Centre unveils new Covid recovery package

NEW DELHI, JUN 28 (PTI): Union Finance Minister Nirmala Sitharaman on Monday announced Rs 1.5 lakh crore of additional credit for small and medium businesses, more funds for the healthcare sector, loans to tourism agencies and guides, and waiver of visa fee for foreign tourists as part of a package to support the pandemic-hit economy. Together with previously announced Rs 93,869 crore spending on providing free foodgrains to the poor till November and additional Rs 14,775 crore fertiliser subsidy, the stimulus package - mostly made up of government guarantee to banks and microfinance institutions for loans they extend to Covidhit sectors - totalled up to Rs 6.29 lakh crore. Addressing a press conference, Sitharaman said, “Economic relief measures are being announced today.” She provided Rs.23,220 crore of additional funding for setting up children and paediatric care/paediatric beds at hospitals to prepare healthcare infrastructure to deal with any emergency arising for Covid wave hit-

June 20 case: NMA places 5-point demand DIMAPUR, JUN 28 (NPN): Naga Mothers’ Association (NMA) has demanded justice for the 15-year-old girl, who was allegedly gangraped by a group of six youngsters at Aboi, Mon district on June 20, 2021. In a representation addressed to the deputy chief minister, the NMA president Abei-ü Meru lauded the prompt action of the law enforcing agency in arresting the accused. The Naga Mothers’ Association has, however, expressed deep pain over the “upsurge in vicious violence” against girls and women when the State was fighting the Covid pandemic. NMA has, therefore, urged the state government to take serious cognizance and ensure justice was ensured without delay.

support the farmers of the North Eastern region to get remunerative prices of agrihorticultural produces. It aimed to enhance agricultural, procurement, processing and marketing infrastructure in the North East. Under this revival plan, the Centre also proposed to set up a North Eastern Centre for Organic Cultivation, facilitating equity finance to entrepreneurs. To incentivize job creation, the government committed to paying the employer and employee’s share to provident fund (PF) for all new recruitments done till March 2022. With the tourism sector being hit hard by the pandemic, she announced up to Rs 10 lakh loan to tourist agencies and Rs 1 lakh loan to tourist guides while waiver of visa fee for the first five lakh foreign tourists visiting India after travel restrictions ease. Other announcements included an additional Rs 19,041 crore for providing broadband internet cover to all village panchayats, an extension of tenure of production linked incentive (PLI) scheme for large scale electronics manufacturing

by a year and Rs 88,000 crore of insurance cover for goods exporters. Sitharaman said the Emergency Credit Line Guarantee Scheme is being expanded to Rs 4.5 lakh crore from Rs 3 lakh crore. Under the scheme, a collateral-free loan is provided by banks to small businesses and the government stands guarantee for any default. As much as Rs 2.73 lakh crore has been sanctioned under the three previous ECLGS programmes, of which Rs 2.10 lakh crore has already been disbursed. Another Rs 1.1 lakh crore loan guarantee scheme for Covid-affected sectors was announced. This included Rs 50,000 crore for the health sector, with a three-year single loan of Rs 100 crore carrying an interest of 7.95%. Loans to other sectors such as tourism and hospitality would come at 8.25% per annum interest rate. Also, micro-finance institutions will extend 25 lakh small borrowers loans of up to Rs 1.25 lakh at an interest rate that is 2% lower than the benchmark lending rate, she said.

Family of bereaved suspect foul play; demand justice from Gurugram Police Staff Reporter

DIMAPUR, JUN 28 (NPN): Family of late 23year-old Samuel Sangma, found dead inside his rented room in Gurugram, has alleged foul play and demanded justice from the authorities. The family settled in Dimapur, recently suffered double-tragedy when two members died within a few days from each other in Haryana. It all began when Samuel’s aunty- Rosy Sangma, who had been admitted to the ICU of a hospital in Gurugram, died after some staff allegedly fed her with “ice cream”. A video on social media alleged that Samuel was

