PCAN dismayed over protest by Nagaland continues to remain among least vaxed states students; backs offline exam D I M A P U R , N OV 2 7 (NPN): Private Colleges Association Nagaland (PCAN) expressed dismay over what it termed as “most unexpected protests by some misguided students” against the conduct of offline UG examinations scheduled to begin from December 3. In a press note, PCAN president Vezuhu Keyho said that the association was also pained by the disruptions of the academic schedule brought about by the pandemic, adversely affecting the delivery of quality education. However, PCAN said holding agitation at this point was unwarranted and

that the association did not agree with the attempt to pressure the University to conduct online mode exam. It reminded that online classes and exams were adopted as extraordinary measures during an extraordinary situation, and cannot become the norm. “The demand for online examination on the argument of “what began online must end online” is a false equivalence, and are not reflective of matured reasoning,” it stated. Rather, PCAN said it will compromise quality, devalue merit and sacrifices the very essence of quality education at the altar of convenience.

It further said that postponing the exams would result in delay of the declaration of the VI semester results and would be disadvantageous to students who wished to apply for admission into PG and allied courses in quality educational institutions. PCAN, therefore, said that the members fully endorse offline exams and in the time frame of the present routine notified by NU. PCAN was of the firm belief that it was in the interest of all stakeholders, and the students being the main section, as they prepare to face the future with competitive environment in all aspects.

ANCSU appeals NU to revise date-sheet All Nagaland College Students’ Union (ANCSU) while expressing concern over “no or less gaps” between exam dates, has appealed to the Nagaland University to revise the datesheet and consider the percentage of syllabus for the convenience and welfare of the students without compromising the quality of education. DTFs directed to strictly enforce Covid SOPs

D I M A P U R , N OV 2 7 (NPN): The State government has directed all District Task Forces (DTFs) to ensure strict compliance of all Covid-19 SOPs, particularly in view of the festive season approaching and the likelihood of increase in the number of large public gatherings and road travel by people across the State. This was conveyed during the meeting of the State Level War Room on Covid-19 on Saturday, under the chairmanship of chief secretary J. Alam. The Health department also gave an overview of the situation, during which the

members felt the need to take additional measures to ensure adherence of the SOPs, particularly in view of the festive season. In this regard, all DTFs were directed to form teams to inspect public gatherings-with attendance beyond 50% capacity and up to 100%, and to check that all the participants were fully vaccinated against Covid-19 or 15 days passed after taking the first dose and were adhering to Covid-19 appropriate behavior. It warned that immediate action would be initiated against the organizers and participants found violating the SOPs.

Fur ther, the teams would also inspect passenger vehicles, particularly those entering the district(s) at the check posts, to ensure that they comply with the vaccination/testing criteria. Immediate action would be initiated against violators, it added. Junior doctors of Assam join protest against delay in NEET-PG counselling

GUWAHATI, NOV 27 (PTI): Junior doctors of government medical colleges of Assam on Saturday staged protests against the delay in conducting NEET-PG 2021 counselling, claiming it has increased the workload of the already overburdened resident doctors. The protests were a part of a nationwide call by the Federation of Resident Doctors’ Association (FORDA) for suspension of outpatient department (OPD) services at hospitals from November 27. The protesting doctors at Gauhati Medical College and Hospital (GMCH) here said the delay in the counselling process is leading to excess work pressure. “We understand that the process got delayed due to the pandemic. But the delay has been too long. We demand that the counselling be completed at the earliest. “COVID has put an extra workload on us and on top of it, we are having to work with half of our positions remaining vacant. We hope those in authority understand our problem,” a protesting junior doctor said. Another doctor, participating in a similar protest at Fakruddin Ali Ahmed Medical College and Hospital at Barpeta, said, “We are looking forward to January 6 when the Supreme Court will hear the case again and hope that a final verdict is delivered. ” Junior doctors of medical colleges and hospitals at Dibrugarh, Jorhat and Tezpur also joined in the nationwide stir. They refrained from attending OPD services and staged demonstrations in the hospital premises, displaying placards in support of K Y M C

their demands. The medical fraternity body had called for the nationwide strike over the delay in NEET-PG 2021 counselling process after the Centre told the Supreme Court on Thursday that the process will be further postponed by four weeks as it was reconsidering the Rs eight lakh annual income criteria for determining the Economically Weaker Section (EWS) category for reservations in admissions. The Association had urged the Centre and the Supreme Court to take necessary measures for expediting counselling and admission besides fast-tracking the court proceedings on an urgent basis. The apex court has fixed January 6 as the next date for hearing. It is hearing a batch of pleas filed by students challenging the Centre and Medical Counselling Committee (MCC) July 29 notice providing 27 per cent reservation for Other Backward Class (OBC) and 10 per cent for EWS category in the National Eligibility cum Entrance Test (NEETPG) admissions for medical courses for the current academic year. On October 25, the Centre had assured the top court that the counselling process of NEET-PG examination will not commence till the court decides the challenge to the proposed reservations in PG All India Quota seats (MBBS/BDS and MD/ MS/MDS) from the current academic year 2021-22. The apex court had on October 21 asked the Centre whether it would like to revisit the limit of Rs eight lakh annual income fixed for determining the EWS category for reservation in NEET PG admissions and sought answers to some pin-pointed questions on the issue.

Cong demands revising COVID-19 death toll in Assam GUWAHATI, NOV 27 (PTI): The Opposition Congress has demanded that the Himanta Biswa Sarma government reveal updated and the correct COVID-19 death toll in the state. It also demanded compensation of Rs 4 lakh for next to kin of COVID-19 victims as per guidelines of National Disaster Management Act (NDMA). In a letter to Chief Minister Himanta Biswa Sarma on Friday, Leader of Opposition in the Assembly Debabrata Saikia asked for revising the COVID-19 death register with immediate effect. He alleged that negligence and inefficiency of the government has cost several lives in the pandemic. Accusing the government of going to great lengths to hide the actual death figures, Saikia wrote, “We demand a detailed survey to create an authentic COVID-19 death register so that all those excluded can rightfully access compensation.” He further asked the Central government to ensure that Rs 4 lakh is paid as compensation to families of COVID-19 victims as permissible under the NDMA, since the ongoing pandemic has been notified as a disaster under the Act by the Centre. He said that the Central government had committed to disbursement of ex-gratia of Rs 4 lakh per victim in March 2020, but it was later revised and brought down to Rs 50,000 per victim. Refusing to accept the Central government’s contention that paying Rs 4 lakh would leave it with insufficient capital to deal with COVID-19, Saikia questioned how the Centre continued to collect taxes through rising petrol prices and provide relaxation to corporates but deny relief to the citizens.

