Jharkhand chief minister Hemant Soren requested the Ministry of Home Affairs (MHA) to waive off an alleged debt of Rs10,000 crore on Jharkhand to be paid in exchange of the deployment of central security forces in the Left Wing Extremism (LWE) affected districts of the tribal State. Soren said that the demand for money in exchange of providing security forces to the states was “unbecoming” of the Centre as the states and the Centre were unitedly fighting against the LWE menace. “Following the ideology of cooperative federalism, the states and the Centre should jointly work against left wing extremism,” said Soren. “I have been informed that the Min-

istry of Home Affairs has raised a bill of Rs10,000 crore for providing Central security forces to Jharkhand. I would request the centre to write-off this bill and refrain from raising such bills in future as well,” he added. Maharashtra chief minister Uddhav Thackeray urged the Centre to provide Rs 1,200 crore, saying the government would spend funds on erecting more mobile towers to improve connectivity, especially in forests, build additional schools and roads and also procure modern gadgets to deal with the LWE menace. In addition, Thackeray proposed to utilise the Central funds to undertake initiatives such as setting up new police checkposts and implement development schemes in Naxal-affected areas. Dr. Shiwoto Assumi passed away on Sunday. He is survived by his wife, three daughters and one son. The funeral of late Rev. Dr. Shiwoto Assumi will be held on September 27 at 11 a.m. at Eralibill (H/No. 65) village near Garo Baptist Church.

DIMAPUR, SEP 26 (NPN): Oil marketing companies on Sunday hiked diesel price by up to 25 paise across the country, the second increase in rates after the State-owned oil firms ended a three-week hiatus in rates following international oil prices surging to their highest since 2018. However, petrol price remained unchanged. Accordingly, diesel price was hiked to Rs. 91.19 a litre in Dimapur and Rs. 91.99 a litre in Kohima. In the national capital, diesel now cost Rs. 89.07 a litre. State-owned Indian Oil Corp., Bharat Petroleum Corp. Ltd. and Hindustan

Petroleum Corp. Ltd. had on September 24 resumed daily price revision, ending the pause in rates hit since September 5. On September 24, diesel rates were hiked by 20 paise a litre. The price of petrol and diesel in the international market has risen by around $6-7 per barrel this month as compared to average prices during August. But oil companies, which are supposed to revise prices daily in line with the cost, did not change rates for almost three weeks. They have now started to pass on the increase to customers.

India is now in endemic stage, 3rd wave could be small, say virologists PUNE, SEP 26 (AGENCIES): Amid rising speculations about a possible third wave in India, virologists on Sunday said that if another wave of the deadly COVID-19 comes in, it is not going to be as devastating as the second wave, which had hit the country earlier this year. Dr Gagandeep Kang, a member of the Covid-19 working group and professor at Christian Medical College, Vellore, told Times of India she could not really see a large third wave in the next couple of months with the existing variants. But, she said, there could be small waves limited to certain geographies. “Delhi, in all probability, had four waves. A wave is an increase in cases followed by a decrease in a relatively short period in a defined geography. We are unlikely to see a sharp spike in cases in the third wave as in the case of the second because of lower number of susceptible people and no new variants,” she said. Kang said she was not saying there would not be a third wave even with the existing variants, but it would

be a smaller one in smaller geographies. She said earlier, there were a lot of infections and a large number of people fell sick because everyone was susceptible. “Now, with fewer susceptible people, there would be an increase in infection without an increase in people getting sick. This is a decoupling between the infection and the disease because of people being protected from severe disease owing to prior infection or vaccination,” she said. Kang said an endemic was a disease that was consistently present at high or low frequency, which might differ in different geographies. “Given the virus has been there for over 18 months, with two-thirds of the population already infected by June/July and

the continuing cases, we can reasonably say we have reached the endemic stage,” she said. Kang said a rise in the number of cases even in an endemic disease hinged on environment conditions and behaviour changes. Seasonal fluctuations, too, affect an endemic disease. Jacob John, another virologist, said, “We are in an endemic phase with numbers without many ups and downs for 12 weeks or 3 months. He said a wave in near future was possible only if a new variant more transmissible than Delta emerged. Epidemiologist Giridhar Babu said interpretation of terms such as endemicity was bound to be subjective and it needed clear definitions to track Covid’s next phase.

to 31150. The death toll remained unchanged at 662 (including 15 non-Covid deaths but with positivity). PTI: India saw a single-day rise of 28,326 new Covid infections, taking the country’s total tally of cases to 3,36,52,745, according to the Union Health Ministry data updated on Sunday.

The death toll climbed to 4,46,918 with 260 daily fatalities, according to the data updated at 8 am. The active cases have increased to 3,03,476, comprising 0.90 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 97.77 per cent, the ministry said

It may be mentioned that the Dimapur electrical division on September 22 informed that the department would be carrying out raid and disconnection drive for non-payment of electricity bills and all other illegal activities like meter tampering and hooking for all categories of consumers within its jurisdiction without further notice. In August last, the department had said that consumers in Dimapur increased from 1.07 lakh in 2018-19 to 1.11 lakh in 2021-22 while factors responsible for revenue gap were-- power theft (20%), no meter reading (40%) and non-payment of electricity bill (40%).

Students’ Union, urged the state government to heed to their demand to lay asphalt, construct proper drains and build new bridges in place of old/weak ones by October 2021, failing which they threatened to initiate their own course of action wherein the government would be held responsible for any eventuality whatsoever. A sub-divisional headquarter covering three ranges-- Jangpetkong, Japukong and Tzürangkong, they said Mangkolemba town was connected by the 11-km road with Mariani-Mokokchung road (NH702-D) at Longnak, which was a lifeline not only for residents of the town but also a large part of the sub-division as many villages could be reached via this road. They stressed that keeping the road in good condition was paramount as Mangkolemba sub-division

Asserting that the road had been neglected for many years leading to its current dilapidated condition, they said the first black topping was done way back in 1986. Thereafter, the road did not see another major repairing. They regretted that despite several reminders to the state government, no action had been initiated till date as the government turned a deaf ear to their pleas. Given the situation, they warned that widespread public outrage was inevitable due to discontentment over the prejudiced and adamant attitude of the government.

