Nagas will move forward through unity, says Rio at Moatsu Festival

Correspondent

MOKOKCHUNG, MAY 2

(NPN): State chief minister Neiphiu Rio on Monday expressed his happiness at the presence of leaders of all the 15 tribes hohos during Moatsu festival celebration at the Imkomgmeren Sports Com plex, Mokokchung, saying coming together of tribal leaders shows the sign of unity amongst the Nagas.

The chief minister, who graced the celebration as chief guest, said that through such unity the Nagas will move forward and keep the hopes alive for the younger Naga generations.

Stating that there was no place for individualism, clannism and tribalism, Rio called for imprinting ‘Nagaism’ on the minds of the people of the state. On the occasion, the chief minister

informed the gathering that a meeting has been called amongst the various tribal leaders, political parties and renowned leaders of the state on May 9 to discuss the issue of Municipal Act.

Rio, therefore requested all tribal leaders present at the celebration to attend the proposed meeting. Extending warm Moatsu greeting to

the members of Ao community, the chief minister said that it was very important to celebrate such festivals.

He said that it was through celebration of festivals that friendships and bonding between neighbours were built and brotherhood amongst various tribes were strengthened. Rio further stressed that it was through

such festivals that the feeling of oneness, unity and one’s identity was known and that the common traditions and cultures of the Nagas are shared.

Minister RD & SIRD Metsubo Jamir, who attended the celebration as the guest of honour, also gave a brief speech.

‘Will rethink decision to quit as NCP chief’: Pawar

M UMBAI, MAY 2 (AGENCIES): In a dramatic development, Sharad Pawar on Tuesday decided to step down as the president of the Nationalist Congress Party (NCP) he founded and helmed since 1999. However, with pressure mounting on Pawar to take back his resignation, the 82-year-old veteran politician has sought 2-3 days to reconsider.

The announcement by Pawar at an event in Mumbai to release the updated version of his Marathi autobiography stunned leaders and workers of his party, and many were seen crying and pleading with the 82-year-old wily Maratha

Rainfall likely to continue in NE

DIMAPUR, MAY 2

(NPN): India Meteorological Department (IMD) has predicted that scattered to fairly widespread light/ moderate rainfall was likely to continue over North East region.

IMD stated that light/ moderate fairly widespread to widespread rainfall with thunderstorm/lightning/ gusty winds was very likely over the region during next five days.

It said that heavy rainfall was very likely at isolated places over Arunachal Pradesh during May 3-5 and over Assam & Meghalaya May 3 & 5..

As per IMD’s five-day rainfall forecast, scattered rainfall was likely to occur at isolated places over Nagaland, Manipur, Mizoram & Tripura from May 3-6.

strongman to reconsider the surprise decision.

A meeting of a committee of party leaders— which Pawar said should decide on the election for his successor—was held at his residence later, after which his nephew Ajit Pawar an-

nounced that his uncle will need two to three days to ‘think over’ his decision.

The decision by one of the tallest Opposition leaders in the country who could bring their parties together against the BJP ahead of the Lok Sabha elections also

comes amid intense speculation over Ajit Pawar’s next political move.

“I am with you, but not as NCP chief,” Pawar, the master of twists and turns known for his deft political manoeuvring, told the emotional party workers. He had formed the NCP after he was expelled by the Congress for raising the issue of Sonia Gandhi’s foreign origin.

The announcement by the NCP president, a key Congress ally, came less than a fortnight after his daughter and Lok Sabha member Supriya Sule indicated there will be two political ‘blasts’ in 15 days, one in Delhi and another in Maharashtra.

While extending Moatsü greetings, at the festival celebration organised by Ongpangkong Senso Telongjem Dimapur at Senden Riju here on Tuesday, Imchen lamented that people have been held for the past 26 years to the AK 47 and today are demanding to know the status of 26 years of political negotiations. He reiterated that every Naga has the right to know the truth about the negotiations since they were also stakeholders.

Imchen recalled that the Naga National Council (NNC) and Federal Government of Nagaland (FGN) were functioning together, but after Phizo had left for London, Nagas started killing each other.

He claimed that then Prime Minister Jawaharlal Nehru had in 1954, admitted to the error he had made by using armed forces to suppress the Naga movement. Thereafter, Imchen said Nehru tried to seek solution politically, admitting that a military solution was not possible. He also admitted that had Nagaland not been created as a state, the condition of Naga homeland would have been worse.

Referring to the Shillong Accord, Imchen termed it as nothing but a simple document of defeat and betrayal which led to the birth of NSCN. Later NSCN split into many groups, and termed it as an embarrassment for the integrity of Nagas.

On the issue tribalism among Nagas, Imchen regretted that Nagas were practising tribalism openly and wondered what would be their fate if they achieved independence. Under such a scenario, Imchen predicted that if Nagas got independence but tribalism remained, there would be bloodshed. He said in such a situation, could force Nagas

to ask the Indian government to take back Independence. He questioned, “Why should we ask for independence when there is tribalism?”

Imchen also admitted that his statement would be contradicted and that he would be even termed as a “traitor”.

Aos need to introspect, says Moatoshi: In his speech on the occasion, Adviser Labour, Employment & Skill

Development and Excise adviser Moatoshi Longkümer observed that the Aos could no longer be considered as the most advanced tribe and urged Aos to introspect where they now stood in comparison with others. He remarked that Aos today lagged behind others in many fields, including education, economy, government service, entrepreneurship, etc. He said the chief reasons as being greed and jealousy. Moatoshi also said the presence of many organisation within the community only led to create further divisions. He exhorted the Aos leaders to restore the past glory and urged Ongpangkong range to lead the community.

Urban Local Body issue: Dr Jamir calls for considering Nagaland’s peculiar situation

Staff Reporter

DIMAPUR, MAY 2

(NPN): Veteran Naga leader and former chief minister Dr SC Jamir claimed that as the Central government recognised the peculiar political situation and identity of Nagas, in return, there was need for applying the same yardstick vis-à-vis urban local bodies (ULBs). Interacting with media persons on the sidelines of Moatsü festival here on Tuesday, Dr Jamir urged the State government to share the peculiar issues of Nagaland Supreme Court at the ongoing case over ULB polls. He said Nagaland cannot have a carbon copy model of other big States so appealed to the State government and all concerned to work out a ULB model

befitting Nagaland. “We have to think about population, resources and the kind of development we require in respective urban areas. That’s why I had made an appeal. But, if the people don’t want to listen, it is up to them, but that was my personal view on ULB,” he said.

Dr. Jamir also clarified that his recent statement on various issues was to point out the facts and not to criti-

cize. He said that even when he was the chief minister, he took criticisms as “vitamin” which only strengthened him. “Once you are corrected, you have to accept it,” he pointed out and appealed to all leaders to take criticisms in good faith.

The nonagenarian (91-year-old) and only surviving signatory to the 16- Point Agreement, reminded that Nagaland attained statehood through political negotiations since it had distinct political identity. After signing of the 16-Point Agreement, he said the question arose on the number of Assembly constituencies. He recalled that since the population of Nagaland at the time of its creation was only 3.5 lakh, a separate arrangement had to be made.

Nagas, Kukis oppose ST status for Meiteis Naga timber traders resolve not to pay tax to any group

IMPHAL, MAY 2 (PTI):

Naga and Kuki tribes in Manipur are planning a “Tribal solidarity march” in all hill district headquarters opposing a demand to include the majority Meitei community into Scheduled Tribe list of the Indian Constitution.

The rally organised by All Tribal Students Union of Manipur (ATSUM) is being supported by different tribal bodies including the Naga Students Union Chandel, Sadar Hills Tribal Union on Land and Forests, Tangkhul Katamnao Saklong and Tribal Churches Leaders Forum.

ATSUM, in a statement, had said the rally has been organised to express

protest “the persistent demand of Meitei community for inclusion in ST category and the support to this by valley legislators” and “the need for taking appropriate measures to collectively protect the tribal interests.”

ATSUM’s decision comes days after an order by a single-Judge bench of the High court of Manipur, comprising of acting chief justice MV Muralidharan, which directed the state government to consider the request of the Meitei community within four weeks.

ST Demand Committee Manipur which has been spearheading the movement for inclusion of the Meitei

community in the ST category maintained “it is not about reservation in jobs, educational institutions and tax relief and is more about protecting the ancestral lands, culture and identity of the Meitei people threatened consistently by illegal immigrants from Myanmar and outside the state.” Meitei community accounts for around 53 pc of the total state population but are confined to less than 10 pc of the state’s territory. Tribals inhabit the hill areas which accounts for more than 90 pc of the state territory, are mostly Christians by faith and accounts for more than 40 pc of the population.

Package V: Petty contractors temporarily suspend agitation

DIMAPUR, MAY 2 (NPN):

Naga timber traders under Nagaland Timber Traders Union (NTTU) at the meeting held on Tuesday resolved to not pay tax to any group or faction starting from May 8, 2023. The timber traders said that the resolution was adopted due to increase in number of taxes with the formation of many new factions and groups.

The meeting was attended by representatives of NTTU, Dimapur District Timber Mill Owners Association, Chumoukedima Timber Traders’ Association, Pungro-Sub Division Timber Traders Union, Nagaland Timbers Union Kohima and Phek District Timbers Associa-

tion. The timber traders alleged that they had been paying tax for the last 20 years, but with the mushrooming of more factions it was “unbearable” for them to pay tax to each and every faction. The traders said that they cannot afford to pay tax to all the groups. The Naga timber traders have, therefore, appealed to all the factions to not levy tax on its “own Naga brothers”.

They also alleged that many of them had shut their business as they cannot afford to pay taxes to all the groups. Further, NTTU has sought support of all Naga leaders and civil society organisations in their fight against increase in taxation.

Highlighting the concern over the issue of illegal immigrants, Singh said that Manipur shares around 398 km porous border with Myanmar. “However, despite cancelling the Free Movement Regime, which allowed travel upto 16 km on both sides, we are still unable to effectively deal with the illegal immigrant issue,” he said.

area, Sub-centers at Yokao, Tsuwao, Lengnyu and Kingnyu, and government offices at Panso headquarters, to assess the condition and functioning of the institutions and offices. During the visit, PRSU said the team observed “many irregularities in the functioning”.

The union said none of the schools within Panso Sub-division has the required strength of teachers as per the recommendation of the staffing pattern committee. It said nine out of the

11 schools have “more classrooms in the schools than the teachers”.

PRSU said Government Primary School (GPS) Lengnyu with seven classrooms (LKG to 5th standard) has only four teachers; GPS Kingniu has only four teachers with six classrooms (LKG to 4th Standard); GPS Yokao has four primary teachers and a community teacher with six classrooms (LKG to 4th Standard); three teachers at GPS Ekhao, with no appointment of Hindi teacher

PRSU also informed that post of Medical Officer (MO) at PHC Panso lies vacant, after the resignation of the incumbent MO.

