Parliament nod to repeal farm laws sans debate
NEW DELHI, NOV 29 (PTI/AGENCIES): Parliament on Monday passed the bill to repeal the three contentious agricultural laws at the centre of protests by farmers for over a year with the Lok Sabha and the Rajya Sabha giving their approval in quick succession amid an uproar on the first day of the Winter session without any discussion as demanded by the opposition. It took just three minutes in Lok Sabha and nine minutes in Rajya Sabha to pass the Farm Laws Repeal Bill, 2021 on Monday, as the government refused the demand of the Opposition to hold debates in both Houses before clearing the proposed legislation. Though the repeal bill was passed by voice vote within minutes of its introduction in both the Houses, opposition members continued their protest demanding a discussion on farmers’ issues, including legal sanctity to Minimum Support Price (MSP) of crops and compensation to families of farmers who died during the year-long agitation. UG exams to be held offline D I M A P U R , N OV 2 9 (NPN): An emergency meeting held on Monday, between Nagaland University (NU) authority, Higher Education department and principals of under graduate (UG) colleges affiliated to NU, unanimously affirmed to conduct the UG exams 2021 in offline mode. Informing this in a press note, NU registrar Dr. Abemo said that the meeting also decided to hold the exams as notified on October 21, 2021. The university further appreciated the collective wisdom shown by the principals of the colleges for smooth conduct of examinations in offline mode.
State logs 9 fresh Covid-19 cases

Of the fresh cases, six were from Dimapur and one each in Kohima, Kiphire and Mokokchung, taking the total caseload to 32109. Nath Kovind for the formal withdrawal of the three laws against which farmers have been protesting. Introducing the repeal bill in the two Houses, Agriculture Minister Narendra Singh Tomar said Prime Minister Narendra Modi has kept his word as the government brought the bill on the very first day of the Winter session of Parliament. Outside Parliament, Congress leader Rahul Gandhi alleged that repealing of the three farm laws without a debate shows that the government is “terrified” of having a discussion and knows that it has done something wrong. Tomar, however, suggested that a discussion on the bill could have started in the Lok Sabha but protests by opposition parties ruled it out.
Ruckus in both the houses: In the Lok Sabha, the opposition entered the Well of the House demanding a debate on the bill and shouted slogans. Speaker Om Birla said: “You want debate, I am ready to allow debate when there is order in the House. But if you come to the Well, how can there be a debate.” Birla said a discussion was not possible when MPs were standing in the Well holding placards. However, the opposition members did not pay heed to the Speaker’s appeal and continued their protests. Congress leader in the House Adhir Ranjan Chowdhury said since the bill is listed for consideration and passage, why is there no discussion. He accused the government of taking the House for a ride.
In the Rajya Sabha, chairman M Venkaiah Naidu rejected notices given by the Congress and other opposition MPs under rule 267 seeking setting aside of the business to discuss farmer issues and adjourned proceedings briefly as opposition members persisted with their demand. Later, the bill was taken up and deputy chairman Harivansh allowed Leader of Opposition Mallikarjun Kharge to speak briefly.

Omicron shows need for global accord on pandemics: WHO chief GENEVA/WASHINGTON, NOV 29 (AP/IANS): The World Health Organization on Monday is pushing for an international accord to help prevent and fight future pandemics amid the emergence of a worrying new omicron COVID-19 variant. WHO Director-General Tedros Adhanom Ghebreyesus also said many uncertainties remain about just how transmissible and severe infection by the highly mutated omicron might be. Tedros joined leaders like outgoing German Chancellor Angela Merkel and Chilean President Sebastian Pinera for a longplanned and largely virtual special session of the U.N. health agency’s member states at the World Health Assembly. “The emergence of the highly mutated omicron variant underlines just how perilous and precarious our situation is,” Tedros said, calling for a “legally binding” agreement that wasn’t mentioned in a draft text seeking consensus on the way forward. “Indeed, omicron demonstrates just why the world needs a new accord on pandemics.” “Our current system disincentivizes countries from alerting others to threats that will inevitably land on their shores,” he said, saying that South Africa and Botswana-- where the new variant was detected in southern Africa — should be praised and not “penalized” for their work. 5th regional Saras fair underway in Dimapur

