KO H I M A , AU G 2 7 (NPN): After the signing of an agreement between PDA constituents-- NDPP, BJP and Independents with opposition NPF-- for an allparty government (‘Nagaland United Government’) political developments seem headed towards a crisis. On Friday, the NPF Legislature Party (NPFLP) held an emergency meeting at the residence of its leader T.R. Zeliang in Dimapur which came close on the heels of the statement issued by senior state BJP workers against the formation of the ‘Nagaland United Government’ comprising of all legislators of the 13th Nagaland Legislative Assembly. The NPFLP reaffirmed the resolution signed by the legislature party leaders of NDPP, BJP, NPF and two Independents for the ‘Nagaland United Government’ in order to work together to achieve the common goal for early solution to the Naga political issue. The NPF legislature and party functionaries will also hold a joint consultative meeting on Saturday over the issue. Earlier on August 25, the NPF party president clarified that such matters were within the parameters of the MLAs and the party organisation has nothing to do with it. Insurgency in NE declined but smuggling rose in five years: DGAR MUMBAI, AUG 27 (PTI): While the levels of insurgency in the North East declined in the past five years, the movement of contraband and smuggled goods saw a rise, Director General Assam Rifles Lt Gen Pradeep Chandran Nair said. “Last year, the Assam Rifles confiscated contraband worth Rs 876 crore, a 61 per cent jump from 2019 when contraband worth Rs 544 crore was seized,” he said. “This year the figure is already Rs 751 crore as of July 31,” he said. “What

is startling is that the rise in smuggling of contraband has occurred despite coronavirus pandemic,” he added. DIMAPUR: Launching programme of “smoke free district headquarters campaign”-cum-district level coordination committee (DLCC) meeting of district tobacco control cell (DTCC) was held on August 27 in the conference hall of the deputy commissioner (DC), Kohima. According to a DIPR

report, addressing at the launching campaign programme, KMC administrator, Lanusenla Longkumer stated that smoke free campaign was to strengthen enforcement of section 4 of COTPA 2003 which banned smoking in public places. She suggested the members to implement more stringent enforce-

ment to identify illegal smoking places such as restaurants, offices and other public places for a smoke free city. She added that in order to make Kohima a tobacco-free city, it would require not only involvement of government agencies but also cooperation from villages, NGOs, police and

every individual. Meanwhile, district nodal officer (NTCP), Dr. Arenla Walling highlighted the activities of district tobacco control cell. During the programme, joint director (dental) state nodal officer Dr. C. Tetseo declared Mezoma and Dzuleke as “tobacco free villages”. Reviewing the last meeting minutes, Dr. C. Tetseo also suggested members to install surveillance cameras to keep checked illegal smoking at public places. DIMAPUR: A four-day training on “paediatric care in COVID-19 related issues” for Accredited Social Health Activist (ASHAs) of Phek district concluded on August 27. In a press release, medical department informed that the training was conducted to train ASHAs on preparedness and management of any sudden surge of COVID-19 related issues in children. Militants kill five truck drivers in Assam FM promises Rs 1300 cr devp

(PTI) GUWAHATI, AUG 27 (IANS): Five truck drivers of a cement company were killed and three others injured when Dimasa National Liberation Army (DNLA) militants fired upon them in Assam’s Dima Hasao

district. The attack happened late on Thursday night, police said on Friday. A senior Police official in Guwahati said that the DNLA extremists fired several rounds at the truck

drivers and other people before setting six of the trucks on fire. At least seven drivers and assistants of the trucks managed to flee inside the nearby jungles when the extremists fired on them from the sophisticated weapons.

Assam Rifles troopers and Assam police personnel led by district police chief Jayant Singh have rushed to the spot -- Rangerbeel on Umrangsu Lanka Road -- and recovered the charred bodies of the five drivers from the burnt trucks. The security forces have launched a massive combing operation to nab the militants in the hilly district, which is around 300 km southeast of Guwahati. The trucks were carrying coal and other material for a nearby cement manufacturing plant. The Dima Hasao district, formerly North Cachar District, one of Assam’s three hill districts was earlier a hotbed of militant activities and in the recent years there was no major extrem-

ist violence. In May, the security forces during an encounter gunned down six DNLA cadres in the Dhansiri area of Karbi Anglong district. Arms and ammunition were recovered from their possession. The operation of the security forces was launched after the DNLA rebels killed a villager in the area. The outfit reportedly was carrying out extortion and abduction in Dima Hasao district and adjoining areas. Several top leaders of the militant outfit were earlier arrested by the security forces. Formed in 2018, the DNLA is believed to be active in the Dima Hasao and Karbi Anglong districts, as well as in neighbouring Nagaland.

Chandra Mohan Patowary, who handles the transport, industries and commerce and three other departments, made the comments on Wednesday at an event to distribute financial assistance to beneficiaries under a state government scheme for widows of Covid-19 victims in Kamrup district. He made the remark while talking about a nearly 90-year-old woman who he saw on a Guwahati footpath on Tuesday midnight without wearing a mask or taking any safety measures against the virus. Patowary, a BJP MLA, added that some people like that woman don’t get infected. “Nature has decided who would get infected, who won’t and who would be taken away from Earth. A list on it is prepared in God’s computer.

