ACAUT sets demands to curb illegal tax collection
D I M A P U R , M AY 2 7 (NPN): ACAUT Nagaland has expressed its appreciation and gratitude to governor Prof Jagdish Mukhi for exercising special power provided under Article 371(A) vis-à-vis law and order by issuing the comprehensive Home Department notification of 19 May 2022 with stringent directives to curb “illegal collection of money at check gates” throughout the State.
Claiming that it had always asserted that unabated taxation was one of the main causes of factionalism, ACAUT in a press release hoped that the latest notification against illegal taxation would lead to a step closer for Naga Political settlement. The group termed setting up of control room with 24×7 helpline numbers, constituting inspection teams in all districts and putting up prominent signage in
all check-gate as truly commendable strategic decisions. Meanwhile, as specific order was to be obtained from the Home Department for interstate check-gates to operate after May 31, 2022 ACAUT said it would like to ensure that there was no stone left unturned to implement this landmark notification. Hence, it placed forth 10-point charter of demands in public interest. (Cont’d on p-8)
ACAUT’S 10-POINT CHARTER OF DEMANDS 1. With the Goods and Services Tax (GST) imposed nationally since 2017 all other taxes are subsumed. The Nagaland State Goods and Services Tax (SGST) Department should ensure that no Act or law on taxation should not be in contravention with the Central GST. 2. The imposition of royalty and tax on forest and mineral items with transit permit (TP) from other states by both by the Department of Forest and the Department of Geology and Mining is unlawful in the first place and amounts to double taxation which should be done away with immediately. 3. The insistence of paper slip for entry of commercial vehicle with registration number at whichever check- gates serves as the information centre for tracking and sending SMS system for Illegal tax collection. Instead, GST e bill should be scanned and verified. 4. Any authorized
toll/tax levied should have services and facilities provided. For instance, the Department of Veterinary should have a quarantine for animals at the border check gates for issuing of the mandatory pass. 5. Any aggrieved party or individuals should now be able to send photo or video evidences anonymously in the given helpline numbers and email. CCTV should also be immediately installed in all authorized check gates. 6. The lessee system practiced by Municipal Councils in Nagaland, should henceforth be done away completely. 7. The Divisional Bench should uphold the 18/5/2022 Home Department Notification, to make it a statutory judgment to serve as a precedent in all cases related to illegal taxation in Nagaland. 8. The police should be given more teeth and power by the State by legislating an Act like the ‘Maharashtra Crime Control
Act’ and ‘Uttar Pradesh Goondas Act’ to act as a deterrent. 9. The High Powered Commission (HPC) headed by Justice H K Sema was the outcome of the ACAUT Public Rally in 2013 and had submitted its detailed report in 2015, with findings and recommendations which should now be intra vires for any investigation or legal proceeding and in policy making for the whole gamut of illegal taxation in the State of Nagaland. 10. Other than deployment of normal personnel and officers, a dedicated unit, comprising of upright police personnel along with magistrates in a particular district may be tasked for overseeing the enforcement of the Home department Notification, adequately backed with ground mobile police squad for patrolling within zones in a district. Special police units of two or more districts may be placed under the rank of a senior SP or a DIG.

SH, AKM, CNSA back Nagaland leaders for speaking for Naga political solution D I M A P U R , M AY 2 7 (NPN): More organisations expressed dismay over tirade between NSCN(I-M) and other Naga leaders, including Dr. S.C. Jamir for voicing their stand on Naga political issue. SH: Taking note of the “current media tirade between NSCN (I-M) and tall Naga leaders including Dr. SC Jamir”, Sümi Hoho has appealed to the leaders of all the Naga political group and the public leaders to refrain from attacking each other. In a press release, SH president I Nikheto Jimomi and general secretary Dr. Vihuto Asumi said that the Nagas, for more than half a century, have been eagerly anticipating an amicable political solution to the vexed Naga political issue. However, SH said that the issue has been dragging on thus far “much to the disappointment and against the wishes and
desires of the Naga people”. The hoho said that the hopes and aspirations of the Nagas have “almost reached a point where all hopes have faded and the patience and trust on the negotiating parties has slowly reached the lowest diminishing point.” SH stated that tribal Hohos and organizations of Nagaland have been demanding from the Government of India and Naga political groups to bring out the “charter of demands/ competencies” to the public domain as the demands were for the people. However, SH said that much were still concealed from the public. The hoho expressed the view that such “hidden competencies” should be brought to the knowledge of all the stakeholders before the inking of the final agreement in order to avoid any “acceptance issues” that could arise post-
Isolated heavy rainfall likely
NSCN (I-M) asks legislators not to go overboard on Naga political issue
D I M A P U R , M AY 2 7 (NPN): Nagaland State Disaster Management Authority (NSDMA) has predicted that the state would experience isolated heavy rainfall in the coming days. NSDMA joint chief executive officer, Johnny Ruangmei, stated that there could be heavy rainfall from May 28-31 all over the state. However, thunderstorm accompanied with lightning and gusty winds was very likely to occur in certain pockets in the districts of Kohima, Wokha, Kiphire, Mokokchung, Tuensang, Mon and Longleng during this period.
D I M A P U R , M AY 2 7 (NPN): NSCN(I-M) has drawn attention to what it described as use of “unparliamentary and intemperate language” by Nagaland BJP ministers and an NPF political leader, over the Framework Agreement (FA), Naga national flag, constitution and integration. NSCN(I-M) through its MIP said while such enthusiasm shown by state political leaders was appreciated, this would however tantamount to “over stepping their role as facilitators, when they started jumping beyond their assigned role,
agreement, adding that the negotiating parties “should be aware of such facts.” It stated that Naga public leaders including Dr. SC Jamir, Y Patton, Temjen Imna Along and others have “voiced out the minds of the people of Nagaland” and have made known to the Naga public the intentions and facts of the Central leaders. As stakeholders, SH said every concerned Naga leader had the right to express their views, opinions and facts to the people “in the interest of early political solution to the vexed Naga issue.” At such a juncture, the hoho said it was expected from every Naga leader and organization to focus on the earliest amicable settlement of the “Indo-Naga” issue rather than exchanging war of words, which it warned could derail the peaceful atmosphere and cause “adverse developments on the
making bewildering statement on Naga issue”. NSCN(I-M) noted it was “very amusing why Nagaland BJP ministers and other party leaders are spitting venom against the NSCN”. MIP reminded that NSCN(I-M) had signed the 1997 cease fire for meaningful political dialogue with the government of India in order to secure lasting solution that is honourable and acceptable to Nagas. Despite a deadlock situation, NSCN(I-M) said it stood for exploring every available means to find a meeting point for a lasting
hopes of the Naga people on the ongoing peace process.” SH, therefore, appealed to all Naga political groups and public leaders to refrain from attacking each other, but instead come to an understanding with each other “at such a time as this” when the Government of India and the Naga negotiating parties were “seriously engaged to come to a conclusion.” Further, SH has appealed to all the Nagas to extend the “fullest cooperation and sincere prayers” as the Government of India and the Naga negotiating parties were striving to “hammer out amicable political solution.” AKM: Ao Students’ Conference (AKM) said it was extremely dismayed by the recent allegations against the veteran Naga political leader by NSCN (I-M) about the former’s statements on the Naga political situation. Naga solution. Noting that Nagas had tasted the bitter fruits of the past accords/ agreements, NSCN (I-M) said in no way should another blunder be committed to allow Nagas to be flattered again. MIP said that the Naga issue was a sensitive because it encompassed historical and political rights of Nagas to exist as free people. It said this therefore, demanded that the Naga solution should be issue-based guided by the principlebased movement that had lasted for over six decades. (Cont’d on p-8)
WVC asks govt to probe into death WHO fears possible community spread of monkeypox of police personnel posted at Delhi D I M A P U R , M AY 2 7 (NPN): Wokha Village Council (WVC) under Wokha district has appealed to the state government to order a speedy investigation into the “strange circumstances surrounding the death of late Renchio Yanthan, lance naik, 7 NAP while posted at Delhi” on April 5, 2022 so that “foulplay, if any… be brought to light and responsibility for same fixed by booking the culprit/s under relevant section/s of law in order to prevent such incident/s in
the future as many Nagaland Police personnel are posted outside in their lines of duty”. The appeal, signed by WVC chairman Vandan Erui, and handed over Friday to deputy chief minister who is also incharge of the Home, adviser for Law and justice, and DGP Nagaland among others, said late Renchio, hailing from Wokha Village, was posted at Delhi as part of the “Department’s Company rotational posting”. The appeal, a copy of
which was made available to Nagaland Post, said that on April 4, 2022 late Renchio Yanthan went on routine duty (from 7 a.m. till 2 p.m.). At around 3 p.m., Erui said Renchio “went to meet one of his friends, Ekonthung Kikon, No. 73553, D. Company, to request him to pay him back some money owed him by the later as he had been granted official leave a week before to go home to Wokha with his train ticket already booked for April 5, 2022”. (Cont’d on p-5)
GENEVA, MAY 27 (REUTERS): A World Health Organization senior official on Friday expressed fear about the possible community spread of monkeypox but said that the virus can be contained with the right measures. Monkeypox, typically a mild viral infection, is endemic in the African countries but its spread to nonendemic countries such as in Europe and the United States has raised concerns. So far, there are more than 200 confirmed or suspected countries in around 20 cases where the virus was not previously circulating. “We think if we put
the right measures in place now we can contain it easily,” Dr. Sylvie Briand, WHO director for Global Infectious Hazard Preparedness said at a technical briefing to member states at the UN health agency’s annual assembly. She stressed that there was a window of opportunity to prevent further spread, urging the general public not to be worry since transmission is much slower than other viruses such as the coronavirus. WHO officials said that there was no need for mass vaccination at present, but targeted vaccination where available for close contacts of people infected.
“Case investigation, contact tracing, isolation at home will be your best bets,” said Rosamund Lewis, WHO head of the smallpox secretariat. During a public briefing on Friday, UN health agency said there are still many unanswered questions about how the current epidemic arose, but there is no evidence that any genetic changes in the virus are responsible for the unprecedented epidemic. Doctors in Britain, Spain, Portugal, Canada, the US and elsewhere have noted that the majority of infections to date have been
in gay and bisexual men, or men who have sex with men. The disease is no more likely to affect people because of their sexual orientation and scientists warn the virus could infect others if transmission isn’t curbed. Briand said that based on how past outbreaks of the disease in Africa have evolved, the current situation appeared “containable.” Still, she said WHO expected to see more cases reported in the future, noting “we don’t know if we are just seeing the peak of the iceberg (or) if there are many more cases that are undetected in communities.”