The union also lamented the pathetic condition of offices and school buildings. With exception in one or two, PRSU said most of the buildings are old and in dire need of new construction.

Expressing deep concern over the state of the affairs in the government machineries and institutions, the union has urged upon the government to “prioritize on actions to address the highlighted issues.”

India-Maldives ties truly special, withstood test of time: Rajnath

NEW DELHI, MAY 2 (PTI): Defence Minister Rajnath Singh on Tuesday handed over a fast patrol vessel and a landing craft to the Maldives and called for boosting collaboration among like-minded nations to address common challenges facing the Indian Ocean, a region that has witnessed increasing Chinese assertiveness.

On the second day of his visit to the island nation, Singh also held talks with Maldivian President Ibrahim Mohamed Solih on further expansion of defence ties and assured him of India’s continued support to the country.

After handing over the two platforms to the Maldives National Defence Forces (MNDF) as India’s “gift” at a ceremony in Male, the defence minister described the relationship between the two countries as “truly special” and said it has evolved as a model for the entire region to follow.

Outlining India’s policy to engage with friendly nations, he said New Delhi wishes to “create symbiotic relationships where it can create a win-win situation for all and that it offers defence partnership while being accommodative of the national priorities of the countries”.

“The Indian Ocean is our shared space. The primary responsibility for peace, stability and prosperity in the region rests with those who live in the

region. Peace and security of a region are best secured with cooperation and collaboration of the regional players,” Singh said. The defence minister arrived in the Maldives on a three-day visit on Monday.

On Singh’s meeting with Solih, the defence ministry in Delhi said the Maldivian President expressed gratitude for India’s continued aid and support to the country in various sectors, stating that it is a testament to New

Mamata calls for unity of all antiBJP forces ahead of Lok Sabha polls

KOLKATA, MAY 2 (IANS): West Bengal Chief Minister Mamata Banerjee on Tuesday gave a call to all non-BJP forces in the country to unite in order to bring about a change in the central regime in the Lok Sabha polls scheduled next year.

On competition of the second year of her third term as Chief Minister, Banerjee released a video message in which she said that there is an urgent necessity for unity of all opposition forces in order to make the 2024 polls an “election for change”.

“The next Lok Sabha polls will be for change. If all the opposition parties unite, the defeat of BJP will be inevitable. The country

needs a change. Let the 2024 polls bring that change,” she said in the video message. However, she did not make it clear whether Congress features in the blueprint of Trinamool Congress’ united opposition alliance. In the video message, she also launched a scathing attack against the Centre on the twin issues of demoneti-

sation and NRC.

“Does such a government deserve any further support? No power is absolute and bigger than the common people who will have the final word. This time we will not lose. We will win,” the Chief Minister said.

However, both the Congress and the CPI(M) ridiculed Banerjee over her call for unity of opposition forces against BJP for the 2024 LS polls. According to state Congress President and veteran Lok Sabha member Adhir Ranjan Chowdhury, such comments are meaningless especially when Trinamool was responsible for consolidating the strength of the BJP in West Bengal.

Delhi’s special regard for it. In his remarks, Singh also said India’s commitment to support the Maldives will only get stronger with time and noted that the handing over of the two ‘Made in India’ platforms to the MNDF is a symbol of the shared commitment of the two countries towards peace and security in the Indian Ocean Region.

“The India-Maldives relationship is truly special. Our relationship has withstood the test of time and we have always supported each-other in the hours of need,” Singh said. The fast patrol vessel, capable of coastal and offshore surveillance at high speeds, was commissioned as MNDF Coast Guard ship Huravee. “There is a need for India, Maldives and other like-minded nations of the region to enhance our cooperation, towards addressing the common challenges of the Indian Ocean Region,” Singh said.

(PTI): Iranian President Ebrahim Raisi has pitched for taking India-Iran ties to a “new level”, especially in the economic and commercial fields, during a meeting with National Security Advisor Ajit Doval in Tehran. Raisi also conveyed to Doval in the meeting on Monday that groupings such as the Shanghai Cooperation Organisation (SCO) and the BRICS can be “very effective” in view of the global geo-political changes, according to a statement issued by the Iranian President’s office. The NSA was on a daylong visit to Iran on Monday. Besides calling on Raisi, Doval held separate talks with his Iranian counterpart Ali Shamkhani and Foreign Minister Hossein Amirabdollahian. In their meeting, Doval and Amirabdollahian exchanged views on development of the Chabahar port, ways to deal with terrorism, issues relating to bilateral banking and the situation in Afghanistan, the Iranian foreign ministry said. In a statement, it said

the Iranian foreign minister called for boosting trade ties and hoped that the holding of a meeting of the joint economic commission in Tehran will generate fresh momentum in the relations.

It said Doval talked about unfolding developments globally and referred to a broad range of areas where Tehran and New Delhi can work together.

“Doval then stressed on the necessity of putting in place a roadmap of cooperation between the two nations within the framework of a long-term partnership,” it said. The foreign ministry said cooperation in the Chabahar port project figured in the talks and Doval

underlined its importance including for the Central Asian region.

“In their meeting, Amirabdollahian and Doval also exchanged views over the joint work of Iran and India in Chabahar, bilateral banking issues, the sanctions removal talks and regional issues, including the developments in Afghanistan,” it said. In his meeting with Doval, Raisi made a mention of his meeting with Prime Minister Narendra Modi in the Uzbek city of Samarkand in September last and that both sides wanted to expand ties in the economic and commercial fields, the Iranian President’s office said.

Defamation case: No HC relief for Rahul Gandhi

AHMEDABAD, MAY 2

(PTI): The Gujarat High Court on Tuesday refused to grant interim relief to Congress leader Rahul Gandhi on his plea for stay of conviction in a 2019 criminal defamation case over his “Modi surname” remark, saying no protection can be granted to him at this stage and it will pass a final order post-summer vacation which ends in early June.

Counsel for Gandhi (52), Abhishek Manu Singhvi, cited “extreme urgency” to request the HC for interim relief or a final order and during final submissions maintained there was hardly any instance in criminal defamation where an accused was sentenced to more than 3 to 6 months

Nature has way of settling scores: Yogi on Atiq’s turf

PRAYAGRAJ (UP), MAY 2 (PTI): Addressing an election meeting on what once was the home turf of slain gangster-politician Atiq Ahmad, Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday appeared to invoke nature as a great leveller – a force that delivers justice. “Some people had turned Prayagraj, where people suffering from injustice and atrocities come with a desire for justice, into a land of injustice and atrocities,” Adityanath said addressing a meeting in the former Samajwadi Party MLA’s Allahabad West constituency.

“But this nature doesn’t commit an atrocity on anyone, nor does it accept an atrocity. It settles scores for everyone,” he said, without

naming anyone.

Ahmad and his brother Ashraf were shot dead by three men, who posed as media persons, when they were being taken to a Prayagraj hospital for medical checkup under police escort on April 15. Ahmad was among those accused of killing Umesh Pal, a key witness in the 2005 murder case of BSP MLA Raju Pal. Umesh Pal wa s shot dead, along with his two

Bengal likely to be hit by cyclone ‘mocha’: report

KOLKATA, MAY 2 (AGENCIES): Bengal is likely to witness a very powerful storm form over the Bay of Bengal in the second week of May, predicted the US weather forecast model Global Forecast System (GFS) and the European Centre for MediumRange Weather Forecasts (ECMWF).

Reportedly, if the cyclone is formed, it will be called ‘Mocha’. As per the reports the Cyclone Mocha is likely to form by May 11, said the weather forecast model of Windy.

A cyclonic circulation is likely to develop over the southeast Bay of Bengal around May 6 and a lowpressure area may form in the same region under its influence in the subsequent 48 hours, the India Meteorological Department (IMD) said on Tuesday.

The IMD’s statement

follows reports of the US weather forecast model Global Forecast System (GFS) and the European Centre for Medium-Range Weather Forecasts (ECMWF) predicting the formation of a cyclonic storm over the Bay of Bengal. “Some models are suggesting that it would be a cyclone. We are keeping a watch. Updates will be provided regularly,” Mrutyunjay Mohapatra, Director General of Meteorology, IMD, said. “There is very little likelihood of any tropical storm coming up in the first half of May 2023,” Skymet Weather, a private forecasting agency,” said.

Though the IMD is yet to spell out the possible route of the cyclonic circulation; experts are not ruling out the possibility of the West Bengal coast being affected; especially with most cyclones generated in

the region now heading in that direction.

Most recent cyclones in the region, from Amphan in 2020 to Asani in 2021 to Yaas in 2022, made landfall in the month of May.

In view of the possible formation of cyclone ‘Mocha’ over the Bay of Bengal, Odisha chief minister Naveen Patnaik on Tuesday chaired a highlevel meeting to review preparedness.

Recalling cyclone ‘Fani’ of 2019, Patnaik the said it is difficult to accurately determine the path of cyclones formed during summer season. Therefore, the administration should remain prepared to deal with any situation, he said. He directed the officials and departments concerned to remain in a state of readiness to tackle any kind of eventuality.

security guards, outside his home in Dhoomanganj area of Prayagraj in broad daylight on February 24. The shoot out had raised serious question on law and order in Uttar Pradesh and Adityanath had vowed to in the assembly to “destroy” the mafia in the state.

Later, at his public meetings, he has stressed on the “improvement” in law and order during the term of the BJP government in the state. On Tuesday, the last day of campaigning for the first phase of urban local body polls to be held on May 4, the chief minister said, “It’s the same Uttar Pradesh where festivals were celebrated in the shadow of fear and terror. But today festivals bring prosperity. Today there is no curfew, no

riots in the state.”

“Today, there is no terror of eve teasers in cities. Today, our cities are becoming safe cities. Girls can go to school safely, businessmen can do business. Today, the youth do not have ‘tamancha’ (country-made pistols) in their hands, they have tablets,” he said. He said those who used to grab properties of the poor and extorted money from traders have been forced to surrender to the law. “Today, the state traders welfare board is giving a security insurance of Rs 10 lakh to traders.” Adityanath said his government has focused on empowerment of people rather than appeasement. “Everyone has developed in our government,” he said.

in jail, and that his client was a first-time offender.

The complainant’s lawyer opposed Singhvi’s prayer for interim relief to Gandhi, sentenced to two years in jail by the trial court in Surat, and said if the disqualified MP cannot apologise for his defamatory utterances, then he should also not approach the HC for stay of conviction.

