Vaccine slots booking to open on July 4 DIMAPUR, JUL 2 (NPN): State health and family welfare department has informed that Co-Win Portal for registration and booking of slots for the 18-44 years group would open from 9 a.m. onwards on July 4, 2021 for vaccination days July 5-9, 2021. In a press release, mission director (NHM) Dr. I Talitemsula Jamir provided schedule for vaccination sites with respect to its days and slot. Along with 45+ years group, mission director (NHM) informed that Covid-19 vaccination centres (CVCs) for on-site registration and vaccination will be available in rural health units for 18-44 years group. The department has, therefore, requested the public to contact district immunization officers, medical officers i/c of CHCs/PHCs to ascertain the days on which COVID-19 Vaccination would be conducted. Meanwhile, the department has informed that a total of 5,26,990 persons have been inoculated against Covid-19.

DIMAPUR, JUL 2 (NPN): Confirming reports of several cases of rabies in Dimapur, the department of animal husbandry & veterinary services has admitted the deaths of two persons of suspected rabies in June this year. According to Veterinary Surgeon, district veterinary hospital Dimapur, Dr. KN Zubemo Humtsoe, the two deceased – a mother and son- residing at Rilan village, were diagnosed with rabies on June 9. While the mother died on June 10, the son died on June 11. The deaths were also reported to the chief medi-

cal office (CMO) Dimapur. Dr. Humtsoe said that after the deaths, he along with veterinary assistant surgeon Dr.Vikshe Sumi visited Rilan village on June 24 and collected report from village council chairman and secretary. The victims were reportedly bitten by their own dog 20 days before their deaths, said Dr. Humtsoe. He said the mother also had an earlier history of dog bite. The district veterinary surgeon said that Rilan village council was directed to confine and chain all the dogs of the village for 14day observation by medical department. (Cont’d on p-8)

DIMAPUR, JUL 2 (NPN): Petrol price breached the Rs. 100-per-litre mark in two more districts—Zunheboto and Phek—after state-owned oil marketing companies (OMCs) hiked the price of the auto fuel on Friday. With the latest hike, petrol has now crossed Rs.100 mark in six districts – Tuensang, Kiphire, Noklak, Mon, Zunheboto and Phek. DIMAPUR: Dimapur police Thursday arrested two persons, Manoj Deb (48) and Ranjit Debnath (50) on charged of murder of Bipul Boruah (48). According to Dimapur police PRO, the victim succumbed to his injuries in the hospital after severe physical assault by the accused persons, who alleged that the victim had stolen some household items at old over-bridge area, Burma Camp, Dimapur. On completion of post mortem, PRO said the body of the victim was handed over to the relatives and a case was registered with East police station, Dimapur.

DIMAPUR: Nagaland Garo Tribal Council in association with Nagaland Garo Mothers’ Association and Garo Students’ Union Nagaland zone organised candlelight vigil on Thursday evening at Dubagaon village in memory of late Samuel Sangma and late Rosy Sangma and to demand justice over the mysterious death of the two-- one at Gurugram, Haryana and another at Safdarjung Enclave in Delhi, NGTC joint secretary Cliff Sangma said. While urging for a special investigation team (SIT) to probe into the case, the gathering also demanded compensation to be paid to the kin of the victims by Haryana government and the

Central government. The gathering also demanded cancellation of the license of the doctor at ALFAA hospital Gurugram. It may be recalled that Rosy Sangma, who was admitted to the ICU of a hospital in Gurugram, died on June 24 after some staff allegedly fed her with “ice cream” while Samuel was reportedly found dead in his hotel room in South Delhi. Pointing out that such incident was not the first time against people from the North East, the unions called upon the Centre to ensure safety of all those from North East in other parts of the country. Meanwhile, in Meghalaya

organisations from Garo Hills, Church and local leaders, along with the citizenry also organised a candlelight vigil on Thursday, condemning the foul play in the deaths of Rosy and Samuel. The candlelight vigil was jointly organised by the All Garo Hills Joint Action Committee along with other organisations at William Point, Tura, and was attended by various local and union leaders as well as social activists. Tura MP and former Union minister Agatha Sangma had also written to Union home minister requesting him to initiate a probe into the mysterious deaths of two youths from Dimapur in Delhi.

Western Sumi Students Union (WSSU) while extending solidarity with the people of Garo in seeking justice for late Rosy Sangma and late Samuel Sangma has urged for justice at the earliest. In a condemnation note, WSSU president, A Kaghato Achumi and information and publicity, Iuto V Swu said the union strongly condemned the horrific incident where Rosy died out of “sheer medical negligence” at a private hospital in Gurugram, Haryana and subsequently her brother Samuel was found death under mysterious condition at his hotel room. WSSU said it was deeply distressed to know the alleged attached meted out to the siblings of late Rosy by a doctor and added that the prima-facie evidence appears to be an “orchestrated killing”. Urging the government and law enforcing agencies to initiate necessary action to deliver justice to the grieved family, WSSU said “injustice anywhere is a threat to justice everywhere”.

DIMAPUR: District Tobacco Control Cell (DTCC) Mon organised teachers’ training on “Tobacco Free Educational Institution (TOFEI)” following COVID-19 SOPs at Sacred Heart School, Mon on June 30. According to DIPR report, the first session was conducted on “adverse effects of tobacco consumption” and the second session was on “TOFEI”. Speaking at the training programme, NTCP Mon, district nodal officer, Dr. I Simon Sumi emphasised on how the use and consumption of tobacco products affected the human body. Kolasib district deputy commissioner H. Lalthlangliana told PTI that chief secretaries of both the states will have bilateral talks over the inter-state border following the fresh tension that erupted on Tuesday at Aitlang hnar area in Kolasib district which borders Assam’s Hailakandi district.

