Union Home Secretary Ajay Bhalla will chair the meeting to discuss the sudden escalation of violence along the Assam-Mizoram border. The meeting of the chief secretaries and DGPs is expected to work on a peace formula so there is no repeat of such violence, a home ministry official said in New Delhi. APO lauds decision to form oppn-less govt DIMAPUR, JUL 27 (NPN): Angami Public Organisation (APO) has lauded the State’s political parties for having decided to come together to form an opposition-less government. In a statement, Angami Public Organisation president Razouvotuo Chatsu in a statement expressed confidence that the move was being initiated in the greater interest of Naga people and that it would further strengthen and facilitate the ongoing peace talks, paving the way for a much-yearned settlement to the protracted Naga political struggle. Acknowledging the difficult circumstances under which the Naga peace talks were progressing, the APO president stressed that all Naga tribes must come together to support any initiative that would pave the way for an early solution to the Naga political struggle. APO recalled that the 2018 general elections witnessed a similar move by all the political parties, barring BJP party, which called for delaying the election process in favour of an early solution, even though BJP had stated that election was required to bring solution to the Naga political issue.

Centre summons CS, DGP of Assam, Mizoram deploy 4000 Assam Police commandos at the Cachar Karimganj and Hailakandi borders sharing the border with Mizoram where recent clashes have taken place. State logs 110 fresh cases, 5 Covid deaths DIMAPUR, JUL 27 (NPN): Nagaland on Tuesday recorded 110 fresh Covid-19 positive cases while five more patients succumbed to the infection. According to the health department, Dimapur reported 49 new cases, Kohima-28, Mokokchung-14, four each in Kiphire, Longleng and Mon, two each in Peren, Tuensang and Wokha and one each in Phek and Zunheboto, taking the total caseload to 27472. Further, the death of five patients-- two in Dimapur and one each in Kiphire, Mokokchung and Tuensang, pushed the death toll to 550 (including 14 non-Covid deaths but with positivity). KOHIMA, JUL 27 (NPN): Justifying the State government’s “no vaccination, no salary” order for staff of civil secretariat and directorates amidst the growing public anger, Health & Family Welfare (H&FW) principal director Dr Neikhrielie Khimiao clarified the order should not be taken as a threat as it was in the interest of the people. Interacting with a section of media persons at his office chamber here on Tuesday, Khimiao said when the government was determined to do something right, employees as government servants should not judge whether the decision was right or wrong. He opined that due to circulation of fake information, many frontline workers were not cooperative, claiming that the government had to issue the order for the safety of citizens. “While there was a court

Citing this, he said that the department had issued a circular to health and frontline workers either to get vaccinated or to produce RT-PCR negative test report every 15 days. Khimiao regretted that even after repeated advisories, many people were yet to come forward to get vaccinated. He feared that these people would spread the disease.
He also claimed that he did not come across death of any fully-vaccinated person, adding that there was no such record. Except for those being conducted on individuals entering or exiting the State, he said sufficient testing kits were made available to the districts to carry out tests free of cost. Khimiao also expressed happiness that more citizens were turning up voluntarily for vaccination, adding that Covid vaccine had reached over 7 lakh individuals, including those who had received the first and second doses, out of the 13 lakh targeted as on July 26,. He remarked that the impact of the third wave of Covid-19 pandemic, if any, would depend on how the State handled the second wave. He said if the spread of the virus could be contained successfully and vaccination target achieved, then the State might not have to face the third wave.

According to the health ministry, the facts were that a total of more than 516 million vaccine doses would indeed be supplied from January 2021 to July 31, 2021. It pointed out that vaccine doses were supplied to States as per advance allocation and advance information to them. The ministry also said that vaccines were supplied in various schedules throughout a month. It has, therefore, stated that availability of 516 million doses till end of a particular month did not mean that every dose supplied till that month was going to be consumed/administered. There would be supplies in pipeline, which should be available for next few days till the next supplies of vaccine doses mate-
rialize in a particular state/ district/sub district to keep vaccination going on, the health ministry stated. Further, the health ministry informed that a cumulative total of 457 million doses have been supplied to States from January 2021 till date and an additional 60.3 million doses were expected to be supplied by July 31. This, it said would amount to a total of 517 million doses supplied from January 2021 to July 31, 2021. The ministry asserted that India crossing the landmark of 440 million (44.19 crore) doses administered— the largest numbers achieved in the world and done at quite a brisk pace—should be appreciated. The ministry stated that it was government’s endeavour to provide vaccination to eligible citizens in the shortest possible time as per availability of the COVID vaccines.

DIMAPUR: Mokokchung District Task Force (DTF) on COVID-19 organised a sensitisation programme on COVID-19 vaccination for all unvaccinated government employees at Mokokchung on July 27 at town hall, Mokokchung. According to a DIPR report, while delivering the
keynote address, deputy commissioner, Mokokchung, Limawapang Jamir said that the objective in organising the programme was not to force anyone to get vaccinated but to have interactions to clear the minds of the people had there been any problems or doubts that held them
back. Resource person of the programme, Dr. Yanger explained the importance and advantage of getting vaccinated. Dr. Yanger also said the only solution to combat the incoming third wave was to get every eligible individual to get vaccinated.
He pointed out that vaccines were proving to be efficient against hospitalisation and death and disclosed that most COVID-19 deaths in the district were those unvaccinated. After the programme, 26 people were vaccinated under the supervision of DIO Mokokchung, Dr.
Ayangla Saku and Dr. Yanger. The programme was chaired by SDO (C) Mokokchung, Sentilong Ozukum. Meanwhile at Wokha, Bhandari, Community Health Center (CHC) Bhandari conducted a vaccination drive-cum-health camp at Akahaiqa village and Sumito village on July 24 for 18 years and above. According to a DIPR report, during the event, 76 beneficiaries from Akahaiqa village and 36 beneficiaries from Sumito village were vaccinated. Meanwhile at the health camp, more than 90 patients were treated. At Ruchan village, 185 beneficiaries were vaccinated and 21 patients were treated on July 25. The CHC Bhandari medical team was led by SMO, Dr. Caroline, Dr .Chundemo Ngullie, Dr. Renathung and Dr. Lydia.

