NPCC claimed there are enough hints on “carving out Territorial Council with Ntangki National Reserve Forest” and that the Nagaland Legislative Assembly resolution can be construed as “blank cheque approval to carve out Ntangki Territorial Council or otherwise.”

According to NPCC, only parliament as per Article 3, has authority to increase or decrease or alter state boundaries or rename names.

Therefore, considering all the above, the extended executive committee of NPCC resolved to demand that the NLA “withdraw the five-point resolution adopted on 3rd August, 2021.”

“This change will represent one of the largest shifts in facial recognition usage in the technology’s history,” said a blog post Tuesday from Jerome Pesenti, vice president of artificial intelligence for Facebook’s new parent company, Meta.

NEW DELHI, NOV 2 (AGENCIES): Captain Amarinder Singh on Tuesday sent a seven-page resignation letter to Congress president Sonia Gandhi.

The former Punjab chief minister also announced that the ‘Punjab Lok Congress’ will be his new party’s name.

Taking to his official Twitter account, the veteran leader said, “I have today sent my resignation to INC President Ms Sonia Gandhi ji, listing my reasons for the resignation. ‘Punjab Lok Congress’ is the name of the new party. The registration is pending approval with the ECI. The party symbol will be approved later.”

In the resignation letter, Singh listed out his achievements as chief minister and slammed the Gandhis for a ‘conspiracy’ to oust him from the state government. He also lashed out at Punjab Congress chief Navjot Singh Sidhu and senior party leader Harish Rawat.

He told Sonia Gandhi that despite knowing him ‘for the better part of his 52 years in public life’ and ‘that too at a deeply personal level’, she never ‘understood’ him or his ‘character’.

NEW DELHI, NOV 2 (AGENCIES): The bypoll results for 30 seats from 14 States were a mixed bag for the BJP. While the party improved its performance in North Eastern states with the help of allies, in States such as Himachal Pradesh and West Bengal it tasted defeat.

The BJP and its allies swept all nine Assembly seats in the North Eastern states of Assam, Meghalaya and Mizoram. The Congress failed to win a single seat, and received its biggest blow in Assam.

Assam: BJP consolidated its position in Assam as its alliance won all five Assembly constituencies with the saffron party bagging three seats and its ally United Peoples’ Party Liberal (UPPL) emerging victorious in the two.

Meghalaya: In Meghalaya NPP-led Meghalaya Democratic Alliance (MDA) wrested two seats, which were previously held by the Congress, while the United Democratic Party (UDP) won the Mawphlang seat.

Karnataka: The BJP wrested Sindgi assembly segment from the JD (S) but lost the Hangal seat to the Congress.

Madhya Pradesh: The ruling BJP retained Khandwa Lok Sabha seat in Madhya Pradesh and wrested Jobat (SC) and Prithvipur assembly seats from the Congress but ceded Raigaon (SC) constituency to the opposition party.

Petrol price hiked for 7th straight day, diesel unchanged D I M A P U R , N OV 2 (NPN): State-owned oil marketing companies (OMCs) increased fuel price for the seventh consecutive day pushing the rate to fresh all-time highs across the country.

According to a price

notification of state-owned OMCs, petrol price was hiked by 35 paise per litre, but diesel price remained unchanged.

After the latest rate revision, petrol price in Dimapur soared to Rs.108.34 per litre while diesel prices

remained at Rs.100.60 per litre.

In the state capital Kohima, petrol price climbed to Rs.101.50 per litre while in Tuensang it was retailing at Rs.112.01 per litre.

Petrol price has been hiked on 21 occasions

since September 28, when a three-week-long hiatus in rate revision ended. In all, prices have gone up by Rs 6.4 a litre.

Diesel rates have been increased by Rs 7.70 per litre in 24 hikes since September 24.

State logs 9 fresh cases, 1 Covid death DIMAPUR, NOV 2 (NPN): Nagaland on Tuesday recorded nine fresh Covid-19 positive cases while one more patient succumbed to the infection.

Of the fresh cases, four were from Kohima, three in Dimapur and two in Wokha, taking the total caseload to 31868.

Further, one more patient succumbed to the virus in Kohima, pushing the death toll to 686 (including 15 non-Covid deaths).

Meanwhile, 12,10,994 persons have been inoculated against Covid-19 (712621 first dose and 498373 second dose).

PTI: India recorded 10,423 new Covid-19 cases, adding up to the total of 3,42,96,237.

The death toll climbed to 4,58,880 with 443 fresh fatalities, Health ministry stated.

Transport deptt notifies introduction of BH series DIMAPUR, NOV 2 (NPN): State department of transport has notified the introduction of BH (Bharat) series of vehicle registration series.

In order to facilitate seamless transfer of vehicles, the Ministry of Road Transport & Highways (MoRTH) vide notification dated August 26, 2021, introduced a new registration mark for new vehicles i.e. “Bharat series (BH-series)”. A vehicle bearing this registration mark would not require assignment of a new registration

mark when the owner of the vehicle shifts from one State to another.

According to the department of transport, the ‘BH’ vehicle registration series can be availed voluntarily for vehicles owned by the defence personnel and employees of the state and central government and also

by private sector companies and organisations that have their offices in four or more States/Union Territory.

