DIMAPUR/MOKOKCHUNG, JUL 28 (NPN): With the recent July 26 firing incident between Assam and Mizoram police forces serving as a reminder on the danger of heightened situation along the Nagaland-Assam border area at Tzürangkong range under Mokokchung district, both governments in Assam and Nagaland are undertaking measures to normalise the situation. Highly placed sources informed Nagaland Post, that both the states are to ensure that their police forces are withdrawn and maintain status quo to prevent any untoward incident. Sources also said that the demarcation of borders in the area, will be decided through political negotiations, keeping in mind the legal and constitutional parameters.

When contacted, Nagaland DGP , T. John Longkumer said officials from both the States were holding discussions and expressed the hope that the two sides will earnestly resolve the issue at the earliest. He also said that both sides were likely to announce a breakthrough over the recent ongoing impasse at Tzurangkong area as modalities were being worked out. Meanwhile, tension continues to rise at Tzürangkong range area due to the presence of Assam Police personnel in Vikuto village area besides prevention of trucks loaded with goods

from entering Nagaland. When contacted, Deputy Commissioner (DC) Mokokchung Limawapang Jamir told Nagaland Post that he had written to his Jorhat (Assam) counterpart regarding trucks carrying essential commodities being stopped and held up at New Sonowal forest check gate (Assam) without any valid reasons. DC cited a Union home ministry’s guideline which stated that inter-State movement of vehicles carrying essential commodities should not be hindered or obstructed. DC said he was yet to receive any reply from his Jorhat counterpart.

On the recent developments like construction of roads and barracks by Assam near Vikuto village, Limawapang said these could not be confirmed officially as the Assam Police personnel stationed there were not allowing anyone from Nagaland , including government officials, to enter the area. However, he said some sources have confirmed construction of roads and buildings in the area. Interestingly, some aerial photos of these constructions have been going viral on various social media platforms. DC also confirmed the July 23 incident at Aosung-

TNYF expresses dismay

Tzürangkong Naga Youth Front (TNYF) said it was extremely disheartened with the state government “for failing the TNYF on several border encroachment incidents at multiple fronts by the Assamese locals and Assam police at the behest of the government of Assam.” In a statement, TNYF said that it had issued several press statements through the local dailies, reminding the state government to evict Assam police personnel stationed inside Nagaland and also to stop fresh encro achments and developments by the Assam counterpart. However, TNYF said their appeals had fallen on deaf ears.

HC stay on state govt’s Covid vax or no pay directive to staff KOHIMA, JUL 28 (PTI): The Kohima Bench of the Gauhati High Court on Wednesday put a stay on the Nagaland government’s order for compulsory COVID-19 vaccination of its employees. After hearing a Public Interest Litigation (PIL), the bench decided to stay the order till the next date of hearing. The court posted the matter for hearing after two weeks. The Nagaland government had on July 17 asked its employees to get vaccinated to attend office, or to produce COVID-negative reports by getting tested every 15 days. The salaries of those who have not taken a single dose of vaccine or who fail to furnish COVID-negative report will be stopped beyond July 31 and they would not be allowed to attend office, the order issued by the chief secretary stated. The period of absence will be treated as leave without pay, it said. During the hearing, the

state government submitted that the PIL was not maintainable and must be dismissed. However, Justice Songkhupchung Serto and Justice S Hukato Swu ordered the stay. According to the PIL submitted before the court on July 20, the petitioners pointed out that there was nothing to show that vaccinated persons cannot be infected with the deadly virus or they cannot be spreaders. “If Covid protection norms are followed then there is no reason to discriminate the unvaccinated people,” the PIL stated. Such notification, the petitioners said, debars the basic fundamental rights of the people “which is right to live and right to livelihood”. When contacted, one of the petitioners, while clarifying that they were not against vaccination, however contended that coercing citizens directly or indirectly to get vaccinated was unconstitutional and violates the right to life of citizens. Welfare department principal director, Dr Neikhrielie Khimiao on July 27 clarified that the order should not be taken as a threat as it was in the interest of the people. It may be recalled that on June 30, the High Court had directed the State government to speed up and complete Covid-19 vaccination at least within three months. Hearing on a PIL (suo motu), a bench of justices Songkhupchun Serto and Hukato Swu observed that in order to effectively prevent the impending third wave of Covid-19 pandemic, as opined by experts in the media, the State needed to ramp up vaccination. Although no one could be forced to take the vaccine unless he or she volunteered, the court directed that authorities should ensure that those HCWs who did not take the vaccine should produce testing certificates as and when they report for duties. Similarly, district task force (DTFs) too should ensure private hospitals follow the same, it ruled.

DIMAPUR, JUL 28 (NPN): Rising People’s Party (RPP), a newly-floated political party in the state, has urged the state government to withdraw from the 1972 Interim Agreement so the disturbed area belt (DAB) becomes “null and void”. Addressing a press conference with party members here on Wednesday after touring the border areas, RPP president, Joel Naga, stated that withdrawing from the interim agreements, which Assam and Nagaland signed in 1972, would allow the state government to exert its administrative control. Maintaining that DAB

was not just a specific tribe’s issue, but Naga issue as a whole, he urged all Naga tribes and political parties to come together and tackle the issue along with the state government.

Demands amendment of North-Eastern Areas (Reorganisation) Act A l s o, a d d r e s s i n g the press, RPP working group member, Hukavi T Yeputhomi, stated that the North-Eastern Areas (Reorganization) Act should also be revisited and amended. He said that unless the Act was amended, the socalled constitutional boundaries of the North East states cannot be resolved.

