NSCN (I-M) invited to Delhi to hold talks: Rio

KOHIMA, SEP 27 (NPN): After resuming talks in Nagaland between former special director of Intelligence Bureau AK Mishra and NSCN (I-M) leadership, chief minister Neiphiu Rio said the Centre has invited NSCN (I-M) to Delhi to continue the talks. Interacting with media persons on the sidelines of an event organised by TaFMA here on Monday, Rio said there would be only one interlocutor for all the negotiating groups. Rio said that Union home minister Amit Shah had also asked him and Assam chief minister Himanta Biswa Sarma to assist and make the Naga Political Groups (NPGs) come to an understanding for an early political solution so that peace and development could be accelerated. Though there had been some differences between the Centre and NSCN (IM) over some issues, Rio expressed happiness over resumption of talks after a gap of nearly two years.

Not in a hurry for cabinet reshuffle: Meanwhile, on the likelihood of a cabinet reshuffle following the formation of United Democratic Alliance (UDA), chief minister Neiphiu Rio clarified that the alliance constituents were not in a hurry though discussions were on. Since all have come together for Naga political issue, he said their objective was to get things in order after which they would focus on UDA.

No oil exploration under unamended NP&NG: LH DIMAPUR, SEP 27 (NPN): Drawing attention to state government’s move to re-start talks on oil exploration in Nagaland at bureaucratic level, the Lotha Hoho (LH) Monday affirmed that the Lotha people would not allow exploration or extraction of petroleum or natural gas within its jurisdiction if carried out under the unamended Nagaland Petroleum & Natural Gas (NP&NG) Regulations and

Farmers block highways, railway tracks across states NEW DELHI, SEP 27 (AGENCIES): Farmers blocked major highways and squatted on railway tracks in many states, including Punjab, Haryana and Delhi, during the Bharat bandh called by farmers’ bodies on Monday to protest against the new agri laws. The nationwide strike began at 6 a.m. and ended at 4 p.m. Commercial establishments remained shut and the movement of public transport was affected in many places as major highways and railway tracks were blocked by the protesters. The effect of the bandh was felt the most around Delhi, Punjab, Haryana and western Uttar Pradesh, the centre of the farm protests, and also in large pockets of Kerala, Bihar, Jharkhand, West Bengal and Odisha. DIMAPUR, SEP 27 (NPN): Despite stiff opposition from various quarters against shifting of the deputy commissioner office Dimapur to the new complex at Chümoukedima, the state government has reportedly asked DC Dimapur to immediately shift the District Election Office and Disaster Management cell. Besides shifting of DEO office and DM cell, principal secretary Home Abhijit Sinha in a letter had also asked the DC to make necessary arrangements for shifting of other branches at an early date. Sinha said the two newly posted officials-- ADC and EAC, will supervise the process. It was also learnt that several Dimapur-based civil society organizations held an emergency meeting on Monday to deliberate on the issue.

DIMAPUR, SEP 27 (NPN): Ao Senden has appealed to the State government to continue executing the power system improvement project sanctioned by Power Grid Corporation of India Ltd (PGCIL) at Mokokchung without delay. In a letter to chief secretary J Alam, Ao Senden president Chubawati Longchar maintained that the project was much needed for the people of Mokokchung and surrounding areas and it was expected that it would be completed within the stipulated time period. However, Senden expressed dismay that the project will be “desanctioned” on grounds of

non-handing over of land for Mokokchung power house sub-station. In addition, there is non-reimbursement of state component of GST amounting to Rs 28.08 crore against invoices raised till March 21, 2021 by the State’s power department, the Senden said. Referring to the letter written by All Ward Union Mokokchung Town (AWUMT) to the chief secretary on September 25 and the letter written by AWUMT to the landowner on April 29 this year, Longchar claimed that there was no land issue for constructing the power house sub-station at Mokokchung.

He said this had already been discussed and resolved between the landowner and AWUMT. Ao Senden said the same issue was also discussed on June 23 this year at DPDB meeting in the presence of PGCIL officials. Ao Senden regretted that inspite of all necessary formalities being completed for acquisition of the land, the State government was neglecting Mokokchung district by stalling the project. Therefore, consequent to this, he warned that should there be any reaction from the public, the State government would be held fully responsible for it.

