Prof. Mukhi at the flagging-off ceremony of Jotsoma – Khonoma BRO road at Khonoma village on Saturday.
Khonoma road was expected to establish new bench-marks of functional efficiency and operational purpose for the villages and neighbouring districts. He pointed out that the particu-
lar stretch of road should be the best in the state and a role model for all other roads in terms of quality and completion time. He directed that the rehabilitation works should
be completed by strictly adhering to the specification mentioned in the project and appealed to the Border Roads Organisation, BRTF and the contractor for early completion in a period time of five months. Recalling that Khonoma was the first village he had visited after taking charge as Nagaland governor, Mukhi, however, lamented that in spite of all the credits given to the green village with rich history, he was surprised to see the road condition. He then assured village to construct the road. Mukhi stressed that building of roads forms the
foundation of the development of all other sectors of governance. He said that Jotsoma-Khonoma road will become a vital link between the farming communities of the village besides providing the much-needed market linkage between these zones. ment for solution, even if elections were to be held. Post elections, he said even if NPF wins absolute majority, the party would pursue an all-party government as there was a pressing need to settle the Naga issue, keeping in mind the commitment for an early solution. Azo urged upon TYOD to remember that the sole and main intention in creating Tenyimi Union was to “protect the interests of Nagas in the Naga areas”. He, however, cautioned
the gathering not to encroach upon the interest of other tribes while protecting one’s own interest and thereby creating disunity and among Nagas. Azo lamented that there were some leaders and legislators trying to provoke tribalism in the state. He said that their attitude portrayed their narrow mindedness and therefore, urged upon all leaders to be broad minded and think for the entire Naga community as a whole, including those outside Nagaland. Responding to queries by media persons after the programme, Azo said that though NPF would want to contest all 60 seats in the event of an election, it would all depend on the party’s strength. Azo said NPF was still strong at the grass root level and was open to alliance with any political party. (Cont’d on p-8)

This was among several resolutions adopted by the party during the consultative meeting held on July 29. Calling upon state and central governments “not to stall the peace process by giving undue excuses”, NPP asked both centre and state governments to be honest in taking the right step for the
benefit of the people. The party also reaffirmed its stand for solution before election and said the very essence of Naga peace talks would be “diluted in the murky waters of elections.” NPP called upon all the political parties to take a stand on the Naga political issue and not to “play with the sentiments of the public.” At the meeting with party representatives from all the districts at the state party office Dimapur, NPP state unit president, Dr. Andrew Ahoto Sema called upon partymen to
remain focused and committed. He also exhorted the members to work in tandem and unity in order to lead Nagas forward economically, financially and for all-round development. Further, the house unanimously resolved that the State NPP unit would continue to focus on issues faced by people in Nagaland. With this vision in mind, the house decided to strengthen the party’s grassroots demography. It said “certain inactive members” whose membership have expired and not renewed, were bent
upon creating rifts and confusion among party members. However, NPP said “their unwarranted actions do not in any way affect the development and growth of the party”. The house unanimously decided that any appointments and memberships undertaken before reorganisation would remain cancelled and all old memberships have to be reaffirmed with respective district representatives. State general secretary (Org), Philip Lam presented the organisational report while district
presidents, convenors and secretaries shared various activities of party setup in their respective districts. of net proceeds are transferred to states and UTs and released on the first of every month “to the states from Nagpur” adding nobody could stop funds awarded by FC. He said first, FC makes recommendations to the president to augment the resources of states to supplement panchayats and municipalities and where Article 271 ensures special provisions for tribal development. In addition to FC awards, he said north east states are also given funds from North East Council (NEC) besides share of funds from central development department and that
no state could be deprived of its due share. According to Therie this was how funding is done and reason why regional governments and non-NDA governments were surviving and doing better. However, with regard to Nagaland, Therie said the government had taken huge loans including debt servicing that are then deducted at source and eating up huge Non-Plan resources. He also said loans taken are being misused and so fail to generate resources and that was the reason why there is resource crunch of around Rs. 650 to Rs. 700 crore annually. (Cont’d on p-8)