assaulted when he filmed the video while questioning the hospital authorities. The next day Samuel was found dead in his room. The body of Samuel, which arrived Dimapur Sunday, was laid to rest at Tinglijan, Garo village. Taking to Nagaland Post, the father of Samuel Sangma urged upon the investigating officer of Delhi police and O.C. in-charge to investigate the matter and deliver justice. He also appealed to all not to spread rumours, but extend support and cooperation to the family in their quest for justice. FA reaffirms Naga pol stand: NSCN (I-M) DIMAPUR, JUN 28 (NPN): Putting on record the period of the Naga political movement, NSCN(I-M), through its MIP said the Naga resistance movement “began with the British in 1832” when Captain Jenkins and Captain Pemberton were dispatched by the British emperor to take control of the Naga territory. It also said the “political conflict with India began only in 1947” when prime minister Jawaharlal Nehru “refused to honour the Nagas’ declaration of Independence on 14th August 1947, just a day ahead of India’s declaration of Independence from the British.” Further, it said a few years later on October 18,1952, the government of India “showed its true colour when the Indian security forces martyred the first Naga, Mr. Zasibituo Nagi on the streets of Kohima.” Thereupon, in the subsequent years, Nehru “unleashed bloody bullets as he sent thousands of Indian troops to invade Nagaland, killing countless Nagas and destruction of properties”, said NSCN (I-M). It said for more than six decades, Nagas were compelled to

“resist Indian suppressions through military means” and for which it stood up “robustly” to defend the political rights of the Naga people against all odds. After “Indian military generals acknowledged that military solution was not possible” as it was a political one requiring political solution; NSCN (I-M) said this prompted then prime minister P.V. Narasimha Rao to approach its collective leadership abroad in 1995 for peace talks. NSCN (I-M) said when it prodded Rao to include other Naga groups, he purportedly said that “people are not with them and they are in my hands”. Again during talks, after the Framework Agreement was signed, NSCN(I-M) said its team raised the issue of NNPGs. It said the Interlocutor R.N. Ravi “blurted out in the negotiating table, that he would kick them out if they would not agree with the Framework Agreement.” It said things changed, when it accused Ravi of deceit by hijacking “a few important points of the IndoNaga political negotiations and framed it into the so-

called Agreed Position." NSCN (I-M) said this act was the “beginning of the downfall of Ravi’s credibility in the eyes of NSCN talk team”. Further, NSCN (I-M) accused Ravi of being a crafty schemer out to destroy the Naga political issue by promoting “his blue-eyed boys (NNPGs) to counterweigh the NSCN and settle the Naga political issue under the Indian constitution.” It cautioned what it described as “ those who have succumbed to the crafty designs of the GoI to bring Naga solution under the constitution of India, should not harp on the past historical milestones like the Naga Plebiscite” which it said, represented that passion of Nagas to be free people with their own political identity as symbolized by the Naga flag and Yehzabo (constitution) and “ not to remain as suppressed people under the Indian constitution.” Further, NSCN (I-M) said it will never accept economic package as part of Naga solution and will not be gullible enough to take the bait, adding that “GoI could hoodwink others but not NSCN.” (Full text on p-4)

Govt announces ‘Unlock 1’ from July 1 Correspondent

KOHIMA, JUN 28 (NPN): After assessing the situation in the State, the High Powered Committee (HPC) on Monday decided to roll out Unlock 1 from July 1 to 10. Announcing this at a press briefing after a meeting at civil secretariat conference hall here on Monday, HPC spokesperson and planning & coordination, land revenue and parliamentary affairs minister Neiba Kronu said the committee decided to go for ‘Unlock 1’ as the way forward. As Nagaland Post reported on Monday that the state government was likely to ease lockdown curbs in a phased manner, a senior official of the Health department had also pointed out that, considering the decline of active and severe cases including deaths in the State, lockdown could be gradually lifted partially or further tightened. The official said the final decision will be taken only after assessing the ground situation even though the positivity rate was still above 5% threshold

DIMAPUR, JUN 28 (NPN): With the decline in Covid positivity rate across the State, including Dimapur, all private hospitals here have been relieved from admitting and treating Covid patients. A decision in this regard was taken at a joint meeting of Private Doctors’ Association Dimapur with agriculture production commissioner and Dimapur’s nodal officer for Covid-19, Y Kikheto Sema and Team Dimapur comprising deputy commissioner (DC) Dimapur R. Soundararajan, commissioner of police (CP) Dimapur Rothihu Tetseo, chief medical officer (CMO) I Moatemjen and DPRO here on Monday. Announcing the decision at a press conference later, Kikheto said only District Hospital Dimapur (DHD) and Christian Institute for Health Sciences & Research (CIHSR) would continue to treat Covid patients.