DIMAPUR: ICAR Nagaland centre conducted a webinar on “adaptation and mitigation strategies for agriculture under climate variability situation” on July 23. Special guest of the programme, former director of ICAR RC for NEH Region, Umiam, Dr S. V. Ngachan stressed on the need for skill development of farmers through training and demonstration and emphasised on adoption of integrated farming systems.
In his keynote address, director, ICAR RC for NEH region, Umiam Meghalaya, Dr V.K Mishra reported 25-30% shortage of rainfall in Nagaland in the current year which had largely affected paddy cultivation and other horticultural crops. He stressed on the importance of future plan of action such as developing strategies and resource conservation technologies to mitigate water stress. A technical session
and farmer-scientist interaction was also organised. A total of 110 stakeholders across the region participated in the webinar. Earlier, joint director of ICAR Nagaland Centre, Dr D.J. Ben Yanthan said that the district wise crop calendar would serve as a field guidebook for all the stakeholders and to prepare for any eventualities and calamities including policy formulation. Further, the director said that in the days to come, the calendar would also be launched with new edition covering all the districts of Nagaland. NEW DELHI, JUL 27 (PTI): The Centre has called a meeting of the chief secretaries and DGPs of Assam and Mizoram on Wednesday in the wake of violence along their shared border, where five Assam Police personnel were killed, officials said. Union Home Secretary Ajay Bhalla will chair the meeting to discuss the sudden escalation of violence along the Assam-Mizoram border. The meeting of the chief secretaries and Directors General of Police is expected to work on a peace formula so that there is no repeat of the violence along the border of the two states, a home ministry official said. The central government is in regular touch with the Assam and Mizoram governments and trying to calm down the situation, the officials said, adding CRPF has been deployed in the violence-hit area. Five Assam Police personnel, along with a civilian, were killed and more than 50 others, including a Superintendent of Police, were injured when Mizoram Police opened fire on a team of Assam officials on Monday.

Mizoram Home Minister Lalchamliana accused the CRPF of allowing Assam forces to enter Mizoram and forcibly take over a duty post manned by the state police on the outskirts of Vairengte in Kolasib district on Monday. Another Mizoram minister, the local MLA and the village council chief of Vairengte levelled similar allegations. Central paramilitary forces have been deployed along the Mizoram-Assam border by the Central government as neutral forces to defuse tension and maintain peace following a border standoff in August last year. Addressing a press meet, newly appointed working presidents of the grand old party, KamalakhyaDeyPurakayastha and Zakir Hussain Sikdar, along with former minister Siddeque Ahmed, said that the border incident has proved that the BJP government is incapable of providing security to the people of the state. Sarma, who is also the convenor of North East Democratic Alliance (NEDA) “is having sweets and tea with his Nagaland counterpart on one hand, and on the other he is seen amicably talking with Mizoram CM Zoramthanga, even as encroachment of Assam land continues,” Purakayastha, who represents Karimganj North, said. KMSS impose eco- blockade near Assam-Mizoram border SILCHAR, JUL 27 (AGENCIES):The Assam government will move the Supreme Court seeking protection of Innerline Forest Reserve from destruction and encroachment, Chief Minister Himanta Biswa Sarma said on Tuesday, a day after border clashes with Mizoram left five state policemen and a civilian dead and 60 others injured. He told a press conference in Silchar that satellite images have shown that roads are being constructed and forests cleared for jhum cultivation which cannot be allowed. “We will move the Supreme Court to ensure that the forests are protected,” he said. Jhum cultivation is a farming activity where farmland is cleared of trees and other vegetation and then set on fire. The practice is followed in most states of the northeast. “The dispute is not regarding land but encroachment of reserved forests is the issue. We have no settlements in the forest areas and, if Mizoram can give evidence, we will immediately carry out eviction,” he said. The chief minister asserted that not an inch of Assam’s land could be encroached by the neighbouring state. “People have sacrificed their lives but boundary has been protected which we will continue to do at any cost,” he asserted. After the vexed border dispute erupted into bloody clashes with security personnel and civilians from the two states going after each other on Monday, the Centre had directed them to move away their forces from the border post.

GUWAHATI, JUL 27 (PTI): The situation on the Assam-Mizoram border remained tense as Assam declared a three-day mourning from Tuesday to condole the death of five policemen and one civilian in a border clash last night, while locals in the state’s Cachar district threatened an economic blockade of the neighbouring state of Mizoram. During the three-day mourning period, the national flag will fly at halfmast and there will be no public entertainment, a notification issued by the Assam government said. neighbouring state. Social activist Jabir Hussain Laskar told reporters that the people of border towns and village will also launch an indefinite ‘economic blockade’ from Wednesday and urged the Assam government to take steps to resolve the boundary dispute. The Barak Democratic Front (BDF) too has called a 12-hour Barak Valley bandh on Wednesday in protest against the killing of six Assam police jawans and one civilian in Lailapur, BDF Chief Convenor Pradip Dutta Roy said. The Assam government, in a statement on Monday, said that a team of officials, including an IG, DIG, DC Cachar, SP Cachar and DFO Cachar, went to sort out the dispute over construction of a road by Mizoram towards RengtiBasti in Assam, violating the Inner Line Reserve Forest in Lailapur area. “Simultaneously, the Mizoram side also set up a new armed camp on a hillock next to the CRPF camp,” it said, adding a mob from Mizoram started stone pelting and damaged three vehicles including the District Collector’s car.

The fatality toll also climbed to 1,498 with 11 more patients succumbing to COVID-19 complication during the day. The state health department also registered 11 deaths due to the virus in the past 24 hours, of which three of them were vaccinated with the first dose of COVID-19 vac-
cine. Eight of them had comorbidities, as claimed by the department. As many as 876 patients were discharged upon recuperation on the day, taking the recovery tally to 82,521. The recovery rate of the state stood at 87.02%. The state has currently 10,802 active cases, the health department said. Arunachal reports 490 new COVID-19 cases, two more deaths ITANAGAR, JUL 27 (PTI): THE COVID-19 CASELOAD IN Arunachal Pradesh mounted to 46,357 as 490 more people tested positive for the infection, a senior health official said on Tuesday. The death toll rose to 218 after two more persons from the Capital Complex Region and Tawang, succumbed to the disease in the last 24 hours, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The two COVID-19 patients died while undergoing treatment at health facilities, and they had comorbidities, he said. At least 435 people were cured of the disease on Monday, taking the total number of recoveries in the state to 41,820, he said. The recovery rate among coronavirus patients in the state stands at 90.21 per cent.

