Rio for boosting trade, tourism with Thailand
DIMAPUR, JUL 30 (NPN): Nagaland chief minister Neiphiu Rio on Saturday said that Nagaland was ready to engage with Thailand on a continuous basis, and for this reason he was in Bangkok with an objective to strengthen ties, build partnerships and create trust. Speaking at the inaugural programme of the 2nd edition of the ‘North East India Festival’, at Bangkok’s Centara World Complex, Rio said the state government proposed to initiate a ‘Naga Emporium’ in Bangkok which will also be a facilitation centre to undertake investments in Nagaland including creation of avenues to visit Nagaland as a tourist destination. “This event is bringing hope to the entire North East India and I am sure, it will open up trade and tourism in a big way. State logs 10 fresh Covid cases, 1 dead DIMAPUR, JUL 30 (NPN): Nagaland on Saturday recorded 10 fresh Covid-19 positive cases while one more patient succumbed to the infection. Of the fresh cases, eight were from Kohima and one each in Mokokchung and Wokha, taking the total caseload to 35,775. Another patient succumbed to the virus in Kohima, pushing the death toll to 770 (including 5 non-Covid deaths but with positivity). The State currently has 93 active cases-- nine admitted to Covid hospitals and 84 under home isolation. PTI: India logged a single day rise of 20,408 new coronavirus infections, pushing India’s total tally of COVID-19 cases to 4,40,00,138, as the active cases declined to 1,43,384, the Health Ministry said on Saturday. The death toll has climbed to 5,26,312 with 44 new fatalities, the data updated by the government at 8 am said. The active cases comprise 0.33 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 98.48 per cent, the health ministry said. A decrease of 604 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded at 5.05 per cent. The weekly positivity rate was recorded at 4.92 per cent.

Rio pointed out that India was investing extensively towards building infrastructure to connect its North Eastern region with the ASEAN countries as part of its ‘Act East that aims to give impetus on trade and investment with the ASEAN countries. Rio mentioned that the trilateral Asian highway, which passes through Nagaland, was ready with requisite infrastructure and allied facilities for bilateral trade with Thailand and ASEAN countries. become a preferred investment destination for anyone planning to cater to ASEAN market, Rio said large Industrial Parks with plug and play facilities for investors to explore are part of the economic infrastructure strategies and that the state government would be proactive to provide one stop clearances and support for investors. Addressing the first All India District Legal Services Authorities Meet here, Modi said citizens have immense faith in the judiciary and access to the judicial system is equally important as the delivery of justice for any society. “This is the time of ‘Azadi ke Amrit Kaal’. The Supreme Court has spoken on several occasions on the need to be
sensitive towards the humanitarian issue of undertrial prisoners, he said and added that the District Legal Services Authoritiescan take up the responsibility of providing legal aid to such prisoners. The District Judges, as Chairpersons of undertrial review committees, can expedite the release of undertrial prisoners, Modi said. Lauding the National Legal Services Authority (NALSA) for undertaking a campaign for the release of undertrial prisoners, he urged the Bar Council to encourage more lawyers to get involved in this campaign. According to the ‘Prison Statistics India’ report published by the National
Crime Records Bureau in 2020, there were 4,88,511 prison inmates of which 76 per cent or 3,71,848 were undertrials. He further said “a common citizen should be aware of his rights and duties in the constitution. They should be aware of their constitution, and constitutional structures, rules and remedies. Technology can play a big role in this too.” The two-day meeting of DLSAs, organised by the NALSA, began here on Saturday. NPP unit resolves to support early Naga solution DIMAPUR, JUL 30 (NPN): National People’s Party (NPP)Nagaland resolved to unanimously support early, peaceful and acceptable solution to the long pending Naga political problem. This was among several resolutions adopted by the party during the consultative meeting held on July 29. Calling upon state and central governments “not to stall the peace process by giving undue excuses”, NPP asked both centre and state governments to be honest in taking the right step for the
benefit of the people. The party also reaffirmed its stand for solution before election and said the very essence of Naga peace talks would be “diluted in the murky waters of elections.” NPP called upon all the political parties to take a stand on the Naga political issue and not to “play with the sentiments of the public.” At the meeting with party representatives from all the districts at the state party office Dimapur, NPP state unit president, Dr. Andrew Ahoto Sema called upon partymen to
remain focused and committed. He also exhorted the members to work in tandem and unity in order to lead Nagas forward economically, financially and for all-round development. Further, the house unanimously resolved that the State NPP unit would continue to focus on issues faced by people in Nagaland. With this vision in mind, the house decided to strengthen the party’s grassroots demography. It said “certain inactive members” whose membership have expired and not renewed, were bent
upon creating rifts and confusion among party members. However, NPP said “their unwarranted actions do not in any way affect the development and growth of the party”. The house unanimously decided that any appointments and memberships undertaken before reorganisation would remain cancelled and all old memberships have to be reaffirmed with respective district representatives. presidents, convenors and secretaries shared various activities of party setup in their respective districts. Kohima police seize 10 kg heroin; arrest 1 DIMAPUR: Kohima police on July 29, arrested one Abhijit Hazarika (24), s/o Sunil Hazarika from Ranthali Nagaon, presently residing at Ranthali Assam, on charges of possessing 10 packets of suspected heroin. According to Kohima police PRO, around 8 pm, the police personnel of Narcotic Cell (NC) PS mobile unit intercepted a Guwahati-bound pearl arctic white Maruti Suzuki Swift VXI, bearing registration number AP39LK-4717 at NH2, near bridge between Khuzama and Viswema village which was coming from Imphal, Manipur. Speaking on the r e l a t i o n s h i p b e t we e n Indisen and Rillan villages, Moatoshi said the brotherhood spirit of the two neighbours existed since their inception and that it was only growing stronger. The MLA said he in the village to further promote relationship between the two villages.