After final arguments from both sides concluded during the day, the court of Justice Hemant Prachchhak said no interim protection can be granted to the applicant at this stage in the defamation case stemming from his “Modi surname” remark made four years ago. The former Congress president had prayed in the HC for stay of conviction,

which if granted, will pave the way for his reinstatement as a Member of Parliament.

Justice Prachchhak said he will pass a final order only after going through the records and proceedings, and posted the matter for verdict after reopening of the HC post- summer vacation, which will be from May 8 to June 3.

Advocate Nirupam Nanavati, who appeared for

Gujarat Bharatiya Janata Party (BJP) MLA Purnesh Modi, the original complainant in the case, opposed Singhvi’s prayer for interim relief to the Opposition politician who was elected to the Lok Sabha from Wayanad in Kerala in 2019.

Being a leader of a national political party, which has ruled the country for over 40 years, Gandhi must “learn a lesson” that using abusive language for his political opponents cannot be tolerated, the counsel for Purnesh Modi said.

If Gandhi cannot apologise for his defamatory utterances, then he should also not approach the court with prayer for relief for stay of conviction, Nanavati said.

Cart before the horse

Ina major development on April 21,2023, Assam chief minister Himanta biswa Sarma and his Nagaland counterpart Neiphiu Rio, agreed to permit oil exploration and extraction along the disputed Area border(dAb) and subsequent sharing of oil revenue. The proposal for a joint exploration and revenue sharing between the two states was initiated by the centre in January this year. This was also contained in the speech to the first session of the 14th Nagaland Legislative Assembly by then Governor Prof.Jagdish Mukhi. Then later while presenting the budget on March 27, chief minister Neiphiu Rio informed that his government intends to start exploration and extraction of oil in the disputed Area belt (dAb) once the tripartite MoU with the Centre, Nagaland and Assam is signed. The agreement between Assam and Nagaland for oil and gas operations has quite expectedly opened a Pandora box. This was evident from various statements from several organisations. Even as the plan for restarting the process for oil operations had received the support from various organisations; there were several others who have red flagged the issue. Those who backed the proposal were keen to chart the path for obtaining economic dividend . Some raised concern against oil operation along the dAb was over the pending issue of resolving the border dispute between the two states. This section maintains that going ahead with oil operations along the dAb was tantamount to lending legitimacy to the unresolved boundary which has not been accepted by Nagaland since huge tracts of land currently under Assam belonged to Nagas but were transferred by the british colonial government in 1925 notification. Nagaland insists that the actual boundary is acknowledged by the british notification in 1866. The main stakeholder, the Lothas through the apex Lotha Hoho has also withheld its approval for oil exploration pending settlement of the boundary , the fulfilment of the MoU signed with the state government over clauses in the Nagaland Petroleum & Natural Gas Regulation 2012 as well as pending PIL pertaining to award of contract to Metropolitan Oil and Gas Private Limited(MOGPL). It may be pointed out that Nagaland has an estimated reserve of around 650 million tonnes of crude oil and gas that could transform the state and bring enormous dividends to its economic growth. Changpang and Tssori in Wokha district which have a proven reserve of more than 50 million tonnes of crude oil. The other reserves estimated at nearly 600 million tonnes at Mokokchung (Geleki/ Changki), Mon(Singphan) and Peren districts to name a few. Thus oil operations could benefit cash-strapped Nagaland for the next several decades in terms of revenue. Moreover, the state has 315 million tonnes of coal reserves and 1,038 million tonnes of limestone reserves. ONGC continued drilling in Assam and has already completed 39 oil fields of which 27 are operational. A number of the oil fields are located at Geleki, Khoraghat, Nambor, Kasomarigaon, Suphyam, dayalpur, barholla and Mekrang oil fields along the Assam-Nagaland border. Nagaland has been claiming these areas based on traditional ownership and historical accounts but royalty for these are being collected by Assam. Though oil extraction for revenue is welcome yet unless these concerns are resolved, the plan would be like putting the cart before the horse.

The Patience To Wait for the Vision

Though it tarries, wait for it… —Habakkuk 2:3

Patience is not the same as indifference; patience conveys the idea of someone who is tremendously strong and able to withstand all assaults. Having the vision of God is the source of patience because it gives us God’s true and proper inspiration. Moses endured, not because of his devotion to his principles of what was right, nor because of his sense of duty to God, but because he had a vision of God. “…he endured as seeing Him who is invisible” (Hebrews 11:27). A person who has the vision of God is not devoted to a cause or to any particular issue— he is devoted to God Himself. You always know when the vision is of God because of the inspiration that comes with it. Things come to you with greatness and add vitality to your life because everything is energized by God. He may give you a time spiritually, with no word from Himself at all, just as His Son experienced during His time of temptation in the wilderness. When God does that, simply endure, and the power to endure will be there because you see God.

“Though it tarries, wait for it….” The proof that we have the vision is that we are reaching out for more than we have already grasped. It is a bad thing to be satisfied spiritually. The psalmist said, “What shall I render to the Lord…? I will take up the cup of salvation…” (Psalm 116:12-13). We are apt to look for satisfaction within ourselves and say, “Now I’ve got it! Now I am completely sanctified. Now I can endure.” Instantly we are on the road to ruin. Our reach must exceed our grasp. Paul said, “Not that I have already attained, or am already perfected; but I press on…” (Philippians 3:12). If we have only what we have experienced, we have nothing. But if we have the inspiration of the vision of God, we have more than we can experience. Beware of the danger of spiritual relaxation.

Home Minister’s initiatives for strengthening internal security

The arrival of Amit Shah as the Union Home Minister in 2019 sent out clear signals that he would govern with a strong hand - enjoying the complete trust of Prime Minister Narendra Modi - and would not hesitate to set off new policy approaches for safeguarding national interests.

He has shown political will, intellectual strength, and full understanding of the separation of powers under the Constitution, in guiding the democratic state’s prime responsibility of maintaining law and order through the length and breadth of the nation.

He has proved to be the Home Minister with a difference. Those who watched the domestic scene would not fail to notice how the Home Minister has enunciated path-breaking ideas in the vital sphere of internal order and security - steering clear of any ‘political’ attributions.

Three of his speeches delivered at crucial events are of seminal importance in terms of defining how a functional democracy must govern the state.

Law and order being a state subject in the Indian Constitution does not detract from the basic requirement of democratic India that citizens must have the benefit of protection of law uniformly across the nation and that the standard of policing must be maintained at a high level throughout the country regardless of the political complexion of the state governments.

In his address during the golden jubilee function of the Bureau of Police Research and Development (BPR&D) in August 2019, Shah had pointed out that peace is a prerequisite for development and emphasised that ‘maintenance of internal peace and a stable law and order system are essential for achieving Prime Minster Modi’s vision of making India a $5 trillion economy.’ He wanted best police practices to be institutionalised through training so that all law enforcement officials adopt them all over the country. He indicated that a major reform lay in making it clear that the objective of police is primarily to serve the lawabiding people and protect their rights.

He noted the gap existing between the demand and supply of forensic science skills while commending a shift from old methods to modern techniques of policing.

Since the Home Minister made a perceptive observation about the shift in the role of administration from what it was in the British times and referred to Sardar Patel’s expectations from civil services in Independent India, he was essentially highlighting the role of IAS and IPS in establishing a uniform level of governance in the nation.

Officers of these two national civil services are recruited through a meritbased central examination, trained by the Government of India, and then allocated

Last week at the Shanghai Cooperation Organisation’s (SCO) Defence Ministers’ meeting, India adopted a very tough stand to deal with its immediate neighbour China, which has been the founding father of the bloc. Relations between two Asian neighbours have not been very cordial in the recent past, on the issue of border transgressions by China in the Indian territory.

to different states in proportion with their annual intake on the principle that the officers will be willing to serve in any part of the country.

It is necessary that in the national interest, the Centre should continue to keep close track of the performance of IAS and IPS officers, give protection to them against any arbitrary and unjust punishment sought to be imposed on them by the ruling dispensation of the state for political reasons, and take a hand in the appointment of Chief Secretaries and Directors General of Police through a procedure that had recently been prescribed by the Supreme Court itself.

If these important measures of institutionalising a uniform level of administrative governance in the country are to see the light of the day for the first time, it would surely happen under Home Minister Amit Shah.

The landmark address of Shah at the conference of state home ministers convened at Surajkund in Haryana in October last year was devoted to highlighting the importance of Centre-state cooperation in dealing with terrorism that has become the biggest threat to internal security of India.

He called for zero tolerance approach to terrorism and commended the role of the National Investigation Agency (NIA) in pushing for ‘a total victory’ against this threat.

He said that the le -

gal framework is being strengthened by amending the NIA and UAPA laws and the territorial jurisdiction of NIA is being extended to enable it to chase the terrorists across states.

Also, the NIA, he disclosed, would be given power to confiscate any property linked to terrorism. The Home Minister also announced that before 2024, anti-terror drive in the country will be further strengthened by establishing NIA branches in all the states.

Shah has got the states to join the Centre in countering terrorism and created legal and organisational infrastructure to ensure that all across the country, there is a seamless drive against terrorists.

In an environment where even terrorism is being viewed with politically tinted glasses, this is a singular achievement attributable to the Home Minister’s determination and clarity of approach in tackling matters affecting national security.

The third address of great strategic significance that dealt with the menace of drugs and narcotics damaging India’s great demographic dividend in the form of youth power on one hand and sustaining terrorism on the other, was delivered by Shah very recently at the national conference of the heads of Anti-Narcotic Task Force (ANTF) of states, in which he announced the mission of making a ‘drug-free India by 2047’.

He called for a team India approach keeping aside political differences, drew attention to the international dimension of this threat and warned against the use of dark net and cryptocurrency in the drugs trade.

He envisaged deployment of drones and satellite imagery to locate illegal drugs cultivation.

It is remarkable how the Home Minister lost no time in making the fight against drugs a national endeavour, by directing the states in December 2021 itself to form a dedicated Anti-Narcotic Task Force under the DGP.

The problem did not receive such close attention at the highest levels at the Centre earlier. While directing the national effort to crack down on illegal activities under the Narcotic Drugs and Psychotropic Substances Act, the Home Minister made a point of great strategic importance at the ANTF conference when he said that ‘those who consume drugs are the victims and those who sell them are the culprits’.

Shah has shown farsightedness in taking cognisance of any threat to internal security appearing on the horizon and initiating a comprehensive national-level response to deal with it.

