NPCC slams govt’s Republic Day speech Says, govt trying to escape from Oting massacre through AFSPA DIMAPUR, JAN 28 (NPN): Nagaland Pradesh Congress Committee (NPCC) has accused the State government of trying to wriggle itself out of the Oting massacre by focussing on the repeal of Armed Forces Special Powers Act (AFSPA). Therie was reacting to the Republic Day speech of the government read by the chief guest at Pfütsero in which he had attended. On the Oting massacre, he said it was common knowledge that 21 Para Troopers were involved in the massacre at Tiru Valley, that led to deaths of 13 innocent lives and another death at Mon. Therefore, he asked what more facts do the army’s Court of Enquiry and State govern-
ment’s Special Investigation Team (SIT) need? Therie said Tiru Valley was within Nagaland and the responsibility for safety and security of people in the State lay with the chief minister and dy.chief minister . He demanded to know from both as to why the police was not used, if there was any law and order problem? Therie asked: “Who gave the order to 21 Para Troopers to operate against NSCN(K) at Oting (Tiru Valley)? Why did 21 Para troopers have to come from Jorhat? Is this with the collaboration of Assam’s chief minister? He added that some could be fooled but not all. He said the state government was crying hoarse against AFSPA without knowing the root and that given the opportunity, the fact will be known sooner or later and criminals booked. Therie also maintained that the deaths at Oting will not go unpunished and that justice delivered and AFSPA rooted out.
He also accused the State government of being against implementation of solution (to the Naga political issue) by wanting negotiations to resume again despite talks having been concluded. The NPCC president said if the government wanted a solution, then it must agree with the Agreed Points and stakeholders and urge the Centre to implement them. Therie mentioned that when Congress had pressed the Centre to implement solution by citing that stakeholders, including 14 tribal organisations, NGBF and other civil society organisations had indicated their desire for implementation of solution, he said the centre had responded positively, but said it would also have to respect “people’s government”. He acknowledged that “people’s gover nment” could not be ignored in democracy, but alleged that “this people’s government” had lied. Recalling that the State
government had committed to the people to pave the way once an acceptable and honourable solution was found, Therie said the stakeholders have also accepted and honoured the Agreed Position. However, he alleged that the “people’s government” did not want to implement the agreement. He mentioned that this was the exact situation with Nagaland and termed the State government’s stand as a “betrayal of trust”. Therie mentioned that it would have been more appropriate to state that law and order was under the control of factions with nine ceasefire monitoring cells located at Dimapur and “guarding all gates” in the State. Therie also clarified that he respected Republic Day because this gave the people the Constitution of India. However, he said while returning back from Pfutsero, he had felt betrayed by the contents of the speech read out by the chief guest.
According to Therie, the priorities spelt out in the speech were all routine and regretted that the government showed no desire to address the growing needs and problems of the State. He alleged that major sectors in infrastructure, load-shedding every alternative hour, acute shortage of water to all major towns and State Capital, health coverage in rural areas and coverage for the terminally ill and creation of jobs were are all ignored. Therie also lamented that people could not depend on State transport anymore and even old age pensions were drawn by ruling party workers. He also accused the government of totally ignoring traffic congestion and having no plan to promote growth of economy nor the industrial sector. He said the government has no intention of developing Institutions, colleges, and centres of higher learning and therefore, revealing that it has abandoned any commitment to development.

Nagaland’s first State Chaplain Rev. Yankey Patton passes away DIMAPUR, JAN 28 (NPN): Nagaland first State Chaplain Rev. Yankey Patton passed away on January 28 afternoon at his residence in Diphupar. He was 94. His wife predeceased him in 2014 and is survived by his son, seven grandchildren and three great grandchildren. According to DPRO report, the funeral service of late Rev. Patton will be held on Sunday (January 30) at 9 a.m. at Lotha Baptist Church, Diphupar. After the funeral service the body would be taken to his native village, Raman for burial. Born on March 15, 1927, Rev. Patton served as the State Chaplain for 15 years from 1989 to 2004. He also served as the Police Chaplain for two years (1987 to 1988).