When a person cannot manage a bad situation he will obviously put the blame on God,” said Bobbeeta Sharma, media in-charge of opposition Congress. “Because of the Centre’s lack of foresight in dealing with the Covid-19 pandemic when there were early warning signs and the Modi Government’s organisation of the Namaste Trump event, disastrous consequences followed. Then they gave directions for ‘ thali bajao’ all over India to chase away Coronavirus! What can you expect from such people who lack scientific temper?” she added. Till date, Assam has recorded 586,940 Covid-19 cases with 5618 deaths. On Thursday, the state recorded 562 new cases of the viral infection, 11 deaths and a test positivity rate of 0.69%. There are nearly 7,000 active cases in the state at present.

ITANAGAR, AUG 27 (PTI): Incessant rainfall triggered a flood-like situation in several districts of Arunachal Pradesh, causing damage to crops and infrastructure, besides affecting normal life, officials said on Friday. The water level of variou rivers in Siang district rose with reports of largescale damage to agriculture and horticulture crops, including bamboo groves, they said. Pangin-Boleng MLA Ojing Tasing said he is in constant touch with the district administration to ensure immediate restoration of essential services and communication lines. Siang’s Deputy Commissioner Atul Tayeng said the heavy rains severely affected the district’s communication infrastructure with unprecedented flooding of the Simang river on Thursday. The GREF (General Reserve Engineer Force) labour camps in the area were evacuated and 550 people were shifted to Government Higher Secondary School in Boleng, officials said. Residents of low-lying areas were asked to remain vigil in the wake of the rising

water level, they said. The Bailey bridge at Suple village, connecting six upstream villages of the district, was washed away, they added. The power channel and water-conducting system of Subbung Hydropower Plant (SHP) were damaged due to landslides, affecting power generation, officials said. Power transmission lines were also destroyed in many areas of the district, they said. In East Siang district, a newly-constructed embankment was washed away, threatening Jarku village, officials said. The rising water level of Siang also triggered massive erosion along the left bank of the river in Lower Mebo villages such as Borguli, Seram, Kongkul, Namsing Gadum and Mer, they said. Local MLA Lombo Tayeng said that the heavy rainfall caused massive erosion, damage to cropland and infrastructure, besides flooding low-lying areas. The rising water level of Siang is posing a serious threat to the rural areas of the Mebo subdivision, he said.

AGARTALA, AUG 27 (PTI): Union Finance Minister Nirmala Sitharaman on Friday promised that a Rs 1300-crore project for Sustainable Development and Infrastructure Development for Tripura’s Tribal areas would be cleared within the next 10 days. Addressing a programme after inaugurating some 11 projects at Mohanpur, about 50 km from here, Sitharaman said the Rs. 1300-crore project with World Bank funding would ensure an all-round development in the Tribal areas. The tribals form one third of the state’s population. In recent elections to the Tripura Tribal Areas Autonomous District Council, the ruling BJP and its allies were trounced by the newly formed Tipraha Indigenous Progressive Regional Alliance led by a former royal, Pradyot Kishore Deb Barman, causing alarms about the future prospects of the ruling alliance. She also announced that two other projects worth over Rs 21 crore were cleared by the Centre on Friday morning itself. The two projects includewidening of state highways (Rs. 14.15 crore) and various works in the capital city (7.4 crore). The Union Finance Minister, who arrived in Tripura on a two-day visit, besides inaugurating local projects worth Rs. 189 crore, also reviewed the status of on-going ExternallyAided Projects (EAPs).

‘Killing patients with fire’: SC raps Gujarat on safety rules died in another hospital fire, in Bharuch. The Supreme Court, which had ordered fire safety audits for hospitals across India after the fires, was furious at the state government for trying to relax safety rules for hospital buildings despite these incidents. “There are hospitals that have been running for over 30 years without requisite permissions and safety measures. We are constantly only exempting developers who are violating laws, that is all we are doing in this country,” the judges said. Rajasthan CM Gehlot undergoes angioplasty JAIPUR, AUG 27 (PTI): Rajasthan Chief Minister Ashok Gehlot underwent angioplasty at a government hospital here on Friday. “There was 90 percent blockage in one of his coronary arteries and one stent was placed successfully. He is absolutely fine,” Dr Sudhir Bhandari, principal of the SMS medical college, told reporters. The 70-yearold Congress leader had tested positive for coronavirus in April this year, and since then was facing post Covid issues. Dr Bhandari said Gehlot had complained of heaviness in his chest and pain in neck following which an ECG was conducted and it was normal. “However, we monitored everything very closely and advised him to get a CT angiography done. He agreed and the procedure was done. Since there was 90 percent blockage, one stent was placed,” Dr Bhandari said. He said Gehlot expressed confidence and faith in the team and infrastructure of the SMS Hospital. “He is cheerful,” Dr Bhandari said, adding that the chief minister has been advised complete rest for two-three days. He said Gehlot was registered as a common citizen in the Rajasthan Government Health Scheme (RGHS) and got the angioplasty done. Prime Minister Narendra Modi wished Gehlot a swift recovery and good

