By-election to 58 Shamator-Chessore A/C on October 30 DIMAPUR, SEP 28 (NPN): By-elections to the 58 Shamator-Chessore (ST) Assembly Constituency would be held on October 30, 2021, the Election Commission announced on Tuesday. The by-poll has been necessitated as the seat fell vacant following the death of MLA and adviser Toshi Wungtung. Chief electoral officer (CEO) Nagaland V Shashank Shekhar informed that the model code of conduct (MCC) comes into force with immediate effect in Tuensang district. The gazette notification would be issued on October 1 and last date of nomination-- October 8. Scrutiny of nominations would take place on October 11, and October 13 is the last day for withdrawal of candidatures. Counting of votes would be take place on November 2. The Election Commission on Tuesday announced that bypolls to three Lok Sabha seats and 30 assembly constituencies will be held on October 30.

Fuel prices hiked DIMAPUR, SEP 28 (NPN): State-owned oil marketing companies (OMCs) Tuesday hiked petrol price by 20 paise per litre and diesel by 25 paise per litre. This is the first price increase in petrol in more than two months and the fourth in case of diesel. After today’s rate revision, petrol price in Dimapur rose to Rs.99.93 per litre from Rs.99.72 per litre while diesel price climbed to Rs.91.69 per litre from 91.44 per litre. In the state capital Kohima, petrol and diesel prices soared to Rs.100.93 per litre and Rs.92.50 per litre respectively. According to PTI report, the increase followed international oil prices rising for the fifth consecutive day and global benchmark Brent heading for USD 80 per barrel.

State logs 28 fresh cases, 1 Covid death DIMAPUR, SEP 28 (NPN): Nagaland on Tuesday recorded 28 fresh Covid-19 positive cases while one more death was reported during the day. Of the fresh cases, 15 were from Dimapur, seven in Kohima, three in Mokokchung, two in Phek and one in Wokha, taking the total caseload to 31195. With one more patient succumbing to the virus in Dimapur, the death toll rose to 664 (including 15 nonCovid deaths)

NEW DELHI, SEP 28 (PTI): Centre on Tuesday extended the nationwide COVID-19 containment measures till October 31 in view of localised spreads of the virus in a few states and the disease continuing to be a public health challenge in the country. In a communication to chief secretaries of all states and union territories, Union Home Secretary Ajay Bhalla also cautioned against the possibility of COVID-appropriate behaviour not being adhered to

strictly during the upcoming festival which may lead to a surge in cases again. Despite a decline in COVID-19 cases, it is critical to enforce guidelines that allow regular festivities in a cautious, safe and COVID-appropriate manner, he asserted. He said the daily COVID-19 cases and the overall number of COVID-19 patients in the country are decreasing steadily but there are still localised spreads of virus in a few states and COVID-19 continues to be

a public health challenge in the country. “Utmost vigil has to be maintained in respect of mass gathering events, so as to avoid any possibility of a surge in COVID-19 cases. Union Home Secretary said states and UTs, on a regular basis, should closely monitor case positivity, hospital, ICU beds occupancy of every district falling under their jurisdiction. The home secretary said there should be a continued focus on the

five-fold strategy i.e. TestTrack-Treat-Vaccination and adherence to COVIDappropriate behaviour, to safely navigate through the festive season and avoid the possibility of a surge in COVID-19 cases. The home secretary urged the chief secretaries to issue directions to the district and all other local authorities concerned to take necessary measures as advised in the union health ministry advisory for prompt and effective management of COVID-19.

tressing that the Covid virus may continue to transmit for a “very long time”, senior World Health Organisation (WHO) official Poonam Khetrapal Singh said the level of immunity in a community, through vaccination and previous infection, will determine whether it will become endemic in the long run. WHO’s South-East Asia region regional director added that there is need to get to a situation where “we are fully in control of the virus, and not the virus in control of us”. The endemic stage is when a population learns to live with a virus, very differ-

ent from the epidemic stage when virus overwhelms a population. Populations where more people were previously infected and where vaccination coverage is high are expected to be less impacted by virus in the future than other populations, Singh told PTI in an interview. “The COVID-19 virus is expected to continue to transmit for a very long time. A multitude of factors will decide whether the virus will become endemic in the long run, chief among them is the level of immunity in a community, both through vaccination and previous infection,” she said. CNTC dissociates from DTHF

DIMAPUR, SEP 28 (NPN): Central Nagaland Tribes Council (CNTC) has informed that the three tribes-- Aos, Lothas and the Sumis-- would not participate in any activities of the Dimapur Tribal Hoho Forum and would not associate with new group in any manner whatsoever. In a press note, CNTC affirmed to stand firmly with the Naga Council Dimapur, which it said was is the oldest organisation of Dimapur. CNTC also said any group that “plays to disturb the unity” of NCD and the Dimapur citizens would not be entertained. On foothill road project, CNTC reiterated full support for Nagaland

State’s first cicada species discovered SHILLONG, SEP 28 (PTI): A team of scientists from North Eastern Hill University (NEHU) has discovered the first cicada species of Nagaland. The insect species has been named Platylomia Kohimaensis, Dr S R Hajong, an associate professor and an entomologist in NEHU’s department of Zoology. Hajong along with co-author Dr Limatemjen, published the findings in the taxonomy journal ‘Zootaxa’. The study was part of a project funded by the Centre’s Department of Biotechnology, Hajong added.

