Union Home Secretary Ajay Bhalla will chair the meeting to discuss the sudden escalation of violence along the Assam-Mizoram border. APO lauds decision to form oppn-less govt DIMAPUR, JUL 27 (NPN): Angami Public Organisation (APO) has lauded the State’s political parties for having decided to come together to form an opposition-less government. In a statement, Angami Public Organisation president Razouvotuo Chatsu in a statement expressed confidence that the move was being initiated in the greater interest of Naga people and that it would further strengthen and facilitate the ongoing peace talks, paving the way for a much-yearned settlement to the protracted Naga political struggle. Acknowledging the difficult circumstances under which the Naga peace talks were progressing, the APO president stressed that all Naga tribes must come together to support any initiative that would pave the way for an early solution to the Naga political struggle. APO recalled that the 2018 general elections witnessed a similar move by all the political parties, barring BJP party, which called for delaying the election process in favour of an early solution, even though BJP had stated that election was required to bring solution to the Naga political issue.

would abide by any law enacted by Parliament that forces it to even cede its land to another state but till then it will not allow even an “inch to be encroached”. BJP general secretary and Lok Sabha MP from the state Dilip Saikia demanded that Mizoram tender an apology to the people of Assam for the death of its police personnel. Mizoram Information and Public Relations Minister Lalruatkima shot right
back and claimed CRPF personnel at the border did not restrain armed police personnel and civilians from Assam from intruding into Mizoram despite the tension. “The bloody clashes could have been averted had CRPF personnel prevented Assam police from entering Mizoram territory,” Lalruatkima told PTI. The Assam chief minister also told reporters in Silchar that his government
will move the Supreme Court seeking protection of Innerline Forest Reserve from destruction and encroachment and deploy three commando battalions in Cachar, Karimganj and Hailakandi districts bordering Mizoram to strengthen security. “It is the responsibility of the Centre to define the boundary and we will abide by it...if tomorrow the Parliament enacts a law by which our land can be given to another state, we will do so but till then we will protect our constitutional boundary,” he said after paying floral tributes to the slain personnel. Assam has declared a three-day state mourning after the incident. (Read more on p-4) “The dispute is not regarding land but encroachment of reserved forests is the issue. We have no settlements in the forest areas and, if Mizoram can give evidence, we will immediately carry out eviction,” he said. “People have sacrificed their lives but boundary has been (Cont’d on p-8)

Centre summons CS, DGP of Assam, Mizoram deploy 4000 Assam Police commandos at the Cachar Karimganj and Hailakandi borders sharing the border with Mizoram where recent clashes have taken place. According to a media Dr Sarma visited Silchar Tuesday to enquire about the health condition of Cachar SP Vaibhav Nimbalkar and other injured police persons who sustained grave injuries during the incident at the Mizoram border on Monday. Dr. Sarma informed that 4000 commandos would be deployed in three companies in the border areas with the view to protect the land of the State and also to ensure security of the civilians. He further informed that the government will give ex-gratia of Rs 50,00,000 to the kin of the five jawans of Assam police who lost their lives at the interstate border on Monday. The State Government has also arranged for air lifting of injured Cachar SP to Mumbai for better treatment The Assam chief minister also blew hot and cold, over the issue saying he
with a task during our last meeting on 3 August 2017. We have been working meticulously in our villages and towns to ensure Indo-Naga solution is wholeheartedly welcomed by our masses. The ground is all set to welcome the Agreement and to begin a new enduring peaceful co-existence between Nagas and Indians.” NGBF also said they were aware that Assembly elections in Manipur and some other States were scheduled in the first quarter of next year and hoped
that Modi would agree that it would be most ideal to provide finishing touches to Indo-Naga political solution. They said the federation and Nagas tribal leaders were expecting a positive response from his office on concluding the Indo-Naga Peace talks through signing of the agreement at the earliest after communiqué to him in January 2021,. NGBF mentioned that they presumed raging pandemic and elections to State Assemblies, especially in
Assam, led to the delay in taking up the matter, which they believed was awaiting the final nod of his office. Although it was an inherent right of Nagas to live together under one administrative roof, NGBF said it understood that integration of Naga areas would be pursued through democratic political process post agreement. This was a practical step and upon which the next step, a logical conclusion, must be found, it insisted.

