14th NLA repeals Nagaland Municipal Act 2001

(NPN): In a major political development having far reaching implications legally and politically, the Nagaland Legislative Assembly Tuesday, unanimously resolved to repeal the Nagaland Municipal Act (NMA) 2001 “in toto” after a thorough discussion by members on the last day of the first session of the 14th NLA.

This means the notification announced for holding polls to ULBs in Nagaland will be placed on the backburner for a prolonged period as law makers amend clauses in the Nagaland Municipal Act 2001. NMA 2001 was enacted for demarcation of jurisdictions of municipal and town councils. It was amended in 2006 under 74th amendment to include 33% women reservation. Finance department clarifies on budget

(NPN): Drawing attention to the news reports published in the local dailies relating to the closing deficit budget mentioned as Rs. 1374.17 crore for the financial year 2023-24, the department has clarified that this was the accumulated deficit.

It said that for the year 202324, for which the budget was presented by the chief minister, the deficit was Rs. 40 crore. Further, due to the releases of CSS backlog and Civil Deposits during 202223, the accumulated deficit has been reduced from Rs. 2212.74 crore to Rs. 1334.17 crore. This represents a huge reduction of deficit by Rs. 878.57 crore, the department stated.

(IANS): In order to provide some more time to taxpayers, the date for linking PAN with Aadhaar has been extended to June 30.

The earlier deadline was March 31.According to a notification issued by the Income Tax Department on Tuesday, till June 30, people can intimate their Aadhaar to the prescribed authority for PAN-Aadhaar linking without facing repercussions. However from July 1, the unlinked PAN will become inoperative with consequences. PAN though, can be made operative again in 30 days, upon intimation of Aadhaar to the prescribed authority after payment of a Rs 1,000 fee.

The resolution adopted by the House was for the NMA 2001 to be taken up for repeal in toto with immediate effect, and that in order to govern the Urban Local Bodies (ULB), a law be enacted expeditiously which would take into con-

sideration once and for all, the grievances of all the interested parties so that elections could be conducted in accordance with the law.

After through deliberation, the house deemed that the Urban Local Bodies election cannot be conducted unless the Nagaland Municipal Act 2001 was repealed.

2001 which was deemed to be have “been fraught with much controversy to the spirit of Article 371A.”

Nagaland chief minister Neiphiu Rio under whose watch the first municipal elections took place in 2004 and also the series of events leading to the issue being taken to the Supreme Court narrated the history while taking part in the discussion. Rio said he felt an enormous sense of responsibility in considering the eventful history that was associated with the issue and the way the subject had evoked intense reaction from the tribe bodies, CSOs and the people of the state on how it had been claimed that the clauses infringed upon and were in contravention to Article 371A.

Recalling the series of events that had taken place in the past, Rio said the State Government, enacted the NMA 2001 while Article 243T, in Part IXA

of the Constitution, was inserted by the 74th Constitutional Amendment Act, 1992 which provided that a minimum of one-third of the total number of seats to be filled by direct elections in every Municipality to be reserved for women. The seats may be allotted by rotation to different constituencies in a Municipality. He pointed out that the Nagaland Municipal (First Amendment) Act-2006 by insertion of S-23 A and S-23 B in terms of Article 243 I of the Constitution of India and subsequently, in the year 2008, Mokokchung Municipal Council was selected as the first ULB in the State for holding elections in accordance with the provisions providing for 33% reservation of seats for women. However, elections had to be called off due to massive opposition to the provisions providing 33% reservation of seats in the ULBs, he said.

Nagaland Assembly passes `23,086 cr budget for 2023-24

KOHIMA, MAR 28 (NPN): Nagaland Legislative Assembly (NLA) on Tuesday passed the Rs 23,086.66 crore budget for the financial year 2023-24 on the last day of the first session of 14th NLA by a voice vote. The budget, with an estimated deficit of Rs 1,374.17 crore, was presented in the House on Monday by chief minister Neiphiu Rio, who also hold the Finance portfolio. None of the members had put any cut motions to the demand for grants made in the budget. The budget was passed by voice vote to the Nagaland Appropriation (No. 2) Bill, 2023 moved by Rio.

NEW DELHI, MAR 28 (AGENCIES): In another inflation-related setback, several essential medicines are set to become costlier from April. These include drugs like antibiotics, anti-infectives, painkillers and cardiac medicine. The prices of 384 molecules corresponding to approximately 900 formulations ranging in 27 therapies is expected to rise by 12 percent from next month.

Price Index (WPI) change. The change in WPI index comes out to 12.12 percent in the year 2022, National Pharmaceutical Pricing Authority (NPPA) said on Monday as per a Times of India report.

DIMAPUR, MAR 28 (NPN): All stakeholders and intending candidates in Tseminyu district will abide by the decision of Rengma Hoho (RH) and its frontal organisations not to participate and restrain themselves from filing nomination for urban local body (ULB) elections until the demand of tribal hohos were met.

Informing this in a press note, RH president Pollem Tep and general secretary Sinhilo Thongseb, the decision was made at an emergency consultation meeting of RH and its frontal organisations with all Tseminyu town ward GBs and intending candidates of ULB election at Riga Thong Memorial Conference Hall, Rengma Hoho office, Tseminyu town on Tuesday.

The meeting also resolved to appeal all citizens to continue their unflinching support and cooperation in safeguarding and protecting the rights and aspirations of Naga people, besides discussing the outcome of March 27 Nagaland Tribal Hohos meeting at Kohima.

CAG detects financial irregularities in departments

DIMAPUR, MAR 28 (NPN): Comptroller and Auditor General (CAG) report, which was tabled on the last day of the first session of the 14th Nagaland Legislative Assembly (NLA), detected financial anomalies in departments including fraudulent/excess drawal of money in finance department (treasuries & accounts), evasion of Nagaland Value Added Tax in finance (taxation) department, loss of revenue due to non-renewal of licence in finance department (Nagaland state lotteries) and default in payment of motor vehicle taxes in the Motor Vehicles Department.

Finance department (treasuries & accounts): CAG report stated that failure of the drawing and disbursing officers and treasury officers to exercise prescribed checks resulted in fraudulent/double/ excess drawals amounting to Rs2.78 crore. It pointed out that test check of pay bill vouches of various departments by Audit revealed that 28 DDOs of 17 departments had misappropriated Rs.2.78 crore by fraudulently drawing pay and allowances. The money was withdrawn by inflating the net total of pay bills, double drawal of pay and allowances, arrears, etc in

violation of the prescribed Financial Rules.

In this regard, CAG has recommended that the state government probe all such matter of all the departments. It also recommended initiating disciplinary action against the erring officers responsible for the fraudulent drawls.

Motor vehicles department: CAG found out that the department failed to invoke the provisions of Nagaland Motor Vehicles Taxation Act, 1967 and Nagaland Passengers and Goods Taxation Act, 1967 to recover the outstanding motor vehicles tax from vehicle owners resulting in

shortfall of tax collection to the tune of Rs.9.37 crore.

According to the report, the Public Accounts Committee (PAC) had recommended the department to take action against the defaulting vehicle owners. However, despite the recommendation, CAG detected that during scrutiny (September 2021) of VAHAN portal in respect of Nagaland, out of the 1,33,377 vehicles registered under eight regional/district transport offices during 2016-21, 12,050 vehicles defaulted in payment of Motor Vehicle Tax and Goods/Passengers Tax.

