mix of sunlight and water in recently deforested areas. Developing the forest in

the wrong way can be like opening Pandora’s Box. Diseases have always come out of the woods and wildlife and found their way into human populations — the plague and malaria are two other examples. But emerging diseases have quadrupled in the last half-century. Emerging infectious diseases are either new types of pathogens or old ones that have mutated to become novel, as the flu does every year. AIDS, for example, crossed into humans from chimpanzees in the 1920s when bush-meat hunters in Africa killed and butchered them. Hunting, farming and the global move of people to cities has led to massive declines in biodiversity and increased the risk of dangerous viruses spilling over from animals to humans. Human encroachment into biodiverse areas increases the risk of spillover of novel infectious diseases by enabling new contacts between humans and wildlife. Sixty percent of emerging infectious diseases that affect humans are zoonotic — they originate in animals. And more than two-thirds of those originate in wildlife. A study by the International Livestock Research Institute found that more than two million people a year are killed by diseases that spread to humans from wild and domestic animals. Experts in the developed world however, are trying to figure out, based on how people alter the landscape, for example with a new farm or road— where the next diseases are likely to spill over into humans and how to spot them when they do emerge, before they can spread. They are gathering blood, saliva and other samples from highrisk wildlife species to create a library of viruses so that if one does infect humans, it can be more quickly identified. And they are studying ways of managing forests, wildlife and livestock to prevent diseases

change has come out and as per the report, India and Pakistan are among the 11 highly vulnerable countries in terms of their ability to prepare for as well as respond to the environmental and social impact of climate change. The first-ever US National Intelligence Estimate (NIE) on the issue of climate change has been published, and it adds that India along with China will be crucial in determining the trajectory at which there is a rise in global temperatures. On the other hand, the report has downplayed the role that the Western world has played in the problem of climate change. Further the report has warned that the possibility of geopolitical tensions and the risk to US national security are present due to global warming in the run up to 2040. Expectations from the summit In another development before the summit, India has said that it will raise the topic of compensation to developing nations for the losses caused by climate disasters. The Indian environment ministry said that India stands with other low-income and developing nations on the matter and the compensation clause will be negotiated at the upcoming climate summit. India has reiterated that the countries responsible for climate change should finance what they

from leaving the woods and becoming the next pandemic. The forests of northeast India are rich in biodiversity. The eight states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura constitute one of the biodiversity hotspots of the world. Occupying 7.7 per cent of India’s geographical area the northeast contains more than one third of the country’s total biodiversity. Over exploitation, habitat loss and fragmentation has threatened the biodiversity in the northeast region of India as well. Serious efforts have to be made to protect and conserve the vestiges of virgin forests that still remain in the most forested zone of the country. Reasons for the region’s shrinking greenery and degrading ecosystems are: • Conversion of forests into agricultural land with growing demand for food, • Reducing cycle of shifting cultivation or jhum cycles in most parts of the region compounding the loss of forest cover, • Grazing beyond the carrying capacity of moderate forest cover by large herds of domestic animals, • Recurrent forest fires, manmade and natural, besides destroying vegetation, harden the surface decreasing soil porosity resulting in low rain water infiltration, • Lumbering for domestic and commercial purposes with increasing industrial expansion, urban growth and rapidly growing human population that damage the natural forests, and • Multipurpose river projects that require large reservoir area submerging pristine forested tracts. A

have committed to and make technology available at an affordable cost. It is also confirmed that Prime Minister Narendra Modi will put forward the Indian stand at the summit Meanwhile, reports say that Jennifer Morgan, the executive director of Greenpeace International has warned against efforts by countries and corporations at the forthcoming talks in Glasgow to “green wash” their on-going pollution of the planet. By doing so, governments would “give that kind of hope and confidence to their people that they got this and that they’re willing to do things that their corporate interests don’t want them to do,” she added. Morgan pointed to leaked documents showing how countries such as Australia, Brazil and Saudi Arabia are apparently trying to water down an upcoming UN science panel report on global warming as evidence of the way in which some governments’ public support for climate action is undermined by their efforts behind closed doors. Documents obtained by Greenpeace indicate how those countries wanted the Intergovernmental Panel on Climate Change to remove references to the need to shut down coal-fired power stations, reduce meat consumption and focus on actual emissions cuts rather than ways to capture carbon