NE can be trade link with ASEAN: Himanta
GUWAHATI, MAY 27 (PTI): Prime Minister Narendra Modi’s thrust on Act East Policy has brought a paradigm shift to the development narrative in the Northeast, Assam Chief Minister Himanta Biswa Sarma said on Friday. Inaugurating a conclave on ‘Act East through North East’ here, Sarma said that the state government is striving to position Assam as the gateway for South East Asian countries. “Northeast India has witnessed rapid transformation since 2014 under the dynamic leadership of Prime Minister Narendra Modi. His aim to ‘Act East and Act Fast’ gives new hope, energy and force to our people to bring a paradigm shift to connectivity, infrastructure, economy and development in all sectors,” the chief minister said. “PM Modi has described the Northeast as the growth engine of the country. We also share his
Assam Chief Minister Himanta Biswa Sarma being greeted by Ambassadors and High Commissioners of ASEAN countries in Guwahati (PTI) vision that the region is the sunrise area of the Indian economy,” he added. Northeast has the potential to become the link for developing trade and commerce with South East Asian nations, Sarma said. “We have 5,300 km of international borders with a host of countries such as Myanmar, China, Bhutan,
Nepal and Bangladesh. The Northeast is truly India’s gateway to South East Asia, and I believe the emerging connectivity with the ASEAN nations will play a defining role in enhancing our shared prosperity,” he said. He said that the law and order situation in Assam has improved consider-
ably with the Armed Forces Special Power Act (AFSPA) removed from certain areas, while there has been phenomenal development of connectivity in the state. “Railway network has been expanded to all the state capitals in the region, state-of-art highways have come up, digital infrastructure has improved consider-

ably and apart from these, the mindset of the people has changed tremendously as they now want development, prosperity and to contribute to the growth and development of the country,” Sarma said. Member of the Prime Minister’s Economic Advisory Council Sanjeev Sanyal and High Commissioner of Singapore to India Simon Wie Kuen were among those present in the conclave organised by the state government’s Act East Police Affairs Department. AIZAWL, MAY 27 (PTI): Well-known social activist Vanramchhuangi, popularly known as ‘Ruatfela Nu’, said she will launch a silent sit-in protest here from Friday to protest environmental violations due to different developmental projects. She alleged that forests and rivers are being destroyed indiscriminately by various projects, which is also wrecking the socioeconomic dynamics of indigenous people. “I will launch a silent sit-in demonstration in front of the state Environment, Forest and Climate Change Department’s office from Friday morning to protest the environmental violations by different developmental
projects,” she told PTI. Vanramchhuangi said she will also submit a representation to the Principal Chief Conservator of Forests demanding a stay order on the construction or widening of national highways by the National Highway Infrastructure Development Corporation Limited (NHIDCL), which is affecting the ecology. She said she will also launch an awareness campaign in other districts where national highways are being widened or being constructed. The social activist said she has been campaigning against the ill-effects of road projects without proper assessment and injudicious disposal of earth from construction sites for the last three years but to no effect. Previous govts indifferent in technology: Modi
NEW DELHI, MAY 27 (PTI): There was an environment of “indifference” towards the use of technology in governance before 2014 due to which the poor and the middle class suffered the most, Prime Minister Narendra Modi said on Friday. He asserted the current government has ensured last-mile delivery of services with the help of technology, including drones. Addressing a gathering after inaugurating India’s biggest drone festival in Delhi, he said, “At a time when we are celebrating Azadi ka Amrit Mahotsav, it is my dream that everyone in India should have a smartphone in his or her hand, every farm should have a drone and every house should have prosperity.” The enthusiasm being seen in India about drone technology is amazing and indicates possibilities of an emerging sector of employment generation, the prime minister said. He said eight years ago “we started implementing new mantras of good governance”. “Walking on the path of minimum government and maximum governance, priority was given

During the earlier governments, technology was considered a part of the problem and efforts were made to label it “anti-poor”, the prime minister said. “Due to this, there was an environment of indifference towards the use of technology in governance before 2014. The poor, the deprived, the middle class suffered the most,” he said. “Promotion of drone technology is another medium of advancing our commitment to good governance and ease of living. In the form of drones, we have a smart tool that is go-
ing to be part and parcel of people’s lives,’’ Modi said. There was a time when people used to spend hours standing in line for rations. In the last seven to eight years, we have removed this hurdle with the help of technology, he said. Claiming that earlier technological inventions were considered to be for the elite only, the prime minister said, “Today, we are ensuring that the masses are the first beneficiaries of any new technology. Drone technology is one such example.” Technology has helped a lot in ensuring the last-mile delivery of services, he said. PM Swamitva Yojana
Sacked Punjab minister Vijay Singla sent to 14-day judicial custody CHANDIGARH, MAY 27 (PTI): A Mohali court on Friday sent to 14-day judicial custody sacked Punjab minister Vijay Singla, who said he worked with ‘utmost sincerity’, has full faith in his party and will come out clean of corruption charges. Before being taken to the court, Singla told reporters that there may be a conspiracy from some “outsider forces” behind the episode leading to his sacking and arrest. Singla, 52, was sacked from the state Cabinet Tuesday over graft charges by Chief Minister Bhagwant Mann. He held the health portfolio and was accused of demanding “one per cent commission” in tenders and purchases by his department. Singla and his Officer on Special Duty (OSD) Pardeep Kumar were arrested by police. Both were produced before the court of Ravtesh Inderjit Singh in Mohali after their three-day police remand ended on Friday. Advocate H S Dhanoa, the counsel for Singla, said police requested for the judicial remand of the former minister and his Pardeep.
Vijay Singla He said the court fixed June 10 as the next date of hearing and they will be sent to the Rupnagar jail. The counsel further said both Singla and Pardeep have agreed to give their voice samples. When Singla was asked about the corruption allegations levelled against him before being taken to the court, he told reporters, “I worked with utmost honesty in my department.” “I have complete faith in my government, my party, police and judiciary. We will come out clean,” said Singla. To a question, Singla said there was no conspiracy in the party. However, he said there can be a conspiracy of some “outside forces”. On May 24, Singla on allegations against him
had said, “It is a conspiracy and an attempt to defame the party.” Singla along with his OSD Pardeep Kumar, who is said to be the former minister’s relative, were booked on a complaint by Superintending Engineer Rajinder Singh, posted at Punjab Health System Corporation. The officer had alleged that they demanded Rs 1.16-crore bribe from Rs 58 crore, which included Rs 41 crore for construction works and Rs 17 crore as payment to contractors, besides one per cent commission in government contracts. The complainant had also alleged that he was threatened that his career will be ruined and had said that he eventually agreed to pay Rs 5 lakh to avoid the “mental harassment”. The complainant also made an audio recording of the conversation when he met Singla and Pardeep on May 23. CM Mann himself had announced Singla’s removal from the Cabinet, which was sworn in just two months ago after the Aam Aadmi Party stormed to power, riding on the agenda of corruptionfree governance.
is an example of how drone technology is becoming the basis of a big revolution, he said, adding under it, for the first time every property in villages is being digitally mapped and 65 lakh digital property cards have been given to people. Modi also said the use of drones will rise in sectors such as agriculture, sports, defence and disaster management. Till a few months ago, there were various restrictions on drone technology. The Centre has removed such restrictions in a short span, Modi said. He was referring to the Ministry of Civil Aviation’s easing of Drone Rules in August last year, wherein it had reduced the number of forms that need to be filled to operate them from 25 to five and decreased the types of fees charged from the operator from 72 to four. The prime minister said his government was strengthening the network of health and wellness centres across the country. Noting that delivery of medicines and other items in villages has always been a challenge, Modi said, “Delivery of such items with the help of drones will be very