He said that then Deb Roy attacked an auto-rickshaw driver passing through a nearby road and killed Krishna Das, owner of the two-wheeler who along with his family members was returning home from a social function. Deb Roy’s wife and Das’s son were also seriously injured in the attack and are admitted to a hospital. The police arrested the assailant and started probing into the incident. Police officials said that they have yet to ascertain the motive of Deb Roy, a mason by profession, to kill so many people.

in private hospitals during the pandemic have brought them to the streets. Families have lost all their savings and are in huge debts, he wrote. As such difficult times, the meager amount of Rs 50,000 as ex-gratia compensation is insufficient, he said. Central government had argued that giving Rs four lakh as compensation would leave the government with insufficient capital to deal with COVID-19 itself. “We cannot understand how the Central gov-

ernment continues to collect taxes through rising petrol prices and provide tax relaxation to corporates, but can deny any such relief to the citizens,” Singh wrote. He stated that at such times of distress, it was imperative that special consideration should be made to fulfill the earlier commitment of Rs four lakh by the government. As per SDRF norms, 75% of the Rs four lakh, that is, three lakh is to be paid by the Central government and remaining 25%

(Rs one lakh) by the state government as its share. He then pressed the state chief minister to provide the state share of the Rs four lakh ex-gratia payment so that it pushes the Central government to fulfill its commitment to the affected citizens. In the letter, the former chief minister maintained that the welfare model of the Indian Constitution provided citizens with the basic right to education, health and other essential services.

Tripura police to review UAPA cases against journalists, lawyers AGARTALA, NOV 27 (IANS): Tripura Chief Minister Biplab Kumar Deb on Saturday directed Director General of Police (DGP) V.S. Yadav to review the UAPA (Unlawful Activities Prevention Act) cases lodged against journalists and lawyers, after some communal incidents were reported in the state in October this year. A Tripura Home Department official said that the DGP, following the directions from the Chief Minister, has asked Puneet Rastogi, ADGP, Crime Branch, to review the cases. “Attempts were made last month and earlier this month to disrupt the law and order situation in the state by

circulating fake photos and videos of burning mosques in Tripura on social media. “In order to control this, and to maintain peace and communal harmony, the Tripura police filed cases against 102 persons under various sections of UAPA and IPC. The persons include journalists and lawyers, mostly from outside the state,” the official said. The Tripura police had earlier asked Facebook, Twitter and YouTube to provide details of over a hundred accounts from which various fake and provocative posts were made in connection with some reported incidents in the state after the communal

violence in Bangladesh in October. Following the communal incidents in the neighbouring country, more than 50 organisations and political parties, including the All India Imam’s Council and the Vishwa Hindu Parishad, had organised rallies in different parts of Tripura, condemning the attacks on the minorities in Bangladesh. After a few incidents involving the minorities, the north Tripura district authorities had promulgated prohibitory orders under Section 144 of the Criminal Procedure Code in Panisagar and Dharmanagar sub-divisions as a precautionary measure.

50 medical seats reserved for Assam civil service aspirants can Sikkimese students at SMIMS write prelims and main in Assamese

G A N G TO K , N OV 2 7 (PTI): The National Medical Commission (NMC) has approved 50 more medical seats for Sikkimese students at Sikkim Manipal Institute of Medical Sciences (SMIMS), an official said on Saturday. These seats will be free of cost for students from Sikkim who top the National Eligibility cum Entrance Test (NEET) and the state government will pay all expenses of the course, he said. The development takes the number of reserved seats under the state quota to 80. Earlier, there were 30 reserved seats for local students but they had to pay for the five-year course. Welcoming the decision, Chief Minister Prem

Singh Tamang called it a “big achievement” and said that the approval letter has been received and an MoU signed between the Sikkim government and SMIMS in this regard. He said that the state government was trying for this allotment for some years now and the new development will benefit students from financially weaker background. “Earlier, parents and guardians had to pay around Rs 16-17 lakh annually, which amounted to around Rs 1 crore by the time their wards completed the MBBS course. Many of the deserving candidates had to drop out due to the high fees. But now, the state government will sponsor the education of the 50 selected students,” he said.

GUWAHATI, NOV 27 (PTI): Assam Chief Minister Himanta Biswa Sarma on Saturday announced that the state civil service aspirants can write both their preliminary and mains examinations in Assamese along with English, which was so far the only medium. By virtue of the decision Assam has become the first state in the country to introduce the Permanent Resident Certificate (PRC) for aspirants to appear in the state civil services examinations, the chief minister told a press conference here. The PRC is mandatory for the admission of a student to several educational institutionvs, particularly in engineering and medical colleges in the state. The announcement comes close on the heels of the recent Cabinet decision to abolish Assamese as the qualifying language paper, a criteria which was introduced by the previous BJP government in the state in 2019.

Malik, also a spokesperson of the Nationalist Congress Party, further claimed that some officers from Central investigating agencies were preparing a Whatsapp draft of a complaint against him to be sent through email.

“I have proof of Whatsapp chats about this. If Central agencies are planning to lodge false cases against ministers then this is a serious matter and it will not be tolerated, “he said. Malik has been targetting the Narcotics Control Bureau (NCB) and its Mumbai zonal director Sameer Wankhede after the antidrugs agency raided a cruise ship and claimed to have recovered some contrabands last month. Bollywood superstar Shah Rukh Khan’s son Aryan and others were arrested in connection with this case. They were later granted bail by the Bombay High Court. Malik had claimed that the raid conducted by the NCB was a ploy to extort money from Aryan Khan and this conspiracy was hatched by a purported BJP functionary of which Wankhede was part.

CHANDIGARH, NOV 27 (IANS): Shiromani Akali Dal (SAD) President Sukhbir Singh Badal on Saturday courted arrest along with the party’s core committee members to register their protest against the ‘conspiracy’ of the Congress government in Punjab to implicate party leader Bikram Singh Majithia in a ‘false’ drugs case. Despite heavy security outside, senior leaders of the

party overcame barricading to march to the Chief Minister’s residence and courted arrest in front of it. The SAD chief said that state Congress President Navjot Sidhu was resorting to extra constitutional measures by directing the state government to register a false case against Majithia. “The Chief Minister and the Home Minister have not only agreed to this demand in order to divert

attention from the failures of the Congress government, but have also directed the DGP to register the false case. The SAD is very clear in this matter. All such persons will be prosecuted once the SAD-BSP alliance government is formed in the state next year. We will also set up a commission to probe these false cases, including those registered against Akali workers,” Badal said. Badal also made

it clear that SAD will not be intimidated by such tactics. “We will continue to raise our voice in favour of the people and demand fulfilment of the promises made to them by the Congress,” the SAD leader said. He also said that the party would simultaneously continue to fight the repression and acts of vendetta against senior party men and workers alike. Announcing that the senior party leadership had come to court arrest, Badal said, “The Congress government has constantly politicised both the sensitive issues of sacrilege and drugs. It is with this in mind that its top leaders and the DGP met to conspire and frame me in a false case. The conspiracy was, however, exposed by SAD. Now another conspiracy has been hatched to implicate Bikram Majithia in a false drugs case. We will expose this conspiracy also.” Meanwhile, before proceeding towards the CM’s residence, both Badal and Majithia talked to contractual teacher Sohan Singh who had climbed atop a BSNL tower near the MLA flats.

