Rio, Shah discuss Naga issue

NEW DELHI, JUL 26 (PTI/AGENCIES): Nagaland Chief Minister Neiphiu Rio on Tuesday met Union Home Minister Amit Shah and discussed with him various issues concerning the state, that include the ongoing Naga peace process. Assam chief minister Himanta Biswa Sarma, who is also the convener Neiphiu Rio (ANI) of North East Democratic Alliance (NEDA), was Amit Shah’s Parliament present in the meeting at house office.

“Today, I met Union Home Minister Amit Shah. NEDA convener and Assam chief minister Himanta Biswa Sarma was also present in the meeting. We discussed the Naga issue,” Rio told reporters outside Parliament. When asked about resolving the border dispute with Assam, Rio said it will be done after the State assembly elections next year. DIMAPUR, JUL 26 (NPN): Setting to rest all political speculations , ruling alliance partners- NDPP and BJP- have reaffirmed continuance of their 2018 pre-poll seat sharing arrangement of 40 (NDPP):20 (BJP) for the forthcoming Nagaland Legislative Assembly (NLA) elections in 2030. This was disclosed in a joint communiqué issued by NDPP secretary general Abu Metha and BJP Nagaland in-charge Nalin Kohli . They also declared that there will be “no friendly contest in any constituency” as both parties will continue seat sharing as agreed ahead of the 2018 NLA elections where NDPP had contested 40 seats and BJP 20 seats. State logs 14 fresh Covid cases, 1 death DIMAPUR, JUL 26 (NPN): Nagaland on Tuesday recorded 14 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, nine were from Kohima, three in Mokokchung and one each in Mon and Phek, taking the total caseload to 35,723. One more Covid-19 fatality was reported from Mokokchung, pushing the death toll to 768 (including 5 non-Covid deaths but with positivity). The State currently has 100 active cases after 14 more patients recovered from the infection. PTI: With 14,830 new Covid-19 cases being reported in a day, India’s tally rose to 4,39,20,451, while the count of active cases has declined to 1,47,512, according to Union Health Ministry data updated on Tuesday. Lok Sabha passes Bill to validate family courts in Nagaland and Himachal Pradesh NEW DELHI, JUL 26 (PTI): Lok Sabha on Tuesday passed a bill to grant statutory cover to family courts set up in Nagaland and Himachal Pradesh and retrospectively validate all actions taken by them, with Law Minister Kiren Rijiju saying that he would requests all state governments to set up one family court in every district. RCUN demands SIT probe into railway land encroachment Chathe river washes away road DIMAPUR, JUL 26 (NPN): Railway Contractors’ Union Nagaland (RCUN) has demanded that the State government should immediately set up a Special Investigation Team (SIT) to conduct an investigation into rampant encroachment on railway land and book those officials involved in the corruption as per the provisions of law. In a press note, RCUN has blamed inappropriate handling of encroachment on railway lands in initial stages by authorities concerned for the current impasse.

The union pointed out that the issue of rampant and illegal encroachment on railway land was not a recent phenomenon as it had been pursuing the matter with the appropriate authorities since many years. It cited a letter to Dimapur deputy commissioner of May 22, 2020 wherein it had requested the district administration to take up the matter of unauthorised encroachment and construction on railway Land. However, the union alleged that the district

authorities never handled the matter in a judicious and fast-track manner, resulting in many illegal constructions, including numerous temples, over the years within the periphery of Dimapur railway station, obstructing its expansion and development. RCUN questioned the State government why it was maintaining silence on the matter though the issue of illegal encroachment had been published and brought to the notice of competent authorities. It also wondered whether this could

In an order, DC Kohima notified that Khuzama village and Chiechama village (1 km radius of infected premises) as infected zones while areas falling within the 10 km radius from the infected premises (9 km radius outside the infected zones) have been earmarked as surveillance zones. NNQF seeks review of eligibility criteria DIMAPUR, JUL 26 (NPN): Nagaland NET(/ PhD) Qualified Forum (NNQF) has urged the state government to review the eligibility criteria for assistant professor recruitment in the higher education department through the Common Educational Ser vices Examination (CESE), Nagaland Public Service Commission (NPSC). In a memorandum submitted to the commissioner secretary and the directorate of higher education, the forum while highlighting certain limitations and inconsistencies with regard to the issue appealed to the higher education authorities to initiate a more egalitarian approach to the CES examination by including MPhil/PhD degree, academic publications in peer-reviewed journals

and teaching experience as part of academic performance marking. The forum also sought modification of rules pertaining to marks scored by candidates in the annual/semester system. Further, it asked the department to widen the scope of competition by including allied subjects as per the UGC Gazette to be made eligible with regard to the assistant professor eligibility criteria. NNQF has requested that action be taken on the issues before the commencement of the next CES Examination. AIZAWL, JUL 26 (PTI): Mizoram’s lone BJP MLA Buddha Dhan Chakma along with 12 other leaders was sentenced to one year in prison in a corruption case by a special court on Monday. Special judge Vanlalenmawia sentenced 13 people, including the Tuichawng legislator, to imprisonment for one year for embezzling Rs 1.37 crore of Chakma Autonomous District Council (CADC) between 2013 and 2018. The court convicted them on July 22 under section 13(1)(d) read with 13(2) of the Prevention of Corruption Act, 1988 for abusing their official powers and withdrawing the money from the special assistance fund meant for development works. The other convicts are incumbent Chief Executive Member (CEM) of CADC Buddha Lila Chakma, two executive members, two sitting members (MDC) and three former CEMs. The other four are former executive members of the CADC, which gover ns parts of Lawngtlai district in southern Mizoram.