Speaking on border issues, Moatoshi termed the border pillars erected by Assam government as illegal, and claimed that any pillars to be erected in border areas should be done in the knowledge of both the state governments. He also appealed all not to solve border issue individually since it was the issue between the governments of Assam and Nagaland states. Moatoshi also spoke on the importance of how Nagas should engage themselves in economic development. Earlier, the

DIMAPUR: Joint Council 4 Lane-Foothill Crossroad (JC4LFC) has warned all concerned drivers of trucks beyond three axle vehicles or ten wheelers to “immediately stop” plying via Old Showuba village. ‘Rededication’ programme of EAC office at Seithekema
DIMAPUR: A “rededication” programme for EAC office at Seithekema was held on Saturday. According to a DPRO Dimapur report, EAC Seithekema, Seyiekhrietuo Solo informed the gathering that the EAC office at Seithekema was constructed almost a decade ago, however, it was never occupied as the responsible officers were consecutively stationed at Chümoukedima. With the inauguration of Chümoukedima as a full-fledged district, the EAC said the office would now function in the building. Speaking at the programme, commissioner, Nagaland, Rovilatuo Mor said the office was conveniently located to benefit all Nagas and could be further developed to become a model administrative circle. ANGTF asks govt to act on backlog cases of GTs DIMAPUR: All Nagaland Graduate Teachers Forum (ANGTF) on Saturday, asked the state government for onetime measure exercise to clear backlog cases of graduate teachers’ (GTs) promotion stagnation. In a letter address to the advisor DoSE & SCERT, ANGTF general secretary Temjenyapang, advisor Ponchulo Wanth and convenor Kekuolhouthie stated that there were “serious anomalies” in the seniority list of GTs owing to “department’s differential treatment” by applying different yard stick to count seniority of GTs appointed on adhoc basis. They said that some group of GTs have been regularised with effect from the date of appointment whereas service of other groups were regularised effecting from the date of regularisation. ANGTF said by applying with different yardstick to determine service seniority of GTs, there were cases of supersession
in promotion where juniors (who got regularised from date of appointment) overtook seniors being regularised from the date of regularisation. On account of disputed seniority list of GTs, promotion case could not be taken up for the past 10+ years which in turn led to severe stagnation of GTs promotion in the department, the forum stated. Referring to the available records in the department, ANGTF said there were about 300 posts of AHM lying vacant (which couldn’t be filled up) due to defective seniority list of GTs. It said that the problem pertaining to GTs’ seniority was the “creation of government/department” and therefore, it was the duty for the government to take corrective measures. In order to solve the problem of GTs promotion stagnation, ANGTF said the only solution was to initiate one-time measure by the department in order
to clear backlog cases of the same. It said the situation in the department needs “wisdom and statesmanship” by exercising the one-time measure. It suggested that the one-time measure exercise
may be carried out in the form of promoting trained GT (who have completed 30 years and above followed by 28/29 years as per requirement of vacancies) to fill up existing vacancies of AHM posts on the basis of inter se-seniority.

The three-day festival will conclude with a display of cultural diversity, music, food and tourism potentials in the North East on Sunday evening. Sangma said that
North East India and South East Asian nations can develop strong cultural and economic ties, banking on the similarities of the two regions which is diverse in different ways. “The historical bond between India and Thailand is more than 2000 years old. It goes back to the time of King Ashoka in the 3rd Century BC when Buddhism was introduced to Thailand from India. Buddhism is a common thread that runs through both nations. India’s bilateral relations with Thailand are rooted in history, age-old social and cultural interactions and extensive people to people contacts,” he added. “Entire North East is
geographically much closer to a large number of cities in South East Asian nations. I am certain that this festival would provide ample opportunities for people to connect. More importantly, the cross-sharing of ideas during the festival would open up a lot of exciting opportunities,” he added. Sangma said that the opportunities in the North East should be portrayed to the investors in South East Asian nations, who can expand their businesses and trade relations with States in North East India. “We as North East together have to come up with policies that would mutually benefit both the regions,” he said while adding that Thailand’s vision to establish mini FTAs in five States in India, including Assam will go a long way in promoting trade ties.