NEW DELHI, 27 NOV (IANS): Haryana Chief Minister Manohar Lal has said that “it is not possible” to make a law on MSP (Minimum Support Prices). Talking to the media after meeting Prime Minister Narendra Modi in New Delhi on Friday, the Haryana Chief Minister, citing the opinion of experts, said that it is “not possible to make a law on MSP as doing so will put pressure on the government to buy all the crops, which is not possible”. The remark is being considered as a “major statement” as despite the government’s announcement of repealing the three agricultural laws, the agitation by farmers’ organisations is still going on. Farmers’ organisations are demanding the Union gover nment to make a law on MSP. Manohar Lal said that the Prime Minister was worried that the farmers need to go back. He said

Quality dose for DoSE

N

agaland’s Department of School Education (DoSE) has been in the limelight for the wrong reasons especially with regard to the issue of appointment of teachers, Mid Day Meal Scheme (MDMS) and scholarships, central subsidies etc. In the recently concluded two-day 9th session of the 13th Nagaland Legislative Assembly, leader of the house and chief minister Neiphiu Rio had admitted that the DoSE has around 10,000 excess teachers. The chief minister disclosed that the number was based on the teacher:student ratio in Nagaland at 1:10 whereas, the national ratio was at 1:30. The chief minister opined that the ratio may appear good (or even par excellent) but was a matter of concern, if viewed against the backdrop of lack of teachers for maths and science as reported in several schools. The performances of government schools in HSLC examinations has been a subject of much debate and discussion over decades as most recorded very low pass percentages and some even recording ‘0’ pass percentage in comparison with private schools. The number of government school teachers in Nagaland is reportedly around 20,000. They are deployed to government primary, middle, high and secondary schools throughout the state including those under Sarva Siksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA). The DoSe had stated that there were 1990 schools having 1,69,548 students. But the teacher-student ratio was 1:9 against the national average ratio of 1:32. “There are six government schools with zero enrolment and 32 schools with 0% pass in High School Leaving Certificate (Class X) examination.” This was echoed by the Adviser of DoSE who had disclosed that there were 11,000 excess teachers in Nagaland. The number of excess teachers varies between what the chief minister had said-10,000- on the floor of the house and what the DoSE and its Adviser had claimed to the media-11,000. Government teachers are not only overpaid in comparison with teachers in private schools, but they are also academically better qualified. Thus, the performances of government teachers, as per the annual HSLC exams can be described as ‘overpaid but underworked’. Further, what the leader of the house said is also something that continues to exist despite this being highlighted on numerous times in the media. It is about some schools having too few students (some with more teachers than students), some where teachers do not teach (truant and using proxy teachers) and some where there are ghost students whose names exist only in the registers. Members who participated in the discussion had clearly indicated that appointment of teachers, which could not be done due to the pandemic, was again prevented by the court due to ongoing cases. However, the nascent Rising People’s Party (RPP) dismissed the contention of the UDA government. RPP said in October his year, the high court had directed NPSC to carry out its recruitment process as per the service rules and in November, allowed the state government to go ahead with recruitments in Group D services that did not fall within the purview of NSSB. Controversies or scams are nothing new to the DoSE if the past serve as any indication. However, it is time that the state government seriously ponders on how to make quality its brand like how the AAP government in Delhi did with government educational institutions.

DailyDevotion The Consecration of Spiritual Power

…by whom the world has been crucified to me, and I to the world. —Galatians 6:14 If I dwell on the Cross of Christ, I do not simply become inwardly devout and solely interested in my own holiness— I become strongly focused on Jesus Christ’s interests. Our Lord was not a recluse nor a fanatical holy man practicing self-denial. He did not physically cut Himself off from society, but He was inwardly disconnected all the time. He was not aloof, but He lived in another world. In fact, He was so much in the common everyday world that the religious people of His day accused Him of being a glutton and a drunkard. Yet our Lord never allowed anything to interfere with His consecration of spiritual power. It is not genuine consecration to think that we can refuse to be used of God now in order to store up our spiritual power for later use. That is a hopeless mistake. The Spirit of God has set a great many people free from their sin, yet they are experiencing no fullness in their lives— no true sense of freedom. The kind of religious life we see around the world today is entirely different from the vigorous holiness of the life of Jesus Christ. “I do not pray that You should take them out of the world, but that You should keep them from the evil one” (John 17:15). We are to be inthe world but not of it— to be separated internally, not externally (see John 17:16). We must never allow anything to interfere with the consecration of our spiritual power. Consecration (being dedicated to God’s service) is our part; sanctification (being set apart from sin and being made holy) is God’s part. We must make a deliberate determination to be interested only in what God is interested. The way to make that determination, when faced with a perplexing problem, is to ask yourself, “Is this the kind of thing in which Jesus Christ is interested, or is it something in which the spirit that is diametrically opposed to Jesus is interested?”

Post-mortem

Digitisation of courts brings privacy concerns W ith increasing digitisation, e s p e c i a l ly o f cour t records, privacy concerns are likely to be at the forefront of judicial and public deliberations in the coming years. In this context, the right to be forgotten, or RTBF a s it ha s c om e to be more widely known, has become a buzzword. Ever since the decision of the European Court of Justice in the Google Spain case in 2014, there has been a constant debate about the contours of this right and the consequences of recognising it. These consequences can be for the concerned individual, companies like Google, the legal system as well as the public at large. H o w e v e r, b e f o r e discussing the various issues pertaining to the RTBF, it is important to understand what it means. Simply put, RTBF is an aspect of the right to privacy that allows individuals to ask for the removal of their personal information from publicly-available sources on certain grounds. In the era of the Fourth Industrial Revolution, where technology is interspersed

T

with every aspect of our lives and a simple Google search can reveal a plethora of personal information about a person, this right has attained greater significance. India lacks a robust RTBF While there has been a lot of discussion surrounding the right to be forgotten in Western countries, any nuanced debate regarding the implications of its recognition has been fairly limited in India. In fact, the RTBF mostly becomes a part of the news cycle whenever a court accepts or denies its applicability in India. Since a lot has been written about analysing individual court cases involving the RTBF, this article aims to demystify the developments around it in India and consolidate the learnings from the oftencontradictory judgments on this issue coming from various high courts across the country. In India, two main kinds of cases involving RTBF have come before courts. The first category is what I call “RTBF simpliciter” cases, and the second is the more

complicated categor y where RTBF is sought against judicial decisions. RTBF simpliciter cases usually involve individuals who want certain personal information (which may be prejudicial to them) expunged from the internet and approach the courts to direct search engines and social media platforms to remove such information. For instance, in August this year, the Delhi High Court granted interim relief to a Bengali actress seeking restraint on the publication and streaming of her explicit videos on various online platforms including YouTube. These cases generally do not give rise to very complex issues, and the need to approach the courts only arises in such cases because of the lack of a data protection law in India. Such cases would fall within the scope of the Personal Data Protection (PDP) Bill, 2019, once it becomes a law. Clause 20 of the Bill includes a right to be forgotten and provides a mechanism to exercise this right. Consequently, most of the grievances raised in cases that fall under this category can be easily

remedied when the Bill is eventually passed and brought into force. J u d i c i a r y ve r s u s people’s privacy? The issue becomes more complicated when it comes to the second category of RTBF cases that have come before Indian courts. In these cases, the right to be forgotten is sought against judicial decisions. Some of these cases raise important questions such as the right of an accused person who has undergone trial and ultimately been acquitted to seek destruction, erasure, or redaction of their personal information from the public domain. In April this year, the Delhi High Court passed an interim order granting relief to a person who was acquitted in a narcotics case and was seeking the removal of the judgment of his acquittal from online platforms. However, in a similar case, the Madurai bench of the Madras High Court refused to redact the name of the accused (who had been acquitted in a rape case) from the judgment of his acquittal. The court discussed at length the various concerns

