One-day ‘total shutter down’ in Dimapur today

DIMAPUR, SEP 29 (NPN): A12-hour “total shutter down” of all business establishments in Dimapur from 6 a.m. to 6 p.m. has been called on September 30 (Thursday) in protest against the move to shift office branches, cells etc., from the present DC’s office Dimapur to the new complex at Chümoukedima. Several Dimapur-based Civil Society Organizations (CSOs) have served a fiveday deadline with effect from September 29, 2021 on the chief minister to cancel the September 7 home department notification for shifting of the district
election office and disaster management cell the new complex at Chümoukedima including all other orders issued by the government. They also cautioned that in the event of “such forceful move leading to any unwanted incidents, the CSOs and affiliated bodies should not be held responsible.” Prior to submission of the memorandum, several hundred people gathered at DC court junction after which they marched towards DC office and submitted the “ultimatum” to the chief minister through DC Dimapur. The ultimatum was contained in a joint memorandum signed by presi-
dents/representatives of DUCCF, Sumi Council Dimapur, Dimapur Naga Students’ Union, Naga Council Dimapur, Eastern Nagaland People’s Union Dimapur, GBs Union Dimapur, Ao Senso Telongjem Dimapur, Naga Women Hoho Dimapur, Kachari Tribal Council Nagaland, Dimapur Eastern Naga students’ Union and Dimapur Lotha Hoho. The CSOs also demanded removal of the tag “HQ: Chümoukedima; Camp: Dimapur” from the letter head of DC Dimapur. Speaking at the DC Court Junction, DDCF president Yibemo Kikon said that the memorandum was addressed to the chief
minister seeking immediate action after a thorough deliberation with various civil society groups. He also said despite representations submitted to the government on August 25, 2014, June 5, 2015 and April 6, 2021, against shifting the DC office, the home department ignored these and instead issued an order on September 7 directing the district election office and disaster management cell to shift to the new DC office complex. According to Kikon, the office of DC Dimapur should remain at the present location as also resolved by the CSOs at an emergency meeting. He said CSOs resolved not to allow any move for shifting the DC’s office “in part or as a whole” from the present location, which he said was ideally located. Kikon clarified that the shutter-down would impact only shops and business establishments while excluding medical stores, pharmacies, movement of vehicles and pedestrians, educational institutions, government and privates offices etc. from the purview of the shutdown.
TUD, NTUCT oppose shutter-down call
Tenyimi Union Dimapur (TUD) and Naga Tribal Union Chümoukedima Town (NTUCT) have opposed the “shutter down” protest called by several organizations. TUD: Questioning the wisdom of calling a total shutdown of all business establishments in Dimapur on September 30 by some organisations, TUD president Vekhosayi Nyekha and general secretary Thepfungunyu Solo said that though they upheld and supported the right to protest as an inalienable democratic right, at the same time, in public interest the asked whether these organisations had forgotten the recent Covidinduced lockdown and its devastating effect on the people and the economy. Po i n t i n g o u t t h a t people were struggling to rebuild their lives following these recent traumatic and unprecedented events, they reasoned that imposing yet another “compulsory lockdown”in Dimapur would be nothing but a display of insensitivity at its highest and a slap on the (Cont’d on p-) face of the public.
“These organisations claim to speak for the public, but their actions completely belie and negate such claims,” they added. As their grievances was against the State government, TUD reasoned that there was no need for the organisations to make the public suffer. It implored upon the CSOs to seriously reconsider their proposed actions for the sake of the public at large. NTUCT: Naga Tribal Union Chümoukedima Town (NTUCT) has said informed the residents of Chümoukedima Town that there would be no shutterdown protest in Chümoukedima town. In a circular, NTUCT president Lhousito Khro and general secretary Longshi Kikon appealed to the residents that the shut down at Dimapur Town, is being organized by some Dimapur based civil societies. NTUCT further reaffirmed its stand to support the state government’s decision to shift the deputy commissioner’s office Dimapur to the new complex at Chümoukedima.
Regulation – 8: Left, right and ‘U’ turns The driver shall plan well in advance of a turn, move to the appropriate lane of the road and give signal for the intended turn in the following manner, namely:- (1) Taking a left turn: (a) a driver who wishes to turn left shall clearly and in good time indicate his intention to turn left either by using direction indicator or giving appropriate hand signal; (b) before turning left, the driver shall, in reasonable time, move to the left most lane or use a slip lane, where provided; (c) while driving on a multi-lane road, where direction arrows pointing to the left are marked on the road, the driver shall use that lane while taking a left turn; (d) before moving into the left lane, the driver shall keep in view the traffic to his left and behind him, and change the lane only after giving a left-turn signal; (e) before turning left, the driver shall give way to cyclists and other slow-moving traffic; (f) at uncontrolled pedestrian crossings, the driver shall give way to the pedestrians before turning left; (g) a vehicle, which is unable to negotiate a left turn due to large turning radius required for the vehicle from the extreme left lane, may use the next lane with the driver keeping a watch on the traffic on the left of the vehicle in the rear view mirror and exercising extreme caution while negotiating the turn To be continued...
SARFAESI Act will be highly disastrous: NBA DIMAPUR, SEP 29 (NPN): Nagaland Bar Association (NBA) has cautioned that application of the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 (SARFAESI Act) in Nagaland would be “highly disastrous” to the members of the business community and entrepreneurs as well as the legal heirs and dependants of deceased servicemen, having unpaid money loan, in particular and the state economy in general. In a press release, NBA president Talitsunba Ao and secretary V Hukavi Zhimomi said that the association at its executive committee meeting held on September 20, 2021 discussed about some organizations pressing the state government to apply the SARFAESI Act in Nagaland. The association stated that the SARFAESI Act if allowed to apply in Nagaland would also infringe upon the constitutional rights conferred by Article 371A of the Constitution of India, 1950. NBA said that the
SARFAESI Act was “wholly a beneficial legislation” for Banks and Financial Institutions (BFIs) and Assets Reconstruction Companies (ARCs) at the cost of the prospective borrowers of money from the BFI. However, the bar said that defaulted in payment of the amount due or any of the instalment payments for this reason or the other including unavoidable cases were, however, no ground to relax for the borrower under the provisions of the SARFAESI Act. NBA said the Act empowers the BFI to act through their agent the ARCs and without intervention by courts and tribunals. Therefore, NBA said it would be “much wiser and also legally and constitutionally consonant” on the part of the state legislatures to not succumbed to the pressure from any discipline for the sake of the public interest in the state economy in general and the members of the business community, entrepreneurs, and all other prospective borrowers of loan from BFI. He therefore urged DDCF not to oppose the shifting and rather co-operate with the government in implementing “this well-thought decision” in the overall interest of people of Dimapur district.

