D I M A P U R , M AY 3 0 (NPN): The government of Nagaland has claimed a breakthrough in the “bitter and prolonged litigation” against the contractor-cumtenant, M/s Civil Engineers Enterprises Pvt. Ltd (CEEPL), related with onesided tenancy agreement over the Nagaland House Complex annexe at Shakespeare Sarani Kolkata. DIPR on Monday, reported that the government expected a favourable judgment “against an entity (CEEPL) that is trying to exploit some loopholes in the law” by paying only a paltry sum as rent. The government attributed its confidence to the efforts by its legal team led by state Advocate General K.N. Balgopal, assisted by advocate Nitya Nambiar and advocate Vitso Rio. Petroleum dealers to join nationwide stir D I M A P U R , M AY 3 0 (NPN): All Nagaland Petroleum Dealers Union (ANPDU) Monday announced its decision to join the nationwide protest “no fuel purchase” from oil companies on May 31, 2022. ANPDU president Akokla Lucy and secretary general T Jabou Sekhose, however, stated that fuel outlets would continue to function normally. Petroleum dealers are protesting against the sudden reduction in prices by Centre and demanding compensation for losses incurred due to the reduction in excise duty. While welcoming decrease in fuel prices, ANPDU stated that “this irrational policy decision” of the Government of reducing retail selling price (RSP) suddenly and at once, has induced huge loses to the dealers. It pointed out that oil marketing companies were not incurring any losses due to sudden lowering of the prices, but it was the stock of the dealers that had depreciated in value, which was borne by the dealers. ANPDU said the petroleum fraternity had been providing excellent service to the public and government even during the pandemic. Therefore, the union maintained that reduction of fuel prices should not be at the expense of either the consumers or the dealers. ANPDU was hopeful that the government would take into account its views while making policies on fuel in future.

DIPR revealed that the then government had, in 1997 renewed the lease deed in favour of CEEPL for the Nagaland House complex at No.11 Shakespeare Sarani for 20 years. The renewed lease commenced on January 1,1998 and expired on December 31,2017 for a rented area measuring 1,05,000 sq.ft located at the heart of Kolkata. DIPR also disclosed that as per Clause 3 of the renewed lease, the rent was fixed at Rs.5 lakhs per month or Rs.60 lakhs per year under the West Bengal Premises Tenancy Act 1997 (Amended).

D I M A P U R , M AY 3 0 (NPN): Two youth from Nagaland, were among seven from the North East, who were among 685 successful candidates who cracked the prestigious Civil Services Examination, 2021 conducted by Union Public Service Commission (UPSC). Viku L Achumi, ranked 567th, and Imsennaro Walling, ranked 585th, cleared the exam whose results were announced on Monday. Shruti Shram topped the exam, while the second and third ranks too were bagged by women– Ankita Agarwal and Gamini Singla respectively. An alumnus of IIT, Kanpur, Viku L Achumi hails from Zunheboto and did his schooling from Sainik School, Imphal before completing his BTech in Civil Engineering from IIT, Kanpur in 2017. Speaking to Nagaland Post, Achumi revealed that his determination to appear for UPSC exam started since the time he was in class 12. He said he took coaching classes after graduation in Delhi for general studies. He said he relied on planning at least a week ahead and accordingly he would motivate himself to reach those targets. He mentioned that he had initially

spent 4-5 hours a day studying and gradually increased the time. Emphasising on perseverance, he said he had been attempting the exams every year since 2017, before finally succeeding in his fifth attempt this time. Sharing tips, he said he always believed in God, dedication and hard-work as the keys to success. Interacting with this reporter over phone, Imsennaro Walling said she began preparing for the civil services exam immediately after graduation. NASSA opposes service extension to contractual commr. & secy NLA ENPO reaffirms demand D I M A P U R , M AY 3 0 (NPN): Nagaland Assembly Secretariat Staff Association (NASSA)/Joint Action Committee said it outrightly opposed the service extension of incumbent NLA commissioner and secretary (on contract basis) Dr. P.J. Antony and also the “arbitrary Amendment” of Nagaland Legislative Assembly Secretariat (Recruitment and Conditions of Service 3rd Amendment) Rules 2022. In statement, NASSA president Pagai Ndang and general secretary Talirenla said that the association after deliberation on the matter during its emergency

general body meeting on May 23 empowered NASSA to constitute a Joint Action Committee to address the issues and to take immediate remedial action. NASSA said Antony was appointed on deputation for a period of five months w.e.f. 02.01.2020 as NLA secretary till he retired May 31, 2020. However, they said he was re-appointed with the approval of the Cabinet as commissioner & secretary (on contract basis) by upgrading the cadre post of secretary for a period of two years w.e.f. June 1, 2020-May 31, 2022 to head the administration of the NLA secretariat.