A historic walk to remember

he recent prayer walks within Tseminyu Town a n d wa l k a t h o n f r o m Tseminyu to Kohima by citizens of Tseminyu Sub Division and their well wishers were staged as democratic expressions of calling the Government of Nagaland to fulfill its responsibilities of protecting, preserving and promoting its people. However, the question is whether any notable things can come out of these walks and marches. Walks and marches have made significant contributions towards a just human society. Among boycotts, rides and sitins, walks and marches were popular form of non violent civil disobedience during the African American Civil Rights Movement in the United States in the mid 20th century. On August 27, 1963, thousands of participants walked and marched to Washington, DC in demands for civil and economic rights for African Americans. The next day, the iconic “I Have a Dream” was delivered by Martin Luther King, Jr, and the aftermath has become an inclusive and progressive history. In 1965, three marches from Selma to Montgomery (87 km) were staged to express the desire of African American citizens to exercise their constitutional right to vote, in defiance of segregationist repression. These Selma to Montgomery marches later became a landmark in the achievements of Civil Rights Movement and later the U.S. Department of Justice would view the Voting Rights Act of 1965 as the most effective piece of rights legislation even enacted in the country. Even in our own home turf India, the mass civil disobedience movement against the British India was triggered with the Dandi (Salt) March in 1930. The 1882 Salt Act gave the British a monopoly on the collection and manufacture of salt, levying heavy taxes in the process. This sort of monopolies and exploitations led the Indian National Congress to declare that it was “the inalienable right of the Indian people to have the freedom and to enjoy the fruits of their toil and the necessities of life.” To protest against this salt tax, Mohandas Karamchand Gandhi along with his followers started the Dandi March on March 12, 1930, from Sabarmati Ashram. The march lasted from March 12, 1930, to April 6, 1930. On April 5, 1930, Mahatma Gandhi along with his followers reached Dandi and there at a seashore he took a lump of salty mud and boiled it, thereby, producing illegal salt. This event led to more acts of similar non Reader’s note: Articles

that arise when applying RTBF to judicial decisions and held that RTBF cannot exist in the sphere of the administration of justice, particularly in the context of judgments delivered by courts. SC needs to work out a new privacy policy However, the Madras High Court recognised the need for a proper policy to address this issue and the confusion that its absence would lead to. In the court’s words, “If such uniform standards are not followed across the country, the constitutional courts will be riding an unruly horse, which will prove to be counterproductive to the existing system.” The Supreme Court is best-placed to come up with such a privacy policy in consultation with the high courts and the legal fraternity. This policy should address how the judiciary plans to deal with the privacy concerns that the vast amount of data in its possession give rise to. It is important that the judiciary not wait till the enactment of the PDP Bill for drafting this policy. This is because Clause 36 of the

PDP Bill anyway makes RTBF inapplicable to the processing of personal data by any court or tribunal in India that is necessary for the exercise of any judicial function. While drafting this policy, it is crucial to keep the principle of open courts in mind and the important purpose it serves in keeping the judiciary transparent and accountable. Finally, if the judiciary decides to recognise a person’s right to be forgotten in the context of judicial decisions, whatever mechanism it puts in place should be accessible for people from all sections of society. Any right to privacy of individuals should not have to depend on their privilege, but ensure their access to resources and ability to approach the higher judiciary to get relief. Going forward, it is necessary for the judiciary to adopt a cogent privacy policy for itself. Omicron: PM Modi asks officials to review plans

NEW DELHI, NOV 27 (PTI): Amid mounting global concerns over new coronavirus strain ‘Omicron’, Prime Minister Narendra Modi on Saturday stressed the need to be proactive and directed officials to review plans for easing of international travel restrictions in light of the “emerging new evidence”. Modi, who chaired a comprehensive meeting to review the situation related to COVID-19 and vaccination in the country, was briefed by top health officials about ‘Omicron’, described by WHO as a “variant of concern”, with its characteristics and the impact seen in various countries. Its implications for India were also discussed during the meeting, the Prime Minister’s Office (PMO) said in a statement. A World Health Organisation panel has named the new COVID strain ‘omicron’ and classified it as a highly transmissible variant of concern, the same category that includes the delta variant. During

the meeting which lasted for about two hours, Prime Minister Modi spoke about the need to be proactive in light of the new variant and urged people to be more cautious and take proper precautions like masking up and maintaining social distance, the PMO said. The Prime Minister highlighted the need for monitoring all international arrivals, their testing as per guidelines, with a specific focus on countries identified ‘at risk’. He also asked “officials to review plans for easing of international travel restrictions in light of the emerging new evidence”,

the statement said. Modi’s directive to officials comes a day after the Civil Aviation Ministry announced the resumption of scheduled international flights to and from India from December 15 after 20 months of coronavirus-induced suspension. India’s decision to resume scheduled international passenger flights has come at a time when various countries such as Britain, Germany, Singapore, Israel, France and Italy have restricted air travel from southern Africa where the cases of new coronavirus variant of serious health implications have been reported.

NEW DELHI, NOV 27 (PTI): Former Congress chief Rahul Gandhi on Saturday expressed concern over the emergence of a new coronavirus variant and asked the government to provide vaccine security to the people of the country. His remarks come amid rising global concerns over the new strain of the deadly virus that has been named ‘Omicron’ by the World Health Organization and classified as a variant of concern. “New variant is a serious threat. High time GOI (government of India) gets serious about providing vaccine security to our countrymen,” Gandhi tweeted using the hashtag #Omicron. He also questioned the government’s vaccination coverage numbers, saying, “Bad vaccination figures can’t be hidden for long behind one man’s photo.” The country’s Covid vaccination certificates contain a photo of the prime minister. Gandhi also shared a chart titled “India’s Vac-

It claimed that 6.8 million vaccinations per day was recorded in the country during the last week against the required 23.3 million per day for the entire eligible population to be inoculated by December-end. During the day, Prime Minister Narendra Modi was briefed about the new variant of the coronavirus along with its characteristics and the impact seen in various countries, the PMO said. The PM asked officials to review the plans to ease international travel restrictions in light of the “emerging new evidence”.

(From p-1) With no Opposition in the Assembly, the present government in Nagaland has ‘absolute power’. This situation will further lead to ‘absolute corruption’,” it stated. Pointing out that a new dangerous path of money power was unfolding in Nagaland, TNR said that the virus of corruption has “spread to all parts of our body-politic”, while money power has effectively destroyed people’s power and their voice to be heard. However, TNR said that the power of truth shall prevail at the end. “Our people cannot be fooled any longer. Time to come together, rise and rebuild Nagaland,” it said.

The union further appealed to all responsible citizens and netizens to refrain from “derision of mockery and cyber bullying towards the circulating videos and photographs of the students protest”, asserting that it defames students’ community and may even jeopardise their career. With changing time and circumstances, ANCSU said that the world today demands for smarter human minds, and called upon students to re-assess their strength, redefine weakness and re-envision greater heights with sincerity. Meanwhile, the union appealed to the students to take all precautionary measures and prepare for the exam in the true spirit of a student.