The chief secretarylevel meet will be held in the national capital on July 9, he said. Aizawl, Jul 2 (PTI): At least 278 more people, including 13 inmates of Aizawl central jail, have tested positive for COVID-19 in Mizoram, pushing the state’s tally to 20,770, a health official said on Friday. The COVID-19 death toll rose to 94 as a 73-year-old man from Kolasib district succumbed to the infection on Thursday night, he said. Aizawl district reported 167 new COVID-19 cases followed by Kolasib (34) and Hnahthial (26), the official said. The single-day positivity rate was 6.93 per cent as the fresh cases were detected from 4,006 samples, the official said, adding that 131 patients have developed symptoms of COVID-19. Mizoram currently has 4,131 active COVID-19 active cases, while 16,545 people have recovered from the virus. The state has tested over 4.88 lakh samples for COVID-19 till date. According to state immunisation officer Dr Lalzawmi, over 5.1 lakh people have been vaccinated till Thursday.

Itanagar, Jul 2 (PTI): Arunachal Pradesh’s COVID-19 tally rose to 36,168 as 311 more people tested positive for the infection, while four more fatalities pushed the death toll to 176, a senior health official said here on Friday. Two persons from Namsai, one from Changlang and another from the Capital Complex Region died due to Covid pneumonia while undergoing treatment at various health facilities, State Surveillance Officer (SSO) Dr Lobsang Jampa said. Arunachal Pradesh currently has 2,783 active COVID-19 cases, he said. As many as 286 patients were cured of the disease on Thursday taking the total number of recoveries in the northeastern state to 33,209, Jampa said. The COVID-19 recovery rate now is 91.82 per cent while the active percentage stands at 7.69 and the positivity rate at 6.06 per cent, the official said. Meanwhile, State Immunisation Officer Dr Dimong Padung said that a total of 6,10,146 people have been administered COVID-19 vaccine doses so far in the state since the inoculation drive began in January this year.

M’laya records 485 new COVID-19 cases

Shillong, Jul 2 (PTI): Meghalayas COVID-19 caseload on Friday increased to 50,575 as 485 more people tested positive for the infection, while five fresh fatalities pushed the north-eastern states coronavirus death toll to 849, a health official said. All five fatalities are from the East Khasi Hills district. The state now has 4,652 active COVID-19 cases, while 45,074 people have recovered from the infection so far, including 365 in the last 24 hours, Health Services director Aman War said. Meghalaya has so far tested over 7.01 lakh samples for COVID-19, the official said. As of Thursday, the state has vaccinated a total of 7.1 lakh people, of whom 80,927 have received both doses, War said.

Sikkim reports 111 fresh COVID-19 cases

Gangtok, Jul 2 (PTI): Sikkim reported 111 new COVID-19 cases in the past 24 hours, pushing the caseload to 20,777, a health department bulletin said on Friday. The coronavirus death toll in Sikkim remained at 308 as no more fatality was reported in the past 24 hours, it said. South Sikkim registered 58 new cases, followed by East Sikkim (41), South Sikkim (11) and North Sikkim (1) districts. Sikkim now has 2,062 active COVID-19 cases, while 253 patients have migrated to other states, and 18,154 people have recovered from the disease. The state has tested 619 samples in the past 24 hours, taking the total number of samples tested thus far to 1,65,117. Sikkim’s COVID-19 positivity rate now is 17.9 per cent, while the recovery rate has increased to 87.3 per cent.

IMPHAL, Jul 2: Manipur health department on Friday said that 69 more individuals were infected by the Delta variant of COVID-19 in the state. The state had earlier reported 18 Delta variant cases. So far, 87 cases of the have been detected in the state. Meanwhile, the state recorded 656 new cases of Covid-19 on Friday, taking the statewide tally to 70,954 even as the death toll reached 1,175 after 13 more individuals succumbed to the infection. As many as 603 patients made a full recovery over the past 24 hours, taking the total recoveries in the state to 63,809 or 89.93% of the total infection, according to the bulletin of the state health department. NEW DELHI, JUL 2 (AGENCIES): Uttarakhand Chief Minister Tirath Singh Rawat is likely to resign at the prodding of the BJP high command, which, sources said, has taken into account assessments that Rawat may lose the assembly bypoll if he contests, which would then have a very adverse impact on the party’s prospects in assembly elections early next year. Party leaders, however, maintained for the record that Rawat was resigning because there is no clarity on whether the Election Commission would hold bypolls on time. Rawat is facing Constitutional issues regarding his elevation — the chief minister is a Lok Sabha MP and has to get elected to the state assembly before 10 September to retain his post.

He had met BJP president J.P. Nadda Friday, for the second time in three days, to discuss the political crisis and his election to the state assembly before 10 September. Sources in the BJP told ThePrint that the chief minister would soon meet the Uttarakhand governor. “He is likely to resign as there is no clarity on bypolls,” said a source. “Due to the constitutional crisis, the party had to take this decision to change the chief minister. The legislature party meeting will be held soon to select the next chief minister.” Rawat, who replaced Trivendra Singh Rawat as chief minister of the hill state on 10 March, is the Lok Sabha MP from Pauri Garhwal. He is yet to resign. But to continue as chief minister under Constitutional norms, he will have to resign from the Lok Sabha and get elected to the state Vidhan Sabha

Sources said that issues regarding his continuance as chief minister were discussed at the meeting. “During the Wednesday meeting, which took place at Home Minister Amit Shah’s residence, all the possible scenarios were discussed,” a third BJP

BJP national general secretary and Uttarakhand in-charge, Dushyant Gautam, told ThePrint that there was no discussion of the Uttarakhand by-polls at the party level. “If there is anything you will get to know. Right now there’s no such discussion,” he said. NEW DELHI, JUL 2 (PTI): The Centre on Friday deputed multi-disciplinary teams to Kerala, Arunachal Pradesh, Tripura, Odisha, Chhattisgarh and Manipur in view of the high number of COVID-19 cases being reported by these states. Teams will be supporting the states in their efforts to carry out a targeted Covid response and management, and effectively tackling the pandemic, a Union Health Ministry statement said. The two-member high level team to these states comprises a clinician and a public health expert, the statement said. The Indian mission has also lodged a strong protest with Pakistan over the incident through a note verbale which is a diplomatic communique, people familiar with the development said. The incident came to light amid growing concerns in the security establishment in India after explosivesladen drones were used to carry out an attack on the Jammu Air Force station on June 27. “A drone was spotted over the premises of the