S H I L LO N G, J U L 2 7 (PTI): Meghalaya on Tuesday reported 710 new COVID-19 cases, which took the tally in the state to 62,473, a health department official said. The death toll rose to 1,040 as nine more people succumbed to the infection during the day, Health Services Director Aman War said. Five fresh fatalities were reported from East Khasi Hills district, two from Ri Bhoi, and one each from West Garo Hills and West Khasi Hills, he said. Meghalaya now has 5,332 active cases, and 453 people were cured of the disease during the day, taking the total number of recoveries in the state to 56,101, War said. The state has so far conducted over 8.16 lakh sample tests for COVID-19. Altogether, 10.16 lakh people were inoculated till Monday with 1,71,303 of them having received both doses of the vaccine, War said.
ITANAGAR, JUL 27 (PTI): Niti Aayog has asked the Arunachal Pradesh government to improve the state’s performance in achieving sustainable development goals and poverty eradication target to make progress in socio-economic parameters. The think tank also advised the state administration to improve its composite score in Sustainable Development Goals (SDGs) India Index and Multidimensional Poverty Index (MPI), a government release said on Tuesday. The composite score of Arunachal Pradesh has improved from 53 to 60 during the last fiscal but the state needs to work on its overall ranking, Niti Aayog adviser (SDGs) Sanyukta Samaddar said at a twoday workshop started on Monday. She presented a framework of the SDG India Index during the programme organised by the state’s Finance, Planning and Investment Department in collaboration with NITI Aayog. The index for sustain-
able development goals evaluates the progress of states and union territories on social, economic and environmental parameters. Of the 28 states in the country, Arunachal Pradesh is at 18th position with an MPI score of 0.108, a headcount ratio of 24.39 per cent and an intensity of poverty at 44.22 per cent, the statement said. Samaddar said implementation of SDGs such as no poverty, zero hunger, quality education, gender equality, climate action and others is required as the country is committed to the world to meet these targets. “Hence, every state government is committed to align their development agenda with these goals,” she was quoted as saying. Deputy Chief Minister Chowna Mein, who chaired the workshop, highlighted problems faced by people living in remote and border areas. He also emphasised on implementation of various schemes related to health, education, drinking water and rural connectivity, the statement said.

IMPHAL, JUL 27: With no sign of decrease in the infection rate, Manipur government on Tuesday ordered extension of the COVID-19 curfew for another seven days (till August 3), with certain relaxations. The additional activities permitted during the extended curfew included opening of insurance offices for three days from 10 am to 2.30 pm like in the case of banks. Banks are allowed to open on Monday, Wednesday and Friday by the earlier order of the state government. The order also allowed inclusion of vegetables/fish/ meat and grocery items for home delivery in e-commerce allowed earlier and home delivery of cooked food by authorized delivery staff. To break the chain of transmission of COVID-19 infection and in view of the wide prevalence of Delta variant COVID-19, the state government imposed a “strict curfew” effective from July 18. Despite the 10 days of stricter curfew, the state has been witnessing a sharp rise in the daily infection as well as fatality due to the corona virus disease.

n July 26,2021 five personnel of the Assam Police were killed when police forces of Assam and Mizoram exchanged fire in the border area between the two states. This was a tragedy that should not have happened even if it was waiting to happen. For all intents and purposes, the two police forces used their weapons against each other as if they were armed forces of two warring nations. The notable fact is that the July 26 incident bears resemblance to the other major incident that took place in 1985 between the police forces of Assam and Nagaland. Assam has border issues with Arunachal Pradesh, Meghalaya besides Mizoram and Nagaland. In all these disputes, Assam has been adopting a belligerent attitude against a small neighbor-be it Arunachal Pradesh, Nagaland, Meghalaya or Mizoram. Entry to all these states is through Assam where it has set up check posts. It may be coincidental, but after Himanta Biswa Sarma(a.k.a HBS) took over as chief minister of Assam, there has been a discernible mood of bellicose jingoism with regard to land disputes. Not long after taking over the reins of power in his state, HBS had made it clear that his government will not compromise on the state’s territorial integrity while directing his police to remain ever vigilant. Nagaland experienced the new ‘forward policy’ in May-end when a platoon of armed police personnel threatened villagers of Vikuto under Nagaland, destroyed areca trees and burned down huts. When there was no reaction, this led to another action when a hundred-member contingent of Home Guards and Assam Armed Police set up an outpost at Vikuto village area under Tzurangkong range in Mokokchung district. Unlike in 1985 there was no reaction from Nagaland Police and so Tzurangkong has been under an uneasy calm.The latest round of violence comes after union home minister Amit Shah asked all NE states( which are under NEDA, a BJP umbrella alliance) having border disputes, to resolve them through dialogue in a give and take manner. The Modi government hopes that all border issues be resolved before August 15,2022 on India’s 75th independence day. This message was reiterated by union home minister Amit Shah to all north east CMs, CSs and DGPs at Shillong on July 24. Assam as in the past, hardly bothered when it sent around 200 Assam armed police led by IGP, accompanied by DC, Cachar, SP, Cachar and DFO, Cachar to Vairengte Auto-rickshaw stand at around 11.30 am. According to the home minister Mizoram, the Assam contingent “forcibly crossed the duty post manned by CRPF personnel stationed there and overran a duty post manned by one section of Mizoram police personnel.” The show of strength was certainly not peaceful as it was a flag march. Such an aggressive action only sparked anger among the locals. Videos also expose those suspected immigrants with cover of Assam Police stone pelting at Mizoram police. Who fired first and why, will be known only if a level probe is ordered and monitored by the Supreme Court. Assam ’s actions on July 26, revealed the same modus operandi that led to the 1985 Merapani war. Such incidents have invariably led some people in Assam, to enforce economic blockades on other states. Hopefully, the two states will resolve the issue but Assam has to first de-escalate the situation.

