Drug users rising in Nagaland EVEN SCHOOL CHILDREN ENSNARED IN THE DEADLY HABIT

DIMAPUR, JUN 26 (NPN): Nagaland is plagued with many serious issues which have only been given a mention and then ignored or forgotten but which cannot be brushed under the carpet any longer as they pose imminent threat to the present and future generations. Besides increasing anti-socialism, the state has an underbelly of rampant drug use among the youth some as shockingly young as below ten years of age. Most alarmingly, the growing incidence of drug use among minors and women is increasing and made worse due to lack of a rehabilitation centre exclusively for women drug users. It may be mentioned that the International Day against Drug Abuse and Illicit Trafficking, or World Drug Day, is marked on June 26 ever y year to strengthen action and cooperation in achieving a world free of drug abuse. Perhaps, districts located along the Indo-Myanmar international border are facing worst crisis of rampant drug addiction among which ‘Sun Flower’ being the most widely available and used substance. At Noklak district headquarters, it is reported that over 300 drug users are undergoing therapy for rehabilitation. SVC refutes RPP claim DIMAPUR, JUN 26 (NPN): Salomi Village Council (SVC) has refuted the claim made by the Rising People’s Party (RPP) concerning the poor condition of GHS building at Salomi. While appreciating RPP for their concern for the school, SVC chairman Kongthrong, secretary H. Johan and Hd.GB Y. Thsepanki in a joint statement clarified that the school building was inaugurated in 2002 by the then Education minister H Chuba Chang. SVC said that the new building was inaugurated by principal director of school education Shanavas C on November 5, 2019.

According to Medical Officer in charge of Opioid Substitution Therapy (OST) at Dimapur District Hospital Dr Tahito Veshpu, drug users were mostly in the age group 18-50 years. The name of a particular drug ‘Sun Flower’ or ‘SF’ has become a byword among many youths across Nagaland especially school going children. Considered the cheapest and crudest form of heroin (opiates) where other drugs like sleeping pills, spasmodart, alprazolam, etc, are mixed as per the requirements of the addict, SF is consumed by sniffing the fumes of the substance burned on a paper, snorted and even injected. The very fact that ‘SF’ is affordable and gives the kick desired, has led to its growing popularity. It was learned that many addicts were not even aware of the mixture as they just consumed it to experience short- lived ecstasy. As per sources, the
SF powder is peddled in colourful tobacco packets/ containers and is available from Rs 500 and upwards, depending on the quantity and this affordability has made it as the most widely used drug. When purchased in bulk, the price of ‘SF’ becomes more affordable for minors. This reporter also visited a rehabilitation CentreSilas Care Centre- at Dimapur where some of the users in their teens and many of them coming from broken homes, say they picked up the habit to escape mental stress. Some took to drugs due to peer pressure or curiosity. Speaking to Nagaland Post, a 40-year old user and from the porous international border area, confessed to having used drugs such as -spasmoproxyvon (SP) and Relipen (RP) since he was in Class VII. He gave up the habit for 12 years but relapsed. During the interim period, he used to be actively involved with a church. Then after he got into the business of drug peddling to sustain his family, he distanced himself
from the church. Another college dropout, in his 20s from Dimapur confessed that he tried ‘SF’ for the first time out of curiosity since most of his college friends were into the habit. The drop out recalled that he began by first smoking weed (psychotropic) and later switched to SF powder to get a better kick. Interestingly, he also revealed, that users can also call up some numbers to order the drug which is then delivered to the addresses. Though the youth mentioned certain hotspots at Dimapur, the names of colonies are being withheld. Talking to this reporter, a woman drug user in her 30s and currently residing in a rehab centre, disclosed that she first tried pills and later sniffed SF on several occasions. She also claimed to have seen and met many young girls and women living promiscuously to fund their need for drugs. Some young mothers from broken marriages confided that the drug was a temporary and unhealthy escape and once addicted led to more problems mentally, physically and socially. The person in-charge of the rehab centre when the woman is an inmate, lamented that there was no centre dedicated to rehabilitation of women drug users. He said due to absence of women rehabs, the women drug users had to be accommodated in some women centres or accommodated in rehab centres along with males or sent to prayer centres. (Cont’d on p-8)