He explained that other private hospitals have been exempted from taking in new Covid patients for the time being in order to allow them to sustain themselves, besides looking after non-Covid patients. He clarified that other private hospitals would continue to look after Covid patients admitted till Sunday, but would not take in any fresh Covid patients. Kikheto also appreciated all private hospitals of Dimapur for coming forward in assisting the State government in handling Covid-19 cases. The APC informed the media that altogether 1,736 Covid patients were admitted to different hospitals in Dimapur. He said of the 1,736 total admitted, 26 were still hospitalised, while 286 died as per records available. Pandemic no excuse for non-performance: Metsubo

DIMAPUR: Minister for rural development, Metsubo Jamir maintained that the ongoing pandemic was no excuse for non-performance and called upon all officers of the department to virtually give directions to the VDBs and ensure total implementation of programmes and schemes following all SOPs. “The world has changed and unless we change and upgrade ourselves with the world, I think we have to be removed from our responsibilities,” he stated. Interacting with project directors and block development officers through a virtual conference on June 28, Jamir said that the department had registered into National Electronic Financial Monitoring System (NEFMS) where job cards were now verified by the ministry through their portal. In this regard, he directed all BDOs to immediately stop using

unverified job cards, if any, while managing man-days generation. The minister also requested all the officers to submit their reports and returns on time and any query or reports that are required must be provided immediately and all MIS system to be up to date. Informing that the ministry was asking for actual resident data from every village, he urged all officers to maintain accurate census in order to achieve 60% vaccination of every village which was based on the census. “We have to have actual census and this will reflect on actual resident data of every village”, he said. Delivering the introductory speech, commissioner & secretary, RD, Neposo Theluo said that the department would be compelled to conduct such virtual meetings and conferences often and urged

all officers to be aware and stay updated on such meetings. He also raised and discussed issues relating to GIS based mapping, geo-tagging, functional household tap connection funds and spring shed development project. Joint director K. Neibou Sekhose also reminded all districts to submit 15 success stories by July 20 and further asked the BDOs to ensure that all villages prepare citizens charter as per the direction of MoPR. He also touched on 15th finance commission and RGSA. An overview of NSRLM activities in the state was presented by MD, NSRLM, Imtimenla, MGNREGA by joint director, Neizovonuo Neikha and PMAY-G by RDO, Hamdok Konyak. Health deptt to organise population fortnight in Mkg DIMAPUR: Department of health and family welfare has informed that it would be organising population fortnight from June 27 to July 24 in commemoration of “World Population Day 2021” on the theme “provisions of family planning services even in crisis, for a self-reliant nation and family” in Mokokchung. In a press release, district programme management unit NRHM, Mokokchung informed that during this fortnight, services such as tubectomy, IUCD inser-

tions would be provided free of cost. Tubectomy would be carried out at district hospital Mokokchung and IUCD insertions would be done at PHCs and CHCs. DIMAPUR: District tuberculosis forum Longleng meeting was held at DC’s conference hall on June 28. In a press release, district media officer Roseline informed that while delivering the keynote address, district tuberculosis officer (NTEP) Longleng, Dr Temsusashi gave a brief introduction on how TB was manifested and treated. He spoke on the government’s policy in implementing a national strategic plan to end tuberculosis by 2025, which was launched by prime minister Narendra Modi in March 2018. Citing the target set by the government, Dr Temsusashi gave a detailed presentation on the objectives of district TB forum, notification performance, signs and symptoms of TB in adults and children, specific district plans to eliminate TB from the district. other. Police resorted to mild baton-charge and fired five teargas shells to disperse the mob,” he said. The clash left at least 12 persons, including MLA Sudhan Das and a Tripura State Rifles personnel, injured, the officer said. Das and a few party workers were admitted to the Agartala Government Medical College (AGMC) for treatment, the CPI(M) said in a statement. BJP spokesperson Nabendu Bhattacharya said that some of its workers, including BJP mandal president Ranjit Sarkar, were injured in the incident. The police officer said that no party had obtained permission for organising any meeting or rally, but an adequate number of police personnel was deployed, sensing tension in the area.

