DIMAPUR, OCT 1 (NPN): State-owned oil marketing companies (OMCs) Friday increased the prices of petrol and diesel for the second consecutive day pushing rates to an all-time high across the country. According to a price notification of state-owned fuel retailers, petrol rate was hiked again by 25 paise per litre while diesel rate was increased by 30 paise per litre. The third increase in its rates this week has sent petrol prices above Rs 100 in most major cities of the country. After the rate revision, petrol price in Dimapur rose to Rs.100.41 per litre and diesel price increased to Rs.92.29 per litre. In the state capital Kohima, prices of petrol and diesel climbed to Rs.101.41 per litre and Rs.93.10 per litre respectively. Prices differ from state to state depending on the incidence of local taxes.
Covid: 21 fresh cases, 1 death
DIMAPUR, OCT 1 (NPN): Nagaland on Friday recorded 21 fresh Covid-19 positive cases while one more patient succumbed to the virus. Of the fresh cases, nine were from Dimapur, four in Kohima, three in Mokokchung, two each in Phek and Wokha and one in Longleng, taking the total caseload to 31265. Further, one more patient passed away in Mokokchung, pushing the death toll to 666 (including 15 non-Covid deaths). P T I : I n d i a l o g ge d 26,727 new coronavirus infections taking the total tally of COVID-19 cases to 3,37,66,707, while the active cases declined to 2,75,224, the lowest in 196 days, according to the Union Health Ministry data updated on Friday. The death toll climbed to 4,48,339 with 277 fresh fatalities, according to the data updated at 8 am.
Chopper service to resume from Oct 4
DIMAPUR, OCT 1 (NPN): Nagaland State Transport (NST) department has informed that the state helicopter service for schedule weekly service would resume with revised weekly schedule service and new fare with effect from October 4. In a circular, NST general manager Atovi Kiba Sema informed that the scheduled helicopter service, patient evacuation including VIP sorties, was allowed upto 100% occupancy, subject to adherence to COVID-19 appropriate behaviour and observance of all the relevant SOPs.

Finance dept clarifies on SARFAESI Act
DIMAPUR, OCT 1 (NPN): Responding to arguments put forth by the Nagaland Bar Association (NBA) to the state government against succumbing to pressure from various sources for implementing the SARFAESI Act 2002 for the sake of availing loans and boosting economic activities in Nagaland, the Finance Department (FD) has clarified that non-implementation of Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interests (SARFAESI) Act 2002 has been detrimental to the overall economic growth of Nagaland by restricting flow of credit to people. It pointed out that Credit Deposit Ratio(CDR) in Nagaland for the quarter ended June 2021 stood at only 48.44% as against the national average of 60% . FD pointed out that banks in Nagaland have been reluctant to extend loans in the absence of se-
cured assets and an effective mechanism for expeditious recovery of dues in case of default in loan repayment.
Feasibility of implementing SARFAESI Act explored by NLA panel It said banks have been requesting for implementation of the SARFAESI Act, 2002 in the State to enable them to extend loan against secured assets. Once the SARFAESI Act, 2002 is implemented, FD said banks and financial institutions can initiate steps to take possession of secured assets only if the borrower defaults in repayment of loan and the account in respect of the debt is classified by the secured creditor as NonPerforming Asset(NPA) i.e; failing to repay continuously
for three months. Once the debt has been classified as NPA the borrower is given time of sixty days to discharge the liabilities. If the borrower fails to discharge the liabilities within sixty days, the secured assets can be redeemed by paying the dues to the secured creditor any time before the date fixed for sale or transfer of the secured assets. The Finance department mentioned that Article 371A (1)(a)(iv) of the Constitution of India provides that no Act of Parliament in respect of ownership and transfer of land and its resources shall apply to Nagaland unless its Legislative Assembly by a resolution so decides. Also, Nagaland Land and Revenue Regulations (Amendment) Act, 1978 further provides that no person other than indigenous inhabitants of Nagaland shall acquire or possess any land in the State by transfer,
exchange, lease agreement or settlement. Therefore, the department said that in order to facilitate flow of mortgagebased loans to indigenous inhabitants of Nagaland within the existing land holding system and provide much-needed impetus to economic growth of the State, the feasibility of implementing the SARFAESI Act, 2002 in sync with provisions of Article 371A (1) (a) (iv) of the Constitution of India and the Nagaland Land and Revenue Regulations (Amendment) Act, 2002 was being explored by a Select Committee of Nagaland Legislative Assembly. Under this, it said that ownership of security interest would be allowed to be transferred following the procedure laid down in the SARFAESI Act, 2002 only in favour of indigenous inhabitants of Nagaland and no one else.