already released into the atmosphere. Various outcomes of the Glasgow Summit in view of the non-adherence to the goals of the Paris Agreement are being predicted. Yet, barring a complete collapse in the talks, there are likely to be a range of tangible outcomes. It’s expected that more countries will announce they are moving away from using coal for energy, and more nations may probably sign up to curb methane emissions. There is only a moral pressure to improve your offer, and a degree of embarrassment if a country doesn’t step up to the mark. Glasgow will reveal whether this approach actually works. A s B a n g l a d e s h ’s Prime Minister Sheikh Haseena has put it succinctly and wisely in a recent speech, tackling climate requires a great deal of fortitude, imagination, hope and leadership. If western leaders listen, engage and act decisively on what science demands of them, there is still time to make COP26 the success it desperately needs to be. Facing Alien Isolation

s I reported to one undisclosed location at the Indo-Pak border, the Medical Assistant prescribed me to swallow one tablet instantly on the very first day at Field Supper Bar. While I filled with curiosity, my colleague narrated through a thought-provoking consequence of influenza epidemic of the early 20th century. As millions of soldiers return home from the First World War, a new disease begins to sweep through Britain. It was the deadly ‘Spanish Flu’ that infected a third of the global population, causing deaths of millions of people. In view of the widespread prevalence of that disease, the then Local Government had to issue Health Advisory public notice to suck Formamint tablet and a small dose of Quinine to protect from the danger of infection. For me, it was just two Paracetamol commonly known as PCM and a complete night rest to feel recharge as I travelled a long distance over harsh climate. Such wilderness are not intended for human habitation as our forward locations are based in a remote corner that miles away from any nearest settlement,. We need to protect ourselves by taking all possible precautions from any infectious disease. As even symptoms like aching of limbs and headache are too not readily recognizable for unavailability of competent medicos, which may lead to serious complications. There is no reason why soldiers shouldn’t adopt the preventive measures thereby Medical Officers of Armed Force Doctors enforce on a routine affair. I was literally blown away by the dos and don’ts that convinced me fully. The story goes on and wine flies for the soldier-duo with few small drinks until dinner was ready at sharp nine on that arriving-day evening. Those days of combat readiness are still fresh in my memory despite the fact soldiers faced a daunting task while facing enemy over infective virus in the battlefield. However, another pandemic of COVID-19 has devastated India in the second wave. Three and half crore people had the victim of that severe acute respiratory syndrome. The real-

ity of that situation has not been realized until recently when this writer got infected that reminded him after a series of health hazards with his entire family. A physical war would have been better as one can see enemy in front but he faced such helplessness while fighting with an invisible enemy. Hospital experiences of COVID wards are not as positive as people mostly remain at home quarantine to nurse themselves for health attention and even people hide from COVID test but go for self-medication. The symptoms are endless from high fever to cough, tiredness, loss of taste or smell, sore throat, headaches, aches and pain, diarrhea vomiting, irritated eyes, rash on skin and what more…the series of illness attack together to body. Neighbors felt scary the way frightened of getting infected from sufferer. Soon the message spread, the door was shut and felt alienated from own surrounding. Victims experienced alien isolation, as if felt like a survivor while outsiders faced away from ailing people. Interestingly the healing experience was a few PCM, Antibiotic and Vitamins besides there are Syrups, drugs of various symptoms of difficulties and large quantities of warm water with Oral Rehydration Salts. He feared hostile from neighbors of being coronavirus carriers. Even the reports of SARSCOV-2 RNA are negative, they are marked asymptomatic. The rise of fear and misinformation about COVID fuels xenophobia between haves and haves not. Can victims continue pull on self-isolation for a long period? As the festival is on, devotees visit mandaps to seek the blessings of idols. Priests and choir chanted the stor y of the resurrection through the waves of loudspeakers. Victims felt blessings from the rhythm of the dhak of Arti at distance. Words couldn’t express his gratitude towards compassionate attention, plenty of advice and professional care from doctors, friends and well-wishers. Though medication treats fever and pain in a couple of weeks but only the time can heal the pain of their grief. Kamal Baruah