Forest staff suspended Assam: Over 34,000 children tested for shooting tiger positive during second Covid wave

Guwahati, Jun 28 (PTI): A Forest department employee has been suspended for ‘unwarranted firing’ that had led to the death of a Royal Bengal tiger in Kaziranga National Park and Tiger Reserve in Assam a few days back, an official release said. Post-mortem conducted on the carcass revealed a bullet injury through the lungs and the heart, causing death. “An inquiry conducted by the Assistance Conservator of Forests into the incident revealed that the firing was unwarranted based on which the staff concerned was suspended,” the release issued by the Kaziranga National Park authorities said on Sunday. The carcass of the male tiger was found near Japoripothar, under Kohora range of the National Park, on June 18 by staff of the Bheroni camp. The tiger had died of a gunshot injury during a conflict event the previous day, fired by a staff of Bheroni camp, who has been now suspended. The tiger had killed a cow in the area on June 17 and the staff from Bheroni camp, called in by the villagers, had fired to scare it away. The inquiry further revealed that the tiger was an old one, with three worn out canines and one missing, because of which probably it had killed the bovine.

G U WA H AT I , J U N 2 8 (AGENCIES): As many as 34,606 children below the age of 18 have tested positive for Covid-19 during the second wave of the pandemic in Assam, authorities have said. This accounts for 12 per cent of the total cases reported since April 1 this year, The Indian Express report stated. A release from the National Health Mission, Assam on Monday said that out of the 2.8 lakh Covid-positive cases between April 1 and June 26 this year, 34,606 fell in the under-18 age group. While 5,755 children under five years of age tested positive, 28,851 infections were recorded in the six to 18 age group. “Among the children affected, most of them are in the 10 to 18 age group,” Health Minister Keshab Mahanta told the media on Monday, adding that the government has taken note of the development. “We

are taking a number of steps including activating paediatric ICUs in all medical colleges in the state, as well as district hospitals,” he said. On Monday, 11 children in a special children’s home at Tezpur in Sonitpur district tested positive for the virus, following which the Assam State Commission for Protection of Child Rights (ASCPCR) officials went to monitor the situation. “Since several children across the state have tested positive, we have sent letters to all district deputy commissioners and joint directors of health, asking them to take up the matter,” said ASCPCR member Rupa Hazarika. “We have made a set of recommendations. They include paediatric ICUs, child-friendly wards for Covid-positive kids, along with arrangements for mothers and caretakers as well separate delivery rooms,” she said.

Lakshmanan S, Assam’s Mission Director of the National Health Mission, said that children accounted for eight per cent of the total cases in the first wave. “This figure has gone up to 12 per cent this year. Earlier, a major portion of those in the below10 age group was exempted from testing. This time, however, if an adult has tested positive and is under home isolation, we have tested the children as well. Therefore, there has been an increase in the number of children testing positive,” he said. He added that out of the 34,606 positive cases, 34 have succumbed to the infection-0.1 per cent of the total cases. “It is mostly because of comorbidities such as congenital diseases affecting the heart, kidney, etc,” he said. Assam currently has 25,790 active cases, with a positivity rate of 2.01 per cent.

While the dinner was there, we sat almost three hours together and many such topics came out

under the FNP scheme from a private go-down in Boko recently, in the wake of which the opposition Congress and also the BJP, which is part of the ruling Meghalaya Democratic Alliance have demanded an inquiry into the alleged food-grain scam, involving diversion of one lakh bags of PDS rice meant for Meghalaya. Assam police revealed that one lakh sacks of rice belonging to Meghalaya under the Fortified Nutrition Programme were found stocked in a godown in the premises of Maruti Quality Products Pvt Ltd, located in the Chhaygoan Industrial Development Centre, Chhatabari under the Boko Police Station, which is actually to the west of Guwahati.

Founding member of the group Nuthipru Nienu, during an interaction informed that the purpose of the competition was to provide a platform, discover young talents and build confidence in them to pursue their passion. The organisers informed that they received an 70 entries for the competition out of which 60 submitted their video. Out of the entries a

total of ten contestants including Sakulü Lohe, Hümünulü Curhah, Neitso-u Losou, Lolia Ngouri, Kute-o Koza, Thüjongolü Khüsoh, Rukuta Lohe, Pfita Pfunu, Tshezokhro-u T Mero, and Vesekho Dozo have been shortlisted, the organisers informed. For the next course of the competition, the organisers have requested shortlisted contestants to submit another video on or before July 1, for the final evaluation, results of which is expected to be announced in a few weeks time. Judges for the competition include Task Force for Music and Arts, project director Dr Hovithal Sothu, music teacher at Baptist Theological College,

