Sr. BJP workers hit out at NPF; all party govt

D I M A P U R , AU G 2 6 (NPN): In a rejoinder titled “Opposition-less NUG (Nagaland United Government) is meaningless”, ten senior Nagaland BJP workers (Karyakatas) have expressed their views over the move for an all-party government in Nagaland comprising of NDPP, BJP and NFP. The senior BJP workers: Yanghose Sangtam; Kheto Kinimi (ex-minister); ex-BJP candidates-Dr Sukhato Sumi and Er Cheong Konyak; former State BJP vice-president Mghato Achumi, former State BJP Mahila president Sanu Ngulie, SEMs-- Vikheli Zhimomi, Bichano, Mhalo and Asangla Ao, were responding to an earlier statement issued by NPF party president Dr.Shürhozelie Liezietsu. “excuse of final settlement on political issue, is a mere rhetoric and misleading” they said. Dr.Shürhozelie had also accused BJP of having betrayed NPF on the eve of the 2018 assembly election to have alliance with NDPP and even giving full protection to BJP, when it had no MLA in the legislative assembly. They recalled that when then National General Secretary BJP, Ram Madhav negotiated seat sharing arrangement with NPF leadership, the BJP was allotted only three out of 60 seats in 2018. The signatories said BJP had even considered and expressed willingness to continue with the DAN alliance by accepting five seats. However, “the arrogant and overconfident NPF leader-

ship refused our plea,” they said. As a consequence, both parties parted ways when talks collapsed. It was then that NDPP under Neiphiu Rio( the present chief minister) offered BJP with 20 seats and that “ the rest is history” for Nagas to see, they added. After results of the 2018 assembly election, the signatories said NPF tried to lure and offer renewal of DAN alliance to BJP by leading the government. However, the signatories said, in order to lead the people, certain moral principles must be maintained and to stick to commitment made with their alliance partner (NDPP). The BJP workers said the present alliance with NDPP “is smooth and comfortable” and that the party stood committed to the

NGBF against proposal to change nomenclature of GBs D I M A P U R , AU G 2 6 (NPN): Nagaland Gaon Burah Federation (NGBF) has strongly objected to any proposal to change the nomenclature of gaon burahand its role in urban or rural areas and also called for keeping all matters pertaining to Naga customary laws, jurisprudence, practices and procedures in abeyance till final structure of the agreement of the Naga political movement was reached. In a representation to chief minister Neiphiu Rio, NGBF president Sahlem Konyak, general secretary Shikuto Zalipu and media secretary Akhu Naga pointed out that the consultative meeting with tribal hohos on August 18 pertaining to appointments of urban GBs had disturbed all gaon burahs across the State.

As custodians of Naga customary laws, traditions and practices, they maintained that the identity of Nagas was well established under the customary system whether they were settled in rural or urban areas. They recalled that the present system of gaon burahs was established in 1885 as per the recommendations of WE Ward wherebyvillage elders (gaon burahs) were given power and authority to administer villages along with judicial powers. Pointing out that Naga territories comprised a “clan cohesive village

system”that were characteristically urban in nature, the NGBF leaders maintained that everywhere in a new settlement the village system was retained. Once the age-old system was changed, they said they believedthat there could be far more consequences than had been anticipated and feared that the institution of gaon burahs would be marginalised and uprooted in future. Thus, they strongly objected to any proposal to change the nomenclature of gaon burahand its role in urban or rural areas.

All Angami Gaon Burah Association (AAGBA) has urged the Government of India and State government to maintain and continue the existing indigenous gaon burah institutionin rural and urban areas as Angamis/Nagas have been living in their own lands by abiding Naga customary laws. The trio said even during Assam and Angami/ Naga dispute circa 1840,

Following the footsteps, they maintained that Angami gaon burahs had upheld the Naga customary laws and had been instrumental in resolving issues and maintaining order in Naga society for more than 180 years till today. Therefore, AAGBA resolved to appeal to the government vis-à-vis maintaining and continuing the existing indigenous gaon burah institution during its executive meeting on August 21.

KOHIMA, AUG 26 (NPN): Advisor horticulture and border affairs, Mhathung Yanthan, flagged off winter vegetable seeds meant for 100 vegetable villages at the directorate of horticulture here on Thursday. Seeds procured under Mission for Integrated Development of Horticulture (MIDH) 2021-22 and North Eastern Council (NEC) 2020-21 were distributed as part of the post-pandemic economic recovery activities.