He also conveyed his heartfelt condolences to members of the bereaved family and prayed that Almighty God grant them solace and strength in their hour of bereavement, and his soul rest in peace. Recalling that Rev Yankey became the first State chaplain in 1989 and continued to serve the State and
its people in that capacity for around 14 years, till 2003, the chief minister however mentioned that he felt comforted in the knowledge that he was now with the Lord, whom he had served faithfully throughout his life. Further, describing Rev Yankey as a dedicated and humble servant of God, Rio recalled that during his earlier days as a State chaplain, no government facilities were given to him, not even a vehicle for his movement. “So, holding his humble umbrella and walking on foot, he used to visit the legislators at their respective homes. Such was the degree of his sense of duty and humility. At the same time, he was a very honest and courageous servant of God, always saying the hard truth, including those that are uncomfortable to say,” Rio added. rity personnel who deposed before the Special Investigation Team– set up to investigate the firing and the subsequent deaths – have unanimously stuck to the version that the intelligence inputs they received proved to be wrong, leading to the killing of 13 persons. Of these 37 army personnel examined, 31 were involved in the operation, the report stated. The SIT has also examined another 85 civilians, mostly from Oting village where the incident took place. Of them, two statements have been recorded before a magistrate. These two witnesses, the SIT consider, are “crucial”
to the investigation and they won’t budge from their statements. The army officials involved in the operation – one brigadier, one colonel, a few subedars and other lower-rung personnel – were summoned on different dates and their testimonies were recorded between December 6 and mid January. A senior police official privy to the investigations carried out by the SIT has confirmed that the “half-baked alibi”, however, has “led to more questions than answers” – more particularly, why the army had ignored identical intelligence inputs received several times in
recent months, but acted specifically upon the one received for December 4. These inputs, the police officer confirmed, were received through the Multi Agency Centre (MAC), a common counter-terrorism grid under the Intelligence Bureau (IB) that was made operational post the Kargil war in 2001. “All agencies create a common pool of intelligence inputs on a regular basis and operations heavily depend on these inputs. If any input goes wrong, it has a serious bearing on the subsequent operations planned,” a senior police officer, privy to SIT’s work, told The Wire. According to The Wire,
DIMAPUR, JAN 28 (NPN): Nagaland on Friday recorded 130 fresh Covid-19 cases while four more patients succumbed to the infection. Of the fresh cases, 98 were from Dimapur, 15 in Kohima, five each in Mokokchung and Phek, two each in Longleng, Mon and Peren and one in Wokha, taking the total caseload to 34189. Further, four more patients succumbed to the infection in Dimapur, pushing the death toll to 713 (including 17 non-Covid deaths but with positivity). Centre to rethink precaution dose policy ‘Parental vax against Covid-19 protects children as well’ NEW DELHI, JAN 28 (AGENCIES): Centre is mulling over the relevance of the precaution dose which is currently being administered to the frontline and healthcare workers along with 60 plus population as some experts are sceptical about the benefits of the third dose. The National Technical Advisory Group on Immunisation (NTAGI) for Covid-19 held a high level meeting with NITI Aayog on January 26. A source said that the NTAGI group is sceptical about the benefits of the third dose being administered. “NTAGI presented
some research papers on third dose administered in several countries which has not helped in curbing infection, to the NITI Aayog in the meeting”, a source told IANS. Some cases of getting infected even after third dose have also been reported in India. The source said that experts from NTAGI assessed the data from the countries where booster doses have been administered. It has also studied the impacts of third dose against the infection. NTAGI is expected to meet the Indian Council of Medical Research (ICMR) next week with some more
fact-finding papers on the third dose, source said. However, the policy on booster or precaution dose could be revisited for the extension of the policy among other age group beneficiaries. As per the source, the precaution dose may continue among healthcare and frontline workers and 60 plus population. Meanwhile, according to health ministry report, total 97,03,569 precaution doses have been administered so far which includes 29,87,993 for healthcare workers, 31,02,620 for frontline workers and 36,12,956 for over 60 population.