Singh added such a habit of using only the required amount of electricity and water would help in preserving the valuable energy resources. The event was organized by the state power department as a part of the celebration of 75 years of Indian Independence.
Singh said that the state government purchased electricity from power companies at Rs 10 per unit and distributed the same at the subsidized rate, ranging from Rs 5.50 to 6.50 per unit. As such the state government has to spend Rs 350 crore every year in subsidy, he added. He appealed to the public not to waste electricity as a large amount of state’s revenue, an important factor for taking up development works, was being drained out in purchasing electricity. He maintained that the state government had been putting in every effort to cover far flung areas of the state in all its infrastructure development programmes. Expressing satisfaction on learning that 4.10 out of 5.06 lakh power consumers had been brought under the pre-paid meter system, Singh congratulated state power minister and the employees of the department for such an achievement. He informed that the procurement of another two lakh pre-paid meters was in process and the installation would be done by the year end.
Foreign cigarettes, smuggled from Myanmar, seized in Mizoram
AIZAWL, JULY 30 (IANS): The Assam Rifles have seized foreign cigarettes, valued at Rs 1.04 crore, in Mizoram after these were smuggled from Myanmar, officials said on Saturday. Assam Rifles sources said that the paramilitary troopers, accompanied by Mizoram Police, seized the cigarette carton from an abandoned house at Dungtlang in Champhai district on Friday night. The seized contraband was handed over to the custom’s preventive wing. No one was arrested in connection with the seizure. An Assam Rifles statement said: “Ongoing smuggling is a major cause of concern for the state of Mizoram, especially along the India-Myanmar border. Assam Rifles, rightly christened as the ‘Sentinels of Northeast’ have continued their efforts against the smuggling activities in Mizoram.” Besides various illicit drugs, especially heroin, methamphetamine tablets, also commonly known as ‘Yaba’, poppy seeds, opium, ganja (marijuana), morphine, bottles of cough syrup, various other contraband like gold, as well as arms and ammunition are often smuggled from Myanmar to the northeastern states, especially Mizoram and Manipur, with which it shares an unfenced border. AGARTALA, JUL 30 (PTI): Tripura Chief Minister Manik Saha on Saturday said his government has initiated a process to set up a tea auction centre in the state and wants to help the industry flourish as it generates employment opportunities rapidly. Launching ‘Tripureswari premium tea’ for retail markets, he said the state produces 10 per cent of the country’s total tea production annually. “I will sit with my officials on how to push the plan for setting up a tea auction centre here. We will do it at the earliest,” the CM said, adding the state is also trying to export finished tea to neighbouring Bangladesh. He said the state government will continue to support Tripura Tea Development Corporation (TTDC) for the overall improvement of the sector, including welfare of the people associated with it. TTDC Chairman Santosh Saha said Rare Planet Handicrafts, a major retailer at various airports in the country, has expressed its desire to promote newly launched tea from the state, particularly organic variety. The retailer has a presence in 25 airports across the country, he said. “We are ready to lend a helping hand to the retailer to promote our products in 25 airports of the country,” he said. Tripura produces 9-10 lakh kg of tea annually and planters are now focusing on organic variety to get a better price, the official said. Rare Planet Handicrafts Director Ranodeep Saha also said most of the organic tea produced in the country goes abroad, leaving almost nothing for the domestic players.

ED begins process of freezing bank accounts of Partha’s associate
KO L K ATA , J U L 3 0 (PTI): The Enforcement Directorate (ED) has begun the process of freezing at least three bank accounts of suspended TMC leader Partha Chatterjee’s associate Arpita Mukherjee, where they have found at least Rs 2 crore, a senior official of the agency said on Saturday. Bank accounts belonging to several “shell companies” of Mukherjee are also under ED scanner, he said. “The process of freezing Mukherjee’s three bank accounts has started. A total of around Rs 2 crore has been found in these accounts. We suspect these accounts were used to carry out several transactions and further probe is underway,” the official said. He said a decision on freezing the bank accounts of the “shell companies” is yet to be taken, while refus-
ing to divulge the amount in those accounts. “We have sought the details of these bank accounts from authorities concerned. After going through the accounts, we will decide our next course of action,” he said. The ED sleuth said the agency will continue grilling Mukherjee to know whether she has any more bank accounts. C h a t t e r j e e ’s b a n k accounts are also being checked, sources said. Interrogation of both Mukherjee and Chatterjee is underway since morning, they said. Both Chatterjee, who has been stripped of his ministerial and party duties, and Mukherjee, from whose two flats ED has seized Rs 50 crore in cash besides jewellery and foreign currency, will be in the custody of the central agency till August 3.