State logs 24 fresh cases, 1 Covid death DIMAPUR, SEP 29 (NPN): Nagaland on Wednesday recorded 24 fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, 13 were from Dimapur, four in Peren, three in Mokokchung, two in Kohima and one each in Kiphire and Phek, taking the total caseload to 31219. With one more patient succumbing to the infection in Dimapur, the death toll rose to 665 (including 15 non-Covid deaths). PTI: The daily rise in coronavirus infections remained below 20,000 for the second consecutive day with 18,870 fresh cases recorded in a single day, while the death toll climbed to 4,47,751 with 378 fresh fatalities, according to the data updated at 8 a.m.

Tongpang Ozukum visits KVS school Tuli
DIMAPUR: Minister for PWD (housing & mechanical), and Mokokchung DPDB chairman, Tongpang Ozukum visited Kendra Vidyalaya Sangathan (KVS) school, Tuli on September 29. Addressing the plight of KVS school, president A. Kika Lenda and general secretary Chubangangshi of Workers Union Pulp & Paper Company Limited (WUNPPCL) said that the maintenance of the school building and staff quarters were under the in charge of Nagaland Pulp & Paper Company Limited (NPPCL) from 1995. They stated that NPPCL made all efforts to support the repair and maintenance of the school building however, the sponsoring authority NPPCL was currently not in a position to maintain the school building and staff quarter. In this regard, they requested the state government to step in for further progress. Tongpang assured that he would commit to oversee that progress of the school was not hindered.

During his interaction at ICIT, principal of the institute, David Tsela appraised issues faced by the institute, especially the need for introduction of new diploma programme in “electrical and electronics engineering” and “civil engineering”. The minister said that with service sector opening up, it was time for young Naga professionals not to wait for the state government for employment but start their technical expertise with start-ups especially in the electrical and civil engineering projects. He also assured as chairman of Mokokchung DPDB to take necessary steps in addressing their representation with the responsible department and state government. Tongpang interacted with executive engineers from all divisions of road & bridges in Mokokchung district, national highway and Mokokchung Milk Union. cording to the survey map of Directorate Higher Education in the year 1992, the documents clearly stated that the land measured 48.24 acres. However, at present the union said the college has only 38 acres due to “illegal encroachment”. ENCSU said SCC being one of the oldest colleges in eastern Nagaland has lost its land resulting in loss of developmental activities. In this regard, ENCSU has appealed all stakeholders and public to cooperate with the union to resolve the issue.
DIMAPUR: Nor theast zone inter Central Armed Police Forces (CAPFs) virtual debate on human rights was held on September 27 at Assam Rifles Training Centre and School (ARTC&S) 3rd Mile Dimapur and partook by six CAPFs. A press release by ARTC&S stated that the main objective of the debate was to sensitise the importance of strict adherence to human rights while dealing with the public. In his opening remark, commissioner and secretary LRD Vikeyie Kenya said that just as the world talked about climate change, water scarcity, etc., Nagaland also experienced the same with change in the
rainfall pattern as seen this ensuing monsoon. He said human exploitation in the form of jhumming, rapid urbanisation, road construction, firewood trading, logging etc., added problems for water conservation leading to depletion of underground water. In this regard, Vikeyie said there was a need to restore and recharge springs through different approach and the springshed had become an important programme. DIMAPUR: Peren district Civil Society Organisations (CSOs) namely Zelianrong Baudi, Nagaland Zeliang People’s Organisation (NZPO), Zeme Council Nagaland (ZCN) and Liangmai Council Nagaland have decided to stop “rampant deforestation and exploitation of natural resources” in Peren district. In a press release, NZPO president Kevipele Iheilung and ZCN president Dr Tumda Newme stated that the CSOs of Peren district held an emergency consultative meeting on September 21 to discuss the issue. It said the house unanimously resolved to totally pro-
hibit the passage of round timber from Peren district except the sawn timber with immediate effect from this season onwards. The house also entrusted the student organisations of the district to impose the decision and warned that defaulters would be penalised. Mantri Krishi Sinchayee Yojana- Watershed Development Component (PMKSY-WDC) erstwhile Integrated Watershed Management Programme (IWMP), Batch V and VI (Project IX, X and XI), organised by the department of land resources under Mokokchung district was held on September 27 at town hall, Mokokchung. According to a DIPR report, while addressing the gathering as special guest, additional deputy commissioner, Mokokchung, Shashank Pratap Singh said PMKSY ensured convergence with all assets/infrastructurebased programmes related to water conservation and management. He said that among many schemes, IWMP was the most important as it not dealt with water alone but also covered all the aspects of farming since the main objective of IWMP was to restore ecological balance by harnessing, conserving and developing degraded natural resources. The ADC appreciated the department for its effort and commitment towards implementing the programme and also asked the farmers to take proper care and to be practical of what the department was providing.