Vaccination order not a threat, but in public interest: Dr. Khimiao Correspondent
KOHIMA, JUL 27 (NPN): Justifying the State government’s “no vaccination, no salary” order for staff of civil secretariat and directorates amidst the growing public anger, Health & Family Welfare (H&FW) principal director Dr Neikhrielie Khimiao clarified the order should not be taken as a threat as it was in the interest of the people. Interacting with a section of media persons at his office chamber here on Tuesday, Khimiao said when the government was determined to do something right, employees as government servants should not judge whether the decision was right or wrong. He opined that due to circulation of fake information, many frontline workers were not cooperative, claiming that the government had to issue the order for the safety of citizens. “While there was a court

order which states that it is up to the individuals to decide whether or not to get vaccinated, at the same time, we have received a suo moto order from the court asking the department why our frontline health workers were not vaccinated,” he said. Citing this, he said that the department had issued a circular to health and frontline workers either to get vaccinated or to produce RT-PCR negative test report every 15 days. Khimiao regretted that even after repeated advisories, many people were yet to come forward to get vaccinated. He feared that these people would spread the disease.
He also claimed that he did not come across death of any fully-vaccinated person, adding that there was no such record. Except for those being conducted on individuals entering or exiting the State, he said sufficient testing kits were made available to the districts to carry out tests free of cost. Khimiao also expressed happiness that more citizens were turning up voluntarily for vaccination, adding that Covid vaccine had reached over 7 lakh individuals, including those who had received the first and second doses, out of the 13 lakh targeted as on July 26,. He remarked that the impact of the third wave of Covid-19 pandemic, if any, would depend on how the State handled the second wave. He said if the spread of the virus could be contained successfully and vaccination target achieved, then the State might not have to face the third wave.
Centre busts myths on Covid vax drive Spl. Correspondent
NEW DELHI, JUL 27 (NPN): Centre on Tuesday rubbished as “ill-informed” and “clear misrepresentation the facts” some recent media reports alleging that India would miss end-July 2021 target of administering half a billion doses. The ministry of health and family welfare stated that vaccination forms an integral component of the five-point strategy of the government to fight the pandemic including Test, Track, Treat and Covid-appropriate behaviour (CAB). On the reports that the government had stated in May 2021 that it would make 516 million shots available by end of July 2021, the health ministry stated that the figures of 516 million vaccine doses might have been picked up from various sources, which informed
Covid test for auto drivers on July 28
about the likely availability of the vaccine doses from January 2021 to the end of July, 2021. According to the health ministry, the facts were that a total of more than 516 million vaccine doses would indeed be supplied from January 2021 to July 31, 2021. It pointed out that vaccine doses were supplied to States as per advance allocation and advance information to them. The ministry also said that vaccines were supplied in various schedules throughout a month. It has, therefore, stated that availability of 516 million doses till end of a particular month did not mean that every dose supplied till that month was going to be consumed/administered. There would be supplies in pipeline, which should be available for next few days till the next supplies of vaccine doses mate-
rialize in a particular state/ district/sub district to keep vaccination going on, the health ministry stated. Further, the health ministry informed that a cumulative total of 457 million doses have been supplied to States from January 2021 till date and an additional 60.3 million doses were expected to be supplied by July 31. This, it said would amount to a total of 517 million doses supplied from January 2021 to July 31, 2021. The ministry asserted that India crossing the landmark of 440 million (44.19 crore) doses administered— the largest numbers achieved in the world and done at quite a brisk pace—should be appreciated. The ministry stated that it was government’s endeavour to provide vaccination to eligible citizens in the shortest possible time as per availability of the COVID vaccines.

Centre flags concerns over distts with over 10% positivity rate NEW DELHI, JUL 27 (PTI): Districts with more than 10 percent Covid-19 positivity rate have increased to 54 from 46 over the last week, while the rate of decline of average daily cases has also slowed down, the government said on Tuesday, noting that these are a “cause of concern”. Officials said that though there is a consistent decline in the average daily new cases in India, the pandemic is far from over and the country has to remain alert. Addressing the media,
joint secy. Lav Agarwal said that in the week ending July 26, districts with more than 10% positivity rate increased to 54 from 46 in the previous week (July 14-20), which is a cause of concern. These 54 districts are across 12 states and UTs including Kerala (10), Manipur (10), Nagaland (7), Mizoram (6), Meghalaya (6), Arunanchal Pradesh (5) and Rajasthan (4). 22 districts in seven states -Kerala (7), Manipur (5), Meghalaya (3), Arunachal (3), Maharashtra (2), As-