Indian High Commission in Islamabad on June 26. This has been taken up officially with the government of Pakistan. We expect Pakistan to investigate the incident and prevent recurrence of such breach of security,” External Affairs Ministry Spokesperson Arindam Bagchi said at a media briefing. It is learnt that the drone was sighted within the complex when an event was being held at the mission. Asked about the drone attack on Jammu airbase, Bagchi declined to comment, and only said that the investigation into it is in progress. According to security officials, it was the first instance of suspected Pakistan-based terrorists deploying unmanned aerial vehicles to strike at vital installations in India.

New Delhi, Jul 2(AGENCIES): A fresh row broke out Friday between Chief of Defence Staff (CDS) Gen Bipin Rawat and Air Chief Marshal (ACM) R.K.S. Bhadauria over the role of the Indian Air Force (IAF) in the planned theatresisation. While the CDS labeled the IAF as a supporting arm to the ground forces — likening it to the role of artillery and engineers in the Army, the IAF chief said air power has a huge role to play in any of the integrated battle areas and is not an issue of support alone. ACM Bhadauria also said that the IAF was supportive of the integrated theatre command, but underlined that it is important to “get it right” because it will have an impact on war fighting. These contrasting statements by two of the most senior Indian military officers came in the backdrop of differences within the Services on the basic structure of theatres, which aim to bring in a joint and integrated approach to war fighting.

NEW DELHI, JUL 2 (AGENCIES): The Union Health Ministry on Friday formally announced that pregnant women are now eligible for Covid-19 vaccination for which they can register on the CoWIN portal or walk in to the nearest Covid Vaccination Centre (CVC). The Union health ministry has given the approval based on recommendations of the National Technical Advisory Group on Immunization (NTAGI). The decision empowers pregnant women to make an informed choice on taking the Covid vaccination, the ministry said. The decision has been communicated to all the states and union territories to implement it under the ongoing National Covid Vaccination Program, it said in a statement. Pregnant women, who opt for vaccination, can be inoculated with Covid vaccines available in the country any time during

Although more than 90 per cent infected pregnant women recover without any need for hospitalisation, rapid deterioration in health may occur in a few and that might affect the foetus also, the document said, adding that therefore, it is advised that a pregnant woman should take Covid19 vaccine. In case a woman has been infected with coronavirus during the current pregnancy, then she should be vaccinated soon after the delivery, the government statement said. Earlier, the Health Ministry had said that “women who are pregnant or not sure of their pregnancy… should not receive COVID19 vaccine” since they had not been part of any COVID vaccine trials. Following the recent National Technical Advisory Group on Immunisation (NTAGI) meeting on May 28, it has been recommended that pregnant women should also be vaccinated since “exposure probability is very high” and that the “benefit far outweighs the risk”. The Federation of Obstetricians and Gynaecologists Society of India had earlier in April recommended that obstetricians and gynaecologists and women’s healthcare providers should be allowed to administer Covid-19 vaccines to pregnant and breastfeeding women with preparations to manage adverse events.

Colonial hangover

T

hough Nagaland became the 16th state under the Union of India in 1963, the imposition of the draconian Armed Forces (Special Powers) Act had already been imposed in 1958. The Armed Forces (Assam and Manipur) Special Powers Ordinance 1958 was promulgated by the President Dr. Rajendra Prasad on May 22, 1958. It was replaced by the Armed Forces (Assam and Manipur) Special Powers Act, 1958 on September 11, 1958.It may be noted that the AFSPA had its roots in the Armed Forces Special Powers Ordinance of 1942 which was promulgated by the British on August 15, 1942, primarily to suppress the Quit India Movement. This Act continues to be in force throughout Nagaland for a total of 63 years. In 1972, amendments to the AFSPA took away the power of the State government and its legislative Assembly to declare AFSPA and handed such powers over to an appointee of the Central Government. The AFSPA is imposed after the Disturbed Areas(Special Courts)Act 1976 is promulgated in the parts of or the entire state. The DAA grants powers to the central or state governor to make the declaration but does not describe the circumstances under which the authority would justified in making the declaration. The periodicity of the Act has been extended regularly from six months to one year. The latest extension was done by the Centre(home ministry) from June 30, 2021 till December 31,2021. The AFSPA is meant for internal security emergency where the government is unable to function as per the law. AFSPA is currently effective in entire Assam, Nagaland, Manipur (excluding Imphal Municipal Council Area), Changlang, Longding and Tirap districts of Arunachal Pradesh. The government on April 24,2018 withdrew the Armed Forces Special Powers Act (AFSPA) from all of Meghalaya and parts of Arunachal Pradesh as these areas have been declared free of insurgency. On the other hand, though many parts of India, especially Naxal-infested states have witnessed terrible violence, the government of India did not invoke AFSPA in those areas. This inherent contradiction in dealing with similar situations in the mainland states vis-à-vis the north east and Jammu and Kashmir also reveals how Delhi looks at the issue of maintenance of public order. There have been several cases filed against security forces for alleged gross violation of human rights. However, AFSPA provides army and operational adjuncts, such as Assam Rifles and Rashtriya Rifles, both immunity and impunity in areas that the Act is enforced- to kill at will anyone, even on the merest suspicion of breaching law and order, of being a rebel sympathizer. This writ extends to any “commissioned officer, warrant officer, non-commissioned officer or any other person of equivalent rank in the armed forces…in a disturbed area…” No army or para military personnel can be publicly prosecuted unless cleared by the central government. The AFSPA is a draconian law even though it may not be applied often. The mere power given even to an NCO to shoot at sight even to the point of causing death yet shielding such personnel from the law is inhuman. The AFSPA has been challenged in courts where the apex court had ruled that crime committed should be judged equally under the law. The Justice Jeevan Reddy Commission set up by the UPA-II to review AFSPA submitted its report on June 6,2005 in which it recommended its repeal. However, the BJP government in 2015 rejected the recommendation.It is time that such draconian colonial laws be looked from the point of whether free India is really free from its colonial hangover?