Govt fully committed to welfare of freedom fighters: Minister NEW DELHI, AUG 27 (IANS): Union Minister of State for Home Affairs, Ajay Kumar Mishra, said on Friday that the governmnet is fully committed to the welfare of the freedom fighters of the country. Speaking at a meeting of the committee of eminent freedom fighters, the minister said that freedom fighters participated in the freedom struggle with full dedication and the nation can never forget their invaluable contributions. Mishra also said that as per the directives of Prime Minister Narendra Modi and Home Minister Amit Shah, the government is taking all possible steps to provide the best of facilities to the freedom fighters. Veteran freedom fighters from across the country who attended the meeting were also honoured by the minister. The Ministry of Home Affairs has a separate division for freedom fighters, known as the ‘Freedom Fighters & Rehabilitation Division’. It has two wings -Freedom Fighters Wing and Rehabilitation Wing. The Freedom Fighters Wing is responsible for matters relating to the grant of Central Samman Pension and other welfare measures to the freedom fighters. The Rehabilitation Wing deals with residual matters relating to relief and rehabilitation of displaced persons from East and West Pakistan; rehabilitation assistance to Sri-Lankan refugees, repatriates from Sri-Lanka; and the Tibetan refugees staying in India, including grant of protected area permits for visits to the Tibetan settlements etc.

The Gujarat government had clarified that its notification didn’t mean that it was relaxing rules on fire safety compliance. But the court emphasised that Building Use Permissions were equally impor-

tant and said it was appalling that many hospitals had yet to obtain them. “It appears that by taking cover of the pandemic a benefit has been conferred upon the developers. The town planning and building use rules were made for protecting the health of people. We want compliance. If someone is running a nursing home for 38 years without building use permissions in that case the Gujarat government’s notification is equivalent to condoning gross irregularities and that goes against public health and safety,” the two-judge bench said. Senior advocate Dushyant Dave, who appeared on behalf of the victims of these fires, requested the court, “These hospitals have made millions during COVID. Can compensation be granted to these people who lost lives to these tragedies?” The Supreme Court said it would decide later.

PUNE, AUG 27 (PTI): Defence Minister Rajnath Singh on Friday said that if India achieves advancement in technology, it can become a superpower. He said this while addressing students and researchers here at the Defence Institute of Advanced Technolog y (DIAT), a deemed university of the Defence Research and Development Organisation (DRDO). Singh said that Prime Minister Narendra Modi is committed to taking the country on the path of progress in research and innovation. “Some initiatives have been started by the defence ministry to make progress in research and innovation through collective efforts from armed forces, industries and academia and it can happen only through mutual understanding and by sharing knowledge and best practices,” he said. HC to hear in Oct appeals of Facebook, WhatsApp NEW DELHI, AUG 27 (PTI): The Delhi High Court Friday said it will hear in October the appeals of Facebook and WhatsApp challenging its single-judge order dismissing their pleas against the probe ordered by the Competition Commission of India (CCI) into the instant messaging app’s new privacy policy. A bench of Chief Justice D N Patel and Justice Jyoti Singh listed the matter for October 11 while extending the time to file replies to the June 4 and 8 notices issued by CCI to WhatsApp and Facebook, till then. While CCI was represented through Additional Solicitor General Aman Lekhi, WhatsApp and Facebook were represented through senior advocates Harish Salve and Mukul Rohatgi respectively. WhatsApp and Facebook have also challenged the CCI’s asking them to furnish certain information for the

purpose of inquiry conducted by it. The case relates to the appeals of Facebook and WhatsApp against a single judge order dismissing their pleas against the probe CCI ordered into the instant messaging app’s new privacy policy. The division bench of the high court had on May 6 issued notices on the appeals and asked the Centre to respond to it. The single judge on April 22 had said though it would have been “pru-

dent” for the CCI to await the outcome of petitions in the Supreme Court and the Delhi High Court against WhatsApp’s new privacy policy, not doing so would not make the regulator’s order “perverse” or “wanting of jurisdiction”. The court had said it saw no merit in the petitions of Facebook and WhatsApp to interdict the investigation directed by the CCI. The CCI had contended before the single judge that it was not examining the alleged violation of individuals’ privacy which was being looked into by the Supreme Court. It had argued before the court that the new privacy policy of WhatsApp would lead to excessive data collection and “stalking” of consumers for targeted advertising to bring in more users and is therefore an alleged abuse of dominant position.

Vijayan rejects criticism for Kerala Covid management failure T H I RU VA NA N T H A PURAM, AUG 27 (PTI): At a time when the Kerala government is drawing flak for its alleged failed COVID-19 management in view of high test positivity rate and increased daily cases, Chief Minister Pinarayi Vijayan has rejected the criticism terming it as “unwanted” and suspected it as attempts to undermine people’s support in its fight against the pandemic. In an article published in the latest edition of “Chintha” weekly, one of the mouthpiece publications of the ruling CPI(M), he said a section in the

society was making deliberate attempts to create confusion among people by criticising the state’s disease management strategies. These moves were to trigger public sentiments against the government and thus create a situation in which the fight against the virus infection was viewed lightly by the people, he alleged. The Chief Minister’s statement assumes significance as the opposition Congress-led UDF and BJP were demanding him to end silence as the daily COVID cases had crossed the 30,000 mark after an

NEW DELHI, AUG 27 (AGENCIES): Gujarat’s move to ease hospital building safety rules amid Covid was slammed today by the Supreme Court, which put the order on hold and said: “To save lives in the pandemic we are killing people with fire.” A Gujarat order on July 8 had said no action would be taken against buildings without “Building Use Permission” till March next year. “The Gujarat government notification goes against public health and safety. In the effort to save people in pandemic we are killing people by fire,” the Supreme Court said. Eight Covid patients were killed in a fire in August last year at Shrey Hospital in Ahmedabad. In November, six people died at Rajkot’s Uday Shivanand Hospital. The police said the fire started in the ICU. In May, 18 people