(NP) Staff Reporter DIMAPUR, NOV 29: The 5th regional Saras Fair 2021—Mega Fair of Rural Products, which was inaugurated by deputy commissioner (DC) Dimapur Rajesh Soundararajan on November 27, is underway at Urban Haat, Dimapur. The eight-day fair is being organised Nagaland State Rural Livelihoods Mission (NSRLM), department of rural development for self-help groups (SHGs).
Altogether, 22 stalls have been set up displaying locally produced fresh and processed food items, handicrafts, handlooms, vegetables, jewelries daily use commodities, etc., by rural artisans and vendors. Various SHGs from different districts have been partaking in the fair including one from Sikkim. Interacting with NSRLM officials, they informed that the fair was held twice in Kohima and thrice in Dimapur with the objec-
tive to promote, provide exposure and market linkage to SHGs. As per the sale record, the official said that with ever year the market has been getting better and that some of the SHGs have also been able to sell their products outside the state. The officials also urged all to be part of the fair which would encourage artisans and also promote SHGs. The fair starts from 9 a.m. to 6 p.m. and would culminate on December 4.
CTYO issues guidelines ahead of festive season DIMAPUR: Chumoukedima Town Youth Organisation (CTYO) has issued various guidelines to the public, ahead of the festive season. In a press release, CTYO president Hovise Naleo and general secretary Avi Makritsu informed that as observed in the past and the festive season just around the corner, many instances of antisocial related behaviors were being reported. In this regard, the organisation has reminded for information of all that it would “not tolerate any such activities including drinking in public places, substance abuse, rowdy, intoxicated behavior, loud music” during the wee hours within Chumoukedima town. that anyone disrupting peace and tranquillity of the peaceful town would be strictly dealt with and that volunteers would be deployed to conduct checks regularly. GPRN/NSCN mourns member’s demise DIMAPUR: GPRN/NSCN has expressed grief over the demise of ‘Maj.’ Tonivi who passed away on November 28. In a condolence message, the group through its MIP said that late ‘Maj.’ Tonivi enrolled in the Naga Army in 1997 and served for 24 years till his demise. It described him as “a true soldier known not only for his dedication to his services” but also “a compassionate and noble young man who believed in the cause and aspiration of a Naga nation.” Stating that his service and legacy for the cause of the “Naga nation” would be cherished and recorded in the pages of the Naga history, GPRN/NSCN conveyed condolences to the bereaved family members and prayed that the Almighty would grant them peace and solace.

In the operation by a team of Thoubal police commandos, three individuals who were allegedly behind the hiding of the arms and ammunition were also arrested. “Recommendation certificates and medals will also be awarded to the police personnel involved in the operation”, Singh said. He termed the recovery as a huge achievement of the state police in the counter insurgency operation. “It is a huge achievement, I appreciate them,” the chief minister said. Mizoram reports 94 COVID cases, 2 new fatalities AIZAWL, NOV 29 (PTI): Mizoram on Monday reported 94 new COVID-19 cases, the lowest single-day spike in four months, pushing the tally to 1,34,373, an official said. The COVID-19 death toll rose to 492 as two more persons succumbed to the infection, he said. The 94 fresh cases were detected out of 875 samples tested, with a single-day positivity rate of 10.74 per cent, he said. Aizawl district reported 34 new cases, Champhai (18), Saitual (16), Khawzawl (14), Lawngtlai (5), Mamit (4), Kolasib (2) and Lunglei district (1). Of the 94 new cases, 78 patients have developed symptoms of COVID-19 and 16 were asymptomatic, he said. Mizoram now has 3,900 active COVID-19 cases, while 309 people have recovered on Sunday, taking the total number of recoveries to 1,29,981. The COVID-19 recovery rate now is 96.73 per cent and the death rate is 0.36 per cent. The state has so far tested over 14.23 lakh samples for COVID-19 including 875 samples on Sunday.

SHILLONG, NOV 29 (PTI): Meghalaya TMC leader Mukul Sangma said that Mamata Banerjee’s party is looking forward to expanding its political base across the Northeast ahead of the 2024 Lok Sabha elections. The former Meghalaya chief minister, who recently switched over to the TMC along with 11 other Congress MLAs, told PTI in an interview that the political dynamics in the entire region is going to change with him quitting the grand old party. “I have been holding talks with leaders from other states in the region. They have been calling me up following the political decision that we have taken. This indicates that they are looking for something new in their respective states,” he said. The six-times MLA said that former assembly speaker Charles Pyngrope is likely to be TMC state president, while he, as the legislature party leader, will focus on taking on the government head-on, as well as expanding the party in other neighbouring states. IMPHAL, NOV 29: Dengue cases in Manipur’s Moreh town at the IndoMyanmar border surged to 100 with six more fresh cases reported on Monday. The rise in the mosquito borne disease in the border town was amidst the intensified containment measures being in place. The border town has a history of spreading the mosquito-borne disease in the last few years and for the current season when four residents were diagnosed with the disease when tested at private diagnostic centres in the town in the last week of October. Officials said that fogging operations have been ramped up at different areas of the town as a preventive measure against further spread of the disease. Continuous fogging and spraying of insecticide to kill mosquitos was being carried out at the high risks areas like Chavangphai, Muslim Nagar, Moreh Ward No V, VI, VII and VIII, it added. Manipur has a history of outbreak of dengue in recent years and for the current season, the outbreak of the disease was first reported in Imphal East district when a total of 22 persons from Chingmeirong area of the district were diagnosed with the disease in the last week of October.