Consequently, a disciple is subject to the same charge that was leveled against Jesus Christ, namely, the charge of inconsistency. But Jesus Christ was always consistent in His relationship to God, and a Christian must be consistent in his relationship to the life of the Son of God in him, not consistent to strict, unyielding doctrines. The Plastic Crisis: Is Nagaland doing enough to curb the crisis?

M

ost of us use them every day, the thin plastic bags used by almost every retailer we visit. Whether we’re shopping for groceries or the latest fashion trends, you can almost guarantee that you’ll be leaving the store with a plastic bag stuffed full of your new goodies. Then, when you reach home, you’ll quickly remove them like a kid opening Christmas presents, tossing aside the wrappings with thoughtless abandon. Have you ever stopped to consider what happens to those plastic bags? Has it ever occurred to you just how many of them we go through, individually, in a year? Plastic pollution is a global catastrophe and sadly it is a man-made one. Plastic Oceans International frighteningly states that annually approximate 500 billion plastic bags are used worldwide, with more than one million bags every minute. Just think about how many of these bags will end up littered all over the planet. This is having an extremely detrimental effect on the environment, wildlife and human health. This pollution is also extremely dangerous because it is leading to the transportation of invasive species, which can have a catastrophic influence on biodiversity. We are not immune from the impact either. Plastic particles attract toxins, which in turn affects us, as the toxins enter the food chain. International Plastic Bag Free Day is dedicated to heightening awareness about these and very real and pressing issues brought about by this most popular of disposable carrying devices. We are reminded that those bags we pick up from the retailers are used for an incredibly short time, usually under 30 minutes, and

are then disposed of. They may pass out of our thinking then, but they do not pass out of our world. Plastic bags remain in the world for anywhere from 100-500 years before finally decaying completely, and have a profound impact upon our environment as a result. International Plastic Bag Free Day was created by Bag Free World. It was created as a worldwide initiative for the purpose of getting rid of the single-use of plastic bags around the world. It is all about promoting environmental conservation by encouraging us all to stay away from the use of plastic bags and instead look for more eco-friendly alternatives and carry our won reusable bags. If we can do it on this one date, then we can do it for the rest of the year, right? The day is also important in terms of increasing awareness of the dangers and the harm that is associated with plastic bags in terms of the impact they have our life, nature and the environment. So, it is good to share awareness and use our voice on this date. We all are responsible for our actions and we all have our role to play in taking care of ourselves and the environment. It may be recalled that in the not so distant past on 17th June 2019, the Government of Nagaland had notified and imposed the total ban on “Single Use Plastics” (SUPs) in the state, which came into effect from 18th September 2019. This was in continuation of the state government’s earlier notification of 29th November 2018 on the “policy for restricting the use of plastics in Nagaland’ A list of eight SUP products were clearly mentioned in the said notification, as totally banned, amongst which was “ All plastic bags with or without handles, irrespective of

thickness and size” . The notification also states that all individual, institutions or commercial establishments were to abide with the total ban, and the District Administrations and local bodies were given the right to decide and levy penalties against the defaulters in their jurisdiction. District Task Force were also set up in respective district to monitor and ensure the implementation of the notification. The Notification also clearly listed Poly Propylene (PP) as one of the banned items of SUPs. However PP bags are being randomly used in many shops in all shapes, sizes and colours, even prior to the pandemic. PP bags may look like cloth bags, but it is just as much plastic with similar ill effects. Many are not aware that it is plastic and is falsely promoted as cloth by manufacturers. Government must campaign to drive home the message that non-woven PP bags cannot be used as an alternative to plastic bags. In addition most Biodegradable or Oxo-biodegradable bags have additives that promotes faster breakdown and just become microplastics. They are still single use and as harmful. Again, the so called compostable bags are for industrial composting only and not home composting nor in landfills. Thus, the only natural, compostable and biodegradable bags available today are the natural fibre bags such as cotton and jute or we use reusable bags. Right after the notification, there was a flurry of activities by the District Task Force in their respective districts for the effective implementation of the ban on SUPs. There was also a visible reduction in the use of plastic bags in shops, markets and by the consumers.

However, this initial enthusiasm to support the ban on SUPs has waned with the public going back to the old ways, particularly with the increased abundance and use of plastic/polythene bags, which has made a comeback with a vengeance. The stickers “Bring your own bags” on the doorways of many shops in 2019, are now replaced with “No masks no entry”. It would have been good if these two stickers co-existed together as they are complimentary to both the human and the environmental health and are inter-dependant. It is presumed that this ban still exists, at least on paper if not in reality, as most government notifications goes. Sadly the pandemic has halted the war against SUPs. Ironically plastic bags are used extensively as part of the relief efforts in all cities, towns and villages to distribute essentials during the pandemic/lockdown, but are also contributing to a bigger problem of piling disposables that often leads to increased garbage, clogged drains and polluting rivers and soil. These reliefs could be done in paper bags/boxes or measured cups from bulk containers. It just requires a little effort and commitment. The current increase in SUPs and plastic bags is understandable, but we also need to think about our planet’s long term health. It is important to acknowledge that we live in a new and unfamiliar reality. Individuals and families are making difficult and often necessary changes to the way they live and consume for the benefit of their safety and well being. As restaurants and shops temporarily/partially close and Government issue lockdown/curfew directives many citizens are ordering food deliveries or hurriedly making purchases with