He clarified that externallyaided project NECTAR, the Lighthouse Project, funded by World Bank under the School Education Department was mainly for governance and management of school’s ecosystem and that there was no scope for appointment of teachers under this.

Noting that many schools faced teacher shortages due to absenteeism, he said the issue would be addressed through the introduction of Teacher Attendance Monitoring App during the current year.

On the request of legislator Kuzholuzo Nienu to change the designation of advisers to ministers of state to enable them to take the re-

sponsibility of departments, Rio mentioned that the issue needed to be discussed and that it was beyond the State’s purview since the court had already struck down the nomenclature parliamentary secretary. For a small State like Nagaland, he pointed out that the council of ministers was limited to chief minister and 11 other ministers. Nonetheless, he explained that advisers were accommodated to have representation from all tribes in the government. “It will have to be examined from a legal perspective to ascertain whether such a move is possible. We have to remember that there is the issue of ‘Office of Profit’ that may invite disqualification if we are not careful,” he cautioned. Rio admitted to have omitted JDU in his speech vis-à-vis the support extended by all political parties to the government. “This is due to an inadvertent omission which is sincerely regretted. I request that this may be corrected in the records,” he remarked.

Oil exploration: NSF urges govt not to take any hasty decision

after the state chief minister announced that the state government intends to begin exploration and extraction in the Disputed Area Belt (DAB) once the tripartite MoU with Government of India, Nagaland and Assam was signed, the Naga Students’ Federation (NSF) has urged the state government to “take a step back” and not take any hasty decision on the matter. In a press release, NSF president Kegwayhun Tep stated that the state government was “in a hurry” to sign the tripartite MoU conceding to the proposal of Assam regarding equal sharing of proceeds on oil and gas from A, B & C of the Disturbed Area Belt (DAB) and that the proceeds from D, E & F may be kept in an escrow account pending settlement between the two states. The

federation has questioned as to why the state government should share royalty with any other states for any resources whose extraction exercise was carried out solely in the areas being administered by the state government of Nagaland. NSF stated that illegal extraction by the neighbouring state was leading to massive revenue loss and dwindling of the petroleum deposit. However, NSF said it cannot be an excuse for the state government to “resort to steps which will compromise with the inalienable right of the Naga people over our land and resources.” NSF has demanded that the state government place the proposed tripartite agreement in public domain for thorough deliberation, consultations and suggestions before the state government acting upon it.

Ayushman 2.0 in works for 400 million mid-income citizens

NEW DELHI, MAR 28 (AGENCIES): The Centre is planning to roll out Ayushman Bharat version 2.0.

It will cater to 400 million middle-income citizens, The Economic Times (ET) has reported. Quoting officials aware of the development, the report said that Niti Aayog and the Union Ministry of Health are working out the specifics of the proposed plan.

The government is examining several options while considering the scheme’s financial implications. Along with the finan-

cial burden, the government is also contemplating the challenges of implementing the plan, the report quoted sources who requested anonymity. Different alternatives include providing a similar cover of Rs 5 lakh as provided under Ayushman Bharat. The scheme is also exploring options to get a partial contribution or a topup from individuals covered under the scheme.

To make the plan sustainable, the government is also reaching out to health insurance companies and trying to devise an economi-

cally viable package that provides basic medical coverage at a reasonable cost. The report quoted an official saying, “The private companies are willing to develop a new dedicated product to cater to this segment, provided the government assures them of high volume of coverage to make it viable.” To this end, Niti Aayog has already conducted multiple rounds of consultations with the insurance companies, and the draft policy regarding the same could come up soon for consideration.

DIMAPUR: The 2nd Nagaland Harm Reduction Conference under the theme, “Making a Difference” was held at Vivor Hotel, Kohima on March 28. The conference was jointly organized by Kripa Foundation, CDC, PATH, NSACS, NUN, NNagaDAO and CAD Foundation.

According to DIPR report, director, Division of Global HIV & TB, CDC India, US Government, Dr. Melissa Nyendak, was the special guest at the conference.

Addressing the conference, commissioner & secretary, Health & Family Welfare, Y. Kikheto Sema stated that the event was important as all the stakeholders can share their experiences, highlight the success, challenges and strengthen the policies and programmes of public health and social security to ensure evidence-based response to drug and HIV /AIDS and plan out efforts

for prevention of disease as well as to take care of the affected people.

Kikheto informed that the HIV prevalence rate in the State as per NACO HSS Plus Report 2021, the ANC prevalence is at 1.61% against the national average of 0.22, which is the highest in the country. “The adult prevalence rate among 1549 years of age is at 1.36% against the national average of 0.21, which is the second highest in the country. Only 16% of the youth (15-24) have comprehensive knowl-

edge of HIV/AIDS; 45% of youth does not know source of condom and 37% of sexually active youth are engaged in high-risk sexual behaviour (NFHS-IV)”, he stated.

The data of December 2022 in the State indicates that about 21% of the HIV positive cases are those below the age of 24, while the major route of HIV transmission is through the sexual (87%) and injecting (6.7%) route. The HIV Sentinel surveillance of 2021 showed a worrying trend of

increase in HIV prevalence amongst the IDU (from 1.3% to 2. 24%).

Appreciating all the NGOs and field team who are tirelessly working to reach out to the hidden population and deliver services on time, Kikheto said that with the active support of NSACS, NACO, development partners and all stakeholders, the State was able to bring down the HIV prevalence amongst IDU from 39% prevalence in 1991 to 2.4% prevalence by 2021. He called upon all concerned to keep on working so that new infections and further transmission of HIV is halted completely in the State. Kikheto also assured that the Health & Family Welfare Department and the State Government will work closely with all the development partners, stakeholders, NGOs for prevention of drugs, HIV & AIDS and take care of affected people.

DIMAPUR: Ehunnu and Yikhanu Employees Union (EYEU) has condemned the alleged harassment of its member, SDO (Electrical) Mon, Er Thanyalo Kath by “so called national workers”.

In a condemnation note, EYEU general secretary, Khanlo Kath said the union was shocked and pained over the unfortunate incident meted out to its member.

Decrying the incident as brute and most barbaric, EYEU said such vice has no place in the civilised society. It said “the use of threat, intimidation and gun culture against a sincere dedicated and peace-loving public servant not only demoralize but create divisions and trust deficit.”

The union has call upon government agencies and civil society organisations to take measures to ensure that such incident does not recur in future as safety and security of civilians was of paramount importance. Further, EYEU has prayed for wellbeing and divine protection of Er. Kath.

GPRN/NSCN: The collective leadership of ‘Gen. (Retd.)’ M.B. Neokpao Konyak, president and N.Kitovi Zhimomi, ato kilonser along with all the members of GPRN/NSCN has expressed deep grief and sadness over the sudden demise of late Z.Hozheto Chophy.

Extending deepest sorrow and homage to the dear leader, GPRN/NSCN has conveyed heartfelt condolences to the bereaved family members and prayed to the Almighty God to grant solace in this grief time, and for the departed soul to rest in eternal peace.

IMPHAL, MAR 28: The demand for implementation of National Registered Citizens (NRC) in Manipur is gaining momentum as hundreds of women joined the students in a demonstration held in Imphal on Tuesday. Various civil society organizations, particularly student bodies, have been demanding implementation of NRC in the state in the backdrop of an unchecked surge in the population of the illegal immigrants in the state.

Furthering the demand, six student bodies - AMSU, MSF, DESAM, KSA, SUK and AIM – held a demonstration in Imphal’s Khwairamband Keithel, the business hub in the heart of the capital city.

