KO H I M A , O C T 2 9 (NPN): Union Minister of State for Panchayati Raj, Kapil Moreshwar Patil has stated that the Central government was focused on promoting all-round development of the North Eastern region. Addressing a press conference at Hotel de Oriental Grande, here, Patil said a number of central ministers have been appointed from different North Eastern states in order to have greater involvement from the region. Patil expressed satisfaction over the implementation of Central schemes in Nagaland. The minister said he was also impressed to witness active participation of the public towards development in the State. He expressed happiness at the traditional bodies in Nagaland performing well in the State, especially women’s active participation, which would immensely help in the State’s progress. The village councils acknowledged the minister for his visit and showing concern for the people of Nagaland and giving them a patient hearing. They highlighted the problems faced by villagers and appealed to him to look into matters like sports facility, water facility, connectivity and banking. India extends ban on int’l commercial flights till Nov 30
NEW DELHI, OCT 29 (IANS): To deal with the ongoing Covid pandemic, India’s civil aviation regulator on Friday extended the ban on scheduled international commercial flights till November 30. In the notification, the Directorate General of Central Aviation (DGCA), however, said: “This restriction shall not apply to international all-cargo operations and flights specifically approved by the DGCA.” It also said that scheduled international flights might be allowed on selected routes on a case to case basis. The Central government had banned the operation of international flights on March 23 last year to contain and control the spread of Covid-19. Flight restrictions, however, were later eased under air bubble arrangement with certain countries. At present, India has formed air bubble pacts with about (Cont’d on p-8) 28 countries.

DIMAPUR, OCT 29 (NPN): There appears no respite in sight for fuel consumers as the state-owned oil marketing companies (OMCs) increased the prices of petrol and diesel for third day in a row on October 29. According to a price notification of the oil marketing companies , the prices of petrol and diesel were hiked by 35 paise per litre each taking rates to fresh
all-time highs across the country. Following the latest rate revision, the state capital Kohima joined other districts of the state (except Peren and Dimapur) where diesel price has breached the Rs.100-alitre mark. (See table) Petrol has already hit the Rs 100-mark or more in all districts. Prices differ from state to state, depending on the incidence of local taxes.
Follow cracker ban strictly: SC directs states NEW DELHI, OCT 29 (IANS): Ahead of Diwali, the Supreme Court on Friday ordered all state governments and Union Territories to ensure its directions banning use of barium salts in fireworks was strictly followed as it emphasised that there was no total ban on use of firecrackers, but only on those comprising banned substances. A bench of Justices M.R. Shah and A.S. Bopanna said: “It is made clear that there is no total ban on use of firecrackers. Only those firecrackers are banned, as directed hereinabove, which are found to be injurious to health and affecting the health of the citizens, more particularly the senior citizens and the children.” The bench said celebrations cannot be at the cost of the other’s health and under the guise of celebration, nobody can be permitted to infringe the right to health of the others, guaranteed under Art. 21 of the Constitution.
KSU serves 15-day ultimatum on state govt (GHSS). After the resignation of its lone teacher on June 30, 2017, they said Ukha Changkong Primary School was left with no teacher for almost five years, before a private teacher was appointed at the initiative of Village Council and students’ union at their own expenses. T h e r e a f t e r, t h e y claimed that KSU had submitted a representation to the director concerned seeking appointment of teacher on July 23 this year and reminded authorities of the same again on September 30 through local media. They however alleged that the government did not pay any heed. Mentioning that classes had already started at polytechnics in other
districts, the KSU leaders pointed out that the Government Polytechnic at Aboi remained defunct due to perennial shortage of lecturersthough students had already taken admission for the current academic session. They said they had already highlighted this issue in local dailies on October 13 this year. Regarding shortage of Science and Mathematics teachers in the high school section and Sociology teacher in the secondary section at Mon GHSS, Noklem and Pangnan alleged that the government did no respond to their appeal on August 10 this year and representation to authority concerned prior to that for meeting the shortages.