Medical procedure yielded recovery of a total of 80 capsules containing a total of 957 grams of cocaine, estimated to be worth Rs 14.35 crore in the international market. Cocaine weighing 1.8 kg and valued at Rs 27.95 crore have been seized in these two cases and the duo arrested, it added.
Ashok Gehlot plays down upset minister’s tweet JAIPUR, MAY 27 (PTI): A day after Rajasthan sports minister asked to be relieved from his post over the conduct of the CM’s principal secretary, Chief Minister Ashok Gehlot on Friday said Ashok Chandna’s tweet should not be taken seriously as he might be under pressure due to the workload. Chandna on Thursday expressed anguish over the conduct of Gehlot’s principal secretary, referring to him as the “minister of all the departments”, and said he would prefer being removed as a minister. Ashok Gehlot a tweet, saying he does not want to hold on to the “dishonourable” ministerial post. Gehlot said Chandna had organised a state level sports programme earlier and in the same way, a similar event -- ‘Rural Olympics’
is going to be held for the first time in Rajasthan in which 30 lakh people are likely to participate. “A huge load is on him. Maybe he (Chandna) came under tension and made some comments. It should not be taken seriously... will talk to him,” Gehlot told reporters. The chief minister said he had not talked to the minister till now. “He seem to be working under pressure, such a big responsibility has come on him, will see,” Gehlot said. In his tweet, Chandna had said, “I request the honourable chief minister to relieve me of this
dishonourable ministerial post and give the charge of all my departments to Shri Kuldeep Ranka ji. He is anyway the minister of all the departments,” he tweeted in Hindi, without elaborating. Ranka is the principal secretary to the chief minister. T h e d e ve l o p m e n t comes just days ahead of Rajya Sabha elections in Rajasthan and indicates resentment within the party. Just a week ago, Congress MLA from Dungarpur Ganesh Ghogra sent his resignation to Gehlot in protest against a police case against him.
fast.” He said the country has been witness to the quick delivery of COVID-19 vaccine through drones. “This (a drone) can help us send top-quality medical equipment and services to remote areas.” People will see that not only in urban areas, drones have found their use in rural areas too, the prime minister said. “I invite investors again as this is the right time to manufacture advanced drone technology for India and the world,” the prime minister said. “We are also moving towards creating a strong drone manufacturing ecosystem in India through schemes like productivitylinked scheme (PLI). When technology goes to the masses, possibilities of its use also increase accordingly,” he said. Modi asked the youth to develop many more startups in the drone sector and expressed confidence that the police forces of the country will find drones useful. “Whenever there are big events like the Kumbh Mela, the drones can be of immense help. In traffic jams, solutions can be found with the help of drones,” the prime minister said.

WVC asks govt to probe into death of police personnel... (From p-1) Erui claimed that, at Ekonthung’s place, one of Ekonthung’s friends, reportedly “Meren Longkumer, No.7472619 of same Company, not only confronted him but also forced late Renchio Yanthan to leave the place”, which allegedly “resulted in a fight where Meren Longkumer reportedly manhandled late Renchio Yanthan.” The following morning (April 5, 2022), WVC chairman claimed that “Renchio Yanthan was found dead on his bed. Following the unfortunate discovery, a postmortem was conducted on late Renchio Yanthan’s dead body
but without the consent of his uncle, a constable himself of the same Company posted at same place.” Erui said that this was despite the uncle’s request to everybody not to touch his nephew’s dead body before he reaches the spot. Under these circumstances, late Renchio’s body was sent to Nagaland along with his uncle with an official message stating that his death was due to illness, the chairman said. The appeal also claimed that “after the dead body arrived home, relatives were shocked to find bruises and cut marks on the body of late Renchio Yanthan”. Therefore, based
on the suspicious circumstances surrounding the unfortunate death of late Renchio, Erui said the bereaved family lodged FIR on April 6, 2022 night at Wokha Police Station. Following this, officials from Wokha district administration and Police came and an inquest report was prepared on April 7, 2022, WVC chairman said. As per report, the FIR along with all details were forwarded to Delhi for further inquiry but till date the bereaved family have neither received any information on the progress of the inquiry nor even a copy of the postmortem report, WVC chairman stated.

VOL. XXXII NO. 171 DIMAPUR, SATURDAY, MAY 28, 2022
Battle for Rashtrapati Bhavan
B
y July 24, 2022 the next president of India will be elected by MPs of both houses including MLAs of all state assemblies. If the BJP applies PM Modi’s “no appointment to a public office after 75 years” formula, it can be safely said that the ModiShah duo along with the RSS are currently hunting for a new man or woman to occupy Rashtrapati Bhavan. It could also be possible that the BJP could even field incumbent president Kovid as the NDA consensus candidate for re-election. While the BJP is leaving no stone unturned to ‘woo/win’ regional parties by any means, the opposition parties are badly divided. The Congress which still has the potential to turnaround is unwilling to bring about needed structural changes. Its recent Chitan Shivir turned out to be a damp squib for those wishing the conclave would herald a new beginning. The panels set up by interim Congress president Sonia Gandhi turned out to be a non-starter. The Gandhi siblings and their cheer leaders were included in these panels. The Congress has been losing elections because the party has lost direction. Today, majority of the opposition parties are disillusioned with the Congress for its inability to set its house in order. Unfortunately, the leadership issue has been swept under the carpet at the Chintan Shivir and the panels formed are to carry on their assignments as if the party has no other issue. Gandhi loyalists in the party are allergic to demands for changes and opening of open debate over the role of the Gandhis. This unfixed problem is the main reason why Congress continues to be in a comatose state. Opposition parties have lost faith in Congress being able to play a unifying role as in 2004 and 2009. As the Congress grapples unceasingly with in-house issues, India’s regional parties are moving around like busy bees, wasting little time in putting up a challenge of sorts to the BJP before the 2024 elections. The presidential election, usually a contest between the ruling alliance and the opposition, might see a power play within the opposition ranks this year. Some parties such as the Trinamool Congress(TMC), the Aam Aadmi Party(AAP), the Telangana Rashtra Samithi(TRS) and the Samajwadi Party(SP) might propose a non-Congress leader as a joint candidate. These opposition parties are not keen on an alliance with Congress. The Congress has lost much of its political grip over the opposition space due to its dwindling Rajya Sabha numbers and defeat in state assembly polls. Worse for the Congress, exodus of leaders from the party continues with Kapil Sibal being the latest. Such desertions should have roused the comatose Congress but instead, the Gandhi loyalists and sycophants seem unperturbed since those who are leaving were the minority voices demanding change. Going by simple political arithmetic, ignoring existing and future political chemistry between various parties, the BJP has marginally less numbers than the entire Opposition in terms of strength in Parliament and state assemblies. This is despite its staggering numbers in the Lok Sabha. If the entire opposition fails to create political chemistry and stays arithmetically divided, with the support of a few players, the BJP will have its pick residing in Rashtrapati Bhavan till 2027.
DailyDevotion The Life To Know Him
…tarry in the city of Jerusalem until you are endued with power from on high. —Luke 24:49
The disciples had to tarry, staying in Jerusalem until the day of Pentecost, not only for their own preparation but because they had to wait until the Lord was actually glorified. And as soon as He was glorified, what happened? “Therefore being exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, He poured out this which you now see and hear” (Acts 2:33). The statement in John 7:39— “…for the Holy Spirit was not yet given, because Jesus was not yet glorified”— does not pertain to us. The Holy Spirit has been given; the Lord is glorified— our waiting is not dependent on the providence of God, but on our own spiritual fitness. The Holy Spirit’s influence and power were at work before Pentecost, but He was not here. Once our Lord was glorified in His ascension, the Holy Spirit came into the world, and He has been here ever since. We have to receive the revealed truth that He is here. The attitude of receiving and welcoming the Holy Spirit into our lives is to be the continual attitude of a believer. When we receive the Holy Spirit, we receive reviving life from our ascended Lord. It is not the baptism of the Holy Spirit that changes people, but the power of the ascended Christ coming into their lives through the Holy Spirit. We all too often separate things that the New Testament never separates. The baptism of the Holy Spirit is not an experience apart from Jesus Christ— it is the evidence of the ascended Christ. The baptism of the Holy Spirit does not make you think of time or eternity— it is one amazing glorious now. “This is eternal life, that they may know You…” (John 17:3). Begin to know Him now, and never finish.