DIMAPUR, JUL 28 (NPN): Nagaland on Wednesday recorded 114 fresh Covid-19 positive cases taking the total caseload to 27586 while two more patients succumbed to the infection. Kohima reported the highest fresh cases at 37, Dimapur-30, Mokokchung-25, nine in Tuensang, eight in Mon, two in Peren and one each in Kiphire, Phek and Zunheboto. Further, two more patients succumbed to the virus in Dimapur, pushing the death toll to 552 (including 14 nonCovid deaths). PTI: India logged 43,654 fresh COVID-19 cases taking its tally to 3,14,84,605, while 640 more fatalities pushed the death toll to 4,22,022, according to Union Health Ministry data on Wednesday. The number of active cases stood at 3,99,436, an increase of 1,336 in a span of 24 hours, and comprises 1.27 per cent of the total infections. The national COVID-19 recovery rate has improved to 97.39 per cent, the data updated at 8 (Cont’d on p-7) am showed.

NEW DELHI, JUL 28 (PTI): A neutral central force will be deployed along the disturbed Assam-Mizoram border where five policemen and a civilian were killed following a bloody clash recently, officials said Wednesday. ‘World Hepatitis Day’ observed across Nagaland H&FW DEPARTMENT SETS TARGET TO ELIMINATE HEPATITIS BY 2030

DIMAPUR: Nagaland Wednesday joined the world in its effort to eliminate hepatitis as public health threat by 2030 by observing “World Hepatitis Day (WHD)” under 2021 theme, “Hepatitis Can’t Wait” and raising awareness on viral hepatitis across the state. Every year on July 28 people across the globe come together to raise awareness on viral hepatitis, to encourage individuals to know their hepatitis status and to take action. In Nagaland, the health depar tment, to mark the occasion, created awareness on the ongoing COVID-19 pandemic, vaccination, testing and stigmatisation. People were encouraged to test, seek treatment, vaccinate and follow COVID appropriate behaviour. DIMAPUR: Officers and staffs of the PWD Estate Division led by the executive engineer conducted a mass social work on July 27 at the bungalow of the chief minister at Old Ministers’ Hill which has been allotted to the Chief Justice of High Court. In a press release, advocate Joshua Sheqi said the social work was conducted in anticipation of a separate high court for the state of Nagaland. The mass social work was also attended by the officers and staff of justice & law department led by the principal secretary, the high court registry officers and staff led by the registrar and the high court bar members led by the president. Sheqi claimed that the preparation for the separate high court for the state of Nagaland was on full swing and was expected to be completed by the end of this year. CS holds meeting on e-services DIMAPUR: Chief secretary (CS), J Alam on Wednesday met the departments of home, IT&C and commissioner, Nagaland in the conference hall of the CS to discuss e-services. According to a DIPR report, CS was apprised on the increase in use of following online services: NPSC – over 40,000 applications processed since 2018; online scholarship – 53,666 (2019) and 41,680 (2020) applications received and online ILP (tourist) – 8,971 applications received and 5,509 ILPs issued since November 2019. In order to improve online

service delivery in the state, it was decided to enable online applications for schedule tribe and backward tribe certificates through the eDistrict portal soon. The meeting also decided that necessary training of district officials would be conducted through online modules for the same. As an enhancement to the existing online ILP for tourists, a module to enable renewal of ILP through online mode would be added. The pilot implementation of e-office in the civil secretariat was discussed at the meeting.

Mizoram CM urges people to stay calm

AIZAWL, JUL 28 (PTI): Mizoram Chief Minister Zoramthanga on Wednesday made an appeal to the people to refrain from any sort of violence amid border dispute with Assam that escalated after a clash between police forces of the two North-eastern states that left seven people dead and over 50 injured. His appeal came when certain organisations of the neighbouring Barak Valley region of Assam observed a 12-hour bandh on Wednesday and have been staging an economic blockade on the National Highway-306 that connects Mizoram with the rest of the country since July 26, disrupting transportation of goods to the state. “Our Assam brethren receiving their Covid vaccines at a Local Church hall in Aizawl. Non-Mizos from all walks of life within

Mizoram are at peace. I urge everyone to remain peaceful and refrain from any sort of violence. NorthEast will always be One,” the chief minister tweeted. Zoramthanga’s plea is seen as a message to a section of the people who may attack non-Mizos as a fallout of the blockade which, if not lifted quickly, might lead to scarcity of essential commodities in the state. Thousands of people, mostly daily labourers, of Assam especially from Hailakandi, Karimganj and Cachar districts are currently living in Mizoram. The organisation vicepresident Lalhmachhuana told PTI that it is making efforts to ensure safety of non-tribals and none of the non-Mizos or residents of Assam is harmed in the

state in the wake of the border dispute. Migrant workers and many stranded drivers from other states, including Assam, were provided food and financial help by the YMA and village or local councils during the lockdown last year. Mizoram’s three districts- Aizawl, Kolasib and Mamit - share about 164.6 km long inter-state border with the Barak Valley region. Six Assam Police personnel and two others were killed and over 50 people, including the Cachar district superintendent of police, were injured in a clash near along the inter-state border on Monday. Following the standoff, the Union Home Ministry called the chief secretaries of the two states for a meeting in Delhi on Wednesday.