Cricket bites the dust

I

ndian cricket underwent a transformation after Kapil Dev led his team to a historic win over the West indies in the third Prudential World Cricket Cup (60 overs match) played at Lord’s on June 25,1983. India announced its arrival as a top team when it won the 2007 ICC World Twenty20, and for the second time lifted the 2011 Cricket World Cup (ODI); the 2013 ICC Champions Trophy, and shared the 2002 ICC Champions Trophy with Sri Lanka. India has become a major cricketing power and ranked third in the ODI (50 overs) after New Zealand (1st) and Australia (2nd). In the T20(20 overs) category, India is ranked second after England. In the recently held first 5-day ICC World Test Championship final on June 18, India lost the opportunity to be ranked first when it was defeated comprehensively by New Zealand by 8-wickets. The loss at Southampton should open the eyes of all-BCCI, Indian cricket team, government and the people. India is the second most populated nation in the world and also supposedly ranked fifth among the world’s top 25 economies. India has around 130 crore people as against 49.2 lakh people in New Zealand. India has 52 world class cricket grounds while New Zealand has 16 grounds. The GDP of India is $ .2.87 lakh crore while New Zealand’s GDP is $20,692.88 crore. New Zealand has 70 cricket grounds of which 16 are world standard. India has nearly 200 cricket grounds of which 57 are world class. There is absolutely no comparison between New Zealand and India when it comes to money, cricket boards and infrastructures etc. However despite an overwhelming super abundance of cash with BCCI including infrastructures and sponsorship from mega-corporate houses, India has around 6000 registered cricket players under BCCI whereas New Zealand has over 1,60,000 registered cricket players. Board of Control for Cricket in India (BCCI) which rules Indian cricket is the richest cricket board in the world with a colossal fund of Rs 14,680 crore at the end of financial year 2019-20. On the other hand, New Zealand cricket has around an estimated amount of Rs.4000 crore in cash. Indian cricket has taken the country nowhere despite so much money being spent and earned even if the game is played by hardly a dozen nations. It is a game that is played by about a dozen countries of the world and certainly nowhere even near international games like football, hockey, basketball, volleyball, badminton, tennis etc. Indian cricketers are overpaid, over pampered and the sports is overrated but it has not paid dividends even within the present set up. Like English football, money, marketing and madness (in a good way, passion of it) ensures that Indian cricketers are always in the news. However being in the news and being overrated are two different things. Even in the build up to the test final on June 18 in England, the media in India followed every movement of the country’s ‘pampered’ cricket stars and even their comments which almost claimed they had it all wrapped up. It is time cricket is put in place and its overrated star players who haven’t won any title since 2011, treated equally with other sportspersons who have won India Olympic medals and done the country proud.

Dear Sir, Greetings from the office of CNCCI. As the world fights Covid-19 pandemic which has spared none, the business community of Nagaland, the backbone of our state economy take pride to inform you that we stood up to the situation and has been working hand in gloves with the administration, citizens and government on both the 1g and rd wave by being part of every District Task Force (DTF) and provided the best help and service possible to the government over and above braving the pandemic to continuously ensure that essential commodity across the state are available during lockdowns so that our citizens did not go hungry . Sir, as much as the good intention and best effort the government has put in to fight the pandemic, it is pertinent to point out few areas where if the state government had taken a timely step, probably our state could have averted such a magnitude of Covid-19 cases in second wave (This is being pointed out based on the statistics out in the public domain) 1. During March and April when there was an election in the state of Assam and West Bengal even as the second wave was raging the Western and Eastern Parts of India, there was a popular consensus

opinion and demand in Nagaland that all inter-state travel of road, rail and air be restricted and system be put in place to check Covid-19 positive entering the state. However, much to the dismay of the public the state government was only concerned with the air travelers leaving thousands of road and rail travelers to flood into the state during this period. The CNCCI believes that had timely step was ensured such magnitude of Covid-19 cases could have been averted and prolong lockdown which the state is undergoing could have been more relaxed. The CNCCI once again seek to draw your attention that the I IPC, under your leadership has decided to further extend the Lockdown till 30th of June 2021 which is viewed with all seriousness as to whether it is justified that extension after extension of lockdown is the only solution. The CNCCI after thorough analysis would like to bring forth few suggestions for you immediate attention for both long term and short term: 1. For long term measures, immediately categorize the state into the various zones such as red, yellow and green at the lowest village and colony level and review every fortnight. This will ensure all the towns, villages and colony that falls under the green or yellow zone is removed from the preview of the total lockdown according to cases periodically. It is totally illogical to lockdown every towns, villages and colonies at par with those

