K O H I M A , N OV 2 6 (NPN): Nagaland Legislative Assembly (NLA) adopted two resolutions – on Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (SARFAESI) Act, 2002 and Transplantation of Human Organ Act, 1994 and Transplantation of Human Organ Act (Amendment), 2011 – on the last day of the session on Friday. While the resolution on SARFAESI Act, 2002 was moved by chief minister Neiphiu Rio, health minister S Pangnyu Phom moved the resolution on Transplantation of Human Organ Act, 1994 and Transplantation of Human Organ Act (Amendment), 2011. Besides the two resolutions, the chief minister also moved for consideration three Bills– Nagaland Fiscal Responsibility and Budget Management (Fourth amendment) Bill, 2021, Nagaland Goods and

UDA govt misleading court orders: RPP DIMAPUR, NOV 26 (NPN): of its counsel, the P&AR top lawyer, submitted a list to

Rising People’s Party (RPP) on Friday termed as “misleading” the UDA government’s “constant propaganda” that all appointments have been banned by the court, saying such “irresponsible utterances” trampled the dignity of the court. To buttress its charge, RPP pointed out that High Court on November 10, 2021 issued an order allowing the state government to go ahead with recruitments in Group D services that did not fall within the purview of NSSB. RPP also said the Court on October 5, 2021 directed NPSC to carry out its recruitment process as per the service rules without delay after which 99 posts were advertised and NPSC is currently in the process of conducting the exams. KOHIMA, NOV 26 (NPN): A major fire incident was averted at chief minister's office at the New Secretariat Complex here Friday morning after the fire caused by a short circuit was quickly detected and reported to the fire station. Police personnel rehearsing for the Statehood Day parade at the Secretariat Plaza reportedly noticed the smoke. According to the Fire Station (North), the fire call was received at 7.47 am. The fire was reportedly caused by a short circuit. The tremors were also felt in many parts of West Bengal, officials said, adding, there has been no report of loss of life or damage to property so far. The quake was epicentered near the boundary with Myanmar near Mizoram, recorded at 5.15 am, at a depth of 35 km, the data showed. There were also reports of a second earthquake at 5.53 a.m. The jolts were also experienced in several places in Assam, Mizoram, Manipur and Tripura, as well as in West Bengal, including Kolkata, Alipurduar, Darjeeling and Jalpaiguri districts, officials said. “The quake could be felt almost everywhere in West Bengal,” a senior official of the state’s disaster management department said.

NCPA, DNSU, NSUI state unit back ‘offline mode’ of exam

D I M A P U R , N OV 2 6 (NPN): Nagaland College Principals Association (NCPA) has expressed pain over the agitation being carried out some students demanding online examination for the upcoming NU undergraduate odd semester examination 2021, scheduled to be held from December 3-17, 2021. In a press note, NCPA president Dr.Visakhonü Hibo and general secretary Dr. Lily Sema said that the students’ assessment in colleges suggested that “massive majority” preferred offline examination. In this regard, NCPA affirmed to “unequivocally” endorse offline examination and stand firm with the Nagaland University. The association stated that most colleges started online classes from July end and offline classes resumed smoothly by September. NCPA lamented the action of agitating students, who it said were attempting to tamper the process of meritocracy, thereby,

diluting the very objective of quality education. “May good sense prevail as even school children are attending offline classes and writing offline examinations,” NCPA said and encouraged all college students to stay calm and prepare for offline examination, as per the routine provided by the university. DNSU: Affirming its stand on the ongoing protests by college students against the offline mode of examination, the Dimapur Naga Students Union (DNSU) Friday said that online mode of examination should not be endorsed in the state at the moment for the benefit of the student community. DNSU through its media cell has, however, appealed to the Nagaland University to reconsider the already published exam routine, wherein the students were not getting any breaks in between the subjects. WTC candidates of 2017 oppose nomination to ULB DIMAPUR, NOV 26 (NPN): Wokha Town Council (WTC) candidates of 2017 have expressed opposition to the state government’s decision to nominate members to urban local bodies (ULBs). In a joint statement, 11 WTC candidates of 2017 said that they have at a meeting held on November 26, decided not to accept the November 18, 2021 notification issued by the Government of Nagaland for nomination of ULB advisory council. Describing the government decision as “unethical”, “unfair and infringe on democracy”, the WTC candidates of 2017 have called upon the state government to go with a ‘Normal Election’. Urging the deputy commissioner (DC) Wokha to comply with their decision, the candidates have warned that appointing advisor y members to WTC would “invite a retaliation”, for which they would not be held accountable.