Following the February 23 incident at Ajnala PS on the outskirts of Amritsar this year in which Amritpal Singh, a self-styled Sikh preacher known for his advocacy of Khalistan, and his support-

ers had moved brandishing swords and carrying Granth Sahib, storming the premises to press for the release of an aide of the preacher detained there in a case of kidnapping and injured many policemen, Shah called Punjab Chief Minister Bhagwant Mann to Delhi to review the law and order situation in the state and directed that Central and state security agencies worked together to deal with the emerging security threats.

The Chief Minister briefed the Home Minister on the incident - there was an impression of avoidable delay on the part of AAP government in initiating action against the ongoing activities of Amritpal Singh - and Shah assured Mann of full support, including the deployment of paramilitary forces.

The active pursuit by Punjab Police and Central agencies led to the arrest of Amritpal Singh from a gurdwara at Rode village in Moga district - the home place of late Jarnail Singh Bhindranwale - after he had evaded the police as a trained Pak agent for several weeks.

It is known that the Pak ISI has planned to revive the Khalistan movement in Punjab and the Centre will have to put this threat on top of its security agenda in the days to come.

India talks tough at SCO meet Press Freedom is essential for democracy

but are now occupied by PLA soldiers. Both areas remain tactically important for India, but in spite of many round of talks, there is no move forward and there also does not seem any inclination from China to resolve the issue.

cism of the West’s Indo-Pacific concept and creation of regional groups like the Quad.

India’s Tough Posture China’s Defence Minister, Li Shangfu, in his first visit to India by a Chinese defence minister since 2020, when 20 Indian and four Chinese soldiers died in clashes along the Himalayan border in Ladakh and the two sides came the closest to war for almost 70 years, was indeed not expecting such a dressing down by the Indians. In his meeting with Li Shangfu, Indian Defence Minister Rajnath Singh accused China of border aggressions that have “eroded the entire basis” of bilateral relationship, as negotiations over the line of actual control (LAC) remain deadlocked.

Border transgressions from China have continued despite strong condemnation from India. In December last year, more than 20 Indian soldiers were injured in a clash with Chinese troops in the eastern state of Arunachal Pradesh, in what India described as a Chinese attempt to “transgress the border”.

In March, China announced plans to “rename” 11 places in Arunachal Pradesh, which it claims as part of Tibet. When the Indian home minister visited the border region that same week to assert the Indian territorial claim, Beijing hit back, calling the visit a violation of its territorial sovereignty.

Border Issue

While in the recent past, there has been disengagement in some areas, Indian army officers and defence experts say about 1,500 sq. km. in Ladakh taken over by the PLA in 2020 remains under Chinese control.

Two main areas of contention in Ladakh are Demchok and Depsang, which were previously patrolled by Indian troops

People living near the border in Ladakh allege that in the disengagement negotiations, New Delhi has ceded land to Beijing by agreeing to the creation of buffer zones -- where neither side can patrol -- in land that was previously claimed by India, specifically in the disputed Pangong Tso and Chushul areas. Thus, the real loser in the case has been India.

In reality, this happened due to the fact that India couldn’t see the hegemonic Chinese designs for the area. China has been building new highways, railway lines, bridges, air strips and sophisticated military bases, modern housing and 5G towers in the disputed area, while India -- which historically avoided developing areas near the Chinese border in order to prevent any provocation - has been left behind, with many of its border areas still impoverished.

In the recent past India has doubled its focus on infrastructure near the border with China, to correct its earlier miscalculations. January 2023 saw the Indian Defence Minister inaugurating 27 infrastructure projects aimed at strengthening the border infrastructure, in addition India is speeding up the construction of 37,500 miles of roads, 350 miles of bridges, 19 airfields and a few tunnels in border areas or nearby.

The scale and speed of this Indian infrastructure push is evident in the construction of ambitious 8-mile tunnel in the Himalayan range, at an altitude of about 3,000 metres, to provide all-weather connectivity to Ladakh. India is trying hard to get the $1.4 billion Zojila tunnel completed at the earliest.

SCO Summit

Though the SCO is not a platform for bilateral issues, the Defence Ministers’ meeting highlighted policy priorities, while India focussed on terrorism. Russia reiterated its criti-

Addressing the summit, Rajnath Singh underlined that any form of terrorist act or support towards it was a heinous crime against humanity. Though the issue of terrorism may have been pointed towards Pakistan, India also reiterated that a “robust” framework of regional cooperation should respect the “the sovereignty and territorial integrity of all member states by taking care of their legitimate interests”.

Meanwhile, the Chinese Defence Minister harped on President Xi Jinping’s ‘Global Security Initiative’, and said that Beijing was willing to work with other SCO members to implement the Global Security Initiative. On his part, the Russian Defence Minister General Sergei Shoigu took a blunt aim at the West for attempting to integrate the emerging security architecture in the Indian Ocean with NATO.

Russia has always opposed the Indo-Pacific policy, advocated by the West and supported by India, describing it as an attempt to encircle China. The Russian minister expressed his belief that the SCO’s “independent policies” towards global and regional security challenges could serve as a blueprint for the international community.

He emphasised the need to strengthen SCO’s role as a key pillar of the emerging multipolar international system, one that promotes inter-state relations based on principles of equality, mutual respect, and compliance with international law.

Additionally, the General stated that NATO countries should bear the primary responsibility for post-war reconstruction in Afghanistan and Taliban should not be blamed for the current situation in the country. Besides a virtual participation by Pakistan, defence ministers of eight SCO member states attended the meeting in New Delhi.

Asad Mirza (The writer is a senior political commentator based in New Delhi.)

Each time a political party in power is unable to withstand public criticism; it considers tightening the screw on the media. The freedom of the press depends upon free functioning of government. So the government should try to keep the press free. Only a free press can serve the people best.

There is lot of controversy about freedom of Press. What would be the duty of the Press, if it finds that the administrative machinery of a particular government is sloth, or its economic policy is extremely sluggish and the government would not care to implement the promises made to the electorate ? In such a case a responsible newspaper would surly criticize the inaction of that government ? If the newspaper confines its journalistic activities only by publishing the official press-notes, then which agency would point out the lapses of the government ? Highlighting lapses of the government is surely the duty of responsible journalists. The press has been given the responsibility of checking and balancing the administration and the government. Whenever there is a social evil lurking or corruption and oppression happens, the press is the first one to raise a voice.

In fact, a very senior and well known journalist wrote almost in identical forms a letter to Mrs Indira Gandhi during the emergency period in 1974. He drew her attention to the restriction imposed on newspapers.

A conscientious journalist must weigh the viewpoints very carefully and draw his own conclusion independently. But, what Mrs Gandhi’s Sachivalaya wrote in reply is also remarkable: “Because of the restrictions imposed on newspapers, situation in the entire country has changed during the past days. Freedom of Press is only a part of the freedom of individuals and all over the world in times of emergency this freedom is curbed. Besides, the Press has used the freedom of press in an unwanted manner.

Not only false and mischievous reports have found its way in the Press, but these have been innumerable instances of inadvertent and malicious writings in mass newspapers.”

Now a journalist must carefully study both points of view and he

should shape his own career as per the dictates of his own conscience.

Mrs Gandhi’s father, Mr Jawahar Lal Nehru was of course extremely liberal. He once said, “I am against any sort of restrictions on Press, in spite of the fact that I know there is danger in such a policy.” But if followed as advocated by Nehru, there may emerge a situation in the state which might be difficult to manage. Irresponsible men in the profession of ‘Journalism’ are those who may cause national or international complications by scurrilous and irresponsible writings. Thus the question arises whether reasonable restrictions on press’s freedom are desirable or a complete press freedom is desirable ?

Do’s & don’ts for a scribe Libel, defamation, contempt and privilege motion-these four items are the danger points in a reporter’s work. Every reporter must be cautious while writing the report about these four danger points. If per chance the reporter commits any mistake in his reports which may be libelous, defamatory or contempt of court or may invite a privilege motion in a legislature, it may endanger his paper, his editor, printer and the reporter himself.

A reporter must be cautious whether he has written anything about anyone which may be defamatory or which may be construed as contempt of court or which may invite a privilege motion in a legislature. He should always try to avoid these danger points while writing his report.

Freedom of press is essential for smooth functioning of democracy. Whenever an administration tried to shackle the Press, people’s revolt took place. But the press too has huge responsibility on its shoulders.

They must be neutral. On the name of right to free expressions, they can not misuse their power by publish anything, which is against the soul and sovereignty of the nation and its people. Article 19(1A) and 19(2) of the Indian constitution provides proper safeguard for freedom of speech & expression and reasonable restrictions on anti-national and anti-constitutional expressions.

K’taka polls turn shriller with BD issue

BENGALURU/NEW DELHI, MAY 2 (PTI): A war of words over the Congress manifesto pledge to ban the Bajrang Dal (BD) added to the shrillness of the poll campaign in Karnataka on Tuesday, even as the Election Commission issued an advisory to parties and their star campaigners asking them to exercise restraint in their remarks and not to vitiate the atmosphere. Both the Congress and the BJP rushed to the Election Commission seeking a ban on electioneering by top leaders of the other side alleging that they had violated the model of conduct with their remarks.

With Prime Minister Narendra Modi leading the offensive on Congress’ anti-Bajrang Dal stance, members of the outfit held protests outside Congress Party’s Karnataka offices, even as top BJP ministers attacked the grand old party alleging it has opposed both “Lord Rama and Lord Hanuman” and was following politics of appeasement and division.

The promised ban on Bajrang Dal was the latest in a series of dissonant campaign notes, after invectives like ‘nalayak beta’ (unworthy son), ‘zehreela saanp’ (poisonous snake) and ‘vish kanya’ (venomous maiden) were hurled during the highvoltage campaigning for a triangular fight among the Congress, BJP and JDS.

Addressing an election rally in Vijayanagara district, Prime Minister Modi said he was fortunate that he got the opportunity to pay obeisance to the land of Hanuman.

“But see the misfortune that when I have come to pay my respect to Hanuman’s land, at the same time, the Congress in its manifesto

has decided to lock up Lord Hanuman.

“Initially, they locked up Prabhu Shri Ram (Lord Ram). And now they want to lock up people who say ‘Jai Bajrang Bali’,” the prime minister said.

“It is the misfortune of the country that the Congress had a problem with Prabhu Shri Ram and now it has a problem with the people who say ‘Jai Bajrang Bali’,” he added.

The BJP alleged that Congress had insulted Lord Hanuman with its “audacious” statement and the people of Karnataka will give a befitting reply in the polls, but the Congress hit back claiming that it was Prime Minister Modi who

had hurt religious sentiments and insulted the deity by “equating” him with the Bajrang Dal, and demanded an apology from him.

The Congress, in its election manifesto for the May 10 Karnataka Assembly polls, said it will take decisive action as per law including imposing a ban on organisations like Bajrang Dal and PFI and alleged that they were promoting enmity among communities.