living in red zones as it is neither helping the people living in those areas nor helping the state economy. The CNCCI is unfortunately force to once again point out that the case of lockdown of metropolitan cities like Delhi, Mumbai, Bangalore, Pune with hundreds of crores of population squeezed in limited geographical area, should not be a copy paste standard in Nagaland which has just about 20 lakhs population spread across vast stretch of territory. 2. Prolonged Lockdown will cause more harm than good as thousands of families earning livelihood though daily wage and small businesses are being pushed to the edge of hunger, closure of business, debt trap and eventually unemployment and social chaos. This end result will be more catastrophic as it will impact the state from every possible factor for decades. In this connection the state government is suggested to make a list of all the business activities and trade and ensure that all the activities gets at least 3 business days in a week from 6 AM to 2 PM. The HPC may look into this suggestion from the angle of sustenance, livelihood and survival. The CNCCI strongly believes that we should win the war against Covid at the same time survival, livelihood and sustenance has to be balanced so that there is minimal after effect in the long run. This measures will not only protect economically fragile section of our people who are on the verge of be-

ing pushed to poverty and also to ensure that no business are closed down due to wrong and insensitive policy of Lockdown. 3. The CNCCI expresses its displeasure over undue harassment meted out to the business community involved in providing essential services including pick up drivers and truck drivers from local volunteers and law enforcing agencies across Nagaland. In this connection, the state government should immediately come out with clear directives and penalties to safeguard these sections of business community who are slowly becoming wary. Suggestion of Unlocking in anticipation of 3rd wave: Sir, the CNCCI is pleased to learn that the IIPC has taken a decision that the positivity rate should come down below 5% and at least 50% vaccination should be achieved to open up the state. There is no doubt the HPC should strive for such targets and the business community supports such moves believing that the HPC has set time frame to achieve such target. The CNNCI would not hesitate to point out that such a target should not be without time frame and should be made public. The second wave has been catastrophic in the state of Nagaland and such magnitude of anticipated third wave will be a disaster. The AIIMS Chief and various agencies involved in containing Covid Pandemic have predicted that 3rd wave is anticipated in 8-12 weeks from now.

Accepting economic package as a part of the Naga solution is something NSCN abhorred. We are not gullible enough to take the bait. The GoI could hoodwink others but not NSCN. It is worth recalling the famous words of Mr. AZ Phizo: “The Nagas will never surrender in the battlefield but many Nagas will fall when Indian money is shot through the gun barrel”. Unfortunately, this is the state of affairs with other Naga political groups who professed to be fighting for the Naga political freedom. Significantly, the political wisdom invested by both the GoI and NSCN in signing the Framework Agreement should be pushed forward to take the Naga political issue to conclusive settlement. In this connection the CNCCI would further like to suggest that as much as continuous local surveillance is important, more efforts should be directed towards ensuring robust and effective border management which will make slate less impacted in the eventuality of anticipated third wave (this suggestion is being put forth based on I II7WN data which shows that even second wave mostly spread after being imported initially). 1. The state government should immediately identify all the interstate check post, train station and airport and put in place makeshift testing lab and ensure all inbound passengers are tested at the check gate. The system of accepting negative test result from outside the state should be done away as negative fake/ forged result can easily be produced. The CNCCI suggest that if the financial liability on running such makeshift lab cannot be met by the government, the state government may explore PPP mode to run those makeshift testing lab, where the state government can through an open tender system engage multiple certified private labs to do the testing in real time on all the inbound passengers on interstate check post, airport and railway station on payment basis. 2. The state government should once again activate institutional quarantine centers with all seriousness and all inbound passengers negative or positive should be made to go under quarantine for at least 2 weeks.