The seeds included potato, cabbage, lettuce, beans, carrot, onion, beetroot, peas, and broccoli. Speaking at the brief flagging off programme, advisor horticulture and border affairs Mhathung Yanthan acknowledged the department for timely procurement of seeds, though amount was yet to be sanctioned, and ensuring that seeds reached the farmers on time. DIMAPUR: Deputy inspector general (DIG), Central Industrial Security Force (CISF) North East Zone (NEZ) Guwahati, Siddhartha Sankar Sarmah visited the CISF unit Doyang Hydro Electric Project (DHEP) Doyang, Wokha on August 24. According to a CISF statement, during the visit the DIG Sarmah held a meeting with the DHEP head of the project and

deliberated on the issues regarding intervention of the management to improve the establishment. He visited all duty posts of CISF unit DHEP Doyang and interacted with the CISF jawans. Sarmah encouraged the jawans to be actively involved in the community outreach programmes undertaken by the unit. He also inspected the sapling plantation site main-

DIMAPUR: A seminar on “MSME benefits and schemes for BAN members” was organised by Business Association of Nagas (BAN) and Micro, Small and Medium Enterprises (MSME) Development Institute (ID) Dimapur, Ministr y of MSME on August 24 at Life Spring corner, Lake view colony, Dimapur. A press release by BAN stated that the seminar covered various initiatives and schemes of the ministry of MSME, government of India, which are of importance to Naga entrepreneurs. In his address, BAN president L Mongkum

Jamir mentioned that during 2016 when the union minister for MSME came to Nagaland, BAN had submitted a representation requesting for a fullfledged MSME DI in Nagaland. He said BAN’s dream has been fulfilled by effecting that upgradation in Nagaland headed by joint director, adding that Naga entrepreneurs and businesses should make use of that opportunity for furthering economic development. Ja m i r s a i d t h a t MSMEs contribute 29% of the country’s GDP and accounts for 48% export. Though the contribution

of MSMEs from Nagaland may be minuscule at the moment, Jamir said the business community of the state should think and work towards enhancing that contribution to a substantial figure next five years down the line. ASHAs trained on ‘paediatric care in COVID-19’

DIMAPUR: Anticipating COVID-19 third wave which supposedly would hit children the most, state Heath and Family Welfare (H&FW) has begun training of Accredited Social Health Activists (ASHAs) on “paediatric care in COVID-19” across Nagaland. Dimapur police recover unidentified body DIMAPUR: Dimapur police has informed that an unidentified body of a nonlocal male (50-55 years) was recovered on August 26 at Dimapur railway station, platform no. 2. Dimapur police PRO informed that the deceased was dark in complexion with grey hair, around 5 ft 5 inches in health

Mkg achieves 75% vax coverage

DIMAPUR: Mokokchung district has achieved 75% coverage in COVID-19 vaccination and aims to achieve at least 90% coverage in few weeks’ time. This was said by chief medical officer (CMO) Mokokchung Dr. R. Chubala Aier during the 2nd quarter district review meeting of the department of Health & Family Welfare (H&FW) Mokokchung, on August 26 at the conference hall of the CMO Mokokchung. In a press release CMO Mokokchung office stated that Dr. Aier lauded the officers and staff of the department for giving their best effort during pandemic. She said the district achieved 75% coverage in COVID vaccination and tackled COVID-19 with timely contact tracing and surveillance because of the cooperation of District Task Force, ward/village council chairman, ASHAs and AWWs. Saikia, a resident of Dhakuakhana in Lakhimpur, was undergoing treatment at a private hospital in Dibrugarh where she died on Wednesday evening, police said. Schools, colleges, tourism to reopen from September 1 in Meghalaya Correspondent SHILLONG, AUG 26: Schools and colleges will re-open and tourism will be re-started in Meghalaya from September 1, based on the recommendations of the education and tourism departments, Chief Minister Conrad K Sangma announced after a cabinet meeting on Thursday. “All colleges are permitted to re-open from September 1 in urban as well as rural areas,” the Chief Minister said, adding that in the urban areas, online classes would continue for classes 1 to 5, school visits for classes 6 to 8 and oncampus classes for students of classes 9 to 12. In the r ural areas, school visits would be allowed for classes 1 to 5 and on-campus open classes for students of classes 6 to 12. Announcing the reopening of the tourism sector for visitors from outside the State from September 1, the chief minister said, “Non-local tourists who have received both doses of COVID-19 vaccine will be permitted entry”. Non-local tourists who