The party also accused top BJP leaders Amit Shah, J P Nadda and Yogi Adityanath of giving hate speeches that were leading to a divide in society, and demanded that they be banned from further campaigning as they were vitiating the atmosphere.

On the other hand, the BJP sought an FIR and a ban on campaigning by Congress chief Mallikarjun Kharge and his son Priyank Kharge.

Amid the verbal slugfest, the Election Commission issued an advisory to political parties and their star campaigners, asking them to exercise caution and restraint in their utterances and not to vitiate the election atmosphere.

Tihar jail security under spotlight after two prisoners killed within a month

NEW DELHI, MAY 2 (PTI): The killing of a second gangster in less than a month inside the Tihar jail here has once again put a serious question mark on the security at one of the largest prisons in Asia despite officials claiming they were implementing a detailed plan to avoid such incidents.

Sunil alias Tillu Tajpuriya (33), lodged on the ground floor of the highsecurity prison, was killed by members of the Gogi gang with an improvised weapon around 6.15 am on Tuesday.

The four attackers, lodged on the first floor, cut the iron grille installed there and used bed sheets to climb down to Tajpuriya’s floor. Tajpuriya suffered multiple stab wounds and was declared dead by doctors at Deen Dayal Upadhyay Hospital, officials said.

On April 14, Prince Tewatia (33), an associate of gangster Lawrence Bishnoi, was killed similarly in an early-morning attack inside the jail by rival gang members following an altercation with an inmate. An under-trial prisoner, he was lodged in ward no. 6 of the

jail no. 3 which has around 380 inmates. Officials claimed they were carrying out intensive searches in wards for improvised weapons and other illegal items, such as mobile phones, after the Tewatia incident. They were also maintaining a “strict vigil” through CCTV cameras. Asked how an incident like this has happened again, a jail official said the attack was completed within one-and-a-half minutes and the assailants exploited “dark spots”, where no cameras could see, to enter Tajpuriya’s cell.

MUMBAI, MAY 2 (PTI):

Union Law Minister Kiren Rijiju on Tuesday said the Narendra Modi government has not done anything to undermine the judiciary’s independence, and every institution should respect the `Lakshman rekha’ or boundary set by the Constitution.

Speaking at an event organised by the Bar Council of Maharashtra and Goa here, he sought to refute the narrative that the government was exerting pressure on the judiciary.

“It is a misunderstanding that the government is trying to put any kind of pressure on the judiciary. We are not only maintaining the judiciary’s independence but working to strengthen it,” Rijiju said.

“Some people who claim to be liberals are spreading this misunderstanding among people but it is not at all true,” the minister added.

To the question whether the government was interfering in the functioning of the judiciary, Rijiju in a lighter vein said a question could also be asked the other way around, whether the judiciary was interfering

in the government’s work.

“Our Constitution mandates a ‘Lakshman rekha’ for every institution and this line should be respected. Our government under the leadership of Narendra Modi has done nothing to undermine the judiciary’s independence or interfere with the judiciary’s work,” the law minister asserted.

Increasing pendency of court cases is the biggest concern for the country and the solution lies in technology, he said.

“There are around five crore cases pending in our country. This means there is a delay in justice which in turn means five crore injustices are being done to the people of our country,” he said.

Cong seeks EC ban on campaigning over ‘hate speeches’

NEW DELHI, MAY 2

(PTI): The Congress on Tuesday accused Home Minister Amit Shah, BJP chief J P Nadda and Uttar Pradesh Chief Minister Yogi Adityanath of making “hate speeches” in poll-bound Karnataka and urged the Election Commission to put a ban on campaigning by them in the wake of Supreme Court orders on such speeches. A delegation of Congress leaders comprising Ajay Maken, Vivek Tankha, Salman Khurshid and Pawan Khera met the Election Commission and gave them a memorandum demanding immediate action against such “hate speeches”. “The home minister says such things which polarise the country and create division in society..., neither the Constitution provides for such a thing nor does

the oath they take while assuming the high office.

We have pointed this out to the Election Commission,”

Tankha told reporters after the meeting. He asked what the home minister meant by saying that “there would be riots in India if the Congress comes to power”.

“Does he mean to say that the Congress is getting the riots done...The real thing is that people holding constitutional positions should not make such kind of hate speeches. It is against the law and immediate action should be taken against them as per Supreme Court orders,” he said.

The Congress memorandum by AICC general secretary in-charge of Karnataka, Randeep Surjewala, said it has clearly emerged after the successive rallies of three star campaigners of the BJP - Union minister

Delhiexcisepolicy‘scam’conspiracy bybigleadersofAAP:EDchargesheet

NEW DELHI, MAY 2

(PTI): The alleged Delhi excise policy scam was a “conspiracy” by some of the big political leaders of the Aam Aadmi Party (AAP) and the ‘South group’ comprising BRS leader K Kavitha, YSR Congress MP M Srinivasulu Reddy and others who “used” proxies to conceal their involvement, the Enforcement Directorate (ED) has claimed in its latest charge sheet filed in the case.

A local court took cognisance of this prosecution complaint, filed by the ED on April 27.

“The scam included conspiracy hatched by government functionaries and political leadership cutting across states and payment of bribes to get undue favours,” the federal agency said.

“The main arm of the entire Delhi liquor scam rests on the conspiracy orchestrated by the top leaders of AAP through Vijay Nair on one hand and the South

Group which consisted of Raghav Magunta, Magunta Srinivasulu Reddy, Sarath Reddy and K Kavitha on the other hand.”

Raghav is YSRCP Ongole MP Magunta Srinivasulu Reddy’s son.

“They (South group) were represented by Arun Pillai, Abhishek Boinpally and Buchi Babu,” the agency alleged. In this conspiracy, it added, some of the big political leaders of various political parties have been found to be involved by using “proxies, dummies and web of exchanges/ transactions to conceal their involvement”.

“On one hand it is Manish Sisodia (AAP leader and former Delhi deputy chief minister) and other top leaders of AAP and Vijay Nair who was working under the overall guidance and sanction of Manish Sisodia,” the ED said.

It added that the pattern has started adversely affecting the election process and the inaction from this commission is furthering the agenda of creating communal disharmony. “We reiterate our request to this commission

The opposition party has alleged that the BJP leaders are trying to “scare, divide and mislead the society through ‘hate speech’ in the country”.

Khurshid said, “We have made a complaint earlier but no action has been taken on our complaint yet.” “We have said that if there is no action against such people who hold responsible positions and repeatedly make such statements which amount to hate, then it will keep increasing and there should be an end to such speeches immediately. The EC has assured us that it will look into the complaints seriously,” he said.

Emerging economies must help to fix global challenges: FM

SEOUL, MAY 2 (PTI):

Finance Minister Nirmala

Sitharaman on Tuesday said it is essential for emerging economies to become growth engines and help in resolving challenges facing the world. She further said the G20 Presidency has come at a crucial stage to the emerging economies, stressing that three years are critical for the global economy, which is going through a reset. India currently holds the presidency of G20, which is a grouping of developing and developed countries. India has taken over the presidency from Indonesia and will hand it over to Brazil later in the year.

Addressing the Indian diaspora in Seoul, the minister said India is being noticed worldwide not just because it is the fastest-growing large economy - this year as well as the coming year - but also because of the way in which it has handled the pandemic and economic revival.

The minister is in Seoul to attend the annual meeting of the Asian Development Bank (ADB).

She said while the advanced economies today are looking at a long-drawn recession, central banks in those countries are raising interest rates and dealing with inflation.

“In such a situation globally, how can economies, particularly emerging market economies, who are all showing good signs of growth...is it possible for us to sustain that growth, is it possible for us to give greater energy to that growth momentum so that emerging markets can literally be the

“The three years are going to be important for the global economy to reset itself and readjust to the global realities,” she said, adding there is a recession on one hand and economic revival from COVID on the other.

Also, artificial intelligence, deep data analytics and the Internet of Things are being used extensively, she added.

India, Sitharaman said, has already adopted a digital payment system, faceless tax assessment and digital ID, and is scaling up technology at a very fast pace.

tiations between the Centre and Naga political groups were on and agreement already being worked out and agreed upon, why not wait for the final political settlement because it was related to that.

He declared that the political settlement would enable Nagaland to draw a clear line and so wondered why a proportion of oil should be shared between Assam and Nagaland in the disputed areas.

He wished that the State government had a “little patience” and wait

for the final settlement of the Naga political issue so that a system could be worked out. Under such a system both Assam and Nagaland could have their own oilfields. He said the kind of revenue sharing agreement as proposed between the two states was questionable.

On the boundary issue, Jamir pointed out that the 16-Point Agreement was very specific about the boundary agreement, transfer of forests and land, adding that the matter was still pending before the Centre.

(IANS): The Philippine state weather bureau on Tuesday raised the El Nino alert, saying the dry season may occur from June to August this year and persist until the first quarter of 2024. “Recent conditions and model forecasts indicate the El Nino may emerge in the coming season (JuneAugust) at 80 percent probability and may persist until the first quarter of 2024,” the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

The Inter Service Public Relations (ISPR), the media wing of the Pakistan army, said the security forces conducted an intelligence-based operation Monday in the Miran Shah area of North Waziristan district, reports Xinhua news agency.

Russian defence chief wants wartime missile output doubled

KYIV, MAY 2 (AP): Russia’s defence chief on Tuesday urged a state company to double its missile output, as a possible Ukrainian counteroffensive looms and both sides in the 14-month war reportedly feel an ammunition crunch.

Russian Defence Minister Sergei Shoigu, speaking at a meeting with top military brass, said the state-owned Tactical Missiles Corporation had been fulfilling its contracts in a timely manner.

But, Shoigu added, “right now it is necessary to double the production of high-precision weapons in the shortest possible time.”

Analysts have been trying to figure out whether Russia is running low on high-precision ammunition, as its missile barrages against Ukraine have become less frequent and smaller in scale. The U.K. defense ministry noted in an assessment Tuesday that “logistics problems remain at the heart of Russia’s struggling campaign

in Ukraine.” “Russia does not have enough munitions to achieve success on the offensive,” it said.

Kremlin spokesman Dmitry Peskov on Tuesday described Washington’s latest estimate of Russia’s losses in Ukraine as “spun out of thin air.”

The White House said Monday it now estimated that just since December Russia had suffered 100,000 casualties, including more than 20,000 killed, as Ukraine rebuffed a heavy assault by Russian forces in eastern Ukraine.

White House National Security Council spokesman John Kirby said the U.S. estimate was based on

Hong Kong to slash elected seats in setback to democracy

HONG KONG, MAY 2 (AP): Hong Kong’s leader on Tuesday stepped up a campaign to shut down further democratic challenges by unveiling plans to eliminate most directly elected seats on local district councils, the last major political representative bodies chosen by the public.