In a joint press release, presidents of five youth congress units stated that civilians living along the bordering states of Assam bear the brunt of Assam government’s aggressions. They said that farms lands and crops and infrastructures were damaged forcibly by armed Assam police personnel, who harass and fre-

quently intimidate civilians. “These incidents are causing a lot of ill-feeling amongst the people of North East India, and has caused serious damage to the unity and sister-hood of the North Eastern States,” the youth congress units said. They also stated that the “worsening of tensions” showed the total failure of the North East Democratic Alliance (NEDA). The units said that the ensuing situations have proven yet again that NEDA was never created for the development and unity of the North East States, but only created to grab political power in the North East by any means necessary by the BJPled National Democratic Alliance (NDA). Oppn hardens stand on Pegasus issue Rahul rejects govt’s charges on Parliament disruption NEW DELHI, JUL 28 (PTI): The opposition on Wednesday hardened its stand on the Pegasus spyware issue with 14 parties unitedly demanding a debate in Parliament in the presence of the prime minister or the home minister and a Supreme Court-monitored probe into the matter. Earlier in the day, leaders of various opposition parties met and decided to submit similar adjournment notices on the matter. Congress leader Rahul Gandhi attended the meeting of 14 opposition parties. The Trinamool Congress was not present. “The opposition is united for a discussion on the Pegasus issue... We are not going anywhere till it is discussed in Parliament,” Gandhi told reporters in the presence of leaders of 13 other opposition parties. He also rejected the government’s charges over the disruption of Parliament and said the opposition was only fulfilling its responsibility. Gandhi attacked the government over the Pe g a s u s s py wa r e r ow, accusing Prime Minister Narendra Modi and Home Minister Amit Shah of “hitting the soul of India’s democracy by snooping upon its institutions”. The former Congress chief said people need to understand that if the issue of Pegasus spyware is not discussed now, then the matter would be over. “The prime minister and the home minister have assaulted the democratic spirit of India. That is why we are seeking Pegasus discussion and without that, we will not go anywhere,” Gandhi said. DMK’s T R Baalu said the government has given an impression that the opposition parties are against holding discussions in Parliament. “It’s not so. We wanted a discussion from day one. Every day, we are giving notices but the government is not coming forward for a discussion... It is a matter of great concern for democracy. Pegasus matter has to be taken very seriously. Likeminded people should come together to see that the

matter is discussed,” he said. Shiv Sena’s Sanjay Raut alleged that “the government has indulged in backstabbing and attacked us with this weapon”. Ram Gopal Yadav of the Samajwadi Party said the government’s allegation that the opposition is running away from a discussion is “false propaganda”. “No institution has been left out of this snooping and the truth will not come till a Supreme Court-monitored probe is conducted. The corruption in the Rafale deal is linked to this snooping issue,” said Sanjay Singh of the AAP. NCP’s Supriya Sule said the opposition parties were united in their demand for the discussion in Parliament on the snooping row. An international media consortium has reported that over 300 verified mobile phone numbers, including of two ministers, over 40 journalists, three opposition leaders and one sitting judge besides scores of businesspersons and activists in India could have been targeted for hacking through the spyware.

BARABANKI (UP), JUL 28 (PTI): At least 18 people were killed and 25 injured after a truck rammed into a stationary double-decker bus here, police said on Wednesday. The accident took place on the Lucknow-Ayodhya highway under the Ram Sanehi Ghat area late on Tuesday night. The private bus was carrying over 130 passengers to Bihar from Punjab and Haryana, police said. The axle of the bus broke and it was parked on the road when a speeding truck coming from behind hit it, killing 18 people and injuring 25, police said. Some passengers were standing or resting outside the bus and others were sitting inside when the accident took place. While 11 people died on the spot, seven died on the way to the hospital, they said. The victims, mostly labourers from Bihar, were returning home after sowing paddy in Punjab and Haryana, police said. Po l i c e r u s h e d t o the spot after receiving information and the rescue operation was carried out with the help of locals. T h e i n j u r e d we r e rushed to a local hospital and from there those with serious injuries were referred to a trauma centre in Lucknow, Additional Director General of Police (Lucknow Zone) S N Sabat said. It was raining heavily when the accident took place and this posed some problems in the rescue operation, he said. Superintendent of Police Yamuna Prasad said families of the passengers can call on helpline 9454417464 to enquire about them.

