India hits terror launch pads across LoC
NEW DELHI, SEP 29 (AGENCIES): In wake of the attack on an army base in Uri in Jammu & Kashmir, India has launched multiple surgical strikes across the Line of Control (LoC) in the state to prevent Pakistani terrorists who had “positioned themselves at launch pads with the aim to carry out strikes in Jammu and Kashmir and other metros,” the Indian army said on Thursday. At a press conference, Director General of Military Operations (DGMO), Lt General Ranbir Singh, reported that the Indian Army conducted surgical strikes on terror launch pads at the LoC last night and the strikes were based on specific intelligence input of terror groups who were planning to infiltrate into India and carry out terror attacks. Referring to the continuous infiltration from across the LoC in Jammu & Kashmir, Singh said, “This is reflected in the terror attacks in Poonch and Uri. Almost 20 attacks have been foiled this year. During these terror and infiltration attacks, we have recovered items including GPS.” Singh also said India had provided Pakistan with “fingerprints and DNA samples” after the terror attacks in Poonch and Uri on September 11 and 18 September. NEFIS flays DU’s decision to make hindi compulsory DIMAPUR, SEP 29 (NPN): North-East Forum for International Solidarity (NEFIS) has condemned the decision of the Delhi University (DU) to make Hindi compulsory in DU syllabus, pointing out that the new syllabus would put the students of the North-East under serious disadvantage vis-à-vis students of rest of the country. In this regard, as a means to oppose the decision, the forum has decided to launch agitation. Terming it as “another disgraceful attempt to discriminate students coming from different parts of the country”, NEFIS convenor Chinglen Khumukcham in a press note stated that DU this time, after several attempts, arbitrarily decided to make it mandatory “without issuing any notification”. It reminded of the 2013 attempt by DU to impose Hindi/Modern Indian Languages (MIL) on DU students, wherein the latter had to withdraw “due to militant campaign against it undertaken by NEFIS”. NEFIS was apprehensive that compulsory imposition of Hindi would cause immense hardships for the students who belong to communities that do not speak Hindi. “This step amounts to nothing less than cultural chauvinism on part of the university administration directed against the communities from the North-East because most of them are not adept in the language,” NEFIS said

Dimapur Swachh Bharat Mission work on Oct 1 DIMAPUR, SEP 29 (NPN): Various civil societies of Dimapur would be undertaking the mass social work under the banner of Swachh Bharat Abhiyan (SBA-Clean India Mission) on October 1, 2016. A meeting to this effect was held at DC Dimapur conference hall on September 28, where the SBA district brand ambassador, Geoffrey Yaden briefed the gathering on the purpose of the mission. A press note issued by, ADC Dimapur, Elizabeth Ngully informed that the organizations decided to hold the SBA on October 1 since October 2 falls on a Sunday. At the meeting attended by Naga Council Dimapur, DMC, DCCI, BAN, EDBA, EBC, Living Word Centre including representatives from various schools, colleges and NGOs, it was agreed that the SBA would be carried out in their respective areas/jurisdictions. The members decided to initiate an award for the
cleanest school in Dimapur, for which a committee would be setup, ADC stated. DMC also decided to give away citation/award to the cleanest colony under its jurisdiction. DGMO Lt General Ranbir Singh said the strikes were launched on Wednesday night based on “very specific and credible information that some terrorist units had positioned themselves to infiltrate” into India. The announcement followed a meeting of the Cabinet Committee on Security chaired by Prime Minister Narendra Modi, who had vowed to avenge Uri in an earlier tweet. The operation lasted from 12.30 am to 4.30 am, with the location being 500 metres to 2 km from the LoC on the Pakistani side, sources in the Indian Army said. Seven terror launch pads were destroyed by the commandos of the Army Special Forces, who were paradropped into the Pakistani territory by ALH Dhruv choppers. The surgical strikes were recorded on cameras with drones also recording footage. Two Indian soldiers were injured from landmines during the surgical strikes. No immediate plans of another such operation for now. The entire operation was monitored through the night by Defence Minister Manohar Parrikar, NSA Ajit Doval, Army Chief Gen. DS Suhag and other top officials. The Pakistani Army has denied any surgical strike by India but has admitted that two of its soldiers were killed by Indian forces in cross-border firing in Kashmir earlier today. Pakistan Prime Minister Nawaz Sharif has condemned the killing of two Pakistani soldiers. Sharif warned that Pakistan’s “intent for peaceful neighbourhood should not be mistaken as our weakness”. The government had called an all-party meeting at 4 pm following the surgical strikes. Most opposition parties have welcomed India’s strike on Pakistan.

‘46% office goers in Kma overweight’ Correspondent
KOHIMA, SEP 29 (NPN): Over 46% of the office goers in Kohima were found to be overweight or obese, according to the department of health and family welfare (H&FW). Speaking on the occasion of the World Heart Day (WHD) 2016, observed at Directorate of School Education, organized by the department of H&FW, on Thursday, the H&FW additional director, Dr. Lima Akum, said during the World Heart Day 2015 screening camp at secretariat complex and department of H&FW, it was found that 46% of office goers in Kohima were found overweight or obese, the main cause for heart disease. Stressing on the theme “Power Your Life”, he said the theme seeks to make people understand what they could do to fuel their heart. Dr. Akum said it was also found that in Nagaland 57% were tobacco users, 40% Alcohol consumption (men),
36% hypertension and 11.6 % suspected diabetes. In the context of India as a whole, he said cardiovascular diseases (coronary heart disease, stroke and hypertension) contribute to 45 % of all non communicable deaths and out of every 1000 Indians, 159 have hypertensions and 37% have heart disease. Dr. Akum pointed out was that at least 80% of the premature deaths (because of cardiovascular diseases) could be protected by controlling the four risk factors -- unhealthy diet, tobacco use, lack of physical activities and use of alcohol. Also, speaking on the theme, H&FW medical officer, Dr. Aomeren Longkumer, said heart disease and stroke were the world’s leading cause of death claiming 17.3 million lives each year. He said physical inactivity could contribute significantly to heart diseases as it could lead to unhealthy weight gain, diabetes and increased blood pressure. Dr. Longkumer stated
that 30 minutes of moderate intensive activities five times a week could help prevent heart attack and stroke. He also advised people to avoid processed and pre-packaged foods, reduce sugar beverages and fruit juice. The WHD observance programme was chaired by DoSE asst. Director, Chumpa, while assistant director Y. Khetoshe Yepthomi delivered greetings. Joint director school education (current incharge of HoD) Lienkhao Chongloi proposed vote of thanks. The programme was attended by officers and staffs of the department, which was followed by free health check-up. World Heart Day, an annual event which takes place on 29 September every year, was founded in 2000 to inform people around the globe that heart disease and stroke are the world’s leading causes of death, claiming 17.3 million lives each year and by 2030 this is expected to rise to 23 million.

Nagaland Tribes Council slams CM’s statement
Nagaland Tribes Council (NTC) chairman, media cell Theja Therieh has hit out at the statement made by Nagaland chief minister T.R.Zeliang at the NPF seminar/workshop held in Kohima and which appeared in the local newspapers. In his statement, Zeliang maintained that since the Rongmei recognition issue was in the court after a case was filed by Zeliang People’s Organisation(ZPO), it would not be appropriate top comment on it as it was sub judice. Therieh said that by making the statement, Zeliang was “either shying away” from taking official responsibility to address the matter or was intending to “misguide the general public.” He said it was quite understandable as to why the state government was trying to take shelter under the pretext of the writ petition. Therieh alleged that T.R. Zeliang in particular, wanted to keep the recognition alive on “the most contentious issue in public domain today”. The NTC media cell chairman maintained

Therieh said that since the ZPO did not challenge the issue of recognition of Rongmei as indigenous tribe of Nagaland, the question of it being subjudice for discussion in public domain or amounting to interference in court procedures “does not arise”. He said that rather, it was up to the state government whether to retain recognition or to revoke the order giving recognition to Rongmeis as indigenous tribe of Nagaland.