NEW DELHI, NOV 27 (IANS): Chief Justice of India N.V. Ramana on Saturday said the legislature does not conduct studies or assess the impact of the laws that it passes, and this sometimes leads to big issues. Speaking at the second day of the valedictory ceremony of Constitution Day celebrations organized by the Supreme Court, Justice Ramana said: “The legislature does not conduct studies or assess the impact of the laws that it passes. This sometimes leads to big issues. The introduction of Section 138 of the Negotiable Instruments Act is an example of this. Now, the already burdened magistrates are further burdened by thousands of these cases”. He added that rebranding the existing courts as commercial courts, without creating a special infrastructure, will not have any impact on the pendency. “Therefore, the issue of pen-

dency is multifaceted in nature. I hope the government takes into consideration the suggestions received during these two days and resolves the prevailing issues”, said Justice Ramana. He said president Ram Nath Kovind has constantly encouraged the entry of women into the profession and also called for increased representation of women in the judiciary. He added that the Attorney General K.K. Venugopal’s suggestions on the first day of the event, were also enlightening. “While highlighting the issue of judicial pendency, he proposed the restructuring of the judicial system and altering the hierarchy of the Courts. This is something that merits consideration by the Government”, said the Chief Justice. He emphasized on clearing misconceptions that many people in this country believe that it is the courts which make the laws.

NEW DELHI, NOV 27 (IANS): India has till date operationalised 395 air routes under the Regional Connectivity Scheme ‘Ude Desh Ka Aam Nagrik’ or RCS-Udan. Under the scheme, which was launched in 2016, airlines are provided with a ‘Viability Gap Funding’ to keep fares affordable and accessible. “Till date, 395 routes and 63 airports, including six heliports and two water aerodromes, have been

perseverance of the Ministry of Civil Aviation and the Airports Authority of India (AAI) to enable the country with better air connectivity under the UDAN scheme,” the statement said. Prime Minister Narendra Modi had inaugurated the Kushinagar International Airport on October 20, 2021. Kushinagar is an international Buddhist pilgrimage centre. “The operationalisation of the Kushinagar airport will connect this region directly to national and global visitors and pilgrims,” the statement said. tegic partnerships” his company has entered into with manufacturers in Asia. Chip suppliers need to be treated differently given their strategic importance to the industry, said Stefan Bratzel from the Center for Automotive Management. “You have seen the problems that arise when you treat the chip companies like other suppliers and stop the calls,” he said. McKinsey’s Burkacky said carmakers should consider direct investments in production, or longer contracts with terms of more than 18 months. “Not much

grammed software within three months so that other less scarce chips could be used, enabling the U.S. electric carmaker to weather the crisis better than many others. General Motors has said it will work with chip manufacturers like Qualcomm, STM and Infineon to develop microcontrollers that combine several functions previously controlled by individual chips. “We are trying to create an ecosystem that is more resilient, more expandable and always available,” a company spokesperson said. Prioritising: Some carmakers are stockpiling - or what BMW calls “hole shoring.” The whole car is built except for a missing part, and can then be completed relatively easily when it shows up. Other automakers are also using this strategy. Sometimes vehicles are delivered without certain functions controlled by chips.

“There was the fallacy of thinking that you had a choice between two suppliers, but the truth is that they both had the chips made in the same foundry,” he said. That is now changing, according to Daimler Purchasing Manager Markus Schäfer. The German maker of Mercedes-Benz cars has set up a direct line of communication with all chip suppliers, including wafer producers in Taiwan, he said at the IAA auto show in September. Volkswagen boss Herbert Diess speaks of “stra-

of that has been implemented yet,” he added. ‘More resilient’: In the meantime, vehicle developers are doing their part to help manufacturers manage the supply crunch. Annette Danielski, chief financial officer of Volkswagen’s trucking unit Traton, said the company was trying to clear some space on the motherboards of control systems. “If we change the software, we can use fewer semiconductors and achieve the same functionality,” she said. “That sometimes takes a long lead time because the regulatory authorities intervene, but there are areas where you can change something quickly.” Daimler relies on new designs for control units. Rather than using one specific chip, these are designed to work with an alternative that can be used in the event of delivery problems, the company’s head of purchasing Schäfer said. Tesla is considered the model for this. The company repro-

NEW DELHI, NOV 27 (AGENCIES): Whether buying computer chips directly from manufacturers, reconfiguring cars, or producing them with parts missing, automakers are having to get creative to cope with the global shortage of semiconductors, reports Reuters. The shortage, due to supply problems and a surge in demand for consumer electricals during the pandemic, has hit the auto industry hard, with millions of vehicles worldwide not being produced because important parts are missing. With the problem lasting longer than initially expected, manufacturers including Daimler and Volkswagen have had to rethink production strategies. Car manufacturers usually buy parts from major suppliers such as Bosch and Continental, which in turn buy from suppliers further down the chain. In some cases that has led to a lack of transparency, said Ondrej Burkacky, a senior partner at McKinsey.

Ukraine alleges Russia-backed coup

KYIV, NOV 27 (AP): Ukrainian President Volodymyr Zelenskyy has claimed that his country’s intelligence service has uncovered plans for a Russia-backed coup d’etat in the country set for next week that allegedly involves one of Ukraine’s richest oligarchs. Both the oligarch and the Russian government rejected the allegations. In Nantucket, Massachusetts, where he is spending a holiday weekend, US President Joe Biden expressed concern at the coup talk and renewed US support for Ukraine’s s ove r e i g n t y a n d s e l f government. At a news conference in Kyiv Friday, the Ukrainian capital, Zelenskyy said he received information that a coup was being planned for next Wednesday or Thursday. He did not give many details to back up his allegation, but pointed to a suspected role of Ukraine’s richest oligarch, Rinat Akhmetov. The president said that Ukrainian intelligence has audio recordings of an alleged meeting between Russian and Ukrainian officials discussing a plan for a coup allegedly funded by Akhmetov, whose fortune is estimated at USD7.5 billion. Zelenskyy refused to disclose further details about

the alleged coup, saying only that he doesn’t plan to flee the country. Kremlin spokesman Dmitry Peskov rejected the allegations in comments to journalists in Moscow on Friday. “Russia had no plans to get involved,” Peskov said. “Russia never does such things at all.” Akhmetov called Zelenskyy’s allegations “an absolute lie.” “I am outraged by the spread of this lie, no matter what the President’s motives are,” Akhmetov said in a statement, relayed to the Associated Press by his spokeswoman Anna Terekhova. Asked about the alleged coup plans, the US State Department’s top official for European and Eurasian affairs, Karen Donfried, said: “We are in touch with the Ukrainian government to discuss this further, and we’re working to obtain

additional information.” Biden told US reporters he expected to talk to Putin and Zelenskyy, “in all probability.” Volodymyr Fesenko, a Kyiv-based political analyst and head of the Penta Center think tank, told the AP that Zelenskyy targeted Akhmetov after a “proper infor mation war” was waged against the president over the last two months on TV channels the oligarch owns. A mass protest in front of the president’s office is also being planned for December 1. The analyst pointed to great discontent among U k r a i n i a n o l i g a r c h s, including Akhmetov, over a law pushed by Zelenskyy that limits their influence on politics. Fesenko called Zelenskyy’s reference to Akhmetov in connection with the alleged coup “a

pre-emptive signal” for the oligarch not to get in involved in “risky political ventures, cross the red lines’ and negotiate with Moscow.” I n r e c e n t we e k s, Ukrainian and Western officials have expressed concern that a Russian militar y build-up near Ukraine could signal plans by Moscow to invade its ex-Soviet neighbour. The Kremlin insists it has no such intention and has accused Ukraine and its Western backers of making the claims to cover up their own allegedly aggressive designs. Zelenskyy said Ukraine has full control of its borders and is ready for any escalation of the conflict with Russia. But he noted that the media are engaged in fearmongering over the possibility of such a conflict. He also said that the head of his office, Andriy Yermak, will soon be in contact with the Russian authorities at the request of the European Council President Charles Michel and German Chancellor Angela Merkel. “They want contacts between our administration and the Russian administration. I think that in the near future Yermak will contact them. We are absolutely not against” this, Zelenskyy said.