Mhabemo Yanthan said that the constitution was the supreme law of India and every citizen should respect and honour it with dignity. He acknowledged the works of the father of the constitution, Dr. Ambedkar who he said was the man behind the birth of constitution of India which was adopted on November 26, 1949 and became effective on January 26, 1950. 3 PHED Mon organises skill development training DIMAPUR: A two-day basic training on skill development under Jal Jeevan Mission (JJM) support activity was organised by Public Health Engineering Department (PHED) Mon on November 25-26 at EE PHED Mon division office. The department informed that the main objective of the training was to impart basic skill development to ensure sustainability of water supply infrastructure. In the introductory session, keynote address was delivered by district coordinator, DWSM Mon, Medoseto Kiso who emphasised on the vital role of

Tripura polls violence: TMC moves Supreme Court

(PTI) NEW DELHI, NOV 26 (PTI): The Trinamool Congress moved the Supreme Court on Friday seeking a probe by a court-monitored panel into the alleged largescale violence during the municipal polls in Tripura. A bench of Justices DY Chandrachud and AS Bopanna was told by senior advocate Kapil Sibal, who sought urgent listing of two applications filed by the party, that despite the court’s order of Thursday for providing unhindered access to the media to the election process, nothing was done. He said, “There was absolute mayhem there. Even candidates were not allowed to vote. There

were violent incidents. Even media reports said that there was violation of Supreme Court orders”. The bench said the court had passed a specific and detailed order on Thursday dealing with the issue. Sibal said, I know but two battalions of CAPF were not provided. Two constables were also not provided to the contesting candidates. We have electronic media evidence with us. Kindly list these applications urgently. The bench said the court is sitting in a different combination of judges on Friday. “Let’s see what can be done”, Justice Chandrachud said, adding

that judges are busy with official functions on the occasion of Constitution Day. Sibal said that despite tomorrow being Saturday, the court can take up the matter. Justice Chandrachud said there is an official function on Saturday but he will talk to brother (Justice Bopanna) during lunch time and discuss what could be done. Advocate on Record Rajat Sehgal said that TMC has filed two applications seeking postponement of counting of votes and results and investigation by a court-monitored panel into the violent incidents. He said that in another application, the party has sought impleadment of the State Election Commissioner in the matter. The top court had on Thursday directed the Union Ministry of Home Affairs to provide two additional companies of the Central Armed Police Forces (CAPF) to secure the polling booths during the Tripura municipal polls after the TMC and CPI (M) alleged that their candidates and supporters have not been allegedly allowed to cast their votes and that there is a serious breach of law and order.

Sibal mentioned the matter before a bench headed by Justice D. Y. Chandrachud. He submitted that news reports are claiming that the top court’s order, to conduct free and fair election in Tripura, has been violated. He added, “Candidates were not allowed to enter the booths! No 2 constables, no 2 battalions of CAPF were provided! There is complete mayhem! Please take this up in the afternoon today! What has transpired is horrendous! We have photos of people on the ground showing that the SC order was not followed”. Sibal emphasised that it is a very serious matter and urged the top court to hear the matter either on Friday or Saturday. Justice Chandrachud said that the bench has a very tight schedule today. He added, “Let me look at it over lunch and discuss with my brothers since the bench composition was also different”. The top court on Thursday directed the Centre to deploy two additional

TMC on Thursday emerged out of obscurity to become the main opposition in the state, and in a conversation with EastMojo, Mukul Sangma, who is one of the 12 MLAs to join the party of Mamata Banerjee, said they would let the media know about the upcoming developments. When asked about Meghalaya Pradesh Congress Committee (MPCC) president Vincent Pala’s comments that the deserters left Congress because they have run out of power, Sangma told EastMojo there was no dearth of power and could have been in power if they had wanted to. Responding to comments that joining TMC was ‘suicide’, Sangma said his friends lauded his move. “They said that they are with me and are ready to give whatever as goodwill to support the party. We will form the govt in 2023,” stated Dr Mukul.

TMC to pick president on Monday

A day after decimating the Meghalaya unit of the Indian National Congress, the Trinamool Congress (TMC) is slowly taking shape in Meghalaya. The party will meet party supremo Mamata Banerjee on Monday in Kolkata to elect the state president. Himalaya Muktan Shangpliang, who won the Mawsynram seat in 2018, was appointed as the party spokesperson, while George Lyngdoh will become TMC’s chief whip in the state. On November 12, in a stunning political move, 12 MLAs from Congress switched to Trinamool Congress, a party that hitherto had hardly any base in the state. The rebellion has been attributed to Prashant Kishore, the master election strategist who has

been credited as the man behind the victories of Bihar Chief Minister Nitish Kumar and, most recently, the spectacular victory of Mamata Banerjee in the West Bengal elections. In a matter of hours, the INC went from being the main opposition party to having just 5 MLAs in the state. The rebels include Mukul Sangma, who was the Meghalaya from 2010 to 2018. In a scathing press conference, Mukul Sangma blamed the party for failing “to respond to the call of duty” as the largest player in the Opposition. Several people believe the rebellion to the nomination of Vincent Pala as the party president in August 2021. Pala, however, put on a brave face and stood defiant yesterday during his press conference. “Most of the leaders who were in power, now, they are out of power, so definitely, they will be restless. So that must be one of the reasons. My appointment as president is not done by me. It was a demand by the MLAs and MDCs. The AICC consulted with the leaders twice, and I think they left not because of my appointment but because (we have been) out of power for some time.

