India extends ban on int’l commercial flights till Nov 30

NEW DELHI, OCT 29 (IANS): To deal with the ongoing Covid pandemic, India’s civil aviation regulator on Friday extended the ban on scheduled international commercial flights till November 30. In the notification, the Directorate General of Central Aviation (DGCA), however, said: “This restriction shall not apply to international all-cargo operations and flights specifically approved by the DGCA.” It also said that scheduled international flights might be allowed on selected routes on a case to case basis. The Central government had banned the operation of international flights on March 23 last year to contain and control the spread of Covid-19. Flight restrictions, however, were later eased under air bubble arrangement with certain countries. At present, India has formed air bubble pacts with about (Cont’d on p-8) 28 countries.

DIMAPUR, OCT 29 (NPN): There appears no respite in sight for fuel consumers as the state-owned oil marketing companies (OMCs) increased the prices of petrol and diesel for third day in a row on October 29. According to a price notification of the oil marketing companies , the prices of petrol and diesel were hiked by 35 paise per litre each taking rates to fresh

all-time highs across the country. Following the latest rate revision, the state capital Kohima joined other districts of the state (except Peren and Dimapur) where diesel price has breached the Rs.100-alitre mark. (See table) Petrol has already hit the Rs 100-mark or more in all districts. Prices differ from state to state, depending on the incidence of local taxes.

Follow cracker ban strictly: SC directs states NEW DELHI, OCT 29 (IANS): Ahead of Diwali, the Supreme Court on Friday ordered all state governments and Union Territories to ensure its directions banning use of barium salts in fireworks was strictly followed as it emphasised that there was no total ban on use of firecrackers, but only on those comprising banned substances. A bench of Justices M.R. Shah and A.S. Bopanna said: “It is made clear that there is no total ban on use of firecrackers. Only those firecrackers are banned, as directed hereinabove, which are found to be injurious to health and affecting the health of the citizens, more particularly the senior citizens and the children.” The bench said celebrations cannot be at the cost of the other’s health and under the guise of celebration, nobody can be permitted to infringe the right to health of the others, guaranteed under Art. 21 of the Constitution.

KSU serves 15-day ultimatum on state govt (GHSS). After the resignation of its lone teacher on June 30, 2017, they said Ukha Changkong Primary School was left with no teacher for almost five years, before a private teacher was appointed at the initiative of Village Council and students’ union at their own expenses. T h e r e a f t e r, t h e y claimed that KSU had submitted a representation to the director concerned seeking appointment of teacher on July 23 this year and reminded authorities of the same again on September 30 through local media. They however alleged that the government did not pay any heed. Mentioning that classes had already started at polytechnics in other

districts, the KSU leaders pointed out that the Government Polytechnic at Aboi remained defunct due to perennial shortage of lecturersthough students had already taken admission for the current academic session. They said they had already highlighted this issue in local dailies on October 13 this year. Regarding shortage of Science and Mathematics teachers in the high school section and Sociology teacher in the secondary section at Mon GHSS, Noklem and Pangnan alleged that the government did no respond to their appeal on August 10 this year and representation to authority concerned prior to that for meeting the shortages.

DIMAPUR, OCT 29 (NPN): Chang Khulei Setshang (CKS) along with its frontal bodies on Friday resolved to impose total bandh within Chang jurisdiction starting from November 1 onwards, if the state government failed to respond to their 30-day ultimatum which ended on October 28. The dec ision was made during an emergency meeting convened by CKS on Friday at CKS Hall Tuensang. The meeting was attended by Chang Khulei Setshang, Chingmei Range Public Organisation, Confederation of Chang Students’ Union, Chingmei Range Students’ Council

and Changsao Thangjam Setshang. On Se ptember 28, CKS had served a 30-day ultimatum on the state government to transfer all DDOs and files of all government establishments concerning six villages-Waoshu, Yimpang, C/ Saddle, New Chingmei, Chingmei and Taknyu villages from Noklak district to Tuensang district within 30 days. However, even after a lapse of 30 days, the apex bodies said that the state government failed to take any positive action on the matter. In this regard, the Chang bodies have decided to impose total bandh under its jurisdiction.

DIMAPUR, OCT 29 (NPN): Rising People’s Party (RPP) Friday slammed the state government’s decision to nominate members to the Urban Local Bodies (ULBs), saying the decision was not only unconstitutional and undemocratic, but also “reeks of cowardice and surrendering.” RPP said the decision to nominate members for an interim period in the ratio of 70:30 did not convince anyone, but “to reward party faithful and cronies alike” before 2023 assembly elections. Condemnations for Oct 27 firing incidents in Dimapur DIMAPUR, OCT 29 (NPN): More organisations have joined in to express strong condemnation against the blatant firing at several places in Dimapur on October 27. The Nagaland GB federation (NGBF), Naga Council Dimapur (NCD) and Notun Bosti council Dimapur (NBCD) in separate statements, have demanded stringent punishment against those involved. While appreciating the Niki-led NSCN(K) for admitting that it was involved in the firing incidents (three

arrested being its members), NGBF president Saleem Konyak and general secretary Shikuto Zalipu warned that “such act of intimidation” by any group or individuals will not be tolerated. NGBF said such act of violence being carried out in spite of repeated appeals and warnings was “unacceptable and deserved the highest degree of punishment.” NGBF said that when Nagas were craving for peace and focusing on Naga political solution, “this kind

of disobedience shall invite the wrath of the people.” NGBF also made a strong appeal on the law enforcing agencies and those in authority to bring the culprits to book and award punishment as per the law. NGBF urged the state government to get to the bottom of the incident and punish those found guilty. Further, NGBF also renewed its appeal on all to shun violence and maintain peace at this juncture. NCD also strongly condemned firing incident

and forceful intrusion into the residence of an outstation Nagaland police officer. NCD president Etsungmomo Kikon and general secretary Thsapongkyu Sangtam said there was no justification for any kind of coercion, intimidation, threat or killing. NCD called for stopping “anti-social activities, criminal and extortion of all kind” being waged against brothers and sisters in the name of Naga nationalism. It also appealed to all the factions to “take-off the

culture of killing, extortion, intimidation and hatred and put on the culture of love and harmony.” NCD said since Dimapur is the hub of economic, industrial and commercial activities, the state government must step up measures for the safety and security. It also lauded Dimapur police for prompt action against the alleged criminals and demanded registering criminal case against any such groups/individuals making demands. Meanwhile, NBCD

condemned the indiscriminate firing incident at Notunbosti (Ao Khel) jurisdiction on October 27, 2021 at around 1:30 am. NBCD chairman Imkongnukshi Imchen and secretary Kavito Ayemi said that such “barbaric acts of violence” were creating fear psychosis among the colony residents. The council stated that “this kind of terror violence”, which was unacceptable and had no place in a civilized society, should to be condemned by all.