Cash-strapped Pak to get USD 3 bn from Saudi

ISLAMABAD, NOV 27 (PTI): Cash-strapped Pakistan will soon get USD 3 billion as loan from Saudi Arabia as the Cabinet led by Prime Minister Imran Khan has approved an agreement to keep the amount in the country’s central bank, media reports said on Saturday. The Saudi government had promised to maintain a reserve of USD 3 billion at the State Bank of Pakistan, Geo News reported. According to the agreement, the

aid will remain in the SBP’s deposit account for a year. “The SBP has finalised all arrangements and now everything is in place and the amount of the agreed deposit will be received within the next couple of days,” official sources told The News. The federal Cabinet approved the agreement to keep the USD 3 billion aid from Saudi Arabia in the SBP, the reports quoted an official document as saying.

The Cabinet approved the State Bank’s retention of USD 3 billion from the Saudi Development Fund. Pakistan’s entire liquid foreign reserves, according to the central bank, stood at USD 22.773 billion as of November 19, according to Geo News. The numbers indicate that the SBP held USD 16.254 billion in foreign reserves, while commercial banks kept USD 6.519 billion in net foreign reserves.

Japan vows to step up defense amid China, NK threats TOKYO, NOV 27 (AGENCIES): Japanese Prime Minister Fumio Kishida, at his first troop review Saturday, renewed his pledge to consider “all options,” including acquiring enemy base strike capability, and vowed to create a stronger SelfDefense Force to protect the country amid growing threats from China and North Korea. Kishida said the security situation around Japan is rapidly changing and that “the reality is severer than ever,” with North Korea continuing to testfire ballistic missiles while advancing its capability, and China pursuing a military buildup and increasingly assertive activity in the region. “I will consider all options, including possessing so-called enemy base strike capability, to pursue strengthening of defense power that is necessary,” Kishida said in an address to hundreds of Ground SelfDefense Force members in olivecolored helmets and uniforms.

Kishida, who took office in October, served as top commander for the first time at Saturday’s SelfDefense Force troop review held at the main army base Camp Asaka, north of Tokyo. About 800 troops gathered for the inspection, according to the Defense Ministry. “The security environment surrounding Japan has been rapidly changing at an unprecedented speed. Things that used to happen only in science-fiction novels are today’s reality,” Kishida said. He said his government will lead “calm and realistic” discussions to determine what is needed to protect people’s lives and gain their understanding. The possibility of possessing so-called enemy base strike capability has been a divisive issue because opponents say it violates Japan’s warrenouncing Constitution. Kishida has shifted his dovish stance to a more hawkish one, apparently to please influential leaders within his governing party, including

former Prime Minister Shinzo Abe, and to strengthen his grip on power. He now advocates increasing Japanese military capability and spending. On Friday, Kishida’s Cabinet approved a 770 billion yen ($6.8 billion) request for an extra defense budget through March to expedite the purchase of missiles, anti-submarine rockets and other weapons amid rising concern over the escalation of military activities by China, Russia and North Korea. The request, still pending parliamentary approval, is a record for an extra defense budget and will bring Japan’s military spending for the current year to a new high of more than 6.1 trillion yen ($53.2 billion), up 15% from 5.31 trillion yen in 2020. The combined budget for 2021 will be just over 1% of Japan’s GDP, keeping its customary cap. Kishida has said he is open to doubling Japan’s military spending to cope with the worsening security environment.

Being ‘punished’ for detecting new Covid variant omicron: SA

People line up to get on an overseas flight at OR Tambo International Airport in Johannesburg on Nov. 26, 2021.

JOHANNESBURG, NOV 27 (AGENCIES): South Africa complained Saturday that it is being “punished” for detecting a new Covid-19 variant Omicron which the World Health Organization has termed a “variant of concern” and is more transmissible than the dominant Delta strain. The decision by a number of countries around the world to ban flights from southern Africa following the discovery of the variant “is akin to punishing South Africa for its advanced genomic sequencing and the ability to detect new variants quicker,” the foreign affairs ministry said in a statement. “Excellent science should be applauded and not punished,” it said. The ministry pointed out that new variants had been discovered in other parts of the world. “Each of those cases have had no recent links with Souther n Africa, but the reaction to those K Y M C

countries is starkly different to cases in Southern Africa,” it said. Israel and Belgium announced after South Africa that they also had detected cases of Omicron. Government insisted t h a t S o u t h A f r i c a ’s “capacity to test and its ramped-up vaccination programme, backed up by a world-class scientific community should give our global partners the comfort that we are doing as well as they are in managing the pandemic”. With more than 2.95 million cases and 89,783 deaths, South Africa is the worst-hit country in Africa by the pandemic. Hundreds of foreigners on family or business trips in South Africa desperately tried to get back home on the last available flights as several nations imposed restrictions on travellers due to the discovery of the new Omicron variant of COVID-19 in this country.

Colleges, orgns observe ‘Constitution Day’

Prof. A.K. Singh, VC in-charge and others during the programme. DIMAPUR: Colleges and organisations in the state obser ved “Constitution Day” on November 26 to commemorate the adoption of the constitution of India and as a mark of tribute to Dr. Bhim Rao Ambedkar who played an important role in the framing of Indian constitution. NU: Nagaland University (NU) celebrated Constitution Day at its headquarters, Lumami. A press release from the university informed that while chairing the programme, PRO Peter Ki welcomed the gathering and highlighted the constitution of India. In her lecture titled “objectives of the constitution”, Asst. Prof., Dept of Law, Dr. Rumi Dhar talked about the need of the constitution, its functions and role in the society, and how it related to people’s daily existence. She said the constitution was a document that laid down the framework for the government to run the country and how the people should be governed. Dr. Rumi added that the framers of the constitution borrowed the good features of the existing constitutions of other countries and that it was a dynamic K Y M C