Provided that, in case of application for registration of vehicle under BH series, opted voluntarily by the vehicle owner, the following documents shall be produced: Working certificate in Form 60, in case of the applicant working in private sector and official identity card and, in case of the applicant working in government office.

The registration mark would be generated ran-

domly through the portal after verification of working certificate in Form 60 or Official identity card, as the case may be, by the registering authority.

DIMAPUR: The monthly review meeting of Wokha District Task Force (DTF) for COVID-19 was held on in the conference hall of the deputy commissioner (DC), Wokha on November 2. The meeting focused on taking preventive steps and preparedness for the third wave.

Capacity building training concludes at Khonoma DIMAPUR: The three-day capacity building training at Khonoma concluded on November 1. The training which was an initiative of Pabhoi Greens (PG) in collaboration with the United Nations Development Programme (UNDP) was aimed at assisting women farmers on “sustainable agricultural practices”.

Speaking at the programme, managing director (PG), Neelam Dutta shared his dream on how he wanted Khonoma to become the “first seed bearing village in the state”.

He maintained that the climatic situation was well suited for it and hoped that the younger generation would step up and take up farming on a larger scale while taking all measures to ensure that the produce were purely organic.

He shared how for the last five years, he has been working for seed sovereignty in the village and appreciated the village for the love and trust over the years.

DIMAPUR: National AIDS Control Organisation (NACO), ministry of health & family welfare launched a campaign on New India @ 75 to conduct awareness in three phased manner on: HIV, TB and blood donation.

The campaign was launched with the objective to disseminate information regarding HIV and TB prevention and services; developing an understanding about the infection and to reduce stigma & discrimination against people living with HIV and AIDS and TB; to encourage blood donation within the youth.

In order to disseminate the campaign, a District Level Committee (DLC) was formed under the chairmanship of deputy commissioner (DC) Dimapur,

Rajesh Soundararajan and chief medical officer (CMO) Dimapur, Dr. I. Moatemjen as member secretary.

A sub-committee was also formed to look after the entire campaign for the awareness, publicity and to screen the competitions under the three themes i.e.

HIV, TB and blood donation. The awareness campaign was spearheaded by District AIDS Prevention & Control Unit (DAPCU) and district tuberculosis officer, Dimapur.

Altogether the campaign covered seven colleges: Pranabananda Women’s college, Public college of commerce & Arts, Sakus Mission college, SD Jain girls’ college, Yemhi college, Immanuel college and City college of Arts & commerce.

The campaign was also conducted at six schools: Carmel Higher Secondary school, Holy child school, Holy cross higher secondary school, Little star Higher secondary school, St. Paul Higher secondary school and St. Joseph Higher secondary school. The campaign also included competitions on the three themes, HIV, TB and blood donation for the schools and colleges.

After the entries were received, the screening committee which comprised of deputy CMO, district education officer and DPO, DAPCU, Dimapur judged the entries and after completion, the results were declared on November 2 with EAC (development), Dimapur who felicitated the winners as special guest.

‘All Souls Day’ observed in Kohima

DIMAPUR: Catholics in Kohima observed “All Souls Day” to remember and pray for their loved ones “who have gone for their eternal reward and who are currently in a state of on-going purification” on November 2.

Sensitisation campaign on RPwD Act 2016

DIMAPUR: Mission Mode Team (Accessible India Campaign) in collaboration with the office of the state commissioner for persons with disabilities has been conducting sensitisation & awareness campaign on the Rights of Persons with Disabilities (RPwD) Act 2016 for state government officials.

The second phase of the campaign was held from October 28-30, covering the districts of Zunheboto, Longleng and Mon. The first phase was conducted

in Kohima, Dimapur, Peren and Wokha.

The team was led by commissioner & secretary to the government of Nagaland K. Libanthung Lotha who highlighted the objectives of the campaign which was to sensitise officials of the state government and local bodies and authorities on the Rights of Persons with Disabilities Act 2016 and to raise awareness on the need to create barrier-free environments, including in workplaces, for inclusion and equal op-

portunities of persons with disabilities.

State Commissioner for Persons with Disabilities Diethono Nakhro elaborated on the various provisions of the RPwD Act 2016 and underlined the unacceptable existing situation in the state where persons with disabilities were literally “uncounted” and left behind in all areas of life.

She explained the roles and responsibilities of the district administrations and various departments towards implementation of

the RPwD Act. The court directives with regard to implementation of the RPwD Act 2016 was highlighted by advocate, Guwahati high court, Kohima Bench Apila Sangtam.

She stressed on the need for timely compliance of the provisions of the Act by various departments and underlined the legal implications for the state government in the event of non-compliance.

The Mission Mode Team (AIC) was constituted by the state government and

includes team leader K. Libanthung Lotha, member secretary K. John Mera, executive engineer social welfare & WRD and members Nungsangwati, senior architect, chief architect’s office NPWD, and joint director urban development Tarachu Fithu with assistant director and nodal officer (AIC) social welfare K. Altogether, 55 volunteers took part in the cleanliness drive.

