PM sets India’s 2070 zero carbon emission target

GLASGOW, NOV 1 (PTI): Prime Minister Narendra Modi on Monday announced a bold pledge that India will achieve net zero carbon emissions by 2070 and asserted that it is the only country that is delivering in “letter and spirit” the commitments on tackling climate change under the Paris Agreement. Addressing the world leaders at the ‘High-Level Segment for Heads of States and Government’ at the UN COP26 underway at Glasgow, Prime Minister Modi said India is working hard in fighting climate change and it will show results. Modi also said that India is putting climate change at centre of its policies and stressed on the need to include climate adaptation policies in school syllabus to make the next generation aware of the issues. Presenting the country’s national statement at

the Summit, Modi listed out five commitments of India to combat climate change with a bold announcement that it will achieve the target of net zero emissions by the year 2070. He also raised the Nationally Determined Contribution (NDC) of achieving 450 giga watt non-fossil energy capacity to 500 giga watt. Modi also called for lifestyle changes which can go a long way in tackling climate change and urged to make ‘Lifestyle for Environment’ a global mission. Modi reiterated that devel-

oped nations must fulfil the promised USD 1 trillion as climate finance, saying this should be tracked the same way as climate mitigation. He said that India is moving forward with great deal of courage and ambition on the subject of climate and it understands the pain of other developing nations. Sharing his sentiment about the conference on climate change in Paris in 2015, Modi said that it was not India but 1.25 billion Indians who were making promises to themselves. The Paris Agreement is a legally binding international treaty on climate change. It was adopted by 196 Parties at COP 21 in Paris, in December 2015. India, the world’s third-biggest emitter with 1.96 tons per capita carbon emission, below China and USA which account for 8.4 tonnes and 18.6 tonnes emissions respectively.

Petrol, diesel NTC on Nagaland vis-à-vis Naga solution prices hiked for 6th consecutive day SPELLS OUT STAND ON VARIOUS ISSUES ON REHABILITATION, PNH & NSDZ DIMAPUR, NOV 1 (NPN): Fuel prices continue to burn a hole in the pocket of the common man as state-owned oil marketing companies (OMCs) increased the rates of petrol and diesel for the sixth consecutive day on Monday. According to a price notification of OMCs, prices of petrol and diesel were increased by 35 paise per litre each pushing pump rates to new high across the country. After the latest rate revision, Petrol price has breached the Rs.110-a-litre mark in eight districts of Nagaland while diesel price has also crossed Rs.100mark in all the districts. Since September 5, when both petrol and diesel prices were revised, the price of petrol and diesel in the international market was higher by around $9-10 per barrel as compared to average prices during August. Commercial LPG rates hiked: State-owned OMCs on Monday increased the rates of the 19 kg commercial liquefied petroleum gas (LPG) cylinders by Rs 266 with immediate effect. However, there was no change in rates of domestic LPG cylinders.

DIMAPUR, NOV 1 (NPN): Rising People’s Party (RPP) said it was amused at government sources blaming the party for their own lack of responsibility regarding shortage of staff in Health & Family Welfare (H&FW) department. Accusing the department of being incompetent, RPP asked the H&FW department to concentrate on regaining its lost credibility. RPP said that citing acute shortage of funds seemed to be an admission of misappropriation of funds by the department itself. RPP said that if there was no misappropriation, then the department should furnish itemised expenditure (Cont’d on p-8) lists with regard to the state

dition, he said there was a provision of Rs 53.77 crore under ECRP-II for health infrastructure strengthening and Covid-19 preparedness. Further claiming that there was adequate availability of drugs, oxygen and other inputs required for treatment of Covid-19 patients, the joint secretary said availability of all materials was regularly reviewed for timely action by the department. Mentioning that there was a temporary shortfall of RAT kits that was promptly addressed, he said 7,300 RAT kits were currently available in stock.

D I M A P U R , N OV 1 (NPN): Nagaland Tribes Council (NTC) expressed appreciation for the decisiveness of the Prime Minister of India, Narendra Modi in making it possible for the exhaustive exercises in time, energy and sacrifices in the dialogues between the government of India and Naga negotiators to culminate in October 31,2019 with Agreed Points for settlement after “considering unresolved matters shall be pursued through democratic political process post-solution.” This was contained in a statement issued by its president Toniho Yepthomi and general secretary Nribemo Ngullie. In the light of expected solution to the Naga political issue, NTC said from past precedence, people of

Nagaland are apprehensive that the government of India “may like to appease the negotiators with land that belongs to private landowners of Nagaland”. Therefore, in this regard, NTC reiterated “we are not ready to part with even an inch of our land for pacification purpose.” NTC reiterated that while it stood for integration but so long as the integration of all Naga contiguous areas was not possible and territorial integrity of the neighbouring states remaining protected, then the same yardstick be used to protect the territorial integrity of the State of Nagaland. NTC reaffirmed that “Nagas of Nagaland cannot accept only population integration” and maintained that rights of own-

ership be respected where neither the government of India or Nagaland force the indigenous landowners to accommodate outsiders without integration of all Naga contiguous areas. NTC also expressed apprehension over the proposal for a cultural organisation under the aegis of Pan Naga Hoho (PNH) whose formation and funding the government of India might likely approve. NTC further said as the proposed PNH would deal with tradition, culture and religious matters of Nagas, it pointed out that Article 371A under the Indian constitution comprehensively covered its legal jurisdiction to Nagaland state. It also opined, that in the event the government of India went ahead with

the proposed PNH and power to access aspects under Article 371A, it would create sufficient room for collisions and undue encroachment on the basic rights of Nagas of Nagaland in particular. In such a event, NTC maintained that the headquarter of the proposed PNH should not be located within the state of Nagaland. NTC opined that the Intangki forest which was declared as National Park of Nagaland in 1993 covers 202.2 Kms. However the state government’s “imaginary area in the name of Nagaland Special Development Zone (NSDZ) stretching across foothill valleys from Dimapur to Tizit” would spell disaster if these lands were to be sacrificed for rehabilitation purposes. NGBF maintained that there were “some facts or reasons” which were “beyond the measures of criteria.” The federation stated that the demand for Tseminyu district was “based on historical documentation since 1866, therefore their contributions and genuineness must be respected by the Naga people.” NGBF has, therefore, hoped that the state government would upgrade Tseminyu to district headquarters without delay.
