IMPHAL, MAY 30: In an effort to bring back normalcy in strife-torn Manipur, Union home minister Amit Shah met and interacted with leaders of various civil society organisations (CSOs) of both the conflicting ethnic communities on Tuesday.

Shah, who arrived Imphal Monday night with a mission to restore normalcy and peace in the state, began the day with a meeting with women CSO leaders at Imphal Raj Bhavan, followed by a closed-door meeting with Kuki-based CSO leaders in Churachandpur district. He also met several prominent personalities from the Meitei community before leaving for Churachandpur.

Shah also held a closeddoor meeting with chief minister N Biren Singh and ministers at CM’s secretariat late Monday night soon after his arrival in Imphal.

NTC calls for peace between Meiteis & Kukis

DIMAPUR, MAY 30

(NPN): The Nagaland Tribes Council (NTC) has appealed to Meitei and Kuki communities of Manipur to refrain from indulging in any further provocative acts of violence and maintain peace and harmony at all levels. In a statement, NTC called upon the two communities to shun from all forms of violence and give peace a chance and restore the ageold peaceful atmosphere and tranquillity, and rebuild the past glory of Manipur.

According to NTC, the glory of clashes and arson was only destruction, impacting economy of the people and loss of God’s beautiful creation of precious lives that could not be given by any man on earth. The council said it was against humanity. “Anger is the shortest form of madness and by the time it is regretted, the devastation done is gone beyond management,” the statement emphasised.

State logs 2 fresh Covid-19 cases

DIMAPUR, MAY 30

(NPN): Nagaland on Tuesday recorded two more fresh cases of Covid-19 pushing the total caseload to 36028.

According to health department, out of two cases, one each was reported from Kohima and Zunheboto. With this, the state currently has five active cases. The death toll remained unchanged at 782 (including 5 non-Covid deaths but with positivity).

During the meeting, which lasted about one hour, a five-point decision was adopted which included among others payment of compensation amount of Rs10 lakh (Rs five lakh to be borne by the state and Rs 5lakh as Central share) each to the families of the deceased persons and provision of government jobs to a member of family of the deceased persons, a DIPR release said.

While resolving to work for restoration of normalcy and bring peace to the state at the earliest, the

meeting also resolved to take up necessary action to improve the law-and-order situation and build confidence among the public. It was also decided to expedite relief measures and make essential items like petrol, LPG gas, rice and other daily requirements available to the common people and install telephone lines.

Shah, who was accompanied by Intelligence Bureau chief and Home Secretary, also held three rounds of talks with various groups such as Indigenous Tribal Leaders’ Forum (ITLF),

Kuki Students’ Organisation (KSO) and other civil society organisations. He also met five Kuki MLAs from the BJP.

“We demanded total separation from Manipur-both political and geographical. We also sought President’s Rule as the law and order has totally collapsed in the state,” ITLF secretary Muan Tombing told PTI.

Amit Shah on Tuesday appealed for 15-day peace in

Manipur in a meeting with Kuki civil society groups in Churachandpur district, Tombing said. He said that Shah assured sending more security personnel for the safety of common people.

Asked why Shah mentioned only “15 days”, Tombing said, “He told us that the CBI will be entrusted with carrying out a detailed probe to find out the reasons behind this prolonged clash. Besides, a judicial enquiry will also be announced.”

On the other hand, after meeting Shah, Coordinating Committee on Manipur Integrity (COCOMI) coordinator Jeetendra Ningomba said they requested the union home minister to take appropriate measures to protect the territorial and administrative integrity of the state.

Later in the evening, Shah held an all-party meeting in Imphal.

MAY 30 (NPN): The Naga Students’ Federation (NSF), on the advice of its seniors, on Tuesday decided to suspend its ongoing agitation to protest against the State government’s failure to arrest the culprits involved in vandalizing its office on May 27. However, NSF said that the federation would continue to press for justice to be delivered at the earliest.

In a statement, NSF president Kegwayhun Tep and general secretary Siipuni Ng Philo said that the decision was made at the emergency seniors consultative meeting of NSF held at Angami Public Organisation (APO) conference hall, Kohima on Tuesday.

The meeting also resolved not to recognise the unmandated group of individuals claiming to be Naga Club and sole ownership of Naga Club building, which the federation had been zealously guarding as its custodian. It contended

that the present Naga Club was formed recently by some individuals with vested interests by roping in few descendants of the original Naga Club members.

The house also resolved to let the Naga people decide as to whether the Naga political issue, history and their rights could be owned and inherited by some individuals. As the Naga Club belonged to all Nagas, the meeting decided that no individual or group could claim ownership over it. In the best interest of all Naga

people, the NSF asserted that it could not allow few individuals to usurp the legacy of unity and Naga nationhood, insisting that the Naga must not be exclusive but inclusive of all Nagas without borders. It further resolved to place in public domain and let the Nagas decide whether there was a need to revive Naga Club and also whether it was relevant in the present context. The Nagas should collectively decide on the fate of the club and not be misled by narratives and half-truths.

Condemnations pour in against May 27 vandalism of NSF office in Kohima

(NPN): More organizations have condemned the act of vandalization of the Naga Students’ Federation (NSF) office at Naga Club building on May 27.

KVC: In a press note, Kohima Village Council (KVC) chairman Helievio Solo and press & media secretary Thejao Sekhose strongly condemned the vandalism of the ‘Naga Club Building’ in Kohima, which house the office of the NSF and ANCSU.

KVC said that the vandalized building was heritage and an iconic monu -

ment to the beginning of the Naga movement.

The council said that as per Angami traditional and customary practice, it was a very serious crime to vandalize somebody’s house or properties. The unwarranted vandalism of the ‘Naga Club Building’ by unknown tyrannical miscreants, under cover of darkness was a clear manifestation of cowardice, which needed to be seriously dealt with befitting law, by the law enforcing agencies, KVC stated.

The council while expressing anguish, also conveyed its commitment to

cooperate with law enforcing agencies, when asked for, to pluck off the evil from the society.

KVYO: The Kohima Village Youth Organization (KVYO) also unequivocally condemned the shocking demolition and vandalism of the Naga Club Building which houses the NSF and ANCSU offices.

In a press note, KVYO president Vituonyü Khezhie, vice president Dr. Richard Dzüvichu, general secretary Viketoulie Solo and asst. general secretary Neikehetuo Kire condemned the hate and fear that motivated

such disgraceful acts.

KVYO said that the destruction in the midst of controversy and the random destruction of historical records of the NSF was irreplaceable. While appealing for peace and justice, the organization assured fullest support to the competent authority in its investigation and arrest of the culprits.

13 colonies object to DMC notification for food vendors

(NPN): Thirteen colony councils under Ward-20/ Ward-4 under Dimapur Municipal Council (DMC) have urged the DMC to revoke the notification dated May 22, 2023, for re-allocation of space for food truck/food cart street vendors at Naga Shopping Arcade (Super Market).

In a representation addressed to the DMC administrator, chairmen of 13 colonies- Bank Colony Council, Rengma Colony Council, Bangjak Phom Colony Council, Central Colony Council, Chakhesang Colony Council, Northern Angami Colony Council and Walford area Colony Council-

Termed the decision to reallocate space was “abruptly” made without any prior information, consent or proper consultation with the stakeholders and colony councils of Ward20/Ward 4. The signatories informed that the collective joint meeting comprising of Ward-20 and other council surrounding the area have decided to strongly oppose the notification.

They revealed that there was an already “disturbing reality” that exists in the vicinity of Naga Shopping Arcade (Super Market). They said that the colony councils of Ward-20/Ward 4 have since inception, been tackling issues in the area, that attracted many chal -

lenges and problems requiring constant attention for maintaining law and order.