have received a single vaccine dose will have to produce RTPCR, TRUNAAT, CBNAAT negative results, which would be valid if they have been tested 72 hours prior to their arrival at the entry point. “The tourists will also have to generate an e-invite for entry to Meghalaya through the App of the Meghalaya tourism department. It is also mandatory that the tourists who come in should book at least one night’s stay in either hotel, home-stay or guest houses and declaration of the complete itinerary should be made,” Sangma specified. “Tourists staying as guests of any family or friend in Meghalaya shall declare the full address and contact details of the family or friend,” he added. Local tourists from within the state will be allowed to visit any location in Meghalaya for tourism related purposes if fully vaccinated or who have taken even taken a single dose, Sangma said. “Local tourists who are not vaccinated will have to produce negative RTPCR,

Informing this here, Assistant Inspector General of Police (A) GK Iangrai said that material evidence has also been seized from the residence of the accused person at Nongrim Hills in East Khasi Hills district. He also said the investigation of the case is in progress to further ascertain the facts and circumstances. On Monday night, a 79-year-old woman and her maid were allegedly murdered at Nongstoin village in West Khasi Hills district. The victims have been identified as Phlesis Syiem (79) and her maid Maitlynti Lyngdoh Marshillong (25). Kerala today clocked 30,007 fresh cases, which is slightly lower than yesterday’s 31,445 virus infection. Kerala Health Minister Veena George, who reviewed the state’s Covid-19 situation two days ago, today blamed the violation of home quarantine directives for the worsening situation and cautioned against the increased indoor transmission of coronavirus at homes. Taking a serious note of the situation in Kerala, Union Home Secretary Ajay Bhalla on Thursday reviewed the situation and the steps taken to contain the alarming graph of the virus in the southern state. Quoting a recent study by the health department, Kerala health minister said 35 per cent of people in the state were found to have been infected with the disease from home. The present situation is that when one person in the house gets infected, the disease is transmitted to other members also, she said in a statement and urged people to strictly abide by the directives of the government to keep the disease at bay. The minister said only those who have the required facilities at houses should prefer home quarantine and others should shift to domiciliary Covid-care centres (DCCs). George advised those placed under home quarantine not to step out of their room and asked all members of the house to wear masks to avoid risk of indoor transmission. She also released a set of directives to be followed by the people to fight

the disease. Her statement came hours after the Kerala government faced flak from its political opponents and public health experts for its alleged “carelessness” and “unwise” decisions regarding Covid-19 management, which according to them has led to the rise in cases and TPR in the southern state. The TPR, which was 19.03 per cent on Wednesday, also showed a slight dip today at 18.03 per cent. The last time it had crossed the 19 per cent mark was three months back on May 26 when it was 19.95 per cent. Attacking the state’s ruling CPI(M)-led LDF government, Union Minister of State for External Affairs and Parliamentary Affairs V Muraleedharan attributed this to the “carelessness” of the Left government, which according to him was more focused on celebrating the anniversary of the Moplah riots rather than managing Covid-19. “Carelessness of the state government was the reason for this,” he said and added that the Left govern-

ment was “more focused on celebrating the anniversary of the Moplah riots”. “That is not the priority. Dealing with Covid-19 should be the priority,” he said while addressing the media in New Delhi. A similar view was expressed by senior Congress leader Ramesh Chennithala, who on Thursday told reporters that the state government has failed to prevent spread of Covid-19 in the state and demanded that Chief Minister Pinarayi Vijayan apologise to the people. The senior MLA in the state Assembly also alleged that the “carelessness” of the state was the reason behind the rise in Covid-19 cases in Kerala. Talking to PTI, wellknown public health expert Dr S S Lal blamed the absence of a clear-cut Covid management strategy, the keeping of the scientific community away from decision making and the “unwise” decisions taken at the bureaucratic level for the present fast spreading of the disease.