Nagaland logs 39 fresh Covid cases

DIMAPUR, OCT 29 (NPN): Nagaland on Friday recorded 39 fresh Covid-19 positive cases while no deaths were reported during the day. Of the fresh cases, 24 were from Dimapur, nine in Mokokchung, five in Kohima and one in Peren, taking the total caseload to 31811. CYF, CSU, CPO committee inspect 2-lane road project

DIMAPUR: Chakhesang Youth Front, Chakhesang Students’ Union and Chakhesang Public Organisation (CPO) Two-Lane Committee (Kohima-Jessami) carried out a joint inspection of two-lane mega project from Kohima-Jessami on October 28. In a joint press release, CYF president Lhuvesayi Lohe, CSU president Vetho Vadeo and CPO Two-Lane Committee (Kohima-Jessami) co-convenor Welete Kapfo stated that the team while interacting with the implementing agencies stressed upon the quality of work, timely completion of the mega project and other relevant issues. Reiterating its earlier stand on “illegal taxation”, the joint team stated that any sort of illegal taxation by an individuals or groups, which would hamper the progress and development of the project in particular and public in general,

would not be entertained. The inspection team also appealed to the land owners not to obstruct the work or lodge complaints when they are duly compensated and also demolish the structures for smooth sailing of the mega project. Reminding the standing resolution of CPO, the team said any genuine complaint or grievances must be rooted through village council chairman or colony/ward chairman within the stipulated period. Later during the day, a coordination meeting with 11 ward chairman, GBs and Pfutsero Town Welfare Forum was held at Pfutsero Town Council Hall and discussed series of issues. The team conveyed its sincere support and cooperation to the house for expeditious commencement of work for the welfare of the public by and large.

Tongpang inaugurates EAC quarter at Chuchuyimlang DIMAPUR: Minister for PWD (housing & mechanical), Tongpang Ozukum inaugurated the new EAC quarter at Chuchuyimlang town on October 28. In a press release, the minister’s press secretary informed that in his speech, Tongpang acknowledged advisor CAWD Kazheto Kinimi for his prompt action by approving the construction of a good residence for officers in an administrative satellite township such as Chuchuyimlang town. The minister hoped that with the construction of the new quarter, the administrators would remain at station and offer better service to the people. November 1, the electoral registration officer of every district would publish the draft electoral roll by issuing a public notice of draft publication in Form 5 (Annexure 6) under Rule 10 of Registration of Electoral Rules 1960. During the meeting, Kikheto Sema disclosed that there was a huge demand for potato seeds in the state both during kharif and rabi seasons. He informed that most farmers of the state could not afford quality potato seeds from mainland India and thus bought the unsold potatoes from grocery shops which gave poor yield. Kikheto said that state chief minister Neiphiu Rio and minister for agriculture G. Kaito Aye were keen on creating better avenues for farming community and

more importantly bring new and innovative farming technologies to attract the educated youth towards agriculture. This, he said prompted FOCUS-Nagaland to propose to International Fund for Agriculture Development of the United Nations (IFAD) to fund the project for potato seed production. He informed that IFAD was willing to sponsor the project and once approved, the existing tissue culture laboratory at state horticulture nursery under the department of horticulture would be upgraded. The main tissue culture laboratory is proposed to be installed within the existing infrastructure at the State Agricultural Research Station (SARS), Yisemyong

under Mokokchung district for meeting the requirements for the rest of the state with temperate and cold climate of mid and hilly areas. Dr. Mohanty appreciated the initiatives taken by the state government and enlightened that through the project, CIP would introduce its novel low cost technology (apical rooted cutting) with the objective to develop the potato seed value chain in the state to improve productivity and to supply high quality potato seeds to farmers at an affordable price which can also be exported to the neighboring states. He informed that it would also work towards introduction of new short duration, early bulking, climate resilient and disease resistant potato varieties responding to consumer and market demands for table and processing purposes. He said that Nagaland had a favourable agro-climatic condition to have at least two growing seasons per year which presented untapped opportunity to transform Nagaland into a seed production hub for supply of quality potato seed to other states. Muslim body condemns attacks on NE bypolls : NDA, Congress face-off in 3 states minorities in Tripura, B’desh violence

G U WA H A T I / S H I L LONG/AIZAWL, OCT 29 (IANS): The stage is set for bypolls to nine assembly seats in three northeastern states -- Assam, Meghalaya and Mizoram, with both the BJP led-NDA and the main opposition Congress optimistic of their chances. The ruling Bharatiya Janata Party and the Congress are the main contenders for the five assembly seats in Assam while the ruling National People’s Party (NPP) and the Mizo National Front (MNF), both part of the National Democratic Alliance, would take on the Congress in three seats in Meghalaya and the lone seat in Mizoram, respectively. Political pundits are saying that the Saturday’s by-elections are the acid test for both national parties and the opposition parties as well while the local parties, which have fielded candidates in all the nine seats, might divide the vote share of the main challengers. A by-election was also due in Nagaland’s Shamator-Chessore Assembly seat, but ruling Nationalist Democratic Progressive Party (NDPP) candidate S.