early ten days after the opposition Naga People’s Front (NPF) caused a huge sensation through a press statement that it has agreed to join the government and claiming that this was in response to the invitation from the ruling Nationalist Democratic Progressive Party(NDPP); the spontaneous reactions have been fast and furious. Statements from political parties such as Congress, National People’s Party(NPP) and the nascent Rising People’s Party(RPP), practically described it as meaningless and shameless. An all-party government or even an opposition-less assembly does not, by any stretch of imagination, serve to bring the Naga political issue any closer to solution from its state of suspended animation. As commented earlier in this column, legislators from both ruling and opposition bench have and will always be united for the Naga political issue. Even the two Naga political groups who were holding negotiations, have signed their respective Framework Agreement(August 3,2015) and Agreed Position(November 17,2017). The talks officially concluded on October 31,2019 though a few issues were to be pursued and resolved through democratic process post solution. That officially talks have concluded had spurred high hopes and a lot of expectations that Modi will deliver on his words and live up to his reputation as the promise keeper. That was what the government of India’s Interlocutor to the Naga Peace Talks, R.N.Ravi stated, after being appointed as Governor of Nagaland on July 20,2019. Ravi had candidly said he was sent to Nagaland with a mission for solution. Now that the expected solution has been kept on the backburner those who believed that solution was imminent, are left wondering what happened and why has Modi developed cold feet? Either Ravi was not being truthful or that Modi has decided that he is actually not in a hurry. Having everybody on board for Naga solution, is a popular phrase which has been swallowed hook line and sinker. Everybody will be on board for solution, irrespective of their individual or political differences. However, solution may not mean the same thing for everyone. For ordinary people, solution means an end to mindless violence, killings, disruption of life, destruction of property end to the rule of gun and beginning of peace and rule of law. The Naga political issue was birthed with blood in Naga Hills(Nagaland) where countless have died, many children orphaned, victims continue to suffer physical and mental scars and many families devastated. Negotiations that have taken place for over 24 years should either end in either solution or no solution. Overwhelmingly, voices of the people is for peace with dignity and honour. Decades of killings and divisions has led to the political issue being turned inwards, causing immeasurable damage to the people mentally, politically and economically. The intention of the elected members is noble; many of them feel the pulse of their people. However, it is time for them to have a serious relook at whatever they have been doing since 2003 and what was achieved with the word “equi-closeness” policy vis-à-vis “equi-distance” policy? Presently, the justification(s) for an opposition-less assembly and an all-party government- purportedly to inspire Naga groups to come together or sending a strong message to Delhi for early solution; betray the same irony of still trying to sound politically correct at a time when reality should awaken them all on the blind alley ahead.

We should never have the thought that our dreams of success are God’s purpose for us. In fact, His purpose may be exactly the opposite. We have the idea that God is leading us toward a particular end or a desired goal, but He is not. The question of whether or not we arrive at a particular goal is of little importance, and reaching it becomes merely an episode along the way. What we see as only the process of reaching a particular end, God sees as the goal itself. What is my vision of God’s purpose for me? Whatever it may be, His purpose is for me to depend on Him and on His power now. If I can stay calm, faithful, and unconfused while in the middle of the turmoil of life, the goal of the purpose of God is being accomplished in me. God is not working toward a particular finish— His purpose is the process itself. What He desires for me is that I see “Him walking on the sea” with no shore, no success, nor goal in sight, but simply having the absolute certainty that everything is all right because I see “Him walking on the sea” (Mark 6:49). It is the process, not the outcome, that is glorifying to God. God’s training is for now, not later. His purpose is for this very minute, not for sometime in the future. We have nothing to do with what will follow our obedience, and we are wrong to concern ourselves with it. What people call preparation, God sees as the goal itself. God’s purpose is to enable me to see that He can walk on the storms of my life right now. If we have a further goal in mind, we are not paying enough attention to the present time. However, if we realize that moment-by-moment obedience is the goal, then each moment as it comes is precious.

Vaccination the key to reining in virus variants S

everal strains or variants of coronavirus have been reported since the onset of Covid-19. These variants have been given different names and they have been changing over time. Initially, on account of its genetic similarity with the earlier coronavirus that caused severe acute respiratory syndrome (SARS) in 2003, it was given the name 2019 novel coronavirus (n-CoV-2019). Later, it was named as SARS coronavirus 2 or SARSCoV-2 by the International Committee on Taxonomy of Viruses. Another coronavirus nomenclature having a mix of letters and numbers, e.g., B.1.1.7 or B.1.617, depicts the virus lineages, based upon their phylogeny. They are based on the scientific nomenclature system of lineage developed by the open-source international agency, Pango. The global initiative on sharing avian influenza data (GISAID) and Nextstrain use the clad system for naming and tracking the variants. The virologists use these names in their research. The variants were also named by the media and public after the countries where they originated, like the UK variant, Brazilian variant and African variant. These names sounded like stigmatising

the respective countries. The variant B.1.617.2, first reported from India in October 2020, was labelled the ‘Indian variant’. The World Health Organisation (WHO) has suggested a nomenclature that should be easy to pronounce and was ‘nonstigmatising’. On May 31, it recommended that letters of the Greek alphabet such as Alpha, Beta, Gamma and Delta be used to name the coronavirus variants. Fur ther, based on the transmission rate and clinical severity of the variants, the WHO has also classified them as VOIs — variants of interest (low transmissibility and disease severity); VOCs — variants of concern (increased transmissibility and high disease severity); variants of high consequence (not easily diagnosable, ineffective vaccines and breakthrough cases, very high number of severe cases and hospitalisation). The Alpha variant is the B.1.1.7 lineage virus that originated in the UK, Beta is the B.1.351 lineage virus that originated in South Africa, Gamma is the P.1 lineage virus that originated in Brazil and the Delta variant belongs to the B.1.617 lineage, first reported from India. As per the WHO, these variants are classified as VOCs as they