He said that through COVID genome sequencing, the part of the genome which is not changing frequently can be identified and it will help in vaccine development. He noted that while Information Technology (IT) played an important role in the 1990s in strengthening the country’s economy, genomics would be a major area in the 21st century and play a crucial role in the country’s and societal

development. Observing that climate change is going to be a major problem in the future, he said genomics can contribute in fighting the challenges. “Along with health and treatment, it can also be used in increasing productivity,” he said in a video message on the occasion of inauguration of NKC Centre for Genomics Research here. He said the NKC Centre, named after former (late) Member of Parliament from Madhya Pradesh Nand Kumar Singh Chauhan, would work in COVID genome sequencing and help towards saving people’s lives. Singh hoped that the establishment of the Centre would reduce the country’s dependence on other countries. According to a senior official, the chief minister while interacting with a delegation of progressive farmers the previous day said, “All the cases of stubble burning against the farmers will be withdrawn and decision will also be taken to revoke the fine imposed on them.” “The government will also ensure that because of

power dues, no electricity connection of the farmers will be snapped and OTS scheme will be brought to waive interest on the power dues,” he said. The chief minister also said cane price will be increased and a decision in this regard will be taken after talks with all the stakeholders. He said sugar mills of western region will start functioning from October

20 while mills of Eastern region will begin operation from October 25. The chief minister said dues of cane to the tune of Rs 1.42 lakh crore pending since 2010 were paid by the government and before the start of the next crushing season, all pending payments will be cleared. The state had done a record 56 lakh MT purchase of wheat from farmers on the minimum support price despite the adverse conditions due to the pandemic. For the last few years, the Supreme Court has been prodding the Centre and the state governments to stamp out stubble burning, especially in Haryana, Punjab, Rajasthan and western Uttar Pradesh, which aggravates air pollution in Delhi every year in October-November.

NEW DELHI, AUG 26 (PTI): The first day of an allIndia convention of farmers that began at the Singhu border here on Thursday focussed on expanding the protest against three agriculture laws of the Centre all over the country. The two-day convention that marks the completion of nine months of the farmers’ agitation against the three contentious laws was inaugurated by Bharatiya Kisan Union (BKU) leader Rakesh Tikait. “It is sad that even after nine months, the government is still not ready for talks (with the farmers). But we should not feel demotivated. During this convention, we will reflect on what we have lost and what we have gained over the last nine months,” Tikait said. Delegates from 22 states representing 300 farmer and agricultural workers’

unions and associations, 18 all-India trade unions, nine women’s organisations and 17 student and youth organisations are participating in the convention. An Afghan tremor

t was not only a defeat for everything that the liberal western democracy stood for but also another severe humiliation for the USA which had invaded Afghanistan with NATO forces in 2001 and twenty years later in 2021, was forced to beat a hasty retreat. The Taliban, a fundamentalist Islamic force that ruled Afghanistan from 1996 until being toppled by U.S. forces in 2001, was founded in southern Afghanistan by Mullah Mohammad Omar, a member of the Pashtun tribe who became a mujahedeen commander that helped push the Soviets out of the country in 1989. When the Taliban refused U.S. demands that they hand over bin Laden for the 9/11 terror attacks, American forces invaded Afghanistan and quickly toppled Mullah Omar’s government. Mullah Omar and other Taliban leaders found sanctuary in neighboring Pakistan while they mounted an insurgent campaign to regain power in Afghanistan. The Taliban’s main aim is to reimpose the Deoband version of Islam across Afghanistan with the Sharia law. Even though the Talibans say they will not repeat the same atrocities that shocked the world from 1996 to 2001, yet the very fact that they will re-impose the Sharia law means more. One of the factors that had allowed the Talibans gain control in Afghanistan is because the US began focusing its attention on Iraq. The re-emergence of the Talibans as rulers of Afghanistan (provided they reestablish their stranglehold) has already created deep concerns in South Asia. Afghanistan’s immediate neighbors, including Pakistan, China, Iran, and Russia through its Central Asian allied nations, have all been pressing the Taliban to form an inclusive government, where all Afghan ethnicities and religious minorities are adequately represented. Beijing, Islamabad, Moscow and Tehran, however, have indicated they may be willing to work with the Taliban provided the fundamentalist group adherents to its pledges. With the Taliban in a position to eventually win global recognition as a legitimate ruler of a nation, there are also many nations who fear that it will only bolster Islamic terror. Afghanistan is not going to enjoy political stability since there will be other groups vying for power such as the Al Qaeda, ISIS and the growing influence of Pakistan’s Inter-Services Intelligence Directorate, which shares an undeniable link with the Taliban, especially the Haqqani group. The Haqqani group, which continues to be the best armed and trained Taliban faction, has engineered and carried out attacks against Indian assets, including the Indian embassy in Kabul. The disastrous Afghan misadventure that has ended in a hasty and humiliating retreat by the USA, has also dealt a fatal blow for the majority of Afghans who enjoyed the fruits of freedom during the twenty years of US occupation of Afghanistan. A majority of people who had believed they were marching forward with modernity are now finding that they are back to square one. Even if a majority of democratic nations across the world may hesitate to do business with the Taliban, yet there are as many like Russia, China, Pakistan, N.Korea, Turkey, Islamic nations who would not think much in having trade and economic ties with Afghanistan. There is still uncertainty in Afghanistan and the coming days will indicate whether other deadly terror networks are also trying to carve out their territorial space.