Chief Executive John Lee said the proposed overhaul will reduce the proportion of directly elected seats in the municipal-level organization to about 20 per cent — from some 90 per cent currently.

That is even lower than the level when these bodies were first set up in the 1980s, when Hong Kong was ruled by Britain.

He said the rest of the 470 seats will be filled by government appointees, rural committee chairpersons and others elected by local committees that are staffed by many pro-establishment figures. “I do not agree that pure counting (of) election votes mean democracy,” he said. “Different places have their own systems that must take into consideration all the characteristics and all the elements of that place.” The planned elec-

Sudanese fleeing clashes flood port city, borders with Egypt

CAIRO, MAY 2 (AP):

WASHINGTON, MAY

2 (AGENCIES): A computer scientist often dubbed “the godfather of artificial intelligence” has quit his job at Google to speak out about the dangers of the technology, US media reported Monday.

Geoffrey Hinton, who created a foundation technology for AI systems, told The New York Times that advancements made in the field posed “profound risks to society and humanity”.

“Look at how it was five years ago and how it is now,” he was quoted as saying in the piece, which was published on Monday.

“Take the difference and propagate it forwards.

That’s scary.”

Hinton said that competition between tech giants was pushing companies to release new AI technologies at dangerous

toral changes are widely seen as part of Beijing’s increasing control over the former British colony, which was promised autonomy when it returned to China in 1997.

Two years ago, Hong Kong already amended its electoral laws for its legislature, drastically reducing the public’s ability to vote and increasing the number of pro-Beijing lawmakers making decisions for the city.

In the past, the race for the seats of the city’s district representatives usually drew little international attention as the councilors mainly handled municipal matters, such as organising construction projects and ensuring that public facilities are in order.

But their councils took on importance after the city’s pro-democracy camp won a landslide victory in the last poll at the height of the anti-government protests in 2019.

Many pro-democracy district councilors eventually resigned in 2021, after authorities introduced an oath-taking requirement to ask them to pledge allegiance to the city.

newly declassified American intelligence. He did not explain how the intelligence community derived the number. “Washington doesn’t have the opportunity to give any correct numbers. They don’t have such data,” Peskov said.

Ukrainian forces, meanwhile, say they are readying their own counteroffensive - and stockpiling ammunition to sustain it along potentially long supply lines.

Ukrainian Defense Minister Oleksiy Reznikov said Monday that the “key things” for the assault’s success were “the availability of weapons, prepared, trained people, our defenders and defenders who know their plan at their level, as well as providing this offensive with all the necessary things - shells, ammunition, fuel, protection, etc.”

“As of today, we are entering the home stretch, when we can say: Yes, everything is ready’,” Reznikov said in televised

comments. Also Tuesday, Denmark said it was donating 1.7 billion kroner ($251 million) in aid to Ukraine, including mine clearance vehicles, munition, field bridges and money for air defense that will be needed for a counteroffensive against Russian forces that are dug in behind multilayered defensive lines, including hundreds of kilometers (miles) of trenches. ”We know that the Russians have entrenched themselves in the occupied territories of Ukraine with trenches, minefields and other obstacles to stop a Ukrainian offensive,” acting Danish Defense Minister Troels Lund Poulsen said. “The material in the donation package is important to pave the way for Ukrainian tanks and the armored infantry in the front line.” In recent months, amid winter weather, the conflict has become bogged down in a war of attrition that has depleted ammunition stocks.

Sudanese fleeing the fighting between rival generals in their capital flooded an already overwhelmed city on the Red Sea and Sudan’s northern borders with Egypt, as explosions and gunfire echoed on Tuesday in Khartoum.

Many exhausted Sudanese and foreigners arrived in Port Sudan, the country’s main seaport, joining thousands who have waited for days to be evacuated out of the chaos-stricken nation.

Others have been driven in packed buses and trucks, seeking shelter in Egypt, Sudan’s northern neighbour.

“Much of the capital has become empty,” said Abdalla al-Fatih, a Khartoum resident, “all (residents of) our street fled the war.”

The fighting, now in its third week, has turned Khartoum and its neighbouring city of Omdurman into a battlefield. Fierce clashes taking place inside residential neighbourhoods that have become “ghost areas”, residents say.

Kenyan police clash with anti-government protesters

NAIROBI, MAY 2 (AP): Police in Kenya clashed with anti-government protesters Tuesday in the capital, Nairobi, during a fresh round of demonstrations called by the opposition leader.

Opposition lawmakers marched to the president’s office, in the central business district, to present a petition. Police dispersed them with tear gas.

Deputy President Rigathi Gachagu “told us we know where to find them. We do. We went there and instead met police. Cowards!” Sen. Edwin Sifuna, who represents Nairobi County, said.

Protesters who turned up in the morning to erect barricades on major roads around the city threw stones at police, who responded with tear gas. A bus and a cargo truck were torched.

Business was paralyzed in Kisumu County, an opposition stronghold, as police clashed with protesters.

The opposition is calling for action to tackle the cost of living and reforms

In 2022, Google and OpenAI -- the start-up behind the popular AI chatbot ChatGPT -- started building systems using much larger amounts of data than before. Hinton told the Times he believed that these systems were eclipsing human intelligence in some ways because of the amount of data they were analyzing.

“Maybe what is going on in these systems is actually a lot better than what is going on in the brain,” he told the paper.

While AI has been used to support human workers, the rapid expansion of chatbots like ChatGPT could put jobs at risk.

AI “takes away the drudge work” but “might take away more than that”, he told the Times. The scientist also warned about the potential spread of misinformation created by AI, telling the Times that the average person will “not be able to know what is true anymore.”

Sudanese and foreigners arrive in Port Sudan, as they wait to be evacuated out of Sudan, Saturday. (AP)

The conflict, which capped months of worsening tensions, pits the military, led by Gen. Abdel-Fattah Burhan, against a rival paramilitary group called the Rapid Support Forces, commanded by Gen. Mohamed Hamdan Dagalo.

Al-Fatih’s family managed to get out of Khartoum over the weekend after they spent the past two weeks trapped in their home in Khartoum’s neighbourhood of Kafouri, a major flashpoint since the fighting broke out on April 15.

They arrived in Port Sudan late on Monday, after an exhausting 20-hour

trip, he said. There, they found thousands, including many women and children, camping outside the port area. Many had been there for more than a week, with no food and other services, he said. Port Sudan has become a hub for foreign governments to evacuate their citizens air and sea. At the congested crossing points with Egypt, thousands of families have waited for days inside buses or sought temporary shelter in the border city of Wadi Halfa to finalise their paperwork to be allowed into Egypt.

Ugandan lawmakers pass new version of tough anti-gay bill

KAMPALA, MAY 2

(AP): Ugandan lawmakers on Tuesday passed a new version of an antigay bill that removes a clause which appeared to criminalize identifying as LGBTQ.

President Yoweri Museveni last month returned the bill back to the national assembly, asking for changes that differentiate between identifying as LGBTQ and actually engaging in homosexual acts.

involving people infected with HIV as well as minors and other categories of vulnerable people. A suspect convicted of “attempted aggravated homosexuality” can be jailed for 14 years and the offense of “attempted homosexuality” is punishable by up to 10 years, according to the bill.

A protestor burns tyres to block the road on the outskirts of Nairobi, Tuesday. (AP) to the electoral commission that oversaw the election won by President William Ruto last year.

Opposition leader Raila Odinga, a former prime minister of Kenya, rejected the government’s position that Tuesday’s protests were illegal and urged his supporters to turn up in large numbers.

The police chief had banned the protests, citing previous protest violence that led to businesses being looted and Kenyans being robbed. Ruto on Monday warned opposition sup -

porters against destroying private property. He urged Odinga to reconsider returning to talks.

Odinga had called off protests during Ramadan to pave the way for the talks proposed by Ruto. Both the opposition and the ruling party nominated politicians to take part in the discussions, but the opposition rejected some of those nominated by the ruling party. The talks have since halted, and the opposition announced that it would resume street protests.

Homosexuality is already illegal in the East African country under a colonial-era law criminalizing sex acts “against the order of nature.” The punishment for that offense is life imprisonment.

The new law prescribes the death penalty for “aggravated homosexuality,” which is defined as cases of sexual relations

Although the law would no longer criminalize those who identify as LGBTQ, jail terms of up to 20 years are proposed for those who advocate or promote the rights of LGBTQ people.

The bill passed by lawmakers on Tuesday will return to Museveni, who can sign or veto it. It was not immediately clear what other changes lawmakers made to the bill in a lengthy plenary session in the capital, Kampala.

‘Has gone through certification’, SC on plea against release of ‘The Kerala Story’

The Supreme Court on Tuesday declined to immediately hear a plea seeking a stay on the release of the controversial movie ‘The Kerala Story’.

A bench comprising Justices K.M. Joseph and B.V. Nagarathna observed that the censor board has already cleared the movie and the petitioners should rather challenge the film’s certification before an appropriate authority. This bench is currently hearing matters in connection with hate speeches. The bench said that the exhibition of films entails a different process, therefore the plea seeking a stay on the release of the movie cannot be clubbed with the hate speech matters.

Senior advocate Kapil Sibal and advocate Nizam

Pasha urged the bench to hear their plea saying that the movie will release on Friday.

During the hearing, the bench said, “This has gone through certification. We cannot make it a part of the hate speech case”.

Pasha, on his part, submitted that the YouTube trailer of the movie already had 16 million views so far and this is the worst instance of hate speech and this is audio-

visual propaganda.

The bench told the counsel, “You should move the high court or any other appropriate forum, but this cannot be here.”

Pasha pressed that

they do not have time for any other remedy. However, the bench declined to entertain the plea against the movie.

Emphasizing that it cannot tag the plea with hate speech case, the bench orally observed that there is a difference between this and “other matters you brought to our notice. Why don’t you move the concerned high court first?”

Sibal urged the bench to look at the transcript of the YouTube trailer during the lunch recess and then take a call and added that they will also file a petition by Wednesday.

Declining to entertain the plea, the bench said, “This has gone through a process of certification. Unless you challenge the certification, we can’t do anything...you should go to the jurisdictional high court. You cannot start everything here at the Supreme Court...”

The bench told Sibal, “This may not be the forum where you will get your relief.”

The film starring

Workshop on ‘Spotify for Artist

Adah Sharma, slated to release on May 5 created a major controversy when it claimed that 32,000 women have left the state.

As soon as the teaser of the film was released, the ruling CPI(M)-led Left and the UDF demanded that the film should not be screened.