Speaking on the occasion, Rio hoped that the helpline would help the senior citizens get necessary information and timely assistance both from government agencies. He expressed happiness that the much-needed helpline was finally launched. Orgns condemn killing of Abonmai DIMAPUR: Tenyimi Peoples’ Organisation (TPO) and Naga Students’ Federation (NSF) have condemned the killing of Athuan Abonmai, advisor to Zeliangrong Baudi (AMN) and former president of Zeliangrong Baudi (AMN) on September 22. TPO: Tenyimi Peoples’ Organisation (TPO) while condemning the “brutal” murder of Athaun Abonmai stated that it was appalled at the “inhumane manner he was killed without any compunction by the assassins.” In a condemnation note, TPO president Timikha Koza and general secretary Vipopal Kintso urged the responsible authorities and law enforcing agencies to effectively identify the killers and penalise them as per the law of the land. Meanwhile, TPO has conveyed condolences to the family of late Athaun Abonmai NSF: Naga Students’ Federation (NSF) said it was disturbed at the “subsequent abduction and gruesome killing” of Athaun Abonmai. In a condemnation note, NSF president Kegwayhun Tep said that while the entire region was collectively striving towards lasting peace and stability, “such inhumane and diabolical act negates the very aspiration of the general populace”. NSF appealed for peace and unity in all the Naga inhabited areas and stated that people must respect each other’s history and basic human rights, differences and value the common interests to establish a secure future where the entire region will thrive together in harmony. NSF extended sympathy to the bereaved family members of late Athaun Abonmai.

DIMAPUR: Department of Animal Husbandr y & Veterinar y Ser vices (AH&VS) observed the 15th “World Rabies Day” on the theme “Rabies: Facts Not Fear” on September 28. According to a DIPR report, AH&VS stated that the pandemic raised many doubts and misconceptions

about vaccination in general and there was hesitancy in the roll-out of vaccines in many countries and many people are afraid to get vaccinated. In this regard, the department informed that for rabies, this was nothing new, as fears, misconceptions and misinformation

about the disease and its prevention date back hundreds of years. For that reason, it said that the year’s theme was focused on sharing facts about rabies and fear about the disease which stem from relying on misinformation and myths. AH&VS celebrated the day across Nagaland by

conducting awareness programmes to raise awareness and educate others about rabies – a 99% fatal, yet 100% preventable disease. During the programmes, free anti-rabies vaccines were also administered to the pets. Altogether, 2024 dogs were vaccinated against rabies.

DIMAPUR: Training on people’s plan campaign (PPC) on Gram Panchayat Development Plan (GPDP) with line departments was held in the DPDB hall, Kohima on September 28. According to a DIPR report, deputy commissioner (DC) Kohima, Gregory Thejawelie while introducing the campaign stressed on the importance of planning and development process of Gram Panchayat. He said that India was a land of villages and if the country was to develop, then the need to develop rural areas was a necessity which would mean development of Gram Panchayat. DC said that on the other hand, there was poverty and a vast existence of social injustice. In this regard, he stated that unless these areas

were taken care as a whole, the country would lapse in development. KOLKATA, SEP 28 (PTI): Union Minister G Kishan Reddy on Tuesday said the Centre has almost doubled the budgetary allocation for development of the northeastern states in the last seven years with around Rs 68,000 crore having being allotted in the current fiscal. Reddy, the minister for development of north eastern region (DoNER), said the Centre is giving a push for development of agriculture in the region to attract investments in the sector and the NE states will play a crucial role to increase the output of edible oils. “The budgetary allocation for development of northeastern states is around Rs 68,000 crore in the 202122 fiscal compared to about Rs 60,000 crore in FY21. The Centre has nearly doubled the allocation in the last seven years to the region as Rs 36,000 crore was given in 2014-15,” he said addressing a virtual programme- East India Summit - organised by CII. Reddy said the NE states will play a crucial role to increase the output of edible oil. It will contribute 50 per cent of the targeted additional area of 6.5 lakh hectares for oil palm cul-

Under the National Mission on Edible Oils – Oil Palm (NMEO-OP), it has been proposed to cover an additional area of 6.5 lakh hectare for oil palm till 202526 and thereby reach the target of 10 lakh hectares. “The contribution of the northeastern states will be 50 per cent (in the mission) as the area under oil palm cultivation will go up to 3.4 lakh hectare in the region from the existing 40,000 hectare,” Reddy said. As a result of bringing in more area under cultivation, the production of crude palm oil is expected to go up to 11.20 lakh tonnes by 2025-26 and up to 28 lakh tonnes by 2029-30, he said..

The Centre has been focusing on infrastructure development of the region, including improvement of rail, road and air connectivity, the DoNER minister said. NITI Aayog chief executive officer Amitabh Kant said the east and the northeast region covers one fifth of the country’s geographical area but its contribution has been far less than onefifth of the country’s GDP. “The primary reason for the constrained growth of the east and NE region, despite its strategic advantages in terms of location and natural resources, can largely be attributed to insufficient infrastructure,” he said. To unlock the potential of the entire region, the foremost requirement is to address the concerns of inadequate infrastructure, lack of connectivity and institutional support to improve competitiveness, he said. It is encouraging that in 2019-20 when the entire country witnessed a slowdown due to COVID-19, Mizoram achieved a 13 per cent growth rate, followed by Tripura at 9 per cent, the official of the policy think tank said.

Single-day recoveries surpass fresh COVID-19 cases in Arunachal ITANAGAR, SEP 28 (PTI): Single-day recoveries outnumbered fresh COVID-19 cases in Arunachal Pradesh on Tuesday as 47 more people recuperated from the disease, while 43 new infections were reported, a health department official said. The new cases pushed the tally in the northeastern state to 54,395. State Surveillance Officer (SSO) Dr Lobsang Jampa said 53,802 people have been cured of the disease so far. The recovery rate among coronavirus patients currently stands at 98.90 per cent. The death toll remained at 274 as no new fatality due to the infection was reported in the last 24 hours, the SSO said. Arunachal Pradesh currently has 319 active cases. Tirap district has the highest number of active cases at 59, followed by West Kameng (52), Lower Subansiri (29) and Tawang (27). Over 11.38 lakh samples have been tested for COVID-19 so far, including 2,802 on Monday, Jampa said, adding that the positivity ratio in the state stands at 1.53 per cent. According to State Immunisation Officer Dr Dimong Padung, 11,55,669 people have been inoculated.