Bharat Biotech begins export of Covaxin HYDERABAD, NOV 29 (IANS): Bharat Biotech on Monday announced that it has commenced export of Covid-19 vaccine Covaxin. Long Pending export orders have been executed during November, to be further expanded during the following months, the Hyderabad-based company said in a statement. With the number of countries that have granted emergency use approvals for Covaxin increasing, exports to additional countries will also commence from December, it said. The vaccine maker thanked the Government of India for approving exports. Covaxin will now become an integral part of the global fight against this pandemic, it added. The company earlier said it was poised to achieve its goal of an annual capacity of about one billion doses of Covaxin by the end of 2021. Union Health Minister Mandaviya last week said India was willing to supply Covishield and Covaxin vaccines.

NEW DELHI, NOV 29 (PTI): State-run aerospace behemoth Hindustan Aeronautics Ltd (HAL) will manufacture four light utility helicopters (LUHs) under limited series production by 2022-23, according to the government. Minister of State for Defence Ajay Bhatt, replying to a question in Rajya Sabha on Monday, also said that another eight LUHs will be built by 202324. Out of the initial quota of four choppers, two each will go to the Indian Army and the Indian Air Force while the two forces will get four LUHs each from the second batch of the limited series production, he said. “This would be followed by the manufacture of series production (SP) of the helicopters by the HAL,” Bhatt said. Earlier this month, the defence ministry approved the procurement of 12 LUH from the HAL for around Rs 1,500 crore. The LUH is designed
and developed as a replacement for ageing fleets of Cheetah and Chetak helicopters being operated by the armed forces. Indigenouslydeveloped LUH is a new generation helicopter in the 3-tonne category that has state-of-the-art technology features like a glass cockpit with multi-function displays (MFD) and is powered by a single turboshaft engine. To a separate question on the Kaveri fighter jet engine programme, Bhatt said it has achieved a “higher technology readiness level (TRL) in many critical technology domains”. He said nine full prototype engines and four core engines were built, adding 3,217 hours of engine testing was conducted, adding “completed altitude tests and flying test bed (FTB) trials” were carried out. “This is the first time that an indigenously developed militar y gas turbine engine was flight tested,” he added.

M U Z A F FA R NAG A R (UP), NOV 29 (PTI): Three people have been arrested in connection with Uttar Pradesh Teacher Eligibility Test (UPTET) question paper leakage in Shamli, police said on Monday. The UPTET examination, scheduled to be held on Sunday, was cancelled following the leakage of its question p a p e r, A d d i t i o n a l Director General Law and Order Prashant Kumar announced shortly before the exam was to begin. According to Superintendent of Police Sukirti Madhav Mishra, Dharmendra, Manish and Ravi were arrested and one other person, who is absconding and is accused of being involved in the case, has been booked. Police said a search is on to nab him. A car, 50 photocopies of the question paper and Rs 17,000 were recovered from the three accused, they said. During interrogation, they revealed that they had been involved in 60 such cases and received Rs 50,000 each for solving papers, police said.
MUMBAI, NOV 29 (PTI): Former Mumbai police commissioner Param Bir Singh on Monday appeared before the commission probing corruption allegations against former Maharashtra home minister Anil Deshmukh for the first time and told the panel that he couldn’t present himself earlier due to his “ill health”. Taking note of Singh’s application, the Justice K U Chandiwal Commission cancelled the bailable war rant issued earlier against the former Mumbai police commissioner. The panel directed Singh to deposit Rs 15,000 in the chief minister’s relief fund. Singh also filed an affidavit through his lawyers Asif Lampwala and Ankul Seth before the single-member commission reiterating that he had nothing to depose and didn’t want to be crossed-examined by the probe panel. Earlier in the day, Singh appeared before the panel which had issued multiple summonses against