Keoshu Yimchunger, who was the consensus nominee of the United Democratic Alliance (UDA), an allparty coalition formed on September 18 to run an opposition-less government in the northeastern state, has been elected unopposed as he was the lone nominee in the tribal reserved seat. The NDPP led by Chief Minister Neiphiu Rio is also an ally of the NDA. Assam Chief Minister Himanta Biswa Sarma, former Chief Minister and Union Minister Sarbananda Sonowal, Congress national General Secretary Jitendra Singh, state Congress President Bhupen Kumar Borah and leader of Opposition in the Assembly Debabrata Saikia, who undertook hectic campaign for their respective candidates, were strongly hopeful of securing win in the by-polls. The BJP has fielded candidates in three seats and all the three are turncoats Congress’s Rupjyoti Kurmi in Mariani and Sushanta Borgohain in Thowra, and All India United Democratic Front (AIUDF) - Phanidhar Talukdar in Bhabanipur. The BJP’s ally United People’s Party Liberal

(UPPL) has nominated Jiron Basumatary in Gossaigaon, and Jolen Daimary in Tamulpur. The Congress, which fielded candidates in all the five seats, has been trying hard at least to retain Thowra and Mariani. The AIUDF has fielded candidates in Bhabanipur and Gossaigaon, Akhil Gogoi-led Raijor Dal is contesting in Thowra and Mariani while Hagrama Mahilaryled Bodoland Peoples Front (BPF) is contesting in Gossaigaon. The AIUDF and the BPF were partners of the Congress-led 10-party ‘Mahajot’ (grand alliance) in the March-April Assembly polls. According to the Election Commission, around 8 lakh voters, including 3,93,078 female would decide the fate of 31 candidates. The by-elections were necessitated due to the Covid-related deaths of two sitting MLAs belonging to UPPL and BPF while two Congress (Kurmi and Borgohain) and one AIUDF legislator (Talukdar) joined the BJP after quitting their Assembly membership.

In Meghalaya, the National People’s Party (NPP) headed by Chief Minister Conrad K. Sangma and the Congress fielded candidates in all the three seats, the BJP, which is a constituent of the NPP-dominated Meghalaya Democratic Alliance (MDA), has fielded candidate in Rajabala. Another MDA partner, the United Democratic Party (UDP) also fielded candidate in Mawphlang, causing possible division of votes among the ruling partners and offering electoral benefit to the “divided” Congress. The UDP is supporting the NPP candidate in other seats. The Hill State People’s Democratic Party (HSPDP), another partner of the MDA, is supporting the UDP candidates in Mawphlang and Rajabala. In all, 13 candidates, including nominees of the local parties, have entered the fray to contest the byelections. Five candidates each are contesting from Mawryngkneng and Rajabala, while three aspirants are in the race in Mawphlang. Traditionally a matrilineal society, Meghala-

ya sees women voters in Meghalaya outnumbered their male counterparts. Election officials said that of the total 1,02,695 electorate in the three Assembly seats, 53,106 are female voters. The by-polls to the three Assembly seats were necessitated following the deaths of three sitting MLAs -- David A Nongrum (Congress, Mawryngkneng), Azad Zaman (UDP, Rajabala) and Syntar Klas Sunn (Independent, Mawphlang). In Mizoram, the bypoll to the Tuirial was necessitated following the death of sitting Zoram People’s Movement (ZPM) legislator Andrew H. Thangliana. According to Mizoram’s Joint Chief Electoral Officer David L. Pachuau, 18,582 voters, including 9,095 women, are eligible to exercise their franchise. There are four candidates in the fray - K. Laldawngliana of the ruling Mizo National Front, Laltlanmawia of the ZPM, Chalrosanga Ralte of the Congress and the BJP’s K. Laldinthara. The counting of votes in all seats will take place on November 2.

AGARTALA, OCT 29 (IANS: All India Imams Council (AIIC) on Thursday condemned the alleged attacks on minorities in Bangladesh, claiming that there were attacks on more than five mosques and other Muslim religious places in Tripura during the past few days. AIIC Tripura unit President, Billal Ahmed and AICC Tripura unit Secretary, Sahid Ahmed said in connection with the Bangladesh violence, there were several violent incidents and attacks on the mosques which took place in Agartala, Kakraban (southern Tripura), Kailashahar, Dharmanagar, Panisagar (in northern Tripura) and other places. Appreciating the Tripura government for providing security in Muslim religious places, the AIIC leaders urged the state government to take adequate steps to prevent recurrence of such violent incidents. IMPHAL, OCT 29: Union minister of state for finance Dr Bhagwat Kishanrao Karad on Friday announced that 30 more bank branches will be opened across Manipur before March 31, 2022. The Union minister expressed his concern over the sparse distribution of bank branches in the state at a credit outreach program held in Imphal’s Chief Minister’s Secretariat today. The program was organized by State Bank of India (SBI), Imphal. Dr Bhagwat Kishanrao Karad said that during discussion with the deputy chief minister who is also the finance minister of the state and concerned officials, he came to know about the problems facing in the state due to inadequate number of bank

branches. He was apprised that the bank ratio per lakh is only eight in the state against national average of 40. “I have instructed the banks including private sectors to open their bank branches across the state, ” he said, to cope with the lack of bank branches. Karad added that 30 bank branches will be opened before 31st March, 2022. He further announced that banks across the state will organize door to door campaigns for opening of individual bank accounts across the state to achieve financial inclusion. The minister who, is on a two-day visit to West Kameng district, visited the village on Wednesday and interacted with the Thembang Heritage Village Council members. Thembang Village along with Ziro Valley in Lower Subansiri district of the State, are nominees for UNESCO’s world heritage sites. The council members apprised the minister about the current position of Thembang in the process of inclusion in the final list of UNESCO’s World Heritage. The council also submitted a memorandum to the minister, an official communiqué informed on Thursday. The memorandum stated, “Thembang Village has been nominated for World

Heritage Site by UNESCO in the year 2014 along with the Ziro Valley and the State government has already declared Thembang as State heritage site in the year 2015. Even after passing of five years, there is delay in progress for making it to the final list of UNESCO.” “Thembang could be a great asset and pride for our state if it makes to the final list of UNESCO world heritage site,” the memorandum added. The minister said that the government would extend all support in making it to the final list of UNESCO. The deck was cleared for commencement of the assembly constituency-wise combing operation that will

cover all the 13 Assembly constituencies of one of the twin capital districts of the state, it added. The mass vaccination operations will cover those left out and interested in vaccination have not been vaccinated with the first dose and second dose, the source said. The district administration also issued an order today to commence the operation in collaboration with stakeholders. The Assembly constituency-wise combing operation will have vaccination sites at all the polling stations of the Assembly constituency. The order

asked all booth level officers (BLOs), ASHA, anganwadi workers of the respective polling stations to present on the vaccination day and assist in creating awareness to the public and find the unvaccinated or those who have not completed their second dose. Like in other states of the country, the universal immunization of Covid vaccine in the state was launched in January last. Currently, the vaccination for the 18+ eligible public is being carried out across the state with a target of covering around two mil-

lion eligible persons. The state has so far administered 19,38,003 doses of Covid vaccine including 10,719 people who were vaccinated on Thursday, the latest report of the state health department said. Of the total, 19,38,003 were first doses and 6,91,604 second doses, it added. Meanwhile, the COVID-19 infection count of the state reached 1,23,609 as 83 more fresh cases were reported on Friday. One more death in the last 24 hours took the fatality toll to 1,919, the health department said.