KOHIMA, SEP 29 (NPN): Department of Information and Public relation (IPR) has launched the redesigned official website this afternoon at the IPR Citadel conference hall. Secretary IPR, T. Ao IAS officially launched the website, www.ipr.nagaland. gov.in. In his brief address, Ao said one should know the meaning of website, be it government or private and said website should be dynamic and lively as many
websites have become redundant which was of no interest to the public. The secretary advised to update all the activities of the department and expressed confidence that the website would be colorful and active and not a static website. He also announced that the long awaited Journalist Welfare Fund had been approved by the cabinet, however there were many things yet to be done to bring out the guidelines and for this he informed that the department was working on it.
Chairing the programme, director IPR, Limawati Ao said IPR was one of the first departments in the state to have a website since 2004-2005, however due to technical issues the website had to be upgraded and redesigned. Stating it was a milestone for the department, the director said the website was comprehensive and would be beneficial for everyone, especially for media personnel not only of the state but outside the state as well. KOHIMA, SEP 29 (NPN): Three-member team from Family Planning Association of India (FPAI) is currently in the state capital, to see the work progress of its branch and also to engage with locals and understand the ground reality. Interacting with media persons this evening at its office, Kohima, FPAI president H.R Umesh Aradhya MS highlighted the structures of the association across, saying FPAI has 44 branches in 18 states in India. He said there were more than 10,000 employees across the country where 800 regular staff are on salary and many on voluntary basis. Director Adolescents, Amita Dhanu highlighted on the activities and the pro-
grammes of the FPAI and said FPAI covered beyond sexual and reproductive health but works for the poorest of the poor. Regional director International Planned Parenthood Federation (IPPF) Anjali Sen said FPAI was the largest civil society in the world, locally owned and globally connected. Sen said FPAI came into existence out of the need of the community and FPA India envisioned sexual and reproductive health for all as a human right, including gender equality leading to alleviation of poverty, population stabilization and sustainable development. The team members met state governor this morning and said the meeting was fruitful where the governor
acknowledged the works of the FPAI and also insisted that FPAI join the medical camp to be held in the interior areas. It was also observed on the need to create more awareness on health rights in the state, stating that people need to know where to access support when needed as government facilities were not available everywhere. Branch manager FPAI Kohima, Vincent Belho informed that FPAI thinks of quality life and not only for population control and expressed the wish of the office to help married women to desires to have child but could not. It also has a facility to test HIV and Hepatitis B and C and also gives counseling to the visitors. The team will visit Kezo town, tomorrow for health camp.

Kohima, Sept. 29 (NPN): A grand and befitting farewell programme was organized in honour to registrar of cooperatives societies Nagaland, Velasa Nakro who is retiring after serving the department for 35 years at its directorate Kohima on Thursday. The retiring registrar Nakro in his address thanked all the department staff and officers for the support and cooperation throughout his 35 years of service in the department. He disclosed to his junior officers and department staff that he joined this department through NPSC in 1981 as inspector and rose to the top post and retirement. While encouraging the junior officers he informed that during his service, he was posted in various parts of the districts and advised them to give their best wherever they were posted. While appreciating the department secretary, Lithrongla G.Chishi IAS who was also present at the programme, Nakro said through her effort around Rs. 50 lakhs were recovered for the department within few months. The camp was sponsored by NHM, directorate of Health & Family Welfare Kohima and supported by the village health committee, Samaguri and Samaguri village council. During the health camp, the beneficiaries were screened for BP, diabetes, and BMI which are the main causes for cardiovascular or
heart disease. The beneficiaries were counseled about healthy lifestyle habits in the camp, while IEC materials and free medicines were also distributed. Dr Temsusashi informed the reporter that the camp was organized with the aim to benefit the villagers who did not have ready accessibility to basic health check-up like BP and blood sugar testing. Mizoram to continue peace talks with terror outfit Aizawl, Sep 29 (IANS): The Mizoram government would continue to hold peace talks with the Manipur-based terror outfit -- Hmar People’s Convention-Democratic (HPC-D) and the second round of the bi-partite talks is scheduled on October 5, an official said here on Thursday. The first round of talks between the government and the HPC-D was held on August 10. “We would continue to hold talks with the HPC-D. The second round of talks between the state officials and the representatives of the outfit would be held on October 5 in Aizawl,” Mizoram Home Department Additional Secretary Lalbiakzama said. He said: “We are hopeful that a positive outcome might emerge out of the talks.” The official, however, refused to divulge the issues discussed at the first round. An official of the Mizoram Home Department told IANS that the HPC-D delegation did not include cadres of the extremist outfit but six human rights activists and civilians from Mizoram and Manipur. The negotiations between the state government
and the HPC-D reached a standoff in 2013 on the issue of extension of the period of suspension of operations. A six-month ceasefire between the Mizoram government and the militant outfit expired on July 31, 2013. After the talks broke down previously over suspension of operations against the terror group, a host of leaders of the outfit were arrested. The Manipur based militant outfit of the Hmar tribals has been triggering intermittent violent activities in Mizoram since 1994 demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out areas adjoining southern Manipur, northern Mizoram and southern Assam. On March 28, 2015, the HPC-D guerillas attcked a legislator’s convoy near Zokhawthlang village in north Mizoram, leaving three policemen dead and six others seriously wounded. Mizoram is the first and only state in India which received Rs 182.45 crore from the central government in 2000-01 as “Peace Bonus” for keeping peace after decades of insurgency.

Spl immunization drive launched at Haflong Correspondent Haflong, Sep 29: A special immunization drive (SID) was Thursday launched by Samuel Changsan, EM i/c Medical Health at the premises of Haflong Urban Health Centre. The first round of the immunization programme would last till October 4. The main objective of the programme is to immunize children of 0-2 age group by visiting all the households of Dima Hasao by medical field workers like ANM, ASHA workers and Anganwadi workers. Every household in the district would to be demarcated by red, yellow and green stickers according to their immunization status. As per the programme, the number of children within the said age to be immunized in the district is two thousand six hundred children and one thousand one hundred and twenty five pregnant women. The first round of immunization is targeted to complete within a period of five days for which 154 sessions is to be organised at various corners of the district.

IMPHAL, Sep 29: A snap strike Thursday hit normal vehicular movement along the Imphal-Mao section of NH-2 after residents of Senapati district headquarters and its adjoining areas imposed a total blockade on the highway in protest against the arrest of three NSCN(IM) cadres by troops of Assam rifles in the district. Around 100 vehicles including passenger service stranded on both side of the highway. BSF puts all border units along IB on high alert NEW DELHI, SEP 29 (PTI): The BSF has put all its units along the International Border on â&#x20AC;&#x153;high alertâ&#x20AC;? in the wake of the surgical strikes by India on terror launch pads across the LoC last night. Officials said the Border Security Force (BSF) headquarters here has issued orders to all its units along IB in Jammu, Punjab, Rajasthan and Gujarat to step up vigil and bolster their numbers at the posts by bringing in all personnel who are in the reserve. In order to ensure civilian safety, they said, members of the public will not be allowed today to witness the Attari-Wagah retreat ceremony from the stands right next to the designated border pillar in Punjab. The officials said BSF has also restricted all civilian movement along borders with Pakistan. The border guarding force, they said, has also been asked by the Centre to provide manpower to local administration for helping in evacuating people from border villages to safer locations. Officials said border units have been asked to undertake special patrols and conduct ambushes. The force has also been asked to augment the number of personnel and officers who work under the operational command of the Army at the Line of Control (LoC) in Jammu and Kashmir.