No one ever receives a word from God without instantly being put to the test regarding it. We disobey and then wonder why we are not growing spiritually. Jesus said, “If you bring your gift to the altar, and there remember that your brother has something against you, leave your gift there before the altar, and go your way. First be reconciled to your brother, and then come and offer your gift” (Matthew 5:23-24). He is saying, in essence, “Don’t say another word to me; first be obedient by making things right.” The teachings of Jesus hit us where we live. We cannot stand as impostors before Him for even one second. He instructs us down to the very last detail. The Spirit of God uncovers our spirit of self-vindication and makes us sensitive to things that we have never even thought of before. When Jesus drives something home to you through His Word, don’t try to evade it. If you do, you will become a religious impostor. Examine the things you tend simply to shrug your shoulders about, and where you have refused to be obedient, and you will know why you are not growing spiritually. As Jesus said, “First…go….” Even at the risk of being thought of as fanatical, you must obey what God tells you.

The raging pandemic and the elections to various state Assemblies, especially that of Assam, we presume, led to the delay in taking up the matters further ahead. We believe the matters are awaiting the final nod of your esteemed Office. Mr. Prime Minister, we are aware that Elections to Manipur and few other states are coming up in the first quarter of next year, and we
hope that your excellency will agree that it would be most ideal to provide finishing touches to Indo-Naga political solution. NGBF is also aware that; 1. Although it is an inherent right of Nagas to live together under one administrative roof, we are made to understand that integration of Naga areas would be pursued through democratic political process post agreement. As Delta spreads, will we ever be able to travel with our young kids?

s countries around the world attempt to reopen their borders, officials have come up with an ever-changing list of labyrinthine polices to allow travel. A range of entry restrictions have been deployed, from home quarantines for vaccinated adults to spending up to three weeks in governmentauthorized facilities, with multiple tests along the way. The best strategy isn’t yet clear, but one thing is common: Few are taking into consideration families as a unit. Acknowledging the difficult balance between the realities of employment and family demands could become one of the most important steps to opening up economies. But until parents have more clarity about how to cross borders with their young children, or the hoops they have to jump through to be with them, there’s little hope of a full recovery. Before the pandemic, travel had become an economic necessity for millions of people, who crossed borders every day to go to work and come back to their families. Globally, there are over 250 million international migrants.These aren’t just C-suite executives gallivanting between financial hubs. Foreign domestic workers, corporate employees and economic nomads move around the world when better shots at employment emerge. Such migration rose manifold in the years

