DIMAPUR, JUL 2 (NPN): In a major development, the National Green Tribunal (NGT) Eastern Zone bench, Kolkata has given four weeks’ time to the State government, Dimapur Municipal Council(DMC), Deputy Commissioner Dimapur and Nagaland Pollution Control Board(NPCB) to respond to a petition filed by Sunrise Colony, Burma Camp Dimapur in connection with dumping of solid waste and other wastes at the dumping site near the colony. After hearing the petition on July 1, through video conferencing, NGT bench justice B. Amit Sthalekar (Judicial Member) and expert member Saibal Dasgupta through an order, stated that the matter required consideration and therefore, directed the respondents to file para-wise reply within four weeks and listed the next date of hearing on August 2, 2022. The applicant(Sunrise Colony), alleged that dumping solid waste and other wastes at the dumping site was in complete violation of the Solid Waste Management Rules, 2016. It alleged that the dumping site was ill-maintained and located in the low-lying area which percolates and contaminates the ground water resources through leaching, which has direct effect on the life and health of the residents of the area including flora and fauna. The applicant also alleged that plastic, rubber and other toxic materialswere being burnt openly leading to toxic smell in the air.
CTCCTA warns against paying tax DIMAPUR, JUL 2 (NPN): Taking note of many Naga political groups issuing “information slip for collection of tax” under Chümoukedima town, the Chümoukedima Town Chamber of Commerce and Trade Association (CTCCTA) has warned that any business establishments paying tax to any group would be doing so at their own risk. In a press release, CTCCTA information and publicity Abung Pamei stated that collection of tax was “totally against” the resolution adopted by the general public of Chümoukedima town at weekly Saturday market on February 14, 2014. Further, it also pointed out that the dumping site was less than 30 meters away from the Dhansiri River and located about 40-50 meters from the human habitation, thus violating the siting criteria for selection of dumping site in accordance with the Solid Waste Management Rules, 2016. The applicant also prayed that the DMC be directed to re-locate the dump site to a more appropriate place in conformity with the environmental norms. In response, the Bench noted that the respondents shall also consider this plea of the applicant in their reply. In this regard, the bench directed DC Dimapur, CEO, DMC and chairman NPCB to also file their personal affidavits by the next date of listing. It may be mentioned that the Sunrise Colony had earlier filed a public interest litigation (PIL) in the Gauhati High Court, Kohima bench in 2017 after which the court had maintained that the matter
fell under the jurisdiction of the NGT as per Sec. 14 and Schedule 1 of the NGT Act, 2010.
Colony shocked over mishandling of waste management
In a press note, Sunrise colony council chairman John Zeliang and secretary Athemphu Kamei expressed shock at the manner in which the Urban Development and Municipal Affairs Department(UD&MAD) was handling and overseeing the waste management system in Dimapur. They said that despite knowing the bitter reality that DMC was running the dumping ground by violating the Municipal Solid Waste (Management and Handling) Rules 2000 and the Solid Waste Management Rules 2016, DMC was adjudged as one of the cleanest ULBs in the first category as announced on June 28, 2022. They opined that waste management system meant any facility or equipment used in, and any operations
carried out for, the management of waste including the collection, handling, transportation, storage, processing or disposal of waste, and may include one or more waste disposal sites. Further, the colony asked the department to take cue from the statement of the advisor Urban Development and Municipal Affairs, who reportedly stated in the award function that the common practice of disposal of waste in Nagaland was by collecting of waste and dumping at the dumping site without any treatment or segregation posing, a major environmental concern especially single use-plastic items. The council wondered whether the award was given byexamining and inspecting the waste management from source to disposal and its management at dumpsite. It questioned as to how municipal council, without even a garbage truck, was adjudged to have the best waste management system in place?

Home Ministry amends FCRA rules NEW DELHI, JUL 2 (PTI): The Union Home Ministry has amended certain rules related to the Foreign Contribution (Regulation) Act (FCRA) allowing Indians to receive up to Rs 10 lakh in a year from relatives staying abroad without informing the authorities. The earlier limit was Rs 1 lakh. In a notification, the home ministry also said if the amount exceeds, the individuals will now have 90 days to inform the government instead of 30 days earlier. In a separate notification, the home ministry made five more offences under the FCRA “compoundable” instead of directly prosecuting the organisations or individuals. Earlier, only seven offences under FCRA were compoundable. The new rules, Foreign Contribution (Regulation) Amendment Rules, 2022, were notified by MHA through a gazette notification on Friday night.

State logs 3 new Covid cases
DIMAPUR, JUL 2 (NPN): Nagaland on Saturday reported three fresh cases of COVID-19 taking the total caseload to 35,512. The death toll in the state remained at 761. Of the fresh cases, two were detected in Dimapur district and one in Mokokchung. Two more persons from Dimapur and Mokokchung recovered from the disease in the last 24 hours, taking the total number of recoveries in the state to 33,253. According to health department’ s daily bulletin, the current recovery rate was 93.64 per cent. At present, the state has only five active patients with mild symptoms.
PTI adds: India logged 17,092 new coronavirus infections, raising the tally to 4,34,86,326, while the active cases have increased to 1,09,568, the Union Health Ministry said on Saturday. The death toll has climbed to 5,25,168 with 29 new fatalities, data updated by the ministry at 8 am stated. The active cases comprise 0.25 per cent of the total infections. in Nagaland”. He said that by the time he returned to Kohima, he began publishing articles in the local dailies, radio talks, television interviews for the protection and promotion of consumer rights in the state. He informed that the college invited him to present a talk on “consumer rights” under Consumer Protection Act, 1986 which he said was a study course for LL.B students. In a few days’ time, he narrated that he was given the opportunity to teach in the college in 1997.