Delivering a lecture on â&#x20AC;&#x2DC;The Legacy of Indiaâ&#x20AC;&#x2122;s National Movementâ&#x20AC;&#x2122; at the University of Lagos, he said from its early days, the nationalist movement was committed to secularism. â&#x20AC;&#x153;Secularism was defined in a comprehensive manner which meant the separation of religion from politics and the state, the treatment of religion as a private matter for the individual, state neutrality towards or equal respect for all religions, absence of discrimination between followers of different religions, and active opposition to communalism,â&#x20AC;? he said. â&#x20AC;&#x153;Gandhi expressed it succinctly in 1942: â&#x20AC;&#x2DC;Religion is a personal matter which should have no place in politicsâ&#x20AC;&#x2122;,â&#x20AC;? he
said. Yet the dark forces of communalism were powerful and led to the partition of India in 1947, he rued. â&#x20AC;&#x153;That traumatic event resulted in a wave of communal carnage. Despite it, the strong secular commitment of the national movement enabled independent India to make secularism a basic pillar of its Constitution, as also of its state and society,â&#x20AC;? he said. He stressed on the need for youths to have a sense of history and know that the environment that encourages their aspirations was built on the sacrifice and toil of others. â&#x20AC;&#x153;It was this tradition which is reflected in the Indian Constitution. It belied the view that democracy and civil liberties would not survive in a society so divided by language, religion, caste and culture and in the absence of a minimum of prosperity, economic development and literacy of the developed worldâ&#x20AC;?. Bansalsâ&#x20AC;&#x2122; suicide: NHRC notice to Scarlett case: Mother writes to PM, wants reinvestigation CBI over content of suicide notes
NEW DELHI, SEP 29 (PTI): National Human Rights Commission (NHRC) has sent a notice to CBI and asked it to file an action taken report within three days over contents of purported suicide notes of a tainted top official and his son who alleged â&#x20AC;&#x153;harassmentâ&#x20AC;? by agency officials. Former Corporate Affairs Director General BK Bansal and his son Yogesh had hanged themselves on September 27, two months after the bureaucratâ&#x20AC;&#x2122;s wife Satyabala and daughter Neha had committed suicide. In a statement issued today, the Commission expressed â&#x20AC;&#x153;deep anguish and shockâ&#x20AC;? and said it has taken suo motu cognisance of media reports that â&#x20AC;&#x153;mental and physical tortureâ&#x20AC;? by some CBI officers during a probe in a corruption case led Bansal and his
family to commit suicide. In the suicide note, Bansal has alleged that a CBI DIG, two women officers, and a â&#x20AC;&#x153;fatâ&#x20AC;? havildar of the agency had â&#x20AC;&#x153;torturedâ&#x20AC;? his wife and daughter after which they ended their lives. â&#x20AC;&#x153;The Commission has issued the notice to the Director of the CBI asking to share the copy of suicide notes with it and sought an action taken report on the allegations made therein within 72 hours, including the names of the delinquent public servants,â&#x20AC;? the statement said. â&#x20AC;&#x153;He has also been asked to give the name of the havildar/head constable whose name is not mentioned in the suicide notes,â&#x20AC;? it said. Taking serious view of the alleged illegalities and human rights violation by the CBI, the Commission observed
that the police are supposed to investigate the offences as per law and in a â&#x20AC;&#x153;human rightsfriendly way.â&#x20AC;? â&#x20AC;&#x153;They cannot be allowed to resort to physical assault, mental and physical torture of an alleged offender or his family members. It is supposed to be a protector and defender of human rights. â&#x20AC;&#x153;Therefore, it fully endorses the reported statement made by B K Bansal in the suicide note to the effect that even if he was at fault in the case, why were his wife and daughter pushed to suicide,â&#x20AC;? the NHRC said.

Criminal misconduct
W
ithout meaning any offence or motive or even defaming investigating agencies, be it police CIDs, CBI, Vigilance Cells or other intelligence agencies etc, there is a great deal of truth in serious allegations of misconduct and even use of threat and blackmail to extort money from accused persons being probed for alleged offences. This was again illustrated by the tragic suicides by Bal Kishan Bansal former Director General in the Ministry of Corporate Affairs and his entire family members. Bansal, committed suicide on Tuesday along with his son Yogesh, in his suicide note, accused the CBI of mental and physical harassment, torture and abuse, which forced the family to end their lives. Both left behind four sets of suicide notes which talk about a DIG-level officer, a lady DSP, and a “fat constable” who had harassed the family. The agency arrested Bansal in July for allegedly accepting a Rs 9-lakh bribe from a prominent pharmaceutical firm to “scuttle a probe” against the Mumbai-based company. He belonged to the Indian Corporate Law Services and was promoted to the post of director general of corporate affairs last year. In his suicide note, Bansal wrote : “Even if I was guilty, why torture my wife and daughter? This was murder of two women; it can’t be called suicide. I want a lie-detector test of all these officers.” According to the suicide notes of Bansal and Yogesh- DIG Sanjeev Gautam, SP Amrita Kaur, Dy SP Rekha Sangwan, IO Harnam Singh and one other person tortured them “mentally and physically”, forcing the family to commit suicide. In the suicide note left by Yogesh, it notes that the lady officer was abusive and used to pinch his mother(Bansal’s wife) with nails and was abusive with both the mother and daughter. In his suicide note, Bansal wrote that the five CBI officers and “one of our neighbours living in same building” harassed us and made fun of the family. The extreme steps that the entire Bansal family had to endure at the hands of vindictive and abusive investigating teams is blot on the CBI. The top officials of the agency could not but face questions and criticisms from various quarters by constituting an internal probe to look into the allegations. In India, there is a police-mania syndrome where officers feel they have the luxury to unabashedly abuse the power given to them by the public. They thrive on feeling powerful and in control. Abusive intimidation tactics that know no boundaries are incessantly used to break a person. Police misconduct and human rights violations are commonplace in India. Police misconduct refers to inappropriate or illegal actions taken by police officers in connection with their official duties. Police misconduct can lead to a miscarriage of justice and sometimes involves discrimination or obstruction of justice. It is believed corruption among the Indian Police Service is pervasive and goes up to the top brass. A number of officers face charges in Central Bureau of Investigation cases. Unfortunately, the answer is that there is no mechanism in place to hold the police accountable for their actions. When something bad happens to people then they go to the police but when the police commit wrong then where do they go ?

The call of God has nothing to do with salvation and sanctification. You are not called to preach the gospel because you are sanctified; the call to preach the gospel is infinitely different. Paul describes it as a compulsion that was placed upon him. If you have ignored, and thereby removed, the great supernatural call of God in your life, take a review of your circumstances. See where you have put your own ideas of service or your particular abilities ahead of the call of God. Paul said, “…woe is me if I do not preach the gospel!” He had become aware of the call of God, and his compulsion to “preach the gospel” was so strong that nothing else was any longer even a competitor for his strength. If a man or woman is called of God, it doesn’t matter how difficult the circumstances may be. God orchestrates every force at work for His purpose in the end. If you will agree with God’s purpose, He will bring not only your conscious level but also all the deeper levels of your life, which you yourself cannot reach, into perfect harmony.