The signatories said that colony councils always faced difficulties in tackling with the prevailing issues such as overnight illegal activities, late night parties, scuffles arising out of such illegal activates etc. They said such prevailing issues have largely affected the general public at large and particularly the public of Ward -20/Ward 4.

30 medical colleges derecognised in 2 months, 100 more in line: Report

NEW DELHI, MAY 30

(PTI): Around 30 medical colleges across the country have lost recognition over the past two months allegedly for not following standards set by the National Medical Commission (NMC), official sources said on Tuesday. About 100 more medical colleges in Tamil Nadu, Gujarat, Assam, Punjab, Andhra Pradesh, Puducherry and West Bengal may also face similar action, they said. The colleges were not found to be complying with the set norms and several lapses related to CCTV cameras, Aadhaar-linked biometric

According to government data, the number of medical colleges has increased significantly since 2014. There is an increase of 69% in medical colleges from 387 before 2014 to 654 as of now, minister of state for Health Bharati Pravin Pawar had told the Rajya Sabha in February.

Theological Seminary (OTS) Bade, Nagaland conducted its “28th commencement exercise” on May 28 at the Chümoukedima Ao Baptist Church.

A press release by OTS Bade informed that 65 students graduated across three postgraduate programs of studies, the largest in the history of OTS.

Oriental Theological Seminary said the highlight of the commencement programme was the awarding of the Doctor of Divinity degree (Honoris Causa) to Professor Along P. Aier by the Seminary.

Dr. Aier’s career and ministry span across five decades as a teacher in various colleges, a speaker both at the local and global contexts, an internationally recognised faculty and trainer, and a board member of various local, national, and international organisations, informed Oriental Theological Seminary .

Imtimenla assured that the three pillars of Financial Literacy (FL) intervention viz. the RSETIs, the Financial Literacy Centers (FLCs/LDMs) and the SRLMs would jointly take the FL intervention forward with all sincerity, as per the directive of government of India, RBI, MoRD in providing financial literacy to the SHG members.

She also acknowledged the prominent resource persons from NAR and senior bankers and expressed thanks to the convenor, State Level Bankers Coordination (SLBC), the chairman Nagaland Rural Bank (NRB) and the Managing Director, Nagaland State Cooperative Bank (NSCB) for deputing senior officials to the training.

DIMAPUR: Expressing concern over huge challenges faced by the farming community in the state due to climate change, advisor of Agriculture, Mhathung Yanthan suggested change in cropping patterns in line with scientific and improved practices.

Yanthan was speaking as special guest at the coordination meeting-cumworkshop of Agriculture & Allied departments/ Institutions in Nagaland on May 30 at the MultiPurpose Hall, SAS, NU organised by Research & Extension Cell (REC), SAS, NU.

Yanthan further informed that to create a platform so that concerned departments and institutions will be able to interact and bring effectiveness or beneficial results.

He also emphasized on the need for creation of more infrastructure for post-harvest produce which would be location specific and monitored properly

In the coordinationcum-workshop meeting, presentations on various activities and thrust areas of departments such as Agriculture, Horticulture, Land Resources, Soil & Water Conservation and Veterinanry & AH as well as various departments of School of Agricultural Sciences was highlighted, followed by discussions on the modalities of collaborations on diverse aspects between the state departments and institutions. Private schools asked to focus on classroom learning

DIM APUR: Nagaland Board of School Education (NBSE) chairman, Asano Sekhose has asked private schools to put more focus on the classroom learning and to make learning more fruitful.

According to a press release by All Nagaland Private Schools’ Association (ANPSA), Sekhose was delivering a keynote address as guest of honour at the ANPSA Central’s 40th Annual General Body Meeting (AGBM) special session held under the theme, “Inspired By Possibilities”, on May 27 at Platinum Hall, Nagaland Baptist Church Council (NBCC), Kohima.

In a PowerPoint presentation, NBSE chairman also made some comparative assessment of the High School Leaving Certificate (HSLC) and Higher Secondary School Leaving Certificate (HSSLC) results of the last five years between government and private schools in Nagaland. She also congratulated the private schools on the HSLC and HSSLC

results, and appreciated ANPSA for being a platform to all the schools for sharing the practices and concerns.

KOHIMA, MAY 30(NPN): Bharatiya Janata Party (BJP) Nagaland unit celebrated nine years of Modi government at its head office, Kohima, on Tuesday. Ex minister and member BJP Nagaland, V. Kashiho Sangtam while speaking at the programme said Modi government had always prioritised inclusive development by focusing on the economic development, internal security and pushing the Northeast region to the mainstream.

Sangtam pointed out that Modi himself had become an ambassador of the

cultural heritage of Northeast, and the state had seen progress and development under his leadership. He said funds for the development of Nagaland had been increased four times under the NDA government as compared to the UPA government. He

also said that 15th Finance Commission has given Nagaland a grant of Rs 4,773 crore in 2022-23, which was significantly higher than the Rs 1,283 crore released in 2009-2010.

Prime Minister Narendra Modi had in the past years visited the Northeast more than 50 times which was more than all previous prime ministers put together, Sangtam said and pointed out that under the leadership of Narendra Modi, the government had worked towards achieving the goal of three ‘P’s’ in Nagaland- Peace, Progress and Prosperity. He also emphasized

that the contentious Armed Forces Special Powers Act (AFSPA) had been withdrawn from many parts of Nagaland, including 15 police stations and said that the government was giving major attention to infrastructure related works in Nagaland which had put the state on the right track of progress and development. Earlier, chief spokesperson BJP Nagaland, Kuputo Shohespoke delivered speech on behalf of the state BJP president. NMDA also urged upon the government to address the issue of road conditions, where potholes have become a risk to public safety. Quick and effective action in repairing these hazards is urgently needed, it stated. Further, NMDA appealed to the authorities to restrict the passage of overloaded trucks during morning, noon, and evening hours. It said that entry of heavy vehicles during peak hours, especially in congested areas, hamper smooth flow of traffic and also pose safety risks.

IMPHAL, MAY 30: As many as eight militants are feared killed in a gunfight with a combined force of Manipur police commandos and Central paramilitary forces at Litanpokpi, a village in the periphery of valley in Imphal East bordering with Kangpokpi district on Tuesday.

Forester killed, 3 injured in attack by timber mafia

GOALPARA (ASSAM), MAY 30 (PTI): A forester was killed and three others were injured in an attack allegedly by the timber mafia in Assam’s Goalpara district, police said on Tuesday.

The forest personnel were attacked with sharp weapons at Krishnai Shalpara Darapara under the Krishnai range forest office in the district late on Monday night, the official said.

The forest personnel had rushed to the area on receiving information about felling of trees in the proposed reserve forest area and recovered a tractor filled with sal trees.

They were attacked when they started to bring the tractor to the forest department office, the official said. The injured were rushed to a hospital at Goalpara, while two of them have been referred to Guwahati.

Mizoram seeks Rs 5 cr central aid for displaced people

The Mizoram government has sought Rs 5 crore assistance from the Centre to provide immediate relief to people who have taken shelter in the state from violence-hit Manipur, a senior official said on Tuesday.

People from Manipur, affected by ethnic conflict, continued to flock to Mizoram, and the number rose to 8,282 till Monday, state home department commissioner and secretary H Lalengmawia said.

“A letter seeking monetary assistance of Rs 5 crore as immediate relief for the internally displaced people was sent to the Ministry of Home Affairs last week. We are hopeful that the Centre will provide the assistance as the displaced people are none other than Indian citizens,” the state home secretary told PTI.

Notably, Union Home Minister Amit Shah is on a four-day visit to strife-torn Manipur. The majority of the displaced people are lodged at temporary shelters in several villages, while many are residing at their relatives’ residences, Lalengmawia said.