DIMAPUR, JUN 26 (NPN): Union Minister of Agriculture and Farmers’ Welfare Narendra Singh Tomar said Nagaland had huge potential in horticulture exports as the State was rich in the sector. Speaking at the inauguration of a farmers’ exhibition-cum-workshop at Central Institute of Horticulture (CIH), Medziphema on Sunday, he said the presence of six agro-climatic zones with vast geographical variations in Nagaland in particular and the Northeast in general provided great scope and advantage for growing varieties of horticultural crops compared to other States. Tomar, who is on a two-day visit to the State, remarked that Nagaland had great potential for export of horticultural produce due to its proximity to SouthEast Asian countries. and increasing productivity, adding that in doing so, the farmers would get good price and their financial condition would improve, while the agriculture would contribute more to the country’s GDP. Noting that everyone was making efforts together to provide new technology to farmers at low cost, he appreciated the efforts of CIH and the State government in this direction. He also lauded the efforts of the institute in improving the horticulture sector in Nagaland and the State government for doing the needful in this regard. The minister claimed
that Prime Minister Narendra Modi had given importance to agriculture to increase farmers’ income, while exhorting the farmers to incorporate modern technology to derive the benefits from the research done by agricultural scientists. DIMAPUR, JUN 26 (NPN): Eastern Nagaland People’s Organisation (ENPO) has appealed to all individuals and groups to refrain from “collecting undue taxation and unnecessary deductions” from the ongoing road project between Changtongya and Longleng. While pointing out that road communication is the backbone for any human development, ENPO said that Longleng was one of the important gateways for the people of Eastern Nagaland that connects with the rest of the state including neighboring Assam. Therefore, ENPO said that it was the desire of the people for the project to be completed at the earliest and sought co-operation from all concerned. Meanwhile, ENPO cautioned contractors/firms carrying out works within Eastern Nagaland, that it would not compromise on quality workmanship.

ENPO appeals against Monkeypox not a global emergency taxation on road projects ‘at this stage’, says WHO panel LONDON, JUN 26 (AP): The World Health Organization said the escalating monkeypox outbreak in more than 50 countries should be closely monitored but does not warrant being declared a global health emergency. In a statement, a WHO emergency committee said many aspects of the outbreak were “unusual” and acknowledged that monkeypox-- which is endemic in some African countries-- has been neglected for years. “While a few members expressed differing views, the committee resolved by consensus to advise the WHO director-general that at this stage the outbreak should be determined to not
constitute” a global health emergency, WHO said in a statement. WHO nevertheless pointed to the “emergency nature” of the outbreak and said controlling its spread requires an “intense” response. The committee said the outbreak should be “closely monitored and reviewed after a few weeks.” But it would recommend a re-assessment before then if certain new developments emerge — such as cases among sex workers; spread to other countries or within countries that have already had cases; increased severity of cases; or an increasing rate of spread.

‘Agnipath’ scheme: Most States yet to announce quota in govt jobs Maha crisis: Shinde camp ready NEW DELHI, JUN 26 (PTI): Apprehension continues to remain over the future of soldiers to be recruited under the ‘Agnipath’ scheme as the Centre and several state governments are yet to roll out a comprehensive plan for their rehabilitation once they retire after four years of service in the armed forces. Adding to the anxiety of the youths, none of the states ruled by the opposition parties announced any favourable recruitment scheme for ‘Agniveers’ to be hired under the scheme, while a few demanded that it be completely withdrawn. After the June 14 announcement of the ‘Ag-
nipath’ scheme, at least 18 states and Union Territories - Bihar, Uttar Pradesh, West Bengal, Telangana, Karnataka, Kerala, Tamil Nadu, Haryana, Rajasthan, Andhra Pradesh, Madhya Pradesh, Odisha, Jharkhand, Uttarakhand, Punjab, Himachal Pradesh, Jammu and Kashmir and Delhi - witnessed protests, some of them violent. While BJP-ruled Uttar Pradesh, Madhya Pradesh, Haryana, Uttarakhand and Assam announced that they would give preference to ‘Agniveers’ in the recruitment for police, the Ministry of Home Affairs (MHA) said it has decided to reserve 10
per cent vacancies in the Central Armed Police Forces (CAPFs) and Assam Rifles for ‘Agniveers’. However, experts believe that the process would not be so simple. A state police recruitment board head had said that reservation cannot be more than 50 per cent in employment and most of the ‘Agniveers’ will be in the unreserved category as the Army has no reservation system. “So, the idea that they can be absorbed in CAPFs and state police may not work. They have to be considered only against 50 per cent of unreserved vacancies. It will also mean that meritorious and better-educated
non-Agniveers will find it difficult to join the police. This will impact the efficiency of the police. “So, how does the policy of Army recruitment reconcile with the system of reservation in the civilian sector of the government,” the state police recruitment board head asked. Experts also believe that the entire process may come under legal scrutiny as it is not clear whether the pay of a retired ‘Agniveer’ after the four-year-stint in the armed forces will be protected and seniority maintained. “This will be a tight rope walk for the government as this needs to be cleared to avoid any disgruntlement
among the constables recruited directly by the state police,” an expert said. On the other hand, non-BJP ruled states like Punjab, Rajasthan and Tamil Nadu, which contribute a significant number of youths to the armed forces, sought withdrawal of the scheme, giving a clear indication that they have no plans to reserve government jobs for ‘Agniveers’. Interestingly BJP ally Nitish Kumar, chief minister of Bihar, which saw maximum violence and damage to railways and other government properties, has not spoken on the ‘Agnipath’ scheme.