instrument that evolved over time either through amendment or interpretation. She asserted that the basic understanding of the constitution was a must for every citizen and concluded by quoting Dr. Ambedkar. In his lecture titled “making of indian constitution”, Asst. Prof., Dept of political science, Dr. Likhase Sangtam stated that the celebration of constitution day would have far-reaching ramifications in understanding constitutional values and ideals that had brought India thus far. To say that the constitution was made by the constituent assembly is a half-truth, he asserted and said that it was also the result of years of mass struggle for independence and several reforms, gradually conceded by the colonial rulers, from time to time. The makers evolved mechanism to resolve conflicts by incorporating provisions catering to the need of different groups by balancing their concerns with the need of national unity and identity. Where immediate solution could not be arrived at by consensus, one device was to introduce words like temporary, transitional, and

special provisions. Director, IQAC, Prof. Dipak Sinha made a brief intervention by suggesting that a course on constitution of India may be introduced as part of CBCS. The vice-chancellor in charge Prof. A.K. Singh in his address said the beauty of the constituent assembly was that it represented the aspiration of all parts of the country and all segments of the Indian population, drawn from all walks of life. He asserted that others who were part of the constituent assembly need to be remembered, apart from Dr. B.R. Ambedkar. Although many have expressed dissatisfaction with the progress made after the adoption of the Constitution in 1949, he said that the most important achievement of the constitution, the credit for which must go to the constitution makers, was that they survived as a nation not just territorially but where more than 130 billion people were emotionally attached with the concept of Indianness. He pointed out the constitution was the highest source of law, and law was required not only to discipline oneself and other but

1st Test: Pak dominate B’desh on Day 2 Abid, Shafique take Pakistan to 145/0 against Bangladesh

CHATTOGRAM, NOV 27 (AP): Pakistan made a strong reply and reached 145 for no loss after fast bowler Hasan Ali claimed 5-51 to dismiss Bangladesh for 330 on day two of the opening test on Saturday. Openers Abid Ali and debutant Abdullah Shafique played out the second and third sessions comfortably in a good batting track to cut the deficit to 185 runs. Abid, who reached the 1,000-run mark in his 15th test, closed in on his fourth century, remaining unbeaten on 93 at stumps, owing to bad light. Shafique overcame a nervy start to finish the day on 52 not out. “We are in good position now and will try to take it session by session,” Ali said. “Our first target is to go past Bangladesh’s 330 and then we will try to take a big lead to give our bowlers an advantage.” Abid struck the first three boundaries when Shafique struggled to get off the mark.

Abid Ali struck an unbeaten 50 as Pakistan made a confident start to their first innings.

Shafique flicked through midwicket for four off pacer Abu Jayed and grew with confidence. Abid was fluent in his approach and glanced offspinner Mehidy Hasan for a couple to reach his third half-century off 84 balls. Shafique brought up his half-century in style, clubbing occasional bowler Mominul Haque for the maximum. Bangladesh’s hope of racking up a substantial total was dashed by fast bowler Hasan Ali earlier. Ali broke Bangladesh’s resistance in the first session as the home side resumed on 253-4. He alone took four wickets on day two with Bangladesh adding just 77 runs for the rest of the six

wickets. Ali’s sixth five-for was well-complemented by his new ball partner Shaheen Shah Afridi who returned figures of 2-70 and medium pacer Faheem Ashraf, 2-54. For Bangladesh, Liton Das top-scored with 114 after hitting his maiden century and Mushfiqur Rahim added 91. Mehidy Hasan was not out on 38. Liton, starting the day with 113, added just one run before Ali had him leg-before, which the umpire disagreed, only for the decision be overturned on review. “At this moment, Pakistan is dominating the game but we still have the chance to hit back,” Liton said. “We need to take some wickets

However, he got off the mark in international cricket with a cover-drive four off Afridi on the 14th ball he faced. But Ali tested him with short balls and finally rattled him stump with a delivery that jagged in sharply. Bangladesh relied on overnight unbeaten Mushfiqur to take the side to safety and he grew with confidence, hitting Afridi for a boundary through backward point. Medium pacer Ashraf moved the ball nicely to coax an edge from him as Mushfiqur, who reviewed the decision in vain, fell nine runs short of his eighth century. After losing three wickets for just 23 runs, the much-needed resistance came from Mehidy Hasan who guided lower order amid the well directed short ball barrage of Afridi and Ali. Hasan Ali cleaned up the tail to bring an end to the innings.

Dr. Watizulu said that non availability of badminton centric stadiums was one of the reasons why Nagas could not prosper in the field of badminton, adding that the state had only training courts. ISL: ATK Mohun Bagan crush SC East Bengal VASCO, NOV 27 (PTI): Former champions ATK Mohun Bagan crushed archrivals SC East Bengal 3-0 in the much-anticipated season’s first derby of the Indian Super League at Tilak Maidan here on Saturday. In a scintillating display, ATK Mohun Bagan scored through Roy Krishna (12th minute), Manvir Singh (14th) and Liston Colaco (23rd) as they did not allow SCEB the breathing space to make it three out of three in their ISL exchanges. After a quiet start, Fijian star marksman Krishna connected a perfect cross from Pritam Kotal to net the derby’s opening goal. It was Manvir who began the move with a lovely play from the right flank, releasing an excellent pass to Kotal on the overlap. One look is all it took for the skipper to pick out a rather unmarked Krishna to finish with aplomb. Singh was quick to double the strike with a thunderbolt strike within two minutes. Showing superb play in the midfield, the Mariners began the move with a clinical pass from Joni Kauko. Singh collected the ball from inside the box and hit near the post, the ball whis-

Bhattacharja came off his line to collect the ball at the edge of the box on the left side but only to escape the ball. Colaco was quick to get hold of it and had a free run to move ahead before tapping the ball home. Showing relentless attack, the Mariners nearly made it 4-0 when Kotal

swung in a lovely cross inside the box and Kauko did well to beat his marker only to put it away. In the 38th minute, the class of Hugo Boumous was in full display when he sent a perfect cross but Kauko once again missed it by a matter of one yard. Having lost out in both the legs of the ISL derby last season, the red-and-gold however began with a lot of positive intent in a 4-3-3 formation. The Manolo Diaz’s

KUALA LUMPUR, NOV 27 (IANS): India’s Saurav Ghosal clinched the 2021 Malaysian Open Squash Championships after beating Colombia’s Miguel Rodriguez in the men’s singles final, here on Saturday. Seeded two and ranked 15th in the world, Ghosal outclassed top seed Rodriguez 11-7, 11-8, 13-11 in 55 minutes to seal the 10th PSA

title of his career. With this, he became the 1?st Indian to be crowned the Malaysian Open Champion - a PSA World Tour Bronze event. Ghosal was in complete control of the final right from the beginning. He won the first game 11-7 before clinching the second game 11-8. The Colombian did give the Indian a tough fight in the third game, but

the Ghosal maintained his composure to clinch it 13-11 and bag the title. “Obviously it feels great. I beat some good players along the way. The final was a high-quality match. As much as the third game, the second was tough too as I was trailing 0-7. The victory is a reward for all the hard work I’ve put in,” said an elated Ghosal after the win. It was Ghosal’s first PSA Tour title in three years. He last won a PSA title in the 2018 Kolkata International Open. The 35-year old Ghosal made it through to the final relatively untroubled as he won all three of his matches by a 3-0 margin. On the other hand, Rodriguez came close to falling to a shock defeat against Japan’s Ryosei Kobayashi in the second round, eventually coming through to win 1210 in the fifth.

side had the early possession and pressed hard in the intial minutes as ATK Mohun Bagan played a catch-up game, while SCEB won the first corner of the match. Both the backlines had a busy time in the middle early on as ATKMB and SCEB forwards kept pressing hard. East Bengal’s Lalrinliana Hnamte made a nasty challenge on Lenny Rodrigues early in the seventh minute but only to be escaped with a yellow.