NEW DELHI, OCT 1 (PTI): Prime Minister Narendra Modi on Friday launched the second phase of the Swachh Bharat Mission-Urban and the Atal Mission for Rejuvenation and Urban Transformation, asserting that these missions were aimed at making cities garbage free and water secure. Under the new phase, it will be ensured that no untreated drain waste is discharged into any river of the country, Modi
said after launching SBM-U 2.0 and AMRUT 2.0 at the Ambedkar International Centre here. He said that the new phases of these missions are also an important step in fulfilling dreams of B R Ambedkar. India is processing about one lakh tonne of waste every day, he said, asserting that garbage mountains in cities will be processed and removed completely under the new phases of the two missions. Noting that many people
from villages come to cities with the aspiration of a better life, he said they get employment but their living standard is often worse than in villages. Modi said that in 2014, people took a pledge to make India open defecation free and they fulfilled this pledge with the construction of more than 10 crore toilets. Now, the goal of SBMUrban 2.0 is to make the cities completely free of garbage, he said and underlined the scope of the country’s target in the next phase of AMRUT as ‘improving sewage and septic management, making our cities water safe cities and ensuring that no sewage drains anywhere in our rivers’. He also talked about enhanced allocations for the Urban Development Ministry. The outlay of SBM-U 2.0 is around Rs 1.41 lakh crore.

SHILLONG/NEW DELHI, OCT 1: Amid the ongoing crisis within the Congress in Punjab, the party is facing another crisis in Meghalaya, as former Meghalaya chief minister and CLP leader Mukul Sangma has expressed disappointment over Congress high command’s decision to appoint three-time Lok Sabha member, Vincent H. Pala as Meghalaya Pradesh Congress Committee (MPCC) president without consultations. “By convention, the AICC consults the Congress Legislature Party leader, but he (Sangma) was surprised that the party did not consult him and learnt about Pala’s elevation to the top-post from party’s notification,” a Congress legislator said on condition of anonymity. Govt issues guidelines for Durga puja festival

DIMAPUR, OCT 1 (NPN): In view of the COVID-19 pandemic situation, the state government issued guidelines for the celebration of the upcoming Durga puja festival. As per the guidelines, the puja pandals would be allowed to be set up only outside the containment zones and the devotees would be allowed to visit the pandals from 5 a.m. till 9 p.m. However, maximum number of persons including organizers allowed to gather at any time in the puja pandals should be up to 50 % of the capacity subject to adherence to Covid-19 appropriate behaviour. NEW DELHI, OCT 1 (AGENCIES): Jeff Bezos and Elon Musk, the world’s two richest businessmen, are set to take on Airtel’s Sunil Mittal and Reliance Jio’s Mukesh Ambani in the high-speed broadband and internet space as they have approached the Indian government with separate plans to offer satellitebased internet connectivity, a Times of India report stated. Sources said that Musk’s satellite internet venture, Starlink, and Amazon have held separate consultations with the telecom ministry– as well as the Department of Space – for starting satellitebased internet services in India, “though they are yet to apply for a license through the formal route”. “Consultants representing the companies have had discussions with us, and have indicated that they are keen to offer internet services in India using a constellation of satellites. We expect them to apply for the licence very soon,” a Telecom department source said.
Further, the guidelines stated that a maximum of 50 persons would be allowed to be a part of any immersion procession and for completing the ritual of immersion by observing CAB at all times. DTF have been asked to make necessary arrangements with the concerned puja committees/organizers to ensure that immersion of the idols was suitably staggered so as to avoid congestion and large gatherings at the immersion sites. Concerned district CP/ SP would make necessary arrangements for security, traffic, enforcing compliance to CAB. The government has cautioned that any violation of the guidelines would attract action as per legal provisions against the puja committee/organizer or the individual/devotee as the case may be.
Lockdown curbs relaxed in Dimapur Tseminyu distt demand: RSZ launches ‘The Voices’
DIMAPUR, OCT 1 (NPN): Deputy Commissioner (DC) Dimapur has informed that the existing lockdown measurers would continue to remain in force in Dimapur district with the additional relaxations and directives with effect from October 1-31, 2021. In an order, DC Dimapur Rajesh Soundararajan stated that all shops/ business establishments dealing with all kinds of goods/ items/articles have been permitted to remain open on all the days from 6am till 9pm. DC also informed that night curfew has been relaxed by one more hour and it would be now
from 10 p.m. to 4 a.m. Further, DC informed that resumption of conduct of regular/offline classes for students of all the classes in the schools in the district would be permitted from November 1, 2021 if the COVID-19 situation remains under control, and continues to further improve and subject to adherence to SOPs to be issued by the Home Department. DC cautioned that any person violating the order would be penalized as per the provisions of Section 51 to 60 of the Disaster Management Act 2005 besides legal action under Section 188 of the IPC.

IMPHAL, OCT 1: Ministry of Home Affairs (MHA) has directed the National Investigation Agency (NIA) to investigate the abduction and murder of former Zeliangrong Baudi (Assam, Manipur and Nagaland) president Athuan Abonmai on September 22 last. Special secretary (Home), Manipur, H Gyan Prakash on Thursday issued an order stating that the Home Ministry (vide order No.11011/63/2021/NIA dated 30-09-2021) directed
the NIA to probe into the murder case. The MHA in the order directed the NIA to take over the case, stating that the Centre had received the information regarding registration of an FIR on the abduction and murder of Abonmai on September 22 last, registered at Tamenglong police station. The order said that “ Central government was of the opinion that “a scheduled offence under NIA Act 2008 has been committed and having regard to the gravity of the offence and to