AIZAWL, OCT 29 (PTI): Mizoram’s COVID-19 count climbed to 1,20,088 on Friday after 592 more people, including 155 children, tested positive for the infection, a health department official said. The toll rose to 427 as three fresh fatalities were reported, he said. At least 1,094 people recuperated from the disease since Thursday evening, taking the total number of recoveries to 1,12,846, he said. Mizoram currently has 6,815 active cases. The northeastern state has so far conducted 12.99 lakh sample tests for COVID-19, including 6,614 since Thursday, the official added. According to state immunisation officer Dr Lalzawmi, over 6.97 lakh people have been inoculated with COVID-19 vaccines thus far, with 5.12 lakh of them having received both the doses.

ITANAGAR, OCT 29 (PTI): Arunachal Pradesh reported 14 new COVID-19 cases, eight more than the previous day, pushing the tally in the northeastern state to 55,134, a senior health department official said here on Friday. The COVID-19 death toll in the frontier state remained at 280, as no new fatality was reported in the last 24 hours, the official said. Arunachal Pradesh now has 115 active COVID-19 cases, while 54,739 people have recuperated from the disease so far, including 14 on Thursday, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The Coronavirus recovery rate in the state now is 99.28 per cent while the percentage of active cases stood at 0.21, he said.

GUWAHATI, OCT 29 (PTI): The Assam government is targeting to complete COVID-19 vaccination of all its eligible population, estimated to be around 2.1 crore, with both doses by January 15 next year, Chief Minister Himanta Biswa Sarma said on Friday. Accordingly, the first doses of vaccines to all the people above 18 years will be completed by November 20, Sarma said at a press conference here. “We have given 2.78 crore jabs to our people, including 77

NEW DELHI, OCT 29 (PTI): India recorded 1,53,052 suicides -- an average 418 daily -- in 2020, with 10,677 of them by persons engaged in farming sector, according to the latest central government data. The 2020 figures were more in comparison to 2019 when 139,123 suicides were recorded in the country, the National Crime Records Bureau (NCRB) stated in its annual report. Suicide rate (per lakh population) also increased from 10.4 in 2019 to 11.3 last year, the NCRB, which functions under the Union Ministry of Home Affairs (MHA), stated. A total of 10,677 persons involved in farming sector (consisting of 5,579 farmers or cultivators and 5,098 agricultural labourers) committed suicides during 2020, accounting for seven per cent of total suicide victims (1,53,052) in the country, the report showed. Out of 5,579 farmer or cultivator suicides, a total of 5,335 were male and 244

were female, it showed. Out of 5,098 suicides committed by agricultural labourers during 2020, 4,621 were male and 477 were female, it added. The majority of suicides were reported from Maharashtra (19,909), followed by Tamil Nadu (16,883), Madhya Pradesh ( 1 4 , 5 7 8 ) , We s t B e n gal (13,103), Karnataka (12,259), accounting for 13 per cent, 11 per cent, 9.5 per cent, 8.6 per cent and 8 per cent of the total cases, respectively, the data showed. These five states together accounted for 50.1 per cent of the total suicides reported in the country, while the remainder 49.9 per cent were reported from the remaining 23 states and eight union territories (UTs), the NCRB stated. Uttar Pradesh, the most populous state with 16.9 per cent share of the country’s population, reported a comparatively lower percentage share of suicidal deaths, accounting for only 3.1 per cent of the total suicides, it added.

PILIBHIT (UP), OCT 29 (IANS): BJP MP Varun Gandhi has once again made it clear that he will not ‘tolerate any injustice’ done to farmers. Varun has posted his video interacting with some officials and farmers. He can be heard warning the officials that if there is any corruption or irregularity in paddy procurement, he will not approach the government but will go to court directly. He said that he will depute one representative at every procurement centre who will record the proceedings. “At every procurement centre in the state, there is crippling corruption which is completely out in the open. Farmers’ grains are forcibly rejected after which they sell their produce out of desperation to middlemen. The administration takes a cut,” he said. He alleged that the nexus between officials and middlemen is forcing farmers to sell their grains at a much lower price.

MUMBAI, OCT 29 (PTI): Maharashtra minister Nawab Malik on Friday took potshots over a meeting between family members of Narcotics Control Bureau (NCB) Mumbai zonal director Sameer Wankhede and BJP leader Kirit Somaiya, saying “the genie is out of the bottle.” Malik, who has levelled a slew of allegations against Wankhede in context of the drugs-on-cruise case, accused the BJP of misusing central agencies to defame Maharashtra and the Hindi film industry based in Mumbai. Khera said the conspiracy has been exposed repeatedly over the last seven years including through a court in the 2G allocation issue. A special court in 2017 acquitted former telecom minister A Raja and Dravida Munnetra Kazhagam leader Kanimozhi in the 2G spectrum scam case. Khera quoted special judge OP Saini’s judgment in the 2G case: “Absolutely, no hesitation in holding that the prosecution has miserably failed to prove any charge against any of the accused made in its well-choreographed chargesheet.”