Financial aid for inter-caste marriage in Assam

GUWAHATI, NOV 26 (IANS): To promote social harmony, the Assam government will give financial assistance under an intercaste marriage scheme to undertake a business or income generation venture, officials said on Friday. An official of the Welfare of Scheduled Castes Department said that under the recently launched intercaste marriage scheme, Rs 10,000 to Rs 5 lakh would be given to undertake any kind of business or to start any income generation project. According to the official, the beneficiary of the scheme has to be married between April 2019 and March 2021 and the annual income of the couple should not exceed Rs 5 lakh. Another condition for being a beneficiary of the scheme is that one spouse must belong to the Scheduled Caste and the other to a general caste.

NEW DELHI, NOV 26 (PTI): Assam and Mizoram on Friday resolved to maintain peace and tranquillity along their inter-state border and decided to set up committees to settle the boundary disputes which claimed the lives of five Assam Police personnel and a civilian in July. The decisions were taken at a meeting of Assam Chief Minister Himanta Biswa Sarma and his Mizoram counterpart Zoramthanga in the presence of Union Home Minister Amit Shah here. This was the second consecutive meeting in two days between the chief ministers. They had also met on Thursday night over dinner. Zoramthanga had said on Thursday that both the state governments “will try” to increase the fencing all along the border. The two chief ministers’ meetings in the national capital were held apparently following an intervention of the Union Home Ministry, which has been trying to resolve the border disputes, officials said. The Union government wants a peaceful resolution to the border dispute between Assam and Mizoram and the Union home minister is believed to be in regular touch with the two chief ministers, an official said. Following the July 26 violence, both Assam and Mizoram Police registered separate cases naming each other’s political leaders and police and civil officials. However, some of these

cases were withdrawn following a truce. The chief secretaries and DGPs of the two states on July 28 attended a meeting chaired by Union Home Secretary Ajay Bhalla where the decision to deploy a neutral central force (CRPF) at the clash site was taken. Five Assam Police personnel and a civilian were killed and over 50 others, including a superintendent of police, were injured when the Mizoram Police opened fire on a team of the Assam officials on July 26 following clashes along the two states’ border. While the Mizoram government claimed that a 509 square-mile stretch of the inner-line reserve forest notified in 1875 under the Bengal Eastern Frontier Regulation of 1873 belongs to it, the Assam side insisted that the constitutional map and boundary drawn by the survey of India in 1933 was acceptable to it. After a massive tussle

in 2018, the border row resurfaced in August last year and then in February this year. However, the escalating tensions were successfully defused after a series of parleys with the intervention of the Centre. On June 5, two abandoned houses along the Mizoram-Assam border were burnt down by unidentified persons, fuelling tension along the volatile inter-state border. Nearly a month after this incident, a fresh border standoff cropped up again with both trading charges of encroachment on each other’s lands. Mizoram accused Assam of encroaching upon its land and forcefully seizing the Aitlang area about 5 km west of Vairengte village. On the other hand, Assam accused Mizoram of building structures and planting betel nut and banana saplings allegedly 10 kilometres inside Hailakandi district.