he word ‘facilitation’ (noun) means to make easy or easier or more convenient or to help bring about according to Dictionary. These English vocabularies as Sovereignty, Independence, Integration and Facilitation are familiar to the Nagas in particular including the illiterate because these are our chorus words without which we do not eat or drink. Of late, the word ‘facilitation’ has superimposed the other three vocabularies under the weight of extraordinarily passionate facilitation initiated by the 59 elected Members of Nagaland Legislative Assembly (NLA) under the aegis of Parliamentary Core Committee on Naga Political Issue (PCCNPI). The facilitation role to be played by any individual or any community is purely voluntary and by choice and not otherwise. Neither the facilitators are the political negotiators nor the facilitators can become negotiators at any stage of such negotiation. The only role a facilitator plays is to extend his/ her support to the negotiator with the best of intention. Merely by the mercies of the Living God, the processes of the political negotiations between the GoI and the Naga political negotiating parties, namely, NSCN (IM) and Working Committee of 7 NNPGs had been completed by 31st October, 2019. In other words, in my belief, all the contentious issues so far tabled by the negotiators were sorted out at least by that given dateline. Practically the ground for finalizing the negotiations has been kept ready. What remains to be done is the signing of the agreement. As and when the GoI decides to ink the agreement, as I believe, the two Naga negotiating parties will be invited to sign the agreement for a single solution. People tend to have apprehension as to how the parallel political negotiations with NSCN (IM) and WC, 7-NNPGs are converged into a single solution. Yet, personally I have confidence that the GoI has the readymade mechanism to tactfully translate the dual negotiations into a solution. Meanwhile, we are witnessing a flurry of felicitationcum-political gaming activities of the MLAs at present in Nagaland. Firstly, the PDA and NPF formed the PCCNPI on 16.6.2021, and in one of its

Based upon its very high infectivity, it is anticipated to grow into a dominant global variant soon. A few other variants have been kept in the cat-

egory of VOIs. For example, Eta is a variant of the B.1.525 lineage that has been reported in many countries since December 2020. Iota, that originated in the US in November 2020, is a variant that belongs to the B.1.526 lineage. The Kappa variant was reported from India in October 2020 and belongs to the B.1.617.1 lineage. Another VOI reported from Peru in December 2020 belongs to the C.37 lineage. These variants have undergone genetic changes that may cause increased transmissibility, disease severity, immune or therapeutic escape. They are considered an emerging risk due to the significant community spread or may lead to increased relative prevalence with time. Another g roup of variants is ‘Alerts for further monitoring’. They have an unclear impact in terms of epidemiology, but may pose a future risk. They require monitoring and frequent assessment. No names are given to such variants until they become VOIs or VOCs, based on epidemiological evidences. Some former VOIs, such as Epsilon (lineage B.1.427/B.1.429), Zeta (lineage P.2) and Theta (lineage P.3), are now kept in this group as they no longer pose a major risk to humanity.

Genetic sequencing studies of the virus from the field in real time are important to understand how the virus is mutating and evolving into a new variant and whether it could become a VOI or a VOC in future. We know now that the new variants — VOCs — were associated with the pandemic waves. India faced a deadly second wave this year due to the Delta variant. Experts have pointed out the possibility of a third wave later this year. On an average, in many countries, the gap between the two waves has been nearly six months, owing to increased transmissibility and immune avoidance capacity of the newly emerged variants. It is also attributed to a decreased antibody response gained from a previous infection over time, which seems to last up to an average five-six months. The waning immunity in population and laxity of adherence to preventive measures coincide with the emergence of a new infectious variant that results in the next wave. Regardless of when and if the next wave will come in India, vaccinating the maximum population as soon as possible is the best approach. Vaccination would prevent the severity of the disease or

subsequent meetings a 5 Points resolution was adopted which was published in local papers dated 10.7.2021. Vide Resolution No.1 “The Core Committee appeals to the negotiating Parties of the Indo-Naga political dialogue to resume the Peace Talks……” This opening sentence implies as though the W.C. of 7 NNPGs has too stalled the process of negotiation, whereas no such hiccup is reportedly known so far. The Core Committee should have been bold and frank enough to make that appeal to NSCN (IM) to resume the negotiation with the official representative of the GoI rather than confusing the public. What makes PCCNPI shudder even to urge the NSCN (IM) to resume talk? I appreciate the Resolution No.4. that “All Members of the Core Committee and the PCCNPI including the two MPs …..“ have resolved to pave the way (to resign from the membership) ‘as and when an acceptable solution is arrived at’ in honor of the declarations made in respective party manifestos. Whereas, the resolution No.5 remains ambiguous as the Core Committee appeals to the Naga negotiating parties “to come together in order to hammer out their differences and create a common approach for One Solution and One Agreement.” The NSCN (IM) was determined to have the exclusive political negotiation with the GoI, and accordingly it had completed the very process of negotiation within the time frame of 31.10.2019 set by GoI in its 22nd year of negotiation. The other 7 NNPGs had agreed to have a common platform under the aegis of Working Committee and then entered into negotiation with the GoI in 2017, and it too had completed the process of negotiation within the same given dateline in just 2 years of dialogue. What the Core Committee implores upon the Naga negotiating parties to sort out their ‘differences’ after one year and nine months of completing the processes of negotiations by the parties with the GoI simply sounds un-facilitating. The very language implies as though such ‘differences’ have been hampering the processes of negotiations. Whatever may be the purported differences according to the Core Committee were never considered by the GoI to be the impediment to