New security system to prevent attacks in Kashmir Valley soon

NEW DELHI, OCT 25 (IANS): In wake of the targeted killings, a new integrated security system will be in place in Kashmir Valley soon in coordination with the Indian Army and the central security agencies, the sources said here on Monday. The sources also said that Jammu and Kashmir Police will be in the lead role in preventing attacks in coordination with other security stakeholders and they have been asked to strengthen the human intelligence gathering on the ground. The J&K Police made a presentation during a high level security meeting chaired by Union Home Minister on October 23. Round the clock electronic surveillance in vulnerable areas, better intelligence networks and strong patrolling on roads and highways around the cities to prevent entry and exit of the terrorists with more barricading and placing of the security bunkers will be

the key features of the new security systems, a government source said. Under the electronic surveillance, drone grids are being set up in those areas where the non-Kashmiri and the migrant labours have been living and in some places more CCTV cameras are getting installed. Under the drone grid system, a round the clock control room has been set up to closely monitor the movement of suspicious elements and on identifications of any such movement in the areas, the security personnel on the ground will be alerted soon on a real-time

basis. This will be manned by the J&K police and other security forces personnel. The sleuths from intelligence agencies and National Intelligence Agency have been working to pinpoint the real conspirators who activated the hybrid terrorist network to execute the recent killings in Kashmir. The security agencies have also been keeping eye on over 80 families whose youngsters have left home and are absconding since long as they believe that these youths might be used by the terrorist organisations to execute these killings.

NEW DELHI, OCT 25 (IANS): Congress has demanded a Joint Parliamentary Committee (JPC) probe into the continued ‘favouritism’ shown by Facebook towards the Bharatiya Janata Party (BJP), and has alleged that the social media platform has become ‘fakebook’. Addressing a press conference here on Monday, party spokesperson Pawan Khera said, “It has become ‘fakebook’ and a JPC probe should be done.” He said, “Despite knowing all, why hasn’t Facebook designated the RSS and Bajrang Dal as dangerous organisations, based on its own internal reports? The Government of India had been extremely pro-active against Twitter citing Social Media safety compliance, why are they not uttering a word now? “The internal reports and recommendations of Facebook’s security team went against the recommendations of Facebook’s safety team; insofar as they prioritised commercial interests over safety of Indian Citizens, and yet no action has been taken by the Government, doesn’t this clearly

Pawan Khera

implicate the presence of a quid pro quo? We, therefore, demand that a JPC probe be ordered immediately.” The Congress said, “It proves that ‘Fakebook’ is nothing but a subjugated vicious diabolical tool used by the ruling regime and its proxies to propagate bigotry, hate and fear in the minds of the oppressed and marginalised in India,” he said. He alleged that the absolutely callous attitude of the company towards the people of India is reflective in the fact that they spend 87 per cent of their misinformation budget policing English-speaking audiences, whereas those audiences make up only 9 per cent of their base. The Congress spokesperson said, “This was not

the first time that the social media platform is exposed, but their tryst with bias favouring their all-weather ally: the BJP is nothing new.” The Congress spokesperson was speaking on the recent expose where it was alleged that Facebook knew it very well that they weren’t equipped to filter hate speech especially in Hindi and Bengali as per the leaked research documents by a whistle-blower Frances Haugen, a 37-yearold engineer who worked at Facebook, and yet they took no decisive action the perpetrators of such hate. With about 370 million users of the social media platform in India, in terms of user base, India is Facebook’s largest market. To sustain its business in India, the leaks have suggested that an internal assessment by Facebook suggested that only 0.2 per cent of reported hate speech was being taken down, which shows that Facebook was and continues to be having ‘damningly’ acute awareness about the content against a particular section of Indian society and has consciously chosen not to act against it.