Mizoram logs highest single-day spike of 1,846 COVID-19 cases AIZAWL, SEP 28 (PTI): Mizoram’s COVID-19 tally mounted to 90,539 on Tuesday as a record 1,846 more people, including 324 children, tested positive for COVID-19, a health official said. The northeastern state’s coronavirus death toll rose to 302 as one more patient succumbed to the infection. On September 21, the state had reported its previous highest single-day spike of 1,731 COVID-19 cases. The single-day positivity rate dipped to 19.44 per cent from 31.77 per cent on Sunday as the fresh cases were detected from 9,494 samples. A total of 1,659 samples were tested on Sunday. Aizawl district registered the highest number of new cases at 1,082, followed by Siaha (348) and Lunglei (119). Three new patients have travel history, while 1,843 infections were detected during contact tracing, the official said. Mizoram now has 15,843 active cases, while 74,394 people have recovered from the infection so far, including 1,481 on Monday. The recovery rate among the COVID-19 patients stood at 82.16 per cent, while the death rate was at 0.32 per cent. The state has conducted more than 10.8 lakh sample tests for the virus to date. A total of 6.77 lakh people have been inoculated to date, of whom 4.21 lakh have been fully vaccinated.

AGARTALA, SEP 28 (IANS): Six Chakma tribal organisations of Tripura claimed on Tuesday that during the past over 20 years, at least 10,000 Bangladeshi tribals of Tripuri community entered into India from across the border as their lands were being grabbed by the Muslim settlers in the Chittagong Hill Tracts (CHT). The six Chakma organisations submitted a memorandum to Tripura Chief Minister Biplab Kumar Deb on Monday and urged him to conduct a state-wide study to identify the influx of foreigners, irrespective of their ethnic origin or religion. The spokesman of the six Chakma bodies, Arunjoy Chakma, told IANS on Tuesday that the Tripuri community among the tribals is more vulnerable to the attacks by the Muslim settlers in the CHT of southeast Bangladesh. He said that at least 10,000 Bangladeshi tribals of Tripuri community have been settled in southern Tripura and eastern Tripura after they migrated from the CHT since 2000. With the announcement of the by poll dates, the Model Code of Conduct has come into force with immediate effect in the districts in which the whole or any part of the Assembly constituency going for election is included. About 5,161 urban units are prone to floods and at such times disaster management in the country is a huge responsibility, he said.

Tingraj Orang, incharge of expanding the base of proscribed outfit CPI (Maoist) in Brahmaputra and Barak valleys, surrendered before Additional Director General of Police, Special Branch, Hiren Nath. The 49-year-old Maoist was the convener of the outfit’s Assam State Organising Committee (ASOC) and also the general secretary of its Barak

and Brahmaputra valley zonal committees. The Maoist, who hails from Samuktola village in Dibrugarh district, did not lay down any arms or ammunition. His surrender is a major setback for CPI (Maoist) in Assam and the ASOC would be leaderless, a police statement said. Orang was associated with SFI and CPI(M) from 1989 to 1999. He joined the CPI (Maoist) in 2006. He, along with two other Maoists from Assam, were earlier nabbed in Odisha’s Rourkela in 2011 but subsequently released.

India handled COVID in best possible way despite limited resources: Shah NEW DELHI, SEP 28 (PTI): Union Home Minister Amit Shah on Tuesday said that India has handled the COVID-19 pandemic in the best possible manner among all countries in the world despite limited resources. Addressing the 17th formation day of the National Disaster Management Authority (NDMA) here, Shah also said that the Centre is planning to roll out the ‘Aapda Mitra’ (Friends in Disaster) project in 350 districts across the country by imparting training to citizens as first responders to any disaster. The home minister said despite limited resources and with such a large population of 130 crore, India has fought the COVID-19 pandemic in the best possible manner among all countries. that the country has done very well in fighting the pandemic and substantially reducing the death rate, he said. KO L K ATA , S E P 2 8 (PTI): The Calcutta High Court on Tuesday gave the go-ahead for the September 30 by-poll to Bhabanipur assembly seat, from where West Bengal Chief Minister Mamata Banerjee is contesting, saying it does not want to interfere with the Election Commission’s decision at this stage. The court, however, severely berated H K Dwivedi, the state’s chief secretary, for projecting himself “more as a servant of the political party in power than a public servant” by writing to the election panel seeking early by-poll in Bhabanipur to avoid a “constitutional crisis”. Fayan Sinha, the petitioner, had filed a PIL for quashing the EC’s deci-

sion to hold the by-poll on account of “misleading” submissions made by the chief secretary. Passing the order, a division bench presided over by Acting Chief Justice Rajesh Bindal recorded its “strong reservation” about the conduct of the chief secretary in writing the letter to the EC. “As the process of election was initiated with the issuance of press note dated September 04, 2021 and the polling has to be held on September 30, 2021 we do not find it appropriate to interfere with the decision of the Commission to hold by-election to Bhabanipur Assembly Constituency at this stage,” the high court said in its order. Taking exception to

the letter, the bench, also comprising Justice Rajarshi Bharadwaj, said the chief secretary is a public servant, who has to discharge his duties in terms of provisions of law, whosoever may be in power. The bench said a perusal of paragraph 6 of the press note issued by the EC shows that the information furnished by the chief secretary to the commission was contrary to facts. It said the EC was “misled” by the letter on the COVID-19 situation in the state being under control, as restrictions on account of the pandemic had been extended up to September 30. The EC was also misled about the flood situation as it is known to all that there had been excessive rains in the state, the court said. “Be that as it may, the most offensive part is the conduct of the Chief Secretary, who projected himself to be more as a servant of the political party in power than a public servant, whereby he stated that there would be constitutional crisis in case election to Bhabanipur Constituency is not held from where respondent No. 5 (Mamata Banerjee) wants to contest election,” it said.

S R I NAG A R , S E P 2 8 (PTI): A 19-year-old Pakistani militant belonging to Lashkar-e-Toiba was captured alive during an antiinfiltration operation along the Line of Control on Uri sector of Jammu and Kashmir in which one ultra was killed and three Indian soldiers sustained injuries, the Army said on Tuesday. The operation was launched on September 18 after the Army noticed suspicious movement along the LoC, GoC 19 Infantry Division, Major General Virender Vats told reporters at a briefing in Baramulla district. He said an encounter took place when the infiltrators -- believed to be six -- were challenged. While four of them were on the other side of the fence, two had come on our side of the territory. “The four terrorists, who were on the other side, took advantage of the dense foliage and retreated back into PoK.The remaining two sneaked in. “One of the infiltrators was killed in the encounter on the morning of 26th while another one pleaded that his life be spared.As is the ethos of the Indian Army, after taking due precautions, he was taken into custody alive,” the official said.