DIMAPUR, OCT 29 (NPN): Chang Khulei Setshang (CKS) along with its frontal bodies on Friday resolved to impose total bandh within Chang jurisdiction starting from November 1 onwards, if the state government failed to respond to their 30-day ultimatum which ended on October 28. The dec ision was made during an emergency meeting convened by CKS on Friday at CKS Hall Tuensang. The meeting was attended by Chang Khulei Setshang, Chingmei Range Public Organisation, Confederation of Chang Students’ Union, Chingmei Range Students’ Council
and Changsao Thangjam Setshang. On Se ptember 28, CKS had served a 30-day ultimatum on the state government to transfer all DDOs and files of all government establishments concerning six villages-Waoshu, Yimpang, C/ Saddle, New Chingmei, Chingmei and Taknyu villages from Noklak district to Tuensang district within 30 days. However, even after a lapse of 30 days, the apex bodies said that the state government failed to take any positive action on the matter. In this regard, the Chang bodies have decided to impose total bandh under its jurisdiction.

DIMAPUR, OCT 29 (NPN): Rising People’s Party (RPP) Friday slammed the state government’s decision to nominate members to the Urban Local Bodies (ULBs), saying the decision was not only unconstitutional and undemocratic, but also “reeks of cowardice and surrendering.” RPP said the decision to nominate members for an interim period in the ratio of 70:30 did not convince anyone, but “to reward party faithful and cronies alike” before 2023 assembly elections. It further claimed that UDA’s decision was “a conscious decision to loot the ULBs, get their hands on the so-called toll tax pie, which for DMC was to the

It said ULBs were not political playgrounds for the ruling government to toy around with at will. RPP challenged the ruling parties to conduct free and fair elections instead of trying to make backdoor entries into the ULBs. RPP affirmed to oppose the nominated/advisory system tooth and nail “since the UDA government is toothless on the issue of election in the ULBs”.

Condemnations for Oct 27 firing incidents in Dimapur DIMAPUR, OCT 29 (NPN): More organisations have joined in to express strong condemnation against the blatant firing at several places in Dimapur on October 27. The Nagaland GB federation (NGBF), Naga Council Dimapur (NCD) and Notun Bosti council Dimapur (NBCD) in separate statements, have demanded stringent punishment against those involved. While appreciating the Niki-led NSCN(K) for admitting that it was involved in the firing incidents (three
arrested being its members), NGBF president Saleem Konyak and general secretary Shikuto Zalipu warned that “such act of intimidation” by any group or individuals will not be tolerated. NGBF said such act of violence being carried out in spite of repeated appeals and warnings was “unacceptable and deserved the highest degree of punishment.” NGBF said that when Nagas were craving for peace and focusing on Naga political solution, “this kind
of disobedience shall invite the wrath of the people.” NGBF also made a strong appeal on the law enforcing agencies and those in authority to bring the culprits to book and award punishment as per the law. NGBF urged the state government to get to the bottom of the incident and punish those found guilty. Further, NGBF also renewed its appeal on all to shun violence and maintain peace at this juncture. NCD also strongly condemned firing incident
and forceful intrusion into the residence of an outstation Nagaland police officer. NCD president Etsungmomo Kikon and general secretary Thsapongkyu Sangtam said there was no justification for any kind of coercion, intimidation, threat or killing. NCD called for stopping “anti-social activities, criminal and extortion of all kind” being waged against brothers and sisters in the name of Naga nationalism. It also appealed to all the factions to “take-off the
culture of killing, extortion, intimidation and hatred and put on the culture of love and harmony.” NCD said since Dimapur is the hub of economic, industrial and commercial activities, the state government must step up measures for the safety and security. It also lauded Dimapur police for prompt action against the alleged criminals and demanded registering criminal case against any such groups/individuals making demands. Meanwhile, NBCD
condemned the indiscriminate firing incident at Notunbosti (Ao Khel) jurisdiction on October 27, 2021 at around 1:30 am. NBCD chairman Imkongnukshi Imchen and secretary Kavito Ayemi said that such “barbaric acts of violence” were creating fear psychosis among the colony residents. The council stated that “this kind of terror violence”, which was unacceptable and had no place in a civilized society, should to be condemned by all.

DIMAPUR, OCT 29 (NPN): Nagaland governor Prof. Jagdish Mukhi extended greetings to the members of the Liangmai community on the occasion of Chaga Gadi festival. In his message, Prof. Mukhi said Chaga Gadi celebration honours womenfolk for their enormous contribution to the family. He also said it was a time when religious barriers were broken and everybody comes together and creates harmony. Mukhi prayed that the festival of Chaga Gadi bring peace, unity and prosperity to the Liangmai community and to the people of Nagaland.
Nagaland logs 39 fresh Covid cases
DIMAPUR, OCT 29 (NPN): Nagaland on Friday recorded 39 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, 24 were from Dimapur, nine in Mokokchung, five in Kohima and one in Peren, taking the total caseload to 31811.