IMPHAL, SEP 26 (NPN): Manipur government has recommended handing over the case of abduction and subsequent murder of former president of ZeliangrongBaudi (AMN) Athaun Abonmai to National Investigation Agency (NIA). In a letter to the Union home ministry, the state government said in view of the sensitive nature of the case and possible inter-State ramifications, it felt that the case was fit for NIA to probe. It requested the Union ministry to issue necessary instruction in this regard. DC, SP transferred: The State government transferred both deputy commissioner and superintendent of police of Tamenglong district. While DC Armstrong Pame was transferred as spl. secretary (RD&PR/ power), Kamjong district DC Hungyo Worshang has been posted as the new DC of Tamenglong.

Similarly, Tamenglong SP Mohurle Sandip Gopaldas has been transferred and posted as SP (CIDTechnical), with Anupam replacing him as the new SP of the district, according to an order of the government issued on Sunday. The transfer of DC and SP came a few hours after leaders of ‘Joint Action Committee (JAC) Against the Brutal Murder of Shri Athuan Abonmai’ and family members met chief minister N Biren Singh on Sunday. During the meeting, in which chief secretary and senior police officials were also present, Singh reportedly shared a detailed account of the actions initiated by the State government to book the perpetrators of the crime. “Fulfilling one of the demands from the JAC, I have also assured various assistance for the bereaved family,” Singh wrote in his Facebook page.

DIMAPUR, SEP 26 (NPN): Insupersession to the Regional Transport Authority (RTA) notification of October 9, 2020, deputy commissioner and Kohima RTA chairman Gregory Thejawelie has notified the stretch from New NST to Khuochiezhie (local ground) North Gate via Razhu Point in the State Capital as “no parking zone” with effect from October 1, 2021. Alternate parking space has been provided at the City Centre site (Old MLA Hostel) and Khuochiezie North Gallery area. Public have been requested to adhere to the revised traffic rules. As per the new rules, previous traffic permits allocated within the notified no parking area stands cancelled and 8 pm to 6 am has been fixed as the permitted timing for loading and unloading of goods. Likewise, on-street parking is not permitted from 6 a.m. to 8 p.m., while no parking will be allowed outside the entrances of DC’s office, commissioner’s office and SBI office for smooth flow of traffic. Sea level rose 3.1 mm each year between 1993 and 2020: Report NEW DELHI, SEP 26 (AGENCIES): The global ocean, which covers 71 per cent of the Earth’s surface and regulates the Earth’s climate and sustains life, is undergoing severe changes from natural variations, over-exploitation and anthropogenic influences, a new report has flagged. According to DownToEarth, these changes caused the sea level to rise by 3.1 millimeters each year on an average from January 1993 through May 2020, according to the report The

Ocean State Report 5 by the Copernicus Marine Environmental Monitoring Service. According to the report, between January 1993 and May 2020, the warming of the world’s oceans and melting land ice caused sea levels to rise by 2.5 mm per year in the Mediterranean; 4.5 mm per year in Baltic Sea; 4.2 mm per year in western Pacific Islands; 1.7 mm per year in the Black Sea; 3.6 mm per year in the Iberian Biscay Ireland Seas; 2.9 mm per year in the

North West Shelf; 3.5 mm per year Central Pacific Islands and 3.4 mm per year in Pacific Islands (total area). The report showed that warming ocean waters have caused many marine species to move towards cooler waters; this migration has led to the introduction of non-native and invasive species to different marine ecosystems. Increasing temperatures in the eastern Mediterranean basin saw the lionfish (Pterois miles) entering the Mediterranean Sea from the

Suez Canal to the Ionian Sea. A series of unprecedented and strong Acqua Alta (high water) events occurred in Venice in 2019, which contributed by an unusually high mean sea level, a high spring tide and extreme local and regional weather conditions. Water levels rose to 1.89 metres, the highest recorded level since 1966, flooding 50 per cent of the city between November 11 and 18, 2019. In the Arctic, sea ice is steadily decreasing; in

September 2019, sea ice followed a decreasing trend of -12.89 per cent per decade — a record low in sea ice extent in the last two years. Around 50 per cent of Earth’s oxygen production takes place in the ocean, sustaining marine life cycles. This is threatened by growing human activities leading to climate change and eutrophication. This deoxygenates the oceans and seas and has adverse consequences on the marine life. New tools, technologies to monitor warming

ocean: Ocean temperature is increasing, influencing catches and marine species migration. Human pollution and overexploitation are affecting seawater quality, creating the need for a new indicator to measure seawater conditions. The report suggested new tools for monitoring ocean changes: Forecast alert systems in Malta, prediction models for jellyfish blooms in the Mediterranean Sea and real-time monitoring programmes for tailored sea ice data.

These tools can help scientists and policy-makers adapt to a changing ocean on a local, regional and global scale. The new Maltese tracking system provides alerts and near-real-time evolution of potentially extreme ocean and weather conditions. In 2019, it helped local authorities improve land and marine protection, providing guidance for safe ocean navigation and relaying critical information to emergency units during severe ocean and weather events. DIMAPUR: Dimapur Bengali Samaj (DBS) has mourned the demise of Prof. and HoD, Dept of Bengali, Dimapur Government College, Debasish Dutta (Retd), who passed away on September 25 at Nursing Home in Guwahati. In a condolence note, DBS stated that late Dutta joined Dimapur College as a lecturer in the year 1969 and served the society in multiple ways. He was chief advisor of Dimapur Bengali Samaj and did a lot to promote art culture and literature in Nagaland and the North East. GNF, TSU condemn killing of former ZB (AMN) president DIMAPUR: Global Naga Forum (GNF) and Tening Students’ Union (TSU) have strongly condemned the killing of former president of Zeliangrong Baudi (AMN) Athuan Abonmai, who was reportedly abducted and killed on September 22. GNF media cell described as “intolerable abomination” the abduction and murder of Athuan Abonmai. The forum stated that the murder of “Athuan Abonmai and others like it debase our common humanity; they make animals of us all”. “They dehumanize not just the victims, who are treated like animals, but the perpetrators too, who turn themselves into animals by acting with such wanton cruelty”, the forum stated. Noting that Naga people’s long str uggle for freedom and selfdetermination has experienced disagreements, d i v i s i o n s, a n d t r a g i c enmities, the forum said it is time to start resolving the problems through

non-violent negotiations and peaceful processes of healing. Further, the forum conveyed condolences to the wife, children and family for the tragic loss and prayed for the departed soul to rest in peace. T S U : I n a condemnation note, TSU president Ngauphutlakbo Nrak and general secretary Kewiphibangbo Kambutta expressed outraged and anguished over the murder. The union expressed sadness and anger against such “abhorrent ferocity” committed against the victim in particular and the fellow citizens in general. College teacher among 6 behind Dholpur violence, says Assam CM