DIMAPUR, SEP 27 (NPN): Nagaland on Monday recorded 17 fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, 10 were from Dimapur, three in Kohima, two in Mokokchung and one each in Peren and Wokha, taking the total caseload to 31167. The death toll further rose to 663 after one more patient succumbed to the virus in Dimapur. three trucks of illegal areca nuts weighting 264 tons, 330 bags of 80 kg each, 110 Bags per truck worth around Rs 1.58 crore. PRO informed that the individuals along with recovered items were handed over to Customs Department Kohima for further investigation.

DIMAPUR: Exporters’ conclave, organised by DIC Mokokchung and Industries and Commerce Department in collaboration with Agricultural and Processed Food Products Export Development Authority (APEDA), Director General of Foreign Trade (DGFT) was held in Mokokchung on September 25. He said that as of now, people were still conditioning from traditional to modern practice, but if they were to catch up with others, they would have to surplus the export. The ADC said that in order to achieve this, they

need to cover more area for production to increase the productivity. He also said not everything could be exported, therefore they need to specialise and focus on few products. Talking about schemes in different departments, Shashank said there should be convergence of schemes and integrated plans to export the unique production. In this way, apart from generating economy we can

create goodwill among the societies he added. The second session was followed by knowledge sharing, where topics such as how to export, business prospects in agri products from Nagaland, prospects in coffee, business prospects in horticulture products from Nagaland and support schemes & financial assistance to new & existing entrepreneurs were discussed. The suspect has been identified as a 16year boy, who also hailed from the same village of the victims. According to information, he was arrested on the basis of secret information on September 24 and handed to Bokajan police. The accused has been on the run after the incident. SHILLONG, SEP 27: Meghalaya Police on Monday claimed that former HNLC leader, Cheristerfield Thangkhiew, who was shot dead in retaliatory firing on August 13 here, was using extortion money for financing IED explosions. In a statement, Meghalaya police spokesperson, Gabriel Iangrai, said, “Role of (L) Thangkhiew had also been unearthed in the extortion demands received by MDCs and prominent businessmen, the evidence available pointed to modus operandi of (L) Thangkhiew of undertaking extortion demands and using money received for financing IED explosions at the behest of HNLC under the cover of being a ‘retired’ HNLC operative.” Thangkhiew, a former self-styled General Secretary of the proscribed HNLC, was shot dead in the early hours of August 13 during a police raid. Bharat Bandh evokes partial response in Northeast GUWAHATI/AGARTALA, SEP 27 (IANS): The Bharat Bandh called by the Samyukt Kisan Morcha against the three contentious farm laws evoked a partial response in the Northeastern states on Monday. In Assam, a majority of the offices, both government and private, educational institutions, shops, commercial establishments in many of the 34 districts, including the main commercial hub Guwahati, remained open barring some business establishments. However, normal life was crippled in southern Assam as government and private offices, shops and markets and all other institutions were shut responding to the country-wide shutdown call from 6 a.m. to 4 p.m. in the afternoon. Vehicular movements were normal in all the districts, except four districts in southern Assam, even as buses were seen plying in lesser numbers in Guwahati and other parts of the BJP-ruled state. SC raps Centre for NEET syllabus changes

Says don’t treat young doctors as football in the power game

NEW DELHI, SEP 27 (PTI): “Don’t treat young doctors as football in the game of power,” the Supreme Court said on Monday, warning the Centre that it may pass strictures if it is not satisfied with justification for last minute changes to the NEET Super Speciality Examination 2021 syllabus. The apex court said it “will not allow these young doctors to be placed in the hands of some insensitive bureaucrats”, and asked the Ministry of Health and Family Welfare (MoHFW), National Medical Commission (NMC) and National Board of Examination (NBE) to “put their house in order”. A bench of Justices D Y Chandrachud and B V Nagarathna asked Additional Solicitor General Aishwarya Bhati, appearing for the Centre, to hold a meeting with other two authorities within a week. “Better come with some strong reasons as if we are not satisfied, we will