Third wave prediction

A

panel set up by the central government, in its latest report, has warned that a third wave of Covid-19 pandemic could peak around October. It said the public healthcare system should have better medical preparedness for children who might be at similar risk as adults. The report of a committee of experts constituted under the National Institute of Disaster Management (NIDM), which was set up by the Union home ministry, said, “Paediatric [control] facilities including doctors, staff, equipment like ventilators, ambulances etc are nowhere close to what may be required in case a large number of children become infected.” According to the report, there is no direct evidence that proves children in India will be more affected in the anticipated third wave. The report, however, suggests that children remain a cause of concern since they are still not vaccinated. With most states on gradual Unlock mode that included reopening of schools and colleges, there has been great concern among parents especially about children being exposed to the coronavirus virant in the third wave, where children from the age of 12 and above would be the most vulnerable. The CDC in the USA has recommended that children from the age of 12 and above get vaccinated to protect themselves from the virus. In India, warnings of a third wave. This is after the Centre failed to adequately prepare for the second wave of coronavirus infections. Now the central health authorities are routinely warning people of the possibility of a third wave. It started earlier this month with the Principal Scientific Advisor K Vijay Raghavan calling the third wave “inevitable” even though its timing could not be predicted. There has been some speculation about the third wave being even stronger than the second. However, this is not something that can be predicted. Usually, it is expected that every fresh wave would be weaker than the previous one. The second wave of COVID-19 was, reportedly, significantly driven by the Delta variant of the coronavirus, which is more infectious and has immune escape properties (this is still being studied). Those who have predicted the third wave in India base their conclusions on several studies done on the first and second covid-19 wave. Bloomberg, a media corporation in the USA, reported that a third wave in India would peak in October 2021. It cited various reports which said that the upward curve could be evident in August. According to the Bloomberg reports, the best-case scenario would consist of India seeing one lakh infections per day, and the worst scenario, 1.5 lakh per day in the third wave. This wave would be comparatively smaller than the second wave, which saw a record of over four lakh cases in a day on May 7. Another prediction about a likely third wave was from an early model by IIT Kanpur’s Professor Rajesh Ranjan and Mahendra Verma. According to the model, a second scenario based on life going back to normal and a mutation in the virus predicted a peak by mid-September, which could be severer than the second wave. The third scenario, predicted in the case that stricter restrictions continue in the country, showed the third wave’s peak in late October, and a lower peak than the second wave. These were based on the assumptions that India would be fully unlocked by July 15,2021. If these predictions come true then authorities must do more since the future generation are at great risk.

If you say you are sanctified, show it. The experience must be so genuine that it shows in your life. Beware of any belief that makes you self-indulgent or self-gratifying; that belief came from the pit of hell itself, regardless of how beautiful it may sound. Your theology must work itself out, exhibiting itself in your most common everyday relationships. Our Lord said, “…unless your righteousness exceedsthe righteousness of the scribes and Pharisees, you will by no means enter the kingdom of heaven” (Matthew 5:20). In other words, you must be more moral than the most moral person you know. You may know all about the doctrine of sanctification, but are you working it out in the everyday issues of your life? Every detail of your life, whether physical, moral, or spiritual, is to be judged and measured by the standard of the atonement by the Cross of Christ.

Remembering a military quagmire: Exit of US from Afghanistan and the impact on small states

R

.W. Apple Jr. wrote back in 2001 that “like an unwelcome specter from an unhappy past, the ominous word ‘quagmire’ has begun to haunt conversations among government officials and students of foreign policy, both here and abroad. Could Afghanistan become another Vietnam?” It took 20 years for the entire world to witness the US exit from Afghanistan. Shocking pictures of Afghan civilians clinging onto a US C17 military aircraft appeared in the media. Some of them shockingly perished in midair at the Kabul airport. The US had to live another Saigon moment. Pictures of US withdrawal in Saigon circulated in the media -- the famous image of a man with a white shirt reaching down to grab a person at the top of a staircase to board the helicopter. On the afternoon of April 29, 1975, CIA officer Oren Bartholomew Harnage was assisting the fleeing refugees and this was in 22 Gia Long Street and not the US Embassy, photographed by Dutch journalist Van Es. Back then, President Nixon’s exit from Vietnam had 130,000 South Vietnamese evacuated to the US bases in Guam and the Philippines. Then the evacuees were resettled in the US. Just like refugees who fled Communist rule, today, the same obligation to protect Afghan refugees fleeing the Taliban clutches has fallen on the United States. According to ORF scholar Harsh Pant, ‘the hard-won rights for women and minorities and democracy have already been sacri-

