Sr. BJP workers hit out at NPF; all party govt

D I M A P U R , AU G 2 6 (NPN): In a rejoinder titled “Opposition-less NUG (Nagaland United Government) is meaningless”, ten senior Nagaland BJP workers (Karyakatas) have expressed their views over the move for an all-party government in Nagaland comprising of NDPP, BJP and NFP. The senior BJP workers: Yanghose Sangtam; Kheto Kinimi (ex-minister); ex-BJP candidates-Dr Sukhato Sumi and Er Cheong Konyak; former State BJP vice-president Mghato Achumi, former State BJP Mahila president Sanu Ngulie, SEMs-- Vikheli Zhimomi, Bichano, Mhalo and Asangla Ao, were responding to an earlier statement issued by NPF party president Dr.Shürhozelie Liezietsu. On the all-party government as mentioned

by Dr.Shürhozelie Liezietsu, the BJP workers reiterated that state BJP as a national party, “will go by the directive of the party high command.” T h e B J P wo r k e r s also questioned that when the core committee was formed, comprising of all members of political parties- NPF, MPs(2), Independents and equal representation from BJP and NDPP, what was the need for having an oppositionless government? The BJP workers reiterated that as “senior Karyakartas” of the state BJP, they are of the considered opinion that “the opposition-less government, mooted by certain section of political party, only to grab power, (is) showing its frustration and restlessness.” Therefore, taking the

“excuse of final settlement on political issue, is a mere rhetoric and misleading” they said. Dr.Shürhozelie had also accused BJP of having betrayed NPF on the eve of the 2018 assembly election to have alliance with NDPP and even giving full protection to BJP, when it had no MLA in the legislative assembly. They recalled that when then National General Secretary BJP, Ram Madhav negotiated seat sharing arrangement with NPF leadership, the BJP was allotted only three out of 60 seats in 2018. The signatories said BJP had even considered and expressed willingness to continue with the DAN alliance by accepting five seats. However, “the arrogant and overconfident NPF leader-

ship refused our plea,” they said. As a consequence, both parties parted ways when talks collapsed. It was then that NDPP under Neiphiu Rio( the present chief minister) offered BJP with 20 seats and that “ the rest is history” for Nagas to see, they added. After results of the 2018 assembly election, the signatories said NPF tried to lure and offer renewal of DAN alliance to BJP by leading the government. However, the signatories said, in order to lead the people, certain moral principles must be maintained and to stick to commitment made with their alliance partner (NDPP). The BJP workers said the present alliance with NDPP “is smooth and comfortable” and that the party stood committed to the

NGBF against proposal to change nomenclature of GBs D I M A P U R , AU G 2 6 (NPN): Nagaland Gaon Burah Federation (NGBF) has strongly objected to any proposal to change the nomenclature of gaon burahand its role in urban or rural areas and also called for keeping all matters pertaining to Naga customary laws, jurisprudence, practices and procedures in abeyance till final structure of the agreement of the Naga political movement was reached. In a representation to chief minister Neiphiu Rio, NGBF president Sahlem Konyak, general secretary Shikuto Zalipu and media secretary Akhu Naga pointed out that the consultative meeting with tribal hohos on August 18 pertaining to appointments of urban GBs had disturbed all gaon burahs across the State.

As custodians of Naga customary laws, traditions and practices, they maintained that the identity of Nagas was well established under the customary system whether they were settled in rural or urban areas. They recalled that the present system of gaon burahs was established in 1885 as per the recommendations of WE Ward wherebyvillage elders (gaon burahs) were given power and authority to administer villages along with judicial powers. Pointing out that Naga territories comprised a “clan cohesive village

system”that were characteristically urban in nature, the NGBF leaders maintained that everywhere in a new settlement the village system was retained. Once the age-old system was changed, they said they believedthat there could be far more consequences than had been anticipated and feared that the institution of gaon burahs would be marginalised and uprooted in future. Thus, they strongly objected to any proposal to change the nomenclature of gaon burahand its role in urban or rural areas.

All Angami Gaon Burah Association (AAGBA) has urged the Government of India and State government to maintain and continue the existing indigenous gaon burah institutionin rural and urban areas as Angamis/Nagas have been living in their own lands by abiding Naga customary laws. A AG BA p r e s i d e n t Thepfukedo Kuotsu, general secretary Lhousavi Kipu and information & publicity secretary Zelvi Sale in a statement claimed that since British imperial timesgaon burahs had been responsible

in upholding Naga customary laws and practicesin villages or towns. Recalling that the British Indian government had appointed Yaselie and Lhouzirii as gaon burahsfor the first time in 1840, they said the gaon burahs were tasked as custodians of customary laws and practices, to aid in administration of civil and criminal justice, to oversee and resolve disputes over ownership and transfer of land and its resources as per Naga customary laws. The trio said even during Assam and Angami/ Naga dispute circa 1840,

the gaon burahs represented Angamis/Nagas as signatories and had brought peace and harmony. Following the footsteps, they maintained that Angami gaon burahs had upheld the Naga customary laws and had been instrumental in resolving issues and maintaining order in Naga society for more than 180 years till today. Therefore, AAGBA resolved to appeal to the government vis-à-vis maintaining and continuing the existing indigenous gaon burah institution during its executive meeting on August 21.

significance to the country’s development trajectory. The index is based on NITI Aayog’s SDG India Index—the principal and official tool for monitoring progress on the SDGs at the national and State/ Union Territory levels and shares the common ethos of benchmarking performance and ranking on the SDGs to foster competition among the districts. The index offers insights into the social, economic, and environmental status of the region and its districts in their march towards achieving the SDGs. It is a unique policy tool which has immense potential to measure district level progress, highlight critical gaps, facilitate resource allocation, and will be a handy tool for policy makers in the North Eastern States, Ministry of DoNER and other Union Ministries.

coalition to serve the full five-year term in office in service of people. They also asked “why is the NPF so desperate of joining the ruling government ?” and further advised NPF to “be patient and serve our people when their time comes.” They pointed out that all political parties contesting elections in Nagaland since its inception in 1963, have unfailingly included the issue of ‘Naga political problem’ in their manifestos. They said heaps of promises were made to Naga people over ‘final settlement’ of the Naga political issue and only to mislead voters or to settle scores to gain political mileage. The signatories therefore asked, how long will leaders take advantage of Naga people on Naga political issue? (Cont’d on p-8)