Correspondent KOHIMA, JUL 2 (NPN): Minister for PWD (Housing & Mechanical), Tongpang Ozüküm on Saturday said the state was in dire need for holistic approach and new technologies towards building an aesthetic and cost-efficient environment. Speaking at the open session-cum-seminar on “New Technology in Built Environment”, hosted by Indian Buildings Congress (IBC)-Nagaland centre
here, at Hotel Vivor, Tongpang said the event was a big step towards building a sustainable, resilient future. Stressing on the need to address challenges with regard to development in comparison to other states, he informed that the ministry of Housing & Urban Affairs sanctioned construction of one Demonstration Housing Project (DHP) to the Housing department, with the use of a pre-fabricated sandwich panel system and steel structural system.
The minister stated that such an initiative would be a “game changer” along with the training progammes which would be organised for state professionals, engineers, planners and construction workers. With road connectivity and unavailability of resources across the state, he hoped that such modern methods of construction based on advanced technologies would consume less time, minimise environmental impact and
have positive influence in the state. Further, Tongpang urged upon the IBC to guide the state with their knowledge and expertise in order to move under the direction of a developing and sustainable strategy. In his address, Er. V. S. Verma spoke on the need to use the latest technologies for an environment friendly society Informing that the country required 2.5 crore housing-dwelling units by 2030, Verma said by 2025, the housing sector would comprise of 13% of GDP. Fur ther, he urged upon the gathering to avoid creating pollution while constructing buildings. On behalf of M/s K P R Construction, Parag Bedmutha gave a presentation on the new emerging technologies for construction purposes and Swedi Kiso gave a presentation on Nagaland PWD. Presenting the technical report, DMC executive engineer, Badal Chandra Bhatra informed that improvement road at Supply Colony approach road was carried out in two phases. He said the first phase was 400m (2018-19) and second 550m (2022). Bhatra informed that the specification included WBM (Gr-II, Gr-III stone metal spreading and compacting, premix carpeting, premix seal coat and major repairing of 3ft dia hume pipe culvert. The work commenced on March 15, 2022 and was completed on May 10, 2022. Informing that the DMC was implementing agency, Bhatra said the work estimated at Rs. 41,56,155

GUWAHATI/ MORIGAON, JUL 2 (PTI): At least eight people from Assam, including one army jawan, have been killed so far in the landslide at a railway construction site in Manipur’s Noney district, state Cabinet Minister Pijush Hazarika said. Twelve others from the state, including a railway engineer, are still missing, he said. The overall death toll in the landslide at Tupul yard railway construction camp in the neighbouring state on Wednesday night has increased to 25, while 38 others are still missing. “It is an extremely tragic and unfortunate incident. Search and rescue operations are going on in full swing,” Hazarika, who reached Tupul on Saturday morning, told PTI over phone. After visiting the landslide site, he will be meeting the injured persons from the state undergoing treatment at a local hospital, the minister added. He said bodies of eight people from the state – seven construction company staff and one army jawan – have been recovered so far.

“One railway engineer and 11 other construction company workers are still missing. Five persons had been rescued, out of which two are currently hospitalised,” he said. Hazarika said the bodies of the deceased civilians will be airlifted to Assam and the state government will make all necessary arrangements. “We will also arrange for transportation of the injured workers back home,” he added.

The Bangladesh Assistant High Commissioner in Guwahati, Shah Md Tanvir Monsur handed over the gift to the Chief Minister’s Principal Secretary Samir Sinha on Friday night. The Bangladesh premier has sent 200 kgs of mangoes to Assam as a gift for prominent personalities of the state. Monsur said that the two countries at present enjoy the ‘’best of best relationship under the charismatic leadership of both Prime Ministers Sheikh Hasina and Narendra Modi. The Assam Chief Minister has also played a special role in this endeavour’’.
He said that these are the finest quality mangoes and the Prime Minister has a desire to share these with the neighbouring countries. ‘’She has, therefore, sent the finest quality of mangoes for the dignitaries of Assam. This gift from Bangladesh will make the sweet relationship between the countries sweeter’’, Monsur added. Man arrested for breached Barak embankment
HAILAKANDI, JUL 2 (PTI): A man was arrested in Assam’s Cachar district for the breach of an embankment of the Barak river, which led to the devastating floods in Silchar town, police said on Saturday. Kabul Khan, a resident of the Bethkundi area, was nabbed from his house on Friday night, they said. Khan had allegedly filmed a video of the breach, which Chief Minister Himanta Biswa Sarma had shown to the people when he had visited the embankment site on Friday. Sarma had asked the people to identify the voices in the video, subsequently, Khan was identified. He was detained for interrogation and later arrested, a senior police officer said. Efforts are on to identify the others involved in the incident, he said. The district administration maintains that the embankment was breached by miscreants, while locals claim that it was already damaged since the floods in May and they have been urging the authorities to repair it. As repeated appeals to repair it fell on deaf ears, some people of the area dug the embankment so that the water that entered their houses could recede into the river, locals said.