Then look up and receive the quiet contentment of the Lord Jesus. Reflecting His peace is proof that you are right with God, because you are exhibiting the freedom to turn your mind to Him. If you are not right with God, you can never turn your mind anywhere but on yourself. Allowing anything to hide the face of Jesus Christ from you either causes you to become troubled or gives you a false sense of security. With regard to the problem that is pressing in on you right now, are you “looking unto Jesus” (Hebrews 12:2) and receiving peace from Him? If so, He will be a gracious blessing of peace exhibited in and through you. But if you only try to worry your way out of the problem, you destroy His effectiveness in you, and you deserve whatever you get. We become troubled because we have not been taking Him into account. When a person confers with Jesus Christ, the confusion stops, because there is no confusion in Him. Lay everything out before Him, and when you are faced with difficulty, bereavement, and sorrow, listen to Him say, “Let not your heart be troubled…” (John 14:27).

Progress on women’s rights at risk under the Taliban

In the past 20 years, the country had seen a gradual shift in the right direction towards gender equality. hen the Taliban was in power between 1996 and 2001, women’s rights to education and employment were brutally violated. They could only go out in public if accompanied by a male relative and, even then, had to be fully covered with a burqa. There was severe punishment for disobeying these strict rules. In the 20 years since the Taliban was ousted, Afghan women have fought for their own rights and have taken a proactive role in the development of human rights in their nation – including the establishment of the Afghanistan Independent Human Rights Commission. Under the government that has just been toppled, there was a Ministry of Women’s Affairs and, in 2009, a landmark law was passed to address violence against women. Afghanistan has also become a signatory to several international human rights instruments, such

as the Convention on the Elimination of All Forms of Discrimination against Women. Now that the Taliban has once again taken over, women fear the worst. Struggle for justice Despite progress, the World Health Organization estimates that almost 90% of women in Afghanistan have experienced at least one form of domestic violence and that 17% have experienced sexual violence. This high rate of violence is rooted in cultural values but is also enabled by the way laws are structured and justice is delivered. Women are often unable to access justice on the same terms as men, be that through formal or informal dispute resolution mechanisms. For example, if an Afghan woman decides to take legal action under the landmark law Elimination of Violence Against Women, she will often face violence from a family member for trying to stand up for her rights. In many cases, husbands, family members, police, lawyers and judges

discourage women from taking legal action. Many women report sexual assault via abusive vaginal examinations, or “virginity tests”, during court procedures. The virginity examination is a routine part of criminal proceedings when women are accused of moral crimes, including sex outside of marriage. In many cases, women’s sexual histories are used in court as evidence to justify long prison terms. Both men and women face delays and a lack of support when seeking legal representation in Afghanistan but women find it even harder because of discriminatory cultural norms and a lack of family support. Women are likely to have a lower level of literacy, lack of information about how the justice system works and have limited access to financial resources. Being dependent on male breadwinners is an important barrier in taking legal action. In addition to formal obstacles, women face strong societal pressure to resolve marital disputes via informal justice mechanisms such

as jirgas (an assembly of local leaders) and shura (a consultation process) – even though these offer them little protection. Women must be represented by a male family member in informal community dispute resolution gatherings so do not have the freedom to speak for themselves. And some mechanisms of dispute resolution based on restorative principles, such as the exchange of women between tribes to resolve disputes, are fundamentally discriminatory to women. Taliban rule While the situation in Afghanistan has been difficult for women over the past two decades, there was at least a shift in the right direction and support for change among many important people. The justice system operated by the Taliban, by contrast, is likely to willfully violate the constitutional and international protections that are in place to support women. With the international community in retreat, there will be no one to stop the new regime