before the pandemic. Knowing that loved ones were just a flight away was a critical piece of that equation. All this has been thrown off by Covid-19. While rising vaccination rates are helping, many parts of the world remain shut to travel. This has created a huge emotional burden for families that have been separated. There’s an economic toll, too. Those who had to leave jobs to be with their families are facing the monetary consequences. Substantial sums are at stake: Remittances, or money sent home, totaled over $550 billion in 2019. Spending on business travel is worth at least $1.4 trillion a year — and that doesn’t even account for all the informal sectors that require mobility for employment, such as domestic workers, startups or freelancers. These days, those intrepid — or desperate — enough to travel as a family have to consider some of the rules for young children. Most governments impose the strict guidelines for unvaccinated individuals on this group, which comprises about a fifth of the global population, despite the fact that shots aren’t available for them yet. The burden is borne by the entire family. Hong Kong, which normally generates one of the highest tallies of outbound travelers in the world, now has some of the
most stringent measures when it comes to children. Here, kids (or those that aren’t vaccinated) have to present a negative test, conducted within 72 hours of departure and upon arrival undergo a compulsory 21-day quarantine in a government-authorized hotel. While there, they must take four additional tests. Young children who have stayed anywhere outside China are required to submit stool samples during their quarantine period. Those measures vary depending on the point of departure. Even when the city shortened quarantine measures for people arriving from certain countries, it maintained the threeweek isolation for those under 16. Would minors be expected to stay on for an extra week by themselves? Again, families are on the hook. Some nations have done better than others, but the rules are inconsistent. In the U.S., children are treated as unvaccinated. They have to present Covid-19 tests taken no more than three days before they arrive, but can quarantine at home with tests three to five days after travel. In Australia, children under 4 are exempt from testing and those younger than 11 aren’t required to wear from masks on planes. Countries in Europe seem to be the most progressive: In France, for example, measures applicable to vaccinated
adults apply to minors accompanying them. Quarantines and restrictions on travel have been a necessary evil to control virus transmission. Such considerations are even more critical as the delta variant spreads around the globe. To be clear, this isn’t a case for circumventing any of those precautions. But the wide-ranging recommendations and rules show that, a year and a half into the pandemic, policy makers have given little thoughtful guidance to families when we have far more information at hand. If countries are now brave enough to host massive sporting events and arts festivals, surely there are ways to ensure parents and children can cross borders safely to reunite and to relieve brimming social anxiety. Governments may not have all the answers, but we need more frequent and better communication about how families will be accommodated and deeper consideration of the difficult decisions they are now contending with. Those choices will eventually impact how people seek employment, where they work and eventually, the flow of people across the globe. Pegasus snooping row: Need for a Privacy Act
he Pegasus snooping row continues to haunt BJP and India’s national security again after two years. It was in November 2019 when reports of a breach of data of few Indians via WhatsApp by Pegasus broke out in public. A lawsuit was filed by WhatsApp on 31st October 2019 in a Court in California, USA alleging that the Israeli NSO Group had targeted some 1,400 WhatsApp users globally with this spyware and had violated US and California laws as well WhatsApp’s terms-of-service. WhatsApp alleged the NSO group by saying that the spyware Pegasus was sold to multiple government and private agencies due to which hundreds of Indians might also have been affected. On 20th May 2019, this vulnerability was communicated by WhatsApp to CERTIn (the Indian Computer Emergency Response Team), which is a government-mandated information technology (IT) security organization. The purpose of CERTIn is to respond to computer security incidents, report on vulnerabilities, and promote effective IT security practices throughout the country. According to WhatsApp, during April-May 2019, NSO used WhatsApp servers, located in the United States and elsewhere, to send malware to approximately 1,400 mobile phone users globally. After this, the debate on this issue took place in Rajya Sabha in November 2019 and further saw no attention for the next two years until now. It was the Justice BN Srikrishna Committee report that suggested a data protection bill which is still pending before a Joint Parliamentary Committee. Even though the Right to Privacy has been termed as the fundamental right under Article 21, the government under the Telegraph Act of 1885 and the Information Technology Act, 2000, can intercept the communication ‘legally’ for specific reasons. Thus, it will be a laborious task to get
justice for all those who have found their names recently in the Pegasus list. What does the Law Say about Snooping and Surveillance? Do these laws protect the Right to Privacy? The request for interception of communication can occur only through a senior police official, moving towards the Home Secretary and then final approval from a committee headed by the Chief Secretary of the State or the Cabinet Secretary at the Center. The reason behind the surveillance should only be ‘in the interest of the sovereignty and integrity of India’. Only a detailed investigation of this issue can reveal whether the snooping was done by the government, or by any government officials who might have misused his/her power, or some private party hacked it which becomes a cause of concern for our nation! According to a report published by Software Law and Freedom Centre (SFLC), more than 1,00,000 telephones are intercepted by the government every year. If we look at the U.S, Electronic surveillance is considered a search under the Fourth Amendment which protects the citizens from arbitrary search and seizure. The US law prescribes for the route under which first a warrant has to be obtained from the court in each case and the search to be conducted has to be justified. Apart from this, a specific time period has to be mentioned during which the surveillance will be conducted and the portion of the conversation to be intercepted has to be mentioned too! Can Any Government Buy the Pegasus Software? The snooping row has taken a whole new turn. The owner of the software made a public statement saying that the ‘potential’ list being circulated is in no way associated with the NSO group. The BDS Movement or Qatar could be behind this whole controversy, said the CEO. He also assured that an internal inquiry will be conducted in
his company and if it is found that some client used their system to track journalists or human rights workers, they will be cut off immediately. There are four rules on the basis of which the NSO group runs. These are: Sell the software to only governments, and not companies/individuals. Don’t sell the software to every government. Not every government in the world should have these tools. Don’t activate the system, just install it, instruct the user how to use it, and leave. Work under the Defence Ministry’s regulatory oversight. Need for a Privacy Law in India: Privacy Delayed is Privacy Denied It’s been more than two years since the people of India have got the Right to Privacy as the fundamental right but still the government has failed to provide a law to exercise this effectively. The PDP Bill has still not become an Act. Since the private bodies do not constitute ‘state’ within the meaning of Article 12 and the Indian Constitution does not allow writ remedies against the purely private bodies, Indians have very limited recourse available under Section 43A of IT Act, 2000 read with Information Technology (Reasonable security practices and procedures and sensitive personal data or information) Rules, 2011 (Privacy Rules). Indian individuals can claim compensation from the corporations only if there are issues with the data related to ‘sensitive personal data which only includes defined categories of information like instance, passwords, health data, financial data, or biometrics. The list of ‘sensitive personal data can also include phone numbers, home addresses, political opinions, religious beliefs, or any other personal information, but these are not covered under the Privacy Rules. Quite a few people have been able to claim compensation under Section 46 of the IT Act. It will also be difficult to file a
writ petition against the state if a private party breaches citizens’ privacy and can easily escape from it saying that the government failed to prevent the breach. Also, a major reason why the Right to Privacy is always neglected is that neither the government nor the businesses get any incentive to respect our privacy. The Indian Courts can still intervene and impose such responsibility on the state. Analyzing the Surveillance Law in India The whole debate of sharing the data and surveillance would stop if everything is carried out under a judicial warrant. The absence of privacy law or any independent body like the Privacy Commission deprives Indians of necessary safeguards. It was in 2012 when the Planning Commission published a report by Justice AP Shah on Privacy Issues. According to the report, the national privacy principles of India should be the following: • Principle of Choice and Consent • Principle of Collection Limitation • Principle of Purpose Limitation • Principle of Access and Correction • Principle of Disclosure of Information • Principle of Security • Principle of Openness • Principle of Accountability With the help of Privacy Commissioners and Self-regulating organizations (SROs) and co-regulation, it would be easy to implement and enforce the policies in a wide range of industries. Just like the IT rules 2021, an Alternate Dispute resolution Mechanism should be developed that includes provisions for offenses, penalties, and remedies in the Privacy Act. Under the Indian Telegraph Act, 1885, draft rule 419B should be adopted with immediate effect. It will require the disclosure of Call Data Records (CDR) or Call Detail Records, to the law enforcement agencies. The
court must be provided with documentary evidence before the disclosure of such records which will prove that such disclosure is necessary to protect an individual from a possible threat. The draft rule should be amended according to the Justice AP Shah Committee report. With respect to Section 67C of the IT Act, the data retention period must be specified. Not mentioning the time period to retain the data can easily create chances for potential abuse and deprive a citizen from their “right to be forgotten”. Different types of data should have different retention periods. After the retention period is over, the data should be destroyed and if the authorities want to store the data further, then conditions must be specified for that too! Similarly, section 80 of the IT Act that allows police officials to conduct searches and seizures in public places
without a warrant, should be amended by listing down the conditions under which the search can take place. Everything should be done with the help of a judicial warrant. While the government can take any action under the law, stating it to be of national interest. Phone tapping of ministers, journalists, and social activists can be easily justified by the government and in the end, citizens won’t have the time, money, and mechanism to seek any help. It is high time that the Parliament passes the PDP Bill and the government further works to draft a privacy act too! On checking the NSEE-2021 site for registration/application, the last date for application was mentioned as 04 May 2021 (as per the site); i.e. just after the HSSLC examination completion and quite ahead of even before the result declaration. Though it was for sure that who appeared HSSLC could had been eligible for application; it is not fair that registration is closed before the declaration of the HSSLC result. For even National Eligibility Entrance Test (NEET)-2021 was still even open for registration/ application then (till 7th August 2021). Though there might had been advertisements/ notices, people were not been able to access to informations like Newspapers, etc even in the towns, leave alone villages and remote areas during the Lockdown(s) and pandemic situations. Hence, it is more appropriate and justified to enable application/registration beyond result declaration date. It is therefore requested that Technical Education Department/NBSE may extend the time of application/ registration for another more time for fair chance of competition by all eligible students/candidates. Covishield gives 93% protection against COVID NEW DELHI, JUL 27 (PTI): Covishield gives 93 per cent protection against COVID-19 and a 98 per cent mortality reduction, the government said on Tuesday referring to a study by the Armed Forces Medical College (AFMC) during the second COVID-19 wave that was driven by the Delta variant. Addressing a press conference, NITI Aayog Member (Health) Dr V K Paul presented findings of the study which was conducted on 15 lakh doctors and frontline workers. “Protection to the extent of 93 per cent was seen (in people who were administered the Covishield vaccine) and this was during the second wave which was driven by the Delta variant... also 98 per cent mortality reduction was seen,” he said. Reiterating the usefulness of vaccines in battling COVID-19, Paul said inoculation reduces infection but it is not a total guarantee.