pass structures,” it said. “Don’t treat these young doctors as footballs in the game of power. Hold the meeting and put your house in order. We will not allow the lives of these young doctors to be placed in the hands of some insensitive bureaucrats,” it added. The top cour t was hearing a plea of 41 Post Graduate doctors who have challenged the last minute changes made to the syllabus after the notification for examination was issued. At the outset, senior advocate Shyam Divan, appearing for the young doctors, said that there is urgency in the matter and they have filed a written submission also in the matter. Advocate Gaurav Sharma, appearing for NMC,

said that they would like to file reply in the matter and sought adjournment of one week. The bench said, “Mr Sharma, what is the NMC doing? We are dealing with the lives of young doctors who will pursue super speciality courses. You have issued the notification for examination on July 23 and then changed the syllabus on August 31. What is this? They are to sit for examinations on November 13 and 14”. Senior advocate Maninder Singh, appearing for NBE, said that they be given time to file the reply till next Monday, as there were suitable reasons for doing the changes and authorities were well aware of the difficulties of the students and

was after approvals of the three authorities concerned. The bench said, “Then why the notification for examination was issued Mr Singh? Why cannot it happen next year? You see, students start preparing for these critical medicine courses months and months in advance. What was the need for last minute change?” Singh said that change in syllabus was in the offing for quite some time and preparation was on since 2018 and the authorities concerned have tried to take care of the difficulties. “Kindly give us one week, we will explain everything,” he said. The bench told the senior counsel, “We are ready to hear you but tell the authorities that we are unsatisfied with the way the last minute changes were made. We are putting you on notice in advance that if we don’t agree with your justification, we will pass structures and we will deal with you”. It said, “Just because someone has the authority to wield power does not mean that he can wield power without application of mind. When you yourself issued notification for examination in July, then what was the need to rock the boat in August. Please talk to

MoHFW and NMC and put your house in order”. Justice Chandrachud said that this examination is very important for their (doctors) career and merely because these doctors have already passed the MBBS exams doesn’t mean that they can change the exam pattern last minute. “You have to deal with these young doctors with sensitivity”, he said. Justice Nagarathna said that “Pattern of study for these young doctors will depend on the pattern of questions. If you make last minute changes, they will be ruffled”. She said the young doctors might be put at ruse due to the last minute changes. Justice Chandrachud said that he agrees with his sister judge and added “We have an example of Common Law Admission Test (CLAT). I have heard that students need to study for two years to prepare for the exams. Here it takes months and months for these doctors who have to study critical medicines and to prepare for the examination and you cannot just make last minute changes”. Singh said the court should hear the arguments first and then form any opinion in the matter.

NEW DELHI, SEP 27 (PTI): Getting aid is not a fundamental right, the Supreme Court observed on Monday and said the government should take into account various factors such as financial constraints and deficiencies while deciding on aid for educational institutions. Also, when it comes to aided institutions, there cannot be any difference between a minority and non-minority one, the apex court said. “Right to get an aid is not a fundamental right, the challenge to a decision made in implementing it, shall only be on restricted grounds,” said a bench of Justices S K Kaul and M M Sundresh. “Therefore, even in a case where a policy decision is made to withdraw the aid, an institution cannot question it as a matter of right. Maybe, such a challenge would still be available to an institution, when a grant is given to one institution as against the other institution which is similarly placed,” the bench said. The top court said if an institution does not want to accept and comply with the conditions accompanying such aid, it is well open to it to decline the grant and move on its own way.

Congress spokesperson Pawan Khera, however, said the allegations against the US e-commerce giant are serious and cannot be ignored. “The issue of Amazon is a serious one and it merits everybody’s attention. The allegations against Amazon are very serious and they cannot be ignored,” he said. Asked about the comments of the Rashtriya Swayamsevak Sangh (RSS), Khera said, “What the RSS says about Amazon is irrelevant because there is a duet going on between the RSS and the BJP. “We have seen that duet and they stand exposed in the farmers’ agitation. We have seen the dubious role played by the Bharatiya Kisan Sangh as it has not come in support of the farmers even for one day in the last 10 months.” The Congress leader said “nobody takes what the RSS says seriously anymore, because they do not speak

Not leaked info on Google probe: CCI to HC Gehlot’s elder brother appears before ED in money laundering case for Google, said “this writ (petition) is very much on breach”. Google’s counsel said in case the CCI is bound by its statement, the grievance stands addressed. The CCI had earlier told the high court that Google’s plea against the alleged leak of confidential probe information was wholly misplaced and an attempt to frustrate the proceedings related to its Android smartphone agreements. It had said that the commission stood by the legal obligation with respect to maintenance of confidentiality and clarified that there was no lapse on part of the body. Google’s counsel had said that the allegedly leaked information was only in possession with the Director General who further passes it on to CCI and no other person, including the parties, are privy to it.