GUWAHATI, JULY 2 (IANS): A United Liberation Front of Asom-Independent (ULFA-I) cadre died in a gunfight between suspected cadres of the banned separatist outfit and security forces in Assam’s Tinsukia district, police said. The deceased has been identified as Gyan Asom. According to sources, the security forces earlier got information about a group of six ULFA-I cadres led by
Rupom Asom taking shelter at Dapather Majgaon area under Kakopathar police station. Some of the security personnel were then sent in civil uniform to confirm the presence of the banned terror outfit’s member. A senior police officer said, “A joint team of 14 Assam Regiment and Police led this operation after getting affirmation from their source.” According to reports,
the security team came under heavy gunfire as soon as they approached a house and were also attacked by the terror outfit cadres with grenades. “In retaliatory fire, two cadres sustained bullet injuries as they tried to flee towards the path from the backyard of the house,” informed sources. “The militants entered the house in the early morning hours of Friday and took shelter at gunpoint. A bag containing an IED has been recovered from the house where they were hiding,” the source added. Tinsukia Superintendent of Police, Debojit Deuri said, “There were six militants hiding in a house. During the joint operation by the Police and Army, one militant was killed.” The security forces are conducting search operations to nab the rest of the ULFA-I cadres who could flee from there.

Gharphalia said the administration was in touch with the families of the deceased, injured or missing and rendering all possible assistance. The chief minister had on Friday shared a list of 22 names from Morigaon district who were engaged at the railway construction site. Out of these, five were rescued in injured condition, five confirmed dead and 12 others are still to be traced. Most of the people from the state engaged at the landslide site hailed from Morigaon and had gone to work as staff of the construction company about 20 days back.

AGARTALA, JUL 2 (PTI): A section of leaders of the Indigenous People’s Front of Tripura (IPFT), an ally of the BJP in the North-eastern state, on Saturday defected to the Tripra Motha, a regional political party, at a function here ahead of the Assembly elections due next year. However, all seven MLAs, including two ministers, of the party did not jump ship. Leaders of the two factions of the party are among the legislators. Welcoming the newcomers, Pradyot Kishore Debbarma said this joining programme is about sending a message to the people for unity. “People are always bigger than the party. Let’s be together and speak in one voice in Delhi to push a constitutional solution to the Greater Tipraland demand,” he said. ‘Greater Tipraland’ is an extension of the IPFT’s earlier demand for ‘Tipraland’, a separate
state for tribals by carving out the Tripura Tribal Areas Autonomous District Council (TTAADC) area. The proposed ‘Greater Tipraland’ state would include tribal majority areas of Tripura, Assam, Mizoram, and even Chittagong Hill Tracts of Bangladesh. The TTAADC comprises two-thirds of Tripura’s territory and is home to the tribals who constitute a third of the state’s estimated 40 lakh population. The Tipra Motha, formed early last year, swept the TTAADC elections held in April 2021, winning 18 of the 28 seats over the ‘Greater Tipraland’ demand in a direct contest with the ruling BJP-IPFT alliance.

AG A RTA L A , J U L 2 (PTI): Tripura Education Minister Ratan Lal Nath on Saturday assured a delegation of Teacher Eligibility Test (TET) qualified candidates that they would be appointed in a phased manner before the Durga puja. At present, the state has 3,621 people who have qualified the TET and are eligible for appointment as teachers for class 1 to 8. Hundreds of TET qualified candidates on Saturday gheraoed the Education minister’s residence seeking appointment of all the TET qualified teachers in one-go. A delegation of the TET qualified candidates was called to meet the Education minister to put forward their demand. Nath, after meeting the delegation told reporters that the government is keen to appoint the TET qualified teacher in a phased before Durga puja because the government schools are having shortage of teach-
ing staff. “We have already taken a process to issue offers of appointment for around 600 graduate and post-graduate teachers. Besides, the department is contemplating to recruit the TET qualified teachers in a phased manner before puja”, he said. Noting that the government is not going to recruit all the TET qualified teachers in one go because this kind of recruitment is not done in the country, the Education minister said he would take up the issue (TET qualified candidates) with Chief Minister Manik Saha once he returns. Currently, the chief minister is in Telangana to attend BJP’s national executive meeting. “The Education department will find a solution to the present problem facing the TET qualified candidates after consultation with the chief minister and the Finance department”, he said. Although the minister said the state is having shortage of teachers after sacking of 10,323 teachers around two years back following a Supreme Court order, he did not specify the number the schools that need teachers. After meeting with the ministers, the TET qualified candidates withdrew their agitation.

AIZAWL, JULY 2 (IANS): The Mizoram government launched online processing of the RTI making it the 8th state in the country to offer online facilities for the applicants who are seeking various information under the Right to Information Act, officials said on Saturday. Launching the Mizoram RTI online scheme at a function held here, Chief Minister Zoramthanga highlighted the practicality of providing easy accessibility to RTI applications and being able to track the progress of the applications by the applicants from remote places and outside the state. He also said that this RTI online facility will be a useful platform to showcase the achievement and performances of the state government. “Users can track their RTI application, thus fulfilling transparency while the online platform will ensure timely delivery of the queries as well,” he added. Officials said that for those who want to file an online RTI application but do not have the necessary device, there are around 800 Common Service Centres and Rural Information Kiosks.