Following, Antony’s re-appointment, NASSA said a representation was submitted on June 23 23, 2020 opposing the appointment of a retired government servant, in violation of the Government Office Memorandum (vide AR-5/ASSO/98, dated 15th March 2012). Since the contract service of the incumbent was due to expire on May 31, 2022, NASSA said it had submitted a representation on April 21, 2022 to NLA Speaker requesting the latter not to further extend his service as the administrative head, since the senior most additional secretary in the

regular cadre had already fulfilled its eligibility criteria to head the administration. However, despite several representations to the NLA Speaker, NASSA said the Speaker turned a deaf ear to the demand of the association and instead moved the file recommending for service extension of the present incumbent from his level hurting the sentiments of the NASSA. To make the matter worse, NASSA said a notification dated May 18, 2022 was circulated on May 21, 2022, notifying the Amendment of the Service Rules of the NLAS. Upon going through the contents of the

notification, NASSA said they noticed that the existing rules and provisions were replaced and altered and inserted certain provisions in the existing rules and severe procedural lapses were observed in the Amendment of the Service Rules. Centre extends PMEGP scheme for five years NSDMA issues weather update

NEW DELHI, MAY 30 (NPN): The Centre on Monday announced the extension of the Prime Minister’s Employment Generation Programme (PMEGP) for five years from 2021-22 to 2025-26 with an outlay of Rs.13554.42 crore. Ministry of Micro, Small & Medium Enterprises (MSME) is implementing PMEGP to facilitate generation of employment opportunities for unemployed youth across the country by assisting setting up of micro-enterprises in non-farm sector. According

to the Ministry, some major modifications have been made in the existing scheme. It stated that maximum project cost has been increased from existing Rs.25 lakh to Rs. 50 lakh for manufacturing units and for service units from existing Rs.10 lakh to Rs.20 lakh. The government has modified the definition of village industry and rural area for PMEGP. It stated that areas falling under Panchayti Raj institutions to be accounted under rural area, whereas areas under Municipality to be treated as urban area. All implementing agencies are now

allowed to receive and process applications in all areas irrespective of the rural or urban category. PMEGP applicants under aspirational districts and transgender would be treated as special category applicants and entitled for higher subsidy. The ministry stated that the scheme would create sustainable estimated employment opportunities for about 40 lakh persons in five financial years. Since its inception in 2008-09, about 7.8 lakh micro enterprises have been assisted with a subsidy of Rs 19,995 crore generating estimated sustainable

employment for 64 lakh persons. About 80% of the units assisted are in rural areas and about 50% units are owned by SC, ST and women categories. Higher rate of margin money subsidy - 25% of the project cost in urban area and 35% of the project cost in rural areas, for special category applicants including, SC, ST, OBC, women, Transgender, Physically Disabled, NER, Aspirational and Border district applicants. For general category, applicants subsidy is 15% of the project cost in urban area and 25% of the project cost in rural areas.

D I M A P U R , M AY 3 0 (NPN): In its weather released on Monday, Nagaland State Disaster Management Authority (NSDMA) has informed that the State is expected to experience isolated heavy rainfall in the coming days and also likelihood of heavy rainfall till May 31 all over the state. This was due to the influence of an east-west trough from northwest Rajasthan to south Bihar and south-westerly winds from the Bay of Bengal to North East India at lower tropospheric levels, which is expected to be fairly widespread.

However, thunderstorm accompanied by lightning and gusty winds is very likely to occur in certain pockets in the districts of Kohima, Wokha, Kiphire, Mokokchung, Tuensang, Mon, and Longleng during the period. NSDMA has, therefore, appealed to the public to be vigilant during the monsoon period and urged not to shelter under large trees or picnic near river banks to prevent unnecessary risk to life from lightning and flash floods. Naga Political Groups air views on Naga political solution Defend our land as per AP: WC, NNPGs Naga national unity being ignored: NNC (PB) DIMAPUR, MAY 30 (NPN): Working Committee of the NNPGs (WC, NNPGs) have called upon the Nagas to “insist, reassert and defend our land as per Agreed Position” and then partner with Government of India for an enduring peaceful co-existence. In a statement, WC said that despite the vigorous process of assimilation going on, WC was optimistic that there was “an opportunity for an early acceptable and honourable political solution that would pave the way for Nagas to salvage our ancient democracy, history and culture.” While referring to a paragraph from the Framework Agreement that “…it is a mat-

ter of great satisfaction that the dialogue between the Government of India and NSCN have successfully concluded...”, WC demanded to know why haven’t this great satisfaction been shared with the Nagas till date? It wondered whether the propaganda campaign had misled the Government of India in 2015? WC also asked where was the post settlement political and administrative structure if it had successfully concluded? It further went on to state that in 25 years of ceasefire and dialogue, there have been two mutually beneficial agendas at work- Assimilation and Indianisation of Nagaland and Amassing wealth of Nagaland. Avoid contradictory statements: NSCN (K) Niki DIMAPUR, MAY 30 (NPN): Niki Sumi-led faction of NSCN (K) has cautioned that everyone talking in different languages regarding Naga solution would only cause confusion and urged the facilitators and stakeholders in Naga peace talks to avoid issuing mixed and contradictory statements. In a statement, the group sought clarity whether high officials of the Central government, including Prime Minister Narendra Modi or Union Home Minister Amit Shah, had officially and publicly laid out Naga solution or the people were only giving twisted narratives as per their own perspectives and speculations. Asking which accord or agreement would be implemented,

it wanted to know whether the Centre would give the Framework Agreement to NSCN (I-M) and the Agreed Position to NNPGs. And if this would be the case, the Niki-led faction demanded that, being the third entity, it too should be given a separate solution. And by the same logic, civil society organisations (CSOs) such as UNC, CNTC, NTC, TPO, ENPO, etc, should also have their separate solutions, it added.