Punjab Lane residents protest relocation

S H I L LO N G, N OV 2 (PTI): The residents of Punjabi Lane at Them Iew Mawlong in Shillong on Tuesday vowed to give “sleepless nights” to the Meghalaya government for its decision to relocate them.

The state government had last week taken possession of the 12,444.13 sq m land at Iew Mawlong to relocate the residents of the colony.

Deputy Chief Minister Prestone Tynsong said Rs 2 crore was given to Syiem of Hima Mylliem -the local cheftian, and the Urban Affairs Department will beautify the area.

At a meeting of the Harijan Panchayat Committee (HPC) -- which represents the Dalit Sikh community in Shillong -- on Sunday, several resolutions were passed to socially, legally, religiously and politically challenge the move of the state government.

In a statement, HPC secretary Gurjit Singh said the devotees of Gurdwara Guru Nanak Darbar, the Hindu temples and the Church of North India -- all located in the area -- have categorically rejected the government’s move while declaring, “We

AG A RTA L A , N OV 2 (IANS): Members of five tribal organisations of Tripura held a protest on Monday in front of Bangladesh Assistant High Commission here condemning the attack and torching of the Katakhali Forest Buddhist Monastery under Teknaf in Cox’s Bazar district in the neighbouring country.

A joint statement of the five tribal organisations on Monday said that at least 8 indigenous persons, including women, belonging to the Chakma community were injured during the attack on October 24.

These organisations submitted a memorandum to Bangladesh Prime Min-

ister Sheikh Hasina through the Assistant High Commissioner Mohammad Jobayed Hosen. The memorandum said that the attack on the Katakhali Forest Buddhist Monastery took place following a series of incidents of vandalism and arson of Hindu temples, Durga Puja pandals and attacks on Hindu minorities from October 13, which shows that the government of Bangladesh has not taken any measure to ensure protection of the religious minorities in the country.

“This is because the government of Bangladesh as on date has failed to punish those who destroyed 19 Buddhist temples and

about 100 houses at Ramu, Cox’s Bazar and Patiya of Chittagong in 2012,” the memorandum said.

These organisations in their statement said: “The Bangladesh government has the responsibility to protect the life, property and right of the religious minorities to practice their religion.”

The tribal organisations demanded to bring the perpetrators of the attack on the Katakhali Forest Buddhist Monastery and attack on at least eight indigenous persons belonging to the Chakma community to justice and ensure prosecution of those who destroyed 19 Buddhist temples and about 100 houses at Ramu, Cox’s Bazar and Patiya of Chittagong in 2012 through fast track courts.

The tribal organisations which held the demonstration on Monday include Chakma National Council of India, Chakma Buddhist Welfare Society, Young Chakma Association, Tripura Chakma Students Association and Tripura Rejjyo Chakma Gabuchya Joda.

3 arrested with 1.1 kg heroin near Shillong SHILLONG, NOV 2 (PTI): Three persons were arrested with 1.1 kg of heroin in Meghalaya’s East Khasi Hills district, police said on Tuesday.

Acting on a tip-off, a vehicle transporting drugs from Manipur to Shillong was intercepted at the entry point to the city, Superintendent of Police Sylvester Nongtynger said.

Two persons were present in the vehicle, and after a thorough search, 100 soapboxes of heroin were seized, he said.

CAPFs should take care of country without worries: Shah NEW DELHI, NOV 2 (PTI): Union Home Minister Amit Shah on Tuesday said the Central Armed Police Forces (CAPFs) should take care of the security of the country without any worries and the Modi government will look after their families.

Shah, who launched the ‘Ayushmaan CAPF’ scheme health cards and handed over the first card to a National Security Guard (NSG) commando, also said that Prime Minister Narendra Modi has always given paramount importance to the interests of the security forces and has taken many steps for their welfare.

“The CAPFs should take care of the security of the country without any worries and the Modi government will take care of your families,” he said. The CAPFs are: the CRPF, BSF, CISF, ITBP, SSB, NSG and the Assam Rifles. All of them are under the administrative control of the Ministry of Home Affairs.

On Tuesday, on the auspicious occasion of ‘Dhanvantri Puja’, which is celebrated in the honour of ‘The God of Medicine’, the process of distribution of health cards across CAPFs has begun, a home ministry statement said.

The home minister had launched the scheme on pilot basis in Assam on January 23, 2021 to provide healthcare services to all CAPFs personnel and their dependents. From now onwards, health cards distribution will be undertaken in all CAPFs and the number of cards distributed will be displayed on the website of MHA on a daily basis The distribution of about 35 lakh cards will be completed by December, 2021.

The CAPF personnel and their families will now be able to avail cashless in-patient and out-patient healthcare facilities at all hospitals empanelled under the Ayushmaan Bharat PMJAY or the CGHS.

This is one of the quickest probes in defence corruption cases as the agency filed charge sheet within 60 days of the first arrests made on September 3 to ensure that the arrested accused do not get easy bail.

In one of the charge sheets, the CBI named retired naval officers --Commodore Randeep Singh and Commander SJ Singh -- while in the second case, besides these two, serving Commander Ajeet Kumar Pandey, and three executives of Hyderabad-based Allen Reinforced Plastics Ltd -- executive director TP Shastri and directors NB Rao and K Chandrasekhar -- have been listed.