plastic bags and disposable utensils for convenience, without a second thought on the increase in plastic pollution. Managing this increase in SUP waste will be a challenge for the government – even more so in Nagaland, where mismanaged waste aggregates in city/town centers and landfills, blocks drains and streams, and contaminates water and soil or causes air pollution due to constant burning of landfills etc., thus triggering new public health crisis. The Government in the interest of the majority of its citizens should reiterate its notification on the ban of SUPs, or at least for an intermediate period for a total ban on plastic bags. The ban on plastic bags will impart a significant and positive influence on consumer behaviour and consumers worried about carrying contagion to their homes will ensure reusable shopping bags; which can be properly decontaminated at home after each shopping trip. To drive the society towards behavioural changes, the awareness activities should be continued and green civic culture promoted through print and social media. While going toward normalcy and opening the economies, sustainable consumption transition maybe adopted to reduce the impact on the ecosystems of our planet, which may lead to more catastrophic and unmanageable situations in the future. Due to the pandemic, we are already inundated with unavoidable plastic such as the PPEs, face masks, sanitizers, gloves, etc. which has led to a quantum increase of plastic waste everywhere. As we navigate the new reality, consumers whose circumstances allow for it should begin to reshape how they think about plastic pollu-

tion. It is real and the present crisis can be reduced in its track right now – if we make choices that lead to a cleaner and more sustainable future. These choices are simple but can be effective, if each person decided to :i) Carry reusable bags while shopping ii) Follow the principles of REFUSE, REDUCE and REUSE iii) Be mindful of the your waste disposal – do not litter iv) Advocate for the Government to reiterate the ban on SUPs, particularly the plastic bags. To many, the issue of plastic pollution may not be a priority in the face of the health, economic and livelihood crisis. But we cannot also lose sight of the reality of the ill effects of plastic pollution. We stand at the junction of two diverging paths. One is a stop-gap solution that puts us solidly on track toward a not so distant future in which there is “more plastic in the ocean than fish”, metaphorically speaking. The other is a sustainable model of living and working that will benefit us long into the future – one that will create a healthier, more equitable and more liveable future for all. July is also the month of “Plastic Free July”, a global movement challenging people to reduce single use plastics as much as possible. Simple actions such as using reusable coffee/tea cups and bottles, opting for bars of soap rather than bottled liquid soaps, avoiding pre-packaged foods if possible, and simply buying less package goods overall, would help. As global citizens we can all be a part of this movement, and take conscious effort in one’s life style changes and choices. Let us be a part of the solution and not the problem. L. H. Thangi Mannen

NPFLP rejoinder to NDPP statement

he NPF Legislature Party is amused by going through the statement issued by Nationalist Democratic Progressive Party (Facta Non Verba meaning in Law’s term Acts not Words) on 30/06/202. The statements and press releases made by the NPF Legislature Party were strictly based on the spheres of the Governance of the State headed by the Chief Minister. It will serve much better if the NDPP Media & Communication Committee read and understand at least some of the pertinent Constitutional Law of India and the Rules of the Executive Business framed under the mandate of the Article-166 of the Constitution of India. After all, as a political party we are expected to deliver good services to the Public Interest with honesty and integrity. As Legislators of the 13th House of Nagaland Legislative Assembly and also the largest single party majority in the Assembly not only as the Principal Opposition to the Government the NPF Legislature Party has the overwhelming people’s mandate with us and therefore our voice represents the majority voice of the people of Nagaland. The NPF Legislature Party being the majority party in the House the NDPP wishes can only be sympathized. When the voice of the NPF Legislature Party is summarily rejected by the ruling conglomerate (PDA) not by rational nor by truthfulness but through their numerical strength and arrogances of the NDPP Leadership we have to ap-

proach the good Offices of the Hon’ble Governor of the State so that necessary remedial measures are initiated by the Hon’ble Governor under the competency of the constitution of India. Under the relevant Constitutional provisions the Hon’ble Governor of Nagaland can accord and grant prosecution sanction against those Ministers including CM who are otherwise appointed by the Governor. 1. Where it appears, in individual observation of the Hon’ble Governor that, the Govt. of the day is functioning with manifest illegality floating all norms of codal procedure of parliamentary procedures. 2. Where, it appears that there is every likelihood of breakdown of rule of law in the State. 3. Where there is unprecedented mismanagement of Governance owing to large scale corruption. 4. Where the Govt. failed to execute its responsibilities and exercise its powers within the ambit and parameters of law and the Constitution. 5. Where the Govt. failed to function transparently in adherence to the ideals of welfare state. 6. Where the democracy itself will be at stake due to large scale corruption being carried out by the Govt. 7. During such difficult times, instead of being cautious our people have been doing the complete opposites of what is being told. Disobedience is not unusual among our people but simply not caring about one’s life is depressing. A lot of families are grieving over the demise of their beloveds at this hour. A lot of people who tested positive and suffered too were the careful ones. Yet these people were not spared from Corona either. So, it becomes very difficult to see our people being neglectful and ignorant. All of us don’t want to die, therefore, value your life a little more. Mask up, sanitize and maintain social distance. India, China should be able to achieve status quo in LAC: CDS

NEW DELHI, JUL 2 (PTI): India and China should be able to achieve status quo in eastern Ladakh in a gradual manner as both sides understand that it is in the best interest of ensuring peace and tranquillity in the region, Chief of Defence Staff Gen Bipin Rawat said on Friday. In an address at a think-tank, Gen Rawat, at the same time, said that India must remain prepared for “any misadventure” and respond accordingly as it has done in the past “All I would say that keep your guard up, remain prepared; do not take things lightly. We must also be prepared for any misadventure and respond accordingly. We have responded in the past and will do so in the future,” he said replying to a question. About the resolution of the prolonged standoff, Gen Rawat said both sides are engaged in negotiations political, diplomatic and military levels to resolve the row. “It will take time. I think in a gradual manner, we should be able to achieve