from dismantling these protections. It took significant political pressure to push ahead with what reforms have taken place. That will now disappear altogether. One major concer n is the future of the many women’s rights organisations and other civil society groups that have been operating in Afghanistan until now. International charities and foreign embassies have supported their work on the ground but are now leaving them vulnerable. The Afghan legal system is highly complex. It is based on religious values, custom and tribal values, often resulting in discriminatory processes. Women, can, for example, be imprisoned for zina (moral crimes) that can include “running away from home” in domestic violence cases. Even when a court rules in favour of a woman, she may still face violence at the hands of her own family. Patriarchal norms and socio-cultural values carry a great deal of weight and often prevent women from accessing the public sphere

– such as courts and police stations – without the accompaniment of male guardians. Taking legal action against spouses is often perceived as a shameful taboo. These practices continue despite two decades of progress. Now it seems more likely that such practices will become the norm under the Taliban. Their recent statement declares: “We are going to allow women to work and study within our frameworks”. This leaves open the question: what is the framework being offered? The women who lived under the Taliban 20 years ago remember with fear their extreme interpretation of Sharia law. These women have little faith that the new regime will be any different. As a female academic working on access to justice, it’s unbearable to imagine what it would feel like to live under the Taliban’s misogynist rule, where men will be able to spin patriarchal narratives from religious laws. Time for a progressive Modi govt can learn important lessons from Australia law on online gaming T

T

he Tamil Nadu government played to the gallery, when in November 2020, in the backdrop of the Assembly elections, it decided to pass an ordinance banning online games. In a single stroke of the pen, the ordinance banned all online games, even saying that “games of mere skill, if played for wager, bet, money or other stake” cannot be allowed in the state. Three billion people play online games across the world -- this is about 40 per cent of the world population. They play all types of games -- racing, sports, action, puzzle, quiz, chess to card games. It is not possible to club lakhs of games that exist in the world under one category. Of the three billion people who play online games, there is a good percentage of people who pay entry fees to participate in online skill tournaments or enter tournaments to earn prizes, and these were the people being deprived by the Tamil Nadu law. The Madras High Court in its recent judgement rightfully held that the Tamil Nadu ordinance was excessive and disproportionate to the object sought to be achieved. It also held the law as violative of Article 19(1)(g) of the Constitution, which guarantees all citizens the right to practice any profession or carry on any occupation, trade or business. The Madras High Court thus upheld what the Supreme Court and several high courts have affirmed in numerous judgments that games of skill, whether online or offline, is a perfectly legitimate activity. Let’s examine the rationale put behind by the Tamil Nadu government and also by the critics of online gaming. Some say in online games, players end up spending a lot of money for buy-in and addons. However, to maximize their profit over a limited time frame, investors would naturally want to raise prices, limit competition or cut back on upkeep. Singapore had to nationalize its suburban trains and signaling systems because the main private operator had underinvested in maintenance, leading to frequent breakdowns and stranded, angry passengers. Similarly, it’s important to prevent today’s lump-sum gains to the government from becoming a cost tomorrow. In New South Wales, where electricity prices doubled in five years after poles and wires were privatized, the government had to step in with an Energy Affordability Package to lower the burden on consumers. The Indian taxpayer, already struggling under extortionate levies on energy, simply can’t afford such largesse. Once control over utilities is out of the government’s hands for years, even decades, the broader public will worry about higher user charges slapped by operators of roads, railways, airports, power grids and gas pipelines. The other takeaway from the Australian experience is to let consumers see for themselves if they’re getting a fair shake. Then there’s the state’s execution capability, called into question by long delays in selling government-run banks, the biggest life insurer, a large oil refinery and Air India Ltd., the national carrier. Frothy equity markets, resulting from a massive global and local liquidity glut, had presented policy makers with a golden opportunity to extract great value for assets, excluding Air India. That bus may have already left. Startups with no current earnings — and some with perhaps no future profits either — swooped in on public capital markets and swept the board. The government just kept waiting. Bureaucratic delays might blight asset concessions, too. By the time New Delhi starts hawking them, the U.S. Federal Reserve could already be tapering its bloated balance sheet. Emerging-market assets may get the short-shrift. More so if it turns out that the coronavirus will keep coming back in waves to countries slow to reach universal vaccination, or unable to afford repeated boosters. Timing, though, isn’t everything. Finding the right balance between public and private interests will determine success of a patient asset recycling program — not just the amount of money raised this year or next. What is important is that the law should weed out all unscrupulous players and only promote and encourage skill gaming platforms that adhere to the highest standards of ethics and fair play. K’taka CM demands extension of GST compensation for 3 more yrs