AIZAWL, JUL 26 (PTI): An Assam delegation led by Border Protection and Development Minister Atul Bora will soon visit Mizoram for talks over the inter-state boundary dispute, a Mizoram Home Department official said on Tuesday. Six policemen and a civilian from Assam had died and around 60 others were injured when law enforcers from the two states exchanged fire on NH 306 near Vairengte town along the disputed inter-state boundary on July 26 last year. Bora has recently conversed with Mizoram Home Minister Lalchamliana over the phone and said a delegation from Assam will visit Mizoram after the presidential election to discuss the vexed issue. “The proposed meeting with Assam representatives is expected to centre around the preparation of modalities for higherlevel talks to resolve the long-standing dispute. “The Assam team is likely to visit Aizawl next week. Bora is expected

to be accompanied by other ministers and officials of the neighbouring state,” the official told PTI on condition of anonymity. A virtual meeting was held in April between Mizoram and Assam sides, headed by Lalchamliana and Bora respectively, and it was decided that higher-level talks will be held to find an amicable solution to the issue. In the meeting, it was decided that the Assam side would prepare the modalities for the proposed higher-level talks. The official said Assam is yet to submit modalities for the talks. “It appears that Assam is desirous of adopting the modalities of Assam-Meghalaya border talks, which is not acceptable for Mizoram as Assam’s border dispute with our state is different from that with Meghalaya,” the official added. Mizoram shares a 164.6-km inter-state boundary with Assam, which has seen several flareups in the last few years.

Congress was in power in CADC in 2013, and Budhha Dhan Chakma headed it as the CEM. Chakma was later elected an MLA on a Congress ticket, and became a minister in the state’s then Lal Thanhawla government. He resigned in 2017 in protest against the denial of medical seats to four Chakma students by the state government. Soon after his resignation, he joined the BJP and was elected as an MLA in the 2018 assembly elections. He is the first BJP MLA of the state.

GUWAHATI, JUL 26 (PTI): Assam reported 760 new COVID-19 cases, pushing the tally to 7,35,621, according to the National Health Mission (NHM) bulletin. The 760 new cases were detected out of 8,499 samples tested on Monday, with the positivity rate declining to 8.94 per cent as against the previous day’s 10.29 per cent. The total number of active cases in the state has increased to 5,605 as against the previous day’s 5,527. The new cases were reported from Dibrugarh (64), Goalpara (57), Baksa (51), Dhemaji (47) and Biswanath (42), it said. There were no deaths reported in the state due to COVID during the last 24 hours, according to the bulletin. The death toll remained at 6,667 while 1,347 COVID-19 positive patients have died due to other reasons since April, 2020. A total of 7,22,002 patients have recovered from COVID-19 so far, including 682 on Monday. The COVID-19 recovery rate in the state is now 98 per cent.

Marak , former militant leader-turned member of the Garo Hills Autonomous District Council, a constitutional body in Meghalaya, has been accused of running a prostitution racket at his farmhouse at Edenbari in the outskirts of Tura, the district headquarters of West Garo Hills. Interestingly, Marak’s farm house was once the designated camp of the disbanded breakaway faction of A’chik National Volunteers Council (ANVC-B) militant outfit. The militant outfit had signed a tripartite peace pact with the central government and the Meghalaya government.

On July 22 night, police raided his farm house at Edenbari based on a statement made by a minor in the court that she and her friend were taken to farm house -Rimpu Bagan- and were sexually assaulted there. During the raid, police rescued five minors apart from arresting 73 other persons from the farmhouse. Police have also seized a large number of liquor, contraceptives, knives and other incriminating items. “As such Bernard N Marak’s arrest is very much important and necessary for the investigation of the case and for the justice of the victims as during the raids five number of minor children were recovered from the building out of which four were boys and one girl and who were living in a small room in a deplorable condition,” the Chief Judicial Magistrate said. The minors have been

handed over to the District Child Protection Unit, Tura for their safety and health. On Sunday, Meghalaya BJP President, Ernest Mawrie had defended Marak and termed the raid at the farm house was a “political vendetta”. Mawrie had also demanded to withdraw all charges against Marak which are “politically motivated and malign the party image.” But Deputy Chief Minister Prestone Tynsong said that the government is firm in dealing with the case against the state BJP vicepresident, “We cannot withdraw the charges just because the accused is a BJP vice-president. The law is the same for everyone. Let the law take its own course whether or not there is pressure from the BJP leadership to withdraw the charges against him (Marak),” Tynsong said.

Mizoram pig farmers seek compensate for loss due to ASF

AIZAWL, JULY 26 (PTI): The Mizoram government has sought assistance from the Centre to compensate pig farmers, whose pigs have been killed during the outbreak of African Swine Fever (ASF), a minister said on Tuesday. The highly contagious disease continues to ravage piggeries in Mizoram killing more than 42,300 pigs and piglets worth crores of rupees since March last year. State Animal Husbandr y and Veterinar y minister Dr. K. Beichhua said that Chief Minister Zoramthanga had in a letter to Prime Minister Narendra Modi urged him to provide monetary assistance under PM’s special package to compensate the pig farmers for their losses. He said that the state government is also taking steps to give compensation to the farmers, who lost their pigs due to ASF. The Mizoram government on Tuesday disbursed compensation of Rs 10.48 crore to 2,488 farmers, whose pigs and piglets have been culled to prevent further spread of ASF. The assistance would be instantly credited to each beneficiary’s bank account through direct benefit transfer, Beichhua said. Addressing a disbursement programme in the state capital, the minister said that as per the Central government guidelines, there is a provision for paying compensation based only on the culling of ASF-

affected pigs. However, the state government is desirous of compensating all swineherds who lost their pigs due to the outbreak of ASF, he said. Monetary assistance has been sought from the state planning department to compensate the pig farmers, the minister said. The disease, which was reported for the first time in the state in March last year, was initially considered more or less contained as no pig death due to the outbreak was reported since December. However, the highly contagious pig disease resurfaced at a MizoramManipur border village in February this year, he said. According to data released by the state animal husbandry and veterinary department on Tuesday, a total of 8,907 pigs and piglets have died since February due to the fresh outbreak of ASF. Forty more pigs died on Tuesday, it said. Altogether, 42,324 pigs and piglets have been killed due to the outbreak of the disease since March last year. Besides, over 18,500 pigs have been culled since last year, according to the veterinary department. While swine flu can spread from animals to humans, ASF cannot be transmitted from pigs to humans. The AFS, which was first detected in the country in February 2020, affects both domestic and wild pigs.