ITANAGAR, JUL 2 (PTI): Four persons, including two policemen, were arrested from Arunachal Pradesh’s capital Itanagar for allegedly being involved in a drug smuggling racket, a senior officer said on Saturday. Over 90 gram of heroin was recovered from two of the accused, he said. Acting on a tip-off, a team of policemen apprehended two persons from an area near Ramakrishna Mission Hospital here on Thursday and seized 91.69 gram heroin from their possession, Capital SP Jimmy Chiram said. The two are residents of Papum Pare and Lower Subansiri districts. “During interrogation, they named the two policemen who are part of the racket. Our team verified whether the security personnel were involved in it or not before taking any action” the SP said. Two constables, one each from the state police and the 4th India Reserve Battalion, were arrested after a vehicle, used for delivery of the contraband, and Rs 32,000 in cash were seized from their possession, the officer said.
All the four accused have been booked under various provisions of the Narcotic Drugs and Psychotropic Substances Act, 1985, and the case has been registered at Itanagar Police Station, he said. NEW DELHI, JUL 2 (PTI): The anti-terror probe agency NIA will investigate the killing of a chemist in Maharashtra’s Amravati, the government said on Saturday, after it emerged it might be linked to his social media posts supporting suspended BJP leader Nupur Sharma. The chemist, Umesh Prahladrao Kolhe, was killed on June 21. A Home Ministry spokesperson tweeted that the probe of the case relating to the “barbaric killing” of Kolhe has been handed over to the NIA. The federal probe agency would thoroughly investigate the conspiracy behind the killing and involvement of organisations and international linkages. Kolhe’s killing had
taken place a week before two men hacked to death a tailor in Rajasthan’s Udaipur before posting videos online saying that they were avenging an insult to Islam. Days before his killing, the Udaipur tailor had told the local police that he had received threats over a social media post shared from his account, apparently “supporting” BJP leader Sharma’s remarks on Prophet Mohammad. The Maharashtra Police have arrested five people in connection with the Amravati killing and are looking for one Irfan Khan, who runs an NGO and is alleged to be the prime accused in the case. According to the police, Kolhe had allegedly shared a post on some WhatsApp groups in support of Nupur Sharma, following which Khan is alleged to have hatched a conspiracy to eliminate him. Kolhe was killed between 10 pm and 10.30 pm on June 21 when he was returning home on a two-wheeler after closing his shop.

ust when north east states having border disputes with Assam are trying to resolve them through dialogue before the 75th Indian independence day on August 15, 2022 as advised by union home minister Amit Shah, Assam a BJPruled state, has again re-activated its belligerence along the border with Nagaland after a lull of almost a year. On June 27, intruders from Assam side destroyed plantations belonging to villagers of Yajang C under Mokokchung district. The incident occurred on Sunday when the villagers were attending Sunday church service. On learning about the reports of Assam police and some Assam villagers “deliberately destroying” standing crops of cultivated land and plantations belonging to Yajang ‘C’ Village, a delegation of Central Nagaland Students Association (CNSA) and Ao Kaketshir Mundang (AKM) went to the spot on June 29, 2022. The student delegation verified the matter and confirmed that the land in question belonged to Yajang C Village (Ao Naga) and was well within the territory of Yajang C village. The traditional and historical boundary between the Aos and Ahoms, is in Sivasagar (erstwhile Sibsagar) but which has been redrawn by the British through the 1925 notification. The British took special interest in Assam mainly for growing tea gardens and extraction of natural resources. The dispute did not arise merely when both states claimed the same area as that would make it a matter of claims and counter-claim. The dispute arose when the British colonial government arbitrarily transferred huge chunks of land belong to Naga tribes to Assam and placed it under Sibsagar for expanding tea gardens and extraction of natural resources. During their visit to the site of Sunday’s incident, both –CNSA and AKM- asserted that besides the particular plantation area destroyed by intruders from Assam side, the tea estates under cultivation beyond the land belong to Yajang ‘C’village as these estates have been paying land tax to the village. Coincidentally, another major incident occurred around the same time- on July 1, 2021- in the same area, when Assam dispatched a contingent of around one hundred uniformed personnel led by the Armed Police Battalion inside Tzurongkong area within the vicinity of Vikuto village to set up an outpost. These two instances of using force to intrude inside the territory of another state, do not augur well for peace and harmony among those living along the border areas and the people of both states in general. Besides police or other state agencies of Assam, it has also been the practice of some organisations in Assam, to enforce economic blockade at the entry points to Mokokchung over border issues. As per the border agreement between Assam and Nagaland, reaffirmed at almost every inter-state border meeting, they are to maintain a status quo and no activity undertaken by any of them in the disputed areas. States in the region such as Nagaland, Meghalaya, Mizoram and Arunachal Pradesh have a long history of boundary dispute with Assam with frequent violent incidents. This should make Assam realise that its border disputes with other north eastern states reinforces the belief that it is justifying its claims on to the wrong policies of the colonial rulers, at the expense of the rightful owners. Rejecting the traditional ownership is like rejecting history and in doing so, the distortion of the past is sought to be justified.