Community assets including markets, mosques, graveyards and Madrassas, were among those which were felled by bulldozers.
The eviction drive on lands which the state government says belongs to it, which passed off peacefully on the first day, faced stiff resistance from local people on the second day. The resultant clash saw police firing which left not only two dead but over 20 people injured, including policemen. “My house was demolished and my 10-member extended family -- mother, wife, my three children, my widowed sister and her three children -- now living near the channel bank in the open,” Habibur Rahman told PTI here. Then why is the government treating us like this? Why can’t they provide us with basic humanitarian support?” he asked. Sirajul Hoque, another displaced farmer, said the police and paramilitary personnel now guarding their shattered homes were not allowing them to even collect the remaining few utensils and small household items lying scattered in the villages they were born in. Countering the victims’ narrative, local Lok Sabha MP and BJP’s National General Secretary Dilip Saikia told PTI the “encroachers are lying” despite getting relief from the authorities. NEW DELHI, SEP 29 (AGENCIES): According to the Periodic Labour Force Survey (PLFS), managerial positions in the North Eastern states of India are occupied by female employees. As per the survey, 34.1 per cent of such positions in Meghalaya are filled by women. While Meghalaya led the tally in the survey, it was followed by Sikkim and Mizoram. While the first three positions were taken up by Meghalaya, Sikkim and Mizoram, Andhra Pradesh and Punjab were among the states with high representation of women in managerial positions with 32.3 per cent and 32.1 per
cent, respectively. Overall, the ratio of female workers to total workers at managerial positions in India is 18.7 per cent. In rural areas, the ratio is 21.4 per cent while in urban areas, it is 16.4 per cent. In terms of women working as legislators, senior officials and managers in states and Union territories, Assam has the lowest ratio of 6.9 per cent. In this segment, Meghalaya secured the top of the list with 51.7 per cent and was followed by Sikkim and Andhra Pradesh at 50.4 per cent and 47.9 per cent. Overall, India’s ratio stood at 23.2 per cent. With
the highest ratio of females to males among professional and technical workers, Sikkim’s percentage stood at 120.2 while Meghalaya and Kerala had 101.5 and 91.6 per cent, respectively. In this segment, Assam had 52.9 per cent while 85.2 per cent of women in Manipur are working as professional and technical staff, The Times of India reported. According to the quarterly employment survey (QES) released by the Union Labour Ministry, 70.7 per cent of the total workforce comprises male workers in the nine key non-farm sectors while women workers comprised the remaining 29.3 per cent.
Orang National Park to reopen from Sept 30 GUWAHATI, SEP 29 (PTI): The Orang National Park (ONP) in Darrang and Sonitpur districts of Assam will reopen for tourists on Thursday after remaining closed for several months due to the COVID-19 pandemic and the monsoon, an official said. All COVID-19 protocols and safety guidelines will be followed for the visitors, ONP Divisional Forest Officer Pradipta Baruah said
in a notice. Only a portion of the safari route inside the park will be opened for tourists at present due to the poor condition of roads owing to the recent flood, the DFO said. “The remaining part of the route will be opened after repairing the roads and it will be notified in due course,” he added. The national park is located 32 km from Tezpur and 140 km from Guwahati.

GUWAHATI, SEP 29 (AGENCIES): National Investigation Agency (NIA) has raised the reward against the five NSCN (I-M) cadres, involved in the killing of Arunachal Pradesh legislator for Khonsa, Tirong Aboh, and 10 others in May 2019 from Rs.2-3 lakh to Rs.7-10 lakh, NDTV report stated. The NIA had last year announced Rs.3 lakh each for information on ‘lt. col.’ Apem, ‘maj. gen.’ Absolon Tangkhul and ‘capt.’ Victor Tangkhul and Rs. 2 lakh each on James Kiwang and Rabi Wangno along with their pictures. National People’s Party legislator Aboh and 10 others were killed when their convoy was ambushed near Pansum Thong village. They were on their way from Assam’s Dibrugarh to Khonsa. Aboh was killed ahead of the announcement of assembly election results. He was declared the winner and his widow, Chakat Aboh, won his seat as an Independent candidate in a by-election. Last year, the NIA had arrested one of the prime accused from Dimapur-- Ellie Ketok, a ‘sgt. maj.’ and area commander of Tirap area for the outfit who was among those who fired upon Aboh and the others. AIZAWL, SEP 29 (PTI): Mizoram’s COVID-19 tally rose to 91,919 on Wednesday as 1,380 more people, including 248 children, tested positive for the infection, while three fresh fatalities pushed the northeastern state’s coronavirus death toll to 306, a health official said. The state had registered its highest single-day spike of 1,846 cases on Tuesday. Aizawl district reported the highest number of new cases at 890, followed by Lunglei (163) and Siaha (94). The single-day positivity rate was 19.28 per cent as 7,156 samples were tested, he said. Mizoram now has 16,208 active cases, while 75,405 people have recovered from the disease so far. The recover y rate among the coronavirus patients stood at 82 per cent, while the death rate was 0.33 per cent. The state has tested over 10.87 lakh samples for COVID-19 to date.