GUWAHATI, SEP 26 ( AGENCIES): A day after hinting at involvement of a “third force” at Dholpur, Assam CM Himanta Biswa Sarma on Saturday said the government has identified six people, including a college teacher, who “mobilised people and created havoc” resulting in the death of two persons in police firing and also left nine policemen injured, reports Times of India. Pointing fingers at Popular Front of India (PFI), Sarma said, “A day before the incident, PFI members visited Dholpur in the name of carrying food items for evicted families. They will be brought under investigation. The government of Assam had already sent a dossier to the Centre seeking a total ban on PFI.” “We have the names of six persons. Various evidence are now emerging, implicating certain people, including a lecturer,” Sarma said. He added that the government has clear evidence that these six people collected Rs 28 lakh in the past three months from the people of Dholpur, saying they will convince the gov-

Most of these people evicted have land and are not landless as a section of the national media has portrayed them to be,” he added. Aamsu president Rejaul Karim Sarkar told reporters on Saturday that the affected people were not given any land or compensation and those evicted are now living in temporary structures without proper drinking water or sanitation facilities. In the meanwhile, an All India United Democratic Front (AIUDF) on Saturday met Assam Governor Jagadish Mukhi and urged the government to ensure that a compensation of Rs 20 lakh be paid to the next of kin of those killed and Rs 10 lakh to those injured in the firing during the eviction drive. The AIUDF also sought a minimum of six bighas of land for farming and one bigha for homestead to be given as compensation to each evicted family.

Sarma said that a Tai Language Teaching Centre would be set up by the State Government for sustaining and popularising the language. Hindustan Aeronautics Limited (HAL) signed an agreement with Alliance Air to lease out two ‘made in India’ Dornier DO-228, a 16-seater aircraft, for operation in the state under the Centre’s UDAAN scheme, according to an official statement. Chief Minister Pema Khandu was present virtually when the agreement was inked. “It is a big leap in connectivity for Arunachal Pradesh,” Khandu said and thanked the Union Ministry of Civil Aviation, HAL and Alliance Air. The flights will start operation from Advanced Landing Grounds (ALGs) in phases. However, the dates of starting the services were not yet finalised. The chief minister expressed hope that all feasible ALGs in the North-eastern state would be connected with passenger air services in the days to come, the

Khandu said the civil passenger terminal buildings (PTB) at Ziro and Tuting are under construction and would be completed by the year-end. The chief minister suggested that till completion of the Hollongi Airport near state capital Itanagar which can be later used as the operational base for DO228 aircrafts, flight services connecting Tezu, Pasighat, Ziro, Tuting, Mechuka and Vijaynagar may be extended to Lilabari airport in Assam’s North Lakhimpur district so that passengers from the remote places coming to the state capital can get these flights.

NEW DELHI, SEP 26 (PTI): The Congress on Sunday asked all its workers, state unit chiefs and heads of frontal organizations to take part in the ‘Bharat Bandh’ called by farmer unions on September 27 to protest the Centre’s three agri laws. The Samyukta Kisan Morcha, the umbrella body of over 40 farm unions spearheading the farmers’ agitation, had earlier appealed to the people to join the bandh. C o n g r e s s ge n e r a l secretary (organization), K C Venugopal, said the Congress and its workers will extend our full support to the peaceful ‘Bharat Bandh’ called by farmer unions on Monday. “We believe in the right of our farmers and we will stand by them in their fight against the black farm laws,” he said in a tweet. “All PCC Presidents, Chiefs of Frontal Organizations are requested to go out in front with our Annadatas in their peaceful Bharat Bandh across the country,” Venugopal said. The government and farmer unions have held 11 rounds of talks so far, the last being on January 22, to break the deadlock and end the farmers’ protest. Ta l k s h ave n o t resumed following widespread violence during a tractor rally by protesting farmers on January 26. The three laws -- The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, The Far mers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020, and The Essential Commodities (Amendment) Act 2020 -- were passed by the Parliament in September last year. Farmer groups have alleged that these laws will end the ‘mandi’ and the MSP procurement systems and leave the farmers at the mercy of big corporates, even as the government has rejected these apprehensions as misplaced and asserted that these steps will help increase farmers’ income.