ED’s unbridled power

t seems the Enforcement Directorate under the union finance ministry has been on overdrive to target economic offenders and by chance of design and coincidentally, most of who happen to be from the opposition parties or critics of the BJP government . On record, there are a little over 5000 registered cases since 2002 but only 25 convictions. These central agencies, included CBI, ED and Income Tax Department- which swing into action with summons on targeted individuals. In many instances, the summons are issued in old cases while new FIRs are also registered based on inputs. These are followed by raids and searches and arrests. But as time passes, nothing concrete comes of the investigations. The ED is the only Central agency in the country that does not require permission from the government to summon or prosecute politicians or government functionaries for committing economic offences like money laundering. The ED is armed with the Prevention of Money Laundering Act(PMLA) enacted in 2002 by the A.B. Vajpayee government, but its rules were framed in 2005 by the Manmohan Singh government. It is the first law in independent India to allow the confiscation of financial proceeds from economic crimes. The Modi government gave new teeth to the law in 2019 by taking the money bill route to pass amendments. PMLA suffers from inherent problems such as giving the ED broad powers to arrest the accused. Recently, the ED has come under scanner since the first week of this month over summons and subsequent interrogations on Rahul Gandhi and later Sonia Gandhi over the National Herald case. In the National Herald case,the Congress argued that there was no money involved and therefore there was no economic offence. Since 2014, Central agencies have targeted a whopping 570 of the government’s political rivals and critics and in some cases, their family members as well. This massive sweep includes opposition politicians, non-NDA politicians, their relatives and aides, activists, lawyers, independent media houses or journalists and members of the film fraternity. Even government officials who questioned the ruling government were targeted. This happened to former election commissioner of India Ashok Lavasa who had dissented with the other colleagues against giving clean chit to prime minister Modi and home minister Amit Shah during the 2019 elections. Tax cases were slapped against the relatives of Ashok Lavasa. The role of the ED has come under scanner not only because of alleged ‘witch hunt’ against opposition politicians or government critics but because it has served political interests in making many opposition leaders join the ruling party to escape harassment and detention. Otherwise why have all those who joined the ruling party been given clean chits or even led to probes greatly slowed down? It is in this particular aspect that people expect the Supreme Court to take suo moto notice on the clean chits or slowed investigations given by the ED whenever opposition leaders join the ruling party. The Chief Justice of India N.V.Ramana has been making remarks about kangaroo courts on TV channels and urging print media to remain steadfast for justice. It would be a tribute to Ramana if the apex court brings the ED under scanner for slowed investigations or clean chits to defectors and also making it accountable.

Am I prepared to trust the penetration of His Word into my heart, or would I prefer to trust my own “innocent ignorance”? If I will take an honest look at myself, becoming fully aware of my so-called innocence and putting it to the test, I am very likely to have a rude awakening that what Jesus Christ said is true, and I will be appalled at the possibilities of the evil and the wrong within me. But as long as I remain under the false security of my own “innocence,” I am living in a fool’s paradise. If I have never been an openly rude and abusive person, the only reason is my own cowardice coupled with the sense of protection I receive from living a civilized life. But when I am open and completely exposed before God, I find that Jesus Christ is right in His diagnosis of me. The only thing that truly provides protection is the redemption of Jesus Christ. If I will simply hand myself over to Him, I will never have to experience the terrible possibilities that lie within my heart. Purity is something far too deep for me to arrive at naturally. But when the Holy Spirit comes into me, He brings into the center of my personal life the very Spirit that was exhibited in the life of Jesus Christ, namely, the Holy Spirit, which is absolute unblemished purity.

he Naga Hoho in its advisory to the Nagas which appeared in local dailies dated 13.7.2022 cautioned the Nagas as a whole “that the prevailing groupism, tribalism and regionalism had no future and could not bring about any tangible solution towards common aspirations.” The vocabularies as ‘groupism’, ‘tribalism’ and ’regionalism’ are indeed antithesis to oneness and human harmony. Nevertheless, a body like Hoho proposing such advisory to the Naga public raises the question as to whether the Naga Hoho is befit to give such statement? What is the locus standi of Naga Hoho today? Is Naga Hoho free from controversy? Is Naga Hoho neutral? The present Naga Hoho is headed by a person from Nagaland and few of such individuals from Nagaland might be serving as its office bearers, and yet the fact remains that none

of the Naga tribes from Nagaland has official affiliation to the Hoho. And the Naga Hoho knows the reason or reasons much better for which the Naga tribes from Nagaland have had the disassociation. As of today, the Naga Hoho is just the Hoho of the Nagas of Manipur and it has no legal authority over the State of Nagaland. Moreover, it is the accepted fact that the Naga Hoho is a mere sycophant of NSCN(IM) and it practically projects itself to be the civil spokesperson of NSCN(IM). The Naga Hoho has been functioning under the dictate of NSCN(IM) as it only runs the errand of that political group. Thus, the Naga Hoho is not at all neutral. Also, the other question arises as to whether the political group which the Naga Hoho supports is free from ‘groupism’, ‘tribalism’ and ‘regionalism’? The answer is not at all.

When so, what justification the Naga Hoho has to pass the buck of groupism, tribalism and regionalism of the Nagas to other Naga CSOs or to other Naga political groups? Whichever organization is farcical spreads only confusion and whichever group does not walk the talk is responsible for misleading the people in Naga society. Quoting what the Naga Hoho stated “It also stressed that the common goal should not be interpreted to suit one political group’s interest as it would only help succeed the schemes of the adversaries to delegitimize our legitimate right.” To whom the Hoho is advising to refrain from misusing the ‘common goal’? This very statement is too ambiguous to understand as whom the Naga Hoho is accusing for misusing the common goal for partisan interest. The Naga Hoho should have the gut to expose the

hildren need to learn how to manage cash and be responsible for it. My younger one was asked to write about her summer trip as vacation homework. And she told me about it when half of the holidays were over. So, I had to frantically look for any quick getaway for a day or two. Not to my surprise, I found that all vacation destinations were full. And why not! After two punishing years, we are now living a near normal life. Schools are on and streets are jammed. After a few calls to friends and family, I finally found a place to unwind for a couple of days. So we packed our bags and set out. During the vacation, we met a few other families with children. These children were much younger than mine. What I found is that a few of them are in perpetual on-demand mode for things like toys or favourite foods. If you try to reason with them that the toys they are asking for are costly, the answer would be - why pay money, swipe your card. If you tell them you don’t have cash, they will ask you to go to the ATM and withdraw. I found this quite amusing. Children learn more by observing. They are all keen

observers and notice what their parents are doing. A concept that money is a limited resource is hardly understood, when they see you using your card. They think that the ATM machines are a never-ending source of cash. So when you try to reason with them that you don’t have the cash, they might think you are being lazy. From an early age what we should do is to give them cash and make them responsible for their own decisions. They must understand that cash is always limited, even if you are lucky and wealthy. What children love is to be in control of things. You will be surprised that they can do wonders if given full control of their day-today finance. Say, if you are holidaying, give them a daily allowance. Let them buy things with that amount. But once they finish that, don’t give any extra. The idea is to let them become independent with their finances. Believe me, you will be surprised. Another opportunity of teaching personal finance to children is during their birthdays. For this they need to be young adults. You give them a budget. And help them with it.