Setalvad and Sreekumar were arrested by the city crime branch around a month back on the basis of a First Information Report (FIR) against them un-
der the Indian Penal Code (IPC) sections 468 (forgery for purpose of cheating) and 194 (giving or fabricating false evidence with intent to procure conviction for capital offence). Forty-two people from Botad and the neighbouring Ahmedabad district in Gujarat died after consuming spurious liquor on July 25, while 97 people are admitted to hospitals in Bhavnagar, Botad and Ahmedabad. NEW DELHI, JUL 30 (PTI): The Delhi government has decided to withdraw the new Excise Policy for the time being and directed the sale of liquor only through governmentrun vends, Deputy Chief Minister Manish Sisodia said on Saturday. The 468 private liquor shops operating in the city will be shut from August 1 as the term of their licences and that of the new excise policy expire on July 31. Targeting the BJP, he alleged they were “running an illegal liquor business in Gujarat” and they wanted to do it in Delhi also. The deputy chief minister, who also holds the excise portfolio, said in a press briefing that the Delhi chief secretary has been directed to ensure that liquor is now sold through government shops only and there is no chaos. Pope’s great admission
I
t was indeed the most profound act of repentance and regret when Pope Francis begged for forgiveness on behalf of the Church for the ‘Evil’ that church-run schools inflicted on the indigenous people of Canada. Pope Francis apologized to the indigenous people for the church’s role in running boarding schools where Indigenous children were sexually and physically abused and where many died. Since 1883 to 1997 over 1.5 lakh indigenous red Indian tribal children were forcibly separated from their parents and put in boarding schools where the focus was on manual labour, religious instruction and cultural assimilation. Those schools separated children from parents; inflicted physical, sexual and mental abuse; erased languages to break the cultures, and communities of Indigenous people. Most of the schools were run for the government with Catholic orders responsible for running 60 to 70 percent of the roughly 130 schools, where thousands of children died. Recent discoveries of more than 1,300 unmarked graves at the sites of four former residential schools in western Canada have shocked and horrified Canadians. Indigenous peoples, whose families and lives have been haunted by the legacy of Canada’s Indian residential school system, have long expected such revelations. And the news only reopened old and painful wounds. These were residential “schools” that constituted the death camps of the Canadian Holocaust, and within their walls. Nearly one-half of all aboriginal children sent there by law died, or disappeared, according to the government’s own statistics. As per estimates more than 50,000 victims vanished, as have their corpses. By the 1980s, it became clear that the effects of the residential schools were far greater and longer-lasting than most non-indigenous Canadians cared to admit. The government was reluctant to admit wrongdoing even in the face of rising tensions with Indigenous Peoples. In 1988, George Erasmus, head of the Assembly of First Nations, warned the Canadian government that ignoring the rights and land claims of the Indigenous Peoples could lead to violence. The Canadian government had set a fund of $350 million “for community-based healing as a first step to deal with the legacy of physical and sexual abuse at residential schools,” and laid plans for community development and strengthening indigenous governance. On June 11, 2008, Prime Minister Stephen Harper issued a public apology in front of a joint session of Parliament and representatives of the First Nations, Métis, and Inuit, who appeared in full ceremonial dress. Despite all these, the Church had remained largely silent though individually church leaders called for admitting that a kind of genocide had taken place. In 2019, with story after story exposing new abuses around the world, Catholics who wanted an open admission and apology had grown cynical about the Vatican’s willingness to face the global sickness of sexual abuse, and many have abandoned the Church entirely. However, that year itself, Pope Francis took a significant step toward changing that. The Pope’s nod led to a new law that institutes a detailed mechanism for reporting allegations against bishops, and offers protections to whistle-blowers. The pope’s definition of sexual abuse is expansive enough to cover children, seminarians, nuns and women in religious orders, and people with mental disabilities—all of whom have been victimized. Pope Francis has lived up to the biblical tenet on accountability and shown that the church practises what it preaches.

However, though no longer deceived, our experience of disillusionment may actually leave us cynical and overly critical in our judgment of others. But the disillusionment that comes from God brings us to the point where we see people as they really are, yet without any cynicism or any stinging and bitter criticism. Many of the things in life that inflict the greatest injury, grief, or pain, stem from the fact that we suffer from illusions. We are not true to one another as facts, seeing each other as we really are; we are only true to our misconceived ideas of one another. According to our thinking, everything is either delightful and good, or it is evil, malicious, and cowardly. Refusing to be disillusioned is the cause of much of the suffering of human life. And this is how that suffering happens— if we love someone, but do not love God, we demand total perfection and righteousness from that person, and when we do not get it we become cruel and vindictive; yet we are demanding of a human being something which he or she cannot possibly give. There is only one Being who can completely satisfy to the absolute depth of the hurting human heart, and that is the Lord Jesus Christ. Our Lord is so obviously uncompromising with regard to every human relationship because He knows that every relationship that is not based on faithfulness to Himself will end in disaster. Our Lord trusted no one, and never placed His faith in people, yet He was never suspicious or bitter. Our Lord’s confidence in God, and in what God’s grace could do for anyone, was so perfect that He never despaired, never giving up hope for any person. If our trust is placed in human beings, we will end up despairing of everyone.