Clandistine relationship with truth T I
t is extremely saddening to observe the present leadership in various fronts gradually losing focus on the bigger picture of the collective well being the Nagas. Many at the decisive helms of affairs in government and various NGOs are addressing hoards of burning issues with compromised honour and honesty dictated by vested interests while maintaining a very hypocritical relationship with truth. Starting with issues such as (1) The opaque “Framework Agreement”; (2) The Rongmai recognition as an Indigenous inhabitant Tribe of Nagaland; (3) The emerging controversy within the Naga Hoho; etc., the overall response of our leaders has been far from satisfactory. (1) Let us first deal with the “Framework Agreement” issue yet again. The joint statement issued by ‘NSCN (IM) leaders on ‘Framework Agreement’ published in all the local papers on 1st September 2016 was a literal denunciation of “Nagas of Nagaland” into the realms of irrelevance. However, let it be affirmed that without the “Nagas of Nagaland” the core subject of “Naga Sovereignty” would not have existed in the first place. History reflects that political consciousness or the collective pride of ‘Naga identity’ as an independent people amongst our Naga brothers elsewhere was non-existent when thousands of Nagas of Nagaland were already being butchered by our adversary because of the NNM. There were still others who failed to find courage to join the National Movement at its most trying hours even though the National call had unequivocally been sent out to them. Anyone with an honourable sense of pride would therefore customarily consider this joint statement of NSCN (IM) leaders as the mother of all insults to the Nagas of Nagaland... questioning the rightful place of Nagas of Nagaland in Naga History by those who joined the ‘sovereignty’ band wagon only after ensuring it was safer for them to do so. Having said that, it is amply clear that the Nagas in general are not against the “Framework Agreement” per se but are decidedly averse to the lack of transparency concerning its contents; As stakeholders, the common view being upheld is that the essence of the very principle of ‘Naga freedom’ gets violated and rendered meaningless if fundamental right to information directly linked to their future wellbeing and fair opportunity to be heard, is arrogantly and autocratically trampled to the ground even before achieving the goal. Lasting solution in real terms will be hard to find within such vicious environment especially without official participatory space being afforded to all the warring Factions in an honourable capacity. Whether big or small, productive or unproductive, all Factions have played a role in the NNM and deserve a role to play in the closing chapter of the NNM. Therefore, instead of taking an unbiased proactive initiative to find an acceptable middle-ground of reconciliation to reinforce the efforts of FNR or go beyond the existing
parameter to deal with this complex factional equation the trend amongst the so-called leaders in government and NGOs has tilted towards joining ‘blind endorsement’ band wagon dictated by fear or self-perpetuating motivations rather than by dispassionate reasoning. We are fast becoming mere spineless race devoid of courage or vision, divorced from honesty and honour. (2) Coming to the Rongmai fiasco: Other than handful of Rongmai families brought in by the British for some specific nature of labour requirement, the Rongmais as a Tribe has no historical or territorial presence within the State of Nagaland...period. No one is questioning the legitimacy of Rongmai as a Naga Tribe but they are not officially qualified to be declared as “Indigenous inhabitant” within the State of Nagaland. Showing specific consideration for posterity of those authentic Rongmai families who settled within Nagaland before a certain cut-off dateline on an individual case to case basis would be a fair dispensation but recognizing the whole Tribe because of a few would be a huge miscarriage of justice. Subverting this factual historical and territorial ground reality to give them “Indigenous inhabitant Tribe of Nagaland” will definitely open the floodgate for all other Naga Tribes from other States to claim the same distinction. Can a Government grant an unfair status to Rongmai Tribe and yet refuse other Tribes like the Maos and the Tangkhuls whose cases we understand are also pending consideration? This is a fundamental question of dispensing equitable justice for all that will haunt the Government now or later? Adopting irrational action will dangerously upset the delicate Tribal equilibrium and seriously deplete the already scarce resource-base and employment opportunities for the sons and daughters of the legitimate Tribes of this State. Therefore, since each Naga Tribe is enjoying democratic rights and privileges from the regions they presently belong, selfishly seeking “dual benefits” beyond their current defined location must firmly be put down with an iron fist. The sanctity of the original status must not be disturbed until territorial integration becomes a reality. Accusing Nagas of Nagaland for being uncharitable would itself be an uncharitable accusation. Decisions guided by dishonest ulterior motivations can only result in contradictions and confrontations as is being faced today. This must be undone in all fairness. (3)Finally, let it candidly be stated that the present nomenclature of “Naga Hoho” is a misnomer. Naga Hoho was originally created as a common platform for the 16 Tribes of the Nagas of Nagaland. That the membership eventually expanded into a Pan Naga representation was a welcomed necessity but should have appropriately been re-christened as a “Pan Naga Hoho” that aptly describes the broader base better rather than to continue within the limited confines of Naga Hoho despite this change
of circumstance. By not doing so, the much needed “exclusive voice of Nagas of Nagaland” that once existed was surreptitiously sabotaged and wiped out to a status of a ‘submerged minority’. This ‘loss of voice’ is disadvantageous not only to the Nagas of Nagaland but to the larger family of Nagas beyond. This has seriously compounded the already confusing picture of a complex tribal tapestry. There seems to exist an apprehensive misgiving that such an effort would lead to disintegration of the present Naga Hoho. This is far from the truth. The crux of the matter is to simply change the nomenclature from the present “Naga Hoho” to that of “Pan Naga Hoho” with proportionate representation of all the Naga Tribes from Assam, Arunachal, Manipur and Myanmar including Nagaland. Pan Naga Hoho can then forthrightly address the desired subject of “integration of all Naga inhabited area under one administrative umbrella” as envisioned in the 16 Point Agreement with a more forceful legitimacy and also coordinate other equally important aspect of cultural and emotional integration of all the constituent members in a sustained manner. The Naga Hoho of Nagaland can then meaningfully participate in all the proceeding of the Pan Naga Hoho as equal partners with all the rest even as it regains empowerment to address problems endemic to Nagaland and usher in a fresh lease of sensibility within our own kitchen in a similar way that UNC is making its presence felt in Manipur. The sorely needed honourable pride in us as a people has well been amplified by the walkout of Ao Senden, Lotha Hoho and Sumi Hoho from the present Naga Hoho even if it was for a limited but important agenda of withdrawal of recognition of Rongmai Tribe as ‘indigenous inhabitant’. Although all the ‘elected’ Legislators as usual are unthinkingly scrambling to convince their respective Apex bodies to rejoin Naga Hoho, the unwavering stand of these three major Tribes is being applauded by most right thinking people in Nagaland! For a starter, it has at least caused the government that seems to only function under the pressure of ‘ultimatums’, to form a Cabinet Sub-Committee to try and clean up the droppings of the earlier Cabinet. This in itself is a laudable accomplishment whatever be the end result produced by this ‘Ultimatum Government’. It also serves as an eye-opening opportunity to consider restructuring and reforming the present Naga Hoho by re-naming it as Pan Naga Hoho with an acceptable proportionate representation from all the Naga inhabited regions. The Naga family can then honourably regroup and move forward together in one united voice and vision divorcing our present clandestine relationship with truth and legitimately marrying truth in Church. he decision of the Central Nagaland Tribes Council (CNTC), comprises of Ao Senden, Sumi Hoho and Lotha Hoho, to disassociate from the Naga Hoho had left the Naga Hoho with only five tribes from Nagaland and Nagas from Manipur as its constituent units. This would be a big setback for the Nagas as a whole at the time when the entire Nagas are in desperate need of unity among ourselves and work together towards finding a lasting and acceptable solution to our prolong Naga political problems. This “act of withdrawing” would not serve any good purpose for the Nagas in general as well as for the three tribes which decided to withdraw. However it would be unfair and wrong on the part of the Nagas to assume that the three tribes withdraw because they are against the Naga unity. This should not be viewed as the intention of the three tribes working against the interest of Nagas. Rather the reason should be studied objectively, address in a right perspective and resolved it if at all we care for our unity and the future of the Nagas. Albeit its claim as the apex body of the Nagas representing the whole Naga community, Naga Hoho never represent the dream and aspiration of the Nagas inhabiting different political boundary in the real sense of the term. Since its inception ENPO, representing eastern Nagas in Nagaland and which constitutes 20 percent of Naga population, were never a part of Naga Hoho. Nagas from Assam and Arunachal Pradesh of India and Nagas of Myanmar too were never part of Naga Hoho. Did Naga Hoho ever make a sincere effort to reach out to the Nagas belonging to those regions and bring them to its fold during its 22 years old existence? The mandate of Naga Hoho is supposed to represent all the Nagas irrespective of region or political boundary including India and Myanmar and to ensure that the tribal bodies of Nagas belonging to those regions find a place and representation in Naga Hoho. The inefficiency on the part of the Naga Hoho leadership which fails to live up to that mandate has led loses the expectation of the Nagas. Naga Hoho’s decision to support the recognition of Rongmei tribe in Nagaland reflects its insensitiveness and poor understanding of the nature of the issue thereby reducing its role to confining to only one state and got themselves entangled with the issue which is supposed to be between the people of Nagaland and government of Nagaland. This present crisis confronting Naga Hoho is a clear symptom of public discontent over the functioning of the leaders who are representing the Nagas. The biggest mistake on the part of Naga Hoho was its failure to understand the present political reality confronting the Nagas. Due to the unfortunate force occupation by the outsider, Naga are today place in different political boundary, and every Nagas faced with different challenges depending on the region to which they belongs. Every Naga therefore has to come up with its own strategy to
counter those challenges. United Naga Council (UNC), a Manipur based civil society organization formed in 1981, was formed to serve the Nagas of that region and have been working with the Naga Hoho ever since its formation. The existence of UNC is never considered as a parallel body outside NH working against the interest of the Nagas. Denouncing the formation of Nagaland Tribes Council (NTC) as “irrational” and “premature and not appropriate for the Naga society” and refusing to give recognition to Central Nagaland Tribes Council (CNTC) was a great mistake by Naga Hoho which led to a sectional feeling among the Nagas. The unfortunate refusal on the part of Naga Hoho to acknowledge the regional aspiration of the Nagas of Nagaland led the people of Nagaland felt isolated which forced the Nagas of Nagaland to take this kind of unprecedented steps that affects the whole Nagas. The question of recognizing one tribe in Nagaland is not worth dividing the Nagas to this extent. The misunderstanding could have been averted had the NH’s leadership displayed maturity on its part and maintain restrain from interfering by respecting the sentiment of the people of Nagaland as this issue concerned only the state of Nagaland. Nevertheless, it would be wrong to say that Naga Hoho will survive or not from the present crisis, or it’s not that the question of “trust” in Naga Hoho is at stake. But taking it positively, definitely our respective organization can take care of this sensitive issue keeping in mind that it is not a political issue which will be of fruitful opportunity to grasp the power. I could say “the burning issue” is not an issue because family disturbances are not issue at all but it’s only a kind of misunderstanding and a wrong reading of the situation which has created the blunder – the sad cyclone. In an optimistic note we can say cyclone destroys but the crisis of cyclone can also unite through the hurdles and obstacles we face. I expect that this sad cyclone that hit the Nagas should not break down and separate us. We should not allow some mischief to enter into it and steal the trust and penetrate the disease of separation and misunderstanding. We should take this carefully as a sensible wise person so that our unity as Naga will be proved as always we have proven before in many crisis. We should not allow others thought to break down our unity and allowed to take away our brotherhood from us. It is time to rise up our brotherhood to prove that “Nagas are Nagas”, and Naga will remain Nagas by maintaining the unity in any circumstances. No one was, no one is and no one will separate each other heart of Nagas. I only hope that good sense will prevail among our leaders, resolve the differences and unite taking into consideration the bigger challenges that is front of us. A clarion call from the CSCF Mkg A citizen has a moral duty towards environment protection