Politics of defection

F

ormer Meghalaya chief minister Mukul Sangma is the latest among top leaders of a north east like ten AICC Mahila President Sushmita Dev who have defected to Trinamool Congress(TMC) from the Congress party in search of greener pastures. Mukul and 11 other Congress MLAs defected to TMC on Wednesday and the party which had no MLAs has become the principal opposition party in the house. Mukul’s defection reduced his former party to a minor entity with only five MLAs. Mukul became chief minister of Meghalaya in 2010 following the resignation of D.D.Lapang. He then went on to retain the post after the 2013 assembly elections till 2018. In the subsequent election in 2018 Mukul fought not only a determined NPP and a rejuvenated BJP but also anti-incumbency. In the election, Congress polled 28.5% of the votes and won 21 seats while Conrad Sangma’s NPP could manage 20.6% votes and won 19 seats. However, the regional parties and others preferred Conrad Sangma to Mukul Sangma and so Congress had to step aside for NPP. As months went by Congress tally dipped gradually from 21 to 20 after one defected to NPP and the UDP won the seat in the bypoll.Later three Congress MLAs passed away including one independent.In all the byelections, Congress could not retain even one seat and was reduced to 17 MLAs. All these byelections were held with Mukul as the legislature party leader. In any such scenario it would have been quite expected for Mukul to have resigned, as Rahul Gandhi did(after the second consecutive loss in 2019) even if he was not solely responsible for the defeats. Mukul is used to power and to be served and not to serve. Perhaps, the appointment of Vincent Pala MP, three-time winner of the Shillong Lok Sabha seat as president of Meghalaya Pradesh Congress Committee(MPCC) may have provided Mukul with the alibi he needed. The Congress high command(Sonia and her children) should have at least consulted Mukul before appointing Pala as state party chief in August, even if it was to be a mere formality. Mukul murmured but was placated by Sonia and Rahul but his ego was badly bruised. Those observing the defection of Mukul and 11 others from the Congress in Meghalaya would be right if they pinpoint the blame on the Congress high command for what happened. The reality inside was totally different. Pala was brought to state politics as a counter-weight to Mukul who could still had the arrogance inherited from power even if he is no longer in power. Mukul had literally turned the Congress into a dynastic party and a home for his close coterie. Billykid Sangma former MLA who nearly defeated PA Sangma and Agatha Sangma, said that as long as Mukul was in the Congress, he never allowed any genuine leader or party worker to grow. For Mukul, family came first then friends who were given preference for tickets and financial assistance to contest the elections. Billykid said Mukul’s “departure is a blessing for the Congress,” The TMC is on the upswing after the West Bengal landslide. Its main adviser, poll strategist Prashant Kishore probably feels TMC can be the second Congress in order to have a pan-India image. However, it will take more than defectors to make TMC and especially Mamata acceptable to the people of Meghalaya and other states as the opposition alternative.

We lose power because we don’t focus on the right thing. The effect of the Cross is salvation, sanctification, healing, etc., but we are not to preach any of these. We are to preach “Jesus Christ and Him crucified” (1 Corinthians 2:2). The proclaiming of Jesus will do its own work. Concentrate on God’s focal point in your preaching, and even if your listeners seem to pay it no attention, they will never be the same again. If I share my own words, they are of no more importance than your words are to me. But if we share the truth of God with one another, we will encounter it again and again. We have to focus on the great point of spiritual power— the Cross. If we stay in contact with that center of power, its energy is released in our lives. In holiness movements and spiritual experience meetings, the focus tends to be put not on the Cross of Christ but on the effects of the Cross. The feebleness of the church is being criticized today, and the criticism is justified. One reason for the feebleness is that there has not been this focus on the true center of spiritual power. We have not dwelt enough on the tragedy of Calvary or on the meaning of redemption.

Modi added military into UP election. It’s a bad sign

T

he bugle for the critical Uttar Pradesh elections has been sounded and the charge of the Bharatiya Janata Party is being personally led by Prime Minister Narendra Modi. His strongman image and focus on national security has been a recurring electoral theme since 2014. Surgical strikes across the Line of Control on the night of 28-29 September 2016 and Balakot airstrikes on the night of 26-27 February 2019 were successfully exploited during assembly elections in five states, including Uttar Pradesh, in the first quarter of 2017 and parliamentary elections in 2019 respectively. Despite the denial and obfuscation, the reverses in Eastern Ladakh in 2020 and Pakistan continuing to cock a snook with impunity in Jammu and Kashmir have severely dented the BJP’s image with respect to national security. However, displaying its panache for electoral innovation, it has modified its theme to showcase defence preparedness and atmanirbharta (in defence). In the last 10 days, the Prime Minister held two major events in UP to cleverly incorporate the military into his electioneering, both to refurbish his dented strongman image and to exploit the public sentiments of the state that contributes the largest number of soldiers – 14.5 per cent – to the Indian Army. The military hierarchy seems to

have acquiesced, if not willingly cooperated. Airshow on Purvanchal Expressway On 16 November, Modi inaugurated the 341 km-long Purvanchal Expressway from Lucknow to Ghazipur, at Karwal Kheri village. Modi had re-laid the foundation stone at Azamgarh on 14 July 2018. Re-laid because former Chief Minister Akhilesh Yadav claimed that he had laid the foundation stone on 22 December 2016 and undertaken all the preparatory projects, including procurement of 50 per cent of the land required. This controversy notwithstanding, Purvanchal Expressway is a major developmental project for a relatively underdeveloped part of UP completed in a little over three years. However, the inauguration of the expressway was eclipsed by the spectacular 45-minute-long air show organised by the Indian Air Force, literally in the middle of nowhere. A 3.2 km-long emergency airstrip was constructed at Karwal Kheri village as part of the expressway project. Modi made a spectacular entry for the inauguration by landing on the expressway in a C130 transport aircraft. This was followed by an airshow that showcased the securing of an airfield/landing strip by Special Forces and IAF, Garud Commandos, and functioning of an emergency air maintenance team, which worked on a Mirage 2000,