NEW DELHI, SEP 27 (PTI): Rajasthan Chief Minister Ashok Gehlot’s elder border Ag rasain Gehlot appeared before the Enforcement Directorate (ED) here on Monday for questioning in a money laundering case probe against him and others that is linked to alleged fertiliser export irregularities, official sources said. His statement was recorded under the P r eve n t i o n o f M o n e y Laundering Act (PMLA), the sources said. The senior Gehlot, accompanied by a lawyer, appeared before the ED at around 11:30 AM. Agrasain Gehlot had been earlier questioned in this case but he had approached the court seeking relief from the ED action. The sources said that the Rajasthan High Court recently asked him to cooperate with the agency in the investigation as it

The agency had said the case pertained to fraudulent export of MOP, a restricted commodity for exports, in the guise of industrial salts to buyers based in Malaysia and Taiwan. Agency sources said Agrasain Gehlot and his firm were slapped with over Rs 60 crore in penalties by the Customs for these alleged export irregularities in 2013.

NEW DELHI, SEP 27 (PTI): The Competition Commission of India (CCI) told the Delhi High Court on Monday that it did not leak any information to the media relating to an investigation into Google’s Android smartphone agreements. iolence by Maoists have left none in doubt, that it has assumed menacing proportion and which can no longer be seen only through the narrow view of it being a mere law and order problem. It is an ideological Left-wing extremism that threatens to get out of hand with larger implications on internal peace and national security. Union Home Minister Amit Shah informed ten chief ministers of Maoists -infested states on September 26, that the red menace can be eradicated within a year and sought a joint strategy to choke the flow of funds to the red ultras. The Naxal/ Maoist-infested states are- Chhattisgarh, Jharkhand, Bihar, Odisha, Andhra Pradesh, Maharashtra, West Bengal, Uttar Pradesh, Kerala and Madhya Pradesh. Shah also said that the fight against the Maoists has now reached its final phase and it needs to be accelerated and made decisive. West Bengal Chief Minister Mamata Banerjee, Bhupesh Baghel of Chhattisgarh, Y S Jagan Mohan Reddy of Andhra Pradesh and Kerala CM Pinarayi Vijayan did not attend the meeting. The non-attendance of the four state chief ministers incidentally are of non-BJP states. Their states were represented by either a minister or senior officials. The union home ministry’s strategy to tackle and eradicate Maoists is to intensify operations against the Naxals, take action against their frontal organisations, fill up the security vacuum, choke the flow of funds to extremists and concerted actions by the Enforcement Directorate, the National Investigation Agency and the state police. Former prime minister Dr. Manmohan Singh rightly described Naxalism as India’s greatest internal security challenge. The objective of the Naxalites is to seize/capture political/state power through protracted armed struggle. All the other demands are meant to achieve this goal. Maoists are spread over 60 districts in Odisha (5 affected districts), Jharkhand (14 affected districts), Bihar (5 affected districts), Andhra Pradesh, Chhattisgarh (10 affected districts), Madhya Pradesh (8 affected districts), Maharashtra (2 affected districts) and West Bengal (8). In some states, another offshoot of the Maoist-Naxalite, the People’s War Group(PWG) is involved in the “armed struggle” against the state. The major demands include rights over water, forests, land and mineral wealth. As per records, since 1996 till date, over 3500 security personnel have died in Maoist- Naxal attacks in several states. The vow to crush the Maoists/Naxals has not made any impact as it involves mainly the carrotand-stick policy. At the end of the day, the problem is backwardness and deprivation and therefore, the most appropriate strategy would be to open the channels for political dialogues as solution cannot be found in a security approach alone. What has made the entire strategy to eradicate Maoists deflating is the amendment of the Mines and Minerals (Development and Regulation) Act 1957 in 2015 and 2018. The MMDR Act passed by the Modi government in giving a huge push to mining of coal and minerals especially in\ tribal lands across India. The Centre has been doing what is expected in confining itself to intelligence sharing, deployment of Central police forces, training of police forces, raising of India Reserve Battalions, increased vigil along Indo-Nepal border, reimbursement of security-related expenditure, modernisation of State police forces and integrated development of Naxaliteaffected areas. However, politicians of the affected states are also to be blamed for trying to buy peace for vested interests and largely ignoring the spreading tentacles of Naxalism.