The apprehended infiltrator has given his identity as 19-year-old Ali Babar Parra, resident of Okara district in Pakistan’s Punjab province. “He has admitted to be a member or Lashkare-Toiba and was trained in Muzaffarabad,” he added. He has revealed that he was trained for three weeks at Khyber camp, Ghadiwala in Muzaffarabad in 2019, the officer said. He was recalled this year for some important task and was told by his handlers that he has to do drop supplies at Pattan. But when we went through the recoveries and modus operandi, it shows that they had come here for some kind of a strike which went beyond the drop of supplies, the official said. The Army official said the infiltration attempt was made along the Salamabad Nala, which was the same route used for the 2016 suicide attack on the Uri garrison. “The infiltrating column was supported by the Pakistani side with three porters bringing supplies till the LoC,” he said. The official said movement of such large number of people cannot take place without active complicity of the Pakistan Army deployed on the other side.

NEW DELHI, SEP 29 (AGENCIES): Around 100 Chinese soldiers entered the Indian territory in Uttarakhand and damaged a bridge in Barahoti area before retreating back to China, said a report published in the Economic Times. According to the reports, the soldiers of the People’s Liberation Army (PLA) transgressed at least 5 kilometres inside the Indian territory through the Tunjun-La pass. They had come on 55 horses, damaged Indian infrastructure, and left before

they could be confronted by the Indian troops. The ET report, based on sources in the security departments, claimed that the PLA soldiers roamed in Barahoti for around 3 hours. The transgression by Chinese troops was reported by locals, after which teams from the Indian Army and the Indo-Tibetan Border Police were dispatched to verify the report. Self destruct mode

T

hree years ahead of the big fight in 2024 and the Grand Old Party (GoP) of India-Congressseems to be in a hurry to become the Gone Old Party of India with the way the party’s high command- comprising of the Gandhis-are systematically dismantling the party’s edifice. Congressmukht Bharat or Congress-less India is the BJP’s proclaimed goal but this appears easier said than done. Quite ironically it is the Congress party itself, which is helping the BJP fulfill this goal of Congressmukht bharat. Besides having failed to win recent elections, the Congress is also losing many of its upcoming young leaders who see no future in the party. They seem to say that the party high command is not in touch with changing realities and unable to unify all factions to fight their greatest foe- BJP. The Congress led Indians in fighting for and eventually gaining freedom from the British. The Congress is the only party that has ruled India for the longest period- almost 55 years through various prime ministers, the last being Dr. Manmohan Singh from 2004 to 2014. Today, the Congress is not only crumbling but it is being brought down by its own leaders. The Congress ship is sinking and the leadership, instead of plugging the loophole, is busy removing party stalwarts with who the Gandhis are uncomfortable with. The Gandhis seem to be afflicted with some bizarre idea that it is time to rid the party of the old and bring in the new. That may not be insane but certainly, when done by someone who can play the game well. The Gandhi siblings humiliated Captain Amarinder by convening the CLP meeting of the Punjab government in Delhi(and not Chandigarh) without his consent. Again he was not even shown the courtesy of being asked to step down but his fate was already decided by the Gandhis and to be approved at the CLP meeting in Delhi. The Gandhi siblings may be tempted to think they have ‘fixed’ the independent and powerful Amarinder but they don’t realize it is going to be at great cost to the party’s image especially when Punjab is going to the polls by March 2022. A veteran leader who has led the party to victory cannot be humiliated like that. After Punjab, the siblings may feel emboldened to do likewise in Chhattisgarh and Rajasthan the only two other Congress-ruled states besides Punjab. Their only right to claim to be the unmerited leaders of the Congress is because they have the surname of ‘Gandhi’ title. However, the Gandhis are failing to tackle every major crisis within the party as even in Goa, the party has lost its senior most leader Luizinho Faleiro to the TMC. It had already lost Sushmita Dev , daughter of veteran Assam Congress leader Santosh Mohan Dev to the TMC, while another upcoming leader Pradyot Debbarma also quit the party and floated his own party in Tripura. In fact, most of the chief ministers in the north east- Assam, Manipur, Nagaland, Arunachal Pradesh etc were former Congress leaders. The Gandhi siblings–Rahul and Priyanka- run Congress by proxy through their doting mother. However, the tragedy is the sibling are biting off more they can chew as they lack political instinct, acumen and are totally inexperienced in the field. This is clear proof that the Congress has shrunk to its lowest irrelevance into a private limited family property and the biggest gainer being the BJP.

Rengma Hills was the backbone for the formation of Naga Hills District

he Rengma Hills was created vide political proceedings under section Nos. 79&80 on 18th April 1841 by the British Government of India. Geographically, Rengma Hills lies between Bora Dikharu Nallah, Ban-Inkhuparbat and Tarapung-Bar pung Nallah in the North, the Jamuna and Diphu River in the south, the course of Bora Dikharu and Horo Dikharu in the west and in the east it is contiguous with Naga Hills. This territory was never subjugated till the advent of the British in Assam. Capt. John Butler, political officer in the Naga Hills wrote thus in his “British Memorandum on the Naga Country”. The Rengma Hills was then divided into two Mouzas-East Rengma Mouza and West Rengma Mouza. These two Mouzas, were created under the Revenue proceedings, vide section No. 116 to 118 in February 1861 for the purpose of revenue collection. After the creation of Rengma Mouzas, Rengma were appointed as Mouzadars for collection of revenue. House tax was fixed at one rupee per house. 1. Creation of Naga Hills District 1866 When the British rule was further extended into Naga territory it became necessary to set up administrative headquarters to look after the Naga administrative areas, thereby, a Subdivisional headquarters was set up at Asaloo in 1852 to protect and administer the controlled areas, and the Sub-division was placed under Nowgong district. In the meantime, it became necessary to carve out a separate Naga Hills District from the plain districts, therefore, the sub-divisional headquarters at Asaloo was shifted to Samaguting (Chumoukedima) in 1866 and thus was formed the Naga Hills district encompassing Rengma Hills, parts of Mikir Hills, N.C Hills and Angami and Zeliang areas. The boundary of the then Naga Hills Disrtict was notified in 1867 with Samaguding as its headquarters and Lieutenant Gregory became Deputy Commissioner of Naga Hills. 1. Boundary of Naga Hills District When the boundaries of the Naga Hills District was first defined in 1867, some part of the Rengma