Surprise solution

here are many speculations doing the rounds after the Governor R.N. Ravi was shifted from Nagaland to Tamil Nadu and also after retired Intelligence Bureau director A.K. Mishra began holding talks with the NSCN (I-M). When Ravi was shifted, it was largely speculated that he will continue to hold the post of government of India’s Interlocutor since he has been instrumental in signing of the Framework Agreement with the NSCN (I-M) on August 3, 2015. He later followed it by signing the Agreed Position with the Working Committee (WC) of the NNPGs. What made Ravi’s continuance untenable at least for the government of India was because he irked the NSCN (I-M) with statements that were considered disparaging even at a time when everyone was required to be on board. Ravi also slammed his own government for not doing enough to check rampant taxations by whom he termed as “armed gangs”. The fact that the letter which Ravi wrote to the chief minister got leaked, was clear indication that the lines of battle had been drawn. Probably the government of India, notably the union home ministry wasn’t too pleased with the way Ravi precipitated the developments in displeasing the PDA coalition government (of which the BJP is a partner) and the NSCN (I-M). With a peeved state government and angry NPG, there was much speculations doing the rounds on how long Ravi will remain in Nagaland. According to what had been made known in 2019 by Ravi, all talks would officially conclude by October 31, 2019. Ravi’s announcement about conclusion of all official talks over the Naga political issue and that only a final agreement was awaited towards securing a solution, was good news for all. However, the NSCN (I-M) seemed to be telling Ravi not to rush so fast since there was the issue of Naga flag and constitution which it claimed, was encompassed within the FA and that without it there was no scope or hope of any settlement. While Ravi seemed to suggest that the demands could be addressed post-FA, the NSCN (I-M) wanted it to be part of the solution. This led to schism between the Interlocutor and the NSCN (I-M). All the while since the Ravi-NSCN (I-M) tiff took a serious turn with the latter refusing to have anything to do with the Interlocutor, the home ministry deputed A.K. Mishra to calm the storm. Mishra has been meeting with the Naga political groups besides the chief minister and his colleagues. To ensure that the efforts to reconnect all stakeholders succeeds, the ministry of home affairs also appointed Mishra as the Interlocutor to replace Ravi. Now that Ravi has also been relieved of the post of Interlocutor and Mishra appointed in his place; the clouds have moved away and reopened the path towards inking the final agreement. If Mishra’s appointment as the Interlocutor is to be any different then , would it mean he will differ with Ravi over flag and constitution?. If Mishra cannot override Ravi’s contention, then was the change only cosmetic? On the other hand, does Mishra have any other option to offer in order to broker solution? Even the formation of the United Democratic Alliance (UDA) comprising of all legislators of the 13th Nagaland Legislative Assembly (NLA) for the Naga political issue may not have impressed nor convinced most people but perhaps it is aligned with another perspective for solution and which will be unfolding in the days to come.

Never object to the intense sensitivity of the Spirit of God in you when He is instructing you down to the smallest detail. “First be reconciled to your brother….” Our Lord’s directive is simple— “First be reconciled….” He says, in effect, “Go back the way you came— the way indicated to you by the conviction given to you at the altar; have an attitude in your mind and soul toward the person who has something against you that makes reconciliation as natural as breathing.” Jesus does not mention the other person— He says for you to go. It is not a matter of your rights. The true mark of the saint is that he can waive his own rights and obey the Lord Jesus. “…and then come and offer your gift.” The process of reconciliation is clearly marked. First we have the heroic spirit of self-sacrifice, then the sudden restraint by the sensitivity of the Holy Spirit, and then we are stopped at the point of our conviction. This is followed by obedience to the Word of God, which builds an attitude or state of mind that places no blame on the one with whom you have been in the wrong. And finally there is the glad, simple, unhindered offering of your gift to God.

In a difficult situation, new methods are likely but it also has to be remembered that all Euro-US models of capital market should not be copied as the financial literacy is poor here and even in the most developed countries. Moreover, Indian society is far more complex and heterogeneous. A complicated system may not be a proper solution. Hiving off bad assets may be practical but settling those or reselling those for realization of dues is not easy and would have many complications as each of the cases are different. True, the nation will chart out its course. Setting the new course is not easy and none as of now has a clear idea how it would function. The country has to balance critical situations with well-thought of measures. Demonetisation had done lot of harms and had given a jolt to the economy. These new steps may have the capacity to give further jolts. While cajoling for foreign investments is a good idea along with make in India, but a self-sufficient amanirbhar economy would need much more.

The United Nations World Tourism Organisation (UNWTO) foresees that domestic tourism will return before international tourism and if managed well then this could benefit rural communities around the world. There is no doubt that tourism creates jobs, promotes local culture and products, works in the sustainable use and management of the environment, like marine resources, and improves measures to make tourism an inclusive experience for all. We know that 17 Sustainable Development Goals( SDGs) and the corresponding 169 SDG targets offer the world a

new direction, tourism can and must play a significant role in delivering sustainable solutions for people, the planet, prosperity and peace. Tourism has the potential to contribute, directly or indirectly to all of the goals. In particular, it has been included as targets in Goals 8, 12 and 14 on inclusive and sustainable economic growth, sustainable consumption and production (SCP) and the sustainable use of oceans and marine resources, respectively. The many important contributions of tourism encouraged the UNWTO to institute World Tourism Day in a meeting that took place in Spain, commencing the first celebration of the observance in the year 1980. This date was chosen to coincide with an important milestone in world tourism: the 10th anniversary of the adoption of the UNWTO Statutes

on 27th September 1970. This year’s theme and focus is on “Tourism for Inclusive Growth.” UNWTO is guiding the global sector towards inclusive recovery and growth and it ensures every part of the sector has a say in its future – including communities, minorities, youth and those who would otherwise be at risk of being left behind. António Guterres, the Secretary-General of the UN in his message said that “on World Tourism Day, we recognize the power and potential of tourism to advance prosperity and drive inclusive, sustainable development. The tourism sector touches almost every part of our economies and societies, enabling historically marginalized people and those at risk of being left behind to benefit from development that is local and direct.” “With many millions of livelihoods in

jeopardy, it is time to rethink, transform, and safely restart tourism. With the right safeguards in place, the tourism sector can provide decent jobs, helping to build resilient, sustainable, gender-equal, inclusive economies and societies that work for everyone. This means targeted action and investment to shift towards green tourism – with high emitting sectors, including air and sea transport and hospitality, moving towards carbon neutrality”, he added . There are many challenges ahead as the sector already faced many challenges after the pandemic and starting of lock down and travel restrictions. The impact of the COVID-19 pandemic on tourism could result in a more than $4 trillion loss to the global economy and tourism experts do not expect a return to pre-COVID arrival levels until 2023 or later.