Forced to cross the Nanoi, a channel of the Brahmaputra, over 7,000 people uprooted from their homes and farms in Darrang district now use the stream’s muddy water to drink and cook and defecate in the open as `Swach Bharat’ toilets built in their villages are now guarded by policemen who do not allow them to re-enter any part of the lands they have been thrown out of. Local public health experts, on conditions of anonymity, said the crowded conditions, lack of safe water and open defecation may well lead to a health epidemic in the area. The Defence Acquisition Council (DAC) in its meeting held under the chairmanship of Defence Minister Rajnath Singh accorded Acceptance of Necessity (AoN) for Capital Acquisitions proposals for

NEW DELHI, SEP 29 (PTI): Prime Minister Narendra Modi reviewed eight projects, worth around Rs 50,000 crore, pertaining to seven states as he chaired the 38th “Pragati” meeting on Wednesday. “Pragati” is an ICT-based multimodal platform for pro-active governance and a timely implementation of projects, involving the Centre and the state governments. At the meeting, eight projects - four from the Ministry of Railways, two from the Ministry of Power and one each from the Ministry of Road Transport and Highways and the Ministry of Civil Aviation - were reviewed, the Prime Minister’s Office (PMO) said in a statement. With a cumulative cost of around Rs 50,000 crore, the projects pertain to seven states - Odisha, Andhra Pradesh, Bihar, Jharkhand, Madhya Pradesh, Maharashtra and Haryana.
Tamil Nadu to have special law against organised crime CHENNAI, SEP 29 (IANS): Tamil Nadu will soon have a special law to control organised crime, just like Maharashtra and Karnataka, the state government told the Madras High Court on Wednesday. The Tamil Nadu Control Of Organised Criminal Act, similar to the Maharashtra Control of Organised Crimes Act, 1999 (MCOCA), and the Karnataka Control of Organised Crimes Act, 2000, will be tabled in the next Assembly session, it submitted, against the backdrop of multiple judgments calling upon the state government to formulate such a law that would give more teeth to the state police and prevent ‘goonda’ elements from causing damage to the peace and tran-
quility of the state’s people. On November 30, 2018, the high court, while hearing a habeas corpus petition in a case related to the preventive detention of a person involved in a clash between rowdy gangs, had asked as to why Tamil Nadu should not come up with an exclusive law to tackle organised crimes. “The case on hand was demonstrating as to how rowdy gangs and paid killers are active in Tamil Nadu, destroying the law and order situation in the state and creating panic in the minds of the common man in Tamil Nadu as well as in other parts of the country,” it had said, adding that the clash between the gangs had led to the death of several persons and affected the tranquility and peace of the state. dC-938/21

Travel season
ith festive season just round the corner, it will be four months of movement of people to and from Nagaland especially if the Hornbill Festival this year is to be held albeit some restrictions in view of Covid pandemic. Tourism in Nagaland, at least for the fun loving and thrill seeking visitor/tourist, is more about the Hornbill Festival which is evolving into a mega-carnival that gets more amplified with modern arts, crafts and music. Anyway, traditional arts or culture have their space and cannot claim all the space that tourism provides. Trade and tourism are highlighted by a very important denominator ‘T’–travel. In this regard, it may be mentioned that as the main gateway to Nagaland, connectivity to Dimapur with other states must meet the needs of people travelling to and from Dimapur by road, rail and air. The much touted four-lane expansion of the NH 29 between Dimapur to Kohima which began in 2016 was supposed to complete by 2018 but it is likely to be completed if at all, by 2022. This will make the construction among the longest time taken. Perhaps rampant extortion and kidnap of officers of construction firm are responsible for the delay but this alone cannot be the only factor. If it were so then no national highway in Manipur would have been completed. Moreover, highways in Manipur exhibit very high standard of workmanship. All these in a state that has been under bandhs, strikes, bombings, shootings etc for decades. Even roads linking Dimapur with Assam, till the inter-state check gates are well maintained. What is more, the national highways in Assam have attained the status of super highways; with most having expanded into four-lane and a few to six-lane. Except for national highways, all other roads in the state are maintained by the state government. Therefore, the objective to ensure smooth travel should be for the year through and to all districts and not only for the Hornbill Festival. Another important link is rail connectivity which is also a serious matter that needs to be addressed. Much has been written about the shabby deal meted to passengers travelling by trains to and from Dimapur. It needs to be reminded, that Dimapur station(though not a junction like Lumding) is the second highest revenue earner for the NF Railways after Guwahati. The Nagaland Express between Dimapur and Guwahati, introduced in 2012, was initially promising but gradually turned into a passenger express with several stops added between Dimapur and Guwahati. There is need to provide more quota in Rajdhani Express to cater to the growing demands. More trains with convenient timings would help a great deal in facilitating train travel. The other aspect is air connectivity between Dimapur and other states. Air connectivity will improve once the airport is brought to the standard of Dibrugarh, Guwahati etc. Dimapur airport handles hundreds of passengers even from nearby Assam. The volume will increase if the airport is developed but this needs the state government’s participation. Unless the state government takes interest to resolve the demands of land owners for expansion of the airport so as to create necessary infrastructures and facilities, the airport will gradually be reduced to a feeder point for Guwahati. The state government should realise that Hornbill Festival is only a part of tourism and unless road, rail and air connectivity are improved, other states will surpass Nagaland in tourism.

The call of God has nothing to do with salvation and sanctification. You are not called to preach the gospel because you are sanctified; the call to preach the gospel is infinitely different. Paul describes it as a compulsion that was placed upon him. If you have ignored, and thereby removed, the great supernatural call of God in your life, take a review of your circumstances. See where you have put your own ideas of service or your particular abilities ahead of the call of God. Paul said, “…woe is me if I do not preach the gospel!” He had become aware of the call of God, and his compulsion to “preach the gospel” was so strong that nothing else was any longer even a competitor for his strength. If a man or woman is called of God, it doesn’t matter how difficult the circumstances may be. God orchestrates every force at work for His purpose in the end. If you will agree with God’s purpose, He will bring not only your conscious level but also all the deeper levels of your life, which you yourself cannot reach, into perfect harmony.