D
uring this crucial juncture of threshold of the Indo-Naga political settlement, the Concerned Senior Citizen Forum, (CSCF) Mokokchung Nagaland feels that it is our utmost moral duty to stand unwavering based on unshakable Naga political principles; drawn from the Naga peoples’ memorandum submitted to the Simon Commission in 1929 and subsequent reaffirmation by way of conducting National Plebiscite in 1951,followed by various political steps taken so far; now, reaching towards a possible political solution under the Framework Agreement, signed between GOI and NSCN (IM) during the ceasefire period. If the Nagas miss this God given opportunity, they will lament forever. Therefore, we strongly feel that it is not the time to remain divided, but to keep prepared overcoming all destructive forces emerging from outside and inside during this testing period of our strength and capability to shoulder heavier political responsibilities. Realizing that future generation is more important than the past eventful developments, all Nagas should now learn the art of living together and working together learning from the past shortcomings for greater interest of the Naga Nation having one slogan and one vision for a unified Naga selfrule government; an excellent model of Naga democracy in Naga way that could be demonstrated to the world as Naga Indigenous Peoples’ Tribal Nation. We feel that it is not the time to narrate about the past glory repeatedly, or to glorify the 16 Points Agreement. Moreover, it is not the time to
debate on the issue of inclusiveness or otherwise but to prepare together to reach the Naga political destiny jointly towards creating a Federation of Naga Indigenous Peoples’ Nation under the provision of UN declaration on the rights of the Indigenous People like that of the Nagas, either living in Indian or Burmese occupied territories of the Naga Homeland. Instead of creating misunderstanding among the Nagas over many non issues with parochial approach, having selfish motives, mobilizing vote bank under Indian political structure, playing dirty politics; all Nagas should now come out from all those localized cocoons and contribute their best in the process of the Naga Nation building. We further call upon all the Naga Civil Societies lead by the Naga Hoho to remain united more firmly to lead the Naga populace giving proper direction to the people as the Indo-Naga political negotiators from both sides are now concretizing the long cherished Naga political struggle coming to an end as desired and mandated by the Nagas. For these reasons, the CSCF Mkg humbly invites every conscious Nagas citizen to join hand and voice out together with one voice for early settlement of the Indo-Naga political issue and to keep ready to carry out the outcome of the present political negotiations. e all know that Environment is our surrounding which includes everything from a living being to a non-living thing. The word “Environment” is derived from the French word ‘Environer’ which means ‘To encircle’ or ‘To surround’. The Environment Protection Act, 1986 clearly defines the word environment as the sum total of what is around something or someone. Environment is of two winds namely the natural and the built environment. The natural existence are such as plants, air, water, wind, etc. whereas the built environment are those that man is responsible for the dams, cities, factories, industries, etc. Environment is the very basic essential that sustains the existence of all life forms on this planet. Of the eight planets in the Solar System, Earth is the only planet with suitable atmosphere and environment with the right components to support human life, flora and fauna. But, in the ongoing twenty to thirty decades the natural atmosphere is being polluted due to unnatural factors, while natural causes like volcanos have its own turn in causing pollution, it is the man made ones that are more rampant. Human beings are indeed at the heart of the search for sustainable development, as our very survival depends on a very narrow range of environmental conditions. Some of the current major problems of our environment are as follows; air pollution, water pollution, deforestation, global warming and climate change. Air pollution has become a major problem around 4.3 million death occurs due to indoor air pollution from the household cooking over
coal, wood and biomass stoves. While 3.7 million death occurs due to outdoors air pollution. Improper chimneys causes serious problems as we inhale lot of smoke. Proper chimney is very important in villages since in our Naga society people stay in the kitchen more than any other room. The dust particles in the air produces from the non-black topped roads during dry seasons as the vehicles passed by cause serious health problems to the people. Dust from stone crusher, bad roads, burning of waste and vehicular emission adds rising air pollution in the city especially during dry season. Nearly 40% of the world population now faces chronic shortage of fresh water for daily needs. The waters are
polluted through the dumping of industrial waste, radioactive substances and coal mining through heavy metals and toxic chemicals present in the water it is unfit for consumption. The contaminated water kills around 2.2 million of people every year. In the state of Nagaland the major causes for water pollution is through the sewage water, and solid waste. The time has come for us to develop a sense of urgent need to protect our environment as well as a sense of hope for its future. Plenty of damage has been done to the earth, the more is inflicted every day. “This land is your land, this land is my land”. What land belongs in the hands of private
owners, and what land should remain open to the public for all to enjoy. Land is one of the world’s most important natural resources. It provides humanity with food and shelter, among numerous other things contributing to human survival. However, it also provides for the existence of the plant and animal worlds. Therefore, it is important to protect and conserve our natural resources including air, water, and forest in order to maintain the overall health of our environment as all these resources are at some risk today. Being a senior member and lover of Naga unity, lover of Nagas peace and reconciliation, I give my humble suggestion to one and all that, instead we dismantle our “Apex Naga Hoho” House, ‘Let us review and revoke the Bill/Act Recognition of Rongmei as a tribe within Nagaland state’. In case, any Bill or Act, that is passed by the Nagaland State Assembly, if found anti-people can be reviewed and revoked. Instead, we dismantle our Naga House let us suggest to our Nagaland Govt. to review the “Recognition of Rongmei as a tribe within the Nagaland State” Let us think twice and preserve the house of House of Naga Hoho, which is the only Apex body that can ventilate our grievances to the level of the National and International. At Home (within Nagaland) this Home Naga Hoho alone assisted and still assisting NBCC in matters of peace initiatives among the Nagas in undergrounds and among the overground as well. I Love Naga Hoho as it was proposed by Wokha public meeting and the Naga Hoho House was built in Zunheboto meeting, initiated by Sumi Hoho president Late Dr. V.C. Kanito. Now, it is time for Naga unity and not for Nagas dis-integration. Lastly, I request the Nagaland Government to accept the demand of NTC and CNTC and save the Naga House “Naga Hoho” I. MON, SEP 29 (NPN): Parliamentary secretary of CAWD, Y. M. Yollow inaugurated the new official residence of deputy commissioner, Mon on Thursday as the chief guest. Speaking on the status of the DC’s residence in the state, the chief guest said that the building construction in Mon was the fastest as it was completed within a short span of years, when compared to other districts and expressed appreciation to the contractor. He informed that construction of quarters and offices in the sub divisional level could not be implemented
due to financial constraint in funding system, however, systematic execution of works at district Hqs. were being carried out. Exhorting the officers to work sincerely and honestly for the development and welfare of the people and society where ever they were posted, he said that their achievements would be like a souvenir for the people, which would be forever cherished even after their transfer/retirement. Asserting that planning was the head and money a tail and wherever the head goes the tail followed, he suggested the gathering to adopt proper planning for systematic execution of any
work. While giving a brief report of the building construction, executive engineer (CAWD), Er. Swari Meru, informed that the 3 storied RCC building constructed at the cost of 277 lacs has 20 rooms and parking space for 6-7 cars, with separate rooms and kitchens for security guards, workers and guest. It is also worth mentioning that this was the first building constructed for the residence of the DC of the district. The earlier building was constructed for the then SDO (C), when Mon was under Tuensang district. The building was dedicated by executive secretary KBBB Mon, Rev.Chemyuh.
CM mourns Mrs. Ruth’s death DIMAPUR, SEP 29 (NPN): Nagaland chief minister, TR Zeliang, has expressed deep sorrow at the demise of Mrs. Ruth, wife of late Tajenyuba, Ex-MLA, at Mokokchung on Thursday morning. In his condolence message, Zeliang said though he did not have the privilege of meeting her personally, he had heard of the sterling role she had played, not only as a wife who stood steadfastly by her husband’s side during the worst of times,
but also her dedication as an Adult Education Officer under the School Education Department. The chief minister said it was her mission to ensure that all the elderly Aos should be able to at least read the Bible. “Towards this end, she went beyond the call of her duty by visiting villages and selflessly educating the senior citizens so as to enable them to achieve some degree of literacy,” said Zeliang. The chief minister that
said her efforts paid off richly in that while increasing the rate of adult literacy among the Aos, the overall literacy rate of the district also went up to be amongst the highest in the state. While paying rich tributes to the departed soul, the chief minister thanked the Almighty for her life and service to the people. He also prayed that God would grant comfort to all her near and dear ones at this time of grief and her soul rest in eternal peace.
BJP Mandal Pughoboto responds to NPF Central youth wing
DIMAPUR: Reacting to the NPF Central Youth Wing’s statement that it was not answerable to the BJP Mandal Pughoboto, the Mandal has asked the NPF Central Youth Wing to “directly answer to the people since the issue has already been in the domain of the public.” In its response through a press release, president BJP Mandal Pughoboto, Jevito Achumi and press secretary, Jevishe Y Assumi, the Mandal accused the NPF Central Youth Wing of trying to divert the attention of the people by leveling false charges and shying from the real point of the issue. The BJP Mandal said it did not asked the NPF Central Youth Wing to answer them nor said that they function under the Mandal but has asked to know whether the Youth Wing was applying the same yardsticks to other departments also apart from H&FW department where they have asked for termination of the appointments made by one particular officer. The same has been highlighted by Wakshing Area Youth Association (WAYA), wherein the association claimed that condition of the road under Wakching area, namely Naginimora to Wakching (44 kms) become “un-motorable” during rainy season. In a press statement, WAYA Interim president, Yonglong K Konyak and interim general secretary M Wangshing Konyak claimed that the existing road was washed away on every monsoon, thereby causing untold hardships to the denizens of 15 villages. Recently, they claimed that one person from Wakching town passed away in Naginimora town and his dead body had to be taken back to his town on foot halfway due to pathetic road condition. “It seems we are returning back to 19th century as how forefathers faced the same situation”, WAYA said. During this season, the association said that villagers were the most sufferers in the absence of transportation and during medical emergencies. Therefore, WAYA has fervently appealed to the administration, MLA and the responsible department to look into the plight of the public of Wakching area come up with an alternate solution at the earliest.