Developing countries have borne the biggest brunt of the pandemic’s impact on tourism due to the absence of widespread COVID-19 vaccinations. They suffered the largest reductions in tourist arrivals in 2020, estimated at between 60% and 80%. The constant growth of the tourism sector during the last six decades reflects more progressive access to tourism thanks to the decline in the cost of transport and the worldwide growth of the middle classes. Post pandemic the domestic tourist shall increase in many parts which should be beneficial for many rural communities of the north eastern region. The promotion of tourism is the responsibility of each and every one of us. As this year’s theme is focused on inclusive growth, we have to make sure that many people and commu-

nities benefit from it. We know that tourism allows people to experience some of the world’s cultural and natural riches and brings people closer to each other, highlighting our common humanity. Let us take the opportunity of the day and rethink and innovate ideas to engage more people in tourism for achieving sustainable development and it means giving everybody a say in how tourism shapes the future of our societies and our planet. We can make tourism an engine for prosperity and also a vehicle of integration. We should encourage responsible tourism so that we can protect our planet as it has already faced challenges from climate change. World Peace: An approach to the concept of living together (From previous issue...) It may be said that we are teaching philosophy in universities and colleges but they have no desired effects. We teach philosophy and morality for a job and not for true learning and practice of value system. Educational system throughout the world has to undergo change. By saying this I do not wish to cast any aspersion on any person for the failure of the system of ideas. We teach philosophy for livelihood. But we forget that philosophy and religious values are to do a great deal to improve the quality of human being by way of providing guiding light and compass for cosmic welfare. Ancient Indian Vedas, Upanishads and Bhagavad-Gita are storehouses of moral ideals and ideas. I n d i a n p h i l o s o p hy is not only a system of knowledge and enquiry but create value systems. For example, Saha nau avatu, Saha nau bhau manaktu (Let all be protected and let all be saved). This means prayer for the good of all. I may be permitted to say that throughout the world the objective of education seems to be to earn more and more money and enjoy life. I may be excused for saying this. Education as a system and medium for positive transformation has failed like any other systems. It is usually believed that philosophy started in the

western world with Socrates, Plato and Aristotle. But I wish to say in this connection that Indian philosophy started with the Rig Veda. The first line of Rig Veda is that I am offering prayer to Almighty God with fire. The Vedas are 4 in number: Rig, Sama, Yajur and Atharva. It will not be an exaggeration to say that Vedas are first books in the world. This is true as a matter of fact. After the Vedas, the period of Upanishad started. The literal meaning of Upanishad is: knowledge obtained by sitting at the feet of the teacher. After the Upanishad the philosophical systems building started. Historically speaking, Indian philosophical systems are older than ancient Greek tradition initiated by Socrates, Plato and Aristotle. It will not be wrong to say that metaphysical systems building started first in India. Six systems of Indian philosophy were created and developed by ancient Indian scholars. The six systems are Sankhya-Yoga, Nyaya-Vaisesika, Purva-Mimamsa, Uttara-Mimamsa and Carvak system or otherwise known as Indian material system. Further, philosophy of language was started very early in India by Bhatrihari. I may be kindly be excused to state in this connection that the contemporary philosophy known as linguistic or conceptual analysis, dialectical materialism and pragma-

tism etc. have their roots in ancient Indian philosophical system. Bhatrihari’s commentary is an outstanding works on philosophy of language much before western linguistic analysts. By saying this I am not saying contemporary western philosophy is inferior to Indian philosophy. But what i wish to point out is that ancient Indian philosophy is more comprehensive and started much before contemporary western philosophy. What I am driving at is that for the good of all humans, unfortunately this part is never highlighted because of various reasons. Panini, Patanjali, Bhatrihari and many others are comparable to Gilbert Ryle, Wittgenstein, John Austin, A.J. Ayer etc. As a matter of fact linguistic analysis started in India much before the western philosophers. This claim is well grounded. Carvad philosophy tells this way: Yavaj gigee sukhan jige rua kautya ghitam, bhasaya sarirasya punara danan autah. (Live happily, so long as you live. If possible and necessary take ghee by borrowing money for the simple reason that once you die, you will never come back. Before hedonistic philosophy started in Europe, Carvak already started hedonism in India. But such philosophy is not good for the survival of all beings. Therefore, only Carvak philosophy is not recommended for ethical

and spiritual living for humankimd. It may not be out of place to mention here that Europeans came to India for trade and commerce, but in due course of time, some European scholars collected Sanskrit works and scholar like Max Mueller translated Sanskrit works into English. Max Mueller is the first person who made Sanskrit popular among Europeans. In order to strengthen the idea of happy coexistence among all humans I suggest that Sanskrit language and philosophy should be taught together. As a matter of fact, Indian scholars went to oblivion of some of the great ideas discovered by their ancient thinkers. Similarly, if any such great ideas are forgotten or declined into oblivion by any society or community, efforts should be made to retrieve them for the benefit of all humankind. Time has come to discover such ancient ideas and ideals of living together from all the ancient civilizations which are possibly buried or forgotten overtime. All schools of thought like Monism, Dualism and Pluralism developed in ancient Indian tradition. Monism of Sankara, Dualism by Sankhya-Yoga and Pluralism by Nyaya-Visesika are well known. All of them emphasize the oneness of all existences including the cosmos. As stated earlier

Carvak philosophy is more ancient than hedonism introduced by John Stuart Mill and Jeremy Bentham. But its ethics is not for the harmony and balance of all beings. In contemporary period, India has again produced philosophers and saints of world class like Jiddu Krishnamurty, Swami Vivekananda, Aurobindo Ghosh, S. R Bhatt and some others are well known. Prof. S.R. Bhatt’s interpretation of Indian philosophical tradition with regard to ethical living is not I and thou’ but ‘I and we’ is very significant. Unfortunately even in India these great philosophers and saints are not studied and researched properly in many universi-