Joined by hundreds of women vendors from the three Ima Keithels (allwomen-run markets), members of the six student bodies carried out a rally from Khwairamband Keithel towards the chief minister’s secretariat.

A strong team of police, however, prevented the rally from proceeding further at the traffic point at the western gate of Kangla fort.

After the police foiled the rally from further proceeding without much resistance, the rallyists returned to the originating point and demonstrated there raising various slogans demanding immediate implementation of the NRC and setting of a state population commission. They also called for an effective mechanism

to check the ever increasing illegal immigrants that threatened the indigenous population of the state.

Talking to reporters on the sideline of the demonstration, a leader of the women vendors said that Inner Line Permit (ILP) was not enough to tackle the influx of immigrants.

She insisted that all the 60 MLAs must raise their voices to press for implementation of the NRC in the state. “NRC is a must to protect the indigenous population of the state,”

(PTI): The ECI on Tuesday said civil society organisations did not oppose Assam’s delimitation process, but several political parties have expressed reservations over issues like the exercise being done based on 2001 census or not putting it off till 2026 when the next nationwide delimitation is due.

Chief Election Commissioner Rajiv Kumar held discussions with various stakeholders ahead of the delimitation of Assembly and Lok Sabha constituencies in this North Eastern state during a three-day visit since Sunday. Kumar told a press conference that consultations with the stakeholders will be held again after the draft proposal for delimitation is published, though he refused to assign any timeframe for its notification. He said there will be no change in the number of constituencies in the state in this exercise.

SHILLONG, MAR 28: Refuting the claim of the opposition Congress’ on the existence of a ‘high level’ tribe in the State, deputy chief minister Prestone Tynsong on Tuesday demanded documentary evidence for the same. “If only you can produce the documentary proof, nothing like it, but just for hearsay and interest of speaking, government does not at all accept this kind of statement made that we need to create one more tribe in Meghalaya,” he said in his reply to a cut motion jointly moved by two opposition members Dr Celestine Lyngdoh from the Congress and Ardent Miller Basaiawmoit from the Voice of the People Party (VPP) in the Assembly. Taking part in the debate on the budget in the Assembly, the Congress legislator said that a new tribe known as ‘high level ‘tribe has emerged in the state. Lyngdoh said the new tribe has been allowed

to prosper under the watch of the MDA 1 government.

“The MDA I government has allowed this new tribe to prosper and because of this, the police – the men in uniform - have lost face in front of Meghalaya High Court,” he maintained.

Stating that the word ‘high level’ is always in the market, the Deputy Chief Minister said, “At that point of time when MDA was there, being its spokesperson, I keep clarifying myself by saying why don’t you bring the members of that high level and why not file FIR against members of the high level.”

Sikkim reports 6 new COVID cases

GANGTOK, MAR 28 (PTI): Six more people tested positive for COVID-19 in Sikkim on Tuesday, the highest number of infections in a single day this year, taking the total number of Coronavirus cases to 44,344, a health bulletin said. Of the six new cases, three were reported from Pakyong district, two in East and one in the South district, it said.

The Himalayan state now has 12 active COVID-19 cases, while 43,048 people have recovered from the disease and 500 have succumbed to the virus thus far. The first COVID-19 case was reported in Sikkim on May 23, 2020, when a 25-year-old man who had returned from Delhi tested positive for the infection. India has witnessed rise in Covid cases recently.

Woman loses Rs 5.6 lakh in cyber fraud

THANE, MAR 28 (PTI):

A 34-year-old woman from Maharashtra’s

Thane district was duped of Rs 5.6 lakh by a social media friend, who claimed he had sent her a gift from abroad, said a police official on Tuesday. The woman from Dombivali area fell prey to the cyber fraud last month.

After she realised she had been tricked, she recently approached the police, the official said. Between February 5 and February 13, the social media friend spoke to the woman saying he had sent her a gift box containing valuables like gold biscuits and UK currency notes. The social media friend asked the woman to send him Rs 5,65,000 for transportation and documentation charges to get the consignment released, said the official citing the complaint.

Five killed in road accident in UP

HARDOI (UP), MAR 28 (PTI): Five people were killed and four injured in a collision between an autorickshaw and a car on the Lucknow-Hardoi Highway, police said on Tuesday. While the five victims died on the spot, the injured were rushed to a hospital where their condition is stated to be stable, they said. Both the vehicles were at speed when the accident occurred in the Dehat area, the police added.

Asserting that the Centre has been depriving West Bengal of its share of the Goods and Service Tax collected from the state, Chief Minister Mamata Banerjee on Tuesday said that the decision to support the passage of the GST Bill was wrong.

Banerjee, also the Trinamool Congress supremo, said that she had supported the passing of the GST Bill thinking that it would benefit the states.

She was addressing a programme here in Hooghly district to launch the ‘Pathashree - Rastashree’ scheme for constructing around 12,000 kilometres of roads in rural areas of the state.

“It was our mistake to

support the passing of the GST (Bill). I had thought that the states would benefit from it. But, the Centre is collecting all the taxes and not giving us our share of it,” Banerjee said.

(PTI): The Bombay Lawyers Association on Tuesday moved the Supreme Court against a high court decision dismissing its PIL against Union Law Minister Kiren Rijiju and Vice President Jagdeep Dhankhar for their remarks on judiciary and the collegium system for appointment of judges.

The lawyers’ body has challenged the Bombay High Court’s February 9 order of dismissing its plea on the ground that it was not a fit case to invoke the writ jurisdiction under Article 226 of the Constitution.

The Bombay Lawyers Association had claimed that Rijiju and Dhankhar showed lack of faith in the Constitution with their remarks and conduct.

(PTI): Congress leader Rahul Gandhi on Tuesday replied to the Lok Sabha Secretariat’s notice to vacate his official bungalow and said he will abide by the eviction notice, even as his party leaders slammed the government, accusing it of humiliating him. Gandhi was on Monday served a notice to vacate the government bungalow by April 22 following his disqualification as a member of Lok Sabha after his conviction in a criminal defamation case last week.

In his communication to the LS Secretariat, Gandhi said,”thank you for your letter of March 27, 2023, regarding the cancellation of my accommodation at 12 Tughlak Lane. As an elected

Government of India (GOI) has approved a new sponsored scheme National Livestock Mission for implementation during 2021-22 to 2025-2026. The objective of the scheme is to support entrepreneurship development for rural poultry, sheep and goat, piggery, feed and fodder and also improvement of breed of sheep, goat and as well as fodder production. The scheme is implemented by Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying. The new modification scheme guidelines were issued vide OM dated and has been made available at www.dahd.nic.in

2. As per the new guidelines under the scheme, the Department of A.H & Veterinary Services, State Government of Nagaland invites applications from individuals, FPOs, JLGs,SHGs and section 8 companies for availing benefits under the Entrepreneurship programme for establishment of the following projects.

a) Rural Poultry Entrepreneurship Model for establishment of parents farm of 1000 birds of Low Input Technology. Hatchery for production of chicks and brooder mother unit for brooding and rearing of the chicks.

b) Breeding of sheep and goat for production of Kids/ Lambs as per the new guideline is listed below.