This is to ensure that the virus does not spread beyond identified area. This suggestion is put forth considering the non compliance by many returnees put under home quarantine; which in return has proved costly for the safety of the citizens, the state and fight against pandemic a lot more difficult. In this connection the state government should waste no time to identify hotels and open government run quarantine centers in every district and all the inbound returnees can opt for paid quarantine in hotels or government quarantine center for nominal fees. This will ensure that all is treated equally as per their desire and wish. 3. The HPC should sit with Nagaland Medical Dealers Association and hear them out and be prepared in the eventuality of third wave. The CNCCI believes that such steps as suggested above will not only make state much safer but will also avert complete lockdown within the state in the eventuality of third wave hitting the rest of India. Sir, as much as the pandemic is a fight of every citizen, it is also important to note that it is the right of every stakeholder to put across suggestion and to be heard. Lastly, the CNCCI if needed is willing to sit and assist the HPC, especially on the issue point out to your committee thought this letter. Thanking You. NBAK appeals to GoN for unlocking of markets

t’s been more than a month, the Government has imposed lock down in the entire state due to the Covid -19, and yet if the percentage of the positivity rate does not fall below 5%, the state Government will continue the lock down. Nevertheless, the Naga business Association Kohima (NBAK) expressed it’s greatest concern by the spread of Covid 19 in the state but at the same time, expresses its concern the hardship that many of the local business establishments are going through. Of late, the Government is slowly exempting few of the business houses other than the groceries. But many establishments are yet to be exempted from the purview of the new orders of the government. The NBAK lauded the Government for taking many initiatives on the plight of the daily wages and labourers. However, the Association reminded the government that many local business establishments are going through untold miseries. The Association understood that the spread of corona virus occurs mainly due to social contacts and gathering but exempting few business establishments and closing down the others is not the only solution to contain the virus, and

the present Government order of time schedule limitation of opening shop is nothing but invites more rush hours of shopping. And closing down of business establishments like garments and footwear has also caused a great hardship to the citizens. For example, a new born baby or a growing child had no where to go but look for used or unsized clothing. The NBAK observes that people are becoming more educated and self protective. Therefore, the Government should exempt even the other business establishments and the time duration of opening shops should be extended so that rush hours can be prevented. Until and unless, a complete curable medicine is invented, the corona virus will stay with us, but if the present order of Government by closing down few of the business establishment then, what will be the situation and condition of those business establishments. Therefore, the NBAK humbly appeal the Government to look upon the plight of many of the local entrepreneur while taking strict measures to contain the virus from our land. We can find solutions provided we have clear intent,” he said. support to the armed forces, reaffirming the vision of the government of having a strong military that is capable of dealing with every eventuality. Lauding the exemplary courage displayed by the Indian Army during the incident, Singh said the nation is proud of its armed forces and “will never forget the sacrifice of soldiers who laid down their lives in Galwan Valley for the country.” Twenty Indian Army personnel laid down their lives in clashes with Chinese troops in Galwan Valley on June 15 last year that marked the most serious military conflicts between the two sides in decades. In February, China officially acknowledged that five Chinese military officers and soldiers were killed in the clashes with the Indian Army though it is widely believed that the death toll was higher.

India overtakes US in total number of vax administered

NEW DELHI, JUN 28 (PTI): India has overtaken the US in the total number of COVID-19 vaccine doses administered so far, the Union Health Ministry said on Monday. While India launched the COVID-19 vaccination drive on January 16, and has administered over 32.36 crore doses till date, the US which started its inoculation drive on December 14, 2020 has given over 32.33 crore doses. “India achieves another milestone in COVID-19

vaccination and overtakes USA in total number of COVID-19 vaccine doses administered,” the ministry said. India’s cumulative vaccination coverage exceeded 32.36 crores on Sunday. A total of 32,36,63,297 vaccine doses have been administered through 43,21,898 sessions, as per the provisional report till 7 am on Monday, the ministry said. It said 17,21,268 vaccine doses were administered in the last 24 hours.

NEW DELHI, JUN 28 (PTI): The Covishield vaccine “does not currently have a marketing authorisation” in Europe and the matter would be considered when an application is received for it, the European Medicines Agency (EMA) said on Monday. People vaccinated with Covishield, manufactured by Pune-based Serum Institute of India (SII), are unlikely to be eligible to travel to the European Union member states under the ‘Green Pass’ scheme as the vaccine is yet to be cleared by the EMA. The EU Digital COVID certificate or ‘Green Pass’ will be mandatory to travel to European countries and the document is likely to serve as proof that a person is vaccinated against COVID-19. Travel under ‘Green Pass’ to non-EU citizens may be rolled out

The nuclear-capable missile, which met all mission objectives with high level of accuracy, has been designed and developed by DRDO, the statement added.