the status quo because if you do not achieve the status quo and remain in this kind of a position, it could lead to misadventure at some time,” he said. “Therefore, both the nations understand that returning to the status quo is in the best interest of ensuring peace and tranquillity to which our nation is committed,” he said. Asked whether China has gone back on its word on disengagement from remaining friction points, he said there is suspicion on both sides and India too moved a large number of troops and resources there. “There is suspicion on both sides because while the other side has deployed their forces and created

infrastructure, we are also not lagging behind anymore. We have also moved a large number of troops and resources. There is a kind of suspicion on both sides as to what can happen,” the Chief of Defence Staff said. When referred to reports of China increasing military presence in the region, the Chief of Defence Staff said: “I think they realised that Indian armed forces cannot be taken lightly. Indian armed forces are no longer the armed forces of 1961. This is a strong armed force and it is not a pushover. “They will stand up to what they worth. I think that is what has been realised.” India and China on June 25 held another round of diplomatic talks on the border row during which they agreed to hold the next round of military talks at an early date to achieve the objective of complete disengagement in remaining friction points in eastern Ladakh. At the virtual meeting of the Working Mechanism for Consultation and

Coordination (WMCC) on border affairs, the two sides had a “frank exchange” of views and decided to maintain dialogue to reach a mutually acceptable solution for withdrawal of troops in all friction points to enable progress in the overall ties, according to the Ministry of External Affairs (MEA). India and China were locked in a military standoff at multiple friction points in eastern Ladakh since early May last year. However, the two sides completed the withdrawal of troops and weapons from the North and South banks of Pangong lake in February following a series of military and diplomatic talks. The two sides are now engaged in talks to extend the disengagement process to the remaining friction points. India has been particularly pressing for disengagement of troops in Hot Springs, Gogra and Depsang. India has been insisting on returning to the status quo of April 2020 in the region.

O P Chautala released from Tihar Jail NEW DELHI, JUL 2 (PTI): Former Haryana chief minister Om Prakash Chautala, who was serving a 10-year prison term in a teacher recruitment scam case, was released from the Tihar Jail here on Friday after completing due formalities, prison officials said. The 86-year-old Chautala, who was already out on parole, reached Tihar on Friday to complete formalities after which he was released from jail, they said. Director General (Delhi Prisons), Sandeep Goel, said, “After necessary formalities, he (Chautala) has been released”. Govt to clarify on FDI in e-comm soon

New Delhi, Jul 2 (PTI): Amid domestic traders continuously complaining alleged violations of FDI norms by foreign online players, Commerce and Industry Minister Piyush Goyal on Friday said the ministry will “very shortly” come out with certain clarifications on the e-commerce sector. Goyal said the ministry is not changing any policy on e-commerce for foreign direct investment as the policy is crystal clear. “We will also come out with the e-commerce policy and whatever clarifications… Certain instances have come to our notice where the policy is not being followed in letter and spirit, we will obviously be clarifying that very shortly,” he told reporters here. The statement assumes significance as the minister recently stated that all e-commerce companies should follow the law of the land and not use

muscle or money power to hurt Indian interests as many of these large online firms have come into India and “very” blatantly flouted the laws. He also said the consumer affairs ministry recently announced the draft e-commerce rules under the consumer protection law and after getting stakeholders’ views, the final rules will be issued. “This is a series which involves consumer affairs, the FDI policy, and ecommerce policy. “We wanted to come with the consumer protection rules of e-commerce first because we believe that our most important stakeholder is the con-

sumer and we wanted to make sure that consumer protection prevails over everything else,” the minister said. These draft rules have also sent a strong message to the world, as some time ago, there used to be a criticism that India’s ecommerce policy is skewed against foreign investors. “By announcing the e-commerce rules for consumer protection, we have demonstrated that our first and foremost concern is the consumer,” he added. NPPA approves price rise of 50% for 3drugs New Delhi, Jul 2 (PTI): The national drug pricing regulator NPPA on Friday said it has allowed a one-time increase of 50 per cent in the ceiling prices of nine scheduled formulations of three drugs – carbamazepine, ranitidine and ibuprofen – to ensure their availability. These drugs are used as the first line of treatment and are important to the public health programme of the country, the National Pharmaceutical Pricing Authority (NPPA) said in its order. NPPA, in its meeting on June 28, deliberated upon the case of upward price revision of the formulations of these drugs under Para 19 of DPCO 2013 and noted that the scheduled formulations being considered for upward price revision are low-priced drugs and have been under repeated price controls, it added. DPCO 2013 is the Drugs (Prices Control) Order, 2013. While carbamazepine is a anti-epileptic drug, ranitidine is used for the treatment of ulcers of the stomach and intestines and to prevent intestinal ul-

To address the situation arising due to repeated price control, a one-time price increase of 50 per cent from the current ceiling price is being considered in public interest as an exceptional measure as advised by the Standing Committee on Affordable Medicines and Health Products (SCAMHP), NPPA said. Accordingly, “NPPA invokes extraordinary powers in public interest under Para 19 of DPCO 2013 for upward revision of the ceiling prices of the nine scheduled formulations of 3 drugs by giving one time increase of 50 percent from the present ceiling price,” it added.

India agrees to landmark global tax framework on taxing multinationals New Delhi, Jul 2 (IANS): India has agreed to a pathbreaking international framework with 129 other countries for taxing multinationals that could impact its ability to tax them and have the potential to douse trade wars over taxing tech giants. India and the other countries issued a joint statement on Thursday affirming support for the proposed framework which has at its core a global minimum corporate tax of 15 per cent and makes way for countries to tax multinational enterprises (MNEs), especially tech giants like Google, Facebook and Amazon, on their earnings there. “It would re-allocate some taxing rights over MNEs from their home countries to the markets where they have business activities and earn profits, regardless of whether firms have a physical presence there,” said the Organisation for Economic Cooperation and Development (OECD), which coordinated the development of the plan. It “will ensure a fair-

er distribution of profits and taxing rights among countries with respect to the largest MNEs, including digital companies”, the OECD said. India and the administration of President Joe Biden are embroiled in a dispute over New Delhi imposing a two per cent tax on earnings in the country by foreign technology and e-commerce companies like Amazon, Facebook and Google. Biden’s administration retaliated with a threat to raise import duties on a range of imports, from prawns and Basmati rice to furniture and jewellery, but kept it in abeyance hoping the new global tax framework could resolve it. The OECD, which said that it expected the framework to be finalised in October for implementation in 2023, estimated that it would generate additional annual global tax revenues of around $150 billion that will be shared by various countries. “Additional benefits will also arise from the stabilisation of the international tax system and the increased tax certainty for