May 28 is Menstrual Hygiene Day
enstrual hygiene day is held on 28th May every year. It is to spread awareness about menstrual care, hygiene and to highlight the issues faced by those who do not have access to sanitary pads, clean water, safe places to practice menstrual hygiene. The 2022 theme of Menstrual Hygiene Day is “making menstruation a normal fact of life by 2030”. The purpose of this theme is to raise awareness about period poverty, to destigmatise, remove taboos and to make menstruation acceptable as a normal thing by 2030. Menstruation is a biological process in girls and
women at their reproductive stage where the uterus shed blood through the vagina every month starting from menarche till menopause. It is a natural process and can last for 3-5 days but may vary from individuals to individuals. Girls and women go through pain, stress, discomfort during the menstrual period. Awa r e n e s s a b o u t menstrual hygiene is very poor because of attached stigma, lack of education, social exclusion and gender inequality. Stigma around menstruation can prevent women and girls from seeking treatment for menstruation related
health problems and menstrual hygiene practices. The teasing, shaming and discrimination around menstruation makes them feel socially isolated and affects them psychologically. They become hesitant to talk about menstruation openly and the subject becomes a taboo. This adversely affects their dignity and prevents them from achieving of the highest attainable standard of health and well-being. The girls become conscious of the period stain and there is high tendency of missing out classes during menstruation and their performance in classes gets affected. Girls and women from poor socioeconomic
background faces period poverty where they have to make choice between buying food and buying sanitary products. Lack of facilities like sanitary napkins, water supply, soaps which are necessary for menstrual hygiene add to the problem and they resort to using mud, cloth pieces and leaves during the period which in turn leads to increase in the chances of getting infection. All these tend to make them underperform in various aspects of their lives. Access to sanitary pads, clean water, privacy and safe place to practice menstrual hygiene should be considered a priority.
Sanitary products should be treated as an essential commodity because menstruation is not a choice but a biological process that majority of girls and women experiences it for the most part of their life. The schools and colleges should provide free sanitary napkins. There should be an awareness session in schools for young girls where they are provided platform that creates awareness, to talk about menstruation and to break the taboo surrounding it. There should be awareness programmes on sex education and reproductive health in schools. The uniforms should be made into dark colour
so that they do not have to worry about the stain. There should be removal of taxes on sanitary products so that they become affordable to the everyone. Observing menstrual hygiene day provides a platform for advocating better policy to treat menstrual health as a priority, to promote health and to remove the negative behaviour surrounding menstruation. Lack of U-turn segment at Padampukhuri gate junction in NH 29
I
t has been a couple of months since the completion of upgrading NH 29 that every people coming towards downtown Dimapur, approaching from Chumukedima’s direction have had to bear an avoidable traffic jams, borne from Naharbari junction. And sometimes the jams stretch for miles till 3rd Mile. This nuisance does not only inflict Padumpukhuri dwellers but everyone destined for downtown Dimapur. Inhabitants of Padumpukhuri and its surrounding colonies who ply through main Padumpukhuri gate, that lies along NH29’ shoulder, consists of more than five thousand households. If we add tenants, temporary dwellers’ households, the number could more than double the original count. So, imagine, since these days every household owes 2 to 3 automobiles, contemplate the number of vehicles that has to reach Naharbari U-turn, if they are headed for Padumpukhuri Gate, approaching from 3rd Mile siding. To make a U-turn, vehicles almost come to a standstill position as the lanes are not wide enough, confining drivers to shift to the lowest gear. And for the universal sized buses and trucks, drivers have to apply their vehicles
in reverse since 180° (one hundred and eighty degree) manoeuvres is impossible in a single attempt. You can deduce the duration it adds to jams just by one heavy vehicle to make a mere U-turn. All of it could have been nipped in the bud by allowing vehicles to veer only half-a-segment of U-turn without needing to put their vehicles in reverse, and thereby reducing jams, had the entrusted officials been conscientious enough to account another crossroad at Padumpukhuri. This is a menace founded by imprudent officials who blindly interprets exactly what is written in the Law and follows it exactly despite the negative effects it reflects. Herein, I do not merely vocalize to instigate any concerned Government Officials to discard or break the rules through their sole authority but many a times, there arises a valid situation for the officials to amend certain rules with the consent from the upper echelon. We the public can only place our grievance to the locally deployed officials and its an obligation for these officials to pass these grievances to the higher chain-of-command for special deliberation, if it is beyond their
allotted limitations. But unfortunately, we happen to have officials with concepts that laws the Legislative pass are inscribed on stones and, diligently, don’t believe in Amendment even in special cases which is, indeed, the cornerstone of our Constitution. Yes, National Highways regulations impose imperative outlines for the safety of drivers and passengers alike travelling at higher speed than State and Lower Highways. I comprehend that there has to be pre-requisite distance between the numbers of Highways’ corridors and U-turns/Crossroads segments in NH, enabling drivers enough time and distance to slow down, in order to prevent high speed mishaps and rear-ended wreck onto advanced vehicle decelerating to make a U-turn. But such deployed measures don’t always assertively apply when NHs passes through massive inhabited urban locations. I am not merely stating but it’s a fact that I’ve witnessed in other major cities in India. This avertible menace of Traffic jams is getting on the last nerve of every drivers and passengers, which includes auto drivers from Padumpukhuri auto-stand.
I believe that this particular issue had gone unresponsive from various officials repeatedly, although series of individuals and groups have pleaded. Notwithstanding past pleas that yielded to nothingness, I plea to our current Deputy Commissioner, Dimapur, on behalf of all discontented Dimapurians who have to get stuck in this remediable jam, to kindly necessitate to remove portions of median divider to service a vehicular crossroad at Padumpukhuri Gate junction. Creating crossroad in this location is a necessity to reduce traffic jams which has become a constant occurrence. I believe the DC/District Magistrate has discretionary power over “National Highways Authority of India” when immediate remedial for crisis, arising at NHs set through populated towns is needed since it lies under his jurisdiction. And if my perception is misconstrued, I plea to you, nevertheless, to earnestly be decisive to initiate an Amendment for the much needed Crossroad. I’d also like to plea to our dignified Dimapur’s Deputy Commissioner to kindly tour around our city during traffic peak hours
and decree sanctions should he encounter hurdles that are accountable for creating more jams, of which Traffic Officials are devoid of authority to remove such impediments. i.e. aside from directional traffic movement. And, I’d like to show my gratitude to our Deputy Commissioner through this article, if he’d included seldom tours in-and-around Dimapur during pinnacle hour of jams to witness if there’s any contributions he could add, despite his unstoppable busy schedules. I also plea to all outside private forces to kindly refrain from interfering when traffic police and administration initiate different measures as circumstances persuade. It is becoming more than impossible for our traffic police in Dimapur to maintain a smooth flow of traffic, with the ever-growing number of automobiles, even without the outside interference. I’d like to finalize my thoughts by requesting our overburdened Dimapur Traffic Police to please accept my humble gratitude for their undying endeavours they carry to completion everyday. How India can make overworked teachers adapt to newer policies
M
uch of the learning loss in children across Indian schools has been attributed to the Covid-19 pandemic, and rightly so. But the ASER Report 2018 had already revealed that 50 per cent of Grade 5 children could not read Grade 2 level text, largely because of their inability to recognise English letters. The pandemic has only exacerbated the learning loss, setting the progress made in education back by decades. The National Education Policy (NEP) 2020 tried to determine the causes for this consistent learning slide and zeroed in on the need for improving foundational literacy and numeracy across schools, strengthening pedagogical practices, and ensuring a better education delivery overall. At the crux of it would be highly driven education officials, principals, and teachers working with students and their parents to effect learning outcomes. T h e p o l i c y h a s n’ t clarified the measures that would encourage participation from stakeholders in ensuring effective delivery of the proposed changes. The public sector in India is fabled to be a ‘safe’ job, an incentive in itself that doesn’t need further rewards. Unfortunately, that notion is incredibly limiting when it comes to nudging workers towards better performance or encouraging them to put in extra effort for a newer intervention. There is far too much work to be done and every official, principal, and teacher in the education space seems to be overworked. In such a scenario, it is imperative to think, why would under-ac-
knowledged and overworked workers feel motivated to put in additional efforts to adapt to newer structures? Reward and recognition A viable solution can be seen in the following example. The Government of Madhya Pradesh under the CM Rise Programme is doing a stellar job followed by the smaller ecosystem of South Delhi Municipal Corporation under their Project Parivartan, with support from Peepul (an NGO in the education space in India), in introducing lowpowered incentives in their education department. The reward mechanism isn’t too complex. It’s based on the teacher’s application of the training concepts they learned, in their classrooms. Similarly, for principals and education officials, the way they are recognised is essentially based on the performance of their respective schools and clusters. There is nudging by the government that says emulating these practices will lead you to be featured on the government’s website. The recognition at that level certainly makes the stakeholders feel seen, heard, and valued in the larger ecosystem. Incentives, rewards, and recognition can play a crucial role in ensuring the effective participation of stakeholders in the implementation of the policy. People tend to improve the quality of their work and perform consistently when they feel rewarded for their efforts. In the absence of any acknowledgment, there is no driving force to put the extra effort into a new initiative. In the education sector, for example, an over-
worked teacher may not feel motivated naturally to come to class and start differentiated teaching. Differentiated teaching requires them to make different lesson plans according to the learning levels of different students in their classroom. The teacher has a large student strength in their class and the burden of several administrative duties, which range from data entry to maintaining a kitchen garden. It doesn’t leave them with a lot of will to put in any extra effort in their workdays. In some cases, when teachers put in the effort to cater to the children by employing best practices or coming up with innovative pedagogical tools, their efforts largely go unnoticed and are passed off as them doing their job. However, even continuing with the status quo is them doing their job. What will motivate them to move from a stable status quo to a newer model recommended by the government? The current onground support falls short of matching what the policy needs. There is a lot of work being done around curriculum redesigning and teacher training. However, very little has been done to ensure that the people implementing the new policy are motivated to work for it. Designing incentives Incentives for long have been contended to be an unnecessary vice that clouds workers’ inherent desire to do good work and diverts their attention from the purpose of the incentive to the incentive itself. It has been thought of as an unwarranted expense of the taxpayer’s money. This is true with the use of an extrinsic incentive
in isolation, such as a reward to mark good behaviour and encourage the repetition of it, which may not necessarily be an efficient or holistic way of incorporating incentives. With just an extrinsic incentive in a classroom context, a teacher may carry out a task with dislike or resentment towards it, to just meet the criteria for the reward in store. In the short run, that might be feasible but in the long run, it will inevitably lead to burnout for the teacher when they keep working towards a goal without finding satisfaction in it. Human beings are complex and greatly ruled by emotions and intrinsic motivations (doing something for the inherent satisfaction of it). Therefore, incen-
tives have to be designed around taking into account both intrinsic and extrinsic motivations of the workers, in this case, it would be the teachers, principals, and education officials. There are multitudes of ways to design incentives in the public education space in India that can show a remarkable change in classroom culture and the learning outcomes of children. If we notice carefully, just mere videos of children speaking about what they love about school brings a rush of positive emotions in strangers. Some charitable schools often share snippets of the school days with their donors, who then want to be a part of enabling it in some way because that
reinforces a positive selfimage. Imagine if videos of an exemplar school are shared in the ecosystem or a student-driven classroom is captured, the feeling of relatability would act as a base for connecting oneself with the impact shown in the video. The realisation that your input may have brought about a positive impact brings satisfaction to the work that one does. Eventually, this translates into intrinsic motivation as time goes by. Appeal to concerned authority for construction of foot bridge at Burma Camp Sir,
Through this press communiqué, I the undersigned would like to bring to the notice of all concerned that Burma Camp junction being the busiest road and intersection in Dimapur Sadar connecting National Highway and State link road. Due to its’ increase of population as well as increase of vehicles and commuters, also shifting of business center in the area, pedestrian especially students and general public of nearby colony finds difficult to cross the road in the peak hour due to its traffic on connecting highway with colony approach road. In many occasions at Burma Camp junction several of mishaps occur in the busy hour un-accounted. Whereas, according to the annual administrative report 2021-2022 of the state’s Transport Department, Nagaland reported 923 road accidents with 56 fatalities and 430 injuries between January 2021 to December 2021. As we all know that how some of the riders and drivers follow the traffic rules and besides these, lack of strict rules from the end of the concerned law enforcing agency led to the “Khushi khushi Style of law breaker” mushrooming in our society. And not forgetting the presence of fans of “FAST and FURIUS” in and around Dimapur, which needs to be checked. Ergo, in the interest of the public safety, appealing the concerned authority to look into the matter and take the trouble to come up with a plan to build the “Foot Bridge” at Burma Camp Junction, which is the need of the hour and shall ease the fear from the minds of pedestrians. “Road safety is state of mind, accident is absence of mind” Kambuiga Rongmei, Former General Secretary, DNSU, Social Activist