Tackling crimes, in Dimapur has become a heated subject against the backdrop of serious crimes and other offences that have frustrated the efforts of authorities in regaining lost ground. Even if number of cases have concluded with accused taken for trial, the system has also allowed them to be let off; first as bail on medical and other specious grounds and secondly when they end up perpetually absconding but no legal action on the guarantors. The friction between the police and judiciary over the years has also only compounded the problem of law enforcement. The state police has significant number of officers who are second to none in the country and who have, time and again, proved themselves as excellent policemen under adverse situations. If the law is to be effectively enforced, the police must have the right officers in the right place and brook any political interference. The adverse impact on the force can be seen in the systemic de-institutionalisation of the force, which has led to their overstepping the limits of law more frequently, in greater dimension, more daringly and in a variety of bizarre ways. It is also crucial that police reforms be implemented as it relates to transparency and accountability in selection of officers and men based on pure merit and ability. Nagaland has thrice the number of armed police over the civil police(DEF) like Mizoram, Manipur and Tripura. The multi task of prevention, detection, investigation and prosecution of crime rests with the DEF, but the over focus on armed battalions have affected the outlook of the force. That is the catch that has caused problems in the system. If the state politicians are as serious and as sincere as they sound when they speak about tackling crimes, then they must effect a major overhaul of the policing system. Nagaland Police enjoys a good reputation as a professional fighting force and given the right leadership, training and motivation and independence, it has the potential of achieving new heights. Putting an end to political and bureaucratic interference in the force would be a Herculean task but that is a small price to pay for the huge cost of criminalization of the system and society.

In other words, “To be My disciple, let him give up his right to himself to Me.” Our Lord is not talking about our eternal position, but about our being of value to Him in this life here and now. That is why He sounds so stern (see Luke 14:26). Never try to make sense from these words by separating them from the One who spoke them.

The Lord does not give me rules, but He makes His standard very clear. If my relationship to Him is that of love, I will do what He says without hesitation.

If I hesitate, it is because I love someone I have placed in competition with Him, namely, myself. Jesus Christ will not force me to obey Him, but I must. And as soon as I obey Him, I fulfill my spiritual destiny. My personal life may be crowded with small, petty happenings, altogether insignificant. But if I obey Jesus Christ in the seemingly random circumstances of life, they become pinholes through which I see the face of God. Then, when I stand face to face with God, I will discover that through my obedience thousands were blessed. When God’s redemption brings a human soul to the point of obedience, it always produces. Jhum Cultivation is prerequisite for sustaining local food security As a way of introduction: I was fortunate to be a part of NEN Farm School program as the valedictory speaker on the topic “Building a Sustainable Future and Responsibility of Youths”.

NEN, Chizami, organised this training program under the theme: “Bridging the Farm-to-Plate-Gap,” with participants from various states of North East India.

During the experience sharing, one of the participants told us that he was able to count 20 (twenty) variety of crops grown in the jhuming field. It reminds me about the importance of jhum cultivation for maintaining local food security, food diversity and sustainable environment.

Attempts of the state to abolish jhum cultivation: Recently, the Central government has allocated Rs. 20 Crore for rehabilitation of shifting/jhum cultivation in Nagaland state.

For years, shifting cultivation,’ ‘jhum cultivation,’ ‘slash and burn method ‘or ‘swidden’ have been continuously under the scanner of policy makers for its productivity and ecological viability. There are peoples who consider jhum/shifting cultivation as unproductive and ecologically disastrous.

Those who practice it are branded as uncivilised and undeveloped people (say villagers). This practice is considered as the sole factor of degradation of soil and forests. Hence farmers/villagers are urged to become ‘progressive farmers’ (favourite phrase of modern capitalists) by shifting from traditional type of cultivation to mono-cash crop cultivation. This, according to

them, will ensure livelihood security of the susceptible tribals and preserve forest wealth. I am apprehensive whether eradication of the age-old practice of jhum cultivation that has been the subsistence economy for tribal people since time immemorial years will be really a wise decision. However, in this mad rushing world blinded by mammon, everything is measured in terms of money value including human beings.

Jhum cultivation versus modern agriculture: Many people (so called modern-educated people) wanted to eradicate jhum cultivation and replace it with a new scientific approach in order to gain high yield. This would enable farmers to come out of poverty. To do this, farmers have to get inputs (seeds, chemicals, fertilizers, production tools etc) from the companies. The signs of the times tell us that it is high time to seriously study the various traditional methods of agriculture practiced by our fore-parents for centuries and revive them. Traditional type of agriculture maintains biodiversity and ecological balance and ensured food security for everyone. In jhum field, varieties of crops are grown in a year. Whereas, in cash cropping, only one type of crop is grown (monocropping). This affects the quality of air, water, and soil as well as gives big burden to living creatures to either adapt to the changes or die.

Modern agriculture does not really alleviate mass poverty. It needs technical knowledge to handle. The climate has to be

very suitable. The time of sowing, transplanting and harvesting must be done at the right time. It needs good storage, transport and market. Otherwise it would go waste. It needs lots of fertilizers, pesticides and chemicals to get maximum yield. This gives huge burden to eco-system. It is labour intensive. Most of the cash crops have to be sold to certain company.