According to the Mizoram home department, 2,925 people from Manipur have fled to Kolasib district, followed by 2,738 to Aizawl and 2,257 to Saitual.

The remaining 363 people took shelter in Champhai, Khawzawl, Hnahthial, Serchhip, Mamit and Lunglei districts, it said.

(IANS): An eight-member team of Congress led by party chief Mallikarjun Kharge on Tuesday met President Droupadi Murmu appraising her of the situation in Manipur where violence erupted on May 3 and demanded a probe by a highlevel inquiry committee headed a serving or retired Supreme Court Judge.

Addressing a press conference at the party headquarters here after submitting the memorandum with the President, Congress General secretary Jairam Ramesh said, “Our delegation went to meet President Murmu over the Manipur issue. The delegation was led by Congress chief Kharge and a four-page memorandum was submitted and demanded what action should be taken.”

He also said that 22 years ago, in June 2001 Manipur was burning and even high court, state Assembly was burnt in the state.

“Then it was BJP’s Prime Minister Atal Bihari Vajpayee amd today it is yet again BJP’s Prime Minister Narendra Modi. The divisive and polarised politics of BJP is responsible for the same,” Ramesh alleged.

Slamming the Prime Minister, Ramesh said, “Modi was busy in Karnataka elections when Mani-

pur was burning since May 3. We have been demanding since then that the Centre should take strict action.” Ramesh further said that it has given 12 points in its memorandum.

Manipur’s former Chief minister Okram Ibobi Singh, who is also the CLP leader in Manipur said, “It has never happened in the history of Manipur. What is happening in India is unfortunate. This unfortunate incident began on May 3 and many people have died.”

In a horrendous attack carried out in public view, a 16-year-old girl was stabbed over 34 times and bludgeoned to death by a youth in a busy bylane in northwest delhi’s Shahbad dairy area as passersby looked on - an incident that has drawn massive outrage as the video of the horrific killing appeared online. The footage shows around a dozen people walking by even as the attacker repeatedly stabs the teenage in a lane. The accused, Sahil khan, an Ac and refrigerator mechanic, fled the city and was nabbed from Aterna village in Bulandshahr Up monday afternoon after cops tracked a call he made from his aunt’s phone to his father. A nearly 90-second video of the incident that was shared online showed the accused pinning the victim to a wall with one hand and stabbing her repeatedly. He did not stop even when the girl slumped to the ground, jabbing the knife into her over 20 times, kicking her and then slamming a cement slab on her repeatedly. While the horrific murder took place in full public view, what was also shocking was the display of public apathy, where people can be seen passing by, with some bystanders staring in alarm, but not doing anything to stop the brutal attack. The accused is seen walking away from the victim in a casual manner, only to turn back and again hit her with the slab before leaving the site. The inhuman savagery of the horrific murder by the attacker Sahil khan, left none in doubt about his total lack of human feelings. The brutal murder also brought recollections of another horrific brutal murder and gang rape of a female psychotherapy intern, commonly known as the Nirbhaya case, on december 16, 2012 in munirka, a neighbourhood in South West delhi. Had even one of the many passersby and bystanders on monday intervened to stop the savage attack, perhaps the victim would have been alive.After the horrific 2012 Nirbhaya case, it was believed that crime against women would witness a dip but instead, it has risen sharply. delhi commission for Women’s head met parents of the murdered Rohini teen on Tuesday and said the commission received 2,000 complaints every day on crimes against women. According to the National crime Record Bureau(NcRB) , the number of crimes against women grew from 56.5% in 2020 to 64.5% in 2021, (incidents per 1 lakh population). In the initial half of 2023, crimes against women register increase by 15 per cent. Haryana tops the chart in crime against women in region as per NcRB data of 2021. The perpetuation of violence against women in India continues as a result of many systems of sexism and patriarchy in place within Indian culture. The gender inequality in India has been the cause for discrimination against females right from childhood where boys are shown preferential treatment. Women who are put in a situation where they are being subjected to gender-based violence are often victim shamed, being told that their safety is their own responsibility and that whatever may happen to them is their own fault. This needs to change if women in India can feel safe.

The Naga people should collectively decide on the fate of the Naga Club and not be misled by narratives which are barely even the half truth. If need be, every Frontal Organization of the Naga tribes must come together under one roof and decide on the fate of the Naga Club. NSF will extend our fullest co-operation and support towards achieving that end.

It was also resolved that NSF will be agreeable if the Naga Club is properly restructured with the collective mandate of the Naga people. Its ideology and principles should be grounded in the contents of the Memorandum submitted by the then Naga Club to the Simon Commission in 1929.

Commission of inquiry on Wokha church dispute

Ahuge battalion of armed forces has been stationed at the Church Headquarters of the Lotha Baptist Churches Association (LBCA) at Wokha, in the apprehension of violent bloodshed and disturbance of peace and tranquillity in the territory because of a threatening letter to forcibly occupy the premises of the LBCA mission compound by the LBCA (Reformist) by 30th May 2023, if their goodwill demand for reconciliation by the minority incumbent of the office of the LBCA is not acceded to within the stipulated time. An intrareligion conflict within the Lotha Baptist Churches at Wokha arose because of the one act of forcible interference to cause division of the largest independent church in Wokha known as Wokha Town Baptist Church (WTBC) by the Lotha Baptist Churches Association (LBCA). All efforts for reconciliation seem to have exhausted in as much as negotiations among church leaders, mediation by the civil society, the government, and the courts have proved futile, and, now as a measure of last resort by expressing helpless frustrations the church leaders themselves resort to violence to occupy the headquarters of LBCA. Splits within the society of the LBCA arose, and at present, the Society of LBCA which has 146 members as constituent churches - LBCA (RCC) has a total of 104 members towards its side, incumbent LBCA has 19 Members, and the rest neutral. The LBCA attains 100 years of its existence this year, 2023, and for the necessity of Centennial Jubilee celebrations there is an impending need to reform the LBCA harmoniously and the time to settle is now or never.

Considering the fact that the society of the LBCA is a registered public welfare organization, it cannot be justified for the government to keep the matter unresolved nor can the government continue to impose dictatorial authority upon the LBCA thereby imposing Sec. 144 CrPC unconditionally for over a year which has the potential to attract initiation of judicial review before an appropriate forum upon the concerned District Magistrate who passed the order arbitrarily - strictly beyond the statutory limit which is 2 months and 6 months in exceptional circumstances. A society has to run according to its objectives and memorandum of association and if the government continues to restrict the movement of people including the LBCA officials and members within the headquarters of LBCA society then the functioning of the society is deemed to have been breached by the government itself as such the society has ceased to perform its obligations –and since the society of the LBCA is a religious institution its fundamental rights to run and manage religious institution has

been further violated. The right to freedom of speech and expression, freedom of religion, and the right to peaceful assembly are some of the absolute rights guaranteed to all citizens in democratic India. Both the stakeholders, incumbent LBCA and the LBCA (Reformation) continue to mislead the community and the church it represents. The conflict is unlikely to resolve unless with the strong intervention of the government by taking appropriate measures. The fact of the continuing conflict is such that while it is morally incorrect as well as illegal for the incumbent LBCA to arbitrarily run the management of the LBCA society considering the fact that they have lost the support of the majority and to which they have the moral and legal obligation to seek the mandate of its members by way of a trust vote to stay in a democratic organization, at the same time, it is also totally inappropriate for the majority LBCA (Reformation) to form themselves a self-styled corresponding organization, the so-called LBCA reformist, which is not possible in law, and continue to seek possession of the headquarters of the LBCA by use of force and without following due process of law and the MOA and constitution of its society as well as the procedures of the Societies Registration Act, 1860. It is absolutely legitimate for majority to have possession of the office of the LBCA anytime but the manner in which they seek the office is not in accordance with law. To resolve the present conflict, both the incumbent LBCA and LBCA(R) as well as the government has to act within the scope and limits of the Societies Registration (Nagaland First Amendment) Act, 1969, otherwise, it shall forever remain null and void in view of the fact that the LBCA is a registered Society and such society is bound to function according to its constitution & MOA as well within the regulatory superintendence of the Registrar of Societies, Nagaland.