In the process, the successive leaders of Naga Hoho hijacked it to be the sycophant of NSCN(IM) and since then its base eroded and its integrity collapsed. Thus, whatever the Naga Hoho says is just the voice of a busybody. A similar call was given by the Naga Mothers’ Association (NMA) in the local press dated

How many friends to invite and what return gifts to give, it’s their decision. How much to spend on balloons and on the birthday cake, it’s their decision. If they want to buy a costly birthday dress, that means less money for cold drinks. If they want a costly restaurant, that means less money for decoration. Discuss with them and be a part of the game. It’s not that you give them a budget and that’s the end of the story. The idea is to teach them that resources are always limited and how you negotiate with them is important. It will be timeconsuming in the beginning, but with practice, you will see results. As you progress, you can escalate the game to a higher level through pocket money. What dress they buy, which restaurant to eat at, how much to spend will all come under money management. Remember, through this, you are building your next generation which will not only be independent, but will also be responsible and will learn a life lesson at an early age, which many of us struggle even in the later stages of our life. This statement was issued in support to the scheduled Naga Solidarity Walk initiated by the Global Naga Forum (GNF). When I read between the lines, the NMA uses the word “tribalism” just as the Naga Hoho did, and most possibly it implicates the Central Nagaland Tribes Council (CNTC) which has decided not to participate in the GNF’s Naga Solidarity Walk as found in local press dated 14.7.2022. As much the GNF has the liberty to call for the unity walk, that much liberty the CNTC has the liberty to be free from such encumbrance. Just as the Naga Hoho is not neutral, so also the NMA is not. It is conspicuous enough for anyone to un-

derstand that the NMA has lost its neutral identity since it has identified itself with NSCN(IM). As much liberty the NMA or any other has to wear the uniform of NSCN(IM) that much liberty anyone has to refuse to wear the same uniform. Be it GNF or any organization has the liberty to launch any program involving the mass. So also, any tribe or organization or individual has the same amount of liberty to stay away from participation in such program. The reason why I do not like to remain as a silent spectator to the introduction and the usual practice of the neo culture in Nagaland over the years is that when one is laced with partisan ingredients and all whose activities remained so, he has the habit of blaming others as with ‘holier than though’ attitude. We remember in 2001 a ‘friendship village’ between Ungma village and Tuophema village was established under the initiative of then chief minister SC Jamir and then home minister Neiphiu Rio. That time SC Jamir told Tuophema villagers that Rio had good leadership quality and appealed the people of Nothern Angami –II A/C to vote for Rio. As a result of Jamir’s appeal, the people of Northern Angami –II A/C voted for Rio in majority and he emerged victorious. But instead of giving thanks to Jamir, Rio betrayed him and formed his own government. When it comes to leadership the Almighty God has also blessed the Angamis with good and humble leaders to lead Naga people. When late Vizol was the chief minister his salary during that time was only Rs. 2500. But he ran the State with transparency and whatever money that was not

utilized was returned back to the Centre. People said that Vizol could not even build a luxurious house of his own because he was free from corruption. People also said that he was not greedy or hungry for power. It is said that once Vizol asked late Jasokie to take his place as chief minister saying that he was too busy. Media must confine to honest journalism: CJI

NEW DELHI, JUL 26 (IANS): Chief Justice N.V. Ramana on Tuesday observed that independent journalism is the backbone of democracy and the media must confine itself to honest journalism without using it as a tool to expand its influence and business interests. “When a media house has other business interests, it becomes vulnerable to external pressures. Often, the business interests prevail over the spirit of independent journalism. As a result, democracy gets compromised,” he said at at the release of book “The Geeta Vijnana Upanishad” authored by Gulab Kothari.

Ramana The Chief Justice stressed that independent journalism is the backbone of democracy and journalists are the eyes and the ears of the people. “It is the responsibility of media houses to present facts. Especially in the Indian social scenario, people still believe that whatever is printed is true. All I want

to say is that the media must confine itself to honest journalism without using it as a tool to expand its influence and business interests,” he added. The CJI, who had been a journalist for some time before entering the legal profession, said that a brilliant story filed by a journalist, which he/she had filed after taking risks and putting in a lot of hard work and energy, is killed at the desk. “It is thoroughly demoralising for a genuine journalist. You cannot blame him or her, if they encounter such situations repeatedly and lose faith in the profession,” he said. He pointed out that

ED summons Jharkhand CM’s press Govt hits back at Rahul, advisor for questioning in PMLA case says no misuse of agencies RANCHI, JUL 26 (PTI): The Enforcement Directorate has summoned Jharkhand Chief Minister Hemant Soren’s press advisor Abhishek Prasad on August 1 for questioning in a money laundering probe linked to an alleged illegal mining scam in Jharkhand, officials said on Tuesday. The ED, on July 19, had arrested a political aide of Soren, Pankaj Mishra, in this case. He is in the agency’s custody at present. Officials said Abhishek Prasad alias Pintu has been summoned on August 1 at the ED office here for questioning in connection

with the money-laundering case linked to illegal mining in Sahibganj and other districts in Santhal Paraganas division. The ED probe against Mishra and his alleged associates was launched on July 8 after the federal probe agency raided at least 19 locations in Sahibganj, Barhet, Rajmahal, Mirza Chauki and Barharwa in Jharkhand in the case linked to alleged irregularities in the operation of toll plaza tenders and instances of illegal mining in the state. The searches were launched after the ED filed a PMLA case in March against Mishra and

others alleging he “illegally grabbed/amassed huge assets in his favour.” After the raids, the ED had frozen deposits of Rs 11.88 crore lying in 37 bank accounts belonging to Mishra and Dahoo Yadav, a person linked to him. Apart from this, “unaccounted” cash amounting to Rs 5.34 crore was also seized by the agency, which claimed that the money was linked to “illegal mining” in Jharkhand. Five stone crushers that were being “illegally” operated and an equal number of “illegal firearm cartridges” were also seized by the ED.