This is the second site to be included in the world heritage list this month after the Ramappa temple at Palampet in Telangana’s Warangal. “Dholavira: A Harappan City, in India, just inscribed on the @UNESCO #WorldHeritage List. IMF cuts India growth to 9.5%
U N I T E D NAT I O N S, JUL 27 (IANS): The Delta variant-spurred Covid-19 second wave has shaved off 3 per cent from the International Monetary Fund’s (IMF) previous projection for India’s economic growth for fiscal year 202122, pegging it now at 9.5 per cent, but the country still remains the world’s fastestgrowing large economy. The IMF’s World Economic Outlook Update (WEOU) on Tuesday made the cuts to the projection of 12.5 per cent made in April, and the January projection of 11 per cent. “Growth prospects in India have been downgraded following the severe second Covid wave during March-May and expected slow recovery in confidence from that setback,” said the update released in Washington. The IMF stressed the importance of vaccinations in the economic recovery from the pandemic and noted that countries like India that lagged in the rate of vaccinations would suffer
if more infectious variants developed. Despite the cut, India is projected to remain the fastest-growing large economy, followed by China with a gross domestic product (GDP) growth of 8.1 per cent - 0.3 per cent less than the projection made in April. The US and the UK come next with growth projections of 7 per cent each - an increase of 0.6 per cent since April for the US and 1.7 per cent for the UK. India’s growth rate is expected by the IMF to moderate next year to 8.5 per cent, an increase of 1.6 per cent from the April projection, and continue to be
the fastest growing economy. The 9.5 per cent growth rate for India would be one of the highest recorded by the country, behind the 10.3 per cent in 2010, 9.8 per cent in 2007 and 9.6 per cent in 1988, according to IMF data. But this fiscal year’s high growth rate reflects a bounce back from the economy shrinking by 7.3 per cent during the last fiscal year, which in that context would seem less impressive. The IMF kept the growth forecasts for the global economy at 6 per cent this year and 4.9 per cent next year that were made in April.
Access to Covid-19 vaccines around the world and overcoming vaccine hesitancy where they are available could determine the trajectory for growth, according to the IMF. The WEOU said that amid the pandemic, there was a high degree of uncertainty for the global economy, “primarily related to the prospects of emerging market and developing economies”. “Although g rowth could turn out to be stronger than projected, downside risks dominate in the near term,” it said. But looking at the risks, the IMF said that “growth would be weaker than projected if logistical hurdles in procuring and distributing vaccines in emerging market and developing economies lead to an even slower pace of vaccination than assumed. Such delays would allow new variants to spread, with possibly higher risks of breakthrough infections among vaccinated populations.”

Indian aviation impacted by cap on fares NEW DELHI, JUL 27 (PTI): The Indian aviation market’s recovery has been significantly impacted by caps on fare and capacity that has been placed by the government since May last year, said Willie Walsh, the director general of global airlines body IATA, on Tuesday. When India resumed the scheduled domestic flights on May 25 last year after a two-month break in view of COVID-19 lockdown, it had allowed the carriers to operate not more than 33 per cent of their pre-Covid domestic services. This capacity cap has been gradually increased and it now stands at 65 per cent. At a press conference, Walsh said, “Without question, the demand in India is way in excess to the capacity that is in the market at the moment... If these capacity constraints were removed, without question, there would be significantly more demand for flights that are operating in India.” C u r r e n t ly, I n d i a n
carriers are operating approximately 1,700 domestic flights daily, which is around 55 per cent of their pre-COVID services. Along with capacity cap, India had imposed lower and upper caps on airfares based on flight duration when services were resumed on May 25 last year. The fare caps are still in place. “Fare caps distor t competition. All airlines have different cost bases and are in a position to offer capacity in the market at different prices. That is very positive to stimulate competition,” Walsh mentioned. “The recovery has been significantly impacted by the regulation (fare caps and capacity cap) that has been put in place,” he said. The lower limits were imposed by India to protect financially weaker airlines. The upper limits were imposed to ensure that consumers are not overcharged. “I can understand why the government introduced some of these measures
(fare caps and capacity cap) initially. If you go back to January and February of 2020, we were not really clear about what we were dealing with. We were dealing with an unknown virus,” Walsh mentioned. “I think you can accept that the governments need to take measures in an environment like that. But we are well beyond that now. We understand this virus a lot better. Vaccines are available. Healthcare -- in terms of how you treat the people who have the virus -- has moved significantly forward,” he said. According to the company, despite all restrictions, after the 100th rollout in February 2021, the last 9,900 units of the new Safari were rolled out in less than four months. The automaker attributed strong customer response supporting the accelerated production trend. Porn case: Raj Kundra sent to judicial custody till Aug 10 MUMBAI, JUL 27 (IANS): Businessman Raj Kundra -- the prime accused in a sensational porn films racket case -- has been remanded to judicial custody for two weeks till August 10, his lawyer Abad Ponda said here on Tuesday. Kundra -- husband of Bollywood actress Shilpa Shetty, was produced before a Mumbai court which declined the prosecution plea for extending his police custody by another seven days. Among other things, the prosecution informed that the court that it had come across an amount of Rs 1.13 crore belonging to Kundra’s company in a private bank account which they wanted to probe further. Opposing the remand plea, Ponda argued that Kundra’s custody is being sought in offences that are largely bailable barring two non-bailable charges. He said that there was nothing new for which the prosecution was seeking to extend his custody and reiterated that if the police had summoned him (Kundra) he would have cooperated. Ponda said that Kundra has applied for bail and his application will be taken up for hearing on Wednesday (July 28) before the Chief Metropolitan Magistrate’s Court. Kundra has contended in his bail plea that he has been fully cooperating with the ongoing investigations and has already been in custody for long. CBI arrests BSNL officer in graft case NEW DELHI, JUL 27 (IANS): The Central Bureau of Investigation (CBI) on Tuesday said that it has arrested Subodh Mehra, an Accounts Officer of the Bharat Sanchar Nigam Limited (BSNL) in Madhya Pradesh in a graft case. A CBI official here said that the arrest was made after a case was registered against Mehra, who was posted in Hoshangabad district of Madhya Pradesh on a complaint. The official said that in the complaint it was alleged that Mehra had demanded a bribe of Rs 25,000 from the complainant for processing and forwarding his pending bills of Rs 5.50 lakh for payments in lieu of vehicles provided to the BSNL Office at Itarsi by the complainant. The official further said that it was alleged that after negotiation, the accused settled for the bribe of Rs 20,000 and instructed the complainant to transfer the same in the bank account of a private person, who was earlier working as casual labour in BSNL Office with Canara Bank, Itarsi.