ficed at the altar, reaching a modus vivendi with the Taliban’. The US withdrawal was depicted as a humiliation and a loss, falling short of not capturing the accurate strategic dimensions and how the exit would impact India and the regional security of South Asia, especially to smaller South Asian neighbours like Sri Lanka, Bangladesh and the Maldives. The failure of nonmilitary instruments of power Robert M Gates, in his book ‘Exercise of Power’, admits that “it is probably true that Brent Scowcroft and I as National Security Advisor and deputy should have at least devoted some time to focus on how the US and others might help Afghanistan after a decade of war... we certainly sent the wrong signal when we closed our embassy after the Soviets left. After helping the Afghans defeat the Soviets, we presumably had the foundation of at least some goodwill”. The lost opportunity in 1989 was due to the US focus on Eastern Europe than Afghanistan. With the absence of the US between 1996 and 2001, Osama Bin Laden established camps in Afghanistan that trained an estimated ten thousand terrorist fighters. Afghanistan became a state sponsor of terror, and a state sponsored by terror writes President George W. Bush in his memoir Decision Point.Twenty-six days after the 9/11 attack, US military began its airstrikes in Afghanistan. Taliban and al-Qaeda were ousted from Afghanistan by early 2002, with 27 American lives

lost and $20 billion spent. After 20 years, the nation building cost was nearly $2 trillion. Gates observed, “We and Afghans would have been better served had our military departed in 2002 and had we thereafter relieved on our non-military instruments of national power and patience”, believing that lasting change would come within a more realistic projection. George Town Scholar Christine C Fair rightly assessed that “After clearing Afghanistan of Al Qaeda, which happened in 2004, the United States should have withdrawn. When the United States decided to declare war on the Taliban and enter into a highly ill-devised state-building fiasco, it should have realised that this would be a disaster absent any policy to stop Pakistan from supporting the Taliban”. According to Sarah Chaves, while Pakistan was a key factor for the Taliban tentacles to grow in Afghanistan, the Afghan government’s corruption is another apparent factor. Taliban and China The US has faced multiple exits and several cycles of proxy wars since the end of the cold war when the hammer and the sickle flag fell in Kremlin. US exit from Afghanistan was a decision taken by the previous Trump administration, taken forward by President Biden. The withdrawal strategy leaves China, the emerging Asia power, with more responsibility to balance the Taliban occupation, making China’s western frontier of Xinjiang open for multiple security threats. A month ago, Taliban

leaders assured China that they will not allow anyone to use Afghan soil against China and support China to maintain security in their border areas in the Wakhan corridor. However, China’s BRI still remains vulnerable when the US leaves Afghanistan, a geographical pivot state wedged between Central and South Asian regions. The calculated exit of the unending war in Afghanistan is a strategy that was in the making for many years in Washington. It was wholly executed by Biden. The danger for the US exit is not the Taliban’s hold, but their tentacles and extremist agenda will expand through its proxies to multiple geographies in the region, threatening the regional security balance. Taliban and smaller South Asian nations There is a clear and present danger for India from Taliban. India which focused on its security concerns in the recent past towards north (China) and West (Pakistan) would need a broader spectrum of focus towards the South (Sri Lanka and the Maldives) and east (Bangladesh). Taliban’s proxies in Bangladesh - Jund al-Tawheed Khalifa, Harkat-ulJihad-al-Islami (HuJI-B), AQIS, and Jamaat-ul-Mujahideen Bangladesh (JMB) will have a new lease of life with the Taliban grip in Afghanistan. The Maldives, with its highest per capita contribution to foreign terrorist fighters, will be another nation that will be vulnerable and radicalised extremist in the country who has contact will see an opportunity with the Taliban’s emergence to power.

In Sri Lanka, the burqa ban, madrasa regulation, and force cremation of Muslims are clear optics towards further radicalisation, which the Taliban will exploit. Jihadist movements such as National Tohweed Jamath (NTJ) with contacts with South Indian cells, will find their energy back with Taliban return. Smaller South Asian nations with weak security structures will be fertile grounds for the Taliban to push the extremist agenda and suppress the secular movements.Sri Lanka, which faced the most significant terror attack in April 2019, is vulnerable to future security threats with the weak political environment. Pakistan will be a breeding ground due to its support towards Taliban insurgents to spread their activity. Pakistan Prime Minister Imran Khan views the Taliban capture as a moment of freedom, saying, ‘Afghanistan has broken the shackles of slavery. The Taliban’s grip and expanse will directly threaten India and many other smaller South Asian nations. Anti-India groups such as LeT and JeM have already found sanctuary in Afghanistan due to the Taliban and ISI. The re-Talibanisation of Afghanistan will have severe consequences to Indian national security. The radical Islamic elements will flow across borders easily due to a lack of infrastructure to counter the threat within the region. The multi-jurisdictional structures for intelligence sharing and counter-terrorism within South Asia are underfunded and underdeveloped. The Sri Lankan Easter Sunday attacks

Taliban 2.0 and the Indo Pacific Greater PakistanChina and Sri Lanka-China collaboration and Chinese projects such as CPEC of Hambantota/Port City are development projects to accelerate economic growth. In reality, the security challenges from the Taliban can have a destabilising effect on these projects and cause severe delays. China’s inroads n South Asia are well-established in pro-China centric nations within the BRI. Many of these nations did not view the U.S. presence in the region as a positive trend, depicting it as a potential threat to national security projects from miscalculated policy decisions. The U.S. withdrawal is a direct message to the regional powers to look after their own regional security concerns than depending on Washington. Equal access to vaccines isn’t just about health

W

hen will COVID-19 be over? It’s the question being asked by everyone from parents of young children to public health officials, economists to entrepreneurs the world over. The global economy is expected to grow by 5.6% in 2021, the fastest post-recession pace in 80 years according to data from the World Bank’s Global Economic Prospects report. And while that recovery is expected to be uneven, the twice-yearly study suggests that developing economies will grow by 6% this year. That figure is based on higher demand and elevated prices for commodities, many of which are produced by developing economies.