‘Preparations by Indian Navy are not NCB gives Aryan Khan clean chit in drugs case provocation to any aggression’: Rajnath touchstone of the principle of proof beyond reasonable doubt has been applied”. “Based on the investigation carried out by the SIT, a complaint against 14 persons under various sections of the NDPS Act is being filed (before a Mumbai court). Complaint against rest 6 persons is not being filed due to lack of sufficient evidence,” it said. It added that eight people, including Aryan Khan, were arrested by the NCB’s Mumbai zonal office on October 2 last year from the international cruise terminal and the vessel that was operated by a company called Cordelia. Aryan Khan was released on October 30 from Mumbai’s Arthur Road jail, 26 days after he was arrested in connection with the drugs case, after being granted bail. The government has ordered action against former NCB officer Sameer Wankhede for his alleged “shoddy” work while probing the ‘drugs-on-cruise’ case, official sources said.

MUMBAI/NEW DELHI, MAY 27 (PTI): The Narcotics Control Bureau (NCB) on Friday gave a clean chit to Aryan Khan, son of Bollywood superstar Shah Rukh Khan, in last year’s ‘drugs on cruise’ case in which he was arrested and spent 22 days in jail. NCB officials said Aryan Khan and five others were not named in the agency’s chargesheet due to “lack of sufficient evidence”. The NCB SIT found “grave irregularities” and gaps in the probe, the officials said, adding the agency’s first team that arrested Aryan did not follow rules like mandatory medical test of accused, video recording of the raids and corroborate evidence for WhatsApp chats. NCB director general S N Pradhan told reporters in Delhi that there were “shortcomings” in the investigation and WhatsApp chat of accused had no “physical corroborative evidence” as required to prove the charges in the court. The NCB on Friday
filed a nearly 6,000-page charge sheet before a Mumbai court against 14 accused in the case, but did not charge six, including Aryan Khan, due to lack of sufficient evidence. “We have filed the charge sheet on the basis of whatever was found by our special investigation team on the last date of filing the charge sheet,” Pradhan said Aryan Khan’s lawyer Mukul Rohatgi said truth has prevailed. “I am relieved, and so must my clients be, includ-

ED summons former J-K CM Farooq Abdullah in money laundering case
Farooq Abdullah
NEW DELHI, MAY 27 (PTI): The Enforcement Directorate has summoned Lok Sabha MP Farooq Abdullah on May 31 at its Srinagar office in connection with a money laundering case linked to alleged financial irregularities in the Jammu and Kashmir Cricket Association, officials said on Friday. Abdullah (84), a threetime chief minister of the erstwhile Jammu and Kashmir state, had recorded his statement in the same case in 2019, they said. Political parties in the valley said the summons were “common to all opposition” leaders in the country. Reacting to the development, Abdullah’s party, the National Conference (NC), said the veteran leader
would continue to cooperate with the authorities like he has done in the past. “ED summons to JKNC President Dr Farooq Abdullah nothing new; this is common for all opposition parties in India. He has continued to maintain his innocence in the matter and has cooperated with the investigative agencies and will do so in this case as well,” the NC posted on Twitter. PDP president Mehbooba Mufti said there was nothing to react to this as it was crystal clear that the voice of the opposition was being muzzled with the help of central probe agencies like the CBI and the Enforcement Directorate (ED). The ED had questioned Abdullah in connection with the multi-crore Jammu and Kashmir Cricket Association (JKCA) scam case earlier as well. Between 2011 and 2012, the Board of Control for Cricket in India (BCCI) had given Rs 112 crore to the state cricket association for the promotion of the game in Jammu and Kashmir. It was alleged that Rs 46.30 crore from the grant was
misappropriated. In 2015, a public interest litigation (PIL) was filed by two cricketers -- Majid Yaqoob Dar and Nissar Ahmad Khan -- in the Jammu and Kashmir High Court in connection with the alleged scam that had surfaced in 2012.

NEW DELHI, MAY 27 (PTI): The Supreme Court Friday stayed the Allahabad High Court’s bail condition imposed on Samajwadi Party MLA Azam Khan directing the District Magistrate of Rampur for taking possession of land attached to the Jauhar University campus in an alleged grabbing of enemy property case. A vacation bench of Justices DY Chandrachud and Bela M Trivedi said that prima facie the Allahabad High Court’s bail condition imposed on Khan is disproportionate and sounds like a decree of a civil court. The bench, while referring to the May 10 order of the Allahabad High Court, said that it was opined that bail was being granted to the petitioner (Khan) on the ground of age and his health condition, apart from the

tions for grant of bail has exceeded the settled parameters governing the exercise of the jurisdiction under section 439 CrPC”. The bench then stayed a slew of directions of the High Court issued to the District Magistrate, Rampur to measure the land, take possession of the land attached to the University, and sought a response from the Uttar Pradesh government. After dictating the order, the bench told senior advocate Kapil Sibal, appearing for Khan, that it has stayed with the main directions issued in the order as the rest of the conditions are innocuous. Sibal said that many of the conditions are not appropriate like Khan has to give an undertaking that he shall not seek adjournment on the date fixed for hearing, the trial is to be completed in one year and day-to-day trial. The bench said that it will look into those conditions on the next date of hearing and added that these conditions are innocuous and are given in most of the bail orders of the Allahabad High Court. Sibal said that the bench should direct that these conditions shall not be applicable till this court decides the petition.
NEW DELHI, MAY 27 (PTI): Congress MP Karti Chidamabaram on Friday wrote to Lok Speaker Speaker Om Birla alleging that during a raid CBI officers seized “highly confidential” personal notes and papers pertaining to the Parliamentary Standing Committee on Information and Technology of which he is a member, and sought redressal for what he said was a “breach of his parliamentary privilege”. In a letter to Birla, Karti Chidambaram also said that over the course of the past few years, his family and he himself have become targets of a “relentless campaign by the present government and its investigating agencies which are trying to silence our voices of dissent by foisting one fake case after another”. Such “targeted intimidation” of a member of the House amounts to a breach of privilege, the MP from Tamil Nadu’s Sivaganga constituency said. Karti Chidambara’s letter to Birla comes amid his questioning by the CBI. He appeared before the CBI for the second day on Friday to answer queries related to allegations of bribe in issuance of visas to 263 Chinese workers in 2011 when his father P Chidambaram was the home minister, officials said.

NEW DELHI, MAY 27 (PTI): A Delhi court on Friday awarded a four-year jail term to former Haryana Chief Minister Om Prakash Chautala in a disproportionate assets (DA) case. Special Judge Vikas Dhull also imposed a fine of Rs 50 lakh on the convict in the case of acquiring disproportionate assets from 1993 to 2006. The judge also directed the authorities concerned to confiscate four of his properties. The court had last week convicted Chautala and said the accused had failed to satisfactorily account for such dis-proportionality by proving his source of income or means by way of which, he acquired assets during this period. The CBI had filed the case in 2005, and a charge sheet was filed on March 26, 2010, accusing him of amassing assets disproportionate to his legitimate income, between 1993 and 2006. According to CBI’s FIR Chautala, while functioning as CM of Haryana during July 24, 1999, to March 5, 2005, in collusion with his family members and others, accumulated assets, immovable and movable, disproportionate to his known lawful sources of income, in his name, in the names of his family members.

costs and global logistics, and supply chain bottlenecks continue to impinge on core inflation. “The substantial wedge between wholesale and retail price inflation amidst a sharp rise in manufactured products’ inflation poses the risk of a possible pass through of input cost pressures to retail inflation with a lag, although slack in the economy is muting the pass-through,” the central bank noted. To control spiralling prices, the government recently cut excise duty on petrol and diesel and also waived import duty on some raw materials used in the steel and plastic industry. Besides, export duty was hiked on iron ore and iron pellets. A rise in price across all items from fuel to vegetables and cooking oil pushed WPI to a record high of 15.08 per cent in April and retail inflation to a nearly eight-year high of 7.79 per cent.