Farmers have no right to ask for higher price. It is completely under the monopoly of Companies. When crops failed (for various reasons), farmers are heavily indebted leading to suicide.

Jhum cultivation as source of livelihood and culture: Our fore-parents have been practicing jhum cultivation for centuries. It is this practice that moulds and shapes our civilization since then. We were all cradled and brought up through the tradition of jhuming agriculture.

It was part and parcel of tribal society from time immemorial. It was and is tribal’s culture (in fact the word ‘culture’ comes from agriculture). Jhum field provides platform for tribal people to work together.

The spirit of solidarity is thus maintained. Many songs, dances and stories were composed based on jhum cultivation. In jhuming field, people worship gods/spirits - with many rites and rituals performedfor seed sowing, ploughing, and for harvesting. Can our people carry forward the ‘spirituality’ of jhum cultivation to cash cropping?

In subsistence economy, people worship gods/spirit.

In cash economy people

worship money and the capitalist. In jhum field they sing song together while working. In it, people share the produce with another (which can never happen with cash crop). Our people have a great sense of respect for nature. They have a well-guarded time-table for jhum cultivation giving enough time for nature to regenerate. Jhum cultivation provides both livelihood and culture. A good lesson can be learnt from Khonoma Village (Nagaland) whose villagers have been successfully practicing jhum cultivation for centuries providing local food security and also without affecting the ecological health. The state needs to give special attention to farmer’s security for they are the backbone of our economy. If every village’s economy is well developed, we will have abundant food with healthy environment.

Cor r uption is the main cause of backwardness not jhum cultivation: Tribal people’s method of cultivation may appear to be ‘crude’ and ‘undeveloped’.

But it has sustained life since time immemorial. I have not heard of tribal people who had died of starvation and hunger. I have not heard of ‘beggar’ in tribal society. Although each year’s harvest is crucial, their economic system –based on sharing and nature friendly method- keeps them alive at all times. Unfortunately, many town dwellers and educated people look down on villagers although they survive through the labour of farmers. Go and see those villagers living in faraway interior places. They lack nothing as far as food is concerned al-

though they suffer of modern infrastructures. This is because of corruption in the government administration.

If there is no corruption in the state’s administration and all welfare schemes reach the villagers, they will not suffer for anything. For instance, if Public Distribution System (PDS) works well and reach the targeted masses, the living condition of villagers will be enhanced to a great extend. If government’s institutions such as school and health work effectively in villages, children will get quality education. If the roads connecting to villages are well constructed, they will be able to trade off their produce and earn good amount. If all the schemes for the villagers reach them, they will be able to take care of natural resources.

But because of corruption, the villagers were forced to exploit natural resources to meet their needs. Hence, corruption of all forms in government offices needs to be dealt with iron hand, not only to enhance villager’s living standard but also to save natural resources.

Concluding remark: For any type of cultivation soil erosion and ecological degradation will be there but is lesser in jhum cultivation. Daman Singh, the Daughter of Prime Minister Manmohan Singh, in her book, “The Last Frontier: People and Forests in Mizoram” stated “that a jhum system in which the land is cultivated for a single year, causes less soil and water loss than modern systems of agriculture and horticulture. The relatively low extent and intensity of cultivation together with

rapid regeneration, does not result in any climatic change due to deforestation in the jhums. The use of burnt vegetation makes far more economic and financial sense than the application of chemical fertilizer. The act of burning has many benefits other than building up soil fertility, and is an operation normally carried out with reasonable care”.

Thus comparatively, jhum cultivation is more viable than modern agriculture in our context.

It is high time for government to do intensive research on jhum cultivation and not to take decision in haste to abolish it. Jhum cultivation is not just an economic activity. It has social dimension where communitarian spirit is maintained.

It has religious dimension where the relationship with gods/spirits is established.

It has political dimension where land boundaries are demarcated. To eradicate jhum cultivation altogether is not feasible. However, we can talk of ‘upgradation’ or ‘improvement’ of jhum cultivation including planting more trees in and around the jhum field. Research has to be build on strong relationship between social actors and pooling of age-old local technical knowledge with new knowledge from science and technology. In this regard, NEN, Chizami, has many things to teach us.

For a sustainable local food security, for healthy living and for healthy environment, the practice of jhum cultivation should be encouraged and maintained.

ducational vision is an image of the future of students we seek to create.

It is a vision which fosters the skills, mindsets and attributes required for students to be effective learners and find success in an increasingly unpredictable world. Educational vision is a statement or planning ahead to teach all children to acquire and develop the skills, knowledge and understanding to succeed at all stages of their education and equip them with high aspirations for their future lifelong learning.

It is the capacity of creating futures of the learners that leads to commitments and goals. It also refers to a standard that guides an institution or school’s internal decision-making and aligns with its goals. Educational vision aims for an institution’s high-level goals for the future or what we hope to achieve if we successfully fulfill our organizational purpose through the best practices in school governance and management. Vision for education, as a teacher should hope to help the students learn how to combat the negative feelings and stereotypes that plague our society. Rather, empowering them to see that they have the ability to be a great generation.