But the single greatest challenge remains COVID-19 itself. Threat to recovery Optimism over economic recovery is tempered by concerns about a resurgence of cases and the global inequities over access to vaccines. An animated chart issued by the World Bank illustrates the problem clearly. The analysis revises the projected growth figure downwards (by 0.2 percentage points) for countries with below-median vaccination rates and upwards (by 0.8pp) for those with above-median vaccination rates. Vaccine inequity The gulf in vaccine distribution between rich and poor nations is breath-taking and selfdefeating.The vaccination rate among rich countries is just over

51% according to the United Nations Development Programme (UNDP). It’s about 1.4% for low-income nations. The figure for the Democratic Republic of the Congo (population 89m) is less than 0.1% – or fewer than 1 in 1000 people. According to the Vaccine Equity Dashboard, a tool developed in conjunction with United Nations (UN) agencies and the University of Oxford, growth rates in poorer countries – where many health workers are still yet to be vaccinated – may not get back to pre-pandemic levels until 2024. If low-income countries had the same vaccination rate as high-income countries, it says, they could add $38 billion to their GDP for 2021.

The dashboard also reports that on average the level of investment required to vaccinate 70% of the population is 0.8% of health budgets in rich countries compared to 56.6% in low-income countries. Global solutions So what can be done to address the challenge? The focus has been on speeding up vaccine distribution to developing countries. The global programme COVAX – conceived to give the whole world fair access to COVID-19 vaccines – has so far delivered more than 150 million vaccine doses around the world, with a target of making 2 billion available by the end of 2021. However, in June it warned that short-term supply concerns remain, particularly throughout

July and August. Alongside, the World Bank says developing countries could take action to boost growth. It urges measures to reduce trade costs – almost 50% higher in developing compared to advanced economies – and investments in green infrastructure and climate resilience. The report warns of the possibility of a lingering pandemic contributing to a downside scenario of a “faltering” global recovery similar to that which followed the global financial crisis of 2007-8. CIHSR hospital being the only hospital with BSL lab facilities in Dimapur District, did they run the confirmative test on the patient? If yes, then where is the test

And how accurate is RAT from RT PCR or BSL lab report? 2) According to the “death certificate” issued to the family members by CIHSR dated – 26 July 2021, the primary cause of death is clearly written as “septic shock” and secondary cause as “COVID-19 infections (Severe Acute Respiratory Distress Syndrome)”. Going by the official press statements of CIHSR, it highlighted the patient with no pregnancy related complications, no rib fracture owing to fall injury. Then the primary cause in the death certificate should have been COVID-19 death and not secondary as mentioned. Why does the CIHSR press statements contradicts the death certificate that was handed over to the family. 3) The deceased pregnant lady had bleeding

issues and also chest pain causing mild breathing discomfort from a fall that occurred on 11th July, 2021 for which she underwent treatment from a qualified Doctor at her hometown Jalukie, Peren District. But there was no positive improvement so the Doctor referred her to Dimapur for further course of treatment. The question that’s pricking us; With those evident signs of bleeding and breathlessness caused by her fall injury, did the emergency doctor addressed and gave prioritized treatment on her arrival at CIHSR Emergency Dept. How did the concerned hospital quote clarification letter No.2/Patient in Emergency Dept., there was no pregnancy related problem or rib fracture whereas she was referred to Dimapur for cases related to bleeding

and chest pain. Citing No visible rib fracture, how did the Doctor diagnosed the Mild breathing discomfort for chest injury to severe breathlessness with high respiratory rate and low oxygen saturation? Why was she further confirmed COVID-19 positive by the X-Ray result and not RT – PCR Test when the hospital has Lab facilities. Ignoring the urgent need of proper medical attention and treatment for bleeding and chest pain for which she was referred to Dimapur, the victim was sent to COVID-19 ICU directly from emergency room (CIHSR), that reflects medical negligence on the part of the hospital. Whereas the clarifications letter stated that formal consent was obtained from the relatives before admission to Covid – 19

ICU, but while she was in Emergency room, I was instructed to buy medicines from the Pharmacy. As I got back along with the medicines, to my utter surprise I could not find my sister there, on enquiry to the staff the whereabouts of my sister, I was informed that she was shifted to Covid ICU. Therefore with great dismay, I declare that I was not provided or asked to sign any consent form prior to her admission to Covid ICU, and so no formal consent was obtained from the relative as claimed, as I was the only relative who accompanied her to the Emergency Room and she was shifted during my absence. As normally practised in hospitals, on death or discharge from the hospital, the patient’s card and investigative tests results/ reports carried out are

handed over to the patient / relatives. But in this case, contrary to the hospital’s clarifications in print medias, except the death certificate all other reports and necessary documents were withheld by the hospital. When requested for the same, they bluntly refused to give. Laying forward all the above mentioned facts and statements, I would ask the CIHSR Hospital to do the needful as should be by providing all the necessary reports and documents. The lost souls (Mother and 6 months child) may not be brought back but truth is deserving for my deceased sister and the baby in her womb. He made the remarks Thursday at a meeting with industrialists and traders in Amritsar, amid the continuing tussle with Chief Minister Amarinder Singh ahead of next year’s assembly polls. A fallout of the tussle was the resignation Friday of Sidhu’s adviser Malvinder Singh Mali after his controversial remarks on the Kashmir issue. The party leadership picked the cricketer-turnedpolitician a few weeks back as the Punjab Congress chief, ignoring opposition from Amarinder Singh. But