MUMBAI, MAY 27 (PTI): Reserve Bank of India (RBI) on Friday pitched for structural reforms for sustained economic growth amid rising inflationary pressure, and asked banks to remain watchful of possible slippages in restructured loans. In its annual report, RBI also said the number of Rs 2,000 denomination notes fell to 1.6 per cent of the total currencies in circulation as on March 2022 from 2 per cent in the year-ago period. The central bank stressed that the future path of growth would be conditioned by addressing supply-side bottlenecks, calibrating monetary policy to bring down inflation and boosting capital spending. “Undertaking structural reforms to improve India’s mediumterm growth potential holds the key to secure sustained, balanced and inclusive growth, especially by helping workers adapt to the after-effects of the pandemic by reskilling and enabling them to adopt new technologies for raising productivity,” it said in the chapter on ‘Assessment and Prospects’. KYIV, MAY 27 (AP): Moscow pressed the West on Thursday to lift sanctions against Russia over the war in Ukraine, seeking to shift the blame for a growing food crisis that has been worsened by Kyiv’s inability to ship millions of tons of grain and other agricultural products due to the conflict. Britain immediately accused Russia of “trying to hold the world to ransom,” insisting there would be no sanctions relief, and a top U.S. diplomat blasted the “sheer barbarity, sadistic cruelty and lawlessness” of the invasion. Ru s s i a n P r e s i d e n t Vladimir Putin told Italian Prime Minister Mario Draghi that Moscow “is ready to make a significant contribution to overcoming the food crisis through the export of grain and fertilizer on the condition that politically motivated restrictions imposed by the West are lifted,” according to a Kremlin readout of the call. Ukraine is one of the world’s largest exporters of

wheat, corn and sunflower oil, but the war and a Russian blockade of its ports has halted much of that flow, endangering world food supplies. Many of those ports are now also heavily mined. Russia also is a significant grain exporter, and Kremlin spokesman Dmitri
Peskov said the West “must cancel the unlawful decisions that hamper chartering ships and exporting grain.” His comments appeared to be an effort to lump the blockade of Ukrainian exports with what Russia says are its difficulties in moving its own goods. Western officials have
dismissed those claims. U.S. Secretary of State Antony Blinken noted last week that food, fertilizer and seeds are exempt from sanctions imposed by the U.S. and many others — and that Washington is working to ensure countries know the flow of those goods should not be af-
fected. With the war grinding into its fourth month, world leaders have ramped up calls for solutions. World Trade Organization Director-General Ngozi Okonjo-Iweala said about 25 million tons of Ukrainian grain is in storage and another 25 million tons could be harvested next month. European countries have tried to ease the crisis by moving grain out of the country by rail — but trains can carry only a small fraction of what Ukraine produces, and ships are needed for the bulk of the exports. At the same time, the Russian Defense Ministry proposed corridors to allow foreign ships to leave ports along the Black Sea, as well as Mariupol on the Sea of Azov. Mikhail Mizintsev, who heads Russia’s National Defense Control Center, said 70 foreign vessels from 16 countries are in six ports on the Black Sea, including Odesa, Kherson and Mykolaiv. He did not specify how many might be ready to carry food.

L O N D O N , M AY 2 7 ( AG E N C I E S ) : NATO fighter jets have intercepted Russian aircraft near Finland’s border with Norway, reports Metro.co.uk Intelligence identified the aircraft as a Mikoyan MiG-31 ‘Foxhound’ and a Sukhoi Su-24 ‘Fencer’ jet. Nato scrambled F-35 fighter jets yesterday amid rising tensions between Finland and Russia. The Russian jets had been spotted near Finnmark, in Norway’s far north, but did not enter official Norwegian airspace. The Royal Norwegian
Air Force posted: ‘Two Russian aircraft north of Finnmark today. CRC Sørreisa reported the aircraft, and NATO ordered our F-35s on their wings. ‘The Russian aircraft flew to the Norwegian Sea before returning east.’ The aircraft flew over the Norwegian Sea and then returned to Russia. Russia has issued an increasing number of threats to both Finland and Sweden in recent weeks, leading to increased tensions between the nations. Both Finland and Sweden defied Kremlin warnings to announce their
bids to join Nato on May 18. The Kremlin issued a chilling warning that the moves were both a ‘grave mistake with far reaching consequences’. Representatives from both countries will travel to Madrid next month to firm up their plans to join the military alliance. In relation to today’s incident Stine Barclay Gåsland, of the Norway’s Air Force, called for calm. She told local news outlet TV 2: ‘We are used to it happening, and there is nothing illegal in it. ‘We pay close attention to all activity in our local areas.’ But trespassing into Norwegian airspace would have provoked ‘a more aggressive action’, she added. There are always two F35s are always on standby, in what’s termed the Quick Reaction Alert for Nato. Pilots have to be poised and ready to become airborne in 15 minutes or less. Norway’s Armed Forces have scrambled aircraft 34 times in the last year.

outbreak. Experts say the impoverished North should have suffered far greater deaths than reported because there are very few vaccines, a sizable number of undernourished people and a lack of critical care facilities and test kits to detect virus cases in large numbers. North Korea’s secretiveness makes it unlikely outsiders can confirm the true scale of the outbreak. Some observers say North Korea is under-reporting fatalities to protect leader Kim Jong Un at all costs.

reduce emissions of carbon dioxide from the burning of coal, experts say it is almost impossible to reduce it to zero, meaning it will likely have to be the first fossil fuel to be phased out. G-7 members Britain, France and Italy have already set themselves deadlines to stop burning coal for electricity in the next few years. Germany and Canada are aiming for 2030; Japan wants more time; while the Biden administration has set a target of ending fossil fuel use for electricity generation in the

SEOUL, MAY 27 (AP): According to North Korea, its fight against COVID-19 has been impressive: About 3.3 million people have been reported sick with fevers, but only 69 have died. If all are coronavirus cases, that’s a fatality rate of 0.002%, something no other country, including the world’s richest, has achieved against a disease that has killed more than 6 million people. The North’s claims, however, are being met with widespread doubt about two weeks after it acknowledged its first domestic COVID-19

United States by 2035. A common target would put pressure on other major polluters to follow suit and build on the compromise deal reached at last year’s UN climate summit, where nations committed merely to “phase down” rather than “phase out” coal — with no fixed date. The issue is likely to be taken up later this year at a meeting of the Group of 20 leading and emerging economies, who are responsible for 80 per cent of global emissions. Getting all G-20 countries to sign on to the ambitious targets set by some of the most advanced economies will be key, as countries such as China, India and Indonesia remain heavily reliant on coal. Under pressure to step up their financial aid to poor nations, the G-7 ministers in Berlin said they recognised that “action and support for vulnerable countries, populations and vulnerable groups need to be further scaled up.”
COLOMBO, MAY 27 (PTI): Sri Lankan government has allowed private companies to import fuel, Power and Energy Minister Kanchana Wijesekera said on Friday, a move aimed at easing the burden on cash-strapped state-run fuel retailer Ceylon Petroleum Corporation (CPC). The severe depreciation of the Sri Lankan rupee against the US dollar, and the soaring global prices of crude following the ongoing conflict in Ukraine were some of the reasons why the state-owned entity has been struggling to import fuel. “Approval was given to all the Private Bunker Fuel Operators to import and provide diesel and fuel oil requirements of industries to function their generators and machinery,” Wijesekera said in a tweet. “This will ease the burden on CPC and
fuel stations providing in bulk. The meeting was held yesterday,” he added. In April, the Sri Lankan Cabinet agreed to amend the Petroleum Products Act making provisions to issue licenses to “properly identified parties” to import fuel which will end an import monopoly held by the CPC, according to the online business and political news portal EconomyNext. The Sri Lankan government on Tuesday raised the petrol price by 24.3 per cent and diesel by 38.4 per cent, a record hike in fuel prices amid the country’s worst economic crisis due to the shortage of foreign exchange reserves. With the second fuel price hike since April 19, now the most-used Octane 92 petrol would cost 420 rupees (USD 1.17) and diesel 400 rupees (USD 1.11) a litre, an all-time high.