dual negotiations and that was how the processes could be successfully completed within the given dateline. Therefore, when the status of the political negotiations with the GoI has reached the final stage of signing the agreement, the Core Committee’s resolution No.5 is found to be a pre-condition being imposed on the Naga negotiating parties. This resolution No.5 is therefore dubious in character for the reason that while the Core Committee has impressed upon the negotiators not to have precondition, the Committee is not supposed to impose the same on anybody. Consequently, after the formation of PCCNPI and after adopting the very 5 Points resolution, the dramatic political maneuver of NPF to join PDA to have opposition-less gover nment took place using the facilitation of Naga political solution as its major plank. As aforementioned, the spadework of negotiations has been completed except the inking of the agreement. The fact is that neither the GoI nor the Naga negotiating parties ever demanded the facilitation through the opposition-less govt. In other words, the PDA in ruling with NPF in opposition was never considered to be a road block to the processes of negotiations, and the situation remains the same. An elected member or a political party has the liberty to opt for greener pastures, and yet it should neither be at the cost of political solution nor at the cost of the accountability of the elected members to the voters. The agenda of NDPP-NPF to have opposition-less Govt. under public pressure as claimed for the sake of facilitating the political negotiations and its solution is casuistic and indeed it is a political gimmickry. Discarding the political morality in the guise of political exigency exposes the greed of the present day leaders, and the practical transition facing unwelcoming wave from within the PDA is the bouquet given to NPF at the PDA’s gate. No doubt the negotiation processes, the logical conclusion and the arrival of the solution do require the cooperation of everyone. Nevertheless, any political party taking undue advantage of the prevailing situation to further the political agenda of one’s political party undermines the

Naga political issue. Indeed, Nagaland needs a vibrant and stable Opposition without which good and transparent governance cannot be expected. No matter how corrupt a ministry may be, when some genuine political leaders are there in the Opposition and playing their role positively, the rule of law and check and balance can sustain a system of deliverance to the public. The Opposition has miserably failed and thus the governance has become opaque, and the ultimate victim of the failure is the general public. The NPF’s abdication of the Opposition bench may now promote broad day pillage of the public exchequer; when so, such unholy marriage becomes detrimental to the welfare of the public. The facilitators, as we all know, are not the negotiators, and the roles of the former and also of the latter are distinctly different. The facilitators therefore cannot become negotiators be it elected members of NLA or Civil organizations. The facilitators are supposed to extend overwhelming support and goodwill to the negotiators but not to overwhelmingly overshadow or to intimidate or to marginalize the negotiators through overindulgence. A minister in PDA recently disclosed in local media on 21.7.2021 that ‘the Centre tells us to go back, unite the Naga political groups and bring them together.’ If truly so, the message would have been officially conveyed to the Naga negotiators through the official representative of the

loss of life during the next wave, if not the infection itself. This has been observed in the UK where more than 80 per cent adult population has been vaccinated with at least one dose and 60 per cent has been given both doses. As the cases surge there due to the Delta variant, the severity and hospitalisation is not as much as it was in the previous waves. As per the latest data from the UK, out of the 3,692 hospitalisations with the Delta variant, 58.3 per cent (2152) were unvaccinated while the fully vaccinated were only 22.8 per cent (843) and the severity of the illness was less in the vaccinated group. N e w c o r o n av i r u s variants emerge only when the virus spends more time and replicates in the body of its host. To prevent such a possibility, the most effective measures are to vaccinate the maximum population quickly and observe strict adherence to the preventive measures in the unlocking period. Our laxity will give leverage to the virus to produce more variants using our own bodies and we cannot afford to lower our guard and invite another wave. GoI, the Interlocutor. The processes of negotiations cannot be driven by private influences. As the negotiations have attained the signing status, the negotiating parties as well as the facilitators are required to focus our attention to the expeditious signing of the agreement. Be it the 59 MLAs and their Core Committee or their cohorts or any facilitator trying to digress the very focus will tantamount to sabotage of solution. While the facilitators are found urging the negotiating parties to bring the business to its logical conclusion without much ado, the facilitation has to be genuine in letter and spirit. The inconsistencies in the facilitation from unconditional support to conditional support by propping up local conditions that are impediment to early solution which may even lead it to no solution. We cannot afford to entertain any proposal that can upset the process for solution with delaying tactics in the guise of calling for Naga unity or common interest by which the progress can be punctuated at this crucial juncture. I am sure every sensible Naga is aware of what are going to be the consequences of the political zero. The ultimate result of inconclusiveness of the negotiations will be the Damocles’ sword of uncertainties hanging above everybody’s head. The Nagas cannot opt for disaster. Tinted glasses in cars are back!

It’s been almost ten years since the Supreme Court prohibited the use of tinted glass or sun films on windshields and windows of vehicles. However, lately it has been observed some vehicles have started applying dark sun films that are beyond the permissible limits. As per the Supreme Court’s order, car manufacturers are allowed to produce vehicles with tinted glasses where visual light transmission is 70% for windscreens and 40% for side glasses (windowpane), yet we see a lot of vehicles defying the order. If I remember correctly, the state also launched a drive against use of tinted glass/black films on vehicles but it seems the drive was short-lived. The concerned authority should step in and take necessary action because the law of the land should be followed in letter and spirit. Orenthung, Dimapur

NEW DELHI, JUL 28 (PTI): Terrorism is the most serious threat to international peace and security and support to any acts of terror is a crime against humanity, Defence Minister Rajnath Singh said on Wednesday at a conclave of the Shanghai Cooperation Organisation (SCO) in Dushanbe. He reaffirmed India’s resolve to fight terrorism in all its forms and manifestations and said peace and prosperity cannot coexist with terrorism, in remarks seen as directed at Pakistan. “Peace and prosperity cannot coexist with terrorism. Terrorism is the most serious threat to international peace and security,” Singh said in presence of defence ministers of China, Russia and other member countries of the SCO. “Any act of terror and support to such acts, including cross border terrorism, committed by whomsoever, wherever and for whatever motives, is a crime against humanity. India reaffirms its resolve to fight terrorism in all its forms and manifestations,” he said.