NEW DELHI, NOV 29 (PTI): Minister of State for Personnel Jitendra Singh on Monday launched a “unique” face recognition technology that would act as a proof of ‘life certificate’ for pensioners and ensure ease of living for the retired and elderly citizens. All pensioners are mandated to submit their life certificate annually to continue receiving pension. The Ministry of Personnel, Public Grievances and Pe n s i o n s h a s a l r e a dy implemented a facility of giving the certificate digitally. “The central g ove r n m e n t h a s b e e n sensitive to the needs of pensioners and to ensure ease of living for them. Soon after coming to power in 2014, the government decided to introduce and implement digital life cer tificate for the pensioners. This unique face recognition technology will further help pensioners,” Singh said. He said this face
is simplified and while submitting the applications for making claims, the same shall be online and for which an exclusive portal be created by the State Governments. “The aforesaid shall facilitate the applicants to make applications for compensation from their place and even a person from the remote village may not have to go to the distant place and/or a city area. It will make the procedure easier and even avoid long queues at the Collectors / Mamlatdars office,” the bench said. During the hearing, the apex court noted that in many of the States, the number of forms/claims received is on a much lower side. “Some of the States have not even furnished any particulars. For example,

The hornbill’s journey
N
agaland’s Hornbill Festival, launched in 2000 as an all-in-one and one-in-all mother of all Naga festivals, has indeed come a long way from Kohima’s well known Khouchiezie (local ground) to Kisama Heritage village some 12 kms away between Phesama and Jakhama. The very name ‘Hornbill Festival’ conjures a scenario of thousands of people both from within India and beyond, visiting Nagaland during the first week of December. This is the principal objective of the Hornbill Festival- promoting interest to lure interested tourists to visit Nagaland. On its part, the government has been widening the activities at Hornbill Festival beyond cultural, fashion, motor rally, agricultural, music to I&T etc. All these items packaged within a 10-day event is exciting and exhausting. Just like a week-long street market or night bazaar which are quite popular among more than half the population who are in the age group of 35, there has to be a long term vision to promote not only night bazaars but enterprises. In the same manner, the long felt desire for making Nagaland as among the top tourist destinations in the north east, clarity and commitment instead of only mouthing platitudes which politicians are used to. Nagaland has more varieties of flora and fauna including different climates between the hills and plains than Sikkim. However, today Sikkim has advanced far ahead of Nagaland not because it has better ideas but mainly because it has applied its ideas into a robust implemented policy. One of the reasons why Sikkim is peaceful is that democracy is thriving in a vibrant way. Good governance has been the keyword of every state which has achieved the desired level of economic development. In order to create a wider platform for tourism, Sikkim has harnessed its natural bounty for sustainable development through village tourism. Nagaland also has many areas which have acclaimed natural beauty and varieties of vegetation including wildlife. The creation of mini-hornbills involving the celebration of major festival of a tribe in each district can be expanded to promote village tourism. The state government could also introduce eco-tourism with the village involved where tourists resting places and spots can be set up. Tourist villages which are identified can also include promotion of growing organic products as part of the activity. All villages in Nagaland can in the same way be encouraged to be part of the tourism plan and obtain benefits through central schemes. By eco-tourism, visitors can travel to villages of interest to seek the natural areas with the specific objectives of learning, admiring and enjoying nature and its wild plants and animals as well as local people’s cultural aspects including religious monuments, while conserving the natural and social environment, and improving the welfare of the local people. Tourism involves movement of people and for which roads and infrastructures have to be of the desired level to facilitate comfortable travel and stay. Tourism in a broad way is about improving the welfare of the people and their lives, the objective which needs to be understood in the context of the Hornbill Festival. This would also mean less of the VVIP culture that surrounds and suffocates Hornbill Festival into VVIP event and more of people-centric tourism. Perhaps as Hornbill Festival has travelled from Khuouchiezie Kohima to Kisama to other districts(as mini Hornbill) it will ultimately reach tourist villages as the final destination.

All that is required is a pious atmosphere, prayer, and devotion. This type of experience is not supernatural nor miraculous. It did not cost the sufferings of God, nor is it stained with “the blood of the Lamb” (Revelation 12:11). It is not marked or sealed by the Holy Spirit as being genuine, and it has no visual sign that causes people to exclaim with awe and wonder, “That is the work of God Almighty!” Yet the New Testament is about the work of God and nothing else. The New Testament example of the Christian experience is that of a personal, passionate devotion to the Person of Jesus Christ. Every other kind of so-called Christian experience is detached from the Person of Jesus. There is no regeneration— no being born again into the kingdom in which Christ lives and reigns supreme. There is only the idea that He is our pattern. In the New Testament Jesus Christ is the Savior long before He is the pattern. Today He is being portrayed as the figurehead of a religion— a mere example. He is that, but He is infinitely more. He is salvation itself; He is the gospel of God! Jesus said, “…when He, the Spirit of truth, has come,…He will glorify Me…” (John 16:13-14). When I commit myself to the revealed truth of the New Testament, I receive from God the gift of the Holy Spirit, who then begins interpreting to me what Jesus did. The Spirit of God does in me internally all that Jesus Christ did for me externally..