NEW DELHI, JUL 26 (PTI): The Centre has asked state governments to take prompt steps for the identification of illegal Bangladeshi migrants staying in India. Union Minister of State for Home Nityanand Rai also said that 2,399 Bangladeshi nationals were intercepted and found using fraudulently obtained Indian documents in the last five years. “The central government has issued instructions to state governments and Union Territories for taking appropriate prompt steps for identification of illegal migrants,” he said in a written reply to a question. The minister said the states and Union territories were also asked to restrict the illegal migrants to specified locations according to provisions of law, capturing their biographic and biometric particulars, cancellation of fake Indian documents and legal proceedings including initiation of deportation proceedings. Rai said the states have also been advised to share the particulars of those illegal migrants who have wrongfully obtained Aadhaar cards for appropriate legal action. State governments have further been advised to cancel any identification documents obtained fraudulently by illegal migrants, like voter card, driving licence, ration card etc, he said.

NEW DELHI, JUL 26 (PTI): The Supreme Court on Tuesday agreed to hear on August 1 a fresh plea by the Shiv Sena’s Uddhav Thackeray faction against Election Commission proceedings on a petition by the Maharashtra Chief Minister Eknath Shinde-led group for recognition as the real Shiv Sena. A bench comprising Chief Justice N V Ramana and justices Krishna Murari and Hima Kohli was urged by senior advocate Kapil Sibal, appearing for the Thackeray faction, that the ongoing proceedings before the poll panel needed to be stayed as it would impact the hearing here in the case. Sibal said the matters pending in the top court here should not be rendered infructuous. “These are completely different issues. One concerns the Speaker and the Lordships are dealing with all the issues of disqualification, floor test etc. The Election Commission is dealing with the intra-party thing as to who represents the party, the symbol and it has nothing to do with the disqualification,” senior advocate N K Kaul, appearing for the Shinde faction, told the bench. What is the stage of the proceedings before the poll panel, the bench asked. “The EC has only issued notices for Au-

gust 8,” Kaul said. The top court then said it would tag the fresh plea with pending ones and hear it together with them on August 1. Recently, the poll panel asked the rival factions of the Shiv Sena led by Thackeray and Shinde to submit documents by August 8 in support of their claims on the election symbol -- bow and arrow -- of the political outfit. The poll panel sources had said the two sides have been asked to submit documents, including letters of support from the legislative and organisational wings of the party and the written statements of rival factions. After the notices were issued by the poll panel, the fresh plea was filed in a pending petition by Subhash Desai, the general secretary of the Shiv Sena in the top court. The Uddhav faction sought the nod of the top court to make the EC also a party besides staying the proceedings related to party and its symbol. The fresh plea terms the plea of the rival Shinde group to get the poll symbol and the tag of the real Shiv Sena as an act of “desperation”. The bench is seized of a batch of pleas about the recent political crisis in Maharashtra that led to the fall of the Maha Vikas Aghadi (MVA) government in the state.

NEW DELHI, JUL 26 (AGENCIES): The International Monetary Fund (IMF) on Tuesday slashed growth forecast for India by 80 basis points to 7.4 per cent for FY23 citing less favourable external conditions and rapid policy tightening by the central bank. In its update to the April World Economic Outlook, IMF said though a global recession in 2022 is ruled out with growth estimate of 3.2 per cent, the balance of risks is squarely to the downside, driven by a wide range of factors that could adversely affect global economic performance, Business Standard reported. “The risk of recession is particularly prominent in 2023, when in several economies growth is expected to bottom out, household savings accumulated during the pandemic will have declined, and even small shocks could cause economies to stall. For example, according to the latest forecasts, the United States will have real GDP growth of only 0.6 percent

in the fourth quarter of 2023 on a year-over-year basis, which will make it increasingly challenging to avoid a recession,” it added. The IMF said further lockdowns and the deepening real estate crisis in China have led growth to be revised down by 1.1 percentage points to 3.3 per cent for 2022, with major global spillovers. “Downgrades for China and the United States, as well as for India, are driving the downward revisions to global growth during 2022–23, which reflect the materialization of downside risks highlighted in the April 2022 World Economic Outlook,” it added.

The IMF said for emerging markets and developing economies, the negative revisions to growth reflect mainly the sharp slowdown of China’s economy and the moderation in India’s economic growth. The multilateral lender said global trade growth in 2022 and 2023 will likely slow by more than previously expected, reflecting the decline in global demand and supply chain problems. “The dollar’s appreciation in 2022 — by about 5 percent in nominal effective terms as of June compared with December 2021 -- is also likely to have slowed world trade growth, considering the dollar’s dominant role

in trade invoicing as well as negative financial balance sheet effects on demand and imports in countries with dollar-denominated liabilities,” it added. As advanced economy central banks raise interest rates to fight inflation, IMF said widespread capital flight from emerging market and developing economies could amplify this risk. On policy priorities for economies, IMF said at this juncture, focus should be to bring inflation under control, as price stability was a precondition for durable growth in economic wellbeing and financial stability. “Economies in which underlying inflation and inflation expectations have risen persistently and significantly above target levels need to take decisive action to tighten monetary policy, with central banks shrinking their balance sheets and raising real interest rates. In the near term, such policies reduce inflation at the cost of lower real activity, higher unemployment, and lower wages,” it added.

NEW DELHI, JUL 26 (PTI): After touching nearly 8% last week, the states breathed a little easy on Tuesday as the cost of their borrowings eased marginally to 7.90%. The weighted average cost of states’ borrowings inched down by 6 basis points to 7.90% at the latest auctions of state development loans (SDLs) as state debt is known, when nine states collectively raised Rs 18,700 crore from the markets on Tuesday. This is 22% lower than the Rs 24,000 crore that was initially indicated for the week, according to an analysis by rating agency Icra.Though the weighted average cut-off eased to 7.90% from 7.96% in the last auction, the spread between 10-year SDL and G-secs yields increased to 43 bps from 39 bps last week. While the benchmark 10-year G-secs yield declined to 7.37% from 7.43% last Tuesday, the weighted average cut-off of the 10year SDLs eased to 7.80% from 7.82% last week.