The Finance Ministry had last year notified a new investment pattern for EPFO, allowing the body to invest a minimum of 5 per cent and up to 15 per cent of its funds in equity or equity-related schemes. The EPFO had started investing up to 5 per cent of its investible deposits in ETFs in August 2015. EPFO’s investible deposits (annual) is around Rs 1.30 lakh crore and it manages a corpus of about Rs 8 lakh crore. Government has entrusted the task of managing the EPFO’s investments in ETFs to SBI Mutual Fund and UTI Mutual Fund. Sensex takes 465-pt hit as India mounts surgical strikes Mumbai, Sep 29 (PTI): Stocks reeled under huge losses on Thursday as benchmark Sensex plunged sharply by over 465 points, the biggest single-day fall in three months, after India carried out “surgical strikes” last night on terror launch pads across LoC. The rupee too was in the line of fire, down 49 paise (intra-day) against the US dollar, to trade at 66.95. World markets, however, cheered the surprise deal cut by OPEC to slash oil output for the first time in eight years. The stocks started off higher extending yesterday’s recovery, but suffered a jolt after announcement that India conducted surgical strikes last night on terror pads across the Line of Control. The Sensex hit a high of 28,475.57, in sync with a firm Asian trend after a surprise decision by OPEC to cut oil output to push up prices. But the Army’s announcement triggered all-round selling, sending the Sensex into a tizzy, which broke below the key 28,000-mark. It settled at 27,827.53, down 465.28 points, or 1.64 per cent -- its biggest single-day fall since June 24 and weakest closing since August 26 when it closed at 27,782.25. The gauge had recovered 69.11 points in yesterday’s trade. The 50-share NSE Nifty,
which cracked below 8,600level to hit a low of 8,558.25 during the session, managed to recover part of the initial losses and settled down 153.90 points, or 1.76 per cent, at 8,591.25. Mood turned cautious after the Army said the surgical offensive last night came on “very specific and credible information” about Pakistanbased terrorists being pushed into Indian territory for carrying out strikes in Jammu and Kashmir and various cities in India. Expiry of September series contracts in the derivatives segment influenced trading sentiment, brokers said. The red mark was near complete as 29 of 30 Sensex stocks slumped. Adani Ports, Sun Pharma, ICICI Bank, GAIL, Tata Steel, Lupin, Tata Motors and SBI crashed by up to 5.01 per cent. TCS manged to close in the green, up 0.46 per cent. RBI Guv meets Jaitley ahead of MPC’s policy meet New Delhi, Sep 29 (PTI): Reserve Bank Governor Urjit Patel today met Finance Minister Arun Jaitley ahead of India’s first collective interestrate decision on Tuesday. The October 4 monetary policy review will be the first under Patel and by the allpowerful interest-rate setting panel, whose constitution was notified by the government today. Patel, who took over as the RBI Governor from Raghuram Rajan on September 4, did not offer any comment on his meeting with Jaitley but it is said to be a customary pre-monetary policy meeting where macro-economic developments would have been discussed. Soon after his meeting, the Finance Ministry issued an order notifying the sixmember Monetary Policy Committee (MPC) headed by the Reserve Bank Governor. The government had last week named three academics to join Patel, his deputy in charge of monetary policy and another central bank executive on the new MPC. Indian Statistical Institute Professor Chetan Ghate, Delhi School of Economics Director Pami Dua and IIMAhmedabad Professor Ravindra Dholakia as also three RBI nominees will have one vote each.
Electronics design space to get Rs 2 lakh cr investment Hyderabad, Sep 29 (PTI): Investments up to Rs two lakh crore is expected in India in the electronics system design and manufacturing space within the next four years, says industry body IESA. IESA (India Electronics and Semiconductor Association) president M N Vidyashankar said applications cleared at the Central and state level are worth about Rs 1.5 lakh crore over the last two-and-half years, under various programmes in the ESDM (Electronics System Design and Manufacturing) space. “As per industry estimates, up to Rs two lakh crore is expected to be invested in India in the ESDM sector in the next three to four years, making use of policy dispensations available at the Central and state levels,” he told PTI in an interview. Vidyashankar said IESA, the trade body representing the ESDM industry in India, would set up front offices in Taiwan (Taipei) by December and Japan (Fukoka) soon to attract investment. IESA is also mulling opening offices in the US and South Korea. “People need not come to India to get info on the most preferred location and all policy related issues will be available in the proposed