Recent repor ts by Wall Street Journal have revealed that the US intelligence agencies found evidence of construction work on what they believed was a secret Chinese military facility in the United Arab Emirates, and which was stopped after Washington’s intervention. It says that satellite imagery of the Port Khalifa revealed suspicious construction work inside a container terminal built and operated by a Chinese shipping corporation, Cosco. It included huge excavations covered in an apparent attempt to evade scrutiny and apparently for a multi-storey building. The Biden administration initiated urgent contact with the UAE authorities, which appeared to be unaware of the military activities, according to the WSJ. It said the discussions included two direct conversations between Joe Biden and Abu Dhabi’s Crown Prince Mohammed bin Zayed Al Nahyan, in May and August. The US officials visited the UAE in late September and presented the

Overeating can affect your ability to fulfil social, work or family roles

of the Bab-el-Mandeb, which is a key maritime choke point for international trade and global energy security, has attracted foreign powers. In the last few years, UAE has established a firm foothold at Berbera. Meanwhile the UAE, Ethiopia and Somaliland have reached an alliance for developing Berbera Economic Zone. The Chinese navy established a facility in Djibouti, its first overseas base, about four years ago, which was placed within a Chinese-run commercial port, at Doraleh. In addition in June this year, a new container terminal was inaugurated at the port of Berbera in the self-governing territory of Somaliland. Somaliland is a breakaway region of Somalia and is not recognised by any other state. The port of Berbera is located along the southern coast of the Gulf of Aden. For UAE, developing the port of Berbera and building strategic partnership with Somaliland serves two inter-related objectives: challenge the pre-eminence of the port facilities at Djibouti for the shipping enroute to the Suez Canal and expand its influence in the Horn of Africa. Through its entrenched presence in Somaliland and in Southern Yemen, UAE is in an enviable geopolitical
position: it can monitor the strategically important Gulf of Aden closely and shape the strategic affairs of the region. India’s Interests Gulf of Aden is an integral part of India’s maritime neighbourhood and sharpening rivalries between major powers underscore the need for increasing India’s strategic presence in the region. India has recently opened its embassy in Djibouti and has been steadily expanding its engagement with the Horn of Africa. Officially, there is no contact between India and Somaliland. A foothold in Somaliland would expand India’s presence and prove useful in monitoring Chinese activities in the region. India could use its ties with the UAE to forge newer ties with Somaliland. Compared with the unstable politics and prevailing insecurity in Somalia, democratic Somaliland is stable and secure. This will also serve its purpose of keeping an eye on the Chinese activities in the region and be a force to reckon with in the Gulf of Aden. Asad Mirza is a political commentator based in New Delhi. Were there any solid reasons to sideline the popular and astute Punjab Chief Minister then? Has it not consequently damaged party image in the eyes of the public? A senior journalist Patricia Mukhim points out – “The infamous moniker ‘grand old party’ seems hellbent on committing political suicide from Punjab to Meghalaya”. With so many successive election defeats and failures in the past several years, the party should have chosen to sit for the deep soul-searching. But, too unfortunately, this has never happened. Sonia Ji still wears the queen’s crown with pride while Rahul Gandhi roars with immaturity. One wonders when the crown will be put on the head of the non-Gandhi leaders. Were Lyngdoh, Sangma, Gogoi, Tharoor, Scindia, Chidambaram not more efficient and eligible for the party high command post? One social activist remarks – “Ampareen Lyngdoh or Gaurav Gogoi is diplomatically more prudent than Rahul Gandhi.” Of course, the true spirit of democracy in the party always attracts more leaders. No doubt we badly need a good opposition party, not the violent, for a healthy political ecosystem. The political party should inspire, and not “incite” our youths to the act of cruelty as witnessed post-election in West Bengal. All should agree that buzzword ‘KHELA HOBE’ should not “impinge” upon communal harmony and sovereignty of the country --- many are very apprehensive. All leaders should stand together to “safeguard the integrity” of the nation. ‘Sabka sath, sabka vikas’ can certainly uphold the constitutional doctrines of the nation. or many of us, eating particular foods can be comforting: a pick-me-up during a hard task; a reward after a long day at work; a satiating end to a lovely dinner. But some people have a compulsive and uncontrolled urge to eat particular foods, especially hyper-palatable “junk” foods. This can impact on their day-to-day functioning, and their ability to fulfil social, work or family roles. People who struggle with addictive eating may have intense cravings, which don’t relate to hunger, as well as increased levels of tolerance for large quantities of food, and feelings of withdrawal. Rather than hunger, these cravings may be prompted by low mood, mental illness (depression and anxiety), high levels of stress, or heightened emotions. “Food addiction” or “addictive eating” is not yet a disorder that can be diagnosed in a clinical setting. Yet patients often ask health professionals about how to manage their addictive eating. These health providers generally acknowledge their patients’ addictive eating behaviours but may be unsure of suitable treatments. Food addiction is commonly assessed using the Yale Food Addiction Scale. The science of addictive eating is still emerging, but researchers are increasingly noting addiction and reward pathways in the brain triggered by stress, heightened emotions and mental illness are associated with the urge to overeat. How common is it? Many factors contribute to overeating. The abundance of fast food, junk food advertising, and the highly palatable ingredients of many processed foods can prompt us to eat whether we are hungry or not. However, some people report a lack of control over their eating, beyond liking and wanting, and are seeking help for this. Around one in six people (15-20%) report addictive patterns of eating or addictive behaviours around food. While food addiction is higher among people with obesity and mental health condi-