Why we need the Women’s Reservation Bill
P
olitics has long been a male bastion i n w h i c h wo m e n have yet to gain an equal footing. Even when women leaders overcome significant obstacles to enter electoral politics, they are continuously discouraged by misogynistic attitudes and character assassination. Wo m e n a r e r o u t i n e ly demotivated by being told that they do not belong here, and are systematically kept out of politics and decision making. Fo r i n s t a n c e, j u s t last month, Bharatiya Janata Party (BJP) leader Chandrakant Patil told Nationalist Congress Party (NCP) MP Supriya Sule to “go home and cook” instead of being in politics, highlighting the existence of a structured system of oppressive gender hierarchy in politics and a patriarchal attitude that politics is a profession for ‘men’. Empirical studies confirm women’s skewed gender representation in politics and legislation. According to an InterParliamentary Union study, India ranks 149th out of 193 countries in terms of female representation in the lower or single house of Parliament. It is inexcusable that in a country where women account for half of the population, they have an abysmally low 14% representation in the Lok Sabha and 11% in the Rajya Sabha. Is this what we mean when we say India is a ‘representative democracy’? W hy a r e t h e i r vo i c e s

still marginalised, even though they constitute a sizeable proportion of the population? It is high time that we stop representing wo m e n a n d s p e a k i n g on their behalf and give them every opportunity to speak for and represent themselves. Because of the prevalence of patriarchal tendencies and rampant sexism in political parties and institutions, an institutional process for ensuring the representation of women in legislation is critical. The lack of women’s active participation in politics not only undermines the spirit and idea of a representative democracy, but also denies women equal status and opportunity, as guaranteed by our Constitution. To bridge this gap, we should do away with women’s ‘or namental’ presence in politics and implement the pending action – the Constitution (108th Amendment) Bill (Women’s Reser vation Bill) – to level the playing field for women entering politics. We should fulfil our obligation to ensure equality as guaranteed by Article 14 of the Constitution, which establishes the right to equality as a fundamental right. Women’s Reservation Bill The disproportionately low number of women in the positions of power reflects the inherent patriarchal tendencies in the Indian power structure. This was evident in the latest ‘Gender Gap Report’ by the
World Economic Forum, where India ranked 135th in gender parity out of 156 countries. This indicates that the inequality between sexes that is inherently unfair. W o m e n ’ s representation in the Lok Sabha has grown at a snail’s pace since Independence. Women comprised only 4.4% of the first Lok Sabha, constituted in 1952, which was risen to merely 12.15% after the 2014 Lok Sabha elections. Democracy has not been able to provide justice to its women because it has not given them a voice. T h e Wo m e n’s Reservation Bill, which aims to represent women, has been rotting at the table of Lok Sabha since 2008 and continues to do so, having lapsed several times. This Bill seeks to reserve one-third of all seats in the Lok Sabha and state legislative assemblies for women. There is not only a lack of political will or consensus on the Bill; there’s strong opposition to it by lawmakers and va r i o u s s t a k e h o l d e r s, demonstrating how maledominated Parliament’s role, authority, and rights are. Parliament’s failure to pass this Bill is a result of various factors, the main reason being a social mindset that refuses to acknowledge women as leaders, as well as a popular perception of women’s reluctance to run alongside male candidates.