Now, comparative advantage and a level-playing field will come into force. Investors will go to states with natural/comparative advantages,” he said. Vidyashankar also said that a lot of things are happening on the ground which is conducive for the ESDM sector to grow. “Today, private sector is playing a complementary role in providing land and related infrastructure with plug and play environment. They are developing and selling/leasing land on terms as required by market and investors. Host of private business parks have come up in different states. Things are taking shape in the product development space,” he said. He said automobile sector also saw a similar phase of growth.
New Delhi, Sep 29 (PTI): Brushing aside strong opposition from the unions, Labour Ministry today doubled EPFO’s investment limit in ETFs to 10 per cent that will result in Rs 13,000 crore of the retirement fund body flowing into stock markets in the current fiscal. It has raised the limit of investments by the Employees’ Provident Fund Organisation (EPFO) in the Exchange Traded Funds (ETFs) in 2016-17 to 10 per cent of investible income from 5 per cent in 2015-16. “We have already issued a notification raising the EPFO investment limit of ETFs to 10 per cent from the current 5 per cent of its investible deposits,” Labour Minister Bandaru Dattatreya told reporters at a press conference here. EPFO has already invested Rs 1,500 crore in ETFs in the first half of the current fiscal and will invest about Rs 11,500 crore in the remaining six months. When asked whether Labour Ministry has sought the EPFO trustees’ approval, Dattatreya said: “The issue was discussed twice in the CBT meeting. Some members had reservations against the ETF investments.” Asked whether CBT approval is not required, Labour Secretary Shankar Aggarwal said: “Government (Labour
Ministry) is over and above the board.” He was of the view that when the CBT is not able to take decision on a issue then the Labour Ministry is appropriate government as per law (EPF Act) to take a decision for the benefit of the workers. However, the trade unions have slammed the Labour Ministry for taking a “unilateral” decision without approval of the EPFO trustees. They have been opposing investments by EPFO in the stock markets in view of their volatile nature and had been unanimous on the issue. All India Trade Union Congress D L Sachdev told PTI: “We strongly oppose this unilateral notification by the government to double FPO investments in ETFs despite our reservations. New Delhi, Sep 29 (PTI): Unemployment rate in India has shot up to a five-year high of 5% in 2015-16, with the figure significantly higher at 8.7% for women as compared to 4.3% for men, says a report by the Labour Bureau. The figures could be an alarm bell for the BJP-ruled government at the Centre, which has taken a series of steps such as ‘Make in India’ to create jobs for inclusive growth in the country. It comes 12 years after a state-run company — Jessop & Company — was last sold through this route. The cabinet committee on economic affairs approved “in principle” the strategic sale in the Allahabad-based public sector enterprise, which was set up in 1970. Strategic sale refers to transfer of management control and ownership. The Cabinet also approved the closure of Kolkata-based Hindustan Cables Ltd, where pro tan Cables Ltd, where production activity stopped in January 2003. The government will pay voluntary separation package to the employees. Cash infusion for the closure of the company is estimated at Rs. 1,310 crore, according to a government statement. So far, the government has cleared the closure of around half-a-dozen sick PSUs while