What does Taliban’s triumph mean for political Islam? O
ver several months before the Taliban took control of Kabul in August 2021, their spokespersons asserted that they were now a “new” Taliban--a Taliban who would be moderate in doctrine and accommodative of the countrys diversity. During the last six weeks, there have been few indications of change. On womens education and employment, the Taliban have not yet taken a final view: though women at present are not permitted access to higher education or employment, the door has not been finally closed on these claims. In the broad area of ideology, there have been three developments: one, there are reports that numerous Salafi mosques and madrassas in 16 provinces have been shut down. Two, Taliban militants have committed themselves to conflict with the ISK, which the latter has cheerfully accepted. Three, the Taliban have made no call for jihad or for attacks on western targets; in fact, the emergence of Taliban in power suggests the efficacy of dialogue with major powers. This is affirmed by the Taliban’s recent engagements with Russia and China, both of which have been important interlocutors for the nascent administration, despite being associated with abiding hostility to their domestic Muslim communities -- the Uyghurs in China and the Chechens in Russia. What implications does this have for Afghanistan emerging as the bastion of violent extremism? The Taliban’s hostility to Salafi influences in Afghanistan and specifically the ISK would suggest that it is unlikely to provide sanctuary to jihadi groups and allow the country
to become the playing field for extremist activity. In fact, the Hayat Tahreer al-Sham (HTS), the erstwhile Al Qaeda-affiliated Jabhat Nusra in Syria, has seen the value of re-inventing itself on the Taliban precedent -- confine its activities to Syria, back Turkey and Russia in fighting extremist groups at Idlib, and seek international recognition and support as a legitimate opposition movement in Syria. While HTS cadres have welcomed the Taliban’s success, their leaders have cautioned that they view Afghanistan as a refuge for them as civilians and not as a base for violent attacks as the Taliban will not tolerate them. The crucial issue is that of international recognition -like any liberation movement that has come to power after prolonged struggle, the Taliban would like broad international acceptance. Failure in this regard could have serious consequences: as Russian commentator Kiriil Semonov has noted, if international recognition is not forthcoming, the Taliban could use extremist groups to perpetrate violence in neighbouring countries, posing a particularly serious threat to the Central Asian republics. The success of the Taliban in Afghanistan is thus a victory for freedom from foreign occupation, but it is not yet a triumph for representative governance. Developments over the next few months will tell us in which direction that country will move. Outlook for political Islam: Today, in West Asia, neither jihad nor the Brotherhood have the state sponsors they had earlier. Saudi Arabia and the UAE, that, besides Pakistan, had been the only countries to recognise
the “emirate” at Kandahar, now espouse moderate Islam; neither has shown any enthusiasm for the Taliban victory in Kabul. The UAE has given sanctuary to former president Ashraf Ghani, while the kingdom has called for an “inclusive” government in Kabul. A Saudi commentator has said Saudi Arabia would like to see an Afghanistan that is not driven by extremist religious ideology. It now only views the country through the prism of its geopolitical competition with Iran and is expected to work with Pakistan to stem Iranian influence rather than back extremist ideological politics in that country Again, Turkey and Qatar, both champions of Brotherhood-affiliated political Islam, are shaping fresh ideological approaches. Both have called for an inclusive government in Kabul; in fact, Turkey has made its management of Kabul airport conditional on the fulfilment of this requirement. Turkey has also been similarly cautious in its criticism of the Tunisian president’s attack on Ennahda, despite close ties of the AKP with its ideological partner. President Recep Tayyip Erdogan has remained silent, in contrast with the rallies he had personally led when President Mohamed Morsi of Egypt was ousted. Turkish spokespersons have merely described events in Tunisia as “worrisome”, “illegitimate” and a source of “deep concern”. Turkey’s low-key responses reflect its interest to revive its ties with Egypt and Saudi Arabia and promote a new political order in Libya in cooperation with Egypt. A commentator has noted that Turkey will sacrifice the Brotherhood to appease Cairo and
Riyadh “in the hopes of securing new friends in the region”. In an ironical twist, Saudi Arabia is also reviewing its ties with the Brotherhood-affiliated Al-Islah party in Yemen. Contrary to its traditional hostility to the Brotherhood and its off-shoots, the kingdom has maintained close relations with the Al-Islah for several decades and has in recent years used the party in its fight against the Houthis. This is an opportunistic alliance as the two sides differ on important matters: Al-Islah rejects the sectarian approach of the Saudis and supports a united Yemen made up of all its diverse groups and ideologies. These differences have come to the fore in recent months: Saudi Arabia has voiced strong criticisms of Al-Islah as an Islamist organisation. The kingdom’s clerics have called it a “terrorist” organisation and accused it of “sedition, wreaking havoc, committing violence and terrorism”. Al-Islah member and Nobel laureate, Tawakkol Karman, has responded sharply by calling the Saudi clerics “hypocrites for bin Salman and his shoe polishers”, pointing out that the Brotherhood is struggling for freedom, and that Saudi Arabia is “the mother and father of terrorism”. This divide has pushed Al-Islah closer to the Houthis. These developments reflect a region in the throes of uncertainty as the US prepares to disengage from the region’s competitions and conflicts. But they certainly do not portend the demise of political Islam, even if its principal parties are experiencing pressure from authoritarian rulers. Despite severe repression in Egypt, the Brotherhood remains resilient today largely
due to the depth and spread of its leadership, the discipline and commitment of its members, and the free debate that is going on through social media on how the movement should face the current challenges and where it should affect major changes. Ideas being discussed include: accommodation with the al-Sisi government; recourse to violent opposition; and even a shift away from Islam towards the adoption of a broader agenda that would include matters that concern the global South: issues of culture and identity; ethnic, communal and sectarian extremism; poverty, inequality and exploitation, and environmental degradation and food security, etc. In order to understand the place of Islamism in West Asian affairs we should see it, not as movements with diverse expressions, but as a solid platform of resistance to authoritarian rule. The only relevant political issue in West Asian politics, as Peter Mandaville has learnt from Brotherhood activists, is whether one supports or opposes the authoritarian regime -- Islam, he points out, “provides a culturally and politically permissible means of registering dissent”. Recent developments in Tunisia and Morocco are setbacks in the struggle for popular participation in governance. However, given the persistence of authoritarian rule in the region, political Islam will remain for several years the principal and enduring instrument of resistance in West Asia. NBA on application of SARFAESI Act in Nagaland
he Nagaland Bar Association (NBA) in its Executive Committee meeting held on 20-09-2021 discussed about the matters that appeared in the recent publications in the local print media where some organizations are pressing the State Government to apply the Securitisation And Reconstruction of Financial Assets And Enforcement of Security Interest Act, 2002 (SARFAESI Act) in Nagaland, and the Bar resolved to issue this press release on the subject in public interest. That the introduction to the enactment of SARFAESI Act, provides among others that following the doors opened for the multinationals to step in, the nation has become ever-churning whirlpool of fierce economic competition with fast money moves. Thus, arose acute need for assistance to the banks and financial institutions in the recovery of loans because there were heavy losses being incurred on account of unpaid debts. The SARFAESI Act, therefore, empowers the Banks and Financial Institutions (BFI) to recover dues to them faster without intervention of Courts and Tribunals even without availing to approach Debts Recovery Tribunal by deploying Assets Reconstr uction Companies (ARCs) as their legal agent by entering into contract. The BFI acquires and takes possession of the properties or mortgaged assets of the borrower after 60 days’ notice even on default of an instalment payment by the borrower, and can sell or disposed of these properties and assets. For the pur poses, the BFI have to engage Assets Reconstruction Companies (ARCs) as their legal