West Bengal Chief Minister Mamata Banerjee on Wednesday remained ambivalent on being the face of the Opposition to take on the BJP, saying it will depend on the situation. “I want to help all the opposition parties to bell the cat. I don’t want to be a leader, but a simple cadre,” she said on the leadership issue. “I am not a political astrologer. It depends on the situation, structure. I have no problem if someone else leads. The Karnataka BJP legislature party on Tuesday evening elected him as its new leader to succeed B S Yediyurappa. Bommai, a Lingayat leader from North Karnataka, is a close confidant of Yediyurappa and, according

to party sources, there is an imprint of the veteran BJP leader in this succession plan. Son of former Chief Minister, late S R Bommai, he was Minister for Home Affairs, Law, Parliamentary Affairs and Legislature in Yediyurappa’s council of ministers which was dissolved on Monday. It’s the second instance of a father-son duo becoming Chief Minister of Karnataka, after H D Deve Gowda and H D Kumaraswamy. Bommai is a three-time MLA from Shiggaon constituency in Haveri district and has been MLC twice.

Pornography case: Court refuses bail to Raj Kundra

MUMBAI, JUL 28 (PTI): A Mumbai court on Wednesday rejected the bail plea of businessman Raj Kundra in a case related to alleged creation of pornographic films and publishing them through some apps. Kundra, husband of Bollywood actor Shilpa Shetty, was arrested July 19 by the city police’s crime branch after being booked under relevant sections of the Indian Penal Code and the Information Technology Act. On Tuesday, a magistrate’s court here remanded him in judicial custody for 14 days. Kundra had filed a bail

plea, but the court rejected it on Wednesday. On Tuesday, the Bombay High Court had also refused to give him any urgent temporary relief. The police claimed that during the probe into the case, it was found Kundra set up Armsprime Media Pvt Ltd, which, through London-based Kenrin Pvt Ltd, bought Hotshots app to upload objectional videos on social media. They had also alleged that Kundra earned over Rs 1.17 crore between August and December last year by uploading pronographic content online, through Hotshots.

MUMBAI, JUL 28 (PTI): The rupee recovered by 9 paise to close at 74.38 against the US currency on Wednesday, snapping its two-day losing run ahead of the US Fed policy decision. Forex traders said the rupee is trading in a narrow range this week ahead of the monthly expiry and the US Fed’s policy decision. At the interbank foreign exchange market, the local unit opened at 74.44 against the dollar and witnessed an intra-day high of 74.31 and a low of 74.49 during the session. The local unit finally ended at 74.38, higher by 9 paise over its last close. On Tuesday, the rupee had settled at 74.47 against the US dollar. The rupee dropped by 7 paise in the two straight sessions to Tuesday. “Indian rupee appreciated after two days of mi-

Sinusitis related to Covid may lead to facial infection A

28-year-old Covid positive man who developed orbital cellulitis -- a severe skin infection in the orbital area (around the eye) -may represent an unusual complication of the infectious disease. Sinusitis related to Covid-19 may be a source of facial infection, suggested Vinicius Almeida Carvalho and his team at the State University of Londrina, Parana, Brazil. A few weeks before being presented to the craniofacial surger y department, the patient had developed mild illness with fatigue and loss of smell and taste, the team reported in The Journal of Craniofacial Surgery. He didn’t seek medical care until he developed a headache and swelling a r o u n d t h e e ye, a n d loss of smell, which got

progressively worse. At his local emergency de par tment, he was diagnosed with Covid-19, as well as sinusitis. However, despite antibiotics and other treatments for sinusitis, the facial pain and swelling worsened -- even as the patient’s Covid-19 symptoms improved. By the time Carvalho’s d e p a r t m e n t s aw h i m , the patient’s eye was swollen and tightly shut. A computed tomography ( C T) s c a n r eve a l e d a fluid collection that was putting pressure on the globe (eyeball), which was fortunately not yet damaged. The CT scan found no evidence of pneumonia or other respiratory involvement from Covid-19. The patient was diagnosed with cellulitis -- severe infection under

R the skin -- which was thought to have spread from the sinuses to the orbital area. Because of the danger to the eye, Carvalho and colleagues performed urgent surgery, using a small incision to drain the collection of fluid and pus. The swelling around the eye decreased immediately after the procedure. The patient remained in the hospital for several days, including treatment with intravenous antibiotics. A few weeks later, his pain and swelling had resolved and the eye was functioning normally. A previous US paper reported sinus infection and orbital cellulitis as “atypical conditions” associated with Covid-19.