ties and colleges. Therefore, I would conclude by saying that time has come to study all great philosophers and saints of the world so that we can enrich and enhance our common storehouses of knowledge of the world. Such knowledge and wisdom of the world should be taught in all schools and universities of the world to shape and mould future generations to live together as one human family along with other living beings on this fragile earth as all are interconnected and interdependent. In his monthly ‘Mann Ki Baat’ radio address, Modi said the festival season is approaching and when the whole country will celebrate ‘Maryada Purshottam’ Shri Ram’s victory over evil, people should remember the fight against Covid also. “Team India is creating several records daily on this front. Several records have been created in the vaccination drive which are being discussed globally,” Modi said. “We not only have to get the vaccine administered when it’s our turn, but we also have to ensure that no one is left out of this circle of safety,” he said. Notably, Maharashtra Chief Minister Uddhav Thackeray has said cinema halls and drama theatres in the state will be permitted to operate from October 22 on the condition that they follow all the protocols required to prevent the spread of coronavirus. In his weekly column ‘Rokhthok’ in the Sena mouthpiece Saamana, Raut, who is the executive editor of the Marathi daily, said the opposition party (BJP) in Maharashtra has “crossed all limits”. “Every day, BJP leader Kirit Somaiya levels new allegations against different state ministers and visits their constituencies. I feel the state government shouldn’t stop his tours. His allegations are like soap bubbles. Maharashtra BJP chief Chandrakant Patil has a different style,” he quipped. “Even though the COVID-19 pandemic and restrictions continue, political entertainment programmes are on in the country. In all, there is fun everywhere...there is mystery and comedy in the entertainment that is being provided by the opposition party. CJI Ramana backs demand for 50% reservation for women in judiciary

NEW DELHI, SEP 26 (AGENCIES): Chief Justice of India (CJI) NV Ramana called for 50 per cent reservation for women in all levels of the judiciary and also demanded reservation across all law colleges in the country. He was speaking at an event, organised by the Lady Advocates of Supreme Court on Sunday, in honour of the nine newly appointed judges, reports India Today. The Chief Justice said that after thousands of years of oppression, women need 50 per cent reservation in the judiciary. He informed that in lower levels, women’s representation was below 30 per cent. In High Courts and in the Supreme Court, it is around 11-12 per cent, he said. “There is a need to strongly recommend supporting the demand for some percentage reservation in all law schools in the country,” CJI NV Ramana said while addressing the women lawyers of the Supreme Court. “It’s a women’s right. difficult to have 50 per cent reservation because women have a lot of problems but that’s not correct. “I do agree that there is an uncomfortable environment, lack of infrastructure, crowded courtrooms, lack of washrooms, lack of creches and lack of sitting places, which are some of the major issues which are unfriendly to the women lawyers in the system,” he said. “In 6,000 courts across the country, 22 per cent of them do not have separate toilets (for women) and even lady officers also have to suffer from this,” the CJI said, adding, “So these are the ground realities which we have to tackle immediately and that is the reason why I am proposing certain issues to the executive to take and correct this.” The CJI also informed that the Supreme Court was considering the possibility of resuming direct hearings in courtrooms. He said that the court was more worried about the health of the lawyers and was, thus, keeping a track of medical guidelines related to the Covid-19 pandemic.

According to sources, the Commissioner inspected the crime scene -- the courtroom -- where the shootout took place.

On Friday, in an incident that seemed ripped from a Bollywood potboiler, Gogi was shot dead in a courtroom by two gangsters from the rival ‘Tilu’ gang, dressed in lawyers’ garb. Asthana also reviewed the security arrangements of the Court complex. “He stayed for at least one hour at the court premises,” sources said adding that he also spoke to his team and the lawyers present there. Gogi was on Delhi Police’s most-

wanted list and he was also an accused in dozens of cases - including murder, kidnapping, and fraud - in other states. His gang was also involved in crimes such as possession of illegal arms, carjacking, and land grabbing. The two assailants were subsequently shot dead by three commandos of 3rd Battalion of Delhi Armed Police as the incident led to chaos and panic in the courtroom where the judge had commenced proceedings.

New Rs 7,270 cr scheme for road safety in 14 states are Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana and Assam. “This is an output and outcome-driven scheme wherein the performance of the states will be assessed on 11 mandatory and three elective indicators (road safety interventions). The grants will be distributed to the states based on the Key Performance Indicators,” top official sources told PTI. The preliminary project repor t prepared by MoRTH says the Motor Vehicle Amendment Act (2019) was brought in as an important intervention to achieve the fatality reduction target. “ To l e v e r a g e t h e strengthened law, it is necessary to have focused interventions in the related areas of road safety like road engineering, enforcement, road safety advocacy and media campaigns and efficient emergency response systems. The states need to be supported to act on result-oriented strategies. Hence the new scheme,” the sources said.

AMARAVATI, SEP 26 (PTI): The Union Ministry of Road Transport and Highways (MoRTH) is all set to roll out a new Rs 7,270 crore State Support Programme for Strengthening Road Safety to help realise the vision of ‘Zero road fatalities on Indian roads.’ The centrally-sponsored six-year programme will be implemented in 14 states that are now contributing to 85 per cent of the total road fatalities in the country. While MoRTH will lend a budgetary support of Rs 3,635 crore, an amount of Rs 1,818 crore will be secured as loan each from the World Bank and the Asian Development Bank. Of the total cost, Rs 6,725 crore will be disbursed to the 14 states based on their performance while MoRTH will use Rs 545 crore for capacity building activities. The scheme will incentivise state governments to drive road safety interventions at the grassroots level with the main objective of curbing road accidents and achieving a reduction in fatalities, the MoRTH said in a concept note circulated to the target states. India needs 4-5 more SBI sized banks: FM MUMBAI, SEP 26 (IANS): India needs a lot more banks and a lot more large sized ones to meet the growing needs of the country needs in the path of making a smart recovery post pandemic disruptions, Finance Minister Nirmala Sitharaman said on Sunday. Speaking at 74th Annual General Meeting of Indian Banks’ Association at Mumbai, Sitharaman said there was an urgent need to scale up banking to meet the growing needs of the industry and also to ensure that all economic centres of the country are covered with at least one physical or digital banking presence. “We need to scale up banking. The need is for at least four-five more SBI sized banks,” she said, while reminding that the amalgamation exercise among public sector banks have helped in moving ahead with creation of