AUKUS vs. Quad: A reality check

ndia it seems has been left out in the cold on the issue of maintaining regional security in the Asia-pacific region after the formation of AUKUS by the USA. The past week saw the US’s hard push to contain China in its own backyard, by the formation of a new defence agreement known as AUKUS, with no precedent in diplomatic world, as the regional might of the new alliance is already covered by an old alliance named Quad. AUKUS-named after Australia, United Kingdom and United States proclaims to bring hard military power to support the order built by the United States in Asia, and “sustain peace and stability in the Indo-Pacific region”, as per a statement by the White House. Observers are quite per plexed by this new American action, as it has no parallel in the modern day diplomatic history. Some describe it as Anglophonic camaraderie. Through AUKUS, for the first time in history the US will share its nuclear technology with any country. The new agreement will deliver 60 attack submarines, including six nuclear attack submarines to be built by the UK and technology provided by the US. In fact, AUKUS demonstrates the seriousness with which the US views

the Chinese activities in the South China Sea and adjoining islands, China has claimed most of the territories in the South China Sea, defying a 2016 decision by the Permanent Court of Arbitration at The Hague declaring it as without legal basis. It has also built artificial islands in the South China Sea and constructed massive runways and shipping docks, while also reportedly installing missile systems on the Spratly Islands. It has rejected competing claims from Brunei, Malaysia, the Philippines, Taiwan and Vietnam in the South China Sea. Chinese reaction Chinese President Xi Jinping has warned against “interference from external forces” in the region, as Australia shrugged off Beijing’s growing anger about AUKUS. In an address before the Shanghai Cooperation Organisation (SCO), Xi urged heads of state to “absolutely resist external forces to interfere [in] countries in our region at any excuse, and we hold the future of our countries’ development and progress firmly in our own hands”. China’s state-owned publication Global Times also described Australia as “a pawn of the US” and called it “naive” for financing “America’s cold war gambit”. “Australia could face the most dangerous consequence of being

cannon fodder in the event of a military showdown in the region.” French reaction AUKUS has caused much consternation and anger in France—because Australia terminated an earlier deal with Naval Group, a state-controlled French company, to build a dozen diesel-powered submarines. French Foreign Affairs Minister Jean-Yves Le Drian, who laid out his own vision for the IndoPacific in a July visit to Washington, called the announcement a “stab in the back” and ordered a recall of the French ambassadors from Washington and Canberra. In their responses, French officials and some commentators have cast the announcement as an indication of a major strategic shift, particularly on the part of Washington. The move, they assert, represents a kind of geopolitical infidelity by the United States that demonstrates it does not take France (and by extension, they hasten to add, Europe as a whole) seriously as a partner. The announcement has also fuelled fears that Europe is being cut out by Washington, with EU nations still smarting over the way the US handled the withdrawal from Afghanistan The EU has complained that it was kept out

of the loop on a new military partnership between the US, UK and Australia, as Brussels was planning to lay down its own strategy for the Indo-Pacific on 17 September. “We regret not having being informed, not having been part of these talks,” EU foreign policy chief Josep Borrell said. The 27-nation bloc is looking to strengthen ties in the vast region where it says it is “already the top investor, the leading development cooperation partner and one of the biggest trading partners”. But Borrell insisted the strategy was “one of cooperation, not confrontation” with China. Australian defence In a series of media interviews, Morrison said his government was reacting to changing dynamics in the Asia-Pacific region, where territory is increasingly contested and competition is rising. Morrison said Australia is “very aware” of China’s nuclear submarine capabilities and growing military investment, he told Channel Seven television. “We are interested in ensuring that international waters are always international waters and international skies are international skies, and that the rule of law applies equally in all of these places,” he said. Morrison told Australian media that the defence