The industry has no alternative means to meet its intense power needs and sustain plant operations. aluminium manufacturing is a highly power intensive and a continuous processbased industry which is not designed for ad hoc shutdowns. Listing out some of the recent measures, he said, risk-based internal audit system for commercial banks was strengthened in January this year and also updated the guidelines for appointment of statutory auditors in banks and NBFCs in April. On the importance of corporate governance, Das said, the RBI has been repeatedly emphasising the importance of strong governance framework in banks and NBFCs. Such a framework has to be built on principles of transparency, prudent business strategy, effective risk management and a strong compliance culture, he said. from the public about efficient resource allocation, the role of audit has become even more important. “As India aspires to grow faster, the expertise and independence of auditors will have to be leveraged to provide more assurance on financial performance to all stakeholders. We need robust audit for a dynamic and resilient economy,” he said. Noting that economic decisions are increasingly made based on available evidence and information, he said, inaccurate data may lead to sub optimal decisions or excesses in resource allocation, which will be neither in public interest where public authorities are involved, nor in the interest

Audit being the first external line of defence, he said, its failure in supervised entities will adversely impact timely identification of major issues and risks in the financial sector. “With globalisation and increasing complexities of the financial system, audit as a public good has become vital for a sound, stable and vibrant financial system,” he said. He urged the auditor community to update and upgrade skills on a constant basis, and perform their task in the most effective manner. “The profile of tomorrow’s auditor will be that of a critical yet constructive challenger, with a clear focus on public interest and quality audits. In essence, there is need to be even more professional, qualified, impartial, value driven, ethical and also display awareness and foresight,” he said. of individual stakeholders. Citing an example of the banking sector, the governor said if a bank sanctions loan on the basis of inaccurate and misleading financial statements, the borrower company is ultimately unable to repay it. Apart from the loss incurred, he said, this could make the bank risk averse and deprive other eligible companies from bank funding. Alternatively, he said, the bank may try to recover this loss by charging an interest rate to other borrowers, thus resulting in sowing seeds of non viability in such borrowers. This would create a situation of higher interest cost to the overall economy and the society. “Informative, accurate, reliable and analytical audit reports are sine qua non (an essential condition) for both financial stability and growth... Thus, the independence of the auditor and the role of ethics in the profession of auditing are two of the most important aspects which should draw our attention,” he said.

NEW DELHI, OCT 25 (PTI): Reserve Bank Governor Shaktikanta Das on Monday said that accurate and analytical audit reports are essential for financial stability and growth as they instil confidence among members of the public. In case of the public sector, auditing is a cornerstone of good governance, he said while addressing officers at the National Academy of Audit and Accounts (NAAA). “By providing unbiased and objective assessments of whether public resources are managed responsibly and effectively to achieve the intended results, a fair and impartial audit instils confidence among citizens and stakeholders,” he stated. Global rules cannot be written by individual countries: Chinese Prez Xi takes swipe at US BEIJING, OCT 25 (PTI): Chinese President Xi Jinping said on Monday that the international law with the UN at the core should be observed by all countries without exception and the global rules cannot be written by individual countries, in a veiled attack on the US. “We should resolutely uphold the authority and standing of the United Nations, and work together to practice true multilateralism,” Xi said here while speaking at a conference marking the 50th anniversary of the restoration of the “lawful seat” of China in the UN and its inclusion as a veto-wielding permanent member of the UN Secu-

rity Council. “Countries should uphold the international system with the United Nations at its core, the international order underpinned by international law and the basic norms of international relations based on the purposes and principles of the UN Charter,” Xi said.

15 killed as rival tribes clash in northwest Pak PESHAWAR, OCT 25 (PTI): Authorities stepped up security in the tribal areas of northwest Pakistan on Monday as local factions clashed over possession of disputed forest land, in an incident that killed at least 15 people and injured dozens others in the last three days, officials said. The Kurram district administration in Khyber Pakhtunkhwa has jammed cellular services to stop rumour mongering. The officials along with local elders, the Army and police chiefs have arranged for a ceasefire between the warring groups. The clashes began on Saturday afternoon when the Gaidu tribe belonging to Teri Megel village in Kurram district, 251 km from provincial capital Peshawar, opened fire on Pewar tribe members who were picking firewood in the disputed area. There has been tension between both tribes over the ownership of forest land in the Upper Subdivision of Kurram district in recent months, officials said. According to the truce, members of both tribes are now barred from collecting firewood from the disputed area. Persons breaking the agreement are liable to legal action, officials said. “Four people were reported dead on Saturday and another 11 died on Sunday and today (Mon-