New Delhi, Sep 29 (PTI): Reversing its three-day losing momentum, gold price recovered by Rs 50 to Rs 31,350 per 10 grams today, with positive global cues doing the job amid scattered buying by jewellers at the domestic spot market. Silver also surged by Rs 400 to Rs 45,550 per kg on increased offtake by industrial units and coin makers. Traders said mild buying by jewellers at the domestic spot market, apart from a firm global trend on a weakening dollar, led to the recovery in the precious metal prices. Globally, gold surged 0.26 per cent to USD 1,324.90 an ounce in Singapore. In the national capital, gold of 99.9 per cent and 99.5 per cent purity were up Rs 50 each to Rs 31,350 and Rs 31,200 per 10 grams, respectively. The metal had lost Rs 300 in the previous three sessions. Sovereign, however, remained steady at Rs 24,500 per piece of eight grams in scattered deals.

Russia rejects ceasefire in Aleppo, offers 48 hours MOSCOW, SEP 29 (IANS): Russia would agree to a 48hour ceasefire in Syria’s Aleppo city, but would not allow it to be extended for a week, said a top official on Thursday. Russian Deputy Foreign Affairs Minister Sergei Ryabkov said they were proposing the ceasefire to guarantee civilian access to humanitarian aid but cited the US’ actions in Syria as the reason for its brevity, EFE news reported. “With the aim of guaranteeing access to humanitarian aid, we are proposing a pause (in hostilities) of 48 hours,” the minister said at a press conference. He added that “our American colleagues, for reasons only they know, are insisting on extending the ceasefire to seven days”. Ryabkov said a week-long ceasefire would give “terrorist groups” time to rest, restock munitions and regroup, but insisted that the proposal for a two-day cessation in violence remained on the table. He said putting an end to the Syrian conflict would require cooperation between Moscow and Washington but he insisted that Russia would not bow to ultimatums propounded by the US.

Both the House and Senate voted decisively to reverse Obama’s decision to scuttle the legislation. Ms Chatterjee, 35, appeared on the show to promoteParched, which released in India some days ago. In her post, she writes that she was told in advance thatComedy Nights Bachao follows the ‘roast’ or insult comedy format but that she was unprepared for what she terms ‘bullying’ about her skin tone. She was looking forward to being ‘roasted, which she describes as being ‘a mock counter to a toast.’ It didn’t quite turn out the way she’d expected. “To my utmost horror, I soon realized that the only quality they found worth roasting about in me was my skin tone. It began with “aap ko jamun bahut pasand hoga zaroor, kitna jamun khaya aapne bachpan se?” And went on in that direction. I could not believe I was sitting in a nationally televised comedy
show in 2016 in Mumbai amid such regressive (I can’t call it humor), and blatantly racist content,” Ms Chatterjee writes. Chatterjee explains how prejudice against skin colour is deeply-rooted in caste bias and that casteism is one of the several notions that her film Parched challenges. Comedy Nights Bachao, which is in its second season, is fronted by comedians Krushna Abhishek and Bharti Singh. Tannishtha Chatterjee says she sat through two ‘offensive’ segments of the
episode and then left. Parched, which co-stars Radhika Apte and Surveen Chawla, examines the lives of rural women and has been warmly received by critics. Chicago man pleads guilty to ‘Celebgate’ photo hacking

n Illinois man has pleaded guilty to hacking the e-mail accounts of high-profile female celebrities to gain access to nude photos of women including Oscar-winning actress Jennifer Lawrence, model Kate Upton, and soccer player Hope Solo. Edward Majerczyk, 29, pleaded guilty on Tuesday in District Court in Chicago to one felony change of unauthorized access to a protected computer to obtain information, charging documents showed. While no victims were named in court documents, Lawrence, actress Kirsten Dunst, and Upton have addressed the leak and online dissemination of their nude photos in interviews. The Chicago Tribune named those celebrities as among the victims, as well as Solo. The Tribune reported that Majerczyk told District
Judge Charles Kocoras on Tuesday that he targeted celebrities, going through personal information and downloading “sensitive images.” His lawyer, Thomas Needham, did not immediately respond to a request for comment. The newspaper quoted Needham as telling the judge there was no evidence “of any effort by my client to sell or disseminate” any images. “So essentially it was for his own personal satisfaction and enjoyment?” Kocoras

The show was scheduled to take place on September 22 at Bass Concert Hall at UT’s Performing Arts Center. All tickets for the concert would be refunded at the point of purchase. “I consider myself to be a very open minded human being, and I always try and see things from another’s point of view,” LaMontagne wrote on Facebook. “I realize this is a controversial issue and there are strong feelings on both sides of it. But no matter how hard I try to understand the rationale for allowing guns on campus or more broadly, the ‘concealed carry’ law in general, I just cannot in any way support that ideology. Dhaka, Sep 29 (IANS): India outplayed Pakistan 3-1 to set up a title showdown with hosts Bangladesh in the Under18 Asia Cup hockey tournament here on Thursday. Forward Shivam Anand (7th minute), striker Dilpreet Singh (32nd) and captain Nilam Sanjeep Xess (46th) scored for India to make it 3-0 before Amjad Ali Khan pulled one back for Pakistan. Both teams had scored a high number of goals in the group stage so an attacking encounter was expected. Both the team showcased their traditional counter-attacking game but India’s attack was more accurate, as was its timing. India’s link-up play between the midfield and attack proved to be the difference in their strong start to the match. India drew first blood when Shivam Anand scored a field goal in the seventh minute. Throughout the first half India and Pakistan attacked each other furiously, making several circle incursions. It was India who were more clinical in
front of the goal, and three minutes from the end of the half they doubled their lead with a penalty corner goal by Dilpreet. The second half had a similar start to the first, India on the ascendancy, controlling possession and applying the pressure. Mumbai, Sep 29 (PTI): BCCI has refunded 30 percent of franchise fees paid for IPL 2016 by suspended franchises, Chennai Super Kings and Rajasthan Royals, amounting to Rs 11.4 crore and 8.4 crore respectively. Chennai Super Kings Cricket Ltd, that owns and operates the southern franchise, was last month refunded the first instalment of Rs 1,141,14,000 - that amounts to 30 per cent of the franchise fees paid to BCCI, according to information put up on the BCCI website. Similarly, Jaipur IPL Cricket Pvt Ltd, that owns and operates Rajasthan Royals, had been paid Rs 8,40,18,000, constituting 30 per cent of the franchise fees paid by it to BCCI. Both these franchises, which have been suspended for two years from playing in IPL by the Justice Lodha committee as punishment for their owners indulging in betting, had paid the franchise fees under protest. CSK and RR had moved the Bombay High Court in April, against the levying of franchise fees by the BCCI. The BCCI had decided for an out of court settlement by waiving the annual franchise fees to these two teams during their suspensions at its working committee meeting held in New Delhi last month. The BCCI also rewarded the Hyderabad Cricket Association with a cash prize of Rs 28.75 lakh for providing good wickets and outfield for IPL 2016.
Lodha panel moves SC seeking removal of BCCI top NEW DELHI, Sep 29 (Agencies): The Supreme Court today pulled up the BCCI, asking it to “fall in line” after the Justice R M Lodha panel sought removal of the top brass of BCCI, including its President Anurag Thakur and Secretary Ajay Shirke, for non-compliance of the apex court directions. The Lodha panel, in its status report filed before the apex court, had sought the replacement of top brass of the cricket body with cricket administrators. It said that the BCCI and its office bearers are not complying with directions and repeatedly issuing statements to undermine the authority of the court and the members of the Lodha panel, which had recommended structural reforms in BCCI. Rio Paralympics medallists to get cash award
New Delhi, Sep 29 (PTI): The Centre announced on Wednesday a total cash reward of Rs 90 lakh for the medal winners of Rio Paralympics. Gold medal winners -paralympic high jumper Mariyappan Thangavelu and javelin thrower Devendra Jhajharia -- will be rewarded with Rs 30 lakh each while Deepa Malik, who won silver medal in shotput, will get Rs 20 lakh and high jumper Varun Singh Bhati, who won a bronze medal at the Rio games, will be given Rs 10 lakh, an official statement said. The cash reward will be given by Social Justice and Empowerment Minister Thawar Chand Gehlot under the Awareness Generation and Publicity (AGP) scheme. “Indian para-athletes bagged impressive four medals at the Rio Paralympics 2016 and made history. The success of para athletes has made India proud. The department has decided to give a cash prize of total Rs 90 lakh to the medal winners,” Gehlot said. It was India’s best-ever performance in Paralympics history with Thangavelu making a leap of 1.89 metres to bag the gold medal while Bhati jumped his personal best of 1.86 m to finish third and won bronze. Jhajharia clinched gold in javelin throw while Malik bagged silver in short put and became the first Indian women to win a medal at the Paralympics games.