A tale of two parties

Rahul Gandhi’s conviction by the chief magistrate of Surat Court on March 24 in a defamation case, sparked intense political debate across the nation with opposition closing ranks in a rare show of solidarity. It is ironic that Rahul who has been the cause of many opposition parties refusing to have any truck with his party the Congress, today has by default become a rallying point of the opposition who are now seeking to milk the opportunity. True, the BJp has nothing to do directly with Rahul’s conviction since it was filed by a BJp legislator purnesh Modi whose actual surname is ‘Bhootwala’. purnesh claimed to belong to the ‘Modi Ghanchi’ caste in Surat. Otherwise also, the BJp had shown undue haste in having Rahul disqualified-within 24 hours after conviction. This could not have come without a little bit of help from somewhere above, since nothing is done without a nod from up there. However, even on this it may be explained that BJp was only doing what it would do legally and constitutionally. If there were those who felt that Rahul and not BJp led to the current situation, the urban ministry proved them wrong when it issued a notice on Rahul to vacate the Mp bungalow within April 22. All these prove that BJp only responded by going for Rahul and the Congress’ jugular. Rahul had often crossed the line when attacking Modi and one such was his infamous remark ‘chowkidar chor hai’ which he coined against during 2018-19 to impute that Modi had stolen money etc from the Rafale deal and also the escalating consumer prices. When asked to prove his accusation, Rahul claimed that the Supreme Court itself had clearly stated that Modi had committed theft in the Rafale deal.

When faced with contempt proceedings, Rahul had to eat humble pie and apologise to the court for his damaging remark. He was lucky to have escaped with a reprimand. Rahul’s language while attacking rivals have more often than not, brought huge embarrassment to the Congress. Even in the current defamation conviction (on why all thieves have Modi surname) Rahul put up a defiant tone by saying he will never say sorry about what he said unlike Veer Savarkar (the founder of Hindu Mahasabha and forerunner of the BJp/RSS). This invited a strong reaction from Uddhav Thackeray whose Shiv Sena party had formed the MVA coalition in Maharashtra against the BJp. Rahul’s boastful remark even led Shard pawar to sl am Rahul. On the other hand, if Rahul’s remarks are defamatory then with the same yardstick, the hate speeches by BJp leaders against the Nehru-Gandhi family and Congress are no less or if not worse than. If politicians and political parties continue to file defamation cases then Indian courts will have little time for other issues. Rahul is immature and incapable of leading the Congress and instead his party has to defend him after every remark. Similarly, the ruling BJp is acting like a desperate opposition party with even the prime minister and his ministers devoting more time with vitriolic attacks against Congress and opposition parties. The world is watching Indian democracy today and sees that while Rahul is doing disservice to the Congress, the BJp leaders are also doing great disservice to Indian democracy.

To put my view of His honor ahead of what He is plainly guiding me to do is never right, even though it may come from a real desire to prevent Him from being put to an open shame. I know when the instructions have come from God because of their quiet persistence. But when I begin to weigh the pros and cons, and doubt and debate enter into my mind, I am bringing in an element that is not of God. This will only result in my concluding that His instructions to me were not right. Many of us are faithful to our ideas about Jesus Christ, but how many of us are faithful to Jesus Himself? Faithfulness to Jesus means that I must step out even when and where I can’t see anything (see Matthew 14:29). But faithfulness to my own ideas means that I first clear the way mentally. Faith, however, is not intellectual understanding; faith is a deliberate commitment to the Person of Jesus Christ, even when I can’t see the way ahead. Are you debating whether you should take a step of faith in Jesus, or whether you should wait until you can clearly see how to do what He has asked? Simply obey Him with unrestrained joy. When He tells you something and you begin to debate, it is because you have a misunderstanding of what honors Him and what doesn’t. Are you faithful to Jesus, or faithful to your ideas about Him? Are you faithful to what He says, or are you trying to compromise His words with thoughts that never came from Him? “Whatever He says to you, do it” (John 2:5).

to repeal the Nagaland Municipal Act, 2001 that was passed unanimously on the last day of the 1st session of the 14th Nagaland Legislative Assembly is as follows:

“The House has noted the stiff voices of opposition to the Urban Local Bodies Elections under the Nagaland Municipal Act, 2001 by the Tribal Bodies, Civil Society Organizations and every section of the society. The House has also taken note that the implementation of the Nagaland Municipal Act 2001 has always been fraught with much controversy due to the public perception that the Act runs contrary to the spirit of Article 371-A.

Unanimous Resolutions were passed by this House in the year 2012 exempting Nagaland from the provisions of Part IX A of the Constitution of India pertaining to 33% reservation for women in Municipalities and Town Councils. This said resolution however, was revoked by another resolution in the year 2016 by this House.

Then in December 2016, election program was notified by the State Election Commission for elections to the ULBs, wherein the date of poll was scheduled on the 1st February, 2017. There was, as we are all aware, wide spread agitation and bandhs declared all over the State by various Tribal Bodies/Hohos and organizations representing the various tribes of Nagaland. The Government was faced with a delicate law and order situation, where various government buildings were burned down and precious lives were also lost. The entire State machinery also came to a standstill for several weeks, as the organizations had called for closing down of all Government offices and banned plying of all Government vehicles during this period.

Considering the overall situation, the Government had to declare the election process to the ULBs as null and void.

On 9th March, 2022 a resolution was passed in the State Level Consultative Meeting wherein the various tribal bodies and other organizations were present in

consumers without resorting to any illicit business tactics as well as minimising negative impact on society, people, and planet.

The Government in the meanwhile received reports about the law and order situation which could worsen with the passage of time in the event the elections are held without making the demanded changes.

Accordingly, the Cabinet met on two occasions to resolve the impasse. By the time it came to light that there will not be any participation in these elections owing to the boycott by all the Tribal Hohos and various organizations. The defining trait of law is its enforceability. If people are not willing to come forward to participate in the elections they cannot be compelled to do so. In these circumstances the Cabinet resolved to refer the matter to the Legislative Assembly for discussion.

The House has deliberated in the matter, and deems that the Urban Local Bodies election cannot be conducted unless the Nagaland Municipal Act 2001 is repealed.

The House unanimously resolves on this day, the 28th March 2023, that the Nagaland Municipal Act 2001 be taken up for repeal in toto with immediate effect, and to govern the Urban Local Bodies, law be enacted expeditiously which will take into consideration once and for all the grievances of all the interested parties so that the elections could be conducted in accordance to law.”

The two currently relevant issues: There are issues after issues needing necessary highlights in the interest of the common man, and yet I am to raise two current matters particularly roads under National Highways and the Nagaland Institute of Medical Science and Research(NIMSR) being intervened by Kohima High Court of late.

The Nagaland Post published a news article captioned “Zeliang review road works ahead of G20 meet”. The Honorable Deputy Chief Minister Mr. TR Zeliang conducted a review meeting with the concerned NH officials and NHIDCL representatives in order to make over the pathetic condition of the 4-Lane Dimapur-Kohima road particularly the ongoing Phase-3 in Zubza area. The Dimapur-Kohima 4-lane road project should have been completed 2/3 years ago, and yet for obvious reasons Nagaland is still struggling with it. The State Govt. miserably failed to consider this road to be the priority task for timely completion with durable workmanship. If not for siphoning of money for self, none bothers about the common welfare. The very purpose of the said review meeting was necessitated in view of the G20 members coming to have one of its conferences here at Kohima by the first week of April, 2023. Perhaps majority of the delegates will be from foreign countries, and therefore the Opposition-less Govt. is trying to paint Dimapur- Kohima road white. The Dimapur-Kohima 4-lane road construction has been taking a decade, and it is yet to be completed. The workmanship in Phase-1 and Phase-2 is very poor and much against the laid down parameters. The riding quality of such 4-lane roads in other States is much superior to our DimapurKohima road. Within a year time of the completion of its final layer of carpeting, cracks and potholes developed all along the distance. Yet, who the authority bothers about the quality workmanship or the delay in completion. To my layman’s observation, the present contractor for Phase-3 seems to be better at the workmanship. Of all, what I am critical is the total disregard of the citizens of Nagaland by Govt. of the

Whether there is festival of Hornbill or no Hornbill, whether there is G20 conference or no conference, what is due to the people of the State should have been given. Only paying attention to basic amenities under compulsions or just for shows is indeed an insult to the bona fide citizens of Nagaland.