inhabited area between the Kalliani river and Tarapung Nallah in the north was not brought within the territorial jurisdiction of the Naga Hills District. This omission was, therefore, rectified in 1875 when the boundaries of the Naga Hills District was redefined merging the Rengma inhabited area between Kalliani river and Tarapung Nallah with Naga Hills District, leaving behind the Mikir inhabited area within the district of Nowgong. After the formation of Naga Hills District, the Rengma Nagas of Rengma Hills came under the administrative control of Deputy Commissioner of Naga Hills District, Samaguting, and they paid their housetax of one rupee per house annually at Samaguting. In 1871, their house-tax amount was Rs. 459/- . Even after the Naga Hills District headquarters was shifted from Samaguting to Kohima in 1878, the Rengma Nagas of Rengma Hills continued to remain under Naga Hills District, Kohima and paid their house-tax at Kohima. However, G.H. Damand, political officer of Naga Hills district, Kohima proposed that size of the district had increased and it was physically impossible to look after the plain areas of the district from Kohima, therefore, two Rengma Mouzas-East Rengma Mouza and West Rengma Mouza be transferred to the adjoining districts of Nowgong and Sibsagar for administrative convenience. It was proposed without the Knowledge and consent of Rengma Nagas of Rengma Hills and also the Nagas of Naga Hills District. On this subject Maj. T.B. Michell, Deputy Commissioner, Naga Hills District, Kohima, successor of G.H Damand, wrote to the Secretary of the Chief Commissioner, Assam vide his letter No. 1074, dated 18th May, 1881 raising his objection for the proposal to transfer these two MouzasEast Rengma Mouza and west Rengma Mouza to the adjoining districts of Nowgong and Sibsagar. He wrote as follows, “The Rengma Naga villages in the Rengma Hills belong to this district (Naga Hills District) and I should be unwilling to see them transferred either to Nowgong or Sibsagar. At

present they furnish a good many coolies for work both at Dimapur and Samaguting, and it happened more than once last year that large numbers came as far as Kohima with russud. They divided into two Mouzas, Viz. East Rengma Mouza and West Rengma Mouza. Their revenue is paid at Kohima. This year (1881) the amount paid was Rs. 742. It is impossible for the political officer of the Naga Hills to exercise any very vigorous control over people living so far away but neither could the Deputy Commissioner of Nowgong or Sibsagar, or even the Assistant Commissioner of Golaghat, on this whole, I would not recommend and change being made at present”. H o w e v e r, d e s p i t e strong protest from the political officer of the Naga Hills District, the Commissioner of Assam valley, issued a letter to the Chief Commissioner of Assam vide the letter No.432 Rev. R-3675 dated Shillong, the 3rd August, 1898 as follow:- “At present the greater part of the Rengma Hills and the whole of Nambor Reserve are included within its jurisdiction of the Naga Hills District and this arrangement was convenient so long as the headquarters of the district were at Samagudting, but it has become very embarrassing, since the transfer of the headquarters to Kohima. Proposal were accordingly made some years ago to exclude this territory from the Naga Hills District, but they were allowed to remain in abeyance pending the extension of the Assam Bengal Railway to this locality. The railway is now approaching completion and the necessity of exercising large gangs of coolies employed on construction works was brought prominently to notice during the last cold weather. Encouragement has also been offered to the extension of tea cultivation in the Nambor Forest along the side of the railway, and if practical effort is given to this policy, it is necessary that this tract of the country should be transferred to district in which the labor and emigration Act and other laws and regulations affecting labor and tea industry are in force”. 2. Transfer of Nambor Reserve, Rengma Reserve to adjoining

districts of Nowgong and Sibsagar Despite objection raised by political Officer of the Naga Hills District, the Chief Commissioner of Assam, issued a notification for transferring large hilly tracts and plain areas from the Naga Hills District to the adjoining districts of Nowgong and Sibsagar without the knowledge and the consent of the inhabitants of the areas. On 13th August 1898 the Chief Commissioner of Assam approved the transfer of Rengma Hills from Naga Hills District into the adjoining districts of Nowgong and Sibsagar, vide the Notification No.432, Rev.R-367 which writes, “The whole of the Large Reserve Nambor Forest would be transferred to that Golaghat Sub-division and also the whole areas of the Rengma Hills which now lies within the Naga Hills District.” Thus, for the sake of administrative convenience large portion of Naga territories were transferred to the adjoining districts of Nowgong and Sibsagar in 1898, 1901, and 1903 without the knowledge and consent of the Nagas. With the advent of British in Assam, especially after the treaty of Yandabo 1826, the Rengma Nagas were placed under Nowgong administrative control till Naga Hills District was formed in 1866. When the Naga Hills District was formed with Rengma Hills as its main backbone, the Rengma Nagas of Rengma Hills came under Naga Hills District from the day it came into being. And thereafter, the Rengma Nagas of Rengma Hills continued to remain under Naga Hills district as one of its original constituents till 1898 and paid their house tax at Samaguting and then at Kohima; but without their knowledge, the Rengma Nagas were separated from the Naga Hills District and placed them under Nowgong and Sibsagar districts for the sake of administrative convenience. The Chief Commissioner of Assam turned a deaf ear to the protest made by the political officer of the Naga Hills, and issued a Notification for transferring huge hilly tracts and plains from Naga Hills to the adjoining districts of Nowgong and Sibsagar