Ministers from the G-7 countries meeting in Berlin also announced a target to have a “highly decarbonised road sector by 2030,” meaning that zero emission vehicles would dominate the sales by the end of the decade. The event, which took place today (May 26) at ABBA Arena in London’s Queen Elizabeth Olympic Park, Stratford, marked the first time in 36 years Benny Andersson, Agnetha Fältskog, Anni-Frid Lyngstad and Björn Ulvaeus were seen as a group together in public. “It feels fantastic,” Lyngstad told NME when asked what it was like to be at the premiere. “Really looking forward to seeing the show again. I’ve seen it once on Monday evening, and it’s just that feeling, you want to see it again and again because there are so many details you can’t comprehend by just

seeing it once.” She added: “I also want to see the audience’s reaction again, because they were standing, clapping, singing along, dancing, having an absolute fabulous time.” Ulvaeus told us it was “a bit surreal” to see the digital, disco era versions of themselves on stage at first, “but, you get used to it.” He added: “After all, we’ve seen ourselves in pictures and videos from the time almost every day for 40 years.”
Ulvaeus also shared the original idea that led to the digital concert, noting that after “holograms” didn’t work out, they decided to make digital copies of themselves because they found that idea “irresistible”. “When we decided to do this project, we thought maybe we should have a couple of new songs in the show,” Lyngstad added, noting that new music was the main reason they got back together. When asked if the
concert was a parting gift from the band, Ulvaeus said, “I think this is it. It’s sad to say that but then again, you can always take it back, can’t you? So the answer is, it could be yes, it could be no.” Fältskog told NME she was feeling tense but very excited to see the concert, saying “I’ve seen bits of it but you don’t believe it. It’s so incredibly done, with all the music and the sound and the lighting.” Andersson added that the five weeks in the studio they’d spent reunited working on the project, “were lovely.” When asked if this was it for ABBA, Andersson joked: “This is what you’ll see, this is what you’ll get. Then we’ll go home and we’ll sleep.” ABBA’s ‘Voyage’ is in support of the band’s album of the same name, which was released last November. (NME)

use will replace Foo Fighters at this year’s Aftershock festival. The music extravaganza will return to Discovery Park in Sacramento, California from October 6th to 9th 2022, and the British rockers will step in for the ‘Monkey Wrench’ hitmakers - who were due to headline on October 9th - after they pulled out following the death of their drummer Taylor Hawkins in March aged 50.
Muse frontman Matt Bellamy said in a statement: “It’s been too long and we can’t wait to come back to Northern California and headline Aftershock on Sunday, October 9th in Sacramento.” In February, it was announced Foo Fighters, Slipknot, Kiss, Rob Zombie and My Chemical Romance would all be headliners at this year’s Aftershock festival, which will be bigger than ever after expanding
from three-and-a-half days to four full days. Slipknot and Zombie will headline on the Thursday, followed by KISS and Judas Priest on the Friday, and My Chemical Romance and Papa Roach on the Saturday. Rob said: “Aftershock is one of our favourite festivals. “Always an amazing weekend. We are ready to take it to the next level this year.” Jacoby Shaddix, Papa Roach’s frontman, admitted it is a “dream come true” for the ‘Broken Home’ hitmakers to be headlining the festival. He said: “I am over the moon stoked to be one of the headliners of Aftershock this year. “Honestly, this is like a dream come true. We have worked our whole career for moments like this, and cannot wait to be back in Sacramento, where it all began, for the hometown throwdown! Several other acts will also perform over the four days, including Bring Me the Horizon, Evanescence, Lamb of God, and Stone Temple Pilots. (Contactmusic)
Your shoulder has three bones: the top of your upper arm (the humerus bone) fits into a hole called a socket in your shoulder blade (the scapula bone). A combination of muscles and tendons called the rotator cuff keeps the bone centered in the socket and connects it to your shoulder blade.
Shoulder Problems
If your shoulder hurts and you have trouble breathing or tightness in your chest, call 911 right away -- those could be signs of a heart attack. You also should ask someone to drive you to the emergency room if you can’t use your shoulder to move your arm or have sudden swelling or intense pain. If the pain isn’t that bad but it doesn’t get better or your shoulder is swollen, red, tender, or warm, see your doctor. They’ll ask questions about your symptoms and see how easily you can move your arm around.
Tests
Your doctor may want to get a closer look at the inside of your shoulder. X-rays will show any obvious injuries to the bones, and a CT scan can give a more detailed view. An MRI scan or ultrasound can show if the tissues around your shoulder are damaged.

C H E N NA I , M AY 2 7 (IANS): The Indian boy wonder Rameshbabu Praggnanandhaa launched an incredible fightback to win the second phase of his tworound final against Ding Liren of China and force a tiebreak in the Chessable Masters, the fourth leg of the nine-round USD 1.6 million Champions Chess Tour. But his resistance ended at around 2.30 am on Thursday night as the Indian blundered to lose the second play-off blitz game, losing the match by 2.5-1.5, 0.51.5 margin in the tiebreak play-offs -- an incredible performance for a 16-year-old school kid who had defeated some top players including World No. 1 Magnus Carlsen in this event. Pragg, as he is known fondly in chess circuit, found some brilliant tactical moves to leave the experts shaking their heads in wonder as he came back strongly in the rapid section, the short version of chess that could be compared with a one-day match (the classical version is like Test match and the blitz is equivalent to the T20). Pragg, who had appeared for his school exam before the first round of the final after playing the semifinal encounter till late in the night, won the second game in the four-game minimatch after the first ended in a draw. He then held on to the advantage to force a blitz playoff.

Niroshan Dickwella. “With Asitha’s pace and tactics with the short ball, we knew it would be hard for them. We wanted to spread the field, not to give easy runs. Then attack when possible.” Shakib Al Hasan (58) and in-form Liton Das (52) earlier helped Bangladesh avoid an innings defeat though the damage

34-4 and still needing 107 runs to make Sri Lanka bat again, Bangladesh lost Mushfiqur Rahim (23) in the eighth over of the day when Kasun Rajitha (2-40) bowled him with a delivery that kept low. Allrounder Shakib, who took 5-96 in the first innings, counterattacked to keep the scoreboard ticking. Liton, after scoring 88 runs in the drawn first test and a career-best 141 in the first innings of this test, went slowly but smoothly to deny Sri Lanka bowlers’ quest for another wicket. The wicketkeeper-batter pushed left-arm spinner Praveen Jayawickrama through cover for a single to bring up 2,000 runs in his 33rd test.
Shakib reached his 27th half-century off 62 balls, whipping a delivery from off-spinner Dhananjaya de Silva through midwicket for a boundary on the stroke of lunch. But soon after reaching his 13th fifty off 130 balls, Liton gave a return catch to Fernando and it sparked the collapse. Bangladesh’s hopes of saving the test took a big hit when Shakib edged behind a delivery from Fernando after hitting seven fours in his 72-ball knock. Fernando then cleaned up the tail to give Sri Lanka a small target to chase. Bangladesh chose to bat first and scored 365 in the first innings. Sri Lanka took control of the test and series after replying with 506.

IPL: RR beat RCB by 7 wkts; to face GT in final
Jos Buttler hits over the top for six during the Indian Premier League 2022 Qualifier 2. (PTI)
AHMEDABAD, MAY 27 (PTI): Jos Buttler extended his dream run this season with a record-equalling fourth hundred as Rajasthan Royals produced a
ruthless performance to beat Royal Challengers Bangalore by seven wickets here on Friday and reach their first IPL final since the inaugural edition in 2008.

as chief guest and Ukhrul ADC/ADM Chunglenmang Kipgen as special guest, Ukhrul Times reported. The Shirui Lily Half Marathon Men’s Open was organized by T-Coleve, an event management team, under the aegis of Shirui Lily State Festival Entertainment Sub-Committee. It was a 22 kilometer marathon which was flagged off by former Education Minister, MLA Dr. Th. Radheshyam Singh in the presence of Tangkhul Naga Long President David K Shimray. As part of the opening program of the event, T-Coleve also organized a Campaign Rally for ‘Drug-Free Manipur’ along with a ‘March for Kashong Timràwon’, the local name for the state flower Shirui Lily. The Shirui Lily Marathon was organized under the theme ‘Say No to Drugs’ in line with Manipur government’s ‘War on Drugs Campaign’; promoting the state flower Shirui Lily all the while setting the stage for potential athletes. Hordes of supporters gathered to witness the event.
Pacer Prasidh Krishna (3/22) came back strongly from the hammering he received in the last game to help Rajasthan restrict RCB to 157 for eight in Qualifier 2 despite a stellar 42-ball 58 from Rajat Patidar. Buttler (106 not out off 60 balls), the leading run getter of the tournament by a fair distance, then toyed with the RCB attack to ensure the Royals romped to victory in 18.1 overs. It was only fitting that Buttler hit the winning runs as he clobbered Harshal Patel for his sixth maximum. With his special innings, Buttler matched Virat Kohli for most hundreds in a single season. Kohli had achieved that feat in 2016. Royals take on IPL debutants Gujarat Titans in the final here on Sunday. The pitch offered extra bounce but after Buttler provided a flying start in the company of Yashasvi Jaiswal (21 off 13 balls), the Royals had the game in the bag. Buttler crossed the 800-run mark this season and dispatched bowlers to all corners in his matchwinning effort comprising sixes and fours. Jaiswal,
who smashed Siraj for two sixes and a four in the opening over, too played his part as the Royals raced to 67 for one in the powerplay. Earlier, Patidar extended his stellar run in the IPL but his effort was the lone bright spot of the RCB innings as the other batters struggled on a tricky pitch. Royals gained the upper hand by taking five wickets in the last five overs that went for only 34 runs. After smashing a sensational hundred in the Eliminator, Patidar played with supreme confidence after high-profile openers Virat Kohli (7) and Faf fu Plessis (25) failed to come up with impactful knocks. Rajasthan Royals pace duo of Trent Boult (1/28) and Krishna were impressive throughout the innings. While Boult got his inswingers going in the powerplay, Krishna, who had a horror night against Gujarat Titans in the Qualifier 1, got the ball to rise sharply from good length. Kohli started with a spectacular six off Boult, a whip over deep square leg, before falling to a loose shot off Krishna. Patidar joined du Plessis in the middle and again played as if he was bat-
ting on a different surface. He was dropped by Riyan Parag at backward point early in the innings after he collected two fours off Krishna in the same over. He also went after the star spinners Ravichandran Ashwin and Yuzvendra Chahal in the middle overs and brought up his fifty with a clean strike over long-off. Glenn Maxwell hit a six each against Ashwin and Chahal before Boult outsmarted him. Boult invited him to pull over deep fine leg and the Australian failed to clear the boundary with Obed McCoy taking a brilliant catch. Royals bowlers were able to stifle RCB in the death overs. Krishna, hammered for three straight sixes in the final over against Gujarat, lifted his game in the slog overs as well to dismiss the in-form Dinesh Karthik and Wanindu Hasaranga off successive balls.
BRIEF SCORES
Royal Challengers Bangalore: 157 for 8 in 20 overs (Rajat Patidar 58; Prasidh Krishna 3/22, Obed McCoy 3/23). Rajasthan Royals: 161 for 3 in 18.1 overs (Jos Buttler 106 not out; Josh Hazlewood 2/23).