Many of us who call ourselves Christians are not truly devoted to Jesus Christ. No one on earth has this passionate love for the Lord Jesus unless the Holy Spirit has given it to him. We may admire, respect, and revere Him, but we cannot love Him on our own. The only One who truly loves the Lord Jesus is the Holy Spirit, and it is He who has “poured out in our hearts” the very “love of God” (Romans 5:5). Whenever the Holy Spirit sees an opportunity to glorify Jesus through you, He will take your entire being and set you ablaze with glowing devotion to Jesus Christ. The Christian life is a life characterized by true and spontaneous creativity. Consequently, a disciple is subject to the same charge that was leveled against Jesus Christ, namely, the charge of inconsistency. But Jesus Christ was always consistent in His relationship to God, and a Christian must be consistent in his relationship to the life of the Son of God in him, not consistent to strict, unyielding doctrines. Why is rupee falling and how will it impact the Indian economy?
T
he Indian rupee has been on a downward spiral for the last few days and on Wednesday, it hit a record low of 79.03 against the US dollar. This has sparked a debate among analysts about whether the domestic currency could see further decline amid weak fundamentals. The rupee is down nearly 6 per cent since January this year. However, on Thursday, it managed to recover from its record low after gaining 13 paise to hit 78.90 against the dollar. Now, this is a double whammy for the common man with the countr y reeling under high inflation and the prices of everyday items drastically going up. Union Finance Minister Nirmala Sitharaman, however, recently said that the Indian currency is relatively better placed than other global currencies against the greenback. In the meantime, as the currency volatility continues, let’s decode what this means for you. Why is rupee falling? T h e va l u e o f t h e Indian rupee to the US Dollar works on a demand
and supply basis. If there is a higher demand for the US Dollar, the value of the Indian rupee depreciates and vice-versa. If a country imports more than it exports, then the demand for the dollar will be higher than the supply and the domestic currency like Rupee in India will depreciate against the dollar. The rupee’s fall these days is mainly due to high crude oil prices, a strong dollar overseas, and foreign capital outflows. The rupee has been on the decline since early this year, especially after supply chain disruptions in view of the Russia-Ukraine war, global economic challenges, inflation, and high crude oil prices, among other issues. Besides, there have been heavy foreign fund outflows from the domestic markets as the foreign institutional investors (FIIs) have sold shares worth $28.4 billion so far this year, outstripping the $11.8-billion sell-off seen during the Global Financial Crisis of 2008. The rupee has depreciated 5.9 per cent versus the dollar so far this calendar year.
As money f lows out of India, the rupeedollar exchange rate gets impacted, depreciating the rupee. Such depreciation puts considerable pressure on the already high import prices of crude and raw m a t e r i a l s, p av i n g t h e path for higher imported inflation and production costs besides higher retail inflation. Meanwhile, the US Federal Reserve recently increased the interest rates, and the return on dollar assets increased compared with those of emerging markets such as India. Speculations are there could me more aggressive rate hikes by the US Fed and that may further dent the Indian currency. How does a weak rupee impact you and the economy? Since India mostly d e p e n d s o n i m p o r t s, including crude oil, metals, electronics, etc. the country makes payments in US dollars. Now if the rupee is weak, it has to pay more for the same quantity of items. In such cases, the cost of raw materials and production goes up which gets passed on to the
consumers. On the other hand, a weakening domestic currency boosts exports as shipments get more competitive and foreign buyers gain more p u r c h a s i n g p o w e r. However, in the current scenario of weak global demand and persistent volatility, exporters are not supportive of the currency fall. The falling rupee’s biggest impact is on inf lation, given India imports over 80 per cent of its crude oil, which is the country’s biggest import. The global crude prices have sustained at over $100 a barrel since Russia’s invasion of Ukraine in February this year. High oil prices and a weaker rupee will only add to inflationary pressures in the economy. How crude oil prices affect rupee? India depends heavily on crude oil imports to meet over 80 per cent of its energy requirements. Whenever oil prices see an uptick, it tends to pressurise the rupee as India’s import bills soar over higher crude prices. In May, the Brent
cr ude touched $110 a barrel, which has now jumped to $122 per barrel. If oil prices are rising, it means imports are rising continuously. This pushes up the demand for the US dollar which strengthens the dollar against the rupee. The Indian rupee has been on the decline since January this year, this erodes the purchasing power of the Indian currency in the international market. Is rupee likely to see more decline? Several analysts believe the Rupee could decline further against the dollar in the next few sessions as oil prices go up and the FII sell-off continues. As per analysts, the fundamentals of the Indian economy have deteriorated. But this is where RBI’s role comes into play and the central bank has been taking actions to stall the free fall. In May, it used India’s huge stockpile forex reserves to prevent the rupee from hitting the Rs 77.5 level against the US dollar. Will RBI intervene further? The Reserve Bank of India (RBI) is fighting on
several fronts to slow the rupee’s decline to fresh records. The central bank is said to have sold dollars at 78.97-78.98 per US dollar on Wednesday and has heavily expanded its foreign exchange reserves to shield the rupee from a runaway depreciation. Since February 25, the headline foreign exchange reserves have declined by $40.94 billion. There are chances that the central bank may intervene further as the rupee sees a further decline. Last week, RBI Deputy Governor, Michael D Patra said the central bank will not allow “jerky movements” of the rupee and stressed that the Indian currency has witnessed the least depreciation in recent times. “We will stand for its stability and we are doing it. We are there in the market and we will not allow disorderly movement of the rupee. We have no level in mind, but we will not allow jerky movement. That is for certain,” Patra had said. hat is it with we Nagas and our complete disregard for blaring ambulances transporting fatal patients to emergency rooms! We hardly prioritize the sick transported in ambulances above our needs in jams. I find this creed utterly morbid. There is a dying patient being transported in an ambulance with emergency signals on, and yet we are indecent to make way for it until emergency vehicles are next to you with deafening blares, or until we are accosted verbally or a medic riding shotgun bangs his hand on ambulance's door to amplify the seriousness, we do not classify their dire needs for emergency rooms. Respecting ambulances and fire brigades on duty in roads doesn't have to be a knowledge that has to be drummed in an individual, because we all know what lies in the other end. Only problem is that we do not have the common courtesy to initiate other's need before us. I am not directing this article to all drivers but few hard-headed ones. I know spewing common courtesy would be equivalent to preaching to the choir. Hence, I'd prefer to let you know that Karma do happen. So, the next time you hear emergency vehicles approaching far behind you, make a wide berth for them because in the near future, your position could be reversed and you or your acquittances could be the one needing an emergency care. No amount of curses can bring back the deceased because they failed to reach hospitals in time; or salvageable houses burned down to ashes, all due to the indifferent and passionless drivers appropriating to their needs more. And so I add, if you want others to allocate your emergency needs before theirs daily chores, which hopefully would never happen, you ought to start respecting their, one day at a time. In addition, I'd like to add an insight: reckless and lawless drivers are constantly giving birth to avoidable traffic jams. Traffic jams has become a daily basis for us Dimapurians. Despite our knowledgeable Traffic regulations that we're made aware through different medias, there is still numerous hurdles we have to overcome in order for everyone to develop an impulse to follow these regulations diligently. What's the purpose of ninety percent of the total population practicing traffic principles if the remaining ten percentile does not regard
these rules. Everyday, you will notice serpentine of vehicles lined up to traffic points waiting for the police to direct vehicles coming from different sides to pass consecutively, one-sided at a time. While you are stuck in these jams, it is unastonishing to sight unruly drivers zooming past jam-packed vehicles on the open wrong lane. These drivers care less if their impatience lead to more jams. And naturally, when vehicles start approaching from the opposite side, traffic comes to a full standstill, since these wayward drivers have occupied the wrong lane from faulty direction, impeding overall movements. In a nutshell, the outcome is disparaging. The good traffic abiding drivers, ultimately, have to accommodate these heedless drivers by systematically moving their vehicles few inches until there's enough space to avail insubordinate drivers. You'd be surprised to note that many of these vehicles belong to bureaucrats with official lights on their dreary way to everyday office works; it would be immoral and a sin to exclude junior police officers on their daily chores, nothing emergency. This shows complete abuse of their government given powers. Such degrading practices can only be stopped individually. Nothing more for me to state here. Anyways, these wilful acts often happen on the roads that lack road-dividers. But despite the facts, I urge the responsible authority to leave these roads as it is because we would be left with no instance for us to personally abide regulations by ourselves if all roads are divided. Then, we become mere condemned sheep, unconditionally, doing what we are directed to do and not being able to do what we are supposed to on our own without blowbacks. It can enable drivers to build restrain. On the brighter side, City Police Patrol vehicles deserve appreciation. They are armed to the teeth and fully exposed reflecting intimidating picture. So there would be no dread for other drivers giving them a wide berth even in jams. But unless they are in emergencies, they reduce themselves to ordinary citizens and ardently follows traffic regulations. There is also everincreasing numbers of female drivers and it should be noted that they earnestly abide driving rules and so, has become a matter to encourage more female drivers. The war against plastic
nternational Plastic Bag Free Day is celebrated every year on July 3. The day aims to encourage nations to start banning single-use plastics (SUPs). India has banned all singleuse plastic items from July 1 which includes plastic sticks, flags, polystyrene, plates, cups, glasses, cutlery, straw, trays, wrapping or packing films, plastic bags, plastic or PVC banners less than 100 microns, etc. I am supportive of this move to ban plastic as the way I see it, plastic wastes are the plastic end products of what we consumed and used, due to be discarded. Had the ideas about repurposing and recycling plastic wastes come side by side with their production, we will not have so much plastic pollution now. If those plastic bottles and other plastic items which have reached the oceans were shredded and used in all the construction sites when real estate development boomed, we will not have this much of a problem. Right now, we can no longer undo what had been done. But we can correct our attitude towards the plastic items that are
still in use at present by proper waste management, say what goes where? Knowing plastic by its kind, category, or chemical make-up will tell us what to do next. Now that climate change and its environmental impact is high on many governments’ agendas, it has highlighted the importance of tackling the increasing plastic waste pollution problem we have. Over the years, the use of plastic has been adopted in practically every industry due to its lower cost and durability, however the effect on the environment and our planet is a devastating one, as many forms of plastic take hundreds of years to break-down and then only into micro-plastics which are often mistake by land and sea creatures as food causing devastation. Will banning plastics for good, wholly work, starting from the government offices to the grassroots? There is so much to do and consider while taking this step. The centre says defaulters would be penalised, but is there enough awareness, especially for people who have no access to what is going on in the world?
Some Indian states, such as Maharashtra and Karnataka have tried to ban single-use plastic in the past, but those efforts have largely been failures. If this national ban going into effect works, India will hopefully replace single-use plastic bags with thicker ones that are more durable, which in turn should help reduce overall plastic use. I believe that developing economies are more likely to benefit more from the strategy of recycling and waste management over fines or bans. Plus, it comes with employment opportunities within the recycling chain. Many consumer goods companies in India will suffer as a result of the ban and small companies will be hit disproportionately harder. With this in mind, the centre should offer subsidies for new machines, and other incentives for the transition to alternatives. There are limited resources of the country’s pollution board, lack of public awareness and a proper plan to transition into recyclables. While we speak of recyclables, the centre must do what it can, to assist companies in the recycling business and join hands with them, if eradicating plastics completely is the goal. NEW DELHI, JUL 2 (PTI): SpiceJet said its flight heading to Jabalpur returned to Delhi on Saturday after crew members observed smoke in the cabin at around 5,000-feet altitude. There was oil leakage in one of the engines of the Q400 aircraft and that is likely the reason for smoke in the plane, officials of aviation regulator DGCA said
after preliminary investigation. This is fifth such incident on SpiceJet aircraft in two weeks. The Directorate General of Civil Aviation (DGCA) is investigating all the five incidents. On June 19, an engine on SpiceJet’s Delhi-bound aircraft carrying 185 passengers caught fire soon after taking off from the Patna airport and the plane
made an emergency landing minutes later. The engine malfunctioned because of a bird hit. In another incident on June 19, a flight for Jabalpur had to return to Delhi due to cabin pressurisation issues. Fuselage door warnings lit up on two separate planes while taking off on June 24 and June 25, forcing the them to abandon their journeys and return. “On July 2, 2022, SpiceJet Q400 aircraft was operating SG-2962 (Delhi-Jabalpur),” the airline’s spokesperson said in a statement. At 5,000 feet, the crew noticed smoke in the cabin, the spokesperson noted. “The pilots decided to return back to Delhi. The aircraft landed safely at Delhi and passengers were safely disembarked,” the spokesperson said. An alternate flight was immediately arranged for affected passengers and it has already reached Jabalpur, the spokesperson added. It is not clear how many passengers were travelling on Delhi-Jabalpur flight in which the smoke incident took place.
HYDERABAD, JULY 2 (IANS): Telangana Chief Minister K. Chandrasekhar Rao on Saturday came down heavily on the BJP government at the Centre led by Prime Minister Narendra Modi, accusing it of killing democracy and federal system in the country. He also alleged that the Centre is letting loose repression on those raising their voice against him. Hours before Modi’s arrival in Hyderabad to attend BJP’s national executive meeting, Rao launched a bitter attack on him and dared him to answer his questions at the BJP public meeting scheduled in the city on Sunday. KCR, as Rao is popularly known, was addressing a meeting organised by his Telangana Rashtra Samithi (TRS) after welcoming Yashwant Sinha, who is joint candidate of opposition parties for Presidential elections. “Definitely a change will come. There were several Prime Ministers before you. People gave them the opportunity and they played their role,” KCR said. KCR also alleged that the Modi is busy toppling state governments. “So far you have toppled nine governments,” he said. On a statement by a Union minister that BJP can topple the government in Telangana too as it did in Maharashtra, KCR said he is waiting for it. “We are waiting for it, so that we could become free and topple you in Delhi,” he said. KCR also slammed the Centre for its coal import policy. He questioned the need for importing coal when India has sufficient coal stocks for 100 years. He alleged that to benefit his corporate friends, the Prime Minister is importing coal and forcing states to use 10 per cent of the imported coal.