The Kerala State Committee of Muslim Youth League announced a reward of Rs 1 crore for the individual who proves the “allegations” levelled in the movie. A right-wing activist and founder of the Hindu Seva Kendra Pratheesh Viswanath also offered Rs 10 crore to prove the opposite -- that no one from Kerala has gone to Syria to join IS.

The film is directed by Sudipto Sen. It traces the journey of four female college students in Kerala who become part of Islamic State.

The film also stars Yogita Bihani, Siddhi Idnani, and Sonia Balani. It is produced by Vipul Amrutlal Shah. (IANS)

What’s Next for Ankylosing Spondylitis Treatment?

Ihave studied and treated ankylosing spondylitis (AS) for almost 10 years. It’s a form of axial spondyloarthritis (axSpA). That’s a type of inflammatory arthritis that primarily affects the spine and the sacroiliac (SI) joints that connect the lower spine to the pelvis. In its early stages, it’s called non-radiographic axSpA because its damage doesn’t usually show up yet on an X-ray. But in its late stage, when it does become apparent, it’s known as ankylosing spondylitis (AS).

Unfortunately, many people with AS go undiagnosed for 8-11 years.

Up to 5% of patients with chronic back pain actually have AS or its earlier form, axSpA. But if you complain of back pain to your doctor, they usually just send you off for an Xray of your lumbar spine, or lower back. This won’t help them spot the condition since the first signs are in your sacroiliac joints. And it can take up to 10 years for these changes to show up on conventional X-rays. There’s also a lack of awareness about this condition among doctors that treat back pain. As a result, we sometimes lose that window of opportunity to identify and treat people with AS at earlier stages.

Quicker Diagnosis

Thankfully, new guidelines were released ab out 10 years ago that allow us doctors to diagnose patients sooner.

It’s now recommended that anyone with suspect axSpA and inconclusive X-rays have an MRI of their sacroiliac joints, too.

It’s important to ask your doctor for a referral to a rheumatologist if you have chronic back pain that lasts for more than 3 months, starts gradually before the age of 45, is worse with rest, and improves with exercise. This is a specialist specifically trained to diagnose and treat inflammatory diseases that affect your joints and bones, like axSpA. They’ll screen you for other symptoms associated with this condition, including back pain that wakes you up in the middle of the night, heel or foot pain (plantar fasciitis), or inflammation in other parts of your body like your eyes (called iritis or uveitis), skin psoriasis, and intestinal inflammation (called Crohn’s disease). They can also order a blood test to screen for HLA-B27,

a gene that raises your chances of getting axSpA.

Remember, the earlier you get diagnosed, the more quickly you’ll be able to start treatments that can help improve symptoms, ease inflammation, and possibly prevent permanent joint damage.

Notable Developments

Thankfully, we now have many excellent drugs available to treat both axSpA and AS. Almost half of all people respond well to nonsteroidal anti-inflammatory drugs (NSAIDs) such as naproxen and indomethacin. But if you don’t, there’s a whole class of drugs you can try known as tumor necrosis factor (TNF) blockers. When you have either condition, your body makes too many proteins called cytokines, which ramp up inflammation throughout your body. Over time, this is what causes joint and bone damage. The TNF blockers, given as injections, stop some of these cytokines.

Advocate for Yourself With AS Helgi Olafson feels lucky he got an early diagnosis for his ankylosing

spondylitis, and he works to inspire others with the condition. He uses endurance sports to raise awareness of AS.

For a long time, these were the only drugs available. But in the last several years, the FDA approved two new injectable drugs: ixekizumab (Taltz) and secukinumab (Cosentyx). They both block another type of inflammatory cytokine called interleukin-17, or IL-17. Normally, IL-17 helps your body defend itself against infections. But too much of it can cause joint inflammation, bone erosion, and bone fusion. These drugs target different cytokines than the TNF inhibitors, so the hope is that they can help those who haven’t gotten help from the TNF inhibitors.

Janus kinase (JAK) inhibitors are the newest class of drugs approved by the FDA to treat ankylosing spondylitis. The two JAK inhibitors approved for this use are tofacitinib and upadacitinib. A third is being researched in hopes it’ll be available in the future. These are medications traditionally used to treat rheumatoid arthritis, pso-

riatic arthritis, and ulcerative colitis. They inhibit several cytokines key to the progression of ankylosing spondylitis. Like biologics, they work on your immune system, but they’re different than biologics too. They suppress various targets in your body to prevent overactive immune system responses before they start. JAK inhibitors

are more convenient than biologics, since you can take them orally. There are studies underway to develop even more. There’s a new class of oral drugs, janus kinase (JAK) inhibitors, that show a lot of promise. These inhibitors block specific enzymes (JAK1, JAK2, and JAK3) that signal your cells to make more inflamma-

tion. One study found that people who took a JAK inhibitor for just over 3 months were twice as likely to have a strong response as those who took a placebo, or fake pill. Two drugs, tofacitinib and upadacitinib, are in clinical trials. We should know within the next year whether they get FDA approved. There’s another class

of medications called interleukin-23 inhibitors, like guselkumab and risankizumab, that are just as exciting. These target a cytokine known as interleukin-23 (IL-23) that also signals your cells to make more of another inflammatory cytokine, interleukin-17, or IL-17. When IL-23 is blocked, it stops the production of IL-17. This helps ease inflammation in your joints and lessens the chances of permanent damage.

The Importance of Lifestyle Changes

While our treatments get better and better, I tell my patients they aren’t enough. Lifestyle is key when it comes to controlling symptoms and improving mobility. Daily range of motion and stretching exercises are particularly important. These improve

flexibility and reduce stiffness, swelling, and pain. You’ll also need to exercise regularly, which includes strength and balance activities.

I also stress to my patients that if they smoke, they need to quit. Smoking is bad for everyone’s health, but it’s particularly bad for people with inflammatory diseases like axSpA and AS. Research shows it can worsen symptoms like pain and mobility problems. People with axSpA and AS are also more likely to have depression or anxiety. It’s important to seek help, whether it’s through support groups or talk therapy. This can help you manage living with the disease.

IWL: E. Bengal pick up pace with consecutive wins

AHMEDABAD, MAY 2 (AGENCIES): East Bengal

downed Mata Rukmani FC

2-0 in a Group A match of the Hero Indian Women’s League 2023, at the TransStadia in Ahmedabad on May 2. This was the Kolkata team’s second consecutive victory in three matches after losing the opening encounter against Gokulam Kerala FC.

Though the Red and Gold Brigade proved to be the better side in most parts of the match, the team from Chhattisgarh had a good opportunity to have a breakthrough in the 10th minute. Had not Priyanka Kashyap headed wide from close range off a Devika Yadav cross, it would have been an early lead for Mata Rukmani.

East Bengal took charge of the game thereafter and the Hero IWL debutants finally capitalised on an opportunity in the 25th minute from a corner.

Mamata Singh’s cross was headed in by forward Mousumi Murmu as East Bengal took a 1-0 lead.

In the 39th minute, Mata Rukmani had another chance to find the back of the net when Ripika Korram had only the goalkeeper Keisham Melody Chanu to beat. However, the forward couldn’t connect with the ball properly.

In the 71st minute, Laxmi Podiyami of Mata Rukmani managed to

thwart Rimpa Haldar from a scoring position, but Haldar, however, found success two minutes later when she beat the goalkeeper and slotted home to make it 2-0.

The midfielder was later awarded the Player of the Match. Both sides came close to scoring in the game’s dying minutes, but neither could find the end product.

The win means East Bengal have found their rhythm after a slow start to the season.

Gokulam Kerala make short work of HOPS FC

Gokulam Kerala continued their winning streak in the Hero IWL as they picked up a 3-0 win over HOPS FC at the Shahibaug Police Stadium. The top scorer of the league, the Nepal striker Sabitra Bhandari took her tally to 11 goals in three matches in the current edition of the Hero IWL as she netted twice for the Malabarians in the second half.

Asem Roja Devi, too, got on the scoresheet as she opened the scoring for Gokulam Kerala in the 38th minute. Young defender Hemam Shilky Devi was adjudged the Player of the Match for her robust defending.

Motorcycle racing: Emmanuel set for World Junior GP debut

ESTORIL (PORTUGAL), MAY 2 (IANS):

Geoffrey Emmanuel will become the first Indian to participate in the FIM World JuniorGP World Championship this weekend in the opening round of this Moto3 feeder series, scheduled here from May 5 to 7.

It will be a landmark moment for both Emmanuel and Indian motorsports this weekend at the Circuit de Estoril in Portugal when the Chennai-born 18-year-old steps up for the challenge. Geoffrey, son of Emmanuel Jebaraj, winner of seven National titles, is representing team Cuna De Campeones which has produced the likes of 2020 World champion Joan Mir besides Jorge Martin and Pedro Acosta among many top-notch riders.

FIM JuniorGP World Championship, comprising seven rounds, is a juniorclass race event that runs under FIM Moto3 regulations and acts as a Moto3 World Championship feeder class. It is considered to be among the most com-

petitive junior championships in the World.

As part of the preparations, Geoffrey shifted to Valencia, Spain, last year, and participated in the Hawkers European Talent Cup, a one-make championship by Honda.

“The European Talent Cup was a steep learning curve for me, given the very competitive environment and racing on new circuits. But overall, it did a lot of good for my confidence.

I now look forward to the World JuniorGP season which is a big step forward for me as I chase my MotoGP dream,” Geoffrey was quoted as saying in a release on Tuesday.

Earlier this year, Geoffrey tested in Estoril and Valencia, riding the 2018 KTM RC 250GP bike, to prepare for the World JuniorGP season.

Meanwhile, Geoffrey’s younger brother, 17-year-old Johann Reeves Emmanuel, is taking part in the FIM JuniorGP European Talent Cup that will be run on the same weekend as the World JuniorGP.

IPL: DC stay alive with tense 5-run win over GT

AHMEDABAD, MAY 2

(IANS): Skipper Hardik

Pandya’s unbeaten fifty (59 not out) and Mohammed Shami’s four-fer (4-11) went in vain as Delhi Capitals beat Gujarat Titans by five runs in Match No. 44 of Indian Premier League (IPL) 2023 at Narendra Modi Stadium, here on Tuesday.

Seasoned pacer

Shami’s sensational fourfer helped Gujarat Titans restrict Delhi Capitals to 130/8 in 20 overs despite a fighting fifty from Aman Hakim Khan (51 off 44).

Apart from Shami, Mohit Sharma (2-33) and Rashid Khan (1-28) were the other wicket-takers for Titans while Axar Patel (27 off 30) and Ripal Patel (23 off 13) were the other main contributors with the bat after Aman.