Our responsibility in their lives is to ensure that our students are getting the best education we can provide tapping into the resources of our school, parents and the community so that they can succeed in whatever area they choose.

In Nagaland, the availability and accessibility of quality education is linked to long-term learning outcomes at it still remains a major issue. Teacher related issues like, irregularity in performance of duties in government schools, engagement of proxy teachers, irregular capacity building and training of teachers, lack of updated knowledge base as well as new teaching techniques by the teachers that could benefit in-classroom and out-of-classroom student teachers’ interaction are the challenges faced by the state towards improving the quality of education.

The untimely transfer of

teachers during the academic session results in disturbance and affects the schools’ academic activities. Teacher shortage has been a common challenge at the school, higher and technical education levels. In Nagaland, there are excess teachers in many government schools. But some schools especially in remote areas are run only by one or two teachers. There is a major shortage of science and mathematics teachers at the upper primary level (classes 6-8) and the high school level (classes 9-10) which lands to the appointment of unqualified and untrained private teachers to take up the particular subjects in the government schools. As a result, every year it also leads to poor performance in HSLC and HSSLC state board examination.

There is a lack of participation by civil society, village council chairman and members, VDB, VEC and the parents of students, particularly in rural areas where parents are less educated and may not see value in contributing to their children’s schooling. In government schools, there are often delays in school- related supplies like, delivery of textbooks and other teacher and student materials.

Best practices in school governance School governance has an important role in ensuring that schools in particular perform well and continually seek to improve overall quality of education and also aims to transform the education system in the state. School governance is perhaps the largest collective voluntary endeavor in the state or country. Every school has a governing body and the ways in which schools are governed needs to change because of new approaches and methods of teaching and learning. The new National Education Policy aims to facilitate an inclusive, participatory and holistic approach which takes into consideration field experiences, empirical research, stakeholder feedback, as well as lessons learned from best practices. It is a progressive shift towards a scientific approach to education. If implemented in its true vision of education, the new

curriculum structure can bring our state, Nagaland at par with leading states in the countries of the world.

There should be five different steps that need to be followed for a school to be well governed.

The first step is to be efficient and effective.Efficiency is getting the best result from the resources, students or people in the school and in the community.

The school board and the staff of the school led by the head teacher or headmaster need to make sure that they run a good school which teaches pupils to learn diligently. The students, parents, community members, neighborhood and the students’ body or unions can all help the school to run successfully.

The second step is accountability which is a fundamental requirement of good school governance. The school needs to be accountable to parents, community members, school community, staff and its learners for parents-teachers meeting, school board meetings, annual general meetings, periodic evaluation of students’ performance, planning of academic calendar, and reports on pupils’ progress.

The third step is transparency which means being open, honest and easy to see. Transparency practice in school governance can be used to stop corruption.

Common forms of corruption in education in the state are bribery, fraud, extortion, abuse of discretion, favoritism, nepotism and improper political contributions.

School governance can ensure transparency by doing assessment and monitoring, access to information, ethics and integrity, institutional reforms and targeting specific issues.

The fourth step is equity which is about fair treatment.

People are different and sometimes they have different needs.

For example, a disabled learners who needs to use a wheelchair might need a ramp and other things to get into the classroom and around the school. The school must recognize that some children will have special needs in their learning.Equity practices at school means that the school

needs to be a place that can help everyone to be treated fairly.

The school’s rules and practices must allow everyone, rich or poor, disabled, male or female to be included in discussions and decisions for the school and for children’s safety and education.

School must become responsible for successful, changes and for development in children’s learning.

The fifth step is community involvement and citizen participation. A school that works well needs the support and active participation of the citizens in the community so that it can go on working well and serving the community. To achieve learning and positive impact at community and school level, where parents are more involved in the welfare of their children, the school’s governance practices is monitored and relevant information is available to all citizens and learners are prioritized.

Best practices in school management The success of every school depends on the way it is managed. The need for the efficient management of school has placed much more emphasis on the nature and quality of the work of the head teacher and head master as the leader of a team of professional educators and as the manager of the supply and effective use of resources like human, financial and material.

The school head therefore needs to gain clear understanding of all the forces and factors which contribute towards management of the school.

School management may be defined as an art and science in coordinating human and material resources of the school in such a way as to attain the objectives to optimal level of satisfaction of those served and with a high degree of morale and sense of attainment on the part of those rendering the service. School management also refers to the managerial process through which efforts of people in the educational system are controlled, directed and supervised towards the accomplishment and realization of educational goals and objectives.

The practices in school management can be done in four different categories 1. Management of human resources: The human resources are the school personnel which include the principal or the headmaster, teachers, office staff, librarian etc. Human resource management is concerned with policies, systems and practices of the school for the employees or teachers or other school personnel. The internal environment of the school must be developed in such a manner that enhances human growth and motivates the school personnel for higher achievements. The knowledge, skill, experience and creativity of all the human resources of the school should be utilized properly. The management must ensure that the school personnel should get job satisfaction.

2. Management of material resources: The material resources of the school are its building, equipment, furniture, library, laboratory, audio visual aids etc. the building of the school should be situated in a neat and healthy environment.