Sources said that the NDA is likely to name the fromer Punjab Chief Minister as its candidate for the Vice President’s post. “Several names are doing the rounds of which the prominent ones are Amarinder Singh, Madhya Pradesh Chief Minister Shivraj Singh Chouhan and Minority Affairs Minister Mukhtar Abbas Naqvi. The vice presidential candidate will be finalised by the top BJP leadership and the Parliamentary Board,” said a BJP insider. Singh is currently in London for a back surgery. However, a close aide of the former Punjab Chief
Minister said that no confirmation has been received yet proposing Singh’s name as NDA’s nominee for the Vice President’s post. There is also a buzz in BJP circles that incumbent Vice President M. Venkaiah Naidu could be given a second term, but as of now there have been no official deliberations on this. Singh left the Congress and formed the Punjab Lok Congress after he was removed from the post of Punjab Chief Minister last year. He contested the recent Punjab Assembly polls in alliance with the BJP. The BJP-led NDA candidate is all set to become the next Vice President as the voters are the Members of Parliament and the BJP has a huge mandate in the Lok Sabha while in the Rajya Sabha, it is the singlelargest party having more than 90 seats. In the last election in 2017, the Opposition had fielded Gopalkrishna Gandhi but he lost to Naidu. Naidu polled 516 votes while Gandhi could manage only 244 votes. The Vice Presidential election is scheduled to be held on August 6.