Nagaland State is the senior most to most of the NE States by not less than 9 years except Assam. Whereas, Nagaland has become 50 years junior to all its junior States in terms of infrastructural and durable developments. No State is perfect in respect of probity, and yet the political leaders and their bureaucracy elsewhere do keep their corruption within limit. On the contrary, the system of corruption in our land remains limitless. Well, according to the accepted fashion, the progress of the improvement of 4-lane road may slow down once the G20 delegates depart from Kohima and it may even come to a grinding halt.

Few months ago, the local papers published the news about the officers from the Union Health Ministry paying visit to the same project perhaps with the purpose of making it functional. This project has been often in the news more for the wrong reasons of delay in opening the college. Most possibly this project has been suffering from the same ailment that had affected most of the projects in Nagaland including the Kohima High Court infrastructure, the Stadium in Dimapur, etc.

Whereas, now the Court has physically intervened, I believe the inspection team has the teeth to bite and not just to have the show. The concern for the project is that it is so vital to the State of Nagaland, and it is to be made functional without further delay as it is overdue. Unaware of the delegation of power upon the inspection team, and yet I wish the said team does not become another CBI or ED which had lost its credibility in Nagaland since none of these Central agencies could bring a single case it handled to a logical conclusion despite the agencies being high profile. Also, how long should we allow keeping every project stalled at the behest of the selfish and unscrupulous few. It is therefore most imperative that the inspection team breaks the tradition of chewing the cud by bringing the stories of failures, embarrassments and shames to its logical conclusion. Z. Lohe

5 killed as pickup van rams into bikes in Pune

At least five persons, including two minors, were killed and three others critically injured when a speeding pickup van rammed into two motorcycles near Lavanwadi village on the Kalyan-Ahmednagar highway, around midnight of Monday-Tuesday, officials said here. The victims are all farm labourers belonging to the same family, and were returning to their homes along with their minor children after completing the day’s work. BAHRAICH, MAR 28 (IANS): A 10-year-old boy was allegedly murdered, allegedly for human sacrifice on the advice of an occultist in Parsa village of Uttar Pradesh’s Bahraich district. The body of the boy with his throat slit was found buried in a field. According to police, Krishna Verma’s son Vivek had gone missing last week. The child’s body with his throat slit was later found in the field. Police claimed that the deceased child’s cousin Anoop had ‘sacrificed’ the boy in order to save his own two-and-half year old son who was mentally challenged.

(PTI): Senior Congress leader Salman Khurshid on Tuesday said Opposition unity in the face of Rahul Gandhi’s disqualification from Lok Sabha provides a fertile ground to “build an edifice on”, and noted that if this is the beginning of a more sustained cooperation it was “worth paying the price” for.

Khurshid also said he was confident that Rahul Gandhi will be back in Parliament “very quickly” through the legal process.

In an interview with PTI, the former law minister said changes to the law on

disqualification of legislators was “inevitable” as steps undertaken to clean up the political system have some unintended dimensions and Rahul Gandhi’s case seems to be one such instance. To what extent should freedom of speech be

allowed and be flexible for representatives of the people outside Parliament and outside legislatures is a question now that needs to be considered now, Khurshid said. He also said Gandhi’s disqualification has an emotional content which is very similar to the disqualification of former prime minister Indira Gandhi from Lok Sabha over four decades ago that will feed into people’s reactions. “But that does not relieve us from this onerous task to fight this battle day in and day out, till we are finally able to demolish the BJP and its government at the Centre,” said Khurshid.

Challenging to quantify India’s adaptation finance needs: Govt

(PTI): India’s adaptation finance needs across economic sectors are substantially challenging to quantify, the government has told the Lok Sabha. Responding to a question by Telugu Desam Party’s MP Galla Jayadev, Union Minister of State for Environment Ashwini

Kumar Choubey said India’s climate actions have so far largely been financed from domestic sources, including government budgetary support as well as a mix of market mechanisms and fiscal instruments and policy interventions.

“However, providing new and additional financial resources as well as the transfer of technology to developing countries to address the global climate change challenge are among the commitments and responsibilities of the developed countries under the United Nations Framework Convention on Climate Change and its Paris Agreement,” he said.

Choubey replied to Jayadev who had asked whether it is true that it would require almost USD 85 trillion by 2030 to adapt to the requirements of climate change. At COP26 in Glasgow, Prime Minister Narendra Modi demanded USD 1 trillion from developed countries to adapt to, and mitigate the challenges arising from global warming. India has kept this as a condition for delivering on its climate commitments. Rich countries have repeatedly failed to mobilise USD 100 billion every year, a promise they made in 2009, to help developing countries cope with climate change. According to data from the Organisation for Economic Co-operation and Development (OECD), an

intergovernmental body consisting of wealthy nations, developed countries mobilised USD 52.5 billion in 2013. After dropping to USD 44.6 billion in 2015, the finance flow has steadily increased. In 2020, the developed countries raised USD 83.3 billion, a jump from USD 80.4 billion in 2019, according to a fact sheet published by the Centre for Science and Environment.

The Standing Committee on Finance, UNFCCC, has estimated that resources in the range of USD 6 trillion to USD 11 trillion are required till 2030 to meet the targets set by developing countries in their NDCs and other communications, including the Needs Determination Reports.

India will require USD 900 billion over the next 30 years to move away from coal mines and thermal plants without jeopardising the livelihoods of millions who still are employed there, according to a report released by The International Forum for Environment, Sustainability and Technology last week.

CAG detects financial irregularities in departments

Default in payment of Motor Vehicle Tax and Goods/Passengers Tax by 12,050 vehicles amounted to Rs.9.37 cr as on March 31, 2021, the report stated. CAG recommended that the department make effective use if the VAHAN software for detection of tax defaulters and invoke the relevant provisions of the Acts/Rulesa and recover the tax dues from the defaulters.

Finance (Taxation): CAG detected that 21 dealers evaded Nagaland Value Added tax of Rs.4.59 cr by utilising invalid/ obsolete C Forms. In addition, an amount of Rs.7.90 cr was also payable by them as penal interest, the report stated.

CAG recommended the government to instruct the department to realise the amount and initiate action against officials whose negligence led to short realisation of revenue. It found out that three dealers defaulted payment of tax amounting to Rs.2.23 cr and were also liable to pay interest of Rs.1.62 cr. CAG recommended that assessing authorities exercise due diligence while assessing the self-assessed returns submitted by the dealers to avoid evasion of tax. It also

suggested initiating time hound recovery of tax and penally in those and monitoring at higher levels.