alliance had been “wellreceived” in his discussions so far with leaders in Japan, India, Singapore, New Zealand, Fiji and Papua New Guinea. India’s predicament For New Delhi, AUKUS isn’t good news, either. The new accord raises questions about the importance of the Quad—the four-nation alliance of the United States, Australia, Japan and India. In particular, New Delhi will worry that the United States is concerned only with pushing back against China, leaving its concerns about Pakistan and the western Indian Ocean unaddressed. India also felt left out of the regional political dynamics when it was not invited to join the Doha talks with Taliban alongside the US, Pakistan and Qatar. Indian PM in the US Meanwhile the Indian Prime Minister Modi met the US President Biden and Japanese and Australian PMs at the White House in Washington for the first Quad summit on 23rd face to face and discussed the priority areas for Quad. Biden said this is a grouping of “democratic partners who share a world view and have a common vision for the future” and are “coming together to take on key challenges”. Evolving a common approach to emerging technologies, cyber security and addressing the challenge of

climate change and space cooperation, and Covid vaccination. This means that Quad will act as a socio-economic organisation and the region’s defence will be led by AUKUS, which leaves India in the cold regarding its concerns of Chinese aggression in the North China Sea and Indian Ocean. Before the Quad meeting Biden and Modi met separately to discuss bilateral issues, Mr Modi laid stress on issues such as trade, technology, climate challenge and Covid management. However, Mr Modi’s bilateral meetings with the POTUS and the VP regarding AUKUS and Quad didn’t resulted in any benefit for India. Instead he got lessons on maintaining democracy, democratic traditions and democratic institutions by both the American leaders, whatever little the US media reported revealed and that might have forced him to change his address at the UNGA on the theme of democracy in the region. ntroduction: Rabies, also known as hydrophobia (fear of water), it is called so due to the fact that it cause paralysis of oropharyngeal muscles in the neck due to which swallowing becomes difficult and cause a fear of water, as it causes intense spasm in the throat when drying to swallow, even thought of swallowing water caused spasm, hence the name Hydrophobia. Rabies highly fatal viral disease that causes inflammation of the brain in humans and other mammals. It is transmitted to human through infected animal’s saliva. It is caused by Lyssavirus. Host Factors: • All warm blooded animals including human. • Rabies in Cow is a dead end infection, that means they get infected but cannot transmit to other animals • People at risk-lab workers, veterinarians, doghandlers, hunters etc. Reservoir of Infection: Urban Rabies: 99% cases in India is from dogs and cats. A single infected dog capable of transmitting over an area of 40 km. Wildlife Rabies : Sylvatic rabies, unidentified reservoir of infection, Foxes, jackals, hyenas, skunks etc..Transmit infection among themselves and to dogs and man. Transmission of Rabies to human: can occur through Bites (95%), Scratches & Licks from infected animals Burden in India: India is endemic for rabies accounting for 36% of the world’s deaths. True burden of rabies in India is not fully known; although as per available information, it causes 18,000 - 20,000 deaths every year. Around 30%-60% (approx) of reported rabies cases and deaths in India occur in children under the age of 15 years. Why Children are at more risk in India? Children are more likely to pat and play with animals without knowing their temperament hence

they are more likely to get severe bites to their heads, face and hands. Incubation Period Incubation period ranges from few weeks to years, depending upon the area of bite, further the distance from brain longer it takes time to exhibit their symptoms in the affected animal or human. It also depends on site of bite, severity of bite, number of wounds, amount of virus injected, species of biting animal, protection provided by clothing, treatment taken or not. Symptoms: Symptoms in rabies includes: Depending upon the stage of infection it can be of two types, furious or dumb form. In the furious form the person infected with rabies will exhibit excitation and stimulation of all parts of nervous system which may include Sensory, Nervous, Motor system. Infected patient shows Intolerant to noise, bright light, cold. Increased reflexes and muscle spasms. Dilatation of pupil and increased perspiration, salivation, ,lacrimation. Fear of death, irritability, anger and depression. Patient dies abruptly due to convulsions or pass to coma and paralysis. In dumb form the person may exhibit following signs: Headache, Malaise, Sore throat, Slight fever. Diagnosis: diagnosis can be 1. on basis of clinical history of bite by rabid animal 2. Characteristic and signs of above symptoms 3. Confirmatory tests 4. Virus isolation (saliva and other secretions) Treatment 1. No specific treatment, but if the person is suspected to be bitten by a rabid animal the wound must be washed or cleaned with detergent solution and should be put under medical observation. 2. Case management a. Isolation in a quiet room protected as far as possible from external stimuli to prevent spasms and con-