The numbers, on the other hand, tell a different story. The total number of female contestants increased from 45 in 1957 to 668 in 2015; that’s a 15-fold increase in the number of female contestants. When we look at the data for male contestants from the same years, the number has increased five-fold; from 1,474 to 7,583. The 15-fold increase in female candidates indicates a growing desire for women to enter politics and be a part of political decisionmaking. Where gender has been the cause of a variety of problems women face, it is justifiable to use gender as a tool to combat a society that has historically favoured men while oppressing, ostracising, and denying basic human rights to women. Furthermore, preserving seats for women just guarantees equal opportunity, as is enshrined in the Indian Constitution. Need for effective legislation for women’s reservation When we dissect the arguments against t h e B i l l , we s e e t h a t all of the opposition is nothing more than hollow statements arising from our society’s patriarchal and misogynistic culture. When compared to our neighbours in the Gender Gap Report, Bangladesh ranks 71st, China 102nd and Sri Lanka 111th. Pakistan (145th) and Afghanistan (146th) are among only 11 countries which rank worse than India (135th), as of the 2022
edition of the report. This not only reflects the countr y’s dismally l ow l e ve l s o f f e m a l e participation, but also the country’s larger picture of gender inequality. In recent years, when there has been a rise in voter turnout among women – which can impact electoral politics in a myriad of ways – it is disheartening that there’s no proportional rise in women’s representation in the legislative and decisionmaking bodies. That is not to argued that women have no representation in India, but the progress of women in elected bodies has been incredibly slow, as evidenced by the fact that even in the current and best phase (2002-2019), the percentage of women MPs in the Lok Sabha remains appallingly low. Although there are no legal barriers to women being represented in elected bodies, impediments make it more difficult for women to have a voice in legislation. As a result, proactive affirmative action on the part of the government is critically needed. Even though reservation is not a panacea for ending India’s deeply rooted gender bias, it is a necessary step toward making a difference and ensuring equality. Studies have shown that the gender quota introduced in local administration through the 73rd and 74th Amendment Acts has increased the presence of women and enabled them to enter mainstream politics. We cannot achieve social development with equity and justice without equal representation of women in Parliament, which is why the Women’s Reservation Bill is the need of the hour. It is high time we stop the mere tokenism extended in the name of politics of representation and inclusion and ensure the actual and equal representation of women. henever there is a talk of plastic pollution, I cherish the colourful backpack I bought some years ago from New Zealand’s charming hill station, Queenstown. It’s made from 15 waste plastic bottles! But I was oblivious to this fact till I approached the cash counter. I was captivated by its colourful design and an array of pockets. ‘Did you know with the purchase of this bag, you are making a beautiful contribution to the environment?’ the young cashier said, joyfully showing me the description of its making, printed on the back of the bag. As I handed him the cash, he offered me a chocolate. ‘As per our store’s policy, chocolates have to be offered to those who shop like you.’ As I stepped out jubilantly, I was reminded of my neighbouring village’s sarpanch and his foolish decision, which he took nearly a decade back, after plastic bags, bottles and other waste were fished out of the drains. ‘Throw them in the rivulet which snakes through the village. It will take everything away,’ he had said. When such activities go unchecked, water bodies get choked, including oceans, chiefly with plastic. According to aquatic life scientists, sea creatures, mistaking it for food, end up consuming it, leading to the death of several small and large fish. Their bellies are found filled with plastic waste — bags, cups, bottles and even mobile phones. It is no surprise that fish that have fed on toxic material commonly find their way to our kitchens. What’s more alarming is that ever since the Covid pandemic struck, even medical waste has reached the oceans, making several whales and sharks consume tonnes of face masks and syringes, as per a BBC report. There are, however, some people who try to find viable solutions. During my US trip, I came across many takeaway coffee shops which offered discounts to customers who turned up with their own cups. A small Japanese town called Kamikatsu recently attained ‘zero waste target’, beginning with the segregation of waste. Interestingly, most ideas for the campaign came from its residents and now other Japanese towns are learning from its example. Thankfully, our gover nment has imposed a ban on single-use plastic, but to ensure success, the role of citizens is vital. Like many, I recall the old culture of using bags made of cotton, jute and bamboo for shopping. Why not bring it back for our own good, as one of the first steps to help ourselves and the planet? If residents of Kamikatsu can help themselves, why can’t we or people living in other parts of the globe? They became part of the solution instead of pollution, and so can we. CHANDIGARH, JUL 30 (PTI): The Centre’s zerotolerance policy towards narcotics is showing results, Union Home Minister Amit Shah said on Saturday, noting that there were seizures of 3.3 lakh kg drugs and a 260 per cent increase in arrests in the 2014-21 period compared to 2006-13. Stating that the drug problem was “more” in Punjab, a border state, he asserted the Centre stands shoulder-to-shoulder with the state government in the fight against the drug menace. Shah said the government is holding talks with all stakeholders to make laws more stringent and has taken a proactive approach to connect with the states in the anti-narcotics efforts. Eliminating the scourge is necessary to achieve the objective of a healthy society and prosperous nation. Also, it was important from the security point of view as “the dirty money generated from the drug trade is used in activi-
ties against the country”, the minister said. He was speaking after inaugurating a two-day national conference on drug trafficking and national security organised by the Narcotics Control Bureau (NCC). “Everyone says the drug problem is more in Punjab, which is a border state. Therefore, we will have to make more efforts. “If the state government allots land, the Centre will set up a forensic lab in Amritsar and a small centre of NCB for training purposes,” he said. “...We have to make joint efforts to fight this problem... The Government of India stands shoulder-toshoulder with the Punjab government to fight the drug menace. We have to pull out the youth of Punjab from the drug menace,” said Shah. Shah said when Narendra Modi became prime minister in 2014, the Centre adopted a zero-tolerance policy towards narcotics.