after landing from two AN 32 transport aircraft. This was followed by flypast/landing/ touch landing/aerobatics by Su 30/Mirage 2000/Jaguar fighter/multi-role aircraft. The culmination of the show was the colours of the national flag trailed by three AN 32 aircraft escorted by two SU 30 fighters and aerobatic display by a SU 30. Approximately, 20 aircraft took part in the airshow, which taking into account at least three-to-four rehearsals, would have cost the IAF approximately Rs 2.5 crore for jet fuel only apart from the large number of personnel used for organising the event. Ironically, there were only a few spectators who seemed to be mostly BJP members sitting under shamianas. The public seemed to be missing and probably witnessed the airshow from a distance. Prominent on the dais along with the PM were the governor, Anandiben Patel, Chief Minister Yogi Adityanath and four BJP functionaries, all wearing caps with IAF insignia. The Chief of Defence Staff, General Bipin Rawat and Chief of Air Staff Vivek Ram Chaudhuri were in attendance. The unfortunate conclusion is that the IAF, which organised the airshow as an official function of the Prime Minister, ended up promoting the political interests of the BJP. More so, when landing on emergency airstrips on expressways/

highways is no longer unique and has been done a number of times since 2015. In 2016, then-UP chief minister Akhilesh Yadav also inaugurated the Agra-Lucknow expressway with an IAF airshow. Rashtriya Raksha Samarpan Parv Another mega official event – the Rashtriya Raksha Samarpan Parv – held from 17 to 19 November as part of the ‘Azadi Ka Amrit Mahotsav’ celebrations, was organised jointly by the Ministry of Defence (MoD) and the government of Uttar Pradesh at Jhansi to dedicate a number of defence schemes to the nation. The event also coincided with the 193rd birth anniversary of Rani Lakshmi Bai of Jhansi on 19 November. Rani of Jhansi, apart from being a national icon, has a special significance for the BJP. The ‘Rashtriya Raksha Samparan Parv’ itself is a first. In the past, introduction of new defence equipment or inauguration of projects was generally done by the Defence Minister or Minister of State for Defence Production. In this event three major equipment, one each for the Army, Navy and the Air Force, were formally handed over to the respective Chiefs. A ritual never done before. The Chief of Air Staff, symbolically, received the Light Combat Helicopter (LCH), which is an armed helicopter based on the proven

Dhruv, Advanced Light Helicopter platform, but with considerable modifications and improvements. The LCH was under development for nearly a decade and a half and will form part of the rotary offensive capability along with the Apache for the three Services. It is the only helicopter in the world that can takeoff/land at 5,000 metres. Orders for LCH have already been placed. However, the armament package, which is being imported, is yet to be finalised. The Chief of Naval Staff received an advanced electronic warfare suit – Shakti – for its ships, developed by the DRDO. It is already deployed on the Indian Navy’s new destroyer, INS Visakhapatnam and will soon be fitted on INS Vikramaditya. The Vice Chief of Army Staff received drones/UAVs developed by Indian startups. Prime Minister Modi also gave a boost to languishing defence industrial corridor of UP by inaugurating a 400-crore defence project of Bharat Dynamics Limited to manufacture propulsion systems of anti-tank guided missiles. The “samarpan” of several other initiatives was also done, including 100 new Sainik Schools through public-private partnership, the launch of a National Cadet Corps (NCC) border and coastal scheme, the NCC Alumni Association, a national programme of simulation training for NCC cadets and

the launch of a digital kiosk at the National War Memorial (NWM) to pay tributes to the fallen heroes through the NWM mobile app. There is absolutely no doubt the government has given a phenomenal flip to selfreliance in defence through its flagship Aatmanirbhar Bharat scheme. But to hold a formal function below the ramparts of Jhansi Fort to do “samarpan” of equipment/schemes/ projects to the nation in a critical state three months away from election and in presence of its beleaguered chief minister to boost his image, smacks of an ulterior motive. Given the timing of these combo political-cumdefence events, the military hierarchy should have smelt a rat and quietly advised the government to make a distinct separation and refrain from making the military indirectly a part of the election campaign. If the CDS and the Chiefs have unwittingly become a party to it, then they must ensure a course correction for future. Earthquake and disaster management