He added there was no point in being

just a show horse (“darshani ghoda”). Harish Rawat, who is Punjab affairs in-charge at the All India Congress Committee (AICC), appeared to downplay Sidhu’s remarks. In Delhi, he said state presidents are free to take decisions within the party’s constitution and in accordance with its position. “I will see the context in which Navjot Singh Sidhu made these remarks. Mr Sidhu is the respected

chief of the Punjab unit. Who else has the power to take decisions if not the state presidents?” the AICC general secretary told reporters when asked to comment. It is not clear if Sidhu’s outburst was in response to Rawat’s recent suggestion that his two media advisers should leave after their controversial comments related to Kashmir and Pakistan, seemingly against the stated position of India and the party. In Uttarakhand on Thursday, Rawat also confirmed to reporters that he wanted to give up his responsibility as the in-charge of the party’s affairs in Punjab to concentrate on his native state. Earlier, he said the next elections will be fought under Amarinder Singh’s leadership, delivering a snub to the Sidhu camp. A majority of Punjab Congress MLAs and eight MPs attended a dinner in

Chandigarh on Thursday in an apparent show of strength in support of the CM. At the beginning of his speech, Sidhu said the people of Amritsar, from where he has been an MP earlier, know him well. “Navjot Sidhu believes in the politics of hope and faith,” he said. “I have always worked to bring a change in people’s lives,” he added. Sidhu, who switched over to the BJP from the Congress before the 2017 assembly polls, asserted that he has never made compromises on his principles for cheap personal benefits. He claimed he even refused a ministerial post at the Centre when he was asked to contest from Kurukshetra. He had put his foot down and said, “I will die while serving the people of Amritsar.” He said industrialists, rather than bureaucrats, would draft Punjab’s industrial policies.

INDORE, AUG 27 (PTI): The Bharatiya Kisan Sangh (BKS) on Friday said it will stage a nationwide sit-in on September 8 and launch further protest if the Centre does not give an assurance on procurement of foodgrains on remunerative prices from farmers by August 31. A senior functionary of the farmer body affiliated to the Rashtriya Swayamsewak Sangh (RSS) described the existing Minimum Support Price mechanism as a “sham” and demanded that procurement of agriproduce by traders below the MSP be declared a criminal offence. “The government, by announcing Minimum Support Price (MSP) for some crops (around 20 currently), can’t shrug off its responsibility. All know that the MSP system was a sham. What good the government’s hollow MSP is doing when farmers are unable to sell their crops in the market (at profitable rates),” BKS general secretary Badrinarayan Choudhary told reporters here.

He said the government announces remunerative prices for crops after studying investments of farmers in them in different states. A tough law should be enacted to ensure the person who buys crops from farmers below the remunerative price faces criminal prosecution, Choudhary said. He demanded that the three new farm laws, enacted by the Modi government in September last year and facing stiff opposition from a section of cultivators, be implemented by effecting some changes. Elaborating on these changes, Choudhary said agriculturists should get payments for their produce instantly and special courts should be set up to dispose of farming disputes. He said the BKS withdrew its moral support to the farmer outfits spearheading protests against the new agri-marketing laws on the borders of Delhi after the January 26 violence by agitators in the national capital.

NEW DELHI, AUG 27 (PTI): Schools for classes 9-12, colleges and coaching institutions will reopen in the national capital from September 1 following prolonged closure in view of the COVID-19 pandemic, the Delhi government announced on Friday. A decision in this regard was taken at a meeting of the Delhi Disaster Management Authority (DDMA). A panel set up by the DDMA had earlier this week submitted its report recommending phasewise reopening of schools in the national capital. The decision came following a marked improvement in the COVID-19 situation in Delhi, following a recent brutal second wave of the infection which claimed many lives, with the shortage of oxygen at hospitals across the city adding to the woes. “In view of decreasing COVID cases, schools are being slowly reopened in Delhi with complete precautions, so that the learning loss for students can be

The department pointed out that factors responsible for revenue gap constituted power theft (20%), no meter reading (40%) and non-payment of electricity bill (40%). It was pointed out that poor revenue collection or resource mobilization impacted on inadequate fund for purchasing required power, inadequate fund for maintenance affected consumer services and impedes development of infrastructure for providing 24/7 power supply. In the previous trade, the precious metal had closed at Rs 46,213 per 10 gram. Silver, however, dipped marginally by Rs 32 to Rs 61,667 per kilogram from Rs 61,699 per kilogram in the previous trade. In the international market, gold was trading higher at USD 1,798 per ounce and silver was flat at USD 23.66 per ounce.