First round of 5G spectrum auction concludes, base price set at Rs 4.3 trillion NEW DELHI, JUL 26 (AGENCIES): The Department of Telecom on Tuesday concluded the first round of 5G spectrum auctions in which the base price was fixed at Rs 4.3 trillion. According to News9live, telecom companies Reliance Jio Infocomm, Bharti Airtel, and Vodafone Idea are bidding for the spectrum with Adani group also throwing its hat in the ring for a portion of the spectrum to be used for its private captive network. On Tuesday, the government also announced guidelines for allotment of E-band to telcos with spectrum access. Two service providers will receive 250 megahertz of bandwidth to backload their operations. An auction will be held later on. Backhaul capacity implies connecting a mobile network with towers to transmit data. E-band spectrum is useful where a telco cannot lay fibre lines

owing to manpower and regulatory concerns. The number of days of auction will depend on the actual demand for radiowaves and the strategy of individual bidders, sources in the Department of Telecom said. The department expects Rs 70,000 crore to Rs 1,00,000 crore from the 5G auctions that would ring in new-age offerings and business models, and enable ultra-high speeds -- about 10 times faster than 4G. Last month, Adani group said it did not intend to enter the consumer mobility space. However, the company is participating

in the open bidding process for 5G to provide private network solutions and enhanced cybersecurity at airports, ports and logistics, power generation, transmission, distribution, and manufacturing operations. A total of 72,097.85 MHz of spectrum worth at least Rs 4.3 lakh crore will be put on the block during the auction, set to commence on July 26, 2022. The auction will be held for spectrum in various low (600 MHz, 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300 MHz), mid (3300 MHz) and high (26 GHz) frequency bands.

Death toll in Guj hooch tragedy climbs to 30 AHMEDABAD, JUL 26 (AGENCIES): The death toll went up to 30 on Tuesday as several people in Gujarat’s Ahmedabad and Botad districts fell ill after allegedly consuming spurious liquor on Sunday, officials said. As many as 51 people are still under treatment in hospitals, a release from the state government said, adding that the deaths were caused by “chemical poisoning”. State Home Minister Harsh Sanghavi has announced a three-member committee, headed by IGP Subhash Trivedi, to probe into the matter and submit a detailed report in three days. Another five cases recorded as “accidental deaths” in Ahmedabad’s Dhandhuka in the same period are under investigation, the statement added. Fifty-one people have been admitted to Bhavnagar and Ahmedabad civil hospitals in the wake of the incident. Of the total deaths confirmed to be by food poisoning, six are in Ahmedabad and 22 in Botad. The cause of the remaining two deaths is yet to be ascertained. Analysis of the substance consumed by the victims by the Forensic Science Laboratory (FSL) in Gandhinagar has revealed the presence of 98.71% and 98.99% methyl alcohol.

The aim of the Ramsar list is “to develop and maintain an international network of wetlands, which are important for the conservation of global biological diversity and for sustaining human life, through the maintenance of their ecosystem components, processes and benefits”. ED grills arrested Bengal minister, associate; summons another TMC MLA

KOLKATA, JUL 26 (PTI): The Enforcement Directorate (ED) on Tuesday grilled West Bengal minister Partha Chatterjee and his alleged associate Arpita Mukherjee, arrested in connection with the school jobs scam, sources said. The agency also issued summons to Manik Bhattacharya, TMC MLA and former president of the West Bengal Board of Secondary Education (WBBSE), for questioning in connection with the scam. Chatterjee, who was brought back to Kolkata at 6.30 AM after a thorough check-up at AIIMS Bhubaneswar, was straightaway taken to the ED office at CGO complex. He is being questioned. A special ED court on Monday remanded both Chatterjee and Mukherjee to ED custody till August 3 on a prayer by the agency for questioning them to unearth the alleged money trail involved in the teacher recruitment scam. While Chatterjee was produced before the special court through the virtual mode as per a Calcutta High Court order, Mukherjee was physically produced before it. informed that the training was organised by ATMA Mokokchung in association with SAMETI, Medziphema, and MANAGE, Hyderabad. In a keynote address, deputy project director (DPD), ATMA Mokokchung, Sentinaro Longchar gave a brief introduction about the programme and highlighted participants about the skill-based programme. She then encouraged the trainees to actively participate in the training to improve their skills and

A press release by CMO Mokokchung office stated that, health services such as eye, dental, ortho, audiometry, and general medicine were provided during the camp. Random blood sugar, haemoglobin, and malaria tests were also done on the spot. The IEC team from

CMO Mokokchung office delivered health talks and distributed materials among the beneficiaries during the camp while IRCS Mokokchung district branch distributed blankets to the elderly of the village. Altogether, 139 elders availed the services provided during the camp.

DMHP Wokha organises awareness on mental health DIMAPUR: An awareness programme on “mental health and the importance of school counselling” was organised by District Mental Health Programme (DMHP) Wokha on July 25 at Government High School Longsa, Wokha. Speaking at the programme, resource person, DMPH Wokha clinical psychologist, Amenla Longkumer stressed on

the need to have a school counsellor for students as onset of mental illness was common and often developed during childhood and adolescence. She said a multidisciplinary team comprising of school leaders, teachers, staffs, parents and school counsellors were essential for effective mental health delivery to children. DIMAPUR: A workshop and awareness programme on “COVID appropriate behaviour and routine immunization” was organised by Child Friendly Dimapur, ANAM Integrated Development Association (AIDA) in collaboration with Assam Don Bosco University with technical support from UNICEF Assam on July 23 at the Conference Hall, AIDA. Sharing her experience while working closely with patients, especially during the pandemic, Easter said she had witnessed a number of deaths because of “casual and slapdash behaviours”. According to a DIPR report, the joint mock drill was conducted by Nagaland State Disaster Management Authority (NSDMA) with the support of District Project Associate, Kohima (DPA) Home Guard (HG), Civil Defence and State Disaster Response Fund (SDRF) and Fire and Emergency Services. In his speech, director, Economics & Statistics, Neidilhou Angami urged the staff to take the drill seriously and as an opportunity to learn and experience a new lesson to tackle real-life disaster situations. During the mock drill, fire safety was demonstrated by fire & emergency services personnel while the first aid demonstration was presented by SDRF personnel. An evacuation plan was executed and a search and rescue mission were conducted by SDRF personnel where those injured were retrieved from different levels of the building. A high-rise building rescue mission was also demonstrated. The mock drill exercise was conducted by simulating an earthquake scenario.