Sinusitis is known to be an important cause of infections spreading to the orbital area. “It is not clear whether SARS-CoV-2 itself is a contributing factor to the pathogenesis [development] in these cases,” Carvalho said. Their case findings suggest that Covid-19 may contribute to sinus infection with the potential to spread to the area around the eye - even in an otherwise-healthy young patient with mild Covid-19 symptoms. Whatever the course of the infection, the researchers emphasise the need for early surgery in patients with severe, vision-threatening orbital cellulitis. (IANS)

Our long-term investments in AI and Google Cloud are helping us drive significant improvements in everyone’s digital experience,” said Sundar Pichai, CEO of Google and Alphabet. Google Cloud revenue was $4.63 billion, up from $3.01 billion a year ago. The Google Cloud business witnessed operating losses of $591 million, a solid improvement from $1.43 billion loss last year. ormer Slipknot drummer Joey Jordison has died in his sleep aged 46. The ‘Psychosocial’ hitmaker – who was one of the founding members of the heavy metal band – passed away on Monday (26.07.21) at the age of 46, and although a cause of death has not yet been announced, it has been confirmed he died in his sleep. In a statement, Joey’s family said: “Joey’s death has left us with empty hearts and feelings of indescribable sorrow. “To those that knew Joey, understood his quick wit, his gentle personality, giant heart, and his love for all things family and music. “The family of Joey have asked that friends, fans, and media understandably respect our need for privacy and peace at this incredibly difficult time.” Family members also stated they will hold a private funeral service for him, but according to TMZ, a date has not yet been set.

esearchers have found that strokes were a common complication experienced by hospitalised adults with severe Covid-19, with higher rates than #Respect #JaiHind,” a tweet from the official expected amongst younger people. Of the 267 cases, strokes were the most frequently reported conditions, affecting nearly half of the patients. Over a quarter of strokes occurred in patients under 60

years old, many of whom had modifiable risk factors that meant they were already at risk of stroke. Other common conditions included delirium, psychiatric events and other evidence of damage to the brain (encephalopathy). More than 10 per cent of patients experienced more than one neurological condition, and these patients were more likely to require intensive care and ventilation. “It was striking not only how many different neurological and psychiatric events we observed in this study, but also that some of these conditions occurred together within the same patients. This suggests Covid can affect multiple parts of the nervous system in the same patient,” said Dr Amy RossRussell. (IANS)

TOKYO, JUL 28 (PTI): Two-time Asian champion Indian boxer Pooja Rani (75kg) out-punched Algeria’s Ichrak Chaib in her opening bout to enter the quarterfinals of her maiden Olympic Games here on Wednesday. The 30-year-old Indian clinched it 5-0, thoroughly dominating a rival 10 years her junior. The Haryana-boxer was in command with her right straights and also benefitted immensely from

Chaib’s lack of balance in the ring. All three rounds were a story of Rani’s domination as Chaib, also appearing in her maiden Olympics, just could not figure a way to connect cleanly. All Rani had to do throughout the bout was counter-attack as Chaib failed spectacularly in trying to hit powerfully, her wild swings mostly missing the target area. Next up for Rani is Olympic bronze-medallist,

two-time Asian champion, and former world goldmedallist Li Qian of China. The two will square off on July 31. TOKYO, JUL 28 (IANS): Indian archer Deepika Kumari registered a close win to move into the Round of 16 in the women’s individual archery competition at the Tokyo Olympics. The World No. 1 beat Jennifer Mucino-Fernandez of the USA 6-4 in a windy Round-of-32 match at the Yumenoshima Park Archery Field on Wednesday. Deepika lost the first set as she registered a score of 25 (7 and two 9s), while Jennifer scored 26 (9, 10 and 7) to take a 2-0 lead.

In the second set, Deepika was able to make a comeback with 8 and two 10s against Jennifer’s two 9s and 7, bringing the scores level at 2-2. Deepika took the third set with 10, 9 and 8, compared to Jennifer’s 8, 10 and 7. With a 4-2 lead in the match, one expected Deepika to wrap the match easily. TOKYO, JUL 28 (AGENCIES): Defending champions Brazil eased through to the quarter-finals of the men’s Olympic football, but 2016 silver medallists Germany are eliminated. Everton striker Richarlison scored two late

goals as Brazil beat Saudi Arabia 3-1 to finish top of Group D, with Ivory Coast second after holding Germany to a 1-1 draw. In Group B, South Korea beat Honduras 6-0 to qualify as group winners. New Zealand drew

0-0 with Romania to finish second on goal difference. Brazil looked set to be held to a frustrating draw when a header from Saudi Arabia defender Abdulelah Al-Amri cancelled out Matheus Cunha’s early opener at the Saitama Sta-

dium. However Richarlison, who hit a hat-trick in Brazil’s opening group game against Germany, edged them ahead again with 14 minutes remaining before sealing the win in stoppagetime. Germany needed to beat Ivory Coast to make it through, but fell behind midway through the second half when Benjamin Henrichs put the ball into his own net while attempting a tackle in the six-yard box. Eduard Loewen levelled with a free-kick six minutes later to set up a frantic finish, but despite piling on the pressure Germany could not find a winner. All four teams in Group B went into the final round of games level on three points each, but it was South Korea who progressed as group winners as a hat-trick from Hwang Ui-jo helped secure a 6-0 win over Honduras, with New Zealand joining them in the quarter-finals.

COLOMBO, JUL 28 (PTI): A depleted Indian team, playing with only five batsmen, could not defend a modest target of 133 despite a valiant effort from its players as Sri Lanka kept the threematch series alive with a four-wicket victory in the second T20 International here on Wednesday. With nine players unavailable after Krunal Pandya tested positive, India had no option but to play with six specialist bowlers, including one pacer Navdeep Saini, who wasn’t even given a single over. Dhananjaya de Silva (40 not out) anchored a tricky Lankan chase after India scored 132 for five. The hosts won with two balls to spare. Earlier, India struggled for momentum against the Sri Lankan spinners on a sluggish track, managing 132 for five.