For the government to help resolve the present church conflict, the appropriate authority has to thoroughly understand the facts and circumstances of the case and of the nature and causes that led to the crisis. A perusal of the entire records of the church conflict at Wokha shows that the whole problem started because of an arbitrary and forcible interference to cause division of the largest independent church in Wokha known as Wokha Town Baptist Church (WTBC) by the Lotha Baptist Churches Association (LBCA). As a measure for dispute resolution the then District Magistrate (DM) issued prohibitory orders under Sec. 144 CrPC at the LBCA headquarters, and further directed the WTBC to worship in the manner it prescribed.

In retaliation, WTBC moved the High Court through

WP(C) 69/2021 whereby the High Court quashed the order of the DM and directed the keys be given to the respective church authorities; however, since the aforementioned court order did not mention specifically which church authority is the rightful owner, a subsequent Review Petition 03/2021 in WP(C) 69/2021, was filed by the divided church the one in favour of the incumbent LBCA for seeking rights and title over the church property, to which the Hon’ble Court by its judgment and order dated 24.02.2023 held that the High Court not being the right forum to decide on issues of properties, disposed the petition and further directed the parties to approach the competent civil court.

Meanwhile, when the aforementioned conflicts and resolutions within the WTBC were under consideration, another mighty conflict ensued between the LBCA and its constituent members, wherein the majority of the members have shown dissent against its incumbent governing body. In order to quell such rebellion and to reform the disputes, the Lotha Hoho, the Apex organization of the Lothas, interfered as the right mediator to resolve the issues by invoking provisions under the 16th Point Agreement 1960 and Art. 371A of the Indian Constitution, the Lotha Hoho by its memorandum dated 18.03.2022, dissolved the LBCA and in the interim set up a pro-tem team LBCA (Reformist Core Committee) to reorganize the Society. The move by Lotha Hoho was challenged before the Commissioner, Nagaland, whereby the Commissioner, Nagaland, passed an order that the action of Lotha Hoho is null and void; and, further directed the parties in dispute to maintain the status quo as it existed prior to the ordinance passed by the Lotha Hoho.

The enforcement to maintain the status quo resulted in many conflicts between the parties known as LBCA and the LBCA (RCC), wherein some interpreted that by status quo it meant the headquarters and properties of the LBCA shall belong to none party and that the incumbent LBCA shall vacate the premise, whereas, some interpreted that by status quo it meant the authority & position as was existing before the ordinance of Lotha Hoho shall prevail. The confusion by the status quo again caused much intolerance among the dissenting parties who claimed that following the status quo order, the incumbent LBCA shall vacate the headquarters and stop the use of properties of the LBCA. LBCA (RCC) engaged in forceful attempts to occupy the headquarters of the LBCA however their attempts to occupy proved futile with the interference of the District Magistrate by enforcement of their routine Sec. 144. CrPC. It is reiterated that by status

quo, the legal meaning shall be to continue the status of possession and enjoyment of property as was existing before such order was enforced, - and that the question of ‘status quo’ should not be confused with the term ‘stay’- therefore, by status quo, the right of possession of headquarters and administration of LBCA should continue with the incumbent LBCA, in the absence of any regulatory orders from the Court.

For want of an alternative dispute resolution, the incumbent LBCA approached the Registrar of Societies, Nagaland, through a representation dated 28.03.2022, invoking its jurisdiction to resolve issues pertaining to the LBCA. In pursuance of the said representation, the Registrar of Societies issued directions to both parties to submit their written submissions to establish their position in the LBCA. The Learned Registrar of Societies, on the strength of himself being the regulator of Societies, issued a final order dated 30.09.2022, directing that a special general conference should be held at the headquarters of the LBCA for a floor test - motion of confidence to elect its leadership as per the Memorandum of Association of the LBCA. The aforesaid order of the Registrar of Society was challenged by the incumbent LBCA before the Appellate Authority, the Home Commissioner of Nagaland, whereby it raised questions regarding the legitimacy of the order of the Registrar of Societies and threatened the government to defend LBCA. While the decision of the appellate authority is awaited, the incumbent LBCA moved the Gauhati High Court, Kohima Bench, for quashing the order of the Registrar of Societies. The High Court by its order dated 04.04.2023, quashed the order of the Registrar of Societies questioning its maintainability and further directed the State Government to examine the legal validity of the memorandum of Lotha Hoho and take decisions in accordance with the law, and furthermore directed that the parties may take any legal recourse depending on the decision to be taken by the Government in this regard. In pursuance of the said Order of the High Court, the Home Commissioner assumed jurisdiction thereby passing a Notification dated 1st May 2023, vide NO.GAB-1/ COURT/194/21/170, wherein it held that since the memorandum passed by Lotha Hoho has expired its validity of six months and took no further action thereafter, the said memorandum of the Lotha Hoho had ceased to remain in force and has become infructuous. Another supplementary order was passed on the same day, dated 1st May 2023 vide NO.GAB-1/ COURT/194/21/171, wherein the Home Commissioner directed that since the memorandum of Lotha

Hoho is no longer effective, therefore, the order dated 10.06.2022 directing status quo is thereby withdrawn, and further directed that the headquarters & property of LBCA shall be vacated and sealed and that the aforementioned properties to be attached to the Commissioner, Nagaland, and in the meantime, the Registrar of Societies, Nagaland, shall hear the matter of LBCA afresh and give a decision within a period of one month.

The aforementioned order was observed as a hope for a possible resolution of LBCA, however, to utter despair the said order dated 1st May 2023 was once again challenged by the incumbent LBCA in the Gauhati High Court, Kohima Bench, in WP(C)/71/2023, whereby the High Court with its Order dated 04.05.2023, stayed the Order of the Home Commissioner dated 1st May 2023. It is not to my knowledge as to the contents of pleadings in the writ petition, but it is possible that the order for the said ‘stay order’ must have been directed only against the order of the Home Commissioner dated 1st May 2023 vide NO.GAB-1/ COURT/194/21/171 in as much as the order regarding attachment of LBCA property to the Commissioner, Nagaland, itself infringes on the rights of LBCA which derives its protective rights from the Societies Registration (Nagaland First Amendment) Act, 1969. Now, until the Hon’ble High Court decides on the issue in finality which may take a few more months, further action regarding the dispute resolution based on the order of the Home Commissioner remains suspended, thus crushing hopes for early resolution of the church conflict.

However, not all hopes are lost if the Home Commissioner shall reconsider its Order dated 1st May 2023, thereby acting within the limits of the Societies Registration (Nagaland First Amendment) Act, 1969, and thereby notify the Hon’ble High Court as early as possible that the Order dated 1st May 2023 has been reconsidered by taking recourse as per law. The only way the State Government can take action in this matter shall be as per the Societies Registration (Nagaland First Amendment) Act, 1969, because of its overriding disciplinary and regulatory authority over its subjects even though such provision has not been expressly provided for in the statute. It is trite law that in case of repugnancy in the provision of a Statute and an instrument created under the provisions of the said Statute, the provisions of the statute would prevail as being the authority by which the instrument was created and an outcome of the operation of the statute, i.e., its instrument cannot override the statute itself.