The framework got the approval of the G7 leaders last month and is expected to come up at the meeting of the finance ministers of the G20 group of major economies in Venice next week. Biden and his Treasury Secretary Janet Yellen propelled the negotiations for the framework with the goal of preventing US companies fleeing to countries like Ireland, Hungary and Lichtenstein and those in the Caribbean region with lower corporate taxes. Notably most of those countries did not sign the statement agreeing to the framework. New Delhi, Jul 2 (IANS): Housing sales rose by 23 per cent across the top seven cities in India in the first five months of 2021 to 1,32,818 units, according to a report released by PropEquity, a real estate data, research and analytics firm. During the same period last year, a total of 1,08,199 units were sold, it said. The report showed that majority of the sales happened till mid-April, just ahead of the resurgence in Covid-19 cases. Bengaluru, Chennai, Hyderabad, Mumbai Metropolitan Region (MMR) and Pune are the cities where home sales witnessed a growth in the first five months of 2021 as against the first five months of 2020, with a growth of 16 per cent, 40 per cent, 39 per cent, 29 per cent and 34 per cent, respectively. New Delhi, Jul 2 (IANS): Betting big on green power, country’s largest power producer NTPC proposes mega listing of its renewable energy subsidiary next fiscal to raise resources to fund its massive clean power play. Sources in government said that the power generator will be investing close to Rs 2 lakh crore to Rs 2.5 lakh crore over the next decade on expanding renewable capacity also aimed at boosting equity support, a big chunk of which would also come from the market through public offer. NTPC recently doubled its renewable power capacity addition target from 30,000 to 60,000 MW 2032. It aims to have a thermal-renewable mix of 50:50 over next decade. Current try the company has about 1500 MW of renewable capacity with another about 3,500 MW under construction. NTPC will also cut net energy intensity by 10 per cent. In this regard plan is to add 7,000-8,000 MW of renewable capacity every year. Mumbai, Jul 2 (PTI): The Indian Rupee depreciated 20 paise to 74.75 against the US dollar in opening trade on Friday as firm American currency and rising crude oil prices weighed on investor sentiment. At the interbank foreign exchange, the rupee opened at 74.71 against the dollar, then fell further to 74.75, registering a fall of 20 paise over its previous close. The precious metal had in the previous trade closed at Rs 46,364 per 10 gram. Silver, however, fell Rs 256 to Rs 68,458 per kg, from Rs 68,714 per kg in the previous trade. “Spot gold prices for 24 karat in Delhi gained Rs 251 in line with firm COMEX (New York-based commodity exchange) gold prices and rupee depreciation,” said HDFC Securities Senior Analyst (Commodities) Tapan Patel. Pakistan will not give bases to US Islamabad, Jul 2 (IANS): In a bold decision, Pakistan has decided and announced that it will not provide any bases on its soil to the US to operate from, after its troops exit Afghanistan. The decision came after the briefing of the National Security Committee, which was attended by senior members of the Parliament from both the government and opposition, along with the Chief of Army Staff (COAS), and the Directors General of Inter-Services Intelligence (ISI), and the Military Intelligence (MI). The meeting continued for at least eight hours, where the committee members were given a detailed briefing on the security situation of the country and the region at large, the situation with India and the Kashmir issue, and Pakistan’s role in the Afghan peace process, especially on the US demand to Pakistan for providing bases to operate after its withdrawal from Afghanistan.

team of scientists has identified an anti-malarial drug, mefloquine, that is effective against SARS-CoV-2, the virus causing Covid-19. The team from Tokyo University of Science and others mathematically modelled the effectiveness of mefloquine to predict its potential real-

world impact, if applied to treat Covid-19. They found that mefloquine could reduce the overall viral load in affected patients to under 7 per cent and shorten the “timetill-virus-elimination” by 6.1 days. Their findings are published in Frontiers in Microbiology. (IANS)

I

n a recent study, scientists have found that the parts of the upper atmosphere are gradually contracting because of greenhouse gas emissions and climate change. Published in the peer-reviewed journal called Journal of Atmospheric and Solar-Terrestrial Physics, the research is based on the data collected by three National Aeronautics and Space Administration (NASA) satellites.

Speaking about their findings, the lead author of the study Scott Bailey who is an atmospheric scientist at Virginia Tech said that one needs to look at several decades of data to understand the effects of greenhouse gas emissions and solar cycle changes. The data collected from three satellites over 30 years shows that the summer mesosphere over Earth’s poles is contracting

at a rate of 500 to 650 feet per decade and it is cooling by four to five degrees Fahrenheit. Previously, researchers have been able to determine that the mesosphere is cooling, however, it is for the first time that the contraction of the upper atmosphere has been observed using data collected from longer periods. According to a blog on NASA, the effects on

the mesosphere do not directly impact human beings. However, it is a region of importance because the coldest atmospheric temperatures are found in this layer. The transition of the neutral atmosphere into the ionosphere is also observed in this region. While the impact of greenhouse gases in our layer of the atmosphere, the troposphere, is that we experience warming, the