agent against those defaulting borrowers even without any information to the borrowers, and thereupon the entire rights and interests in financial assets and security interest of BFI against the borrower relating to the loan amount shall stand passed unto the ARCs. It is to be mentioned that SARFAESI Act provides three different entities, namely, (a) The BFI including SBI and nonbanking financial institutions having assets worth Rs.200 crores as notified by the Government vide Ministry of Finance Notification No. S.O. 2405 (E) dated 17-06-2021, as the secured creditor (b) the Assets Reconstruction Companies (ARCs) substituted by SARFAESI Act, 2002, amended by its 2016 Amendment Act No.44 of 2016, dated 12-08-2016 for the words “securitization companies or reconstr uction companies” which was enforced with effect from 01-09-2016, herein, as the agents of the secured creditors, and (c) the borrower taking financial assistance and money loans from the BFI. That under the provisions of the SARFAESI Act, if the borrower defaulted in repayment of the secured debt (loan amount) or any of the instalment payments thereof, the BFI shall serve notice of 60 days to the borrower requiring to discharge the full liabilities within that period, and if the borrower defaults, the entire rights and interests in financial assets and security interest comprising mortgaged properties including the land, building and business establishment, charge created, hypothecation, pledged of properties, any beneficial interest in properties both movable and immovable,
any debts or receivables, any beneficial rights, title or interest on any tangible assets given on hire, financial lease, conditional sale in any previous contract of the borrower, and also similar rights and interest in intangible assets stood acquired by the BFI concerned. For the purpose of assets reconstruction and enforcement of security interest relating to the loan, the BFI statutorily have to engage the service of the ARCs, thus, eventually, the ARCs acquire the full legal rights of title and ownership of those financial assets and security interest under the process of assets reconstruction and enforcement of security interest. Thereupon, the ARCs practically takes over the possession of those financial assets and security interest. The ARCs shall also take over the management of the business of the borrower, sell or lease any part or whole of the business establishment including the land and building of the borrower, settle dues payable by the borrower, enforce security interest relating to the loan, and apart from realization of the loan amount together with interest including penal interest, the ARCs shall also realize all cost, charges, and other expenses from the borrower as determined and required by the BFI to be realized from the borrower; And, in consideration thereof, the ARCs are entitled to realize fees from the BFI in both cases of financial assets reconstruction and also enforcement of security interest. It may be mentioned that the cost includes the fees agreed to be given by the BFI to ARCs and other related expenses, and the amount of fees for ARCs are normally fixed at such
rate of percentage on the total value of the financial assets and security interest together with the principle amount of the loan plus all interests including penal interest accrued thereon. Therefore, it is implied on the part of the ARCs to realize maximum amount and maximum assets including all cost, charges and expenses from the borrower so as to resultantly realize maximum amount of fees. It is also obligatory on the part of the Chief Metropolitan Magistrate or the District Magistrate as the case may be to assist the BFI and ARCs to take position of the assets and documents of the borrower relating to the secured loan. That ARCs are companies registered under the Companies Act, 1956, now repealed by the Companies Act, 2013, and also having certificate of registration Issued by the Reserve Bank of India under Section 3 of SARFAESI Act 2002 as amended by its 2016 Amendment Act, and having owned fund of the amount not less than Rs. 2 crores. The SARFAESI Act is wholly a beneficial legislation for BFI and ARCs at the cost of the prospective borrowers of money from the BFI, however, defaulted in payment of the amount due or any of the instalment payments for this reason or the other including unavoidable cases, such as, death of the borrower, frustration of the business or the work caused by fire or natural calamities for which the loan has been taken, or for the reason that the borrower became permanently or temporarily incapable because of sickness or other natural causes, which are however, no ground to relax
for the borrower under the provisions of the SARFAESI Act. This law empowers the BFI to act through their agent the ARCs and without intervention by courts and tribunals, to take possession, management, and transfer by way of sale through public auction and lease of the properties and financial assets including business establishments mortgaged, hypothecated, pledged, and guarantee or indemnity executed by the borrower and his guarantor or indemnifier as the case may be in favour of BFI as security for the loan repayment. Thus, the BFI need not file application before the Debt Recovery Tribunal, and can straight away execute the terms of the loan transaction through the ARCs against the borrower, the guarantor and indemnifier. The resultant affect would certainly be disastrous to the upcoming economy as the legal victims would be no other than members of the business community and entrepreneurs rather than the multinational companies or big industrial houses. Even a single instance of default in installment payments of the loan due for recovery shall entail acquisition of the financial assets and security interest including the land, building and business establishments thereon and other properties and assets which are mortgaged, pledged, hypothecated, charge created, and any other security furnished by the borrower and his guarantor as security for repayment of the loan. So also, the plight of the legal heirs and successors to the estate of government employees dying leaving outstanding money loans to BFI and unredeemed
security assets would likely to be subjected to extremity at the hands of ARCs. The beneficial business of ARCs at the cost of the borrowers of the loan amount unable to repay on time would certainly hit not only the members of the business community, entre preneurs, and servicemen availing money loans, but also shall resultantly retard the state economy. On the other hand, even without application of SARFAESI Act, the BFI has ample legal forum for recovery of loan by filling applications before the Debt Recovery Tribunal established under Recovery of Debts due to Banks and Financial Institutions Act, 1993, or to file suit before civil court where the loan amount is less than Rs.10 lakhs. However, the SARFAESI Act if allowed to apply in Nagaland, apart from infringement of the constitutional rights conferred by Article 371A of the Constitution of India, 1950, it would be highly disastrous to the members of the business community and entrepreneurs as well as the legal heirs and dependants of deceased servicemen, having unpaid money loan in particular and the state economy in general. Therefore, it would be much wiser and also legally and constitutionally consonant on the part of the state legislatures to not succumbed to the pressure from any discipline for the sake of the public interest in the state economy in general and the members of the business community, entrepreneurs, and all other prospective borrowers of loan from BFI. He is considered close to former Chief Minister Amarinder Singh, while the party is also mulling on other names as well. The Congress is mulling on some names for immediate replacement and one of them is Manish Tewari, the MP from Anandpur Sahib. Names of Ravneet Singh Bittu, Ludhiana MP and from Amarinder Singh’s camp and Pratap Singh Bajwa, who is opposed to Amarinder Singh, are also doing the rounds. Mid-day meal scheme renamed as PM POSHAN NEW DELHI, SEP 29 (PTI): The national midday meal scheme in government and aided schools will now be known as PM POSHAN Scheme and will also cover students of balvatikas or pre-primary classes, the government announced Wednesday. The Union Cabinet on Wednesday approved the roll-out of the ‘PM POSHAN in Schools’ scheme that will provide hot cooked meal to students of elementary classes in government and government-aided schools across the country. The decision was taken at a meeting of the Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi. “Today the CCEA cleared the PM POSHAN
(POshan SHakti Nirman) Scheme for providing one hot cooked meal in government and government-aided schools from 2021-22 to 2025-26,” Union Education Minister Dharmendra Pradhan told reporters. “Under the new scheme, mid-day meals have been extended to students studying in pre-primary or Balvatikas in addition to children studying in class 1 to 8 in government and government-aided schools across India. This will benefit about 11.80 crore children studying in 11.20 lakh schools,” he added. CCEA has approved the continuation of the national scheme of PM POSHAN in schools for the five-year period 2021-22 to 2025-26 with the financial
outlay of 254061.73 crores from the central government and 31733.17 crore from state governments and union territory administrations. “Central government will also bear additional cost of about Rs 45000 crore on food grains. Therefore, the total scheme budget will amount to Rs.130794.90 crore. The concept of Tithi Bhojan will be encouraged extensively. Tithi Bhojan is a community participation programme in which people provide special food to children on special occasions and festivals. While social audit of the scheme is made mandatory in all the districts, special provision is made for providing supplementary nutrition items to children in aspirational districts and dis-
tricts with high prevalence of Anemia. Explaining the structural changes in the scheme, Pradhan said that the Centre has directed the states and the UTs to switch to Direct Benefit Transfer (DBT) system for providing honorarium to the cooks and helpers working under the scheme. “ T h e g o ve r n m e n t has made some structural changes to ensure transparency. Earlier, there were instances of leakages (of money)... In the coming years, the Centre might directly transfer funds to the schools according to their requirements,” he said.