Games field, ventilation in the room, seating arrangements should be managed properly.

The school buildings should be kept clean and sanitary fittings should be proper and hygienic.

Classroom materials like furniture, blackboard, whiteboard should be maintained properly.

3. Management of financial resources: The management of the financial resources can be done through budget, securing revenue and managing expenditure and auditing. The proper planning of budget is very essential for the smooth functioning of the school.

For the preparation of budget, the various activities should be done.

Preparing for educational or field trip, excursion and tours, making the plan of expenditure for cocurricular and extra-curricular activities such as organizing events, clubs, sports etc.

NEW DELHI, NOV 2 (IANS): Defending their party president Akhilesh Yadav’s decision of not contesting the Assembly polls, Samajwadi Party leaders on Tuesday claimed that in the past also several leaders, including incumbent Chief Minister Yogi Adityanath, did not contest the polls.

The Chief Ministers from 2007 till now have been the members of the upper house in the state, they said.

Soon after Yadav’s announcement on Monday, the Opposition tore into the SP saying that the decision

was taken as the party had lost all hopes of winning.

Samajwadi Par ty spokesperson Rajiv Rai said that the party, not the parliamentary board, will decide who will contest elections.

As far as the BJP is concerned, Chief Minister Yogi Adityanath and both the Deputy Chief Ministers Dinesh Sharma and Keshav Lal Maurya are members of the Legislative Council.

During his last term as the Chief Minister, Akhilesh Yadav was a Legislative Council member. He had not contested the 2012 elections. Similarly, BSP

supremo Mayawati who has been Chief Minister four times was a MLC but not a MLA. Yogi Adityanath is also a MLC. He did not contest the elections in 2017 when the BJP stormed into power but he was the MP from Gorakhpur and was later elected leader of the Legislative party.

Keshav Lal Maurya and Dinesh Sharma are both MLCs elected after being appointed as ministers.

For the Assembly polls, Akhilesh, the MP from Azamgarh, will be the face of his party’s campaign, Rai said.

MUMBAI, NOV 2 (PTI): A Mumbai court on Tuesday remanded former Maharashtra home minister Anil Deshmukh to the Enforcement Directorate’s custody till November 6 in connection with a multi-crore money laundering case.

by ED late Monday night after over 12 hours of questioning in the money laundering case linked to an alleged extortion racket in the state police establishment, was produced for remand before additional sessions judge P B Jadhav, who presided over the special holiday court, a little after noon.

Additional Solicitor General Anil Singh, appearing for the ED, sought 14-day custody of the NCP leader, stating that the custodial interrogation was required to carry out further probe into the case and to check the money trail.

Deshmukh’s counsel

Vikram Chaudhri and advocate Aniket Nikam, however, opposed it and argued that the ED had no locus to investigate. The Bombay High Court had only directed the Central Bureau of Investigation (CBI) to probe the allegations against Deshmukh. No one asked the ED to investigate, Chaudhri told the court.

He further informed the court that Deshmukh (71) is a senior citizen whose shoulder is dislocated and hence, he needs constant support.

“He suffered from COVID-19 this February and is suffering from heart ailments and hypertension,” Chaudhri said.

Before producing him in the court, the prosecuting agency had taken the NCP leader to the state-run J J Hospital for a regular medical checkup.

The ED had initiated a probe against Deshmukh and his associates after the CBI filed its FIR against the NCP leader on April 21 on charges of corruption and misuse of official position.

The ED’s case is that Deshmukh, while serving as home minister, misused his official position and through dismissed cop Sachin Waze collected Rs 4.70 crore from various bars and restaurants in Mumbai.

The money was allegedly laundered to Nagpurbased Shri Sai Shikshan Sanstha, an education trust controlled by Deshmukh’s family.

Deshmukh had refuted these allegations earlier and said the agency’s whole case was based on malicious statements made by a tainted cop (Waze).

The ED has so far arrested two persons in the case – Sanjeev Palande (additional collector-rank official who was working as Deshmukh’s private secretary) and Kundan Shinde (Deshmukh’s personal assistant).

The agency last month submitted its prosecution complaint (equivalent to a charge sheet) against the duo before a special court.

“The only solution is stop depending on imported fuel and manufacture alternative fuel in our country,” he told a press conference in Panaji.“We import 80 per cent fuel. I am introducing flex engines. Flex engine bikes and scooters. That means, you can use 100 per cent petrol or 100 per cent ethanol. Ethanol is Rs 65 per litre,” he said. Gadkari said this in response to a question about how the rising fuel prices could be combated.

The Minister also said that flex engines, which can adapt to both petrol and alternative fuels like ethanol, would be made mandatory in India in six months.

NEW DELHI, NOV 2 (PTI): The Defence Ministry on Tuesday approved the procurement of arms and military equipment worth Rs 7,965 crore, including 12 light utility helicopters from Hindustan Aeronautics Limited, according to an official statement.

The procurement proposals were approved at a meeting of the Defence Acquisition Council (DAC), the ministry’s highest decision-making body on the matter.

Besides clearing the proposal of buying 12 helicopters, the DAC approved procurement of Lynx U2 naval gunfire control system from Bharat Electronics Limited that will enhance the tracking and engagement capabilities of naval warships, the ministry’s statement said.