vulsions. b. Relieve anxiety and pain by use of sedatives c. Ensure hydration and diuresis d. Intensive therapy in the form of respiratory and cardiac support e. Patients with rabies are highly infectious, virus is present in all secretions like saliva tears, vomits, urine, and other body fluids. f. Nursing personnel should be warned of risks and protect themselves with PPE g. Persons with open wounds and cut should not attend the patients h. In places where rabies cases are encountered frequently pre-exposure prophylaxis (2-3 doses HDC vaccine) recommended. Prevention of Rabies in human This may be considered under 3 heads 1. Pre-exposure prophylaxis: IM or 0.1 ml ID on days 0, 7 and either day 21 or 28.For clinicians and persons attending to human rabies cases, veterinarians, animal handlers. 2. Post-exposure prophylaxis. o Local treatment of wound as stated above. (a) Cleansing of wound (b) Suturing under medical supervision (d) Anti-tetanus measure 3. Immunization o Anti Rabies vaccines. Rabies in Dogs Incubation Period: Ranges from 10 days to 3-8 weeks but it may be as long as 1 year. Clinically, it is manifested in 2 forms: Furious rabies and dumb rabies. 1. Furious Rabies: Typical mad-dog syndrome. a. Change in Behaviour- Loses its fear of people, aggressive, bites unusual objects-stick, straw and mud. b. Running amuck: Tendency to run away from home and wander. c. Change in voice: Barks and growls in a hoarse voice or unable to bark d. Excessive Salivation: Foaming at the angle

of mouth e. Paralytic Stage: Later stage paralysis of the whole body leading to coma and death. 2. Dumb Rabies: there is absence of exciting and irritating stage. a. It is predominantly paralytic. b. Dog withdraws from being seen and disturbed area. c. Dies in about 3 days. Control Measures Immunization of dogs: Mass vaccination of all dogs above 3months of age and booster dose at regular interval. Control of urban rabies a. Cost effective approach is the elimination of stray dogs and ownerless dogs combined with mass immunization of dogs in the area. b. Registration and licensing of all domestic dogs c. Restrain in public places. d. Immediate culling of dogs and cats bitten by rabid animals. e. Quarantine for 6 month on imported dogs. f. Health education Conclusion: It’s a fatal disease, and dangerous public health problem. Mostly European countries are totally saved from this disease by practicing prevention measures. Public health education workshops should be organized to educate people about responsible pet ownership and routine veterinary care. Prevention can be by either by eliminating exposures to rabid animals or by providing exposed persons with prompt local treatment of wounds combined with the administration of rabies vaccine in human. From the day of our inde pendence, we are taught and told about ‘Secularism’ ‘Unity’ and integrity’. ‘fraternity’ in the constitution, which was adopted by the people. Every religion teaches us of ‘brotherhood’. However, we manage A define the ‘Ism’ in every possible way. The nation that one is superior to the other or the tendency to overrule the less privileged accommodates our minds and arouses hostilities even the dearest friends and neighbour who were once as close as families. It is more interesting to find that those people who have been living with us for decades and centuries and who have contributed to the development, growth and well-being of our land have been termed as “outsiders” though their grievances are unrevealed and unheard, they feel the pain of the discriminations they should not be facing. In the pursuit to fill the thirst to be the superior and display the superiority humanity has lost its value.

For instance, in the current paradigm, the issue of illegal immigrants in our state is a big threat. Most of the people have the cynicism that these people are a hindrance to the society and community. a belief that they are the source of all social evils. Is it really so? If it true, then they are no more human but possessing some evil spirits. But, the fact is they are normal and mortal beings like us. We should never forget that we are not kings in every kingdom. As the monism say “as you sow so shall reap”. We shall be treated the same way we do to others and this we find even in our scriptures. I r o n i c a l ly t h o u g h most of the Nagas are Christians and our faith teaches us not to hurt others, to love and do well to others, yet we fail to do so. Being believers of Christ, we should not forget that on the day of judgement we will be judged according to our deeds. Unity in diversity must be practiced rather just scribbling on papers. In an opinion piece published in The Indian Journal of Medical Research, the experts said testing strategies in school settings could serve as key interventions to check the potential spread of the virus underlining routine temperature or symptom checking in schools should be avoided due to limited evidence on their utility. Experts cited a UNESCO report, which stated that school closures in India for more than 500 days have affected over 320 million children. It has hit hard children from the relatively deprived hamlets and slums with many not being able to read more than a few words.