arthquake i.e. the slightest shaking of the earth causes shivering in the human mind. It does not give them a chance to recover and in the blink of an eye everything is offered to the nature. However, it is an indisputable truth that people do not die due to earthquakes except in a few exceptions; but the death occurs due to unsafe constructions. Earth’s geographical structure, variations and internal movements are responsible for earthquakes. The whole earth is located on 12 major tectonic plates, namely Indian plate, Eurasian plate, Indo-Australian plate, Philippine plate, Antarctic plate, African plate, Arabian plate, South American plate, North American plate, Caribbean plate and Pacific plate. These plates are floating on the fluid lava beneath them and move slowly (approximately 4-5 cm) from their place every year. When a plate comes near another plate, then the plate moves away from someone. Sometimes, one plate collides with the boundary of another plate and faults are generated; due to which the energy below the earth comes out and earthquake occurs. The Indian plate extends from the Himalayan Mountains to the Antarctic. It just touches the Pakistan border. It is to the south of the Himalaya while the Eurasian plate (in which countries like China etc. falls) are to the north of the Himalaya. The Indian plate is moving up in the north-east direction with a speed of 4.7 cm every year; whereas the Eurasian plate is moving north at a speed of 2 cm only. In such a situation, there is a possibility of earthquake due to collision of both the plates. The epicenter of an earthquake is the place just below which the geological energy is released by the movement of the plates. At this place, the vibration of the earthquake is high and the shock is strong. As the range of the vibration goes away, its effect gradually decreases. The intensity of an earthquake

depends on whether the seismic frequency is upward or in the range. In case the frequency of vibration is upwards, less areas are affected. The intensity of an earthquake (measured on the Richter scale) is the intensity of energy released from inside the earth during an earthquake. Earthquakes with a magnitude of less than 5 on the Richter scale are considered mild. However, it also depends on the composition of the area. If the epicenter of the earthquake is on the bank of the river and high buildings are constructed there without anti-seismic technology, then an earthquake of magnitude 5 can also be dangerous. Earthquakes of magnitude 2 or less are difficult to record and are not felt. An earthquake with a magnitude of 5 - 5.9 is considered moderate and earthquakes with a magnitude of more than 6 are considered fatal. Indian sub-continent has been divided into five zones of earthquake by Bureau of Indian Standards (IS Code 1893-2002); out of which four are currently valid on the basis of studies, as Zone-1 has been merged into Zone-2. Seismic Zone-5 has been considered as the most active i.e. dangerous and Zone-2 is considered as the least active i.e. safe. The intensity is less than 4 magnitudes in Zone-2, 5 in Zone-3, 7 in Zone-4 and more than 8 magnitudes in Zone-5. Zone-5 covers entire North-East states, parts of Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Rann of Kutch, parts of Bihar, and Andaman & Nicobar. Zone-4 covers parts of Jammu & Kashmir, Ladakh, Himachal Pradesh, Delhi, Uttarakhand, Sikkim, Parts of Indo-Gangetic plains (Northern Punjab, Chandigarh, Western UP, Northern part of West Bengal, Bihar), parts of Gujarat and Maharashtra, and West Rajasthan. Zone-3 includes Kerala, Lakshadweep, parts of Uttar Pradesh, Gujarat, parts of Bengal, Punjab, Rajasthan, Madhya Pradesh, Bihar, Jharkhand, Chhattisgarh, Maharashtra, Andhra Pradesh, Odisha, Tamil Nadu,

Karnataka, and Zone-2 covers the rest of the country and a mojor part of South India. The entire Himalayan range comes under the high intensity zone of earthquakes. In year 1897, Shillong (8.7 Richter scale), in 1905 Kangra (8.0 Richter scale), in 1934 Bihar-Nepal (8.3 Richter scale), and in 1950 Assam-Tibet (8.6 Richter scale) were hit by major earthquakes. To avoid the wrath of earthquake, the arrangements and preparedness of disaster management should be effective. Actually, most of the damages to the life and property occurs due to unsafe and weak structures. So, there is a dire need to enact laws for building construction on earthquake resistant technology and strictly enforce it all over the country, especially in the plains and hilly areas. It costs approximately 6-7 percent extra amount to make new houses with earthquake resistant design, while about 12-15 percent extra cost is incurred in converting old houses as earthquake resistant. Efforts have also been made to bring awareness in this direction by the Disaster Management Department of the State Governments. The IS code assigns a Zone Factor (the maximum horizontal acceleration that can be experienced by a structure) to each zone, which is used by the Structural engineers for earthquake resistance design of the structures. Some basic provisions should be taken care of in the construction of masonry buildings for earthquake protection. Building based on one brick thick walled structure should be up to three storeys only. Horizontal bands are important earthquake resistant feature. It holds a masonry building as a single unit tying all the walls together and is similar to a belt tied around the box. Lintel Bands as well as Plinth bands are required in every building. Gable bands are essential in buildings with pitched or slopped roofs. A roof band is not necessary in a flat RC roof building, because the roof