Nirmala Sitharaman large banks. Having done two rounds of bank consolidation earlier, the Central government in 2019 decided to merge six disparate and weak PSBs into four in one stroke. Accordingly, Punjab National Bank (PNB) took over Oriental Bank of Commerce and United Bank of India; Allahabad Bank became part of Indian Bank; Canara Bank subsumed Syndicate Bank; and Andhra Bank and Corporation Bank merged with Union Bank of India. Sitharaman lauded the efforts of the PSBs to see through that the amalgamation of banks during the pandemic period was completed without any inconvenience to customers. She said that that in the post pandemic world, hanks would need to change their mindset and the way they conduct their businesses. Digitisation, the Finance Minister said has changed a lot of how businesses are done and banks will now need to think futuristically and keep pace with evolving technology. Sitharaman also asked the IBA to conduct a digitised mapping of each district of the country with regard to presence of bank branch operation and their location. This, she said, would help to plug areas

NEW DELHI, SEP 26 (IANS): The Centre has approved capital projects worth Rs 2,903.80 crore in eight states. According to the Ministry of Finance, the projects have been approved under a scheme titled ‘Special Assistance to States for Capital Expenditure for 2021-22’. Besides, the ministry has released an amount of Rs 1,393.83 crore to these states, namely Bihar, Chhattisgarh, Himachal Pradesh, Madhya Pradesh, Maharashtra, Punjab, Sikkim and Telangana. The scheme was launched in April 2021 to provide resources to the state governments in the wake of the second wave of the Covid-19 pandemic. It aims to provide a special assistance to the state governments in the form of a 50-year interest free loan up to an overall sum not exceeding Rs 15,000 crore during FY22.

17.1 mn workers of unorganised sector register on e-Shram portal: Labour Min NEW DELHI, SEP 26 (PTI): Over 1.71 crore workers from the unorganised sector have been registered on the e-Shram portal in the last one month since its launch on August 26, 2021. “Completion of one month of launch of e-Shram portal marks with the registration of more than 1.71 crores workers from the unorganised sector and in unorganised employment,” a labour ministry statement said. As of September 25, the statement said, as many as 1,71,59,743 workers have registered on the portal. The e-Shram portal was inaugurated on August 26, 2021 by the Union Labour and Employment Minister Bhupender Yadav. The portal is the firstever national database of unorganised workers including migrant workers, construction workers, gig and platform workers. It facilitates extending

benefits of social sector schemes to the workers in the unorganised sector. The data shows that the drive has strengthened with the mobilisation of workers achieving a greater mile each week. In this first week, 13.55 lakh informal workers registered on the portal. Compared to the 2nd week with over 19.52 lakh registration, in the third and the fourth week, the enrolments gained exponentially. In week 4, over 69.53 lakh workers registered on the e-Shram portal while it was 68.97 lakh in third week. Interestingly, almost 50 per cent of the workers registered so far are female. There has been week-onweek improvement in the percentage of female workforce, registering themselves on e-Shram portal, the statement said. The share of women workers drastically improved from around 37 per

cent in first week to almost 50 per cent in the latest week,i.e. week four. Data analysis based on the last week showed that a substantial proportion of women workers in domestic work are getting themselves registered on the portal. This is one category of occupation where women outnumber men. Besides, women form substantial proportion of workforce in sectors like agriculture as labourers, food industries as helpers and machine operators, apparel industry as helpers and tailors and also in small scale units of tobacco/ beedi rolling and as ASHAs/ ANMs in the healthcare industry. Therefore, it would not be wrong to assume that most vulnerable groups of women are insured under various protection schemes accruing from registration at the portal, the ministry said.

The investment banking group analyst report had projected that the government could own 26 per cent of VIL at the end of four-year period, if the telco chooses to pay the cumulative interest of Rs 9,000 crore through equity. Takkar said that from the company’s perspective exercising equity option for interest payment is the least area that has been its focus and VIL is committed to running the company.

NEW DELHI, SEP 26 (PTI): The government has given an option to telcos to pay back interest on dues through equity and also conveyed that it has no interest in acquiring any telecom company, a top official of debt-ridden Vodafone Idea has said. Vodafone Idea Ltd (VIL) Managing Director and CEO Ravinder Takkar in an interview to PTI said it is clear that the government wants the company to compete in the market and there should be at least three private service providers in the telecom sector. “I have had many many interactions across various parts of the government leading up to this announcement (telecom reforms). For long, the Indian and Chinese sides have adhered to a well-understood distinction between resolving the boundary question and managing border affairs,” he said. “The 1988 understanding between our leaders was precisely for keeping the resolution of the boundary question on a track separate yet parallel to the bilateral relationship, with the maintenance of peace and tranquillity as the prerequisite,” he said. The Special Representatives mechanism, the Agreement on Political Parameters and Guiding Principles of 2005 and the threephase framework were all designed to work on the boundary question, “which we agreed was a complex and sensitive issue requiring time to work through,” Misri said. “This is the root cause of the tense situation along the borders. We advocate that we should address the boundary issue through peaceful negotiations and we don’t think that the border issue should be linked up to our bilateral ties,” he

said. But at the same for managing border affairs on a daily basis, the two countries had evolved a mechanism, “consisting of instruments such as the WMCC (Working Mechanism for Consultation and Coordination on India-China Border Affairs) and a succession of agreements, protocols and CBMs, in order to govern behaviour on the ground and ensure peace and tranquillity”. “A serious violation of peace and tranquillity in the border areas naturally requires us to apply our minds on the basis of established agreements, protocols and mechanisms to resolve it. As we do so, any attempt to confuse border affairs with the Boundary Question is a disservice to the work of those involved in finding solutions,” he said. This is why the Indian side has been consistently saying that the current issue is about restoring peace and tranquillity to the border areas and is not about the resolution of the larger Boundary Question, on which India’s stance has not changed, despite what happened last year, he said.

The first incident took place just after midnight, as Israeli forces raided the Jenin area in the northern West Bank. Gunmen opened fire at troops in the town of Burqin near Jenin after the troops encircled a building where suspects were hiding. The soldiers responded with fire, killing one of the gunmen, according to the statement.