State Lotteries: CAG detected that the State lotteries sustained revenue loss of Rs.2 cr due to flaws in implementation of the Nagaland Prohibition of Gambling and Promotion and Regularisation of Online Games of Skill Rules, 2016. It said that royalty receivable by the government also remained un-assessed as the active licensees neither maintained the designated accounts nor the department had any technical expertise to monitor and analyse the gross revenue of the licensees. CAG recommended the government to take legal steps in any Court of Law to stop the illegal operation of online games without renewing the licences. It also asked the government to ensure that the licensees maintain designated accounts to resist drainage of revenue. Further, CAG recommended recovering licence fee and penalty from defaulting license holders and also ensure that the department utilised the latest technology and technical expertise to analyse gross revenue of the licensees earned from the online games of skill.

He welcomed the suggestion that the Finance Department brief the MLAs on the financial matter, stating that the department was prepared to brief them in case they so desired, after the close of the financial year.

On incomplete projects, he informed the House that to make the main athletic stadium in the MultiDisciplinary Sports Complex (MDSC) at Dimapur functional, a DPR project a cost of Rs 177 crore was prepared, out of which Rs 20 crore had already been provided under Special Assistance during 2022-23. “We will consider more allocation of funds in the coming days based on work progress,” he assured.

He said Rs 30 crore had been provided under Special Assistance during 2022-23 for constructing new High Court building and based on the work progress, the government would consider releasing more funds in the coming days.

The two multi-level parking in Kohima were completed under Kohima Smart City Development Limited and were ready for inauguration.

On the issue of GST, Rio clarified that Section 43 had been omitted in its entirety while Section 41 was intact. He informed the legislators that the State Finance Department would examine advance release of GST bills.

He said oil and natural gas exploration and extraction were very crucial for development of the State. He alleged that for many years Assam had been granting licences in DAB areas citing these as reserved forests, to which Nagaland had always objected to.

Hence, he claimed that at the insistence of Nagaland government and the Union Ministry of Home Affairs and Ministry of Petroleum and Natural Gas, Assam had agreed to sharing of royalties in DAB areas A, B and C on a 50:50 basis for licenses already

granted by Assam. “We have also demanded that this dispensation should cover D, E, and F sectors of DAB as well,” he said, adding that in case it was not possible to agree to this arrangement, “we have also agreed to keep the royalty amounting in ESCROW accounts till such time the matter was amicably resolved.”

“We have always taken the stand that first the matter in DAB areas should be resolved as Nagaland is already losing a huge amount of revenue,” he added.

Rio informed the House that resumption of oil exploration in rest of the State would be taken up later for which an MOU was to be signed between the State and the Centre whereby the rights of the State under Article 371(A) were adequately protected.

He said the State government was awaiting the opinions of the Central government and advocate general on the matter.

Regarding exploration activities at Tokishe, he clarified that once this came to the knowledge of the government, they were stopped. However, ONGC had requested permission to release the pressure accumulated inside to avoid bursting since it would cause environmental damage.

Referring to the budget, Rio claimed that there was huge improvement in State’s finances due to release of Central sponsored schemes (CSS) backlog as well as Cash Deposit.

In view of improved resources, he mentioned that the State government was able to release the CSS backlog of Rs 728 crore in July 2022 and Rs 150 crore of funds kept in CD in course of the year, leading to a huge reduction in liabilities.

Responding to the issues raised by NPF legislator Achumbemo Kikon, he said the demand for creating Bhandari Sub-divisional and Planning Board (SDPB) and man-animal

conflict were being looked into, while increasing of more LADP fund for MLAs from Rs 1.5 crore, including Rs 50 lakh iconic project, would be granted after the economic condition of the State improved.

Expressing his appreciation to all members who offered their valuable views and opinions on the budget, the chief minister concluded his speech by assuring to look into the issues raised and giving these issues importance.

He appealed to the members to continue to make positive contribution to the debates that took place on the floor of the House in the days to come.

Members discuss Budget: Earlier, initiating the discussion on budget, NPF legislator Kuzholuzo Azo Nienu termed the budget pro-people and in in common man’s interest. He suggested that a consultative meeting of all the 60 members be held on the budget and change the nomenclature adviser to minister of State. He further called upon all to do away with “ism” to do justice to all sections of people.

On oil exploration, Azo opined that the government should sit across the table with the Government of Assam and work out the disputed areas so that the revenues came to Nagaland and make the State government a larger stakeholder and generate revenue as the present agreement was not conducive for Nagaland.

LJP legislator Naiba Konyak termed the budget “ENPO friendly” and described it the best ever presented in the Assembly. He also thanked the chief minister for considering the plight of backward tribes and placing ENPO’s demands before the Ministry of Home Affairs.

He appreciated nomenclature “Brand Nagaland” and “Naga Soft Power” mentioned in the budget aimed at promoting excellence in the chosen fields and careers. He also suggested that the students of backward areas be allowed to go for coaching classes with financial assistance by the government as per plans and schemes in the area of capacity building. He also appreciated the introduction of Chief Minister’s Health Insurance Scheme (CMHIS) and urged the government to implement it actively.

NCP legislator P Longon said Nagas yearned for peace and development after traversing through such a tumultuous journey (Naga political issue) and called upon the government to evolve a consensus on any issue related to the Naga political issue.

He appreciated the budget and appealed to all stakeholders to judiciously utilise funds. He also urged the government to focus more on development of rural areas.

PHED and Cooperation minister N Jacob Zhimomi called for a speedy conclusion of the Naga peace process and urged the Government of Nagaland, being a responsible stakeholder, to involve itself as a party. Transport and Technical Education adviser Temjenmenba described budget as a vital instrument of the government claimed that Budget 2023-2024 emphasised on all sectors. He appealed to all the departments to initiate new ideas and revitalise and reverse the deficit trend, noting that the Budget 2023-2024 was a perfect recipe to create excellence.

NRE and NSDMA adviser Z Nyusietho Nyuthe termed the budget a comprehensive and citizen-oriented. He mentioned that the budget gave equal importance to both urban and rural population. He also appreciated Rio for coming out with a budget that gave importance to youth empowerment.

MEXICO CITY, MAR 28 (AP): Migrants fearing deportation set mattresses ablaze at an immigration detention center in northern Mexico, starting a fire that left 39 dead, the president said Tuesday following one of the the deadliest incidents ever at an immigration lockup in the country.

Hours after the fire broke out late Monday, rows of bodies were laid out under shimmery silver sheets outside the facility in Ciudad Juarez, which is across from El Paso, Texas, and a major crossing point for migrants. Ambulances, firefighters and vans from the morgue swarmed the scene.

Thirty-nine people died and 29 were injured and are in “delicate-serious” condition, according to the National Immigration Institute. However, elections were deferred due to receipt of several representations to withhold the elections to Municipalities and due to stiff opposition to 33% reservation of seats for women.

he added that the State Cabinet decided to finally defer conduct of election to the Municipalities, thereby dissolving the existing Municipalities on expiry of their respective tenure in January 2009.

Thereafter, to break the deadlock on the issue of 33% reservation of seats for women in the ULBs, several consultative meetings were held with Tribal Hohos and Civil Societies in the State, but due to divergent view points on the issue, consensus on the matter continued to be elusive.

He pointed out that there was a near unanimity among the tribe hohos that implementation of 33% reservation of seats for women was contrary to the traditional customary practices of the Nagas.

Then in June 2011, a Writ Petition was filed against the Government decision to withhold election to the ULBs in Hon’ble High Court, and an order was passed directing the State Government to hold elections implementing 33% reservation of seats for women, and once again in March 2012, conduct of General Election to the ULBs with 33% reservation for women was notified. However, stiff opposition to the same by various Tribal Hohos and other CSOs, and apprehension of serious threat of law & order problems forced the State Government to postpone the Elections.