In a press release, VKRSU media cell stated that the recent notification of rationalisation (with post transferred) issued by the department was done “without taking into account the actual ground reality that the student community faces”. The union said “under such move of the department”, science teacher (Sl. No. 69) and S.S teacher (Sl. No. 51) at GHS VK town were transferred, despite GHS VK being the “only lifeline for hundreds of students.” It pointed out that students from nine villages including VK town were dependent on the school and in this regard, the union expressed dismay as the department which was for the welfare of students was destroying the career of students “by implementing such a system without a proper review.” The union stated that it would not remain a mute spectator and will not compromise when it comes to the future of students. Further, it asked DoSE to revoke or put “on hold” the order for teachers of GHS VK, failing which, the union warned that it would take its “own course of action” and the department would be solely held responsible for untoward incidents.

NEW DELHI, JUL 26 (PTI): The Enforcement Directorate (ED) on Tuesday questioned Congress President Sonia Gandhi for the second time in six days in the National Herald newspaper linked money laundering case, officials said. As ED officials quizzed Gandhi, 75, for six hours and asked her to appear before the agency for the third round of questioning on Wednesday, Congress workers staged ‘satyagraha’ in several parts of the country to protest against the alleged misuse of central agencies. Congress leader Rahul Gandhi and several party MPs were detained by police at Vijay Chowk in the national capital. “India is a police state, Modi is a king,” said Rahul, who sat on the road before being put in a police bus. The Congress leaders were later released after being in detention for several hours. During today’s questioning when her statement was recorded, Sonia Gandhi’s response was sought to a set of around 30 questions pertaining to her involvement with the

National Herald newspaper and Young Indian Pvt Ltd, the company under scanner in the case, officials said. She was questioned for nearly 2.5 hours at the ED office in central Delhi from 11 AM which continued after a 90-minute lunch break before ending at around 7 PM. The Congress chief had reached the ED office in the morning with her Z+ armed security cover, and was accompanied by Rahul Gandhi and Priyanka Gandhi Vadra. While Priyanka stayed back at the ED office, Rahul left soon after to join the Congress protests. Priyanka was in another room at the ED office so she could meet her mother to provide her medicines or medical assistance if necessary, officials said. Sonia Gandhi was questioned for over two hours on July 21 during which she replied to 28 questions put forth by the agency. She had reiterated the Congress party stand that the Young Indian was a “not for profit” company and no personal benefits were gained by them.

Swamy had accused the Gandhis and others of conspiring to cheat and misappropriate funds, with Young Indian paying only Rs 50 lakh to obtain the right to recover Rs 90.25 crore that Associate Journals Limited owed to the Congress. In February last year, the Delhi High Court issued a notice to the Gandhis seeking their response to Swamy’s plea. NEW DELHI, JUL 26 (PTI): The defence ministry on Tuesday approved the procurement of military equipment and weapons worth Rs 28,000 crore, including swarm drones and close-quarter battle carbines, to bolster the overall combat prowess of the armed forces along the northern and western borders. The procurement proposals were cleared by the Defence Acquisition Council (DAC) headed by Defence Minister Rajnath Singh. “The Acceptance of Necessity (AoN) for capital acquisition proposals of the armed forces amounting to Rs 28,732 crore were accorded by the DAC,” the defence ministry said in a statement. The approval to the new procurement proposals came amid India’s lingering border row with China in eastern Ladakh. The ministry said the approval to procure four lakh close-quarter battle carbines

COLOMBO, JUL 26 (PTI): Sri Lanka’s former president Gotabaya Rajapaksa is not in hiding and is expected to return to the country from Singapore, Cabinet spokesman Bandula Gunawardena said on Tuesday. Rajapaksa, 73, fled Sri Lanka after the July 9 uprising when people broke into the President’s House after months of public protests against him for mishandling the country’s worst economic crisis since 1948. Rajapaksa first fled to the Maldives on July 13 and from there he proceeded to Singapore the next day. When asked about Rajapaksa at a weekly Cabinet media briefing, Cabinet Spokesman Gunawardena told reporters that the former president was not in hiding and he is expected to return from Singapore. Gunawardena, who is also the Minister for Transport and Highways and Mass Media, said he does not believe the former president fled the country, and is in hiding. He, however, did not offer any other details of Rajapaksa’s possible return.

Singapore has granted a 14-day short-term visit pass to the former president as he entered the country on a “private visit” on July 14. Singapore’s Immigration and Checkpoints Authority (ICA) has said that visitors from Sri Lanka who enter Singapore for social visits will generally be issued with a short-term visit pass (STVP) with a duration of up to 30 days. The new legislation entails voluntary national steps to reduce gas consumption and, if they yield insufficient savings, a trigger for mandatory moves in the 27-member bloc. Rev. Dr. L. Tsanso was a humble servant of God who had committed his life in the service of our living God. With dedication to serve the Lord, he acquired the following Theological Education: B.Th.–C.T.C. On completion of his theological education he served the Lord under the following capacities: Youth Director-cum-Assistant Pastor, KLBC–June 1981–1985, Educational Missionary, Manja, Assam and Project Manager, Manja, Assam – June 6, 1985–1987, Pastor, Pongidong Baptist Church– April 1987–1995, Associate Pastor, KLBC– 1995–2001, Missionary Indo-Bhutan Border–June 2, 1996–1997, Proprietor Mountain View Christian College, General Secretary IRCSN–Jan. 20, 2006–2008, Pastor, Delhi Lotha Baptist Church–2008–2010, Pastor, Pongidong Baptist Church, President of Lotha Baptist Churches Association 2018–19, Executive Secretary, LBCA–April 30, 2020–July 19, 2022. He breathed his last at Naga Hospital Authority Kohima on July 19, 2022 while still serving as the Executive Secretary, Lotha Baptist Churches Association. The Funeral Service of Rev. Dr. L. Tsanso was held at LBCA Centre Church where thousands thronged to pay their last respect to the departed servant of God. The Funeral Service was led by Rev. Dr. E. Nrio Ezung, President LBCA and Rev. Dr. Z. Keyho, General Secretary, NBCC shared the word of God. After the Funeral Service, his mortal remains was taken to his native village Pongidong for burial. In his demise the Lotha Baptist Churches Association had lost a committed servant of God and a visionary Spiritual leader among the Lotha tribe. While extending the Association’s sincere condolences to the bereaved family members, we pray that Almighty God will rest the soul of the departed servant of God in eternal peace.