Pointing out the low penetration of the non-life sector in the country - about 1 per cent- two decades after opening up the sector, Panda said the global average of insurance penetration is 4.16 per cent. He said the target penetration rate is 2.52 per cent by FY27 and it means the Indian non-life sector would grow from Rs 2.20 lakh crore premium from FY22 to a whopping Rs 11.73 lakh crore by FY27. Panda also listed out the target for all the non-life insurance companies. At the meeting Panda sounded like a consultant or a CEO of an insurance company but certainly not like a sectoral regulator.

CHENNAI, JUL 2 (IANS): The share of large borrowers for scheduled commercial banks (SCB) has declined in the recent times while their share in the gross non-performing assets (GNPA) also went down, said the Reserve Bank of India (RBI). According to the RBI’s Financial Stability Report, June 22, the share of large borrowers, those having aggregate fund and nonfund based exposure of Rs 5 crore and above, has been declining in the recent years. This indicates the reduction in credit concentration and diversification of borrowers. Their share in total GNPA of SCBs moderated marginally to 62.3 per cent during second half of 2021-22 and remained well below its level in September 2020 (75.6 per cent). The GNPA ratio of large borrowers has been declining over the last two years to reach 7.7 per cent in March 2022, the RBI said. As industrial activity revived during the second half of the year, the share of top 100 large borrowers in SCBs’ total loan books as well as in SCBs’ GNPA increased.

NEW DELHI, JUL 2 (AGENCIES): The government would depend on its public capital expenditure programme to revive demand in the economy and might not go for sectorspecific fiscal measures, Finance Minister Nirmala Sitharaman told Business Standard on Friday. In a wide-ranging interview, Sitharaman said the Centre would finalise the privatisation of a public sector bank soon. Also, the fiscal deficit and growth situation were very comfortable this year in spite of continuing external headwinds, she added. “The route we have chosen and the one we are sticking with is capex. Even during the pandemic, we adopted this method of spend on capital assets to ensure economic revival. And states really showed that they had the absorptive capacity,” Sitharaman said. The Centre’s capex outlay is estimated at Rs 7.5 trillion in FY23. Of that, Rs 1 trillion will go to states as a long-term, interest-free loan for their capex needs, according to the FM.