tions, it only affects a subset of these groups. How can you tell if you have a problem? Typically, food addiction occurs with foods that are highly palatable, processed, and high in combinations of energy, fat, salt and/or sugar while being low in nutritional value. This might include chocolates, confectionery, takeaway foods, and baked products. These foods may be associated with high levels of reward and may therefore preoccupy your thoughts. They might elevate your mood or provide a distraction from anxious or traumatic thoughts, and over time, you may need to eat more to get the same feelings of reward. However, for others, it could be an addiction to feelings of fullness or a sense of reward or satisfaction. There is ongoing debate about whether it is components of food that are addictive or the behaviour of eating itself that is addictive, or a combination of the two. Given people consume foods for a wide range of reasons, and people can form habits around particular foods, it could be different for different people. It often starts in childhood Through our research exploring the experiences of adults, we found many people with addictive eating attribute their behaviours to experiences that occurred in childhood. These events are highly varied. They range from traumatic events, to the use of dieting or restrictive eating practices, or are related to poor body image or body dissatisfaction. Our latest research found addictive eating in teenage years is associated with poorer quality of life and lower self-esteem, and it appears to increase in severity over time. Children and adolescents tend to have fewer addictive eating behaviours, or symptoms, than adults. Of the 11 symptoms of the Yale Food Addiction Scale, children and adolescents generally have only two or three, while adults often have six or more, which is classified as severe food addiction. The associations we observed in adolescents are also
seen in adults: increased weight and poorer mental health is associated with a greater number of symptoms and prevalence of food addiction. This highlights that some adolescents will need mental health, eating disorder and obesity services, in a combined treatment approach. We also need to identify early risk factors to enable targeted, preventative interventions in younger age groups How is it treated? The underlying causes of addictive eating are diverse so treatments can’t be one-sizefits-all. A large range of treatments are being trialled. These include: • passive approaches such as self-help support groups • trials of medications such as naltrexone and bupropion, which targets hormones involved in hunger and appetite and works to reduce energy intake • bariatric surgery to assist with weight loss. The most common procedure in Australia is gastric banding, where an adjustable band is placed around the top part of the stomach to apply pressure and reduce appetite. However, few of the available self-help support groups include involvement or input from qualified health professionals. While providing peer support, these may not be based on the best available evidence, with few evaluated for effectiveness. Medications and bariatric surgery do involve health professional input and have been shown to be effective in achieving weight loss and reducing symptoms of food addiction in some people. However, these may not be suitable for some people, such as those in the healthy weight range or with complex underlying health conditions. It’s also critical people receiving medications and surgery are counselled to make diet and other lifestyle changes. Other holistic, personalised lifestyle approaches that include diet, physical activity, as well as mindfulness, show promising results, especially when codesigned with consumers and health professionals. But of late we hear the murmurs of discontentment among the leaders of this national party. The recent defection of 12 Congress MLAs to TMC at one go in the state has sent a fearful tremor across the country. The reasons why so many leaders are unhappy with one of the oldest parties are not very difficult to notice. As claimed by many, this party firmly believes more in the family than democratic principles. This had irked even our very veteran leader and former Lok Sabha Speaker - late PA Sangma leading to the formation of NCP. TMC is another offshoot of the same Congress which is now emerging as a stronger force. Going by various comments on social media it can be concluded that the “family interest” always reigns supreme here in INC. Sycophancy is the hallmark of this party. This party has never found a single suitable leader to hold the party presidentship in over a decade except from the Gandhi family. Its humble leaders are so much “loyal to the family” that they forget their own individuality. What is most astonishing is that the dutiful party leaders continue to admire Rahul Gandhi though he lacks even the basic acumen of a diplomatic leader. His morning speech clashes with that of the evening. Nothing could be more amazing than when people continue to applaud him, and he gets more charged up! He often utters promises which are totally impractical. A joke is still going round about his vehement claim of introducing a machine that would turn potatoes into gold. Yes, there are countless instances when its key party members were publicly humiliated. Former President of India late Pranab Mukherjee at times expressed his displeasure against the Gandhi family. Shri Himanta Biswa Sarma defected from the party and joined BJP when his self-esteem got hurt. This cost the party dearly in Assam. Please