NEW DELHI, JUL 27 (IANS): Veteran journalists N. Ram and Sashi Kumar have moved the Supreme Court seeking a direction for an independent probe by its sitting or retired judge into the alleged Pegasus snooping scandal. The plea said mass surveillance using a military-grade spyware abridges several fundamental rights and appears to represent an attempt to infiltrate, attack, and destabilise independent institutions, which are critical pillars of the country’s democratic set-up. The petitioners sought direction should be issued to the Centre to disclose if any of its agencies have obtained license for Pegasus spyware or used it either directly or indirectly, to conduct surveillance as alleged. The plea is likely to come up for hearing within next few days. It also sought directions to investigate if the illegal hacking into the phones, represented an attempt by agencies and organisations to muzzle and chill the exercise of free

The plea argued that investigation involving several leading publications around the world has revealed that more than 142 Indians, including journalists, lawyers, government ministers, opposition politicians, constitutional functionaries and civil society activists, have been identified as potential targets for surveillance. The plea said: “Such targeted surveillance using military-grade spyware is an unacceptable violation of the right to privacy which has been held to be a fundamental right under Articles 14, 19 and 21 by the
Supreme Court in KS Puttaswamy v. Union of India.” It contended that the attack prima facie constitutes an act of cyberterrorism that has several grave political and security ramifications. The plea claimed hacking constituted a criminal offence punishable under, inter alia, Section 66 (computer related offences), 66B (punishment for dishonestly receiving stolen computer resource or communication device), 66E (punishment for violation of privacy) and 66F (punishment for cyberterrorism) of the IT Act, punishable with imprisonment and/or fine.

NEW DELHI, JUL 27 (PTI): Union Health Minister Mansukh Mandaviya on Tuesday told BJP MPs that Covid vaccination for children is likely to start soon, sources said. During the BJP parliamentary party meeting, Mandaviya said that the Covid vaccination drive is going on in full swing in the country. Currently, only those who are 18 or above are eligible for vaccination against the coronavirus. Very soon a vaccine is expected for children and inoculation for them will start, the sources quoted the minister as telling the MPs. The government had earlier said that Covid vaccination of children in the
12-18 age group may start by the end of July or in August. “Trial for the Zydus Cadila vaccine is almost complete. By July-end or in August, we might be able to start administering this vaccine to children of 12-18 age group,” Dr N K Arora, chairman of the COVID-19 working group of the National Technical Advisory Group on Immunisation (NTAGI), had said recently. The government had also informed the Supreme Court recently that the vaccine developed by Zydus Cadila will be available soon for children who are 12 and above subject to statutory permissions. Zydus Cadila is likely to soon apply to the Drugs
Controller General of India for emergency use authorisation for its vaccine ZyCoV-D, which it claims can be given to both adults and children. Earlier, AIIMS Director Dr Randeep Guleria had told PTI that making vaccine available for children will be a milestone achievement and pave the way for reopening of schools and resumption of outdoor activities. He had said the data of phase two and three trial of Bharat Biotech’s Covaxin on two to 18 years age group is expected by September. The vaccine can be available for children in India around that time following approval from the drug regulator, he had said.

Eleven people are still missing, while 51 are injured and being treated at various government as well as private hospitals, it said. Most of the deaths in
Raigad, Satara and Ratnagiri districts were caused due to landslides, while floods claimed lives in Kolhapur and Sangli. Since June 1, as many as 294 people have died in rain-related incidents in Maharashtra, the statement said. Local officials are struggling to expedite the rescue operations chiefly because of the difficult terrain and intermittent showers that are affecting their task, said an official from the disaster manage-
ment department. Floods have also killed 29,100 domestic animals, mostly in Sangli, Kolhapur, Satara and Sindhudurg districts, the statement said. Showers over the Sahyadri mountains, which are parts of the Western Ghats have increased water level of rivers flowing through Satara, Sangli and Kolhapur districts, forcing the administration to evacuate more people. As many as 3,75,178 people have been evacuated so far, of which 2,06,619
are from Sangli alone, the statement said. It may be noted that Sangli district did not receive heavy rainfall, but heavy discharge of water from the Koyna dam in Satara district resulted in Sangli city and several villages getting flooded. The dam is built on the Koyna river, a tributary of the Krishna river. There are 259 relief camps for the evacuated people of which 253 are in Kolhapur and six in Ratnagiri districts.

Referring to the agitation against the farm laws, he said the country is primarily an agrarian economy and if farmers are not happy, then the nation cannot progress. Prices of fertilisers, diesel, pesticides and other essential commodities have registered a sharp increase, he told reporters. “Such a big agitation by farmers has not moved this government. The government is still claiming that the farm laws are profarmer and their leaders are defending these legislations,” he said.