without the knowledge of the Rengma Nagas for revenue and administration convenience. To this effect, the Chief Commissioner of Assam has issued a Notification order vide letter No.5646 R dated Shillong 9th December 1898 and order was notified for public general information on 1st January 1899. Thus the East Rengma Mouza and West Rengma Mouza were transferred from Naga Hills district to adjoining districts of Nowgong and Sibsagar was completed by Notification No.143 P. dated 11th April 1901 and Notification No. 988 dated 24th February 1903. In this way the Rengma Naga homeland was divided into three districts viz, Nowgong, Sibsagar and Naga Hills district by the British Government of India. 3. Conclusion On the Assam - Nagaland boundary issue and the crude oil controversy,it’s important that we Nagas stand on the following grounds: I. The Naga Hills District boundary demarcation which was declared vide Notification No.3386p dated 24th December 1875, should be the boundary of Assam and the Nagaland. That Notification left the Eastern boundary undefined. II. The Rengma Hills which was created vide the political proceedings Section Nos. 79 to 80, on 18th April 1841, was a part of Naga Hills District when it was formed in 1866, and it continued remained under Naga Hills District, Kohima till 1899 and its traditional boundary was the boundary of Naga Hills District. III. All the areas of East Rengma Mouza (now divided into three Mouzas viz, Jamunapur Mouza, Barapathar Mouza and Surupathar Mouza) should be restored to Nagaland. ONGC has been carrying geological survey in Rengma Reserved Forest, Nambor Reserve and its surrounding areas, since 1981-89 and the areas fall under East Rengma Mouza, followed by exploratory drilling oil from the areas since 1988. Mool Chand, Regional Director, oil & Natural gas Commission, Eastern Regional Business Center, Nazira-785685 (Assam) dated 19th December

1990, wrote to Chief Secretary, Govt. of Nagaland that ONGC has been carrying out drilling and producing crude oil from Rengma Reserve Forests on the following locations:a) Gholapani, Haldibari areas, Lisa goan, etc. about 5-6 Km away from Rengmapani village in the valley of Rengma river, and also from b) Nambor Reserve Forest areas, which falls under East Rengma Mouza, and drilling and production of crude oil started from these areas since 1988. c) Rengma Pathar areas, production of crude oil started from this area since 1988. All these areas, falls under East Rengma Mouza and were a part of Naga Hills District, when it was formed in 1866. Therefore, the original boundaries of Naga Hills District which was formally laid down as in the Notification of the Foreign Department No.3386 P. dated the 24th December 1875 should be restored to Nagaland. The Rengma Naga and Govt. of Nagaland have legal right to claim land compensation, employment facilities and crude oil royalty from ONGC for drilling and producing crude oil from our land as mentioned in the areas and locations above. However, without knowing the historical realities, the Govt. of Nagaland agreed that all these crude oil producing areas fall under Disputed Area Belt (DAB). For the Govt. of Nagaland, the areas of Rengma Pathar, uriamghat, Ghalapani, Haldibari, Rengma river valley, Rengma Reserve forest, Nambor Reserve Forest etc. are under Disputed Area Belt (DAB) whereas, for the Govt. of Assam, the so called DAB is their planning area for development and extraction of crude oil. d) We have to move to nullify the Naga Hills District boundary fixed on 25th December, 1925, notified on the basis of Inner line Regulation Act of 1873, which divided the Rengma Nagas and placed them under different administrative unit for their administrative convenience by the British Govt. of India. Under this 1925 boundary Notification, the entire Rengma Hills and Naga Hills Reserve forests were excluded from the Naga Hills District. Nillo Rengma

Stop Food Loss and waste, for the people, for the planet

here are many people in the world who are striving for food everyday as they are poor or do not have a proper place to stay. They cannot think of wasting food at any cost because whatever they get is important for them. The irony is that for many people in the world, food waste has become a habit: buying more food than we need at markets, letting fruits and vegetables spoil at home or taking larger portions than we can eat. In a country like India we see both means people wasting food and people wanting food. Wastage of food puts extra strain on our natural resources and damages our environment. When we waste food, we waste the labour, effort, investment and precious resources (like water, seeds, feed, etc.) that go into producing it, not to mention the resources that go into transporting and processing it. In short, wasting food increases greenhouse gas emissions and contributes to climate change. If we cannot grow food like farmers then

we do not have any right to waste food. We should be aware that between harvest and retail alone, around 14 percent of all food produced globally is lost. Huge quantities of food are also wasted in retail or at the consumer level. The part of food that is lost from harvest up to, but not including, the retail level is called food loss. The part wasted at the consumer or retail level is referred to as food waste. Reducing food loss and waste is essential in a world where millions of people go hungry every day. It is possible to stop wastage of food for which we need our positive will to stop the wastage. We can adopt a healthier, more sustainable diet ; buy only what you need ; store food wisely; understand food labeling; loving our leftovers; put your food waste to use; respect food; support local food producers; eat more pulses and veggies Our food systems cannot be resilient if they are not sustainable, hence the need to focus on the adop-

tion of integrated approaches designed to reduce food loss and waste. Actions are required globally and locally to maximise the use of the food we produce. The introduction of technologies, innovative solutions (including e-commerce platforms for marketing, retractable mobile food processing systems), new ways of working and good practices to manage food quality and reduce food loss and waste are key to implementing this transformative change. Cutting food loss and waste reduces poverty and hunger and fights climate change. In terms of climate change, the damage will be reduced taking into account that nowadays, food loss and waste is responsible for about 7% of global greenhouse gas (GHG) emissions and nearly 30% of the world’s agricultural land is currently occupied to produce food that is ultimately never consumed. Little changes to our daily habits can make a huge global impact and we must

take action to stop food loss and waste as an estimated 17 percent of total global food production is wasted (11 percent in households, 5 percent in the food service and 2 percent in retail). Food that is lost and wasted accounts for 38 percent of total energy usage in the global food system. We need to be aware of the importance of the food loss and waste issue, and promote global efforts towards resolving it. That is why, in 2019, the 74th United Nations General Assembly designated 29 September as the International Day of Awareness of Food Loss and Waste (resolution A/RES/74/209), recognizing the fundamental role that sustainable food production plays in promoting food security and nutrition. The day is an opportunity to call to action both the public or private sectors as food loss and waste undermine the sustainability of our food systems. Considering the world’s growing population, the United Nations see an ur-