Rio said after the election was notified by the State Election Commission to the ULBs in December 2016, wherein the date of holding was scheduled on the February 1, 2017, there was wide spread agitation and bandhs declared all over the State by various tribe bodies/Hohos and organizations representing the various tribes of Nagaland.

“The Government was faced with a delicate law and order situation, where various government buildings were burned down and precious lives were also lost. The entire State machinery also came to a standstill from January 31 to February 22, 2017, as the organizations had called for closing down of all Government offices and banned plying of all Government vehicles during this period. Considering the overall situation, the Government had to declare the election process to the ULBs as null and void.

In the following years, as the matter regarding the ULB elections was under

President Andrés Manuel López Obrador said the fire was started by migrants inside the facility in protest after learning they would be deported. “They never imagined that this would cause this terrible misfortune,” López Obrador said, adding that the director of country’s immigration agency was on the scene.

Tensions between authorities and migrants had apparently been running high in recent weeks in Ciu-

dad Juarez, where shelters are full of people waiting for opportunities to cross into the U.S. or who have requested asylum there and are waiting out the process.

More than 30 migrant shelters and other advocacy organizations published an open letter March 9 that complained of a criminalization of migrants and asylum seekers in the city. It accused authorities of abuse and using excessive force in rounding up migrants, complaining that municipal po-

The national immigration agency said Tuesday that it “energetically rejects the actions that led to this tragedy” without any further explanation of what those actions might have been.

Then Supreme Court on February 22, 2022 then issued a directive to the state for holding elections to the ULBs within 6 (six) weeks.

Rio said in view of the Supreme Court Order, the government took initiative and held a State level consultative meeting with all the stakeholders, including tribal hohos, mass-based organizations on March 9, 2022. At the meeting, he said there appeared to be broad consensus finally emerging on moving ahead for holding ULB elections as per the provisions of the Nagaland Municipal Act, 2001, including 33% reservation of seats for women.

After which, revision of E-Rolls of the ULBs was then carried out by the State Election Commission.

Supreme Court in its order thereafter in July 2022, directed the State Government to complete the ULB election process by January, 2023, and it was decided in a meeting held on January 03, 2023, the Cabinet decided to hold elections to the ULBs after the completion of the election process to the 14th NLA.

Supreme Court in its hearing on February 13, 2023 directed the State government/SEC to hold elections to the ULBs with the election program to be notified on the March 9, 2023, and finally on the same day, the State Election Commission issued notification to election to the ULBs with the date of poll scheduled on May 16, 2023.

Rio pointed out that the announcement of the holding of ULB elections had again like earlier times, evoked strong reactions from several bodies, associations, all the tribe bodies and CSOs across the State.

The urban based organizations in three of the State’s biggest towns; the Associations of Kohima Municipal Ward Panchayat, the All Ward Union Mokokchung Town, and the Dimapur Urban Council Chairman Federation immediately approached the Government demanding review/amendments of the Nagaland Municipal Act 2001, and conveying that they oppose the notified elections for ULBs, Rio said.

Sumi Hoho, Ward Union Mokokchung Town, Land Owners Board, Chakhesang Public Organization, Angami Public Organisation, Ao Senden, Rengma Hoho, Municipal and Town Council of Nagaland, Lotha Hoho, Joint Co-ordination Committee (JCC), Dimapur based bodies and organizations, Eastern Nagaland People’s Organisation and the resolutions adopted at the Consul-

tative Meeting of the Tribal Hohos of 8 (eight) tribes, on March 27, 2023, among others.

Rio said all these indicated that there had been serious concerns and opposition raised to holding the ULB elections as per the provisions of the NMA, 2001, among the tribal bodies and CSOs and that there existed a genuine and deep fear that the provisions were in contravention of Article 371 A among a large section of the people.

Rio said several attempts by the Government over the years, to conduct the elections to ULBs to fulfil the obligations thrust upon it by the 74th Amendment Act of the Constitution, as well as to adhere to the directions of the Court, had all been unsuccessful while the tribal bodies and the people had always viewed the attempts of the government with suspicion, anger at the same time there had been stiff and vehement opposition.

According to Rio even this time it did not appear to be any different, in spite several consultative meetings and discussions held with all and sundry for the purpose of explaining the position of the Government and seeking their support.

“There is stiff opposition all-around, and calls for boycott have also been given. The issue is not just a law and order situation.

The primary issue is the proposed boycott by organizations, inter alia, like the ENPO which constitutes about 30% of the population of the State, and which boycotted the Hornbill Festival in December 2022,” Rio said.

He added that one of the reasons leading to delay in conducting the ULB elections was because of the initial boycott call of the election including general elections by the ENPO in August 2022.

In February 2023, the boycott call was withdrawn by ENPO, it was presumed that the elections for the ULBs would proceed on positive line, however, on March 26, 2023, the ENPO had called for boycott of all elections, though there primary reason is the demand made to the Central Government for their separate Statehood. Therefore, as stated above, 1/3rd population of the State would not be participating e. Further, the long list of organizations mentioned earlier, are echoing their sentiments of boycott will reduce the entire elections to a nullity.

The unenforceability of this Act has compelled the Government to settle this issue once and for all by a proper dialogue with all interested parties, so that the elections can be held with the effective participation of all concerned.

position to the conduct of ULB elections, and also serious questions being always raised about the provisions of the Nagaland Municipal Act, 2001 being in contravention of Article 371 A, the chief minister said it was felt that taking into consideration the unanimous views of this House, time has come, in the interest of our people, and the State, to seriously consider repealing the Nagaland Municipal Act, 2001 in toto, and move expeditiously for making a new Act. He said this would also keep in mind the special privileges accorded to the people of Nagaland in terms of Article 371 A of the Constitution, Rio said. He thanked all the members who took part in the discussion and enlightened the House with their “precious” observations and views on the subject.

Earlier, while initiating the discussion on ULB election, parliamentary affairs minister, KG Kenye, said that at the time when the Indian parliament gave a year’s time to all states to give necessary suggestions and rectifications for the 74th Amendment Act, the state “missed the bus”.

“That would have been the most appropriate time to have highlighted the unique history and the peculiarities we have in the state, for which we have a special category state in this Union

and that a special provision has been carved out for us to guarantee our rights through Art 371A,” Kenye said. While appreciating and understanding the desperation of the predecessors to bring in more central and externally aided funds to develop the state, Kenye said that without any serious deliberation, the Nagaland Municipal Act 2001 was adopted without realizing the far reaching political implications in the ensuing years after adopting it.

“By way of enacting, we have inherited the constitutional provisions and the amendment in toto,” he observed. As the state legislative Assembly was not the competent authority to amend an Act of the parliament, he said that with the 74th Amendment Act as the Principal Act, it cannot segregate any Act of the parliament by taking what suits the state and reject the rest.

Although with good intent, he said that some things which we should not have, were enacted by the government. Placing on record his arguments, Kenye moved the motion that NMA 2001 be repealed.

Taking part in the discussion, deputy CM, TR Zeliang, said the issue was not new to the State of Nagaland but was two decades old and yet it continued “to haunt us till this day”. He suggested to the

The Office of the Ehunnu & Yikhanu Students' Union with deep sense of anguish condemn the March 22 incident where one of our bonafide citizen Er. Thanyalo Kath SDO Electrical division Mon, Nagaland was summoned by NSCN (Unification) under false allegation.