Antonio Lopez Habas’s side with a 4-3-3 formation on the other hand opted for a wait-and-watch strategy and posed occasional questions to the SCEB defence. Slowly getting into the groove, ATK Mohun Bagan had their first shot on target from none other than their talismanic Krishna who had a go with a powerful rightfooter in the ninth minute. But Krishna’s former teammate Bhattacharja was right on the job, chesting the ball, while Tomislav Mrcela cleared it from the danger zone. Three minutes later, Krishna set the ball rolling and there was no looking back, burying the game in just half an hour.

Delhi’s Harsh Gupta was third with 221.2, while topranked Indian and Asian Games champion Saurabh Chaudhary ended fourth with 200.9. Shiva, however, picked up the junior men’s title piping Saurabh Chaudhary by a wafer thin margin of 0.2 points in the final. His score of 246.7 was also a national finals record, ironically previously held by Uttar Pradesh’s Saurabh at 245.30. Saurabh too went past his record, winning silver with 246.5. Sarabjot settled for bronze in this one with 225.4. Shiva then also went on to win the Youth Men’s title in the discipline, prevailing over Haryana’s Sagar Bhargava 243.1 to 239.4. Arif Malik of U.P won bronze with 216.2.

Day 3: Axar takes 5 to bowl out NZ for 296 KANPUR, NOV 27 (PTI): Axar Patel continued his golden run in favourable home conditions, grabbing another five-wicket haul to put India in the driver’s seat after New Zealand were bowled out for 296 despite an opening stand of 151 on the third day of the first Test here on Saturday. The left-arm spinner had a couple of dream sessions when he finally found the ideal pace and turn off the surface to completely derail New Zealand’s steady first innings. His final figures read 34-6-62-5 as India got a crucial 49-run first innings lead, which increased to 63 at stumps. Ravichandran Ashwin was also on the money as he bowled 42.3 overs to finish on 3 for 82, inching closer to becoming the third highest Indian wicket-taker in Test cricket. Gujarat man Axar has been terrific since he donned the India whites at the start of the year and now has as many as 32 wickets in just three and half Tests. The five-for was his fifth having already got four in the three Tests against England. However, he will cherish this one a bit more considering that the track was not as diabolical as the ones in the England series (second Test in Chennai and the Pink Test in Ahmedabad). At stumps, the hosts

were 14 for 1 after losing Shubman Gill (1) for the second time to Kyle Jamieson, who again found a gaping hole between his bat and pad. With the deliveries keeping wickedly low, New Zealand’s chances of fighting it out in the fourth innings will be pretty low unless skipper Kane Williamson produces one of his steady knocks. On the day, however, he managed just 18 and when Umesh Yadav’s in-cutter brought about his downfall at the stroke of lunch, the wheels of fortune turned in favour of India. This was after openers Will Young (89 off 214 balls) and Tom Latham (95

off 282 balls) added 151 for the opening stand but both, despite their dogged display, missed out on hundreds. It was the second new ball that did the trick just before lunch as Umesh (1/50 in 18 overs) pitched one on off-stump, which cut back enough to find Williamson’s pads. The next two sessions belonged to India as they got eight wickets for just 99 runs. Axar’s perseverance paid off as he changed his line from leg-middle to offmiddle and the release was at a greater speed when compared to what he did on the second evening. He removed Ross Taylor (11), Henry Nicholls (2) and Latham within a space

of 13 runs to completely upset Black Caps’ rhythm. It was in the post-lunch session that Axar finally sent down a classical left-arm spinner’s delivery. There was a delivery that had a bit of air and pitched on length drawing Taylor forward and then turned enough to take an outside edge which went to substitute keeper K S Bharat. Bharat came in after regular stumper Wriddhiman Saha complained of a stiff neck. Nicholls also tried sweeping a much fuller delivery which turned back in and he was found leg before. Having understood that on a slower track like this one, the pace off the

pitch needed to increase, Axar gave it a tweak at decent clip which saw Latham beaten all ends up. Bharat fumbled before he could effect the stumping. Prior to that, Latham hardly had any lapse of concentration as he played 47 overs of the New Zealand innings. Later on, Axar got Tom Bundell (13 off 94 balls), who looked to merely survive and finally got a ‘shooter’ that cleaned his defence. Southee became his fifth victim trying to play inside an arm ball which turned enough to hit the off-stump. The pitch on the third day didn’t change its character as it stayed low and slow but the Indian spinners did better as the time progressed by varying the pace of their deliveries. During the session, Ashwin was seen involved in an animated discussion with umpire Nitin Menon after he decided to come round the wicket against Williamson and cautioned for walking on the dangerous area on his follow-through, which also obstructed the umpire’s view. The intention was to create a few roughs with his bowling spikes in the region. Menon, having understood the motive, had a word with Ashwin and skipper Ajinkya Rahane and after some discussions, normalcy prevailed.

France in their tournament opener, India thrashed Canada 13-1 in their second pool match to stay alive in the competition. Up against Poland in a must-win final pool match, the Indians started from where they left against Canada on Thursday and put pressure on the Polish goal from the onset. Their efforts bore fruit as early as in the fourth minute of the match when star dragflicker Sanjay scored his seventh goal of the tournament, yet again from a penalty corner. The Indians stayed aggressive and four minutes later doubled their lead through another penalty corner, this time from the stick of Hundal. Sudeep trippled India’s

lead in the 24th minute through a fine field goal to go into the half time leading 3-0. Four minutes into the third quarter, Uttam extended India’s lead with another field strike before Tiwari converted a penalty corner in the 38th minute to make it 5-0 in India’s favour. Sudeep once again found himself in thick of things, scoring another field goal in the 40th minute. Trailing 0-6, Poland came all out attacking in the final quarter. They earned a barrage of penalty corners and in the process found the net twice to reduce the margin. But India finished on a strong note when Sanjay and Hundal scored from field play to register an emphatic win for the hosts.

ICC calls off Women’s WC Qualifier after new COVID-19 variant emerges

DUBAI, NOV 27 (PTI): The ICC on Saturday called off an ongoing qualifier for next year’s Women’s ODI World Cup in Harare following the emergence of a new COVID-19 variant in the African region, paving the way for Pakistan, West Indies and Bangladesh to make the cut on the basis of rankings.

Travel restrictions have been introduced from a number of African countries after detection of the new variant in South Africa stoked fears around the world. The ICC said the decision to stop the event was based on its concerns about how the participating teams would head back in the wake of Omicron vari-

ant’s rise. The decision was taken during the preliminary league phase of the nineteam tournament, that was to decide the final three qualifiers for the World Cup 2022, to be played in New Zealand, as well as two additional teams for the next cycle of the ICC Women’s Championship.

Nagaland Sepaktakraw men and women teams won the Bronze at the recently held 31st Nationals in Punjab. The teams also qualified for the upcoming National Games to be held in Goa in 2022.