Super Cup semis: G-Sports Vs Barak; A-Yhome Vs New Market Correspondent
K O H I M A , M AY 2 7 (NPN): G-Sports, New Market, A-Yhome and Barak entered the semi-finals of the ongoing Kohima Super Cup after the last matches for the quarter final league matches concluded on Friday, here at IG Stadium. In the first match of the day (Pool-B), Barak FC and Aphuyemi FC had a fierce contest for one of the two slots in the semifinals as all the four teams in the Pool had one win and a loss each. H oweve r, w i t h A Yhome emerging as the leader of Pool-B by defeating Magdaline Coaching FC 3-2, Barak FC qualified as runner-up as they had a better goal difference of +3. Despite their best efforts none of Barak and Aphuyemi’s numerous attempts could materialise and they had to settle for an uneasy and goalless draw. The tension and fight for survival was strongly felt as the main referee, Michael Dul, had to issue five cautionary cards to players from both the teams. However, the tensed match ended amicably and the sportsmanship of both the teams was later displayed when they shook hands with each other.

In the last quarter final match, A-Yhome FC beat Magdaline Coaching FC 3-2 and emerged the Pool-B leader by winning two of the three encounters. Tianungsung of Magdaline scored the first goal in the 15th minute of the game sending the opposing team into a frenzy all through the first half as that remained the only goal for the half. In the fourth minute after the suspenseful break, Punuru of A-Yhome, netted the first goal for the team bringing back a ray of hope for the team. Punuru quickly doubled his score within 10 minutes of his first goal and continued with his charm with another goal in the 72nd minute and earned himself a hattrick. Magdaline’s relentless efforts paid off when Nosal Pucho doubled the team’s
score in the 79th minute, which, however, remained as the last and final score of the team as they unwillingly conceded defeat and bowed out of the tournament. Earlier on Thursday after the two leaders of Pool-A, G-Sports and New Market’s match ended in 1-1draw, a lot was drawn where G-Sports emerged as the winner of the group and New Market as the runner-up as they both had an identical score of same goal difference of +11 and 7 points each. Winner of Pool-A, GSports will now face off with the runner-up of Pool-B, Barak FC, in the first semi final match on Saturday at 2:30 p.m. while winner of Pool-B, A-Yhome FC, would play against the runner-up of Pool-A, New Market FC on May 29, Sunday, at 1:30 p.m.

to enhance sports budget
NEW DELHI, MAY 27 (IANS): The All India Council of Sports (AICS) president Prof. Vijay Kumar Malhotra has urged the state governments to enhance their sports budget, especially in view of the fact that sports is a state subject and it is their duty to promote sports. Prof. Malhotra said that the best-ever medal tally in Olympics shows that India is in the right direction but it needed a comprehensive approach by the state governments for promoting sports. “State Governments should also enhance their Sports Budget, especially in view of the fact that Sports is a State Subject and it is the primary duty of the States to promote sports in their respective states,” he stated after the 14th meeting of AICS here on Friday. “India is celebrating its best-ever medal tally in the recently concluded
Olympic Games, Paralympic Games and Deaflympic Games. The Government of India is immensely working on identifying and promoting sporting excellence since 2015 and the result we all saw in the Tokyo Olympics, Paralympics, and Deaflympics,” he said. Prof. Malhotra said that indeed the performance of our sportspersons have improved but if compared to the showing of athletes from other countries it is clearly understood that we need to develop and market sports at the grass-root level. “A study has revealed that those countries who were on the top of medal tally invested heavily and prudently in building up the sports culture while we have a very limited budget for sports although the present NDA Government has increased the Sports Budget compared to the previous UPA Governments,” Prof. Malhotra said.

An intriguing element to that match is Toni Nadal Rafael’s uncle, who coached him to 16 of his 21 major titles - is part of Auger-Aliassime’s team in Paris. Ninth seed Auger-Aliassime earned his spot in the last 16 with a 7-6 (7-3) 7-6 (7-2) 7-5 win against Serbia’s Filip Krajinovic. Nadal secured his victory over 26th seed Van de Zandschulp when he saw off a break point before serving
out the win. Standing between Djokovic and the possibility of a 59th career meeting with Nadal is Argentine 15th seed Diego Schwartzman, his last-16 opponent. After a disrupted start to 2022, Djokovic is starting to look at his best and will face his biggest test so far this year at Roland Garros against 2020 semi-finalist Schwartzman. Djokovic was not allowed to play at the Australian Open, or at tournaments in the United States, because he was not vaccinated against Covid-19. That meant he had only one tournament before the

Three-time Grand Slam winner Angelique Kerber was upset by Emma Raducanu’s conqueror Aliaksandra Sasnovich. The 34-year-old German 21st seed lost 6-4 7-6 (7-5) while American Coco Gauff, 18, eased into the Roland Garros fourth round with a 6-3 6-4 victory over Estonia’s Kaia Kanepi. Fit-again Sunil Chhetri boosts India’s chances in Jordan friendly
M U M B A I , M AY 2 7 (IANS): Despite getting the wooden spoon in Indian Premier League (IPL) 2022, Mumbai Indians have yet again reiterated their widespread followership across the world and have sustained their top status on YouTube engagement worldwide, according to a study conducted by Spanish research agency Deportes & Finanzas. According to the report, the 5-time IPL champions bettered their numbers on this count by over 50 percent in April 2022, clocking 66.1 million engagements, clear of second-placed Liverpool FC by 16m. NEW DELHI, MAY 27 (PTI): Upbeat with the return of talismanic striker Sunil Chhetri in its ranks, India still has a tough task at hand when it faces higherranked Jordan in an international football friendly match on Saturday. The 37-year-old Chhetri last played for India during its 3-0 win over Nepal in the SAFF Championships final in October 2021, but since then was side-lined due to injuries. The match is India’s last preparatory outing ahead of the 2023 AFC Asian Cup Qualifiers which kicks off in Kolkata from June 8. Jordan is placed at 91st as against 106th of India in the FIFA rankings. “Another game against a stronger team will always help,” head coach Igor Stimac said about which team which reached here on Wednesday. “It’s our last friendly game prior to qualifiers, and we need to get final answers on certain questions. NEW DELHI, MAY 27 (PTI): Velocity suffered a 16-run defeat in the Women’s T20 Challenge but still qualified for the final on the basis of a better net runrate, knocking out victors Trailblazers from the tournament on Thursday. Velocity will face Supernovas in the summit clash on Saturday. Invited to bat, Sabbhineni Meghana and Jemimah Ridrigues smashed scintillating fifties to help the defending champions post a huge 190 for five, the highest total in the history of the tournament. But they needed to restrict Velocity to 159 to become the second team to qualify for the final but it was not to be as Kiran Navgire had other ideas. The 27-year-old allrounder from Maharashtra lit up the night sky with five fours and as many sixes on way to her 34-ball 69 to take Velocity across the 150-mark and on the doorstep of the final. The Trailblazers bowlers, led by Poonam Yadav (2/33) and Rajeshwari Gayakwad (2/44), eventually managed to restrict Velocity to 174 for nine to

level,” he added. The squad has been in a preparatory camp for over a month, first in Bellary in Karnataka and then in Kolkata, and the coach said that the fitness levels of his players “are quite good”. “We have another 10 days (before the Asian Cup qualifiers), and it should be perfect. The boys have done a great job, and they need to be rewarded with some good results in the Qualifiers,” Stimac said. About Jordan as an opposition team, the coach said: “Jordan are ranked better than Belarus (FIFA Ranking 93) but are not as physical as Belarus. So for us, it should be a bit easier in regards to the build-up and
ball possession.” The ‘Blue Tigers’ had played against Belarus in the FIFA International window in March, a match where they went down 0-3. The Indian squad has been bolstered by the joining of the ATK Mohun Bagan players, who missed the preparatory camp owing to their club commitments in the AFC Cup. “They came very late (on May 26, 2022 morning) after playing 3 games in 7 days, and hence, we need to be careful with them. We still have over 36 hours ahead for them to recover and I will be making a decision whether to field them or not on 28th morning,” Stimac said.