day). The gunmen operated from trenches. Heavy weapons and even rocket launchers were used,” a police official said. Over 100 tribesmen from both sides were making raids into the villages using guns, said the District Police Officer (DPO) of Kurram. On Monday morning, heavy security deployment was made, which helped clear trenches and other hideouts of the raiders, making it possible for truce talks in the afternoon.

In a veiled attack on the US and its allies, Xi said, “international rules can only be made by the 193 UN Member States together, and not decided by individual countries or blocs of countries.” “International rules should be observed by the 193 UN Member States, and there is and should be no exception. Countries should respect the United Nations, take good care of the UN family, refrain from exploiting the Organisation, still less abandoning it at one’s will, and make sure that the United Nations plays an even more positive role in advancing humanity’s noble cause of peace and development,” he said.

Military identifies remains of 4 Korean War soldiers

Russia marks another record number of daily Covid cases

SEOUL, OCT 25 (IANS): The military has identified the remains of four South Korean troops killed during the 1950-53 Korean War, about a decade after their excavation from former battle sites, the Defence Ministry said on Monday. The identification and recovery of the remains came as the military has been carrying out a government project since 2000 to return remains of fallen troops to their families and remember their sacrifices, reports Yonhap News Agency. The remains of the four soldiers were excavated in Gangwon and North Gyeongsang Province between 2009 and 2011.

MOSCOW, OCT 25 (AP): Russia reported another daily record of confirmed coronavirus cases Monday as a surge in infections has prompted the Kremlin to tell most people to stay away from work starting later this week. The Russian government’s coronavirus task force tallied 37,930 new confirmed cases in 24 hours, the highest number since the start of the pandemic. The task force also reported 1,069 more COVID-19 deaths in the same period, slightly fewer than a record of 1,075 reached over the weekend. Russian President Vladimir Putin has ordered Russians not to go to work between Oct. 30 and Nov. 7, when the country will observe an extended holi-

DHAKA, OCT 25 (PTI): A key suspect and his accomplice accused of fanning communal hatred on social media and instigating the recent violence against the minority Hindu community in Bangladesh have confessed to their crime in a pre-trial hearing, a court official has said. Shaikat Mandal confessed before a magistrate on Sunday that it was his Facebook post that led to the violence in Rangpur, Pirganj sub-district on October 17 during Durga Puja festivities in the country. Mandal’s accomplice Rabiul Islam is a 36-yearold cleric, who has been accused of arson and looting. “Shaikat Mandal and his accomplice Rabiul Isam have admitted their role before a senior judicial magistrate Delwar Hossain in (north-western) Rangpur,” the court official told newsmen. They were arrested from Gazipur on Friday in a police raid and booked under the Digital Security Act. Pak releases 350 activists of banned Islamist group

ISLAMABAD, OCT 25 (PTI): Pakistan government has released 350 activists of the banned outfit Tehreeke-Labbaik Pakistan (TLP), Interior Minister Sheikh Rashid has announced, averting another showdown with the radical Islamist party that was threatening to hold a “long march” to Islamabad. The TLP workers have been holding violent protests across the nation, especially in Lahore, against the government of Prime Minister Imran Khan for not releasing their party chief Saad Hussain Rizvi.

After reviewing TLP’s demands, the issue will be resolved peacefully by Tuesday, Rashid said, Geo News reported on Sunday. The Opposition parties and the proscribed outfit had staged separate protests in

multiple cities of the country, resulting in Islamabad, Lahore and Rawalpindi being partially shut down. Three policemen and seven TLP workers have died in the clashes so far that erupted on Wednesday. “We have released 350 TLP workers up to now and we are still waiting to open both sides of the road of Muridke as per the decision with the TLP,” The interior minister tweeted after leading a government team in negotiations with representatives of the TLP, including

Rizvi, its detained chief, in Islamabad. Rasheed on Sunday said that talks between the government and the TLP after they threatened to march towards Islamabad have been successful. The TLP protesters will not move forward (to Islamabad) and will stay in Muridke till Tuesday, he added. On Friday, Rizvi’s party leader Ajmal Qadri said his supporters launched the “long march” after talks with the government failed to secure the release of their leader.