Near Ramallah city in the central West Bank, Israeli troops killed three other armed suspects during fire exchanges, the spokesperson said, adding that three more Palestinians were arrested. In response to the killings, Hamas spokesman Abdel Latif al-Qanua warned in a statement the deaths of the Palestinians “will fuel the Palestinian protest and struggle by all means”. MANILA, SEP 26 (IANS): Four inmates were killed in a shootout on Sunday after they tried to escape from a prison in the Philippines’ Surigao del Sur province, jail authorities said. The Bureau of Jail Management and Penology said the incident occurred shortly at around 7 a.m. when at least 11 inmates took a jail personnel hostage, reports Xinhua news agency. The bureau added that the inmates allegedly took the firearms of the jail personnel at the gate and used them to fire at the jail guards. One of the inmates allegedly stabbed a jail guard using a blunt improvised weapon.

WASHINGTON, SEP 26 (IANS): A passenger train with over 100 people on board derailed in the US state of Montana, killing at least three people and injuring multiple others, local media reported. The Amtrak’s Empire Builder train travelling between Seattle and Chicago derailed at around 4 p.m. on Saturday evening, reports Xinhua news agency. There were about 147 passengers and 13 crew members on the train at that time, according to a statement by Amtrak. The exact number of the injured is undisclosed, the Liberty County Sheriff ’s Office told local media, adding that all the other passengers have been safely evacu-

Which kids are at highest risk from COVID?

lder children and kids with chronic diseases are those most likely to wind up in the hospital with COVID-19, researchers have found. Conditions such as obesity, diabetes and n e u r o l o g i c p r o b l e m s, among others, put kids at risk for severe COVID-19, according to a new U.S. study. “ T h e r e ’s a my t h circulating out there that children don’t get sick from COVID-19, and that’s kind of persisted throughout the pandemic. And I think our findings dispel that, and we can finally put that to bed,” said Dr. James Antoon, who led the study of U.S. kids and COVID-19. He is an assistant professor of pediatrics at Vanderbilt University in Nashville, Tenn. Antoon noted that one in five kids with COVID-19 seen in U.S. emergency departments are admitted to the hospital, and 21% of them require treatment in an intensive care unit, including mechanical ventilation. The most frequent complications of COVID-19 among children are pneumonia, vomiting and diarrhea. Asthma attacks are also common, Antoon said. For tunately, few

children die. “One concerning part of our finding is that children who are eligible to be vaccinated — those older than 12 — are most likely to have more severe disease,” Antoon said. “But it’s also the group that’s the leastvaccinated. We need to do a better job of vaccinating the children who are eligible, and then we also have to think carefully about how do we protect those children with comorbidities who are at very high risk for having severe COVID.” Antoon attributed the increase in pediatric cases to the return to school. “ C e r t a i n l y, w h e n children congregate they’re going to transmit the virus, and there’s definitely going to be increased transmission among children, which is going to correlate into more hospitalizations and

more severe disease,” he explained. W h e t h e r va c c i n e s should be mandated, especially as shots for younger children become ava i l a b l e, i s a t o u g h question, Antoon said, given the level of the antivaxxer movement in the United States. He added that vaccine mandates are nothing new in the United States, and said a COVID-19 shot should be added to the mix. “Preventing COVID-19 is much more effective than trying to treat it, because the treatments that we have are not as effective as the vaccines are in preventing severe disease or treating severe disease,” Antoon said. He also urged parents to make sure their kids get the flu shot and take common-sense steps to

avoid getting sick. “Even healthy children can end up in the hospital with COVID-19,” Antoon said. “To protect your children and the children around them, please have them vaccinated, wear masks and continue doing the things we know help prevent transmission of COVID.” For the study, Antoon’s team collected data on nearly 20,000 pediatric patients at 45 U.S. children’s hospitals. The researchers discovered that children who were in poor health due to chronic conditions — such as obesity, diabetes and neurologic problems — were more likely to have severe COVID-19 and need hospital care. This was especially true for older kids. Dr. David Katz is president of the True Health Initiative in Tulsa, Okla., which promotes preventing illness by living a healthy lifestyle. He reviewed the new study findings. “This paper highlights the importance of chronic health status to COVID outcomes in children — something already well established for adults,” Katz said. He noted that obesity and type 2 diabetes, which

add to COVID-19 risks, are a growing problem in children that intensified during the pandemic. “These conditions are all but completely preventable with lifestyle interventions,” Katz said. “If this is not an argument for urgent attention to health promotion programming for America’s children, it’s hard to imagine what would be.” Katz pointed out that the study data noted that while Black children and Hispanic children were less likely to be hospitalized than white youngsters in the United States, they were more likely to be severely ill if hospitalized. “This, clearly, has nothing to do with skin pigment or ethnicity, and ever ything to do with differential access and barriers to care,” he said. “Those with impaired access to care arrive later and sicker. Here we have a view of direct interactions between social determinants of health and the toll of the pandemic among our children. This, too, is modifiable; this, too, warrants an urgent, national response.” The findings were published online Sept. 15 in the Journal of Hospital Medicine.

Common vampire b a t s (Desmodus rotundus) form social bonds at the roost through sharing food and grooming. New research suggests that these bonds extend to foraging for blood.

To find out, Carter and his colleague Simon Ripperger of the Museum für Naturkunde in Berlin, built on previous research that uncovered a colony’s social network using bat backpacks. Tiny computer sensors glued to 50 female bats in Tolé, Panama, continuously registered proximity to other sensors both within the roost and outside, revealing when bats met up while foraging. Bat buds rarely left the roost together, suggesting that they don’t go on tightly coordinated hunts, Carter says. But bats with a history of associating with one another were more likely than strangers to meet up

in the field and likely feed together, the researchers found. Rendezvous with friends also lasted longer, on average, than other interactions. That was especially true for bats with many roost buddies. “These are more or less haphazard encounters,” Carter says. He suspects that the bats mostly forage alone, but when they encounter a friendly bat on a cow, for instance, they’ll feed together instead of fighting or flying off to find other food. Biting a new wound can take 10 to 40 minutes, Carter says, so sharing with a friend could save these bloodthirsty bats time and energy. (ScienceNews)