When truth is the victim

T

here is no debate that the controversial CAG report prepared under the tutelage of the 11th Comptroller and Auditor General of India, Vinod Rai, had singularly exacted the most serious political damage to the reputation of the UPA government under Dr.Manmohan Singh. Vinod Rai, had done a theoretical calculation to project a presumptive loss to the exchequer due to the process of auction of the 2G spectrum. The CAG report on November 10,2010 particularly courted controversy in its assessment of 2G spectrum allocation, with its calculation of Rs 1.76 lakh crore loss being questioned repeatedly. Critics in the government and especially in the telecom ministry, challenged the notion of a presumptive loss in an audit report, as well as the accuracy of the amount and the methods of calculation. But the CAG had succeeded in gaining the attention of the national media. The damage was done as the impact of the CAG reports and media discussions on the scams was huge. More than anything, people were more shocked by the figure of 1.76 lakh crore. Then from 2011, political foes of the UPA grabbed the opportunity with both hands but were careful not to come out in front. This was left to social activist Anna Hazare to raise Cain. Soon he began to draw mammoth crowds in the national capital- first at Jantar Mantar and then at Ramlila Maidan-with his televised fasts to demand a stringent Lokpal (ombudsman) that would have oversight on every public office, including the prime minister’s. While Hazare, Arvind Kejriwal, Kiran Bedi and General V.K. Singh- (all except Hazare became politicians soon)-led the protests on the streets, then Leader of Opposition Sushma Swaraj spearheaded the push against the government in Parliament. Vinod Rai prepared the report with a clear intention-destroy the UPA and he did succeed. The gainers were BJP and the AAP. During 2014 after BJP came to power, Vinod Rai in an interview to a news agency, alleged that then Congress MP Sanjay Nirupam was among Congress MPs who pressurized him to not include the name of then prime minister Dr.Manmohan Singh in the 2G allocation scam. Sanjay Nirupam then demanded an apology from Vinod Rai for his baseless allegation. When this was not forthcoming, Sanjay filed a defamation suit against Rai. On December 21 ,2017 a special court acquitted all 19 accused, including former telecom minister A. Raja and DMK leader Kanimozhi in the Enforcement Directorate’s money laundering case relating to the 2G scam. The Court said that the prosecution has miserably failed to prove any of its charges. Former UPA ministers Kapil Sibal, Manish Tewari and Veerappa Moily said that the former CAG Vinod Rai - who had pegged the loss to the exchequer at Rs 1.76 lakh crore - should be held accountable now. Then, on October 28, Rai eventually gave a written apology to Sanjay Nirupam for making a baseless allegation. Former telecom minister Andimuthu Raja alleged that former CAG Vinod Rai was a “contract killer” hired to kill the UPA-2 government and called for his prosecution for “abusing” the power and “cheating” the nation. If Rai, after refusing to admit his lie against Sanjay, eventually admitted it; then it is also most likely that his “presumptive loss” in 2G and coal allocations were the imaginations of the same mind.

He was “made…to be sin….” Our sins are removed because of the death of Jesus, and the only explanation for His death is His obedience to His Father, not His sympathy for us. We are acceptable to God not because we have obeyed, nor because we have promised to give up things, but because of the death of Christ, and for no other reason. We say that Jesus Christ came to reveal the fatherhood and the lovingkindness of God, but the New Testament says that He came to take “away the sin of the world!” (John 1:29). And the revealing of the fatherhood of God is only to those to whom Jesus has been introduced as Savior. In speaking to the world, Jesus Christ never referred to Himself as One who revealed the Father, but He spoke instead of being a stumbling block (see John 15:22-24). John 14:9, where Jesus said, “He who has seen Me has seen the Father,” was spoken to His disciples. That Christ died for me, and therefore I am completely free from penalty, is never taught in the New Testament. What is taught in the New Testament is that “He died for all” (2 Corinthians 5:15)— not, “He died my death”— and that through identification with His death I can be freed from sin, and have His very righteousness imparted as a gift to me. The substitution which is taught in the New Testament is twofold— “For He made Him who knew no sin to be sin for us, that we might become the righteousness of God in Him.” The teaching is not Christ for me unless I am determined to have Christ formed in me (see Galatians 4:19).

Like Hyderabad & Junagarh, the Maharaja of Kashmir Hon. Hari Singh had also not signed the instrument of accession upto the fixed deadline, 15th August 1947. The Maharaja had executed a standstill agreement with Pakistan and wanted to have similar link with India also, but Indian leaders had no interest. Initially Sardar Patel was dealing the affairs tactfully. Jinnah adopted a policy of coercion & force and cut-off supply of food, petrol and other commodities. Military pressure was also applied through border raids. At Patel’s initiative, Planes were diverted to Delhi-Kashmir routes and communication equipments were installed between Amritsar & Jammu. Patel wrote to the Maharaja on 21th

Sept. 1947 that “Justice Mehar Chand Mahajan will convey you the gist of our conversation on all matters affecting the interest of Kashmir. I have promised him full support and co-operation.” Patel had virtually instructed the Maharaja to appoint Mahajan as his PM. Patel also sent Guru Golwalkar, RSS chief, to Srinagar to brainwash the Maharaja regarding futility of independent Kashmir and convey the message that Pakistan will never tolerate your independence and will engineer a revolt. Guruji assured Maharaja that Sardar Patel would look after Kashmiri people. After Maharaja expressed his readiness to sign the instrument of accession, Guruji returned back to Delhi on Oct 19 and briefed Sardar about the happenings. On 15th October 1947, Kashmir PM has complained to British PM regarding lack of supplies and border raids by Pakistan, but the Britishers had nothing to do. In the valley, there were contrasting views between the two national personalities. Seeing Sheikh Abdullah’s vision & ambitious approach, Patel had negative thinking about him; whereas Nehru has aversion for Maharaja and affinity for Abdullah. Actually, Maharaja had arrested Nehru in June 1946, when he was fighting for Abdullah during the “Quit Kashmir” movement. Nehru’s sole aim was to reinstate Abdullah and dethrone the Maharaja. Sheikh Abdullah was at loggerheads with Jinnah. He was against going to Pakistan for his own personal reasons. He had ambition to become the Prime Minister of Kashmir, but he was fully aware that Jinnah being the champion of Muslims he had no chance in Pakistan. In 1947, Government