gent need in addressing the large quantities of food lost and wasted around the globe, stressing the risks implied for climate change, agriculture sustainability, human livelihoods, and food supplies. We can take the opportunity of the day and raise more awareness and motivate people to stop food loss and wastage. Food loss and wastage can be easily managed if we come forward and take action. Each and everyone can make a

big difference here for the planet. Let us make a commitment and take a pledge that we shall not waste any food or we shall not contribute towards food loss. Being one of the basic rights, no one should be deprived of food and everyone can ensure that through their actions by stopping food loss or food wastage. NEW DELHI, SEP 28 (IANS): The Supreme Court on Tuesday sought a response from the Centre and others on a plea by the West Bengal government challenging the Calcutta High Court decision to order a CBI probe into cases of murder and crimes against women, which took place during post-poll violence in the state. However, the top court declined to pass any directions to the CBI to not lodge any more FIRs in the matter. After hearing detailed arguments by senior advocate Kapil Sibal, representing the West Bengal government, a bench of Justices Vineet Saran and Aniruddha Bose said: “You have made out the case for issuance of the notice. Let us see. We will give a short time for respondents to file counter.” As Sibal urged the bench to pass a direction to CBI to not register any more cases in the matter, the bench replied: “It is only a week, nothing will happen.” On his submission that the CBI is issuing notice to police officers in the cases, Justice Saran said: “You have argued about natural justice, we should not pass any order without hearing the other side.” The top court has scheduled the matter for further hearing on October 7. After the hearing concluded, Sibal sought an observation from the bench that the CBI probe into the matter will be subject to the outcome of the case in the top court. The bench

replied: “It is understood so even without passing a specific order... We don’t need to say that.” The Mamata Banerjee-led state government has challenged the high court order in the top court. A five-judge bench of the Calcutta High Court had ordered a CBI investigation into all the alleged cases of heinous crimes in the state after the poll results after accepting the recommendations of an NHRC panel. For other criminal cases connected with post-poll violence, the high court had directed court-monitored investigation by a Special Investigation Team. On September 20, the West Bengal government had told the Supreme Court that “shocking things” have happened in the state and cases, which included dacoity, were being transferred “en masse” to the CBI. “In one case, the man is alive..CBI is also investigating dacoity cases. All kinds of things are happening,” Sibal submitted. The state government’s plea had argued that NHRC committee report was prepared in great haste, “with a pre-conceived and motivated objective and most crucially, in utter disregard of the principles of natural justice, the established principles of criminal jurisprudence”. It further added that direction transferring cases to the CBI and the SIT was not in accordance with the principles laid down by the top court, as such transfers must be done in rare or exceptional cases only.

CHANDIGARH, SEP 28 (PTI): SAD chief Sukhbir Singh Badal on Tuesday urged Prime Minister Narendra Modi to invite protesting farmers for talks and also demanded a special session of Parliament to revoke the three “black” agri laws. The statement comes a day after farmers under the aegis of the Samyukta Kisan Morcha (SKM) held a Bharat Bandh to demand repeal of the three laws. The SKM is an umbrella body of over 40 farm unions spearheading the agitation. The Shiromani Akali Dal (SAD) president urged Modi to “intervene personally, immediately and effectively,” and invite farmers for talks without preconditions to revoke the three “Black Acts” on agrimarketing. Felicitating farmers of the country, especially those from Punjab and Haryana, for the “complete success” of the peaceful Bandh, Badal said this should show the government that the people of the entire country stood solidly behind their ‘annadata’ (food provider). In a statement here, Badal also urged the PM to convene a special session of Parliament to revoke the three Acts on agricultural marketing that have led the country to this “impasse”. He said, “As a first step, the government must invite farmer organisations for talks without any precondition and without any further loss of time.”

Punjab CM allocates portfolios to ministers CHANDIGARH, SEP 28 (PTI): Punjab Chief Minister Charanjit Singh Channi on Tuesday allocated portfolios to the new ministers, keeping 14 departments with himself and giving home affairs to deputy chief minister Sukhjinder Singh Randhawa and health to other deputy O P Soni. Channi, who took oath as the chief minister on September 20, gave the local government, and parliamentary affairs departments to senior cabinet colleague Brahm Mohindra. Some of the key departments which will be held by the chief minister are power, excise, mining and geology, environment, and civil aviation. Randhawa will also hold the cooperation, and jails departments while Soni will look after the defence services welfare and freedom fighters department. NEW DELHI, SEP 28 (PTI): The defence ministry has dissolved the Ordnance Factory Board (OFB) with effect from October 1 and transferred its assets, employees and management to seven public sector units (PSUs), according to an official order. As part of the “Atmanirbhar Bharat” (selfreliant India) package, the central government had announced on May 16 last year that it would improve autonomy, accountability and efficiency in ordnance supplies by corporatisation of the OFB. NEW DELHI, SEP 28 (PTI): Prime Minister Narendra Modi on Tuesday said climate change is a big challenge not only for the farm sector but also for the entire ecosystem, and efforts needed to be stepped up to address the problem. Modi called for collective efforts and continuous intensive research to deal with the climate change, which is adversely impacting the output of agriculture and allied sectors, thereby causing huge losses to farmers. The prime minister was addressing farmers and other stakeholders through video conferencing after launching 35 new crop varieties with special traits to address climate change and malnutrition. In the last six-seven years, science and technology are being used on a priority basis to solve the challenges related to agriculture, he said, adding that the joint efforts of farmers and scientists will give better results. NEW DELHI, SEP 28 (PTI): Gold prices declined by Rs 54 to Rs 45,080 per 10 gram in the national capital on Tuesday in line with weak global cues, according to HDFC Securities. In the previous trade, the precious metal had settled at Rs 45,134 per 10 gram. Silver prices declined sharply by Rs 573 to Rs 58,961 per kg from Rs 59,534 per kg in the previous trade. In the international market, gold was trading lower at USD 1,743 per ounce and silver was flat at USD 22.37 per ounce. “The rise in US bond yields have pressured gold prices to trade weak,” according to HDFC Securities, Senior Analyst (Commodities), Tapan Patel. Navneet Damani, VP – Commodities Research, Motilal Oswal Financial Services said, “Gold prices eased, hurt by a stronger dollar and a sharp uptick in US Treasury yields, while investors awaited more cues from Federal Reserve officials on the central bank’s monetary policy shift.”

