Need to ramp up Covid testing, vaccination: CS
not yet over, warns Centre
NEW DELHI, JUN 26 ( AG E N C I E S ) : C e n t r e warned that the second wave of the coronavirus pandemic is not yet over in India, with 75 districts of the country still having more than 10% prevalence of Covid-19 cases, while 92 districts have a 5 to 10% prevalence. Indian Council of Medical Research (ICMR) director general Dr Balram Bhargava underlined the need for district level monitoring of test positivity rate to ensure any outbreak is contained locally and a major third wave is averted. Currently, 565 districts have weekly test positivity at less than 5%. However, 75 districts still have over 10% positivity, whereas 92 districts have positivity rate between 5-10%. Researchers said scaling up vaccinations could play an important role in mitigating any eventuality and future waves of the disease.

Solution on the basis of AP & spirit of 1951 Naga Plebiscite, says WC DIMAPUR, JUN 26 (NPN): Working Committee (WC) of the Naga National Political Groups (NNPGs) reiterated that the Naga political movement sparked after the return of Naga Labour Corps from Europe aroused Naga nationalism leading to formation of the Naga Club in 1918 and culminating to the submission of the historic Memorandum to the British Statutory Commission in 1929. WC added that by 1947, it was clear that the political struggle for Naga self determination had begun. In a joint statement, convenor WC/NNPGs N. Kitovi Zhimomi (gen. secy GPRN/NSCN) along with the co-convenors WC / N N P G s ; Z h o p r a Vero,(Kedallo NNC/FGN), Y. Wangtin Naga(president NSCN-R); Z. Hozheto Chophy (gen. secy NNC/ NPGN); Kiumukam Yimchunger (president NNC/ GDRN); Toshi Walling (gen. secy NNC-parent body) and Isak Sumi (gen. secy NSCN/ GPRN-K) pointed out that whereas the Framework Agreement (FA) signed on
August 3, 2015 maintained that the Naga political struggle was six decades old. It said by this the FA had put a “damp blanket upon the four eventful decades of Naga political struggle”. Further, WC said history will not blame the NSCN (I-M) “for this debacle, because it was orchestrated by a group within the leadership.” According to WC, the attribution of six-decades from 1955, was “roughly the year when few Manipuri Nagas joined the political movement”. WC said they were also not part of the Naga Club and neither signatories to the Simon Commission nor engaged in the events in 1947. WC also said they “did not take part in 1951 plebiscite” and therefore, for them six decades or less was from 1955 till 2015 (the year the FA was signed). Therefore, WC said the FA is- “haphazard and historically inaccurate. It collapses on its own weight of distortion and contradictions. It cannot stand the test of history”. However, WC said “thankfully, Naga
history neither resides in one paper nor owned by a group of people.” WC said the 1951 Naga Plebiscite was an unwritten agreement among all tribes and villagers that voluntary donation towards the political movement would be sought and granted. However, it said “today Naga Plebiscite is cited like a license, a bus ticket for many to travel to Nagaland and threaten, intimidate, blackmail and take advantage of the generosity of the tribes.” While reaffirming its aspiration on Naga integration, WC said at present, this has been ruled out by the Centre. It also mentioned that this was also admitted by Th. Muivah on February 29, 2012 at the Agri-Expo ground Dimapur. WC reiterated that the Agreed Position signed on November 17, 2017 with the government of India, “corrected the political blunder and vacuum created by FA” and to work on finalising an honourable and acceptable political solution under the spirit of 1951 Naga Plebiscite. NPF backs legislature wing’s demand for probe DIMAPUR, JUN 26 (NPN): NPF has backed the party legislature wing’s representation to the Governor seeking an independent probe by a central investigating agency into the alleged misappropriation and embezzling of public funds by NDPP-led PDA government. Endorsing the points raised by its legislature wing,
the NPF through its press bureau also highlighted some of the points including sanctioning of Rs. 30 crore to a private hospital and Kohima Smart City project. On the subject of sanctioning of Rs. 30 crore to a private hospital for developing a makeshift Covid hospital, the NPF said that pumping an additional amount
to develop the hospital was appalling while there needed thorough probe into 30 years lease of the land and buildings given to private entity free of cost. NPF stated that the Memorandum of Understanding (MoU) signed between three parties (CMC Vellore, Government of Nagaland (Cont’d on p-8)