Pro-democracy activist Dura Gambo said paramilitary forces chased protesters through some neighborhoods of Khartoum. She said the sporadic sound of gunshots could be heard in many parts of the capital. Records from a hospital in Khartoum obtained by The Associated Press showed some people admitted with gunshot wounds. In the afternoon, the head of the military, Gen. Abdel-Fattah Burhan, announced on national TV that he was dissolving the government and the Sovereign Council, a joint military and civilian body created soon after al-Bashir’s ouster to run the country. Burhan said quarrels

has struggled with the shock of a number economic reforms called for by international lending institutions. U.S. Sen. Chris Coons, a member of the Foreign Relations Committee and a close ally of President Joe Biden, warned in a tweet that the U.S. could cut aid to Sudan “if the authority of PM Hamdok & the full transitional government is not restored.” In recent weeks, there have been concerns that the military might be planning a take over, and in fact there was a failed coup attempt in September. Tensions only rose from there, as the country fractured along old lines, with more conservative Islamists who want a military government pitted against those who toppled al-Bashir in protests. In recent days, both camps have taken to the street in demonstrations. Amid the standoff, the generals have called repeatedly for dissolving Hamdok’s transitional government — and Burhan, who leads the ruling Sovereign Council, said frequently that the military would only hand over power to an elected government, an indication that the generals might not stick to the plan to hand leadership of the body to a civilian sometime in November.

The U.N. political mission to Sudan described the detentions of government officials as “unacceptable,” and the African Union called for them to be freed. EU foreign affairs chief Joseph Borrell tweeted that he was following the events with the “utmost concern.” Since al-Bashir, who remains in prison, was forced from power, Sudan has worked to slowly rid itself the international pariah status it held under the autocrat. The country was removed from the United States’ state supporter of terror list in 2020, opening the door for badly needed foreign loans and investment. But Sudan’s economy

CAIRO, OCT 25 (AP): Sudan’s military seized power Monday, dissolving the transitional government hours after troops arrested the prime minister. Thousands of people flooded into the streets to protest the coup that threatens the country’s shaky progress toward democracy. Security forces opened fire on some of the crowds, and three protesters were killed, according to the Sudan Doctors’ Committee, which said 80 people were wounded. The takeover comes more than two years after protesters forced the ouster of longtime autocrat Omar al-Bashir and just weeks before the military was supposed to hand the leadership of the council that runs the country over to civilians. After the early morning arrests of Prime Minister Abdalla Hamdok and other senior officials, thousands poured into the streets of the capital, Khartoum, and its twin city of Omdurman. They blocked streets and set fire to tires as security forces used tear gas to disperse them. As plumes of smoke filled the air, protesters could be heard chanting, “The people are stronger, stronger” and “Retreat is not an option!” Videos on social media showed large crowds crossing bridges over

That’s why you tend to have more body fat if you sleep less than 6 hours a night. That extra body fat makes you more likely to get things like diabetes and heart disease. So if you have to be up for work, it helps to go to bed early enough to get at least 8 hours of sleep. K Y M C

Plus, it makes you pee more, which means more up and down to the bathroom. All this might leave you dragging the next day. Consider keeping it to 1 to 2 drinks per day, and try not to drink in the 3 hours before bedtime.