The fight against drugs, which was progressing swiftly and in the right direction, has started showing results, he said, Shah said 1.52 lakh kg drugs were confiscated during 2006-2013 while 3.3 lakh kg drugs were seized in the 2014-2021 period. Between 2006-2013, Rs 768 crore worth of drugs were seized while between 2014-21, Rs 20,000 crore worth of drugs were seized, he said. Shah said there has been a 200 per cent increase in the number of cases registered. During the past seven years (2014-2021), there has been a 260 per cent increase in arrests made, he said. “In this fight, bringing
states together and taking on this scourge with synergy is very important,” he said. He said that the drugs have an adverse impact not only on those consuming them but also on society, the economy and the country’s security. “We have to weed it out completely,” he said. Coinciding with the conference, nearly 31,000 kg drugs were destroyed by the NCB teams in Delhi, Chennai, Guwahati and Kolkata. Shah said various ministries, including Home, Education, Social Justice and Empowerment and Health, in coordination with various agencies, including the NCB, have joined hands in the battle against drugs. He said the Home Ministry has adopted a multipronged approach to prevent inimical forces from using “the dirty money” generated from the drug trade against anti-India activities. “We have adopted a proactive approach to connect the states with it (the fight against drugs),” he said.
“The results are encouraging and it shows that it isn’t a problem that can’t be weeded out completely,” said Shah, stressing that all agencies should complement each other’s efforts. Fo r c o o r d i n a t i o n among various central and state agencies, the Narco Coordination Centre (NCORD) mechanism was set up by MHA in the year 2016 to conduct regular meetings. This NCORD system has been restructured to four tiers up to the district level by MHA in 2019 for better coordination and cooperation and meetings are held regularly, said Shah. “We have to give more thrust at the district level... if the desired results have to be achieved,” Shah noted. Pointing to the presence of chief ministers of Punjab and Haryana as well as the Punjab governor at the conference, he urged them to devote at least three hours a week and a day a month to the narcotics issue.

NEW DELHI, JUL 30 (PTI): Kashmiri separatist leader Yasin Malik, who was admitted to the RML hospital here following a fluctuation in blood pressure, has returned to Tihar Jail, officials said on Saturday. They said Malik returned to the prison on Friday evening. He has refused to eat anything and is still on IV fluids, the officials said. Malik was hospitalised on Tuesday after fluctuation in his BP levels. He had submitted a letter to the doctors at the medical facility, saying he did not want to be treated. The 56-year-old chief of the banned Jammu and Kashmir Liberation Front (JKLF) began an indefinite hunger strike on July 22 after the Centre did not respond to his plea that he be allowed to physically appear in a Jammu court hearing the Rubaiya Sayeed abduction case, in which he is an accused.

The 35-year old, hailing from Kollam, would be discharged later in the day, she said. As it was the first case of monkeypox in the country, tests were conducted twice at an interval of 72 hours as per the instructions of the National Institute of Virology (NIV), she said. “All samples were negative twice. The patient is physically and mentally healthy. The skin bumps are completely cured. He will be discharged today,” George said. The minister also said the test results of his family members, who were in the primary contact list with him, are also negative.

RBI may hike 25-50 basis points at next monetary policy meeting MUMBAI, JUL 30 (IANS): The Reserve Bank of India’s (RBI) rate-setting committee is likely to hike 25-50 basis points in repo rate in the monetary policy meeting to be held between August 3-5, according to the estimates of various fund managers and economists. Economist and fund managers are of the mix view on the policy stance. Few are expecting stance will be change to ‘Neutral’, while some says ‘Withdraw of accommodative stance could persist’. “We expect 40-50 bps hike in repo rate in August policy review. Withdraw of accommodative stance could persist,” said Vivek Kumar, Economist, QuantEco Research. About 71 per cent of the total spectrum put on the block has been provisionally sold so far, Telecom Minister Ashwini Vaishnaw had said on Friday, terming it a “good response.” On Friday, seven rounds of bidding took place, and incrementally Rs 231.6 crore was recorded. In all, 23 rounds of bidding were conducted till Friday. Iraqi protesters breach parliament
BAGHDAD, JUL 30 (AP): Thousands of followers of an influential Shiite cleric breached Iraq’s parliament on Saturday, the second time in a week, to protest the government formation efforts lead by Iran-backed groups. Iraqi security forces initially used tear gas and sound bombs to tr y to repel the demonstrators and caused several injuries witnessed by journalists for The Associated Press. The Health Ministry said it had received 60 injured patients. An expected parliament session did not take place and there were no lawmakers in the hall. Heeding the calls of cleric Muqtada al-Sadr, the demonstrators used ropes to pull down cement barricades leading to the gate of Iraq’s Green Zone. How Do They Treat Monkeypox?