mesosphere is thinner and thus reacts differently to the increasing greenhouse gases. Commenting on the difference, co-author and atmospheric scientist James Russell from Virginia’s Hampton University said that the atmosphere near the Earth’s surface is thick and that carbon dioxide traps heat, similar to how a quilt wraps heat around the body. It is a proud moment for the state as Khelhoshe Polytechnic, Atoizu (KPA) now gets the National Board of Accreditation (NBA). Since statehood, hundreds of students from Nagaland had to go outside the state to different parts of the country to obtain a degree in engineering and other technical courses. This achievement is an aspiration of many Indian students — but till date, besides SETAM and NIT, polytechnic colleges in Nagaland have only been able to provide basic diploma courses. The Central scheme of NEQIP – AICTE which was implemented during 2013-17 had a target to achieve NBA and it is indeed a delightful achievement for KPA to have achieved this feat. KPA is the first of the many polytechnics in Nagaland that has been able to achieve the prestigious status of NATIONAL BOARD OF ACCREDITATION. But today things are progressing with a delightful development, the Khelhoshe Polytechnic, Atoizu (KPA), under the Department of Technical Education (DTE) of Nagaland, has achieved a muchawaited status from the National Board of Accreditation (NBA), Delhi — which many stakeholders have long felt has been the need of the hour. NBA has granted KPA accreditation for three Diploma programmes to qualify for upgradation to Degree Engineering programmes, for the next three academic years starting in 2021 (till academic year 2023-24). The courses are Civil Engineering, Mechanical Engineering and Electrical & Electronics Engineering. NBA’s nod is a prerequisite for upgradation, expansion, enhancement of enrolment and more for all the technical Institutions approved of by All India Council for Technical Education (AICTE), New Delhi. With this long-dreamt of milestone coming to fruition, youths in the state can now aim to study right here and reach for the stars when it comes to a top-notch quality technical education at par with the rest of the country. Thangavelu named flag-bearer for Tokyo Paralympics New Delhi, Jul 2 (PTI): Top para high-jumper Mariyappan Thangavelu was on Friday named the flag-bearer of the Indian contingent in the Tokyo Paralympics, which begins on August 24. Thangavelu, who is defending the T-42 gold he had won in 2016 Rio Paralympics during the August 24 to September 5 showpiece in Tokyo, was picked for the honour by the executive committee of the national body. “Mariyappan Thangavelu will be the flag-bearer of the Indian contingent at the Tokyo Paralympics. The decision was taken at the executive committee meeting of the Paralympic Committee of India (PCI),” Para-Athletics Chairman R Satyanarayana told PTI. Wimbledon: Sania-Bopanna in 2nd round of mixed doubles London, Jul 2 (IANS/ Agencies): India’s Rohan Bopanna and Sania Mirza on Friday advanced to the second round of the mixed doubles competition at Wimbledon here after beating compatriots Ramkumar Ramanathan and Ankita Raina in an allIndian match. It was the first time that two Indian pairs were facing each other at a Grand Slam. Sania and Rohan beat Ankita and Ramanathan 6-2, 7-6(5) in just over an hour on Court 8. Sania, 34, and Bopanna, 41, were always in control in the first set but faced some resistance in the second. They won 74% points on first serve as compared to 68% by their opponents, who also committed a double fault. Ramanathan and Ankita, who stormed to a 4-1 lead in the second set before their opponents reeled them in to take the issue to a tiebreaker, had three break points in the second set, but could convert only one. It was a good start for Sania and Bopanna, who have reunited on the circuit for mixed doubles in view of the Tokyo Olympic Games. They now face the British pair Aidan McHugh and Emily Webley-Smith.

CWG archery, shooting C’ships cancelled Birmingham, Jul 2 (IANS): The 2022 Commonwealth archery and shooting championships, which were scheduled to take place in Chandigarh in January next year, have been cancelled due to the problems posed by Covid-19 pandemic. The decision, taken by the Commonwealth Games India (CGI) Executive Board “with the support” of the Commonwealth Games Federation (CGF), was made “after careful consideration of several factors, including the continued uncertainty created by the ongoing global pandemic”. CGF president Dame Louise Martin said in a statement on Friday that, “We are disappointed that the 2022 Commonwealth Archer y and Shooting Championships will no longer take place, however, this is the right decision to take in the current climate.” The Commonwealth archery and shooting championships would have been held as separate events from the ones at the main games in Birmingham.

Denmark have bounced brilliantly after the opening game debacle after Chrisitan Eriksen collapsed on the pitch and lost 1-0 Finland, which was followed by a 2-1 loss to Belgium. However, the Danes finished second in the group having defeated Russia 4-1. Denmark followed it up with a 4-0 win over Wales in the round of 16, to seal progression into the quarter-finals. Czech Republic meanwhile finished third in the group behind England and Croatia, sealing a 2-0 win over Scotland, and sealed a 1-1 win over Croatia. The Czechs then proceeded to record one of the biggest upsets of the tournament, knocking out the Netherlands in the round of 16 with a 2-0 win. Denmark however will be favourites and should seal progression to the semis.

Warholm breaks 29-year old 400m hurdles world record Oslo, Jul 2 (IANS): Norwegian star Karsten Warholm clocked 46.70 seconds in men’s 400 metres hurdles to smash Kevin Young’s long standing world record of 46.78 secs at the Bislett Games, which is also the fourth Diamond League, here on late Thursday night. Young’s world record was set at the 1992 Olympics in Barcelona. “Your competitors are what really push you towards bigger things. If it was only me running quick times, I wouldn’t need to push it any further, but with people there running fast times, I need to take a step up as well,” Warholm had said in a pre-event press conference. Last week Rai Benjamin had run 46.83 secs at the US Olympic Trials in Eugene. Benjamin’s performance in Eugene had replaced Warholm’s previous best of 46.87 secs, set in Stockholm last August, as all-time second best behind Young’s 46.78 secs.

BERLIN, Jul 2 (AFP): Germany midfielder Toni Kroos said Friday he was retiring from international football, days after the team was knocked out of Euro 2020 by England. “I have played 106 times for Germany. There will not be another time,” wrote the 31-year-old Real Madrid player on Twitter. “I had already made the decision to retire after this tournament for some time,” he added, referring to the European championships. “It had been clear to me for a while that I will not be available for the World Cup 2022 in Qatar.” Kroos said he planned in the next years to place his