Late-night eating

Juventus salvage draw against Inter

Juventus’ Paulo Dybala celebrates scoring a goal. (Reuters)

ROME, OCT 25 (IANS): Paulo Dybala’s late penalty cancelled out Edin Dzeko’s opener as Juventus rescued a 1-1 draw in the highlyanticipated Derby d’Italia against Inter Milan at the San Siro here. Juve hitman Alvaro Morata returned to action, with Dybala dropping to the bench. Inter midfielder Arturo Vidal was absent, so Hakan Calhanoglu stepped in on Sunday evening. The home side broke the deadlock in the 17th minute when Calhanoglu’s first-time strike outside the

box hit the woodwork, but Dzeko was alert to tap in the rebound. Both sides created a couple of chances and the Bianconeri won a spotkick in the 88th minute, as Denzel Dumfries kicked Alex Sandro on the edge of the box. The referee awarded Juve a penalty after a VAR review, and substitute Dybala kept his cool to convert it. Inter coach Simone Inzaghi saw red for his reaction to the decision. Inter now sit third with 18 points, seven points

AFC U-23 Asian Cup Qualifiers: India beat Oman 2-1

DUBAI, OCT 25 (IANS): The India Under-23 football team defeated Oman 2-1 in their opening fixture of the AFC U-23 Asian Cup 2022 Qualifiers at the Fujairah Stadium in Dubai, with Rahim Ali (6th minute) converting a penalty, before Vikram Partap Singh (37th minute) doubling the lead to earn a crucial victory. Waleed Salim scored a consolation goal in added time for the Oman on Sunday night but the three points came into India’s kitty. Igor Stimac, after the recent success in the SAFF Championship where the senior team defeated Nepal for the title, got into the act quickly in pursuit of qualification to the AFC U-23 Asian Cup Uzbekistan 2022.

Before the opponents could settle down, India started attacking from the flanks and in the fifth minute, Vikram earned a penalty that Rahim Ali converted. Omani goalkeeper Ibrahim Yousuf had guessed the right way, but Rahim’s spotkick was placed perfectly, as the ball went past the upright and into the side netting. S i x m i nu t e s l a t e r, Akash floated in a superb cross from the left but the goalkeeper leapt above Aniket to grab it. Vikram and Rahul kept the Omani m i d f i e l d o n i t s t o e s, something that helped them slam the second goal in the 37th minute. Akash split the midfield and passed it onto an onrushing Rahim Ali, who rounded off his marker

and pushed the ball onto an unmarked Vikram towards his right. The youngster made no mistake to slot it home past an onrushing keeper. That goal gave India the upper hand before half time. On resumption, India could have made it three through Aniket Jadhav, but he was ruled offside. Stimac made a few changes towards the end and the boys responded well to hold their fortress against Oman. Bryce Miranda, who was thrown into the fray in the 71st minutes, almost scored his first goal in the 80th. Having played a brilliant one-two with Rahim Ali, he slipped into the Oman penalty box from the left corner but eventually miscued his effort. In the final minute of

the regulation time, Omani substitute Waleed Salim tucked in a cross from Abdullah Mohammed Al

T20 WC: Afghanistan beat Scotland by 130 runs NSF Trophy: Fifa FC, ANTA win SHARJAH, OCT 25 (PTI): Afghanistan produced a dominating display of power-hitting before Mujeeb Ur Rahman ripped apart the rival batting line-up with his five-wicket haul as the strifetorn Asian nation routed Scotland by 130 runs in a Super 12 match of the T20 World Cup, here on Monday. Afghanistan first posted a challenging 190 for four after opting to bat and then bundled out Scotland for just 60 run in 10.2 overs to pull off a huge win in Group 2. Scotland piled up 27 runs in the first three overs before Mujeeb scalped Scotland s k i p p e r Ky l e C o e t z e r and Calum MacLoed off successive balls. Mujeeb didn’t get his hat-trick but two balls later he trapped Richie Berrington to reduce Scotland to 28 for three after four overs. Greaves and Mark Watt too failed to counter the guile of Rashid Khan (4/9) and Mujeeb. After Mujeeb, it was Rashid’s turn to cause destruction as he polished off Scotland the tail to hand Afghanistan a big win. Scotland’s str uggle against spin can be gauged from the fact that five of their batters failed to open their accounts. Earlier, Nazibullah Zadran struck a blistering 59 off 34 balls, hitting five fours and three sixes, while Hazratullah Zazai (44) and

