Centre unveils new Covid recovery package

NEW DELHI, JUN 28 (PTI): Union Finance Minister Nirmala Sitharaman on Monday announced Rs 1.5 lakh crore of additional credit for small and medium businesses, more funds for the healthcare sector, loans to tourism agencies and guides, and waiver of visa fee for foreign tourists as part of a package to support the pandemic-hit economy. Together with previously announced Rs 93,869 crore spending on providing free foodgrains to the poor till November and additional Rs 14,775 crore fertiliser subsidy, the stimulus package - mostly made up of government guarantee to banks and microfinance institutions for loans they extend to Covidhit sectors - totalled up to Rs 6.29 lakh crore. Addressing a press conference, Sitharaman said, “Economic relief measures are being announced today.” She provided Rs.23,220 crore of additional funding for setting up children and paediatric care/paediatric beds at hospitals to prepare healthcare infrastructure to deal with any emergency arising for Covid wave hit-

June 20 case: NMA places 5-point demand DIMAPUR, JUN 28 (NPN): Naga Mothers’ Association (NMA) has demanded justice for the 15-year-old girl, who was allegedly gangraped by a group of six youngsters at Aboi, Mon district on June 20, 2021. In a representation addressed to the deputy chief minister, the NMA president Abei-ü Meru lauded the prompt action of the law enforcing agency in arresting the accused. The Naga Mothers’ Association has, however, expressed deep pain over the “upsurge in vicious violence” against girls and women when the State was fighting the Covid pandemic. NMA has, therefore, urged the state government to take serious cognizance and ensure justice was ensured without delay.

ing and infusion of funds to North Eastern Regional Agricultural Marketing Corporation (NERAMAC), which was established in 1982 to

support the farmers of the North Eastern region to get remunerative prices of agrihorticultural produces. It aimed to enhance agricultural, procurement, processing and marketing infrastructure in the North East. Under this revival plan, the Centre also proposed to set up a North Eastern Centre for Organic Cultivation, facilitating equity finance to entrepreneurs. To incentivize job creation, the government committed to paying the employer and employee’s share to provident fund (PF) for all new recruitments done till March 2022. With the tourism sector being hit hard by the pandemic, she announced up to Rs 10 lakh loan to tourist agencies and Rs 1 lakh loan to tourist guides while waiver of visa fee for the first five lakh foreign tourists visiting India after travel restrictions ease. Other announcements included an additional Rs 19,041 crore for providing broadband internet cover to all village panchayats, an extension of tenure of production linked incentive (PLI) scheme for large scale electronics manufacturing

by a year and Rs 88,000 crore of insurance cover for goods exporters. Sitharaman said the Emergency Credit Line Guarantee Scheme is being expanded to Rs 4.5 lakh crore from Rs 3 lakh crore. Under the scheme, a collateral-free loan is provided by banks to small businesses and the government stands guarantee for any default. As much as Rs 2.73 lakh crore has been sanctioned under the three previous ECLGS programmes, of which Rs 2.10 lakh crore has already been disbursed. Another Rs 1.1 lakh crore loan guarantee scheme for Covid-affected sectors was announced. This included Rs 50,000 crore for the health sector, with a three-year single loan of Rs 100 crore carrying an interest of 7.95%. Loans to other sectors such as tourism and hospitality would come at 8.25% per annum interest rate. Also, micro-finance institutions will extend 25 lakh small borrowers loans of up to Rs 1.25 lakh at an interest rate that is 2% lower than the benchmark lending rate, she said.

Family of bereaved suspect foul play; demand justice from Gurugram Police Staff Reporter

DIMAPUR, JUN 28 (NPN): Family of late 23year-old Samuel Sangma, found dead inside his rented room in Gurugram, has alleged foul play and demanded justice from the authorities. The family settled in Dimapur, recently suffered double-tragedy when two members died within a few days from each other in Haryana. It all began when Samuel’s aunty- Rosy Sangma, who had been admitted to the ICU of a hospital in Gurugram, died after some staff allegedly fed her with “ice cream”. A video on social media alleged that Samuel was