NEW DELHI, NOV 29 (PTI): India has not reported any case of the Omicron variant of coronavirus yet but the Karnataka health minister Monday said the sample of one of the two recent South Africa returnees appears “different from the Delta variant”, even as experts stressed vaccines remain a critical tool. The WHO said it is “not yet clear” if the newlydetected variant is more transmissible or causes more severe disease, but authorities across states in India ramped up efforts to deal with the evolving situation. Civil Aviation Minister Jyotiraditya Scindia said the situation is being closely monitored in consultation with other ministries regarding “any further decision” on resuming scheduled international passenger services.

A senior Central government official said in Delhi no case of the new variant has been detected in the country, but results of genomic analysis of positive samples of international travellers are being expedited. in time.” In Delhi, authorities ordered RT-PCR testing for all people arriving from ‘high-risk’ countries, genome sequencing of the positive cases and mandatory isolation. Delhi Deputy Chief Minister Manish Sisodia told the media the new ‘Omicron’ variant was discussed by experts in the meeting and it was stressed that there should be no relaxation in preparation to deal with Covid infections and in monitoring the situation. In Madhya Pradesh’s Jabalpur, health authorities have launched a search for a woman from Bostwana, named Khuno Oremeet Selyn, who visited the city on November 18. “An official from the Bostwana Embassy told us over phone that she is in isolation at a military organisation in Jabalpur. We
have asked him to share her mobile phone number and her local contact,” Jabalpur Chief Medical and Health Officer Dr Ratnesh Kurariya told PTI. “The woman came to Jabalpur from Delhi, as per the record shared with us by the central government.” Karnataka Health Minister Dr K Sudhakar, meanwhile, said the sample of one of the two persons who arrived in Bengaluru recently from South Africa appears “different from the Delta variant”, the currently dominant strain. “There is a 63-year-old man whose name I should not disclose. His report is a bit different. It appears different from the delta variant. We will discuss with the ICMR officials and will let people know by the evening what it is,” the minister said.
PATNA, NOV 29 (PTI): Days after Bihar emerged as the poorest state in a Niti Aayog report, Leader of Opposition in Bihar Assembly Tejashwi Yadav on Monday launched a blistering attack on the JD(U)-led NDA dispensation over its alleged failure on all fronts and said the double engine government should rather be called a “trouble engine”. The ‘double-engine government’ expression was first used by the BJP as it appealed to people to vote for the party and avail the benefits offered by it at the Centre as well as in the states. Talking to reporters outside the Bihar Assembly, which was adjourned on the first day of the winter session following obituary references, the RJD leader said resentment was brewing among people over “rampant corruption” in

the state. “The Niti Aayog report shows the Bihar government as a failure on almost all indicators. Chief Minister Nitish Kumar is running a corrupt government. There’s corruption from top to bottom. Bihar stands first in unemployment, education system has been completely destroyed and health infrastructure in the state is in shambles,” he stated. According to the think tank’s recently released National Multidimensional Poverty Index report, 51.91% population of Bihar
is poor. Yadav also pointed out that the Comptroller and Auditor General (CAG) has found “glaring financial discrepancies, irregularities and wasteful expenditure” in various departments of the Bihar government. “Where stands Bihar in the Niti Aayog report? It is at the number one position from the bottom. Whenever the CM is asked about it, he expresses his ignorance. This shows that the Bihar government is not serious about meeting the basic needs of the people. This is not a ‘double engine’ but a ‘trouble engine’ government in Bihar”, said the leader of Opposition. Opposition party legislators have decided to hand over a copy of NITI Aayog and CAG reports to the chief minister, as he is “not aware” of the developments, the RJD leader said.