KOLKATA, SEP 29 (PTI): West Bengal Chief Minister Mamata Banerjee was the Trojan Horse of the BJP and should be kept out of all efforts to cobble up an opposition platform ahead of the 2024 Lok Sabha elections, senior Congress leader Adhir Ranjan Chowdhury alleged on Wednesday. In an interview to PTI, Chowdhury said Banerjee was an “untrustworthy ally”, trying to grow nationally at the cost of the Congress. “Mamata Banerjee has always tried to bite the hand that fed her. She should be kept out of the efforts to form opposition unity. NEW DELHI, SEP 29 (AGENCIES): The Union Cabinet on Wednesday approved continuation of the ‘National Scheme for PM POSHAN in Schools’ for five years from 2021-22 to 2025-26 at a cost of over Rs 1.30 lakh crore. The scheme will have a financial outlay of Rs 54,061.73 crore from the Centre and Rs 31,733.17 crore from state governments and union territory (UT) administrations. The Centre will also bear an additional cost of about Rs 45,000 crore on food grains, taking the total budget of the scheme to Rs 1,30,794.90 crore. Replying to a question while briefing the media on Cabinet decisions after the meeting, Union Minister Anurag Thakur said the scheme will subsume the existing Mid Day Meal

The move will help create 59 lakh new jobs, including 2.6 lakh in formal sector. Capital infusion and planned IPO will increase ECGC’s underwriting capacity up to 88,000 crore and propel additional exports of Rs 5.28 lakh crore over a five-year period, a government statement said. “The PM-led cabinet today approved additional capital infusion of Rs 4,400 crore in ECGC. TNA meets EU delegation; opposes SL’s anti-terror law COLOMBO, SEP 29 (PTI): The Tamil National Alliance (TNA) in Sri Lanka has pressed the visiting EU delegation on the need to repeal the country’s controversial anti-terror law that gives police sweeping powers to arrest suspects without trial. TNA, the main Tamil party, in a statement said that during their meeting held on Tuesday, they also discussed with the EU delegation the possibility of amending the constitution to address Tamil political grievances. The 5-member EU delegation arrived here on September 27 and are expected to hold a series of high level meetings. “Our delegation met with the visiting EU delegation and emphasised the repeal of the PTA (Prevention of Terrorism Act),” it said. The visiting EU mission is here to process the periodical monitoring of EU’s GSP+ trade concessions for Sri Lankan exports to the EU. GSP+ preferences for Sri Lanka were withdrawn in 2010 due to significant shortcomings in the country’s implementation of