slab itself plays the role of a band. The Indian Standards IS: 4326-1993 and IS: 13828-1993 provide sizes & details of the bands. In Earthquake Zone-5, bands should also be made on the sills of the windows. In doors and windows larger than 600 mm, steel bars should be provided in concrete on both sides. It prevents the formation of cracks in the wall during earthquake. In the buildings constructed in all the regions, except that falling in Earthquake Zone-3, Tor steel bars should be provided inside the concrete at the corners of all the rooms. Empty pockets should be made in the brick joints for pouring concrete. These standing bars, starting from the foundation adjoining all RCC bands, should be bent 300 millimeters inside the slab of final roof. If the bars are to be joined to reach the full height; then overlapping length of two bars should be at least 50 times its diameter and properly tied with wires. For doors, larger than one meter, steel bars in concrete are provided on each side. The sum of the widths of doors and windows should be in definite proportion to the total length of the wall. It should be less than 50 percent of the length of the wall in a single storey building, less than 42 percent in a two storey building and less than 33 percent in a three storey building. The walls between the doors and windows should be equal to the length of at least two bricks. The distance of the door or window from the corner of the wall should be at least equal to the length of one brick. The height of the wall between the window and the ventilator should be kept at least 450 mm. Earthquake is a natural phenomenon; as a result, it cannot be prevented. But the use of anti-seismic techniques in the construction of buildings and other infrastructural structures, can restrict the loss of life as well as property to a minimum level. Er. The potential of construction sector in lightening unemployment problem

H

ow many of us can guess the number of people earning their livelihood as a labor in construction sector? I bet it won’t be less than 30,000 across Nagaland. Out of which 80% are non-locals. How beneficial it will have been to Nagaland in many ways if 80% of the labors are locals instead? Is our state government doing anything? Yes, the Government is doing many things, coming up with numerous policies for addressing the unemployment issue of our state. But how effective are the policies and programs implementing by the government? That is a big question which we have to bonder upon. There is a solution to every problem provided that the right policy is implemented which should be both practical and beneficial for our state. In bringing up this issue I share my view point of solution to address the

unemployment issue through construction sector particularly. Construction sector has the potential to contribute in lightening the unemployment problem we have today which will also directly contribute in boosting our state economy with the circulation of money within our state. It is a well-known fact of how building constructions are being managed by our non-local thikatars. For them it is a generation business and profession which make it difficult for our local labors to compete with them professionally. Every thikatar have their own rate of service charges be it local or nonlocal, so is the government advising the (administrator of) Municipal and Town Councils to look into this and fix a uniform rate? How many building constructions across Nagaland are built according to “building by laws”? 20% may be or less if the government check

thoroughly, which in fact are endangering the lives of our citizens being our place situated in an earthquake prone area. How do we ensure that house buildings are build according to “building by laws” and how will it also benefit our state by replacing the non-locals by our locals within a time frame of 1520 years and also instill the dignity of labor to our local labors, without which no policies will bring results. The best way to address this is to identify the construction firms in Nagaland and make policies to bring all the labors (be it local or non-local) under those construction firms. Once we have such policy implemented by the state government, all the labors will be under a platform where the government will be at ease to implement uniform rates where everyone will work under the law, it will also make it easier to

manage because of the share of responsibilities since the Municipal/Town Councils just have to keep a check on the construction firms within their jurisdiction. This will ensure that every labor is engaged and gets work to earn. This will also enable the construction firms to mix our local with the skilled non-locals which in turn will let our locals learn the skills and ideas of the non-locals and this will equipped our locals to compete by both skill and profession. This is also the best way to instill dignity of labor to our locals. The span of 0-15 years will be a time period of training and accommodating our locals into this profession. With such kind of policy, it will also encourage for establishment of construction companies in our state by entrepreneurs, which will directly boost our economy and generate employment.