MUMBAI, NOV 2 (IANS): India’s major automobile manufacturers posted subdued sales numbers for October on the back of production issues caused due to a global shortage of electronic components.

High fuel cost and longer waiting periods also dampened the sales momentum. In terms of sales, auto major Maruti Suzuki India’s October total sales fell over 24 per cent to 138,335 units in October 2021 from 182,448 units sold during the corresponding period of last year.

Besides, the company’s total domestic sales including passenger and commercial vehicles in addition to off-take by other OEMs fell during the month under review. The sales fell to 117,013 units last month from 172,862 sold in October 2020 .

However, it reported its highest-ever monthly exports of 21,322 units in October 2021.

“While the shortage of electronic components continued to affect the production of vehicles during the month, the company took all possible measures

to minimise the impact,” the automaker said in a statement.

“Accordingly, the company sold more vehicles than the sales volume expected at the start of the month.”

Hyundai Motor India also reported a decline in October cumulative sales.

The company’s October sales fell by over 36.7 per cent on a year-on-year basis, falling to 43,556 units last month from 68,835 units sold during the corresponding period of 2020.

Geography-wise, the domestic sales declined to 37,021 units from 56,605 units reported for the corresponding period of last year.

Similarly, exports for the period decreased. The company was able to ship out 6,535 units down from 12,230 units sold abroad during October 2020.

Jamyang Tsering Namgyal, Member of Parliament from Leh, inaugurated Jio mobile tower in Demchok and dedicated 4G services to the people of the border village, Army, ITBA, and travellers.

NEW DELHI, NOV 2 (PTI): Banks have sanctioned loans worth Rs 63,574 crore to about 13.84 lakh borrowers in a fortnight under the credit outreach programme, Finance Minister Nirmala Sitharaman said on Tuesday.

Under this programme, banks have been holding special camps across various parts of the country to sanction loans to eligible borrowers as per the prudential norms.

Most of the banks have announced festival offers at concessional rates of interest and waived processing charges.

NEW DELHI, NOV 2 (PTI): Gold in the national capital on Tuesday gained Rs 53 to Rs 46,844 per 10 grams reflecting overnight rebound in international precious metal prices, according to HDFC Securities.

In the previous trade, the precious metal had settled at Rs 46,791 per 10 grams.

Silver also moved higher by Rs 45 to Rs 63,333 per kg, from Rs 63,288 per kg in the previous trade.

In the international market, both gold and silver were trading flat at USD 1,793 per ounce and USD 23.95 per ounce, respectively. “Gold prices traded steady with spot prices at COMEX trading flat at USD 1,793 per ounce on Tuesday,” said HDFC Securities Senior Analyst (Commodities) Tapan Patel.

ISLAMABAD, NOV 2 (PTI): Pakistan National Security Advisor (NSA) Moeed Yusuf on Tuesday said he would not travel to India for an upcoming conference on Afghanistan on November 10 as he dismissed India’s role as a “peacemaker” in the wartorn neighbouring nation.

India extended the invitation to Pakistan to attend the regional conference on Afghanistan being hosted by Indian NSA Ajit Doval.

Talking to reporters

here, Yusuf said that he will not travel to India to attend the conference hosted

by India on Afghanistan on November 10, The Express Tribune reported.

In response to a question during the press conference, Yusuf said that a “spoiler” could not take on the role of a “peacemaker”, the report said.

Earlier, Pakistan’s Foreign Office confirmed the invitation from India but said the decision would be taken at an appropriate time.

NEW DELHI, NOV 2 (IANS): At least 19 people were killed and 43 wounded when two explosions followed by gunfire hit Afghanistan’s biggest military hospital in the capital Kabul, Al Jazeera reported.

The sound of gunfire was also heard near the Sardar Mohammad Daud Khan military hospital in the Afghan capital, according to witnesses and a government spokesperson.

Bilal Karimi, deputy spokesman of the Islamic Emirate, told reporters that at least two blasts took place at the entrance of the 400-bed hospital in Kabul’s 10th district.

Witnesses told Al Jazeera it was a car bomb.

T20 WC: Pakistan beat Namibia by 45 runs to clinch semi-final spot

ABU DHABI, NOV 2 (PTI): Opener Mohammad Rizwan continued his scintillating form with a blistering 79 as a thoroughly professional Pakistan stormed into the semifinals of the T20 World Cup with a 45run thrashing of Namibia here on Tuesday.

Rizwan’s 50-ball knock contained four sixes and eight fours, while his skipper Babar Azam soaked up the early pressure with a classy 70 from 49 deliveries in a record-breaking 113-run opening stand.

With the knock, Rizwan (1661) surpassed Indian skipper Virat Kohli (1614) and remained just five shy of Chris Gayle (1665) to become the batter with most T20 runs in a calendar year.

LEIPZIG (GERMANY), NOV 2 (AFP): Argentinian superstar Lionel Messi will miss Wednesday’s Champions League clash with RB Leipzig due to injury, Paris Saint Germain announced on Tuesday. The 34-yearold six-time Ballon d’Or winner has a left hamstring problem and a painful knee.