of India received intelligence reports that Pakistanis were preparing to enter Kashmir. Nehru pressurized that accession should take place with the co-operation of Abdullah and a letter was written to Mahajan, the PM of Kashmir, that as Abdullah is anxious to co-operate in handling with external danger, power should be shared with him without in any way jeopardizing Maharaja Position. As Maharaja Hari Singh had agreed in principle for the accession, there was no need to take such hasty steps. Before Mahajan received the letter, 5000-armed tribesmen from Pakistan entered Kashmir, burnt Mujaffarabad, shot dead Lt. Col. Narayan Singh (in Command of the State forces), captured power house at Mahura and switched off Srinagar’s electricity. Brig. Rajinder Singh, Chief of Staff of State, engaged raiders for two days in Uri, but he and his team were allegedly killed. The raiders were near Baramula, just 40 miles from Srinagar. NWEP CM encouraged tribesmen to enter Kashmir and Pakistan General Akbar Khan openly acknowledged Pakistan’s involvement. Jinnah told Mountbatten that if his conditions were satisfied, he whole thing would be called off. The British Commander of Gilgit Scout, Major Brown revolted against Kashmir Government and handed over Gilgit to Pakistan. On 23rd Oct. 1947, the Maharaja wrote to Patel that nearly whole military of a particular community had either deserted or refused to co-operate. On October 25, at the meeting of the defence committee of the Indian cabinet, Patel offered to help the Maharaja, but Nehru’s first reaction was “Maharaja must as-

sociate Abdullah without resistance”. On 26th Oct. in crucial meeting at Nehru’s residence, Mahajan as well as Abdullah pleaded the urgent need for Indian troops. Patel asked Mahajan to return Kashmir and to convey the Maharaja that the Indian army was on its way. On the same day the Maharaja signed the Instrument of accession in Jammu and requested in writing for military assistance. Under pressure from Nehru, Maharaja agreed to install Abdullah as the head of administration along with dejure Premier Mahajan. On 27th October 1947, over a hundred planes and a Sikh battalion were in Srinagar. Patel first time visited in Srinagar on 3rd November 1947, studied the situation and ordered the enemy to be drive out. As per Hari SinghAbdullah formula, Abdullah had to run valley and leave Jammu to Maharaja. But Abdullah started interfering in Jammu. Patel went to Srinagar to handle the issue, but Abdullah was rigid to be the premier for the whole State. The leaning Nehru wrote to Maharaja “Sheikh should be the PM and should be asked to form the government. Mr. Mahajan can be one of the ministers and formally preside over the cabinet. You could be its constitutional head”. This letter completely changed the whole scenario at a crucial juncture. Nehru was afraid of Patel that he would not allow Sheikh to do, whatever his ambition was. Viewing Abdullah as the key of Kashmir’s future, Nehru decided to manage Kashmir himself. To assist him N.G. Ayyangar, a former Dewan of Kashmir, was inducted into the Indian cabinet as a Minister without portfolio. Nehru

violated the democratic propriety by intruding into the domain of his own Home Minister Sardar Patel. A rift had been created between Patel and Nehru and a series of hot letters were exchanged, in which Patel offered even his resignation; to which Nehru wrote that as PM he must have a certain liberty of direction. On Mountbatten’s persuasion, Nehru had agreed to refer the matter to UN and also obtained Gandhi’s reluctant consent. Patel strongly opposed the move, but Kashmir was now Nehru’s baby. Patel wanted whole Kashmir, even if it meant for war. In a private conversation, Patel said “JawaharRoyega”, which came true 4 years later when Abdullah was sacked and arrested on charges of conspiracy. The Indian army found that the only way to completely remove the raiders from Kashmir was to attack their bases and supplies in Pakistan. India warned that unless Pak denied assistant & base to invaders, she would be compelled to take action. Mountbatten confused Nehru that any such move would undermine his foreign policy and progressive social aspiration. In UNSC, Nehru’s representatives Abdullah and Ayyangar could not put forward the issue firmly and outperformed by Pak’s Zafarullah Khan. Following Ambedkar’s refusal to draft Article 370 for special status to Kashmir, Abdullah approached Nehru; who eventually directed Ayyangar, also a member of Drafting committee, to frame it. Not only Patel but Ambedkar and all leaders of constitutional assembly, except Maulana Azad &Ayyangar, were in opposition on this issue. They felt that limited ap-

But now I have given up. In view of Gandhi’s last wish, any open criticism would look bad. But he would not remain silent if he found Nehru causing irreparable harm to the country”. Thus, the breakdown of Patel’s tactful action and Nehru’s personal recalcitrance for Sheikh’s ambition, entrapped the Kashmir Policy and darkened its future indefinitely. The Committee headed by the then Honourable Minister of Local Self Government late Rokhonecha first went to Chennai and met the State Election Commissioner who welcomed the Nagaland delegate very warmly His impression was that Nagaland is a beautiful garden and we all broke into laughter. He called his officers and instructed his Officers to provide all documents on the conduct of Municipal Election. Thereafter the Committee went to West Bengal and visited Kolkata Municipal Corporation and interacted with the Officials and collected all the required documents. Due to heavy Official works, the Honourable Minister had to go back to Nagaland. The team visited Punjab, Chandigarh, Himachal Pradesh and interacted with the Officials of the Municipal and Town Councils similar to Towns in Nagaland. By and by, the team came back to Nagaland and drafted the Nagaland Municipal Act, 2001.It was passed in the Legislative Assembly and printed in the book. Till such time, only ad hoc Town Committee for smaller Towns and Town Committees for larger Towns were in existence. Therefore, the Government decided to conduct the first Municipal Election in 2003 and successfully elected the Ward Councillors by observing all the Democratic norms.

A capacity building workshop for the elected Councillors was organised in Dimapur where all the elected Councillors participated with great enthusiasm The government also nominated some prominent persons including women. The second Municipal Election was due in 2008. However, due to the 33% women reservation, the civil societies in Nagaland protested against reservation as it was detrimental to the customs and usage of Naga people in the decision making. However, since it was passed in the Assembly, the government decided to conduct the Municipal Election with an odd number of Wards reservation for the women candidates. The first Municipal Election with 33% women reservation was announced by the State Election Commission to be conducted in Mokokchung Municipal Council on a trial basis. Nevertheless the citizens of Mokokchung Town protested not only against the 33% Women Reservation but also against the Municipal Taxation on land and building mentioned in the Municipal Act 2001 with the justification that in Mokokchung District there is no government land and all the land belongs to community or private individuals and so government should not impose any tax on land and building belonging to private individuals as it infringes on Article 371(A) Thus, the second Municipal Election was cancelled and till date the Municipal and Town Councils in Nagaland are look after by the ADC SDO (C) and EAC which is in addition of their normal duties. In order to carry on the