Incumbent LBCA cannot be allowed to contest

against the lawful directions of the Learned Registrar of Societies on the frivolous plea that there is no provision for seeking a vote of confidence in the MOA of LBCA when the said MOA of LBCA has specific provisions in its Constitution under Article XI (a) for the election of members of the governing body in general conference, as nothing to the contrary is there to mean and include per trite Constitutional law that the rule of majority would inherently mean and include an obligation to seek a vote of confidence by the incumbent in office should there be the doubt about legitimacy conveying even remotely that it does not have majority. It is an abuse of the process of law in as much as the incumbent LBCA themselves chose to invoke the jurisdiction and authority of the Registrar of Societies seeking various relief, for which there is no apparent provision in the Societies Registration Act, 1860 or the amending Act by Nagaland but when the said authority undertook consequential inquiry and put it to fair, transparent and democratic test, fearing exposure of its mischief and illegalities, it has taken a somersault to avoid facing lawful inquiry with the malafide intent to cover up its complete loss of confidence of its electors and further threatened to indulge in violence and bloodshed if the outcome of the inquiry set up by its own complaint is not to its liking as mentioned in their representation dated 01.10.2022. Since the State Government cannot withdraw from taking decisions in this matter, therefore, in view of the peculiarity of the circumstances of the case - the situation which has the tendency to cause social and religious unrest in the community- the State Government may take extraordinary recourse, in my opinion, the appointment of a ‘Commission of Inquiry’ as per the Commission of Inquiry Act, 1952, to inquire on the existing crisis in LBCA including the issues of the WTBC and on the basis of such report take decisions after that as final and binding. It is also made clear by the Supreme Court in the famous case of P.V. Jagannath Rao & Ors, vs. State of Orissa & Ors., that a commission of inquiry can be set up even if certain matters are pending in courts. The Commission of Inquiry cannot be held liable for Contempt of Court if it proceeds to inquire into matters referred to it by the Government Notification, because in appointing the Commission the State government was exercising a statutory power and in making the inquiry the commission would be making a statutory duty.

Cong slams TMC as its lone MLA defects

NEW DELHI, MAY 30 (PTI): A day after its lone MLA in West Bengal joined the TMC, the Congress on Tuesday lashed out at the Mamata Banerjee-led party, saying such “poaching” is not designed to strengthen Opposition unity and only serves the BJP’s objectives.

The crossing over of the Congress’ MLA to TMC and the grand old party slamming West bengal’s ruling party assume significance as these come at a time when efforts are on to forge Opposition unity to take on the BJP in the 2024 general election.

The Congress lost its lone MLA in the state assembly, Bayron Biswas, as he crossed over to the ruling TMC on Monday, joining the party in the presence of its general secretary Abhishek Banerjee.

In a sharp attack on the TMC, Congress general secretary Jairam Ramesh said, “Three months after he was elected as a Congress MLA in a historic victory, Bayron Biswas has been lured away by the TMC in West Bengal.”

At the function to join the ruling party in Ghatal in Medinipur, Bayron claimed the Congress played no role in his victory, and he won because of “my goodwill”.

Bayron, a local ‘bidi’ magnate, had won the Sagardighi seat earlier this year in a by-election, beating his TMC rival, much to the consternation of the ruling camp.

(PTI): Giving a fresh push to its ambitious plan to infuse private sector talent in its departments, the Centre has decided to recruit 17 senior officers through lateral entry mode.

The Department of Personnel and Training (DoPT) has asked the Union Public Service Commission (UPSC) to induct these senior officers from the private sector in six departments at the level of joint secretaries, directors and deputy secretaries on contract basis, officials said on Tuesday. This is the fourth such recruitment drive proposed to be undertaken by the Narendra Modi government which had in 2018 initiated lateral entry - referred to as the appointment of private sector specialists in government departments - to bring fresh talent and augment the availability of manpower.

‘Tir Mijang’, organic bamboo charcoal launched

DIMAPUR, MAY 30

(NPN): “ Tir Mijang”, an organic bamboo charcoal product of Nagaland Bamboo Industry (NBI) was launched at Akhoya village under Mokokchung on May 31.

The factory was inaugurated by Business Association of Nagas (BAN) president, Mongkum Jamir, who also launched the first product of Tir Mijang in presence of the farmers and local leaders.

Mongküm congratulated the proprietor of the NBI K.Temjen Jamir and his team for successfully setting up a bamboo industry and producing the first product. He appreciated the cooperative attitude and hard-working spirit of the farmers and suggested the farmers to setup a bamboo

TKS: Tangkhul Katamnao Saklong (TKS) also condemned the act of vandalism and said that any action that tried to sabotage the fabric of Naga nation must be arrested at the earliest and awarded befitting punishment.

TKS affirmed to stand with the NSF at this challenging moment. It also called for strengthening and building the Naga nation.

TKS has, therefore, urged the responsible authority to take necessary actions at the earliest.

MSU: Mao Students’ Union (MSU) expressed deep anguish at the act of vandalism and rightly condemned the outrageous and abhorrent act.

In a statement, MSU president Marikho O’ Leriina and general secretary S. Hriiyio said that the historic building has been a citadel for the long-struggled Naga movement. MSU stated that such actions were extremely despicable and unacceptable, adding it had no place in the Naga society.

While sympathizing with the NSF, MSU reaffirmed unflinching support and solidarity along with the rest of the Nagas at “this disturbing hour of anguish.”

PNTM: Vehemently

condemning the act of vandalism, the Poumai Naga Tsiidoumai Me (PNTM) said that such “heinous act” goes against the very principle of humanity and the aspirations of the Naga people in particular.

In a press release, PNTM president Asahrii Clement K called upon the law enforcing agencies to promptly initiate appropriate legal proceedings against those perpetrators.

PNTM extended support and solidarity to the federation and assured that it would extend maximum cooperation in the pursuit of justice.

LKK: Lamkang Kurchuknao Kunpun (LKK) denounced the vandalisation of NSF office by “certain unknown anti-Naga elements” and appealed to the law enforcing agencies to arrest the perpetrators at the earliest.

In a statement, LKK president Shetlengam Sankhil appealed to every right-thinking Naga citizen to come forward and voice out against such “antiNaga elements.”

LKK endorsed the NSF in solving the issue and assured to render support in whatever way possible.

MNSU: Monsang Naga Students’ Union (MNSU) expressed dismay over the act

of vandalism by “some antiNaga elements” and maintained that such “untoward act of destruction” was a threat to the entire Naga nation. In a press release, MNSU president Gidion Kurd and general secretary Wanglar Phillip called upon the responsible authorities to take necessary action at the earliest. MNSU said that “such irrational act” was an “open agenda” to destroy the unified Naga spirit. The union also affirmed support to the NSF.

MNSU: Moyon Naga Students’ Union (MNSU) expressed concern over the incident of vandalization and said that “such brazen act” of disrespect and disregard was truly disturbing.

In a press release, MNSU president Fabiola Chinir stated that such “unwarranted act” undermined the invaluable efforts and contributions of the NSF.

The union demanded thorough investigation into this incident and ensure that those responsible were held accountable for their actions.

MNSU also affirmed to stand in solidarity with the NSF and extended unwavering support in the course of action that the federation would take up.

30 medical colleges derecognised in 2 months, 100 more in line: Report

(From p-1) Reacting to derecognition of medical colleges, experts from the field said the NMC is largely relying on the Aadhaarenabled biometric attendance system for which it considers only the faculty which is on duty during daytime from 8 am to 2 pm.

“But the working hours of doctors are not fixed. They have to work in emergency and at night shifts also. So the NMC’s rigidity with the working hours has created this issue. Such micro management of medical colleges is not practical and the

NMC needs to be flexible to such issues,” an expert said.

Another expert said, “The NMC is derecognising medical colleges believing there are deficiencies. At the same time, the NMC has also allowed the registration of students in such colleges, which is a contradiction. Moreover, such experiment is tarnishing India’s image at the global level because India is the largest supplier of doctors and with such instances coming to light, the world will lose confidence in Indian doctors.”