assaulted when he filmed the video while questioning the hospital authorities. The next day Samuel was found dead in his room. The body of Samuel, which arrived Dimapur Sunday, was laid to rest at Tinglijan, Garo village. Taking to Nagaland Post, the father of Samuel Sangma urged upon the investigating officer of Delhi police and O.C. in-charge to investigate the matter and deliver justice. He also appealed to all not to spread rumours, but extend support and cooperation to the family in their quest for justice. FA reaffirms Naga pol stand: NSCN (I-M) DIMAPUR, JUN 28 (NPN): Putting on record the period of the Naga political movement, NSCN(I-M), through its MIP said the Naga resistance movement “began with the British in 1832” when Captain Jenkins and Captain Pemberton were dispatched by the British emperor to take control of the Naga territory. It also said the “political conflict with India began only in 1947” when prime minister Jawaharlal Nehru “refused to honour the Nagas’ declaration of Independence on 14th August 1947, just a day ahead of India’s declaration of Independence from the British.” Further, it said a few years later on October 18,1952, the government of India “showed its true colour when the Indian security forces martyred the first Naga, Mr. Zasibituo Nagi on the streets of Kohima.” Thereupon, in the subsequent years, Nehru “unleashed bloody bullets as he sent thousands of Indian troops to invade Nagaland, killing countless Nagas and destruction of properties”, said NSCN (I-M). It said for more than six decades, Nagas were compelled to

“resist Indian suppressions through military means” and for which it stood up “robustly” to defend the political rights of the Naga people against all odds. After “Indian military generals acknowledged that military solution was not possible” as it was a political one requiring political solution; NSCN (I-M) said this prompted then prime minister P.V. Narasimha Rao to approach its collective leadership abroad in 1995 for peace talks. NSCN (I-M) said when it prodded Rao to include other Naga groups, he purportedly said that “people are not with them and they are in my hands”. Again during talks, after the Framework Agreement was signed, NSCN(I-M) said its team raised the issue of NNPGs. It said the Interlocutor R.N. Ravi “blurted out in the negotiating table, that he would kick them out if they would not agree with the Framework Agreement.” It said things changed, when it accused Ravi of deceit by hijacking “a few important points of the IndoNaga political negotiations and framed it into the so-

called Agreed Position." NSCN (I-M) said this act was the “beginning of the downfall of Ravi’s credibility in the eyes of NSCN talk team”. Further, NSCN (I-M) accused Ravi of being a crafty schemer out to destroy the Naga political issue by promoting “his blue-eyed boys (NNPGs) to counterweigh the NSCN and settle the Naga political issue under the Indian constitution.” It cautioned what it described as “ those who have succumbed to the crafty designs of the GoI to bring Naga solution under the constitution of India, should not harp on the past historical milestones like the Naga Plebiscite” which it said, represented that passion of Nagas to be free people with their own political identity as symbolized by the Naga flag and Yehzabo (constitution) and “ not to remain as suppressed people under the Indian constitution.” Further, NSCN (I-M) said it will never accept economic package as part of Naga solution and will not be gullible enough to take the bait, adding that “GoI could hoodwink others but not NSCN.” (Full text on p-4)

Govt announces ‘Unlock 1’ from July 1 Correspondent

KOHIMA, JUN 28 (NPN): After assessing the situation in the State, the High Powered Committee (HPC) on Monday decided to roll out Unlock 1 from July 1 to 10. Announcing this at a press briefing after a meeting at civil secretariat conference hall here on Monday, HPC spokesperson and planning & coordination, land revenue and parliamentary affairs minister Neiba Kronu said the committee decided to go for ‘Unlock 1’ as the way forward. As Nagaland Post reported on Monday that the state government was likely to ease lockdown curbs in a phased manner, a senior official of the Health department had also pointed out that, considering the decline of active and severe cases including deaths in the State, lockdown could be gradually lifted partially or further tightened. The official said the final decision will be taken only after assessing the ground situation even though the positivity rate was still above 5% threshold

DIMAPUR, JUN 28 (NPN): With the decline in Covid positivity rate across the State, including Dimapur, all private hospitals here have been relieved from admitting and treating Covid patients. A decision in this regard was taken at a joint meeting of Private Doctors’ Association Dimapur with agriculture production commissioner and Dimapur’s nodal officer for Covid-19, Y Kikheto Sema and Team Dimapur comprising deputy commissioner (DC) Dimapur R. Soundararajan, commissioner of police (CP) Dimapur Rothihu Tetseo, chief medical officer (CMO) I Moatemjen and DPRO here on Monday. Announcing the decision at a press conference later, Kikheto said only District Hospital Dimapur (DHD) and Christian Institute for Health Sciences & Research (CIHSR) would continue to treat Covid patients.

He explained that other private hospitals have been exempted from taking in new Covid patients for the time being in order to allow them to sustain themselves, besides looking after non-Covid patients. He clarified that other private hospitals would continue to look after Covid patients admitted till Sunday, but would not take in any fresh Covid patients. Kikheto also appreciated all private hospitals of Dimapur for coming forward in assisting the State government in handling Covid-19 cases. The APC informed the media that altogether 1,736 Covid patients were admitted to different hospitals in Dimapur. He said of the 1,736 total admitted, 26 were still hospitalised, while 286 died as per records available.