MUMBAI, SEP 28 (PTI): Tata Motors on Tuesday rolled out the 1,00,000th unit of its hatchback Altroz, from the company’s manufacturing facility at Pune. The city-headquartered vehicle maker had commenced Altroz production at the fag-end of November 2019. It launched the vehicle in January 2020. The first vehicle model built on the ALFA (Agile Light Flexible Advanced) architecture, the Altroz, has acquired the top 2nd position in the premium hatchback category in the current fiscal, with more than 20 per cent share with an average monthly sale of around 6,000 units in FY22, Tata Motors said in a release. At the interbank foreign exchange market, the local currency opened at 73.79 and witnessed an intra-day high of 73.73 and a low of 74.12 against the US dollar in day trade. The local unit finally settled at 74.06 a dollar, down 23 paise over its previous close. The dollar index, which gauges the greenback’s strength against a basket of six currencies, was trading 0.26 per cent higher at 93.62. According to Dilip Parmar, Research Analyst, HDFC Securities the Indian rupee depreciated following global risk-off moods tracking cues from a sharp surge in bond yields ahead of Fed Powell’s testimony. “The rise in global bond yields is likely to support safe-haven currencies as Powell may flag “upside risks” to inflation in his testimony. Looking ahead, a light data docket awaits, highlighted by the latest US consumer confidence figures, while Fed Chair Powell heads to Capitol Hill,” Parmar said.

NEW DELHI, SEP 28 (PTI): The recently announced production-linked incentive (PLI) scheme with an outlay of Rs 25,938 crore will benefit domestic auto and auto components sectors in multiple ways, credit ratings agency ICRA said in a report released on Tuesday. The scheme aims for a future-ready and globally competitive Indian auto sector, by fast-tracking investments in technology and components where India needs to leapfrog. Besides, it will increase localisation, accelerate investments towards a local EV ecosystem and has the potential to make India an export hub in the global auto supply chain, ICRA said in the report. The government had on September 19 approved the PLI scheme for the auto industry with an outlay of Rs 26,400 crore that has been slashed from the initial outlay of Rs 57,000 crore. The scheme will be effective from FY2023 for five years, and the base year for eligibility criteria would be FY2020.

UNITED NATIONS, SEP 28 (IANS): Myanmar is facing a humanitarian crisis with about 3 million people requiring assistance due to the ongoing armed clashes, insecurity, monsoon rains as well as the Covid-19 outbreak, said the UN Office for the Coordination of Humanitarian Affairs (OCHA). In a report on Monday, the OCHA said the crisis was February 1 military coup and the subsequent detention of politicians, including former State Councillor Aung San Suu Kyi. Of the 3 million people, 1 million were previously identified in the existing response plan and a further 2 million identified since the military takeover.

More than 206,600 people have been internally displaced due to clashes and insecurity following the coup in Chin, Kachin, Kayah, Kayin and Mon states, and in Tanintharyi region, the OCHA report saud. There were also reports of population movement in Magway and Sagaing regions, believed to be in thousands, in recent months due to armed

clashes and insecurity. The security situation in southeastern Myanmar remains challenging, particularly in Kayah state and neighbouring areas of southern Shan, with clashes reported between the Myanmar Armed Forces (MAF) and the alliance of the “Karenni Army” and the “Karenni Nationalities Defence Force”, according to the OCHA.

The investigators continued to follow just over 4,000 participants, whose blood was analyzed for an average of 16 years. The researchers adjusted for known cardiovascular disease risk factors and looked at how many in the group had had heart attacks, strokes and other circulatory illnesses, and how many had died during those intervening years. Those include hockey players Savita Punia and Rani Rampal and para-athlete, high jumpers Mariyappan Thangavelu and Sharad Kumar. The Ministry also approved a plan to engage in partnership with corporate India to strengthen existing facilities for athletes through CSR initiatives and direct funding. NEW DELHI, SEP 28 (PTI): India captain Mithali Raj on Tuesday lost her top spot in the ICC Women’s ODI Rankings for batters as she slid to the third place while veteran pacer Jhulan Goswami climbed two places to second in the bowlers’ list. The 38-year-old Raj, who scored just 87 runs at an average of 29 in the just-concluded three-match series against Australia, now has 738 points in her kitty. Australia’s Lizelle Lee (761) grabbed the top spot after gaining one place while her compatriot Alyssa Healy, who scored 112 runs in the three-match series against India, is at second spot with 750 points. Informing this during a press conference at ASU office, here Tuesday, tournament convenor, Dievi Yano informed that the theme for this year’s trophy would be “Goal for Peace” He said the trophy could not be held last year because of the pandemic however, with more relaxation now in place this year, the union had decided to go ahead with the trophy. LO N D O N, S E P 2 8 (AGENCIES): Former Liverpool and England striker Roger Hunt has died at the age of 83. Known as ‘Sir Roger’ to Liverpool fans, Hunt was part of England’s 1966 World Cup-winning side and is the club’s record league scorer with 244 goals, BBC reported. The forward won 34 England caps, scoring 18 international goals after making his debut in 1962 when Liverpool were in English football’s second tier. Hunt played in every game of the 1966 World Cup and scored three times to help England out of their group. “Roger Hunt comes second to no-one in his importance in the history of Liverpool FC, that much is clear,” said Liverpool manager Jurgen Klopp. Bor n in Golbor ne, Cheshire, on 20 July 1938, Hunt signed for Liverpool in 1958 and made his 492nd and final appearance for the club in 1969, by which time fans had christened him ‘Sir Roger’. Liverpool then won the First Division in 1964 and 1966 either side of a first FA Cup win in 1965.