NSF suspends ongoing agitation

The seniors and members present also resolved that NSF would be agreeable if the Naga Club was properly restructured with the collective mandate of Naga people, but insisted that the club’s ideology and principles should be grounded in the memorandum submitted by the then Naga Club to the Simon Commission in 1929.

The meeting decided to recommend the incumbent office-bearers of NSF to restart the normal functioning of the federation’s office by setting up a makeshift pandal from May 31.

The meeting was chaired by NSF president Kegwayhun Tep and former NSF general secretary Esther Rhakho invoked

God’s blessing for the meeting.

In a ‘public declaration’, NSF said that even after having perpetrated the heinous crime of vandalising the NSF office, which was also a Naga Heritage site, “some individuals were busy with smear campaigns through ‘half lies and half truth’ without any remorse whatsoever.” (Full text on p-6)

Day 2nd of sit-in protest: The NSF sit-in protest held outside the vandalised office in Kohima entered the second day on Tuesday.

Host of former NSF leaders and well-wishers also visited the protest site.

Former NSF president Vikheho Swu after witnessing the destruction of the NSF office, stated that “Nagas should not look at who was right but what is right for every Naga then we can find a solution.”

He lamented that it was disheartening to see the NSF institute being

treated with such heinous act and termed it “crime to the Naga identity”. While highlighting the history of the NSF, former NSF president Phushika Aomi said that Naga Club was a body which could not be inherited nor privatised on a whimsical note. (PTI): Union Minister Jitendra Singh on Tuesday condemned the killing of a civilian by militants in Jammu and Kashmir’s Anantnag district and sought strict security measures to prevent such targeted killings.

Deepu Kumar (27), who worked at a circus in the district’s Janglat Mandi area, was gunned down by Lashkar-e-Taiba terrorists in the latest incident of targeted killing when he had gone to the market to buy milk around 8.30 pm on Monday.

ter, “While on a visit to Chennai, I was extremely shocked to learn about the brutal killing of young Deepu who hailed from Majalta, district Udhampur and was earning meagre livelihood in Anantnag. BJP Karyakartas have already reached the house of the bereaved family to provide all possible help.

“While strongly condemning the killing of this youth from a poor family, it is strongly urged that strict security measures be enforced to prevent such target killings and also to act as deterrent against terror activities.”

MU, MAY 30 (PTI): Ten

Vaishno Devi pilgrims, most of them from Bihar, were killed and 57 injured on Tuesday as the bus they were travelling in skidded off the road and rammed into the railing of a bridge before falling off it, officials said.

The death toll may go up as Government Medical College Hospital Principal Shashi Soodan said two of the injured admitted there are critical.

The officials said the bus, which was on its way to Katra from Amritsar, met with the accident in Jhajjar Kotli area on the JammuSrinagar National Highway between 6.30 and 7 am.

Katra is a base camp for the pilgrims visiting the famous shrine atop the Trikuta hills.

They said most of the travellers were members of an extended family from Bihar’s Lakhisarai and were on pilgrimage to Vaishno Devi temple for a ritual of a child.

“The accident took place at Jhajjar Kotli bridge. Ten people have died. Rescue operation is almost complete,” Jammu Senior Superintendent of Police Chandan Kohli told PTI. “We are investigating the reasons behind the accident.”

Local residents, CRPF and police personnel rushed to the spot and launched the rescue operation.

PATNA, MAY 30

(IANS): A 13-year-old minor girl was gang-raped by two persons in a village on outskirts of Patna, an official said on Tuesday.

The incident occurred on Sunday night when the girl, along with her mother had gone to attend a marriage function

Mahadev Asthan mandir in the village under Dhanarua police station.

She was kidnapped by two persons identified as Rohit Yadav and Saurav Yadav and taken to an isolated location on PatnaGaya highway where they took turns to rape her.

RPF arrests two with 22 kg marijuana

BHOPAL, MAY 30 (IANS): The Railway Protection Force (RPF) has arrested two persons allegedly for smuggling marijuana in Madhya Pradesh’s Satna district.

They were arrested by the police at Uchehra railway station on Monday.

According to the RPF, the arrested persons have been identified as Sundaram Tiwari, a resident of Panna district, while the other accused has been identified as Raj Chaurasia, a native of Chandauli district in Uttar Pradesh.

Sanjay Mishra, a senior RPF official said around 22 kg marijuana of worth Rs 1.7 lakh was recovered from their possession.

The arrested accused were identified as Rajkumar, Sajjan and Pram od - all residents of Gurugram. The accused were arrested on Monday from Sector-38 in Gurugram. The police have recovered four mobile phones, one laptop and a register from their possession.

According to police, the victim was a local woman who reported the matter on April 10 at Manesar Police Station. In her complaint, the woman said she was cheated of 1.80 crore by a man who she had met on Instagram last year. The man had introduced himself as a British Airways pilot, she told police.

NEW DELHI, MAY 30 (PTI): Accusing the government of attacking federalism, CPI(M) general secretary Sitaram Yechury on Tuesday condemned the central ordinance on control of administrative services in Delhi and extended his party’s support to AAP in opposing it in Parliament when a bill will be brought to replace it.

The development comes after Delhi Chief Minister and AAP convenor Arvind Kejriwal met Yechury at the CPI(M) office here, seeking the Left party’s support on the issue.

Yechury appealed to the Congress and other opposition parties to support the Aam Aadmi Party (AAP) on the issue, saying promulgation of the ordinance on administrative services in Delhi is a “brazen violation” of the Constitution and this can happen with the government of any non-BJP party.

He said the BJP government has been attacking the pillars of the Constitution --- its federal structure -- which he said was not only being “violated” but also destroyed.

“Numerous attacks are happening on the rights of the states and this is one brazen way by getting an ordinance. We protest against this and whenever we get a chance to vote against it, we will.

(PTI): Leaders from BJP, AAP, and Congress on Tuesday met and condoled with the family members of the 16-year-old girl who was killed in broad daylight in the Shahbad Dairy area of northwest Delhi.

The girl was stabbed over 20 times and bludgeoned to death by a youth in a busy bylane of Shahbad Dairy area as passersby looked on in fear and disbelief.

While AAP leader Atishi met the girl’s family members, Delhi Chief Minister Arvind Kejriwal announced an ex-gratia sum of Rs 10 lakh to her kin to help them tide over the tragedy.

“The Delhi government will provide an exgratia of Rs 10 lakh to the family of the victim and will try its best to get the culprit punished severely by the court. Best lawyers will be fielded for this case,” Kejriwal in a tweet in Hindi announced. Atishi in her turn

Sikkim to get first train service by 2024

GANGTOK, MAY 30

(PTI): With over 50 per cent work done on the Sivok-Rangpo railway line project, Sikkim is expected to become a part of the national network by 2024, while the country will get an “infrastructure of strategic importance” in the Himalayan state that borders China. Passing through mountains, over ravines and the Teesta river, the under-construction all-weather 45-km rail line from Siliguri in West Bengal to Rangpo in Sikkim will have 14 tunnels and 22 bridges, officials said on Tuesday. “Work is underway on war footing but being done with extreme care as the entire project falls in seismic four and five zones.

In addition, there is always the threat of landslides and flash floods,” Project Director Mohinder Singh from IRCON International, a central PSU under the Ministry of Railways, said. Safety protocols are in place and being followed, the official of the Indian Railway Construction (IR-

CON) International Limited, assured. He further said that there are also plans to extend the line up to Gangtok, but that is at a later stage.

There have been crucial breakthroughs in tunnel building and laying of bridges, he told reporters and added that the two-km tunnel (T-14) before the yetto-be built Rangpo station has been completed while six are in its final stages (lining work).