On 22/03/2023 after 7 pm two unknown persons came to his residence and summoned him to their camp which he expressed inability to come at such late hours but agreed to come the next day. On 23/03/2023, he along with his two staffs went to their office only to be falsely implicated and accused of being involved in the arrest of an NSCN (K) member. They threatened him with dire consequences and demanded a ransom amount to be released and after much deliberation and negotiation he was later released.

In a crucial juncture such as these when the Nagas are yearning for peace and tranquility and the negotiation between GOI is underway for permanent settlement and solution such unwarranted situation could aggravate reaction and derail the peace process as Nagas are fed up of self- styled goons and people who work for their own pockets and ambitions. We strongly condemn such callous act and appeal all the right thinking citizens to voice out against such unwanted elements creating disharmony in our society.

cannot dictate and bulldoze our way when all the Tribal Hohos and CSOs are vehemently opposing it and under such a paradigm, the general public may not turn out to participate in the ULB election, Zeliang added. He extended his support to the resolution moved by K.G Kenye. Advocate-General Nagaland, K.N. Balgopal also gave a brief explanation and appraised the members of the 14th NLA on the Nagaland Municipal Amendment Act and the views of the Supreme Court on the floor of the house. He highlighted the provisions enshrined in the constitution pertaining to the Municipal Act and minutely elaborated the views and opinions of the Supreme Court in this regard vis-a-vis the implications and difficulties confronted by the state government in conducting the ULB elections.

New parasite strain that killed sea otters may pose a risk to humans

Four sea otters, stranded in California, died from an unusually severe form of toxoplasmosis, which, according to scientists, may pose a health threat to other marine wildlife and humans.

According to the team from the California Department of Fish and Wildlife (CDFW) and the University of California - Davis, the disease is caused by a rare strain of microscopic parasite Toxoplasma gondii, which has never previously been reported in aquatic animals.

While toxoplasmosis is common in sea otters and can be fatal, this unusual strain called COUG appears to be especially virulent and capable of rapidly killing healthy adult otters.

“This was a complete surprise,” said Karen Shapiro of the university’s School of Veterinary Medicine, in a statement.

“The COUG genotype has never before been described in sea otters, nor anywhere in the California coastal environment or in any other aquatic mammal or bird,” Shapiro said.

The preliminary findings, published in

the journal Frontiers in Marine Science, did not report any cases in humans, but stated that the strain could be a risk to people eating seafood or ingesting contaminated water.

“Since Toxoplasma can infect any warmblooded animal, it could also potentially cause disease in animals and humans that share the same environment or food resources, including mussels, clams, oysters, and crabs that are consumed raw or undercooked,” said Melissa Miller of the CDFW.

Toxoplasma gondii is a common parasite hosted by wild and domestic cats and shed in their faeces.

Although healthy humans rarely experience symptoms, toxoplasmosis can cause miscarriages and neurological disease. Further, the four sea otters described in the study were stranded between 2020 and 2022 with severe inflammation of their body fat -- a condition called steatitis which is a very unusual finding in sea otters with toxoplasmosis.

Abu Metha addresses Sports Conclave

(NPN): Advisor to Chief Minister, Nagaland and Associate Vice President of the Athletics Federation of India, Abu Metha spoke at the 1st Sportstar National Sports Conclave in New Delhi on 27th March 2023. The conclave was organised by India’s only sports periodical magazine The Sportstar and The Hindu.

The keynote address of the Conclave was delivered by Union Minister for Information & Broadcasting and Youth Affairs & Sports, Anurag Thakur.

According to DIPR report, other participants included current and former Olympians, corporate representatives, officials of the Government of India, sports administrators, world champions Nikhat Zareen, Marabai Chanu, Sarita Devi, cricketer Harbhajan Singh, hockey player Rani Rampal, presidents of national federation of athletics and football Adille Sumariwala and Kalyan Chaubey , senior journalists and sports writers were some of the other participants at the conclave.

In his address, Abu Metha called for a change of narrative towards the north-

eastern states in the field of sports and games. He said the Government of India must make more investments in sports in the region in the fields of infrastructure, human resource and development programmes for sportspersons.

“The northeast is a talent bank of sports for the country and the fact that people of the region are naturally athletic does not need elaboration” he said, adding that sports and games is a way of life for the northeastern people.

Everywhere you go, you will find people, young and old, playing different sports, but unfortunately the lack of good infrastructure, quality human resource and an eco-system of sporting development were hurdles restricting the youth from performing better.

Metha emphasised that the youth of the region are greatly challenged by many factors including insurgency and violence. However, sports provided a platform for the youth to contribute towards nation

building. He called for a rethink on the part of the Government of India on the funding pattern for sports infrastructure which was earlier 90:10 supported by the Centre. Those in positions in Delhi must not have a one size fits all approach for the whole country but understand the dynamics of the region and formulate policy accordingly. Metha further called upon the corporate and industries sector to increase its support for the sports sector

in the north east. The corporates should not only view it from the angle of optics and eyeballs on televisions but also look at it from the perspective of nation building and contributions towards bringing the region closer to the mainstream through sports, he stated. Metha also called upon the national federations to do more in the northeast.

Towards this end, he expressed satisfaction that the BCCI was doing excellent work while the Athletics Federation of India has undertaken several initiatives in the northeast by way of bringing national and international events to the NE, education programmes and capacity building. He highlighted that the South Asian Cross Country Championships hosted in Nagaland was a grand success with athletes from the region winning medals. According to a release by the Nagaland Olympic Association, Metha expressed confidence that if given the appropriate infrastructure and support system, the success rate of the north east would greatly increase and youth of the region would make India shine brighter.

National shooting federation conducts first-ever judges course

28 (IANS): The National Rifle Association of India (NRAI), the governing body of the Olympic sport of shooting in the country, conducted the first-ever three-day judges’ course in India in the Meghalayan capital of Shillong.

An initiative of the NRAI’s education department, the course is being conducted under the aegis of the course instructor Henry Oka of Bali, Indonesia. The International Shooting Sport Federation (ISSF) certified instructor was also one of the jury members at the recentlyconcluded ISSF World Cup Rifle/Pistol in Bhopal.

At a ceremony to mark the occasion here at the office of the Shooting Asso-

ciation of Meghalaya (SoM) in the city, Henry Oka said, “I hope that the participants will have a beneficial threeday course and I want to also thank the Shooting Association of Meghalaya and the NRAI for their excellent hospitality.” He added, “The climate in the city is really wonderful for

AIFF, Manipur govt MoU to create football facilities

(AGENCIES): The All India Football Federation (AIFF) on Tuesday signed a Memorandum of Understanding with the Government of Manipur to create world-class footballing facilities in the state.

The MoU was signed ahead of the Hero Tri-Nation International Football Tournament’s deciding encounter between the Kyrgyz Republic and India at the Khuman Lampak Stadium in Imphal.

The International Boxing Association (IBA) said in a statement on Tuesday that the two events will provide opportunities to young boxers to showcase their skills and “motivate the younger generation to take up (the) sport”.

(NPN): The match officiating centre of Sovima Cricket Ground (SCG) was inaugurated on Tuesday . The programme was chaired by secretary of Nagaland Cricket Association (NCA), Hyunilo Anilo Khing who welcomed NECDC officials from six states who attended the programme.

According to a press release by the Media and communication cell of Nagaland Cricket Association, Khing, In his opening remarks, stressed on the much needed officiating centre for smooth conduct of tournaments and trainings at the cricket ground.