His death was announced by his family, who said he died peacefully with his sons Craig and Robert by his side. Turkel was born July 15, 1927 in Brooklyn, and at age 17 enlisted in the Merchant Marines and then joined the US Army and saw active wartime service in Europe. Ireland women’s football coach Vera Pauw says she was raped THE HAGUE, JUL 2 (AP): Ireland women’s football coach Vera Pauw has said that she was raped by a “prominent football official” in 1986 and sexually assaulted by two other men when she was a player in the Netherlands. Pauw made the claims in a report that was published Saturday in respected Dutch newspaper NRC and in a statement she posted on Twitter. The official was not identified in Pauw’s statement or the NRC story. “Even those closest to me have not known of the rape I endured at the hands of a prominent football official when I was a young player,” Pauw wrote. “Later, two sexual assaults by two other men were added to this record. All three men were employed within Dutch football at the time of these incidents.” NRC wrote that the alleged rape happened at Pauw’s home in 1986. In an interview with the NRC, the coach said he was “stunned by the allegation” and denied that a rape happened. “Nothing inappropriate has happened in that regard,” he told the newspaper. Pauw also said that, as a player and as coach with the Dutch national team, she was exposed to

For example, Vera has unfortunately been confronted in the past with a number of errors (of judgment) and harmful comments from (former) KNVB employees.” The association said that the investigation found “that there was no plan or policy of the KNVB behind this,” but said it is “unacceptable that Vera did not experience the safe working environment to which
she was entitled at the time. In personal contact with Vera we have experienced that this situation unfortunately has a deep impact on her and we are sorry.” The Football Association of Ireland gave Pauw its backing. “The FAI is absolutely aware of the impact these revelations will have on Vera’s well-being and have assured her of the ongoing full support of the FAI Board and all her colleagues at the Association,” it said.

AIFF sets to put house in shape as SC removes old order Nagaland schools chess tournament NEW DELHI, JUL 2 (AGENCIES): The winds of change seem to be sweeping the All India Football Federation. The metamorphosis is wrought by the recent verdicts of the country’s Supreme Court, which has blown off the Federation’s executive order in preference for a new constitution and a new committee. The intervention from the apex court came on the back of some appeals that questioned the validity of the incumbent executive body that was holding to power despite seeing its term ending almost 17 months ago, Sportstar report stated. Some frowned on this arrangement as the AIFF president Praful Patel was supposed to step down after having completed three consecutive terms and 12 years in office in December 2020. The president’s office appeared to be driven into a monolithic state where it was resisting repeated demands from the affiliated state associations to initiate the election process for a new executive body. The seeds of the problem lay in the lethargic
approach of the Federation to the formulation and adoption of a constitution in line with the sports code of the country. It was back in 2017 when the Supreme Court through an order constituted the first committee of administrators, comprising former Chief Election Commissioner S.Y. Quraishi and former India captain Bhaskar Ganguly, to formulate the new AIFF constitution. The process dragged on for years till the AIFF executive committee approached the end of its term. With a raging pandemic throwing the world in disarray, the AIFF mandarins sought to extend its term of office indefinitely citing that the “constitution was sub judice,” in a
virtually held AGM in December 2020. Having seen the end of its legal term in office, the AIFF executive continued to function as an interim body with Patel announcing in the AGM that the “executive committee will not take any major financial or policy decisions during this extended period till the AIFF elections are held.” The interim arrangement rolled on to a state of indefiniteness as the executive committee continued in office well beyond a year. The uncertainty about the new constitution came handy again as the AIFF filed yet another petition to the Apex Court to organize the second AGM in February 2022. But this time Patel faced voices of dissent from some state units, who
wanted to know why the Federation was delaying the elections. “The AIFF president said that the interim executive committee will not take any major financial or policy decisions but in reality, the interim committee overstepped its jurisdiction and kept taking all major financial and policy decisions. It was appointing and making huge payments to a lot of vendors and bidding for international events, which it was not supposed to do,” said a state association official not willing to be named. “The AIFF executive committee kept extending its term citing delay on the Supreme Court’s part. So, it was upon the Top Court to intervene, which it did by removing the president and the executive committee to initiate the much-needed process of change,” said another state association representative. The Supreme Court added the name of its former Judge Anil Dave with the existing CoA members and asked it to take charge of AIFF to “facilitate holding of elections in consonance with the new constitution.” The order came soon after
Bhaskar Ganguly wrote to the Chief Justice of India N.V. Ramana that he and Quraishi had submitted the draft constitution to the court in January 2022. Ganguli’s letter stirred up the legal process and brought to light multiple pleas urging the Top Court to look into the “illegal continuation of the AIFF executive committee.” The axe finally fell on the AIFF executive committee on May 18 when the CoA was asked to take charge of AIFF and bring order in the Federation. The unceremonious removal of the executive committee immediately gave birth to fears of a ban coming from the world governing body football – FIFA. It was said that the world body does not acknowledge “third party interference” in the functioning of its affiliates and a ban was soon to happen making India a pariah in world football. The CoA made a smart move by asking the former president Praful Patel, who is a FIFA Council member since 2019, to explain the proper perspective behind the Supreme Court order.