WASHINGTON, JAN 28 (PTI): Parental vaccination against COVID-19 confers substantial protection to children residing in the same household, according to a study that reinforces the importance of immunisation to curb the SARS-CoV-2 pandemic, and protect those who cannot be vaccinated. A team of researchers from Harvard University, US, Clalit Research Institute and Tel-Aviv University in Israel, analysed one of the world’s largest integrated health record databases to examine the indirect protection provided to unvaccinated children.
The study, published in the journal Science on Thursday, shows that not only is a vaccinated parent less likely to experience a documented infection, they are also less likely to transmit the infection to other household members if infected. “Vaccination not only provides direct protection, it also provides indirect protection to unvaccinated individuals living with the vaccinated individuals in the same household,” said Samah Hayek, senior researcher at Clalit Research Institute. “This study highlights the indirect protection provided by vaccinated parents to
their unvaccinated children, irrespective of household size or the child’s age, for both the Alpha and the Delta variants,” Hayek said. Between June and October 2021, a wave of infections dominated by the Delta variant swept through Israel. During this period, the researchers studied 181,307 unvaccinated children from 76,621 distinct households. They compared parents vaccinated with a third dose of the Pfizer preventive to parents who received only two shots at least five months prior. The study estimated that a single boosted parent decreased the risk of
infection by 20.8%, while two boosted parents decreased the risk for infection by 58.1%. The researchers also conducted a similar study during an earlier wave from December 2020 through March 2021, in which the Alpha variant was dominant. During this period, they studied 400,733 unvaccinated children and adolescents from 155,305 distinct households. They compared unvaccinated parents to those receiving two doses of the vaccine and found the indirect protection of parental vaccination on children to be even stronger.
‘NeoCov’ coronavirus found in bats may pose threat to humans in future, scientists caution BEIJING, JAN 28 (PTI/ AGENCIES): A type of coronavirus, NeoCov, that spreads among bats in South Africa may pose a threat to humans in future if it mutates further, according to a study by Chinese researchers. The yet-to-be peer-reviewed study recently posted on the preprint repository BioRxiv, shows that NeoCov is closely related to the Middle East respiratory syndrome (MERS), a viral disease first identified in Saudi Arabia in 2012.
Coronaviruses are a large family of viruses that can cause diseases ranging from the common cold to Severe Acute Respiratory Syndrome (SARS). Researchers from Chinese Academy of Sciences and Wuhan University noted that NeoCov is found in a population of bats in South Africa and to date spreads exclusively among these animals. In its current form, NeoCov does not infect humans but further mutations may make it potentially harmful, the researchers

bat Angiotensin-converting enzyme 2 (ACE2) and, less favourably, human ACE2 for entry,” the authors of the study noted.
ACE2 is a receptor protein on cells that provides the entry point for the coronavirus to hook into and infect a wide range of cells. “Our study demonstrates the first case of ACE2 usage in MERS-related viruses, shedding light on a potential bio-safety threat of the human emergence of an ACE2 using “MERS-CoV-2” with both high fatality and transmission rate,” they said. The researchers further noted that infection with NeoCov could not be cross-neutralised by antibod-
ies targeting SARS-CoV-2 or MERS-CoV. “Considering the extensive mutations in the RBD regions of the SARS-CoV-2 variants, especially the heavily mutated Omicron variant, these viruses may hold a latent potential to infect humans through further adaptation,” the authors of the study added. A receptor-binding domain (RBD) is a key part of a virus that allows it to dock to body receptors to gain entry into cells and lead to infection. Studies show that the COVID-19 vaccina-
tions may not be adequate enough to protect the immune system of the people. “Furthermore, our studies have shown that the current COVID-19 vaccinations are inadequate to protect humans from eventuality of the infection caused by this virus,” added the study published by bioRxiv website.