administration of the Municipalities, the government once appointed Advisors from all the Wards in all the Municipalities, However, the functioning of the Advisors were not in conformity of the functioning of the Employees of the Municipal and Town Councils and the employees protested against appointment of the Advisors on the justification that the revenue collected by some of the Advisors were not deposited in the account of the Municipal Councils and thus reduced the revenue and consequently were not able to pay the salary of the employees. Consequently, the government terminated the services of the Councillors. From time to time the government of Nagaland constituted a Committee headed by the Development Commissioners to revise the Municipal Act 2001. Nevertheless, due to complexity of the contents of the Municipal Act,2001 various Committees could not do any revision. Lastly, in 2017 the government constituted another Committee headed by the then Nagaland Commissioner as conven and I as the member Secretary. The Committee convened all the stakeholders and tribal Hoho representatives and held the meeting in the Nagaland Civil secretariat Conference Hall and note down all the suggestions and started the Revision which is not yet completed. During the first Assembly of the present Government in 2018, the Government has given assurance on the question whether the present government is contemplating to revise the Nagaland Municipal Act,2001 which is not yet done. BATHINDA (PUNJAB), OCT 29 (IANS): Aam Aadmi Party (AAP) national convener and Delhi Chief Minister Arvind Kejriwal lashed out at the corruption, crime and mafia rule in Punjab on Friday. He announced that if his party forms the government in 2022, Punjab will be freed from criminals, the corrupt and inspector raj. After April 1 next year, the AAP government will be responsible for the safety of every trader and businessman, he said. Addressing a programme in Bathinda town he made two announcements for businessmen. NEW DELHI, OCT 29 (IANS): The Defence Research and Development Organisation (DRDO) and the Indian Air Force jointly flight-tested an indigenously-developed long-range bomb successfully from an aerial platform on Friday. “The long-range bomb, after release from the IAF fighter aircraft, guided to a land-based target at a long range with accuracy within specified limits,” the DRDO said in a statement. All the mission objectives were successfully met, it said. The flight of the bomb and the performance was monitored by a number of range sensors including the Electro Optical Tracking System (EOTS), telemetry, and radar deployed by the Integrated Test Range, Chandipur in Odisha. The long-range bomb has been designed and developed by Research Centre Imarat (RCI), a DRDO laboratory located at Hyderabad, in coordination with other DRDO laboratories. Defence Minister Rajnath Singh has appreciated the DRDO and the IAF and other teams associated with successful flight trial and stated that this will prove to be a force multiplier for the Indian armed forces.

NEW DELHI, OCT 29 (PTI): The Centre has informed the Supreme Court that the North and South blocks, which cover nearly 27 acres housing government offices in national capital, are proposed to be converted into National Museums. The submission was made in response to a petition challenging the change in land use of a plot where the new official residences of the Vice-President and the Prime Minister are stipulated as part of the ambitious Central Vista project in Lutyens’ Delhi. The Centre also told the top court that all the ministries will be relocated in the Common Central Secretariat buildings which are being developed on of the Rajpath. “It is submitted that the Respondents are cognizant of the public nature of the projects and specifically seek to add various public facili-

ties to the larger vision plan and have suo motu created a lot of space for recreational purposes. It is submitted that there are both qualitative and quantitative increases in public spaces in larger vision. “For example, North and South Blocks which cover nearly 27 acres and are proposed to be converted into National Museums showcasing ‘India in making’ prehistoric to present date. The museums will be open to the public at large and serve important public purposes,” the affidavit said. The affidavit stated that the area of Plot No.1 is currently being used as government offices for almost 90 years now and no recreational activity (neighbourhood play area) exists as per actual ground conditions on Plot no. 1. “It is also averred that the place has not ever been open for the general public

NEW DELHI, OCT 29 (PTI): Gold in the national capital on Friday slipped Rs 271 to Rs 46,887 per 10 gram reflecting a decline in international precious metal prices, according to HDFC Securities. In the previous trade, the precious metal had settled at Rs 47,158 per 10 gram. Silver also slumped Rs 687 to Rs 63,210 per kilogram from Rs 63,897 per kilogram in the previous trade. In the international market, gold was trading lower at USD 1,795 per ounce and silver was flat at USD 23.89 per ounce. “Gold prices traded weak with spot gold prices at COMEX trading 0.18 per cent down at USD 1,795 per ounce on Friday,” HDFC Securities Senior Analyst (Commodities) Tapan Patel said.

BA N G KO K , O C T 2 9 (AP): A court in Myanmar found a close colleague of ousted leader Aung San Suu Kyi guilty of treason and sentenced him on Friday to 20 years in prison, a member of their political party said. Local media also reported the court’s decision. The sentence given 79-year-old Win Htein appeared to be the most severe so far for any of the top members of Suu Kyi’s government and party who were detained after the military seized power on February 1. Suu Kyi is being tried on several criminal charges that her supporters say were fabricated to discredit her. Win Htein is a longtime confidante of Suu Kyi and a patron of her National League for Democracy party. He publicly called for civil disobedience to oppose the military’s takeover and was arrested on February 4. Suu Kyi’s party had won a landslide victory in a November 2020 general election.

ROME, OCT 29 (IANS): The 16th G20 Summit, the first in-person gathering of leaders of the biggest economies since the onset of the pandemic early last year, will begin from Saturday in Italy’s capital city amid tight security measures and with a packed agenda. The summit will be preceded by a G20 Joint Finance and Health Ministers’ meeting, which will also be hosted by Rome on Friday, reports Xinhua news agency. According to Italy, holder of the G20 Presidency since December 1, 2020, the Summit’s agenda will cover the most pressing global health and economic issues related to the coronavirus pandemic. These would include the need for the most developed economies to boost their efforts to ensure the fair and equitable global distribution of Covis-19 vaccines, especially to lowincome countries. Earlier this month, UN Secretary-General Antonio Guterres launched an appeal for some $8 billion to speed up vaccination. The plan unveiled by the World Health Organization (WHO) aims at immunizing 70 per cent of the planet’s population by mid-2022. The G20 leaders are

SEOUL, OCT 29 (IANS): South Korea will launch a project next month to develop a homegrown naval interception system designed to protect warships from hostile aircraft and missiles, the state arms procurement agency said on Friday. The Defense Acquisition Program Administration (DAPA) said the project aims to develop the Close In Weapon System-II (CIWSII) -- a ship-based gun capable of countering incoming attacks in the final stage of the Navy’s multilayered interception program -- by 2027, reports Yonhap News Agency. The Navy currently employs final-stage interception systems imported from the US and the Netherlands. The CIWS-II project will use domestically developed technologies to counter various types of threats, such as those from hostile sea skimming missiles and infiltrating high-speed boats, DAPA said.