Chasing a small total, Delhi Capitals also had a poor start as they lost three wickets inside the Power-play and scored just 31 runs. It was Khaleel Ahmed, who drew first blood for Delhi Capitals by getting Wriddhiman Saha caught behind for a duck in

the last delivery of the very first over of the innings.

Skipper Hardik Pandya walked into the middle to give company to Shubman Gill, who started well by hitting a boundary off Ishant Sharma. However, Anrich Nortje was introduced in the attack soon and he dismissed Gill, who timed the ball straight to the cover fielder.

Vijay Shankar has been in good form this sea-

son and Gujarat had high hopes from him but Ishant bowled a brilliant knuckleball to get rid of the Tamil Nadu batter, leaving Titans in a precarious position at 26-3 after 4.6 overs. Defending champions Gujarat needed a partnership to rebuild their innings but new man David Miller tried to play a cute paddle sweep off Kuldeep Yadav but was bowled, adding misery to his team’s posi-

Tokyo Olympian Ashish Chaudhary came up with an impressive performance to advance into the 80kg pre-quarterfinals of the IBA Men’s World Boxing Championships 2023 after recording an emphatic victory here on Tuesday.

Chaudhary secured a hard-fought 4-1 victory

against the 2021 Asian Championships silver medallist Meysam Gheshlaghi of Iran.

tion. Gujarat Titans were 32-4 when Miller got out and Hardik was watching his batting partners going back to the pavilion one after another. The skipper needed some support and it came from Abhinav Manohar.

The duo of Hardik and Abhinav played cautiously against spin twins Kuldeep and Axar Patel, who were bowling nicely to keep things in control for Delhi.

After bowling a few overs of spin, Warner went back to his pacers and they also bowled well barring giving a few boundaries here and there as the required run rate was going up with each passing over.

Hardik and Abhinav continued to grind runs out while Warner was bringing in the bowling changes in search of breakthroughs and not letting the batters settle down as Gujarat Titans were 71/4 after 14 overs.

With the required run rate increasingly sharp, Pandya decided to free his arms and got a few boundaries to get his fifty in 44 balls but Abhinav was not

able to find boundaries and his struggle was ended by Khaleel Ahmed in the first ball of the 18th over.

Khaleel executed his slower ones and yorkers to perfection and gave just four runs in his over, making things tougher for Gujarat.

Anrich Nortje came to bowl the 19th over with Gujarat needing 33 runs in 12 balls.

The pacer conceded just three runs in the first three balls but Tewatia had other plans and he hit Nortje for three consecutive sixes, to bring the equation in Gujarat’s favour. With 12 runs needed of 6 balls for Gujarat to win, experienced Ishant had the big task in hand but he held his nerve, dismissed Tewatia and gave just 5 runs to win it for Delhi Capitals. Brief scores: Delhi Capitals 130/8 in 20 overs (Aman Hakim Khan 51, Axar Patel 27; Md Shami 4-11, Mohit Sharma 2-33) beat Gujarat Titans 125-6 in 20 overs (Hardik Pandya 59 not out, Abhinav Manohar 26; Ishant Sharma 2-23, Khaleel Ahmed 2-24) by 5 runs.

Belgian Luca Brecel crowned Snooker World Champion

LONDON, MAY 2 (IANS): Belgium’s Luca

Brecel claimed the Snooker World Championship title after defeating four-time champion Mark Selby 1815 in Sheffield.

Brecel, 28, had never won a match at the Crucible Theatre before this year’s tournament but shocked seven-time champion Ronnie O’Sullivan 13-10 in the quarterfinals, winning the last seven frames consecutively, reports Xinhua.

After coming from behind to defeat Chinese rookie Si Jiahui in the semifinals, Brecel established a final showdown with Selby and managed to hold a 9-8 overnight lead, even though his 39-yearold opponent made the first-ever 147 in a World Championship final last night.

The world No. 10 then claimed the first four frames on Monday, extending his advantage to 13-8. Selby fought back from 16-10 down to 1615 in the last session, but Brecel secured the final

two frames to become the fourth non-British winner at the season finale of the World Snooker Tour.

“It’s a dream come true, the best moment of my life,” Brecel was quoted by the World Snooker Tour website. “Especially the way I did it, beating Ronnie, Mark Williams, and then Selby in the final who

is the toughest opponent of all.”

“The only thing in my head was that I wanted to share the moment with my family. It’s going to take a couple of weeks to sink in,” said Brecel, who clinched his fourth ranking title in his career and raised his world ranking from tenth to second.

Russians approved for world C’ships, Ukraine pulls out in protest

BERLIN, MAY 2 (AGEN-

CIES): Russian and Belarusian judokas can take part as neutrals at this month’s world championships in Doha, the International Judo Federation (IJF) said, prompting Ukraine to pull out of the May 7-14 event in protest.

Ukraine has barred its national sports teams from competing in events that include competitors from Russia and Belarus while Russia’s invasion of Ukraine continues.

“The Executive Committee of the IJF has voted to permit neutral athletes from Russia and Belarus to participate in the World Judo Championships 2023 in Doha, Qatar, as Individual Neutral Athletes (AIN),” the IJF said in a statement on Tuesday. The International Olympic Committee (IOC) last month recommended that athletes from the two countries be allowed

to return to international competition as neutrals, meaning they compete under a neutral flag with no emblem or anthem. Athletes must not have links to the Russian military or have made prowar statements. The IJF Executive Committee said

it had received a list of proposed Russian and Belarusian participants and commissioned independent background checks on the athletes and delegates and any social media interactions regarding pro-war propaganda.

“We strive to ensure

that all athletes, regardless of their nationality or background, have the opportunity to compete on a level playing field, without discrimination,” the IJF said. It had said last week that it would let athletes from Russia and Belarus take part in the champion-

ships, saying that would enable them to participate in qualifying for the 2024 Olympic Games in Paris.

The Ukrainian federation alleged on its website that many of the Russian judoka registered for the championships are from the army.

“The majority of the team are athletes who are active servicemen of the armed forces of the Russian Federation, part of the army that attacked Ukraine on Feb. 24, 2022 and is still waging a brutal full-scale war on our territory, which is shelling Ukrainian cities and civilian homes every day, destroying peaceful citizens, children.”

Following Russia’s invasion, in which Belarus was a staging area for some Russian troops, the IJF stripped Russian President Vladimir Putin of his honorary presidency and cancelled a Grand Slam event in the Russian city of Kazan.

number two Aryna Sabalenka denied unseeded Egyptian Mayar Sherif the biggest victory of her career when the Belarusian came back from a set down to win their Madrid Open quarter-final 2-6 6-2 6-1 on Tuesday.

Sabalenka was not at her best and made 37 unforced errors in the match, but the Australian Open champion bounced back midway through the second set to win 10 games in a row and take control.

Sherif, who has won just one WTA 250 title in her career, was gifted the first game of the match, winning all her points

through unforced errors from Sabalenka to break the Belarusian before building a 3-1 lead.

Sabalenka saved a set point at 5-1 but Sherif, playing in her first WTA 1000 quarter-final after

Tsitsipas beats Baez to reach last-16

After edging Dominic Thiem in a third-set tie-break to open his Mutua Madrid Open campaign, Stefanos Tsitsipas of Greece again owned the clutch moments with a win against Sebastian Baez and advanced to the last 16 at the Madrid Open.

In a 7-5, 3-6, 6-3 victory, Tsitsipas improved to 8-2 on clay this season as he continues his bid to return to the semifinals at the ATP Masters 1000 event for the third time. Tsitsipas will next face home favourite Bernabe Zapata Miralles.

In other major action, Taylor Fritz, chasing his maiden ATP Tour title on clay demonstrated his recent improvement on the surface Monday with a scintillating 6-1 7-6(4) third-round triumph against Cristian Garin.

The Monte-Carlo semifinalist Fritz

will take on Chinese Zhang Zhizhen as he chases his second ATP Masters 1000 title. The 26-year-old Zhang, who stunned Canadian player Denis Shapovalov in the second round, pulled off an even bigger upset against world No. 13 Norrie, rallying from one set down to win the match 2-6, 7-6 (2), 7-6 (2), reports Xinhua.

The 2021 champion then showed no mercy in the third as she raced into a 5-0 lead before Sherif got on the board. But that only delayed the inevitable as Sabalenka sealed victory with a winner down the line.

In the men’s draw, Russian Aslan Karatsev rattled second seed Daniil Medvedev with his powerful groundstrokes to upset his fellow Russian and clinch a 7-6(1) 6-4 win to reach his first Masters 1000 quarter-final.

Karatsev, ranked 121 in the world, has now beaten world number three Medvedev twice in his career with both wins coming on clay.

Khachanov beats Rublev to seal quarter berth

Karen Khachanov kept his cool and beat Andrey Rublev 7-6(8), 6-4 in the fourthround clash to seal a quarterfinal berth at the Madrid Open, here on Tuesday. The 10th-seeded Khachanov took control of a closely fought encounter by rallying from 4/6 to claim the first-set tie-break and he carried that momentum to a one-hour, 42-minute victory on Manolo Santana Stadium. DUBAI, MAY 2 (IANS):

India pipped Australia to become the No.1 team in Men’s Test Rankings following the annual update, that drops results from the 2019-20 season and reflects all series completed since May 2020, released by the International Cricket Council (ICC) on Tuesday.

Australia’s reign at the top of the Men’s Test Rankings comes to an end after 15 months with India going past the Aussies ahead of next month’s ICC World Test Championship Final. India currently sits at the top of the ladder with 121 points, with Australia in the second spot with 116 points. Prior to the annual rankings update, Australia were at the top with 122

points with India trailing them by three points (119).

England remain in third position but the gap between them and the second placed side is reduced from 13 to two rating points owing to some consistent performances in recent months as well as reduced weightage of their 4-0 Ashes defeat and a 1-0 defeat in the West Indies.

The annual rankings consider all series completed since May 2020, with series completed before May 2022 weighted at 50 percent and all subsequent series weighted at 100 percent, according to the ICC release.

India’s rating points have moved up from 119 to 121 as their 2-0 defeat to New Zealand in March

2020 no longer figures in the rankings, which assesses series completed prior to May 2022 at 50 per cent and subsequent series at 100 per cent.

Australia’s home series wins over Pakistan (2-0) and New Zealand (3-0) in 2019/20 were no longer in consideration, while their 4-0 win over England in 2021/22 has its weighting halved. Consequently, Australia’s ratings dropped from 121 to 116.

Australia, who take on India in the final of the ICC World Test Championship 2023 at The Oval from 7 June, were the top-ranked Test side since January 2022 while India were last at the top for a month in December 2021.