“This is an infrastructure of strategic importance as well as of economic im-

portance,” the director said when asked about the project’s significance in view of Sikkim sharing its border with China. “Overall, more than 50 per cent of the work has been completed,” he said. The track on the Sivok-Rangpo section of the Northeast Frontier Railway will have a capacity to handle 25 tonnes and trains can run at a maximum speed of 110 kmph. “We will be

running both freight and passenger trains on this section,” Singh said.

There will be three stations – Riyang, Teesta and Melli -- between Sivok and Rangpo. “The Teesta station will be underground, the first for the Indian Railways,” Singh said, adding that yards for freight are also being constructed on the single line route.

Of the 45-km rail line, 86 per cent or 38.62 km are tunnels, 2.24 km in bridges – 13 major and nine minor, according to an IRCON document. “This is not only a project of national and strategic importance but a technological and engineering marvel,” Singh said.

However, the project has had its delays.

The project was awarded to IRCON International in May 2010 at a cost of Rs 4,084.69 crore and the original deadline was May 2015. The revised date is now December 2024 with revised cost, including escalation, of Rs 12,474.07 crore, according to the document.

SHILLONG, MAY 30: The Meghalaya government on Tuesday re-constituted an all-party committee to discuss on the implementation of job reservation roster and the contentious job reservation policy, a review to which is being sought by the opposition Voice of the People Party (VPP).

The government made the announcement that it’s willing to discuss the sensitive state job reservation policy after VPP President and legislator, Ardent Miller Basaiawmoit, went into an indefinite fast. The fast is on its eighth day on Tuesday.

Basaiawmoit is on an indefinite hunger strike since May 23 after the National People’s Party (NPP)-led Meghalaya Democratic Alliance government refused to review the state job reservation policy which is in vogue for 51 now years ever since statehood, has also been included in the all-party panel.

(PTI): Concerned with the high dropout rate in Meghalaya, the state government on Tuesday signed an MoU with the National Institute of Open Schooling to facilitate the return of dropouts to educational institutions.

While Assam recorded the highest dropout rate in the country with 31 per cent of out-of-school students at the secondary level, Tripura with 29.8 per cent is ranked number 2, an official of the education department said.

Meghalaya with 27.9 per cent drop out rate in secondary level is ranked third followed closely by Madhya Pradesh (26.1 per cent) and Nagaland (24.4 per cent), he said. “An MoU for identification of Out of School Children (OoSC) and enrolling them into the NIOS Study Centres was signed between the Samagra Shiksha authorities and the National Institute of Open

Schooling,” a statement said.

‘Samagra Shiksha’ state project director Swapnil Tembe and NIOS chairperson Saroj Sharma were present on the occasion. At present Meghalaya has only 25 NIOS study centres in 5 out of 12 districts -East Khasi Hills, West Jaintia Hills, Ri-Bhoi, East Garo Hills and West Garo Hills districts. Tembe urged the NIOS to increase the number of study centres to cover the remaining districts as well. He said the state project office had already taken up the initiative for publicity through newspapers, FM Radio and organised road shows for generating awareness on the necessity of preventing drop-outs. Those in the age group of 16-19 years who had dropped out of schools can enrol in educational institutions or NIOS study centres for completing their board exams in East Jaintia and Ri-Bhoi districts, he said.

(PTI): Two zebras were released at the Assam State Zoo and Botanical Garden after 30 years along with a giraffe by Environment and Forest Department Chandra Mohan Patowary.

The two zebras, one male and a female, have been brought from Mysore Zoo in Karnataka and they are one and three years old respectively. The forest minister on Monday named the zebras Joy and Joya.

The female giraffe, aged five years, has been brought from Patna Zoo in Bihar and it will be in addition to the male giraffe already in the zoo. The duo has been named as Bijoy and Bijaya Patowary hoped that the zoo authorities would be able to take good care of the animals and increase their population. The committee may co-opt any member to take part in the proceedings of the committee if felt necessary,” the notification read. The committee would meet on Wednesday and discuss both the issues. Drone attack jolts Moscow, while Kyiv bombarded

KYIV, MAY 30 (AP): A rare drone attack jolted Moscow early Tuesday, causing only light damage but forcing evacuations as residential buildings were struck in the Russian capital for the first time in the war against Ukraine.

The Kremlin, meanwhile, pursued its relentless bombardment of Kyiv with a third assault on the city in 24 hours.

The Russian Defence Ministry said five drones were shot down in Moscow and the systems of three others were jammed, causing them to veer off course.

Prospects for a renewed high-level military dialogue between China and the U.S. remain dim, with Beijing saying their defense chiefs will not hold a bilateral meeting while both are attending a weekend security conference in Singapore.

Foreign Ministry spokesperson Mao Ning on Tuesday blamed the U.S., saying Washington should “earnestly respect China’s sovereignty and security interests and concerns, immediately correct the wrongdoing, show sincerity, and create the necessary atmosphere and conditions for dialogue and communication between the two militaries.”

South African government has granted diplomatic immunity to all international participants, including Russia President Vladamir Putin and other Russian officials, at BRICS-related events to be held in the country, local media reported.

The immunities and privileges in terms of the United Nations Convention grant immunity from personal arrest or detention.

A gazetted notice was issued by the International Relations and Cooperation Minister Naledi Pandor for the Diplomatic Immunity and Privileges Act to be granted to all international officials at BRICS-related events in the country, according to the Daily Maverick, a South Africanbased publication.

The notice, signed on May 19 and gazetted on Monday, states that Putin and his international counterparts will be granted immunities and privileges provided in terms of Section 6(1)(a) of the act.

Indian athletes excel in Europe as Jyothi wins gold

(IANS): Indian athletes stole the show in meets in Europe in the last few days with hurdler Jyothi Yarraji bagging gold in the T-Meeting 2023 athletics meet in Tilburg, the Netherlands while Selva Prabhu wins a gold medal in the triple jump at VenizeliaChania 2023 athletics in Greece.

In Tilburg, Jyothi Yarraji clinched the gold medal in the women’s 100m hurdles event while Mohammed Afsal Pulikkalakath finished third in the men’s 400m race at the T-Meeting 2023 athletics meet, on Monday.

The 23-year-old Jyothi clocked 13.20s in the final to win the event at the category E World Ranking competition. En route to the final, Jyothi topped the heats with a time of 13.08s.

Angel Agwazie of Belgium clinched the silver with 13.64s while Dutch athlete Mira Groot clocked 13.78s to bag the bronze.

This was Jyothi Yarraji’s second gold medal in two days. The Andhra runner clinched the gold medal in the women’s 100m hurdles event at the Kurpfalz Gala 2023 athletics meet, in Weinheim, Germany on Saturday.

In Germany, Jyothi Yarraji clocked a seasonbest time of 12.84s - just 0.02 seconds off her national record -- in the final to medal at the World Athletics Continental Tour Challenger meet.

Wrestlers return without immersing medals in Ganga

Tuesday, some of India’s best wrestlers accompanied by hundreds of supporters gathered here on the banks of the Ganga, threatening to immerse their World and Olympic medals in the holy river but refrained after being convinced by Khap and farmer leaders who sought five days to address their grievances.

Phogat arrived at Har ki Pauri to protest the inaction against outgoing Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh, who has allegedly sexually harassed several women grapplers.

Sakshi, Vinesh and her cousin Sangeeta were seen sobbing as their husbands tried to console them, even as scores of their supporters formed a cordon around them.

The wrestlers stood for about 20 minutes in silence after reaching Har ki Pauri. They then sat on the banks of the river holding their medals and looking distressed.

Bajrang joined them after 40 minutes. Sombir Rathi, husband of Vinesh, was holding the Asian

Games medals won by her wife. Sakshi was holding tightly the framed Olympic bronze medal she had won in 2016 in Rio.