NEW DELHI, JUL 27 (AGENCIES): On her first visit to Delhi after the TMC’s resounding victory in West Bengal, Chief Minister Mamata Banerjee on Tuesday met Prime Minister Narendra Modi at his residence in Lok Kalyan Marg. Following the meeting, CM Baner jee told reporters that the Prime Minister should convene an all-party meet to discuss the Pegasus issue and decide on a Supreme Courtled probe. In Parliament, Opposition parties have been protesting the allegations of snooping by the Union Government through the Israeli spyware Pegasus, resulting in adjournment of both the Houses multiple times. While TMC MP Shantanu Sen was suspended for tearing up IT Minister Ashwini Vaishnaw’s denial statement, Opposition leaders have demanded a Supreme Court-monitored probe into the allegations.

External Affairs Minister S Jaishankar visited Dushanbe to attend a conclave of foreign ministers of the SCO states on July 14. BJP MLC Sanjay Paswan on Tuesday said the population control law is the need of the hour and should be implemented in the state. Citing CM Nitish Kumar’s implementation of the liquor ban in Bihar, Paswan said the population control law should also be implemented in the same way. “Chief Minister Nitish Kumar imposed a liquor ban in Bihar and it has been highly successful. Xinhua news agency. According to the announcement, the results were cancelled as the polls were not held in line with laws and were not fair. The commission has inspected voter lists and the casting of votes, and found voting frauds, the announcement said. It did not however mention when will the next elections take place. KABUL, JUL 27 (IANS): Afghan security forces have foiled a Taliban attack on the city of Taluqan city, the capital of Takhar province, and killed 28 militants, an official said on Tuesday. US to end combat mission in Iraq
WASHINGTON, JUL 27 (IANS): US President Joe Biden said on Monday that American forces in Iraq will end the combat mission by the end of the year while continuing to train and assist Iraqi forces. “Our role in Iraq will be... continue to train, to assist, to help and to deal with ISIS (Islamic State) as it rises, but we’re not going to be, by the end of the year, in a combat mission,” Biden said at the beginning of a meeting in the Oval Office with Iraqi Prime Minister Mustafa al-Kadhimi, Xinhua reported. “Our counter-terrorism cooperation will continue even as we shift to this new phase,” he said. Al-Kadhimi told a leading media outlet ahead of the visit that there is no need for any foreign combat forces staying in Iraq. “What we want from the US presence in Iraq is to support our forces in training and developing their

In a statement on Monday, Police Spokesperson Ajith Rohana said that 52,154 people have been arrested so far since October, reports Xinhua news agency. Furthermore, 100 people who had broken the inter-district travel restriction were also turned and sent back to their respective provinces. Sri Lanka presently has a district-to-district travel restriction in place due to the rapid spread of the Covid-19 pandemic. The Health Ministry has also made it compulsory to wear masks and maintain social distance and anyone caught defying these rules can face a jail term.

Dixie Fire, currently the biggest blaze raging in California, has continued growing after merging with the smaller Fly Fire, Xinhua news agency reported on Tuesday. It tore through the re-
mote Northern California community of Indian Falls on Sunday, destroying at least 16 homes and other buildings there. The 15th largest wildfire in the history of California, the second blaze in the state this year, achieved “megafire” status on July 22 when it surpassed over 100,000 acres. Since then it almost doubled size in five days. The Beckwourth Complex fire in Plumas National Forest garnered the designation early this month
and remained at about 105,000 acres with 98 per cent contained on Monday. More than 5,400 personnel from across California are putting out the fire around the clock, local media said, adding that more reinforces had come from Colorado, New Mexico, Arizona and even Florida to join the operation. n a day when businessman Raj Kundra, who stands accused in a pornography case, was sent to 14-day judicial custody by a Mumbai court, former “Bigg Boss” contestant Sofia Hayat said on Tuesday that it is not uncommon for Bollywood aspirants to be tricked into shooting for pornographic films by unscrupulous businessmen. “A casting agent once said to me that there was an intimate scene and I have to show the director how well I can act for it,” recalled Hayat, who had entered “Bigg Boss 7” as a wild card entry. “I knew this was a trick because professionals would never ask any artiste to perform such a scene. I have done two love scenes in my career, and although I am not inhibited about such scenes, it was a closed set and nobody had asked me to perform the scenes before the shoot,” she said.
Bollywood aspirants, Hayat said, should beware of such propositions. She added that pornography desensitised people from love and spoke in favour of it being treated by the courts on a par with rape. “It switches people off love and only allows lust. Anyone selling porn is an enemy to the energy of love,” Hayat said. Some of her professional work, she added, was screen-recorded and upload-
ed to apps like the one that is being investigated for Kundra’s alleged links with it. “Pornography is a violation of the rights of a woman and courts must treat it like rape,” Hayat said. She also pointed out that a number of businessmen took advantage of young women in the film industry. NEW DELHI, JUL 27 (AGENCIES): Lovlina Borgohain became the first Indian boxer to enter the quarterfinals with a 3-2 win over German welterweight Nadine Apetz on Tuesday. Both boxers, twotime World championship bronze medallists, had received byes into the last 16, The Indian Express reported. Borgohain can now secure a bronze medal with a win over Chin-Chen Nien of Chinese Taipei on Friday. The 69kg contest was the first Olympic bout for both the 23-year-old Borgohain and Apetz, 12 years her senior. The German took up boxing out of curiosity at 21; Borgohain had a bronze each at the Asian Championships and World Championships by that age. For a welterweight, the 5’9 Borgohain moves quickly. Tokyo reports record virus cases days after games begin TOKYO, JUL 27 (AP): Japan’s capital, Tokyo, reported its highest number of new coronavirus infections on Tuesday, days after the Olympics began. Prime Minister Yoshihide Suga urged people to avoid nonessential outings, but said there was no need to consider a suspension of the Games. Tokyo reported 2,848 new COVID-19 cases, exceeding its earlier record of 2,520 daily cases on January 7. That brings its total to more than 200,000 since the pandemic began last year. Tokyo is under its fourth coronavirus state of emergency, which is to continue through the Olympics until just before the Paralympics start in late August. Experts have warned that the more contagious delta variant could cause a surge during the Olympics, which started Friday. Still, Japan has kept its cases and deaths lower than many other countries. Nationwide, it reported 5,020 daily cases Monday for a total of 870,445 and 15,129 deaths. Its 7-day rolling average of cases is about 3.57 per 100,000 people,
compared to 2.76 in India, 17.3 in the United States and 53.1 in Britain, according to data from Johns Hopkins University.