This will not only benefit the labors but engineers, architects, interior designers, managers and many more. In fact how many unemployed engineers we have already in our state? With this kind of policy, it will also help the government in curbing even the influx of illegal immigrants because of the fact that big chunk of non-local labors are illegal immigrants. The idea is very simple, come up with such kind of policy and implement after a proper research and identifying potential existing construction firms. How hectic it will be to check all the labors by Municipal/Town Councils? Just direct them to the construction firms and take report from the firms. This will also ensure that our citizens who are constructing houses have a safe house built according to “building by laws”. If we have such an effective policy, within a span of 15-20 years majority of the

skill labors in construction sector will be locals. How much amount of money can be saved from going out of our state if majority of the labors are locals? How many thousand people will be able to earn their livelihood if we come up with such policy? How many problems it will help ease if such kind of policy is implemented? It is not that we don’t want or hate the non-locals, but look at the economy of their states and our state. Why not we help ourselves first and think about the others, if we don’t have enough to fill our belly how can we help others. NEW DELHI, NOV 26 (PTI): Bihar, Jharkhand and Uttar Pradesh have emerged as the poorest states in India, according to Niti Aayog’s first Multidimensional Poverty Index (MPI) report. As per the index, 51.91 per cent population of Bihar is poor, followed 42.16 per cent in Jharkhand, 37.79 per cent in Uttar Pradesh. While Madhya Pradesh (36.65 per cent) has been placed fourth in the index, Meghalaya (32.67 per cent) is at the fifth spot. Kerala (0.71 per cent), Goa (3.76 per cent), Sikkim (3.82 per cent), Tamil Nadu (4.89 per cent) and Punjab (5.59 per cent) have registered the lowest poverty across India and are at the bottom of the index. While among union territories (UTs), Dadra and Nagar Haveli ( 27.36 per cent), Jammu & Kashmir,

Air pollution levels in Delhi up again The air quality in the capital has remained very poor or severe on most of the days in November so far. Delhi recorded lowest air pollution levels -- in terms of 24-hour average quality index -- on November 1 (AQI 281) followed by November 23 (AQI 290). He pointed out that on account of partial lifting of the ban on recruitment, the department would carry out recruitment drive for filling up the vacancies at

He mentioned that the department, however, followed the draft Service Rules framed in 2014 for Gazetted and non-Gazetted officers of village guards (VGs) with respect to their promotions and other service matters. He said there was no question of not ensuring equal opportunities of village guards in Phek. Patton clarified that there were no sanctioned posts for subedar and subedar major in Meluri and therefore personnel who were promoted had to be sent to other districts. He said the commissioner had sent a proposal for creation of two posts for the districts of Meluri and Longleng and that the department would be able to look into the matters raised after the application was cleared. Yitachu had earlier mentioned that although the VG set-up was not well organised, the personnel were disciplined and had been performing well not just in security related issues but even in border areas. Addressing the media at his office, Som Kamei said that Nagaland postal division has around 11 service users who used bulk services from the postal department primarily comprising of government sectors. In this regard, he informed that the signing of agreement with a private enterprise such as Ilandlo was a first of its kind in the state and encouraged other e-commerce entrepreneurs to avail the offer. The situation in Karnataka, one of the major tomato growing regions, is so “grim” that the vegetable is being sent from Maharashtra’s Nashik, it said, pointing to on-ground interactions. Crisil Research said standing crops have been damaged because of excess rains in Karnataka (105 per cent above normal), Andhra Pradesh (40 per cent above normal) and Maharashtra (22 per cent) which are key suppliers during OctoberDecember period. Prices have risen 142 per cent as on November 25 and will remain elevated for two more months till harvest from Madhya Pradesh and Rajasthan starts reaching the markets from January, it said. The company demonstrated Enhanced Mobile Broadband (eMBB), Fixed Wireless Access (FWA) and remote diagnostics use cases as part of 5G trials. The 5G trial network has been set up by Vi on the allocated 3.5 GHz mid band and 26 GHz mmWave band in Pune. Ericsson has already deployed 5G in 98 live networks across the world. It deploys Ericsson Radios and Ericsson Dual Mode Core based on cloud native technology comprising of 5G SA, 5G NSA & LTE packet core functions. “While previous generations of mobile technology were centered around consumer and personal communications, 5G will serve consumers and enterprises and will enable India to unlock the potential of Industry 4.0 for India,” said Amarjeet Singh, Vice President, Ericsson.

KYIV, NOV 26 (AGENCIES): President Volodymyr Zelenskiy on Friday said Ukraine had uncovered a plot to overthrow his government next week involving individuals from Russia, although he declined to say whether he thought the Kremlin was behind it. MOSCOW, NOV 26 (AP): Rescuers have found a survivor in a Siberian coal mine where dozens of miners are presumed dead after a devastating methane explosion, a top local official announced Friday. Sergei Tsivilyov, governor of the Kemerovo region where the mine is located, said on the messaging app Telegram that the survivor was found in the Listvyazhnaya mine in southwestern Siberia, and “he is being taken to the hospital.” Acting Emergency Minister Alexander Chupriyan said the man found in the mine was rescuer Alexander Zakovryashin who had been presumed dead. “I can consider it a miracle,” Chupriyan said.