The “ISSF Coaches Programme”, which was first launched in late 2019 and is equivalent to the former ISSF C license, was prematurely halted in 2020 because of the COVID-19 pandemic. According to officials of NRAI, the redesigned programme has undergone some major changes and will regularly see top instructors from ISSF flying down to India to conduct the course. KDFA to hold trial today

KOHIMA, JUL 26 (NPN): Kohima District Football Association (KDFA) will be conducting a selection trial on Wednesday, for the upcoming Nagaland Olympic and Paralympic 2022, scheduled to be held from August 22 to 27, 2022. The trial will be held at IG Stadium Kohima from 3 p.m. to 6 p.m. Only players who are registered with KDFA will be eligible to participate in the trial. Meanwhile as informed earlier, KDFA began its first phase of player registration and last date will be July 30, 2022. Indigenous inhabitants of Nagaland would be able to register with the association. DIMAPUR, JUL 26 (NPN): Two students from Kendriya Vidyalaya (KV), Lumami NU, Tanubhav Bhagowati and Waluniba Longchar, accompanied by P&HE teacher Anil Saha are representing the state of Nagaland at the National Rounds of the Fit India Quiz, which is currently underway in Mumbai. Fit India Quiz is a first-of-its-kind nation-wide quiz on fitness and sports for school children. The quiz will have representations from every State/UT in the country and will be a mix of online and broadcast rounds. It is organized by the Ministry of Youth Affairs and Sports, Government of India. More than 30,000 schools from all over India had participated in the first round. It may be mentioned that Tanubhav Bhagowati and Waluniba Longchar, along with other Fit India Quiz state-level winners had been felicitated by Union Minister for Youth Affairs and Sports Anurag Singh Thakur at a ceremony organized by Ministry of Youth Affairs and Sports in Mumbai on July 21.

CWG 2022: Covid-19 threat looms large, IOA asks athletes to avoid public places NEW DELHI, JUL 26 (IANS): The Indian Olympic Association (IOA) on Tuesday urged the national athletes, participating in the 2022 Commonwealth Games, to not spend much time in public places in Birmingham because of the threat of Covid-19. “The Indian Olympic Association has requested the players of the Indian contingent at the Birmingham 2022 Commonwealth Games to not spend much time in public places because of the threat of Covid-19, which can jeopardize the health and participation of the players,” IOA said in a statement. “The players have been instructed to keep public interaction to a minimum and take safety precautions wherever needed,” it added. The organisers of the CWG have segregated athletes based on sports and their venues. Accordingly, the Indian contingent is staying in five different CWG Villages. According to the rules, every athlete will also need to undergo an RT-PCR test for Covid-19, 72 hours prior to their arrival in the United Kingdom. The IOA announced

a 322-strong contingent including 215 athletes and 107 officials and support staff for the upcoming Birmingham Commonwealth Games.

The Games are scheduled to be held from July 28 to August 8, and the India contingent will look to improve upon its Gold Coast 2018 CWG performance.

Our Games are the commitments of new experiences and big thrills,” the organisers said on Monday evening. Paris will host the Summer Olympics for the third time in 2024, which also marks the centenary of the last Paris Games in 1924. The French capital was also the host city of the second edition of the modern Olympic Games, in 1900. The Games is scheduled to take place from July 26 to August 11 and athletes will compete in a total of 32 sports encompassing 329 events, and among these sports, ‘Breaking’ will make its Olympic debut, Xinhua reports. NEW DELHI, JUL 26 (PTI): World football’s governing body, FIFA has recommended AIFF to have 25 percent eminent player representation in its Executive Committee as co-opted members instead of the 50 percent stipulated in the draft constitution by CoA. The Supreme Courtappointed Committee of Administrators, which is running the sport in the country, had sent the final draft constitution to FIFA on July 13. In response to that, FIFA-AFC made its observations in a letter written to AIFF acting general secretary Sunando Dhar. “As per the draft Statutes shared with us, there will be an additional 35 Eminent Players in the AIFF Congress from the exiting 35 Member Associations. Although we agree that the players’ voice needs to be heard, we are also of the view that the importance of the existing members of the AIFF should not be undermined,” it said in the letter.

“To bring in 50 percent of the members in the Congress structure which equals the current membership structure is not prudent idea, and the AIFF should seek to be more diverse in future. “However, we understand the requirements of the Sports Code of India and recommend AIFF to bring in a presence of above 25 percent of the Eminent Players in the AIFF Executive Committee as Co-opted Members.” The draft constitution also says that a state asso-

ciation office-bearer who becomes AIFF executive member shall automatically relinquish the state body post and vice versa. However, FIFA-AFC said “such a proposal would make it difficult for the Members to get reelected again at the respective Member Associations in the event that they cannot serve their full term in the Executive Committee of AIFF for any reason.” According to Article 25.5 of the draft constitution, “if the President is permanently or temporar-

ily prevented from performing his/her official function, the Executive Committee shall decide a person to represent him or her until the next AGM (Annual General Body Meeting) or SGM, whichever is earlier.” However, FIFA-AFC said “it would undermine the importance of the elected officials by the AIFF Congress as it would appear to grant the Executive Committee the power to bring in a person to represent [the President] even from outside of the Executive Committee. “Therefore, FIFA and the AFC are of the view that the relevant provision should specify that any person acting for or representing the President when the latter is permanently or temporarily prevented from performing his/her official function, should be chosen from amongst the existing AIFF Executive Committee Members. “Another option would be to create the position of Vice-President / Vice- Presidents

in the AIFF Executive Committee and provide in the AIFF Statutes that such official(s) would step in, in the absence of the President.” FIFA-AFC also said that a provision stipulating that the term limits have no retroactive effect should be added in article 26 “to ensure any previous term already fulfilled by any Executive Committee Members are not taken into account in calculating the maximum number of terms.” The letter also mentions the concerns raised by local football stake-holders that the Supreme Court may also establish in its decision that any future amendments to the AIFF Statutes will have to be validated again by the Courts. “In this regard, we are of the opinion that the AIFF Congress, as the supreme and legislative body of AIFF, should remain entitled in future to amend the AIFF Statutes without the need for the Courts to validate the relevant changes,” FIFA-AFC said.