A bench comprising Justices A M Khanwilkar, Dinesh Maheshwari and Aniruddha Bose did not agree with the submission of the Directorate of Education (DoE) of Delhi government that it has the power to regulate the levy of fees by private unaided schools and the high court judgement permitting such a levy of annual and development charges be stayed. “We are not inclined to grant you the stay,” the bench told senior advocate Vikas Singh, appearing for Delhi government, vehemently seeking the stay of the judgment saying, lakhs and lakhs of parents will be affected. The first drone was spotted at around 11.45 pm on Sunday followed by another at 2.40 am over the military station, which was witness to a terror attack in 2002 in which 31 people were killed, including 10 children. Suu Kyi’s spokesman freed in Myanmar

Ko l k at a , J u n 2 8 (IANS): U Zaw Htay, who served as the spokesman of the Aung San Suu Kyiled ousted government of Myanmar, has been freed from military custody in capital Nay Pyi Taw after more than four months in detention, family sources told IANS. U Zaw Htay was the Director-General at Suu Kyi’s Office and also doubled up as spokesman for the President until the November 2020 parliament polls. The former military officer had also served as spokesman for the U Thein Sein government (2010-15) that preceded the Suu Kyiled National League for Democracy (NLD) government, which was ousted following the February 1 military coup. As the military takeover unfolded , government residences in Nay Pyi Taw and Yangon, as well as in the states and regions, were ringed in by military vehicles, leading to the detention of a majority of senior NLD figures and senior civil servants. Military vehicles surrounded U Zaw Htay’s house in the capital city on the night of February 1 and he was not been seen ever since. Some reports suggested

US conducts airstrikes in Iran and Syria Washington, Jun 28 (IANS): The Pentagon announced that the US military has conducted airstrikes against facilities used by Iran-backed militia groups in the border region between Iraq and Syria. “The US strikes targeted operational and weapons storage facilities at two locations in Syria and one location in Iraq, both of which lie close to the border between those countries,” Pentagon Press Secretary John Kirby said in a statement on Sunday. The targets were selected because these facilities are utilised by Iran-backed militias that are engaged in unmanned aerial vehicle (UAV) attacks against US personnel and facilities in Iraq, Xinhua news agency quoted the statement as saying. US media reported that the airstrikes, carried out by F-15 and F-16 fighters, were in response to five militia drone attacks against American forces in Iraq in recent months. The operation was President Joe Biden’s second use of force in the region. He ordered airstrikes against Iranian-backed militia targets in eastern Syria this February.

Afghans take up arms against Taliban Kabul, June 28 (IANS): Afghan civilians have started taking up arms in an effort to defend their towns and villages falling to the Taliban as violence has intensified in the war-torn country in recent weeks, according to a media report. So far, hundreds of locals have taken up arms in support of the government forces across the provinces of Takhar, Balkh, Badghis, Baghlan, Nangarhar, Laghman, Jawzjan, Samangan and Kapisa, Herat, Patkia, Ghor and Kunduz, the TOLO News report said. Sources said that since Saturday evening, five districts fell to the Taliban –- Sayed Abad and Chak-e-Wardak in Maidan Wardak, Rustaq in Takhar, Arghistan in Kandahar and Shortepa in Balkh. During this period, the government forces have had some progress but could not recapture any of the fallen districts, TOLO News reported. “ Pa k t i a r e s i d e n t s pledge to the government and the security agencies that we are with you,” said Abdul Mallik Zazai, head of the provincial council. Some residents of Enjil district in Herat who have taken up arms warned the Taliban to quit violence or they will face resistance

Stockholm, Jun 28 (AP): Stefan Lofven, Sweden’s Social Democratic prime minister since 2014, has asked the country’s parliament speaker to find a new government. Lofven became the first Swedish leader ever to lose a confidence vote in parliament a week ago. He didn’t call for an early election as the Swedish Constitution allows him to. He is formally stepping down but will continue in a caretaker role until a new government can be formed. Its speaker since 2018, Andreas Norlen, will ask party leaders who may be able to form a government. He he alone decides which of the party leaders can begin these talks. It is expected that Lofven, who heads Sweden’s largest party with 100 of Riksdagen’s 349 seats, will start these talks. His Cabinet, a Social Democratic-Green coalition, is a minority government that has relied on votes from the small Left Party to pass laws. The no-confidence motion against Lofven was called by the nationalist Sweden Democrats party -- which has been criticizing the Social Democratic Party for years -- but it ultimately succeeded because the Left Party withdrew its support from the government over proposed legislation to tackle a housing shortage.