Rahmanullah Gurbaz (46) also produced solid knocks to help Afghanistan score their best-ever total in T20 World Cup. Zazai and Mohammad Shahzad (22) got Afghanistan off to a flier, stitching 54 runs off just 35 balls before the latter holed out at deep midwicket boundary. Zazai played aggressively from the onset, hitting the bad balls to the fence and over it with consummate ease but his 30-ball knock was cut short by Mark Watt as he inside

Cricketers back Shami after pacer faces online abuse concer ned, this match itself should not have been played with Pakistan. .. Mohammed Shami is being targeted for the defeat of the Indian team yesterday. This indicates that the radicalisation and hatred is growing against Muslims,” Owaisi, who is head of the AIMIM party, said. “A cricket team will have 11 members. There is one Muslim in the team and he is being targeted,” the Hyderabad MP said. Abdullah, who is the vice president of the Jammu and Kashmir National Conference par ty, said the Indian team’s gesture of showing suppor t to the ‘Black Lives Matter’ movement doesn’t count for much given how Shami was targetted. “#MohammedShami was one of 11 players who lost last night, he wasn’t the only player on the field. Team India your BLM knee taking counts for nothing if you can’t stand up for your team mate who is being horribly abused & trolled on social media,” he tweeted.

DUBAI, OCT 25 (PTI): Former and current India players, including Virender Sehwag and Harbhajan Singh, on Monday extended their suppor t to pacer Mohammad Shami, who was subjected to a fierce online attack following the national team’s first ever loss to Pakistan in World Cup history. Politicians also rallied behind the cricketer with former Jammu and Kashmir chief minister Omar Abdullah and Lok Sabha MP Asaduddin Owaisi condemning the targetting of Shami’s religious identity by social media trolls. “The online attack on Mohammad Shami is shocking and we stand by him. He is a champion and anyone who wears the India cap has India in their hearts far more than any online mob. With you Shami. Agle match mein dikado jalwa,” tweeted former India opener Sehwag. Former India pacer Irfan Pathan said the attack on Shami is unprecedented. “Even I was part of #IndvsPak battles on the

field where we have lost but never been told to go to Pakistan! I’m talking about Flag of India of few years back. THIS CRAP NEEDS TO STOP. #Shami,” he posted. Shami has been one of India’s best fast bowlers in recent times and has performed well over the last five years. The trolls on social media linked his ordinary performance on Sunday night to his religion which did not go down well with fellow netizens with several of them offering support to the 31-year-old. The other Indian players were also trolled online after the crushing loss on Sunday.

Indian Premier League (IPL) bid verification process underway in Dubai. (PTI)

NEW DELHI, OCT 25 (AGENCIES): The RPSanjiv Goenka Group and international investment firm Irelia Company Pte Ltd won the ownership rights of the two new Indian Premier League (IPL) franchises on Monday. While the former bagged the Lucknow team for Rs 7090 crores, Irelia opted for the Ahmedabad team for Rs 5166 crores, Indian Express reported. The bidding process for the two new IPL franchises began earlier on Monday in Dubai with ten parties submitting their bids to own a team at one of the six cities — Ahmedabad, Lucknow, Cuttack, Dharamsala, Guwahati and Indore. Among the highprofile bidders to put their

name in the hat, directly or through consortiums, were the owners of Premier League club Manchester United, the Adani Group, Torrent Pharmaceuticals, Hindustan Media Ventures Pvt Ltd, RP-Sanjiv Goenka Group, Capri Global and one Singapore based Irelia Company Pte Limited. The agency that once represented the former India captain MS Dhoni, Rhiti Sports Management, had also bid for one of the two teams. According to Cricbuzz, all the parties were asked to submit two envelopes — one for personal and financial credentials and the second for the bid. The Board of Control for Cricket in India (BCCI) had its legal and

audit officials first check the credentials and only after they were found to be in order, the second envelopes were opened. The BCCI twice had extended its ‘Invitation to Tender’ and had extended the deadline till October 20th, so that Manchester United can take part in the bidding process. The 2022 edition will not be the first time the IPL will comprise 10 teams as the 2011 edition also had the same number of teams. As per ESPNCricinfo, the tournament format will follow the 2011 model, which scrapped the simple home-and-away format and included a total of 74 matches (instead of the current number of 60).