The whole episode was reminiscent of the 1960 incident when the legendary Muhammad Ali, then Cassius Clay, threw his Olympic gold medal into the Ohio river to protest racial segregation in the US.

However, after spending an hour and 45 minutes, they returned after several khap and political leaders urged them not to take such an extreme step.

As the deadline for the immersion of the medals drew closer, senior farmer leaders Sham Singh Malik and Naresh Tikait sought five days’ time from the grapplers to resolve the issue.

“The khap leaders put their turbans before us and said ‘do not lose hope’. Keep the dignity of the turban and return. So we decided to wait,” said wrestler Jitender Kinha, who has been a part of the protesting group.

There were chaotic scenes at the Har ki Pauri as khap and farmer leaders broke the human chain of supporters to reach out to the grapplers, even as thousands of devotees, who had gathered on the occasion of Ganga Dussehra, looked

baffled as commotion reigned supreme.

The wrestlers left without speaking with the media.

Several other khap leaders and Punjab Chief Minister Bhagwant Mann also came out in support of the wrestlers but urged them to show restrain.

“The wrestlers have said they will immerse their medals in Ganga river. We request them that these medals are the result of their hardwork, sacrifices of their families and support from society... they should not take this step.

In his tweet, the Punjab CM said, “After

being fed up with the Central government, the international medal winning wrestlers going to Haridwar to immerse their medals in Ganga is very shameful for the country.”

Close on the heels of the wrestlers announcing they would immerse their medals, sports ministry sources said the trophies and medals also belonged to the country.

(IANS): Thirteen sports personalities and medal winners in international meets on Tuesday urged Union Home Minister Amit Shah to restore peace and harmony in Manipur at the earliest and to take stern action against Kuki militants, warning they will otherwise return their medals and awards.

In a memorandum to the visiting Union Home Minister, the celebrity sportspersons said that the Kuki terrorists have been challenging the integrity of Manipur by killing people and burning down houses despite the deployment of large companies of central security forces.

“Paramilitary forces might have been reluctant to prevent Kuki terrorists from attacking innocent civilians,” claimed the signatories, including Arjuna award winner weightlifter Kunjarani Devi, former Indian women football team captain Oinam Bem Bem Devi, boxer L Sarita Devi,

Dhyanchand awardee Anita Chanu, Olympian judoka Likmabam Shushila Devi, Olympic medallist Mirabai Chanu, and Dronacharya awardee (boxing) L. Ibomcha Singh.

They demanded the government revoke the Suspension of Operation (SoO) agreement with the Kuki militant groups, to protect unity and integrity of Manipur, and in rejection of demand to disintegrate Manipur, Meeteis be allowed to settle both in the hilly and valley areas, to deport illegal immigrants

to their respective countries, and ensure free movement of foods and essential supplies in the Imphal-Dimapur National Highway.

Leading NGO Kabui Mothers’ Association (KAMA), Manipur, General Secretary Ranjita Golmei in a separate statement said that the unfortunate incident that had started from May 3 had occurred due to a misunderstanding between two communities.

“The situation has intensified to a large extent because of the

misunderstandings. We, all the communities, have been living together peacefully and lovingly in Manipur since time immemorial irrespective of we are from Naga, Meitei, Pangal, Kabui or Kuki or other communities.”

Golmei appealed to the Prime Minister and Home Minister to bring back normalcy in the state at the earliest.

“Moreover, blockades in the National Highways have also created a problem for all due to non-availability and price rise of essential items.”

The KAMA appealed to the media to not spread the news as an issue between the Christians and non-Christians. It is a misunderstanding between two communities and this happens sometimes in every part of the world and would like to appeal to the government of India and all the citizens to intervene as soon as possible to bring an amicable solution to bring peace in the state, the organisation added.

“Bajrang Punia, representative of the Wrestlers’ Action Committee, was a special invitee in the meeting organised by SKM. Bajrang said that the working

(DCP) concerned. The decision regarding their request will be made based on the established guidelines and procedures,” a source said.

“India Gate is not a protest site and police will not allow wrestlers to protest there. We will suggest alternate site for protest including Ramleela Ground and Burari,” the source added.

The protesting wrestlers said after that they will come back to Delhi and sit on hunger strike at India Gate.

“On June 5, SKM plans to expose Brij Bhushan criminal conduct so far and burn his effigy at village and town level across India. SKM will call a meeting of the National Council in New Delhi immediately after that and decide the future course of action to continue the struggle,” the statement read.

The protesting wrestlers have now reached their respective homes and are in talks with each other through phones and discussing further plans.

(IANS): Following Chennai Super Kings’ remarkable victory in the IPL 2023, the triumphant captain, MS Dhoni, has left open the possibility of participating in the next season.

Speculations regarding Dhoni’s potential retirement have been circulating since the commencement of 2023 IPL, hinting that this edition could mark his final appearance in the tournament.

MUMBAI, MAY 30 (AGENCIES): The Eknath Shinde-led Shiv Sena-Bharatiya Janata Party government Tuesday named cricket great Sachin Tendulkar as Maharashtra’s ‘Smile Ambassador’ to spread awareness about oral health and hygiene across the state.

Tendulkar’s tie-up with the state government’s programme prompted the opposition parties — the Congress and Nationalist Congress Party (NCP) — to question his silence over the controversy surrounding Wrestling Federation of India (WFI) president and BJP MP Brij Bhushan Sharan Singh who is accused of sexually harassing women wrestlers.

The batting legend will be the face of the state medical education and drug department’s Swachh Mukh Abhiyan (SMA) and has offered his

association free of cost, and for the entire duration the government wishes to run the programme, Deputy Chief Minister Devendra Fadnavis said.

“India is by the average age among the youngest nations. But while we are among the youngest, are we that healthy and fit? The answer is a big no…. between the age of 5 and 15 more than 50 percent of children have challenges with their oral health, all these challenges are not addressed. This affects the confidence of children,”

Tendulkar said, at the signing of his agreement with the Maharashtra government. He added, his father had made him promise that he will never endorse any company associated with tobacco.

“A number of tobacco companies approached me, even put a blank cheque in front of me to fill. Today, I can say proudly that I have never been associated with tobacco,” Tendulkar said.

there was no response till the time of publishing. At the event, Fadnavis lauded Tendulkar for being a celebrity with a sense of responsibility which he always fulfils.

The opposition parties in Maharashtra have urged Tendulkar to speak up for the protesting wrestlers as well.

On Sunday, the Delhi Police detained the aggrieved wrestlers, including Vinesh Phogat, Sakshee Malikkh and Bajrang Punia, and

filed FIRs for attempting to march towards the new Parliament building.

Nationalist Congress Party national spokesperson Clyde Crasto said as a spokesperson, it is Tendulkar’s duty to support his own fraternity. Crasto tagged Tendulkar in two tweets, saying it is good that he has tied up with the BJP-led Maharashtra government as the ‘Smile Ambassador’ and if he knows that the BJP’s Brij Bhushan Sharan Singh has “snatched the smile of our wrestlers.”

Maharashtra Congress leader Sachin Sawant bemoaned how wrestler Vinesh Phogat’s call to fellow sportspersons to stand up for them had gone in vain. “We would like to underline the statement given by Vinesh Phogat where she appealed to eminent sports personalities to speak up. They are fighting for justice. The kind of atrocities that they are being subjected to are unprecedented. But her call has gone in vain,” he said.

“You do get emotional simply because it’s the last part of my career, it started over here and the first game when I walked down everyone was chanting my name. My eyes were full of water and I just stood there in the dugout for a while. I realised I want to enjoy this.

“It was the same thing in Chennai, it was my last game over there but it will be good to come back and play whatever I can. I think they love me for what I am, they love that I am so grounded, I don’t try to portray something I’m not. Just keep it simple.”