NEW DELHI, AUG 26 (PTI): Amid fall in state revenue and GST collection in view of COVID-19 crisis, Karnataka Chief Minister Basavaraj S Bommai on Thursday demanded the Centre to extend the GST compensation period to states beyond 2022, for three more years. After a meeting with Union Finance Minister Nirmala Sitharaman, Bommai said he also discussed the GST (Goods and Services Tax) dues to the tune of Rs 11,000 crore to be paid to Karnataka in installments. “The dues that were to be paid from July 2022 are being advanced through installment from this year. Along with this, I discussed

extending the GST compensation to states beyond 2022,” he told reporters after the meeting. In the meeting, the CM informed Sitharaman that the state GST collection has not yet stabilised in view of COVID-19 crisis, and it would be more helpful in this ongoing revenue crisis if the GST compensation to states is extended for three more years. Karnataka is one of the best performing states since the enactment of GST in 2017. “However, the COVID crisis since the last financial year has brought the state revenue collection down including the GST collections,” he said in a representation made to the FM.

Keeping in mind the revenue crisis in all states, the Centre had provided the GST compensation loan for the 2020-21 fiscal and it has also been extended for the current fiscal. “However, the compensation loan would support the states for only the current financial year, but the impact made by the COVID on revenue collection will be carried forward for next few years also. So, it will take time for GST revenue collection to reach the protected amount,” he said. “I request you to kindly reconsider the state’s request on extending the GST compensation,” the CM stressed. In the meeting, Bommai -- who is also a member of the GST Council -- also flagged that the 15th Finance Commission in its final report for 2021-26 recommended reduction in Karnataka’s share in tax devolution to 3.647 per cent, as compared to 4.71 per cent recommended by 14th Finance Commission. Since Karnataka has seen the steepest cut of 23 per cent because of the reduction in the devolution share, he requested the FM to reconsider the criteria of horizontal devolution for sharing of resources between the states. GAZA, AUG 26 (IANS): At least 20 Palestinians protesters were injured during a demonstration near the border between the Gaza Strip and Israel protest against the ongoing blockade imposed on the coastal enclave since 2007. Witnesses said that hundreds of protesters on Wednesday threw homemade hand grenades at the Israeli army jeeps that were patrolling the border area, adding the soldiers fired teargas to disperse them, reports Xinhua news agency. Palestinian medics said that of the 20 injured, three were shot and taken to the hospital. On Wednesday, leaders of Palestinian factions, including the Islamic Hamas Movement, called on the people to demonstrate near the borders with

Instead, it’s how we also treat all the content we’re leaving up on YouTube that gives us the best path forward,” he said. AUG 25 (AGENCIES): The English Premier League and Spain’s LaLiga should release players for World Cup qualifiers next month to “preserve and protect sporting integrity”, FIFA president Gianni Infantino said on Wednesday. While the Premier League has refused to release players headed to countries on the United Kingdom’s ‘red list’ due to strict quarantine rules on their return, LaLiga supported its clubs in refusing to release players for qualifiers in South America. “I am calling on a show of solidarity from every member association, every league, and every club, to do what is both right and fair for the global game,” Infantino said in a statement. “Many of the best players in the world compete in leagues in England and Spain, and we believe these countries also share the responsibility to preserve and protect the sporting integrity of competitions around the world.” The Premier League said nearly 60 players were set to travel to 26 countries on Britain’s “red list” while LaLiga said 25 players from 13 different clubs were affected, with more likely to follow when Ecuador and Venezuela announce their squads. England’s strict rules would require players to quarantine for 10 days upon their return to the country, with the Premier League saying no exemption had been granted by the government for soccer players. The international break in September begins after this weekend’s matches and runs for two weeks, with the Premier League resuming on Sept. 11. The exemption allowed clubs to refuse to release players should travel restrictions be imposed or there be a mandatory period of quarantine or self-isolation of at least five days on their return.