three UN human rights conventions. Sri Lanka was readmitted to GSP+ in May 2017. The EU’s GSP+ trade concession allows Sri Lankan exports to Europe without taxation. This has been a big boost to Sri Lanka’s apparel and fishing industries. The visit of the EU delegation comes after the European Parliament’s June 10 resolution calling for the repeal of Sri Lanka’s Prevention of Terrorism Act (PTA) and inviting the European Union (EU) Commission to consider temporarily withdrawing Sri Lanka’s access to GSP+. The resolution had stressed that “one of the key commitments of Sri Lanka was to fully align its counterterrorism legislation with international human rights conventions.” It urges the European Commission to “use the GSP+ as a leverage to push for advancement on Sri Lanka’s human rights obligations.” The country had in July informed the EU about the progress in the reconciliation process and the ongoing efforts to review a controversial anti-terror law.

K researchers believe that people who lost their sense of smell after Covid infections can likely regain it by using nasal drops containing vitamin A. Anosmia, the medical term for a partial or total loss of smell in a person, is one of the tell-tale signs that an individual has Covid. But the condition can also be long term, with nearly 5 per cent of Covid patients not recovering their sense of smell one year after being infected. To better understand, a team from the University of East Anglia will run a 12-week trial, treating infected people who have lost their smell with nasal drops containing the nutrient, the Daily Mail reported. The trial is based on a German study showing the potential benefit of the vitamin. The new study “will explore how this treatment works to help repair tissues in the nose damaged by viruses”. The team hopes the treatment “could one day
help improve the lives of millions around the world who suffer from smell loss, by returning their fifth sense”, the report said. The trial will begin recruiting participants in December. Vitamin A helps support the body’s immune system as well as keep the skin, and the lining of body parts such as the nose, healthy. Good sources of the
vitamin include cheese, eggs, oily fish, and liver. However, too much vitamin A in a diet can be harmful and damage your bone health later in life, the researchers said. DUBAI, SEP 29 (IANS): Afghanistan leg-spinner Rashid Khan has said that his team has achieved a lot in the last ten years. He added that he was sure of Afghanistan winning the T20 World Cup in near future. The 2021 men’s T20 World Cup marks Afghanistan’s fifth appearance in the event since their first major appearance at an ICC event in the 2010 edition. “We have achieved a lot over the last 10 years as a team. Where we came from, where we had no facilities, we came from that stage and we’ve played lots of World Cups. It’s a dream of every country to be called a Test team and we’ve got that as well, we’ve played Test games. We have achieved a lot,” Khan said to ICC on Wednesday. Khan was assertive about Afghanistan becoming T20 World Cup champions in the near future. In 2016 T20 World Cup, Khan was the second leading wicket-taker, with eleven wickets at an average of

NEW DELHI, SEP 29 (PTI): A new core group of the Target Olympic Podium Scheme (TOPS) for the next Olympic cycle will be drawn up from among the country’s elite athletes after the earlier one was dissolved at the end of Tokyo Games, the Sports Authority of India (SAI) said on Wednesday. India achieved unprecedented success in the Tokyo Games this year by winning seven medals, including a historic gold in athletics, mainly due to the funding and support of the athletes under TOPS which was established in 2014. The SAI said it is holding discussions with the National Sports Federations to finalise the fresh list of athletes in the TOPS core group ahead of its meeting next month. “Inclusion of India’s elite athletes in the Core Group of the TOPS for the next Olympic cycle is being discussed with NSFs by SAI ahead of the meeting scheduled in October to finalise the fresh list of athletes in the TOPS Core Group,” a release said. “The Core Group list,
which was dissolved at the end of the Olympics and Paralympics, will be drawn up again at a meeting which will have representatives from national sports federations and the Indian Olympic Association as its members.” The SAI said following the finalisation of the list of TOPS core group, all support will be extended to the selected athletes, as per the norms of the scheme. “TOPS has been the key scheme in extending personalised support to athletes for the Tokyo 2020 Olympics and Paralympics and will be supporting athletes in the next Olympic cycle as well. “It is also expected that some of the athletes who are in the Developmental Group of TOPS and are training for Olympics 2024 and 2028 will also be considered for inclusion in the Core Group.”