A
lthough many cases of monkeypox resolve on their own, antiviral treatment may be considered for people who are more likely to get severely ill, such as the immunocompromised. The smallpox vaccine can prevent monkeypox disease approximately 85% of the time. No one has died of monkeypox to date. However, monkeypox can lead to complications like pneumonia or encephalitis, which may be fatal. How is monkeypox treated? The FDA has not approved any treatments for monkeypox. However, the Center for Disease Control and Prevention suggests using antiviral medications during an outbreak and for patients who are at high risk of severe illness. Vaccines including Jynneos and ACAM2000 may be used to lessen the severity of the disease. Although there are no specific treatments for monkeypox infection now, outbreaks can be managed with the following measures. Supportive care Though most monkeypox patients recover without needing medical attention, those with gastrointestinal symptoms require oral or intravenous rehydration to prevent fluid loss. Medications to treat pain, fever, and other symptoms may be prescribed as part of supportive care. Rashes and affected areas should be kept dry if possible or covered with a moist dressing. Patients are advised to avoid touching sores in the mouth or
eyes and avoid products containing cortisone when rinsing the mouth or using eye drops. Antiviral treatment Tecovirimat: Tecovirimat is the first FDA-approved antiviral treatment for smallpox in adults and children, and it is being considered for the treatment of monkeypox. Tecovirimat works by inhibiting the viral envelope protein, which blocks the final steps of viral maturation and subsequent release from the infected cell, preventing viral spread within the infected host. Brincidofovir and cidofovir: These disrupt viral multiplication by inhibiting viral DNA polymerase that is involved in virus multiplication. Studies have shown that they could be effective against monkeypox infections. However, research is limited. Va c c i n i a v a c c i n e (smallpox vaccine) and vaccinia immune globulin (VIG). VIG, a hyperimmune globulin, is FDA-authorized as a treatment approach against monkeypox. However, there is limited data regarding the efficacy of VIG against smallpox and
monkeypox. Smallpox vaccines could provide limited protection and help progress symptoms. What is monkeypox? Monkeypox is a very rare disease caused by infection with the monkeypox virus, typically occurring in Central and West Africa, although cases in the U.S. have been on the rise. The monkeypox virus belongs to the orthopoxvirus genus, which includes the variola virus that causes smallpox. The first monkeypox epidemic in the U.S. was reported in 2003. People fell ill after coming into contact with infected pet prairie dogs. Historically, most monkeypox cases have occurred after a human came into touch with an infected wild animal or animal product. The virus enters the body through damaged skin (even if it is not apparent), respiratory tract, or mucus membranes (eyes, nose, or mouth). Symptoms can appear anywhere between 5-21 days after being exposed to the monkeypox virus. What are the signs and symptoms of monkeypox? Several monkeypoxinfected individuals exhibit
mild and self-limiting symptoms. However, the prognosis of the infection may be influenced by initial health status, previous vaccination status, and concurrent comorbidities. Therefore, the researchers believe that developing personalized treatments based on an individual’s risk of experiencing severe infection symptoms is the most logical approach. Symptoms of monkeypox may include: Fever, Chills, Headache, Muscle aches, Backache, Exhaustion, Swollen lymph nodes, Cough or sore throat (sometimes), Runny nose, Rash with blisters. Rash with blisters can appear 1-3 days after or before fever. The rash often begins as flat red patches, progresses to blisters, and finally forms a crust. In some cases, the rash occurs around the mouth, genitals, or anorectal regions. The bumps then go through many phases before falling off. The rash may have the following characteristics: Fat, discolored bumps (macules) Raised areas of skin (papules) Blisters or vesicles Small pus-filled bumps (pustules) Dr y, cr usty bumps (scabs) Monkeypox often begins with flu-like symptoms with swollen lymph nodes before progressing to a rash on the face and body. Mirabai Chanu defends 49kg title, gives India first gold of 2022 CWG
BIRMINGHAM, JUL 30 (PTI): Mirabai Chanu bossed the 49kg field as expected to defend her Commonwealth Games title and give India the first gold medal of the Birmingham edition here on Saturday. The Olympic silver medallist aggregated 201kg (88kg + 113kg ) to stamp her authority in the competition and achieve a Commonwealth Games record in the process. The silver went to Mauritius’ Marie Hanitra Roilya Ranaivosoa (172kg) and bronze to Canada’s Hannah Kaminski (171 kg). In a remarkable performance, Chanu smashed the Commonwealth and CWG record in snatch. She obliterated the Games record in clean and jerk as well as total lift. An overwhelming favourite in her weight category, the 27-year-old Chanu set a rather low starting weight of 80kg in snatch and 105kg in clean and jerk before changing her first attempt to 84kg. Going into the competition, she had a personal best of 88kg and 119kg, a world record in clean and jerk, totalling 207kg.