SEOUL, OCT 29 (IANS): The South Korean state watchdog on personal information protection on Friday recommended the operator of Facebook to pay 300,000 won ($256.70) in compensation to each of 181 users demanding damages for the provision of their personal information to third parties without consent. The recommendation to Meta Platforms was made by the Personal Information Protection Commission (PIPC)’s dispute mediation panel in charge of settling a dispute between the operator and Korean users of Facebook over the platform’s breach of users’ personal data. 1,000 Earths could fit in Jupiter’s Red Spot Storm, NASA Juno probe shows

D

ata from NASA’s Juno spacecraft is providing a deeper understanding of Jupiter’s wondrous and violent atmosphere including its Great Red Spot, finding that this immense swirling storm extends much further down than expected. Researchers said on Thursday the Great Red Spot plunges between roughly 200 to 300 miles (350 to 500 km) below the cloud tops on Jupiter, based on microwave and gravity measurements obtained by Juno. The data is giving scientists studying the solar system’s largest planet - so big that 1,000 Earths could fit inside it - a threedimensional account of Jupiter’s atmosphere. The planet, known as a gas giant, is composed primarily of hydrogen and helium, with traces of other gases. Stripes and a few storms like the Great Red

Spot dominate the colorful appearance of Jupiter, the fifth planet from the sun with a diameter of about 88,850 miles (143,000 km). The Great Red Spot is a storm roughly 10,000 miles (16,000 km) wide churning in Jupiter’s southern hemisphere, boasting crimson-colored clouds that spin counterclockwise at high speeds. It is one of the marvels of the solar system and has been in existence for centuries, but scientists until now have had little understanding of what lies below its surface. “From a scientific point of view, it’s puzzling how the storm can last so long and be so big,” said Scott Bolton, principal investigator of the Juno mission at the Southwest Research Institute in Texas and lead author on one of two Jupiter studies published in the journal Science on Thursday.

“It is wide enough to swallow the Earth,” added Marzia Parisi, a Juno scientist from NASA’s Jet Propulsion Laboratory in California and lead author of the second study. An instrument called a microwave radiometer enabled scientists to peer beneath Jupiter’s cloud tops and investigate the structure of its numerous vortex storms including the Great Red Spot, showing that they exist very deep in Jupiter’s atmosphere - much deeper than expected. Rather than being confined to the uppermost parts of Jupiter’s atmosphere, the Great Red Spot’s roots plunge to regions beyond where water condenses and clouds form - and below where any sunlight reaches. Juno data previously showed that jet streams in Jupiter’s atmosphere reach down even further, to depths of about

2,000 miles (3,200 km).Assumptions based on how Earth’s atmosphere behaves, as well as models produced over past few decades, had given the impression that the Great Red Spot was a relatively shallow storm, Bolton said. “Jupiter works in this mysterious way that we’re sort of revealing for the first time - because this is the first mission that’s been able to look inside the planet,” Bolton added. “And we’re seeing surprises.” Jupiter and Earth are vastly different worlds, and not just in terms of size. o you like your burgers well done with a side of plastic? Probably not. But a new study suggests that fast food often comes with a sizable helping of plasticsoftening chemicals that could potentially lead to hormone disruption, infertility and learning disabilities. At issue are phthalates and other so-called “replacement plasticizers.” Manufacturers use these chemicals to help soften the plastics found in products that are routinely used when handling food. Those include gloves, conveyor belts, packaging, wrapping and tubes. The problem: phthalates and their plasticizer cousins don’t seem to stay in their lane, easily migrating into the foods with which they come into contact. The study’s researchers warn that between 70% and 86% of the fast foods they tested contained some type of phthalate or plasticizer. “We think our findings suggest that phthalates and replacement plasticizers are widespread in fast food meals,” said study author Lariah Edwards. Novel drug treatment for COVID identified

esearchers have identified a potential new drug treatment that suppresses the reproduction of SARS-CoV-2 virus, that causes COVID-19, in infected cells. To multiply, all viruses infect cells and reprogramme them to produce novel viruses, the researchers said. The study, published recently in the journal Metabolites, shows that cells infected with SARS-CoV-2 can only produce novel coronaviruses when a metabolic pathway called pentose phosphate pathway is activated. The researchers from the University of Kent in the UK and Goethe-University in Germany found that the drug benfooxythiamine, an inhibitor of this metabolic pathway, suppressed reproduction of SARS-CoV-2, and infected cells did not produce coronaviruses. “This is a breakthrough in the research of COVID-19 treatment,” said Professor Martin Michaelis. “Since resistance development is a big problem in the treatment of viral diseases, having therapies that use different targets is important for developing the most effective treatments for COVID-19,” Michaelis said. BCCI looks into CVC Capital’s business links MUMBAI, OCT 29 (AGENCIES): The private equity firm CVC Capital Partners that won a Rs 5,625 crore bid to bag the new IPL franchise in Ahmedabad, but came under the cloud for their links with betting companies abroad, will have to wait until after Diwali for their fate to be decided by the Indian cricket board. A BCCI official told The Indian Express that it will take some more time for its legal team to complete due-diligence on CVC Capital Partners’ investments in betting companies. “The formalities haven’t yet been completed, the BCCI legal team is going through it and we are expecting them to revert us post Diwali,” a BCCI official told this newspaper. “The BCCI has full rights on whom they will allot the team, it’s the board’s discretion and we can only decide on a new IPL franchise (CVC) when the legal team reverts to us.” If BCCI decides not to allow CVC the ownership of the Ahmedabad franchise, than the third best bidder-Adani (Rs 5,100 crores) will be next in the line to secure it.