Aviation regulator DGCA had suspended the aircraft’s operations in March 2019 after two fatal crashes. “This rescission enables operation of Boeing Company Model 737-8 and Boeing Company Model 737-9 airplanes only upon satisfaction of applicable requirements for return to service,” the DGCA said in its order. At present, only SpiceJet has 737 Max in their fleet. It has 13 aircraft of this type. After re-certification, the airline will be able to

NEW DELHI, AUG 27 (IANS): The National Highways Authority of India (NHAI) will be the flag-bearer of the government’s asset monetisation programme with a plan to raise about Rs 30-40,000 crore through monetisation of its operational stretches over the next two years. The company officials indicated that the disruptions in wake of pandemic delayed some of its asset monetisation plan, but with traffic fast returning to near normal levels now, about Rs 10,000 crore of road assets would be monetised by NHAI in the current year (FY 22) and the exercise would kick up pace next year with doubling or tripling of the numbers in the next few years. With the country in firm grip of the second wave of Covid pandemic in the months of April and May, and subsequent restrictions on mobility and partial lockdown, tolling at national highways nose-dived. In a report released earlier, rating agency ICRA had estimated that sequentially tolling had fallen by about 10 per cent in April and close to 30 per cent in May. Thereafter, there has been marked improvement in traffic on

Two suicide bombers and gunmen attacked crowds of Afghans flocking to the Hamid Karzai International Airport in Kabul airport on Thursday, killing more than 100 people, including 13 US troops. The Islamic State’s Afghanistan affiliate, dubbed Islamic State Khorasan or ISIS-K, claimed responsibility for the attack. “To those who carried out this attack, as well as anyone who wishes America harm notice, we will not forgive. We will not forget. We will hunt you down and make you pay. I will defend our interests and our people with every measure at my command,” Biden said in his remarks at the White House on Thursday. We’re just counting on their self-interest to continue to generate their activities. The study, published as a letter in a journal Astronomy and Astrophysics, used data from the Ultraviolet Imaging Telescope (UVIT) onboard the first Indian space observatory ASTROSAT, the European integral field optical telescope called MUSE mounted on the Ver y Large Telescope (VLT) in

Chile and infrared images from the optical telescope (IRSF) in South Africa. The UV and H-alpha images also supported the presence of the third galaxy by revealing star formation along with the tidal tails, which could have formed from the merger of NGC7733N with the larger galaxy. Each of the galaxies hosts an active supermassive black hole in their nucleus and hence form a very rare triple AGN system. According to the researchers, a major factor impacting galaxy evolution is galaxy interactions, which happen when galaxies move close by each other and exert tremendous gravitational forces on each other. During such galaxy interactions, the respective supermassive black holes can get near each other.

The dual black holes start consuming gas from their surroundings and become dual AGN. The IIA team explains that if two galaxies collide, their black hole will also come closer by transferring the kinetic energy to the surrounding gas. The distance between the blackholes decreases with time until the separation is around a parsec (3.26 light-years). “The two black holes are then unable to lose any further kinetic energy in order to get even closer and merge. This is known as the final parsec problem,” the researchers elaborated. “The presence of a third black hole can solve the problem. The dual merging blackholes can transfer their energy to the third blackhole and merge with each other,” they added. “Many AGN pairs have been detected in the past, but triple AGN are extremely rare, and only a handful has been detected before using X-ray observations,” the release noted. “However, the IIA team expects such triple AGN systems to be more common in small merging groups of galaxies. Although this study focuses only on one system, results suggest that small merging groups are ideal laboratories to detect multiple supermassive black holes,” it added. (IANS)

ASA’s much-awaited James Webb Space Telescope has successfully completed its final tests, the US space agency has said. Engineering teams have completed Webb’s long-spanning comprehensive testing regimen at Northrop Grumman’s facilities. The telescope is now being prepared for shipment to its launch site, and will be completed in September, NASA said in a statement on Thursday. The US space agency recently pushed back the target for the launch of the James Webb Space Telescope, touted as its next great space observatory, to October 2021. Previously, Webb was targeted to launch in March 2021. The launch has been pushed due to impacts from the ongoing Covid-19 pandemic,

ndian researchers have discovered three supermassive black holes from three galaxies merging together to form a triple active galactic nucleus (AGN), that has a much-higher-than-normal luminosity. The rare occurrence in the nearby universe indicates that small merging groups are ideal laboratories to detect multiple accreting supermassive black holes and increases the possibility of detecting such occurrences. Supermassive black holes are difficult to detect because they do not emit any light, but can reveal their presence by interacting with their surroundings. When the dust and gas from the surroundings fall onto a supermassive black hole, some of the mass is swallowed by the black hole, but some of it is converted into energy and emitted as electromagnetic radiation that makes the black hole appear very luminous. Chopra was also present on the occasion. A shawl, which was signed by the Olympians, was also presented to the Defence Minister. Among those, who were felicitated were Tarundeep Rai (Archery), Pravin Jadhav (Archery), Amit (Boxing), Manish Kaushik (Boxing), Satish Kumar (Boxing), CA Kuttappa (Boxing coach), Chotelal Yadav (Boxing coach – Mary Kom’s coach), Deepak Punia (Wrestling), Arjun Lal Jat and Arvind Singh (Rowing), Vishnu Saravanan (Sailing) and Chopra.

Rajnath asserted that his government would do everything to promote sports. “To promote sports, we will do whatever is needed and we are committed to that. And every player of the country knows about it. Our Prime Minister is encouraging all the Games and the players,” Rajnath told reporters. “The government will

give encouragement to each and every individual from the sports community and the state governments are also making good contributions in facilitating players,” he added. “I am waiting for that moment, when India will get an opportunity to host the Olympic Games,” said Rajnath while addressing the gathering. He hoped that similar events even beyond sports would be organised to strengthen the ties even as the border issue is getting resolved. Rawat observed that the game was held successfully and further wished the best for both the States in the days to come.