Delhi HC to hear on Sep 29 plea concerning safety at court premises

NEW DELHI, SEP 27 (PTI): The Delhi High Court Monday said it would hear on September 29 a plea seeking enhanced security in district courts in the national capital which recently witnessed a courtroom shootout that killed three people. Lawyer Richa Singh informed a bench of Chief Justice D N Patel and Justice Jyoti Singh that she has moved an application for early hearing in the petition pending since 2019, seeking better safety and security at the courts where incidents of crime have taken place. The application specifically mentions the Rohini Court complex incident in which three people, including a gangster, were killed in a courtroom shootout last week. Counter affidavit was filed by the high court regis-

NEW DELHI, SEP 27 (PTI): The Finance Ministry has set up two committees of state finance ministers which would rework rate slabs, review GST exempt items and identify potential evasion sources. Four years after the roll out of the national Goods and Services Tax (GST), which replaced the complex indirect tax structure, the centre and states have started work on moving towards a “simpler rate structure in GST” by reviewing the current rate slabs, including special rates and merger of rate slabs. The Group of Ministers (GoM) on rate rationalisation would also review items under inverted duty structure to help minimise refund payout, and review the supply of goods and services exempt under GST with an objective to expand the tax base and eliminate breaking of input tax credit (ITC) chain. UN chief calls for elimination of nuclear weapons UNITED NATIONS, SEP 27 (IANS): United Nations Secretary-General Antonio Guterres spoke on Sunday on the International Day for the Total Elimination of Nuclear Weapons, declaring that nuclear weapons must be eliminated from the world and a new era of dialogue, trust and peace must begin. Addressing the threat of nuclear weapons “has been central to the work of the United Nations since its inception,” said the top UN official, Xinhua news agency reported. “In 1946, the very first General Assembly resolution sought ‘the elimination from national armaments of atomic weapons and of all other major weapons adaptable to mass destruction’,” the secretary-general noted. The UN chief pointed out that although the total number of nuclear weapons has been decreasing for decades, some 14,000 are stockpiled around the world, which is facing “the highest level of nuclear risk” in almost four decades.

Ronaldo’s second Man Utd debut was like ‘Caesar entering Rome’: Ferguson LO N D O N, S E P 2 7 (AGENCIES): Legendary Manchester United manager Sir Alex Ferguson has described Cristiano Ronaldo’s second debut for the Red Devils as “Caesar entering Rome”. According to ANI report, United pulled off one of the biggest signings this year by re-signing Ronaldo from Juventus on deadline day, 12 years on from his initial departure to Real Madrid. On his return, Ronald scored two goals against Newcastle United at Old Trafford and that game was even attended by Ferguson, who had earlier described Ronaldo as his son. “It’s fantastic. You saw on Saturday that it was like Caesar entering Rome after victory. I came, I saw, I conquered. It was fantastic. I mean, for anyone who is a United fan, we could have had a million people in there, without doubt, as

there were so many outside, hundreds outside. It’s one of these things. When he was here as a kid, his learning process was very, very quick,” Ferguson told the club’s official podcast, as reported by goal.com. “A lot of people said he was a diver and there was a little spell of that but, after that, he was attacking defenders and all he needed was a nudge and he would waltz by them. He would attack with unbelievable speed. I think the increasing knowledge of his game -- I think he was born with a desire,” he added.

Further talking about Ronaldo, Ferguson said: “He sacrificed himself to be the best. I remember we were playing Arsenal on the Saturday and it was pouring with rain at Carrington. I said to him, and you know he would always practice after training, and I said, ‘In. We’ve got a game tomorrow and it’s too wet. The ground is too soft.’ “So I went into my office, looked out of the window and what did he do? He went on the astroturf. I had no argument! I couldn’t say anything to him. He’s beat me,” he added.