RBI supersedes Reliance Capital Board

MUMBAI, NOV 29 (PTI): The Reserve Bank on Monday superseded the board of Anil Ambani promoted Reliance Capital Ltd (RCL) and will shortly initiate bankruptcy proceedings against the debt-ridden NBFC in view of payment defaults and serious governance issues. Nageswar Rao Y (Ex-Executive Director, Bank of Maharashtra) has been appointed as the administrator of the company, the RBI said in a statement. Meanwhile, the company in a statement welcomed the RBI’s move to resolve its debt under the Insolvency and Bankruptcy Code. “The Company will co-operate fully with the Administrator appointed by the RBI for the expeditious resolution of its debt in the best interests of all stakeholders,” it said. This is the third large
NBFC against which the central bank will initiate bankruptcy proceedings under the Insolvency and Bankruptcy Code recently. The RBI has initiated similar proceedings against Srei Group NBFCs and Dewan Housing Finance Corporation (DHFL). While the proceedings against DHFL has been completed, the Srei issue is still pending. “...the Reserve Bank has today (Monday) superseded the Board of Directors of M/s Reliance Capital Ltd (RCL) in view of the defaults by RCL in meeting the various payment obligations to its creditors and serious governance concerns which the Board has not been able
to address effectively,” the central bank said. It further said the Reserve Bank will shortly initiate the process of resolution of the company under the Insolvency and Bankruptcy (Insolvency and Liquidation Proceedings of Financial Service Providers and Application to Adjudicating Authority) Rules, 2019. “Reserve Bank will also apply to the NCLT, Mumbai for appointing the Administrator as the Insolvency Resolution Professional,” it said. In September, Reliance Capital in its annual general meeting (AGM) had informed shareholders that the company’s consolidated debt was Rs 40,000 crore.
The company reported a consolidated loss of Rs 1,156 crore for the second quarter this fiscal against Rs 6,001 crore income. During 2020-21, the company had posted a loss of Rs 9,287 crore on a total income of Rs 19,308 crore. Reliance Capital in its statement said the “complexity of litigation” initiated by certain secured and unsecured lenders, resulting in the pendency of over 10 cases in various fora -- including the Supreme Court, Mumbai High Court, Delhi High Court and DRT -- has effectively stalled the resolution of the company’s debt, despite its best efforts for the past over two years. “The Company owns profitable and valuable operating businesses, through its 100 per cent shareholding in RGIC and 51 per cent shareholding in RNLIC (a JV with Nippon Life Co. of Japan), which represent the majority of the value of the Company being a Core Investment Company (CIC), besides other financial investments,” it said.

NEW DELHI, NOV 29 (IANS): The Centre has no proposal to recognise Bitcoin as a currency in the country, the Parliament was informed on Monday. Finance Minister Nirmala Sitharaman, in a written reply in the Lok Sabha, also said that the government does not collect data on Bitcoin transactions.

The tournament is being organised for both men and women categories, where 30 teams will be competing and 10 teams are women. K A N P U R , N OV 2 9 (IANS): Rachin Ravindra and Ajaz Patel put up 52 balls of stubborn resistance to help New Zealand force a thrilling draw against India in the first Test of the two-match series at the Green Park Stadium here on Monday. From 155/9, Patel did a fine job of hanging in at the crease but it was the debutant Ravindra, who faced 91 balls and gave a great account of his temperament and composure to deny India a win. After going wicketless in the opening session of day five, Ravichandran Ashwin, Ravindra Jadeja, Umesh Yadav, and Axar Patel picked eight wickets in the next two sessions. But a stonewalling effort from Ravindra and Patel defied the Indian bowling attack, which was in a race against time as lights began to fade in the final half-hour of the day. Axar Patel struck on the seventh ball of the final session, trapping Henry Nicholls lbw with the one turning in a little and went past the outer edge to hit the back pad. D I M A P U R , N OV 29 (NPN): Nagaland Taekwondo team won 18 medals (9 gold, 7 silver and 2 bronze medals) of the two-day Indo-Nepal International taekwondo championship which concluded on Sunday eve n i n g a t Ta l k a t o r a Stadium, New Delhi. A total of 20 boys from Taekwondo Sports Academy par ticipated in the championship in different categories of pewee, sub-junior, cadet, junior, senior.
